[17:08] change orders that previously
[17:09] approved for construction.
[17:11] And requires additional
[17:13] inspections for welding and
[17:16] coding and constructional repair
[17:19] that is occur and will occur at
[17:19] all tank sites.
[17:23] And last item preparation of a
[17:24] tank report that we are required
[17:26] to submit to the state of
[17:26] california.
[17:30] When they came out and did
[17:31] inspections a couple of years
[17:32] ago and identified drainage that
[17:34] we have done, draining the tank,
[17:35] not around the site.
[17:40] We have made those improvements
[17:42] have to submit a final report to
[17:47] show that we completed what they
[17:48] required of us.
[17:54] And what encountered sufficient
[17:56] corrosion and sufficient loss
[17:59] and on the side and outside of
[18:02] the tank, anywhere you can find
[18:03] coding failure we found it.
[18:06] And pitting and deterioration of
[18:10] the metal of itself, and
[18:12] adequate structure rating and
[18:15] place that is should have more
[18:18] instructional metal there was
[18:19] not included.
[18:21] And sufficient application for
[18:24] coating and areas that the
[18:25] coating come off by hand that
[18:29] had the primer coat and the two
[18:29] paint coats.
[18:30] You could have in hand.
[18:33] and a lot of issues there and a
[18:36] point of reference, we were here
[18:40] in front of council on FEBRUARY,
[18:44] 2026 and you approved
[18:47] construction side of the project
[18:48] and for the construction
[18:49] management and services.
[18:51] In terms of tank inspection,
[18:53] pictures of what was encountered
[18:55] during the inspections when the
[18:56] tanks were full.
[18:59] You can see some corrosion that
[19:02] has been built up in some rafter
[19:05] areas and pictures that show
[19:10] something not as good-looking as
[19:11] this these are that.
[19:13] Significant failure in the
[19:16] rafters and metal failure here
[19:18] and coating in these areas here.
[19:22] And that's I-beam that is
[19:23] deteriorating.
[19:25] The inspector pick it off by
[19:27] hand, that is not good for
[19:30] supporting the roof of a tank.
[19:32] Metal that was taken out during
[19:33] the process.
[19:35] And again you can see other
[19:37] areas advanced corrosion in
[19:38] these locations.
[19:41] This is foothills #2, and just
[19:43] more of the same.
[19:46] You can see delaminateing and
[19:49] see all the corrosion occurring
[19:51] along the I-beam.
[19:54] And this is one isolated
[19:55] location and several throughout
[19:56] foothills 2.
[19:58] When we were going through the
[20:01] work we realized weren't able to
[20:02] do foothills number 1.
[20:04] We had at the time in FEBRUARY,
[20:07] assumed that foothills number 1
[20:10] being five years older than
[20:11] foothills 2.
[20:13] And likely worse and accounted
[20:14] for that in the change order and
[20:16] accounted for in the work that
[20:18] will be provided by west yost
[20:20] and associates.
[20:22] More pictures again of the
[20:25] issues that we encountered.
[20:27] You can see here this -- I mean
[20:30] this is the edge of metal
[20:31] deteriorated.
[20:32] The whole section of the primer
[20:34] and coating that is off in
[20:37] pieces that are 18 inches long.
[20:39] Maybe six inches wide and that's
[20:41] not a good thing.
[20:43] And then what we recently found
[20:45] deterioration and everything
[20:47] along the floor of the tank.
[20:49] The bottom of the tank at
[20:52] foothills 2 looks like this and
[20:54] we anticipate foothills 1 will
[20:56] have similar coating issues
[20:57] along the bottom.
[21:00] So that's going to require a
[21:02] full sand blasting of entire
[21:04] bottom, surface preparation and
[21:05] another recoat.
[21:08] So these are the anticipated
[21:11] needs at foothills 1, I won't
[21:13] read it all.
[21:18] A lot what we anticipate as
[21:21] deteriorated metal or metal soon
[21:24] to fail and replace while in
[21:25] there.
[21:29] And last item we did add figured
[21:33] that the flooring of foothills 1
[21:37] is similar to foothills 2 and
[21:38] added to the change order
[21:40] previously approved and what we
[21:41] are here for tonight.

[30:00] And learn more about their work.
[30:02] And attempts to increase
[30:04] education, availability of
[30:07] library books, at both sites.
[30:09] And I thought muslim community
[30:12] center did us a great service by
[30:13] occupying one of those large
[30:16] empty buildings down at the end
[30:19] of blue ravine in the office
[30:20] park that has been losing
[30:22] business for a long time.
[30:24] I think that will help
[30:25] revitalize that area, up there
[30:29] will be the building of the new
[30:30] smud operations tower.
[30:34] And then the other thing I
[30:35] wanted to mention is that we
[30:38] were lucky a couple of months
[30:41] ago I think, to have DR. Slater
[30:43] present some information about
[30:45] lunar landing day.
[30:49] And he sent me a note this
[30:50] morning that the california
[30:53] assembly passed with unanimous
[30:56] consent resolution 139
[30:59] introduced by assembly man josh
[31:03] hoover and co-sponsored.
[31:04] Establishing every JULY 20 as
[31:06] lunar land daig in the state of
[31:09] california and ratified by the
[31:09] senate.
[31:11] Nice opportunity to see what
[31:15] that was all about and done
[31:18] successful in endeavors and
[31:19] appreciates all support he can
[31:20] get throughout the state.
[31:22] And also want to thank staff
[31:25] again for the work on prairie
[31:27] city road.
[31:29] It's been I know a really
[31:30] challenging project and much
[31:31] needed and happy to see one of
[31:35] the items on my top 10 things to
[31:37] move forward earlier this year
[31:39] that we shared with the public
[31:40] is making progress.

[32:14] is moving to the governor's
[32:18] desk, hoover bill on historic
[32:21] district and great news for
[32:25] folsom and hope that the
[32:27] governor encouraged to sign that
[32:30] bill and help protect our
[32:31] historic district.
[32:32] And community service day last
[32:36] had 800 volunteer slots needed
[32:37] to be filled.
[32:41] And after meeting with the mayor
[32:45] yesterday and got to of my lead
[32:51] slots filled, councilmember
[32:53] aquino, and one still with
[32:54] painting skills and out there
[32:56] and wondering what to do on
[32:59] community service day and you
[33:01] have painting skills and get you
[33:02] on that project.
