[4:56] Good morning everyone. I would like to call to order [5:00] our Public Health and Safety Standing Committee for today, Monday, [5:04] July 27th, 2026, Miller Clerk. Please call the role. House [5:09] member Gabriela Santiago Romero. Present. House member Denzel and Time [5:13] McCambell. Remember McCambell did indicate that he's running late this [5:16] morning, so his tardiness is excused. Council Member Mary Waters. [5:23] Madam Chary, you have a quorum present. Thank you Madam [5:25] Clerk, given a quorum. We'll go into the agenda for [5:30] today. Is there a motion to approve our last minutes. [5:35] Here, no objections are minutes from our last session will [5:38] be approved. Just want to remind everyone that today is [5:42] our last Public Health and Safety Session before recess. So [5:47] member Waters, we are being requested for all items to [5:51] go to new business unless we decide otherwise. But just [5:55] a note for us today as we move items along. [5:59] Other than that, we can go into general public comment [6:03] for this morning. I don't see anyone here in person [6:06] for general public comments. But if you are online, please [6:09] raise your hand now for general public comments. I'll be [6:13] cutting off Public comments in two minutes. So please raise [6:16] your hand. Now, if you would like to make general [6:19] public comments, we will give everyone two minutes. This morning. [6:25] And since we see no one here in public for [6:30] Public Comment this morning, we will begin with the folks [6:33] that we have online. We do have the two minutes [6:37] up on the screen. Ms. Kahn, whenever you're ready, how [6:41] many hands do we have raised and who do we [6:43] have first? Madam Chair, we have seven hands online so [6:48] far. In our first collar is Dr. Denise Darnell. Well, [6:56] good morning. Can I be heard? Yes, good morning. Good [6:59] morning, Dr. Denise Darnell here. My city council member here [7:04] in District 2, Angela Whickfield Calloway, had a very successful [7:07] meeting regarding traffic and pedestrian safety this past Thursday at [7:12] Greatory Emmanuel Church on Schaefer and We Seven Mile. The [7:16] Detroit 12th Police precinct Detroit Department of Public Works, Wayne [7:23] County Traffic Engineers, Wayne County Commissioner Angelique Peterson Mayberry, as [7:27] well as Bishop John Scheer and his leadership team all [7:31] discussed additional safety measures to make sure that congregants would [7:34] be able to leave the church safely without getting run [7:37] over or putting their lives in danger. Crossing Schaefer and [7:42] Cambridge. Those in the community express concerns about cars driving [7:46] way past the speed limit, putting pedestrians in danger. The [7:50] Bishop mentioned somebody actually did get run over in the [7:53] recent past who miraculously survived. I personally was very glad [7:58] to see how productive this community meeting turned out. There [8:02] were a lot of commitments made on the spot by [8:05] DPD. And I think the bishop was pleased with what [8:08] the City County and our council member would fill Calloway [8:11] was able to accomplish by simply bringing the community together [8:16] with those who have the authority to take actions. We [8:20] actually walked down to the intersection of while standing there, [8:23] our car came speeding by, breaching the yellow line in [8:26] order to get around another vehicle and DPD immediately responded. [8:31] So we got to see firsthand the dangers that's feeding [8:34] cars can present to pedestrians. Finally, aye Denise Darnell Brown, [8:39] I'm on the August 4th ballot here in Detroit's area, [8:43] 8 mile woodwork for District 203, delegate to the County [8:46] Convention and would appreciate considerations in votes. I am volunteering [8:51] because I believe everybody can do something. Thank you, God [8:55] bless you and have a wonderful break. Thank you. God [8:59] bless you, ma'am. Who do we have next? By the [9:01] way, general Public Comments is now cut off. Our next [9:06] collar is William M. Davis. Good morning, can I be [9:14] hurt? Yes, good morning. How like we put a health [9:18] and safety concern right here on my street. You know, [9:22] we have a lot of tree debris that's been down [9:25] since like July 30th. And I know on one of [9:29] these committee meetings, we was informed that there's going to [9:33] be come around picking it up. Right there on my [9:35] block, an Apple line between joy and oakman. There is [9:39] a huge pile of wood and debris in front of [9:42] my neighbor's house. And the thing about it is right [9:45] next to the fire hydrogen, which will make it compromise [9:49] to somebody's house caught on fire. And also the elderly [9:53] lives there, you know, she's like in her eighties or [9:56] nineties. And, you know, she frequently goes in and out, [9:59] you know, in ambulance, the good service. You know, so [10:03] I think a greater effort needs to be made to [10:06] get this debris up, you know? And some of us [10:10] pretty big, uh, from the gelather. Also, I think in [10:15] general, the debris still out throughout the city, especially over [10:20] here in District 7 that needs attention. You know, so [10:23] if y'all could help to facilitate help to encourage the [10:27] people that's supposed to be doing this, to do something, [10:30] uh, also it appears like still, you know, I work [10:34] for the water department for 34 years. I've been retired [10:37] since 2012. But prior to the Detroit bankruptcy, we didn't [10:43] have so many streets flooding. We didn't have so much [10:47] problems with, you know, maintaining the streetlights and a number [10:50] of things. So I, you know, some things have gotten [10:53] better since the bankruptcy was some things have gotten worse. [10:57] Hopefully we could do more to help to improve the [10:59] living standards for the charters. And hopefully we could do [11:02] more to make sure our dollars are staying in the [11:05] city more. Thank you. Thank you. Our next caller is [11:13] D. Mobility Access. D. mobility access. If you can hear [11:19] us. You're up next. I believe that actually might be [11:22] brother cunning him. Can you hear me? Yes, we can. [11:29] Good morning, honorable Councilpersons. Have a great recess. And thanks [11:36] for always being cordial. Kindness is not always kind to [11:39] me. And, you know, the life I live, people are [11:43] not always that kind to me. So I appreciate your [11:46] kindness, Councilpersons. 313 - 4449 114 - 313 - [11:52] 44491143134449114. That number was made you can remember it. And [12:00] forced subservients Cunningham on Facebook. August 4th, 2026, I believe [12:05] it was eight days out for voting day. And I'm [12:08] getting a lot of calls, um, people want to know [12:12] if it's the fixed line bus route, if the fixed [12:16] line bus route and paratransit will be free. The key [12:21] part will pair a transit. And fixed line route B [12:28] free. For Detroit Department of Transportation on August 4. Those [12:34] who are doing early voting, you can get a free [12:38] ride from Warriors on wheels. Lisa Franklin, organization 313 - [12:44] 2515777. Again, [12:49] 3132515777. And thanks for taking my text message Councilwoman [13:00] in regards to that flyer. Hopefully it can be sheer [13:03] robustly. So some people can get to the polls. When [13:07] everybody to vote. And I'm getting calls, people want to [13:11] know fixed line route will be free. And disability paratransit [13:17] free August 4th. It will be a good idea if [13:22] they put it on their social media or some type [13:24] of platform so the public knows. And I will disseminate [13:28] the information once I'm told. Thank you so much. Thank [13:32] you. We can confirm whether or not that will be [13:36] free on election day and help let people know as [13:40] well. Who do we have next? Our next caller is [13:45] Renard Munchinsky. Hi, good morning. Can I be heard? Yes. [13:51] Good morning. Uh, good morning. And, um, I'm going to [13:54] thank Kenny Hahn for his, uh, reminder that the election [13:57] is in eight days. Early voting is taking place now [14:01] at the sites that our clerk's office listed. So just [14:05] be sure to exercise your early rights vote because other [14:08] states have that. We're new to it. And this allows [14:11] workers and people that cannot take time off on the [14:14] election to have their voices hurt. And states that get [14:18] rid of that and actually don't have that as a [14:20] form of voter suppression. So we worked harder to make [14:23] sure that we can have early voting mail and voting. [14:26] And of course your choice in voting in on election [14:29] day. And when you look at your ballot, don't just [14:31] look at the, um, candidates from the parties. Make sure [14:34] you consider to owes us cause these are very important. [14:38] I know there's a lot of misinformation and disinformation out [14:40] there from spring old things of that sort. But for [14:46] the proposal S, this is the members that will invest [14:49] in our Detroit Public Schools community district. The old district [14:54] is no more. The debt has been paid off. I'm [14:57] not actually sure what happens with our old records and [14:59] everything, but that's another story. Is the 18 mil tax, [15:03] but it would not be levied on people on residents [15:06] renew that live there, all the businesses as well. So, [15:10] um, that's that case. Um, so people who own a [15:13] Richter home will not be impacted by this, but are [15:16] most important resonance in the city who cannot vote, cannot [15:19] make decisions. Our children and they deserve consideration. So that's [15:23] proposal. S. D. Wayne County Transit Knowledge also, all of [15:28] us are Wayne County will decide on whether we have [15:31] public transit across all 43 cities. And we know the [15:34] reality that people that live in the city rely on [15:37] the bus, 59 smart to get to where they need [15:39] to go. Everything is not available in the city. And [15:42] then people in the city outside of City want to [15:44] come here as well. So be sure to vote. If [15:46] we don't vote on this transit mileage, if it fails, [15:49] there is no smart service. There is no county service [15:52] whatsoever. Thank you. Thank you. Madam chair, our next color [16:00] is Miss Marguerite Maddox and Scarlet. Noting we have four [16:05] more collars and two joined after the close of public [16:08] comment. Okay. Ms. Maddox, you're up next. [16:23] Maddox, if you can hear us, you have been made [16:25] a panelist. You will just need to unmute yourself. [16:37] Ms. Maddox, if you are speaking, we cannot hear you. [16:43] What we can do, Ms. Maddox, since we have a [16:45] few more folks online, we can add you to the [16:48] bottom of the queue and welcome you back. If you're [16:52] able to reconnect with us, but we can't hear you [16:55] at the moment. So Ms. Maddox, if you can hear [16:58] us, we are going to add you to the bottom [17:00] of the cue and call back on you. But we [17:03] currently cannot hear you. Uh, so we'll come back to [17:06] you, Ms. Maddox. Who do we have next. Our next [17:13] collar is phone number ending in 534. Color Indian in [17:21] 534. Good morning, may I be heard? Yes. Good morning. [17:27] I. Am so grateful that Miss Alicia called me this [17:31] morning. She is in one of the solar taking areas. [17:36] This very disturbed that she just got illegal document that [17:39] she doesn't understand. And I hope she successfully got into [17:43] the Zoom. She also knows two of the neighbors that [17:47] got bullied into signing the deals. And you folks really [17:50] need to check out what the City is doing with [17:53] these solar initiative not properly informing people. And I will [17:58] help her out because it is not okay to go [18:01] around offering people hundred dollar checks. And not fully explain [18:06] what's going on to take their use restrictions so you [18:10] can build these solar farms for often negligent DTE. Now [18:16] folks, the way this has gone on has been so [18:19] absolutely disgusting. And so I pray that the chair and [18:24] the vice chair of this committee will take a look [18:27] into this because that miss Alicia is willing to speak [18:30] up about what's going on there. And you've devastated some [18:34] other people, not you necessarily personally. But the tactics that [18:39] the City is using not fully informing people, rolling over [18:42] them with no right to council, while you've got Zelsmur [18:46] fund to the tuna 7. 7 million dollars. And they [18:51] know these people don't have the resources to fight back. [18:54] But they're also being misinformed so they won't fight back. [18:57] So God bless Alicia and her family for reaching out [19:01] to me. And then you can hear from them. And [19:04] I will set up some one - on - one [19:05] conversations so that you know that what I've been telling [19:08] you is true. So have the decency to look into [19:12] this and not let residents of Detroit being rolled over [19:15] by some callous people who were brought off by DTE [19:19] or whatever motivates them to do this to Detroit residents. [19:23] And I'm sorry if I'm speaking in fight or flight, [19:25] but I am just so appalled that the City is [19:28] doing this. Our next collar is phone number ending in [19:37] 223. Color ending in 223. [19:50] Hi, this is Alicia. I have been bamboozle to sign [19:56] papers not fully. Explain to me about this solar panel [20:01] crap. I do not want this next to me. I [20:05] don't, I didn't want it in the back of my [20:07] home, but they doing it anyway. I'm very, very unhappy [20:15] about this because they lied to us. They came around [20:19] with these programs. And they want to take my house. [20:24] And I don't want to move. I don't want it [20:26] next to me. I need help. They didn't explain anything [20:30] to us. So I feel we've been bamboozled out of [20:35] our home. I don't think this is a safe environment [20:38] for these solar panels. I'm just against it. And people [20:46] been forced out of their home. Rhea was forced out [20:49] of her home. Her Miss Black, they always forced. And [20:52] I feel like they trying to force me out of [20:55] my home with this hundred dollar check. They told me [20:57] I didn't have to go to court. And I wasn't [21:00] signing my house away or my land away. And now [21:04] I feel confused. I need help. [21:22] Will I be able to get any help from you [21:23] guys? Um. Legal help. You have, you have a few [21:28] seconds left to share your thoughts. Um, and then we [21:31] will be able to share, um, some thoughts as well. [21:35] So you've got about 20 more seconds. If you have [21:38] anything else you want to share with us. No, because [21:43] I'm just totally unhappy about this situation. Okay. All right. [21:47] Thank you for calling in. So member Waters, is she [21:53] able to give you a call? Cause I think what [21:55] we got to figure out is who she's been talking [21:57] to, um, what she's being promised and then making sure [22:02] she does not want to move forward, that she's able [22:04] to navigate that process. Remember waters? Yes. And so thank [22:10] you, Madam Chair and I won't ask her a bunch [22:12] of questions online, but I do want her to call [22:15] my office. And speak with, um, Santana Hill, leave your [22:22] contact information, please so that we can take a look [22:27] into this. Nobody is supposed to be forced out if [22:31] they don't want to leave. Right. And that is just [22:33] the bottom line. So I don't, I don't understand that. [22:36] Uh, so please call us at 313 628 2363. 313 [22:46] 628 2363. Thank you, Madam Chair. Thank you member waters. [22:53] Thank you for calling in, Alicia. Please do call member [22:58] waters to let us know about your situation. Uh, Ms. [23:03] Kang, who do we have next? Our last collar is [23:07] phone number ending in 1, 2, 4 before we go [23:09] back to the top of the queue. Caller, ending in [23:14] 124, you're up next. Collar ending in 1, [23:24] 2, 4. If you can hear us. We cannot hear [23:27] you. Unfortunately, since we can't hear [23:37] you, I believe we are going to miss Maddox next. [23:42] If you are our caller ending in 124, we will [23:45] call back, we will call back on you once we've [23:49] heard from this medics. But to move us along, coloring [23:54] in 124, we still cannot hear from you. So we're [23:56] going to add it to the bottom of the queue. [24:00] And I believe we can bring up Miss Maddox now. [24:03] Ms. Maddox, if you can hear us, we're making you [24:05] a panelist. And you should be able to a mute [24:08] yourself and make your general public comment. [24:17] Oh, Ms. Maddox, if you're speaking, we still cannot hear [24:20] you. Unfortunately, we are at the bottom of the queue [24:26] now. But you have been made a panelists. You are [24:30] muted on RNs. We still cannot hear you, Ms. Maddox. [24:40] Miss Marx, unfortunately, I'm going to have to invite you [24:44] to make public comment tomorrow during formal session. It was [24:48] so good to see you this weekend at the elections [24:51] block party, Ms. Maddox. I'm sorry, we can't hear from [24:54] you, but hopefully we're able to hear from you tomorrow. [24:58] We will now go back to their caller ending in [25:00] 124. If you can hear us, you've been made a [25:03] panelist. And you should be able to unmute yourself. Collar [25:11] ending in 1, 2, 4. You have been unmuted. Thank [25:18] you. I already spoke, but now you know what I [25:20] told you before is true. Thank you. We will end [25:25] general public comment then for this morning. Thank you everyone [25:28] for calling in. And for making your comments, um, as [25:34] we mentioned, Alicia, please do call member waters. Mr. Davis, [25:37] thank you for calling in regarding the trees that still [25:42] need to be removed. Um, Director Brundage, let me know [25:45] that there will be somebody to pick up the tree [25:48] debris on Apple line. Um, and director since you're listening. [25:53] We're going to also send you some notes on some [25:56] tree debris, um, and garbage from mortiseity makeover. That still [26:01] needs to be picked up in some areas of the [26:03] district. So we'll send that over to you. Thank you [26:06] so much for always being responsive. Um, and yes, reminder [26:10] of election day coming soon. Uh, we will make more [26:13] reminders of that at the end of the agenda today. [26:16] But what I'll do now is move on to unfinished [26:18] business. Unfinished business, 5. 1, this is contract number 309 [26:25] 2101. This is utilizing a hundred percent bond funding to [26:29] provide emergency demolition at 118 West Dakota. Contractors DMC Consultants, [26:37] they're in Detroit. This is for 28, 350. And this [26:42] is for construction and demolition. Is there a motion to [26:46] approve or discuss 5. 1. Objections. [26:58] 5. 1 will be approved sent to, um, new business. [27:03] Thank you member waters. We'll be sent to new business [27:05] with the recommendation to approve. And remember waters. I was [27:10] given a pro tip. That I can, if we have [27:16] a motion, I think at the end of the agenda [27:18] or at the beginning of the agenda. Now. So, um, [27:21] member waters, if you wouldn't mind making a motion that [27:24] we send all approved items to new business unless otherwise [27:27] noted, then we're good for the rest of today's session. [27:30] If you can motion. All right. So motion to send [27:33] all approved items to new business unless otherwise noted. That [27:38] motion would be approved. Thank you, Dr. Powers. Thank you [27:41] member waters moving us along. 5. 2. This is the [27:49] grants application to the U. S. Department of Justice for [27:52] the reinvestments initiative grants. This is the grants that will [27:57] be used for drones for DPD. Is there a motion [28:01] to approve or discuss 5 points 2. Motion to approve. [28:08] E Rie, no objections 5. 2 will be approved. Sent [28:11] to new business with the recommendation to approve. 5. 3. [28:17] This is a petition of Amir requesting an easement. Is [28:24] there a motion to discuss. Ocean. Thank you member waters [28:31] for 5. 3. I know that this is something that [28:34] member McCambell had more questions on. And I'm not sure [28:39] if he has received the answers. So I think in [28:45] order to give him that time. Unless you have any [28:49] strong feelings. I think it's best to bring this back [28:52] on September 14th. Motion. Hearing no objections 5. 3 will [28:59] be brought back on September 14th. If member McCambell is [29:04] able to join us, we can confirm whether or not [29:09] he wants this brought back or if we can move [29:10] this out today. Okay. But for now, we'll leave it [29:13] as that. 5. 4. This is a petition of suave [29:22] enterprise to vacates land. Remember Waters is their motion to [29:31] discuss. Thank you member waters. I actually have more questions [29:35] regarding, um, this request I would like to bring this [29:39] back on September 14th as well. I'll just bring back [29:42] September 14th. 5 points 4 will be brought back on [29:46] September 14th. 5. 5, this is a memo relative to [29:52] request. For resolution to prioritize the demolition. The demolition of [30:02] our city properties. The properties in the city. Receive and [30:07] found. The discussion, remember waters. Thank you member waters. So [30:14] this is the memo. We did receive the resolution, the [30:18] resolution, I believe is not attached. Um, do, do, do, [30:22] do. I'm trying to think we could walk on the [30:30] resolution. We do have it. It's not a line item [30:38] in on today's agenda. I don't believe. This is just [30:40] the memo. Oh, one second. [30:54] Yes, it is attached, I was told. So we can [30:56] approve it. Okay. Thank you all. Um, so member waters. [31:05] If we wouldn't mind, um, just making sure it looks [31:11] like it is attached in eScribe. The resolution for demolitions. [31:18] So for 5. 5, if we can motion, we are [31:23] walking on the resolution for 5. 5. Hearing no objections. [31:29] We are attaching the resolution to 5. 5 regarding prioritizations [31:34] of demolitions. Is there a motion to, oh, sorry. Yes, [31:38] Madir Clerk. I'm looking at eScribe now. I don't see [31:41] the resolution attached, but I do see a resol request. [31:44] So if we could just get the resolution to our [31:46] office prior to tomorrow. Okay. Chair, it's been sent to [31:51] ESCRAB. It hasn't been posted yet. Understand committee has it. [31:55] It's processed. Okay. There's been some delays recently and getting [32:00] things posted and eScript. Okay. So everything as is is [32:07] still proper Dr. Powers. We attach the resolution. It is [32:11] on eScribe. It has not been, um, posted its processing. [32:18] LPD? I think we've been through this before. It's, it's [32:21] a new practice, in my experience of this committee to [32:24] not treat the resolution as part of the, as part [32:27] of the line item. I see the line item as [32:30] a, as a, uh, subject matter. And you've been provided [32:34] with the resolution now and the committee is free to [32:37] act on it. That's my position. If the committee insists [32:39] on treating that one document is the only relevant part. [32:43] Then as has been discussed, you could walk it on. [32:45] You have it. Okay. So then we are, we are [32:49] okay. Okay. Great. Um, and herd LPD, I just want [32:55] to make sure that what we are discussing is attached [32:58] is approved move through. To me, it just seems cleaner [33:01] that way. Um, so we have attached the resolution to [33:06] five points five. It is on eScribe. It will be [33:09] live. Uh, is there a motion to approve 5. 5. And maintenance calibration, calibration, calibration and testing services [37:53] and related as needed supplies. The contractor is MES service [37:58] company. Caring, no objections 6. 1 [38:17] would be approved sent to new business with the recommendation [38:20] to approve. 6. 2. This is contract number 6007922 utilizing [38:30] a hundred percent grants funding. This is to provide a [38:33] third party medical billing and coding services for the health [38:37] departments. Contractor is EA Insurance LLC. They are located in [38:45] Chattanooga, Tennessee. This is a one year contract at 62, [38:51] 400. And again, this would be for the health department. [38:55] Is there a motion to approve with discussion 6. 2 [39:00] motion? Thank you member waters. We should be able to [39:04] have Christina Floyd. Or Ashanti Booker with us to discuss. [39:10] If so, if we can please make them panelists. Madam [39:19] Chair, I am moving Shante Booker over to panelists right [39:22] now. Thank you. [39:38] They have been made panelists and I am not seeing [39:44] director or associate director Floyd. Thank you. Good morning. If [39:50] you wouldn't mind seating your name and title for the [39:52] public. Good morning. Uh, my name is Deshante Booker. And [39:57] I'm with OCP. Good morning. Thank you for joining us. [40:00] Miss Booker. I was wondering, um, if you wouldn't mind [40:05] sharing with us The Bidding Process for this contract, as [40:09] you know, we are, um, trying to bring things in [40:12] house. And a third party billing seems like something that [40:16] we might be able to have here in Michigan. So [40:18] if you wouldn't mind just sharing with us how this [40:20] bid process, um, the responses and the possibility of bringing [40:26] this in house. Or at least into the states. Um, [40:32] why can't speak to the chair? I cannot speak to [40:37] the, um, ability for the health department to bring the [40:44] work in - house. I would leave that to them. [40:46] I, from what I understand, this is a grant funded, [40:50] um, uh, project. And so, um, they have outsourced it [40:54] due to, uh, uh, reasons, you know, of their own. [40:59] This was produced as an RFQ. We received three responses. [41:07] Only two of them were responsible and responsive. Um, there [41:11] was a city of Detroit based organization. But I was [41:18] not able to. Feel, feel their reference to they were [41:26] determined to be, um, ineligible for award due to that [41:31] fact. Okay. Uh, thank you. Ms. Khan, assuming Christine the [41:39] Floyd is not on with us because they remained my [41:43] questions and will be for the health departments. Um, are [41:47] for the health department. Um, Mr. Washington, do we have [41:51] anyone from the health department to discuss 6. 2. Oh, [41:56] good morning. Good morning. Through the chair, can we please [41:59] bring this item back to the end of the agenda. [42:02] Sure. We can bring 6. 2 back without objection to [42:07] the end of the agenda. Thank you both. I will [42:14] move us along. Then to the chair. Yes. Apologies. Deputy [42:22] Director Floyd has just joined if we're able to address [42:24] the questions now. Okay. Thank you. Is there a motion [42:27] to discuss 6. 2? Thank you. And then we'll wait [42:33] for our deputy to join. Yep. Madam Chair, she's been [42:38] moved over to panelists. Thank you. Good morning, [42:48] Deputy. Whenever you can, if you wouldn't, oh, if you're [42:51] speaking, we cannot hear you. But if you wouldn't mind [42:54] sharing your name entitled for the public. My name is [43:02] Christina Floyd, Deppie Director Public Offrey HDR Health Department. Citizen [43:06] Boja do. Oh, Deputy, we can't hear you. You're a [43:11] little choppy. No, ma'am. You may it might be better [43:20] if you're off screen. If you want to train your [43:22] video off, maybe that'll help your signal. Okay. There you [43:27] go. Is that better. Slightly better. Slightly butter. Okay. We [43:33] can try to have this conversation and we'll see how [43:35] it goes. Yes. Okay. Okay. Well, thank you. It sounds [43:39] like you ran out. I appreciate that. And also, uh, [43:43] I hope you're staying safe. Um, but just have brief [43:45] questions. This is regarding your grant funded contract for third [43:50] party medical billing. If you wouldn't mind just sharing with [43:53] us, um, one, do we always do this kind of [43:57] billing through grants funded, uh, through, through grant funding. So [44:03] through the chair, the medical building is for our programs [44:06] that are able to provide, uh, services that can generate [44:11] revenue. And so for Medicaid, like rates, uh, private insurances [44:18] of our immunizations, uh, reproductive health and so on. And [44:23] so because those are grant funded, we do provide that, [44:27] uh, payment for the, uh, service through Grandfast to be [44:31] able to then, uh, generate and recoup the funds that [44:34] we're able to get from insurance companies as we medical [44:37] bill. Okay. Thank you. That makes sense. I am wondering [44:44] then, um, as you know, we're trying to bring things [44:46] in house to the city and to the states. This [44:48] is a one year contract. Um, is there a possibility [44:52] to try to get, uh, this medical billing services, um, [44:56] closer to home. Through the chair, uh, that is something [45:03] that we, we can explore. But as of right now, [45:06] we want to make sure that we have, um, everything [45:08] in place that we need, especially with both our, um, [45:12] our actual, uh, electronic health record system and the systems [45:16] we have in place to be able to build correctly. [45:18] There may be something in the future that we can, [45:20] uh, uh, look, uh, explore. But we definitely want to [45:24] make sure that we have a system in place before [45:28] kind of making that leap into being able to bring [45:32] it in house. Heard. Okay. So we need to set [45:36] up the systems to be able to do this in [45:38] - house. Um, okay, we can work on that. Uh, [45:42] I know plenty of people that do medical billing seems [45:45] to be like a good job. So I think it [45:47] would be nice to do it here, uh, with our [45:49] residents. Um, or with local vendors. Um, those were my [45:54] main questions. Thank you so much, Deputy. I see no [45:57] other questions. I hope you enjoyed the rest of your [45:58] day. Thank you through the chair. I have a great [46:02] day. You as well. Is there a motion to approve [46:05] 6. 2 motion. Hearing no objection 6. 2 would be [46:09] approved sent to new business with the recommendation to approve. [46:13] I will move us now under the law department. 6. [46:19] 3. This is a resolution requesting the official establishments of [46:25] the Ride to Rise Program for Detroit's K through 12 [46:29] students. Is there a motion to approve with discussion. Thank [46:35] you member waters. I believe we should have director Kramer [46:38] on with us as a panelist of so if we [46:41] can make come into a panelist. Madam Chair, he's been [46:50] moved over to panelists. Thank you. [47:01] Am I the right direction, Madam Chair or am I [47:04] sideways? No, sir. You are a sideways. Okay. There we [47:10] go. Much more comfortable. They really chair. Okay. Now I [47:13] can see here. Good morning. Good morning. If you would [47:17] in mind state and your name entitled for The PublicRamer, [47:20] executive director of transit for the city. Uh, good morning [47:24] director. Thank you for joining us. Um, we are discussing [47:28] the Ride to Rise Program Resolution. And I wanted to [47:32] bring you in to just give us an update on [47:34] how the program has been going so far. Um, I've [47:37] heard success. And, um, where we are moving forward, um, [47:44] given what we've learned about The Program. Absolutely. Thank you [47:47] for the opportunity. Uh, so the Rise Program started in [47:52] the beginning of April. And with the, um, opportunity for [47:57] students to show their ID and Ride for free. Since [48:01] then, uh, we've seen at least double the number of [48:03] rides students are taking. Of course, this is available 24 [48:08] seven, 365. And it's something that we see even in [48:12] the summer months, uh, student rides are continuing to track, [48:16] um, significantly higher than they were before. So we're excited [48:21] and energized by the results so far. And really looking [48:25] for the six month pilot was, um, essentially the council's [48:30] resolution that changed the fair to zero dollars temporarily. And [48:36] in some analysis, kind of seeing how the program is [48:38] working, consulting with the law department, kind of looking at [48:41] opportunities for making the sustainable in the future. Uh, we [48:45] actually believe that the best path forward to continue this [48:48] is to allow the fair structure and ordinance to revert [48:53] back to its original form, which officially has a student [48:57] reduced fare, uh, for K - 12 students of 50 [49:00] cents per ride, 17 dollars a month and were prepared [49:04] to, uh, implement a program that will actually help us [49:09] track those rides. So the experience that students would experience, [49:13] uh, that would students would have on the bus would [49:16] remain unchanged. They're still not going to be paying for, [49:19] uh, any of their rides. But with the fair structure [49:22] in place and a way for us to track the [49:25] rides that are taken, uh, were then basically accounting and [49:28] accruing those. And then, uh, have opportunities to be able [49:31] to, uh, seek reimbursement through a state federal grants or [49:36] for through philanthropy. And in this case, the good news [49:39] is that, um, a few weeks ago in the state's [49:43] budget approval for 2027, there was a million dollars specifically [49:47] set aside to support, uh, Detroit rides, uh, student rights [49:52] to education. So we have a funding source that's available. [49:55] We believe, uh, with law, we've got, uh, system to [49:59] administer this program so that students can continue to use [50:03] public transportation for free. And this is the, uh, kind [50:08] of state rat right now and just excited for the [50:11] continued support of the council. Thank you, Director. This is [50:17] very exciting. Member waters are very happy to hear that [50:22] we've got students on the buses, um, at double the [50:25] rates. Um, and, uh, this resolution is to continue to [50:29] support that, which I am incredibly happy to support. Um, [50:34] I just want to share how nice it's been to [50:39] see the people mover go free and just the impact [50:42] that it's made on ridership now seeing free rides for [50:45] students and a doubling ridership really just, I think emphasizes [50:50] a need for us to make transit free in general. [50:53] We will continue to work to see what we can [50:55] do. Um, but this makes me excited to think that [50:58] maybe we can again, the idea of providing, uh, free [51:03] rides in the summer when the heat is high when [51:07] we have poor air quality. And if we're trying to [51:10] reduce vehicles, um, to, to reduce the impacts of bad [51:14] air quality, um, maybe we can get the states to [51:17] find free, free buses in the summer as well. We'll [51:21] keep working on that. But thank you, Director. Um, member [51:24] Waters, any thoughts, comments. If not, I believe there was [51:27] a motion to approve. Motion to a point. Hearing no [51:31] objection. 6. 3 will be approved since two new business [51:34] with the recommendation to approve. Thank you, Director. Thank you. [51:40] Moving us along to the Office of Chief Financial Officer [51:44] Office of Development in Grants. 6. 4, this is the [51:50] Grant's application to the Michigan Department of Environments, Great Lakes [51:54] and Energy Eagle for the Michigan Brownfield Redevelopment Program Grants. [52:00] Is there a motion to approve or discuss 6. 4 [52:05] discuss? Discussion for discussion for 6. 4, we should have [52:11] Anita Harrington. Online with us if we can, oh yes. [52:17] Ms. Sullivan. Through the chair, we are joined by Crystal [52:21] Rogers. Okay. If we can make Crystal Rodgers a panelist. [52:33] Madam Chair, she'll be joining rejoining as Pamela shortly. Okay. [52:37] Thank you. [52:49] Good morning. If you would in mind, stateing your name [52:51] title for the Public. Good morning. Crystal Rodgers, General Manager [52:55] for Environmental Affairs, Building Safety Engineering and Environmental Department. Thank [52:59] you for joining us. Member Waters. Thank you, Madam Chair. [53:04] And so good morning. Um, just a few questions. One [53:07] I want to understand in what contain minutes we have. [53:14] I couldn't find it. Then the 591 K. What is [53:24] response activity? If you can just kind of explain that [53:26] to us. Um, is this for an affordable housing project. [53:33] If so, what is it? What would be the AMI [53:37] if that's the purpose of it. And then it says [53:40] 1 36 K are for other experts. So what are [53:46] those. Okay. Um, we might need to bring the needle [53:53] on. I can't tell you a few things. This is [53:55] for housing projects in, um, Southwest Detroit, uh, response activity [54:03] plan is our. Is our response to the contamination soil. [54:09] So that will be the removal and replacement of the [54:12] soil. Okay. Here is Anita. If we can make Anita [54:20] into a panelist. Oh, we see you now if you [54:24] would in mind seating your name entitled for The Public. [54:27] Anita Harrington Environmental Specialist 3 with BC to environmental affairs. [54:32] Thank you for joining. Uh, I think, remember Waters. Did [54:36] you want to repeat your questions. Okay. Well, I was, [54:40] I was asking what type of contaminants that we have. [54:46] And just a better explanation for the 509K for response. [54:52] And Ms. Rogers did kind of, um, refer to that [54:56] a little bit. And then tell us about the affordable [54:59] housing piece. And 1 36 K, other expenses, what's other [55:06] expenses. Okay. Yes. Thank you. Um, so the contaminants of [55:14] concern are mainly semivolatil and metals. And they are exceeding [55:23] dermal contact. So a dermal contact, um, barrier will be [55:28] needed as well as excavation of soil. And then, um, [55:33] the 136, 000 other, uh, that generally I'd have to [55:38] go back and look for sure, but I believe what [55:40] that is for is, um, additional like, um, operation and [55:45] maintenance plans as well as, um, when the property is [55:51] transferred, a baseline environmental assessment will be needed. For the [55:56] entities that, um, take on that, those, uh, the ownership. [56:03] And then you asked another question. Oh, that it's, uh, [56:08] it is affordable housing. It's a 71 units. Most of [56:11] them will be, um, affordable units at 81 percent. [56:22] I'm sorry. I forget the term apologies. Okay. I don't [56:30] think 80 percent is affordable. But okay, if you guys [56:35] say so. Um, all right. Thank you. We can provide [56:42] more details too. Like I said, I, I'm just thinking [56:44] off the top of my head and I can provide [56:47] the additional information. You certainly did provide some explanation. If [56:51] I need more, I'll ask, Madam Chair here, she appears [56:55] to be very familiar with the project. Thank you member [57:00] waters. Yeah. No, this is for a project in Corktown. [57:07] And as you mentioned, uh, we've do have, this is, [57:12] we've got a lot of mixed use projects coming into [57:15] the neighborhood. A lot of them are starting at 80. [57:19] We are pushing for more to be at 60. Um, [57:23] and this is to support those efforts of mixed use [57:27] development. Um, but I appreciate the questions. I don't have [57:31] any others. Remember waters unless you do. Okay. There was, [57:36] I believe was there motion to approve. Hearing no objection [57:40] 6. 4 would be approved centa formal with the recommendation [57:44] to approve. Thank you both for joining us. Thank you. [57:50] 6. 5, this is the Public Safety Foundation requesting to [57:54] accept a donation from Amazon Community Engagement. Is there a [58:01] motion to approve with discussion? Thank you. It looks like [58:09] we should have a patty or Tyler. With us to [58:16] discuss this item. Patty Coocula or Tyler Sarsy. Uh, Madam [58:25] Chair Miss Patty has been promoted to panelists. Thank you. [58:52] And Ms. Patty, we can't see you. Oh, we see [58:54] you now. Hi. Hi. Good morning, everyone. Thank you so [58:57] much, chair. Good morning. Thank you for joining us. If [59:00] you wouldn't mind seeing your naming title for the public. [59:03] Thank you. I'm Patty Cooley, executive director of Detroit Public [59:07] Safety Foundation. Good to see you, ma'am. We are discussing [59:12] 6. 5. This is a recent donation request from Amazon [59:18] for occupying the summer. If you wouldn't mind sharing with [59:21] us, do you know what specifically this is going to [59:23] support. Purchase of tennis shoes, I believe. Okay. Um, any [59:29] idea how many. 300 or so. Um, I think plus. [59:35] Okay. That's awesome. So we're purchasing 10 issues. This is [59:39] going to be for Occupy this summer, um, sounds like [59:43] then for, uh, in events or do you know if [59:45] it's going to be for, for, for programming. Um, I'm [59:49] actually waiting for the invoice and everything to, to come, [59:52] but it's programming, I believe there, um, a lot of [59:55] activities that, you know, they want to make sure that [59:58] the kids can enjoy the recreation activities and have appropriate, [1:00:03] you know, means to have safe, safe sports. Okay. That's [1:00:09] great. All right. Well, thank you for that insight. Is [1:00:12] there a motion to approve 6. 5 motion hearing no [1:00:16] objections 6. 5 would be approved sent to new business [1:00:19] with the recommendation to approve. Thank you, ma'am. [1:00:34] 6. 6 is regarding a resolution opposing the usage of [1:00:42] water resources for data centers. We have already approved this. [1:00:46] So is there a motion to remove? Notion. Hearing no [1:00:49] objection 6. 6 will be removed from our agenda. 6. [1:00:58] 7 is a resolution in supports of the Michigan Senate [1:01:02] bill 1035. This is for expanding access to post conviction [1:01:09] DNA testing. Is there motion to discuss. Motion. This is [1:01:16] a resolution. Thank you member waters. Oh, so then we [1:01:19] are good to approve his emotion to approve. Hearing no [1:01:24] objection 6. 7 would be approved. Sent to new business [1:01:28] with the recommendation to approve. Do mandatory inspections of [1:03:18] Munoz properties. Is their motion to discuss or. [1:03:28] Member waters discussion. Thank you member Waters. This is the [1:03:32] memo. You haven't received a response, correct? Right. Okay. So [1:03:35] we can just back after September. Okay. Do the chair. [1:03:38] This is the exact same as the other two that's [1:03:40] attached to that email message and it has been sent [1:03:42] to describe the not posted yet. Understood so. You have [1:03:45] it. But it's hasn't been officially on the website. Okay. [1:03:50] So then remember waters. If it has been, oh, it's [1:03:54] a resolution. Okay. Okay. So six points 11. We will [1:03:59] bring back on September 14th. Oh, I do see it. [1:04:06] Okay. [1:04:22] Under 6. 12. This is a memo relative to requesting [1:04:27] information regarding the violations at occupied properties owned by Munoz. [1:04:33] We've been asked to bring this back on September 14th. [1:04:36] Motion. Hearing no objections. 6. 12 will be brought back [1:04:42] on September 14th. This brings us to the end of [1:04:48] the agenda. We do have to walk on requests. Remember [1:04:52] waters. You also have some that we, a couple of, [1:04:55] then we got to go back to. Yes. Yep. Yes, [1:04:57] we do. So for the walk - on requests, let's [1:05:01] do this first since we are still waiting for member [1:05:04] McCambell. For the first walk - on request. We should [1:05:11] have director Brundage who can speak on contract [1:05:17] 60080. If there is a motion to walk on this [1:05:25] contract hearing no objections, we will walk on contract number [1:05:31] 600 - 800. With it being on our agenda, I [1:05:36] do want to discuss just for us to hear what [1:05:38] the contract is. Thank you member waters discussion. Do we [1:05:43] have director Brundage on with us? Yes, we do. Good [1:05:46] morning, sir. Amen, Madam Chair. Good to see you if [1:05:50] you wouldn't mind sitting in him entitled for the record. [1:05:53] Sure. Ryan Brundish, director of DPW. Director, we are discussing [1:05:56] the contracts to be walked on for major street funding [1:06:01] construction services for Michigan Avenue Street Skate Projects. If you [1:06:05] wouldn't mind sharing with us what this is, it is [1:06:08] a 6 million dollar contract for Public Works. Uh, thank [1:06:12] you, Madam Chair. And first, I just want to thank [1:06:14] you for allowing us to be walked on for consideration. [1:06:17] Uh, as you indicated, this is a 6 million dollar [1:06:19] streetscape project that'll go along Michigan Avenue from campus Marshals, [1:06:25] uh, to cast Avenue. Uh, that portion of Michigan Avenue [1:06:29] is under the jurisdiction of the city. This will actually [1:06:32] be paired with a separate M. D. project that'll occur [1:06:36] in 2027, uh, from CAF all the way to, uh, [1:06:41] I - 96 for an additional streetscape project. Uh, this [1:06:44] particular street scape project, uh, will provide for, uh, new [1:06:50] landscaping, uh, bus loading platforms, uh, improved pedestrian crossing. So [1:06:55] we'll have protected bike lanes. As well as updating the [1:06:59] traffic signals, uh, and reconstructing the road as part of [1:07:02] the project. Uh, one of the reasons that we requested, [1:07:06] uh, that this contract be considered before COFO goes on [1:07:09] recess, uh, is because this footprint of Michigan Avenue between [1:07:14] campus marxists and CAS. Of course, it's downtown, but it [1:07:17] also is being includes the footprint of the Weston hotel, [1:07:22] which is going to be the main headquarters, uh, next [1:07:26] April, uh, for when the final four comes into town [1:07:29] in 2027. So we're looking to get all of this [1:07:32] construction work completed, uh, before the end of 2026. Okay. [1:07:37] Thank you. Just, um, just wondering what the design process [1:07:42] was for the new street scapes. I know there was [1:07:45] a lot of engagements with MDOT for the portion and [1:07:48] court town. Do you know if there was any kind [1:07:50] of engagement for this portion too. Uh, there was this [1:07:54] particular because it is the streetscape project. We did have [1:07:57] to go through the community outward shortness process. Uh, we [1:08:00] did have two meetings, one in December of 2024 and [1:08:04] then one in April on April 16th and 2025. Those [1:08:08] were the two community outreached, uh, two community outreach meetings [1:08:11] required by the ordinance. We've also had four additional community [1:08:16] meetings. That occurred in 2024 and 25. They all went [1:08:20] into the ultimate design of this particular bracket. Okay. Okay. [1:08:25] Thank you. I want to make sure that we have, [1:08:28] uh, those receipts in case someone, uh, doesn't want a [1:08:32] bike lane and such. We did provide opportunity for that [1:08:35] feedback. Um, I do want to be able to share [1:08:37] that. Okay. Um, member Water is any questions for this [1:08:40] contract. No. All right. Is there a motion to approve [1:08:46] hearing no objections. We will approve contract six zero zero [1:08:51] eight zero zero zero. Send two new business with the [1:08:55] recommendation to approve. We have one last walk - on [1:09:00] request member. Waters. This is, um, would need a motion [1:09:06] to walk on the Paradise Valley encroachment request hearing no [1:09:11] objections. We will walk on the resolution. It's usually done [1:09:16] through resolution or we'll walk on the encroachment request. The [1:09:21] encroachment has been on director. If you wouldn't mind a [1:09:26] brief discussion, remember, waters. Thank you. Director, if you wouldn't [1:09:30] mind sharing, um, with us and the public what's Paradise [1:09:34] Valley is requesting. Sure, I'm sure Paradise Valley is requesting [1:09:40] authorization through an encroachment permit. Uh, to install enhancement in [1:09:46] the E. West Public Alley bounded by Grat Shed Broadway [1:09:49] and Grand River. Uh, in Randolph Street. This particular project [1:09:56] is part of multiple, uh, improvements and placemaking enhancements. That [1:10:02] the Paradise Valley Conservancy is making in that area. The [1:10:07] enhancedness include not only improvements in public spaces in this [1:10:11] particular alley, but also be a Christopher Park, Degradship Plaza, [1:10:16] uh, and again, the alley that we just talked about. [1:10:18] One of the reasons that we're requesting, we requested that [1:10:22] this particular resolution should be moved, uh, be added on, [1:10:26] uh, before Council goes on recess, uh, is because the [1:10:31] paradise value association of conservacy did receive brand funding for [1:10:35] the placemaking improvements that they're making to this particular alley, [1:10:40] uh, and they have a requirement for this particular for [1:10:42] these grand funds, uh, they have the funds, all of [1:10:46] the word completed. Uh, before the end of August. So [1:10:49] we wanted to work with them. They're doing great work. [1:10:52] I am Paradise Valley. And if the opportunity at all [1:10:55] for this encroachment permit to be approved, uh, it would [1:10:58] certainly be appreciated. We did get out there approvals from [1:11:01] all of the City Departments and any impact of utilities. [1:11:06] No one employed any objection to this particular inculture permit [1:11:09] request. Okay. Thank you. Mr. Doherty, good to see you. [1:11:14] Anything else that you would like to add regarding this [1:11:16] request for encroachments. Uh, no. The Director Coverting pretty well. [1:11:22] There is a maintenance agreement. We've processed with the, uh, [1:11:27] association. So they'll be responsible to maintain all the assets [1:11:32] they place into the alley as part of the encroachments. [1:11:38] Okay. Thank you. Um, so folks can look forward to [1:11:43] Dr. Payment. Looks like benches, some, some overhead string lights. [1:11:49] So really trying to, um, enhance this area. Okay. Thank [1:11:53] you for that overview. Is there a motion to approve [1:11:57] the encroachment request? Hearing no objection. This request will be [1:12:02] approved sent to new business with the recommendation to approve. [1:12:07] Director Brundage, will I have you on? Um, can I [1:12:10] ask you a random question. I mean, I'm going to [1:12:15] do it anyways. And, but Paradise Valley just makes me [1:12:20] think of, of what has happened in Cities when we, [1:12:23] when we bulldoze neighborhoods to build freeways, really what that's [1:12:27] done in the impact to our neighborhoods. Recently saw a [1:12:32] video of, I forget which city now. They built on [1:12:35] top of their freeway. I know that we have, the [1:12:38] discussion around I 375. Where are we in that discussion? [1:12:41] Is it still happening? Because I know, uh, we did [1:12:45] discuss about reimagining that freeway. Um, but it seems like [1:12:48] some other cities have built over their freeways. Is there, [1:12:52] is this still being discussed. Uh, there might be better [1:12:57] prepared to provide a more detail response than I can. [1:13:01] And Rick, if you want to tackle this, if not, [1:13:04] uh, I think I can respond to some degree. I [1:13:09] can certainly try. I know, uh, the 375 project, uh, [1:13:14] from Gresh. It's south to the river to remove the [1:13:20] below grade freeway and bring a boulevard up to street [1:13:23] level that that efforts well underway. We're doing plan reviews [1:13:28] with, uh, with M. to ensure that, uh, as that [1:13:31] Boulevard comes through, how it interacts with our streets, uh, [1:13:36] you know, we're able to weigh in and make sure [1:13:38] that there's good consideration for, uh, accessibility, uh, the ability [1:13:44] to cross, obviously with that work, there will be some [1:13:48] land that will be developable out of the excess land [1:13:51] from the freeway. So that's, uh, all part of that [1:13:55] effort, but it is a downsized project. Like I said, [1:13:57] it is from crash. It's south. So the final phase, [1:14:02] uh, Crescia North to where 75 curves, uh, west across [1:14:09] downtown, uh, that second phase still needs to be, uh, [1:14:13] finalized. And I know downtown Detroit partnership is working with [1:14:19] M. on an effort to, uh, bridge across 75 at [1:14:24] several points with more of a streetscape style, bridges and [1:14:30] that, uh, to, uh, to improve connectivity from basically large [1:14:37] freeway all the way to, uh, 75, 375 interchange. So [1:14:43] I know the public input into those efforts as well. [1:14:48] Okay. Great. Thank you. I, I appreciate the updates because [1:14:53] we haven't heard anything. I haven't heard anything. Remember waters? [1:14:57] Yeah. And thank you. You know, I have issues with [1:15:01] that project first and foremost. Then the state has not [1:15:06] done what they have been totally disrespectful of this, of [1:15:10] this body. In fact, they've been making all of these [1:15:14] plans. The community is not engaged enough. I live right [1:15:18] there myself. You would think that somebody would care about [1:15:23] what I thought. Since I have to vote on this [1:15:25] project. So I'm thinking people who don't live in that [1:15:29] neighborhood and making all of these plans, all of these [1:15:32] decisions. And they're not keeping us in the loop. Well, [1:15:35] I just, I just resented. So if you guys could [1:15:38] just let them know, um, I mean, I take issue [1:15:40] with it. In fact, I love being able to get [1:15:44] on and off the freeway real fast. So to tell [1:15:47] you the truth. So I'm not a fan of the [1:15:50] project. Somebody's going to have to show me something a [1:15:53] little bit different, you know, and I need the community [1:15:55] to be excited about it. And I don't see that [1:15:57] yet either. So that's my two cents worth, Madam Chair [1:16:02] and, you know, you just had to get me worked [1:16:03] up today about that. A little something came around. Yes, [1:16:09] director. Uh, Madam Chair, we can certainly reach out to [1:16:13] MDOT and request that they come to Council when you [1:16:16] guys return back Marisa, September to provide you guys. An [1:16:20] update on where things stand and, you know, what the [1:16:23] current plans look like. That would be most excellent director. [1:16:27] Thank you so much because we do not know what's [1:16:29] going on. I am being asked by the public because [1:16:32] they want to provide input. And then we're seeing exciting [1:16:34] new projects across the country. So would like to know, [1:16:38] um, how we can make sure that we are imagining [1:16:41] our city with our residents. Um, Madam Chairman. Yes, number [1:16:45] waters. I have said for years when you're making plans [1:16:51] that impact an entire community, the community need to be [1:16:56] engaged at an intimate level. I've always felt very strong [1:16:59] about that because I basically feel as though you have [1:17:03] outsiders in a sense. I mean, even though some of [1:17:06] some people might live in this city, but if you [1:17:08] don't live in that community, I mean, I have a [1:17:12] problem with that. I just believe that we should engage [1:17:15] the community and it is just really does not happen. [1:17:20] So anyway, that's my two sets worth. Thank you member [1:17:23] Waters. Thank you director. Thank you for letting me go [1:17:26] on that side quest. And yes, would like to bring [1:17:29] in M. when we come back from recess to hear [1:17:31] about that project. Thank you. Thank you. All right. Thank [1:17:37] you all. Have a good rest of your day. That [1:17:40] was it for our walk - on request. We do [1:17:43] have to go now back to five points eight and [1:17:48] five point nine. So I tried my best to give [1:17:52] member Mickey Anvil some time. Um, but I think what [1:17:55] we'll do now is we will bring back 5. 8 [1:17:59] and 5. 9 on September 14th. Motion. Hearing no objections [1:18:05] 5. 8 and 5. 9 will be brought back on [1:18:08] September 14th. I believe Council Member McCambell's walking in. Oh, [1:18:14] awesome. You should remember Water said too late. Remember McCambell, [1:18:19] we are still here. Thank you, Ms. Khan for letting [1:18:23] us know. I have a note here for 6. 2. [1:18:27] Madam Clerk. Did we already vote and discuss 6. 2. [1:18:34] Was moles to new business 6. 2 was moved to [1:18:37] new business. And if the clerk can please note, we've [1:18:41] been joined by member McCambell. Thank you. Good morning. Sir, [1:18:48] I know. Objection. Um, we are close to the end [1:18:54] here. Remember McCambell, I know you were dealing with personal [1:19:02] issues this morning. But, uh, we did want to, we [1:19:07] did just bring back 5. 8 and 5. 9. We [1:19:10] can also discuss if you would like. But these are [1:19:14] the memos regarding 5. 8 was regarding a firework curfews. [1:19:20] 5. 9 was regarding the REAL ROARE tracks improvements in [1:19:25] D7. Thank you, Madam Chair. And good morning, everyone. Um, [1:19:33] if we could discuss 5. 8, we can discuss 5. [1:19:42] 8 and 45. 8. Ms. Sullivan, who do we have [1:19:46] to discuss 5. 8. Before I wanted to discuss about [1:19:53] is that, um, 5. 9, they're now on E - [1:19:57] Scry. They're not on ESPS. Yeah. So wondering if we [1:20:01] could get that up there on eScribe if possible. Yeah. [1:20:08] I think so too, was this worked on by LPD? [1:20:13] It wasn't, it was by the departments. Okay. So we [1:20:15] have been discussing eScribe, the lag. Not sure if this [1:20:20] has already, no, response has been received. It hasn't been [1:20:23] uploaded to eScribe. So maybe that's the case for this [1:20:27] as well. Um, same for 5. 9 describe. Yeah. Item [1:20:31] received not on eScribe. So we can just confirm with [1:20:34] the administration, um, that this is already attached to eScribe [1:20:39] just to ensure that's the case, Ms. Sullivan, if you [1:20:42] are on with us, would you happen to know if [1:20:48] the appropriate departments for 5. 8 and 5. 9 submitted [1:20:52] their responses to E scribe. Good afternoon through the chair. [1:20:57] I do not believe these items were submitted through eScribe, [1:21:00] but we can work with the clerk's office to get [1:21:02] them attached. Okay. So the request to attach these to [1:21:07] E scribe. It's a mountain chair. Yes, vice chair. So [1:21:11] we can make sure that it is a motion to [1:21:14] bring back five point in and 5. 9. Those motions [1:21:19] have been approved. Yes. Okay. We brought those back for [1:21:23] you. You good? Yep. Cool. All right. So then is [1:21:26] there anything else, sir? We are at the bottom of [1:21:29] the agenda. We have not done member reports just yet, [1:21:32] but we are here. We did approve all of the [1:21:35] items on the agenda. We moved everything out to new [1:21:38] business. Um, everything was sent out with motion to approve [1:21:43] memos were brought back that had not been responded to. [1:21:46] Is there anything on the agenda that you want to [1:21:48] change or discuss? Hope I'm also a member reports, member [1:21:54] waters. No report. Remember McCambell? Uh, no report. All right. [1:22:01] For myself, just want to remind everyone that it is [1:22:04] election day today. A voting early has started. I have [1:22:08] already voted. Please make sure you do buy or on [1:22:12] April 4th. Um, April 4th, August. Thank you. It is [1:22:16] also August recess. It's time for a break for all [1:22:20] of us. So if you are able to, I hope [1:22:21] you're able to rest this August. I know for our [1:22:26] office, if you're going to be looking for us, we [1:22:27] will still be online. We'll be offline. The last two [1:22:31] weeks of August, um, but we will be back on. [1:22:35] September, August 31st. What we're going to be back that [1:22:38] week, um, to get us started. No, we won't. We [1:22:40] will be back September 7th. We will be back that [1:22:43] week. Um, but City Council will be back on the [1:22:47] fifth, on the 8th. I'm done, you guys. It's been [1:22:51] a long time. Yes, vice chair. Thank you. And thank [1:22:54] you for bringing up that election day. That's August 4th. [1:22:57] Just if you, just to remind folks, if you do [1:23:00] have the absentee ballot, it is recommended that you drop [1:23:02] it off at one of the mini drop boxes across [1:23:05] the city. Um, and also please make sure you sign [1:23:08] the envelope that you put your absentee ballot here. Thank [1:23:12] you. Thank you. There was also during public comments reminders [1:23:16] that, um, buses will be free as well on election [1:23:21] day. There was a question though of if paratransit services [1:23:26] will also be free for election day. Um, Sullivan, I [1:23:33] believe tomorrow Council will also remind The Public's Votes. If [1:23:37] you wouldn't mind, um, letting us know as well what [1:23:41] other transit opportunities will be provided if para transit will [1:23:44] be, will be free as well. Um, there was a [1:23:47] question on fixed lines. Um, I do know that D. [1:23:51] will be free. But wondering if he would in mind [1:23:54] confirming the other transit services tomorrow. Through the chair, we [1:23:57] can follow up with the department and follow up in [1:24:00] writing with the response. Okay. And if we could, uh, [1:24:03] be prepared to share that with the public tomorrow. That [1:24:06] would be great. Okay. Um, all right everyone, that is [1:24:10] it for me. Since the now adjourned.
