[17:12] This group has worked to raise [17:17] awareness about anorexia by [17:17] encouraging honest [17:18] conversations, reducing stigma [17:21] and promoting early [17:22] intervention outreach. [17:23] Interviews social media, their [17:24] organization 5 a one c 3 named [17:26] noreste to flourish helps [17:26] young people build healthy [17:29] relationships to aid and feel [17:29] comfortable talking about [17:32] eating disorders. Every [17:33] proclamation will take a quick [17:34] picture. Is that right. Do [17:43] want to say anything. Whereas [17:44] anorexia nervosa. It's a [17:45] serious psychiatric illness, a [17:47] crisis affecting communities [17:49] across the nation. [17:49] Characterized by the [17:51] restriction of energy intake [17:52] and intense fear of gaining [17:52] weight and distorted [17:54] perception of one's body. It [17:55] carries the highest mortality [17:58] rate of any psychiatric [17:59] disorder and whereas [18:01] approximately 30 million [18:01] people in the United States [18:02] are diagnosed eating disorder [18:05] during their lifetime and many [18:06] individual suffering from [18:06] anorexia do not recognize the [18:09] severity of their condition [18:09] and whereas early intervention [18:13] is proven to save lives yet [18:14] hopeful stigma, social media [18:16] trends and cultural [18:16] misconceptions often prevent [18:20] timely diagnosis treatment and [18:21] Prevention and whereas [18:23] anorexia nervosa effects [18:23] individuals regardless of [18:27] gender ethnicity or [18:27] background. It is most [18:30] prevalent among adolescents [18:30] with nearly 40% of cases [18:32] diagnosed between the ages of [18:36] 1419 and whereas nourish to [18:36] flourish a non-profit [18:38] organization founded by [18:39] students at Keller collegiate [18:41] Academy in conjunction with [18:42] health occupational students [18:43] of America. I remember that [18:47] from high dedicated to [18:47] educating communities and [18:50] raising awareness from [18:51] anorexia nervosa to open [18:52] dialogue professional [18:52] interviews, outreach, efforts [18:55] and social media engagement [18:57] and whereas in just 4 months. The Texas state [22:01] parks has been around for a [22:05] 100 years. And so we [22:05] celebrated our Centennial [22:11] anniversary in 2023. That is [22:13] not all that Texas with in [22:13] terms of the park's. We make [22:16] it a point to invest and those [22:21] resources that create spaces [22:21] that are inclusive for all [22:24] people. Our parks are places [22:26] that are welcoming that [22:30] provide the outdoor. Resources [22:33] and health benefits. They are [22:36] economic wounds to our [22:37] economy. They are a boon to [22:41] our economy. And they provide [22:42] safe spaces, fun places for [22:44] people in the community to [22:45] come together and what I love [22:48] about our parks is that [22:51] they're open to all people. [22:55] And so today I want to present [22:56] some funding that has been set [22:58] aside specifically for [22:58] sycamore Park which is in [23:02] house district 95. We have a [23:14] check for 1 million dollars. [23:15] We are presenting because we [23:16] know that the city or being a [23:19] good Vanna their day. [30:21] Research shows that Strong's [30:22] task force deter fugitives [30:23] from committing violent [30:25] crimes. They want to remain [30:26] undetected and they don't want [30:27] the attention that vicious [30:30] crimes received. One captured [30:31] fugitive complained to his [30:32] apprehend ers. So were [32:10] involved as a general partner. [32:11] So we're asking for a small [32:12] tax exemption on this piece of [32:13] property. The pay for security [32:16] upgrades. And it's an inherent [32:18] right for people to be secure. [32:20] I know that my house, I have [32:22] rain cameras everywhere. [32:25] Mostly have any. For low [32:28] income. Poor. And we're trying [32:32] to give them the same. The [32:32] same stuff that most people [32:34] get their own house. So we [32:39] have to pay for as a general [32:40] partner, these guys, these [32:43] developers are saying, hey, [32:43] you go out there and find [32:44] money for this. So we're [32:46] asking for Texas and do this. [32:49] And not money to put him in a [32:49] written initially. It's also [32:50] money to continually monitor [32:58] him. Also to upgrade them. You [32:58] want and we find a area that [33:01] we can't see on the cameras. And I wanted [38:34] to make sure that we [38:35] highlighted her to show what [38:38] Democrats can do for our [38:39] country. So it's fair off East [38:43] chase and 30 so stop by every [38:44] time I've been bad that [38:45] there's a line that out to the [38:46] streets. So good luck getting [38:49] some good food. The [38:56] potters House of Fort Worth [39:01] that resides in district 5 [39:04] recently did a Christmas toy [39:08] giveaway for the children of [39:10] incarcerated residents of the [39:11] of the county and they did [39:12] this in conjunction with the [39:16] Cherokee County Sheriff's [39:19] office, cat mayor pro tem [39:19] carlos flores join me there at [39:20] mayor Parker, you were there [39:24] earlier. It is probably one of [39:26] the most meaningful and a [39:30] moving event said I've been to [39:31] this year and to see those [39:34] children get be able to pick [39:36] out toys. But to know that [39:37] many of them were picking out [39:40] toys for their siblings so [39:41] that to make sure that they [39:43] had a great Christmas. I want [39:44] thank the potters House and [39:45] the sheriff's Department. What [39:49] they did. Then keeping on the [39:53] next slide with the vendor. [39:53] Economic development there at [40:00] the corner of Oakland [40:02] Interstate 30 is Crittendon [40:03] Plaza and they recently opened [40:04] a vendor market for a lot of [40:08] small businesses in the area. [40:26] The story Corey is a national [40:30] project that in pr does and [40:32] the rain water Foundation [40:33] reached out to the community [40:37] and they interviews such [40:38] amazing citizens as hopefully [40:38] and Jared Howard to talk about [40:41] the new juneteenth Museum. Bob [40:45] Ray Sanders and his amazing [40:46] means nace Brenda Sanders [40:50] wise. And so just a a great [40:52] group of people. The stories [40:53] are available for anyone to [40:57] listen to to hear about our [40:58] community and then next thing [41:03] I want to talk about is. I [41:05] want to thank the Fort Worth [41:06] police and specifically [41:07] commander antwan Williams for [41:11] working with me to put [41:12] together a community [41:16] conversation in response to a [41:19] a very incident that happened [41:20] in district. 5 over the [41:23] holidays. And what we did was [41:26] we were able to bring the [41:27] community together to talk [41:32] about how we address gun [41:32] violence among teens and [41:35] engage in solutions. It was [41:39] well attended. We had over a [41:42] 107, a residents who signed up [41:45] and participated. I want to [41:47] thank assistant city manager [41:48] William Johnson for being [41:52] there. Chief Eddie Garcia for [41:54] being there Council Mayor pro [41:57] tem carlos flores being there. [41:58] Also COUNCILWOMAN Jeanette, [41:59] Martinez and her team there to [42:03] help. And there will be more [42:04] that comes out of it. But we [42:08] heard from many students [42:09] across the area and they want [42:11] their voices to be heard. So [42:13] we're going to look at putting [42:14] together a citywide teen [42:16] summit. So more on More on [42:20] that to come. I said [58:51] that if Tara County is the [58:52] largest swing County in [58:55] America from a political [58:56] perspective with Fort Worth [58:57] being 47% of the county. We [59:01] are the front lot so your see [59:02] is the front lines of [59:08] democracy. And so this [59:09] intensity comes from seen that [59:09] and that's the importance of [59:10] how we need to move in this [59:14] role. And so I'm upset that [59:15] we're here talking about [59:16] public comments, the most [59:17] fundamental basics of [59:19] democracy when we should be [59:20] talking about ice and Magnolia [59:24] right now. I thought [1:00:02] actually bubble of these idea [1:00:02] that you presentations get cut [1:00:03] to 2 minutes. I think that [1:00:05] would be a good idea. So that [1:00:09] we can have our 3 minutes and [1:00:11] you can hear from us we're not [1:00:12] here to listen to you. Also a [1:00:15] virtual option would be nice [1:00:16] as well. Your 2026 [1:00:46] meetings stressed or we'll do [1:00:46] a lot to restore our faith in [1:00:48] your good will. I know the [1:00:51] prospect of more public [1:00:52] comments. It's more of an [1:00:54] active duty and the agenda [1:00:55] responsible. It's a tender [1:00:57] responsibilities of elected [1:00:57] officials and something any of [1:01:01] you would happily do. But the [1:01:03] restoration of more public [1:01:04] comments is important and [1:01:04] significant to the community [1:01:07] you serve. Throughout the [1:01:08] public comments over their son [1:01:10] Tripp a primary attention to [1:01:11] what is being said. Do [1:01:13] separate and distinct from who [1:01:15] is saying how their say and [1:01:19] what they look like. The heart [1:01:20] of these comments is in the [1:01:21] words if you pay attention to [1:01:24] the word escape a book feel [1:01:25] the emotions commitments and [1:01:28] hopes of the speakers as you [1:01:29] well know, each of us speakers [1:01:30] speaking on behalf of a lot of [1:01:32] other people in Fort Worth. We [1:01:36] are not year alone. [1:01:40] Consequently. We I have 2 [1:01:41] specific requests first that [1:01:42] the allotted time increased to [1:01:44] 3 minutes. Few people are [1:01:45] skilled enough to condense [1:01:49] their points motions and hopes [1:01:50] 2 minutes. Second, that's a [1:01:51] public comment Smith. The [1:01:53] first part of the agenda. This [1:01:54] is important and the public [1:01:56] comments there will be some [1:01:58] points made. It will have a [1:01:59] direct impact on your [1:02:00] deliberations. Sometimes in [1:02:02] ways that you never expected [1:02:03] insight and perspective that [1:02:06] you have not considered. And [1:02:07] then if you don't have those [1:02:09] perspectives as part of your [1:02:09] deliberations. You MAY well [1:02:13] make avoidable mistakes that [1:02:14] will only play themselves out [1:02:14] and a lot of difficult [1:02:18] weights. As our City Council. [1:02:21] We look to you to calm our [1:02:21] fears and to consider our [1:02:24] disappointments. These are [1:02:25] some of the reasons we need to [1:02:27] speak up more often and feel [1:02:34] that you hear us. [1:02:35] >> I listened Fitzgerald will [1:02:47] be followed by Jeremy Pope. I believe that I [1:03:18] had value to the city. These [1:03:25] people add value to our city. [1:03:25] I've never wanted to live [1:03:26] anywhere else because Fort [1:03:26] Worth has always been all [1:03:30] that. I needed. I'm asking you [1:03:31] to return the 3 minute time [1:03:34] limit on public speaking, give [1:03:36] the citizens time to clearly [1:03:39] voice their thoughts and [1:03:40] opinions. I'm asking that you [1:03:41] put public comments at the [1:03:44] beginnings of the meeting. [1:03:46] Asking that you add back the [1:03:47] virtual option of being able [1:03:51] to speak at a meeting. I also [1:03:51] ask that you allow healthy [1:03:55] engagement at these meetings. [1:03:56] I have to be honest to each [1:03:57] City Council meeting that I [1:03:58] have attended you all look [1:04:02] pretty bored. And that's [1:04:05] pretty insulting. To We take [1:04:06] the time to craft our [1:04:07] comments. And we expect you to [1:04:12] be engaged with us. And I like [1:04:13] hearing from the people behind [1:04:14] me while I speak. It's [1:04:17] encouraging to me. We are here [1:04:20] to talk with you about our [1:04:21] city, the city that we love [1:04:25] and deeply invested But to be [1:04:26] told soon as the meeting [1:04:30] begins that we can be escorted [1:04:31] out arrested nearly for [1:04:31] showing our support clapping [1:04:35] for someone who was speaking. [1:04:35] That makes it seems like you [1:04:36] all really don't care what we [1:04:38] have to say makes us feel like [1:04:40] you don't want to hear from us [1:04:41] at all. And that's a dangerous [1:04:49] path for our leaders to take. [1:04:50] Jeremy pope will be followed [1:05:00] by a and say to. They're balancing work [1:05:49] child care, health concerns [1:05:51] and transportation challenges. [1:05:54] Respect for your constituents [1:05:54] beings. Respecting the [1:05:58] realities of their lives. [1:05:59] Those who truly value [1:06:00] transparency should speak up [1:06:00] when efforts are made to limit [1:06:03] or silence public input. That [1:06:04] is not a moment for silence. [1:06:06] That is the moment for [1:06:08] courage. And we are watching [1:06:09] for it and you want to look [1:06:11] really bored. Peaceful [1:06:15] disagreement is not a threat. [1:06:16] A small sign or respectful [1:06:17] applause should not create [1:06:20] fear or intimidation. People [1:06:21] deserve to participate in [1:06:22] democracy without feeling [1:06:25] punished for it. Virtual [1:06:27] options must also be restored. [1:06:29] Many can't be here physically [1:06:31] many who can't be here [1:06:33] physically still deserve a [1:06:34] voice. Disappointing. We even [1:06:36] have to fight for something [1:06:36] this basic. But I'm hoping [1:06:39] you'll choose it integrity [1:06:40] accountability and respect for [1:06:41] the people of this city. The [1:07:30] building currently owned by [1:07:31] Tarrant County College and [1:07:32] offered for sale as an [1:07:35] important civic and industrial [1:07:35] artifact that merits [1:07:37] protection. Now as Cantor [1:07:37] islands. Redevelopment can [1:07:38] include thoughtful public [1:07:39] oriented reuse rather than or [1:07:42] for worse about demolition. [1:07:46] Historic designation can be [1:07:48] recognized as a positive and a [1:07:49] helpful thing and we should [1:07:51] encourage people to be [1:07:53] educated and informed about [1:07:54] the invaluable opportunities [1:07:55] of anchoring the riverfront. [1:07:58] What this public service of [1:07:59] reuse designation does not [1:08:00] preclude redevelopment. It [1:08:01] creates conditions of adaptive [1:08:03] reuse that retains character. [1:08:03] Well, attracting investment in [1:08:04] programs that will serve [1:08:07] residents and visitors a clear [1:08:08] protected future for the [1:08:10] building. Will enhance Panther [1:08:11] Island's identity strengthen [1:08:13] its continuity between past [1:08:14] and future and expand the [1:08:15] range of opportunities. I sent [1:08:18] a letter to all of you from [1:08:18] the board of community design [1:08:19] Fort Worth and I appreciate [1:08:22] those of you who acknowledge [1:08:24] that the receipt of that [1:08:24] letter. [1:08:51] I'm Kris would [1:08:52] support the revised schedule [1:08:57] for 2026 City Council [1:08:57] meetings. [1:08:57] >> The schedule includes a [1:08:58] public comment section on each [1:09:01] regularly scheduled business [1:09:01] meeting and eliminates the [1:09:02] current stand-alone public [1:09:05] comment meetings. This revised [1:09:06] schedule aligns with the First [1:09:10] Amendment of the U.S. [1:09:11] Constitution where the [1:09:12] Founding Fathers established [1:09:12] the right for citizens to [1:09:13] petition the government for a [1:09:17] redress of grievances. This [1:09:18] means citizens have the right [1:09:19] to communicate government [1:09:20] officials and expressed [1:09:22] concerns to them. This is [1:09:23] considered a fundamental right [1:09:26] to free speech and is a key [1:09:30] aspect of a democratic system. [1:09:31] Because council members have [1:09:33] been more likely to 10 [1:09:34] business meetings and less [1:09:34] likely to attend stand-alone [1:09:37] public comment meetings this [1:09:39] plant improves, the likelihood [1:09:40] citizens can directly address [1:09:44] specific council members. Also [1:09:44] I have never seen a business [1:09:47] Council meeting canceled. I [1:09:47] have seen stand-alone comment [1:09:51] meetings called off at one [1:09:52] point 3 straight months there [1:09:53] were no comment meetings due [1:09:56] to either cancellation are not [1:09:59] even being scheduled. So this [1:10:01] enhanced schedule will help [1:10:02] ensure that another gap like [1:10:02] this does not occur in the [1:10:06] future. In conclusion. The [1:10:07] revised schedule aligns with [1:10:09] the U.S. Constitution and give [1:10:12] citizens ample opportunity to [1:10:13] consistently bring issues to [1:10:17] City Council. If this [1:10:17] resolution passes. I'm not [1:10:20] giving City Council a letter [1:10:21] grade. If I received a letter [1:10:24] grade for every diet that I [1:10:24] messed up. I have a report [1:10:27] card, a mile long full of s [1:10:31] instead, if this passes. I [1:10:34] give the council a gold star. [1:10:34] This star and $3 will get you [1:10:40] cup of coffee. [1:10:55] There [1:10:55] are 2 reasons I support [1:10:59] amending Council's meeting [1:11:01] schedule by separating public [1:11:02] comment and to stand alone [1:11:02] meetings were no meaningful [1:11:04] votes are taken council [1:11:05] members could avoid [1:11:05] accountability without missing [1:11:09] official city business. [1:11:09] >> This structure has provided [1:11:11] cover for attendance to be [1:11:11] optional. Some of you took [1:11:15] full advantage of that. The [1:11:16] revised schedule at least [1:11:17] restores a more reasonable [1:11:17] number of opportunities for [1:11:20] the public to provide comment. [1:11:22] And I'm calling on you to do [1:11:23] even better. The current [1:11:23] schedule was just approved in [1:11:27] OCTOBER. Why the sudden change [1:11:28] of heart. It's because of [1:11:30] another proposal which rose in [1:11:30] DECEMBER for a charter [1:11:31] amendment so council members [1:11:34] can receive a pay increase. [1:11:35] Those of you who voted for the [1:11:37] restrictive public comment [1:11:38] schedule in OCTOBER didn't [1:11:38] change course because it's the [1:11:41] right thing to do. You [1:11:42] capitulated because it's the [1:11:43] politically expedient thing to [1:11:45] do, having grossly restricted [1:11:46] public engagement threatens [1:11:47] your campaign this year secure [1:11:49] votes for a pay increase. So [1:11:50] I'm calling on you to do the [1:11:53] right thing in the first [1:11:54] place. I'm also calling on you [1:11:56] to codify strict parameters [1:11:57] under which speaking time can [1:12:00] be reduced below 3 minutes. [1:12:00] They should only be done when [1:12:01] all other methods have been [1:12:04] exhausted to facilitate public [1:12:05] comment such as extending [1:12:06] meeting times adding comment [1:12:09] periods or scheduling special [1:12:10] public hearings. Not for photo [1:12:12] ops like Christmas tree [1:12:13] lighting ceremonies. [1:12:14] Additionally the presiding [1:12:16] officer should not [1:12:17] unilaterally reduce speaking [1:12:18] time below the established [1:12:19] minimum it should be approved [1:12:20] by a majority vote of the [1:12:24] council. Only under emergency [1:12:24] conditions and accompanied by [1:12:25] a written justification [1:12:28] entered into the public record [1:12:29] restoring comment to more [1:12:31] meetings is a step in the [1:12:32] right direction. But 2 minute [1:12:33] limits imposed at the [1:12:33] discretion of the mayor are [1:12:37] still a barrier and I will say [1:12:39] I agree with Bob Willoughby. In [1:13:11] your statement to the Fort [1:13:13] Worth for part in an article [1:13:14] published on JANUARY 8th. You [1:13:14] stated what you've seen is [1:13:15] people came out here basically [1:13:19] using their time to say us are [1:13:20] right back. I'd like to say I [1:13:21] agree with your usage of the [1:13:24] word right. In that statement [1:13:25] as I tried to articulate last [1:13:26] week when I spoke, I argue [1:13:27] that public comments are a [1:13:29] form of petitioning wants [1:13:29] local government, which is a [1:13:30] First Amendment right. And the [1:13:32] vote to reduce public comments [1:13:33] last fall was an infringement [1:13:36] on that right. Well, I'm [1:13:37] pleased to know this proposal [1:13:38] has bipartisan support and I [1:13:38] believe it's a good step in [1:13:41] the right direction. More [1:13:42] progress must be made [1:13:43] specifically on the matter of [1:13:44] time. Allotment and for in a [1:13:48] virtual option. You know, it [1:13:49] takes effort for citizens of [1:13:51] this city to show up to [1:13:51] council meetings here in [1:13:52] downtown Fort Worth on a [1:13:53] Tuesday evening and recite [1:13:56] their prepared remarks and [1:13:57] every citizen that does put in [1:13:57] the effort should know that [1:13:59] the council is going to [1:13:59] respect that. And guarantee 3 [1:14:03] minutes to speak, cutting [1:14:04] down. Everybody's time. [1:14:05] Allotment last-minute is just [1:14:07] a slap in the face. Each of us [1:14:07] and denigrates the concerns [1:14:08] that citizens speak on at [1:14:11] these meetings. Issues. I've [1:14:12] heard addressed here such as [1:14:13] gun violence, police brutality [1:14:16] and soil contamination really [1:14:16] do deserve at minimum 3 [1:14:19] minutes to speak on. Also, I'd [1:14:22] like to see citizens be able [1:14:23] to call in to these meetings [1:14:23] and address the council [1:14:27] virtually. Working class [1:14:28] families. Those with [1:14:29] disabilities or those with [1:14:29] unreliable means of [1:14:32] transportation in the city [1:14:32] should have ample means of [1:14:35] petitioning their local [1:14:35] government if council members [1:14:38] have an opportunity to attend [1:14:39] meetings virtually. And so [1:14:40] should citizens have the [1:14:41] opportunity to address the [1:14:42] council virtually it should be [1:14:46] a two-way Street. No double [1:14:47] standards. Let's be better and [1:14:49] do better in 2026 and let's [1:14:50] start by passing Council [1:14:56] proposal. 3.35, thank you. [1:15:17] It feels like some of you have [1:15:19] looked down on the very idea [1:15:20] of public comment as a waste [1:15:21] of time as merely a chance for [1:15:21] the rabble-rouser is to air [1:15:24] their later latest grievances. [1:15:24] But I trust, you know, in your [1:15:27] hearts that it is far more [1:15:29] than that. It is a right and [1:15:30] and democracy to address our [1:15:31] government. It is a chance for [1:15:31] us as residents to bring [1:15:34] problems to light and as [1:15:36] chance for us to offer [1:15:38] solutions which is what I [1:15:40] would like to help do today [1:15:41] during the pandemic. It was [1:15:42] finally possible to address [1:15:44] the City Council virtually [1:15:45] which opened up opportunities [1:15:45] for many who have often been [1:15:48] left out of the conversation [1:15:50] such as working families [1:15:50] caregivers. Those of [1:15:53] transportation barriers, those [1:15:54] with disabilities. When you [1:15:55] took away the virtual option, [1:15:57] you took away their access. [1:15:58] Some of the most vulnerable [1:15:59] and hardworking a moment among [1:16:01] us whose voices desperately [1:16:02] matter. I urge you to bring [1:16:03] back the public option so [1:16:06] their voices can be heard [1:16:07] again, another recent very or [1:16:07] has been the sudden and [1:16:09] arbitrary limits to people's [1:16:11] time for as long as I've been [1:16:12] attending City Council [1:16:12] meetings. People have always [1:16:16] had 3 minutes to speak. Many [1:16:17] spent hours reading their [1:16:17] speeches rehearsing them, [1:16:18] rewriting them to fit within [1:16:21] the time limit. They take off [1:16:23] work arrange childcare drive [1:16:23] long distances and patiently [1:16:24] wait for their turn to speak [1:16:26] to each of you to those here [1:16:28] in this room and to those [1:16:30] watching online. When you cut [1:16:30] that time, especially with [1:16:33] little to no notice. You are [1:16:33] telling the residents of Fort [1:16:35] Worth that you don't care what [1:16:35] they have to say. You don't [1:16:36] care what sacrifices they made [1:16:39] to be here that they don't [1:16:40] matter and you don't respect [1:16:41] them. I urge you to guarantee [1:16:41] 3 minutes for every individual [1:16:45] speaker Council meetings [1:16:46] putting public comment back at [1:16:46] every regular Council meeting [1:16:47] is a great step towards [1:16:49] allowing residents to address [1:16:51] concerns. And I commend you [1:16:51] all for that. But it still [1:16:53] doesn't fix what's broken [1:16:53] right now is a golden [1:16:55] opportunity for use a counsel [1:16:55] to make clear the fact that [1:16:58] you respect your constituents [1:16:59] that you want us to be [1:17:01] included. We sought the [1:17:55] advice of a power plant [1:17:58] specialist in the Northeast or [1:17:59] our country. It was willing to [1:18:00] come down and it just didn't [1:18:03] make any sense at that time to [1:18:04] do people who owned it and [1:18:09] ownership has changed chance. [1:18:10] We look back again in 2012 and [1:18:11] appreciate the efforts of [1:18:14] doctor Elizabeth Loudoun [1:18:14] brought her Texas Tech [1:18:18] architecture students to Fort [1:18:19] Worth just scan the power [1:18:23] plant and to propose a variety [1:18:26] of uses. Also in 2012 jhansi [1:18:26] road managing partner of the [1:18:29] historic see home power plant [1:18:33] project in downtown Austin, [1:18:33] Texas accepted an invitation [1:18:36] from historic for war to serve [1:18:39] is our Samuel mitten candy [1:18:40] lecture and he came and spoke [1:18:42] on the complex is in benefits [1:18:45] of their public private [1:18:46] partnership that generated a [1:18:48] lot of economic development. There are many [1:19:48] important issues that [1:19:49] residents look forward to [1:19:53] engaging with you on through [1:19:54] public comment. One such issue [1:19:56] is the need to increase [1:19:56] increased compensation for [1:19:59] council members to a fair [1:20:01] living wage that reflects the [1:20:02] responsibilities of this role [1:20:03] and allows a broader range of [1:20:06] people to serve actually do [1:20:07] support that because I think [1:20:09] more people shouldn't, you [1:20:12] know, pay should be a [1:20:12] hindrance and it's much harder [1:20:14] for any of us to publicly [1:20:17] present ideas like that. If [1:20:21] our opportunities to do so are [1:20:21] cut and topics like that can [1:20:25] take a full 3 minutes and and [1:20:29] tonight had to choose, I guess [1:20:30] between her, her 2 things that [1:20:30] she wanted to speak on because [1:20:33] she only had 2 minutes and [1:20:34] that that makes no sense to [1:20:39] me. The position [1:21:31] that all of the sudden are [1:21:33] elected by us which we are [1:21:35] thankful for your public [1:21:35] servants who are meant to [1:21:37] listen to your constituents [1:21:38] and make informed decisions [1:21:39] about their wants needs. And [1:21:41] in order to pass laws and [1:21:42] emboldened the freedoms we are [1:21:44] privileged to here in the [1:21:44] United States. And most of [1:21:45] those regions as equal [1:21:47] representation and freedom of [1:21:48] speech. Citizens of this great [1:21:49] nation the right to express [1:21:52] our thoughts and concerns on [1:21:55] decisions that are being made [1:21:56] that will directly affect us [1:21:56] because of the freedom to [1:21:57] question criticize [1:21:58] congratulate the laws that are [1:22:01] being passed or proposed [1:22:02] people should be able to [1:22:04] express their disagreements. You get from [1:22:25] your boss, your landlord or [1:22:29] your mother jokes aside, we [1:22:30] put you here. We voted for you [1:22:31] here. And once again are [1:22:32] thankful. We have an important [1:22:34] job to do and has to represent [1:22:35] us. I'm asking for 3 minutes. [1:22:38] No more, no less. I feel it is [1:22:40] only fair if you listen to the [1:22:41] comments of the people. [1:22:42] Individually for 3 minutes at [1:22:44] the beginning each session [1:22:44] will take time out of our days [1:22:45] to be serve and to us not [1:22:49] royalty. And the other [1:23:23] council members also signed [1:23:27] on. Having looked over the [1:23:29] document. It a few [1:23:30] adjustments. I'm proposing at [1:23:31] the same guidelines of [1:23:31] enhancing efficiency, public [1:23:35] engagement, responsible growth [1:23:36] every speaker has the full and [1:23:37] dedicated 3 minutes to speak, [1:23:38] no matter how many people are [1:23:41] signed up to speak. These [1:23:42] people made the choice to be [1:23:44] here before the council person [1:23:45] and giving them the whole a [1:23:46] lot of time shows respect for [1:23:48] not only their opinion but [1:23:49] also shows that the council [1:23:50] genuinely cares about what [1:23:51] their constituents have to [1:23:52] say. Even if it is nothing [1:23:55] more than a complaint. Bring [1:23:58] back the virtual option, [1:23:59] public comment unfolding, [1:24:00] responsible growth by bringing [1:24:01] back the option to share [1:24:01] public comments. Virtually not [1:24:04] only saves the speaker time. [1:24:05] It also makes speaking before [1:24:08] the council more accessible as [1:24:10] the 11th soon to be the 10 [1:24:11] largest city in the nation. It [1:24:11] would be a disservice not to [1:24:15] give constituents and online [1:24:15] option, especially in a [1:24:17] digital world where work [1:24:19] meetings are held online and [1:24:19] councilmembers himself have [1:24:20] been seen attending via video [1:24:20] and the could not be [1:24:23] physically present. Bring [1:24:24] couple public comments to the [1:24:26] front of the agenda instead of [1:24:28] the back in the spirit of [1:24:29] enhancing public engagement. [1:24:31] More people would be open to [1:24:32] willing to speak to the [1:24:34] council if they knew that [1:24:34] they'd have long wait times. [1:24:37] Didn't have a long wait times [1:24:39] just for the 3 minutes. I [1:24:40] invite you to let them speak [1:24:40] first and then stick around [1:24:41] for the meeting if they would [1:24:44] like to. And number 4, if for [1:24:46] whatever reason it is [1:24:47] necessary to cut time for the [1:24:48] speakers. Have it be a vote [1:24:49] based decision by the [1:24:51] attending council members to [1:24:51] include the mayor at the [1:24:55] beginning of the meeting, this [1:24:55] delegates power to all the [1:24:56] council members and doing it [1:24:58] in front of us gives [1:24:59] reasoning. That is it is [1:25:02] indeed necessary and not [1:25:03] arbitrary in closing and using [1:25:05] the same guidelines of the [1:25:07] original document. There would [1:25:09] be no additional fiscal cost [1:25:09] to do these things. It is [1:25:10] legal and within the authority [1:25:12] of the City Council and it [1:25:13] would help the city stay more [1:25:13] connected to the [1:25:14] representatives, which is what [1:25:14] we all want. But I'm [1:26:06] here today because I love the [1:26:07] city already. And I've met [1:26:10] some amazing people are very [1:26:11] interested in making the city [1:26:13] as great can be. And if I [1:26:14] didn't care about it, I [1:26:15] would've come. And I think [1:26:19] it's important that. Says of [1:26:19] the city can have the chance [1:26:21] to come here and speak at the [1:26:23] start of the meeting. I think [1:26:26] when you put comment at the [1:26:27] end it serves to make it seem [1:26:31] less important. I think that [1:26:31] it's also important to ensure [1:26:32] that people have the right for [1:26:35] the full 3 minutes. If there [1:26:35] is a reason why that doesn't [1:26:36] happen. I think that that [1:26:38] should voted on and made [1:26:39] explicit. I think a virtual [1:26:41] option makes sense for the [1:26:44] entire says the ship. A lot of [1:26:45] us have a lot of opportunities [1:26:49] to the mobile and to make it [1:26:50] here tonight. [1:27:51] It's a waste of everyone's [1:27:52] time. The concerns we bring [1:27:55] here is for families are [1:27:55] warranted and there are facts [1:27:56] I couldn't share simply [1:27:59] because of time. I know [1:28:01] exactly what happens when [1:28:01] public comment is constrained [1:28:04] because I lived it at Fort [1:28:05] Worth isd. I started making [1:28:09] public comment at school board [1:28:09] meetings to advocate for a [1:28:10] very specific needs that [1:28:13] directly affected students and [1:28:14] families winter. Speaking time [1:28:15] was cut meaningful advocacy [1:28:18] became impossible. This is [1:28:19] already hard. Public comment [1:28:22] should not be intimidating by [1:28:23] design. I learned from the [1:28:25] most practiced public [1:28:26] commenters your friend or [1:28:29] culture church and groups like [1:28:30] Patriot mobile while families [1:28:32] were trying to advocate for [1:28:34] classroom needs those groups [1:28:34] flooded the boardroom to fight [1:28:36] culture wars like opposing [1:28:39] sex. Ed. Result was [1:28:39] predictable. The voices of [1:28:40] actual students, educators and [1:28:41] families were drowned out and [1:28:43] we saw what happened there. [1:28:46] That's the lesson I'm bringing [1:28:48] here. When you restrict public [1:28:50] comment, you don't elevate [1:28:51] civility privilege. The [1:28:53] loudest, most organized [1:28:53] interests. And yes, I know [1:28:58] that can be This should be a [1:28:59] place regular families can [1:28:59] hear from one another about [1:29:03] what's happening in our city [1:29:04] and where they can participate [1:29:06] easily a full 3 minutes [1:29:08] virtual participation and [1:29:09] putting public comment first [1:29:09] on the agenda. Ensures that [1:29:10] public square actually [1:29:13] functions as one. Some of the [1:29:13] issues I care about. I [1:29:14] wouldn't know about if I [1:29:17] didn't hear it here. That [1:29:17] doesn't happen in private [1:29:18] appointments. It happens in [1:29:21] public at the end of the day, [1:29:22] we don't want to sound bites [1:29:24] either. We want to the [1:29:26] community space that values [1:29:27] Fort Worth residents. You MAY [1:29:28] not always be comfortable with [1:29:29] what bring here. So then [1:30:38] and even then some of you want [1:30:39] to admit that the knife is [1:30:40] there. So then what does [1:30:44] progress look like. The [1:39:24] idea that when you sign up for [1:39:24] public comments. You should [1:39:25] have some sense of where you [1:39:29] are in the queue. But without [1:43:04] doubt it's frustrating have to [1:43:06] fight and vote for ice that we [1:43:08] just had last I wish this time [1:43:09] energy could have been used to [1:43:10] help move our city forward and [1:43:10] address time sensitive needs [1:43:15] in our city and in addition to [1:43:17] increasing the amount public [1:43:18] comments I just urge you to [1:43:21] bring back the virtual [1:43:22] participation option. It's [1:43:23] working. Parent of 2 young [1:43:24] kids. It's extremely difficult [1:43:24] for me to make it to these [1:43:28] meetings in person. And that [1:43:30] is even with many privileges [1:43:31] like a vehicle, a flexible [1:43:32] work schedule and local family [1:43:36] that can help with childcare. [1:43:37] As most of us know childcare [1:43:38] options are usually around $20 [1:43:42] an hour. Many families cannot [1:43:44] just drop $6090 on child care [1:43:45] for the evening, not knowing [1:43:46] when they're going to speak. [1:43:49] How much time is going to take [1:43:51] just to make their voice [1:43:52] heard. If we want to make sure [1:43:54] all voices are being heard in [1:43:55] our community. We should be [1:43:56] sure to provide virtual [1:43:57] speaking options for working [1:43:58] families, caregivers [1:44:02] individuals with disabilities. [1:44:04] Those the transit barriers or [1:44:05] just they cannot make it for [1:44:05] the evening. It's going to [1:44:08] have their voice heard [1:44:09] residents who can't attend in [1:44:10] person still deserve access to [1:44:16] democracy, too. And sometimes [1:45:40] I feel proud sometimes I [1:45:42] there's a little bit more than [1:45:42] kind of waiting on from the [1:45:44] city and from others at that, [1:45:45] I know there's a lot of people [1:45:46] here are trying to make it a [1:45:49] better place. For that [1:49:41] particular item and we need [1:49:42] public comments to be at the [1:49:43] beginning of the meeting. So [1:49:44] we have general comments to [1:49:44] talk about things that MAY or [1:49:47] MAY not be on the agenda. So [1:49:48] that we can push for [1:49:52] solutions. Because we got to [1:49:52] talk a lot about public [1:49:53] comments and the general [1:49:56] public comment space because [1:49:56] it's not until today. It was [1:49:59] on the agenda. So we need both [1:50:00] of those things available to [1:50:02] us so that we can do good work [1:50:05] and the city on behalf of the [1:50:05] communities that we are here [1:50:10] to fight and represent. Now to [1:50:12] be great if the majority of [1:50:13] y'all were on board with this [1:50:16] work that is being done. And I [1:55:18] strongly believe that we all [1:55:19] signed up to do this. We [1:55:20] signed up to listen to the [1:55:23] voices of the people and to [1:55:24] represent you and the only way [1:55:25] that we can represent the [1:55:27] people is by hearing from the [1:55:28] people and so again, I want [1:55:34] to. And I want to [2:03:41] highlight a couple data points [2:03:41] because did ask the city [2:03:44] secretary for a list of and [2:03:45] those that came to public [2:03:46] comment of the last 12 months [2:03:50] we had a 10502 speaker signup. [2:03:51] It's 14 hours and 30 minutes [2:03:56] if we can average out time [2:03:58] speakers if you look at the [2:03:59] numbers, only 20 of those [2:04:00] right. 20's of those speakers [2:04:01] took up 7 hours at this time [2:04:02] we're hearing from a very, [2:04:07] very small percentage. The 4th [2:04:08] population we have over a [2:04:09] million people that's like 0, [2:04:09] 0, 5%, that actually come to [2:04:16] public comment meetings. We [2:04:17] get more people here. I think [2:04:18] it's important for more voices [2:04:19] to be heard. We're [2:04:20] perpetuating a cycle that [2:04:22] serves a very tiny fraction of [2:04:23] our community at the expense [2:04:24] of tax payer time and the [2:04:27] broader public good. My [2:04:28] concern is the discussion [2:04:30] should be more about [2:04:30] responsible governance and [2:04:31] ensuring more Fort Worth [2:04:31] residents have a real [2:04:35] opportunity to be heard. I get that. Like [2:05:07] colleague MAY see, I also [2:05:09] spoke to our city For me. My [2:05:11] overriding concern was getting [2:05:14] city business. There's [2:05:15] something lost in the data [2:05:19] that's available. In the past [2:05:19] few years Council has been [2:05:22] able to achieve and complete [2:05:26] more Council work. As we our [2:05:29] counsel calendars every year. [2:05:30] We're able to realize that [2:05:31] because the business of the [2:05:34] city. Is what our charge is [2:05:36] and that does include public [2:05:36] comment. We still have to get [2:05:40] business top. So according to [2:05:41] city secretary, we thought [2:05:43] that this cp could still [2:05:47] achieve that. So that earned. [2:05:51] A big level of support for me. [2:05:51] I think that the cp is [2:05:53] reasonable and it goes towards [2:05:54] creating or opportunities for [2:05:58] public comment. Rules [2:05:59] procedures. Do cover the [2:06:00] management of time and that is [2:06:02] the purview of our mayor sits [2:06:05] at that center seat. Cp does [2:06:09] double the now a public [2:06:10] comment that's I think that's [2:06:13] great opportunity. And I want [2:06:16] everyone to consider this. [2:06:16] Okay. As I look out at you, I [2:06:19] can see some of the reactions. [2:06:19] That's all we're having. And [2:06:20] so they're very again. We're [2:06:25] all different people. Remember [2:06:25] this effective discourse [2:06:26] furthers that goal of [2:06:26] communication and [2:06:28] understanding. I appreciate [2:06:29] those who take the time make [2:06:31] the effort coming here to [2:06:33] speak at our Council meetings. [2:06:36] And so just remember. You [2:06:38] know, we can all be, you know, [2:06:42] driven by passion. We can all [2:06:42] be, you know, settled. We can [2:06:43] be angry at times. But it's [2:06:47] important to get. You know, [2:06:50] our thoughts and ideas across. [2:06:51] You know, endeavor to do that [2:06:53] in the most effective way. You [2:06:54] know, attacking one another, a [2:06:56] personal level. Doesn't [2:06:57] achieve that goal in my humble [2:06:59] opinion. As my comments. [2:07:04] That's why we're back. [2:07:07] >> My first questions to land. [2:07:08] I just want to go back and [2:07:10] visit the council rules of [2:07:10] procedure versus before us [2:07:16] today on the cp. It was all on the [2:07:27] same resolution. But yeah, I [2:07:30] was 2 different pieces [2:07:30] differences. Can [2:07:40] we require a vote on the [2:07:41] reduction of minutes is that [2:07:45] allowed by law without it [2:07:46] being on the agenda like is [2:07:47] there a procedural way that we [2:07:48] can do. I can speak [2:08:45] for 60 seconds. 3 minutes, 10 [2:08:45] minutes. If you give me a [2:08:46] professional. So most people [2:08:48] up here on this diocese. So I [2:08:53] can see how. Suddenly having a [2:08:54] What you have prepared and [2:08:56] many people. I know I have a. [2:09:01] Know many people who. Are very [2:09:02] uncomfortable about public [2:09:03] speaking. They prepare. They [2:09:04] write the remarks they [2:09:05] rehearse them. They know that [2:09:08] they have exactly 2 minutes [2:09:09] and 58 seconds and they can't [2:09:10] say that one word to longer. [2:09:12] They're going to mess up. And [2:09:13] I think that we owe it to [2:09:14] those people to have some more [2:09:19] consistency. Skews and if [2:09:20] we're going to reduce that [2:09:24] time limit. We a reason and [2:09:26] shouldn't be just automatic. [2:09:27] So I ask that all of my [2:09:31] council members here. I [2:31:42] think you should look for this [2:31:48] rezoning one is the current [2:31:49] residential slightly economic [2:31:53] viable economically viable as [2:31:53] demonstrated low. Well, burger Street in [2:32:28] Park. And we're going to put [2:32:29] buildings there and we're [2:32:34] going to increase the the [2:32:35] detection And so we're going [2:32:36] to prove martyr Street. I [2:33:13] opposed zoning change for this [2:33:15] property. The scope of the [2:33:15] zoning case affects every one [2:33:16] of these 4 words who would [2:33:19] enjoy and lakeside view. Yes, [2:33:20] Fort Worth is blessed to [2:33:23] include the Western shoreline [2:33:24] Lake Arlington. The lake is an [2:33:24] important asset for water [2:33:27] supply and recreation. The [2:33:28] Arlington side of the lake [2:33:31] show cases this well, with the [2:33:33] golf course. 2 city parks [2:33:34] large homes on heavily wooded. [2:33:34] Lots with private docks down [2:33:38] to the water by contrast. Much [2:33:41] of the Fort Worth side of the [2:33:42] lake includes a power plant, 6 [2:33:45] gas Wells warehouses, vehicle [2:33:48] yards and a small park with a [2:33:49] few amenities. The city of [2:33:51] Fort Worth has recognized the [2:33:51] disrespect for our side of the [2:33:54] wake from past short-sighted [2:33:55] decisions and has made efforts [2:33:56] to claw back some of the land [2:33:58] that's become available. If [2:33:59] you look at slide there, [2:34:02] you'll see that over a 175 [2:34:05] acres have been purchased in [2:34:06] recent years to begin to patch [2:34:07] together something resembling [2:34:10] a proper shoreline. Meanwhile, [2:34:11] we have the Sony case which [2:34:12] runs completely counter to [2:34:13] those efforts to enhance our [2:34:17] side of the late as late as [2:34:18] 2016. Most of the property in [2:34:21] this case was heavily wooded. [2:34:22] It was the new did for truck [2:34:25] parking creating the dusty [2:34:25] situation that now is being [2:34:30] supposedly remedy by rezoning [2:34:30] for light industrial and [2:34:31] essentially paving it over [2:34:32] with buildings and a parking [2:34:35] lot. Surely there are better [2:34:38] places to put a light [2:34:39] manufacturing facility, then [2:34:39] right on the lake on the shore [2:34:41] of the lake. I can't think of [2:34:44] a clear example of an improper [2:34:48] land use for lakeside [2:34:49] properties. Lakes are to be [2:34:50] treasured in any community and [2:34:51] that includes the only large [2:34:52] Lake and use for worse. Police [2:34:59] deny this with prejudice. [2:39:56] Industrial activity brings [2:39:59] round the clock impact [2:40:00] trucking industry traffic and [2:40:01] industrial operation activity. [2:40:03] This is not consistent with [2:40:03] residential Lake front [2:40:09] community. That's a lakefront. [2:40:10] Industrial developments like [2:40:13] this near or on Lake but [2:40:15] property of this scale raises [2:40:18] real questions of potential in [2:40:18] uncertain risk involving storm [2:40:21] water run off air pollution [2:40:22] and large long-term risk of [2:40:24] Lake water quality uncertainty [2:40:29] around. Air quality water [2:40:30] contamination also [2:40:34] contamination impacts. On a [2:40:35] more personal note, this [2:40:36] zoning change can depress [2:40:39] property values that are home [2:40:42] investment and future limit [2:40:43] upward mobility in a [2:40:44] neighborhood that deserves [2:40:48] reinvestment and respect. I [2:40:50] asked Council to consider this [2:40:50] compare this side Arlington [2:40:52] Lake to the other side and [2:40:55] they're start. But no one [2:42:14] was more persistent are [2:42:18] passionate are impactful. Then [2:42:20] an amazing resident who lives [2:42:24] across from that site. I believe [2:45:25] it's beneficial to the [2:45:28] district and the city of Fort [2:45:30] Worth and ask that you support [2:45:32] it. Because the housing stock [2:45:35] is needed.
