[23:32] Anyone from the public like to [23:33] come forward and speak to this [23:34] item? [23:34] Yes sir. [23:40] If you can come up and state [23:46] your name and address. [23:51] >> morning your honor. [23:52] Morning council. [23:53] My name is lewis rodriguez. [23:55] I served in the military for [23:55] over 35 years. [24:00] One of the things I have always [24:01] believed that -- everybody has [24:04] the right to live in a good [24:09] home and a good environment and [24:09] a good safe location. [24:10] That's fine. [24:12] I moved to this area two years [24:14] ago, after I was -- forced to [24:17] retire out of the military [24:18] after 35 years. [24:20] I really love it. [24:23] Behind me the property that we [24:27] speak of, the 4.5 -- it's a [24:27] beautiful location. [24:30] I look at it and this morning I [24:31] have this particular bird that [24:34] comes in and flies in and he is [24:34] tapping on my window. [24:37] He taps on one side and then he [24:39] taps on the other side and he [24:43] is looking for an entrance like [24:44] he recalls being there before. [24:46] If you get my drift. [24:52] He seems like he was there [24:52] before. [24:53] all of that location behind us [24:56] is where all of these birds my [24:57] grate. [24:59] It's a beautiful piece of land. [25:00] It's actually close to the [25:01] other preserve section that [25:07] goes up to the beach or the [25:08] entrance of the lagoon. [25:09] Why are we building more houses [25:11] in that area when he can [25:14] actually build in other [25:16] location that are abandoned? [25:19] Why pick toward that area and [25:20] really damage that zone? [25:22] I'm just kind of curious. [25:23] I love it. [25:26] Every time I look behind me [25:27] it's a beautiful location. [25:30] I really enjoy and also my [25:31] neighbors I'm sure although I [25:34] haven't talked to them because [25:35] they are occupied. [25:36] I'm retired. [25:38] I'm pretty much back there [25:40] looking and walking the area [25:44] and enjoying that piece of real [25:45] estate. [25:47] >> you want me to answer your [25:47] question? [25:48] You want me to get an answer [25:51] for your question regarding why [25:53] the development of this area? [25:53] >> yes. [25:54] >> sure. [25:55] First and foremost thank you [25:57] for your service for over 35 [25:58] years. [25:59] If you can go over that [26:02] information in the master plan. [26:03] Is this a protected area? [26:06] >> no it is not. [26:08] It's zoned rs6 for single [26:09] family. [26:10] Currently someone that would [26:13] want to develop it in such form [26:16] could come in without rezoning [26:17] and develop single family [26:18] residential lots. [26:18] >> okay. [26:24] >> I guess I got my answers. [26:25] unfortunately I don't agree. [26:28] I just want to let a counsel [26:32] and your honor know they don't [26:33] agree of damaging that area. [26:35] I feel that in -- we are [26:36] damaging and polluting more [26:39] than what we need too when we [26:40] can develop other places that [26:44] are abandoned and could be more [26:45] useful than that area. [26:46] That's just my own personal [26:47] opinion. [26:48] Thank you very much for [26:49] listening to my opinion. [26:50] >> thank you Mr. Rodriguez. [26:54] >> have a good day. [26:55] >> you too. [26:58] >> are there any other [27:04] comments from the public on [27:05] item number 13? [27:05] Seeing none. [27:07] >> close the public hearing. [27:09] >> thank you for that. [27:12] We have a motion to close and a [27:12] second. [27:13] Is there any discussion? [27:15] All in favor say aye. [27:17] >> aye [27:18] >> motion carries. [27:18] Number 13. [28:23] Again on this aerial it's a bit [28:24] out dated O.J. [28:27] To the east that you see in [28:27] red. [28:28] >> I can't see it. [28:29] >> okay. [28:31] >> I will look at Mr. Scott's. [28:32] >> okay. [28:35] >> the property is already [28:36] developed with many storage [28:37] units. [28:37] The additional land that you [28:42] see in red is just a [28:44] continuation of that [28:45] development. [28:48] That property is currently [28:49] zoned neighborhood commercial. [28:54] Due to the -- the nearness of [28:57] the residential neighborhood we [29:01] are -- staff is recommending [29:04] denial of the cg2 and in lieu [29:05] approve a special permit for [29:06] the subject that would be [29:08] subject to the listed [29:09] conditions in the ordinance [29:11] including buffer yard, the [29:12] location of loading doors on [29:15] the storage units and [29:24] limitation of hours and other [29:26] restrictions on the property. [32:34] Chief simpson. [32:36] Today is moving fast. [32:37] >> yeah. [32:40] That's the idea. [32:42] >> yeah. [32:44] >> good morning council. [32:44] Mayor. [32:46] I'm chef simpson with the [32:47] police department. [32:49] Item number 16. [32:52] Is the first reading ordinance [32:53] accepting the violence against [32:57] women grant with the police [32:57] department. [33:00] This is year 15. [33:04] In the amount of 44, 3$56 and [33:07] helps us to fund that program. [33:07] >> thank you. [33:10] Is there anyone from the public [33:14] with comment on item number 16? [33:16] >> thank you. [33:17] Good morning chief. [33:18] >> good morning. [33:21] >> I have some questions about [33:23] -- I believe that all of this [33:24] funding has been extended. [33:29] I would like for the city to [33:32] look at the possibility of [33:36] assisting the county with their [33:37] latest attempts in gps [33:38] monitoring in domestic violence [33:43] cases and to be able to do that [33:45] from m straight instead of -- [33:46] magistrate instead of waiting [33:46] for district court. [33:48] I want to see what process and [33:50] if we could use this grant for [33:52] that or is there some other [33:54] source or avenue we May be able [33:54] to do that? [33:56] >> there May be a possibility [33:57] to do that. [33:58] I apologize. [33:59] I was out of town and I didn't [34:03] get back to you by way of e- [34:03] mail. [34:05] At any rate we are looking at [34:07] the possibility, not only with [34:10] this but to do other thing was [34:11] gps monitoring. [34:13] The bottom line is just the [34:14] cost. [34:15] How much we will be incurring [34:19] to accept the cost of the [34:19] monitoring device. [34:21] So -- we can have discussions [34:22] about that, yes. [34:23] >> if we could open [34:25] discussions on that and see [34:26] about that. [34:32] When they put in the ignition [34:32] switches where for the [34:34] breathalyzeo does the person [34:35] fund that? [34:39] >> think the bottom line is [34:40] that the judges will mandate [34:41] that they in time pay for it. [34:45] >> in time. [34:47] >> but really, you know, we [34:48] don't get it back. [34:49] >> okay. [34:50] Further information on the [34:51] ability for us to do that and [34:53] what we May have to do to do [34:55] that and what it would cost. [34:55] >> yes. [34:56] >> thank you. [34:59] >> yes. [34:59] >> thank you. [35:03] We are going to take -- after [35:06] we take vote -- we will handle [35:08] item -- excuse me, after we [35:10] take a vote on item 16 we will [35:14] handle 17 and 18 and then move [35:15] forward to public comment. [35:43] It's an outreach program. [35:44] This is year two. [35:46] It's for us to do outreach for [35:48] those individuals who are [35:49] victims of violent crimes. [35:52] It's in the amount of 68, 1$68. [35:53] >> thank you. [35:55] Is there anyone from public [35:58] with a comment on item number [35:58] 17? [35:59] Seeing none from the council. [36:55] >> we will move forward to [36:56] public comment and if you can [37:02] come forward and state your [37:02] name and address please. [37:05] Yes sir. [37:21] >> eye name is bill king. [37:23] Excuse my clothing. [37:26] Just came from a doctor's [37:26] appointment. [37:33] I'm here to comment on the [37:35] moral and economic implications [37:37] of homelessness a study done in [37:43] florida showed that in just [37:46] three counties alone they are [37:49] paying nearly $50 million a [37:51] year to let homeless people [37:56] languish on the streets and [37:58] they found they were spending [37:58] spending -- [Inaudible] [38:00] If they found them, gave them [38:03] job training health care it [38:07] only cost them -- 10,000 and [38:10] $51 per year per homeless [38:10] person. [38:14] That was a reduction in 68%. [38:16] That the -- the public was [38:17] currently spending on letting [38:19] homeless people remain on the [38:20] streets they said for this -- [38:28] the three counties in ten years [38:32] they could save $350 million. [38:34] In north carolina they did a [38:41] study and housed some homeless [38:42] people there. [38:44] Eder the housing led to [38:46] dramatic cost savings including [38:53] 1.8 million in health care [38:53] savings, that is 78% reduction. [38:58] 79% reduction in hospital stays, [39:04] also a 72% drop in art arrests [39:12] for people that they put in [39:12] housing. [39:13] When they put them in here, [39:16] before they were in these homes [39:18] only 50% could generate a [39:19] living or get a job because [39:22] they had no place to operate [39:23] out of. [39:31] After that it want up to 82%. [39:31] % in employment. [39:34] Anyway, they found that $14,000 [39:37] per person is what it costs [39:39] them compared to almost $40,000 [39:43] a year to let them remain [39:44] homeless on the street. [39:46] These people when they would [39:50] get their jobs they were -- [39:54] they would pay 30% of their [39:55] income after one year move in, [40:00] they are -- I read that -- [40:02] sorry, after seven years [40:03] homelessness 94% of the [40:05] original tenants retained their [40:07] housing after 18 months with [40:08] the 99% collection rate of [40:08] rent. [40:10] >> thank you Mr. King. [40:12] we have three minutes for [40:12] public comment. [40:14] I appreciate you coming down [40:15] today and sharing this [40:18] information and just -- this is [40:19] something that we are working [40:21] on and very important part of [40:22] how we work with our partners [40:23] on this. [40:26] >> if I May just add one [40:26] thing. [40:27] I work at tony's place. [40:28] We see homelessness all the [40:28] time. [40:30] We have people who come in [40:32] there and they turn their live [40:36] around and they get a job, they [40:37] become productive members of [40:38] society. [40:42] Many of them are veterans who [40:47] just need a helping hand. [40:49] I would really appreciate it if [40:50] you look into this. [40:51] >> absolutely. [40:52] Thank you for being part of the [40:53] solution with your role in [40:55] charlie's place. [40:58] >> yes. [40:58] Thank you. [40:59] >> thank you. [41:01] Is there anyone else for public [41:01] comment? [41:04] The good doctor. [41:13] >> I'm brian watson. [41:14] I live at 5813hugo. [41:18] We had a full house at the [41:20] polls last week. [41:23] Some time ago it was found that [41:25] water resources in the great [41:29] lakes were being isolated and [41:31] pumped out of the lake basin, [41:33] placed on large tankers and [41:38] shipped to china for whatever [41:39] uses they have for freshwater. [41:41] That concerns me because water [41:42] is becoming more and more [41:44] critical issue with each [41:45] passing day, particularly in [41:53] texas and california where the [41:55] drought has been severe. [41:55] the water allowances must have [41:59] been huge that -- the one that [42:01] were awarded to the chinese -- [42:02] that are building the pipe [42:03] across the bay. [42:08] I hope we aren't getting in to [42:09] a fix. [42:09] Basically they are claiming our [42:12] birth right and I think we need [42:14] to be careful about invite that [42:16] into our backyard. [42:16] Thank you. [42:23] >> thank you Mr. Watson. [42:27] >> 4510 -- first of all [42:29] congratulations to all of you [42:30] who retained your seats. [42:31] I want to remember all of those [42:34] people that voted for you but I [42:36] also want you to remember the [42:41] 48.2 that did not vote for you. [42:42] Remember that those people had [42:44] an objection to the way things [42:46] were being handled and needed [42:47] their voices heard. [42:50] I hope as we go forward into [42:52] this next council that you will [42:56] remember the voice of all the [42:56] people. [42:58] Rib those that voted for you [42:59] and those that did not because [43:01] we still need issues taken care [43:02] of and our mayor was gracious [43:05] enough to say that we were [43:07] going to be unified and I'm [43:08] hoping to hear great things [43:11] coming out and the voices of [43:13] the people being heard because [43:15] right now we till have issues [43:15] to deal with. [43:17] I understand that some of you [43:21] are making inroads in to trying [43:23] the residential streets, I'm [43:23] happy to hear that. [43:25] That you are looking at that [43:25] issue. [43:26] I will be happier when you take [43:29] a look at all of the issues [43:33] that the people brought forward [43:33] including the annexation that [43:35] wasn't supposed to be done and [43:37] the fact that there are some [43:38] very basic issues that people [43:42] still want you to take a stand [43:43] on, on their behalf. [43:44] On the people's behalf. [43:46] That is what we looking forward [43:46] to. [43:47] We are not going to go away. [43:49] We are still going to be here [43:52] and we hope to remind you of [43:56] what is best in the voice the [43:56] people. [43:57] Thank you. [43:58] >> thank you. [44:01] Anyone else here for public [44:04] comment? [44:12] >> lonnie [Inaudible] [44:13] Riverview. [44:17] I was born and raced in corpus, [44:18] I was here when this was [44:24] 100,000 people or less and now [44:26] we have over 300,000 people. [44:30] The traffic in our community is [44:31] horrible. [44:36] I know that are you addressing [44:36] that issue. [44:41] I'm concerned that a couple of [44:42] months ago a statement was made [44:45] that these company that do road [44:48] work and that type of thing, [44:50] that -- it's competitive and [44:52] it's higher -- I wouldn't ask [44:55] you -- would ask you to be firm [44:56] with these companies that we [45:00] are just -- that the bond [45:02] issues that were passed close [45:04] to $100 million -- you have a [45:08] cookie jar that's full now but [45:10] let's not waste that money on [45:17] paying to high a price for [45:19] repairs of our roads. [45:22] Also I'm concerned that I [45:24] called the mayor -- 1971 to [45:24] 1973. [45:27] I called him this morning and I [45:29] asked him was there discussion [45:32] back in the 50s and 60's that [45:35] he is a ware of about setting [45:36] [Inaudible] [45:40] Aside going out into the [45:42] suburbs for future highways, [45:43] freeway system that type of [45:43] thing. [45:45] Of course I just talked to him [45:46] today. [45:50] He didn't have time to jog his [45:53] memory but we can't go in the [46:01] past but -- as we go forward -- [46:02] let's look at having a freeway [46:04] system in place on the other [46:12] side of the oso that will [46:13] handle future growth. [46:16] My uncle moved to orange grove [46:17] 25 years ago. [46:21] After he retired and I always [46:22] wondered why moved there. [46:24] I called him today and said -- [46:26] called my aunt and she said [46:29] that it was because of the [46:29] traffic. [46:32] I'm starting to feel the same [46:32] way. [46:33] I'm getting close to retirement [46:36] age and I don't like traffic I [46:38] haven't liked traffic for many [46:38] years. [46:41] I have to drive through it [46:42] every day. [46:43] So, anyway, let's spend the [46:48] money wisely in the next two to [46:54] five-years, ten yearses, [46:56] whatever the bonds allow and [46:58] good luck with another thing. [47:00] I noticed on road improvements [47:02] that sometimes you do a section [47:06] of road and then it cuts you [47:07] off from another section. [47:09] I know they addressed that when [47:12] they do that but you have to go [47:14] zigzag just to get around so [47:15] does that make sense? [47:16] Any way. [47:16] Thank you. [47:18] >> thank you. [47:20] For coming in today. [47:23] Anyone else for public [47:23] comments? [47:26] We are going to November marred [47:28] to item h, number two. [55:09] >> I name is constant sanchez [55:12] director of financial services [55:14] and item number 23, 24 are in [55:17] reference to the issuance of [55:19] $115 million to fund fiscal 15 [55:23] capital improvement program. [55:24] Item number 23 is requesting [55:25] authorization for issuance of [55:30] six straight bonds and item [55:30] number 24 is authorization for [55:33] issuance of variable rate debt. [55:38] An effort to provide the city, [55:39] authorization is being [55:39] requested for issuance of both [55:40] types of [55:40] bonds. [55:44] Consideration will be given to [55:47] issuing bonds at time of [55:47] pricing upon consultation with [55:55] advisors and council. [55:55] The ordinance is structured as [55:56] it has been in the past as a [55:57] parameter giving city officials [55:57] the authority to pull the [55:58] trigger when the market [55:58] warrants. [56:02] Embedded in the ordinance is a [56:03] reimbursement resolution [56:03] allowing the city to reimburse [56:04] itself for qualifying [56:06] projects and expenses are [56:08] incurred prior to receipt of [56:11] fund proceeds. [56:12] It's written in a way to give [56:13] us flexibility to [56:19] issue junior lien or senior lien [56:20] debt. [56:20] It depends on the time of [56:21] pricing and what is most [56:22] advantageous. [56:25] Item number 38 in the future [56:26] agenda is requesting approval [56:31] to hire any -- allison and [56:34] company for -- as an [56:34] advisor. [56:39] To give you an update, [56:39] we have narrowed the list down [56:40] and we will be interviewing [56:42] candidates next week and the [56:43] are hoping in December we will [56:45] be [56:46] bringing an agenda item for [56:50] financial advisor. [56:51] Once that occurs you don't have [56:55] to approved for each bond [56:56] issuance. [56:56] Today you are being asked to [56:57] approve or -- ordinance for are [56:58] 1023, 24 in the first reading [57:02] and next week, to approve the [57:05] motion for financial advisor. [57:06] I would be happy to answer [57:06] questions. [57:12] >> I have a quick question on [57:20] -- I am glad we have fixed rate. [57:20] On the junior lien, is the only [57:24] decision based on flexibility? [57:26] On the junior or senior lien [57:27] and available rate decision [57:30] item number 24? [57:32] >> that's correct, the first [57:33] time we are utilizing the [57:34] variable rate is when we issue [57:36] the pipeline that. [57:37] We are in the process of doing [57:39] right [57:39] now. [57:41] If that turns out variable we [57:42] will consider doing it in the [57:42] future. [57:46] >> mike, what do we see as [57:51] advantage, what is is it also a [57:52] timing? [57:55] On a shorter term as far as [57:56] variable rates and how much of [58:00] a difference in interest rates? [58:02] >> what happened is that [58:03] utility system as an amount of [58:06] debt outstanding that warrants [58:10] part of it being variable rate. [58:12] We always recommend to usually [58:16] stay somewhere between 15 to [58:17] 25% of debt are available rate [58:21] and no more than that. [58:21] Now we have enough debt [58:22] outstanding and that becomes a [58:24] sizable issue, length [58:24] $50 million. [58:27] What it does it is allows you [58:32] to take advn\age of the lower [58:33] yield curve and we are issuing [58:38] 30 year bond May be 4.3% to get [58:39] with the variable rate you are [58:41] looking at one, one and a half [58:41] percent. [58:43] >> we are talking of saving of [58:45] three and a half% and risk being [58:48] low? [58:50] >> you answered my questions. [58:50] >> thank you. [58:53] >> that is good news. [58:55] People need to know that is [58:57] good strategic planning on the [59:03] timing of the rates. [59:06] Public have any comment on item [59:12] number 23, 24? [59:17] Seeing none from the council. [59:17] Ms. Huerta. [59:19] >> for passage of 23 and 24 [ [59:20] Roll call]. [59:31] >> the ordinance passes. [59:32] >> thank you. [59:33] >> 25. [59:37] >> my name is constant sanchez [59:41] director of financial services. [59:42] I can 25 is are we funding [59:43] opportunity that we have four [59:48] utility system that of up to [59:48] 166,240,000. [59:50] If all eligible [59:52] outstanding bonds are refunding [59:55] refunded, a net savings of over [59:58] $500 will be realized or eight- [1:00:00] point 2% net value savings. [1:00:03] The actual amount to be [1:00:04] refunded will be determined at [1:00:05] time of pricing. [1:00:06] Related to [1:00:08] the business item 38 on the [1:00:13] future agenda in reference to [1:00:15] hiring amy allison company has [1:00:15] financial advisor. [1:00:20] >> we have a sense of wonder [1:00:20] pricing might come? [1:00:21] >> if the item is approved in [1:00:24] the second reading next week, I [1:00:26] would say in January. [1:00:28] >> because during the holiday [1:00:30] the market goes down. [1:00:34] >> wondering on the timing [1:00:35] issue after the holidays. [1:00:35] >> thank you. [1:00:39] >> anyone from the public house [1:00:44] a comment on number 25? [1:00:44] Mr. Garza. [1:00:47] >> please, educate me a bit, [1:00:50] the refunding of bonds will be [1:00:51] replaced with low interest [1:00:52] rates? [1:00:53] >> yes, sir. [1:00:58] >> we talked about variable [1:01:01] rates bonds. [1:01:01] >> it will be fixed rate bonds. [1:01:02] >> thank you. [1:01:08] >> that's what I am wondering. [1:01:08] Because of the variable rates, [1:01:10] we could have more flexibility [1:01:11] within the timeframe. [1:01:16] >> that was strategically well [1:01:17] done. [1:01:17] 25. [1:01:21] >> passage of ordinance number [1:01:23] 25, first reading, [Roll call [1:01:23] ]. [1:01:33] >> the ordinance passes. [1:01:35] >> thank you, 26. [1:01:39] >> I 1026 on the regular agenda [1:01:42] and 39 and 40 in the future [1:01:43] agenda relate to the issuance [1:01:45] of up to $14.5 million of [1:01:48] certificates of obligation to [1:01:49] fund public health and safety [1:01:50] projects related to the jc [1:01:52] elliott transfer station and -- [1:01:58] and that is out outlined in the [1:01:59] fiscal year 2015 capital [1:02:00] improvement plan. [1:02:06] I can 20 relate to this debt [1:02:06] service payment for the [1:02:07] issuance estimated that the [1:02:08] debt service expense will be [1:02:09] approximately $1.1 million for [1:02:12] fiscal year 15. [1:02:13] Since the amount was not [1:02:13] included in the operating [1:02:16] budget for 15, the approval is [1:02:21] being requested to appropriate [1:02:21] the funds out of the fund [1:02:22] balance of the general fund [1:02:22] from excess funds generated by [1:02:26] the solid waste department. [1:02:26] Your approval in the first [1:02:27] reading today and second [1:02:29] reading next week is being [1:02:30] requested. [1:02:33] Item number -- is a request to [1:02:35] publish a notice of intention [1:02:38] in the corpus [1:02:39] christi times to comply with [1:02:42] the local government code as it [1:02:44] relates to certificate of [1:02:44] obligation. [1:02:48] This act requires the government [1:02:49] entity publish the notice of [1:02:50] intention to issue certificates [1:02:53] of obligation once a week for [1:02:57] two consecutive weeks in the [1:02:57] newspaper. [1:02:58] This must be done in 30 -- 30 [1:02:58] days prior to [1:02:59] vote. [1:03:02] We are planning to bring the [1:03:03] item back the first meeting in [1:03:05] january with approval which [1:03:08] will be on the second meeting of [1:03:09] January 20, 2015. [1:03:10] We will be in [1:03:13] compliance with the texas [1:03:16] government code. [1:03:20] Item 39 relates to hiring amy [1:03:20] allison and company as the [1:03:22] financial advisor for the [1:03:23] transaction. [1:03:25] I would be happy to answer [1:03:26] questions. [1:03:31] >> Mr. Olson. [1:03:32] >> thank you. [1:03:37] I want to clarify [1:03:38] the issue of the certificate of [1:03:38] obligation, that is not a [1:03:43] lending process or method that [1:03:43] we use, I want to explain why [1:03:47] that is coming forward. [1:03:51] Generally speaking, solid waste [1:03:54] operations landfill operations, [1:03:55] they are part of the enterprise [1:04:00] fund group in corpus christi. [1:04:00] That function is part of the [1:04:02] general fund. [1:04:06] If it's an [1:04:07] enterprise, the borrowing is [1:04:08] done by revenue bonds. [1:04:10] The money that you get from [1:04:12] fees pays for the debt. [1:04:15] If it's in the journal fund, [1:04:16] it's not as easy to do it that [1:04:17] way. [1:04:20] We are [1:04:21] issuing and proposing to issue [1:04:25] certificates of obligation [1:04:26] because those operations are [1:04:27] embedded in the general fund, [1:04:30] but we are going to treat them [1:04:35] like revenue bonds. [1:04:35] We are going to take the [1:04:36] revenues that are generated [1:04:37] from the landfill [1:04:38] operations, solid waste [1:04:42] operation to pay for the [1:04:45] certificate of obligation. [1:04:45] Technically they are [1:04:48] certificate of obligation that [1:04:49] we are going to treat like [1:04:53] revenue bonds. [1:04:56] >> thank you. [1:04:57] Anyone from the public that has [1:04:58] a comment on [1:05:02] item 26? [1:05:06] We have no council questions or [1:05:06] comments, for passage of [1:05:08] ordinance 26 on the first [1:05:09] reading. [1:05:11] >> [Roll call]. [1:05:20] >> ordinance passes. [1:05:22] >> thank you. [1:05:22] Item 27. [1:05:27] >> good afternoon, constant [1:05:27] sanchez. [1:05:29] Item 27 on the regular agenda [1:05:33] and 41 and 42 in the future [1:05:34] agenda, are in relation to [1:05:38] report missing -- existing [1:05:39] loan with a texas -- the texas [1:05:40] military preparedness [1:05:40] commission. [1:05:41] When naval station [1:05:44] it -- was closed either [1:05:47] realignment process the city [1:05:50] applied for $10.5 million [1:05:52] military value revolving loan [1:05:53] through the texas military [1:05:55] preparedness commission. [1:05:58] The [1:05:59] longest to finance two [1:05:59] projects. [1:06:00] The reconstruction and [1:06:02] expansion of northport avenue [1:06:05] and interstate 372 us 181 an [1:06:06] extension of -- field and [1:06:09] realignment of -- drive. [1:06:12] In 2007, the city issued to [1:06:17] series of debt to fund these [1:06:19] projects. [1:06:20] First with a series of general [1:06:20] obligation debt approved by the [1:06:21] voters in the second was a [1:06:23] series of certificates of [1:06:24] obligation. [1:06:24] Both series were sold to the [1:06:29] texas public finance [1:06:29] authority. [1:06:30] Acting on behalf of the texas [1:06:32] military preparedness [1:06:33] commission to provide the city [1:06:36] with assistance for projects [1:06:37] targeting infrastructure [1:06:37] related to military facilities [1:06:41] around the city. [1:06:42] The port avenue project started [1:06:44] in 2009 and [1:06:45] completed two years later in [1:06:46] 2011. [1:06:49] The walter and project was [1:06:50] never started. [1:06:54] The city [1:06:55] made semi annual payments [1:06:56] anthony's to do so the payoff [1:06:59] the the loan it seems 2007, [1:06:59] through the terms of the loan [1:07:00] agreement the earliest the loan [1:07:04] could be paid off set for [1:07:04] September 2016. [1:07:05] For the past several years, the [1:07:07] new slows loan proceeds remain [1:07:08] -- remaining the treasury [1:07:09] totaling [1:07:14] about -- million dollars and a [1:07:14] little over 5000 interest. [1:07:15] Earlier this year the finance [1:07:19] department and enter government [1:07:20] relations staff began [1:07:23] discussions with the governor's [1:07:24] office about alternate uses for [1:07:27] the unused loan proceeds. [1:07:31] Bond covenant and loan agreement [1:07:32] currently prohibit the use of [1:07:32] the funds for purposes of other [1:07:33] than the two original projects. [1:07:37] Thanks to the efforts of key [1:07:38] graph with offered governor's [1:07:41] office, aerospace aviation and [1:07:42] defense, clay benford with the [1:07:44] city of -- council -- council [1:07:50] and mark seal with an e allison [1:07:50] and company, the city has an [1:07:51] opportunity to put unused funds [1:07:56] to use for military value [1:07:57] project. [1:07:57] Item number 41 on the agenda is [1:08:00] a resolution calling for the [1:08:05] redemption of the eye and spent [1:08:06] proceeds of the original debt. [1:08:06] The original debt. [1:08:07] the original that will go [1:08:07] away. [1:08:10] Item number 27 on the agenda, [1:08:12] is an ordinance authorizing the [1:08:15] issuance of new tax notes in [1:08:17] the amount of 5,090,000 which [1:08:21] is diane spent [1:08:21] proceeds. [1:08:22] We are planning to use these [1:08:22] for other military value [1:08:24] projects in town. [1:08:27] Upon approval of 27, in the [1:08:29] first [1:08:30] reading, today and second [1:08:31] reading next week, and approval [1:08:35] of 42 next week's meeting, we [1:08:37] will need to consent the tpf a [1:08:40] as is so sole holder of the dead [1:08:42] and the texas military perfect [1:08:46] preparedness commission to use [1:08:48] the proceeds for additional [1:08:48] project. [1:08:49] Both groups are having meetings [1:08:51] in austin on December 4th and [1:08:53] the delegation will be [1:08:54] attending both meetings [1:08:59] requesting approval. [1:08:59] After we get approval from both [1:09:00] entities, then we will be able [1:09:02] to issue new debt for new [1:09:07] military projects here in town. [1:09:08] I want to mention that item 41 [1:09:11] on the future agenda appoints [1:09:15] and May me allison is the [1:09:15] financial advisor. [1:09:20] >> I would like to turn it over [1:09:20] to -- who will go over the [1:09:23] projects that we are [1:09:24] recommending. [1:09:24] If you have any questions [1:09:25] before I step away. [1:09:32] >> okay. [1:09:34] Good afternoon, tom [1:09:37] tagliabue director of [1:09:38] intergovernmental -- this is [1:09:40] the schedule of how we got [1:09:41] here. [1:09:42] Here's the fund balance that we [1:09:46] have as of September 1. Here's [1:09:47] the schedule. [1:09:52] >> can you go back? [1:09:54] Right [1:09:55] there. [1:09:58] Go one more. [1:10:00] We've made payments and there's [1:10:00] the [1:10:01] interest. [1:10:04] On the payments we have made on [1:10:05] this debt, can you tell me what [1:10:08] those payments are against what [1:10:13] is interest we have been paid? [1:10:13] . [1:10:14] >> this is interest we have [1:10:16] earned on the unspent proceeds. [1:10:19] >> so we have been making [1:10:23] payments on the debt? [1:10:24] >> it was $10 million now we're [1:10:28] down to 4.5 I think which [1:10:29] included the [1:10:31] port realignment project. [1:10:32] I guess what I'm curious about [1:10:37] is and you can get it this to me [1:10:37] later. [1:10:41] Specific to waldron [1:10:42] road. [1:10:43] Whatever portion the map was for [1:10:44] that. [1:10:45] What payments [1:10:50] were made for that appropriate [1:10:51] amount. [1:10:54] >> about 200,000, 230,000, [1:10:54] 240,000. [1:10:56] >> for the entire project. [1:10:59] >> we will double checked. [1:11:03] >> whatever interest is [1:11:04] appropriated to that as well. [1:11:07] >> that we earned. [1:11:08] >> sure. [1:11:10] >> thank you. [1:11:18] >> we're taking and asking [1:11:21] council to approve tax notes [1:11:22] issuance repayment plan in the [1:11:29] project list next week on [1:11:29] November -- before November [1:11:30] 21st, the city has to submit [1:11:32] an application to the texas [1:11:35] military preparedness [1:11:36] commission to modify its [1:11:37] original loan [1:11:38] agreement. [1:11:42] on December -- I have that [1:11:43] wrong, December 4th, not [1:11:46] December 5th. Should be [1:11:47] December 4th, at 10:00 A.M. [1:11:49] We will appear before the [1:11:49] military preparedness [1:11:53] commission and they will have [1:11:54] to approve the modified loan [1:11:56] and proposed military value [1:11:59] project we are proposing and at [1:12:03] 10:30 A.M., the texas public [1:12:04] finance authority will consider [1:12:07] our plan to be capitalized those [1:12:07] loans. [1:12:09] We have been working with keith [1:12:10] graff -- graph in the [1:12:12] governor's office and they have [1:12:15] to approve first the military [1:12:15] preparedness commission and he [1:12:18] will have a letter drafted that [1:12:21] assuming they approve [1:12:22] everything he will hand that [1:12:25] letter to us upon approval and [1:12:26] we will go two blocks over to [1:12:27] the capitol [1:12:29] extension and go to tpf a and [1:12:32] hopefully get their approval. [1:12:34] If both groups approve the [1:12:38] funding plan the nose can be [1:12:39] sold late this year and we can [1:12:41] proceed with the project in [1:12:42] January 15. [1:12:45] >> there is a requirement in [1:12:47] statute that the funds be used [1:12:51] within five years of approval [1:12:54] of their use. [1:12:55] There's not a requirement in [1:12:57] statute of what happens if you [1:12:58] don't. [1:13:01] That's where we are today I did [1:13:03] not say what happened after five [1:13:03] years. [1:13:06] We have the ability to -- that [1:13:10] is why we are at this step [1:13:10] today. [1:13:11] The five projects we have been [1:13:12] working on and talking to the [1:13:15] port of corpus christi and the [1:13:16] naval air station corpus [1:13:18] christi on developing the five [1:13:19] projects and I will talk to you [1:13:21] how we got to these. [1:13:23] The first [1:13:28] is sam frank and road [1:13:28] improvement. [1:13:29] A joint project we are doing [1:13:32] with the port of corpus christi. [1:13:33] The city has 76% share 1.3 [1:13:35] million the poor [1:13:37] has 24% share a little over [1:13:40] 400,000 to expand the road for [1:13:43] 228 feet wide from port avenue [1:13:45] to west broadway including curve [1:13:47] and gutter storm et cetera and [1:13:49] to improve the access to the [1:13:54] staging lots and adjacent [1:13:54] railyard that lead directly to [1:13:55] the roll -- role on rolloff [1:13:58] facility as a strategic military [1:14:00] port at the port of this [1:14:00] christie. [1:14:03] I think if we get approval of [1:14:06] this that they will be able to [1:14:07] design and three months, did [1:14:08] within next two [1:14:11] months and construction six [1:14:14] months after -- after that and [1:14:15] hopefully be done by calendar [1:14:20] beginning calendar year 2016. [1:14:20] This is a little diagram of [1:14:22] what the project will look [1:14:23] like. [1:14:25] You will see the three dots [1:14:28] that are roll-on rolloff [1:14:29] facilities that we will be [1:14:33] accessing and improving access [1:14:33] to. [1:14:34] The next one relates to the [1:14:36] joint land use study and we [1:14:38] have some [1:14:40] properties that are still [1:14:43] potentially problem for the [1:14:45] military flight training we do [1:14:50] in naval air station corpus [1:14:51] christi. [1:14:51] The land acquisition that's [1:14:55] needed, we are talking [1:14:55] voluntary acquisition not [1:14:59] imminent domain to acquire the [1:14:59] property. [1:15:03] that is within clear zone, [1:15:03] accident and encroachment sites [1:15:05] in close proximity to the [1:15:08] base or outlying airfields to [1:15:10] create buffer zones that will [1:15:13] eliminate potential land-use cup [1:15:15] incompatibilities and ensure [1:15:17] continuation and we believe we [1:15:22] can negotiate land acquisitions [1:15:24] from March 2015th to [1:15:28] December 2015 if everything goes [1:15:28] well. [1:15:29] Again this is just an idea of [1:15:33] how that process, how much area [1:15:37] we're talking about [1:15:41] covering the partials we will [1:15:42] have to work with, naval [1:15:42] station naval air station [1:15:43] corpus christi to determine [1:15:44] what are the [1:15:45] priorities for -- partials that [1:15:48] need to be acquired in order to [1:15:52] avoid incompatibilities. [1:15:53] The next is a project that we [1:15:56] received a request from, they [1:16:00] do not have a dedicated truck [1:16:02] lanes at the southgate and the [1:16:03] naval air station drive. [1:16:10] They would like to have that as [1:16:11] part of their force protection [1:16:11] initiatives. [1:16:12] We don't have other than a [1:16:15] preliminary budget of 1.5 [1:16:16] million, we don't have any [1:16:19] projects starting completion [1:16:20] date information, nor do we [1:16:24] have any plans yet on what that [1:16:24] project might look like. [1:16:27] It is something that they are [1:16:29] public office is developing and [1:16:34] we will be working on an [1:16:35] agreement that will have to be [1:16:36] approved by the city and naval [1:16:39] air station to allow us to [1:16:41] spend money on the [1:16:41] base. [1:16:43] Something has to happen once we [1:16:47] get the prices down the [1:16:47] road. [1:16:51] The bases also asked for some [1:16:55] funding to help remove, repair [1:16:58] and replace security fencing [1:17:03] and -- at six locations [1:17:04] at the southgate, the marina, [1:17:05] and a couple locations along [1:17:06] ocean drive. [1:17:09] We are looking at at a project [1:17:11] completion date and there are a [1:17:12] couple maps where those [1:17:15] projects will be. [1:17:18] Finally, the fifth project is [1:17:19] one we are talking to the coast [1:17:22] guard and coast guard developer [1:17:24] and corpus christi international [1:17:25] airport. [1:17:27] The developer is [1:17:28] building taxiways to the new [1:17:32] coast guard facility at the [1:17:33] airport. [1:17:35] There's a couple sections that [1:17:40] are read section on the map [1:17:41] that is only 50 feet that needs [1:17:42] to be expanded to 75 and those [1:17:45] curved areas are [1:17:46] called -- they need to be built [1:17:50] in order to allow for safe [1:17:52] movement for the aviation [1:17:55] equipment, to get from the [1:17:57] taxiway to the hangers. [1:18:01] The dots on the map are lighting [1:18:06] that will be a part of the [1:18:07] project. [1:18:10] The developer is [1:18:11] contributing $344,000 to [1:18:12] construct a yellow and red [1:18:15] parts of the taxiways and the [1:18:18] city will be asked to use the [1:18:20] loan funds of $356,000 to [1:18:23] complete the fillet it's and [1:18:25] expansion of [1:18:34] the section two the 75 feet [1:18:35] wide. [1:18:36] We think the [1:18:37] first-quarter 2015 the first [1:18:40] three months will be able to [1:18:43] start the project and hopefully [1:18:51] completed within 120 days. [1:18:52] That is where we are and I'd be [1:18:53] happy to answer questions. [1:18:58] >> this is excellent news. [1:19:01] we [1:19:04] probably want to explain what [1:19:05] changed from the beginning of [1:19:10] one we had application and what [1:19:11] change from today. [1:19:11] The public needs to know that as [1:19:14] well, but I'll ask Mr. Scott. [1:19:17] >> my recollection is it is [1:19:20] based on the old trainer. [1:19:23] The navy came to us and said we [1:19:24] are concerned about the land [1:19:27] around the airfield. [1:19:27] Let's do what we need to do and [1:19:30] we allocated the funds and they [1:19:33] went to the t six and basically [1:19:36] they couldn't use the field for [1:19:37] much longer and we did not need [1:19:39] the funds. [1:19:41] It's an example of where we [1:19:43] listen to our friends at the [1:19:44] military and [1:19:45] said we are committed to your [1:19:46] presence and to spend money to [1:19:49] keep your presence. [1:19:52] We get [1:19:54] these articles regularly of [1:19:55] communities across the country [1:19:56] who are spending money to [1:19:59] bolster their position and [1:20:01] support the military. [1:20:02] People across the country are [1:20:05] going to see that corpus christi [1:20:07] is [1:20:10] committed deeply and [1:20:11] financially for the long-term. [1:20:15] I would like [1:20:16] this -- greater assistance for [1:20:19] my state. [1:20:19] They will have to give us [1:20:20] permission, but we make the [1:20:21] deck payments. [1:20:23] There's no [1:20:28] cash coming from austin, texas. [1:20:29] The mirror has gone out of the [1:20:29] way to lead other matters in [1:20:32] texas to try to sound that [1:20:35] message that we need state [1:20:36] help. [1:20:37] That's an argument for another [1:20:38] day. [1:20:39] the deal today is we are [1:20:43] stepping up and spending money. [1:20:46] It's fascinating that the [1:20:51] conversation in the public works [1:20:52] office, we were used to see [1:20:54] what you need and they went, we [1:20:58] have never been asked. [1:20:58] Let me think about this one and [1:21:02] they had to do their own [1:21:02] analysis. [1:21:04] There's a fantastic officer out [1:21:04] there. [1:21:07] Who said this is the will help [1:21:12] we need and some issues in the [1:21:15] infrastructure. [1:21:15] This is an example were we [1:21:16] reached out and see what we can [1:21:18] do to help and they said thank [1:21:23] you for asking. [1:21:24] Thanks to you and -- and the [1:21:24] mayors leadership, let us go [1:21:27] work on it and came back with a [1:21:27] solution. [1:21:28] It's a commitment to the port [1:21:30] of corpus christi I [1:21:30] think. [1:21:31] This is a big project and we [1:21:37] are think 75% of the cost [1:21:40] . It shows commitment to the [1:21:41] military and financial [1:21:42] commitment to our friends at the [1:21:46] port to help them continue to be [1:21:46] successful. [1:21:49] I am going to say that I think [1:21:55] it's fantastic. [1:21:59] I have a burner on my site about [1:21:59] the coast guard contractor [1:22:00] because I was here when they [1:22:01] promised they could find the [1:22:07] money to make the project [1:22:07] fantastic. [1:22:08] Whether they can or can't, we [1:22:09] are here in -- and we need to do [1:22:10] this and many the coast guard [1:22:14] to be successful and I'm excited [1:22:15] about your leadership and [1:22:17] initiative to get it done. [1:22:22] I can't Miss A chance to throw [1:22:25] -- let me close, this is [1:22:26] fantastic. [1:22:29] tom, thank you so [1:22:29] much. [1:22:30] I was looking at the agenda and [1:22:32] there's conversation going on [1:22:34] about what we are doing to say. [1:22:38] To me this is the big [1:22:38] one. [1:22:39] This is the media story I hope [1:22:43] the rest of the country -- they [1:22:44] are committed and they will be [1:22:50] reading the article and -- and [1:22:51] reading this across the [1:22:54] country area anyhow thank you so [1:22:54] much. [1:22:59] >> I appreciate that. [1:22:59] What time is the meeting on the [1:23:00] fourth. [1:23:00] I will be there. [1:23:04] >> 10:00 A.M. [1:23:05] At the texas military [1:23:11] preparedness commission and [1:23:11] 10:30 A.M. [1:23:12] We have been coordinating with [1:23:12] them to make sure we can make [1:23:14] both of them. [1:23:16] It's essential we get it done [1:23:16] on the fourth. [1:23:19] >> can you think the general, [1:23:22] the chair of the texas military [1:23:24] preparedness commission. [1:23:27] And also if you can thank keith [1:23:28] graff who has been a great [1:23:30] friend of the whole coastal [1:23:32] bend and city of corpus [1:23:32] christi. [1:23:34] Tom, you put a lot of work you [1:23:37] and the team and to [1:23:39] reprioritize the funds. [1:23:41] This is military community here [1:23:44] make no mistake about it. [1:23:46] We are willing to [1:23:48] invest and we will have an [1:23:54] update on where we have the [1:23:55] military communities asking for [1:23:56] the 150 million that will go [1:24:00] into this military preparedness [1:24:01] commission for improvements [1:24:04] around the state for [1:24:04] installations. [1:24:05] >> we have been developing a [1:24:08] laundry list of potential [1:24:12] projects that May be [1:24:12] beneficial. [1:24:13] Military value projects for [1:24:17] naval air station, army depot. [1:24:20] These projects are things that [1:24:22] we have called that will fit in [1:24:25] the budget parameters of the [1:24:27] loan funds. [1:24:28] If you are inquiring why we did [1:24:32] not select waterline project [1:24:34] for something [1:24:38] else, in order to accomplish [1:24:39] what we could with the limited [1:24:41] dollars would have, these five [1:24:44] votes to the top. [1:24:44] >> we had to prioritize and you [1:24:50] did a good job. [1:24:51] >> I have a quick question. [1:24:54] Maybe for ron. [1:24:55] I'm glad we are having [1:24:58] conversation about [1:24:58] military. [1:25:01] I know one of the things we did [1:25:04] was we allocated some funds for [1:25:07] the task force and put funding [1:25:09] to go to a [1:25:12] person, so to speak. [1:25:14] Is there an update about the [1:25:15] city [1:25:18] investment in the military [1:25:20] effort that's going on locally. [1:25:23] >> I can give you all the up [1:25:27] date there is to that is we are [1:25:28] evaluating options for the use [1:25:31] of the money now. [1:25:32] He put the money into the [1:25:35] budget without a [1:25:36] clear definitive plan on how we [1:25:37] will be used. [1:25:42] We knew we were going to her a [1:25:46] liaison, we did not know at the [1:25:48] time, don't know exactly how [1:25:50] that position was going to be [1:25:51] structured and function and we [1:25:52] are still working on it. [1:25:57] >> we do give $75,000 to the [1:26:00] south texas military task [1:26:00] force. [1:26:03] >> that's in the budget. [1:26:04] that's [1:26:06] intended to be a payment we [1:26:06] make this year. [1:26:09] >> the special item we approve [1:26:13] with the liaison, is over and [1:26:13] above. [1:26:17] >> I am curious about that. [1:26:20] It shows are support for the [1:26:21] military. [1:26:23] >> that's a good problem we [1:26:27] have, but we have to make sure [1:26:28] we structure it. [1:26:32] We have to do a bigger [1:26:34] commitment at a statewide level [1:26:35] because [1:26:39] everyone, it's an opportunity, [1:26:40] they are filling up their [1:26:41] coffers and putting millions [1:26:42] and millions of dollars to [1:26:44] protect and increase the value [1:26:44] of the [1:26:46] military installation and for [1:26:50] the last two sessions for [1:26:55] texas, we had put zero and zero [1:26:56] and we can be in a place that [1:26:56] we are reacting when they go [1:26:59] through the next sequestration [1:27:03] and reduction of personnel. [1:27:06] We are going to make sure to be [1:27:06] proactive. [1:27:07] Tom, appreciate your help. [1:27:15] >> we do these studies and we [1:27:19] never see them again. [1:27:20] It's not on the shelf, it's on [1:27:21] the desk [1:27:26] and it is breathing and living [1:27:26] document. [1:27:27] It was money well spent and [1:27:29] implementing the [1:27:29] recommendation. [1:27:32] >> we have with us today clay [1:27:35] -- clay benford and mark seal [1:27:36] who are here today and they are [1:27:40] the brains behind the [1:27:41] restructuring that got us to [1:27:42] this point because we were non- [1:27:44] in negotiations with the [1:27:44] governor's [1:27:46] office over a number of months [1:27:48] on how -- and how to work this [1:27:50] and it was they are creative [1:27:51] tech thinking that got us to [1:27:52] that point. [1:27:53] You are -- we are, please, to [1:27:54] be here and hopefully moving [1:27:55] forward. [1:27:57] >> thank you. [1:27:57] That's good news. [1:28:01] On the yellow part. [1:28:07] On the coast guard, you said [1:28:08] being paid by the developer -- [1:28:08] developer, union general [1:28:11] services [1:28:13] commission? [1:28:14] Or the contractor? [1:28:14] >> it's being paid for the [1:28:15] contractor. [1:28:19] >> I think the developer, is a [1:28:23] general services commission, our [1:28:23] government. [1:28:24] It's a contractor. [1:28:25] Let me know later. [1:28:27] >> I will follow-up with fred [1:28:32] and carl. [1:28:34] >> that's a significant [1:28:35] distinction. [1:28:37] Thank you very [1:28:38] much. [1:28:39] Are we okay? [1:28:43] All right. [1:28:44] Ms. Riojas? [1:28:47] >> thank you, tom. [1:28:50] Thank you, mark your team, I [1:28:52] appreciate -- this is work well- [1:28:53] done -- well done keeping the [1:28:55] money or and be able to address [1:28:58] significant needs. [1:28:59] It gives an opportunity to [1:29:01] think council members -- [1:29:03] council member scott working [1:29:05] with the task force. [1:29:09] We will move forward on item [1:29:11] number -- anyone from the [1:29:17] public have a comment on 27? [1:29:18] Ms. Huerta. [1:29:24] >> for passage of ordinance, so, [1:29:25] please seven -- [Roll call]. [1:29:29] >> ordinance passes. [1:29:33] >> Mr. Olson -- olson, I tend [1:29:35] the future agenda items. [1:29:37] >> we need to make some [1:29:41] clarifying on items number 32 [1:29:43] and beyond that we don't have [1:29:45] the presentation, we would be [1:29:47] happy to answer questions. [1:29:49] >> question on 31. [1:29:50] >> thank you. [1:29:53] >> 32. [1:30:02] >> can I do? [1:30:06] 30? [1:30:10] >> we will do 321st and go to [1:30:11] 31 and 30. [1:30:15] >> and item 32 there's a [1:30:16] corruption to page 6 of the [1:30:18] agreement additional members [1:30:21] will move from 11 to 13 members [1:30:23] for the convention and visitors [1:30:25] bureau board of directors and [1:30:27] any additional members with the [1:30:33] hospital and -- that -- it [1:30:35] will be included in the next [1:30:35] item. [1:30:38] >> we will have that on time on [1:30:39] the website. [1:30:40] >> thank you very much. [1:30:51] >> item 31. [1:30:51] Lawrence. [1:30:55] >> good afternoon, director of [1:30:58] solid was operation, item 31 is [1:31:00] still ratify the amendment the [1:31:05] anti-letter campaign contract. [1:31:12] Advertising expense was exceeded [1:31:15] when expenses were paid [1:31:16] directly by bucket works [1:31:19] instead of by the city. [1:31:25] >> before it the first reading, [1:31:28] could we get data on how many [1:31:29] apps were downloaded and how [1:31:32] many hits to the website? [1:31:36] I know we are doing counts. [1:31:37] I would like to see data that [1:31:42] comes directly from the [1:31:43] marketing that exist. [1:31:49] >> Mr. Loeb. [1:31:50] >> what's the latest data on [1:31:52] the reduction that we have? [1:34:57] >> with magid beach, [Audio [1:35:00] not understandable] Can you [1:35:02] go over some procedures that we [1:35:05] looked at from the city [1:35:08] standpoint we determine [1:35:09] basically, but one point do we [1:35:09] need to start communicating [1:35:11] with the chiarello to start [1:35:13] assessing [1:35:14] whether we had a certain amount [1:35:19] of promotion for answers, the [1:35:20] beach and that kind of thing [1:35:24] and to get a little clarity on [1:35:25] becoming a little more [1:35:27] proactive instead of reactive [1:35:28] right comes to erosion. [1:35:31] >> we can look into that and [1:35:34] give you clarity in a memo. [1:35:35] To summarize I think last time [1:35:39] north beach has been it -- in [1:35:40] the late 1990's. [1:35:45] We are overdue for really [1:35:46] nourishment. [1:35:49] It has been last are nourished [1:35:52] in 19 -- [1:35:57] we work with the survey every [1:35:57] year. [1:35:58] This particular case, we were [1:35:59] able to work the land [1:36:01] office and secure process [1:36:04] efforts the grant through the [1:36:07] -- coastal erosion planning [1:36:08] response and provide planning [1:36:11] for projects leveraging the [1:36:13] monies available with the [1:36:16] seawall, and sales topics. [1:36:18] In this case we are able to [1:36:19] combine [1:36:22] it fundings and the seawall [1:36:25] funding as well as the grant [1:36:27] and take care of both projects [1:36:28] at the same time. [1:36:32] There's a neat for nourishment [1:36:35] on north beach. [1:36:37] If you have that longshore [1:36:42] sediment transport across the [1:36:44] beach beach, on mcgee beach, [1:36:45] the wave action is different, [1:36:45] it pushes the week to shore and [1:36:46] that's why the erosion rates [1:36:47] are different. [1:36:49] We can provide clarity in the [1:36:49] memo. [1:36:52] >> you're going to apply for [1:36:56] the same time for this project [1:36:57] on moving forward? [1:37:00] Couple that bss because I [1:37:01] misunderstood. [1:37:02] If one euros faster than the [1:37:03] other. [1:37:06] >> you have a different [1:37:06] procedure. [1:37:08] >> we do. [1:37:13] In this case, to come up with [1:37:13] the city's match we were able [1:37:19] to combine both projects [1:37:19] and proceeding with beach [1:37:21] nourishment and on mcgee beach [1:37:23] allows us to provide a smaller [1:37:27] beach nourishment on mcgee [1:37:28] beach instead of waiting to get [1:37:28] to that place where we are [1:37:32] having to trek in 100,000 cubic [1:37:33] yards of sand and we can [1:37:34] provide clarification on how we [1:37:34] advertise. [1:37:36] >> we can do that. [1:37:38] >> thank you very much. [1:37:47] >> Mr. Scott pgh [1:37:53] >> why does it take so long to [1:37:56] design a featuring nourishment? [1:37:58] If you give us a pick up truck [1:37:59] about -- but for weeks we will [1:38:01] get us the sand out there. [1:38:04] Steada [1:38:08] specialized -- is that [1:38:09] specialized? [1:38:12] >> it's the action [1:38:13] that occurs concurrently with [1:38:16] the design [1:38:16] >> are there A.D.A. [1:38:17] Improvements associated with [1:38:19] their we nourishment? [1:38:22] >> that with the two projects. [1:38:22] >> [1:38:23] interesting. [1:38:25] Is there [1:38:27] discussion about A.D.A. [1:38:27] Improvements? [1:38:29] As part of the [1:38:30] project? [1:38:31] Or just straight [1:38:38] numerous we nourishment program? [1:38:38] If you have an A.D.A. [1:38:39] Question you would like us to [1:38:40] address we would be happy to do [1:38:40] that [1:38:43] >> thank you [1:38:48] >> thank you very [1:38:48] much. [1:38:49] Is there any other question [1:38:52] from the council? [1:38:53] Anything else for the good of [1:38:54] the cause, Mr. Olson? [1:38:55] Thank [1:38:56] you. [1:39:05] We are adjourned.
