So we've been working [11:42] withwith and what they're proposing [11:43] is they're going to [11:45] take out a piece of the parking lot [11:46] that's to the [11:49] north, build a three-story building [11:50] and [11:52] then they're buying a portion of [11:54] land to the south that's just in front of [11:55] the [11:57] gas wall and make up for the parking [11:58] that [12:01] they're taking out. So it will [12:04] be a [12:07] three-story, first floor [12:10] for, like, [12:13] for staff. The large break room, staff [12:15] devotions, guest training and second [12:16] floor for their [12:18] I.t. People and the third floor is [12:19] for [12:22] future growth. So the building will [12:23] be [12:25] mainly brick. Two different [12:28] types with some stucco. One other thing is [14:33] they did turn in some information for [14:34] the [14:37] downstream drainage. [14:38] so they're still working with coal [14:43] on finalizing those documents. They came [18:14] back in 2023. You guys remember the [18:17] dumpster case where it was too close? So what they're doing [18:26] this time is they're coming [18:29] back and they haven't been [18:31] successful marketing to a restaurant [18:32] or retail users [18:34] and they're proposing professional [18:35] office or medical office [18:38] uses, and [18:41] so in order to [18:44] create an active, old town [18:47] main street area down there we [18:50] need retail or restaurant uses that [18:51] are [18:53] open in the evenings and on the weekends, [18:54] and [18:56] this, if they do medical office [18:59] or professional office probably wouldn't [19:02] be, and so --you know, [19:05] our recommendation is [19:08] for denial. And so, specifically, [21:29] when we wrote this mixed use development [21:30] we wanted [21:33] to activate the area. So we [21:35] wrote retail on the first floor. So it's just [21:54] to add those [21:56] two additional uses. She would still [21:57] market it [21:59] as retail or restaurant, but she would [22:02] also be available to market it as to those other [22:03] folks. [22:12] item number 12 is the shops [22:14] at sandy lake. So this is the piece [22:15] that [22:18] is on sandy [22:21] lake just [22:24] north upon [22:26] manor and express. So this was part [22:30] of an original 29- [22:31] acre development where everything kind [22:33] of along sandy lake [22:36] was some kind of [22:38] commercial owe retail and then in [22:39] from [22:42] that was arbor [22:45] manor's 73-year --whatever, [22:47] residential lot. So this is essentially [22:48] the last [22:51] commercial piece to be [22:54] developed. So originally, [22:57] the plan showed [23:00] two buildings on sandy lake with [23:03] parking in the back backing up [23:05] to the residential. What they're proposing [23:06] is [23:08] the building towards the back with [23:09] the [23:11] majority of the parking out front. [23:15] so trying to take that parking lot to the [23:18] front towards the [23:20] street versus back where the residential [23:21] stuff is. [23:23] in addition, kind of the differences [23:24] I'm going [23:27] to point out on screen is that [23:30] the original p.d. Showed not only [23:32] an entrance off of sandy lake, but [23:33] also a [23:36] drive out to the [23:39] hoa lot. Arbor manor has [23:41] an entrance or exit out there. So [23:42] what they're proposing [23:45] is they're going [23:47] to share the drive that exists like on [23:48] the [23:50] verizon building next door, and then [23:54] have another entrance/exit out [23:57] front on sandy lake with no connection to [24:00] the hoa lot. So those are [24:02] kind of, like, the bigger differences. [24:03] and [24:06] there's an [24:08] existing brick wall that arbor manor [24:09] has for [24:12] those houses in that area. One of the other [24:13] things [24:15] when we [24:17] talked to them because originally they [24:18] had their trash [24:20] cans at the back, right? So we're [24:21] told no, [24:24] you need to move them off [24:27] further into the parking lot [24:30] or something, but like, off of the [24:31] residential because we know that will [24:33] be an issue. So this one is one [24:36] building with a patio. They're looking [24:39] at retail, medical and restaurant uses. [24:40] one of [24:42] the conditions is like the patio [24:45] is only 555 square feet, but that [24:46] we [24:48] include that as part of their [24:50] parking as we've done with other restaurants. [24:51] so [24:53] we're hoping to change that in an [24:54] ordinance where we [24:57] don't have to ask it as a condition [25:00] anymore, but anything over 500 [25:03] you have to park. [25:06] one of the other things that we're [25:07] looking at with [25:09] this one is we [25:12] ask them [25:15] to put [25:17] additional screening or vegetation in [25:18] the [25:21] back. [25:24] so they're planting trees, shrubs, [25:26] whatever they may be, really closer [25:27] to where the parking lot [25:30] hit the --the [25:33] back end of the lot to act [25:35] as an additional screening device [25:36] and along with the [25:39] screening while it's there. They're trying [25:40] to [25:42] save trees along [25:45] the eastern side where it kind of [25:46] lines with [25:48] the entryway, [25:50] but essentially, you know, they'll [25:51] be planting other [25:54] trees within the site and [25:57] the majority of trees that are [26:00] there will be gone. [26:03] this one also had a [26:06] lot of people [26:09] sending notices. So we sent out [26:12] 26 within 200 feet and we got ten [26:13] back [26:15] in opposition and another [26:18] 120 courtesy notices and we got five [26:19] back [26:21] in [26:24] opposition. Essentially, [26:27] here's the other one. [26:30] the concernsconcerns traffic and [26:33] they're saying that it's hard to turn in and [26:36] out of [26:40] sandy lake. Loss of green space. This property [1:12:31] sits [1:12:34] behind a row of residential [1:12:37] homes 11 behind fence [1:12:40] and is close [1:12:42] to two montessori schools. Many of [1:12:43] us use our [1:12:46] pools, backyard spaces to relax, spend [1:12:47] time [1:12:49] with our families especially during [1:12:50] the weekends. So [1:12:52] persistent [1:12:55] barking will definitely impact the [1:13:00] quality of our life. Second, even responsible management. [1:13:08] facilities that [1:13:11] manage -- especially [1:13:14] in texas odor becomes [1:13:15] a big problem for precedents. It's [1:13:16] important to note that town center is [1:13:17] the [1:13:19] primary rout used by the high schoolers [1:13:21] and the students that walk, use bikes [1:13:23] and scooters to [1:13:24] travel to and from schools. And then [1:13:26] finally, property value [1:13:29] for many of [1:13:32] us our homes is the single [1:13:33] biggest financial asset we own. One [1:13:35] backing up to a [1:13:38] doggy day care [1:13:44] and [1:13:47] one that does [1:13:49] not. So even under ideal management. There [1:13:50] are no perfect fences that [1:13:52] are going to stop dogs from barking. There [1:13:53] are no trash bins [1:13:56] no matter how you [1:13:58] seal it that is going to eliminate [1:14:02] hot odor especially on a hot texas [1:14:05] day. On the evening that's [1:14:08] when [1:14:11] I use the backyard [1:14:14] the most. There were no [1:14:16] --all the comments were about the [1:14:17] weekday, what are you [1:14:20] going to do on [1:14:21] the weekend. This is simply not the appropriate [1:14:23] location [1:14:26] for a doggy day care. For [1:14:28] this reason, I respectfully ask the [1:14:30] committee to consider the impact this will [1:14:32] have on [1:14:34] our schools. I've volunteered [1:15:50] at [1:15:51] multiple dog shelters. And I've seen [1:15:53] dogs escape their leash even [1:15:55] by trained handlers. In an area with [1:15:56] children, it is not just [1:15:58] an inconvenience it is a danger. Big [1:15:59] fan [1:16:01] of dogs, big fan of kids but those [1:16:02] two [1:16:05] don't blend well in close quarters. The [1:16:07] noise pollution with the significant [1:16:08] outdoor [1:16:11] presence like the proposed [1:16:13] facility is objectively loud, consistent and [1:16:14] uncontrollable. Even with redirection [1:16:17] and engagement. I am surprised [1:16:18] actually the city would consider putting such [1:16:20] a facility with a 71 [1:16:22] dog capacity so centrally in a high [1:16:23] trafficked [1:16:25] area by people of all ages. Using [1:16:26] the other two doggy [1:16:29] day cares in coppell is [1:16:32] an example. One doesn't have a designated outdoor [1:16:35] area. So they do relief [1:16:38] for dogs in the surrounding [1:16:41] runs. The other [1:16:44] has runs but [1:16:47] they're fully [1:16:48] surrounded by parking lots. Barking [1:16:50] acts [1:16:53] as a stressor [1:16:56] on children's brain and reducing cognitive [1:16:58] functions such as focus. Leading to [1:16:59] the height fear or alertness. I'm [1:17:00] not [1:17:02] a scientist but I [1:17:05] do have children that walk by this [1:17:06] facility [1:17:08] every day. Town [1:17:10] center drive is the proposed facility becomes [1:17:11] a booming [1:17:14] nonstop thoroughfare five days of [1:17:17] the week. From school [1:17:20] start. After school program and [1:17:24] last week 1400 students signed on [1:17:29] for honor roll run. And many [1:17:32] of them are [1:17:35] in that same area. The [1:17:37] buses, cars, high schoolers and constant [1:17:38] noise. I [1:17:41] oppose, with kids, school staff and [1:17:44] commuters as their close [1:17:46] proximity will raise stress levels [1:17:47] and negatively impact the [1:17:50] day fall. She said [1:21:03] between 10:00 and 5:00 those [1:21:05] are the times we're outside. For very [1:21:06] young children, [1:21:09] that level of noise [1:21:11] can be disruptive to outdoor play. Learning [1:21:12] activities and [1:21:13] rest times. Many children at this [1:21:15] age are also frightened [1:21:17] by loud barking or groups of unfamiliar [1:21:18] dogs. There's [1:21:20] also practical concerns as everyone [1:21:22] has mentioned. The sanitation, odors [1:21:24] and waste management [1:21:26] so close to an area where children [1:21:28] play. As others have mentioned, town center [1:21:30] drive [1:21:31] becomes very busy throughout the week. There's [1:21:33] buses, cars, the [1:21:36] high schoolers [1:21:38] that go through that area. It's crazy. But [1:22:30] as I've [1:22:32] been sitting here listening to the [1:22:33] meeting, [1:22:36] the city's point of view and [1:22:38] any kind of information that they've [1:22:39] gathered. So [1:22:45] I want to provide some [1:22:48] perspective on [1:22:51] our side. Originally this was [1:22:54] a day care buildings a and [1:22:57] b were both populated for [1:23:00] children. As [1:23:03] a resident of coppell since 1969 at [1:23:04] this residence [1:23:05] since 1980, we've seen a lot of growth. The [1:23:06] high [1:23:09] school has been built. The [1:23:12] day care has been put [1:23:13] in. Mr. More homes around us. Even [1:23:15] the church [1:23:18] which is just south of this [1:23:21] property, [1:23:24] over the years [1:23:26] we have been inundated by noise. The [1:23:30] day care with screaming, playing kids. All [1:23:31] hours, [1:23:32] all ages. We get noise from the high school [1:23:33] which you know [1:23:36] the field is a little further [1:23:39] away but we still get it. Also the [1:23:42] church which [1:23:45] is just, a [1:23:46] stone's throw south of this facility. You [1:23:48] think a church is [1:23:50] going in there but they play rock [1:23:51] & roll kind of music [1:23:54] that really imnates out [1:23:56] of there on wednesday and thursday [1:23:59] evenings and on sunday mornings. They've [1:24:00] tried to do some improvement [1:24:03] from sound barrier but [1:24:06] we still [1:24:09] hear it. So [1:24:12] we [1:24:15] are bombarded [1:24:18] with [1:24:21] noise by these entities [1:24:24] that have grown [1:24:27] up around our homes. The brick fence runs [1:24:29] across that entire line. There's two actual [1:24:30] brick fences. There's the church brick [1:24:31] fence that [1:24:33] runs all the way out to sandy lake [1:24:34] and [1:24:36] then there's the day care brick fence that's [1:24:39] only brick on [1:24:42] the west side. Everything else [1:24:45] is chain link. So [1:24:47] there is a gap there. Probably 10 [1:24:48] to 12-inches [1:24:51] where those [1:24:53] fences do not meet and you know critters [1:24:54] go in and out [1:24:56] of there so dogs can certainly go [1:24:57] in between [1:25:00] and enter our property. So [1:25:03] a few things that I [1:25:05] wrote down today, proximity. I'm an [1:25:06] animal lover, not against the [1:25:09] business but [1:25:12] again there's probably been [1:25:14] no complaints because the doggy day [1:25:15] care within coppell. You know trim them [1:26:06] down. It's been futile [1:26:08] because it's always, well we have [1:26:09] to deal with corporate. It's [1:26:12] been like a brick wall. So there's [1:26:15] a lot of landscaping. That needs [1:26:18] to be done on that property regarding [1:26:20] treeing, regarding grasses. There [1:55:41] are three [1:55:44] brick [1:55:47] colors proposed. The stucco will be a [1:55:49] pepper corn color. Here we're looking at [1:55:50] the elevations [1:55:51] of the new three story building. It's [1:55:53] just under 200 [1:55:56] feet of height. It will have [1:55:57] a canopy on the front. In terms of [1:55:59] building signage I know there's one [1:56:00] shown [1:56:02] on the diagram here on [1:56:06] the illustration but it's just for [1:56:14] illustrative purposes. In terms of landscaping, [1:56:15] so that [1:56:16] they meet the site requirement staff [1:56:17] will [1:56:20] be working with the applicant for tree [1:56:21] placement along [1:56:23] creek view drive. Since there is a major [1:56:26] gas easement [1:56:28] that runs parallel to the street. Staff [1:56:31] is requesting a condition that would allow us to [1:56:35] administratively approve any [1:56:36] landscaping to the easement. They [1:56:38] are proposing 40 trees, 19 trees [1:56:41] in the parking and outdoor patio [1:56:43] area. The new parking area will require [1:56:44] existing [1:56:47] trees to be removed, so the [1:56:50] applicant will be requesting that [1:56:51] the [1:56:53] fees for tree mitigation [1:56:56] be waived. This can only [1:56:59] be done by council. So [1:57:02] let's see here. In addition there's [1:57:07] a larger tree that requires city council [1:57:08] approval as well. So [1:57:10] now we're looking at the northern [1:57:11] portion [1:57:13] of the site. So the blue represents [1:57:14] the new building. And then [1:57:17] just to the [1:57:20] left of that [1:57:23] you will [1:57:26] see [1:57:29] the new patio area with pergola that they're [1:57:30] planning. Three, [1:58:14] to allow staff to administratively [1:58:17] approve my changes related to the landscaping [1:58:19] in the 30-foot gas easement. Five that [1:58:21] a [1:58:24] signage must comply with the [1:58:25] city ordnances. And six, a downstream [1:58:27] drainage analysis will be [1:58:30] required in order to [1:58:31] determine whether storm water detention [1:58:33] is needed. That [2:13:34] could also contain some retail. So [2:13:38] the cakery has occupied the 759 [2:13:44] feet. So the site is approximately .25 [2:13:47] acres in [2:13:49] size. Gross square foot gross floor area [2:13:50] is, 10,200 square [2:13:53] feet. That [2:13:56] includes [2:13:59] the two apartment [2:14:02] units on [2:14:05] the second floor. The existing [2:14:06] is the restaurant and this was 225 [2:14:08] square feet of restaurant [2:14:11] or retail space. So what they're proposing [2:14:14] is to allow for this 2,300 [2:14:17] square feet to [2:14:20] be [2:14:22] medical or professional office. In [2:14:23] addition to, restaurant [2:14:26] or retail use. We sent [2:14:29] out 19 notices within 200 feet. And [2:14:32] a 133 within 800 feet received [2:14:35] no [2:14:38] responses either in [2:14:41] favor or opposition. And [2:14:42] unfortunately, staff is recommending [2:14:44] denial. Of the requested addition [2:14:45] of professional [2:14:46] and medical offices to allowable uses [2:14:47] on the first [2:14:50] floor. So sites in the old [2:14:53] town main street project, that were intended [2:14:54] to be [2:14:56] retail, have been [2:14:59] converted over [2:15:02] the years to medical [2:15:04] and professional office uses. This [2:15:05] property [2:15:08] was conceptually planned for retail/restaurant uses [2:15:11] initially. And the current mixed use [2:15:13] plan development for this property was [2:15:14] intentionally allowed in this [2:15:15] instance with two apartments on the [2:15:17] second floor to maximize the [2:15:20] use of the property so that we [2:15:22] could have retail and restaurant uses [2:15:23] on the [2:15:26] first floor. And that [2:15:29] would generate activity in the area. I [2:18:15] will continue my [2:18:16] efforts to obtain a retail restaurant user [2:18:18] but [2:18:21] I have had to [2:18:23] turn away numerous businesses that would [2:18:27] be classified [2:18:29] as professional offices or medical [2:18:30] from [2:18:32] insurance agencies, chiropractors, [2:18:33] law firms, wellness [2:18:35] clinics, and other low intensity tenants. I'm [2:18:38] [2:18:39] use. I'm open [2:18:40] to conditions such as maintaining [2:18:42] the glass door front [2:18:45] design limiting [2:18:47] some of the medical uses. And ensuring [2:18:50] the space remains visually consistent [2:18:51] with retail. Filling the [2:18:54] vacant space will not only be [2:18:56] beneficial to achieving the city's [2:18:57] goals [2:18:58] of having an active vibrant downtown [2:19:00] area, it [2:19:02] will help support the current bakery, and [2:19:04] neighboring businesses. When [2:19:48] they say what is [2:19:51] the average per hour, [2:19:52] to the two closest cross streets. They [2:19:54] have an app [2:19:56] that will tell them. Even if I tell [2:19:57] them we're crazy busy on [2:19:59] saturday. I tell them there's a lot [2:20:00] of opportunity because there's not [2:20:02] too many options in the evening in [2:20:03] that [2:20:04] area or on the weekends. So that they [2:20:06] can bring the life to the area. It's [2:20:08] kind of in the center of old town. It [2:20:09] can be a [2:20:12] family hang out. You know all these [2:20:15] things. So you know for [2:20:18] a [2:20:19] bigger franchises, it's not busy enough. [2:20:21] and actually [2:20:23] I everyone asked starbucks. So there's [2:20:33] been a couple of people that [2:20:36] have come and said okay I'm [2:20:39] ready to sign the lease. And as you [2:20:41] know, a responsible, you know property owner, [2:20:42] when I start [2:20:45] talking to them. You need to [2:20:46] start thinking of your design. And [2:20:48] you know, all [2:20:49] these different things. When they [2:20:51] start to actually go into the process, [2:20:52] they have a concept, they're excited. You [2:20:54] know the area [2:20:57] looks like it would match [2:20:59] their concept but when they start to [2:21:00] go saying I need [2:21:02] to pay for drawings. I need to get [2:21:06] permits. I need to [2:21:08] have license, people doing the work. You [2:21:09] know things like [2:21:11] that, they sometimes will shy away, you [2:21:12] know. But I [2:21:15] would say, you know and I live in [2:21:16] coppell. I [2:21:18] would love for there to be a really [2:21:20] nice retail and restaurant place. I [2:21:21] have friends that [2:21:22] live right across the street. If I [2:21:24] go to a nice restaurant I will [2:21:27] ask for the owner. I will [2:21:29] say hey why don't you come here. I've [2:21:30] given so [2:21:33] many tours to restaurant groups. And [2:21:35] then even one guy he's like, well, [2:21:36] I'll put a [2:21:38] crumble cookie there, I said we have [2:21:39] a bakery next door. Give [2:21:42] me something else to [2:21:44] work with. I really am trying and [2:21:45] I'm still trying [2:21:48] for that. I think because there are professional [2:21:49] offices [2:21:51] and kind of medical already in old town, [2:21:52] that's [2:21:53] what's driving those businesses to [2:21:54] approach me. Because they [2:21:57] see that it's already in the area. I [2:22:00] think that's maybe why I'm you know [2:22:01] getting [2:22:03] more approached on that side than on retail [2:22:04] or [2:22:05] restaurant. And unfortunately I would [2:22:06] say majority of the retail [2:22:09] that have come are businesses that I don't [2:22:12] feel are right for old town coppell. You [2:22:15] know from even I think I've mentioned [2:22:16] a [2:22:18] previous, there's been cbd shops. There's [2:22:19] been [2:22:21] a lady, [2:22:24] she actually makes it's [2:22:29] bakery out of medical phaeurpb. -- [2:22:34] marijuana. She works with kids. There's [2:22:39] been two tattoo artists. One massage [2:22:40] parlor. Some of these businesses [2:22:42] that just want to find a place [2:22:45] any where that could be in [2:22:48] a town. Even they'll market [2:22:51] as high end. Even the cbd shop [2:22:54] that has vapes at 200, $300. And [2:22:57] I said there's high [2:23:00] school kids I don't need [2:23:03] them to hang out just doing cbd. They [2:23:04] said, [2:23:05] no, these are for the adults. I have [2:23:06] a cigar shop that wanted [2:23:09] to be in the building. We have residents [2:23:12] upstairs. Some of these things are [2:23:13] kind of the barrier. But [2:23:15] still, I am still working with a couple of [2:23:16] restaurants and [2:23:18] retail and trying to see if [2:23:21] they can come. Most of the brokers [2:23:22] that [2:23:23] do specialize in retail and restaurant, [2:23:24] they'll tell [2:23:27] me if they're going [2:23:30] to come to coppell they would rather [2:23:32] be on denton because of that traffic. In [2:23:34] old town, people [2:23:35] who aren't familiar with old town. They [2:23:37] don't even [2:23:38] know it's there, in a way. Unless [2:23:40] you're from coppell [2:23:42] in a way. I don't know if maybe there should [2:23:46] be more marketing [2:23:47] for the farmers market outside of coppell. Because [2:23:50] I don't know anybody that lives outside [2:23:52] of coppell that [2:23:53] really knows about it. On my side, I'm [2:23:55] really trying. I don't [2:23:57] know what to do. When we first had [2:23:59] the building zoned for retail and [2:24:01] then I thought, we [2:24:02] originally had it zoned I thought [2:24:04] it was already zoned for [2:24:07] restaurant. And so I had signed [2:24:08] a lease with an ice cream shop. Then [2:24:10] they came to [2:24:12] the city and the city said no and [2:24:13] said it's actually only retail. That [2:24:16] was [2:24:19] at the end of october. I [2:24:22] signed that lease. I paid [2:24:23] the commission. They spent tons of [2:24:25] money on the design and [2:24:28] so forth. But they didn't [2:24:29] have everything they needed design for [2:24:31] like november. December you [2:24:34] guys, there was not a [2:24:37] meeting for the [2:24:40] holiday. I had signed in october. And [2:24:41] via the agreement, by the end of january, they [2:24:43] were everything was supposed to be set [2:24:46] up for them to [2:24:48] break ground. Like you know do their construction. And [2:24:50] because we didn't get that january [2:24:52] meeting, we didn't get the full [2:24:55] approval. We had to postpone it [2:24:56] all the way to march because there [2:24:58] was a variance [2:25:00] of where's the dumpster going to be [2:25:01] for [2:25:03] the restaurant. That delayed it another [2:25:04] two months. So [2:25:06] I had to cancel because I was you [2:25:07] know [2:25:10] kind of, outside of you know the scope [2:25:12] of the lease. So I lost thousands [2:25:13] just for that [2:25:16] tenant. And then, they [2:25:18] ended up opening a beautiful location in [2:25:19] burleson. I stayed in [2:25:22] touch. I said open your [2:25:24] second location. You know. But it's [2:25:25] now [2:25:27] too far. They're doing well and coppell is [2:25:28] really far. So [2:25:31] I'm just giving [2:25:34] examples [2:25:37] of things that have happened, right. You [2:25:39] know, on there. But yeah. The current proposal has [2:56:13] one building with a parking [2:56:16] with one building toward the [2:56:19] rear of the property [2:56:22] and parking with [2:56:23] the majority out front. The original [2:56:25] pd shows, [2:56:27] a driveway entrance on the west end [2:56:28] side. The [2:56:30] new proposal will also have a driveway [2:56:31] on [2:56:34] the west side but this will [2:56:37] be [2:56:40] in contingent with the [2:56:42] verizon property. So they'll share [2:56:43] one [2:56:45] driveway. The original proposal showed [2:56:46] a driveway entrance off [2:56:49] of on the [2:56:52] east side that goes [2:56:54] into the hoa property for arbor manors. This [2:56:55] current [2:56:58] proposal does not share any type of [2:57:01] driveway with [2:57:03] the arbor manors and has there's no access [2:57:07] to that drive or street [2:57:10] approach. And the site plan [2:57:25] shows [2:57:27] 14,480 square foot proposed building will [2:57:31] contain a mix [2:57:32] of uses including retail, restaurant [2:57:34] and medical. An outdoor patio is [2:57:37] proposed on the western [2:57:40] side of the building. There's a [2:57:43] pd condition to allow the 500 square [2:57:45] foot patio area without additional parking [2:57:46] requirements. This [2:57:48] has been approved in other developments. Any [2:57:52] square footage over 500 square [2:57:55] feet will require additional [2:57:58] parking. Creating some [2:58:52] articulation. The trash enclosures [2:58:55] will match the building material [2:58:58] as well. It's pretty common for us because [3:07:48] of the [3:07:49] way communities are built in texas [3:07:51] now where there's [3:07:52] residential communities and they have [3:07:53] a commercial component along. So we [3:07:54] have experience [3:07:55] with these things and one of the things [3:07:57] we typically [3:07:59] tend to do is once we find a site, [3:08:02] let's see, we're trying to you know align [3:08:03] a bunch [3:08:04] of different interests within our [3:08:06] tenants and we [3:08:08] want to make sure they can survive. And [3:08:09] near [3:08:10] by residents we're trying to align [3:08:12] all [3:08:13] these different interests. So when [3:08:14] we got this site, our first, what [3:08:15] we were trying to do is [3:08:17] we want to make sure our product is successful [3:08:18] but we wanted [3:08:21] to minimize as much as we [3:08:22] can the impact on the residents. Moving [3:08:24] the building away [3:08:25] in our experience is just the cars [3:08:26] is what actually cause a lot of the [3:08:27] disruption. And if [3:08:29] you have in the front of the building [3:08:30] when [3:08:33] you open the front door [3:08:35] you have the noise coming from there. So [3:08:39] by flipping the building [3:08:41] we have the cars and noise blocked [3:08:42] as much as [3:08:44] we can. The trees are above code. They're [3:08:45] not [3:08:47] required by code but we thought they [3:08:48] were [3:08:51] a nice addition as a buffer for the residential homes. The [3:08:52] access easement going to the west [3:08:55] I think is a nice improvement. For [3:08:56] the original plan, in that it gets [3:08:57] I think [3:08:58] most people will travel that way to [3:09:00] the median and they will come in through the [3:09:03] median I think that will keep people. I [3:09:06] think that [3:09:09] will be the more commonly used [3:09:10] opening. And, yeah, ultimately this [3:09:12] is, I think maybe the [3:09:15] biggest thing is we specifically [3:09:18] chose not to use [3:09:21] a drive-thru. We don't [3:09:23] do drive-thrus when there's residential neighborhoods [3:09:24] like this. Honestly [3:09:26] never again. That's what we find cause [3:09:27] the most disruption. These [3:09:29] are never going to be perfect solutions [3:09:30] for everyone. Back [3:09:33] in 2007 when this was zoned, you know [3:09:34] was chosen to be a commercial site, you know, [3:09:36] it made [3:09:39] a lot of sense. I think it makes all the sense now [3:09:41] given the traffic on sandy lake. This [3:09:42] is [3:09:45] a commercial area. But we do understand that there's [3:09:47] residential near by and there's things [3:09:48] we need to do. So we're [3:09:49] going to do our best to accommodate [3:09:51] their concerns as much as we [3:09:53] can. Some of that is in the design. Some [3:09:54] of that [3:09:55] is in the field we'll have the, you [3:09:57] know those emergency lights [3:09:59] in the back of the building we'll [3:10:00] have the, the city or [3:10:02] the fire department come out and we'll say. What [3:10:03] is [3:10:06] the lowest we can put these and still [3:10:09] meet code. So we can be [3:10:10] cognizant of light, cognizant of sound. We [3:10:12] took the [3:10:13] city's advice on the dumpsters and [3:10:15] we moved those away as [3:10:18] far as possible. And [3:10:20] so, happy to take any questions on [3:10:21] this. There's not perfect solutions when [3:10:24] it comes to these but [3:10:27] we tried [3:10:30] our best. And we'll be sure to [3:10:33] have our the residents near by [3:10:34] when we're able to start construction. But [3:11:48] particularly on the [3:11:50] area is that border. The southeast corner [3:11:51] is a good example. Like, we tried [3:11:52] to [3:11:54] save as much as we could. Because [3:11:55] that's the entrance [3:11:56] to the neighborhood and yeah, so we [3:11:57] did the best we [3:12:00] can given the -- [3:12:01] >> on the east side [3:12:03] of the site. There's the parking and [3:12:06] then there's the some of [3:12:07] the landscaping. To [3:51:01] connect this with [3:51:03] our city's proposed master plan. You [3:51:07] know, I know that [3:51:10] the, property is this is zoned for commercial [3:51:11] use but having the right to build [3:51:12] doesn't necessarily mean they can build [3:51:13] the [3:51:15] way that it is planned because we would [3:51:16] like to see [3:51:18] being connected with the soul of the city's [3:51:22] master plan. See, I think you all [3:51:25] know this. Coppell our city [3:51:28] is more than 90% built out. So [3:51:30] our standards for building now must [3:51:31] be higher than what they used [3:51:34] to be 20 years [3:51:37] ago. We're no longer a growing suburb. We're [3:51:39] a mature community. The burden should [3:51:40] be on [3:51:43] the developers to prove that [3:51:46] the project enhances rather [3:51:49] than just build another genetic, commercial [3:51:51] building. Our tree preservation ordnance which [3:51:55] you folks know well, exists [3:51:58] precisely for [3:52:01] lots like this. It's not so [3:52:04] much about sort of, being fees [3:52:07] into the city's coffers [3:52:09] but it is about, critical zones and [3:52:10] ecological goals [3:52:13] that are in our 2040 plan. So I urge [3:52:14] this [3:52:15] commission to exercise its authority [3:52:16] to make a low impact development. We [3:52:19] should require the site plan that [3:52:20] preserves [3:52:22] most of the old grow trees [3:52:25] as a [3:52:28] key feature [3:52:30] rather than just clear cut and then [3:52:34] subsequently plant [3:52:37] smaller trees here and there. This [3:52:38] lost canopy [3:52:40] cannot be restored. This is the only [3:52:43] green space, this is the only [3:52:45] kind of something looks green in the entire [3:52:46] concrete jungle [3:52:49] that is around [3:52:52] us [3:52:55] and it's what is preserving [3:52:58] for the city's future plan. A high [3:53:01] intensity [3:53:04] restaurant, even if [3:53:07] it is a coffee [3:53:09] shop. And as my neighbor said, there's [3:53:10] coffee in every corner. Thankfully [3:53:13] it's not a fast food restaurant but [3:53:16] that's just one point. I think it's [3:53:17] just [3:53:19] creating this concrete island is a challenge. If the [3:53:21] commission approves this plan as it [3:53:22] is, then [3:53:25] I think we are signaling that the commercial [3:53:28] zoning rights are value that are in [3:53:31] our 2040 plan. So I [3:53:34] ask to send [3:53:40] this plan back to [3:53:43] the drawing [3:53:47] board. And keep trees as historic assets.
