[5:09] heritage month, 2025.

[5:21] largest on religion in the
[5:21] world.
[5:24] The city of elk grove has a
[5:28] remarkable hindu heritage,
[5:30] culture, traditions and values,
[5:32] have enriched our diverse city.
[5:33] Hindu americans have made
[5:36] significant contributions across
[5:39] all fields including science,
[5:41] education, medicine, law,
[5:42] politics, business, culture,
[5:43] sports and more.
[5:46] And whereas hindu heritage month
[5:48] provides an opportunity to
[5:50] highlight hindu culture and
[5:52] diverse spiritual traditions
[5:53] rooted in india practiced in
[5:55] many parts of the world.
[5:58] Whereas you are an accomplished
[6:01] educator and musician with
[6:02] extensive academic credentials
[6:03] from india and the united states
[6:06] including degrees in education,
[6:08] social work and classical music
[6:10] of india dedicated 20 years to
[6:12] teaching and serving students at
[6:13] elk grove unified school
[6:14] district.
[6:17] Whereas hira has consistently
[6:19] promoted cultural understanding
[6:21] as a cultural ambassador since
[6:24] 1990 by organizing numerous
[6:25] events and offering preeducation
[6:29] programs such as tutoring and
[6:30] yoga classes to enrich the
[6:31] community with the music and
[6:32] culture of india.

[6:36] the city council of the city of
[6:39] elk grove recognizes and honors

[7:25] accept this proclamation for
[7:27] hindu heritage month on behalf
[7:33] of our vibrant and dedicated
[7:34] hindu community.
[7:36] Elk grove has been my home for
[7:37] 25 years, a place where I raise
[7:39] my family, served as educator in
[7:41] the elk grove unified school
[7:42] district and witnessed our city
[7:44] grow into one of the high
[7:45] spirited communities in
[7:45] california.
[7:48] Over the years, through my work
[7:49] in our nonprofit organization, I
[7:52] have seen the incredible power
[7:53] of community, people come
[7:55] together to help, to heal, and
[7:58] to celebrate one another.
[8:02] I have had the privilege to give
[8:04] back laptop and scholarships to
[8:06] homeless high school seniors
[8:07] from the elk grove unified, who
[8:09] are stepping into college.
[8:13] Our organization also strives to
[8:15] bring the world together through
[8:17] the international peace festival
[8:19] as mentioned by MR. Brewer, an
[8:21] event we proudly host each year
[8:24] on the day of nonviolence which
[8:26] happens to be OCTOBER 2.
[8:28] Tonight's proclamation holds
[8:30] profound meaning, it
[8:32] acknowledges a heritage that
[8:34] stretches back thousands of
[8:35] years.
[8:36] One that teaches peace through
[8:39] nonviolence, harmony through
[8:40] understanding, and joy through
[8:42] service.
[8:47] The timeless message which
[8:48] sanskrit phrase meaning the
[8:51] whole world is my family.
[8:52] It is not just a philosophy, it
[8:53] is a way of life.
[8:55] It reminds us that our duty is
[8:59] to care, to give, and uplift one

[9:01] Hindu americans across elk grove
[9:03] contribute each day to the
[9:05] city's success, as teachers,
[9:07] business owners, professionals,
[9:09] volunteers, and public servants.

[9:20] celebrations, but as bridges of
[9:21] friendship and unity that

[12:27] thousand year old tradition, now
[12:29] the filipino community has been
[12:31] here for over several hundred
[12:32] years.
[12:36] It is my honor to honor the
[12:38] filipino american history month
[12:39] for this month of OCTOBER.
[12:40] Time to reflect on the richness
[12:42] of filipino and filipino
[12:45] american history and culture.
[12:46] To provide all americans with
[12:48] the opportunity to learn, honor,
[12:50] and appreciate filipino american
[12:51] identity and their historic and
[12:53] social contributions to the
[12:56] fabric of the united states of
[12:56] america.
[12:58] The earliest documented evidence
[13:00] of filipinos in the continental
[13:02] united states occurred on
[13:07] OCTOBER 18, 1587 where mariners
[13:08] under spanish command referred
[13:16] to as lazonos indios landed in
[13:18] morro bay, california.
[13:20] The filipino american group is
[13:23] second largest in america and
[13:25] 15,000 strong filipino community
[13:27] has a rich history.
[13:30] joyce vitug is a highly
[13:32] accomplished event planner with
[13:34] over 26 years of experience
[13:35] known for her meticulous
[13:36] coordination and creative
[13:38] designs and actively serves her
[13:40] community through organizations
[13:43] like the philippine national day
[13:44] association, fostering
[13:45] connections with heart and
[13:45] purpose.
[13:49] And mario vitug JR. Known as dj
[13:51] mario v. Has been bringing
[13:52] people together through music
[13:54] and service for over four
[13:56] decades, volunteering his talent
[13:58] and sound to countless cultural
[14:00] and civic events.
[14:03] Whereas joyce and mario vitug
[14:05] continue to uplift the elk grove
[14:06] community embodying the spirit
[14:08] of service by consistently
[14:10] creating meaningful events that
[14:11] foster joy, connection, and a
[14:13] strong sense of belonging.

[19:58] in the bay area for five years.

[20:02] and trainer for the san mateo
[20:07] county public safety.

[20:13] was raised in tracy, prior to
[20:15] joining the elk grove police

[20:19] lock P.D. Who we have taken
[20:20] quite a few from.

[20:25] enjoys reading, hiking and
[20:27] swimming.

[20:36] Officer marco gonzalez, marco
[20:38] was born and raised in
[20:40] sacramento, completed bachelors
[20:41] degree n. At cal state
[20:42] sacramento, prior to joining us
[20:45] he worked for stockton P.D. For
[20:46] 7 years.

[20:58] Tyler horton, tyler was born and
[21:01] raised in modesto, worked for
[21:03] modesto P.D. For four years, he
[21:05] enjoys cooking, barbecuing and
[21:11] playing golf.

[21:16] Officer kyle wong, SEPTEMBER 8,
[21:17] he started with us.
[21:19] Kyle was born in monterey and
[21:20] raised in stockton, 4 years in
[21:22] the united states marine corps
[21:23] and graduated from arizona state

[21:34] the elk grove police department
[21:36] kyle worked for stockton P.D.

[21:57] 7, 2010, prior to his promotion

[22:18] department on FEBRUARY 6, 200.

[22:31] probation ever since 2006.

[22:45] promoted on AUGUST 24 as well,
[22:47] but ashley in the last couple of
[22:49] years has stepped up as leader
[22:52] within our dispatch center we
[22:55] had to talk her into trying to

[22:56] She's been dispatcher of the
[22:58] year, leader in the dispatch
[22:59] center and it has grown so much
[23:01] in the last couple of years.
[23:03] Her leadership got to us where
[23:04] we are with the management team
[23:05] and she stepped up.

[24:17] grove.
[24:18] Angie is responsible for complex
[24:19] lead programs and workers
[24:21] compensation, provides guidance
[24:22] and care to our employees and
[24:24] their family when is they need
[24:25] it the most.
[24:28] This advancement is a well
[24:28] deserved recognition of
[24:30] dedication and the positive
[24:31] impact she continues to make on
[24:33] our agency.

[25:10] reliability and excellent

[25:39] And he has worked in I.T.
[25:41] Support for the past 15 years.
[25:44] He's held roles as I.T. Regional
[25:45] support specialist and managed
[25:47] service provider in fremont and
[25:50] service specialist at nonprofit
[25:51] in downtown sacramento.
[25:52] Over time he has developed a
[25:54] strong passion for solving
[25:57] technical problems and helping
[25:57] others.
[25:58] He values treating every
[26:01] customer and colleague with
[26:03] respect believing that
[26:04] professionalism begins with how
[26:06] we treat one another.
[26:07] Outside of work he enjoys
[26:09] spending quality time with his
[26:10] wife and daughter and together
[26:13] they love going on park picnics
[26:14] and taking short road trips

[26:50] Most recently he served at
[26:52] noaa's pacific islands fisheries
[26:55] science center in oahu.
[26:59] He's a retired U.S. Army signals
[27:01] intelligence analyst, and
[27:03] completed 24 years of service
[27:05] before retiring in 2009.
[27:07] He and his wife are celebrating
[27:09] their 39th wedding anniversary
[27:13] this year, congratulations.

[28:13] and bachelor's degree in civil

[28:18] outdoors, fitness, and associate
[28:21] engineer in our cip group.

[28:31] traffic signal technician 1 in
[28:33] the street light and traffic
[28:34] signal group.
[28:35] Trevor joined the city of elk
[28:37] grove in AUGUST as traffic
[28:39] signal technician, brings
[28:41] extensive experience, electrical
[28:42] construction and public
[28:42] infrastructure.
[28:44] Trevor is dedicated to ensuring
[28:46] safe, efficient, and reliable
[28:48] signal operations throughout the
[28:49] city and enjoys climbing,
[28:51] running and spending too imwith
[28:54] his two kids and we folks offed
[28:56] together, he's pretty good.
[28:59] We golfed together.
[29:01] Next is raymond kong, raymond is
[29:03] a senior civil engineer in
[29:05] drainage engineering.
[29:06] 15 years of engineering
[29:07] experience and comes from
[29:08] sacramento recently where he
[29:10] spent 7 years working on asset
[29:12] management planning design and
[29:13] construction of drainage
[29:13] infrastructure.
[29:15] Timely for tonight's
[29:16] presentation on flood
[29:17] protection.
[29:19] Alumni of uc berkeley and
[29:21] resident of elk grove and enjoys
[29:23] woodworking and playing with his
[29:24] two sons.

[37:43] always felt such pride about our
[37:43] diversity.

[37:55] be out there in support of all

[38:02] have been living here for years

[40:07] for providing a link to the city
[40:09] statement from FEBRUARY that
[40:12] highlights the values of
[40:13] diversity and compassion and
[40:15] adherence to state laws.
[40:17] While the statement makes clear
[40:19] that elk grove P.D. Will follow
[40:21] the law and not collaborate with
[40:24] I.C.E., it doesn't specify how
[40:26] elk grove P.D. Will respond when
[40:28] I.C.E. Or people impersonating
[40:29] I.C.E. Break the law in our
[40:30] community as we have seen them
[40:32] do repeatedly around the
[40:33] country.
[40:34] For example, since the last time
[40:36] I spoke to the council the
[40:37] following incidents every been
[40:39] documented around the country.
[40:40] A minister was shot in the head
[40:42] with pepper balls peacefully
[40:43] protesting and praying.
[40:46] A military style raid of an
[40:47] apartment complex including
[40:49] helicopters ransacking of homes
[40:50] and zip tying of children.
[40:52] A woman was violently pulled
[40:54] from her car and arrested
[40:56] picking up her children from
[40:56] school.
[40:57] Just today we learned that
[40:59] federal agents violently
[41:01] dragged, picked up then dropped
[41:03] a blind man on his head who was
[41:05] peacefully sitting outside of an
[41:06] I.C.E. Detention center.
[41:08] We know that I.C.E. Is detaining
[41:13] pregnant women, breaking a
[41:16] bidenera policy that said no
[41:18] pregnant woman would be held n.
[41:21] Pro publiclyca has looked at the
[41:24] number of people held by I.C.E.,
[41:25] nearly 20 children.
[41:27] There are documented cases of
[41:29] people impersonating I.C.E.
[41:31] Officers for the purpose of rape
[41:33] and assault
[41:37] a man forced a 51 yoefld
[41:39] brooklyn woman into a stairwell,
[41:40] punched her, attempted to see
[41:41] rape and robbed her.
[41:43] In south carolina a man was
[41:44] charged with kidnapping and
[41:44] impersonate
[41:48] ing an I.C.E. Agent
[41:48] detaining a group of men.
[41:51] If someone is trying to arrest
[41:52] me and won't show their face,
[41:54] provide a badge and I.D., will
[41:57] not provide a judicial warrant
[42:00] and is just wearing an I.C.E.
[42:01] Vest, how am I supposed to know
[42:03] the difference between a
[42:04] criminal attempting to human
[42:05] traffic or rape me and a
[42:08] legitimate law enforcement
[42:08] officer?
[42:10] These examples demonstrate to me
[42:12] that I.C.E. Continues to
[42:14] escalate its violence and often
[42:15] illegal tactics and no community
[42:16] member is safe.
[42:18] And today we learned as reported
[42:19] by the san francisco chronicle,
[42:23] at least 100 I.C.E. And cvp
[42:24] agents will arrive in the bay
[42:26] area starting tomorrow and raids
[42:29] are expected for the foreseeable
[42:31] future with cities within 40
[42:32] miles outside the bay.
[42:34] I urge the city to protect the
[42:36] people in our city at all costs.
[42:39] I implore you to take proactive
[42:40] and immediate actions to more
[42:43] clearly define and make known to
[42:44] residents how you expect the
[42:46] city police officers to handle
[42:49] I.C.E. And border patrol agents
[42:50] who are acting with excessive
[42:51] force and outside of the law.

[43:44] especially enjoy is the ethnic
[43:47] and racial makeup of the city.
[43:49] It is great to have that.
[43:51] But what the last two speakers
[43:52] were talking about is what I
[43:53] wanted to talk about.
[43:57] We talk about public safety,
[44:00] where we need to count our law
[44:02] enforcement people to support us
[44:05] and protect us.
[44:10] When I was 20 years old, I was
[44:10] arrest
[44:12] arrested for, turned out they
[44:14] wouldn't tell me what it was
[44:15] initially, turned out to be a
[44:16] murder.
[44:19] I was locked in a cell for three
[44:19] days.
[44:21] Other than the first hour I was
[44:23] in there by myself where I
[44:27] couldn't see any other
[44:27] prisoners.
[44:30] At the time I was in the process
[44:32] of becoming a policeman n that
[44:34] day it wasleapsman and
[44:36] policewoman not police officer.
[44:38] I changed my mind later.
[44:42] It left an indelible mark on my
[44:47] spirit to this very day, I
[44:53] suffer fear and tension just to
[44:57] see a policeman anywhere around
[44:57] me.
[44:59] I will be 83 in less than 2
[44:59] weeks.
[45:02] That was when I was 20.
[45:04] Can you imagine what it is like
[45:07] for a 10 or 12 or 15-year-old
[45:10] kid to watch his parents get
[45:11] locked up, and maybe never seen
[45:12] again.
[45:14] for himself, he or she
[45:18] themselves to get locked up for
[45:22] 2 or 3 days, 2 or 3 weeks, 2 or
[45:23] 3 months, who knows.
[45:28] That is going to create a public
[45:31] safety issue in the future
[45:32] because there is a big
[45:35] difference between fear and
[45:36] respect.
[45:38] And it is hard if you are afraid
[45:40] of lawyer enforcement to always
[45:41] respect them.
[45:44] That's going to come back to
[45:47] bite us.
[45:49] I want, I hope that elk grove
[45:54] police will protect us from
[45:57] these government sanctioned
[45:57] kidnappings.
[45:59] Which is exactly what it is.

[46:04] why other local law enforcement
[46:06] agencies, police and sheriff's
[46:08] department, haven't arrested any

[47:26] fear does not only affect
[47:27] immigrants.
[47:29] Local police officers are not
[47:30] immigration agents.
[47:32] They are community officers.
[47:35] Here to protect all citizens and
[47:35] residents.
[47:38] If local law enforcement assists
[47:39] I.C.E., they turn away from
[47:41] their role as protectors and
[47:43] become enforcers of the system
[47:46] that often ignores due process
[47:47] in the rule of law.
[47:49] The shame of collaborating with
[47:52] an unjust system is not new in
[47:53] elk grove's history.
[47:57] During world war ii, the
[47:58] japanese-american community was
[48:00] forcibly removed from their
[48:02] homes and sent to internment
[48:03] camps the.
[48:04] Simply because of their
[48:05] ethnicity.
[48:07] They were treated as enemies,
[48:09] their lives torn apart by
[48:11] government actions based on fear
[48:13] and prejudice.
[48:16] The parallels are undeniable.
[48:18] This kind of treatment has no
[48:19] place in elk grove.
[48:22] Our city is safer when law
[48:24] enforcement focuses on real
[48:25] threats to public safety.
[48:27] I ask elk grove police
[48:29] department to protect all of us,
[48:32] to not break up families, nor
[48:32] create fear.

[48:36] families who deserve to feel

[59:03] required under the tax equity
[59:06] and fiscal respond act, tefra,
[59:08] requiring a public hearing be
[59:11] held where the project is
[59:13] located when tax and bonds are
[59:15] proposed of the project under
[59:16] consideration is the poppy grove
[59:19] affordable housing development,
[59:21] which was completed in 2025
[59:21] earlier this year.
[59:24] The development structured as 3
[59:26] distinct phases, each
[59:27] individually owned and operated
[59:29] as standalone projects.
[59:35] Project 1, 147 units on
[59:36] bruceville road.
[59:40] Project 2 contains 82 units, on
[59:42] bruceville road, owned and
[59:44] operated by poppy grove ii.
[59:48] and project 3, 157 units,
[59:50] bruceville road, owned and
[59:54] operated by poppy grove iii.
[1:00:03] They pro 434 operate oceans.
[1:00:07] In 2022 council held tefra
[1:00:09] hearings can with the original
[1:00:10] bond issuance.
[1:00:11] But at this time the project
[1:00:13] sponsor seeks to make
[1:00:14] modifications to the original
[1:00:15] bond terms specifically to delay
[1:00:17] the date in which the bonds
[1:00:19] convert from construction
[1:00:20] financing to permanent
[1:00:20] financing.
[1:00:22] Because this technicality
[1:00:23] occurred outside of the initial
[1:00:25] 3 year period new tefra hearing
[1:00:28] and council approvls are
[1:00:28] required.
[1:00:29] Just to be clear there's no new
[1:00:32] debt to be incurred as part of
[1:00:33] this reissuance and no other
[1:00:35] changes to the project or the
[1:00:37] ownership entities.
[1:00:39] Accordingly the owners have
[1:00:41] asked that the california
[1:00:43] municipal finance authority or
[1:00:45] cmfa serve as the conduiterer
[1:00:47] with of the bonds.
[1:00:48] They will reissue the following
[1:00:48] amounts.
[1:00:50] Bonds in principal amount not to
[1:00:52] exceed 60 million to finance
[1:00:55] project 1, bond principal amount
[1:00:57] not to exceed 40 million for
[1:00:59] project 2, and bonds in
[1:01:00] principle tall amount not to
[1:01:04] exceed 70 million to finance 3.
[1:01:06] Total principle amount of bonds
[1:01:09] to be reissued will not exceed
[1:01:10] $170 million.
[1:01:12] The debt to be reissued is the
[1:01:12] responsibility of the owners
[1:01:14] paid from revenues pledged by
[1:01:15] the projects.
[1:01:18] The city gaers no liability or
[1:01:20] responsibility to repay.
[1:01:21] Bond offering documents will
[1:01:22] have clear disclaimers noting
[1:01:25] this is nottage obligation of
[1:01:26] the city and portability
[1:01:28] restrictions remain in effect
[1:01:30] restricting 100% of the units as
[1:01:31] affordable with the exception of
[1:01:33] 3 manager units.
[1:01:34] Staff's recommendation is that
[1:01:36] the city council adopt the
[1:01:37] resolution approving the
[1:01:39] reissuance of bonds for the ben
[1:01:40] fifth projects.

[1:03:07] through foreclosure.
[1:03:10] Currently the project is mostly
[1:03:12] leased and so if there were a
[1:03:14] foreclosure we risk the project
[1:03:16] converting to a market rate
[1:03:18] project which would displace.
[1:03:19] Current tenants.

[1:03:29] that, it was frustrating when
[1:03:30] this originally came forward and
[1:03:32] the amount of changes that

[1:03:45] responsibility of the owner, the
[1:03:49] business owner.
[1:03:51] To have the designs changed to
[1:03:55] take away balconies and patios.

[1:05:30] adoption of the 2025 california
[1:05:34] code.
[1:05:35] California approved the new
[1:05:37] edition of the building
[1:05:40] standards code to go into effect
[1:05:43] JANUARY, 2026.
[1:05:45] The build little codes consist
[1:05:48] of 10 from the california code
[1:05:52] regulations, and these are the
[1:05:54] municipal code sections that you
[1:05:55] propose to modify to reference
[1:06:00] the new codes to be enforced.
[1:06:01] This represents the time line
[1:06:06] for the code adoption process.
[1:06:08] Includes the building standards
[1:06:09] condition, first and second
[1:06:12] reading and effective code date.
[1:06:13] Adopting the codes helps protect
[1:06:15] life and property, supports
[1:06:17] innovation and design and aids
[1:06:18] building staff in applying
[1:06:21] consistent update standards.
[1:06:23] Its gives our local economy
[1:06:24] certainty so architects,
[1:06:25] engineers and contractors know
[1:06:31] the rules they must follow.
[1:06:33] There are new code items worth
[1:06:33] noting.
[1:06:35] The first is electric vehicle
[1:06:38] charging, the codes, paneled the
[1:06:39] mandatory requirements for E.V.
[1:06:41] Charging infrastructure and new
[1:06:42] residential construction
[1:06:44] including multi-family dwellings
[1:06:47] and hotels.
[1:06:49] The second item is electric
[1:06:49] ready buildings.
[1:06:51] To promote the shift away from
[1:06:54] fossil fuels, the code
[1:06:55] encourages electric ready
[1:06:55] buildings.
[1:06:57] And this means new construction
[1:06:59] must have the necessary
[1:07:01] electrical capacity to
[1:07:02] accommodate current and future
[1:07:04] installations of electrical
[1:07:06] appliances for heating, cooking,
[1:07:08] as well as water heating.
[1:07:11] Last is bicycle parking for
[1:07:12] nonresidential construction.
[1:07:14] This is increase from the short
[1:07:16] term bike parking percentage
[1:07:19] based on 20% of visitor, and
[1:07:22] long lasting -- long-term bike
[1:07:26] parking increase to 10%.
[1:07:27] Additionally there are a couple
[1:07:29] of new fire code items that have
[1:07:30] been identified.
[1:07:33] The fire code will allow for
[1:07:34] partially sprinklered buildings
[1:07:36] for energy storage as well as
[1:07:38] distilled spirits and wine
[1:07:38] facilities.
[1:07:39] There's also a new chapter that
[1:07:41] has been added to the fire code
[1:07:43] for temporary cooking and
[1:07:45] heating as well as regulations
[1:07:49] for rooftop storage and
[1:07:49] hazardous material.
[1:07:51] Finally emphasize that the
[1:07:52] adoption of this code is forward
[1:07:54] looking, while we commit to a
[1:07:56] line with 2025 codes, this
[1:07:58] action does not preclude us from
[1:08:00] future adjustments, refinements
[1:08:03] or targeted amendments as new
[1:08:04] technologies and industry
[1:08:05] practices evolve.
[1:08:06] I respectfully recommend that
[1:08:08] the council approve the
[1:08:10] ordinance adopting the 2025
[1:08:11] california building standards
[1:08:14] codes with the proposed local
[1:08:15] amendments, assuring that our
[1:08:17] community continues to build
[1:08:20] safety and resiliently into the
[1:08:20] future.

[1:09:09] Question 2, why do other
[1:09:11] districts and the state feel
[1:09:13] comfortable with temporary water
[1:09:14] supplies.
[1:09:15] Number three, in circumstances
[1:09:17] where structures under
[1:09:19] construction caught fire, and
[1:09:21] were not saved while a temporary
[1:09:24] water source was onsite, do we
[1:09:26] kow the water supply was the
[1:09:28] issue or were there other
[1:09:30] factors that played a role in
[1:09:32] the inability to save the
[1:09:32] structure.
[1:09:34] I know there is a lot going on.
[1:09:36] I'll repeat any of them if you
[1:09:36] want.
[1:09:38] Fourth question, is it likely
[1:09:41] that builders would be resistant
[1:09:43] to ensuring that an adequate
[1:09:45] temporary water supply is
[1:09:47] present in order to save the
[1:09:48] structure they have dedicated
[1:09:52] time and resources to
[1:09:52] constructing.
[1:09:54] Final question, under the
[1:09:58] exemption language, how is that
[1:09:59] administered and how can
[1:10:01] builders trust there will be
[1:10:03] consistency and equitable use of
[1:10:06] exemptions under what
[1:10:07] circumstances woe an exemption
[1:10:09] not be granted.

[1:11:42] the structure.

[1:11:47] We don't know in this area
[1:11:49] because all four of the major
[1:11:52] fire agencies have had the same
[1:11:56] requirement since at least 2004.
[1:11:58] I wouldn't be able to speak to
[1:12:00] the theoretical of why.
[1:12:01] Butted can I tell you we have
[1:12:05] had the same issues, we have had
[1:12:07] construction sites burn in this
[1:12:09] county and in nearby.
[1:12:11] Every single one of them has had
[1:12:13] a berm in any event water supply
[1:12:15] available or alternative means
[1:12:18] and methods established that
[1:12:19] allowed the builder to move
[1:12:22] forward without that permanent
[1:12:24] water supply in place yet.
[1:12:25] Apologize for not being able to
[1:12:26] answer that one.

[1:12:31] Is it likely builders would be
[1:12:34] resistant to ensuring that an
[1:12:35] adequate temporary water supply

[1:12:47] vry receptive to save their
[1:12:49] investment with cater supply.

[1:12:52] construction fires.
[1:12:55] It takes many months for them to
[1:12:55] demolish, including the
[1:12:57] foundation based on the heat and
[1:12:59] rebuild their projects, it can
[1:13:00] cost tens of thousands of
[1:13:01] dollars and we don't want that.
[1:13:04] I think they would be open to
[1:13:04] that.
[1:13:06] >> and my, let's see, under the
[1:13:09] exemption language, how is that
[1:13:10] administered and how can
[1:13:12] builders trust that there will
[1:13:15] be consistency and equitable use
[1:13:17] of the exemptions.
[1:13:18] Then under what circumstances
[1:13:21] would an exemption not be
[1:13:21] granted?
[1:13:25] >> so the exemption that is
[1:13:27] currently there place now
[1:13:30] requires the permanent water

[1:13:36] exceptions for rural
[1:13:36] communities.
[1:13:38] We are adding implicitly model
[1:13:41] home complexes to give the
[1:13:43] ability for model home complexes
[1:13:44] to build.
[1:13:49] How it can be ensure that it
[1:13:52] would be used equitably, that is
[1:13:52] our practice here.
[1:13:56] The building official and his
[1:13:58] officials and building, C.J., we
[1:13:59] do it often.
[1:14:03] The area south of fire station
[1:14:07] 77, kailee, that developed with
[1:14:09] temporary water supply as an
[1:14:10] established plan.
[1:14:12] Approved by the fire department,
[1:14:14] not by right, per code, but
[1:14:15] approved by the fire department
[1:14:17] and building department.
[1:14:19] And we created a phased approach
[1:14:20] and we do this often.
[1:14:22] It is something that we deal
[1:14:22] with all the time.
[1:14:26] Then can you repeat the last
[1:14:26] portion.
[1:14:26] Question.

[1:14:29] circumstances would an exemption
[1:14:31] not be granted.
[1:14:33] Yes, it would be almost
[1:14:35] implicitly when there's an
[1:14:38] exposure, where we feel that the

[1:14:44] talked about, a four-story
[1:14:45] apartment complex built near a
[1:14:47] property line we wouldn't want
[1:14:49] that to happen because of the
[1:14:50] exposure for neighbors.
[1:14:52] That project had an exemption
[1:14:54] where they were able to build at
[1:14:55] the north ends of the property
[1:14:56] because there were no exposures.
[1:14:58] As you move to the south on that
[1:14:59] part of the property you get
[1:15:01] near neighborhoods.
[1:15:06] We phase it.
[1:15:08] We have routinely and
[1:15:09] consistently looked for issues
[1:15:10] and we will continue to do that.

[1:16:28] I'm aware of that has agreed to

[1:16:35] marshals of folsom and city of
[1:16:36] sacramento here in the last 24
[1:16:38] hours and they had not heard of
[1:16:39] it.
[1:16:41] It's still relatively new.
[1:16:44] >> is there some deadline or
[1:16:46] driving force that this needs to
[1:16:48] be a sense of urgency that this
[1:16:51] needs to be adopted today?

[1:24:27] challenges we face in this

[1:24:54] We have been working with them
[1:24:56] on it, it just wasn't clarified.

[1:25:01] I as the fire marshal recommend
[1:25:03] that we do not do this for
[1:25:06] multi-family, that is my
[1:25:06] concern.
[1:25:08] As COUNCILMAN Suen indicated,
[1:25:10] single family homes, I think
[1:25:11] there's room to work there.
[1:25:13] Reversion to the state code
[1:25:16] would give it for all projects.
[1:25:19] Buildings like kubota and large
[1:25:19] hotels.
[1:25:21] >> if I can jump in for a
[1:25:23] minute, we are seeing more
[1:25:24] single family product with
[1:25:26] denser neighborhoods where the
[1:25:28] separations get smaller
[1:25:28] certainly.
[1:25:31] I've been involved with projects
[1:25:32] that have had fire issues happen
[1:25:34] during construction.
[1:25:36] We have minimal if no setbacks.
[1:25:38] Those cases when you don't have
[1:25:40] the onsite water it does create
[1:25:41] a challenge for the fire
[1:25:42] department to deal with those.
[1:25:44] As the chief mentioned there are
[1:25:47] alternative means and methods to
[1:25:47] propose alternatives.
[1:25:49] Can I speak to chief and his
[1:25:51] team's ability to work with both
[1:25:52] the city and applicants to
[1:25:54] resolve those on a case-by-case
[1:25:57] basis to try to achieve the
[1:25:57] schedules.
[1:26:00] Having a blanket that refers
[1:26:02] back to the state code
[1:26:03] exclusively without the ability
[1:26:05] to look at local context to
[1:26:07] raise the standard back up, is
[1:26:09] going to think be a rob limb for
[1:26:10] us as a community overall.
[1:26:12] Saying our standard is here but
[1:26:14] we're willing to consider
[1:26:16] exceptions or deviations based
[1:26:17] on the immediate context or
[1:26:18] maybe construction methodology
[1:26:19] or other factors.
[1:26:21] The language is still there in
[1:26:23] what we're proposing and
[1:26:24] historically done to come down
[1:26:26] from what is the base standard.
[1:26:28] But we always have that to fall
[1:26:30] back on, let's make sure that
[1:26:31] you have water availability to
[1:26:34] fight this issue should it
[1:26:34] arise.
[1:26:37] I think the way the code is
[1:26:37] presented and the way we have
[1:26:39] had it for several decades to
[1:26:41] the chief's point has been in
[1:26:42] the best interests of the
[1:26:44] community and something staff is
[1:26:45] recommending we continue now.
[1:26:48] We can explore this and more
[1:26:51] both with csd staff and with the
[1:26:52] bia and there are others, other
[1:26:54] folks interested across the
[1:26:55] development community.
[1:26:56] If there's likelihood or need to
[1:26:57] bring something back we can do
[1:27:01] it at a later date, to john's
[1:27:01] point.
[1:27:07] >> MR. Jordan, because I
[1:27:08] definitely appreciate everything
[1:27:11] that you and your team does at
[1:27:16] csd, fire chief ray, believe me.
[1:27:18] One thing I was looking at, in
[1:27:20] this whole dynamic, we see that
[1:27:22] the southeast policy area is
[1:27:23] still growing.
[1:27:26] The new homes coming in, the
[1:27:28] density of the infill.
[1:27:30] We see some that are into mall
[1:27:32] sized, single family homes.
[1:27:35] Then you see some that are
[1:27:36] closer.
[1:27:37] That's where in terms of
[1:27:39] projects, making sure the
[1:27:41] projects meet the right
[1:27:43] timelines but also meet the
[1:27:43] right specifications.
[1:27:46] And that's where we look at the
[1:27:49] whole aspect of the water supply
[1:27:50] whether it be temporary or
[1:27:50] permanent.
[1:27:53] That's where I was trying to
[1:27:56] figure out what the pros and
[1:27:58] cons are on that.
[1:27:59] T help gain better
[1:28:02] understanding of having a policy
[1:28:07] that can be effective for this
[1:28:09] window.
[1:28:11] As we go through the process,
[1:28:14] through the second reading and
[1:28:17] third reading after tonight is
[1:28:21] where can we find common ground
[1:28:24] from all those stakeholders to
[1:28:26] help craft something that will
[1:28:29] benefit elk grove but also be
[1:28:31] something that is going to meet
[1:28:33] the standards so to speak.
[1:28:35] Yeah, to be fair to our friends
[1:28:37] in the development industry, the
[1:28:39] state code has provisions, if
[1:28:40] you're a certain distance from
[1:28:41] the property line you are
[1:28:42] required to do full fire flow.
[1:28:46] You wouldn't get an exception.
[1:28:48] Again to the city attorney's
[1:28:49] point, don't want to craft
[1:28:50] policy on the fly.
[1:28:53] A policy about temporary water
[1:28:55] supply would be where I will be
[1:28:57] recommending to the board that I
[1:28:58] work for.
[1:29:00] The so that's, and we coordinate
[1:29:02] on policy between the district
[1:29:06] and the development, C.J.'s
[1:29:07] group often.
[1:29:07] That's the desire.
[1:29:10] But we're in a very -- have not
[1:29:12] had this happen, this is my
[1:29:15] fifth code adoption or sixth,
[1:29:17] only three more left.

[1:30:09] consistency.
[1:30:12] Or we look at something that can
[1:30:15] allow us to fulfill the water
[1:30:17] needs for now.
[1:30:21] And as things become more staid
[1:30:24] we can figure on it how to move
[1:30:26] forward from there and whether
[1:30:29] we want to go back to those
[1:30:30] higher standards.
[1:30:33] Or stay the course based on what
[1:30:37] we have learned from this.

[1:33:45] That is the evaluation we make
[1:33:47] when we make these temporary
[1:33:48] water
[1:33:50] wateral easterntive means and
[1:33:53] method -- alternative means and
[1:33:54] requests.
[1:33:57] That is the way we do business
[1:33:58] now, based on the individual
[1:33:58] situation.
[1:34:00] Because we have to evaluate what
[1:34:02] is around, is it a single family
[1:34:04] home, a row of them, is it 10 of
[1:34:06] them, is it apartment complex,
[1:34:08] is it a large warehouse.

[1:39:38] flood event, outline the city's
[1:39:40] plans to prepare for, respond to
[1:39:42] and recover from a flood event
[1:39:45] and provide resources to stay
[1:39:46] connected and informed.
[1:39:47] For the roles and
[1:39:48] responsibilities I know that
[1:39:49] many of you are probably
[1:39:51] familiar with this, just as a
[1:39:52] quick review, for the emergency
[1:39:55] management coordinator side of
[1:39:56] things, common thread, theme you
[1:39:57] will hear throughout the
[1:40:00] presentation and on many slides,
[1:40:01] communication and coordination.
[1:40:03] That is something that is
[1:40:04] pivotal.
[1:40:06] When dealing with emergency
[1:40:06] disasters including flood event.
[1:40:09] We would activate and coordinate
[1:40:11] citywide and regionl response
[1:40:14] plans, incident command system,
[1:40:17] we manage evacuation efforts,
[1:40:19] and coordinate recovery efforts.
[1:40:21] For the public works department,
[1:40:22] we provide insight for local
[1:40:24] flood projections, operations
[1:40:26] maintenance division team
[1:40:30] monitor storm events, activate
[1:40:31] relations, and we also inspect
[1:40:33] and maintain our infrastructure
[1:40:36] for drainage, and the drainage
[1:40:37] system that we have clearing
[1:40:40] debris, dredging chance and
[1:40:40] creeks.
[1:40:42] Also, we have six pump stations
[1:40:44] throughout the city that are on
[1:40:47] the team, they inspect, test,
[1:40:50] and maintain on a monthly and
[1:40:52] quarterly basis.
[1:40:54] >> for flood preparedness, big
[1:40:56] component is public outreach.
[1:40:58] Throughout the year as we have
[1:41:00] our original safety days as part
[1:41:02] of that conversation, not just
[1:41:04] specific to flood preparedness
[1:41:06] but disaster preparedness,
[1:41:07] registering your phone number
[1:41:10] with sac alert to ensure you are
[1:41:13] receiving pledge updates.
[1:41:15] Including your address so you
[1:41:16] can receive alerts specific to
[1:41:17] your area.
[1:41:18] We need to test the alert
[1:41:20] warning system, sacramento
[1:41:21] county went through this
[1:41:22] exercise last week when they did
[1:41:24] the great california shakeout,
[1:41:26] and that was a testing exercise.
[1:41:27] We need to understand local
[1:41:30] risk, flood history and
[1:41:31] associated response plans and
[1:41:33] exercise the response plans to
[1:41:36] identify any gaps or updates
[1:41:36] needed.
[1:41:39] >> we also have 688 storm pipe
[1:41:40] outfalls that are cleaned every
[1:41:43] year, we have 64 miles of
[1:41:46] roadside ditches, 2.5 million
[1:41:48] storm pipe, 8,000 manholes, that
[1:41:51] are on a 10-year cycle.
[1:41:53] Every year we inspect and
[1:41:55] maintain 10% of those.
[1:41:57] So within 10 years everything is
[1:41:58] inspected and cleaned.
[1:42:00] >> initially we have creeks and
[1:42:03] chance dredged on as-needed
[1:42:04] basis.
[1:42:05] Basis.
[1:42:06] so what is flooding, this MAY
[1:42:08] seem like a silly question,
[1:42:09] however there are different
[1:42:11] types of flooding events.
[1:42:12] It is important to reference
[1:42:13] this whenever we consider
[1:42:16] flooding that takes place across
[1:42:17] the nation in different
[1:42:18] circumstances that we see from
[1:42:20] across the nation and how that
[1:42:21] MAY not be the same story here
[1:42:23] in elk grove based on
[1:42:24] topography.
[1:42:25] It is worth highlighting.
[1:42:27] Sacramento the most common types
[1:42:29] of flooding are river flooding,
[1:42:31] localized flooding and flash
[1:42:31] flooding.
[1:42:33] For an educational piece the
[1:42:35] types of alert and warning,
[1:42:38] advisory, that is be aware,
[1:42:40] means hazardous weather event is
[1:42:42] occurring, imminent or likely
[1:42:43] through the national weather
[1:42:43] service.
[1:42:46] A watch, be prepared, means
[1:42:48] hazardous weather event has
[1:42:50] increased orring aisn'tly
[1:42:51] occurrence is uncertain.
[1:42:53] And then warning, you should
[1:42:53] take action.
[1:42:55] The conditions pose a threat to
[1:42:58] life and property and those in
[1:42:59] the path of the storm should
[1:43:00] take immediate action.
[1:43:03] Here is just a fun visual, this
[1:43:06] is national weather service's
[1:43:06] graphic.
[1:43:08] But it really highlights the
[1:43:10] importance -- the difference
[1:43:11] between watch and warning.
[1:43:13] It is a great graphic, when you
[1:43:15] have a watch you have the
[1:43:15] ingredients necessary for a
[1:43:18] significant weather event.
[1:43:19] However whenever those
[1:43:20] ingredients come together you
[1:43:23] are in a full blown warning and
[1:43:24] you need to take action.
[1:43:26] Flood notifications, highlighted
[1:43:27] as potential notification
[1:43:29] sources, we mainly receive
[1:43:30] notifications and advisory
[1:43:31] warnings through the national
[1:43:32] weather service.
[1:43:33] You can receive notifications
[1:43:35] from california office of
[1:43:36] emergency services are inform a
[1:43:39] very large scale event.
[1:43:40] Sacramento county office of
[1:43:41] emergency services and city of
[1:43:43] elk grove are the ones that
[1:43:46] issue for our local area.
[1:43:48] >> I want to quickly highlight
[1:43:49] the drainage system and 13
[1:43:51] different watersheds we have
[1:43:54] within our city boundaries and
[1:43:55] planning areas.
[1:43:59] Basically, the storm, the water,
[1:44:01] stormwater in elk grove they
[1:44:02] drain from east to west.
[1:44:05] Eventually end up in the delta
[1:44:07] region.
[1:44:08] Laguna creek water showed is the
[1:44:10] biggest watershed and expands
[1:44:13] through rancho cordova, includes
[1:44:14] portions of the unincorporated
[1:44:17] areas of the county.
[1:44:20] This watershed also includes our
[1:44:21] rural area this you have
[1:44:22] roadside ditches and private
[1:44:24] ditches within parcels, people
[1:44:26] in backyards and side yards that
[1:44:27] eventually make their way into
[1:44:29] the laguna creek.
[1:44:31] But the rest of the city has
[1:44:34] design storm system with curb
[1:44:36] gutter inlet, stormdrain pipes
[1:44:38] and manholes.
[1:44:43] Elk grove creek is the elk grove
[1:44:44] creek watershed is central,
[1:44:46] grant line and drains into
[1:44:48] laguna creek.
[1:44:49] Strawberry creek water showed
[1:44:52] the north side of town, small
[1:44:54] pump station for one pump
[1:44:56] station but mostly partial area
[1:44:59] of the city drains into the
[1:45:01] strawberry creek.
[1:45:04] Laguna west channel, has
[1:45:06] basically flows into the beach
[1:45:08] lake and gravity flow.
[1:45:10] The next three watersheds,
[1:45:12] laguna lake side, laguna stone
[1:45:16] lake they all depend on a pump
[1:45:16] station system.
[1:45:17] They have their own independent
[1:45:19] pump stations protected by 100
[1:45:21] year levee on the west side.
[1:45:23] Basically whenever there's storm
[1:45:25] wait a minuter they get drained
[1:45:27] via pumps into the storm lake
[1:45:28] area.
[1:45:30] Sheds a, earhart channel, shed b
[1:45:32] franklin creek as well as shed
[1:45:35] c, they're also gravity flow,
[1:45:37] they go into the storm lakes as
[1:45:38] well.
[1:45:40] We have shed d, which is in our
[1:45:42] study area right now, studying
[1:45:44] this as part of the stormdrain
[1:45:47] master plan update project.
[1:45:50] This also drains into the form
[1:45:50] lake.
[1:45:52] We have small watershed on the
[1:45:53] south side, south of the town
[1:45:55] grant line channel, it's
[1:45:57] actually drained via pump
[1:45:58] station next to the golf course
[1:46:00] and goes into deer creek.
[1:46:02] Finally we have the deer creek
[1:46:04] watershed, this one basically
[1:46:06] everything is south or east of
[1:46:09] grant line road that goes into
[1:46:10] deer creek.
[1:46:12] With that, I'd like to talk
[1:46:13] about some of the flood risks
[1:46:15] that we have here in the city of
[1:46:16] elk grove.
[1:46:18] First the 100 year floodplain
[1:46:19] map.
[1:46:22] 100 year flood is a flood that
[1:46:25] has 1
[1:46:26] 1% chance.
[1:46:29] It's not a flood that occurs
[1:46:30] every 100 years.
[1:46:33] >> say that one more time.
[1:46:34] 100 year flood is a flood event
[1:46:36] that has a 1% chance of
[1:46:39] exceedance in any given year.
[1:46:42] not a flood event that happens
[1:46:43] every 100 years.
[1:46:47] This map is managed by fema.
[1:46:51] The flood emergency -- sr.Ry, I
[1:46:55] blanked out on fema.
[1:46:58] Federal emergency management
[1:46:59] agency.
[1:47:02] Basically parcels in the blue
[1:47:04] are required to have flood
[1:47:05] insurance through the national
[1:47:06] flood insurance program.
[1:47:07] Mostly within our city, we don't
[1:47:09] have a lot of parcels, we have
[1:47:12] less than 1,000 actual insurance
[1:47:13] holders in the city.
[1:47:15] The blue you see are mostly
[1:47:19] outside of the city boundaries.
[1:47:22] Next is the 200 year floodplain
[1:47:24] map, this is a floodplain map
[1:47:25] that actually we're in the
[1:47:27] process of updating.
[1:47:29] Something we're required by sb5
[1:47:30] that was passed for the urban
[1:47:32] level of flood protection.
[1:47:33] This map considers levee
[1:47:35] failures along the sacramento
[1:47:38] river, east levee as well as
[1:47:41] cosumnes river on the south
[1:47:42] side.
[1:47:44] As part of this, updating this
[1:47:49] map we're using 2d modelling and
[1:47:50] updated topography to have
[1:47:53] accurate and detailed map.
[1:47:56] Also, I want to, you know, talk
[1:47:58] about the 200 year flood is
[1:48:00] actually a flood event that has
[1:48:02] half a percent chance of
[1:48:04] happening every year.
[1:48:06] On this flap map it looks scary
[1:48:08] on the west side of town, we
[1:48:11] have three watersheds that are
[1:48:14] shown to be unindated by
[1:48:14] floodwaters.
[1:48:16] I want to highlight regional
[1:48:18] projects that are happening to
[1:48:21] leave alleviate or reduce the
[1:48:21] risk.
[1:48:23] We have the sacramento weir
[1:48:25] widening progress that they're
[1:48:26] working on.
[1:48:28] their goal is to reduce
[1:48:29] sacramento river water service
[1:48:31] elevations by a foot for a 200
[1:48:33] year event.
[1:48:35] This is expected to be completed
[1:48:37] in 2027.
[1:48:39] We have the folsom dam spillway
[1:48:40] completed in 2017 and that was
[1:48:45] to achieve a 200 year level of
[1:48:45] protection.
[1:48:47] We have the folsom dam project
[1:48:49] happening right now to raise the
[1:48:51] dam dikes by 3 1/2 feet and
[1:48:52] expect to be completed in 2028.
[1:48:55] And also I want to highlight
[1:48:58] that folsom dam is operating
[1:49:02] under the forecast reservoir
[1:49:04] operations, the goal is to look
[1:49:07] at the forecast for atmospheric
[1:49:08] rivers and storm events and
[1:49:11] release water ahead of time to
[1:49:14] relieve capacity for
[1:49:15] floodwaters.
[1:49:20] Another flood risk that we have
[1:49:21] is from the dam map, we have two
[1:49:23] dams in our region that impact
[1:49:24] the city of elk grove.
[1:49:27] First is the sly park dam from
[1:49:29] jempblg inson lake on the east
[1:49:31] side of town.
[1:49:34] That would be a catastrophe.
[1:49:36] And this one luckily for elk
[1:49:38] grove is going to be contained
[1:49:39] within 1900 year floodplain.
[1:49:42] On the northwest side of town,
[1:49:45] we have the folsom dam and the
[1:49:47] folsom reservoir.
[1:49:49] GOD forbid something happen to
[1:49:51] the folsom dam that will be a
[1:49:53] regional emergency and it will
[1:49:54] impact us as well.
[1:49:56] There are a lot of projects in
[1:49:58] place and things that are
[1:49:59] happening that are really
[1:50:00] reducing this risk.
[1:50:03] This is unlikely to happen.
[1:50:06] It is a risk but unlikely to
[1:50:07] happen.
[1:50:08] Happen.
[1:50:09] >> now that we have reviewed the
[1:50:12] risk, part of the preparedness
[1:50:14] is then making -- having
[1:50:17] analysis about the risk and
[1:50:19] analysis was done in 2023, the
[1:50:21] graphic you see there.
[1:50:23] Based on the 200 year floodplain
[1:50:26] map and highlights evacuation
[1:50:29] routes for contra flow lane
[1:50:29] recommendations, and essentially
[1:50:32] this is used as a tool that we
[1:50:34] would use contra flow as
[1:50:36] essentially a last case resort.
[1:50:37] We would have the thing with
[1:50:38] flooding, you have time.
[1:50:41] You have time for messaging,
[1:50:41] evacuation.
[1:50:42] But it starts those
[1:50:44] conversations, and this is why
[1:50:45] exercising is so e important.
[1:50:46] We can get all stakeholders to
[1:50:48] the table, have the discussions
[1:50:49] of what is needed, preplanning
[1:50:52] as we can whether that looks
[1:50:53] like signal timing, having those
[1:50:55] plans programmed and in place
[1:50:58] and ready to go with minor
[1:50:58] adjustments.
[1:50:59] Those conversations can take
[1:50:59] place.
[1:51:01] We also need to be aware of
[1:51:03] resources and the locations
[1:51:05] throughout the region.
[1:51:07] We have the flood-flight catches
[1:51:08] south of the city.
[1:51:10] And we also have our flood
[1:51:12] operations decision support
[1:51:13] system through sacramento
[1:51:14] county.
[1:51:15] Allows us to know how many
[1:51:18] resources are available in
[1:51:19] realtime.
[1:51:20] Flood monitoring, so in the
[1:51:21] event that we know that weather
[1:51:24] event is coming and atmospheric
[1:51:25] river we will collaborate with
[1:51:26] city experts such as public
[1:51:30] works and other regional county
[1:51:32] partners, fire partners to
[1:51:34] determine a current status.
[1:51:36] We will review forecasted levels
[1:51:37] and identify thresholds,
[1:51:40] planning the entire time once
[1:51:42] those thresholds are met.
[1:51:43] >> we also have six creek
[1:51:45] monitoring stations within the
[1:51:48] city of elk grove that we
[1:51:49] oversee.
[1:51:51] We have a website where
[1:51:53] residents with in realtime
[1:51:55] monitor amount of rain that's
[1:51:57] coming and accumulating as well
[1:52:00] as water surface levels and
[1:52:03] laguna creek, elk grove creek,
[1:52:05] franklin creek and shed c.
[1:52:08] We have the sacflood.Org, the
[1:52:10] county has multiple monitoring
[1:52:11] stations throughout the county
[1:52:13] and region the we look at the
[1:52:17] national weather service, noaa,
[1:52:18] national oceanic and atmospheric
[1:52:20] administration as well as
[1:52:21] california-nevada river
[1:52:22] forecasting center to see what
[1:52:24] the water level is going to be.
[1:52:26] They look at the amount of
[1:52:28] water, the rains that will be
[1:52:30] coming in, then look at where
[1:52:32] that water is going to be, which
[1:52:34] rivers are impacted and what the
[1:52:37] river water surface elevation is
[1:52:40] going to be at what stage in a
[1:52:41] 24 hour period or something like
[1:52:42] that in the future.
[1:52:44] We use that information,
[1:52:46] communicate that to our
[1:52:48] emergency operations center.
[1:52:49] >> then we identify local areas
[1:52:50] of risk and vulnerability.
[1:52:52] What the weather event is going
[1:52:53] to bring to the city and what it
[1:52:54] brings to the region.
[1:52:56] We will identify vulnerabilities
[1:52:59] and specific weather, specific
[1:53:00] needs related to the weather if
[1:53:03] we need to activate sandbag
[1:53:04] locations, what resources to
[1:53:06] stage in advance of the event,
[1:53:07] those types of conversations
[1:53:08] will happen throughout the
[1:53:08] weather event.
[1:53:10] >> and our operations
[1:53:12] maintenance team that will
[1:53:13] activate this storm patrol and
[1:53:15] monitoring of the levees, creeks
[1:53:19] and chance, we'll also shut down
[1:53:20] construction, inspectors assist
[1:53:21] basically turn it into a storm
[1:53:22] patrol personnel.
[1:53:24] It will be kind of all hands on
[1:53:25] deck.
[1:53:26] Additional resources through
[1:53:30] contractors brought in as well.
[1:53:33] >> and so when we get into the
[1:53:34] actual flood response.
[1:53:36] Again, we'll activate the public
[1:53:41] works hotline 916-687-3005, it
[1:53:43] look 24 hour hotline, and we
[1:53:45] will be responding to service
[1:53:47] requests as they come in.
[1:53:48] And most of the service calls
[1:53:49] that we typically get during
[1:53:52] these storm events are related
[1:53:53] to wind, with downed tree limbs
[1:53:54] and things like.
[1:53:56] That operation maintenance team
[1:53:58] do a great job of actually
[1:53:59] making sure everything is clear
[1:54:00] ahead of time ready for the
[1:54:03] storm as well as if we need to
[1:54:05] have additional contractors
[1:54:07] added to our crew then that can
[1:54:08] be done as well.
[1:54:10] >> if appropriate we activate
[1:54:11] the emergency operation center
[1:54:13] if it's a long standing event or
[1:54:15] something that we feel can't be
[1:54:16] handled through coordination
[1:54:16] calls.
[1:54:18] That would be a step we would
[1:54:19] take and receive situational
[1:54:21] update reports, continue to
[1:54:24] monitor and ensure what we have
[1:54:26] successful deployment of
[1:54:28] resources.
[1:54:30] Flood recovery once we're
[1:54:32] through the event, it starts
[1:54:34] when the weather event starts,
[1:54:36] preparing for the documentation
[1:54:38] needed for potential
[1:54:38] reimbursement.
[1:54:41] as evacuation orders are lifted
[1:54:43] we will continuously provide
[1:54:43] communication through that
[1:54:45] emergency alert system.
[1:54:47] Through sac alert.
[1:54:48] It is important that people
[1:54:50] register for that, that is the
[1:54:51] accurate place to find
[1:54:51] information.
[1:54:52] Not recommended to find it
[1:54:54] through social media unless it
[1:54:56] is a verified social media
[1:54:57] platform.
[1:54:59] So that's very important for the
[1:55:01] sac alert.
[1:55:03] Continuing messaging on the
[1:55:05] recovery, any wraparound
[1:55:09] resources as we repopulate and
[1:55:11] deactivate when appropriate.
[1:55:12] Flood recovery will continue
[1:55:14] long after deactivation.
[1:55:16] Then these are the resources
[1:55:18] that were mentioned throughout.
[1:55:20] We are actively building out the
[1:55:22] city of elk grove emergency
[1:55:22] preparedness website.
[1:55:24] Stay tuned for more links there.

[1:58:09] When we are planning for homes
[1:58:11] and I'll say nonpermeable
[1:58:14] surfaces -- driveways, asphalt,
[1:58:19] how do we -- how do we plan for
[1:58:24] that impact as well as how do we
[1:58:29] plan for the impact of folks who
[1:58:33] extend their driveways out
[1:58:33] unpermitted.
[1:58:35] How do we plan for that?
[1:58:37] I mean does that have some
[1:58:38] appreciable impact on our -- on
[1:58:42] the calculations in terms of our
[1:58:43] flooding in the streets?
[1:58:50] If you can help me out with that
[1:58:51] >> as new development is being
[1:58:54] planned we go through various
[1:58:55] rounds of drainage study review
[1:58:57] and planning.%
[1:58:58] there are certain calculations
[1:59:00] that do go into that which
[1:59:06] engineers in the room can talk
[1:59:06] about.
[1:59:10] They are excited.
[1:59:11] There are assumptions on the
[1:59:15] level of pervious and impervious
[1:59:17] that includes proceeding,
[1:59:19] building the structure itself,
[1:59:22] driveways and other accessory
[1:59:24] improvements that would occur.
[1:59:26] Everything from a shed or play
[1:59:28] structure to anything else.
[1:59:31] Based upon those calculations is
[1:59:33] how the infrasructure in the
[1:59:35] neighborhood is size.
[1:59:38] We reflect those assumptions or
[1:59:40] underpinnings in our development
[1:59:41] regulations.
[1:59:45] We limit amount of impervious
[1:59:47] surface across the front, back
[1:59:52] of the home and totality of lot
[1:59:56] and total buildable area.
[1:59:58] Folks are to align to those
[1:59:59] provisions as best we can.
[2:00:02] A lot of work that goes into
[2:00:04] that is concrete with patios and
[2:00:07] other things which don't require
[2:00:08] a building permit.
[2:00:12] It ends up becoming code
[2:00:13] enforcement issue based upon
[2:00:15] neighbors complaining about
[2:00:16] other neighbors.
[2:00:19] We have this someone will pave
[2:00:21] the entire front yard and start
[2:00:25] parking across the width of lot.
[2:00:27] Increased driveway and access
[2:00:29] from public right-of-way.
[2:00:30] Those are code cases.
[2:00:33] Between code enforcement with
[2:00:37] public works who ask people to
[2:00:38] remove excess concrete.
[2:00:39] Would do inspection to see if
[2:00:40] there is something else going on
[2:00:43] with the lot in the backyard or
[2:00:44] maybe you have done something.
[2:00:46] We review where the building
[2:00:47] permits come in like a pool.

[2:10:34] shelter project.
[2:10:38] We are moving quickly with this
[2:10:39] project.
[2:10:41] You all MAY remember in case
[2:10:43] folks are watching refresher.
[2:10:47] Shelter lease expires in
[2:10:47] SEPTEMBER 2028.
[2:10:49] We started planning for
[2:10:51] permanent shelter in JULY
[2:10:55] working with ny architecture.
[2:10:58] Wrapped up phase one conceptual
[2:10:58] planning.
[2:11:02] Now to phase two siting
[2:11:02] criteria.
[2:11:05] Shelter we are plans is low
[2:11:08] barrier shelter part friendly.
[2:11:11] The conceptual plan has 20 beds.
[2:11:13] Regular beds for folks and five
[2:11:15] emergency beds for adults.
[2:11:18] Four family units to be combined
[2:11:21] to serve larger families.
[2:11:25] Commercial kitchen in it and
[2:11:28] looking at office space for case
[2:11:29] management, trauma-informed
[2:11:33] design, really next level
[2:11:33] shelter.
[2:11:35] We have gotten to the point we
[2:11:38] need to start thinking about
[2:11:41] sites where the shelter goes.
[2:11:44] We started at the staff level
[2:11:46] with 130 sites.
[2:11:49] Narrowed to about 20 sites.
[2:11:51] Now we are at the point where we
[2:11:53] are down to 10 sites that we are
[2:11:55] doing feasibility analysis on
[2:11:58] and test fits to see how the
[2:12:00] shelter would fit on the sites.
[2:12:03] Goal release four sites in
[2:12:06] JANUARY for public comment.
[2:12:09] So we started community
[2:12:10] engagement with phase two with
[2:12:13] an online survey on site
[2:12:15] criteria and priorities.
[2:12:17] We need this information so we
[2:12:20] can decide which of the sites we
[2:12:21] want to advance.
[2:12:23] Survey was available for three
[2:12:25] weeks.
[2:12:26] SEPTEMBER 29 to OCTOBER 17.
[2:12:29] That was the first of our phase
[2:12:30] two engagement.
[2:12:31] Rest will follow likely in
[2:12:33] JANUARY when we actually release
[2:12:36] the four sites.
[2:12:39] Our community survey gave us
[2:12:41] really great feedback.
[2:12:42] We 4655
[2:12:52] we had the 655 take the survey.
[2:12:54] Most elk grove residents.
[2:12:57] Equal representation from three
[2:12:57] zip codes.
[2:13:00] Not a lot of people from other
[2:13:01] zip codes which would indicate
[2:13:03] they are probably not elk grove
[2:13:06] residents taking the survey.
[2:13:09] We surveyed people on five
[2:13:10] categories.
[2:13:13] Total 10 points to allocate to
[2:13:15] five categories in terms of
[2:13:16] importance.
[2:13:18] I want all 10 points towards
[2:13:21] this one factor no points to any
[2:13:24] other factor or distribute
[2:13:27] equally or in between.
[2:13:28] Overall, 46% of people said they
[2:13:32] wanted the shelter -- 46% of
[2:13:36] points allocated to sensitive
[2:13:37] uses.
[2:13:40] People wanted shelter
[2:13:42] appropriate distance from homes,
[2:13:45] schools, daycares and sensitive
[2:13:47] uses.
[2:13:49] aside from that factor we saw
[2:13:52] other factors fall close
[2:13:52] together.
[2:13:55] Cost and feasibility, proximity
[2:13:59] to services, safety security
[2:14:01] transportation 10 to 18% of the
[2:14:01] points.
[2:14:03] We also gave folks an
[2:14:07] opportunity in the survey to
[2:14:08] provide comments.
[2:14:09] Free form comments.
[2:14:11] When we looked how to categorize
[2:14:15] those comments we had a lot of
[2:14:19] folk mentioning safety and
[2:14:19] security.
[2:14:22] It did not get a huge percentage
[2:14:23] of points.
[2:14:28] We had a lot of people
[2:14:30] expressing location preferences.
[2:14:30] Mainly that was either don't
[2:14:34] build shelter at all or don't
[2:14:35] locate it near homes.
[2:14:37] A lot of folks commented on
[2:14:40] program design and rules.
[2:14:42] Strong support for pet friendly
[2:14:42] shelter.
[2:14:45] A lot of folks wanted to make
[2:14:47] sure we would allow pets.
[2:14:52] A lot of requests for vetting of
[2:14:54] guests and emphasis on mental
[2:14:57] health and addiction treatment.
[2:14:59] These are a couple examples of
[2:15:02] positive and negative feedback
[2:15:05] that were representative what we
[2:15:05] received.
[2:15:07] First supporting building permit
[2:15:08] homeless shelter providing
[2:15:12] additional resources.
[2:15:14] Second one rather not have
[2:15:17] homeless shelter in the city.
[2:15:19] The concern that building a
[2:15:23] shelter would invite more folks
[2:15:24] experiencing homelessness from
[2:15:26] other jurisdictions into our
[2:15:28] community was common in the
[2:15:28] comments.
[2:15:30] We have a lot of education still
[2:15:34] to do to help folks understand
[2:15:36] the way our shelter operates and
[2:15:38] population it serves which is
[2:15:39] people already here in our
[2:15:42] community who lived here before
[2:15:43] who became homeless in our
[2:15:44] community.
[2:15:46] We got a lot of questions.
[2:15:48] Again, this speaks to education
[2:15:49] to do.
[2:15:50] We have most of these questions
[2:15:53] answered on the frequently asked
[2:15:53] questions.
[2:15:55] I would encourage folks who want
[2:15:57] to know more about the shelter
[2:16:00] to visit that frequently asked
[2:16:01] questions page.
[2:16:04] We will use this to guide future
[2:16:05] social media efforts to make
[2:16:08] sure we get the word out there
[2:16:10] as well as possible about the
[2:16:12] answers to the questions.
[2:16:16] What we are proposing and want
[2:16:17] to get counsel feedback on
[2:16:18] tonight how you all feel about
[2:16:26] the allocation of points or
[2:16:27] percentage weight in these
[2:16:28] scoring criteria.
[2:16:30] I will slow you a graphic that
[2:16:33] indicates how we plan to score
[2:16:36] the sites or evaluate the sites.
[2:16:40] Sensitive uses the goal is to
[2:16:41] avoid conflict with those
[2:16:43] sensitive uses.

[2:16:50] We plan to look at affordability
[2:16:53] to purchase the site, build the
[2:16:57] shelter, maintain, the way the
[2:16:59] site can be laid out and
[2:17:01] timeline.
[2:17:03] Proximity to services how close
[2:17:05] site is to jobs.
[2:17:08] Many folk in the shelter want to
[2:17:09] work.
[2:17:13] Having jobs to get nearby the
[2:17:15] shelter MAY be helpful to get
[2:17:17] income to rehouse.
[2:17:19] Proximity to healthcare,
[2:17:21] supportive services, mental
[2:17:22] health are really important to
[2:17:28] get the folks to the pathway to
[2:17:28] stable housing.
[2:17:36] Most folks receive at least the
[2:17:38] calfresh food benefit with money
[2:17:39] to spend at stores and
[2:17:39] pharmacies.
[2:17:40] Safety and security.
[2:17:43] We want to look how to keep the
[2:17:46] shelter safe.
[2:17:48] Looking at the site layout to
[2:17:50] enhance visibility for partners
[2:17:52] like police and fire.
[2:17:54] Also the ability to reach site
[2:17:58] quickly in event of emergency.
[2:18:01] Transportation was factor folks
[2:18:03] ranked lowest by a little bit.
[2:18:06] That factor will look at access
[2:18:09] to public transit, how easy for
[2:18:12] folks to walk from shelter to
[2:18:17] other locations how easy to
[2:18:17] bike.
[2:18:18] This graphic we are working on.

[2:18:26] What we hope to do is rang each
[2:18:26] factors.
[2:18:30] On the right red, yellow green.
[2:18:33] Green would be for sensitive
[2:18:33] uses.

[2:18:41] daycares, parks, etc.
[2:18:43] Yellow would be similar in the
[2:18:45] middle looking at the sites.
[2:18:48] Red in close proximity to those

[2:18:55] would rank all factors and
[2:18:59] summarize into overall score.
[2:19:01] Sensitive uses, cost and
[2:19:03] feasibility would get a score.
[2:19:06] Use that to evaluate the site.
[2:19:09] What you see here on the left is
[2:19:13] the relative importance of those
[2:19:13] factors.
[2:19:15] You can see sensitive uses is
[2:19:19] larger circle, larger text that
[2:19:23] represents the 46% of points
[2:19:23] allocation.
[2:19:25] On the other end transportation
[2:19:29] is much smaller representing the
[2:19:32] folks who took the survey felt
[2:19:35] it was less of a priority.

[2:22:38] We expect a rough cost estimate
[2:22:41] for each of the 10 sites we are
[2:22:43] having them look at more

[2:27:28] excited about is the commercial
[2:27:28] kitchen.
[2:27:33] One of the things we had when we
[2:27:36] had nonprofit managing overnight
[2:27:38] shelter was ability for
[2:27:39] organizations to cook food and
[2:27:41] share that with the guests.
[2:27:44] In our current shelter we don't
[2:27:46] have cooking facilities.
[2:27:49] A lot of folks are excited about
[2:27:52] a commercial kitchen.
[2:27:54] They are a faith based that can
[2:27:58] come in and prepare a meal and
[2:28:00] possibly incorporate the guests
[2:28:02] in that process.
[2:28:05] >> that is good to hear as we
[2:28:10] put together a concept.
[2:28:12] It is definitely important the
[2:28:13] public feels it is something
[2:28:15] they can be engaged with and
[2:28:17] show it is positive.
[2:28:19] It is based on healing and
[2:28:22] getting back on track.
[2:28:27] It shows that in every angle,
[2:28:27] every wall.
[2:28:30] That is on the facility because
[2:28:33] I think some people have a
[2:28:35] visual that it is going to be
[2:28:36] walls.
[2:28:39] Limited windows, cold.
[2:28:43] We want it to be a warm inviting
[2:28:44] as possible just to give the
[2:28:46] individual and the families that
[2:28:49] are going to be there to give
[2:28:54] them inspiring to bring us hope.

[2:31:37] holistic lens and looking to

[2:31:47] are looking at design with an
[2:31:50] aye to visibility aspect.

[2:31:56] There are certain elements that
[2:31:57] will be union I versal.
[2:31:59] One we are working with the
[2:32:00] police department to make sure
[2:32:06] the design incorporates
[2:32:06] environmental design.
[2:32:11] we will work with the fire
[2:32:13] department representatives to
[2:32:15] make sure they have vehicle
[2:32:17] access they need on the site.
[2:32:20] There is definitely a threshold
[2:32:24] standard that would apply to all
[2:32:25] sites.

[2:32:32] coming to safety and security
[2:32:33] and sensitive uses.
[2:32:36] I can't help but wonder if we
[2:32:39] have them as separate
[2:32:39] categories.

[2:37:44] It comes back to the general
[2:37:46] fund for the community.
[2:37:50] A little new report that tourism
[2:37:55] economics produces for the
[2:37:56] destinations subscribing to
[2:37:56] data.
[2:38:00] We are one of 200.
[2:38:04] Identifies and showcases how the
[2:38:08] elk grove with air travel and
[2:38:10] labor and website sessions and
[2:38:13] direct sales efforts compares us
[2:38:17] to other communities in other
[2:38:18] destination marketing
[2:38:20] organizations like ourselves.

[2:58:44] with college and career to shift
[2:58:48] curriculum and link students

[2:58:58] ways youth engage in civic
[2:59:00] projects.
[2:59:01] So the initial recommendations
[2:59:08] we are making in two-parts.
[2:59:10] Firstly focusing on de
[2:59:12] mystifying government and
[2:59:12] engagement.
[2:59:18] We are proposing developing
[2:59:19] video series.
[2:59:23] Also promoting opportunity to
[2:59:24] earn community service hours
[2:59:27] through city sponsored events
[2:59:29] and civic participation.
[2:59:35] Last part for this one is
[2:59:39] organizing regular youth council
[2:59:41] forum.

[2:59:51] We are taking the brown act
[2:59:54] while planning our actions so
[2:59:58] that we don't do anything wrong.

[3:00:10] enhancing current initiatives we
[3:00:12] have right now.
[3:00:17] We are proposing targeted
[3:00:19] campaign such as school

[3:00:22] tesimony to raise awareness
[3:00:24] about commission, what it does
[3:00:28] and how to apply.
[3:00:32] The commission to expand social
[3:00:35] media presence with support from
[3:00:39] public affairs staff to create
[3:00:49] we are also proposing exploring
[3:00:52] possibly $500 per intern for up
[3:00:57] to 50 interns yearly for civic
[3:00:58] summer internship to broaden
[3:01:03] appeal and professionalize the
[3:01:04] experience.
[3:01:07] No immediate physical impacts
[3:01:12] with except in this report.
[3:01:14] Internship scholarship is only
[3:01:17] financially significant item
[3:01:17] proposed.
[3:01:23] Staff time is required for all
[3:01:24] initiatives.
[3:01:26] Staff recommends that council

[3:03:10] to the residents to provide the
[3:03:14] opportunity to invest in youth.

[3:05:13] or eighth or ninth grader to
[3:05:14] paticipate and that is good for
[3:05:16] the process and for our
[3:05:17] community.

[3:05:25] Scholarship is a good endeavor
[3:05:29] for us to walk down especially
[3:05:32] in getting teens involved in
[3:05:35] civic summer or the youth
[3:05:37] commission or another youth
[3:05:41] organization that is affiliated
[3:05:46] with agusd is all good in
[3:05:47] getting youth involved and
[3:05:49] getting them hands on training.
[3:05:52] Building skills and developing
[3:05:52] self-esteem.
