[0:16] I pledge allegiance to the flag of the United States of America, and to the republic for the rest of the [0:34] You're welcome, you're ready. [0:37] Michelle, you're Steve. [0:38] Here. [0:39] Jane, here. [0:41] Brian. [0:42] Here. [0:43] Okay. [0:44] I need a motion to prove the agenda. [0:45] Some of. [0:47] Sir, second. [0:48] All three. [0:49] All right. [0:49] All right. [0:51] I need a motion to prove the extent agenda. [0:54] Second. [0:54] I second. [0:55] All three. [0:56] All right. [0:58] This time, set aside for comments from the public on topics of city business. [1:03] not listed on the agenda tonight. So just anybody that's not on the agenda on the table if there's somebody here that's [1:15] okay, we're on item three. Public hearing on the polls expansion. [1:24] Okay, item three public hearing on the polls expansion on the 2026 got the housing urban renewal area. [1:33] Council, if you read your notes at Jamie's got here, [1:43] go ahead and help me out your second. [1:45] This is just a time of anyone in the audience has any questions or comments that they can speak. [1:52] Comments on this. [1:55] And if [1:57] we don't have any speakers in here, the mic's just. [2:09] So I guess public interest is nothing here on public hearing, I can go ahead and close it. [2:15] Yeah, but if nobody has any comments or questions. [2:19] All right. [2:21] Item four, resolution to declare. [2:24] That's the necessity to establish a urban renewal area. [2:28] Section in a formal three dash four, [2:31] on a code of aisle to a urban renewal plan, [2:33] and projects for the 2026 governor housing urban renewal area. [2:45] Just quick, quick, quick, quick. [2:47] What is the area that we're talking about again? [2:52] It is the parcels behind acre street that the city is selling. [2:59] The parcels down by the new plexus. [3:05] And then we have to have the areas touch so it is the city streets and the highway to connect those areas. [3:14] So we're looking for a motion for that? [3:17] Yes. [3:18] So move. [3:20] Second roll call. [3:22] Austin. [3:23] Brian. [3:24] All right Michelle. [3:25] Hi. [3:25] Steve. [3:26] Jane. [3:29] Okay. [3:29] item by ordinance providing for a division of taxes levied on taxable property in the [3:36] 2020-26 government housing urban renewal area of the section 413.19 of the code aisle. [3:50] What are we looking for there? [3:52] This is an ordinance so it will either require three readings or a super majority to [3:57] wave the second and third reading and pass it tonight. [4:09] And this is for the urban development grant. [4:14] This is for the sewer main infrastructure that reflects current put in for the new [4:22] plexus. [4:23] It would be collecting additional tax revenues off of the increased value in that area to [4:31] pay that debt off as the sewer main will be given to the city. [4:36] and then I will read here is that one. [4:39] How many years is that over? [4:42] It is set for 20 but more than likely we pay back in around five. [4:50] So you need a motion. [4:52] I'll make the motion to establish this text increased for a second. [4:56] Second. [4:58] Steve. [4:59] Jane. [5:00] Hi. Michelle. [5:02] Austin. [5:03] I'm from the way of the second third. [5:07] Hi, second. [5:09] Like Jane. [5:10] I'm Brian. [5:11] All right. [5:11] Michelle. [5:12] I'm Steve. [5:12] All right. [5:19] I'm Steve. [5:19] Austin. [5:20] I'm Jane. [5:21] I'm Brian. [5:23] Steve. [5:24] Michelle. [5:30] Okay. [5:30] Item six. [5:31] Resolution study in date of meeting in which it is proposed to approve a development agreement [5:37] with Riflus Current LLC, including annual Formate Text and Sound of Payments. [5:46] So we're looking for a date. [5:48] The next council meeting will be August 10th at 6 p.m. [5:54] Is that okay with everybody? [5:56] I need a motion. [5:57] Yes. [5:58] I'll make the motion do set it for August 10th. [6:02] Step 2. [6:04] Steve. [6:06] Michelle. [6:06] Hi. [6:07] Brian. [6:08] Hi. [6:08] Jane, I'm Austin. [6:12] OK. [6:13] I had a seven, there's a whole public hearing [6:17] on disposable sale property of acre street. [6:22] Right now, if you're just looking for comments [6:24] from the public, I guess. [6:25] Yes. [6:26] So if anybody has any comments on item seven, [6:29] the public hearing on disposable properties, [6:32] do you want to come up to the mic? [6:43] You want to state your name? [6:44] Sure. [6:45] John Bellastory, I live at 802A per. [6:48] OK. [6:48] I also own the land that the easement comes on to for these parcels, the question I have is actually several of them. [7:01] One, how is this land zoned? That's being sold. [7:06] It is zoned A1, which is Ag. [7:09] Okay. Does that limit it to one residence? [7:12] Yes. [7:14] Okay. [7:15] The next question I have is where is the easement? [7:20] All of the maps that I've looked at, I don't see a specific measurement where the easement [7:26] comes out on to my property. [7:30] As far as I am aware, there's a rectangular piece where the driveways all branch off from. I believe that is the area that you own that contains the easement. [7:43] Correct, but there's probably about 50 feet of land that faces this parcel and I'm wondering. The reason I'm asking is there's a fairly good size tree growing right there that I don't want to see cut down in order to make a driveway. [8:00] There seems to be plenty of room to the east of that tree for a driveway. [8:07] I'm also concerned that the buyers may be trying to get the property resowned and possibly [8:12] build more than one house on the parcel. [8:16] Don't really want to see that happen either. [8:21] I've been pretty much maintaining this driveway as well as the land that goes from [8:27] a lot, one of a lot for out to acre street. [8:33] I believe that property is kind of no man's land. [8:36] I don't see a parcel number for it on Beacon. [8:39] I don't know who owns it. [8:42] The fact that it's been being maintained by me [8:46] for the last five and a half years [8:48] and the previous owners to me were maintaining it [8:51] before that for well over 10 years. [8:54] My understanding in Iowa is if you maintain property [8:57] for 10 years contrary to ownership the land becomes yours. Now I realize you have to go to court [9:05] to have that declared. However, I'm concerned if somebody starts building on this parcel or [9:12] the two parcels in question. I don't know if you've ever looked at those parcels but they [9:18] aren't level. There's a pretty good divot in that and it's going to require fill in order to build [9:24] I don't really want to see what my driveway is going to look like after 200 loads of dirt come in. [9:32] I'd like some assurances that my driveway will be restored if damage occurs. [9:40] I'm not familiar with the exact order of the easement. [9:45] It just says ingress and egress. [9:47] Okay, so that would be a question for that I can reach out to the city attorney to see if there [9:55] it was any type of agreement for maintenance and upkeep of that area when the easement was created. [10:03] I believe they were, their office was involved with the division of those properties several years ago. [10:11] Yeah, because these parcels were parceled off I think in 2016 so it's 10 years ago other parcels were split off after that [10:22] I believe that some of the people that live on those parcels are here tonight as well [10:26] Some other questions we have is there's a pretty good tree line on the west side of these parcels [10:33] And I know there's some concern about those trees being removed by the new owners as part of their building process, [10:44] but I don't know what their intent is with this land. [10:48] And I realize when you're selling it, you don't either. [10:53] Is it possible next question is utilities coming to that parcel? [10:59] I don't believe there's utilities on that parcel, but there are utilities on Acres Street. [11:06] There is electric between the homes on Acres Street and those parcels. Water is out on Acres Street. [11:13] And I believe several of the homes back there do have city water run to their properties. [11:19] We do. I know that. [11:20] I think most of those properties back, they're due to the necessity for a lift station [11:27] have private septic, instead of city sewer, which is something that if somebody were to build [11:34] and want to have utilities with water and some kind of wastewater treatment. [11:42] If it was going to be cost prohibitive to connect to city sewer and have a lift station, [11:49] They would have to come to Council to request a kind of septic there is actually a city sort of mayor's one there [11:55] I can't hear you there's a city sort of mayor runs underneath that electric [11:58] That either because there's no way where there comes back to my problem. No, there is it [12:03] So you were granted a septic tank at that time [12:08] I think years ago that was outside the city limits were all out [12:13] possibly and then the city water came in was the next [12:17] Yeah, I have no idea those before I ever bought it, so. [12:21] Yeah, is that the way it is, Diane? [12:23] I know we're in the city limits. [12:25] Yeah, but do you have city water, and you're next into the city limits, right? [12:33] Yeah, we're in the city limits as well. [12:35] And you get the electricity from the city. [12:38] So there is sewer available there. [12:42] Yeah, I don't think sewer could be brought back to our house. [12:45] No, but if you start to say you have the pump, I mean, there's a solid, do we pump about ten inches down on you'd have to have a huge pump, do you have to have a lift station just in your house, what places do that if they can't do it? [12:58] Yeah, my concern as well is if they start digging to put utilities in and tear up the driveway. [13:05] That's our only access. [13:07] And you're talking about, you know, Paul and Diane, you're talking about us, you're talking about Katie Rauss's house. [13:13] we can't get out if those dugout. [13:16] There should be a perpetual easement for those dryways. [13:19] There is, for example, if there is, [13:22] but I'm saying they dig it up to put these utility lines in, [13:27] how do we get out while they're digging? [13:29] They shouldn't have to for electrical sewer, [13:33] because they are behind the houses that are about acre street themselves. [13:38] So you're saying there's possibly is a sewer line [13:41] that runs there all the way back to that group home. [13:44] okay and it runs parallel to acre it runs up and north and south where the [13:53] electrical line is now but it runs west of the homes that are on acre yes [13:58] west okay so it's on the far east side of the parcel and yes okay I just want to [14:04] get a pill right as far as as far as access rolled in and out during a [14:10] construction or a little enough or anything like that they have to have you [14:14] you have to be able to, your access, they cannot do that, disturb that. [14:19] Well, the contractors has got to make it right. [14:22] And we have no idea what their intentions are. [14:27] All right. [14:29] Do they, are they here tonight, do you know? [14:32] I don't see them. [14:33] Okay. [14:35] Some just curious what their intent is, what the property. [14:38] Well, I understand that being neighbors and stuff. [14:41] Right. [14:43] Yeah, I don't know if you've ever lived next to a house being built, it's not exactly pleasant. [14:49] No, it takes time to get things, you know, concrete truck and gravel truck and lumber, yeah. [14:56] But as far as you're driveway and stuff, contract. [15:00] We should know better than, you know, be tarried up, you should put it back the way it was. [15:06] Yeah, because our driveway is cold rolled asphalt, that's kind of breaking apart, but it's still [15:15] is a base of cold rolled asphalt. I don't want to see that become gravel. You know, I don't want [15:24] them to dig into it and then just dump a load of gravel and then level it out because after the first [15:28] a good rainstorm and that's probably not real thick either than it would at Steve. [15:32] I'm not familiar with that. [15:34] It's about four inches thick. [15:36] Is that a rope up by the group home from the gate? [15:39] It goes all the way from acre back to our house. [15:44] And I believe it's also the group home's parking. [15:46] Yeah, I don't know if that was black, black, or... [15:49] Yeah, they bring in asphalt and they run a roller over it. [15:53] I didn't know. [15:54] But it's not hot. [15:56] I don't believe they see this ground as well. [16:02] This has been rolled in, right? [16:05] This parcel was up for public sale. [16:08] Did you put a bit on the property? [16:10] Never heard that it was for sale anywhere. [16:15] Where was it put up for public sale? [16:18] With the Realtor. [16:20] What? [16:20] With the Realtor. [16:22] So no signage, but it was on MLS. [16:26] I'm not sure what he did for signage of anything, but it was posted on public sites. [16:32] It was on his, yeah, who was the realtor? [16:36] Dan Parker. [16:42] All right, that's pretty much all the questions I had about it. [16:45] It's a good question. [16:46] Thank you for coming. [16:47] All you got something? [16:48] Yeah. [16:49] Yeah. [16:50] Good questions. [16:56] I'm Paul Basin. I live on 800 acre street and we're John's talking about he's got two beautiful [17:03] trees in a rectangle and if you take out his trees you're going to take out our electric box [17:10] and our electric panel and I don't know what we're going to do for electricity because [17:16] I don't understand why they would take the trees electrical panel, I guess. [17:21] Well, I don't see how you're going to get in here if you don't take the trees down. [17:25] And when we bought the place from Steve on Hondorf, he had this. [17:30] He brought me an easement, so he could cross, go down to his house. [17:35] I imagine John's grandfathered in. [17:38] And I understood for the last seven years, that's all we've been there. [17:42] Acerstreet is private property with that off of Acerstreet because the old city administrator [17:58] Yes, thank you and the mayor he asked me one day how's the building going and we hadn't had electricity if we were still using [18:10] And Brandon Breeze said, you got to go to the city and we filed all the paperwork and [18:16] I come to the city and she goes, that's private property. [18:19] We need permission to put a box there. [18:23] I said, okay, we need electricity. [18:27] So that finally happened. [18:29] My first year I said, you, cloudless, nope, that's private property. [18:35] I said, so I can name my street and she goes, yeah. [18:38] So I live on Viking Drive and school Avenue because this street is not named. [18:46] So when the trees would fall down to John was talking about, they fell on our property and I asked [18:52] to sit either if they come up and cut them. [18:55] They wouldn't do that. [18:56] So they did a private property. [18:58] Because it's a private property. [18:59] So I cut all the trees and then Tim Smith would take the logs. [19:03] And I'm a farm kid, when you're trees fell on somebody else's farm or fence, you've got permission, you go cut them and feed them up, get them up. [19:13] So, for the last seven years, I lived, this was all private property. [19:19] And now, I called whoever, because I heard two days before it was sold at this place, because we wanted to buy some of it. [19:29] We want the tree because I'm seven years old, and I love the piece of quiet, we put in $10,000 [19:36] with the Prairie Grass that's probably going to tear up some of it, and it's for the butterfly [19:43] restoration program, and we have Monarchs, and we have funds that live in our Prairie Grass [19:49] and turkeys that are not going to door, and we really love the piece of quiet, and if you [19:58] to sell something. Yeah, well, well, by the trees could be cut them down and they'll cut [20:02] them down, but we've mowing, and we've been mowing the city property for seven years and [20:08] I don't know why I'm paying taxes because you don't do nothing for us. So if you want to [20:14] reimburse me my taxes, I'd appreciate that. But do I want to look at somebody else's house? [20:21] I can't even see John unless I look out my back door that don't see Susie because we have [20:30] we're surrounded by trees okay so okay just a little I got a question this property we're [20:37] selling is that your access row going in is all north of that access row would you say the [20:46] The property we're selling is north of your access room. [20:52] That's the way I've seen it in the map. [20:54] Yeah, okay. [20:56] And where are the trees that? [20:58] They're right along the property line, along the roads. [21:02] West side where the galleas? [21:04] Yeah, yeah, they did. [21:06] There would be that nobody's going to fill in any house. [21:09] Where he threw all the tires and car parts and stuff. [21:13] Because we've been cleaning that out too. [21:16] Yeah. [21:21] So your electrical line runs alongside that access role. [21:26] Yep. [21:29] And you're concerned that they're going to do something to your electrical line. [21:33] Your water line run there too? [21:35] Yep. [21:36] And our burry grass. [21:41] You're all invited to come up to our place and set either in the morning or at six o'clock in the evening [21:46] and watched the deer and the turkeys and just see how quiet it is. [21:52] And like I said, for seven years old, we really loved the peace and quiet. [21:57] I'm a farm kid. [21:58] I lived on 800 acres when I lived on a farm. [22:02] And I really like to keep it the way we have it. [22:06] I want to sell it. [22:08] Let us buy what we want. [22:10] They maybe John would want some. [22:12] Who do you want some? [22:13] We didn't know. [22:13] We called the I called the city and I don't know who I talked to in the least of the [22:19] call me back. [22:20] They didn't call me. [22:21] They called Diane. [22:22] She gave a number and we never got called back. [22:28] So. [22:30] I prefer that nobody ruins my peace and quiet. You wouldn't want it to cheer, please. I know you wouldn't. [22:39] No way. [22:42] Thanks. [22:43] Yeah, thank you for coming and filming us in. [22:49] Oh, okay, yeah, okay, sorry about that. [22:52] Okay. No, but. [22:57] I'm Tammy, I live up on 614 Westview, driver, thank you all. [23:05] I guess my question was, why weren't we informed of this? Why didn't we all know this? [23:11] Because the first time I heard of this is when they sent the letter out. [23:15] That was the first I heard of it. [23:17] So that's what I'm questioning. [23:19] The letter that you got was telling you that the property is for sale. [23:24] The one that has the bid on it already. [23:25] I noticed for the public hearing. [23:28] But I never got anything prior to that or not then just, [23:32] that's what I was when my neighbor Mike told me it was for sale. [23:36] I was like, what? [23:38] You know, because we weren't even informed of that. [23:41] And I guess I want to know how much of that would go on [23:43] onto my place, because I have a pretty big place up there, too, [23:47] with my almond flowers and stuff. [23:49] And I'm kind of wondering, I won't be on the access, [23:51] but I'm kind of the other side of that. [23:54] So me and Mike we don't we don't own it, but we're on that side where there's there's property that's gonna go to this guy or whatever and [24:04] I'm just wondering is I mean is that where he's put his house where's the flat spot back there that he can put a house [24:11] I don't understand that. Well, you're like none of that's up to the city council. Oh, okay [24:16] We sound a property. Okay. I guess the mistake here is that the realtor get in post [24:22] or for sale sign. I live right by the realtor and I did the hero board of it. So that's why I'm like [24:28] yeah, but I'll talk to him too, but I guess I'm wondering, are they, where are they going to be the guys on the other [24:38] of their house? There is, I don't see where any of that affects you because that property is for sale. [24:47] It's not going on in that goal. [24:49] And that goal he has in it, the line has a power line that comes into the thing. [24:54] That's a question. [24:55] Oh, that's their property. [24:57] So it doesn't come down into that area. [25:00] Okay, but they're still going to put a house back there, though, correct? [25:03] No, they're going to. [25:04] We don't have any idea. [25:06] And they were there. [25:06] What? [25:07] Why aren't they here? [25:09] I mean, they could answer more questions. [25:10] I mean, if I guess, just curious, I don't know if that's still not up to us. [25:16] I mean, it's not up to the city council to tell somebody what they can and cannot put on their property after they buy it. [25:23] Okay. You know, I mean, it, because then everybody would do that. [25:26] Anybody who's got any kind of land next to a vacant lot can come, could come to us and say, [25:32] why don't you just sell it so and so, because I don't think it's going to put a monthly house on there. [25:36] That's not, that's not for us to, like I said, I think the problem. [25:40] The problem was that the realtor didn't put up a sign. [25:43] or so is it a dog deal though is it sold and we can't do anything about it is that [25:48] the thing or there are a few more steps this is one of the steps the state has several [25:56] of a process the cities have to go through to self property and this is just one step in [26:03] that. Have any of you reached out to the proposed buyer to ask him if you can probably don't [26:10] I don't know who the buyer proposed by her is, do you? [26:12] Yeah, I was in the public hearing notice. [26:15] I didn't know. [26:16] I shouldn't have been in that public hearing. [26:18] I was on it, but I don't know who he's been calling me. [26:21] And they probably don't know you. [26:23] You don't know. [26:24] No, they were just looking for it. [26:25] So I would say, your next step would be to contact him and say, [26:29] hey, as neighbors, we want to each buy the parcel that's [26:34] a joint, that's what I would do if I was you guys. [26:37] I call him and say, hey, I want to buy that 50 feet [26:39] or, and then who's ever appeared? [26:41] Hey, I want to buy that 50 feet or whatever it is. [26:44] But it's not off to us, you guys. [26:46] You make it sound like we can do something about it. [26:49] And we can't tell somebody they can't build something there [26:52] if it's his own way. [26:53] But our suggestions will get proposed to this guy, [26:57] the money, the money guy, or whatever it is. [26:58] That's what we could pass the money to Eugene. [27:01] Well, I think as far as the protection of the water line [27:05] and the electrical line that goes back [27:07] along the easement road now, that has to be understand by the buyer that you cannot disturb [27:13] that. [27:14] Yes. [27:15] That's, make sure that's on rating that that's an easement for that private property. [27:21] Probably the road too, you know, if they're concerned about their road going back to, that [27:25] probably we should probably let the buyer know that there is going to come concerned about, you [27:30] know, the road being tore up. [27:32] maybe we should all let the fire know that we don't want to go back there. [27:38] I didn't know. [27:39] Did I know I called? [27:41] Did I? [27:42] Did I? [27:43] Did I? [27:45] When I got. [27:49] When I got. [27:49] When I got the note that you would call, it didn't have your phone number. [27:52] So I had to look in the utilities and I got your number from Diane. [27:57] In the meantime, someone else had come up with questions and they told me they were going to talk to you. [28:02] So, I did not call you. [28:05] So, that was... [28:09] You have a bottle of liquor, can I ask the question? [28:11] Oh, hmm. [28:12] Oh, we don't say it's kind of funny. [28:15] So, are there rules and regulations [28:16] when the city sells land that they own, [28:19] that they have to put out a notice that they're going to sell it? [28:22] Yep, that's what we did. [28:23] We had it in the paper. [28:24] We made it out of the paper. [28:26] Yeah, they got in the press. [28:28] Yeah, we're really. [28:29] And then the notices were also mailed [28:32] anyone that was within 200 feet of that property which is you were notified when the [28:37] one got in her purse. How come they were not about it? You got the notice in the mail with a [28:45] pot. I'm happy of you. Yes. That there is going to be a public hearing. It's not been sold. [28:52] There is none. There's nothing sold. There's nothing sold. I've been ever seen. I usually watch [28:57] So things in the paper? [28:58] There's another slide to the procedure. [29:00] I'm getting a little terrible. [29:02] Well, Jamie can explain the next step to Sony's property. [29:05] I don't have that information down here with me, but the state says we have to have a public hearing before we consult the city consult property. [29:14] There's that there was a notice put in the paper. [29:16] Notice copies of the notices were mailed out to any property owner within 200 feet of the property that had the information that was also put in the paper for the public hearing. [29:28] And that's what we're having right now is the public hearing for people's voice any concerns or questions. [29:33] But nobody's seen you got involved. [29:36] It was the notice that I know that the history was off of acres. [29:42] We call all the neighbors and say, hey, that property is for sale. [29:45] The public notices in the government press. [29:48] Now does everybody read the government press? [29:49] Probably not. [29:49] That access off of Ager Street, that little piece of fun that used to be G&G, that was obtained through a lawsuit. [30:02] And I think I still have some of the papers on the lawsuit that might tell what the access is, because there was a big hassle over that one, Jeff, no echo on the property. [30:15] Well, right now there's just a public hearing. There's really no decision it's going to get made. [30:21] We have the public voice through opinion, [30:26] council understands. [30:32] Is it up to these folks to go back to the fire and request for them to give up the purchase and to let them go ahead and purchase it? [30:44] I'm not sure. [30:45] Jamie, do you know? [30:46] That would be a question for the realtor. [30:48] He is using a realtor for this, is that true gene, then you believe that that's so? [30:55] Dan Parker would be. [30:55] The information gathered at this meeting tonight would go back to Dan Parker who would go back to the buyer and say, [31:03] Well, if you're in this can change, yeah, absolutely, that's why we have them. [31:08] That's why we have them. [31:09] That's why we have them. [31:11] I don't know if it seems like there's been a lot of things that have felt in the practice room. [31:16] So, do you want to speak? [31:20] Susie Nels, 726, Ager Street, [31:24] for Stan of my tiptocks. [31:27] I want to second the opinions of just the neighbors in the area that a sign [31:36] at the corner of the road that goes down to the former [31:41] von Hondorf House where John and Jennifer now live would have [31:47] been a good public gesture from your realtor that you hired to provide that visual notification [31:57] to the neighbors that the property was for sale for those people who didn't see the notice [32:03] in the paper. [32:05] We didn't see a notice in the paper, but we saw a sentence, single sentence saying that the [32:13] city had decided to sell some land on [32:18] Acres Street. [32:19] So we called to find out where on [32:22] Acres Street that property was and [32:26] Learned it was behind our house. [32:29] So we immediately contacted Dan Parker and [32:33] We did put an offer on the property. [32:36] It was not a, we made a verbal offer [32:41] because Dan felt that there would be more activity coming and that the offer that we put in would be not likely to need the paperwork to write a purchase contract. [32:58] But at any rate, a notice at the corner of the road would have gone a long way to helping people know what was going on. [33:07] I'd also like to underscore a several of the questions that John raised in his comments about [33:16] the ownership of the peace of land that is east of his parcel through which the [33:27] Congress, Egress, comes that provides the Egress to the Rush House, the Bellistaries, and [33:35] John and Diane. [33:39] John raised the point that between the years that Steve has maintained that road and the [33:47] in addition to that, that he has, that there is a possible issue over who is the owner [33:58] of that road, which plays a big part into how the new owner gets down from acre street to [34:09] the top of the parcel that John owns and I'd like to ask for some discussion here so [34:18] that we know what you all are thinking about that point. He also asked a question about [34:27] on the parcel that he owns, is the actual ingress easement. [34:42] That's something that would be helpful to have clarified for all the parties that are here. [34:50] I don't know whether you would put a pause on the purchase and ask for additional details [34:59] or how you would communicate to the interests of parties here in this room [35:04] what the answer to that question is. [35:07] Isn't the easement listed on your abstract? [35:11] The survey lists that there is an ingress easement on the parcel, [35:19] But I'm not aware that it's marked where on the property, [35:24] where on that parcel it is, is that. [35:26] I believe that these minutes of reference [35:29] can paper work from one from on your solar to the work. [35:35] It's not on my paper line. [35:38] It just says that there is an easement [35:40] ingress egress on to a lot of one of one. [35:44] It was nice. [35:45] It was nice. [35:46] Just in this or location. [35:53] A lot of one, a lot of fours, not very good. [35:56] It's just that small rectangle. [35:59] Yes. [35:59] It's nice. [35:59] There's a ton of knowledge in here in the property tax. [36:03] But. [36:04] So you can look up in the abstract that we have for the fact that we all [36:07] have to see. [36:08] It just specifies that that little rectangular parcel. [36:11] I've not seen anything from Ager Street to that parcel. [36:17] I think it's called last seven in the older, right? [36:22] From when their homes were built, and it says right on and on the plan of survey not to be built. [36:30] So that must have been a role, and if she said there might have been a lawsuit involved in that, [36:34] I don't know any of that, that happened on the point of the report. [36:36] Well, I think at this point, the issues you raise appear to be valid, however it is a transaction [36:47] of property, I think we will share the concerns with the real editor and communicate that [36:53] with the potential buyer, but it's not finalized yet. [36:58] And hopefully we can get some answers from the potential buyer for some of your concerns. [37:04] Yeah, Dad, I agree, Dad need to sit down with the potential buyer and do a little discussion. [37:10] So, and like I said, add up tonight, this is just a public hearing. [37:15] There's really no decision going to get made, but we did. [37:19] You guys brought up some good questions. [37:22] So, I guess we're going to have to do a little research. [37:26] Can I ask you another question? [37:27] Sure. [37:28] If this goes through May 5. [37:31] If you want to be able to speak at charges, you should get all pictures to the panel. [37:43] You need to be notified when they asked to build something. [37:49] If they asked. If there is a building permit requested, and everything is within whatever the zoning for that property is. [37:58] If it's within compliance and within the setbacks, adjacent property owners are not notified, [38:04] if it would be something that would be require a special exception or they would require [38:08] a very instabild closer to a property line, then you would be notified. [38:14] And if there would be a request to change zoning, you would be notified. [38:19] That process is they would have to start with the planning and zoning and request them [38:25] consider it and they would make a recommendation to the council and the council would have a public hearing [38:29] like this. You would be notified beforehand it would also be put in the government press before the [38:37] council meeting so you'd be able to come in and voice any questions or concerns before his own [38:55] Would that be something we would do over Dan Parker take care of that? [39:00] You can let Dan know. [39:02] Dan Parker. [39:03] Yep. [39:04] Yeah. [39:05] Yeah. [39:06] I think it would be beneficial to all of us if we could all even go to the property and have the [39:12] tell us this is what we're thinking of doing. [39:14] Yep. [39:14] So any that would like to speak with the property, the potential property purchaser. [39:20] If you can send me an email to my city email address with your contact information. [39:25] I can get that forwarded. [39:27] That way, I don't forget or leave out anybody that does want to talk to them. [39:33] And my email address, if you don't have it, is on our city website. [39:39] Okay. [39:40] I guess one of the other questions. [39:42] Other than, when you're going to talk to us, [39:44] then you can get back to us until what they say. [39:50] There will have to be action at another council meeting. [39:53] So this is table telling us how to do, yeah, this is table, do we feel that? [39:58] Still some of these questions, this is a potential buyer to dance you know, and then it would be on the next [40:03] consummating, if it's true, they want to go through the city, or it should dance, go out and talk to them. [40:14] It's okay, so we were wondering about what kind of, you know, what the potential buyer was going to do, you know, [40:22] do they pass that through the city? We pass that on it. I should do we feel damn [40:26] partnership well. And when he finds out what the potential buyers got in line [40:31] Dan Parker visit with these folks. My view would be, be Dan's, be better [40:37] of Dan did that. Right. Yeah. Because you know how the telephone game works. Right. [40:43] One person says something. Well, time he gives to Viking way over there and [40:47] Brian, what would you feel to call it? [40:49] I need to say it, but I'm a bear's fan. [40:53] There's a good next letter on the back of the phone. [40:56] OK, all right. [40:57] So would you feel comfortable? [40:58] I mean, we pass this on to the potential buyer, [41:01] Dan gets out there and talks to these people. [41:03] I think we need to go in there. [41:05] Dan just come out and visit with you folks. [41:08] That way, like Brian says, the telephone. [41:11] We don't get things. [41:12] Right, but instead of them sending their email addresses to Jamie, [41:15] and then Jamie Ford's it to man. [41:17] Could you guys just contact Dan? [41:20] Well, yeah. [41:22] We need to make sure that [41:26] he's in front of me. [41:27] He might be like, don't you feel we should kind of know [41:29] in the no clue of no, okay. [41:31] Well, we need to make sure that that he's been signed. [41:34] We gotta make sure the Eastman stays there. [41:36] So that's gonna be my right. [41:37] But Dan should know that. [41:40] That's not always true, I would hear you over there. [41:43] Well, yes. [41:57] So if you email me your information, your contact information, I can email you a copy of the council agenda with anything with any agendas that would have this on it. [42:11] If that would be acceptable to you all. [42:14] Otherwise, you have to check for a minute to post it. [42:18] All right. [42:18] Check for a gender's posted. [42:21] But typically, when we get a gender's ready and post them, [42:26] it's a matter of like four or five days ahead of time. [42:29] And I know the mail can be somewhat slow. [42:32] I would hate for you guys to miss it because I mail something [42:34] that doesn't get to you in time. [42:36] So if you're okay with me emailing you, [42:38] a gender's when something is on. [42:40] And if you just want that information, if you want to email me with your contact information, I'd have it on file and can send you that. [42:50] Pass it back to you now. [42:53] Okay. [42:53] Can I make a motion table list? [42:55] Still next week. [42:56] We weren't taking any action. [42:58] There's no action on this, Steve. [42:59] It's just a public hearing. [43:01] Those of laws are no. [43:03] That's going to be okay. [43:04] So, okay. [43:05] Thank you. [43:06] We will be in contact with Dan to do a little research. [43:09] And then we'll download, catch up with you folks, pass it on what he finds out. [43:15] And I still think we should probably be in the know there just a little bit, but we'll [43:21] see. [43:23] All right. [43:24] Thank you. [43:25] Any other questions on this topic? [43:30] Thanks for coming. [43:31] Thank you. [43:33] Appreciate it. [43:35] All right. [43:37] Item eight, resolution on excuse me, resolution on alien proven agreement blocked 85. [43:49] It's the 600 block between north and second, or the ones that we want to get black top. [43:55] Yes, there are two that have asked to do payments. This is a payment plan. [44:00] The agreement that would be filed with the county. [44:03] Right, so it would be paid through their taxes. [44:05] Um, no, it's done different now. [44:08] I said, I sent a bill roughly November 1st that has to be paid by December 1st. [44:14] So, it's over 10 year period? [44:16] Yes. [44:18] Okay. [44:19] Okay. [44:20] I need a motion to see you all. [44:21] I moved to approve the Alien Improvement Agreement for Block 85. [44:27] Sir, second. [44:29] Brian? [44:31] Yes, hi. [44:32] Jane? [44:32] I. [44:32] Austin? [44:33] Michelle, I'm Steve. [44:36] Hi. [44:38] All right. [44:40] I had a name. [44:41] Got a brewery. [44:43] You got a list, girl. [44:45] You got a list. [44:48] Yeah. [44:50] I'm here. [44:51] I submitted a, my name is Katherine. [44:53] I own the brewery right over there. [44:54] I submitted three special events for the summer, [44:58] as well as. [45:01] Additional variances for outdoor liquor license for those events. The first event would be a private wedding. I have a family member who is interested in closing the brewery for a day, and we would be putting a tent with tables and chairs into the street, for overflow seating. They would have the rest of everything would be in the brewery or at the brewery. Alcohol service will take place at the normal bar. Restrooms will be in the normal place. Music would be on the padded, [45:29] it's just additional seating and I think we are games in the street. [45:35] Okay. [45:36] We got to do all three of these separate, right? [45:40] I'd like to make a statement on the first one. [45:43] All right. [45:44] I have my experience with the Missine Temple [45:46] and the issues up there. [45:48] I can't go for private occasion on the city street. [45:54] That's kind of what I was going to say too if it's private. [45:57] So it's going to make a difference to people who might other wife have a comment that was like an open street dancer or something. [46:07] I understand that perspective and also the only person that would impact would be myself. [46:13] So I would be making the choice to understand if I were to have a street dance in the street that night that was open to the public, I would still be the person benefiting from it. [46:24] right, benefit tax dollars or whatever. [46:27] So if I'm choosing to take the chance on a private event [46:30] that may or may not bring me more or less money, [46:33] probably less, that will be kind of up to me. [46:38] And I also, for better or worse, like the Car Cruise [46:45] submits to have a private event that's open to the public, [46:50] that's at their discretion. [46:53] But, open to the public, and I'm only saying this because we're going to hear about it, from a dozen people that, okay, then I want to have a private party, and I want you to close the street in front of IOS. [47:04] So, it's about inviting the taxpayers to this event is the only thing. [47:12] I mean, I'm off for you having weddings and stuff there. Could you do it in the parking lot? [47:17] Could you put your tent in the parking lot? [47:19] To the south of your building? To the north of your building? [47:26] Of course, I know we don't have a place to park. [47:28] Yeah, I mean, technically yes, that's not what I want. [47:36] That's not sure. [47:38] That's also not what I've submitted to the state for either. [47:41] So, [47:44] and now it's three weeks away. [47:47] Four weeks away. [47:52] How long has this been playing out like this? [47:56] And we didn't come to council sooner. [47:58] They got engaged 40 days ago. [48:02] Not that long ago. [48:03] How long is it going to be closed? [48:04] There's just a couple hours. [48:05] Yeah, like from maybe 1 to 10, 2 to 10. [48:12] So like usual, when I shut down the street, [48:15] I keep the entrance to the parking lot open. [48:19] so it would stop at the post office so it allows people to go around to the event and then it would stop at show [48:24] a street. So there's about 120 feet from the corner of that to the corner, that would be closed. [48:30] And on here it says street closure Saturday night, I have to Sunday 9 a.m. [48:34] Yeah, I mean if I can get it that long I could, would take it, but if I can't, I would take it for 10 hours, if the essential part. [48:46] Where are the food vendors going? [48:48] It's one food truck and they're going in front like they usually do. [48:58] Okay, so then I got an item 10 on 11 on a special permit. You're actually going to pose that same [49:04] same portion of the street down again. I mean, number 9 is for the wedding. I want to jump ahead. [49:10] You're just a little bit. So what is 10 on 11? You're special. That's 10 and 11. [49:17] The 10th would be a art fair. We had this event last year. It's called Mud and Music. This is now [49:27] private invited guests, most of them are from in town, or the regional area, to set up a [49:34] vendor show and then music on the patio. Okay, open to the public. Yeah. Okay, that's I am 10, [49:43] and I am 11, was it number 13. That would be the Gutenberg car cruisers like street dance. Okay, [49:53] So I guess one question would be item nine for the wedding. [50:07] So [50:12] are there rules against me doing so or is it unfavorable? [50:18] Is that the president? [50:22] That when the city fires makes the deception to the rules. [50:28] Is it a rule? [50:28] It opens it up for other people to come forward. [50:31] Well, it's because it's the whole public versus private event, I think we'll get us in trouble. [50:40] With others who will say, I want to, so it says, I want to close the street from River Park [50:47] Drive down to the banks alley for a private party, and be like, can you just invite the public? [50:56] So that's not letting out the taxpayers who pay the taxes to fix the roads and, you know, I mean, I want you to have these kind of things, but I also don't want 30 other businesses to come and say where you let Catherine do it. [51:16] It's not a sign of business and it's any more in town. [51:18] That's true. [51:19] Isn't that how you're supposed to look meeting now? [51:22] Isn't it's the purpose of a public meeting? [51:27] So they would have their voice to oppose that in some way. [51:36] And the same for you the next time that happens to, [51:39] like, OK, let's say candy cane lean. [51:42] I don't know. [51:43] The lower half of fourth street decides [51:45] that they want to have a block party. [51:47] All right, that would close down the street between four houses. [51:54] You would have to make a decision, and it would go to public hearing, and their neighbors, [51:57] and themselves would have to decide whether that was appropriate or not. [52:01] Maybe it would be a good thing. Maybe it wouldn't. [52:05] I don't think it did be closed in alley one time for a graduation break. [52:10] There's nothing to do with you. [52:11] I don't remember that again. [52:13] Or go on the record, I'll make a motion to approve a special event for August 8th. [52:21] I second. [52:23] Come on, Pam. [52:24] Aye. [52:25] Aye. [52:27] Close. [52:29] Aye. [52:29] Aye. [52:30] Okay. [52:35] Pardon? I said motion carried. We're worried about the next next person who wants to come and do it. [52:41] Okay, we'll go on to item 10. There's the August 29th one. That's that's a part thing, right? [52:47] It's like you did before. [52:48] Yeah, it's public. [52:49] I don't see a problem. [52:49] I make a motion to approve the August 29th street closer. [52:52] Thank you. [52:52] Thank you. [52:53] All in favour? [52:54] Okay. [52:55] Then we go on to the item 11, September 13th. [52:59] That's what the car crews dance. [53:01] I make a motion to approve that street closer. [53:03] Second. [53:05] All the favour? [53:05] Hi, First. [53:08] Go ahead. [53:09] Appreciate it. [53:10] All. [53:10] Thanks, Gander. [53:14] I don't tell the special event for midjirvan fast September 25, 26. [53:21] Is your emotion too all through the jr. [53:23] Memphis? [53:25] Why is the somebody days are the street closed? [53:29] That is for the tent, because it comes in. [53:32] Right. [53:33] the first day for the event. [53:36] So the street would have to be closed before the 10 company arrives. [53:40] And then the 29th is Monday. [53:46] 28. [53:47] 28. [53:48] 21. [53:50] I think I just entered the dates because it's a five day liquor license. [53:54] That's why I was confused. [53:56] I was a whole week. [53:57] I think that is why I put those dates in. [54:00] It's generally Thursday, about day. [54:03] Not Wednesday, but Tuesday. [54:04] So the 20-series of Thursday, 20-series of Wednesday, [54:10] and they don't need it closed on that thing? [54:13] It's 20-series. [54:14] Yes. [54:17] And I think one year the tent came over. [54:22] I think that is why I put Wednesday because in case that would happen again, [54:27] and the signs for no parking would get put up on the 22nd, [54:32] Then it's covered in case they wish you're so an actual partner when they answer it. I get that [54:40] So I don't think it's your faculty inside of a monday, but don't actually close the street. Let's see if you have to [54:51] No, I [54:53] What's the case? [54:54] We've done this. [54:56] We've done this. [54:56] We've done this. [54:57] We've come to really, we will allow it to be closed. [55:02] Can we make a motion to that, affect? [55:04] I check it. [55:05] All right. [55:06] All right. [55:07] Okay. [55:13] So, I didn't put the wheel. [55:15] Did we? [55:16] I kind of, you guys kind of lost me here. [55:17] So we did, we are. [55:18] We're talking about the special. [55:20] Okay. [55:22] Okay. [55:22] And that, that amendment or that motion approve the German Fest deal with stipulation, [55:31] and then if the tent comes early, we'll get the street closed so they can get the [55:36] 10 upside. [55:37] Right. [55:38] And only the street will only be closed. [55:39] It's hard not to get the tents any of them. [55:44] Okay. [55:45] All right. [55:46] Okay. [55:47] Here we go. [55:49] I am 13 request to be in the agenda. [55:51] the Dennis McNeil rotary fountain in the horseshoe pond. [55:57] Yeah, I'm Dennis McNeil, got in the rotary. [56:00] And we've had a lot of interest and requests [56:03] for putting a fountain back in Herman's pond. [56:08] We checked out Herman's pond, started out [56:10] we had three foot of water in there. [56:13] A month later we only had about a foot to foot and a half, [56:16] which wouldn't allow us to actually put a fountain in there [56:20] because it sucked them out up and into it. [56:24] So our next idea was to put it in horseshoe pond, [56:31] and [56:33] we tried trying to, I had some visual [56:38] to think about putting it in, I think I was in the same [56:43] as the two centers. [56:44] That's what you said, isn't it? [56:47] No. [56:48] But this is from Highway 52. [56:53] The red area here is where the electrical outlet is, [57:02] and the x, [57:07] the x is where we would put the farm. [57:12] So that's where the electrical, there's no box there now, right? [57:16] There's a bunch of all that there are now. [57:17] Oh, is there? [57:18] We have to put one off. [57:20] We have to put a pole. [57:21] Isn't the light here for the flag? [57:23] Yes. [57:24] Oh, OK. [57:25] we'd have to run power to the shore. Right. Right. That's where they're talking here. [57:34] We'd have to put conduit and then in front of a waterproof box or at the end. Right. [57:40] We already don't want somebody to get electrocuted fishes out there. [57:44] And the phone box would be the short and the phone with like this Mahogany one here. [57:58] And we're only able to afford to put in the actual phone this year and possibly it's in the pocket anymore. [58:08] Okay. Okay. And possibly the lights next to you. That's up all the way to kick your [58:14] look. Sure. Sure. So I was wondering if we were wondering if the city could run [58:21] the power to the bank and if it would be okay to do that. Well I know Jamie's got it rolled [58:29] up in here in your notes. Here's your book back. Jamie's got it rolled up in the note [58:34] here that the city is right now looking at and what the cost is trying to get an estimate [58:39] on what it would cost. [58:42] Jamie told me there was two gentlemen looking into this. [58:46] Jake and Jake was working on it through a road or I wasn't. [58:52] Oh no, I'm talking about the city workers. [58:55] Okay. [58:56] Yeah. [58:57] Austin and Troy, right? [58:58] They were looking at what it's going to take to get power there. [59:03] So yeah, and Troy he's he's really good at coming up with that stuff. Okay, so [59:10] We haven't heard we haven't heard nothing back yet, right, James? [59:17] Okay [59:19] So we're just wanting to get our [59:22] Get what is a rotary's expectation as far as what the city would provide [59:28] in the long [59:29] Well, we were kind of told that they really didn't [59:35] They're pretty good and prefer to take it in and out and all that, so we would take care of that. [59:41] You would, okay. [59:42] Yeah, because any other maintenance. [59:44] Yeah, as far as the maintenance, we take care of the maintenance on that, because I don't think they wanted to do anything. [59:51] I think they had a lot of problems with the last. [59:54] She might dump all the time. [59:56] Yeah, and this one's a floating one. [59:58] And only these 19 inches of water. [1:00:00] Okay? And you basically have to anchor it to the floor of the pond and it just floats there. Okay? And then we would take it out, you know, in the late fall. Yeah. Yeah. [1:00:18] I could then, with Dan was saying, like, you know, in the fall, they're draining the swimming pool and getting trucks ready for snow, following it. [1:00:25] and that kind of stuff that he just feels that you guys would probably take a little better care of it. [1:00:33] You know, we were going to put it in a protective box. [1:00:36] The old one was really bad shape. [1:00:38] We looked at it, we doing that one, but it was so outdated that you needed about four foot of water [1:00:44] in order to run it. [1:00:47] And that just was sucked up. [1:00:50] It's all mud and stuff. [1:00:52] We're looking for a motion here to go ahead and let rotary well. [1:00:56] Well, the Jamie did the guys give you any handling or how long will take them to get through an estimate. [1:01:03] I would think, I mean, the estimates going to include the material because the city guys can do it. [1:01:10] So I would think the material would be minimal. [1:01:17] I don't think we need it necessarily. [1:01:21] We need a motion to approve it or do we just simply have to get some more information from our city [1:01:26] guys, as far as what it's going to cost. [1:01:30] Well, I'm not understanding his rotary game for this. [1:01:33] Not for the, we're paying for everything, but the electrical supply to the post at the bank. [1:01:41] So Jake's not trying to change anything anymore like he's going to? [1:01:44] What's that? [1:01:44] Jake's not going to try to change anything anymore like he's going to change anything. [1:01:48] No. [1:01:49] This, this is the electricians felt that was not the best way to do it. [1:01:54] They want to put kind of down on water and water through kind of doing it and then at the bank where we're [1:02:01] We're always plugged in. They want to put like a some kind of a waterproof box. I guess it just plugs in right? [1:02:09] Yeah, yeah, they want to always my understanding some kind of [1:02:13] Yeah, I'm not for sure if it plugs in or it's hard water. Why are you okay? Well, they wanted to put some kind of watertight [1:02:21] Waterproof box with a way that way I understand it [1:02:25] But where would be locate is the box would be right at the edge of the water, right? [1:02:34] We were just kind of concerned like when the water tells, you know, the Terence Arena we had [1:02:37] over 4th of July upon came right up above the rock down there. [1:02:42] You know, so they just want to make sure that the box can, you know, if it gets wet. [1:02:48] Yeah. [1:02:48] But this was, in this area here where I've got an X, I was 30.5 foot when Herman's [1:02:56] spawn was a lot of the foot. [1:02:58] So I think we got enough depth there. [1:03:03] It has filled in quite a bit since it was, this was dredged out in over years ago. [1:03:09] I don't know, if you remember, Jamie, if it was four or five years ago, or it's been. [1:03:17] And Dan was saying he thought that thought it was close to eight foot down. [1:03:28] I think they only took it like about four or five foot. [1:03:31] Oh, okay, so that isn't so. [1:03:33] They didn't, they didn't stretch that deep. [1:03:36] Okay. [1:03:36] We were kind of watching our money when they were dredging it. [1:03:40] It's all but the sad part about it is horseshoe pot all the stuff comes down the north hill [1:03:46] That pond usually is we're all the all the muck shows up for some reason [1:03:52] So, but I'm okay. I really felt that Hermann's on a couldn't believe yeah [1:03:58] Well, that would be nice if we could have some of some day get that ridge too [1:04:03] Well, we need to get a quote on a partial drive. Okay, 45,000 and that was only [1:04:10] 50 foot from the west side of the pond, right all along all the way down, and then we get [1:04:17] that's 45,000, right there. We got to find a place to go with the look. [1:04:22] Well, a lot of people don't like that smell. [1:04:25] Are you going to have a timer on this? [1:04:27] Yes. Can I be a timer on it and as far as, you know, it will set it down. [1:04:34] It's a little more online and it's shut down on the app this is not dark. [1:04:40] So what is we put the lights on? [1:04:42] Is the timer something that the city's going to have to look for then too? [1:04:45] No, no. [1:04:46] I've all come with it. [1:04:47] It comes with it. [1:04:49] All the controls will be with the files and the other holes. [1:04:53] So any choice been working on this? [1:04:55] Yeah, yeah. [1:04:56] So I talked to him after he looked at it initially. [1:05:00] And you must give him some specs on the controller. [1:05:02] Yes. [1:05:02] So he's working up there's an electrical meter that's on the corner of Hayden Street in the Sandrow that runs to the flag [1:05:14] Okay, so Dennis, what is the time frame that you have in mind? [1:05:21] Well, we have started on this last last year [1:05:28] We kind of like to get it in this year, if we could, if we can, we could do next year, but it'd be nice to just try it out this year and then take it out. [1:05:41] And then next year, we could put the, we would be able to afford to put the light kid on it. [1:05:48] So that's a delivery time for it once you order it from, I mean. [1:05:52] I'm not sure at this point, usually it's a, I'm not sure. [1:05:58] I think it's basically, we need to get all the other ones to try and see what their schedule is. [1:06:07] Yeah, so I think, the lead time wouldn't be that long. [1:06:12] Okay. Well, I guess we'll have to get a hold of Troy and Austin and see what we can't corner them and kind of see where they're at. [1:06:18] like Steve said that you must have been talking to Troy. [1:06:22] So he's gone. [1:06:23] Don't make a game of specs. [1:06:25] Jake, no Jake didn't talk. [1:06:27] OK, Troy. [1:06:28] So then Troy got this fact. [1:06:29] Troy kind of knows what's going on. [1:06:31] Troy's looked at the product. [1:06:33] So let us try to catch up with Troy and I'll talk to Jake too. [1:06:39] Because they had communicate. [1:06:40] I don't know if Troy's got an order stuff [1:06:43] or if we got stuff on here. [1:06:44] No, they're orders. [1:06:45] They're orders. [1:06:46] They're ordering the controller and everything. [1:06:48] Yeah, but I'll talk about it. I'll get the stock talking like the wire [1:06:51] Kind of which which we should have that on hand. I would think [1:06:55] Try to add the the amps of what up your phone [1:07:00] So said what yeah, the amps that's gonna draw [1:07:05] Yeah, yeah, so okay [1:07:07] It's rowing amps when you fight the armors the light is it's gonna be added [1:07:12] Or not so you don't underbill it this time out [1:07:17] Alright, so I guess the next thing is we just try to catch up with Troy and Austin and kind of see where they're at with the project. [1:07:23] I'll contact you too. [1:07:25] I think we can get one for that on that. [1:07:28] So we need a motion to go. [1:07:30] I had to let rotary do the following. [1:07:36] Second, a favor? [1:07:39] Aye. [1:07:39] I suppose? [1:07:41] Okay, well, we'll talk about moving in touch with Austin until we're totally. [1:07:45] Troy, okay, very good. Thank you. [1:07:47] Yeah, thank you. [1:07:51] All right, item 14, Gene Greens requested to be on about the location of the sculpture that was donated to the city. [1:08:02] Um, you're thinking it's going to block your view of the river or of the marina? [1:08:13] You're front doors, I've been down there a couple of times with some people, your front doors. [1:08:19] Well, you're just coming to the house. [1:08:20] It's just off just a little bit. [1:08:22] So it's not right in front of the door, but this project started in May. [1:08:26] She's a very nice young lady. [1:08:28] She donated it to the city and may I request it to talk to the groups here in town. [1:08:35] The English-site group is very interested in this. [1:08:39] We gave them a couple of locations we did what we talked about. [1:08:44] And they made this love down there at the Marina Center at that little patch. [1:08:51] They loved it because it wasn't fun of their house. [1:08:57] So anyway, I mean, we already voted on this and we made a decision, I don't know, I guess, I mean, I actually went door to door with a picture showing your neighbors. [1:09:10] Nobody came to my door. [1:09:11] No, because you're the one that's grown about it. [1:09:13] No, I just found out about it. [1:09:16] After you'd already decided where you were putting it. [1:09:20] But I never knew anything about it before that. [1:09:22] actually see through it. I don't know how big it is. It's just a little bit. That's 21 feet [1:09:28] across the front. Hang on. There's the girl standing right beside it. So what? It's got to be [1:09:34] about eight foot tall. I don't know how long it is. [1:09:40] Well, I think Kaylee's a little bit more than four foot. [1:09:43] But hey, what you stand next to it, and it's somebody's fourth, what higher than her? [1:09:50] No. [1:09:52] Didn't anybody else on a park ride, one of the very closest street from there else? [1:09:56] Well, I don't know if I see him the pitch, but they just don't quite understand. [1:09:59] I mean, I was down to Moizers one day, and I walked up to street. [1:10:03] And everybody. [1:10:07] No, my mother lived to my next street. [1:10:08] They didn't come to the party. [1:10:10] Nobody, nobody. [1:10:11] There was nobody home at that time. I did not come. [1:10:18] You're saying it on the line, that's fine. [1:10:20] I'm not. I'm not saying it on the line. [1:10:24] But, um. [1:10:26] And Joanne Finch, I was told that Joanne didn't want it in front of her house. [1:10:30] So I asked Joanne. [1:10:33] No, I approached her. [1:10:35] I said, did you really say that? [1:10:38] And she said, no, John and I are, we didn't say it, but I think somebody else said it [1:10:44] out of me. [1:10:45] Yeah. [1:10:46] And then, Joanne suggested that we put it at the intersection of Permanstreet, where it's [1:10:52] not in front of anybody's house, and there's plenty of room there, which is just a little [1:10:57] bit north of me. [1:10:58] Because we did talk about it. [1:10:59] It wouldn't be in front of Cheryl Simmons, wouldn't be in front of Finches, wouldn't [1:11:03] be in front of me. [1:11:04] It wouldn't be a normal job since. [1:11:06] But I understand Joanna's in favor of this. [1:11:08] I mean, her daughter, the day we looked at this project, [1:11:11] her daughter was down there. [1:11:12] She came all over. [1:11:14] Yeah. [1:11:15] Yeah, they were all like I had about six women down there [1:11:18] that day, all excited about this project. [1:11:21] I'm afraid if we start telling these people, [1:11:24] no, I mean, it's a piece of art work. [1:11:26] Everything down in the view can see their art work. [1:11:28] I did. [1:11:29] And I think it's a beautiful piece of art work. [1:11:30] I just don't think it belongs in that place. [1:11:32] Can I say something? [1:11:35] Well, he has soup. [1:11:36] That's what she gets done. [1:11:36] You got to come to the party. [1:11:37] We're not looking to pick it by. [1:11:40] Well, I'm not even going to remind that this was given to us [1:11:44] in good faith, right? [1:11:45] They're great. [1:11:46] I understand. [1:11:48] And it's called her mother worked for me at the time. [1:11:51] She has pregnant and tattooed. [1:11:52] It's called her. [1:11:53] I know that. [1:11:54] I know that. [1:11:54] I know why she saw it. [1:11:56] I don't see it that much. [1:11:57] She don't need to get faith. [1:11:59] Right. [1:11:59] I'd say that. [1:12:01] We looked at several places and why were they all turned down? [1:12:06] Why were the other places turned down? [1:12:07] Do you go down the park? [1:12:08] There just wasn't any place in the grassy areas of this park? [1:12:12] What? [1:12:13] There's... [1:12:14] And I saw that, I thought triangle park was meant... [1:12:17] There's nothing really on this... [1:12:19] In the park. [1:12:19] I mean, did the south and the gut and the gut and the gut and the gut. [1:12:22] No, and then they said, [1:12:25] Porchipan. [1:12:26] The whole end of Porchipan. [1:12:29] That's the freedom. [1:12:32] It's not a freedom of heart. [1:12:33] It should be. [1:12:34] It should be. [1:12:35] It should be. [1:12:37] It's coming around and trying to find one here. [1:12:41] Without a year they won't. [1:12:44] Of course your horse your pies can't. [1:12:48] Of course you pies can't. [1:12:50] Because they had talked a couple of the best. [1:12:52] I can still tell that goes. [1:12:54] It's going to come truck the marina got the marina femur got moved three times third times where it's at [1:13:01] They didn't want in front of them. We got moved down another block. They didn't want in front of them [1:13:05] And it's up in front of people [1:13:06] They didn't understand that it was going to be grown [1:13:09] There was a lawsuit over that. They didn't understand that was going to be grown [1:13:12] What was going to be grown level? [1:13:14] It wasn't grown level. It's not now. It's like this [1:13:19] You it's supposed to be flat. It is flat. No, it's not it sticks [1:13:24] Oh, it goes like this. [1:13:26] From Gower's house, you can not see that. [1:13:28] I guess I'm going to get my lovely room and put it on it. [1:13:31] Are you going to do a little bit of a little bit of a little bit? [1:13:34] Can I say this? [1:13:35] Because it's not related to wanting it there or not is related to the process by which this [1:13:43] was accomplished. [1:13:44] So I want to take it back because I'm not saying it shouldn't be where it is. [1:13:48] I would say if you, if you went and knocked on doors and if people weren't there, it [1:13:53] a nice, if you would have left a note or sent something to those individuals, but I will [1:13:57] say, it was very informative to have that acre street agenda item because there you have to [1:14:05] let people know if you are going to do certain variances, you let folks know, if you're going [1:14:13] to put artwork on a city property. If you're going to obstruct folks' view, you should have [1:14:22] process. I have seen it and I actually saw it when they have a picture when it was in its [1:14:28] formal location. Right now when you look down and you see it. I'm talking about process [1:14:37] for the city council. In the future, when you are putting up our work in a park that [1:14:45] obstructs people don't come to gut and work for the artwork, they come for the river. [1:14:50] And people wanted that to see me as well because people who come together and look at all the freedom rock, the fish that everyone knows. [1:15:13] So, I would just suggest in the future when you are going to be putting up artwork that is not something natural, like planting tree. I would have preferred if the city would plant more trees instead you're cutting them down and not replacing the trees. [1:15:29] So, yeah, honest with you. Yeah, I am going to talk a little part of it because there is kind of a shortage of trees [1:15:35] I would love to do that. I would love to donate a tree. We're going to try to get that would be wonderful [1:15:41] So my comment is more just related to process [1:15:45] So I appreciate I appreciate [1:15:48] That and I would appreciate if you're going to do something maybe a [1:15:52] Process could be for you to consider if you if your recommendation because when I looked at the agenda [1:15:58] item from last last meeting, a agenda item number, there was nothing there. It was going to be [1:16:05] a recommendation, but they didn't say that you were going to be voting without then allowing [1:16:10] any kind of thing to go through. So in the future, if you could just let when a decision is being made, [1:16:18] let adjacent property owners know that if there's issue, they could weigh in. It's not in front, [1:16:24] of my house. Okay. So I'm not going that. I'm just going in on a potential process in the future. [1:16:30] If when we want to put another busy available up in the park or we want to put [1:16:34] park benches up in the park or picnic tables we should don't apply the people across the street. [1:16:39] I would love that if you would do that. You already have things. I already have a [1:16:44] conceivable in front of mine already have electrical boxes in front of mine. I already have [1:16:48] a bench in front of mine, so that would be nice, but those things are for people to gather for [1:16:57] the public. I know you disagree with me, but I'm suggesting that there was a limited number [1:17:04] of folks, and you talked about the gals, and quite frankly, I think the English side club does a nice job. [1:17:12] They do a beautiful job. Look at the little triangle part. I remember that used to be just full of [1:17:18] do something with the marina side and plants and flowers in there? [1:17:22] People could get something like this down there. [1:17:24] I think things would probably grow. [1:17:27] I mean, I could see maybe things get, a rural arts is really interested in this project, [1:17:32] too. [1:17:33] But they already had project going on with TAN manufacturing dynamics. [1:17:37] So I'm looting my comment to process. [1:17:40] I'm concerned about the process and so for future. [1:17:42] I understand. [1:17:43] If you could, I don't know if you're going to go along with sending out notifications just for a park bench, but I'll suggest it. [1:17:53] I'm not taught well. [1:17:55] I don't think that's that's not a point. [1:17:57] That's not my point. [1:17:58] The point is that we have something clarify. [1:18:01] Come up well. [1:18:02] If something comes up like this, is that we probably couldn't have done a better job in notifying people. [1:18:09] And I want to say I agree with Miss Simmons also. [1:18:12] I liked how that discussion went about Eager Street. [1:18:15] I was not aware that all of those people were against it. [1:18:17] I had asked earlier, any mail a month or so ago, [1:18:21] and I was so really nobody objected to it. [1:18:22] So that was, I was, my dad was done that way, so I... [1:18:25] OK, well, Lee wants to come up. [1:18:28] So let her have the podium. [1:18:34] This is kind of a hard, I mean, I've got neighbors and friends [1:18:39] on all parts of this. [1:18:41] But from angle sites perspective, it was, for some reason, tossed around by various groups, and they came to us and said, [1:18:50] hey, would you look for the appropriate place for this? [1:18:53] And so we kind of looked at each other, and presidents here, and Sue's here, and we, a few of us said, [1:18:59] oh, look, and there was suggestions that came from, and that there's really nothing down at the [1:19:07] end of the park and I live there too and you know nobody is more concerned about obscuring [1:19:13] the view than those of us who live under a particular, we all know that. You've heard about [1:19:18] from all of us and but there's some things that were said today that I just want to touch on a couple [1:19:23] of points. One comment I'm not sure why Jean put it in her promise but it was there you are [1:19:33] But there was come and it's about the boat canvas. [1:19:37] We don't have an ordinance about that. [1:19:40] And that wouldn't obscure anything anyway. [1:19:42] So I don't quite know why that was there. [1:19:44] I specifically want to talk about what we said about Joanne Finch. [1:19:48] Joanne is a member of Engelsite Club. [1:19:50] She is out of town. [1:19:52] But she came in running over to my house and said, [1:19:54] People are saying that I'm against that. [1:19:56] She said, I am not. [1:19:58] I never said that. [1:20:00] So Joanne said that to me. [1:20:01] She doesn't object to it. [1:20:04] She just said, there are other places that have all made, [1:20:06] but she said, I did not object to that, [1:20:08] and nobody should say I did. [1:20:10] Another thing that was that everybody talks to, [1:20:16] don't obscure my view of the river. [1:20:19] This is, it looks like a fountain. [1:20:23] It's very simple. [1:20:25] It's not. [1:20:26] And it doesn't obscure anything you look through it. [1:20:30] And if there's anything that, to me, that it doesn't, [1:20:36] if it obscures anything, it's a beautiful bathroom down there, [1:20:40] because that's what's directly in front of you. [1:20:43] So if you picture this, down this side, [1:20:48] it's trees all the way to the river, can't see anything. [1:20:51] Then there's where the fountain will be. [1:20:54] The view from there, all over there, is due. [1:20:58] to you. She can see to the dam, [1:21:04] I have to object to obscuring her view of the river. [1:21:08] You probably have a more direct view of the river that almost any of us on the river. [1:21:14] I have a pretty direct view, but that's just because we keep losing all the trees in the park. [1:21:19] And I want more trees in the park. [1:21:23] So, from English I got involved with this because we were asked. [1:21:28] Yeah, I'm the one that asked you. [1:21:31] You ask us, and we several of us met there with you, [1:21:35] including Joanne Finch's guard. [1:21:39] And so I want to finish with something [1:21:42] that a member of the park set along, [1:21:44] the council set a long time ago. [1:21:47] And she was talking about, and we're all [1:21:51] arts project, obscuring the view of your room. [1:21:53] called the fish. [1:21:57] And what our part, our wetter console member said, to her, your granddaughter, [1:22:01] I believe, Jane. And I appreciate what you said. Your granddaughter said to you, we won't [1:22:08] be able to see the river. And she said, let's put it this way. The fish is this big and the river [1:22:13] is this big. I said the two mile long car, you can go look at the river with me. But so that's [1:22:21] I look at it. It's there. There is going to be something lovely. It's straight out you're going to see you're going to see less of that bathroom [1:22:30] But you'll see the launching ramp and you'll see everything all the way up to the dam. And I think it will enhance the look. [1:22:38] Would you like to add across to your house? I don't know. [1:22:42] I mean, do you like the sculpture? I don't know. [1:22:45] Would you come up to the podium? Pardon? [1:22:48] If we're going to talk, come to the podium. [1:22:50] To the podium. [1:22:51] No, he's talking to all. [1:22:53] Would you like to see it? [1:22:55] You know, across the street from your house is what I was asking you, York, you said you like that, I liked it so well. [1:23:02] That was just my question. [1:23:06] So. [1:23:07] I did not say that Joanna Finch was against this option. [1:23:10] Yeah. [1:23:10] You come to the police. [1:23:11] It was Joanne Finch didn't want to in front of her house. [1:23:15] That's right. [1:23:16] And that's what, and I talked to Joanne on for the July. [1:23:21] I talked to her after that. [1:23:22] She said she never said it. [1:23:23] Not at all. [1:23:24] I've got to have two people with friends. [1:23:27] We'll go and talk to her son, Johnny. [1:23:29] And she's suggested that we put that thing in her section of her. [1:23:32] Which is just up her son. [1:23:35] Her son, Johnny, even recommended that it gets put here. [1:23:39] He's got boys, you're lumber company. [1:23:41] Yeah, I know. [1:23:42] Well, why wouldn't they want it in front of me? [1:23:44] Then it's not in front of them. [1:23:46] Like I said, that's just the way it goes. [1:23:48] I'm really confused. [1:23:49] Like I said, I had a lady asked me if you did like artwork. [1:24:02] I'm not saying it's up to the council members, no, I'm not with it, I mean no, no life should be. [1:24:09] No, we've already voted. [1:24:11] All right. [1:24:13] All right. [1:24:17] Anyway, I am moving on. [1:24:19] We won't get all of the night yet. [1:24:21] I make a motion to approve the second reading of a single parking on the 200 block of software [1:24:27] of a park drive. [1:24:28] I want to say something about this because I'm not a fan of this, I think you guys know [1:24:32] that because I'm not a fan of this. [1:24:35] The school or the city put in more parking in front of the school, where the yellow was. [1:24:39] That's a whole part of the school, so I said, yeah, why did they do that? [1:24:42] I thought there was supposed to be like, it was a sign line. [1:24:45] Yeah, like Mark has a fire lane and [1:24:50] Are we shocked to everyone I could think of that at school the fire departments for other entities? [1:24:54] I'm gonna go to you though for first [1:24:56] I thought we were supposed to pay in a green line in front of that school [1:24:59] The school is supposed to be painting or something [1:25:01] What's the green line for at that time? [1:25:03] Green line is to save a high specialized marty [1:25:06] And their signs that are out there that save the fire [1:25:09] There's no time that both did not go to each end of it. [1:25:13] That's that is for, you don't think you're in certain hours. [1:25:16] All right, I remember what the numbers are. [1:25:18] Okay, I didn't mean to cut you off, Jay, but I think they're in right now. [1:25:23] I don't know if they're all carrying out the numbers. [1:25:25] I'm just adding one parking. [1:25:27] That's the reason. [1:25:27] All right. [1:25:30] Okay, so. [1:25:32] I voted yes on this the first time, but honestly, one day, [1:25:35] there's a lot of big kids parked on the one side. [1:25:37] You must spend some kind of camp at the school, [1:25:40] and there was some cars parked parallel or whatever it is. [1:25:45] And I was like, this is kind of tight. [1:25:48] I don't know why. [1:25:49] It felt tighter than the other street, [1:25:51] but it just did. [1:25:52] If you have these, it is smaller than the main street. [1:25:55] And I went up and watched the parade from Main Street on purpose [1:25:57] to see how this went. [1:25:59] Turning corners and things, the semi-stractors, [1:26:02] and just regular trucks pulling. [1:26:03] Try to understand. [1:26:04] It was extremely tight. [1:26:06] and the matrix to the wire and that was really nice. [1:26:10] I thought the day we were up there looking at it, [1:26:12] it was really tight. [1:26:16] I hate the conversation back there, [1:26:20] but can we kind of whisper just a little quieter? [1:26:22] Take it all this time. [1:26:24] I'm having a hard time understanding. [1:26:27] If it has to be a parallel parking, [1:26:30] I was willing to compromise and just do it in front of the [1:26:33] this building and the brick building. The brick part of that. And then we've [1:26:38] harbors and cutting hands parallel. Because Chad sent a letter to the council [1:26:43] and Henry and Jim came to the meeting and Jim also was up there the day we were [1:26:47] looking at. He made a effort to be this. I don't see me to comment that day we [1:26:51] were up there about parking, you know, let it front like it is in front of the [1:26:55] Stuart summer's place and then knew the angle parking in front of the creative [1:26:59] center in the Wrath Scholar, and it may be like cutting hands and harbles. [1:27:04] Right. [1:27:04] It feels like four spots. [1:27:06] So you put in that ankle part and being in right front of the school, that kind of takes [1:27:10] the parking that was going to be there and ported over there. [1:27:12] So it is extra spots there. [1:27:15] Like we would go from the parking lot by hand board yourselves down to the driveway on the [1:27:21] other side of the. [1:27:22] Yeah. [1:27:23] That way. [1:27:24] Creativity center gets where extra part means. [1:27:26] Right. [1:27:26] I mean, we can always change it back. [1:27:28] need to, but let's do a compromise. I mean, I'm willing to compromise on it if we cut it. [1:27:34] Would you come forward to speak on this matter, yeah? [1:27:38] Yeah. Derek, what you're talking about? Are you okay with the [1:27:41] mixing parking on that side? [1:27:43] I don't know. It was going to be mixed for the artists. [1:27:46] Because I've been front of... There's two choices. [1:27:49] Yeah, just for visibility and the hub busy that intersection was we were going to maintain the first [1:27:55] it was at two or three spots there was still going to maintain parallel to help with visibility [1:28:01] them vehicles weren't out as quite as far. So they're already painted on there that way now. [1:28:05] Yeah, those were awesome. Yeah, I don't think Dan was going to do anything to after we had [1:28:12] this discussion. So do you believe we should do that on the south end of the block in front of the south in front [1:28:18] of Cunningham's. I think that the visibility was a little bit better because there's a fire hydrant on that corner [1:28:23] So, parking was back farther from the corner already, so that's why we brought it all the way up to the angle parking all the way up. [1:28:32] So, if we did it from just north of Harbour's house or the driveway cut. [1:28:38] So, if we would leave it from there down the cutting-haves corner, a pair of old parking, you would be okay with that. [1:28:44] I'm fine with whichever way it goes. [1:28:49] I think no, with the visibility and stuff that when we went up there and tested that day it is going to be a change and it will be [1:28:58] tighter, it will be narrower through there, but it's just as narrow as [1:29:02] several other streets that are in town. So obviously, it's river park drives kind of our main corridor. That's off the highway [1:29:10] I'm fine with it. And if it does create problems like Michelle said, we can always [1:29:15] And I think that's basically what I'm here to say is that if we go, you know, parking from those first two by Stuart Summers, Summers Place, in front of that other houses for sale, and then in front of the Creativity Center, and then in front of Cunningham, [1:29:37] I was on the end. [1:29:38] As far as what Jay at our ball said in his letter, in my mind, those are general traffic [1:29:48] situations that whether it's diagonal parking or not, as someone runs out in the street, [1:29:57] That could come from behind the vehicle. [1:30:00] All this part, along the curb, just as easily as somebody coming out from behind something that's diagonal. [1:30:09] So I understand it any time, you go down that street, it's a safety issue. [1:30:17] Okay? I ride my bike. Yeah, on River Park Drive, almost, you know, four or five times a week. [1:30:25] And I got to be on my toes. Bottom line. [1:30:28] It's [1:30:31] the parking and the traffic, the turning from that corner and the school buses will turn there often from a half-ish elective. [1:30:39] Usually when they come in, they come up with a park drive when I see that. [1:30:43] But a lot of them do come to the stop sign there at Prince Street and turn north. [1:30:48] And that's a tight fit. [1:30:50] And if you can't see, because it's anger parking a lot of the way, it's just a lot. [1:30:53] People dart in and out of their all the time. [1:30:55] I guess when they got kind of worried about it, we were going to do the whole block was that like basketball games and stuff in the night that blocks not really led up. [1:31:04] It's really well. [1:31:05] How many more spots would I mean, what would you get an extra three? [1:31:09] I don't know. [1:31:10] I don't know. [1:31:11] Well, I don't know. [1:31:11] Well, I don't know. [1:31:12] I think our original information that we got is that if we did do those things. [1:31:17] I ain't gonna park in the whole block. [1:31:19] We did getting 13 spots. [1:31:22] If we cut it back. [1:31:25] I believe, I don't know who told me it was, but like, when you have two parallel parking [1:31:32] it's like four, you can get four in, so we'd be, I'm saying we should be all again eight to nine [1:31:42] spots, which from a athletic event, stand point, [1:31:50] fairly significant. [1:31:52] And it's pretty bright out there now with those new lights on the show. [1:31:55] So, did you say the most of your house is Fendi? [1:32:00] So what do we want to do here? [1:32:02] We want to look at this different. [1:32:04] We want to look at maybe doing something different [1:32:06] in front of our walls and cutting the house. [1:32:10] Is what you're saying, guys? [1:32:12] Well, we've got a motion to table to do the second reading. [1:32:17] Not the third reading. [1:32:18] Today, so it gives you time to consider it. [1:32:21] Do you want to see what happens with the most [1:32:23] of your health first for you to do that, too? [1:32:26] Well, this is just the second reading. It doesn't go in the back. [1:32:30] So, I'll just take finalizer. [1:32:33] So, I have to finalize it at the August meeting because school starts August trying to... [1:32:38] So, the guys can get the lines drawn on there. [1:32:42] So, that's right. [1:32:44] I mean, we have August yet. [1:32:45] Yeah, I kind of like Michelle's idea. You know, do you want something different? [1:32:48] If you want to change it now. [1:32:52] I mean, where you want it? You got it? [1:32:55] You take away to the spot that's for parking. [1:32:58] They did add the ones across the street that we weren't even aware of. [1:33:01] I think I said, I didn't even know they could do that across the street. [1:33:05] I always thought that was quite a school. [1:33:06] A school fire lane area. [1:33:08] Very, very, very school. [1:33:09] In front of the high school doors. [1:33:11] They had used to have a block for school bus. [1:33:15] And it's still going to be block during school bus loading, [1:33:17] but it's going to offer those extra spaces for sporting events or school events. [1:33:21] There were some phone calls made to like the fire inspector or the fire marshals stuff see if they could do that [1:33:27] I think it was off. So when they close the street off the bus of basically parking the center of the street anyway, don't you? [1:33:34] Well, okay so my point would be so that we can sort of maybe move on. [1:33:41] Is that I would recommend if we're going to keep parallel parking we keep the two down on this north end. [1:33:49] Two from the south end and then go parallel, I replace else. [1:33:58] Is that your motion? [1:34:00] Yes, I don't want to go there. [1:34:02] Okay. [1:34:03] I said get. [1:34:04] Are you going to go just to clarify on my end? [1:34:09] Anybody else that cares? [1:34:10] Just two spots are from the driveway. [1:34:13] And Chad Harbour's driveway to the south. [1:34:15] Two spots. [1:34:16] Two spots. [1:34:17] Okay, and I don't know what's I look like once you measure it out to an action to each end to each end. [1:34:22] So if it would not make sense to have two, if there would, if it could be. [1:34:28] Then you only have two. [1:34:29] Would you, if there'd be room for either three or have mixed, do you have a preference? [1:34:39] What do you, what do you talk about? [1:34:41] On the south end. [1:34:42] Yes. [1:34:43] not knowing what the measurements are and what it would, how would drive away to the curve. [1:34:47] If it would be parallel spots, enough for three spots before you get to that driveway [1:34:56] or having it mixed in that area would, I think it'd be easier to figure out what that distance [1:35:01] was and make that choice instead of saying, well, just two spots because I don't want them [1:35:08] to try and paint two spots that are parallel [1:35:11] and then try to start second diagonal parking [1:35:13] and after that, that just doesn't make sense to me. [1:35:17] So if it's your parking diagonally, [1:35:19] then you've got a spot like it's going to be kind of hard to see. [1:35:22] That's why it's adjusted to the end of where the brick buildings. [1:35:26] That's a horrible driveway, but it's a horrible driveway. [1:35:28] The driveway between hard walls and the building [1:35:32] that break building. [1:35:33] Yeah, I will clear with that. [1:35:34] I will clear with that. [1:35:38] I don't know how many spots I've come in, but I got that, what count down to it. [1:35:43] So, like I said, wherever the hardball driveway is, that would be the last angled person [1:35:49] and we'd have the hardball driveway. [1:35:51] And then from there down to the fire hydrant, which I don't know if we've five feet from the fire hydrant. [1:35:57] I'd be alright with that. [1:35:58] It looks like it'd be like 10 or spot fire hydrant. [1:36:00] See, it made me about four spots, maybe four spots. [1:36:03] take it to that drably all right it's just hard to get in there if there's an angle going [1:36:08] yeah well yeah I could say you got up okay I'm all right with that let's get it let's get it [1:36:13] it's moving okay what's the motion that so your motion is okay my motion is to approve [1:36:24] the second reading of angle parking on the 200 block of south river park drive with potentially up to four [1:36:34] parallel spots on the south end and keeping the two on the north end and everything else [1:36:40] would be parallel in between. [1:36:43] All right. [1:36:44] All right. [1:36:45] So do we have to make that the first motion? [1:36:47] No. [1:36:48] No. [1:36:48] Second and third and final motion. [1:36:50] The ordinance was to allow angle parking in that block and we already had the two parallel [1:36:56] spots. [1:36:57] Okay. [1:36:57] On the south end. [1:36:58] Yep. [1:36:59] So it's not that it's not dictating the entire block is going to be angle. It's just allowing [1:37:04] we have ordinances that specify where angle parking is in town. The rest is [1:37:12] just reversed up here. So how do we make this motion so we get it finalized? [1:37:18] Well, we're doing the second reading now. [1:37:20] Second reading for the, and we can wave the third. [1:37:24] Yep. [1:37:26] Okay. [1:37:27] If there's good. [1:37:28] If there's good. [1:37:32] I'll second the motion. I've had three now. Let's go to the next one. [1:37:38] Well, I had to do the roll call. Okay. So, Jane had second and then there was discussion in the [1:37:44] cell, seconded. Are you okay? Yeah, I'm leaving it. Yeah, Jane. Okay, want to make sure I get this [1:37:50] correct in a minute. Okay, Brian. I. Jane, I. Michelle. Steve. I. Austin. I. Okay. No, I'd like to. [1:38:02] Wait, motion away. Motion, I'd like to make a motion away. The third reading. I second. [1:38:13] That's [1:38:14] shelf. Okay. Okay. There's something we had to do. I don't know, but that's okay. [1:38:20] It will have to be published. So I'll send that to Austin to get in next week's press. [1:38:25] And then Wednesday, it will become official and the guys can do the painting. [1:38:28] And I'll give that before school. Thank you. [1:38:30] Thank you. I remember. Thank you. [1:38:31] Well, thanks for bringing it up, Michelle. Appreciate that. [1:38:34] All right. I'm kind of ready. [1:38:36] That's what this is. I can curl call us. [1:38:38] Wait in the third. I'm having the final. [1:38:41] So, I'm going to go on the 16th. [1:38:43] Item 16, 300, 10th Street Bridge. [1:38:46] There's a potential grant to replace this with the county. [1:38:50] And there's a state. [1:38:51] Oh, it's a state. [1:38:52] I believe they said they're either 3, 4, or 3, 5 bridges that are being pulled into each other [1:38:57] for this grant, it's a federal grant, or cemetery. [1:39:01] Oh, OK. [1:39:01] I thought that'd be OK. [1:39:02] Because I was like, stick for maybe stick. [1:39:04] Yeah, the county, they're lumping us with the county because they have a bridge. [1:39:08] Yeah. [1:39:08] And they've asked if the county would be the lead for R. [1:39:13] OK. [1:39:14] I might have just asked them to stick for what you call. [1:39:16] That's right. [1:39:18] All right. [1:39:18] So anyway, item A review, C-H-P-B-P-28E agreement, [1:39:26] and the lead for Bridgematch. [1:39:28] And that, I emailed to you all. [1:39:31] Yep. [1:39:33] That they do not have any signatures on either of those, so I just wanted you guys to all see that and be aware of its existence. [1:39:44] Well, we really don't have to do anything with item A. [1:39:47] No. [1:39:47] Item B is a resolution and support of the joint CHBP grant agreement. [1:39:53] So we need a motion to go along with this grant. [1:39:57] I'm the sir any question. [1:39:58] With the 2080 agreement just to be clear, that's a shared responsibility and sort of resources [1:40:04] in order to get something actually rolling, right? [1:40:09] So I just want to make a statement that talking to Jamie, this is going to be $2,000 paid [1:40:15] of front. [1:40:16] No, it'll be $15,000 up front. [1:40:19] If the grant is awarded, we have to pay 20 to 30% of the construction cost, which are [1:40:26] estimated to be between 200 and 300,000 for the 20 to 30 percent. [1:40:31] And that all comes out of road use. [1:40:33] Road use or local option. [1:40:34] So the industrial park road will be pushed back. [1:40:39] And you said through the gray button that the county was going to come and ask if we would [1:40:44] redo cemetery health. [1:40:46] Yes. [1:40:47] I heard that the county is planning on having someone come to the [1:40:51] because they are planning on [1:40:56] milling and resurfacing cemetery hill, their portion, [1:41:00] and they would be able or willing to do the city's portion as well [1:41:05] and have us just pay for our portion. [1:41:08] That would be right from Pat Kempels down the hill. [1:41:11] It goes up higher than that. [1:41:12] It goes up higher than that. [1:41:13] It goes up higher than that. [1:41:14] all the subdivision, okay? [1:41:17] How much? [1:41:18] I've not gotten any information. [1:41:20] They're planning on doing that next year. [1:41:24] So that would take pretty much all of the road use funds for next year. [1:41:30] This bridge, if we get this grant, would be probably, [1:41:34] the funds that I've just spent by September of 29. [1:41:39] So that would be something for a couple years out, [1:41:42] probably in 28, but between those two items industrial park roads may have to be pushed back [1:41:51] for, yeah, four or five years. So an acre street pavement is done in 29, 29 at the same time, [1:41:59] this will come to a head. So, okay, Gernelville is going to redo their streets out there by their new [1:42:06] Yeah. We talked about link up on there, or Eric Meyer, up there in Duster. Yeah. Okay, we talked about how that had to get corn out. So deep. I guess there's a product out there now that you only take like a foot of dirt and then you lay this mesh down and you put a good base over top of that and you can either kind of create or black top, but you wouldn't have to cord out if deep as we thought we were talking. [1:42:32] kind of those going to start doing this this week, Wednesday, Eric Keynes going to do [1:42:37] them doing the work so maybe we'll have to take a run up there and just check this out. [1:42:41] We need a nice look at, because that's all, you're just your part called Gumball Clay. [1:42:46] Well, right now we've got three genders run, somebody's up and down on it, so I'm probably [1:42:53] we did the, I hope they did their research. Yeah, but anyway. Okay. Yeah. [1:42:58] Is it a call? Okay. So, so you need a motion on us. We need a motion on item be the [1:43:05] resolution to support the joint grant agreement. [1:43:12] Is there a second? [1:43:14] A second. All right. Michelle? Jane? I, Austin? Brian? I. Steve? [1:43:22] I item 17 sewer adjustment request that the city checked it out. [1:43:29] They have to check it out and that we're with the leak was it going to city similar. [1:43:34] So the issue to approve? [1:43:35] It's a check-in. [1:43:36] A little favor. [1:43:37] All right. [1:43:39] All right. [1:43:39] Report. [1:43:40] The fire chief said the packet. [1:43:42] The police chief. [1:43:44] There's been a lot of people been quizzing me about the scooters and stuff. [1:43:47] I says we are working on this project. [1:43:49] You know, there's been a couple of them tell me will the police department ain't doing anything [1:43:55] that these scooters and I know, I personally have been with my officers. [1:44:01] I have seen the officers actually do pull the kid over and talk to him. [1:44:06] But I think these kids, yeah, you talk to him now, five minutes from now, they forgot what [1:44:11] you talked about. [1:44:12] And they're gone, you know, they're intentional, they just don't pay attention to the officer, [1:44:17] They're like, oh, he's from one of that, and you know what I'm saying? [1:44:20] And they're like, our officers are doing something [1:44:22] out there about these scooters, but... [1:44:24] I've seen a noticeable difference under the work drive. [1:44:28] Okay. [1:44:29] Okay. [1:44:30] But there is still, there is still some discussion. [1:44:32] We had a little discussion at church the other night. [1:44:34] I'm about riding doubles and all this kind of good stuff. [1:44:37] We can't have an officer on the every street court. [1:44:40] Right, no. [1:44:40] And I still see that absolutely. [1:44:42] Yeah, there's only a few lights. [1:44:43] So those are designed for just one rider. [1:44:46] Yeah. But anyway, I did notice something the other day, what's that? [1:44:52] From a citizen, seeing Kerry pull somebody over in a golf cart, there was under each. [1:44:58] And he fall them all the way back to their campsite. [1:45:00] Okay. Yep. The lights on. Yep. I heard about that one. [1:45:03] Yeah. The embarrassment there was pretty good. [1:45:05] What's the wrong with that? [1:45:06] No. Anyway, you get anything else you want to add? [1:45:08] Because I know Beth with got a little bit there she wants to talk about it. [1:45:10] Yeah, that much. [1:45:11] Okay, come on up, Beth. [1:45:13] Sorry, didn't they come this fall? [1:45:15] You're going to approach it. [1:45:16] Thanks a little bit. [1:45:19] All right. [1:45:20] All right. So, as far as the chamber goes, [1:45:21] are income for June, [1:45:28] was $4,500 for an endowment for $34,000, that actually flexed [1:45:33] to city support checks because so we picked up one late, so it may didn't get put until [1:45:37] June had more late names. Total expenses were $13,402 in 2019 since 10,000 of that went [1:45:46] to start a surprise to pay for fireworks. I don't think we're going to have any more [1:45:50] surprise billing. I think we got that all behind us. The only expense that's looming out there [1:45:55] that we really don't know what it's going to be is the cost of the audit. So we're just [1:46:00] kind of sitting on that. June activities, farmers market's going really well. We've got 22 vendors, [1:46:06] total. They average tendons every week is about 10. I've been asking them. They seem like they're [1:46:12] having good weeks. They're busy. Looks like it's going well. Externship, that's with Nicole [1:46:17] to Jidil, instructor at the Clayton Ridge High School. She's been a great asset for us. She's [1:46:23] completed the restaurant menu book and for the welcome center as well as for the campgrounds. [1:46:29] So what she did, she went to every restaurant in town, got their menu adjusted the prices [1:46:34] and then put together this book so people can look at it. Apparently some of them have legs [1:46:39] because they walk away. But if we try to keep them at the welcome center and then she want to [1:46:44] distribute them all to the campgrounds. She's also been great about going up, put the flyers up [1:46:51] all around town for events and activities like that. She's very active on social media, [1:46:57] promoting the farmers market in our activities. She's got a new project that we're going to [1:47:01] start this week doing podcasts. And so I guess I'm going to be her first victim. I'm going to [1:47:08] do one-on-one Thursday and what she's got set up is some equipment that she can [1:47:12] I'll do the podcast from home or at my store and she'll be at the school. [1:47:17] I'll create this podcast and then it'll get put on social media. [1:47:23] She set this up this way so that next year for the high school students [1:47:27] they can then do podcasts with businesses. [1:47:29] So they don't have to leave the school. [1:47:31] We can do that that way. [1:47:33] So that's going well and that's also given her an opportunity to really meet all the business owners [1:47:39] in really short, this relationship we're trying to have with her and her [1:47:42] favorite students, the other thing that she's done is she's putting film on the [1:47:48] windows of the Welcome Center, I don't know if any of you noticed that, the [1:47:51] porch is really hot, so the way one of the ways to keep the heat out is to put this [1:47:56] film up, the school has it, you can see out, which can't see in, cuts down on the [1:48:01] heat and we're picking pictures that have to do with all of our activities, so [1:48:05] our next meeting, she's going to picture his Austin's going to help with this, and [1:48:08] We're going to have pictures of every event that we have, [1:48:11] so like German Fest and Stars stripes and Goals and I have every different events [1:48:15] so when you walk up to the Welcome Center, it looks fun. [1:48:18] So people come up, they see all that. [1:48:22] We got the grant for the paint. [1:48:25] My painter had some health issues and wasn't able to get started, [1:48:29] but I'm hoping that we can get started on painting the inside of the porch [1:48:32] and the backside of the porch with the paint that we got from Grant. [1:48:38] Much time and effort was put in the Stars and Stripes. [1:48:41] Huge thank you to Board members, Mandy, Katie, Austin, Nancy, shout out to two citizens [1:48:46] that helped and that was Christian Nicole. [1:48:48] Don't have any formal report from them back as far as you know how much money was spent [1:48:52] in May and whatever. [1:48:53] We'll get that to you next month. [1:48:56] Still working on a retail association and adult recreation groups. [1:49:00] We kind of couple of Board members that are honoured on that. [1:49:03] So we got to get going on that one. [1:49:05] Goals for July include getting those off the ground and then writing a grant from the Upper [1:49:10] Mississippi Gaining for repairs of the welcome center did the DNR came through and looked at it [1:49:19] and that we had to have an assessment done because you got to keep it according to historic [1:49:25] yeah so that just means touching. So that estimate was over $35,000 and so we got 5,000 [1:49:34] from right right and we're going to write for grant for 20,000. [1:49:39] So we're hoping that we can come up with 25,000 to get most of that done. [1:49:44] Is the city's tax ID number for that? [1:49:48] Uh, I'll fix it. [1:49:50] They have their own views because other times, [1:49:53] Jamers have used the city's programs. [1:49:56] No. [1:49:59] Well, if we do Jamie are in the coal in the, because you already got a grant, didn't you? [1:50:04] I did get a grant with the paint. [1:50:05] Yeah, no, but so you used your own text code. [1:50:09] Yeah, so it would have already been, [1:50:12] you would have already submitted the pre-grant app. [1:50:15] Right, Mandy did that. [1:50:16] She had experienced with that. [1:50:17] She submitted it. [1:50:18] She submitted it. [1:50:20] Parkboard is. [1:50:23] So Mandy and Nicole will be writing the experience. [1:50:26] So I'll relay that message to them. [1:50:30] And if there is concern, then we'll get that figured out. [1:50:33] Fingers crossed. [1:50:33] because that's, it's a great old building but it needs work, you know, we can't just let it, you know, [1:50:40] we're going to have to go up for a while. Oh yeah. So we'll get it fixed up. Well I'm confident that [1:50:46] this is going to happen and then next year we'll do this all over again and then the whole place will be fixed up nice. [1:50:52] And then Austin is working on getting a museum, getting grant from museum and that will become a good [1:50:58] museum so that'd be good. All right. Any questions for me? [1:51:02] Although you're doing a really good job. Thank you. Well, thank you. Thank you. Yeah, we're [1:51:08] we're pulling it together. So did your menu thing include everybody who pays [1:51:12] do losers? Our menu just in the day. The purpose of the menu was when guests [1:51:16] come to Gutenberg look at what we got. So we put everybody in there. What I mean [1:51:21] did you put in like the Clayton Lighthouse and the, you know, because it didn't [1:51:25] they used to be paid. All the members should, she should have resought to them on [1:51:32] Toronto owner that when she went, her response to me was, that one is his friend, his red [1:51:38] snake. So, that one wouldn't work with her at all. So, unfortunately, out of the city. [1:51:44] I know that was in this city. Oh, in this city. Oh, yeah. [1:51:47] But that's okay. That was their choice. So, they didn't get put in there. [1:51:52] But like, Kim's big shop didn't even have a menu, so she created a form. [1:51:57] Joe's pizza had all their prices had changed and they hadn't had a chance to get a new [1:52:01] one mate, so she made it for him. [1:52:03] So she's doing a really good job of building that relationship with the businesses, and it's [1:52:08] going to pay off when we come next year when we have the students help promote businesses, and [1:52:15] her work was paid for, through that one grant. [1:52:17] Her work was paid for with an externship grant, through the Greater City of Des Moines. [1:52:23] They asked anywhere from 1,500 to 3,000. [1:52:26] So I told them we were poor and we could only have 4,500. [1:52:30] We got 240 hours worth of work for $1,500. But again, it's going to be a relationship that's going to build next year. [1:52:38] And she's doing great. I mean, she helps with a lot of stuff. [1:52:41] Can you clarify for me, in that pressure, it's only members of the chamber there in there? [1:52:46] No. No. It was all the rest of us. All the rest are in there. [1:52:50] It's in there. We weren't asked for anything. [1:52:53] But it's in there. [1:52:53] It's in there. [1:52:54] And she works directly with traps. [1:52:57] So, coffee house was in there, now whether she didn't, I don't know, maybe she asked [1:53:02] me that works for you. [1:53:02] I don't know, but she didn't check for the presence of her. [1:53:08] So, anyway, she fits in there, I mean, so, yeah. [1:53:13] I thought the stars and the strike, the activity and the park, I worked up there in the afternoon [1:53:19] and it was all attended. [1:53:22] I thought it was fun, I thought the old-time Gains are fun, you know. [1:53:26] Of course, I didn't get chance to play any of them because I'm a sling in Bernie's, but anyway, darn rain, I said enough for it, holy crap. [1:53:34] Yeah, sure not. [1:53:35] Tell me about it. [1:53:35] Oh, yeah, yeah. [1:53:37] I want to thank Austin and Joe Zittagree, and I want to thank the police officers for helping. [1:53:45] The Terential Rain came through. [1:53:46] They had all they could do the hang on to the tent up there that covered the fireworks. [1:53:51] We didn't start wiring fireworks to what? [1:53:53] It's quarter after seven, step after a year on that year, yeah, I think we started a wire and like a seven, seven, thirty that night and then eight, thirty-quarter, eight, thirty-th probably, they decided that they had a dead battery, took a twelve-volt car battery, the shoot these fireworks off. [1:54:09] So here we are, we're scratching our head, calling around, looking for somebody that had a twelve-volt car battery. [1:54:14] Yes, there's a phone. [1:54:15] Nobody answers. [1:54:16] They're all on vacation. [1:54:17] Anyway, it's young lady, Keith Kaylee. [1:54:20] Kaylee and Kaylee. [1:54:21] She came down. [1:54:22] She says, you know, I got Boris Brown's foreign phone number here. [1:54:25] Let's call. [1:54:27] Boris. [1:54:27] By God. [1:54:28] Boris came through with Boris. [1:54:30] So he. [1:54:30] Boris Brown. [1:54:32] I know Matt came down with a battery too. [1:54:34] Because you called me. [1:54:35] We were called. [1:54:37] We were called everybody. [1:54:39] We answered this call. [1:54:40] We were so good wet. [1:54:42] Like, yeah, and they all, well, they didn't all go off. [1:54:46] We had like maybe a one or two cakes that didn't go off. [1:54:49] They're at the fire station. [1:54:51] I think it may be German Fest. [1:54:53] It's going to see if they can't shoot them and serve as best probably. [1:54:57] But otherwise, I've had pretty good report. [1:54:59] Everybody pretty much enjoyed the fireworks. [1:55:02] So, you know, I like the last one. [1:55:04] We're trying to burn yourself, though. [1:55:06] That's terrible. [1:55:07] That's terrible. [1:55:08] I look like an animal bomb when I was like, yeah. [1:55:11] Yeah, kind of felt like it. [1:55:13] I'm going to find a picture of that. [1:55:15] Anyway, all right. [1:55:16] All right. [1:55:17] Thank you. [1:55:18] OK, so anyway, that's all I had for the mayor report. [1:55:20] I just want to make sure we thank Forth Brown for saving the day. [1:55:23] And Austin and Joseph had a green fur. [1:55:25] Because this guy came. [1:55:27] He had his wife and his son. [1:55:29] And all the fireworks were under a canvas under a tent. [1:55:33] And that torrential rain came through. [1:55:35] I bet there was like an inch of water standing up there on the field [1:55:39] when we were done. [1:55:42] Yeah. [1:55:42] Kind of a little bit. [1:55:43] Yeah. [1:55:44] So then we started. [1:55:45] And then they switched, they had to retrain me [1:55:48] in Joe because they switched wiring. [1:55:49] It's not like we used to do it. [1:55:51] So here I am with my no glasses and my fingers with arthritis [1:55:54] trying to make this work. [1:55:57] If we had a good time, I think we had fun. [1:56:01] Anyway, I'm a motion to adjourn, [1:56:03] or you can't tell anything you want to say to us. [1:56:04] Just the library has got some activities planned. [1:56:08] They've had some things happen in this week for their 90th anniversary, so if you see something or [1:56:16] That they had a puzzled contest today. I guess [1:56:21] Okay, we had how we're to do a 300 piece puzzle's a team [1:56:25] So I didn't do it. I was golfing. Okay, okay, I think I was guys are well [1:56:38] the part more. [1:56:41] What is it actually under? Council. It's also, has it ever been named [1:56:48] Freedom Rock Memorial Park? Well, it's part of that part of time. But I mean, [1:56:54] now with that rock in there, there's a lot of people coming down for rock. So, that freedom rock, [1:57:02] you got that in your pants, but right now people. Oh yeah. Yeah, that's a big shame. Yeah, okay, [1:57:06] Oh no, 99 counties. [1:57:08] Yeah, and it worked on maps, because it was in my yard [1:57:11] and I kept people alone and said, where's the free him? [1:57:15] I got it so much. [1:57:16] So what do you think of, we should name this island? [1:57:19] Well, does it mean there's, you know, [1:57:22] it's underneath the trees or something? [1:57:26] Something like that. [1:57:27] Because it's a thought. [1:57:31] And there's a shelter out there, I think, [1:57:32] to that person. [1:57:33] Yes, they did. [1:57:34] There's a shelter. [1:57:34] Because the land was donated by the land back then. [1:57:37] Yeah, because the best signal down there is a motion to adjourn. [1:57:43] Okay, there's a motion to adjourn. [1:57:45] Second. [1:57:45] All in favor?
