[0:01] the community redevelopment. [0:02] Of the commissioners we can [0:05] talk Florida. And this time [0:06] with the stand for the Pledge [0:12] of Allegiance. Believe United [0:15] States America. [0:21] >> And it stands got deal with [0:25] where were all. [0:33] >> It have the roll call. [0:34] >> your hands Vice Chair Boost [0:37] just curious, PRESIDENT [0:39] Commissioner Drago press [0:41] commissioner Anderson present [0:43] Commissioner Watson. [0:46] Commissioner Bond PRESIDENT, [0:49] MR. Patterson, PRESIDENT. [0:51] Chair Watkins, Brown [0:52] PRESIDENT, executive Director [0:54] Helen Terry present. Attorney [1:00] Clifford Shattered. Report. [1:03] Okay. [1:05] >> We have no proclamations [1:08] and special presentations that [1:10] would take us now into the [1:14] public input. And I would like [1:25] to call a mouse Alexander. [1:30] >> Good Evening Council. Thank [1:30] you for having me. Give me the [1:34] time to speak today. I'll be [1:36] brief on today. I stand before [1:37] you please introduce yourself. [1:38] I'm sorry. My name is miles [1:41] others and a and of lives [1:42] gotion which is a partnership. [1:45] Goshen, Cornerstone, one [1:48] Today. I stand before you for [1:49] something far greater than [1:52] McCollum hall. I'm actually [1:55] here for the Dunbar community. [1:55] Now I wasn't raised here. I [1:58] don't live here, but I do. [2:00] Believe that I'm here for you. [2:02] I'm here because I'm tired of [2:05] scene. The community be [2:08] continuously shortchanged. [2:10] I've come to learn about the [2:12] Dunbar the time I've spent [2:15] here and I have experience the [2:17] talents and the rich history [2:18] at the potential you have. But [2:21] also notice that throughout [2:24] the years and far before I [2:26] became into this place. Thank [2:27] you have been overlooked and [2:32] undervalued. I'm extremely [2:34] upset. And Brian cited by the [2:35] actions of the council, the [2:35] administration and this year [2:37] that. The claims so that they [2:40] have made against the ocean. [2:42] Cornerstone are false. They [2:44] claim we don't have the funds [2:46] that is totally false. And we [2:48] do. We simply acts for [2:53] reimbursement grant. Has since [2:54] gives us the ability that we [2:54] already came to the table with [3:01] the funds. Somehow we've [3:02] repeatedly acts for tax by [3:04] text and email in-person [3:06] meetings too. So that council [3:08] and staff understand the [3:09] structure of this deal. But [3:15] they refuse. And I why they [3:15] refused. And my answer is [3:16] because they do not want to [3:20] understand understand. We have [3:21] also several times asked to [3:22] withdraw all the 4.2 million [3:26] dollar request. And now I see [3:27] that they're using that as a [3:28] pretext to take Macomb Hot [3:32] bat. I believe. And many [3:34] people do believe that this [3:37] council. And many other people [3:38] do not care about this [3:41] community and they never will. [3:42] They do not want to see [3:44] someone that looks like me to [3:45] be in control and to develop [3:46] this community. This this [3:48] project. They already have [3:52] plans. And the plans are not [3:54] to benefit the Dunbar people. [3:57] If they get their way. And [3:58] they do what they want to do [3:59] with the property, I believe [4:01] that. You will be priced [4:06] displaced and replace. They [4:08] smile in your face. A 10 year. [4:08] Churches shake your hands in [4:10] case your babies. But only [4:12] when they need your vote. Once [4:14] the ballot is cast. Did this [4:19] cast? Reduced and Dunbar? You [4:22] are reduced to only fireworks [4:24] and festivals, nothing [4:24] meaningful for a lasting [4:29] development in your community. [4:31] Stand united. They hide their [4:32] true intentions. When we are [4:33] divided, they show exactly who [4:37] they are. Dunbar, you have the [4:39] power to change that. And [4:40] remember when these polls are [4:41] open U.S. Now examine to your [4:48] time is Yes, ma'am. Thank you. [4:49] >> Can we would have can [5:00] caving in? Henderson. Good [5:00] evening. K on Henderson for [5:04] the Record. Good evening, [5:04] Mayor Council members, [5:07] administration and staff. I [5:08] stand here tonight. Just not [5:10] disappointed but deeply [5:12] troubled troubled. By the way, [5:13] the city has handled the [5:13] Macomb whole project for the [5:15] past few years. And more [5:15] importantly, by the way, [5:16] MISTER Miles Alexander has [5:20] been treated. McCollum hall is [5:21] not just bricks and mortar, [5:22] it's the heartbeat of African [5:23] American history. In Fort [5:26] Myers is a place of pride in [5:27] that deserves more than Billy [5:30] deflection and disrespect in [5:31] my 13 years as a public [5:32] servant and local government, [5:33] I have never seen the kind of [5:34] attitudes and microaggressions [5:36] I've seen here through the [5:39] various workshops mutants [5:40] tones and actions. That has [5:43] question MISTER Alexander's [5:44] expertise diminish his [5:45] leadership and undervalue his [5:47] contribution. Let's be clear. [5:49] Microaggression are not small. [5:51] They are short. There will [5:52] done. They tell people, [5:53] especially those from [5:55] historically marginalized [5:56] communities. But they are not [5:58] truly welcome at the table. [5:59] And here's what makes this [6:01] treatment even more [6:04] unacceptable, MR. Alexander [6:05] told your staff that he did [6:06] not meet the 4.2 million. He [6:06] put it in right in a formal [6:10] request to withdraw the s this [6:11] was never about them. This was [6:12] always about moving forward [6:13] about honoring history, about [6:16] doing what's right instead, [6:18] some of you on this board has [6:18] stalled. The sport has [6:20] unfortunately sent the wrong [6:22] message. Not just to MISTER [6:22] Alexander, to the community [6:25] and to everyone watching. But [6:28] even when you bring vision [6:29] resources and commitment, you [6:30] will be met with barriers if [6:31] you are the wrong person from [6:33] the wrong community asking the [6:34] wrong questions and let's call [6:38] this what it Gentrification at [6:38] its best when the city delays [6:40] and undermines the community [6:42] led project so long that the [6:43] culture history and people [6:45] it's meant to serve are pushed [6:46] aside in favor for something. [6:48] Some consider to be more [6:50] marketable. This council, this [6:51] administration, this stuff, [6:54] you have a choice. You can [6:55] keep livin disrespect and [6:56] delayed to find this project. [6:57] Or you can choose respect, [6:59] urgency in partnership [7:00] regardless of what your [7:03] decision is tonight, McCollum [7:06] told future is in your hands. [7:07] And so is the trust of this [7:18] community. Do better. Thank [7:19] Can don't see anything on the [7:25] consent. Consent agenda. That [7:28] would take us into the regular [7:28] agenda. [7:33] >> 3.1. And that is to discuss [7:35] notice of the intent to [7:38] terminate the agreement for [7:42] the redevelopment Colin Hall. [7:47] And I would vote on that. So [7:50] there any? Discussion we've [7:52] gone in? If all on the [7:57] agreement. Can we hear from [7:58] The current CHAIRMAN Moves [8:00] through. What would talking [8:09] with fall? Attorney Shepard? [8:11] >> all well, the ancient draft [8:12] letter, chair, I believe but [8:16] short version is. They have [8:20] missed a couple of important [8:21] milestones under the [8:22] agreement. Bye, bye, bye. Not [8:24] insignificant amount of time. [8:25] >> If you give me a second, I [8:27] can pull that up and tell you [8:28] exactly. But that's the long [8:29] and short that there's been a [8:31] number of milestones they been [8:35] blown through despite [8:37] extensions, given. Obviously [8:40] one of the things come out was [8:43] this issue of the funding by [8:46] the state. But that's or the [8:46] cra. But this is not a basis [8:56] for being a for From a nation. [9:00] >> Dan, did you know that? [9:01] I've seen the letter back to [9:01] package, but I think we owe it [9:04] to the public. Let everyone [9:11] what to do. Terms fall are so [9:12] that they have understanding [9:12] as to why staff is [9:17] recommending it. [9:17] >> all going call one 0nd. I [9:21] want to make sure out over the [9:22] phone that I as you know, I'm [9:25] getting a little bit earlier. [9:25] Side will have a chance get it [9:26] ready in advance 0nd. I will [9:39] pull it up. [9:40] >> Well, this is pursuant to [9:44] articles 8, 1, 1, 8, 6, be of [9:48] the agreement for [9:50] redevelopment under a 1, [9:51] there's been a fair to comply [9:53] with material of the [9:54] agreement. That management or [9:58] completion of construction and [10:00] under a 1, one, failure to [10:02] construct the project and [10:03] substantial proponents final [10:06] design once approved by the [10:08] additional they are in the [10:14] fall under 8, 6, 6008.1 you [10:15] hear living in ability to [10:16] obtain project financing, [10:19] commitment necessary put [10:21] profit. Well, the fall under [10:23] Article 8, one. Well, Rick was [10:27] a 30 day notice to cure for [10:27] termination, with the ball to [10:30] under 8, 6, 1, being. That is [10:34] ride which did not take care [10:37] have an inability good paying, [10:38] but adequate financing. [10:41] There's no notice period [10:45] require. And so pursuant to [10:45] the article regarding [10:49] termination, which is it was [10:51] the intention to Fresno's is [10:52] signed off agreed to buy they [10:54] would be terminated effective [10:56] immediately. But that's that's [10:57] the decision that's before [10:57] you. Those are the ground [11:05] side. [11:07] >> discussion commissioners? [11:11] Commission member. [11:12] >> MARCH ever. This just a [11:13] couple of questions that I [11:16] have just make sure I clarify [11:18] you, my understanding of the 4 [11:23] point, whatever it was. That [11:23] the city was going to be [11:24] providing was going to be done [11:29] on a drawdown Purvis. He's for [11:30] reimbursement, which I believe [11:33] he does allude to. [11:34] >> And my also understand he [11:39] was at that 4.2 was required [11:41] for them to obtain their [11:42] financing. And he does mention [11:46] that it wasn't. So regardless, [11:47] I would say if I understand [11:48] this correctly from looking at [11:50] this notice in the letter, [11:50] addition to what you just [11:54] explain to us, they are if [11:55] nothing 6.1, they are in [11:59] default. Correct. [12:01] >> Well, can for So somebody [12:02] has different information that [12:05] they're going to have to [12:06] provided, that they might been [12:09] under the impression that the [12:12] whole reason for asking for [12:14] funding through the cra was [12:16] because they attempted [12:17] multiple times but not been [12:19] able to obtain financial and [12:22] proof that they had financial [12:24] terms of that commitment some [12:27] sort of a letter of credit or [12:27] whatever would have proper [12:28] showing that, yeah, they have [12:30] the ability to get it down and [12:34] it's obvious sort of self [12:35] moving because if they have [12:37] the ability to get it done and [12:37] had financing race than there [12:39] would have been no particular [12:40] reason for the delay in [12:42] starting construction are [12:42] getting the project completed [12:45] all these year. Late. [12:47] >> And so again, if you're [12:50] asking me, did I see anything [12:51] regarding the financial [12:53] specifically male life simply [12:54] inquired? What is the robbery? [12:57] And I was told about request [13:00] for additional money and [13:01] apparently an admission that [13:02] was made that they could not [13:03] despite multiple efforts in [13:05] pain commercial, not to [13:08] mention financing. And so [13:09] that's what I know that under [13:13] agreement. That is true. Is [13:16] required termination. Was the [13:17] most required or the failure [13:20] start agreement on So that is [13:21] the group we simply go in [13:24] region. We would give them a [13:25] 30 notice mean within 30 days [13:27] and have project started, [13:30] which is the only way to cure [13:31] I don't think that's [13:31] realistic. But that is as [13:34] accurate. [13:35] >> Okay. So that's where they [13:38] went. 1.1 where they 30 day. [13:39] Notice. You care of 6008.1 [13:42] requires such notice or [13:44] opportunity. That's correct. [13:45] And then if I understand aside [13:47] from the U.S., [13:48] >> the funding that had been. [13:52] >> Putin has set aside from [13:53] high with the cni. The million [13:56] dollars was contingent. Also [13:57] upon that, they be able to [13:58] show that they had secured [13:59] financing. If I understand [14:04] that, correct. Also, thank [14:09] connection. [14:09] >> And this time of Conflict [14:12] bowl. [14:15] >> in a motion. It's no [14:19] motions. I'm sorry. That's [14:20] what I meant. Come from the [14:28] motion. I make a motion to [14:29] accept recommendation from [14:33] staff. And second. [14:35] >> Can spend motion by [14:36] Commissioner second by [14:42] commission, a discussion all [14:43] in favor of the motion. Let it [14:48] known and I opposed same sign. [14:54] Motion passed. If we don't [14:57] have any more turning items. [14:58] Or any commissioners want to [15:02] add anything. Yes, do for the [15:03] public that I just want to [15:04] make it clear. [15:05] >> That this project is not [15:10] stops. We are moving forward [15:13] both as a cra and is it safe? [15:15] That the city has committed to [15:16] give the cra dollars to [15:21] complete the project. So I do [15:22] want to be walking on here [15:23] thinking that the project is [15:24] over. Nothing's going to [15:25] happen now. That's actually [15:29] going start happening. Thank [15:33] You. Commission. [15:34] >> If nothing and not on call [15:38] for adjournment. [16:08] >> 21 below 0 without wind [16:10] chill factor. And my mom said, [16:11] do you want to move to Florida [16:12] live next year? Grandmother [16:14] said sure. Sounds like a good [16:14] idea. Came down to Fort Myers [16:17] and it up graduating out of [16:19] Fort Myers, High School. One [16:22] way to the Army got in. The [16:23] Army came back 3 years in the [16:26] Army. I was in country much to [16:30] my father's sugar he wanted me [16:31] Get something I could use once [16:32] I got out. And then my 18 year [16:34] logic cause I go into the Army [16:37] staff. Going to be infantry, [16:44] run around 2 things. 2014 went [16:47] in for my annual physical. [16:49] Came back. I had blood in my [16:52] school and my I was anemic. My [16:54] red cell count was low. So [16:57] those 2 things combined. Said [16:57] maybe we should find out [17:01] what's going on going for a [17:02] colonoscopy this copy. So they [17:03] went both ends to try and find [17:06] out where is bleeding and they
