[7:41] Thank you, Mayor and members of the Council. [7:43] We have Randy Huggins, Development Service Director to present on this item. [7:47] Thank you, Mr. Banger. Good afternoon, Mayor and Council. [7:50] With the annexation of Allen Ranches, the 865-acre development northwest of the Loop 303 in Camelback, [7:58] there was a small piece of right-of-way leading to the 169th Avenue alignment and Camelback Road access point that was not annexed. [8:05] This annexation will move approximately 0.69 acres [8:10] from ADOT control to the city's jurisdiction and control. [8:14] This annexation is of existing right-of-way, [8:17] so no public hearing is required for state statute. [8:20] Staff recommends approval of the proposed ordinance. [8:25] And here's a map just to show approximately [8:27] where it is from the 303. [8:29] Yellow is Allen ranches. [8:31] It's the base of the right-turn lane into Allen ranches. [8:34] There's a little better visual going into the new buildings constructed out there and this concludes my presentation. [8:43] Okay, any questions? [9:24] Board member 026-27, in an ordinance of the Council [9:27] of the City of Glendale-Maricopa County, Arizona, [9:29] authorizing the execution of a utility easement [9:32] in favor of Arizona Public Service Company, [9:34] a long property owned by the city of Glendale, [9:36] located southeast corner of 64th Avenue and Sac Drive, [9:40] also known as APN 200-28-857B, [9:45] and directing the city clerk [9:46] to record a certified copy of the ordinance. [9:51] Thank you, Mayor and members of the council. [9:52] We have Georgie Popovic, director of engineering. [9:55] Good evening, Mayor and members of the council. [9:58] I'm here to present the ordinance number 026-27. [10:03] This ordinance authorizes the city to grant the utility easement in favor of Arizona Public [10:07] Service Company, APS, on city-owned property located at the southeast corner of 64th Avenue [10:14] and Sac Drive. [10:15] The purpose of this ordinance is to provide APS with the necessary utility easement to [10:19] upgrade its transformer and provide electrical services to the city's well site, number [10:23] 50. [10:25] The easement will provide APS with the necessary access and property rights to install, [10:29] operate, maintain, repair, replace and, if necessary, reconstruct its electrical facilities. [10:36] We own the property and the southeast corner of this drive is identified with the APN number [10:41] as listed by the city clerk. [10:43] APS is upgrading a transformer at this location to provide additional electricity to Wellside [10:48] 50 and has requested the utility easement across a portion of the city-owned property [10:53] to protect and maintain those facilities. [10:55] staff has reviewed the request and recommends granting the easement there [10:59] will be no impact on city department staff or service level as a result of [11:03] the section and we recommend approval. Thank you any questions? Seeing none any [11:10] speaker cards? No sir. Okay can I get a motion please? Mayor I move to approve [11:15] ordinance number 026-27. Second. Ordinance number 026-28, an ordinance to the council of the city of Glendale, [11:47] Maricopa County, Arizona, authorizing and directing the entering into of an amendment [11:52] to an intergovernmental agreement with Maricopa County for the transfer of property located [11:56] at the southeast corner of Northern Avenue in Glen Harbor Boulevard in support of the [12:01] northern parkway for the West Valley Animal Care and Control Project and directing the [12:05] city clerk to record a certified copy of the ordinance. [12:08] Thank you, Mayor, members of the Council. [12:10] We have Georgie Pavlovic, Director of Engineering for that. [12:13] Good evening again, Mayor and members of the Council. [12:15] This ordinance was prepared with the mutual help with the transportation department. [12:22] We had to be both involved in crafting this. [12:25] I'm just presenting with Pura Badabala being behind me in supporting me. [12:30] Ordinance authorizes an amendment to the existing intergovernmental agreement with the Maricopa County [12:35] for the transfer of additional city-owned property located at the southeast corner of the Northern Avenue in Glen Harbor Boulevard. [12:42] in support to the Northern Parkway and West Valley Animal Care and Control project. [12:47] Purpose of this ordinance is to authorize the city manager to enter into the amended [12:51] IGA with Maricopa County for the transfer of approximately 0.364 acres of the city [12:58] owned property. [12:59] Maricopa County will use this property to provide access from Glen Harbor borough [13:03] to the New West Valley Animal Care and Control facility, which is currently under construction. [13:09] The county will pay the city $250,000 for the additional property. [13:14] A little bit of a background. [13:15] In December 2024, council previously approved an IGA with Maricopa County [13:20] for the transfer of approximately 4.97 acres [13:24] for the West Valley Animal Care and Control Project. [13:27] That original property transfer has since been completed. [13:31] This is an addendum to this one that is approximately 0.364 acres [13:35] and it will properly transfer and provide the safer access to Northern Parkway for traffic [13:43] traveling vests from the animal care and control facility while supporting both the [13:47] Northern Parkway project and the new county facility. [13:53] Staff recommends waiving further reading and adopting disordnance, authorizing the [13:57] city manager to execute the amended IG and the necessary documents to complete the [14:02] transfer to Maricopa County. [14:05] Thank you. Any questions? Seeing none, any cards? [14:10] No, sir. [14:11] Thank you. Can I get a motion? [14:13] Mayor, go ahead. [14:14] I move that the council approve ordinance number 026-28 and waive reading bound title. [14:20] Second. [14:21] I have a motion. Councilmember conscious a second from Councilmember Tomlachoff to approve the recommended action. [14:27] Roll call vote. Councilmember Baldenegro, how do you vote? [14:30] Aye. [14:39] I chair both side at motion carries unanimous this power item 47 if you would please ordinance number 0 26 dash 29 in ordinance [14:47] I council the city of Glendale Maricopa County, Arizona [14:49] amending city code chapter 33 water sewers and sewage disposal [14:55] Article 3 sewers and sewage disposal and setting forth an effective date [15:00] Thank you, Mayor and members of the council. I have Ron Cereo, Director of Water Services to present. [15:05] Yes, turn your mic on. [15:08] All right. There you go. [15:09] Thank you, Mr. Banger. Good evening, Mayor and Council. [15:13] This is an ordinance to revise City Code Chapter 33 regarding sewers and sewage disposal. [15:20] This item was presented to council at workshop on June 23rd, and I consider housekeeping [15:27] The language changes bring our code into compliance with Federal and State regulatory [15:35] changes that have occurred. [15:37] We are already in compliance with those regulatory requirements, so there will be no [15:43] impact to our existing customers. [15:45] That concludes my presentation. [15:47] Any questions? [15:50] Seeing none, any cards? [15:52] Yes, sir. [15:53] Okay. May I have a motion for item 47? [15:57] I move that we approve ordinance number 026-29. [16:01] Second. [16:02] I have a motion from the Vice Mayor. [16:03] Second. [16:04] Council Member Guzman to approve the recommended action. [16:06] Roll call vote. [16:07] Council Member Baldenegro, how do you vote? [16:09] Aye. [16:09] Council Member Conscious, how do you vote? [16:10] Aye. [16:11] Council Member Guzman, how do you vote? [16:12] Aye. [16:13] Council Member Tomachop, how do you vote? [16:14] Aye. [16:14] Council Member Turner, how do you vote? [16:16] Aye. [16:16] Vice Mayor, how do you vote? [16:17] Aye. [16:18] Chair votes aye. [16:18] Motion carries. [16:20] Next on the item is the Council comments and suggestions. [16:23] Mr. Baldenegro, have you any? [16:25] None today, sir. [16:26] Thank you. [16:27] Council Member Conscious. [16:28] Yes, Mayor. [16:29] Good evening, Mayor, Vice Mayor, colleagues and council. [16:32] Welcome back to our beautiful chambers here. [16:35] It's so wonderful to see everybody as we return to council chambers. [16:38] I want to let you know that I've been at work this entire summer for you all. [16:42] But first, I want to thank all of our staff at the pools and the aquatic centers, [16:46] especially Roseland Aquatic Center, our staff, our lifeguards, everyone who put that together. [16:51] Thank you so much for your dedication and also thank you so much for ensuring that we did not have [16:57] That many or any drownings this summer back to school season is officially underway [17:02] So I want to welcome everybody back parents teachers staff everyone for your support [17:07] And thank you so much for everything that you do for our kids of Glendale [17:10] Also, I want to let you all know that I have been [17:13] Traveling the district especially the heat relief centers and recently I read I visited 43rd Avenue in Peoria [17:19] there is a church there on the on the Phoenix side and I basically went there [17:25] talked to the pastor and assessed what he needed and a lot of the Cactus [17:29] district residents actually donated items directly to the church to support [17:33] our unhoused neighbors and I also attended the National Association of [17:37] Latino elected officials to discuss housing affordability and economic [17:41] mobility and last week I joined the vice mayor and leaders across the [17:45] Valley for a conversation on water and it was great to have our water services department [17:50] also there to ensure that we have safe and clean water for the next 100 years. [17:55] And also we know that last night there was a strong storm that knocked down trees, shade [18:01] structures and other significant damage such as a big passenger van that was smashed in [18:05] half at the condos at 47th Avenue and Northern. If you see anything that is city related [18:11] on the public street or the right-of-way and need assistance, please use our Glendale one-up. [18:15] Thank you so much for the opportunity to serve you as your Cactus District Council member, [18:19] and I look forward to continuing to partner with you to support you and to make sure that [18:23] we do great things here in the City of Glendale. Thank you, Mayor. [18:27] Council Member Goodman. [18:28] Yes, I'd also like to say that it's nice to be back in our new chambers. Welcome, everyone. [18:34] Looking forward to making good decisions for the rest of the year. Thank you. [18:41] Yes, Mary. I do have something. I want to thank, I don't see him here tonight, but I [18:45] do see his leadership team here. Chief Brandt, his leadership team and all the men and women [18:50] in the Glendale Police Department, this is the first 4th of July in 12 years that I did [18:56] not receive a single complaint about fireworks. And thank you, because I know you put a lot [19:02] of time and energy. You had a community meeting and you had an enforcement plan, [19:06] And it worked. So I know that was, you know, a lot of extra attention to detail and planning. [19:13] But I think the community got the message. Obviously there probably was still some illegal [19:16] fireworks. But this was the least amount of fireworks I've ever seen in and around [19:22] Glendale. And I don't know about anybody else, but I did not receive a single complaint [19:26] from anyone. So thank you for that. And then one other thank you for the police [19:30] department. And I have spoke to quite a few residents. Thank you for the enhanced [19:35] enforcement on the e-bikes and the e-motorcycles also. [19:39] It's become pretty dangerous, the being in and out of traffic. [19:42] So thank you for the enforcement plan for that, too, and educating. [19:46] I know I don't think anybody's been arrested yet, but I know that they're doing a lot [19:52] of education and I've seen some kids pulled over by some of our officers and they're [19:57] talking to them. [19:58] So thank you for that. [20:00] So I know it's a little above and beyond what your day-to-day duties are and [20:04] and the community appreciates it. [20:05] Thank you, Mayor. [20:06] Council Member Turner. [20:08] Yes, Mayor, thank you. [20:10] I just want to take a moment to congratulate [20:13] the winners of our recent election. [20:15] Council Member Lauren Tomachoff, winning re-election [20:18] by a large margin, by the way. [20:22] And Council Member Electorori Goree [20:25] from the Akatiyo District [20:27] and Council Member Elect Lisa Baker [20:29] who'll be representing the Barrel District, [20:31] which of course is near and dear to my heart. [20:33] I also want to thank all of the candidates who ran and all of those who got involved [20:39] supporting their preferred candidates. [20:42] It's important that we be involved in selecting our elected officials. [20:47] But now it's time to put down the swords, bury the hatchets, lock up the axes, whatever [20:52] else you've been using, pulse pounders, melt down the rebar, and it's time that [20:58] we start working together again to build an even better Glendale. Thank you. [21:03] Vice Mayor? [21:04] Thank you, Mayor. I just want to echo what some of the other Council Members have mentioned [21:08] about getting back into this beautiful Council chamber. For all those, I want to thank staff [21:17] and the three years that we were constantly asking how is it going, where are we on [21:23] time, and we came in pretty much on time, and I appreciated that. But I want to [21:27] I want to thank the entire staff, the contractors and everybody who made this building and this entire campus come to life. [21:35] It's really been great to be back in and have our council chambers back, so thank you. [21:41] And I'm going to do something here I probably might regret. [21:45] I don't think I will. [21:46] Our fire chief, could you come up to the podium for a second? [21:48] I'm going to put you to work just real quick. [21:51] Well, what did he do now? [21:54] So as he's coming up, I just really had a chance for a quick glance at the story I seen late last night. [22:04] And it's about your folks at one of the stations that was at a store that lost its power. [22:10] So I don't screw up. [22:12] Could you tell the folks here that company and some of the circumstances? [22:18] Because I just thought that was awesome. [22:19] Mayor and members of council, we had a fire at one of our fries supermarkets a few days ago. [22:26] A quick action by our men and women on our fire trucks confined the fire very quickly. [22:33] We've had this incident happen in our past and in the Metro Phoenix area, [22:38] remember the Southwest supermarket, Britt Tarver, God rest his soul. [22:41] So anytime we see anything at a supermarket we get a little anxious. [22:45] Let's go and go to work, find it very quickly. [22:48] But the story is the refrigerant units were going to be shut down a lot of birthday cakes [22:54] for the residents here in Glendale. [22:58] And our captains and engineers and firefighters took it upon themselves to purchase those cakes, [23:04] track down who those birthday cakes were supposed to go to and deliver them. [23:08] So the next day, whether it was child or adult, they were still able to celebrate their [23:13] birthday with those cakes. [23:15] Some of them only had one piece left because they took them to the station and [23:18] you know how that works with firefighters and how they eat. But the part for [23:22] the community is please understand the economic engine between development [23:28] services and our fire inspectors. We had that fries open within 72 hours and [23:31] back to business serving the citizens and making sure they had their [23:34] groceries to go to. So again just the men and women of the fire department [23:37] doing great work. Chief I read that and again it was really late last [23:41] night like two o'clock in the morning and I didn't I didn't want to mess it up I [23:46] wanted to make sure it came out right but I want you to know how proud and I [23:51] think I'm speaking for the whole council how proud I am of you and the way you [23:55] manage your team and the fantastic wonderful employees that you have that [24:00] serve our city we're blessed they're truly blessed to have all of you folks [24:04] working for us so would you if you would pass along to them that once I [24:09] get their names.
