[12:14] In other words, we have what I [12:16] think is a credible study for [12:21] manpower in the police [12:22] department. [12:23] We have a better idea I think [12:23] in [12:26] the fire department than most [12:27] other [12:27] departments, but when you look [12:28] at [12:29] the other 30 departments that [12:29] exist [12:33] in the study, I don't think we [12:33] have [12:37] a good idea of what the [12:38] manpower [12:38] are for those requirements. [12:40] So as we speak, I have efforts [12:44] going on with my assistant city [12:44] managers to make a [12:45] determination on [12:49] that and then my intent to come [12:50] back sometime after the first [12:50] of [12:51] the year and have that [12:51] discussion [12:53] with the council about what the [12:58] enterprise requirements are for [13:02] adequate and even ideal staff. [13:03] It's my full intent as we move [13:03] into [13:06] the next budget cycle to [13:06] recognize [13:07] the staffing requirements [13:11] across [13:13] the enterprise so that the [13:13] police [13:18] department and every other [13:20] department, their staffing [13:22] requirements in order to [13:22] achieve [13:25] their core mission is [13:25] recognized [13:25] and from there we can launch [13:29] into a [13:29] plan to start to meet those [13:36] enterprise requirements. [13:36] I am concerned we focus on one [13:37] department only and just talk [13:39] about [13:40] that because, as I said before, [13:40] the [13:46] city is an enterprise is a [13:46] balanced [13:47] effort, and you need to make [13:47] sure [13:50] that the entire enterprise is [13:50] balanced in terms of the [13:51] services [13:52] being provided. [13:55] I intend to have that [13:55] discussion. [13:59] When I can answer the [13:59] questions. [13:59] >> okay. [14:01] In the meantime, can I get a [14:02] copy? [15:00] I think maybe if we can get a [15:04] timeline of at least at a [15:04] minimum [15:08] January to let us know and [15:09] maybe [15:09] get a report from the chief as [15:10] far [15:11] as some of the best practices, [15:13] because I think those also help [15:16] with some of the operational [15:17] efficiencies that affect [15:20] $-dollar-sign-dollar sign. [15:21] And those in the end will help [15:21] us [15:31] become educated in how we talk [15:31] about -- you know, how we staff [15:32] it. [15:32] I think those go together. [16:42] Yes, mayor, there have been [16:45] some [16:46] efficiencies gained that troy [16:46] instituted, and I also probably [16:47] give up some political capital [16:51] from [16:52] my standpoint on doing some [16:53] things [16:53] a bit different like the minor [16:54] accidents, not responding to [16:55] certain calls, all the things [16:55] that [16:56] we've been talking about. [16:57] The final piece is we're going [16:57] to [17:01] be coming forward with I think [17:01] some [17:05] wonderful things in the area of [17:06] technology that is multiplying [17:06] our [17:07] police force, and I promised [17:07] the [17:12] city manager and I promised [17:13] this [17:13] body that I would do everything [17:13] I [17:20] can to squeeze everything out of [17:21] before I came to you asking for [17:21] anything more. [17:26] I think we probably at that [17:34] point. [17:35] I'd hate to be in your [17:35] position. [17:36] The things that keep you up at [17:36] night are probably multiplied [17:36] by [17:37] what you guys have to do with [17:38] streets and water and all of [17:38] those [17:38] things. [17:39] I'm trying to be very careful [17:39] by [17:43] not putting people in a [17:44] position [17:47] that I'm pushing to get more [17:48] staffing, but I am pushing to [17:48] get [17:48] more staffing. [19:29] But when you look at the [19:33] enterprise, you know, the [19:33] police [19:39] department is 500 employees out [19:39] of [19:39] 3000. [19:40] So the general fund doesn't [19:40] have [19:44] the luxury at this point to put [19:45] in [19:45] 300, $400, $400,000 for a [19:45] similar study [19:52] to look at the balance of the [19:52] enterprise. [19:53] So we'll be doing that in- [19:53] house. [19:53] We'll be doing it ourselves. [19:54] Probably going to take a bit [19:54] longer [19:58] to get it done. [20:01] I think it's important. [20:03] I know the methodology that was [20:09] used on the police manpower [20:23] started. [33:41] You have offered not one single [33:43] piece of factual paper to the [33:46] contrary to the. [33:46] Strictly innuendo and [33:50] conspiracy [33:50] theory. [33:51] Now, that disturbs me from a [33:51] number [33:54] of stem points. [33:58] Number 1, that you would pass [33:58] legislation or legislation on [33:59] that [33:59] basis. [34:01] Second of all, the resolution [34:02] that [34:06] you passed last week does not [34:06] put [34:14] any limits on the fund. [34:14] Thirdly, passage of that [34:15] resolution [34:15] was an illegal act. [34:19] It was not red or listed. [34:43] It is undoubtedly the fact that [34:44] the [34:45] wind farm the land owners will [34:46] likely sue you over land rights [34:46] in [34:54] the federal decision. [34:54] The supreme court clearly said [34:55] that [34:58] you cannot take an economic [35:02] advantage of one and give it to [35:02] another. [35:03] That was a condemnation case, [35:03] but [35:08] the same principle applies [35:11] here. [35:11] Also, what one would need to do [35:11] as [35:12] an attorney is present the [35:12] previous [35:13] council meetings where did you [35:13] say [35:14] that your intent is to stop the [35:20] wind farm to give the advantage [35:20] to [35:20] developers. [40:08] There've been a number of land [40:08] developers at council meetings [40:09] pushing for annexation. [40:14] The fact is now that their [40:14] objective has been [40:15] accomplished, it [40:18] will be much cheaper for [40:18] developers [40:20] to hook into the infrastructure [40:49] required by annexation. [40:50] You should know that you cannot [40:50] regulate it, but you can tax [40:51] it. [40:51] You can tax the turbines, and [40:51] you [40:52] can text my and my family's [41:00] historic ranch and farmland. [46:11] Relying on unsubstantiated [46:11] personal [46:13] conversations with unnamed [46:13] naval [46:14] personnel should not be [46:16] consider [46:21] reliable testimony to this [46:24] council's decision. [46:25] However, by annexing our [46:25] property [46:26] last week, you have guaranteed [46:26] a [46:28] much larger windfarms than the [46:28] one [46:29] aipac and the land owners were [46:32] willing to build. [46:33] A compromise that would've [46:33] removed [46:36] turbines from within 5 miles of [46:36] the [46:37] city, plus payments in lieu of [46:40] taxes and other concessions. [46:45] During the public hearing on [46:45] august 26th, apex has the right [46:45] to [46:53] build this project, that they [46:53] are [46:54] going to build this project, [46:54] and if [46:55] annex would have to build a [46:55] larger [46:58] project to pay the additional [46:58] city [46:59] taxes. [46:59] So I am left with the [46:59] conclusion [47:02] that your primary goal in [47:05] annexation is not providing for [47:06] future growth core doors but to [47:06] get [47:12] the tax revenue from a fully [47:12] wind [47:12] farm. [52:36] I can find a 6-mile circle that [52:36] is [52:42] in a more desirable area in the [52:47] court for the next 50 years or [52:50] so, [52:51] and a further the wind farm is [52:51] supposed to last from maybe 30 [52:52] years, and it would be logical [52:52] for [52:55] the wind farm to be there, [52:55] develop [52:56] that part of corpus and it [52:56] grows in [52:58] at the end of the lifecycle of [52:58] the [53:01] wind farm. [53:01] I'm just thinking logically, it [53:07] doesn't make sense to think we [53:07] have [53:08] to annex out there because [53:08] that's [53:08] going to affect growth. [1:03:39] We initially presented this on [1:03:40] September 30th, the concept and [1:03:43] I would like to remind you of [1:03:45] some of the things [1:03:46] that we talked about on that [1:03:50] date. [1:03:50] This is a significant [1:03:51] investment the texas state [1:03:53] aquarium is making expanding [1:03:56] the current building by 65,000 [1:03:58] square feet and walk through [1:04:02] the lease purchase terms. It [1:04:05] will be a 50 year lease and the [1:04:08] requirement would be they offer [1:04:09] the association some of the [1:04:11] continuing offering the [1:04:15] facilities. [1:04:16] There's no financial obligation [1:04:17] for the city and the [1:04:17] association May exercise the [1:04:18] option to purchase [1:04:23] plan improvement after -- first [1:04:24] they have to spend the minimum [1:04:25] of $45,000 investment and they [1:04:29] have to complete the expansion [1:04:29] and open to the public and [1:04:33] third you need to complete the [1:04:34] payment of outstanding debt [1:04:36] obligation. [1:04:40] The city sold revenue tax [1:04:41] obligation notes that they have [1:04:46] been paying forever since their [1:04:47] then diligently and they have [1:04:49] to finalize the payment on tax [1:04:49] notes. [1:04:53] >>> additionally the provisions [1:04:54] will be -- fund provisions will [1:04:55] be placed in special warranty [1:04:58] to protect the intended use of [1:04:59] the facility. [1:05:04] If there was a desire for the [1:05:04] texas state aquarium to sell it [1:05:06] in the future the city will [1:05:10] have the right of up refusal [1:05:11] for the purchase and the land [1:05:13] of improvements. [1:05:13] Second there's a requirement [1:05:16] for the city to repay -- for [1:05:20] them to repay the city the [1:05:21] initial $14.5 million that the [1:05:25] city put in that it was built [1:05:29] in the late 80's. [1:05:30] The special warranty deed [1:05:31] required that there will be a [1:05:33] 75 year restricted covenant [1:05:36] that will require the facility [1:05:41] to be operated as an aquarium, [1:05:41] there will be a referred her [1:05:42] clause in place and there was a [1:05:43] violation of that restrictive [1:05:45] covenant been the land and [1:05:47] improvements will revert active [1:05:48] ownership of -- to the [1:05:49] ownership of the city. [1:05:51] I believe there's a wastewater [1:05:54] -- solid stormwater drain that [1:05:56] is currently in the footprint [1:05:59] of the property and part of it [1:06:01] is [1:06:01] underneath the existing [1:06:02] aquarium and the expansion [1:06:08] built over it again the texas [1:06:09] association will be required to [1:06:11] maintain and repair that. [1:06:12] And if there was a desire to [1:06:15] relocate that line they will [1:06:19] have to pay for that and also [1:06:20] provide the easeman necessary [1:06:21] to make that happen. We seem to be in a. [1:13:03] Where not that we are taking a [1:13:03] pause, but [1:13:07] there's been so much activity [1:13:08] in the past five years that we [1:13:09] are now working through the [1:13:10] projects that we have and I [1:13:12] think that is a very good thing. [1:13:15] If you look around and you are [1:13:15] all familiar because you have [1:13:17] worked with all of them both [1:13:20] you and the state [1:13:27] tcp oh four -- those projects [1:13:28] are already under construction, [1:13:30] tcp oh is on the second page [1:13:32] already. If you haven't been [1:13:35] on the site in three months it [1:13:36] made amazing projects in -- and [1:13:39] the last time I talk to them [1:13:41] that expected to be finished [1:13:45] before the end of next year. [1:13:45] Tremendous amount of activity [1:13:48] on the existing industry, both [1:13:50] our existing base, whether [1:13:53] flint hills or the o or leisure [1:13:56] projects, what we like to refer [1:13:56] -- liked referred to as -- like [1:13:57] to refer to as the new line of [1:14:00] energy or new star and magellan [1:14:05] and claims and traffic or are [1:14:05] all proceeding with major [1:14:06] projects in those -- and those [1:14:09] projects are either in [1:14:10] permitting or construction. [1:14:10] There's major activity across [1:14:15] the board and in all sectors of [1:14:15] the community. [1:14:16] The city has been a tremendous [1:14:20] part of those discussions and [1:14:21] with the way the projects are [1:14:23] proceeding and the mayor has [1:14:26] said several times, it really [1:14:27] wouldn't happen without the [1:14:29] regional effort with those [1:14:30] counties and the city on both [1:14:33] sides of the ship channel and [1:14:36] each side of the they [1:14:39] perceiving. [1:14:40] Shamir is the biggest project [1:14:43] of all $13 billion, they have [1:14:46] finalized the final [1:14:47] environmental review and that [1:14:50] review is completed they are [1:14:51] now in the waiting phase, they [1:14:53] expect to have the permit first [1:14:56] quarter of 2015 and be under -- [1:14:56] the under construction next [1:14:59] summer. [1:15:00] Tremendous amount of activity [1:15:02] just continues, edc staff is [1:15:04] continuing to work with your [1:15:06] staff, with both county sun [1:15:09] making sure that all of the [1:15:10] incentives and process are in [1:15:13] place and we just see a very [1:15:16] right 2015 and we have several [1:15:19] new projects that we are [1:15:20] working on and hope to bring to [1:15:21] fruition [1:15:25] in 2015 as we get closer, the [1:15:26] staff will be briefing you on [1:15:35] those. [1:15:36] This is in the industry update [1:15:36] and I mention all that's going [1:15:37] on and edc, staff and the board [1:15:38] continue to meet with industry [1:15:38] throughout the region [1:15:40] and will continue to do that. [1:15:45] The only note I point out use [1:15:48] on agricultural workers, 650, [1:15:51] we see that with cost and [1:15:53] warehousing. [1:15:56] A lot of decent year for cotton. [1:15:58] If you have driven around [1:16:00] throughout you will see cotton [1:16:02] starting to be moved and it's a [1:16:05] major project for this region [1:16:06] on the agricultural side of the [1:16:09] port, we will see between now [1:16:10] and March significant movement [1:16:11] of [1:16:14] soybeans and other projects to [1:16:14] asia. [1:16:17] A huge crop in the midwest [1:16:18] which will be moving -- be [1:16:19] moving here biovail and we will [1:16:23] supplement that 650 person [1:16:25] number over the next six months [1:16:25] . [1:17:45] What other industries can we [1:17:47] attract in the region -- [1:17:49] region not just related to [1:17:52] tcpo, but want to get a [1:17:53] foothold in the united states [1:17:55] and north america. We will be [1:17:56] having some meetings later this [1:17:58] week and hopeful that the next [1:18:01] step which we look far beyond [1:18:06] tcpo will happen very soon. [1:22:22] A lot going on. I heard this [1:22:22] morning there's a lot of growth [1:22:23] and with growth comes [1:22:25] an opportunity for construction [1:22:28] projects and we have a really [1:22:31] dynamic large construction [1:22:33] program currently and I see we [1:22:36] should move north with good [1:22:40] fortune coming up sometime [1:22:41] after the first of the year we [1:22:45] hope to get the project underway [1:22:51] . You have seen a lot of work [1:22:52] going on in of $700 million in [1:22:52] investment going on right now [1:22:54] in the area. [1:22:55] A list of those projects there [1:22:59] and whole lot of -- one of the [1:22:59] things we saw coming in a lot [1:23:00] of the freeway system and road [1:23:03] system with the pavement [1:23:03] condition really below what we [1:23:10] would want in a freeway system. [1:23:10] We have gone in and invested [1:23:11] about 18.7 million in the last [1:23:16] year that's 358 I have a list [1:23:20] of those and you see work in 386 [1:23:21] in the project on park road 22, [1:23:23] frontage road near the mall [1:23:24] area. [1:23:29] That was an an area were we had [1:23:30] to pull some funds together we [1:23:31] used -- use the general [1:23:32] district funds to take care of [1:23:37] some of that as well as some [1:23:37] eto funds and we have that [1:23:39] going on in the great separation [1:23:41] at tellico and [1:23:44] we have some travel lanes and [1:23:46] upgrading freeways, we have to [1:23:49] design build projects they are [1:23:52] not in nueces county that they [1:23:54] are close by. [1:23:55] To get 69 on the number one [1:23:58] that's underway, get that [1:24:00] designation from corpus christi [1:24:02] into kingsville, that's one -- [1:24:03] this one of the goals of the [1:24:05] committee and one of our says [1:24:09] well. [1:24:10] That's $79 million job if you [1:24:11] have been to bishop [1:24:12] we will -- you will see that [1:24:15] were progressing very well we [1:24:16] hired a group to design and [1:24:18] build and there's a short [1:24:22] maintenance periods tacked onto [1:24:23] the end of that in that project [1:24:26] as well as the harbour bridge [1:24:26] -- harbor bridge, is in [1:24:29] procurement [1:24:30] and we have $70 million of [1:24:32] other design projects that we [1:24:36] are working on in the largest [1:24:39] scoped project on that would be [1:24:44] the ramp reversal. 358 on the [1:24:48] southbound and eastbound down [1:24:51] north padre. [1:24:52] Some of the the surface project [1:24:57] are listed. You have seen them. [1:25:00] We have talked numerous town [1:25:01] time on park road 22 and those [1:25:03] projects they have a surface [1:25:05] that are 10 to [1:25:08] 15-years-old and days are [1:25:10] starting to get rough. [1:25:13] We have sporadic failures. [1:25:14] We had to do emergency repair [1:25:17] work. [1:25:53] That's high on our priority. [1:25:56] Great separation and tellico, [1:25:58] that's a project and po funded [1:26:01] with prop 12 contractor bae and [1:26:04] that is working well and $13 [1:26:08] million job. [1:26:09] We hope to have that thing [1:26:10] completed late spring early [1:26:13] summer of next year. [1:26:14] It is driven by safety. [1:26:18] As well as the plan to get a [1:26:22] controlled facility eventually. [1:26:24] 2444 staples street. [1:26:27] That project some time back, it [1:26:31] was a prop 12 project and we [1:26:32] had time restriction on the [1:26:32] funding and the city worked [1:26:36] with us and we had right-of-way [1:26:37] to purchase and we are getting [1:26:37] very close to having that [1:26:42] wrapped up and -- will be [1:26:43] building that and we are [1:26:45] targeting mid-November and [1:26:48] anticipate completion. [1:26:50] It's about 2.5 year project. [1:26:54] It's an urban project you are [1:26:55] building how far road at a -- [1:26:55] half a road at a time and [1:26:58] maintaining traffic volume. [1:27:02] Running around 7500 and that [1:27:03] project is about $24.4 million [1:27:10] project on whoever wrote the [1:27:10] project is been underway for a [1:27:13] while we started in January 14 [1:27:16] and the limits go from 2861 [1:27:16] yorktown boulevard and building [1:27:19] a five lane urban section. [1:27:22] They're building that project [1:27:24] and we anticipate [1:27:28] construction next spring and [1:27:29] that's roughly $9.9 million [1:27:35] project. [1:27:35] The one in 361 -- one that is [1:27:38] important important -- [1:27:39] that will make an urban section [1:27:42] and add pedestrian pass it goes [1:27:45] from avenue g-tube beach access [1:27:49] road one and he will be similar [1:27:50] to weber road project where we [1:27:51] have four lanes with a raised [1:27:52] median and curb and gutter [1:27:56] section and protected left [1:28:00] turns and -- we are starting [1:28:02] work in building the project [1:28:03] and they will be starting in [1:28:07] November. [1:28:08] It will take roughly two years [1:28:09] to build and it's a $13 million [1:28:15] project to get onto 86 project [1:28:15] it's our largest project [1:28:18] underway in the city, extending [1:28:21] the freeway out from saratoga [1:28:24] to weber. The contractor [1:28:27] contractor -- they began working [1:28:28] in March of this year and [1:28:30] completion date I wish it was [1:28:38] winter of 15, it is -- [1:28:39] optimistically between you and [1:28:41] me I would love to be in the [1:28:43] end, but we are looking at [1:28:47] 2017, a three-year project. [1:28:52] That's optimism, it will be the [1:28:53] full complement freeway and [1:28:56] have overpasses at -- landfill [1:29:04] as well as weber road. [1:29:05] I 69, I highlight the two [1:29:07] projects, it's part of our goal [1:29:08] to get the interstate [1:29:11] designation down to kingsville [1:29:12] and ultimately further south [1:29:18] into the valley and they are [1:29:18] building a portion from state [1:29:19] highway 40 -- state highway [1:29:20] 442892 in -- and the project [1:29:23] has been going on since [1:29:27] 13 and we should be completed [1:29:31] close to next year and it's [1:29:31] 11.3 million another project [1:29:35] adjacent of that moving south [1:29:39] from f and 892 in robstown [1:29:40] 2886, austin bridge and their [1:29:41] limited [1:29:55] >>> whenever you're ready, [1:29:55] rick. [1:31:10] This is a shot of the project I [1:31:11] mentioned earlier the design [1:31:11] build project showing you [1:31:12] kingsville looking north on a [1:31:13] -- and the project is well [1:31:14] underway at this point and it's [1:31:18] a design build between austin [1:31:22] bridge and road and a limited. [1:31:23] Pardon me? [1:31:27] The harbor bridge, [1:31:28] we have worked it, there's been [1:31:30] a tremendous working [1:31:35] relationship with the city staff [1:31:36] the port of corpus christi has [1:31:39] really been a great partner and [1:31:42] as well as our city and county [1:31:44] noesis &-ampersand-and sign [1:31:49] patrizio and we are in the [1:31:51] environmental process and [1:31:55] there's work to be done and [1:31:56] targeting try to get a record [1:31:59] of decision and we could move [1:32:02] forward in January of 15 in the [1:32:08] final request for proposal [1:32:08] posted October 2nd. [1:32:09] We have seven proposals come in [1:32:15] on the project and we go [1:32:16] through a ranking system and [1:32:17] four of them move forward and [1:32:17] we are working with four teams [1:32:18] of developers [1:32:21] and it's a design build. [1:32:22] Basically you have aspects of [1:32:24] the project delivery in one [1:32:26] contract. They will design it, [1:32:30] build it, they have inspection [1:32:32] and we have inspection as well [1:32:33] and then they will maintain the [1:32:38] project. It's a signature type [1:32:40] bridge, very large structure [1:32:46] and it will be a cable stay [1:32:46] because of the link of the span [1:32:50] over the channel to cover cover [1:32:53] -- to have nothing obstructing [1:32:54] navigation in the harbor and [1:32:57] ship channel. [1:32:57] We will have a 25 year [1:32:58] maintenance. [1:33:01] On this project and that's [1:33:02] where we went out in the [1:33:05] proposal and they will maintain [1:33:07] the facility to a level of [1:33:13] satisfaction. To build a high- [1:33:14] quality product because you [1:33:16] have a long-term maintenance [1:33:17] which will be cumbersome on the [1:33:21] project of this nature. [1:33:22] Our target condition award is [1:33:22] in the March March 2015 [1:33:25] commission meeting. It will [1:33:28] take about six months maybe less [1:33:35] for the notice to proceed. It [1:33:36] will be estimated to begin [1:33:37] toward the latter part of next [1:33:37] year a project that will take [1:33:41] four years to construct and it [1:33:41] will time to take the old [1:33:42] structure and approaches to it [1:33:49] and our schedule is using the [1:33:54] new structure in 2020. [1:33:58] Another project -- that's high- [1:34:01] profile for the npl and the [1:34:02] community is to do the rep [1:34:04] reversal and we have the [1:34:08] project funded for letting the [1:34:09] January 2016 a year from this [1:34:11] January and it will reverse the [1:34:16] ramps on -- weber, everhart, [1:34:17] staples and we will get as far [1:34:19] as we can we are in development [1:34:22] and we don't have final estimate [1:34:23] we will take the critical one [1:34:26] first. [1:34:30] We are taking care of those [1:34:31] during the holiday season where [1:34:32] we have severe index and the [1:34:35] main system [1:34:36] that's a project and high- [1:34:36] priority from a safety [1:34:40] standpoint and traffic flow of [1:34:43] the loan 358. [1:34:44] His 30 -- this $38 million [1:34:46] primarily our largest and feel [1:34:54] project at this time. I think [1:34:55] that's all I have. [1:53:58] The funding pretty well spent [1:54:01] -- we have been ability find, [1:54:04] and prop 12 which been has been [1:54:06] voted on and to bryan mims [1:54:09] projects which we are fortunate [1:54:12] to capitalize on the dash be [1:54:16] funded by those dollars. [1:54:17] Depending on the will of the [1:54:23] public, the projects in the [1:54:24] planning that we have done is [1:54:25] financially constrained to the [1:54:26] infield these are types of [1:54:27] projects we need to hear so we [1:54:29] can have advisory committee [1:54:38] analyze and prioritize those. [1:54:39] I strongly support the ramp [1:54:39] reversal. [1:54:40] That came on a number of years [1:54:41] ago was the need to look for [1:54:43] the dollar. [1:54:46] That's a process that comes [1:54:46] into input [1:54:47] that you're given the right [1:54:47] now. [1:55:34] It's very concerning to us, if [1:55:34] you have driven in the rural [1:55:42] section, -- when we are put the [1:55:45] alternating passingly we have [1:55:46] seen a huge reduction in hit on [1:55:53] fatality's you could people out, [1:55:53] you get behind a slow-moving [1:55:54] vehicle enjoying the sights and [1:55:55] people who need -- of people [1:55:55] who need to go to work or do [1:55:57] business will take chances and [1:56:00] ask so we build it -- to those [1:56:03] in and rebuild a lot of -- [1:56:08] if you take -- we have done [1:56:09] several and we have seen dress [1:56:11] reduction in fatality's and [1:56:13] that will be a short-term short [1:56:16] to mid term fix you can double [1:56:19] the traffic and we are seeing [1:56:19] the traffic volumes on some [1:56:21] roads [1:56:24] approaching double what we have [1:56:27] today. [1:56:29] Basically take weekend and that [1:56:33] traffic could be handled the [1:56:33] price tag is $2.5 million [1:56:35] construction cost [1:56:37] we could do an existing right- [1:56:39] of-way get passing both [1:56:42] directions 12 miles and it will [1:56:45] keep traffic flowing and our [1:56:47] intention is if you see [1:56:48] assigned to miles ahead I have [1:56:51] a chance to pass the majority [1:56:56] population is going to -- it is [1:56:59] shown to be very effective. [1:56:59] Longer term and will -- it will [1:57:02] be much more extensive. [1:57:07] >> my final, is the mauling on [1:57:08] cost town has improved I know [1:57:13] you have it budget three times [1:57:14] here, but it has improved and [1:57:14] it allows people entering and [1:57:18] exiting across town and baldwin [1:57:19] , they can see cars coming off [1:57:19] the road. [2:02:56] Today I want to present an [2:02:57] update on one of the [2:02:59] street preventative program and [2:03:02] review does two work plans [2:03:04] which should be up must be [2:03:06] approved prior to execution [2:03:09] that you I want to tell you [2:03:12] that on the seat you will see [2:03:13] that what we did was to make [2:03:15] you a larger mat [2:03:22] that has all the info on it. I [2:03:23] learned from experience and I [2:03:23] know last time you said can we [2:03:25] get a bigger map and we try to [2:03:27] put everything on it and we read [2:03:30] -- we printed the attachments [2:03:34] for you. [2:03:36] On the first slide, [2:03:38] you can see that the slide [2:03:41] shows the status of your one, [2:03:45] and also [2:03:48] -- the first slightest overlay, [2:03:49] on the slide you can see the [2:03:50] status of your one overlay, [2:03:52] there are five delivery orders [2:03:55] totaling 264,000 total square [2:04:00] yards 14.1 miles. [2:04:01] The contractor is making good [2:04:05] progress and is at 56% complete [2:04:08] as shown on the chart to the [2:04:17] right. [2:04:18] On this next screen, shows the [2:04:20] status of the year one [2:04:22] seal coats with five delivery [2:04:25] orders totaling approximately [2:04:28] 431,000 square yards or 25.1 [2:04:30] miles. [2:04:35] This contractor had a late start [2:04:36] with the seal program and has [2:04:36] had some challenges with [2:04:38] resources. [2:04:41] Staff has been working with them [2:04:42] and working with a contractor [2:04:42] who is provided us recently a [2:04:45] plan of action to complete all [2:04:50] of the five deals by the end of [2:04:51] the year weather permitting. [2:04:51] He laid out a plan to get the [2:04:55] work done and we will work with [2:04:55] them and they believe he will [2:04:56] hit the target. [2:04:59] The seal work is faster than [2:05:00] the overlay work and we believe [2:05:01] he will be finishing up [2:05:02] close to the end of the year. [2:05:07] >> on the next slide, this is [2:05:10] simply a map of your one [2:05:10] location. [2:05:14] This is on the web and we have [2:05:16] to show you there [2:05:18] year one. [2:05:20] To briefly go through some of [2:05:22] things we learn from year one [2:05:25] which we consider they [2:05:26] had a program and we are trying [2:05:31] to approve and we both continue [2:05:32] to have a multi-your program [2:05:33] and the first thing is the use [2:05:37] of google map aerial view maps [2:05:38] when we are developing the [2:05:39] deals and working the plans for [2:05:40] the contractor instead of cad [2:05:41] drawings. [2:05:44] This allows the engineer to [2:05:45] mark the work features the [2:05:46] contract will see in the field [2:05:50] and it gives better clarity to [2:05:53] what is done and where it will [2:05:55] be done out in the field. [2:05:59] We learned to keep list of [2:06:00] alternates ready to allow for [2:06:01] swapping locations in the the [2:06:02] event of utility work is [2:06:06] required and reasons that we [2:06:06] might have two different [2:06:16] locations. [2:06:16] The third thing, that street [2:06:17] location methodology is working [2:06:17] very well we found a few [2:06:18] streets that needed to be [2:06:19] different due to identification [2:06:21] of utility work that is needed. [2:06:24] Remember, we tried our best not [2:06:28] to get into utility and try to [2:06:29] find a way to do for the [2:06:30] streetwear more extensive [2:06:31] utility work is needed area and [2:06:35] we also learned as number four [2:06:36] says, we need more inspections [2:06:41] and upfront testing and that [2:06:42] means we need to determine the [2:06:42] condition of basin in areas [2:06:44] were we do overlays whether we [2:06:47] should do overlays or -- we [2:06:50] need to verify the base to do [2:06:53] enough work and to ensure the [2:06:57] work is done and be being done [2:07:00] -- being done with the work [2:07:00] through and the staff and [2:07:01] engineering got does the walk [2:07:04] the work through the and your [2:07:06] work working on that. [2:07:08] >> the resident notification [2:07:11] protocol is doing very good in [2:07:12] our opinion and is evidence -- [2:07:14] as evidence we only had to [2:07:16] vehicles that were told -- [2:07:17] trying to contact those [2:07:19] residents and that was the only [2:07:23] issue I've heard so far and we [2:07:23] have been out in quite a few [2:07:25] areas. [2:07:30] We were able to up the [2:07:30] the striping in the streets we [2:07:31] are maintaining and we are [2:07:32] getting it in accordance with [2:07:35] the transportation plan and [2:07:36] that's a plus with the program [2:07:38] as well. [2:07:39] Last but not least the utility [2:07:40] coordination is working well. [2:07:46] Working harder to get our [2:07:47] locations -- locations who are [2:07:47] utility department and allowing [2:07:48] them to review the location and [2:07:53] in advance. [2:07:53] This is healthy must for the [2:07:55] location that the for a lot of [2:07:56] infrastructure work [2:07:57] you for making the discovery in [2:08:00] the field. [2:08:00] The coordination is -- as well [2:08:02] doing really well we do to [2:08:07] streets, we have gotten in an [2:08:08] area were we had to bring in [2:08:09] and make a repair. We are [2:08:11] getting better at it and doing [2:08:12] a good job with the program. [2:08:16] >> on the next slides, what I [2:08:18] did is take pictures you can [2:08:21] see the end product. We are [2:08:24] pretty proud of what's going on. [2:08:27] There are two over the [2:08:28] arterials in the locations -- [2:08:28] and the locations are on the [2:08:29] bottom. [2:08:35] The next slide is to overlaid [2:08:38] -- electors completed and the [2:08:42] third slide are to overlaid [2:08:42] local streets completed. [2:08:47] In year one. In the next slide [2:08:49] two sealed arterials that have [2:08:55] been completed. Two sealed [2:08:58] collectors completed under you [2:08:59] one.
