rest of my colleagues are uh excited to

be back I had three weeks of vacation

myself from my day job and my night job

so uh I'm back to work as well so uh I

hope you guys all were able to uh either
[10:04]
uh be close with your family or get
[10:06]
close to them in thought if they've
[10:07]
passed if they're no longer with us U
[10:10]
and establishing good memories and
[10:12]
renewing ourselves this new year so
[10:15]
Reinventing we shouldn't always wait for
[10:17]
the new year to be able to have all
[10:19]
those uh what do they call them the uh
[10:22]
resolutions and you know doing all these
[10:25]
things we should constantly being uh be
[10:27]
improving ourselves and doing best with
[10:29]
ourselves but you know it is kind of a
[10:31]
big milestone to hear that 2024 how am I
[10:34]
going to do things different so good
[10:35]
luck to you guys in pursuit of those uh
[10:39]
positive changes in your lives uh we
[10:41]
have a lot we have a short meeting today
[10:43]
promises hopefully it'll be a short
[10:46]
meeting because it's only like three or
[10:48]
four pages long so let's see if we can
[10:50]
keep to uh an efficient meeting the
[10:53]
topics are not uh intense they're not
[10:57]
controversial uh or anything where
[10:59]
there's a high
[11:01]
debate and I have like about five uh
[11:04]
speakers so if you're ready to speak
[11:06]
make sure that you uh once we call on
[11:08]
the speakers make sure you line up so
[11:10]
that we can see how many speakers we
[11:11]
have because as soon as I don't see
[11:13]
anybody I'm going to close the oral

know that we have a new uh speaker uh

get to see what he's voting I don't get
[12:13]

little panel so uh it's pretty Hightech

and it didn't even cost a lot of money
[12:28]
we're just uh modernizing our city
[12:31]
council uh uh equipment uh very with
[12:35]
very simple things one thing that you
[12:37]
guys are noticing is are the bright
[12:39]
lights up here okay energy efficient LED
[12:43]
lights most likely right LEDs the most
[12:45]
efficient lighting uh Source right now
[12:48]
that's out there they're laid out in a
[12:50]
manner in which they're lighting up the
[12:52]
whole room and we're saving money on uh
[12:55]
on uh electricity to power those up so
[12:59]
just wanting to let you know what's
[13:00]
going oh we also have two screens
[13:02]
outside so if there was ever a very uh
[13:06]
uh important topic that a lot of
[13:08]
residents come to the city council
[13:10]
meeting residents would be able to stand
[13:13]
outside and look at our two screens that
[13:15]
are out there I think there might even
[13:17]
be a third one in the main lobby right
[13:20]
possibly but there is at Le two screens
[13:23]
outside so just letting you know what we
[13:26]
have here on the city council small
[13:29]
uh but very
[13:30]
powerful uh improvements so we're using
[13:35]
the city's money the people's money for
[13:37]
good things too and making sure that our
[13:39]
meetings run
[13:42]
smoothly kaana

um Community this is a community

introduce our first presentation which
[13:56]
is the Los Angeles Dodgers Foundation
[13:58]
community Community Services

Department um like the mayor said um
[14:03]
good evening mayor and city council my
[14:06]
name is kanana buy and I am the
[14:07]
community services manager uh the
[14:10]
community services department would like
[14:12]
to do a briefe presentation on our
[14:14]
partnership with the Los Angeles Dodgers
[14:16]
Foundation we started this partnership
[14:19]
with the Dodgers in 2018 at this time at
[14:23]
that time we had eight teams and less
[14:25]
than 100 Kids registered every year
[14:27]
after that we rece receive more and more
[14:29]
participation from the community tonight
[14:32]
Gerardo iate our Recreation supervisor
[14:35]
who oversees Our Youth Sports will
[14:37]
update you on what we're currently doing
[14:40]
and what we would like to do in the near
[14:42]
future with the Los Angeles Dodgers
[14:49]
Foundation good
[14:52]
evening so I'm going to go ahead and uh
[14:55]
give a small uh presentation on the
[14:57]
Dodger Foundation the work that we do in
[15:00]
conjunction with them uh present the
[15:02]
potential partnership on a project to
[15:04]
bring it here to the city of Hawthorne
[15:07]
and also what it would move uh mean
[15:09]
moving
[15:22]
forward okay uh so before I get started
[15:25]
with the actual program and what it
[15:27]
entails I'm going to give a small a
[15:28]
little uh background information on who
[15:31]
the Los Angeles Dodgers Foundation is
[15:33]
that's the primary foundation for the
[15:36]
Los Angeles uh Dodgers baseball team um
[15:41]
our partnership with them encompasses
[15:43]
the Dodgers dream team which is one of
[15:45]
the branches that the foundation
[15:48]
oversees in conjunction with Dodgers
[15:50]
dream team they over they also oversee
[15:52]
the Dodgers dream Fields the LA reads
[15:55]
program college and uh careers uh
[15:57]
accelerator science of baseball and end
[16:00]
this together uh below that you'll see
[16:03]
some of the contributions that they have
[16:05]
done since the Inception of the
[16:11]
program and to just give you guys a
[16:13]
small uh detail about it I'm going to
[16:16]
just play this short video for you
[16:27]
guys dear La we are more than just a
[16:31]
city the Dodgers are more than just a
[16:33]
team and the Dodgers Foundation is
[16:36]
bigger than baseball we are tackling the
[16:39]
most pressing problems facing our city
[16:41]
with a mission to improve education
[16:43]
healthc care homelessness and social
[16:45]
justice for all of us we launched our
[16:48]
Dodgers RBI program in 2014 to provide
[16:51]
an inclusive sports program that
[16:53]
addresses basic needs in our most
[16:55]
challenged communities today a new
[16:57]
chapter be begins we're excited to share
[17:00]
with you our new program name Dodgers
[17:03]
dream
[17:04]
team we invited our kids parents coaches
[17:08]
and partners to help us determine how to
[17:10]
better serve the community we are so
[17:12]
passionate about we felt it was
[17:14]
important to convey a greater sense of
[17:16]
future Focus reflect on the
[17:18]
comprehensive nature of the program and
[17:20]
double down on our impactful vision for
[17:22]
our neighborhoods we want you to know
[17:25]
that the Dodgers Dream Team program will
[17:27]
continue to use the power of sport to
[17:29]
provide critical resources and services
[17:32]
to our neighbors experiencing social
[17:34]
injustices our partnership with
[17:36]
Recreation departments and nonprofit
[17:38]
organizations will help us increase
[17:40]
capacity and scale achieving even
[17:42]
greater impact for more than 12,000 kids
[17:45]
and families each year applying key
[17:48]
learnings from the pandemic we will
[17:49]
intentionally reach our goal of serving
[17:51]
25,000 kids by
[17:54]
2030 this work is possible because of
[17:56]
you the countless Co coaches parents and
[17:59]
partners serving as unsung heroes for
[18:01]
LA's most vulnerable youth Dodgers dream
[18:04]
team is more than just Sports we build
[18:07]
confidence strategies for success and
[18:09]
hope for a brighter future we can
[18:11]
continue to uplift the Next Generation
[18:13]
LA's very own it takes all of us join
[18:17]
our Dodgers dream team
[18:20]
today sincerely your Los Angeles Dodgers
[18:27]
Foundation
[18:33]
so that was uh Nicole Whitman she's the
[18:35]
chief executive officer for the Los
[18:37]
Angeles Dodger
[18:38]
Foundation um we've built a very strong
[18:42]
relationship with her and the program
[18:43]
over the last uh six years uh since we
[18:48]
brought Dodgers Dream Team program to
[18:50]
the city of hawthor we've seen some
[18:51]
amazing things uh basically to Summit
[18:54]
and short we' made baseball programming
[18:57]
affordable for fam amilies um everybody
[19:00]
knows with time going by everything's
[19:02]
getting more and more expensive uh what
[19:05]
basically the Dodgers Foundation has
[19:06]
done for the city of Hawthorne and its
[19:08]
residents is basically remove any
[19:11]
obstacle so that everybody can
[19:13]
participate in uh Recreational
[19:17]
Sports so this means that part of that
[19:20]
includes uh being able to play for a
[19:24]
small fee which is $15 in our city uh
[19:27]
providing the kids with multiple
[19:29]
uniforms and also the equipment to
[19:32]
participate in these
[19:33]
Sports um they also uh provide the
[19:37]
coaching trainings for all of our
[19:39]
volunteers because this is 100% driven
[19:41]
by
[19:41]
volunteers uh they give us a uh a SC
[19:47]
basically a a position for us to fill
[19:49]
they give us $30,000 to hire a program
[19:52]
coordinator to assist us with the
[19:54]
program um this is a few of the things
[19:56]
that I have mentioned that they all also
[19:58]
provide such as skill clinics Dodger
[20:01]
days which is a big Dodger festival at
[20:03]
one of our
[20:04]
locations um attendance to Dodger games
[20:08]
and they also provide us with what is
[20:10]
called the field Champion which is aasm
[20:12]
between the foundation and the city of
[20:14]
Hawthorne and we're lucky enough to
[20:17]
receive three where a lot of the
[20:18]
partners only get one
[20:20]
person uh as uh the manager uh mentioned
[20:24]
at the beginning we started this program
[20:26]
back in 2018 with just about aund
[20:29]
approximately 100 Kids uh I arrived in
[20:32]
the city of haor at the tail end of the
[20:35]
program and ever I've been working with
[20:37]
it ever since and then this now uh 2023
[20:41]
was our sixth year and we grew to 18
[20:44]
teams four different divisions and
[20:47]
serving 300
[20:52]
kids uh these are some of the stories
[20:55]
that our cable department has covered
[20:57]
throughout the years uh with us being
[21:01]
one of the 14 affiliate Partners not all
[21:03]
Affiliates get an opportunity to host
[21:05]
programming with the Dodgers uh our
[21:09]
first one was back in 2019 at Holly Park
[21:12]
we hosted a fitness Clinic uh one of the
[21:15]
good things about the Dodgers is that
[21:18]
because of who they are and what their
[21:20]
name uh the weight that their name
[21:22]
carries they also bring a lot of
[21:24]
stakeholders into play so with that
[21:27]
Fitness club CLC we were able to also
[21:29]
bring um have the Los Angeles uh Lakers
[21:33]
Foundation come in and they brought all
[21:35]
the coaches to train the kids uh in 2020
[21:39]
was a difficult year because we were
[21:41]
planning to have our uh our program but
[21:43]
because of Co we had to restructure the
[21:46]
way we did things so uh the event here
[21:50]
was a partnership between the Dodgers
[21:52]
Foundation Uber Eats where we were able
[21:54]
to send out food packages to a lot of
[21:57]
the family amilies in the city uh Dodger
[22:00]
day in 2021 that Holly Park has been one
[22:03]
of the most successful Dodger days that
[22:07]
the program has had uh is it was the
[22:10]
most highly attended event at Holly Park
[22:13]
and they belonged to the city of
[22:16]
Hawthorne uh that day we distributed uh
[22:19]
about nine tons of food to our families
[22:23]
and some of the things that come with
[22:25]
the Dodgers day because you guys might
[22:26]
be asking so what what's even the Dodger
[22:28]
Day uh the Dodgers come they bring some
[22:31]
of their uh alumni previous players do
[22:34]
autographs we have clinics for kids uh
[22:38]
Vision to learn comes out we do free ice
[22:41]
screenings uh for kids who need
[22:43]
glasses uh just about anything that the
[22:46]
kids can receive from food to services
[22:50]
to goodies they all get this on these
[22:53]
days and then again following with uh
[22:56]
Dodger Day 2022 and Dodger 23 this past
[23:00]
year which I'm going to be showing a
[23:01]
clip um towards the end of the
[23:06]
presentation uh not only has the program
[23:09]
has been very impactful to our community
[23:12]
here's a few of the things that we've
[23:14]
been able to provide to our community
[23:17]
members uh along with some of the
[23:20]
programming uh the their manager um Dave
[23:24]
Roberts
[23:25]
also uh chooses coaches to be coaches of
[23:28]
the year since we started our program
[23:31]
we've had five coaches of the year um
[23:34]
again so there's hundreds of coaches and
[23:36]
these all these different Affiliates and
[23:38]
only five get selected every year and
[23:40]
we've had five in the span that we've
[23:43]
had this
[23:44]
program uh at the right we've had kids
[23:47]
who have been participating in
[23:48]
ceremonies on the
[23:50]
field um below you'll see another one of
[23:54]
our uh coaches of the year who is also
[23:56]
now uh Comm commissioner in our youth
[23:59]
commission uh one of the other things
[24:01]
that I can't show because it hasn't been
[24:05]
um brought out it hasn't it hasn't gone
[24:07]
live is we were able to se have three
[24:10]
kids be selected by Nike to be uh part
[24:14]
of their new campaign for youth so
[24:16]
that's three kids in Hawthorne are
[24:18]
representing uh the city of Hawthorne
[24:20]
with Nike uh to do uh photo shoots for
[24:24]
baseball and their new apparel
[24:26]
everything that they have that's coming
[24:28]
out in their division so these are
[24:31]
different activities and opportunities
[24:33]
that kids would otherwise would never
[24:35]
get a chance to so these are things that
[24:37]
are making an impact in these kids'
[24:39]
lives uh that are definitely going to
[24:41]
make uh help them become contribute uh
[24:44]
successful contributors of the
[24:49]
world so that leads me to the actual
[24:52]
presentation Focus uh the dream field so
[24:56]
every year the Dodger dream team from
[24:57]
ation works with different
[24:59]
municipalities and programs to create a
[25:02]
dream field this is basically revamping
[25:05]
the uh baseball facilities that a city
[25:07]
has to make it more usable for their
[25:11]
program uh
[25:13]
participants uh over the years the city
[25:16]
uh the Dodgers Dream Team Foundation has
[25:18]
a goal of 75 Fields by the year of
[25:22]
2033 uh right now they're currently at
[25:25]
63 uh three being in the city of San
[25:29]
Bernardino uh that that just the did the
[25:32]
groundbreaking last November and are set
[25:34]
to reopen this uh
[25:37]
spring so they've invested $19.6 million
[25:41]
on these uh Fields as of
[25:45]
date and uh the city of Hawthorne is
[25:48]
actually being considered for a Dodger
[25:50]
dream field so on the board you all
[25:53]
notice some of the surrounding cities
[25:56]
lanx Englewood
[25:58]
uh several at Englewood both for their
[26:00]
city and then the county part and the
[26:03]
latest one was uh done at Edward Vincent
[26:06]
Jr
[26:09]
Park so some of the benefits uh for
[26:14]
these Dodger dream Fields everybody
[26:16]
knows that with the increasing uh
[26:18]
population here in the County of Los
[26:20]
Angeles and the city of Los Angeles
[26:21]
we're kind of we're running out of uh
[26:23]
park space for our um all of our
[26:28]
community members so uh these are just
[26:30]
some of the the percentages of the
[26:32]
things of why we it's important for us
[26:35]
to have space for kids to participate in
[26:38]
Ro uh recreational programming not just
[26:41]
baseball uh so we really want to focus
[26:44]
on giving kids an opportunity to um to
[26:47]
improve their lives on the social and
[26:50]
emotional uh
[26:53]
side uh why Hawthorne uh we do use our
[26:56]
our Parks free frequently and highly uh
[27:00]
not just from a department standpoint
[27:02]
but for also from the local high schools
[27:04]
in the area uh and also the little
[27:07]
leagues uh our Park facilities are in
[27:11]
dire need of uh Renovations we also want
[27:14]
to create a safer Park the everybody
[27:17]
knows that the nicer a park is the more
[27:19]
people are going to want to go to
[27:21]
it um and also this is going to have an
[27:24]
increase in our programming because
[27:26]
people want to go
[27:28]
where Dodger dream fields are being
[27:30]
built um also the opportunity for
[27:33]
additional prog programming is always a
[27:36]
key Focus everybody knows that the
[27:39]
Dodgers uh franchise is not just a local
[27:43]
uh known team this is this team has
[27:45]
become a u International known team uh
[27:50]
just be with the recent signings that
[27:52]
they've had they just the impact that
[27:54]
they have on a global uh scale is going
[27:57]
to be very important and to be able to
[28:01]
have a
[28:02]
a just a partnership with such team is
[28:05]
going to bring a lot of benefits to the
[28:11]
city uh some of the things I would
[28:13]
happen if if the city does support this
[28:17]
uh motion is uh our Fields will receive
[28:21]
all proper leveling for safety reasons
[28:24]
uh the base anchors uh at multiple links
[28:28]
upgraded back stops uh these are all
[28:31]
safety precautions so that our kids are
[28:33]
able to place the sport in the safe
[28:35]
Manner and not get
[28:42]
hurt so with the support of council uh
[28:45]
back in 2022 conversations did start of
[28:50]
hawthor being one of those selected
[28:52]
cities uh for the Dodger dream Fields
[28:55]
specifically at gy Thor Park
[28:58]
uh last year contractors uh were sent to
[29:02]
the the actual Park to survey the
[29:05]
facilities uh and then we're looking at
[29:07]
2024 being uh where the Dodgers
[29:10]
Foundation secures the majority of the
[29:12]
funding for this project uh it would be
[29:14]
it would include both fields at gy Thor
[29:16]
Park uh so next we we just also ask for
[29:20]
the support of city council to back this
[29:25]
up uh last L I can show just a quick
[29:29]
little video of a Dodger uh day at the
[29:32]
park here in the city of
[29:38]
Hawthorne the city of Hawthorne reporter
[29:41]
Eric J Dockery has all the
[29:44]
details the Dodgers Dream Team invited
[29:47]
children of all ages to come out to
[29:48]
Holly Park for Dodger Day this is their
[29:51]
fifth stop of their 2023 season the
[29:53]
event was presented by Arco and WSS
[29:56]
carers they had at food games and a
[29:58]
training camp our Dream Team program
[30:00]
this is our 10th season we are serving
[30:03]
11,000 boys and girls across Los Angeles
[30:05]
in Long Beach at 80 different locations
[30:08]
and you walk into these Dodger days and
[30:10]
I have chills I have chills because um
[30:12]
we've come so far in 10 years with the
[30:15]
level of resources we're we're providing
[30:16]
for families the quality of resources
[30:18]
that we're providing for families and to
[30:20]
see the smiles on faces and the level of
[30:22]
participation from our partners um
[30:24]
throughout Los Angeles it's just a
[30:25]
really awesome feeling the Los Angeles
[30:28]
Dodgers Foundation partnered with UCLA
[30:30]
health to bring the coach for good
[30:32]
program which allow kids and parents to
[30:34]
work on their Sprints agility power
[30:37]
footwork and jump it's good to get the
[30:40]
family out here to uh and always like to
[30:42]
get the parents out here to let's run
[30:45]
with the kids I think one of my biggest
[30:47]
and most inspirational moments was
[30:49]
having my mom run with me having my dad
[30:52]
train with me so if I can do that with
[30:54]
these kids here with these families here
[30:56]
that's that's to uh it'll last forever
[30:58]
that moment to last forever yeah it got
[31:00]
me
[31:01]
active got me breathing and ready for
[31:03]
the rest of the day while the Dodger's
[31:05]
day was going on the Dream Team was also
[31:07]
celebrating MLB playball weekend I had
[31:10]
to uh uh hit the bat and then I ran to
[31:15]
first base I did it again but then I was
[31:19]
I got a little distracted then somebody
[31:22]
took the base from me then well I got
[31:26]
out I was out so across the country in
[31:29]
various forms throughout the weekend
[31:30]
there's youth baseball and softball um
[31:32]
and amazing things like the skills
[31:34]
Clinic that we have here to make sure
[31:35]
that the game of baseball and softball
[31:37]
is on display um and that families
[31:39]
realize like they can participate too
[31:41]
the playball event had three games for
[31:43]
the kids home run derby softball and a
[31:46]
Ball Toss sh so just in short um not
[31:50]
every affiliate of the Dodgers gets to
[31:52]
host a Dodger Day the Dodger Day is a
[31:55]
pretty big deal um as I mentioned before
[31:58]
there's 14 affiliate partners and they
[32:00]
only have five that they do in a year
[32:02]
and Hawthorn is always is one of the
[32:04]
five that always gets to host because
[32:07]
the uh Dodger Foundation constantly
[32:10]
comes to us because we get the job done
[32:12]
whe whatever it is so with your guys'
[32:16]
support uh know that we're not just
[32:20]
attaching ourselves with a a global team
[32:23]
but we're bringing recreational
[32:25]
programming to families that need it
[32:26]
because because uh I mean it resonates a
[32:29]
lot with me I'm the second oldest of
[32:32]
five kids and my parents couldn't afford
[32:34]
programming because of how expensive it
[32:36]
was so uh I had a volunteer to cover
[32:39]
those costs and that led me to working
[32:42]
at a park to finding what I wanted to do
[32:45]
in life and giving back to the community
[32:47]
so this is something that uh you guys
[32:49]
are giving other kids an opportunity to
[32:52]
have meet a mentor and connect them with
[32:55]
the necessary service services and
[32:58]
programs that they need so that they can
[32:59]
become good human
[33:03]

Parks um all of us to together uh making
[33:45]
obviously this um Endeavor possible for
[33:48]
our youth here in Hawthorne uh I lived
[33:51]
for a long time across the street from
[33:53]
Jim Thor Park I know how busy that Park
[33:55]
can get I was a baseball player at one
[33:57]
time co-ed and uh other and uh I enjoyed
[34:02]
my time in the park as a child as many
[34:04]
others will uh the improvements of our
[34:07]
parks are very important uh throughout
[34:09]
the years here in our city we've been
[34:10]
providing funding to ensure that our 10
[34:12]
parks are getting the upgrades that they
[34:14]
need and it's a great partnership
[34:16]
through the foundation of the Dodgers to
[34:18]
be able to provide additional funding uh
[34:21]
you know whenever we want to make
[34:22]
improvements it takes money and often
[34:24]
times our money is already being used in
[34:26]
other capacities however um kudos to
[34:29]
your department kudos to your efforts
[34:31]
and everyone involved uh I look forward
[34:33]
to seeing what the park brings and how
[34:35]
it's going to provide for more uh in the
[34:38]
future uh kids using the park to do
[34:40]
exactly what they'd like to do not just
[34:42]
in baseball but use of the park for
[34:44]
their benefit thank you thank
[34:47]

next item which is Southern California
[35:18]
Edison ab25 James
[35:21]
Peterson uh introduction
[35:25]

[35:28]

Forte so please let's uh we try to limit
[35:38]
these to 10 minutes see if let's see
[35:41]
what you got for
[35:43]
us good evening good evening mayor and
[35:46]
members of the council and best wishes
[35:48]
for a Happy New Year I know it's saw you
[35:50]
a few months ago and thank you for
[35:51]
having us back I'm Diane Forte I'm the
[35:54]
interim government relations manager
[35:55]
covering the city of of Hawthorne um I
[35:58]
had listened to the last city council
[36:01]
presentation about ab25 and when I
[36:04]
talked with the city manager we thought
[36:06]
it might be a good idea to come back
[36:08]
because we heard some uh information uh
[36:11]
that wasn't totally correct um so I
[36:13]
brought with me tonight Ron gailes
[36:15]
unfortunately James Peterson uh has as
[36:19]
yet many people has gotten the flu so my
[36:21]
colleague has decided to appropriately
[36:24]
to pinch pinch hit pinch hit as they uh
[36:26]
Dodgers presentation was was so uh set
[36:30]
us up for that so thank you so much I'm
[36:32]
gonna turn to my colleague Ron gailes
[36:34]
and we'll be happy to take
[36:39]
questions thank you very much um Mr
[36:42]
Mayor uh mayor protm council members
[36:45]
really grateful for the opportunity to
[36:47]
address some of the concerns
[36:49]
specifically about uh the proposed fixed
[36:52]
charge on electricity bills that's the
[36:55]
uh Downstream effect of of ab 205 which
[36:58]
was passed in Sacramento and with your
[37:00]
permission I'd like to speak more about
[37:01]
Southern California Edison's proposal
[37:03]
and how it would benefit the residents
[37:06]
of not just Hawthorne the city of
[37:07]
Hawthorne but all Southern California uh
[37:10]
residents um if that's all right uh
[37:13]
there is a presentation on the screen uh
[37:16]
but rather than take the time to go
[37:18]
through that I'd really like to address
[37:19]
some concerns and and there has been a
[37:21]
great deal of misinformation spread on
[37:23]
social media and other um media Outlet
[37:27]
about the fixed charge that I'd like to
[37:29]
address um one of those uh that I see
[37:32]
used a great deal by opponents of the
[37:34]
fixed charge is calling it a utility tax
[37:38]
this is a um really false
[37:40]
characterization this is no is in no way
[37:43]
a tax and I'll and I'll explain why the
[37:45]
fixed charge that is being proposed
[37:48]
first of all I a little background this
[37:50]
as as I said as a result of the passage
[37:52]
of ab25 in Sacramento uh there are a
[37:56]
number of of participants in this
[37:57]
proceeding by the California Public
[37:59]
Utilities Commission scce uh pg& up
[38:03]
north San Diego Gas and Electric down
[38:04]
south there were just some of the
[38:06]
participants there are others that are
[38:07]
making proposals as well our proposal
[38:10]
for this fixed charge um the benefit for
[38:13]
all residential customers is that it
[38:15]
would lower the cost of using
[38:17]
electricity uh pardon me for being
[38:19]
simplistic but uh you hear the term
[38:22]
cents per kilowatt hour it's similar to
[38:25]
hearing about dollars per gallon in gas
[38:27]
cents per kilowatt hour is what
[38:29]
customers pay that's what they see on
[38:31]
their bill what the fixed charge would
[38:33]
do the structure that's being proposed
[38:35]
by Southern California Edison is it
[38:37]
would reduce the rates that customers
[38:41]
pay to use electricity and our we we see
[38:44]
that if our authorization I'm sorry our
[38:47]
proposal is approved those rates those
[38:49]
rates would drop by
[38:51]
25% now what does that mean for people
[38:54]
who uh during the hot times of year when
[38:57]
they are turning up their air
[38:59]
conditioning to deal with the uh
[39:00]
increasing numbers of very hot days
[39:04]
that's going to cost less if you use the
[39:05]
same amount of electricity before you're
[39:07]
going to be paying less for using that
[39:09]
electricity um there are people who um
[39:14]
they may in the future now either now or
[39:16]
in the future want to make use of
[39:18]
electric vehicles one out of four cars
[39:21]
being sold in California right now is an
[39:23]
electric vehicle um today a lot lot of
[39:26]
people are uh not in position to
[39:29]
purchase one or lease one but they may
[39:31]
be in the future and by lowering that
[39:33]
cents per kilowatt hour rate what that
[39:35]
means is the fuel that you're using to
[39:39]
to power that vehicle costs less so the
[39:43]
idea of the fixed charge is on a
[39:45]
customer's
[39:47]
Bill the uh the costs of energy would be
[39:51]
separated out there's no additional uh
[39:54]
markup to that it is solely the cost of
[39:56]
providing that energy and that depends
[39:58]
on how much a customer uses the other
[40:01]
part of the bill would be a standard
[40:03]
charge just like this seen on cable
[40:06]
bills on phone service bills on Water
[40:09]
Service bills
[40:12]
um the it has also been said that this
[40:16]
uh proposal would be income based in the
[40:18]
sense that you wouldn't be paying based
[40:19]
on your usage you'd be paying based on
[40:21]
your household income that too is
[40:23]
incorrect the only thing that would be
[40:25]
affected by the um a household income is
[40:30]
the amount of the fixed charge in
[40:32]
general what scce is proposing and there
[40:34]
are different proposals from different
[40:36]
groups is that there would be a standard
[40:38]
fixed charge for all residential
[40:40]
customers that would be the same on the
[40:41]
bill every
[40:43]
month the exception would be customers
[40:46]
who qualify based on their household
[40:49]
income for discounts on their bill they
[40:52]
would get a lower fixed charge and for
[40:55]
clarification what SE is proposing is
[40:57]
that those customers they are enrolled
[40:58]
in programs known as care or Farah and
[41:01]
by the way um we found that about 30% of
[41:05]
Hawthorne's residents are in those in
[41:07]
income qualified
[41:09]
programs their their fixed charge would
[41:11]
be lower either 10 or $15 a month the
[41:15]
fixed charge for all other residential
[41:17]
customers and that would just be
[41:18]
throughout the state would be $51 and
[41:21]
that's what we're proposing but again
[41:23]
not a tax on top of existing charg
[41:26]
what would happen is a reduction in
[41:28]
using electricity the idea is paying
[41:31]
less for for using electricity that's
[41:33]
what that is about so I just want to
[41:35]
address those concerns about it being a
[41:37]
tax or it being U requiring some income
[41:40]
verification there would be no need in
[41:44]
our most current proposal for anyone uh
[41:47]
who is not enrolled in car and Farah
[41:49]
there wouldn't be no need for income
[41:51]
verification for those customers
[41:53]
customers who are enrolled in those
[41:55]
programs they already undergo a a
[41:58]
verification process to make sure that
[42:00]
they're qualifying for those 30 and 18%
[42:03]
discounts and by the way for the
[42:05]
attendees if people here believe that
[42:07]
they are um qualified for those rates we
[42:11]
encourage as many customers as possible
[42:13]
who qualify to sign up for this because
[42:15]
they do provide really needed discounts
[42:18]
for for households that um are in the uh
[42:22]
below the federal poverty
[42:24]
line um
[42:27]
oh sure sorry I get a little carried
[42:29]
away with this
[42:32]
um one other thing I want to address
[42:35]
here that a lot of people like to accuse
[42:37]
the utility of using this as a way to
[42:40]
earn uh more money um the way the uh
[42:45]
fixed charge is structured is that
[42:47]
utilities would not receive any more
[42:49]
money than they receiving now what
[42:51]
happened is the amount of money that
[42:53]
comes in would be paid uh by different
[42:55]
customers I'll be and I'll be direct
[42:57]
here uh customers with um large families
[43:02]
who use a lot of electricity they will
[43:04]
benefit from the lower cents per
[43:06]
kilowatt hour um if someone is if you're
[43:10]
a customer who uses a lot of electricity
[43:14]
who does crank up their AC during those
[43:16]
very hot years hot times of year these
[43:19]
lower cents per kilowatt hour rates will
[43:21]
benefit you by the way I didn't even
[43:23]
mention about the care and fair
[43:25]
customers the way this is structured is
[43:27]
those customers who are enrolled in
[43:29]
those income qualified programs they
[43:31]
would see their bill go down we see we
[43:34]
estimate by between 5% and 18% so there
[43:38]
are benefits for low-income customers
[43:40]
but there are benefits for all
[43:41]
residential customers as well and cost
[43:44]
in less cost for using
[43:47]
electricity I another thing I want to
[43:50]
address really briefly I know we have a
[43:52]
short amount of time is that California
[43:55]
is going to be using using more and more
[43:56]
electricity californ going to be using
[43:58]
more and more electricity that's why
[44:01]
it's important and we're very cognizant
[44:03]
to get that sense per kilowatt hour rate
[44:06]
down and this is one of the ways we're
[44:08]
looking to do that
[44:11]
um I'm going to stop there and I would
[44:13]
like to open it up to any questions from
[44:16]
U council members thanks very much for
[44:19]
the
[44:21]
opportunity uh quick question could you
[44:23]
repeat what those fixed charges are
[44:25]
certainly
[44:26]
the standard charge and this would be
[44:28]
for all residential customers would be
[44:31]
$51 customers who qualify for income
[44:34]
qualified programs uh known as care or
[44:37]
Farah their fixed charge would be1 or
[44:40]
$15 depending on where they fall in the
[44:44]
um household income
[44:48]
Spectrum anybody
[44:51]
else thank you thank you Edison for
[44:54]
being here for your presentation
[44:57]
um as you are aware we're part of an
[44:58]
aggregation with clean power Alliance of
[45:01]
Southern California I would like to see
[45:03]
uh Southern California um California our
[45:07]
not our aggregation actually com and
[45:09]
present also so that we could truly
[45:11]
understand because we have two sets of
[45:12]
customers here customers that are with
[45:14]
Edison and customers that are with clean
[45:17]
power Alliance and they have to buy in
[45:19]
obviously to clean power Alliance who is
[45:21]
perring at a lower cost energy to the
[45:23]
residents of Hawthorne so having said
[45:26]
that I would like to see that happen
[45:28]
city manager in bringing clean power
[45:31]
Alliance to help us understand a little
[45:33]
bit more on what this means uh on uh top
[45:36]
of that
[45:38]
um not all the communities here in
[45:41]
Southern California in my opinion and
[45:43]
listening to what's occurring currently
[45:45]
with the Pu and they have to have a
[45:47]
response back by July one on what
[45:49]
selection they're all going to make with
[45:51]
regards to how uh residents are paying
[45:53]
for their electricity right um some
[45:57]
communities will benefit where others
[45:58]
might not we're talking about Sacramento
[46:01]
Fresno other areas and then you have
[46:04]
Southern
[46:05]
California um I understand that there's
[46:09]
uh an incentive program that some
[46:12]
receive right for using lesser energy at
[46:15]
least from clean plow Alliance I have
[46:17]
yet to hear whether Edison has an
[46:19]
incentive such as that as well for
[46:20]
residents that are using less energy
[46:23]
however um I I want to know more on for
[46:29]
instance the um pay schedule that folks
[46:33]
that from what I understand is the based
[46:37]
income that they receive what that looks
[46:39]
like for for our residents in Hawthorne
[46:41]
right so there's a proposal for how it's
[46:46]
revamped electricity rates based on
[46:49]
income right and you're saying that
[46:52]
they're not going to be looking into
[46:54]
personal data or information on how
[46:56]
residents what their annual income is or
[46:58]
how they're going to be charged based
[47:00]
off of that income okay that that's
[47:03]
that's some of the stuff that's
[47:04]
obviously being said right how they're
[47:08]
they're going to be um build differently
[47:10]
because of their income I know the Care
[47:13]
Act is basically for those that are
[47:15]
lower income have special needs have um
[47:19]
families with special needs and how they
[47:21]
could apply to receive a lower cost uh
[47:24]
bill um however I think there still
[47:27]
needs to be um more Community discussion
[47:31]
and more Community input so that there's
[47:33]
a real understanding of who and how is
[47:35]
it's being benefited
[47:38]
um your discussion tonight is basically
[47:40]
saying if you lose if use lower energy
[47:43]
you're going to get a lower bill right
[47:45]
if you lose if you use less energy your
[47:47]
bill will be less let me be clear the
[47:51]
energy part of the bill will be lower
[47:53]
depending if you if year-over-year use
[47:55]
the the same
[47:56]
amount that part of the bill like I said
[47:59]
they would be split into two parts of
[48:01]
the bill the part that covers the cost
[48:02]
of energy and that other part that fixed
[48:04]
charge and that would cover the cost of
[48:06]
things such as the infrastructure that
[48:09]
uh Southern California Edison builds
[48:12]
operates and maintains all the steel and
[48:14]
wires and poles and and vaults Etc and
[48:18]
all the customer service people all the
[48:20]
parts of our business operation that
[48:21]
would be contained in the fixed chart so
[48:24]
a customer who sees their bill they'll
[48:25]
say oh I'm paying $51 if our proposal is
[48:29]
accepted um for all that and then my
[48:32]
energy use I'm paying for what I
[48:35]
use did that clar did that clarify at
[48:37]
all so there's two charges it's one bill
[48:40]
but the bill is separated into those two
[48:42]
charges right now it's all in one cents
[48:45]
per kilowatt hour but there's two
[48:47]
charges there are two categories of
[48:49]
charges and they're put together yes two
[48:51]
charges yes and some people will pay
[48:54]
more and and some people will pay less
[48:56]
we as we say people with who are on the
[48:59]
lower end of the income Spectrum will
[49:01]
have lower um bills total bills um but
[49:05]
it's going to depend a lot on usage I
[49:08]
think the people who are less likely to
[49:10]
benefit for example are people who are
[49:12]
let's say one or two people living in a
[49:14]
household and they don't use much
[49:16]
electricity they don't turn up their uh
[49:18]
um their air conditioning when it gets
[49:21]
hot um that kind of there are not going
[49:23]
to be immediate beneficiaries but as
[49:26]
people use more and more
[49:28]
electricity having a lower cost per
[49:30]
kilowatt hour is going to benefit not
[49:32]
just lower income households it's people
[49:34]
who use electricity and we believe
[49:36]
Southern California Edison does that
[49:38]
there's going to be more and more
[49:39]
electrification and important to keep
[49:41]
the cost of those of using electricity
[49:44]
down I hope that was helpful you know it
[49:46]
was helpful okay it was helpful and you
[49:49]
know you you're it kind of spoke to me
[49:51]
because I'm only one in a household just
[49:54]
myself
[49:56]
I don't use air conditioning and I don't
[49:58]
use
[49:59]
heat okay and still my bills high so
[50:03]
that's just an example of myself yes and
[50:05]
I could show you my build but I'm with
[50:08]
I'm with also clean power Alliance right
[50:10]
yes and I just want to make sure that
[50:14]
again the community
[50:18]
understands prior to the first so there
[50:21]
could be more Buy in and more
[50:23]
understanding on what your bill is going
[50:24]
to look like moving forward with two
[50:28]
cost
[50:29]
basically yes okay absolutely agree and
[50:32]
Diane has a point which you'd like to
[50:34]
introduce um so if you were part of the
[50:37]
clean power Alliance it those customers
[50:41]
would are also included in this
[50:43]
proceeding and you know there you can
[50:45]
you know of course invite them to
[50:47]
present um there's no problem with that
[50:50]
U the the legislation itself one of the
[50:54]
primary drivers was to try to make the
[50:57]
total bill less for those who can least
[51:01]
afford it the care and fairer customers
[51:04]
and at the same time recognizing that as
[51:08]
Ron had said you know electricity is
[51:10]
going to be used more and more so trying
[51:14]
to reach the clean energy goals to have
[51:17]
that variable rate be less so and then
[51:21]
they're receiving all these different
[51:23]
proposals and it is a a public Forum
[51:26]
that you know comment could be taken
[51:29]
sure um you know like the Pu just to
[51:33]
make that meeting alone is is hard for
[51:36]
difficults to get to provide you know
[51:39]
public comment so again it's it's it's
[51:41]
important uh for the residents of
[51:43]
Hawthorne and what this might mean to
[51:46]
them uh with regards to the changes but
[51:48]
I appreciate Edison making the time to
[51:50]
come out and give a presentation to
[51:52]
council look forward for additional
[51:54]
dialogue with your your agency and more
[51:56]
importantly advocating for the residents
[51:59]
of Hawthorne to Ure that they understand
[52:01]
what exactly this
[52:02]
means we are very appreciative of of
[52:05]
that opportunity and would really we
[52:07]
believe as well we would like
[52:09]
to make sure that the residents of
[52:12]
Hawthorne are well informed and can make
[52:14]
a decision based on um all sides of the
[52:18]
argument so that's thank you very much
[52:20]
for the opportunity thank you so you
[52:24]
yeah all right real quick question so
[52:27]
essentially um if I'm gone for a month
[52:29]
from my house and if right currently I'm
[52:33]
not using I use zero watts per hour my
[52:36]
should technically be paying zero
[52:39]
right well um what the electric grid
[52:44]
even when you're not at at your home is
[52:47]
still operating so yes your usage would
[52:50]
be zero but uh all people who are
[52:53]
connected to the grid are have
[52:56]
a it's in everyone's interest that
[52:59]
everyone who is benefiting from the
[53:02]
electric grid takes part in the building
[53:06]
operations and upkeep of it because it's
[53:07]
some it's a system that serves all of us
[53:10]
so yet but your energy charge for that
[53:12]
month yes would be Zero Energy charge
[53:15]
the energy charge would I'm talking
[53:16]
about the existing you're saying that
[53:17]
we're moving into a system where we're
[53:19]
going to have two piles one to cover
[53:22]
infrastructure and one that is uh
[53:24]
proportional to the use cost the cost is
[53:28]
proportional to the amount of that we
[53:30]
use that is the proposal for the fixed
[53:32]
charge and that is to um yeah to make
[53:35]
sure that the costs of maintaining that
[53:38]
infrastructure continue and are as
[53:40]
equitably shared as possible okay but so
[53:42]
currently you're saying what I'm hearing
[53:44]
you saying is that we already have
[53:45]
something like that in
[53:48]
place or if I get my bill I'm out of
[53:51]
town I'm often like a on a business trip
[53:54]
to like Europe or something mhm and I
[53:56]
don't get to use everything's off yeah
[53:58]
sure the electric Grid's on surrounding
[54:00]
me what should I approximately be be
[54:03]
paying so um let me see if I understand
[54:06]
your question when you're right now
[54:08]
there is the rate you pay for I'm going
[54:10]
to give you the average rate for
[54:11]
residential customer is 36 cents per
[54:14]
kilowatt hour okay included in that is
[54:17]
all the infrastructure and included in
[54:19]
that is all the the amount of the energy
[54:22]
you're using you're getting paid uh
[54:24]
you're getting charged 6 cents for each
[54:26]
kilowatt hour that you're using this
[54:28]
breaks it out so that um customers who
[54:32]
are using less they're not going to pay
[54:34]
like you
[54:35]
said I'm sorry that I misunderstood I
[54:37]
apologize I turn off all my appliances
[54:39]
in my house I turn off all the lights
[54:42]
there's nothing's on everything's
[54:45]
disconnected so I should pay zero dollar
[54:47]
well let me ask you this if you don't
[54:49]
use your cell phone for a month and you
[54:51]
don't make any text and you don't call
[54:54]
you will likely get a bill from the cell
[54:55]
phone company for your usage of that no
[54:58]
I don't care about the cell phone
[54:59]
company I'm not talking about you I want
[55:00]
to find out from you right but but what
[55:03]
I'm saying is the fixed charge is
[55:04]
something that's not just in electricity
[55:06]
it's used by a utilities all kinds of
[55:08]
utilities for water service for um like
[55:12]
I said cell phone or for cable companies
[55:14]
that you still get the charge for that
[55:16]
so for the charge for the infrastructure
[55:18]
that's there to make the delivery of
[55:21]
electricity or water or whatever
[55:23]
possible I know sir but like if I'm not
[55:25]
using anything and everything's
[55:27]
disconnected what's the current charge
[55:29]
that I'm getting paid that I'm getting
[55:31]
charged for the infrastructure if you're
[55:32]
saying that currently everything's just
[55:34]
directly connected what part of what
[55:36]
part of the 36 cents per kilowatt hour
[55:38]
is being charged for the Kil especially
[55:40]
if I'm there's zero kilowatt hours that
[55:43]
I'm using I don't want to misspeak I
[55:44]
don't want to give you the wrong
[55:45]
information but I would say I'm going to
[55:47]
and Dian correct me if I'm wrong I
[55:50]
believe that um about I believe it's
[55:54]
about 70% is has to do with more of the
[55:56]
infrastructure is what you're paying for
[55:58]
okay so if it's correlated to then I
[56:01]
shouldn't be paying anything so if I
[56:03]
have everything disconnected as is I
[56:05]
shouldn't be paying anything right now
[56:07]
and that's not true so my concern is
[56:09]
that um so for the residents so you can
[56:13]
understand my thinking is what's the
[56:15]
current rate for
[56:18]
usage and now that we're move the
[56:20]
proposal says that it's going to be like
[56:21]
50 bucks that we're going to have for a
[56:23]
fixed infrastructure charge is that uh
[56:27]
usage rate going to be the same or is it
[56:31]
going to decrease the usage rate yes the
[56:34]
usage rate will decrease by 25% the
[56:36]
cents per kilowatt hour will decrease by
[56:38]
25% that's what we're planning to do
[56:41]
yeah the math doesn't seem to be uh
[56:43]
really providing for much savings on the
[56:44]
contrary I think it might be an increase
[56:46]
with that uh $50 that you're uh that you
[56:49]
guys are proposing but it it doesn't
[56:51]
matter we'll just take a look at it
[56:53]
certainly um and uh if we need you to
[56:56]
come back for any more questions we'll
[56:57]
bring you back certainly I and I I agree
[56:59]
for some people it will um for other um
[57:03]
for customers who use more and more
[57:06]
electricity it will over time it will
[57:08]
become more beneficial to them okay I'm
[57:11]
sorry did I miss anything ma'am go ahead
[57:13]
oh sorry I just I just want to point
[57:15]
people to some resources on the screen
[57:17]
for more information that's all but
[57:18]
thank you very much to the chair I think

I understand what you're trying to say I
[57:24]
think you're saying he's saying that the
[57:26]
standard rate is $51 no matter what and
[57:30]
you're saying that if you don't use your
[57:32]
services is zero down is zero dollars it
[57:36]
should be zero dollar but you would pay
[57:38]
$51 because it's the standard rate is
[57:42]
that what you were okay yes and that
[57:45]
money and those um charges would be for
[57:48]
um maintaining the poles the wires the
[57:51]
everything that makes it possible to
[57:53]
deliver electricity as well as the cust
[57:54]
customer service aspect so it's it would
[57:56]
be in his instance it would be
[57:59]
$51 plus if he used any
[58:04]
usage but if he doesn't use any usage
[58:08]
it's just a standard
[58:11]
51 yes that's what's being
[58:16]
proposed so typically the people that
[58:19]
are not using their energy like
[58:23]
councilwoman uh Mar protim Rees she
[58:27]
would be paying the the $51 even though
[58:31]
she doesn't
[58:32]
use Services she would not benefit as
[58:35]
much as others she would benefit so
[58:37]
neither one of you would benefit in

finish very simple mathematics uh

equation here you guys will see what I'm

talking about I pay $100 right now for
[59:17]
my uh electricity bill let's say and
[59:21]
that's the current usage charge all
[59:23]
right gentleman says that it's going to
[59:25]
De the usage rate is going to decrease
[59:27]
by
[59:28]
25% right so I'm going to be paying $75
[59:32]
but on top of that I have to pay
[59:34]
$50 for the uh the infrastructure rate
[59:39]
so instead of paying a 100 bucks I'm
[59:41]
going to be paying 125 that's actual
[59:43]
increase for the average resident at
[59:45]
least people that I know of 25 bucks so
[59:47]
there's just no decrease there simple
[59:50]
math right go
[59:52]
ahead I just wanted to ask real quickly
[59:57]
um with the increases that are um
[1:00:01]
proposed what is going to be done uh or
[1:00:04]
what is going to be what is it going to
[1:00:05]
be used for is it for
[1:00:07]
additional um perhaps
[1:00:09]
underground uh utilities um
[1:00:13]
infrastructure uh new
[1:00:15]
repairs
[1:00:17]
um investor benefits uh H how is the
[1:00:21]
money going to be used that money is not
[1:00:23]
um that additional money is not going to
[1:00:25]
be generating any more re any more
[1:00:28]
profit so this is not going to uh
[1:00:30]
investors okay the the bill is
[1:00:32]
structured so this all has to do with uh
[1:00:35]
money that's going to be covering the
[1:00:37]
costs of of operations and that is
[1:00:39]
infrastructure and that is people who
[1:00:41]
come out and make repairs and who do the
[1:00:44]
maintenance and the people who answer
[1:00:46]
the phones and print the bills and and
[1:00:48]
all that and all that work all the work
[1:00:49]
that goes to um providing the electric
[1:00:53]
service that's that's what it's for yeah
[1:00:57]

heart for our city the city of hethorn
[1:02:39]
an initiative that transcends barriers

and fosters love Beyond
[1:02:44]
autism April is National autism month
[1:02:47]
and I believe it's the perfect time for
[1:02:49]
our community to come together and
[1:02:51]
support those affected by autism spec
[1:02:54]
spectum disorders I am excited to
[1:02:57]
propose an Autism Walk an event that
[1:03:00]
aims to raise awareness promote
[1:03:03]
inclusivity and provide much needed
[1:03:06]
support for individuals and families
[1:03:08]
facing challenges of
[1:03:10]
autism why an Autism Walk because it's
[1:03:13]
more just a stroll it's a step towards
[1:03:16]
more compassionate and understanding
[1:03:18]
Community by walking side by side we can
[1:03:20]
bridge the gap in our understanding and
[1:03:23]
showcase the strength that lives and our
[1:03:25]
diversity as a representative of our
[1:03:27]
licensed business here in hethor I want
[1:03:30]
to assure you that we are in good
[1:03:31]
standing with our city and that our
[1:03:34]
commitment to the community is

conflict resolution and community- based
[1:06:59]
service linkage um widespread and
[1:07:02]
long-term Community safety is possible
[1:07:04]
by addressing underlying needs by
[1:07:06]
approaching Behavior as an unmet need we
[1:07:09]
as adults can offer more well-rounded
[1:07:11]
and impactful support to our youth our
[1:07:13]
families and our community CYS Works
[1:07:16]
closely with schools in and around
[1:07:18]
Hawthorne to offer comprehensive
[1:07:19]
training and Empower School staff anyone
[1:07:22]
from school security to school
[1:07:24]
counselors to work with youth and
[1:07:25]
families to address underlying needs and
[1:07:28]
subsequently know how to offer
[1:07:29]
appropriate
[1:07:30]
supports um we thank the Hawthorne
[1:07:32]
Police Department Hawthorne's official
[1:07:34]
diversion partners for the important
[1:07:36]
work done in collaboration with CIS this
[1:07:39]
essential partnership enables our
[1:07:41]
organization to literally divert kids
[1:07:43]
from being booked into the juvenile
[1:07:45]
justice system or expelled from schools
[1:07:48]
and this option can be the difference
[1:07:50]
between a young person having a
[1:07:51]
productive life that benefits Society

versus versus a life that is forever

tonight my name is Fay Johnson I'm the

chair of the Veterans Affairs Commission
[1:08:53]
and I wanted to report out on our
[1:08:55]
progress of the military um Banner
[1:08:57]
recognition program this project was
[1:09:00]
created by the Hawthorne's Veterans
[1:09:02]
Affairs commission to recognize and
[1:09:04]
honor the military men and women of
[1:09:07]
Hawthorne who are currently serving or
[1:09:09]
who have served in the past to include
[1:09:11]
those who are now deceased these banners
[1:09:14]
will be displayed on Hawthorne Boulevard
[1:09:16]
between 12th Street and Rose cray during
[1:09:19]
Memorial Day and Veteran day's holidays
[1:09:22]
these banners can be produced and hung
[1:09:24]
for a total of $300 per Banner which
[1:09:27]
includes the hardware necessary for the
[1:09:29]
pole installation and again I want to
[1:09:32]
thank city council for the uh budget
[1:09:35]
contribution of
[1:09:37]
$33,000 that was previously authorized
[1:09:40]
at um previous council meeting I would
[1:09:42]
also like to thank councilwoman Katrina
[1:09:44]
Manning for her generous uh contribution
[1:09:47]
of
[1:09:48]
$300 and councilman Alex Montero who's
[1:09:52]
absent for his generous contribution of
[1:09:55]
$500 These funds will be Pro um will be
[1:09:58]
used to provide sponsorships for our
[1:10:00]
military honores tonight I um I have
[1:10:05]
available a trifold that basically tells
[1:10:08]
you about the program what the
[1:10:10]
eligibility is and it also has an
[1:10:13]
application with it this is what we're
[1:10:14]
going to use to advertise the program
[1:10:17]
and I'm respectfully asking the council
[1:10:19]
and the audience if they would um help
[1:10:22]
me spread the news share it with
[1:10:24]
veterans that you know in our community
[1:10:27]
and get the word out the deadline for
[1:10:29]
our submission so we can get the banners

what's your target how many banners do
[1:10:59]
you want to get so you're waiting for

applicants to equal a total of how many

um there is no limit on how many we can
[1:11:06]
do it just depends upon how many flag
[1:11:07]
poles we have which we have a lot so I I
[1:11:10]
have a feeling we're going to have far
[1:11:11]
more flag poles this year than we do um
[1:11:14]
veterans that step forward but there is
[1:11:17]
no limit maybe we could choose a segment
[1:11:20]
of hawthor Boulevard to do it and uh
[1:11:22]
just figure out how many flag polls you
[1:11:24]
have and then uh if you need to wait
[1:11:27]
till you get that number of of
[1:11:30]
applicants then that's when you submit

you all had a good
[1:12:03]
Christmas uh on December 12th U 2023 the
[1:12:07]
haon city council had presentation by
[1:12:09]
office Untitled about the Civic Center
[1:12:12]
over the past uh month I spoke with
[1:12:14]
residents business owners and other
[1:12:16]
people about
[1:12:17]
it our viws range from Curious to dismay
[1:12:20]
on the proposal for the new city hall in
[1:12:22]
hathor
[1:12:24]
they questioned the need and the cost
[1:12:25]
for what is essentially a second City
[1:12:27]
Hall that will be connected to the ex
[1:12:30]
existing one by an elevated walkway the
[1:12:33]
object to the overall design of the
[1:12:35]
building especially the idea of a
[1:12:38]
council chamber being on the third floor
[1:12:40]
instead of having two structures it
[1:12:42]
makes sense to add extra floors to
[1:12:45]
either add extra floors uh on the
[1:12:47]
existing City Hall which has the council
[1:12:50]
chamber on the first floor ideally
[1:12:54]
the new city hall would actually uh be
[1:12:58]
located along Hawthorne Boulevard uh
[1:13:00]
fronting along the boulevard itself uh
[1:13:03]
that will give it a prominent stature it
[1:13:06]
would be constructed on parking lot as
[1:13:09]
adjacent to the Bank of America in front
[1:13:12]
there would be a uh of the city hall
[1:13:15]
that is a water fountain and a clock
[1:13:17]
tower as a result the entire parking lot
[1:13:19]
in the Civic Center must be opened up to
[1:13:22]
the customers of Bank of America
[1:13:24]
uh which is an important Financial
[1:13:26]
entity for people of Haw and the region
[1:13:29]
obviously parking structures uh above
[1:13:32]
ground need to be built in the Civic
[1:13:35]
Center to accommodate the people hoffin
[1:13:37]
City Hall Bank America and new park in
[1:13:40]
the downtown
[1:13:43]
area uh the proposal for an underground
[1:13:45]
parking structure on the North End of
[1:13:47]
the city lot is a terrible idea for many
[1:13:50]
reasons uh with an above ground
[1:13:52]
structure the South facing
[1:13:54]
part uh of the structure could serve as
[1:13:57]
a backdrop for showing movies
[1:14:00]
Outdoors 26 street is an important
[1:14:02]
roadway in the Civic Center it must
[1:14:05]
remain a two-way street for convenience
[1:14:08]
of Vehicle drivers and efficient flow of
[1:14:11]
vehicle traffic further 126th Street
[1:14:14]
between hon Boulevard and Birch Avenue
[1:14:17]
uh needs to be converted into an actual
[1:14:19]
street with sidewalks lamp poost trees
[1:14:22]
and so forth in regards to the Bank of
[1:14:24]
America the building uh which would
[1:14:28]
still remain but it would uh actually
[1:14:30]
need architectural face lift uh to
[1:14:34]
improve its looks and it would also
[1:14:37]
include windows installed on the sides
[1:14:40]
that will uh as I said improve the
[1:14:42]
appearance and function of the structure
[1:14:44]
it has been suggested that retail Cafe
[1:14:48]
public hall be placed in the Civic
[1:14:50]
Center instead a revitalized mall in the
[1:14:52]
downtown town area that is named or that
[1:14:56]
should be named Ha Renaissance
[1:14:58]
Plaza uh ha denoted in the city
[1:15:01]
Renaissance rebirth renewal and Plaza uh
[1:15:05]
would be a perfect location for retail
[1:15:07]
stores restaurants entertainment venues
[1:15:09]
community events SpaceX Welcome Center
[1:15:11]
Tesla dealership and so on so let us
[1:15:14]
work together to make it become a
[1:15:16]
reality so that hon can be that shining
[1:15:18]
City on the hill during the 21st
[1:15:22]

small business grant that was approved
[1:16:14]
on November 14th meeting that was the
[1:16:17]
last meeting that was held on it the
[1:16:19]
program was initiated back in February
[1:16:23]
of
[1:16:24]
23 there was several more than several
[1:16:28]
uh approvals of The
[1:16:30]
Proposal um stating that this was a
[1:16:33]
service um type of Grant but when the
[1:16:37]
grant was advertised it was advertised
[1:16:39]
as money I have copies if I can pass
[1:16:42]
them
[1:16:52]
along
[1:16:53]
so through I went back um after
[1:16:56]
reviewing the November 14th meeting I
[1:16:59]
went back all the way to the beginning
[1:17:01]
of February and the proposal was for
[1:17:05]
services but somewhere around the line
[1:17:08]
it went from services to Grant to um the
[1:17:13]
one that I applied for was the employee
[1:17:17]
retention um and at the end it was just
[1:17:21]
uh
[1:17:21]
training um I included the advertising
[1:17:25]
that we saw as business owners which was
[1:17:28]
English and Spanish that would be page
[1:17:31]
two and it clearly says especially in
[1:17:33]
Spanish one it clearly says
[1:17:36]
5,000 uh to businesses that qualify as
[1:17:40]
dollars there is nothing in there that
[1:17:42]
says Services I also included on page
[1:17:47]
three one of the Flyers that was in the
[1:17:50]
website for restaurants they also so had
[1:17:53]
a $5,000 Grant but they specifically
[1:17:56]
stated uh Kitchen Equipment Technology
[1:17:59]
upgrades employee training bonuses unfor
[1:18:03]
hardships um I also
[1:18:05]
included uh I'm sorry I don't publicly
[1:18:08]
speak the proposed um budget of the $1
[1:18:13]
million that was allocated from the $32
[1:18:16]
million that was received from the co
[1:18:20]
money and I included the breakdown of
[1:18:24]
that $1
[1:18:25]
million okay um you guys obviously have
[1:18:28]
seen this because you guys obviously
[1:18:30]
approved that but
[1:18:34]
my what I would like would be to figure
[1:18:37]
out or find out why to the public was it
[1:18:41]
addressed as a grant of
[1:18:43]
dollars and within the city meetings it
[1:18:46]
was
[1:18:48]
Services if we do not come to the city
[1:18:51]
meetings or we don't see see them on the
[1:18:53]
web then we're not informed so
[1:18:59]
we're counting on what's presented to us
[1:19:03]
as the public on the website and on the
[1:19:04]
Flyers that were all over the city to be
[1:19:07]
what is fact so I would just for like
[1:19:10]
for the city council city manager to
[1:19:13]
kind of investigate and maybe rectify
[1:19:15]
the uh the outcome of this thank you uh
[1:19:20]
Mr city manager can you provide her the
[1:19:22]
form just
[1:19:23]
or how should we approach
[1:19:25]
this um giving me direction to study
[1:19:28]
your case I think would be the first
[1:19:30]
step okay and then I would need the
[1:19:32]
packet that she provideed to council to
[1:19:33]
take a look at I did not have receive
[1:19:35]
one I think she might have one for you
[1:19:38]
um could you just take a look at the
[1:19:40]

about the changing the standards for
[1:21:55]
residential and mixed

commercial in the city so will we be

doing when the developers come in and

they buy the properties if they want to

put multi-units there we won't have any
[1:22:09]
say so at all because they could go
[1:22:11]
through the the state and get the
[1:22:14]
permission to do the

work is that how it's going to be

this is federal not not State um there
[1:22:48]
is a Senate bill number 414 and the
[1:22:51]
house bill is HR
[1:22:54]
1083 and I have cop copies for you of
[1:22:57]
some of this basically what this comes
[1:22:59]
down to is a deals with dependence
[1:23:01]
indemnity compensation so starting after
[1:23:04]
the Revolutionary War the surviving
[1:23:07]
spouses of veterans who died in battle
[1:23:10]
or as a result of their injuries or
[1:23:13]
illnesses um acquired during battle um
[1:23:16]
they have been getting what's called
[1:23:17]
diic and is Comfortably known as
[1:23:20]
survivors benefits up until
[1:23:24]
1993 those survivor benefits were
[1:23:26]
predicated on the rank of the veteran
[1:23:28]
who passed away so in other words if you
[1:23:30]
were a general your surviving spouse got
[1:23:33]
a higher percentage of what your pay had
[1:23:35]
been than if you were a private for
[1:23:37]
example after 1993 they did a change to
[1:23:41]
that and they have it as a flat rate so
[1:23:43]
right now if a veteran um passes away uh
[1:23:47]
from a service connected disability that
[1:23:50]
they have a service connected disability
[1:23:52]
rate in for or they have been totally
[1:23:55]
and completely disabled for 10
[1:23:58]
years the current payment um is 44% of
[1:24:03]
what their disability payment had been
[1:24:05]
so in 199 or excuse me in 2023 that flat
[1:24:09]
Indemnity payment um where the
[1:24:11]
disability payment had been 36
[1:24:14]
2195 if that veteran passes away and
[1:24:17]
their spouse qualifies because there are
[1:24:20]
conditions for it to get Survivor
[1:24:21]
benefit they would get a total of
[1:24:26]
$1,627 which obviously um won't even pay
[1:24:29]
the rent at this point and so what this
[1:24:33]
bill is doing is trying to increase the
[1:24:36]
survivor benefits so it is the same
[1:24:38]
percentage as for all other federal
[1:24:41]
employees so the only difference is that
[1:24:43]
right now veteran surviving spouses if
[1:24:46]
they meet all of the qualifications are
[1:24:48]
getting 43% of what the veterans
[1:24:51]
disability pay pay it was where a
[1:24:53]
federal employee in any other capacity
[1:24:56]
other than a military capacity gets
[1:25:00]
55% so basically this bill would do two
[1:25:03]
different things it would increase it so
[1:25:05]
that the base rate is the same
[1:25:08]
55% and then also subject to Cola as all
[1:25:11]
of these are and the other thing it
[1:25:13]
would do is if your veteran is currently
[1:25:16]
100% service connected for 10 years or
[1:25:20]
more they can pass away from from
[1:25:22]
anything and the surviving spouse if
[1:25:24]
they know about it and apply may be
[1:25:27]
granted diic one of the other things
[1:25:29]
that this bill would do is it would
[1:25:31]
lower that threshold to five years or
[1:25:34]
more and it would be a sliding scale up
[1:25:36]
to 10 years so the reason I'm bringing
[1:25:38]
this up right now I have a copy of the
[1:25:40]
bill and everything there's going
[1:25:42]
there's already right now um 58
[1:25:44]
co-sponsors in the house and 20
[1:25:46]
co-sponsors in the Senate there's going
[1:25:48]
to be a hearing in the house Veteran
[1:25:51]
Affairs committee the end of this month
[1:25:54]
and what we need is to get as many
[1:25:55]
co-sponsors before that hearing as
[1:25:58]

attorney that is in charge of all the

civil litigation matters she also

handles uh Complex public records
[1:29:50]
requests she announced her retirement
[1:29:53]
she was going to set her retirement date
[1:29:55]
at the end of January but she visited
[1:29:58]
you know before the
[1:30:00]
retirees actually go through the
[1:30:02]
retirement they have make an appointment
[1:30:03]
with Cal Pur in city of Glendale and
[1:30:06]
they give advice and the advice that she
[1:30:08]
was given and I don't know the details
[1:30:10]
of it was that she should retire by end
[1:30:12]
of the year now um that this is this
[1:30:16]
year or or last year last year okay so
[1:30:19]
um and there is a rule with Cal Purge
[1:30:21]
that once you retire you cannot do any
[1:30:24]
work with the city for 180 days for 6
[1:30:26]
months you have to sit out you know they
[1:30:28]
have rulle that you could work part time
[1:30:30]
up to 900 some hours a year but you
[1:30:33]
can't do anything for 180 days um the
[1:30:36]
problem is that the the recruitment to
[1:30:39]
replace her is going to take some time
[1:30:42]
so uh this is kind of a unique
[1:30:44]
situations where if a council approves
[1:30:48]
by resolution we can bypass that 180
[1:30:52]
days waiting period so she could
[1:30:53]
continue to work part-time and help with
[1:30:56]
the city until her replacement is hired
[1:30:59]
does that apply to part would would that
[1:31:03]
be as an employee or as an independent
[1:31:04]
contractor does it matter it's a
[1:31:06]
part-time employee I don't think it can
[1:31:08]
be as a contract attorney it's it's uh
[1:31:11]
what she told me was that it has to be a
[1:31:13]
part-time
[1:31:14]
employee uh you're saying she wouldn't
[1:31:17]
be able to work with the city as a as an
[1:31:18]
independent contractor as a contractor I
[1:31:20]
don't think she can I think it has to be
[1:31:21]
as a part-time employee Calpers has some
[1:31:24]
unique rules on that I could look into
[1:31:26]
further but um she basically she told me
[1:31:29]
that she will do it as a part-time
[1:31:32]
employee the the problem with a contract
[1:31:36]
attorney is that they're required to get
[1:31:39]
um business license and I can't there
[1:31:41]
cannot be any supervision it has to be
[1:31:43]
completely
[1:31:46]
independent versus versus part-time
[1:31:48]
employee Works under the supervision of
[1:31:51]
the city of attorney uh okay got it and
[1:31:54]
is there let me I ask question is there
[1:31:56]
a difference
[1:31:57]
in cost to the city hiring somebody as a
[1:32:01]
part-time employee versus an independent
[1:32:03]
contractor um part-time employee gets
[1:32:06]
some uh parttime uh benefits it's not
[1:32:11]
equal as uh the full-time employees
[1:32:14]
whereas independent contractors get zero
[1:32:18]
any type of benefit they get so
[1:32:20]
part-time employees get was it's called
[1:32:22]
pars but um independent contractors do
[1:32:25]
not get any benefits from the
[1:32:27]
city is there a
[1:32:30]
um difference in liability between one
[1:32:33]
versus the other to the city um no not
[1:32:37]
necessarily especially when we're
[1:32:38]
dealing with someone that's been
[1:32:41]
handling her job
[1:32:42]
for I think it's she's been working for
[1:32:45]
about 17 years with the city well I'm
[1:32:49]
just talking about just the different
[1:32:50]
types of employment
[1:32:52]
no there's no liability in terms of
[1:32:54]
liability we have um we're self-insured
[1:32:57]
through icma things of that nature I
[1:32:59]
don't know if that's what you're
[1:33:01]
asking um I'm just just a question I'm

would also get uh extra a little bit of
[1:33:56]
extra money going into a different
[1:33:58]
pension um that's correct that is
[1:34:02]
correct to the chair so my questions are

um she just retired in December M she

knew she was going to be retired in

December she knew she was going to be

retiring in December if there was a

start doing the recruitment for a new
[1:34:22]
person at that time so as soon as she
[1:34:25]
announced her retirement and she gave
[1:34:28]
the initial date of end of January we
[1:34:30]
started

recruitment um we did that
[1:34:35]
immediately uh but after visiting
[1:34:38]
Cal's office she came back and said she
[1:34:41]
would have to retire earlier based on
[1:34:43]
their recommendation and I don't know
[1:34:45]
exactly what the details of yeah what
[1:34:47]
was the far advanced notice that she
[1:34:49]
provided you in your office that she's
[1:34:51]
going to be re
[1:34:52]
that must have been close to two
[1:34:55]
months two months that she was going to
[1:34:57]
be retiring in December and end of
[1:35:00]
January yeah so she I think she I don't
[1:35:03]
know the exact date but she let me know
[1:35:06]
that she was going to retire in December
[1:35:08]
yeah I know that it normally takes about
[1:35:11]
three months and you have to fall within
[1:35:12]
the age range so that you could be able
[1:35:13]
to retire but in this case she's worked
[1:35:15]
for the city nearly what 20 years about
[1:35:19]
17 years I okay and then at a high
[1:35:22]
salary I'm I'm sure retired with great
[1:35:24]
benefits I I would be more willing to
[1:35:27]
see an employee come on board that's
[1:35:31]
probably new to the city um I understand
[1:35:35]
the importance however there is an
[1:35:37]
advance here notice that should have
[1:35:39]
been provided so that we could have
[1:35:40]
already been making those recruitments
[1:35:42]
and are we recruiting now we are how
[1:35:45]
long have you been recruiting um that's
[1:35:48]

your agenda is 76 anre Acres which

allows us to move forward without public
[1:48:34]
Community input from that area it's the
[1:48:36]
one of the only areas within the spears
[1:48:38]
that we can do this to I think this
[1:48:40]
would set us up to set a trend for other
[1:48:43]
Incorporated areas to add to the city so
[1:48:45]
this is very early and I would like to
[1:48:47]
come back within 90 days to provide that
[1:48:48]
information after I obtain a surveyor to
[1:48:52]
look into the
[1:48:55]
area
[1:48:57]
uh just a real quick comment on my
[1:49:02]
end okay I
[1:49:04]
just uh that area right there is uh
[1:49:07]
single family residences majority is
[1:49:09]
it's between khaw 132nd to
[1:49:12]
135th I think it is and it's in the
[1:49:14]
midst with of uh Monita Gardens which we
[1:49:17]
know is is not single family residence
[1:49:19]
is high density a very high
[1:49:22]
concentration of high density there so I
[1:49:25]
hope that the council keeps in mind the
[1:49:28]
situation and that we try to preserve
[1:49:30]
that uh element there as much as
[1:49:33]
possible that's all and I'm willing to
[1:49:34]
support this
[1:49:36]
absolutely to the chair thank you um
[1:49:39]
with regards to item number 10 there's
[1:49:40]
an estimated Financial impact of 23,000
[1:49:43]
what is that incompass uh that's just a
[1:49:45]
fing fee so once we negotiate with the
[1:49:48]
county uh with the city attorney's
[1:49:49]
office on what it would cost or the loss
[1:49:52]
of Revenue that the county would lose we
[1:49:54]
would negotiate a price bring it back to
[1:49:55]
council to move forward with an
[1:49:57]
annexation of this area have we done a
[1:50:00]
full Financial um feasibility study on
[1:50:05]
uh taking anex an annexation such as
[1:50:07]
this to include Services programs and
[1:50:10]
those that are going to be needed to the
[1:50:11]
residents that reside in that area no
[1:50:12]
that's the next step that I would like
[1:50:14]
to move forward with okay and you're
[1:50:15]
working with finance department on that
[1:50:17]

see County of Los Angeles County of Los
[1:51:05]
Angeles always providing uh for our
[1:51:08]
jails and whatnot is there another
[1:51:10]
entity that we could maybe perhaps look
[1:51:13]
into that could provide lunches to those
[1:51:15]
that are um inmates in our haam Police
[1:51:18]
Department I mean is there has there
[1:51:20]
been a research of potential um
[1:51:23]
commissaries or those alike that can
[1:51:25]
provide a lunch
[1:51:27]
um weever done that uh council member
[1:51:30]
there are other companies that are
[1:51:31]
private entities that could potentially
[1:51:33]
provide the same service but for
[1:51:35]
purposes of uh continuity uh getting
[1:51:40]
those meals from the County of Los
[1:51:42]
Angeles satisfies a lot of potential
[1:51:45]
concerns for individual dietary
[1:51:47]
restrictions that our inmate population
[1:51:49]
might
[1:51:51]
experience so that's a that's a way for
[1:51:53]
me to say like if we um have somebody
[1:51:56]
that is temporarily in custody at the
[1:51:58]
Hawthorne Police Department jail who has
[1:52:00]
a religious belief that has dietary
[1:52:02]
restrictions the County of Los Angeles
[1:52:04]
has pretty much every single one of
[1:52:05]
those categories taken care of and we
[1:52:07]
can just tell them that we need a
[1:52:08]
specified meal for a specified period of
[1:52:14]
days so there really isn't a choice it's
[1:52:16]
like we have to use them I I think that
[1:52:19]
this is by by far going to be the most
[1:52:21]
uh costeffective choice and the most
[1:52:23]
convenient for our city
[1:52:26]
staff okay I'm sure that uh you know we
[1:52:29]
could we could potentially get um those
[1:52:32]
same types of dietary restrictions taken
[1:52:34]
into by going to uh a public restaurant
[1:52:37]
here in the city of Hawthorne but it is
[1:52:38]
certainly going to be at a more
[1:52:39]
expensive cost and it will require more
[1:52:41]
extra staff hours to try and take care
[1:52:44]
of that okay thank you

uh upcoming
[1:54:33]
legislation and things that she
[1:54:35]
spearheading this up and coming year uh
[1:54:38]
she spoke on student loan forgiveness
[1:54:41]
debate of course and issues with for
[1:54:43]
propit
[1:54:44]
schools
[1:54:46]
um Alan forgiveness um issues with with
[1:54:49]
the government so overall uh it was very
[1:54:53]
informative um and to hear about some of
[1:54:56]
the upcoming legislation that's coming
[1:54:58]
up this year that she Speare
[1:55:00]
heading um we have three CDs rolling
[1:55:03]
over into some great rats this month uh
[1:55:06]
seven rolling over later in the
[1:55:09]
year um I would like to say I look
[1:55:12]
forward to working with Council and the
[1:55:14]
city staff this year and the many great
[1:55:17]
things that Hawthorne um um has going on
[1:55:21]
in the upcoming year
[1:55:23]

uh your autism uh foundation and uh I

it's a great program and um I've been a
[1:56:42]
part of um autism other programs uh
[1:56:46]
called special needs Network and they
[1:56:48]
have a
[1:56:50]
new facility um state of the Ark um for
[1:56:54]
folks out there that have kids that have
[1:56:57]
um um kids with autism um but I look
[1:57:01]
forward to um celebrating and
[1:57:05]
participating and walking um with your
[1:57:09]
organization also I'd like to say um I
[1:57:13]
appreciate the Dodgers um
[1:57:17]
presentation um I think is so important
[1:57:19]
and when he mentioned that he was uh the
[1:57:22]
oldest of five kids and that he had to
[1:57:25]
volunteer in order to be able to
[1:57:28]
participate I just think about with Co
[1:57:31]
what it's done to a lot of our folks so
[1:57:34]
being able to support that type of
[1:57:37]
program and see our kids um be able to
[1:57:41]
play and it be affordable I'm really on
[1:57:44]
board with that and I think they do uh
[1:57:47]
really great things so I really look
[1:57:48]
forward um to us um having that Dodger
[1:57:53]
day here in the city of
[1:57:55]
hathorne um also I'd like to
[1:57:58]
say I got a email from uh supervisor
[1:58:02]
Holly Mitchell's office uh urging the
[1:58:06]
city of
[1:58:07]
hethor um landlords to participate in
[1:58:12]
the rent relief program um I know that
[1:58:16]
again Co had an effect on a lot of folk
[1:58:21]
um and this program uh will assist the
[1:58:26]
the the landlords who um suffered and
[1:58:30]
were unable to uh receive payment for
[1:58:34]
rent so going to supervisor Mitchell
[1:58:38]
website um and sign up for their rent
[1:58:42]
relief program the deadline to sign up
[1:58:45]
for that is January the 12th so that
[1:58:48]
date is fastly approaching so you want
[1:58:50]
to make sure uh that you sign up and and
[1:58:54]
uh apply for those funds that are
[1:58:57]
available the other thing that I'd like
[1:58:59]
to talk
[1:59:01]
about um is the business expo we are
[1:59:06]
having a business expo uh March 14th
[1:59:11]
2024 uh this will be my first year um
[1:59:14]
hosting uh this business expo and I'm
[1:59:18]
really excited and I can't wait and so
[1:59:21]
if you have a business please make sure
[1:59:23]
that you go to our City website and sign
[1:59:27]
up to sponsor or be exhibitor um at
[1:59:32]
our uh business
[1:59:34]
expo also um last night I had an
[1:59:39]
opportunity to attend the business
[1:59:43]
connect uh which I encourage businesses
[1:59:46]
to go on to our website to attend um our
[1:59:49]
business connect but it was extremely
[1:59:52]
informative um Greg from our planning
[1:59:55]
department gave a
[1:59:56]
presentation and when I tell you I
[1:59:59]
learned so much within that time I was
[2:00:02]
extremely extremely um felt like a kid a
[2:00:09]
5-year-old kid sponging everything and I
[2:00:12]
learned so much from him and it prompt
[2:00:15]
me to think about some of the things
[2:00:18]
that
[2:00:20]
we haven't done and so I would encourage
[2:00:24]
or I'm giving a directive to the city
[2:00:28]
manager
[2:00:30]
to um
[2:00:34]
create and a a a process to update our
[2:00:39]
ordinances that focuses on our priority
[2:00:43]
commercial
[2:00:44]
districts to address our vacant
[2:00:47]
storefronts um some of the things that
[2:00:50]
he talked about in his
[2:00:52]
presentation um in 30 days if you could
[2:00:54]
come up with a plan of action and
[2:00:57]
identify those priority
[2:01:00]
areas um to update our zoning
[2:01:03]
codes the second thing that I want to
[2:01:06]
talk about is the budget um as I was
[2:01:10]
going through budgets of other
[2:01:14]
cities um and comparing it to ours one
[2:01:17]
of the things that I noticed is that we
[2:01:19]
didn't have a budget message page in our
[2:01:23]
budget and so I am asking moving forward
[2:01:28]
if we can include a budget page message
[2:01:32]
in our budget so that it
[2:01:36]
explains
[2:01:38]
the condition of our
[2:01:42]
city and that's it thank
[2:01:47]

the mixtur development that's happening
[2:03:08]
in cover City
[2:03:10]
specifically um and you include any
[2:03:12]
other neighboring cities if you like and
[2:03:14]
the feasibility of um that happening on
[2:03:17]
Hawthorne um maybe specifically focusing
[2:03:20]
on hathorne Boulevard or CAW Boulevard I
[2:03:22]
don't know if everybody's seen in city
[2:03:24]
of C City and their main boulevards they
[2:03:27]
are doing a lot of mixed use development
[2:03:30]
in their residential areas they keep it
[2:03:32]
very residential but on the main th the
[2:03:35]
thorough fars boulevards they're they're
[2:03:39]
constructing a lot of new development a
[2:03:41]
lot of new mixu development so I'm just
[2:03:43]
curious to see if something like that
[2:03:44]
would make sense in the city of
[2:03:46]
Hawthorne um I would also like to recom
[2:03:48]
commend I don't know if we should put
[2:03:50]
this on a discussion uh action item or
[2:03:53]
whatever is most appropriate for the
[2:03:55]
council to discuss but um I would like
[2:03:58]
to have our
[2:04:00]
commissioners uh attend the commissioner
[2:04:02]
AC academy uh in Long Beach March 6
[2:04:05]
through the 8th I think it's put
[2:04:07]
together by the California League of
[2:04:09]
cities and uh I think that might be
[2:04:12]
something that are our new Commissioners
[2:04:14]
could benefit from and really being able
[2:04:15]
to understand the rle in and um you know
[2:04:19]
do a good job in our
[2:04:20]
city uh Mr city manager I also like to
[2:04:25]
ask for some followup on um director of
[2:04:30]
gay I gave some time last year about
[2:04:32]
ping the community uh about a potential
[2:04:35]
new Charter and
[2:04:38]
what um what the community may be
[2:04:41]
interested in seeing and and if you can
[2:04:43]
kind of report back as to kind of um you
[2:04:46]
know how that research is gone and help
[2:04:48]
give us some guides us to what might
[2:04:49]
make sense to go to do next and
[2:04:54]
lastly if we can bring back to I don't
[2:04:58]
know if the right term is going to be an
[2:05:00]
ordinance um to um adjust the city
[2:05:05]
council's compensation consistent with
[2:05:08]
the with Cola uh consistent with s SP
[2:05:12]
329 which is something that the governor
[2:05:15]
passed
[2:05:16]
recently um state wide so that elected
[2:05:20]
officials can um have their compensation
[2:05:25]
keep up with inflation also uh a
[2:05:28]
ordinance that might also do the same
[2:05:31]
thing for the treasurer and the clerk as
[2:05:34]
well and um outside of laughing at the
[2:05:39]
chief's
[2:05:41]
mustache I think that's it thanks a
[2:05:46]

Jerry again and recken parks and the

community um development uh I say

types of programs and services that

we're bringing to the Hawthorne
[2:06:09]
residents thank you so much um for uh
[2:06:12]
all that you're doing to bring um
[2:06:14]
services to our families here in
[2:06:16]
Hawthorne and your Partnerships not only
[2:06:18]
with the Dodgers but others alike and uh
[2:06:21]
we'll continue to Champion uh to assure
[2:06:24]
that uh we're partnering and receiving
[2:06:27]
funding to do so so thank you for that

um I want to talk a little bit about um
[2:06:35]
April being autism uh month if we could
[2:06:38]
include that city manager in a
[2:06:41]
resolution that we declare April the
[2:06:44]
month of autism and
[2:06:47]
awareness um thank you Cella youth for
[2:06:50]
your reporting out on services and what
[2:06:53]
you're doing to our veterans commission
[2:06:56]
thank you for reporting
[2:06:58]
out
[2:07:03]
um for the business
[2:07:05]
expo thank you for your reporting
[2:07:09]
out for legislation whether state
[2:07:12]
federal otherwise we'll look into that
[2:07:15]
I'd like to know more about it myself
[2:07:17]
and what exactly that means
[2:07:19]
for our
[2:07:21]
veterans
[2:07:23]
um I have a real concern with regards to
[2:07:28]
California Edison and their presentation
[2:07:32]
today
[2:07:36]
um with regards to history here in the
[2:07:38]
city of Hawthorne if you remember a few
[2:07:40]
years ago we became an aggregate city
[2:07:43]
which basically said that we want to be
[2:07:46]
able to uh procr energy energy
[2:07:49]
electricity for our residents here in
[2:07:51]
Hawthorne at a lower cost and when we
[2:07:53]
did that we became an aggregate in
[2:07:55]
partnership with the County of Los
[2:07:57]
Angeles where there's roughly 33 to
[2:07:59]
35 uh cities that are also partners with
[2:08:02]
this with the county uh procur procuring
[2:08:05]
lower energy whether it's 1% 2% 3% we're
[2:08:09]
still um you know in Partnership to
[2:08:12]
assure the same which is at lower cost
[2:08:15]
uh energy through procument um
[2:08:19]
the reason we did that is because many
[2:08:22]
residents and many communities and
[2:08:24]
cities um know that California Edison uh
[2:08:29]
other uh
[2:08:31]
PGE uh San Diego GE all these other
[2:08:34]
utilities are
[2:08:36]
investor um
[2:08:38]
owned and all these utilities um have
[2:08:43]
investors that are paid
[2:08:46]
um basically uh
[2:08:50]
we pay them right we pay those uh
[2:08:53]
investors and um we do this on a regular
[2:08:57]
basis and unlike California uh excuse me
[2:09:02]
unlike uh clean power Alliance it's a
[2:09:04]
nonprofit organization it's a nonprofit
[2:09:07]
organization it's not investor to own
[2:09:10]
and it's a nonprofit organization that
[2:09:11]
provides back its revenues it's
[2:09:14]
generating revenues or whatnot back to
[2:09:16]
the community whether it be at a lower
[2:09:18]
rate whether it be Investments whether
[2:09:20]
it be the same uh lower costs for those
[2:09:23]
that have a need special needs uh
[2:09:25]
seniors Etc and while the time that I
[2:09:28]
sat on the board um I was charged was
[2:09:31]
with looking at how uh we could benefit
[2:09:34]
the community Through additional
[2:09:36]
Investments and more importantly uh
[2:09:38]
assuring that the community of Hawthorne
[2:09:40]
was procuring energy at a lower cost so
[2:09:43]
having said that um it sounds like we
[2:09:47]
are now going to to be uh leveraged an
[2:09:50]
additional uh charge I know tonight they
[2:09:53]
were saying $50 $51 I don't remember
[2:09:56]
exactly but I'm reading and it's being
[2:09:58]
proposed uh Southern California um
[2:10:02]
provide a $49 charge so already there's
[2:10:05]
you know discrepancies whether it's 49
[2:10:08]
whether it's 50 or 51 so my whole effort
[2:10:12]
is basically to assure the community the
[2:10:15]
city the residents of Hawthorne that pay
[2:10:17]
utilities and everything's uh very high
[2:10:20]
these days including gas um that we know
[2:10:24]
exactly what's happening here and we
[2:10:26]
truly understand um where our money is
[2:10:30]
going in spite of how they might say
[2:10:33]
that we will pay less if we use less
[2:10:37]
well again I don't use any and I'm
[2:10:40]
hardly home because I'm work most of the
[2:10:42]
time and I don't turn anything on at
[2:10:44]
night okay so I'm still having to pay a
[2:10:48]
big a big
[2:10:49]
bill um I'm concerned because it's being
[2:10:53]
proposed and the puc it will pretty much
[2:10:58]
have a choice to be made come
[2:11:01]
July so I had made a uh proposal to the
[2:11:05]
council back in December or November if
[2:11:07]
I remember correctly just basically
[2:11:09]
sending a letter saying that the city of
[2:11:11]
Hawthorne is not in agreement with an
[2:11:14]
additional
[2:11:16]
charge and that's still my stance but I
[2:11:19]
need the community's help to understand
[2:11:21]
that come July you can't be coming here
[2:11:24]
or telling us later that this is not
[2:11:27]
fair and this is something that you
[2:11:28]
didn't want you need to start speaking
[2:11:29]
up
[2:11:31]
now so having said that how can you do
[2:11:33]
that you have to be able to go to
[2:11:36]
Southern California Edison uh website uh
[2:11:39]
the Pu its proposal uh see what is
[2:11:42]
exactly being proposed to the residents
[2:11:45]
and um you know make your stance
[2:11:50]
um they might paint a pretty picture and
[2:11:52]
say basically you're really not going to
[2:11:54]
get um hit too hard but there's two
[2:11:56]
costs and they said that there's an
[2:11:59]
infrastructure cost and then there's a
[2:12:01]
utility cost which is your kilowatts
[2:12:03]
that you're using so there is two
[2:12:05]
cost so when they said that and they
[2:12:08]
verified that what do you think's going
[2:12:10]
to come next there's going to be an
[2:12:12]
additional cost added for
[2:12:15]
infrastructure that's what's going to
[2:12:17]
come next
[2:12:18]
because what they're trying to do is now
[2:12:20]
say basically that all the pose all the
[2:12:23]
the lines everything that they have to
[2:12:25]
keep up with it's become uh a little bit
[2:12:28]
too much and you've heard about the wild
[2:12:30]
fire the fires happening up in the
[2:12:31]
mountains infrastructure and whatnot
[2:12:33]
being uh
[2:12:35]
destroyed that comes back to us the rate
[2:12:38]
payer to have to build that back up that
[2:12:41]
infrastructure it's not going to come
[2:12:42]
from the
[2:12:43]
investors they're going to want to be
[2:12:45]
paid
[2:12:46]
back so I say that to say this again
[2:12:50]
please join in reading and and and
[2:12:53]
researching and looking up more
[2:12:55]
information on how the proposals to the
[2:12:57]
Pu will ultimately affect you the pay
[2:13:01]
rate the the residents of
[2:13:03]
Hawthorne and um you know go a little
[2:13:06]
step further look into uh SoCal
[2:13:10]
Gas because it's always a trickling
[2:13:13]
effect um but I will continue to
[2:13:16]
Champion to assure that um you know
[2:13:20]
every um information that's brought here
[2:13:22]
to us is correct and if we have
[2:13:25]
additional information or requests for
[2:13:27]
for additional information that that be
[2:13:29]
brought to us and I don't see a problem
[2:13:32]
with bringing clean power Alliance to us
[2:13:34]
also um ask um the executive director to
[2:13:38]
to assist us and you know they they they
[2:13:40]
might be able to proiv provide a little
[2:13:42]
bit more information as well but it's
[2:13:45]
all all on the internet you could pull
[2:13:47]
it up at any given given time what I'm
[2:13:49]
reading is uh California revamps
[2:13:51]
electricity rates based on income how
[2:13:53]
are you going to be verified your
[2:13:55]
income there's going to be personal
[2:13:57]
information that's going to be asked of
[2:13:58]
you how else are they verifying what you
[2:14:02]
make to give you that charge there's
[2:14:04]
personal information that's going to be
[2:14:06]
gathered it's not just you know like he
[2:14:08]
said you know no we don't need that yes
[2:14:11]
they're going to need that he said that
[2:14:13]
basically that care doesn't provide that
[2:14:16]
no care provides that too if you're
[2:14:18]
looking to uh get assistance for paying
[2:14:20]
your utility bill you fill out an
[2:14:22]
application for care you provide your
[2:14:24]
income you provide where you're
[2:14:26]
receiving that income from and whether
[2:14:28]
it's Social Security whether it's
[2:14:29]
Medicare medical whether it's any other
[2:14:31]
source of income and then they base your
[2:14:34]
rate based off of your personal
[2:14:36]
information that you completed on an
[2:14:38]
application so if they're saying that no
[2:14:41]
they don't need to know what your annual
[2:14:43]
income is that's not true they need to
[2:14:46]
know how much you're making so they
[2:14:47]
could charge you based off of your
[2:14:49]
income again um please please do all you
[2:14:54]
can to learn more and to hear hear more
[2:14:56]
and ask for more
[2:14:58]
information um I want to make mention
[2:15:00]
the landlord walk-in uh tenant Clinic uh
[2:15:03]
that's on Monday February 5th free
[2:15:05]

um I do have a really cool picture of my

dad and his uh dress uniforms when he

was at where was he at uh Fort Sam

Houston for a little bit and uh and up

second Army division right so I'm

excited but um a piece of feedback and

uh I really hope that you guys take uh

the poles are too widespread to the left

the traffic runs faster so you're not

going to be able to see these you know

the uh the banners and what they say

when you're speed uh moving along

quickly and when when you look to the

right look to the left these Banners are

going to be smaller than you anticipated

this um south of Elsa between Elsa gundo

Boulevard and Rose CR Avenue that way

you know traffic runs slower the poles

are closer to the people who are driving
[2:19:14]
you can easily look up without
[2:19:16]
distraction and get to you know see your
[2:19:18]
loved ones isn't that what we want so
[2:19:21]

Southern California Edison we did the

proposed 25% de decrease but a f fixed
[2:19:50]
$50 cost so with that new change you
[2:19:54]
would have to uh your bill would have
[2:19:57]
your current bill that you spend you
[2:19:59]
guys know what you spend I spend a 100
[2:20:01]
bucks um a lot of you 150 maybe at the
[2:20:05]
you know higher okay well maybe even if
[2:20:08]
it's 200 but anybody in the $100 AG 150
[2:20:12]
Etc
[2:20:14]
okay if you you it would need to be $200
[2:20:19]
or more to even
[2:20:20]
out okay for you to experience a benefit
[2:20:24]
and there are a lot of people here who
[2:20:26]
like are in in apartments rent uh small

apartments well condos that don't

require energy like the homes that you
[2:20:33]
might live in so this really it's it's
[2:20:36]
kind of a what wolf and sheep's

clothing this is not what you think it

is a majority of Hawthorne residents are

going to be impacted negatively by this
[2:20:46]
with the uh uh higher cost it's very

clear the math we did the math council
[2:20:51]
member Patterson and myself we did it we
[2:20:53]
did it really quickly up here and that's
[2:20:54]
what it ended up so be uh be aware of
[2:20:58]
that and uh be cautious and uh speak up
[2:21:02]
if you don't like it if you want to pay
[2:21:04]
more that's up to you but I think uh the
[2:21:05]
residents don't want to pay more for
[2:21:07]
this

freeway guys on the

McKinna who are our local

representatives and all the other state

officials who are responsible for calr

as an agency they can tell them what to

do we need to invoke you know our

relationships with them to tell them

that this cannot be allowed but the

thing is the problem though is with it

happens along the 105 you're right mayor

PM why it was poorly it was not
[2:23:16]
anticipated that we would have a
[2:23:17]
homeless situation unhoused situation

where people would be setting up shop
[2:23:22]
right there and how many times you guys
[2:23:25]
heard me that I said these bushes need
[2:23:27]
to be trimmed or eliminated because
[2:23:29]
there's people that are making their
[2:23:30]
homes they're hiding out in there and
[2:23:32]
setting up little tents and there's
[2:23:35]
there's this one guy that has a Mexican
[2:23:37]
flag right there an American flag on on
[2:23:39]
the side and outside his little home
[2:23:42]
coming down to 105 if you haven't
[2:23:44]
noticed so I mean they could do you
[2:23:46]
could do whatever you want right right
[2:23:47]
post whatever you want but um so that
[2:23:51]
cannot be allowed we need to take that
[2:23:54]
uh get the bull by the horns and we need
[2:23:57]
to have a meeting with our state
[2:23:58]
officials I know they have
[2:23:59]
Representatives the ladies who attend
[2:24:01]
but we just got to have more than that

man they come they give us like lip

service oh yeah well we'll talk to the
[2:24:07]
member and the senator and all this no
[2:24:09]
we need to we need to uh figure out what
[2:24:13]
we want to say and then have a meeting
[2:24:15]
where we have our state represent res
[2:24:17]
atives here who run calr because we need
[2:24:20]
to make a have a major o overhaul
[2:24:23]
strategy on how to deal with this so I'm
[2:24:26]
proposing that we have so that
[2:24:28]
everybody's in that meeting on Council
[2:24:31]
uh a uh Brown act type of brown act
[2:24:34]
meeting where we're here at a council
[2:24:35]
meeting at a special meeting that deals
[2:24:37]
with this where we're engaging with our
[2:24:39]
state
[2:24:40]
officials would you guys be okay with
[2:24:43]
that well how about this let's t the
[2:24:47]
city that's a director for the city
[2:24:48]
manager to take a look on the logistics
[2:24:50]
for that type of
[2:24:52]
meeting I think it's better to just let
[2:24:54]
him to figure out how we approach it as
[2:24:56]
opposed to kind of fashion
[2:24:58]

freeway and I'm trying to figure out

where they coming from where are they

going it's not like they're in the

getting off the freeway it's like in the
[2:25:46]
middle so
[2:25:47]
it's like four or five miles either way
[2:25:50]
so I'm trying to figure out how do they
[2:25:52]
end up on the
[2:25:57]
freeway thank you so there needs to be
[2:26:00]
penalties there we everybody we're just
[2:26:01]
removing the responsibility from those
[2:26:03]
PE from the people who are doing that
[2:26:05]
and we're just totally removing it and
[2:26:07]
just assuming that it's you know not
[2:26:10]
everything's a mental health

issue a lot of it is but not everything

smashing grabs that we've been

actually uh the mixed use taking a look

at that and uh focusing on certain parts

of our city I like to specifically like

to focus on the uh stretch of Hawthorn
[2:27:46]
Boulevard from 120th Street down to
[2:27:51]
Broadway which is right here on the
[2:27:53]
western side
[2:27:55]
okay I think that that's a great
[2:27:57]
opportunity where we can at least
[2:27:59]
attempt to have a restaurant District it
[2:28:02]
might be small but it's uh there's a
[2:28:05]
sufficient enough space that if we have
[2:28:07]
the proper zoning that allows it
[2:28:09]
facilitates it the proper infrastructure
[2:28:13]
that widens the U sidewalks to allow for
[2:28:17]
uh sidewalk dining as was talked about
[2:28:20]
before um I think uh that could be a
[2:28:24]
good opportunity um I talked to the city
[2:28:27]
manager and uh he has some ideas and I
[2:28:31]
think uh as a directive I would like for
[2:28:33]
you just to pursue
[2:28:35]
that we got a focused area and we
[2:28:38]
already identified something there are
[2:28:39]
restaurants there
[2:28:41]
now but if we do the proper zoning then
[2:28:43]
maybe there could be some new
[2:28:45]
tenants
[2:28:47]

plan yeah no but the thing is we might
[2:28:54]
need to do a little bit of more
[2:28:55]
adjusting on the
[2:28:56]
zoning like Chop Chop like a little bit

is very important for our residents to

know that under the leadership of vaugh
[2:29:15]
and and City department heads 2023

economic summary we received 24 million
[2:29:21]
in Grants 24 million plus we had a
[2:29:24]
revenue of 88 million plus and we had
[2:29:28]
600 plus new businesses um the
[2:29:31]
projections for 2024 is to reach a 100
[2:29:33]
100% completion or in progress uh rate
[2:29:36]
of you know not only all of that but uh
[2:29:40]
overall efficiency and productivity so
[2:29:42]
again we'd like to give kudos to our
[2:29:44]
city manager and our city department
[2:29:46]
heads I think they'll
[2:29:50]
applaud I also just want to make mention
[2:29:53]
that our California um water services is
[2:29:56]
uh announcing their 10th Annual youth
[2:29:58]
Water Conservation education program if
[2:30:01]
we could pass this on to our schools um
[2:30:04]
they are going to have um they're
[2:30:06]
spreading the word with regards to
[2:30:07]
encouraging students and teachers to
[2:30:09]
participate in water programs the Aqua
[2:30:11]
Adventure free water and nature-based
[2:30:13]
field trips for four to sixth graders
[2:30:16]
that cwat will support and send
[2:30:19]
classrooms and teachers um with the
[2:30:21]
chance for a fi trip the Splash and
[2:30:24]
creativity for kids K22 12 and water
[2:30:27]
smarts grants $100 grants to teachers
[2:30:30]
proposing classroom projects and uh H2O
[2:30:33]
in which students uh commit to a pledge
[2:30:36]
uh and learn more about about water
[2:30:38]
conservation and I know that our city
[2:30:40]
was doing our best efforts here too to
[2:30:42]
assure that we conserve water and not
[2:30:44]
only that use rain water to do some of
[2:30:47]
our um you know watering for vegetation
[2:30:50]
and and water needs outside of our home
[2:30:53]
and we had barrels for that I don't know
[2:30:55]
if we still do we might uh however I'll
[2:30:57]
have vau uh work with the public works
[2:30:59]
department to uh see if we could maybe
[2:31:02]
provide barrels so that you could
[2:31:04]
collect uh rainwater and use that uh
[2:31:06]
recycled water thank
