[18:13] thank you very much. [18:14] My boss. [18:16] >> thank you mayor and city [18:17] council members. [18:17] I just wanted to thank the team [18:21] for everything they do on a [18:21] daily basis. [18:22] Each of you touch is life in [18:27] our community, and I just [18:28] wanted to say thank you for [18:28] your support, mayor, for the [18:30] city of corpus christi. [18:37] >> keep up the good work. [18:49] [Applause] [19:51] >> okay, we are going to move [19:52] to item number chica, the city [19:58] manager's comments and updates [19:59] on city operations. [20:02] >> thank you, mayor. [20:03] There are a couple of items I [20:07] would like to mention this [20:11] morning the council. [20:12] First of all, on last saturday [20:13] there was a very successful [20:21] harbor and lights illuminated [20:21] boat parade, there were about [20:22] 3500 people and I felt like it [20:25] was a really good seasonal [20:26] operation. [20:29] I also wanted to mention that [20:32] our library system is going to [20:34] be receiving about $23,000 [20:45] reimbursement in. In the grand [20:45] scheme of things that's not a [20:46] large number and I want to [20:46] mention that because it [20:48] represents a fairly significant [20:48] compass meant or turnaround on [20:50] the part of the library. [20:52] Those of you that were on the [20:56] council, let's say three years [20:59] ago, we will remember that [21:00] state funding for our library [21:06] system was actually in jeopardy [21:06] because of the economic [21:07] downturn in the amount of [21:08] budgeting in the entire city [21:15] including the library system. [21:17] And in places to let [21:20] interlibrary loan sharing [21:21] service in jeopardy. [21:27] It was threatened to be taken [21:27] away. [21:31] That the turnaround in the [21:37] funding for the turnaround in [21:38] corpus christi. [21:41] From an operational -- excuse [21:41] me. [21:44] I was out most of last week [21:45] with a pretty severe cold and [21:49] part of it is still hanging on. [21:54] >>> I regret to inform you that [21:55] one of our valued department [21:56] heads, michael morris, has [22:00] turned in [22:04] his resignation. [22:11] He has been returning to it his [22:12] own town. [22:15] That is an interim director and [22:18] it goes to the full search to [22:23] find replacement for the valued [22:23] service that he has been [22:24] providing over the past four [22:26] years I think or so. [22:28] I also wanted to mention the [22:34] progress that we are making in [22:40] the installation of our system. [22:41] We have been working on [22:41] technology over the past year [22:43] and we will continue through [22:46] 2015 to replace all of our [22:47] basic accounting systems, in [22:50] the lingo of the trade come [22:52] they call it an erp enterprise [22:53] planning system. [23:01] Along with our core and [23:02] development services and our [23:03] fleet management, we've been [23:04] going through [23:06] massive transition in our [23:09] technology, and upgrading and [23:09] implementing new technology. [23:13] I'm going to ask next week for [23:15] many of the city employees that [23:20] have been closely engaged in [23:22] this was recognized before the [23:23] city council, and we will say [23:26] more about it at that time. [23:28] I wanted to also say the part [23:31] that we are currently engaged [23:36] in is upgrading our whole [23:39] purchasing system, with our new [23:41] software, we are putting in a [23:42] functional service order system [23:45] which I think will serve the [23:50] city very, very well. [23:51] We will decrease the reliance [23:56] that we have had over the past [24:01] years on the cards for [24:03] purchasing. [24:04] Those peak cards have worked [24:08] for purchasing but they don't [24:09] provide the clear accounting [24:12] controls and management of the [24:13] entire system that we really [24:13] want to have. [24:20] So that's kind of what we are [24:25] working on now. [24:26] I just wanted to mention it [24:26] because such tremendous work [24:29] has been going on, and then [24:34] next week we will say more [24:34] about it. [24:41] That's all I have for today. [24:41] >> thank you very much. [24:42] We appreciate that heads up and [24:42] also some of the good news [24:45] items, happy to hear that. [24:50] >>> what we are going to do, we [24:51] have some people -- to [24:52] accommodate the schedules, and [24:53] we are happy to do this, if we [25:00] could have item number 52, [25:02] under p, future agenda items. [25:10] This is the it agreement for [25:19] the discussion for the effluent [25:20] water discussion. [25:36] >> for the record, [25:37] councilmember riojas will be [25:40] recusing herself in this item. [25:42] >> item number 52 is an [25:48] extension with the city of [25:48] bolero. [25:49] This adds to -- for recycled [25:50] water, but that's the greenwood [25:54] plan as well as keeping the [25:54] broadway. [25:55] When they collect the water at [26:02] the broadway plan, it was very [26:02] high and salinity, and they [26:03] check the water at the [26:05] greenwood plan and it was much [26:13] easier for them to treat and it [26:14] was much more cost-effective [26:16] for them to do as well as have [26:16] at that location. [26:18] >> do we have any more [26:21] questions on item number 52 [26:27] facts future agenda item number [26:27] p. [26:27] Thank you. [26:32] >>> if I could ask Ms. Riojas [26:34] -- sorry, that was pretty [26:34] quick. [26:37] We will now move over to [26:41] consent agenda items -- excuse [26:42] me. [26:44] Under I in the minutes? [26:48] >> we present the regular [26:50] minutes of November 18 for your [26:51] review and consideration. [26:55] >> motion to approve. [26:55] >> second. [27:00] >> all those in favor? [27:01] Any opposed? [27:01] Motion carries. [27:02] We have no board and community [27:04] upon appointments and we will [27:12] move forward to item number [27:13] kay, if consent agenda item six [27:13] through 12. [27:17] Is there anyone from the public [27:17] that would like to comment on [27:18] item six through 12? [27:24] Thing none from the council, [27:29] Ms. Huerta? [27:34] >> [Roll call] [27:37] The consent agenda passes. [27:37] >> thank you. [27:43] Of the caring, number 13. [27:48] -- public hearings, number 13. [27:57] >> councilmember julio dimas [27:58] with counsel services. [27:58] Item number 13 is a request by [27:59] the landowners and the art [27:59] construction company to rezone [28:00] the total of 17.3 acres of [28:01] vacant land of gated on the [28:02] south side of river road just [28:09] east of deer run drive. [28:10] the property is currently [28:10] composed of two tracked. [28:12] One is 14.17 acres currently [28:14] zoned neighborhood commercial [28:19] district, and rf six single- [28:19] family [28:22] district and rsp yes, family [28:22] district. [28:25] Checked to is 82-point a acre [28:27] tract and that's currently [28:28] zoned single-family district. [28:33] The landowners are requesting [28:37] to rezone to us single-family [28:43] district untracked one and [28:43] neighborhood commercial [28:44] district untracked two. [28:44] The purpose is to allow for [28:45] construction of the single- [28:46] family subdivision on tract [28:49] one, and a neighborhood [28:51] commercial type business [28:51] untracked two. [28:54] The staff finds that this [28:55] property is properly suited for [28:58] the post uses and zoning is [29:01] compatible with sony for nearby [29:01] uses. [29:03] Therefore planning commission [29:08] and staff recommends approval [29:08] of this. [29:11] >> I just had a couple of quick [29:13] questions. [29:14] You guys are doing the zoning [29:17] on this widget think it's great [29:18] neighborhoods around it. [29:18] What kind of traffic impact [29:22] studies have you guys done [29:23] especially during certain times [29:25] of the day because I. [29:26] Is really congested, and as we [29:29] have more homes, that will only [29:30] increase? [29:32] >> it does. [29:34] Currently the way our code [29:37] reads, a rezoning study is only [29:39] required when the proposed [29:41] zoning changes to increase it [29:44] by more than 200 trips per day, [29:48] and in this case, the existing [29:49] zoning is pretty much the same [29:50] zoning they are requesting, [29:53] except switch on the [29:53] properties. [29:56] There would not be any proposed [30:00] crease other than what is [30:01] already proposed. [30:02] >> could you say that one more [30:02] time? [30:07] >> the way the udc is written [30:08] right now, the only time a [30:09] traffic study is required is [30:11] when the [30:14] proposed rezoning is an [30:15] increase over the existing [30:15] zone. [30:18] For example, if they had gone [30:23] from light industrial tract to [30:23] high-density residential, then [30:28] the traffic count -- we would [30:31] take the difference. [30:31] The difference is 200 trips for [30:36] more is when the city be re- [30:37] part. [30:38] It's a 200 count threshold is [30:41] what we have. [30:45] So, if it -- if threshold is [30:46] passed and not on the study [30:47] would be needed. [30:51] So in this case, the zoning [30:52] that is currently there and [30:53] proposed are the same so the [30:54] net difference is zero. [30:58] >> how many houses are there? [31:04] >> 77 angle units. [31:05] >> but basically -- [31:05] >> right, because it didn't [31:06] meet the threshold. [31:08] >> well there is outreach [31:11] because there is great concern [31:13] for the housing but there's [31:15] also a traffic issue in that [31:16] area and I don't know what we [31:18] can do for that. [31:22] >> I know this particular topic [31:23] himself several times one thing [31:23] we are looking into is too [31:27] lower the threshold in the udc. [31:31] The traffic study would be [31:31] required at a lower threshold [31:40] to address some of the [31:40] symptoms. [31:41] >> can we take a look at that [31:41] and maybe get back to it? [31:42] >> thank you Mr. Ellen. [31:43] Ken I have a motion to open up [31:44] public comment? [31:45] All in favor? [31:48] Any opposed? [31:48] Motion carries. [31:50] Would any of the public like to [32:01] comment on item letter and 13? [32:06] Motion carries. [32:06] Ms. Huerta? [32:06] >> for passage of ordinance [32:13] number 13 on its first reading. [32:18] [Roll call] [32:18] Or smack. [32:19] >> the wouldn't passes. [32:23] >> thank you. [32:23] Number 14. [32:27] >> julio dimas with number 13, [32:29] request for the landowners of. [32:35] Him and carrie davis to give [32:41] untracked that is currently [32:42] vacant between good night and [32:42] loving trail and make porn [32:43] road. [32:47] The property is currently zoned [32:47] farm rural and they are asking [32:51] for it to be rezoned to state [32:51] district. [32:52] The purpose for the rezoning is [32:52] to allow for the construction [32:54] of a single-family dwelling [32:56] unit, basically it will family [32:56] house. [32:58] We find this property is suited [32:59] for the proposed use although [33:03] it is not consistent with the [33:03] development plan, residential [33:09] estate lots are much larger and [33:09] provide more open space and [33:10] allow for transition of any [33:11] future changes that May happen. [33:17] As such the planning commission [33:17] and staff recommends approval [33:21] of this particular zoning case. [33:22] >> me we have a motion to open [33:25] up the public hearing? [33:26] All in favor? [33:30] any opposed? [33:30] Motion carries. [33:31] Anyone in the public that has a [33:37] comment on item number m 15? [33:39] Motion to close? [33:44] Motion and second for [33:45] discussion. [33:45] >> for passage of ordinance [33:52] number 14 on its first reading. [33:57] [Roll call] [33:59] >> the ordinance passes. [34:02] Thank you. [34:04] Item number 16. [34:08] >> councilmember and mayor, [34:12] item number 15 as requested by [34:15] the related investors to rezone [34:20] 13.1 a acres of vacant land and [34:24] south of idle hour drive. [34:31] It's currently zoned farm [34:32] district, and the purpose of [34:32] the rezoning is to allow [34:33] construction of the single- [34:35] family residential subdivision [34:37] consisting of the p units. [34:45] We find the property is [34:45] situated for the proposed uses [34:46] and it's land-use plan. [34:46] The planning commission and [34:52] staff recommend approval of the [34:52] rezoning. [34:53] >> incorporated you. [34:53] We have a motion to open up the [34:54] public hearing. [34:56] You have a motion and second in [34:57] the discussion. [34:58] Motion carries, anyone from the [35:02] public have a comment on item [35:06] number m 15? [35:06] Motion to close. [35:08] I have a motion and second. [35:08] Any discussion? [35:10] All in favor? [35:11] Any opposed? [35:14] Motion carries. [35:15] >> Ms. Huerta. [35:28] >> [Roll call] [35:29] The ordinance passes. [35:30] >> incorporated you. [35:31] I will have this one last [35:31] public hearing on 16 and then [35:32] go to public comment. [35:36] >> that afternoon mayor and [35:41] Councilman Emma item 16 is an [35:48] ordinance of the entitlement [35:49] code 8.5.2 clarifying transfer [35:51] of funds between two trust [35:51] funds. [35:56] The purpose is to allow [35:57] transfer between the water and [35:57] wastewater trust fund account. [35:58] The planning commission and [36:00] staff are coming to approval of [36:08] the proposed entitlement code. [36:08] Are there any questions? [36:09] >> thank you. [36:09] Just for the record, the [36:10] stakeholders who invest in the [36:12] trust fund, there wasn't [36:13] outreach regarding this. [36:19] You have a motion to open up [36:20] the public hearing. [36:20] Any discussion? [36:21] All in favor? [36:23] Any opposed? [36:24] Motion carries. [36:55] Thank you Mr. Greensboro and [37:00] Mr. A dimas. [37:01] Mr.Van glick. [37:01] We will move forward to public [37:02] comment. [37:04] If I can ask you to state your [37:04] name and address. [37:05] They're is three-minute limit [37:05] and I want to refresh people's [37:11] memory that public comment is [37:12] not a mandate, but a privilege. [37:13] I'll ask you though to please. [37:17] for the time of the three- [37:18] minute allotment he cause I [37:19] will ask you to please wind up [37:19] your comments so we can move [37:21] forward with the city business. [37:22] But, thank you for being here [37:29] with your comments. [37:29] Answer alonzo. [37:30] >> Mr. Risley, excuse me. [37:33] Pay period I would like to mine [37:34] the presenters of portions of [37:44] the rules of the corn. [37:45] The councilmember, staff person [37:46] or members of the audience [37:46] shall be great, interest or [37:47] accused or so any personal [37:48] disrespect for any member of [37:48] the staff, counsel or members [37:49] of the public at any of the [37:49] meetings. [37:50] All remarks of the address to [37:51] the mayor and city council and [37:54] not to the city councilmembers [37:54] as [37:55] individuals, and, questions of [37:58] council and staff are [37:59] inappropriate, loud, [38:01] boisterous, profane or obscene [38:03] behavior are not allowed. [38:06] Pay period thank you. [38:07] >> good afternoon honorable [38:09] mayor and council members. [38:10] First of all I would like to [38:11] thank all of you for supporting [38:16] the west side is association. [38:18] We had it saturday. [38:24] Of like to thank the honorable [38:29] councilmembers for being there. [38:35] But I'm here for another issue. [38:38] The city manager, to inform you [38:46] that the director of parks and [38:52] rec -- he's looking for an [38:52] interim. [38:56] He will go no further. [39:02] The person who taught him was [39:02] tracy. [39:08] And I know -- a member of the [39:09] committee of a person with [39:10] disabilities, I was honored to [39:13] have her come before us. [39:16] i would like to thank the city [39:17] manager for working hard to [39:21] surround himself with the best [39:22] assistant city managers, the [39:25] best apartment had, and that is [39:27] how he has been able to manage [39:32] it in the most if this and and [39:32] effective matter. [39:37] >> are you speaking to the [39:37] stacy? [39:39] >> yes. [39:39] I apologize. [39:43] >> I've been called worse. [39:46] >> I apologize. [39:51] But in parks and rec, it's not [39:54] just the largest department but [39:59] also the largest budget. [40:07] There are a bunch of practices [40:07] together. [40:11] This committee is the best of [40:13] the best. [40:18] I'm sure that the attorney can [40:19] surround so with faces. [40:21] Thank you so much. [40:28] >> thank you, answer alonzo. [40:32] >>> come on forward. [40:32] >> good morning. [40:33] I wanted to share it with you [40:37] the festivities we have going [40:38] on his holiday season. [40:40] >> if you could state your [40:40] address. [40:46] The mac 1601 ocean drive. [40:46] >> incorporated you. [40:47] >> this sunday December 14 we [40:48] have holiday at the museum [40:52] shall be an extravaganza with [40:54] santa and Mrs. Clause, dancing [40:56] else, special holiday [41:01] performances, reindeer games [41:01] and relays. [41:02] It hasn't snowed in 10 years, [41:03] but we are going to make it [41:05] snow at the museum. [41:08] And also on new year's eve we [41:15] will have a noon years eve [41:16] party, because not all three [41:16] -year-olds can say up until [41:16] midnight. [41:17] So we will have a special party [41:18] for families that will happen [41:22] at noon and also 2:00. [41:28] >> I'm carol reitmeier, the [41:28] executive director. [41:29] You will see in front of you [41:29] but doctor mcgregor calendars [41:32] are out, we have one for each [41:32] of you. [41:34] I wanted to give you an update [41:36] on that boom play ground we [41:42] talked about, it's in place and [41:42] beautiful. [41:43] Sarah coles, our education [41:44] director will tell you about [41:45] some things going on. [41:47] >> hello. [41:47] We had an exciting month [41:52] already and we have more coming [41:52] up. [41:53] On thursday we had the orion [41:54] space launch party at the [41:58] museum and we provided a day of [41:59] education free of charge to [42:03] fifth-grade students at gibson [42:04] and oak park elementary's. [42:05] So it's three of our most [42:05] disadvantaged schools in the [42:08] area they were able to enjoy a [42:10] great fun day completely free [42:10] for them. [42:14] We also have our century night [42:17] coming up so families can come [42:21] and enjoy a night at the [42:21] museum. [42:24] >> you want to thank orion [42:27] chewing who was our sponsor for [42:29] the orion night, it's a big [42:32] program. [42:38] They paid everything from their [42:38] busing, lunches and admission. [42:43] We hope we have empowered young [42:44] children to have an engagement [42:45] and an excitement for learning. [42:46] That said, thank you. [42:50] >> before you leave, I wanted [42:50] to tell you there is so much [42:52] synergy, so many new [42:57] substantive programs that have [42:57] evolved out at the corpus [43:02] christi museum of science and [43:02] history, and I have taken some [43:03] children here on a couple of [43:04] locations in the last year. [43:10] I never forget, we went to the [43:10] egg hunt. [43:11] We had so many kids there, it [43:12] lasted five minutes or maybe [43:14] three at the most, but from my [43:15] understanding they didn't [43:19] anticipate such a huge support [43:19] as far as the community coming [43:21] out and [43:22] getting involved and having fun [43:24] with their family. [43:31] It also, the kaboom, that was [43:31] great. [43:38] I just wanted to publicly thank [43:39] those corporate citizens that [43:39] are investing in what I think [43:40] is one of the best educational [43:41] institutions that we have in [43:44] south texas, and that has come [43:44] a lot with your the ship and [43:50] who you have surrounded [43:50] yourself with. [43:51] So I'm excited with what's [43:56] happening at the museum. [43:56] >> thank you. [43:57] A are actually moving forward [43:59] with our children science [44:00] center so hopefully I can tell [44:01] you more about that soon. [44:05] >> keep up the great work. [44:14] >> thank you, thank you all. [44:18] >> I would like to talk about [44:20] the animal control services [44:23] over on holly. [44:25] I had lost my little dog about [44:27] five years ago, and I have [44:30] decided not to get another dog [44:32] and, everyone kept saying, you [44:36] need another dog. [44:40] The grandson said, you need [44:40] another dog. [44:45] Anyway, I have lost my husband, [44:57] but I have my little dog to [44:57] keep me company. [44:58] Then I had another boyfriend, [44:58] and he died, but I still have [45:01] my dog. [45:02] and then I had another [45:03] boyfriend, and he died, but I [45:05] still have my little dog, until [45:06] she died. [45:08] Then I had another boyfriend, [45:08] and he died. [45:11] So I decided to get a dog [45:14] because they are less trouble [45:16] than a man. [45:20] I'm very experienced, and I [45:20] know. [45:21] [Laughter] [45:24] Anyway, I went over to animal [45:25] control to look. [45:25] When I went in, the [45:26] receptionist was very pleasant [45:34] and competent, direct me where [45:35] to go. [45:37] I went and looked, and I didn't [45:41] see one that I wanted, because [45:44] I was looking for a poodle. [45:47] So as I was walking out, sam -- [45:50] I don't know his title, but he [45:53] said, cannot help you? [45:56] And I told him what was looking [45:56] for. [46:00] And he said, let us go look [46:00] again. [46:01] He did in and explained about [46:05] the dogs. [46:06] He said to go back to the [46:06] office and get some information [46:07] and we will put you on the [46:08] waiting list. [46:09] So eye went in the office and [46:14] there was a lady by the name of [46:16] priscilla, she was on the phone [46:17] talking to someone that was [46:19] looking to adopt. [46:21] Well she was explaining to this [46:23] person that the border collie [46:31] that she wanted was a herding [46:31] dog, and as such, the way they [46:32] heard the sheep and such is [46:34] that they nip at their heels, [46:35] and she said if you have any [46:36] young children or they are [46:37] playing around, the dog might [46:40] think they needed to be herded, [46:44] so she was explaining this to [46:47] this prospective adopter. [46:50] And I thought, she's been very [46:51] nice, competent, and friendly [46:56] come like she was talking to a [46:56] friend or family member, and I [47:00] thought that is nice. [47:01] And everyone came by would [47:04] smile and say hello. [47:06] So then they called me. [47:08] They have been looking and they [47:10] found me a dog. [47:15] So I'm going to be a new mom. [47:18] But I wanted to complement the [47:20] animal control, and todd green [47:21] and john houston, they have [47:22] been [47:24] doing a great job. [47:26] They deserve a round of [47:27] applause. [47:32] And maybe a raise or something. [47:32] [Laughter] [47:34] >> I appreciate that. [47:34] We will differ the race but [47:38] certainly give them a round of [47:38] applause. [47:39] [Laughter] [47:41] >> thank you, and everyone [47:42] please have a merry christmas. [47:45] Those of you who know me, you [47:48] know I'm so excited. [47:51] My grandson is coming home for [47:56] christmas, and it's been 12 [47:57] years. [47:57] >> well thank you for adding to [47:58] the validity of our public [47:58] commentary and thank him for [48:00] his [48:01] service. [48:02] Take care. [48:02] [Applause] [48:14] >> that is lovely. [48:14] >> good morning. [48:17] I'm kind of new at this. [48:20] My name is patrick chocolatey [48:24] and eyelid at 3030 a santa fe, [48:24] district four. [48:31] I've been in town about 12 [48:31] years. [48:32] I was disturbed by an article I [48:32] saw in the morning paper [48:33] regarding the proposals for [48:35] changing brush pick up again. [48:36] I fully support the idea of [48:38] trying to reduce the amount of [48:45] unsightly piles that we have [48:45] around, it's been a problem [48:46] ever since I have been in town. [48:46] But I think there might be a [48:48] better way to approach it and [48:49] I'd like to say more about [48:49] that. [48:51] I think more frequent pick up [48:54] rather than less frequent pick [48:58] up would be something that [48:58] needs [48:58] serious consideration. [49:00] It will have an additional cost [49:03] -- I think the cost will be [49:04] smaller than you might expect, [49:04] which [49:06] is why someone really needs to [49:10] put a pencil to it. [49:11] I've believe the benefits are [49:15] strong and it will give us a [49:18] cleaner place, fewer big piles [49:19] in the backyard waiting for [49:21] when it is legal to put stuff [49:26] out, fewer citations and a less [49:26] adversary relationship between [49:29] the city and citizens. [49:29] And it might just change [49:32] attitudes about how we let [49:37] things pile up around here. [49:38] I think it's useful to look at [49:41] the processes with two steps. [49:46] One is driving around a [49:50] neighborhood with the car and [49:50] picking -- call and picking [49:51] things up. [49:55] The other is the convoy that [49:56] comes with them. [49:57] Their cost is the biggest part [49:59] of the equation, and it's [49:59] fixed. [50:01] They will call the same amount [50:03] of brush whether we do it very [50:05] frequently or very seldom. [50:10] It's just a question of how [50:10] long the truck spends in the [50:11] neighborhood to get things [50:13] collected before it goes off. [50:15] I'm aware of to ask dreams in [50:19] the way that cities have [50:20] approached this difficulty. [50:21] One of them is san antonio and [50:26] they collect brush twice I [50:26] gear. [50:27] I don't know how people deal [50:27] with it. [50:28] I would have a huge pile in my [50:28] backyard. [50:31] Or I would be driven to just go [50:36] to a private hauler. [50:37] The other approach, I used to [50:40] live in carrollton, and they [50:41] pick up rush every week. [50:42] Small piles, they don't say how [50:47] very long and a are gone. [50:48] And people get the message that [50:53] we are going to keep the place [50:53] clean. [50:58] >>> I'm running out of time. [51:00] >>> any time you have to talk [51:05] about cost versus service, you [51:07] have a tough problem and I [51:07] appreciate [51:12] that from your point of view. [51:12] I don't think this way of [51:16] looking at it has been given a [51:16] sharp pencil and I would be [51:17] more comfortable with your [51:18] decision if I thought it had. [51:20] Thanks for your time. [51:26] >> esther shockley, thank you [51:27] for taking the time to [51:27] communicate your concerns. [51:28] You said you were new at this, [51:34] you did just fine. [51:35] >> thank you. [51:38] >> my name is al [51:41] [Indiscernible] [51:42] And I live on and maria isabel [51:44] I guess I'm missed previous [51:51] discussion but I do have to [51:52] make a comment about their [51:52] brush proposal. [51:53] I think it's unfair to [51:54] homeowners to restrict the [51:59] putting out of brush for three [52:00] days, simply because there are [52:00] a lot of people in this [52:01] community that have contractors [52:03] that maintained their yards. [52:04] In order for those contractors [52:08] to come in there and only have [52:10] the window to put out the [52:13] brush, I think that is [52:14] unreasonable. [52:14] I suggestion is, if you want to [52:19] put like a three day [52:21] restriction on putting out [52:22] appliances and junk I'm etc., [52:23] that's fine. [52:26] But keep it the brush portion [52:30] of it at the nine-day level so [52:30] it can give people and chance [52:31] so they don't have to [52:32] reschedule of all of other [52:35] contractors that do the work on [52:38] the lawns to unduly there [52:43] the expense of the [52:43] restrictions. [52:45] >> ken I had a clarification? [52:48] If a contractor does your [52:48] brushwork them they are [52:49] required to remove it in a [52:53] covered vehicle, and I know [52:53] that there aren't many that are [52:54] not doing not in that has been [52:57] a point of contention. [52:58] What if a contractor is doing [52:59] your landscaping, they are [53:00] required to remove the brush [53:05] and him we [53:05] did for it the curb side [53:06] pickup. [53:06] >> well it's not only an [53:08] inconvenience for the [53:09] contractor but for the citizens [53:12] to restrict that to the three- [53:12] day interval. [53:13] Especially when you look at -- [53:18] like there is 1 -- pick up [53:25] November 27, 8 and 9. [53:26] Do we want to go out after [53:26] thanksgiving and have a three- [53:27] day restriction to put our [53:27] brush in the street? [53:28] To me that is incorporated [53:32] anything the homeowner tell [53:33] terribly. [53:33] Incorporated you. [53:34] >> thank you sir. [53:42] >> my name is bob all joe and I [53:43] live at 156293 fathoms think [53:43] drive. [53:44] 10 years on the island, great [53:46] place to live. [53:49] Picked it to retire after [53:54] search and rescue in the coast [53:54] guard. [53:55] It's a great place to live. [53:58] They're is a proposal last [54:00] week, tuesday, at the island [54:03] strategic action committee [54:09] meeting, in [54:13] which a bridge is proposed by [54:13] poulter developer. [54:16] I just think it's kind of [54:18] strange that a nonelected [54:21] committee, by the reports -- [54:21] and I don't know what israel on [54:23] this which is why I'm asking [54:26] city council to please look at [54:26] this. [54:30] The media seems to be reporting [54:30] that this is a done deal, there [54:36] will be a traffic light and [54:37] given the committee members [54:40] realize it will back up [54:41] traffic. [54:41] All the way to flour bluff, [54:43] especially in the summer. [54:44] And that already happens [54:57] without the light there. [54:58] So it's city council could look [54:58] at the issue. [54:59] It won't cost any money, but it [55:00] will cost you 200,000 to have [55:01] some sort of fencing system at [55:04] the top of the bridge so the [55:04] questions are minimized, coming [55:07] over the bridge plainly and [55:07] hitting traffic. [55:08] I would be an awful place to [55:11] have to get rescue vehicles [55:11] there two. [55:15] And the other side as well, the [55:16] strategic action committee, and [55:17] at troubling thing that I heard [55:17] in [55:20] the discussion, it was that we [55:21] need traffic to back up so the [55:23] state will recognize that they [55:26] need to build a second bridge [55:26] to the island. [55:28] I'm not making that up. [55:32] But -- and this is such a [55:34] divisive issue. [55:46] Seven years ago we had this and [55:46] that went to a petition or [55:47] public vote. [55:47] And we all know what happened [55:47] there. [55:48] It pitted neighbors against [55:49] neighbors and friends against [55:50] friends, and I would just hate [55:50] to see something like that [55:53] happen again. [55:57] It seemed like there was [55:58] building concern to go that [56:00] way, and I just think -- I [56:01] have so much respect for what [56:04] all of you do, and some of you [56:08] May consider my friends emma [56:08] two. [56:11] Please do something that would [56:12] be official. [56:13] Official action by the city. [56:15] Cost could run up to $20 [56:16] million and the committee [56:21] actually said they are [56:21] recommending the stoplight. [56:22] If there were an extra two [56:25] lanes built, the median is [56:26] destroyed, and then with no [56:27] median there, but the extra [56:28] dangerous. [56:34] Extra turning lanes, and the [56:35] cost to build roads like that [56:36] gets really expensive. [56:37] Thank you so much and happy [56:38] holidays. [56:42] >> incorporated you, bob. [56:42] To see you. [56:44] >>> just for the point of [56:45] clarification, they have an [56:47] opportunity to weigh in on [56:48] projects that are affecting the [56:50] island, and also we certainly [56:52] take feedback from everybody. [56:53] We also do the bond projects [56:56] and go out and effective areas [56:59] and also get their feedback. [57:02] They also don't get the [57:04] expertise and analysis. [57:06] So you have that district [57:09] verification, you will know [57:09] that. [57:15] >>> it's good to see you, we [57:15] haven't seen you for a while. [57:17] >> good afternoon, my name is [57:18] walter busby and imed the [57:19] developer on the island that [57:23] this issue has come up for. [57:25] I had looked at this piece of [57:29] property, I had bought 9 acres [57:31] a year ago, and at that time by [57:32] Mr. [57:34] Words the city to work with the [57:37] traffic engineer, raymond [57:46] chong, and texas dot to develop [57:47] a solution we spend one year [57:50] and $60,000 of my money [57:50] deciding that this was the best [57:51] intersection that we could put [57:54] out there. [57:58] We have, at the behest of [57:58] Councilman Mcintyre, we had met [58:01] with lots of stakeholders. [58:04] The biggest misconception that [58:05] is out there is that we have [58:09] done this study that had shown [58:10] that our light at aquarius will [58:15] not cause any additional [58:15] backup. [58:17] This was agreed to by raymond [58:18] chong. [58:20] The city modeling requires [58:21] evidence that the traffic [58:27] signal will not a the source Oyw# [58:28] chewing or make any existing [58:29] queuing situations that begin [58:30] that, doors were sending rfp [58:31] conditions today. [58:32] We do expect the traffic signal [58:34] will benefit turning to and [58:36] from park road 22 ring these [58:37] heavily congested times and [58:45] create rakes in the cues for [58:45] returning traffic. [58:46] I try to express this is many [58:47] times as possible to people but [58:47] they still keep coming up with [58:48] the idea that I am responsible [58:55] for traffic backing up by flour [58:56] bluff. [58:57] But I think I have the science [58:57] and the traffic study, I've [58:58] done my work, and I'm happy to [58:59] meet with as many stakeholders [58:59] as possible. [59:02] I want to assure people that I [59:06] have done the modeling and [59:07] shown the light as a negligible [59:07] effect, [59:09] because the two streets that [59:11] come in are not major [59:12] thoroughfares as opposed to, [59:13] doors which is a [59:15] major key section interchange [59:24] which has slitter bond on it. [59:25] Nothing will be done unless you [59:25] build another bridge but I [59:26] don't think that will be the [59:27] answer either. [59:30] It's not going to be because of [59:33] our subdivision. [59:34] It also because I agree to pay [59:39] for this light at the [59:40] intersection myself and I'm [59:41] happy to be here and happy to [59:41] be part of the city and [59:43] developing in the city. [59:51] I would like to just tell you [59:51] that. [59:51] >> thank you Mr. Busby for your [59:52] due diligence and frankly for [59:53] your investment in corpus [59:56] christi. [59:57] Anyone else here? [59:58] For public comment? [59:58] Yes sir. [1:00:01] If you could come around this [1:00:02] way. [1:00:13] There's not an access in this [1:00:14] area. [1:00:16] >> good morning or afternoon, [1:00:17] whatever the case May be. [1:00:24] I name is rick robertson, third- [1:00:30] generation corpus christian. [1:00:33] I've seen in city growth, the [1:00:39] cotton field off of staples and [1:00:41] we are up in the big city range [1:00:41] right now. [1:00:43] One comment I wanted to make to [1:00:46] add to the comments, these two [1:00:48] gentlemen had made about brush [1:00:49] pickup and whatnot. [1:00:51] I have done a study of other [1:00:56] municipalities in the immediate [1:00:56] area, and they have monthly [1:00:57] brush pickup and it has done [1:00:59] quite well. [1:00:59] I've believe and ws a [1:01:01] contractor that handled it. [1:01:04] I think if we go to limited [1:01:08] time, we are going to have [1:01:08] problems. [1:01:09] Disasters do not follow an [1:01:11] arbitrary schedule. [1:01:15] You cannot tell when a storm [1:01:16] will take down the limbs or how [1:01:18] fast trees will grow. [1:01:21] So if anything, to get [1:01:22] compliance to make the city a [1:01:23] truly sparkling city that we [1:01:25] all want to be [1:01:26] proud of, you need to get more [1:01:28] cooperation with people and put [1:01:29] less restrictions on what they [1:01:30] can [1:01:34] or cannot do, and give them [1:01:35] encouragement to do things on a [1:01:36] regular basis. [1:01:40] On the pickup, at things out to [1:01:44] where people are going to know. [1:01:44] Because otherwise it's pretty [1:01:45] easy. [1:01:47] I'm not here at the time, I [1:01:49] have business in other areas [1:01:51] and it's hard to keep up with [1:01:52] what icy. [1:01:54] So if we truly want to make [1:01:57] this place a better place to [1:01:59] live, we need to give people [1:02:00] the opportunity to make it [1:02:02] clean rather than say you can [1:02:07] only do this for three days. [1:02:08] You can't tell when your next [1:02:09] disaster is going to be. [1:02:11] Back there and 71, we know what [1:02:12] was going to happen 10 hours [1:02:15] after that and came in. [1:02:19] So if anything, we need 2 -- [1:02:22] icy other thing is a polities [1:02:25] doing this and ensure that this [1:02:25] place [1:02:26] could two. [1:02:27] So take that into consideration [1:02:31] when you do your plan. [1:02:33] If other areas can do it, I'm [1:02:36] sure this place can do it two. [1:02:40] That way we won't have brush [1:02:40] piles or problems, as long as [1:02:41] everyone knows what to do and [1:02:45] they get an opportunity to do [1:02:45] it. [1:02:47] >> thank you for coming in [1:02:48] today. [1:02:54] Anyone else for public comment? [1:03:02] That's move forward to [1:03:20] executive session. [1:03:20] >>> item h, number two, [1:03:21] executive session to consult [1:03:22] with attorneys involving eagle [1:03:22] items involving orders related [1:03:23] to the wastewater treatment [1:03:24] plant and sanitary sewer flows. [1:03:25] Item number three, executive [1:03:27] section to consult with [1:03:31] attorneys concerning honorable [1:03:32] melissa munter go versus city [1:03:34] of corpus christi. [1:03:34] Item number four, effective [1:03:37] session for consultation with [1:03:40] attorneys in the agreement [1:03:40] between the city of corpus [1:03:43] christi and the corpus christi
