[18:25] >> [clears throat] [18:26] >> The agreement [snorts] at that time was [18:27] in exchange for the city constructing or [18:29] extending Ickauf Boulevard to Fisher [18:31] Avenue. [18:48] However, the city was allowed to impose [18:51] a $10,000 special assessment on each lot [18:54] in the Natureview Estates if substantial [18:56] construction was not completed in two [18:59] years, [19:00] and each lot in the Natureview Estates [19:02] was not or would not be eligible for any [19:04] city tax abatement programs. [19:07] Um, since the signing of this agreement, [19:08] we've encountered several unique [19:10] circumstances. [19:12] The agreement was signed during the [19:13] height of COVID. At that time, if you [19:15] remember, it was nearly impossible to [19:17] contract with any builders. [19:19] Uh the price of building supplies was an [19:21] all-time high. [19:22] And most projects were delayed due to [19:24] increased costs, uh product [19:26] availability, and high interest rates. [19:28] Because of these factors, and again, uh [19:30] turn over city administrator, the 2-year [19:32] construction timeline what was uh [19:34] overlooked or were uh [19:36] kind of extended. [19:37] Um [19:39] Currently, there's 10 lots in the Nature [19:40] View Estates that are subject to this [19:42] $10,000 special assessment. All of those [19:45] lots are sold. Uh of the 10, um [19:49] most of them are owned by four of them [19:49] by Cheetah. One has actually been sold. [19:51] Three of the remaining are owned by [19:53] Cheetah. The other six are owned by [19:54] private party [19:56] um entities or persons. [19:59] Um [20:00] you know, it's in the best interest of [20:01] the city to have residential development [20:02] to increase the city's tax base. [20:05] Uh however, I just want to [20:07] inform you obviously what we do for one [20:10] we'll likely have to do for the [20:10] remaining 10 parcels [20:12] in the Nature View Estates. Um so, [20:14] again, this resolution [20:16] uh [20:16] is to ask to waive the $10,000 special [20:19] assessment. Again, contingent on the [20:21] sale of that parcel to construct a new [20:24] home. [20:25] I first I personally spoke with uh the [20:27] realtor and the private party buyer. [30:32] And so we contacted uh the city and uh [30:36] they were down there and filled those up [30:38] for It's really a good uh [30:40] really good for the for the ward. and [30:43] then I also have uh thanks to the police [30:45] department for [30:46] driving their job taking doing their job [30:50] on East 7th Street and North Central [30:53] Avenue by stopping speeding on that [30:56] road. [30:57] There I've seen a lot of the policeman [31:00] stopping people because they are going [31:03] 40 and 50 miles an hour on that road and [31:06] I got many many complaints and the the [31:09] police department responds responded in [31:13] the last few days they've been stopping [31:14] people that are going crazy on that [31:16] road. It was brought [32:27] up at [32:30] the last council meeting regarding [32:34] uh [32:36] heavy equipment on gravel roads. [32:40] Now, this for reference, a typical city [32:43] motor grader weighs around 40,000 lbs. [32:47] However, the weight is distributed [32:49] across multiple ax- axles. [32:54] So, for an example, axle would be [32:56] distributed would be front axle is [32:58] roughly 12,000 lbs, rear tandem axles [33:02] combined is about 28,000 lbs. [33:07] Or so, basically, your rear axle 14,000 [33:14] Um the largest concerns with gravel [33:16] roads is moisture content, saturation [33:20] uh conditions, frost, spring thaw. [33:24] Weak subgrade or poor base material, [33:27] drainage issues, or shallow or poorly [33:30] installed utilities. [33:34] So, as mentioned by someone that was [33:37] here that uh there's utilities running [33:40] down their alley, and there is not. So, [33:44] that is all I have tonight.
