[56:17] Actually, we're going to replace them at a two-to-one ratio, they are not protected trees but we're going to go home and the place by trees with 10. [57:41] This latest report is to sample our drinking water levels for PFAS, and PFAS is, as a public [57:51] spray spray, and how many clear alcohol substances, they're forever chemicals, that [57:59] means that they take a really, really long time to break down, and I essentially go, um, [58:06] a lot of time. [58:09] And I've been familiar with these now. The most common, common, [58:13] 2000 years, but I'm deaf one. And it was present in my household when I was a kid. And [58:22] I'm president many, many other households growing up because it really helped keep your eggs off [58:28] to find pan. [58:31] It's also used to cope with food wrappers, but people accept to be able to [58:38] such as a pizza, or thighs, or a hamburger. [58:46] The kelp one is the first state to ban for other chemicals. [58:51] And they have banned use of these potos chemicals [58:56] in fast food and any food application [58:59] as of the first of this year, 2023. [59:03] They want to ban it in a clothing and a pair [59:12] by the first of 20.5. [59:16] And they're finally going to ban it on exterior waterproof clothing in 20.8. [59:22] However, the new jewelry has already, that's the environment of protection that you see in 2019. [59:27] It's the value issue that they're going to, sort of, maximum contaminant level for the real types of jewelry. [59:33] for these two chemicals in drinking water, that means that these sources with [59:39] molten products per million will have to be shut down. We'll not do all the [59:45] provide drinking water or any kind of water to less than in the city of [59:49] Madrid. [59:52] Already these wells have elevated levels of PFOS. We're only able to use them. [1:00:00] And because we have one corner source on site, which is producing the latter with less than the current notification level for California. [1:00:11] So it's really hard to understand how vast each region is, and I just want to let you know that I've very excited that it's like a drop of water in an Olympic-sized swimming pool. [1:19:41] I believe in this as soon as this is not up in and as your secret consultant this is [1:19:47] giving us a pretty much fast and on the project but the issue here is not what happened [1:19:53] before and that's that you're getting comments on this evening. [1:19:58] You're looking at a new system. [1:20:00] Security. It is a water treatment facility so that we can make water drinkable. The facility has been in place for a long time. Well, before the residents were constructed, [1:20:16] and there are the re-singered with allies made an extraordinary attempt to respond to most of the complaints that have been submitted previously. [1:20:27] But right now, you're being asked to consider, if we install a new waste water, I'm not [1:20:34] waste water, I'm going to use the water treatment facility. But there's no community outreach or a pre-meeting with the immediate [1:26:56] Residents. [1:26:58] Around the. [1:26:59] Not for this project. [1:27:01] Typically for larger residential projects we do have that. [1:27:05] We would be happy to have a pre-construction meeting, but we've now with our, [1:27:11] we've not been technically willing to have necessary for construction purposes, but instead [1:27:16] informative for our neighbors as to what was what the construction went through. [1:27:23] how round it would occur, how we would ensure that we're compliant with all the city [1:27:29] ordinances such as noise and baking hours, construction times, parking, and others. [1:27:39] I mean I think something like that would be helpful, yeah, thank you. [1:27:44] I have actually one question for you because before you stepped down, one question that I have [1:27:50] now and some of the thing he was brought up is, I guess, security and I'm looking at the pictures [1:27:58] of fences are pretty low, right? So how often are you guys noticing people jumping over the fence [1:28:05] and going in there to do whatever they want? And do those have some type of security, [1:28:10] do you have like surveillance cameras monitoring, the premises 247? What are you guys doing to prevent [1:28:16] people from, you know, going inside the property, when they [1:28:22] shouldn't. [1:28:23] At point number one site, we don't have the reports of [1:28:26] intruders that I'm allowed, but by the [1:28:30] in order to monitor that, we do have alarms on all of our [1:28:35] hatches and doors. [1:28:37] So if we do experience an intrusion, we will know [1:28:40] right away, and then we'll call this site, because it's in [1:28:45] The residential neighborhood is one of our first priorities to install an access card reader so that we can control access to the site other than just having a padlock. [1:28:56] And in addition to that, we will be able to install cameras at the site and [1:29:06] I need to check to see if we already have cameras there and I don't remember. [1:29:11] But that's something that we can put on and we have a plan for that. [1:29:23] Other questions about the site is that you know the landscaping and we do have a maintenance [1:29:31] department or talk to them after the meeting and make sure that there's no issues with landscaping. [1:29:41] Okay, and then this will be the, I don't know if it's a question for you or Mr. Dawson, but it will [1:29:45] to compare the noise that the pumps are currently making versus the filtration system. [1:30:59] The, you know, [1:31:04] it just is not feasible to try to treat these wells somewhere far away. [1:31:11] We're creating what's in West and the city we want to, it will be to find our locations to relocate everything, it's just not feasible either. [1:31:21] It is not feasible from the standpoint of what is a cost effective investment for our waitpayers who reside in the city of Emonte [1:31:31] and moving a treatment system at a site that we already have developed and where we already [1:31:38] have girls is most cost-effective treatment for the system, the city of Almante water system. [1:32:02] No, there's no 24-7, and there's no significant, you know, drilling the ball and ball drilling, [1:32:13] you know, deep into the ground, I think it went down about 500 feet down, and that's why we're [1:32:18] drilling 24-7. This construction is on an already weighted site, and there will be very minimal [1:32:27] Who will work associated with this? [1:32:31] Okay. [1:32:32] So, what we have from your, from your leadership, [1:32:38] it's a, they are stating that there are, [1:32:41] there are conditions of the previous CUP that are not being, [1:32:47] uh, upheld. [1:32:50] And that is something that, [1:32:52] Well, that is something that we can consider because now you're planning for another conditional [1:33:01] use permit and your previous history as far as conditional use permits, like your history [1:33:07] and that your ability to keep up with your previous conditions can tell us what your behaviors [1:33:16] is going to be like in the future. Unfortunately, we don't have, we don't have a track like [1:33:22] a showing us that this is what you have been doing. My suggestion to your neighbors would [1:33:28] be to make sure when you're not satisfying your condition of approval that they let the [1:33:33] city know so that those items can be tracked so that when we get something like this in front of [1:33:39] we can't take that into consideration. There are several ways by which your neighbors can [1:33:48] notify the city. The one thing that I'm using is the is the city's app because I use it myself [1:33:55] and I report several businesses who aren't upholding their conditions who aren't following [1:34:02] code and making sure that those items get addressed and that there is a paperwork process [1:34:09] and there's a trail left behind. What are you going to do from this point [1:34:14] forward to try to assure your neighbors that you will be fulfilling if you're [1:34:20] approved today? Today, they will be fulfilling those conditions of approval and to [1:34:25] try to fulfill your previous conditions of approval. We first have some pretty [1:34:28] significant complaints and it seems like they're not getting taken care of. I was here [1:34:36] When that, when we allowed that, when we put those big vats up, and I drive by once in a while, and I see it, and it looks nice for the 10, 15 seconds that I drive by it. [1:34:52] I don't have to live next to it, so I don't know that, I don't have that experience unfortunately. [1:35:08] I'm concerned that my fellow commissioners made the wrong decision that night. So if we continue to make wrong decision after wrong decision, we're going to continue to continue to perpetuate that. [1:35:19] And if we make a better decision tonight, maybe our fellow neighbors within the city don't have to continue to experience that anymore. [1:36:47] And it sounds like they did. [1:36:50] The part where I'm not quite clear on is how that was dealt [1:36:55] with and who spoke with them, and I'll find out. Clean up everything and the entry-fetched city council, so now we're [1:55:27] they're doing the same for their general plan. [1:55:32] The major designations, again, where we have information in the general plan dates back many [1:55:37] years. [1:55:38] Since then, there's been a whole bunch of updates and there were kind of different versions [1:55:42] of them. [1:55:43] Some of them had, you know, the river washers with the designations, some of them didn't, [1:55:50] you know, not everything had the well, well, I get a five, and so on, so, so some of the [1:55:55] to be consistent with everything, properties that are the whole world are transitory, and then also the [1:56:03] airport, then we could combine designation transportation, and then properties that were [1:56:11] developed were worse, and also public facilities that had a similar designation of public [1:56:25] and weaker. [1:56:27] For the value of block of properties, there's no change in residence or density or capacity, [1:56:32] there's no increase in the number of non-coupled users or structures, what this is doing [1:56:36] is really, it's putting the general pentetic nation to reflect the zoning of those properties [1:56:42] as well as the existing uses on the properties. [2:13:38] We have planning planning and engineering divisions, and also finance for these. [2:13:44] So, we just have to do an internal test and other things, but we have this year, so there [2:13:50] is a citizen software, so what happens is, as you come in and use some of them application [2:13:55] or CUP, we have a limited edition of your house, and so we're basically set up, you know, [2:14:03] like an account basically, and then you're planning to get up close to that, you're, you know, [2:14:11] comments from the planning division, engineering, or blah, blah, blah, blah, blah, blah, [2:14:15] with them feed them to fat, and, you know, the view of a notification when something [2:14:20] is added to the mix. [2:14:22] For deadlines, for review, what else would be your methods? [2:14:24] Well, as you can see, like, what is my most recent, what am I supposed to get this comments? [2:14:29] And then you can see the computer that, oh, okay, that's the next Tuesday. [2:14:34] And then let's say, coming on Monday or something like that. [2:14:37] And you know, this is what I was supposed to do. [2:14:43] So this kind of would help them keep track of things, and then it's a little close about a comment. [2:15:28] So projects that you saw earlier today, there was a big improvement in the computer, and then when the project is approved or denied, the resolution will be uploaded, the conditions will be uploaded, so you don't have to have the plan or down on it will be able to apply or do searches on just the regular work document that will all be in one place. [2:15:50] So, this, again, like I said, there would be a different system set up for, you know, things like plan trips and building projects, and then, you know, a separate kind of system for, like entitlements, like CUPs and design reviews. [2:16:07] Then here are the example of, you know, the applicant can go and enter the system and then [2:16:12] stop if they have to go to the center, okay, this is, you know, these informations can be [2:16:17] open to the applicant, but maybe these are the drafts, comments or whatever, maybe wouldn't [2:16:21] be. [2:16:22] And then they would be able to see that they will pull out all the comments, but you can get [2:16:26] it directly. [2:16:26] And then we've got a text message or an email to any of our other ID on the file, then we'll [2:16:31] that point in comments, that point in comments, [2:16:34] submit it, February 13th, and then you would buy it [2:16:37] and then you would buy it, I don't call it now, [2:16:38] so you complete the comment, complete the comments, [2:16:41] and it's a quote. So, and actually the various map for the general plan map, because that [2:19:38] was a city initiative project, so we made the various map ourselves on that. And then we can, you [2:19:48] with all the labels, say that it's a PDF and we're so kind of figuring out how to move on to the format and the colors and stuff like that. [2:33:37] And so we did look at that and consider that, but given the privacy interest around the public records act, [2:33:50] typically what we would have is that personal contact information is information that would be redacted from published items. [2:34:00] and so we would have to look at the public interest exception to see if there was a public [2:34:07] interest that would outweigh in disclosure versus the public interest in protecting the [2:34:12] pricing information. And so it's very facts specific tasks, but ultimately we advised the [2:34:19] city is that even if it weren't as closeable, that would be something that would be a citywide policy [2:34:25] decision, that it wouldn't be something that would just be specific to our commission, [2:34:28] But we have to look at it as a citywide policy. [2:34:33] So at this point, what we would advise is to continue to share the latest map, [2:34:39] which just shows the general description for this is a bit, [2:34:43] but not publish a specific list of name in labels with names and addresses. [2:34:48] People, because we would ultimately adopt that information anyway, [2:34:52] so it defeats the purpose of including it in the packet, [2:34:56] which I think is from what I understood with the original request was. [2:35:00] We used to get it. They used to be and then I realized it stopped coming in that, but there used to be. [2:36:37] So, you know, then, you know, maybe with someone else's law also got that bail and [2:36:42] described it and the person was commenting, you know, with an aware of it or something. [2:36:48] And then I have stopped the house recently that the county has taken a couple of months to update [2:36:53] the records. [2:36:54] So, you know, maybe it doesn't show the new owner yet because he hasn't been updated in their [2:36:58] system. [2:36:59] So, we believe this will look all that up, because that is important information for staff [2:37:03] in the commission to have, and if they were from the public, they could certainly come [2:37:08] through the office and view it, so it's not confidential as in, you know, it can't [2:37:14] be viewed ever. [2:37:16] That, as far as in a publishing format, I think was the, was the concern and that's the [2:37:21] main reason why other government or, like, the county doesn't publish that kind of stuff.
