[5:52] some car bottoms especially of our
[5:56] tourists and uh
[6:00] I'd like to address the um Highway 62
[6:04] Pearson Boulevard intersection
[6:08] again I note there have been six
[6:11] fatalities at that
[6:14] intersection over several
[6:18] years this is a natural Gateway into our
[6:24] city and most people just drive by
[6:27] quickly but if there was a traffic
[6:29] signal there they need to stop they
[6:31] could see that we have some good things
[6:33] to do here this is a destination
[6:36] community and we need to familiarize
[6:38] people with our
[6:40] destinations and then I'd like to add
[6:44] that I'm
[6:46] excited about Tranquility Park and uh
[6:50] that uh uh coming into fruition and
[6:52] being finished and I encourage us to get
[6:56] that going and make it a wonderful
[7:00] beautiful project thank you thank you

[7:23] introducing our new human resources
[7:26] manager Clyde if you would come up to

[7:31] so Clyde started with us last month and
[7:34] he has nearly 20 years of experience in
[7:36] various positions in Human Resources has
[7:38] most recently served as the human
[7:41] resources manager in the regional
[7:43] Government Services Authority in Carmel
[7:45] California before coming down here it's
[7:46] a little warmer down here right and uh
[7:49] he holds a bachelor's degree in Business
[7:51] Administration and we welcome him so
[7:54] Clyde if you would just quickly
[7:55] introduce yourself oh pleasure to meet
[7:58] all you distinguished members of the
[8:00] council
[8:01] leadership uh it's good to be down here
[8:04] uh when I was Interview well when I was
[8:06] looking for a place to get um
[8:09] municipality experience U I was looking
[8:12] high and low and then I saw the opening
[8:14] for Des of hot springs and I said aha
[8:17] you know with my skill sets were 25
[8:20] years with where they are and where they
[8:22] want to go I thought if hired it would
[8:24] be a perfect match so going through the
[8:27] process I'm pleased that I've been
[8:28] selected and in the 3 weeks that I've
[8:31] been here I've been nothing but excited
[8:34] about the fertile grounds that you all
[8:36] are laying for the exciting things to
[8:38] happen in the future ID like to thank
[8:40] all the leadership team for the open
[8:43] welcom me with open arms and showing me
[8:46] the enthusiasm and the excitement of
[8:48] what the future might hold I'm just
[8:50] happy to be a part of that experience
[8:52] and looking forward to uh what we have

[9:00] our Deputy City Manager for to give an
[9:04] update good evening mayor city council
[9:07] and residents I'm just going to give a
[9:09] quick update on the uh new stvr
[9:11] enforcement uh that the city was able to
[9:13] roll out uh starting last Thursday uh
[9:16] September 29th uh so we had our new uh
[9:19] security team out there with a staff
[9:21] member from the compliance department
[9:24] and over the first weekend we filled
[9:25] seven uh complaints that came in uh
[9:28] three of which were actually related to
[9:30] short-term vacation rentals uh two of
[9:34] those uh vacation rentals were licensed
[9:35] one was unlicensed uh four of the
[9:38] complaints that did come in were
[9:39] actually uh noise complaints that were
[9:42] not related to stvs they were noise
[9:45] complaints uh related to residential um
[9:48] noise issues uh but they spent the
[9:50] weekend educating folks and getting
[9:52] everybody up to date on um what our
[9:54] noise ordinance are uh for residents and
[9:56] for short-term vacation rental uh um
[9:59] Team
[9:59] and they'll be out again uh next weekend
[10:01] and every weekend thereafter so just
[10:03] giving an update on that thanks Doria
[10:06] and then a quick announcement from our
[10:07] assistant city manager thank you just
[10:09] want to remind and invite everybody that
[10:11] in a couple of Saturdays the city of
[10:13] desert hos is hosting the de MTO
[10:15] Festival Saturday October 15th from 4:00
[10:17] to 9:00 p.m. at the desert hos Springs
[10:18] Recreation Center it is free to everyone
[10:21] there will be face painting crafts for
[10:22] kids food Benders music ler showcase and
[10:25] we are encouraging everybody to come
[10:27] dressed up in their Katrina costumes so
[10:29] hope see are there thanks Danny and now
[10:33] we we'll move to our finance
[10:38] update thank you and good evening mayor
[10:40] and council members uh so as of October
[10:42] 4th these are a revised Financial um or
[10:46] revised Financial um revenue or
[10:48] information uh since the end of uh the
[10:51] month occurred over the weekend um the
[10:54] taxes and fees that were required to be
[10:56] paid required to be paid monthly were
[10:58] not received by I finance the finance
[11:00] department until yesterday and today so
[11:03] uh these numbers the original numbers
[11:04] have been revised to include those items
[11:06] in there so um so as of October as of
[11:10] today uh revised revenues are 2.6
[11:14] million which is 9% of the adopted
[11:15] budget at the same time last year we had
[11:19] 2.63 million at 9% of the budget and two
[11:21] years ago was 2.3 million our
[11:24] expenditures for this fiscal year so far
[11:26] are 6.4 million which is 211% of the
[11:28] budget
[11:29] last year at this time was 7 million at
[11:31] 22% and two years ago was um 6.2 million
[11:36] at 23% uh the next slide on the next
[11:39] slide please uh I'd like to show an
[11:41] update of the revenues um um some of the
[11:44] major revenues that the city receives
[11:46] for the general fund and Public Safety
[11:48] fund our transient occupancy P tax is
[11:51] actually a little bit higher at this
[11:52] point than last year so as well as our
[11:55] uh dispensary tax and the sales tax and
[11:58] then our utility users tax way down
[12:00] there at the bottom is only slightly
[12:02] lower than it was last year but we do
[12:04] still have some other items that come in
[12:06] and are still in the and our finance
[12:09] department is still processing
[12:11] them thanks Jeffrey and finally uh
[12:14] update from public works from Nick
[12:16] haaker good evening at Mission Springs
[12:19] Park the musco lights uh project uh is
[12:21] completed the lights are on and located
[12:23] at the south side of the field a booster
[12:25] pump is uh now installed at the park and
[12:27] will increase the water coverage of the
[12:29] grass at Mission Springs Park
[12:31] installation was completed last Friday
[12:32] over seating and watering started
[12:34] immediately after the booster pump was
[12:35] installed to get to get the grass back
[12:37] to normal conditions staff has been
[12:39] working with DHS Eagles football and
[12:41] chair and AYSO on storage containers
[12:44] this project is nearing completion the
[12:46] contractor is currently pulling wiring
[12:47] for electrical to supply power to the
[12:49] inside of the shipping containers these
[12:51] storage containers will allow the two
[12:52] youth organizations to keep their
[12:54] equipment and supplies on site Palm
[12:56] Drive North project the Palm Drive North
[12:58] project will start on Monday October
[13:00] 10th this project is located on Palm
[13:02] Drive from Pearson Boulevard to Mission
[13:04] Lakes Boulevard for the last few weeks
[13:06] the changeable me signs have been posted
[13:08] on Palm Drive notifying the public of
[13:09] the upcoming Capital Improvement project
[13:11] excluding weather and other outside
[13:13] influences this project is scheduled to
[13:14] conclude in February
[13:16] 2023 iron we in MOS Nick before you go
[13:19] on from that can you just answer the
[13:20] question on the stop four-way stop sign

[13:44] the Stop Bar and Legend is currently
[13:45] getting the city business license public
[13:48] works will coordinate with the
[13:49] contractor to install the stop signs at
[13:51] the same time of the installation of the
[13:52] Stop Bar and legends staff has been in
[13:55] contact with and giving updates to the
[13:57] resident that uh presented the quiry

[15:00] Jackie journer kiry and she's the
[15:03] three-time Olympic gold
[15:06] medalist also the airport commission has
[15:09] been having a lot of meetings and the
[15:13] next one is on the six and it's um a
[15:17] special meeting to report on
[15:20] branding and that's it Mr n thank you Mr
[15:24] Mayor um the only thing I have was I met
[15:27] uh with CP econom IC partnership uh last
[15:31] week um Cod dides a presentation they
[15:35] recognized the city of desert hot
[15:36] springs for bringing on some interns
[15:39] from um Cod students coming as political
[15:41] science to help intern for the city so
[15:44] we got u a good handshake for that for
[15:47] for uh bringing on those internships the
[15:49] other item I had uh Mr Mayor our
[15:51] assistant city manager did well in in
[15:53] that item was welcome to deos mortos
[15:55] event coming up um on the 15th thank you
[15:58] what time is that event starts at 4 four
[16:01] thanks Mr
[16:04] Gardner uh thank you Mr Mayor um wanted
[16:07] to uh first of all let folks know about
[16:10] our new big dog park up and running and
[16:13] being well used by our residents uh we
[16:16] expanded the fenced in area at Rotary
[16:18] Park up behind Corsini Elementary School
[16:20] for a fenced area for larger dogs and we
[16:24] put in water fountains for people and
[16:26] pups they're installed and working um my
[16:29] dog Miss Luna and I visited every dog
[16:31] park in the valley and I can honestly
[16:32] say that this one is without a doubt one
[16:36] of the best if not the best in the
[16:37] valley the views at Sunset are
[16:39] absolutely amazing it's a nice size
[16:41] welld designed uh there's a big area for
[16:44] big dogs and a small area for smaller
[16:46] dogs and I want to give a good shout out
[16:48] to our public work staff for a fantastic
[16:50] job and if anybody has their dog needs
[16:52] to run that's the place to go um we've
[16:56] all been hearing about and a lot of us
[16:57] have been bitten up uh pretty bad by
[17:00] mosquitoes this year and I spent a day
[17:03] with the general manager of the mosquito
[17:05] in vector control district serving on
[17:07] the on the board there as our City's
[17:09] representative uh learning about
[17:11] mosquitoes and our abatement efforts
[17:13] here in desert hot springs and they set
[17:15] a trap in my backyard overnight and we
[17:17] caught a number of mosquitoes to my
[17:19] surprise including 80s AG ey which
[17:21] are the ones that carry diseases as well
[17:24] as a bunch of what are called Southern
[17:27] house mosquitoes
[17:29] which are kind of nasty but they don't
[17:31] carry diseases we went out then the next
[17:33] day with a tech as he inspected
[17:36] locations and treated them and we
[17:38] actually do have a lot more mosquitoes
[17:40] than ever before here in desert hot
[17:42] springs so all of us can do our part by
[17:45] making sure we don't have any standing
[17:46] water anywhere in our yards and and
[17:48] that's everywhere from underneath your
[17:50] your your potted plants uh to where your
[17:54] uh drier vent drips out uh hot water
[17:56] vent drips out things like that um and
[17:59] if you are experiencing problems you can
[18:01] call Coachella Valley mosquito vector
[18:03] control

[18:11] mosquito. org and they will schedule a
[18:15] tech to come treat areas that are
[18:17] breeding at no cost to you because that
[18:18] is part of the taxes that you pay to the

[18:26] you can give them a buzz uh had a great
[18:29] groundbreaking at the habitat for
[18:30] humanities two new houses here in desert
[18:32] hot springs got to meet two new families
[18:34] who were moving to the city GHA homes
[18:37] the folks who did AA doce um are helping
[18:40] build the homes and we got to get some
[18:42] uh welcome some great two new families
[18:44] to the city uh later that day uh we all
[18:47] went to the uh all Valley mayor and
[18:49] tribal Chairman's lunch where mayor
[18:51] Mattis gave a good update on what's
[18:53] going on here in DHS turns kind of every
[18:55] year it's kind of a fun event because
[18:57] all of the Mayors have to one up
[18:59] themselves and who can put on the best
[19:01] little show and all of that stuff and it
[19:02] was good afternoon and lastly attended a
[19:05] visit GPS board meeting um that's the
[19:08] old convention and visitors bureau uh
[19:11] and the forecast for tourism is up for
[19:13] this coming year we're seeing levels of
[19:16] pre-booking that are back to our pan
[19:18] pre- pandemic levels so we should see a
[19:20] lot of visitors to the valley this fall
[19:23] and our new hiking map hiking trail map
[19:25] that we developed with the city visit
[19:27] GPS and the mountains conserv
[19:29] I thought I was going to be able to show
[19:31] off here tonight it didn't quite make it
[19:32] back from the printer so I'll just tease
[19:35] it by saying we're going to show it off
[19:36] in a couple of weeks that's all I've got
[19:38] thank you Mr bets all Gary um thanks for
[19:41] the job you're doing there at the C the
[19:43] mosquito inor control district you've
[19:45] been real helpful we had mosquitoes at
[19:47] our house you helped getting the um the
[19:50] crew out there I was going to suggest

[19:57] um if the mayor be so inclined uh you
[19:59] learn a lot when they come out and walk

[20:25] people used to stay off the fields
[20:27] during the over seating but or not this
[20:29] year and I think maybe we should look at
[20:31] Alternatives other than over seating see
[20:34] if there's another way to handle this um
[20:36] I know there's always people out there
[20:37] saying you know stop the over seating
[20:39] because it's causing a lot of dust
[20:42] otherwise something's got to happen but
[20:45] social media was a buzz with people
[20:47] complaining about barely able to see
[20:49] their children on the field for all the
[20:51] dust that was being kicked up um I'm
[20:54] glad to hear we got the uh vacation
[20:57] rental hotline number going do we know
[21:00] what that number
[21:02] is oh uh yes we do know what that number
[21:05] is I we do and just and if you don't
[21:07] know the number you can also go to the
[21:08] city website and on the front page uh
[21:11] right in the center is s uh short-term
[21:13] vacation rentals and it'll take you
[21:14] right to the uh to you can either report
[21:17] it online or it gives you the number
[21:18] there too okay I don't actually know it
[21:20] yet I was so anxious to have this happen
[21:22] and then and then you guys put this in
[21:24] all quietly and I was looking for a big
[21:26] splash and of noise so if we could can
[21:29] we announce it now I know there bun
[21:30] people waiting so the vacation rental

[21:46] we're always looking for um I'll say I

[21:53] they've got how many is 35 installations

[21:59] lowincome residents which provides them
[22:01] solar at no cost uh we had a funding
[22:03] round here where we filled all 35 we got
[22:06] our most of our share of those here in
[22:08] our city um they had so many for the
[22:11] Cella Valley this end of the Cella
[22:13] Valley and we got a bunch of them so I'm
[22:15] working with them to see what
[22:16] possibilities there are um to get more
[22:20] and there might be an opportunity for
[22:21] City participation and get together with
[22:23] the mayor and see how we can get that on
[22:26] an agenda for consideration for the
[22:27] council
[22:29] but this is just a great program um
[22:31] people ending up with not just no
[22:34] electric bill but no bill for the solar
[22:36] panels these are free it's been going on
[22:38] here for about 5 years very effective
[22:40] program and we's see if we can get that
[22:42] going further the only the meetings I
[22:44] attended were the um Cabots board
[22:47] meeting uh nothing really to report
[22:49] there everybody's doing a good job they
[22:50] seem to always have a handle on things
[22:52] attended sunline still working on labor
[22:55] contract issues there um trying to um
[22:59] get the bus route back to normal I how
[23:01] important it is for everybody to have
[23:02] those buses every 20 minutes um still
[23:05] struggling with hiring issues um Gary
[23:09] gave a great uh presentation on the
[23:12] habitat ground parading I'll just say it
[23:14] was good to be there and um to see that
[23:17] going on in our city and then this
[23:18] coming Thursday I go up to Southern
[23:21] California Association governments in
[23:22] Los Angeles for my Transportation
[23:24] committee there other than that Mr Mayor
[23:25] I'm done thank you um
[23:30] let's see let's put all this in order
[23:31] here I wanted to address the mission
[23:33] Springs Park issue also uh I know we've
[23:35] had a lot of comments a lot of calls uh
[23:37] we wanted to make it very clear that
[23:38] there was a very expensive uh pump that
[23:40] had to be replaced no one in the city
[23:42] does our hot springs nor our public
[23:44] works department purposely would keep
[23:45] the water off to make it unsafe for our
[23:47] residents but this has been a battle
[23:49] we've had every year do the kids get the
[23:51] space do they not get the space do we
[23:53] have to find locations for them to have
[23:54] space or not and so this year we chose
[23:57] to just let them continue to play and
[23:59] unfortunately that pump booster went out
[24:01] the booster pump went out and it was a
[24:03] costly fix uh supply chain issues
[24:06] whatever it was to get it done it is
[24:07] done it is being watered we're doing our
[24:10] best we can uh for the kids of our
[24:12] community and I don't think anyone would
[24:13] want to put Public Health as an issue
[24:15] for our kids um so we we're doing our
[24:19] best uh the executive committee for seag
[24:21] met and I sit on that for the
[24:23] representing Desert Hot Springs the uh
[24:25] one agenda item uh that I wanted to talk
[24:27] about was I was trying to pull it up
[24:29] here so I would correctly say the item
[24:33] but it's basically the blows sand study
[24:35] uh which is the design and Engineering
[24:37] Services for the Western Coachella
[24:38] Valley uh flooding and blow sand
[24:41] projects uh this has been a big
[24:43] discussion for years obviously a pep PE
[24:45] of mine This is actually the uh closures

[24:53] identified areas right now but it will
[24:56] lead to a larger project in the future
[24:59] uh we've been we moved this project
[25:01] forward multiple times we had a study
[25:03] done we went out for engineering and
[25:05] design and uh one firm applied for it
[25:09] and they tried to extend it to get more
[25:11] firms just there wasn't any interest in
[25:12] it the current firm uh was approved by
[25:15] the executive committee and now it will
[25:17] be going to uh design uh which is really
[25:20] really important for this project once
[25:22] it's designed we know the exact cost
[25:24] that's when the U Association of
[25:26] governments can actually go out and try
[25:27] to find funing funding to get these
[25:29] roadways to stay open so the bigest
[25:31] bigger the big discussion is obviously
[25:34] the flooding that closes those roads but
[25:35] the bigger discussion is the roads are
[25:38] closed more because of the wind and sand
[25:40] events so how do we um think outside the
[25:43] box and get that fixed but I'm pushing
[25:45] on that I think we've got a good
[25:47] Coalition and we've got a pathway now
[25:49] with the design and hopefully some uh
[25:51] funding in the
[25:53] future also had a corly meeting with
[25:55] supervisor Perez talked about couple
[25:58] issues that are facing our city that the
[26:00] county can help with and we'll have more
[26:01] of an update on that
[26:04] soon I also have been appointed to the
[26:06] Palm Springs development project phase
[26:08] one uh Advisory Group which is basically
[26:10] the College of the Desert West Campus uh
[26:13] there's a handful of people that were
[26:14] appointed each trustee was uh to appoint
[26:17] a person or two uh to the committee and
[26:20] I am one that was appointed by our
[26:22] trustee B Gonzalez uh for the College of
[26:25] the Desert we had our first meeting uh
[26:27] it was disced question on where the
[26:29] buildings will lie in the Palm Springs
[26:31] site in Palm Springs and how big they
[26:33] will be and how much space will be
[26:34] utilized there's going to be six more
[26:36] meetings I'll keep you posted there
[26:38] wasn't a lot but just basic a general
[26:41] information put into this meeting to
[26:43] start with I kept my comments uh to
[26:46] myself for this meeting so I wanted to
[26:47] kind of listen to what everything else
[26:49] be discussed in which direction they're
[26:51] going also I've been asked to speak in
[26:53] front of the College of the Desert this
[26:55] Friday at a special meeting uh or
[26:57] special study session on uh services for
[27:01] City Desert Hot Springs uh there's two
[27:03] other uh entities one other city and
[27:07] another community that will be speaking
[27:08] also on services for their cities or
[27:11] areas and so it'll be a good Spotlight
[27:15] for us to be able
[27:17] to vent or I want to say vent because
[27:20] it's always been a frustration for us
[27:21] here with Cod services but it'll be an
[27:23] opportunity for us to speak in front of
[27:25] the board and be able to talk about the
[27:27] history and what cood has or has not
[27:29] done for the city of Desert Hot
[27:31] Springs uh let's see Habitat for
[27:34] Humanity was talked about this is a
[27:35] great project we brought this forth to
[27:37] the city council earlier this year to
[27:38] approve some of our housing funds to pay
[27:40] for some of the development fees and
[27:42] stuff like that to help this project the
[27:44] more we can bring down on the fees and
[27:46] the more that the contractor can get
[27:48] donated the uh the homeowners are able
[27:52] to finance less and which is great for
[27:55] them we will have two new homeowners in
[27:57] town they're residents of Desert Hot
[27:59] Springs already and now they own a home
[28:01] there's one on Mission Lakes one on
[28:02] Flora you'll start to see construction I
[28:05] think on the floor site first and then
[28:06] Mission Lakes not follow follow not far
[28:09] after that and again the home builder as
[28:11] mentioned is GJ Holmes who's been
[28:13] building homes in this community for a
[28:14] while now and he's a good partner with
[28:16] the guella valley so very thrilled about
[28:19] that uh as was mentioned also I attended
[28:22] the all Valley Mayors this happens every
[28:24] year all the tribal leaders and all the
[28:25] Mayors are invited to speak at the
[28:27] greater a Palm Springs Chamber of
[28:29] Commerce event each year once a year to
[28:31] talk about our cities we are given five
[28:33] minutes to talk about our city which you
[28:35] cannot do in five minutes so we usually
[28:37] do a brief discussion I hit a couple
[28:39] points and asked everybody to come to
[28:40] the state of the city state of the city
[28:41] this year will be November 17th at the
[28:44] health and wellness center uh hosted by
[28:46] the greater uh greater Palm no greater
[28:50] Coachella Valley Coachella Valley thank
[28:51] you there's these greater Cella valleys
[28:54] greater Palm Spring there's too many of
[28:55] them our Chamber of Commerce for the
[28:57] city does Hot Springs we'll be hosting
[28:59] that event and I hope you can all come
[29:00] out cu I think we have a lot of great
[29:01] information to talk about the city of
[29:03] desert hot
[29:04] springs and then tomorrow is
[29:06] international walk to school day
[29:07] unfortunately I will not be able to do
[29:09] it this year but I know their council
[29:10] members are mulling it over in their
[29:12] schedule to see if they can last year we
[29:14] were able to walk with C Yorks
[29:15] Elementary School from the state BL
[29:17] shopping center to their school uh so I
[29:20] just want to give everybody heads up if
[29:21] you see a lot of kids out there walking
[29:22] to school it's not because their parents
[29:23] said go walk to school it's because it's
[29:25] International walk to school day and the
[29:27] principals are are joining in on this
[29:29] exercise so be cautious out there when
[29:31] you're driving around I know a lot of us
[29:33] are in a hurry to get to where we need
[29:34] to go but be extra cautious tomorrow is
[29:36] a lot of kids should will be on the
[29:37] street in certain Pathways to their
[29:39] schools and with that said that's all I
[29:42] have so we're going to move to the next

[32:40] capita funds are available for per
[32:42] capita grants to cities and districts in
[32:44] urbanized counties a county with a
[32:46] population of
[32:47] 50,000 500,000 or more provoking uh
[32:51] providing Parks and Recreation services
[32:52] within a jurisdiction of 200,000 or less
[32:55] in
[32:56] population the process to OB retain
[32:58] These funds is initiated by city council
[33:00] adopting a resolution authorizing the
[33:01] city manager to apply to the per capita
[33:04] program adoption of the resolution
[33:06] expresses the city council's agreement
[33:08] with the state funding contract and
[33:10] confirming the city council will
[33:12] complete operate and maintain the grant
[33:13] funding projects the resolution also
[33:16] designates the city manager to represent
[33:17] the city and execute all documents and
[33:20] negotiations on behalf of the city
[33:22] staff's recommendation is to adopt a
[33:24] resolution of the city council
[33:25] authorizing the city manager to file an
[33:27] applic
[33:28] with the city department or with the
[33:30] California Department of parks
[33:31] Recreations office of Grants and local

[34:00] Parks project and specifically the
[34:01] corporation uh corporate yard uh park
[34:04] proposal uh thanks to those of you that
[34:06] responded to my message uh a few weeks
[34:08] ago uh really appreciate that um on
[34:11] support of myself and my on behalf of my
[34:14] neighbors and myself uh we strongly
[34:15] support the Corp yard Park project I see
[34:18] in the staff report uh the resolution to
[34:20] apply for some grant funding and that's
[34:22] fantastic the state and the federal
[34:24] government have hundreds of millions of
[34:26] dollars literally hundreds hundreds of
[34:28] millions of dollarss in Grant funds
[34:30] available for projects just like this
[34:33] desert hot springs is underserved in
[34:35] Parks acreage per population which is
[34:37] targeted in many of these grants and we
[34:40] have a design an approved squid document
[34:43] and the city already owns the land for
[34:45] this uh Corp yard park proposal which
[34:47] makes it a really compelling and
[34:49] attractive project and would probably
[34:51] qualify for a huge Grant if not more
[34:53] than one Grant now we're at a unique
[34:55] time these grants won't be around for
[34:57] forever uh the economy is changing
[35:00] building materials and construction
[35:01] costs are going up and we won't be in
[35:04] this unique position forever so the time
[35:06] to strike is now while the iron is hot
[35:08] as they say and they also say go big or
[35:11] go home so let's go big this part could
[35:14] be a real gem for the city and part of
[35:16] this council's Legacy to be the ones to
[35:19] implement it now lastly a small pitch
[35:22] for those of us in the neighborhood um
[35:24] on the northwest corner of the lot where
[35:26] the existing uh City Corp yard is um
[35:29] it's fallen into disrepair it's got some
[35:31] dilapidated Cyclone Fence and razor wire
[35:34] uh piles of dirt and rocks and broken
[35:36] Metals uh broken metal and barbed wire I
[35:39] know it's a maintenance yard um but I'd
[35:42] like to request that the parks effort
[35:44] could include some upkeep of the
[35:46] facility some new fencing or some light
[35:48] Landscaping uh of that northwest corner
[35:51] so that it could look as good as the
[35:53] rest of the park project uh hopefully
[35:54] does in the future uh maybe there's some
[35:57] room room in the grant proposals to
[35:59] include some uh revitalization of that
[36:01] facility or even expand the park into
[36:04] the unused property with more parking or
[36:06] uh Sports Fields as was mentioned
[36:08] earlier playgrounds or volleyball courts
[36:10] or whatever other Park uh facilities
[36:12] might be needed over there uh if there's
[36:14] anything we can do as residents to help
[36:16] please let us know if the grants need uh
[36:19] support letters or a signature Drive I'd
[36:21] be happy to talk to my neighbors and I'm
[36:23] sure they would be willing to U support
[36:25] this as enthusiastically as I am thank
[36:27] thank you thank you Andrew any other

[36:51] Parks build we have a park in Rano
[36:54] that's been on the books for 25 years
[36:56] and never been built we have that choya
[36:58] Park which we were all excited about a
[36:59] couple years ago came forth but we got
[37:01] to find funding and let alone all the
[37:03] pocket parks and everything else we can
[37:04] do so whatever we can do to move this
[37:06] forward I'm I'm totally supportive of it
[37:08] Miss P Mr Nas yes the only thing I have
[37:13] is uh so Mr city manager with this
[37:16] resolution if more money comes available
[37:18] will you have to reapply for this or
[37:20] this would automatically put us in the
[37:22] running for it uh I I think the amount
[37:24] has already been set for this particular
[37:26] resolution it's based on a formula yeah
[37:28] it's based on a formula but if if more
[37:31] is on this per capita it's per year then
[37:33] yeah we would we would be um available
[37:35] for us to receive it okay will we have
[37:37] to do a new resolution next year or the
[37:39] next time around I am not sure about
[37:41] that but we can find out is there any
[37:43] way we can put this forth where we don't
[37:46] have to do a resolution you just
[37:48] automatically go forward you have our
[37:49] permission I mean you have my permission
[37:51] anyways to move forward with any monies
[37:53] that come available for for parks and
[37:55] recs just to automatically do it rather
[37:57] then coming to us you know and we're
[37:59] waiting for a resolution okay so I think
[38:01] the question is is can we pass a
[38:03] resolution that we would use for all
[38:05] Grant applications is that what you're
[38:07] asking yes okay we can definitely look
[38:09] into that this particular one is
[38:11] specifically for the grant that's the
[38:13] subject but we can look into that

[38:23] like to see grants come to the council
[38:25] so we can decide if that's a grant that
[38:26] we want to go after although you know I

[38:33] but definitely would like to see the
[38:36] every time there's a grant go out there
[38:37] bring it to us and say hi is this one
[38:38] you want to pursue I think we may decide

[38:46] is and we have a list of projects that
[38:49] were um talked about is any of this
[38:51] funding going towards those so we had
[38:53] the the public speaker talk about
[38:55] corporate yard Park is this funding here
[38:57] specific spefic for
[38:58] that and so we we do have a meeting with
[39:02] the rep from uh from the state program
[39:04] from the state park program and we'll go
[39:06] over the projects that we do have on
[39:07] list and see which ones would uh be
[39:09] applicable okay and we've got the
[39:10] Wardman Park pool that was on that list
[39:13] of projects that were going much uh much
[39:17] announced and don't seem to be going
[39:19] anywhere is bman park pool on that list
[39:21] also yeah all the all the projects that
[39:23] we have on the on the CIP list for
[39:25] projects was on there okay good good all

[41:10] 7% utility users tax on electric gas
[41:13] telecommunications video and water and

[41:19] 3.28 one9 of the city's Municipal Code
[41:22] an annual report on the utility users
[41:24] tax revenue and expenditures must be
[41:26] made to the city Council um so for
[41:28] fiscal year 2122 the city received
[41:33] 3,867 547 in utility user tax of that
[41:38] amount
[41:40] 2,488 623,000 went to the public safety
[41:44] fund and was entirely spent on Public
[41:46] Safety um and the remaining 1, 378,000
[41:51] 24 went to The Debt Service fund and
[41:53] then was entirely spent on uh paying
[41:56] down the city's debt uh at this time I
[41:59] do not recommend any change to the tax
[42:03] rate do we have any public comments on

[42:41] I'll give it over to Mr Nunes in a
[42:43] second um we uh joined forces on kind of
[42:47] a cleanup neighborhood cleanup program
[42:49] and it kind of morphed into what we
[42:50] wanted to present
[42:52] today um I asked Jim nadell who is on
[42:55] our Planning Commission and Jack
[42:57] uh Deo who has been uh a
[43:01] community liaison and partner for with
[43:04] us for a long time and they both worked
[43:06] on the former cleanup committee and it
[43:08] was a very large committee and kind of
[43:09] dissolved uh due to the chairman having
[43:12] other responsibilities and other people
[43:14] having responsibilities uh so I asked
[43:16] these two to join us in presenting a
[43:18] program uh that would be
[43:21] more uh I don't even know the proper
[43:23] word here but it would be more organized
[43:25] and it would meet more of our need of
[43:27] the cleanup of our community our uh code
[43:30] enforcement manager uh Christina she's
[43:33] done a lot of work uh on presenting some
[43:36] of the program and so I don't want to
[43:38] take any of her Thunder because she's
[43:40] done a lot of great work out there with
[43:42] our community and presented some ideas
[43:45] to us uh the one there's three prongs to
[43:48] this program one is to pick a
[43:50] neighborhood get in there identify the
[43:52] homes that are actually homeowners and
[43:55] be able to give them grant funding
[43:56] similar to to the uh revitalization
[43:59] program through RDA uh back many years
[44:01] ago which we would give a grant to a
[44:04] home for a certain period of time and be
[44:06] relieved over time that they lived in
[44:07] that home this is similar to that not as
[44:10] much funding for it but similar to that
[44:12] we want to get the neighborhoods paint
[44:13] houses fix roofs replace windows fix
[44:17] yards those those would be the
[44:19] committee's real focus is to identify
[44:21] those neighborhoods and get in there and
[44:23] uh proceed with that working with our
[44:25] code enforcement department
[44:27] we also another prog of this is getting
[44:29] into our small business community and
[44:30] really helping those a lot of them have
[44:32] suffered through covid don't have a lot
[44:34] of extra funding to make sure their
[44:35] signs and paint and Landscaping are
[44:37] taken care of this isn't corporate
[44:39] companies this is small business owners
[44:40] in our community and helping them fund
[44:42] those programs and I let Christina to
[44:44] talk a little bit more about this in a
[44:45] minute um and then the third prong to
[44:48] this is uh going out to our schools and
[44:50] educating people we can go clean up lots
[44:53] every day and 3 months later that lot
[44:55] needs to be cleaned up again and and
[44:57] it's really Noble to do that and I
[44:58] appreciate everyone that does that but
[45:01] it's not getting to the root of the
[45:02] problem which is people dumping or
[45:04] leaving their trash open or whatever it
[45:06] is one of the biggest concerns from our
[45:09] trash hauler is people do not tie their
[45:12] trash up when they put it in their bends
[45:14] and when they go to open and dump it
[45:15] into the truck on our therapeutic Breezy
[45:18] days uh it ends up blowing out and
[45:20] blowing all over the city so there's a
[45:22] lot of Education that can be done and we
[45:24] figured if we get to our educational
[45:25] levels of our El elementary schools and
[45:28] middle schools and high school and talk
[45:29] to the kids a lot of times they'll
[45:31] educate their parents a lot on this so
[45:34] our our first initial kickoff will be uh
[45:37] coming later this month we'll make that
[45:39] announcement but we're going to Target
[45:40] two schools that are going to partner
[45:42] with us and do a week-long educational
[45:45] program in that school uh from Desert
[45:48] Valley Disposal has an education
[45:49] education person that will do that for
[45:51] us and then we'll spend the last day the
[45:54] Saturday morning of that week uh going
[45:57] out and doing some cleanup around the
[45:58] school and helping those kids identify
[46:00] how this process works with waste with
[46:03] that said I really wanted to give some
[46:05] time to uh Christina to talk about the
[46:08] uh Business program and the neighborhood
[46:10] program but before I do that anything
[46:12] you like to add Mr
[46:13] NZ uh thank you Mr Mayor yeah the only
[46:16] thing I would say is Christina is very
[46:18] vital to this program and making sure it
[46:19] works so I want to thank Christina
[46:21] anything you need from me you know
[46:23] please just let me know I think what's
[46:25] important too is that when we go out to
[46:26] these houses to to help a senior or
[46:30] someone that can afford or having issues
[46:33] um getting the work done is that we find
[46:36] resources for them not just go in there
[46:37] and clean it up and then they're set you
[46:40] know for two three months that we know
[46:43] that they're going to be set up with
[46:44] services that they qualify for uh
[46:46] through the county or to the city or
[46:48] even through the state to make sure that
[46:49] they're they don't get behind the way
[46:51] they did the reason why we got involved
[46:53] um so working with Christine I think is
[46:55] going to be great um

[47:08] know attempting to enforce codes in

[47:16] resources and can they lend any
[47:18] resources because a lot of time people
[47:20] they want to comply they want to
[47:22] complete these corrective actions they
[47:23] simply don't have the means to do so and
[47:26] so um this will give us those resources
[47:28] that we so desperately need in the

[47:34] the things that we hear all the time
[47:36] that you know they're still recovering
[47:37] from covid and they they need an extra
[47:39] hand and it can be something as simple
[47:41] as just getting proper signage or you
[47:42] know fixing a dilapidated sign or you
[47:45] know their retaining wall was hit by a
[47:47] car and they just can't recover from it
[47:49] so uh having these resources and being
[47:52] able to use our expertise in Code
[47:54] Enforcement to lend you know appropriate
[47:55] candidates and qualified candidates um
[47:58] every day we are faced you know and
[48:00] making hard decisions with respect to
[48:02] enforcement in our residential
[48:04] neighborhoods because we have a lot of
[48:05] you know members of the community that
[48:07] simply can't afford to put in landscape
[48:09] ground cover things that we think are
[48:11] simple fixes they aren't simple fixes
[48:13] when you don't have the financial means
[48:14] so I'm really excited to kind of just
[48:16] lend our experience and expertise to get
[48:18] this
[48:19] going awesome is there anything from the
[48:22] committee that you'd like to add that I
[48:24] missed Jackie you're not shy come on
[48:30] Jim's a little shy sometimes but he's
[48:32] the brains behind our operation I'm just
[48:34] looking to Christina to give us those
[48:36] locations so that we can you know you
[48:38] give us the the the the the properties
[48:42] and we will go and take care of it and
[48:45] get everybody on board and make sure
[48:47] that the homeowners have their taxes and
[48:50] that they're not renters and they single
[48:53] family homes and the things that the
[48:55] city wants to to to do so Jim and I are
[48:59] ready to rock and roll you like to say
[49:03] something I'd just like to say I'm most
[49:05] excited about the uh the portion of this
[49:08] broad act relatively broad activity that
[49:11] involves the businesses to
[49:15] award I'm not sure what we're going to
[49:17] call some of these things yet but small
[49:19] grants basically $10,000 grants as much
[49:22] as to uh mom and pop small businesses in
[49:25] town who need a facelift front of the
[49:29] store needs a paint job you know new
[49:31] paint um Landscaping new signage
[49:34] improved signage that type of thing um I
[49:38] it would be nice to give a lot of
[49:40] businesses on Palm Drive especially a
[49:42] facelift and it may actually encourage
[49:45] other businesses to Fork out some money
[49:47] themselves and and do some of their own
[49:50] um Improvement uh to keep up with the
[49:52] Joneses so to speak um I think a lot of
[49:55] people are ready for a little a little
[49:56] bit of a facelift down Palm Drive and
[49:59] that's why I'm excited about it so thank
[50:03] you good for you guys' participation in
[50:05] this and other thing I'd like to add is
[50:07] that we are looking at qualified vendors
[50:10] licensed vendors of desert hot springs
[50:12] and when they do apply we will be
[50:14] managing the correct work to be done so
[50:17] it's not someone's going to slap some
[50:19] paint on there and then want ,000 $2,000
[50:21] in reimbursement we're going to have
[50:23] they're going to have to qualify with a
[50:24] licensed painter that's licensed are Hot
[50:27] Springs to do the work and we're going
[50:28] to try to vet those uh vendors and make
[50:31] sure so if we get into neighborhoods
[50:33] that we'll have landscapers and roofers
[50:35] and people that are already vetted ready
[50:36] to go and we can get them on board uh
[50:39] anything I miss
[50:41] guys thing I'm going to ask question

[50:44] Russell had mentioned solar and I know
[50:48] that there's a lot of programs that
[50:49] these 10 homes that we're going to uh
[50:52] Target we can actually get them solar if
[50:55] we can get their roof
[50:57] passed that'll be free so that's an
[51:00] option also to add to the program so I
[51:03] think that'll make Russell happy and I
[51:06] really want I really want people to
[51:07] realize this is a pilot to start with so
[51:09] we're going to see how it works and
[51:11] whatever we have to strengthen and we
[51:13] find things like Jackie found solar and
[51:16] if there's other things we find when
[51:17] we're out there that we'll be able to
[51:18] bring it back to the council and and
[51:20] just kind of massage this into a bigger
[51:22] and better program over time that will
[51:24] be sustainable uh I'll open up to
[51:27] council for comments uh Mr Gardner you
[51:29] had your hand raised thank you Mr Mayor
[51:32] um when I read this on the agenda I was
[51:35] wow this is great um I want to commend
[51:37] both you and council member Nunes for
[51:39] all of the thought and work you put into
[51:40] it as well as the community members who
[51:42] are stepping forward on this I really uh
[51:46] I'm going to Echo what Mr Nelle said
[51:47] about uh about the grants to help give
[51:50] some face lfts along Palm Drive I think
[51:52] that's going to be fantastic and the
[51:54] point you raised Mr Mayor about
[51:55] education I was going to glad you
[51:57] brought that up because that is a key
[51:59] part of that I think if we can start uh
[52:02] educating people exactly those kind of
[52:03] things bagging up your trash not just
[52:05] throwing it out in the can on those
[52:07] windy days don't go dump in the desert
[52:09] don't go you know all of those things
[52:11] I've noticed a a mark remarkable uh uh
[52:16] transformation in the last year of the
[52:18] efforts that we put forward to address
[52:20] desert dumping it is noticeably
[52:22] noticeably cleaner somebody who goes out
[52:24] in the desert almost every other day
[52:26] hiking I I really noticed a drop in that
[52:29] and uh I think staff has too cuz they're
[52:31] not getting an email from me every
[52:33] morning with a pile of trash on it that
[52:34] that go pick this up so uh I know I do
[52:37] one a week now it's kind of nice but I
[52:40] think this is fantastic I'm really
[52:41] excited to see how you guys bring this
[52:43] together and like you said it will
[52:44] evolve over time and get a little bit
[52:46] better and we can we can really um we
[52:50] can really make some major improvements
[52:51] in this town and do some of the things
[52:53] that we see some of our other Valley
[52:55] Cities doing when it comes to grants for
[52:56] helping rehab homes and businesses and
[52:59] stuff that we've not been able to do up
[53:01] till now until we've been in a fiscal
[53:02] position that we've been in so good job
[53:05] and I'm excited to support
[53:07] it yeah there's a lot here that's very
[53:10] attractive you guys have done a good job
[53:12] putting this together um very
[53:14] comprehensive looks like you've touched
[53:15] a lot of good areas um Apparent at some
[53:18] point in time they're going to be coming
[53:19] to the council with a request or an
[53:21] authorization for 500,000 is my
[53:24] understanding
[53:25] right that's what the request is tonight
[53:28] the request we're approving 500,000 so
[53:30] if if you read the staff report it's
[53:31] been identified from uh staff which you
[53:34] can answer the question where that money
[53:35] is coming from and that's the pilot is
[53:37] to start okay I see I just saw discuss
[53:39] and provide direction is what I saw in
[53:41] the agenda item I didn't see in the
[53:43] recommendation it's 500,000 okay but I
[53:45] didn't see an action item to actually
[53:47] approve the
[53:49] spending am

[53:57] say um discuss and provide direction to
[54:00] staff but under the discussion of the
[54:01] item uh it does say the committee is
[54:04] requesting funding in the amount of

[54:10] beautification programs in the city okay

[54:17] seeing that on the agenda titles and so
[54:20] okay that's my confusion there um and
[54:23] some of the things here this isn't maybe
[54:25] the most glamorous thing on the crime
[54:27] prevention through environmental design
[54:29] uh I remember when Pat Williams was here
[54:31] he was was chief he was really big on
[54:32] that in fact remember down there at the
[54:34] Dollar General he insisted that they
[54:36] take care of those trees that were at
[54:38] the back so when the police car went
[54:40] down there they had a sight line to the
[54:41] store and I don't know what happened if
[54:43] the new Dollar General fits the sight
[54:46] line guidelines but I think Planning
[54:49] Commission if this is going to be a
[54:51] focus we need to reinvigorate that
[54:54] review process in the Planning
[54:57] Commission approval of these projects I
[54:59] don't I would guess that Dollar General
[55:00] is a little bit challenged on police
[55:02] being able to drive by and see what's
[55:04] going on there um the other thing is
[55:07] you're talking about the schools and the
[55:09] L it's a great idea if you go take a
[55:11] look you know on some of these cleanups
[55:13] that we've done on the lots downwind of
[55:15] Quick Quack Car Wash what you're going
[55:17] to find most often is the towels and the
[55:20] plastic wrappers that they give out um
[55:23] you'll pick lots of those out of that
[55:25] lot that's immediately down with into
[55:26] them so we may want to go include in
[55:28] your you know your efforts um telling
[55:31] businesses high this practice it sounds
[55:33] great to give your customers this wipe
[55:36] but they're all ending up as litter in
[55:38] the desert so we'd prefer that you not
[55:40] do that maybe take a look and see what's
[55:41] going on there's same thing is with
[55:43] telling people to wrap up their trash
[55:45] bags
[55:46] um and then you know as you mentioned we
[55:48] had a program like this before and I
[55:51] don't my view is it wasn't real managed
[55:53] well managed I think we need to do a
[55:55] better job if we're going to do that
[55:56] this time uh we had contractor problems
[55:59] we had people getting $5,000 worth of
[56:01] work done on their homes and they'd call
[56:03] us and say I don't know what you guys
[56:04] spent 5,000 on but this doesn't look
[56:06] like anything that was worth 5,000 so if
[56:10] we're going to be putting money into
[56:11] these homes need to be a real careful
[56:13] selection of the contractors um and then
[56:18] finally I know we're always focused on
[56:20] Palm Drive but for life of me I can't
[56:22] figure out how we had council members
[56:24] for years living out on Henda
[56:26] at the end of Henda and driving that
[56:28] every day not making a stronger pitch to
[56:30] get hasienda into the beautification
[56:32] program for this city the um some of the
[56:36] most vital important uh businesses to
[56:39] the city the spa Boutique Spa hotels are
[56:41] located out that drive and I got to say
[56:44] hos Enda between I know we're getting
[56:46] ready to do some work there but we're
[56:48] not going far enough you take a look at
[56:50] some of the businesses out there don't
[56:52] just limit this to Palm Drive we got to
[56:53] start thinking of Henda and and other
[56:56] places so that would be my
[56:59] um my concern so if I can get some
[57:03] guarantee from the if we're going to
[57:04] vote on 500,000 tonight is that budgeted
[57:07] is where's that coming
[57:09] from fiscal impact uh so if I may Mr
[57:13] Mayor yes please um so for that portion
[57:16] the actual budget appr Appropriations
[57:18] that would come into that so count
[57:20] receive and file and get um direction
[57:22] that would come to the council with the
[57:23] m the fiscal year 2 year 22 3 budget
[57:26] adjustments which will be coming to the
[57:28] Council on the 18th okay so we so if you
[57:31] approve this then we'll include that in
[57:33] those budget adjust okay so we're
[57:34] basically giving you a vote here to go
[57:36] ahead and put that in the budget
[57:38] probably could you talk about where the
[57:39] funding is coming I I can so uh funding
[57:42] for these programs would be available
[57:44] using the arpa funding the American
[57:46] Rescue plan act funds uh which has a
[57:49] balance of almost $5 million uh for
[57:52] certain eligible expenditures Housing
[57:54] Authority funds may be ized for the
[57:57] program um and those funds are and I'm
[57:59] going to estimate it I'm not just going
[58:01] to give an approximate it's about $1.5
[58:02] million that's available there so if
[58:05] approved these items as Jeffrey just
[58:06] mentioned would be added to the fiscal
[58:09] year 2223 budget adjustments which would
[58:11] come before the city council for
[58:13] approval um on at the October 18th
[58:15] meeting so next meeting so then it is
[58:17] coming for a future meeting for the
[58:19] actual final budget authorization so
[58:21] that's good and so you know like I said
[58:23] no I I'm sorry it wouldn't so the
[58:25] funding would be approved today uh
[58:28] however Jeffrey would just roll it in
[58:30] with the midyear but the funding we
[58:32] would be able to move forward straight
[58:34] away with the program if it was approved
[58:35] tonight playing around with semantics
[58:37] here a little bit I'm just trying to get
[58:39] clear on where the money's coming from
[58:41] and how's it going so thanks for the
[58:42] explanation the um so I'm it looks like
[58:45] a great program I'm think somebody's
[58:47] done a great job and I know the
[58:49] community members that have pitched in
[58:50] on this have had a big help I'm sure and
[58:53] um I just want to make sure we go back
[58:54] and look at when we try this before and
[58:56] it didn't work so well that we make sure
[58:59] that we don't duplicate that past effort
[59:01] that we actually get what we want out of
[59:03] this um you know me to do a real good
[59:05] vetting of the contractors that are
[59:07] going to be involved in this
[59:09] program so that's all I got I'm take it

[59:35] are available through the federal
[59:36] government and the housing element and
[59:38] so we're not going to take an impact on
[59:39] our general fund budget so we wanted to
[59:41] make that very clear and again it's a
[59:44] working document and I don't think we
[59:46] specified that it had to only be small
[59:48] businesses on Palm Drive we can do
[59:50] Pearson we can do Henda these are small
[59:52] business owners that are in need in our
[59:54] community I think we focus on Palm Drive
[59:57] a lot because most of us see that and
[59:58] there are a lot of needs on Palm Drive
[1:00:00] but this is open for code enforcement to
[1:00:02] be able to utilize our whole business
[1:00:03] community so I hope that answers your

[1:00:13] understand that you're going to later
[1:00:17] find out if this is where you want to go
