They should be send [17:08] the state gets a copy of every audit that's done. require state law that goes [17:12] in whether I've got a clean opinion on it or whether I have to issue a [17:16] disclaimer of opinion at center or anywhere else that I've had to do that [17:20] before the state gets it and they see some of the findings and things that may [17:26] be reported in there and then they may take it further. They may not they may [17:30] not do it any time there's no findings and stuff and hopefully that's the way [17:33] it always is. That's not going to be completely the case this time. [17:37] discuss some of the items regarding taxes and penalties [17:42] payments fuel companies and things like a lot of [17:47] different things that were laid. You know, we talked about some probably [17:53] we went back and looked. We have gone back and looked three years. That's a [17:57] full three year period on on the city side. We're not put finished on the [18:00] water side to do it. [18:07] It's not extensive for them, but they got their own I got their own set of [18:10] audit stuff to deal with them. But there's been over the last three and a [18:17] half years about if you count those periods about $35,000 in penalties and [18:22] interest you paid to the I know you're up to date, but you had to pay a lot of [18:26] that. So in regards to probably 60% of that [18:30] councilman has been Brad has been in the last this last cycle. [18:34] Let me ask you this. in regards to that. So, so we paid we paid penalties and [18:38] interest on previous years. So, that was never disclosed to the council. So, so [18:45] with with that being said, you know, you got you got X number of payroll, whether [18:50] it be five, 600, $700,000 for city employees, [18:54] you look at that number and you know you got to pay X percentage of income tax [19:00] off of off of that number. All right. So, if we go back to a 2023 IRS audit [19:06] where they look at our taxes and say, "Y'all didn't y'all didn't pay your [19:08] taxes on this." Why were we not alerted as a council back in 2023 at that audit [19:15] time? Or were we? Did is that something I'm just being pointed. Is that [19:18] something is that something you missed as as an accountant or was it something [19:22] that was told to the administration, to the mayor or whoever that it never got [19:27] worded back to the council? Right. We reported that to [19:29] administration. We did. We've discussed all those things at different levels [19:33] with mayor and clerk staff that's responsible for making those papers. [19:37] Should he not have told us that's that's the RS that y'all got and [19:42] said I'm glad we got these. I'm not talking about a month ago, Mike. [19:47] I'm talking [19:50] years ago. That's reason. You got you got way to [19:54] audit weeds, but you get into the whole concept of the entity as a whole and [19:58] different things you're focusing on. We may go through there and see two, three [20:02] quarters that are laid. And I know one quarter in particular when you had some [20:05] fraud issues going on for a time or two in the past, the bank there. A lot of [20:09] people had to deal with and there were some penalties and stuff charged there [20:13] and for whatever reason to me that would have been one you could have gotten [20:17] penalties waved on. There's no record, you know, that that ever happened. I [20:20] would have certainly encouraged that, you know, that kind of stuff. So then [20:23] you kind of get into we've had a whole lot of software changes [20:29] issues. We reported about trying to get pavements separated and allocated so you [20:33] can clearly see all the different things that were done and that is all part of [20:38] that and that's just unfortunately with one we're in now. So the extent that if there was an issue there obviously [23:00] that's somewhere that gets more involved [23:07] how that transpires when we finish this we'll go there that's not our call at [23:11] that point anyway the city side honestly council I would say probably at this [23:17] point no we beat it pretty hard and you got to figure out if if there was enough [23:23] there that's unknown that could be found a forensic audit would come in and say, [23:29] "Hey, here's stuff that's, you know, it's not job performance related. It's [23:34] not, you know, just being late. It's not been whatever." something that they [23:38] could actually at this point I haven't seen that [23:45] cost a lot of money back to the mayor's point I think agreed [23:50] earlier the state gets a copy of this there would be no control [23:57] if I send a disclaimer which right now I would say it's quite possible because of [24:01] all that stuff to change software's [24:07] There's a limit where we can go and issue a regular. We you know the state [24:13] gets that they could decide to send a couple of examiners over here and stay [24:18] over here for a month or two and make life miserable [24:21] probably two or three more employees won't stay here unfortunately but you [24:27] know and I don't know they would do that they would have to look and that [24:29] typically they would consult with us once those things are released and as [24:35] you know what they would do [24:39] items that we may have found or whatever, they would act accordingly. So consequently, you got just [33:26] even just basic financial reporting issues that I'm having to wade through [33:32] to try to let's just say worst case scenario. And then you throw yours in there [43:56] and you got two different entities with two different federal ID numbers and the [43:59] state of Alabama retirement system has all your stuff merged into one [44:03] retirement account which is a little bit mindblowing to me because I don't know I [44:08] don't know how that how they managed to do that. That's how they got it. So that [44:12] makes you bounce between the [44:16] with your retirement actuarial but in the past we [44:20] there is no fund we barred from one to the other and for [44:23] the niche now we're two entities and that should have never happened either [44:28] well I think what's part of what happens and I've got this and we we're working [44:32] on some stuff today trying to actually help with cleaning up some balances and [44:36] get some things paid supposed to be paid because Miss Rebecca doesn't she's still [44:40] learning she doesn't know everything supposed to be [44:43] so you know there's a balance on the books from two years ago. Some of the [44:47] stuff owes between the two. Well, utility owes the general fund some [44:52] money, right? So, we're kind of figuring out working on Tracy's working on the [44:56] exact numbers. It'll be a perfect opportunity to wipe out that money. So, [45:01] back between the two, it allow you to do that. Clean your books up a little bit [45:04] more, which that needs to be done. And um I just like [55:41] to give it to you guys just so you guys know what we're doing. I know you guys [55:45] are going to give a little update every [56:00] private investment 68,87 [56:04] that was um our grants that private investments that people put in for [56:11] grants this past quarter and I'm happy to say that grant has finished out um [56:18] and I'll get a little bit more about that in a minute but for that quarter [56:21] that 68,000 is how much property owners invest into their [56:25] businesses to improve their businesses for for the area public investment is [56:31] private or public money on private property. So that 18,400 is just the [56:36] rest of the facade grants that were paid out this quarter um to those applicants [56:42] that we had. That's not money that you know was in our account. It was just [56:45] money that got paid back to reimburse them for the grants. Everybody had a [56:50] chance to get up 2500. And then I put public improvements on [56:54] here this year or this this quarter just to show because there's a couple grants [56:59] and they're like That's public money on public property. [57:02] I work with the county and the city and you know Larry and Pete to get [57:06] information every quarter about how much money you know the police station [57:10] improvements are on here that 135 number just goes to show it shows Main Street [57:16] Alabama and Main Street America that you know the community is still putting in [57:21] money to their buildings in our district to improve it. Whether or not, you know, [57:25] the police station getting fixed up doesn't really affect this, but we can, [57:29] you know, shows that you guys are interested in fixing up the properties [57:32] for for people that may come here. Yeah. And then so in the back I'll just [57:38] give a little update here. I'm excited to announce that our first grant or just [57:43] our first grant in general, our grant first program finished this quarter and [57:48] a grant that started out with $25,000 compounded into $109,000 worth of [57:54] investment into 10 properties up here. Those properties are listed down below. [57:59] Really exciting stuff. Just you say 109,000. [58:02] Yeah. 109 541. [58:08] is broken up into four committees that you have to have significre [58:35] as well. I know Janice has as well just people noticing it to stop [58:40] by. Um as youall know this quarter we got um we achieved Main Street America [58:46] accreditation which is a huge deal. It's a big visibility boost booster for our [58:50] city and for our main community. Um that will help us with more grant [58:55] opportunities and stuff. That's actually something I've been working on this past [58:58] week is looking at all the grant opportunities they've been sending us [59:01] now that we're eligible for those just ones that they may send out [59:08] to people that are credited to showing that we have a little bit more stuff [59:12] under our belt and more willingness to be able to implement these grants. They [59:17] were really impressed with our grant and our um business that I'll get to in a [59:23] second. Um and then this as well we got sent to two conferences and that's a [59:28] part of our main street as well our main street designation we have to go to [59:32] conferences keep up these numbers that's why we do that we're still working on [59:37] the zoning hopefully that'll be in front of y'all next time we meet to get that [59:41] officially approved so that'll help to encourage businesses people opening [59:48] up here and then as you know we had the river [59:52] this year the grant that we closed out this past week was our broad ideas pitch [59:58] competition grant. That one was um funded through Main Street America or [1:00:03] Main Street Alabama and the Small Business Administration. That's the [1:00:06] business pitch competition that we had that distributed $10,000 total $10,000 [1:00:12] to I think it's five or six different businesses for marketing, new inventory, [1:00:17] equipment, computers, and software upgrades. and [1:00:21] they're listed down here below. JS was able to get inventory for their [1:00:28] pharmacy area was able to get a new computer. They've [1:00:31] seen a lot more customers here lately. Their business is growing and we were [1:00:36] able to help them out with new software upgrades and a new computer for their [1:00:39] business. City Cafe was able to to benefit by getting a registered software [1:00:44] upgrades. Law office was able to get some signage which I think is the for [1:00:51] all their facade work that they just put in and topline equipment and flowers and [1:00:55] gifts got signage. So that was another $10,000. [1:00:59] That looks good. Yes. [1:01:03] into the area to help support our small businesses here and hopefully increase [1:01:08] our tax base. And then we were able to welcome Chiropractic. They hopefully [1:01:13] will be open their doors in the next couple weeks and we'll have a [1:01:19] Monday. July 7th. One day, [1:01:22] possibly July 7th. We'll send out some information about that. We want to [1:01:26] celebrate that. They've really put in a lot of work to not just get the building [1:01:31] ready, but take care of it. They restored the original door knob that's [1:01:35] on the door and woodworking. They're really taking their time to make sure [1:01:41] it's historically accurate and taken care of for generations, which I think [1:01:46] is very important. We've been working closely with them.
