[3:56:58] six-month period, too. [3:57:00] >> vice-mayor: I think so. [3:57:00] >> mayor eggers: unless there [3:57:02] is the sun coast league of [3:57:02] cities. [3:57:04] Do you have any interest in [3:57:05] that, heather? [3:57:11] >> commissioner: I do. [3:57:13] >> they meet on saturday [3:57:14] mornings. [3:57:16] >> mayor eggers: yes, saturday. [3:57:19] it is not every month. [3:57:23] >> commissioner: oh, okay. [3:57:25] >> vice-mayor: is it not once a [3:57:28] month? [3:57:29] >> I know they had one in [3:57:30] December and I thought they were [3:57:31] having one in January. [3:57:33] I called them to get the [3:57:34] calendar for next year and they [3:57:42] haven't gotten that. [3:57:43] >> mayor eggers: I know people [3:57:46] on that. [3:57:49] Ron, did you want to keep the [3:57:56] prec? [3:59:17] >> mayor eggers: I don't have ano carrierringconnect 57600 [3:59:18] I believe both boards only met [3:59:21] twice last year. [3:59:23] They were wondering if it was [3:59:24] even worth it, you know, they [3:59:26] didn't withdraw from the vaa but [3:59:27] they didn't want to do the [3:59:28] building one. [3:59:30] I guess the difference is one [3:59:32] deals with florida code and the [3:59:34] other one deals with the land [3:59:36] development code so that might [3:59:38] be something you guys want to [3:59:42] merge at one time because they [3:59:42] meet. [3:59:44] >> mayor eggers: could we have [3:59:45] maybe craig could look at that, [3:59:47] rob, those two boards and maybe [3:59:49] we could have discussion on [3:59:50] that? [3:59:51] I mean I don't want to do it [3:59:53] without the board's input but [3:59:54] maybe he needs to have that [3:59:56] discussion with each of the [3:59:57] boards and they are only meeting [3:59:59] once or twice a year. [4:00:01] >> vice-mayor: which board is [4:00:02] this again? [4:00:04] building adjustment. [4:00:04] >> mayor eggers: board of [4:00:05] adjustment and appeals and the [4:00:07] building board of adjustment and [4:00:07] appeals [4:00:09] maybe he can check with each of [4:00:11] those boards and see if there is [4:00:19] any rationale. [4:00:20] And maybe we can talk about it [4:00:23] after he has talked to them. [4:00:27] anything else? [4:00:27] Rob [4:00:28] rob? [4:00:30] >> yes, I have a few things, [4:00:31] thank you. [4:00:34] First of all, recently [4:00:36] representatives of the dunedin [4:00:38] golf club, Mr. Ron randolph who [4:00:40] is the interim general manager [4:00:42] and jane baird, board member and [4:00:44] treasurer, had asked to meet [4:00:46] with city staff to discuss their [4:00:48] operations and financial outlook [4:00:50] and to seek information. [4:00:52] They had a fire inspection [4:00:54] recently and wanted [4:00:55] clarification on some things and [4:00:57] the club updated the [4:00:59] commissionerlier this year. [4:01:01] When ron and jane met with staff [4:01:03] recently they shared concerns [4:01:05] about potential expense related [4:01:06] to some of their buildings, [4:01:08] pourings of their fire sprinkler [4:01:09] and alarm systems, some trees [4:01:12] that needed to be removed and [4:01:13] their fuel storage. [4:01:15] They also would like to be able [4:01:18] to afford more in the way of [4:01:19] marketing. [4:01:22] While the club is presently [4:01:24] entering their best revenue [4:01:25] generating season for the next [4:01:27] four or five months ron and jane [4:01:28] have concerns about the club's [4:01:29] ability to generate enough [4:01:31] revenues to cover their fixed [4:01:34] expenses after that season. [4:01:36] Ron and jane would like to [4:01:36] provide the commission and [4:01:39] public with a new update and to [4:01:42] discuss some possible options. [4:01:43] If it is the commission's [4:01:46] pleasure I would like to propose [4:01:48] agendizing this update at the [4:01:50] january 10th regular meeting [4:01:51] under new business. [4:01:52] I would also like your consent [4:01:54] for my staff and me to assist [4:01:56] the club in determining [4:01:58] estimated costs for the areas of [4:02:00] concern that the club raised and [4:02:02] there is certainly overlap with [4:02:04] city operations. [4:02:05] >> mayor eggers: is everybody [4:02:07] okay with that? [4:02:11] okay. [4:02:12] >> commissioner: this is not [4:02:13] like agreements are going to be [4:02:14] reached and we are just going to [4:02:16] be presented with this. [4:02:17] >> no. [4:02:18] Nothing has been worked out. [4:02:21] Thy are going to present [4:02:22] basically just hear directly [4:02:22] from them. [4:02:24] Provide you and members of the [4:02:25] public opportunity to ask any [4:02:26] questions that you have and [4:02:29] there is no proposal, nothing [4:02:32] being sought for approval. [4:02:33] It is simply an update as they [4:02:36] did earlier this year, and from [4:02:38] there if there is direction to [4:02:41] them or to staff and, you know, [4:02:44] we will follow your lead. [4:02:47] Next item I wanted to mention [4:02:49] was I had gotten a phone call [4:02:52] from our new state [4:02:54] representative carl zimmerman. [4:02:56] He had requested I just wanted [4:02:57] to make the commission aware he [4:02:59] had asked for the city's [4:03:01] assistance in helping him locate [4:03:02] an office in dunedin. [4:03:04] He would like to have an office [4:03:06] here in this town, and to that [4:03:08] extent bob ironsmith and his [4:03:10] staff are working with [4:03:14] representative zimmerman to help [4:03:16] find a location working with [4:03:19] some area property owners and [4:03:21] trying to find available space [4:03:23] but if we certainly thought it [4:03:25] would be a convenience for our [4:03:27] advantage for our residents to [4:03:29] have a state representative's [4:03:30] office located here in the city [4:03:34] as opposed to elsewhere. [4:03:36] Passed on to the commission but [4:03:37] I mentioned for the public's [4:03:39] benefit just recently we got an [4:03:42] e-mail from the sheriff's [4:03:44] department about captain higgins [4:03:45] who has been with us several [4:03:47] years is a captain at the north [4:03:51] district station being rotated [4:03:54] into another assignment in the [4:03:57] sheriff's operation and that [4:03:59] captain luven will be the new [4:04:01] captain assigned here and that [4:04:03] gentleman will try to get him to [4:04:04] a commission meeting and [4:04:05] introduced to you and the public [4:04:07] at our early [4:04:08] iest opportunity. [4:04:10] We're awaiting some follow-up [4:04:13] from the sheriff ons [4:04:13] when that [4:04:14] might be. [4:04:16] also we just very recently got a [4:04:22] call from the sheriff that the [4:04:24] police athletic league program [4:04:26] they've been running at the [4:04:28] middle school was unfortunately [4:04:30] they are unable to continue [4:04:31] funding that. [4:04:32] And they are not going to be [4:06:19] able tono carrierringconnect 57600y+ [4:06:58] @ano carrierringconnect 57600 [4:07:00] with that unfinished structure [4:07:02] on it, so the judgment amount is [4:07:04] fairly similar to the value of [4:07:04] the property. [4:07:07] It is within a thousand or [4:07:07] $2,000. [4:07:12] It is my recommendation that we [4:07:15] bid our judgment amount of [4:07:17] $60,719 at the sale which by the [4:07:19] way is next tuesday at 10:00 [4:07:20] A.M. Done online. [4:07:22] If you are the highest and best [4:07:24] bidder, which there is some [4:07:26] possibility of that, you will -- [4:07:27] your options would include [4:07:28] things such as completing the [4:07:30] home and selling it or retaining [4:07:31] it. [4:07:33] Selling it as is. [4:07:35] Demolishing the home and selling [4:07:36] it or retaining the lot if you [4:07:42] want to demolish the home. [4:07:43] Last time I got this close to [4:07:46] the foreclosure sale I got calls [4:07:51] from interested people and so [4:07:53] far I have not gotten any calls [4:07:57] for the upcoming sale. [4:07:59] I have not heard from Mr. Gibson [4:08:01] since the hearing that took [4:08:04] place last month but he is [4:08:06] actively involved in doing [4:08:07] something because he was talking [4:08:11] to fdot today about who has [4:08:13] jurisdiction over bayshore [4:08:14] boulevard so you will remember [4:08:20] the basis of your lean was the [4:08:23] building of a partial fence [4:08:24] along the property line that he [4:08:26] had so he May be attempting to [4:08:28] make argument that the city did [4:08:30] not have jurisdiction to enter [4:08:33] code enforcement board order so [4:08:34] I don't think he is going to go [4:08:36] very far with that but he is [4:08:40] working on something. [4:08:41] >> mayor eggers: that's next [4:08:41] tuesday? [4:08:48] >> yes, at 10:00 A.M. [4:08:50] I did talk to the official at [4:08:50] fdot. [4:08:52] They said they were going to [4:08:54] call Mr. Gibson back and provide [4:08:56] him with documentation as he [4:08:57] normally would at a public [4:08:58] records request so I expect [4:09:00] something to be filed here in [4:09:05] the next day or so. [4:09:07] But with no objection I will [4:09:08] enter the judgment amount and [4:09:10] you remember when you bid that [4:09:12] you are not coming out f [4:09:13] of pocket [4:09:14] any money but if someone comes [4:09:16] out higher you will get every [4:09:18] dollar you are entitled to. [4:09:19] >> mayor eggers: do we have a [4:09:21] motion to that effect? [4:09:22] Any other questions? [4:09:23] all in favor say aye. [4:09:25] Any opposed? [4:09:25] Okay. [4:09:26] >> thank you. [4:09:28] That's all I had tonight. [4:09:29] >> mayor eggers: all right. [4:09:31] Commission discussion? [4:09:40] Anybody? [4:09:42] I wanted the commission's okay [4:09:43] for staff specifically nancy to [4:09:45] look into creating maybe every [4:09:46] other month, every third month, [4:09:49] I don't know, just a spot on the [4:09:50] commission agenda called [4:09:52] sheriff's corner or sheriff [4:09:53] something that just gives the [4:09:54] opportunity for the sheriff to [4:10:01] come here and show his face to [4:10:01] the city. [4:10:03] That is the largest contract [4:10:04] that we have. [4:10:05] >> commissioner: you are saying [4:10:05] the sheriff? [4:10:07] >> mayor eggers: no, no, no, [4:10:09] sheriff's department probably [4:10:10] our lieutenant would probably [4:10:12] come since that's the typically [4:10:13] the highest ranking person we [4:10:16] have and just basically talk [4:10:17] about if they have an issue they [4:10:19] would like to bring to the [4:10:20] commission if we have a question [4:10:22] we can try to agendize that item [4:10:26] under their corner or if there [4:10:28] is a hot topic in town and some [4:10:29] of this is coming from the [4:10:30] discussion on the south side but [4:10:32] really started making me think [4:10:33] that this is really a big [4:10:35] contract that we have and nobody [4:10:37] really has any, you know, [4:10:38] interaction here with them and I [4:10:40] thought this would be a good way [4:10:42] to do it and I just wanted the [4:10:44] chance for nancy to pursue it [4:10:46] and then bring something back to [4:10:47] us. [4:10:49] >> commissioner: can I ask you [4:10:49] something? [4:10:50] I've been very concerned about [4:10:52] sort of the resources of the [4:10:54] sheriff being pulled away on [4:10:56] some things in the last few [4:10:58] weeks, and I personally think [4:11:00] that they have been doing very [4:11:02] good job and, you know, I kind [4:11:04] of want them to spend their time [4:11:06] to continue doing a good job [4:11:07] they've been doing and, you [4:11:10] know, obviously coming to [4:11:12] meetings here, you know, is [4:11:14] taking up their time and I [4:11:15] certainly appreciate that it is [4:11:18] good for all of us to, you know, [4:11:20] know them and hear from them but [4:11:22] I'm wondering if maybe we could [4:11:24] start with or with a written [4:11:26] report from them and if there is [4:11:27] anything in the report that we [4:11:29] want to learn more about then we [4:11:31] can get together with the [4:11:33] sheriff. [4:11:34] >> mayor eggers: I would prefer [4:11:36] a regular meeting but that's why [4:11:38] I brought it up. [4:11:40] This isn't a decision to do it [4:11:42] tonight it is just a decision to [4:11:45] explore the idea. [4:11:45] >> commissioner: let's explore [4:11:49] what would be easier for them. [4:11:50] >> mayor eggers: I don't want [4:11:51] it to be too demanding. [4:11:52] >> commissioner: but I like [4:11:53] that idea. [4:11:54] >> mayor eggers: I just want [4:11:57] her to pursue the discussion and [4:11:59] then bring it back to us and [4:12:01] then we will decide if they want [4:12:03] to do that. [4:12:05] Or if we want to do what [4:12:06] commissioner scales said which [4:12:07] would just be a letter or that [4:12:09] may be what we get and we May [4:12:10] end up going there anyway. [4:12:12] Is that all right with folks to [4:12:13] just have her explore that? [4:12:16] >> vice-mayor: that's fine. [4:12:17] >> mayor eggers: okay. [4:12:18] I didn't have anything else [4:12:20] under commission discussion. [4:12:23] So commission comments? [4:12:27] Vice-mayor? [4:12:28] >> vice-mayor: I hope everybody [4:12:32] had a great thanksgiving. [4:12:34] That's all I have to say [4:12:35] tonight. [4:12:36] Shocker here. [4:12:38] I need to go home and go to bed. [4:12:38] >> mayor eggers: commissioner [4:12:39] scales? [4:12:40] >> commissioner: I have [4:12:40] nothing. [4:12:41] >> mayor eggers: commissioner? [4:12:43] >> commissioner: just wanted to [4:12:43] express appreciation to all of [4:12:44] you. [4:12:47] We had a good time on the boat [4:12:49] parade and it was a load of [4:12:51] people downtown who spent a lot [4:12:53] of time there before and after [4:12:55] the parade and I wanted to [4:12:57] commend our staff and others for [4:12:58] setting the things up real [4:13:00] nicely and accommodating such a [4:13:01] large group. [4:13:03] It was a welcome to our downtown [4:13:07] and it was fun driving up the [4:13:08] sound with you. [4:13:10] that was an enjoyable [4:13:11] experience. [4:13:12] That's it. [4:13:13] >> mayor eggers: commissioner [4:13:13] gracy? [4:13:15] >> I would echo the same thing [4:13:16] about the boat parade. [4:13:18] My first one and a very fun [4:13:19] time. [4:13:21] Thank you to rod and cindy [4:13:23] coleman for transporting us. [4:13:24] Certainly that was very nice and [4:13:26] I'm looking forward to being on [4:13:29] the jolley trolley on saturday. [4:13:30] >> mayor eggers: here at 3:00 [4:13:32] and they will take us down to [4:13:35] the trolley itself. [4:13:36] Anything else? [4:13:37] >> commissioner: no. [4:13:38] >> mayor eggers: all right. [4:13:41] Just a reminder we have the [4:13:42] choir is on sunday [4:13:44] I think somebody sent us an [4:13:46] e-mail as to whether you want a [4:13:47] reserved seat there. [4:13:48] That's sunday at 3:00 and then [4:13:51] there is the christmas band [4:13:54] which is the 15th and the 18th. [4:13:55] Next friday night. [4:13:58] Is that at 7:00? [4:13:59] I don't remember if it is at [4:14:02] 7:00 on friday night or not. [4:14:03] 7:00 or 8:00. [4:14:05] Anyway and then sunday it is at [4:14:08] 3:00 so you have a choice but [4:14:09] let vince's office know if you [4:14:13] have any interest in that. [4:14:15] We had a nice memorial service [4:14:18] for sister delores on monday at [4:14:20] our lady of lourdz. [4:14:21] I didn't get over after the [4:14:22] thing. [4:14:23] How was that? [4:14:25] >> it was very emotional but I [4:14:29] think in the end, you know, [4:14:31] tears of joy just she is in a [4:14:33] better spot we all think and it [4:14:34] was mentioned time and time [4:14:36] again how much she provided to [4:14:39] the city. [4:14:40] >> mayor eggers: she was [4:14:41] amazing. [4:14:42] >> commissioner: she sure was. [4:14:45] >> mayor eggers: ing thank [4:14:45] -- thank [4:14:45] you. [4:14:48] And then we had a 50th [4:14:48] anniversary interact thing at [4:14:49] the high school. [4:14:50] Great job with that program and [4:14:52] the kids should be, the two [4:14:53] clubs and the kids should be [4:14:54] proud of their efforts. [4:14:57] 50 years of doing that and then [4:14:59] we had a just I just wanted to [4:15:01] talk about that connector [4:15:04] service. [4:15:05] Real quickly. [4:15:08] >> commissioner: yes, you know, [4:15:10] the connect the psta connector [4:15:11] service starting this month [4:15:13] where you call and you can get [4:15:14] somebody to pick you up in two [4:15:16] hours they had the ribbon [4:15:20] cutting in eastlake monday or [4:15:24] tuesday, tuesday and there is a [4:15:26] little blush about it in the [4:15:28] paper but, anyway, it was real [4:15:30] nice and so it is free rides all [4:15:32] through December anybody that [4:15:35] wants to use the connector [4:15:36] service you can get from, you [4:15:38] can get to any bus or you can [4:15:39] get to the mall. [4:15:42] You can get to east lake, [4:15:47] oldsmar, tampa, tar upon. [4:15:49] #-tarpon. [4:15:50] >> mayor eggers: and the last [4:15:51] thing I had was I just wanted to [4:15:53] continue encouraging all of [4:15:54] those folks that are involved in [4:15:55] the neighborhood watch program [4:15:57] on the south side to stay with [4:16:00] it and to be patient and, you [4:16:02] know, things don't change [4:16:02] overnight. [4:16:05] I think we're all very committed [4:16:06] to the safety on the south side. [4:16:08] Every single one of us up here. [4:16:09] I know the sheriff's office is [4:16:11] committed to it and I know the [4:16:12] residents are frustrated that [4:16:15] things aren't happening. [4:16:16] I think we have a systemic [4:16:17] problem in the society going on [4:16:19] right now and the sheriff's [4:16:21] department is doing an admirable [4:16:23] job and we will just keep [4:16:24] working but we've got to keep [4:16:25] working together on that and I [4:16:26] just don't want anybody givering [4:16:28] up and we do have to work [4:16:30] together as partners so just one [4:16:32] little comment on that. [4:16:35] And with that we have a revised [4:16:38] proposed agenda. [4:16:42] We're adding the lamp post kon [4:16:43] contest appearance by our own [4:16:44] bob ironsmith. [4:16:45] Oh, my. [4:16:47] Do I need to read all of those [4:16:48] numbers? [4:16:49] >> just adding two different [4:16:51] parcel numbers to that. [4:16:51] >> mayor eggers: we're adding [4:16:53] three different parcel numbers. [4:16:54] Thank you, tom. [4:16:55] A bunch of numbers there and [4:16:57] then under the budget amendment [4:17:01] resolution 1265 which is annie [4:17:04] encumbrance carry forward of $4 [4:17:06] mill [4:17:09] million mobile home park [4:17:11] committee update and I think [4:17:12] Mr. Dispirito had a couple of [4:17:13] things he was going to add to [4:17:15] the proposed agenda. [4:17:16] Rob? [4:17:16] >> right. [4:17:18] Thank you, Mr. Mayor. [4:17:20] at the request of my staff we [4:17:22] would like to add for your [4:17:24] consideration two other items. [4:17:27] One would be under new business [4:17:28] discussion of year-end balances [4:17:31] by fund if this is the [4:17:32] conversation that we, the [4:17:36] commission previously had asked [4:17:38] for status of general fund and [4:17:41] reserve levels and just report [4:17:43] year-end balances by fund to all [4:17:43] of the funds. [4:17:45] It is just a good opportunity to [4:17:46] check in with the commission on [4:17:57] the status of that anyway. [4:17:58] And under bids and contracts and [4:18:00] agreements we would like to add [4:18:02] fire station 61 construction bid [4:18:08] award. [4:18:09] >> mayor eggers: with those [4:18:10] changes do I have a motion for [4:18:11] approval? [4:18:12] And a second there. [4:18:13] All in favor say aye. [4:18:14] Any opposed? [4:18:16] Motion passes unanimously and [4:18:17] this meeting is adjourned.
