[5:06] better and he's unfortunately
[5:06] planned to be completely
[5:09] destroyed to benefit tourists
[5:11] with no real benefit for our
[5:14] community. The original
[5:14] proposal was to keep the
[5:16] nine-hole back course open to
[5:19] the public and having that
[5:20] change with no community vote.
[5:22] I feel as an era that must be
[5:25] corrected. No permits should
[5:26] be approved to develop on this
[5:27] side toll revised plan similar
[5:29] to the original he's submitted
[5:33] and voted on by the community
[5:33] measure and was designed to
[5:36] keep the space open for
[5:37] community use and not hoard
[5:38] the location with large
[5:40] commercial vehicles by
[5:42] tourists. It does not appear
[5:45] much thought has gone into any
[5:45] of this and he's robbing the
[5:48] entire Hercules and East Bay
[5:48] community changing a golf
[5:49] course into a trailer park
[5:53] should have gone on the ballot
[5:55] as I don't believe, many local
[5:55] residents would elect for an
[5:58] rv trailer park in their
[6:00] backyard. I have major
[6:02] concerns about all of its
[6:05] logistical environmental and
[6:07] holistic aspects approving the
[6:09] complete destruction of such a
[6:10] massive property that serves
[6:11] the public should have been
[6:15] voted on by the people. The
[6:15] fact that it is being
[6:17] destroyed to accommodate large
[6:19] commercial vehicles from non
[6:19] community members is frankly a
[6:23] joke. I have talked to many
[6:24] people in the community who
[6:25] have all stated they had no
[6:27] idea this was taking place and
[6:29] had no idea this was being
[6:31] considered many of which
[6:32] Hercules community members who
[6:33] own businesses in the city
[6:35] work for the city. We're part
[6:39] of the Rotary Club. I find it
[6:41] comical that any minor
[6:42] development in the community
[6:43] gets public attention yet
[6:45] something as massive as this
[6:47] went undetected for years by
[6:47] even the most invested members
[6:51] of the community. Holly Smith
[6:53] was the administrative
[6:54] director who approved the
[6:55] original planning is now since
[6:56] retired. I believe this was
[6:59] approved administratively on
[7:01] paper and should have not been
[7:02] and should have been voted on
[7:03] by the people of Hercules in
[7:05] the community that it's
[7:06] impacting. Not only is this a
[7:09] fire hazard with 180 proposed
[7:11] campfire and outdoor cooking
[7:13] sites. It puts the local
[7:14] community that travels on
[7:16] Highway 4 in Hercules in
[7:19] danger from these large
[7:20] commercial vehicles. This
[7:21] location has blind spots as
[7:22] you approach the golf course
[7:23] and the only way to get into
[7:25] Franklin Canyon from the east
[7:27] is to get off and Hercules and
[7:29] turn around. How are huge rv
[7:30] trailers and buses going to
[7:33] maneuver the Hercules
[7:34] residential streets. What is
[7:36] it going to do? The daily
[7:36] Traficant in downtown Hercules
[7:39] because of this? All of this
[7:40] has massive implications
[7:43] outside of water conservation.
[7:43] It should have been voted on
[7:44] again by the people and it's
[7:48] impacting. This does not mean
[7:49] any rational criteria that was
[7:51] originally designed for
[7:52] measure the space was not was
[7:59] not being maintained by a this
[8:00] space is not being maintained

[8:40] annexation process will not be
[8:43] overnight. They're required
[8:43] meetings to hold papers to
[8:44] file. It will take months to
[8:52] complete. Annexation train is
[8:54] ready depart the station as
[8:56] early as tomorrow night's
[8:57] special meeting and fire
[8:59] stations. 76. The agenda item

[9:05] annexation of Rodeo Hercules
[9:07] Fire Protection District with
[9:08] or into Contra Costa County

[9:54] district closed its fiscal
[9:56] year with 7.2 million dollars
[9:59] in reserves. For says annual
[10:02] operating expenses of 8.9
[10:03] million dollars. That is a
[10:05] very healthy financial
[10:06] picture. It's better than con
[10:09] fire's picture on a percentage
[10:10] basis. We are in no danger of
[10:15] sudden bankruptcy. Point
[10:16] number for tomorrow night's
[10:16] possible action is a surprise
[10:20] to most people. None of the
[10:21] board of directors ran on a
[10:22] campaign of to solving her
[10:25] district. And handing billions

[10:34] people of the district to vote
[10:36] up or down on annexation in
[10:36] the NOVEMBER. General

[10:46] this on the ballot. But
[10:47] without encouragement from

[10:59] your capacity as individuals.

[11:06] District. Let them know they
[11:08] should put annexation on the

[11:15] important issue. People have
[11:15] voted for taxation. Let the
[11:17] people decide in NOVEMBER.

[11:38] questionable accusations about
[11:39] the solvency of the Rodeo
[11:43] Hercules Fire District. But I
[11:46] would like to address adequate
[11:47] rodeo Hercules fair districts,
[11:50] revenues and services where
[11:51] the district has a well
[11:52] balanced budget this year
[11:57] measurably in the black. And
[11:59] there are coming other
[12:00] increases in the redevelopment
[12:01] agency passed through revenues
[12:04] that will be coming back to
[12:06] the increasing amounts to the
[12:08] Rodeo Hercules Fire district
[12:10] to further increase our
[12:11] revenues. Have 7.2 million
[12:14] dollars in reserves which
[12:16] speaks of improved health of
[12:17] the district. Thanks to
[12:18] measure Rose 2.6 million
[12:23] dollar yearly contribution. In
[12:25] fact, currently has 1 million
[12:26] and spender from this year's
[12:31] balance. A We've done multiple
[12:33] outside contractors using 3rd
[12:35] party expertise for fire
[12:38] prevention. We debate mean and
[12:40] these are costs neutral
[12:41] because of monies that can be
[12:44] returned through that services
[12:44] and it will keep a insurance
[12:45] down for homeowners within the
[12:49] city. We've a purchase a new
[12:52] alert system in upgrading our
[12:56] communication system Verde
[12:58] Hercules in collaboration with
[12:59] Con Fire has recently trained
[13:00] for high-rise and radio
[13:02] protocol and no cost to
[13:04] Hercules recently kind. Fire
[13:07] is also trained with us and
[13:08] wildfire, containment and
[13:09] Phillips. 66 property open
[13:13] lands. Seth has recently put
[13:16] the engineer level
[13:17] firefighters through engineer
[13:17] Skills Academy and driver
[13:19] training. The district looks
[13:23] forward to the a second panel
[13:25] fire station. 74 in Pinole
[13:27] Valley Road opening because it
[13:29] would markedly bring down the
[13:29] disproportionate number of
[13:32] times in hours per year. That
[13:34] are hfd has responded to
[13:40] cover. We're assists panel.
[13:43] Rda pass through funding
[13:44] increases access to multiple
[13:45] grants and services using
[13:46] subjects for third-party
[13:47] contractors. Plus measure o
[13:50] funds will keep Rh fd solvent

[18:06] that. The option for
[18:09] contractor service is limited
[18:09] because there's not enough
[18:13] staffing with the skills and
[18:14] ability to actually run the
[18:21] fire district. With regards
[18:23] staffing the finances that was
[18:24] talked about. As we all know,
[18:27] there's aging community. We
[18:28] all know that the retirement
[18:31] age from one of those people
[18:34] is living a lot longer. So as
[18:34] the people are retiring and
[18:37] the fire district that money
[18:39] has to support that. So, yes,
[18:42] we have the money now. Will it
[18:44] be sustained? I don't think
[18:47] so. We have to ask for a tax
[18:51] of some point. Yes, we will.
[18:53] We have access to additional
[18:54] monies outside of Yes, we
[18:57] will. If we were to annex. So
[18:59] at this point in time based on
[18:59] the plan because I was one i
[19:02] want more information and not
[19:03] I am in support of this
[19:07] community moving forward with
[19:07] an annexation will have the

[20:28] waterfront area of Contra
[20:28] Costa County and a portion of
[20:32] Solano County. Alison Green
[20:33] leave county's economic
[20:34] development manager was kind
[20:35] enough to join us tonight and
[20:38] will be available to help
[20:38] respond to questions following
[20:43] the staff presentation. The
[20:43] Bay Area's home to the
[20:45] second-largest oil refining
[20:46] center on the West Coast with
[20:48] thousands of high-paying union
[20:50] jobs considering the state's
[20:52] commitment to carbon
[20:53] neutrality. The Green
[20:54] Empowerment Zone is intended
[20:56] to create an operational
[20:57] infrastructure to support the
[20:58] work force in the transition
[20:59] into the next era of the
[21:03] energy economy. The goal of
[21:05] the Gz is to establish a
[21:06] framework to ensure the
[21:07] transition to clean energy
[21:09] does not leave behind workers
[21:10] and ensure that our area
[21:11] remains a hub of the energy
[21:15] sector for years to come. The
[21:17] g Zee was established by
[21:18] Assembly Bill 8.44, which the
[21:22] governor signed in 2021. It
[21:23] builds upon the comparative
[21:25] advantage provided by the
[21:26] regional concentration of
[21:27] highly skilled energy industry
[21:30] workers by prioritizing access
[21:33] to tax incentives, grants loan
[21:35] programs, workforce training
[21:36] programs and private sector
[21:36] investment in the renewable
[21:40] energy sector. The county
[21:44] related initiatives are
[21:45] discussed in the staff report.
[21:46] These include the Northern
[21:47] Waterfront Economic
[21:48] Development Initiative, which
[21:48] is a partnership among the
[21:49] county and 7 partner cities,
[21:53] including Hercules. As well as
[21:56] the just transition economic
[21:57] revitalization plan funded by
[22:00] a $750,000 to the county from
[22:01] the U.S. Department of Housing
[22:04] and Urban Development. And the
[22:07] Contra Costa Refinery
[22:08] transition partnership and
[22:08] existing research effort
[22:09] funded by the California
[22:14] Workforce Development Board.
[22:16] In SEPTEMBER of 2023. The
[22:18] County Board of Supervisors
[22:19] authorized an agreement with
[22:20] the governor's Office of
[22:24] Business and Economic
[22:24] Development or Gove is for up
[22:24] to 5 million dollars to
[22:26] provide administrative and
[22:27] other support services for the
[22:29] Green Empowerment Zone through
[22:33] JUNE 2026. The governing Board
[22:34] of the Green Empowerment Zone
[22:38] held its first meeting in
[22:39] DECEMBER and met again in
[22:39] APRIL with the mayor in
[22:41] attendance. The governing
[22:42] board meets in Martinez on the
[22:44] 3rd Friday of every other
[22:46] month with upcoming meetings
[22:48] scheduled for JUNE. 21st
[22:49] AUGUST 16th, OCTOBER 18th and
[22:54] DECEMBER, 20th. The county has
[22:55] invited the city to
[22:57] participate in the g Zee by
[22:58] adopting the resolution of
[23:01] participation in your packet
[23:02] and appointing a
[23:02] representative and alternate
[23:06] for a two-year term. This
[23:08] concludes the staff If it
[23:10] pleases the you MAY wish to
[23:12] invite also up to the podium
[23:14] to help in responding to

[24:46] don't know Oakley, but I have
[24:47] agree that I think the council
[24:49] should be active in this
[24:52] agreed empowerment zone. Not
[24:53] specifically because it was
[24:56] first 4. Highly skilled
[25:00] refinery workers. But it's a
[25:00] potential of what's going to
[25:01] happen in the future, which
[25:02] could be wind turbines that
[25:06] are being built here locally.
[25:07] When you have a winter vines,
[25:09] you also have other offshoot
[25:11] jobs that come along with that
[25:14] and those offshoot jobs could
[25:14] benefit the city hurt police
[25:17] sometime in the future. I I do
[25:20] think that we should public
[25:23] support tonight. So go ahead
[25:24] with COUNCILMAN Council member
[25:29] Kelly. So I understand that
[25:30] there is no financial
[25:32] commitment on the part of our
[25:33] city to joining this board. Is

[31:26] schedule policy as well as the
[31:29] overall management system.
[31:30] This evening. Bruce Meyer, who
[31:33] is the PRESIDENT And ceo of
[31:34] Records Control Services Inc
[31:36] in attendance via zoom. And
[31:37] he's here to answer any
[31:37] questions you MAY have after
[31:42] the report. This is record to
[31:43] take schedule. And records
[31:44] management program was last
[31:47] updated in 2018 by the city
[31:48] clerk's office. These
[31:48] documents provided an overview
[31:50] guidelines and policies
[31:52] related to all components of
[31:57] records management on based on
[31:59] 2018 practices, a records
[32:01] retention schedule in policy
[32:02] should be reviewed regularly
[32:03] regularly to ensure the city's
[32:05] following the current
[32:06] government code as well as
[32:06] staying current with records
[32:10] management standards. It
[32:11] records management program
[32:11] only be reviewed and updated.
[32:14] But also meet the needs of the
[32:15] city, ensuring that the
[32:17] implementation is practical
[32:18] and comprehensive and that the
[32:21] system. That will be used
[32:22] consistently used throughout
[32:24] the city under the proposed
[32:26] scope of work, records,
[32:28] control services. Rcs will
[32:29] update the city's records,
[32:30] retention schedule review and
[32:32] recommend improvements to our
[32:34] existing record management
[32:36] policies and procedures in
[32:37] review, physical and
[32:38] electronic documents as well
[32:42] as inactive documents.
[32:43] Records, control services,
[32:44] scope of work also includes
[32:45] meeting with individual
[32:46] departments and providing
[32:48] training to staff and
[32:49] management. We'll include how
[32:50] to be how to reference booklet
[32:53] for program maintenance and
[32:54] the implementation of a
[32:56] compliment Comprehensive final
[32:57] index indexing system that
[32:58] will help to carry the city
[33:00] into the few future regardless
[33:00] of who is overseeing the
[33:05] program. It will implement and
[33:06] records management program
[33:07] saves money over time.
[33:07] Improves customer service
[33:10] increases fish and sea makes
[33:12] use of limited staff
[33:13] resources, reduces liability
[33:15] and potentially reduce the
[33:16] storage costs. Thank you for

[34:05] what we currently have and
[34:06] manage that first and then
[34:06] work with our electronic
[34:12] files. I assume that, you
[34:13] know, are all of our
[34:14] electronic files will be
[34:14] backed up bright, like, you
[34:15] know, somewhere in Kansas or
[34:20] something like that. Off site.
[34:21] Once again proves can probably
[34:21] provide more information on
[34:25] that. Okay. And then the
[34:27] question I have is about the
[34:28] in active files. I know that's
[34:30] a really big job. And I've
[34:31] gone to some of those files
[34:34] over 10 years ago, but I know
[34:34] there's a bunch of files down
[34:37] in the corporation yard. Who
[34:38] is going to go down and look
[34:41] at those files and determined
[34:42] whether or not we're going to
[34:46] keep them and some of those
[34:46] files MAY not be in good
[34:49] condition. So how will they be
[34:50] protected? Maybe you are.
[34:55] MISTER Meyer can address this.

[34:59] locations. We have the trailer
[35:00] outside of City Hall that
[35:01] contains a significant amount
[35:07] of data. And we also have a a
[35:10] cargo container out of the
[35:10] courtyard that unfortunately
[35:14] had a leak at some point. And
[35:17] of the 90 some odd boxes that
[35:21] are in in that container very,
[35:25] very few. Are south Kabul.
[35:27] It's it's that's not a pretty
[35:28] situation. Is something of a
[35:30] hazmat situation is nothing I
[35:36] haven't done the trailer is a
[35:38] little bit of a better
[35:39] situation, although there is a
[35:41] significant amount of mold
[35:42] files in there because, again,
[35:43] the same scenario there was a
[35:44] leak and not to in that
[35:47] location. So I will be going
[35:48] through reviewing records
[35:52] records that are salvageable
[35:53] will repackaged into a into
[35:54] new containers. New standard
[35:58] size record boxes and prepare
[36:01] for storage wherever we turn
[36:06] to to store those records.
[36:07] That's something that I'll be
[36:07] discussing is part of the
[36:10] program on the best option,
[36:12] too, to handle those that
[36:14] those records, the inactive
[36:15] records for consider scanning
[36:17] them depending upon. Obviously
[36:18] the retention life of those
[36:19] documents. Know that a fair
[36:20] amount of things that in the
[36:23] trailer. Permanent records.
[36:26] They are planning documents
[36:29] building public cip projects.
[36:32] So and a little history on the
[36:36] 2 that I work primarily with
[36:39] the cities, districts and
[36:40] counties. In we implemented a
[36:41] program for the city of
[36:43] Hercules back in the Mid 80's.
[36:45] And obviously this is when you
[36:48] are across the street from
[36:53] from the dynamite location the
[36:55] dynamite this is necessary
[36:56] these are records that I'm
[36:59] intimately familiar with. And,
[37:01] you know, setting up the
[37:01] retention schedules will allow
[37:03] us to destroy records that
[37:03] that are obsolete at this
[37:07] point. And whatever is
[37:08] remaining, whether that's
[37:09] permanent or long-term
[37:11] records, we will determine as
[37:13] we go through those documents
[37:18] on the best method to retain.
[37:19] Well, it's heartening to know
[37:19] that you are familiar with
[37:21] many of these these records
[37:22] and I thank you very much. One
[37:24] of the question and that is if
[37:25] you find that some of these
[37:26] documents are just really not
[37:27] salvageable and you can't read
[37:29] them. Can we just then destroy
[37:35] them? I think can tell what
[37:37] they are. Oh, I'm I think what
[37:38] you do is have a statement of
[37:38] some sort for saying that
[37:42] records of damage. Okay. You
[37:43] know, we'll go through a
[37:45] process to to basically have
[37:48] approvals for that
[37:49] destruction, understanding
[37:50] that these records are legible

[38:11] the length of time for
[38:12] retention or and how far back
[38:13] where we go in terms of
[38:14] retaining documents are does
[38:19] such a requirement exist? I so
[38:22] much of that really depends
[38:23] upon the document south. And
[38:26] there are a variety of legal
[38:27] citations and caviar. I'm not
[38:29] a lawyer, but work with many
[38:32] city attorneys and lawyers to
[38:34] create the research that I
[38:35] have. And also, you enough out
[38:43] on my own the the minimum
[38:44] required retention for
[38:46] municipal records is 2 years.
[38:47] And that's based upon a
[38:50] government code. 34 0, which
[38:52] is, you know, governed by the
[38:56] state. Obviously that states
[38:57] that in addition to calling
[38:59] specific records relating real
[39:02] property within the city and
[39:03] decisions of the city
[39:05] resolutions minutes ordinances
[39:08] that require permanency on
[39:10] those records. Beyond that,
[39:11] the state has some guidelines
[39:13] that not been updated since
[39:14] 2006, but we still have to
[39:18] take those into consideration.
[39:19] We can also override some of
[39:24] those there are numerous
[39:26] citations that's the code of
[39:26] federal regulations.
[39:27] California code of regulations
[39:31] or other governing bodies that
[39:33] require us to keep records
[39:33] either shorter or longer than
[39:37] what the state says. So we're
[39:39] using the state as guy
[39:40] initially, but expanding upon
[39:43] that with any citations and
[39:46] common practice that would
[39:47] either extend or shorten
[39:49] retention life documents. I
[39:51] can answer question. Yes, it

[40:35] records have vitality to them
[40:42] for the city important records
[40:43] to records that might might
[40:44] have a significant financial
[40:47] costs to reproduce that might
[40:49] actually jeopardize you know,
[40:52] the city's financial aspects
[40:53] of something goes wrong with
[40:54] those records. If you know,
[40:56] there's a disaster of some
[41:01] sort, there are as part of a
[41:02] retention program. There are
[41:04] aspects of designating vital
[41:06] records and that will be a
[41:08] column in the retention
[41:09] schedule saying these these
[41:10] are vital records and we need
[41:12] to protect these accordingly.
[41:13] How we protect those, whether
[41:16] that's standing and storing
[41:19] offsite some other process is
[41:20] really part of Extending
[41:24] extending the program. So and
[41:25] everyone thinks that the
[41:27] records are vital. Reality is
[41:31] that records are important. We
[41:32] want the records that that are
[41:34] vital to the survival of the
[41:36] city to be protected.
[41:38] Accordingly and will designate
[41:42] those as part of the records
[41:42] retention program and updates
[41:43] retention states. Great. Thank

[41:54] just want staff of the report
[41:55] is making life easier in a
[41:57] year to have to get to the
[41:59] setting the rules. Right?

[42:13] 2018, we adopted retention
[42:15] documents for the city
[42:18] Hercules. So you've gone
[42:19] through that. Part of our

[42:24] that going to be adequate
[42:26] enough? A or other items that
[42:28] you need to take off are there
[42:28] are items that you need to add
[42:34] on to. We'll be reviewing that
[42:35] your current schedules with
[42:36] the department will be sitting
[42:37] down with court. People in the
[42:39] departments will designate
[42:40] what we call records
[42:41] coordinator Sosa normally
[42:43] administrative staff within
[42:43] the departments that are
[42:44] intimately familiar with the
[42:48] records. In addition to any
[42:50] other staff management for
[42:51] that matter that are
[42:52] interested in being involved
[42:55] in this initial interview
[42:56] process will review each one
[42:58] of those sections confirm that
[42:58] those are the records that
[43:01] they actually have of. If
[43:02] there are any missing, what I
[43:05] call records series types of
[43:07] records, get through anything
[43:09] missing will add those into
[43:10] the schedules, all develop a
[43:12] system that that higher
[43:12] quickly organizes the
[43:14] information when within each
[43:15] department, according to they
[43:18] think about organizing it. I
[43:19] can't tell them how to do it.
[43:21] They have to tell me how they
[43:24] consider structuring
[43:25] information and then we build
[43:26] the retention schedules off of
[43:31] that the it what we have right
[43:37] now is it's usable. It's
[43:37] missing description. Just
[43:39] missing a lot of citations. I
[43:43] prefer to have a significant
[43:45] section of citations to prove
[43:45] this is the reason chose and
[43:46] this retention schedule for
[43:48] this type of record. And we
[43:49] want to add those And
[43:53] addition, we want to have
[43:56] reasons behind any department
[43:57] extensions or even reductions
[43:58] and retention schedules and
[44:00] the retention period for their
[44:05] documents. That's important to
[44:07] set precedence for that. The
[44:07] decision to make it to keep
[44:11] that record longer or shorter.
[44:13] So that's that's the process
[44:14] that all be going through and
[44:16] it will be a back and forth
[44:18] initially confirming setting
[44:19] up the indexing structure,
[44:20] send it back to the department
[44:23] so they can review it and get
[44:23] their approvals. And the
[44:26] intent is to get 90 5 to 98%
[44:30] accuracy off the bat. When
[44:32] they actually start using the
[44:34] retention schedules, it will
[44:35] change. There are. It's a
[44:36] dynamic document. It is. It's
[44:40] it's intended to change to
[44:42] adapt to how they think about
[44:43] filing how how they want to
[44:46] keep that the documents and
[44:47] we're talking not just it.
[44:47] Talking paper and electronic
[44:48] to and mike reforms that we
[44:51] have. Mike reports. But it's
[44:53] it's up to them to tell me how
[44:54] they need to use the
[44:58] information. Okay. Again, like
[44:59] I said, the minimum
[45:00] requirement is 2 years, but
[45:02] they might reference materials
[45:05] for 5 years for historical

[45:09] whatever the reason we want

[47:02] about volunteer recognition.
[47:06] The city of Hercules. The city
[47:07] of Hercules has been very
[47:08] fortunate to work with several
[47:09] volunteers throughout the city
[47:11] in many capacities. Staff
[47:13] would like to recognize these
[47:14] volunteers to play a vital
[47:15] role in the success of the
[47:18] city. The city recognizes that
[47:19] we cannot do all that we do
[47:20] without the assistance from so
[47:21] many wonderful people doing so
[47:24] many selfless things. Part of
[47:28] the background of volunteer
[47:29] recognition, the Parks and
[47:30] Recreation Department has
[47:31] traditionally benefited at our
[47:35] senior center. Those senior
[47:36] members who volunteer their
[47:38] time helping with meals
[47:39] working the front counter
[47:43] teaching classes. Assisting
[47:44] with just a plethora of
[47:47] activities and programs.
[47:48] Earlier this year, we were
[47:50] able to recognize one of our
[47:53] senior volunteers at the
[47:54] senior Center. We nominated
[47:55] her for an award through
[47:57] switches, California Park and
[47:59] rec society. And we're happy
[48:01] to say that Dory Smith was
[48:02] selected as an outstanding
[48:04] volunteer through cpr. Us and
[48:06] staff couldn't wait to take
[48:08] are to Albany and have lunch
[48:09] with her and celebrate Dorian,
[48:13] all that she does. The parks,
[48:14] Recreation Department, also
[48:19] partners with 14 see recognize
[48:20] nonprofit organizations. These
[48:21] groups often participate in
[48:22] annual events like the
[48:22] community clean-up day and
[48:23] tree lighting will talk about
[48:24] community cleanup and a little
[48:27] bit. They also participate in
[48:27] things like trunk or treat and
[48:32] pump. Has they participate in
[48:34] newly reimagined events like
[48:36] the wreck Expo and hydrant
[48:37] that we held this year place.
[48:38] Former correct takes traffic
[48:42] incident. Other examples of
[48:45] volunteers that help the city
[48:46] include groups and people that
[48:47] participate in our adopted
[48:48] park and adopt a trail
[48:52] program. Where people adopt
[48:52] either a park or trail and
[48:57] clean up on a regular basis.
[48:59] We also this year launched the
[49:01] team up to cleanup program
[49:03] where residents joining in on
[49:04] Saturday, the first Saturday
[49:07] of every month at a different
[49:08] location and help clean up the
[49:13] city in various capacities.
[49:14] The Parks Recreation
[49:14] Department also recently
[49:18] helped the city Council
[49:19] launched the new Herculean
[49:22] mild, a word and at our MARCH
[49:24] meeting MARCH. 26 meeting. We
[49:25] need recognize the first
[49:28] recipients of the award. You
[49:33] go ahead and pull And the
[49:35] first recipients of the word
[49:36] we're Karen and Tony Sanchez
[49:38] receiving the community award.
[49:42] And Jeanne Crawl known as Jim
[49:42] and Jeanie who's worked in
[49:42] after-school programs for more
[49:44] than 30 years when the
[49:47] employee award also to a jump
[49:52] in join in the Thank you,

[49:59] to thank you for giving us a

[50:08] basis. It's incredible what
[50:10] they do for us on a daily
[50:12] basis for the police
[50:13] department. There are many
[50:15] things that they do behind the
[50:16] scenes. We have many, many
[50:20] community events that they now
[50:21] only participating put it
[50:22] together, but they also helped
[50:28] organize their contributions
[50:29] are measurable. Many of them
[50:30] not only donate time, but they
[50:31] also donate funds or resources
[50:34] to different things and they
[50:36] never looked for any kind of
[50:38] public acknowledgment. Think
[50:39] for me, one of the things that
[50:40] is most impressive about what
[50:43] they do not only did they
[50:44] donate their time for their
[50:44] community in the place that
[50:46] they call home, but they do it
[50:49] with a smile. And it's really
[50:51] impactful infections our
[50:53] staff. I want to thank each
[50:54] and every one of them. They're
[50:56] here tonight in the first
[50:57] couple rows. Some of them
[50:58] actually here who are part of
[51:02] advisory board as well. We
[51:04] couldn't do. We couldn't
[51:06] function our daily operations
[51:08] just would cease exist without
[51:14] their Thank you so much. So.
[51:16] In an analysis of we just want
[51:16] to say that the city of
[51:19] Hercules has benefited greatly
[51:20] from all of these groups, all
[51:21] these selfless individuals who
[51:22] come out and help on a regular
[51:26] basis. It's not just through

[53:00] us cool. And it decided have a
[53:01] daily and we were soaked.

[53:10] to say, I've I've been here
[53:11] for 8 years and I've run
[53:13] countless events in the city
[53:14] of Hercules. I've worked with
[53:18] many of you most of the
[53:24] nonprofit and they leadership
[53:25] every year and I worked and
[53:26] run several events for parks
[53:28] and recreation. I've also done
[53:29] that for the majority of my
[53:31] career, which expands about 40
[53:34] years now, I'm sorry to say
[53:36] that but I would like to say
[53:40] that I was never more. I'm
[53:42] impressed with the When I got
[53:44] there on Saturday, we start to
[53:44] talk about we did a safety
[53:45] talk that we normally would
[53:50] do. I showed an example of how
[53:52] not to One of our dumpsters
[53:54] that was there because
[53:57] everyone just found things in
[53:58] and then I showed a group of
[53:59] people who have been there for
[54:03] a while, how orchestrated it
[54:04] and puzzled it all together.
[54:05] And it was beautiful and
[54:05] everybody understood. I said
[54:06] you've got to be really
[54:08] careful with the water. Let's
[54:11] make a chain. Let's walk it
[54:12] down, organize And it was
[54:15] great. The biggest thing I
[54:20] took from the day I told
[54:21] everyone if you are too cold,
[54:23] too wet, too tired, go home.
[54:27] Do not overextend yourself.
[54:28] And the vast majority of the
[54:29] group stayed until the end and
[54:31] they holding telling me, no,
[54:32] we signed up to be until 11.
[54:35] We're going to stay 11. And
[54:36] there's a lot of the council
[54:37] members to that were there,
[54:38] too. So just like to say,

[54:44] city and if we could beef. If

[54:49] volunteer groups or anybody.

[1:02:28] parks. That children play, for
[1:02:29] example, Central Park in
[1:02:32] Bayside where you go down. I I
[1:02:32] took my reds on their only
[1:02:35] once and never to come back
[1:02:36] because it's really too
[1:02:41] dangerous. The surface. Really
[1:02:42] bad and has not been
[1:02:43] maintained. So you go down the
[1:02:46] slide. It's a big call. And
[1:02:50] that So I didn't see those
[1:02:52] particular things in the parks
[1:02:57] plan there's a lot of like.
[1:02:59] Improvements. But where's the
[1:02:59] regular maintenance? So I
[1:03:02] think that's a big problem.
[1:03:05] This deferred maintenance that
[1:03:05] really needs to be addressed
[1:03:09] because it's very dangerous.
[1:03:10] Also, migrants and fell on his
[1:03:16] face in a dot The park from
[1:03:17] that park and the surface
[1:03:18] scrape the skin off that
[1:03:21] status. So it's very rough.
[1:03:23] Also just I don't know. Seems
[1:03:27] not appropriate a surface for
[1:03:28] parks for children or if they
[1:03:30] fall, they all the skin off
[1:03:32] their body. So just also
[1:03:37] there's not say it structures.
[1:03:39] Central Park doesn't have any
[1:03:40] shade. So it's basically
[1:03:41] unusable for most of the
[1:03:43] summer because it's really hot
[1:03:45] there. And then the surfaces
[1:03:48] and fact park get extremely
[1:03:49] hot and dangerous for the
[1:03:53] children as well. So I just
[1:03:56] want to sure that's added to
[1:03:57] the list somewhere or not.
[1:03:58] We're actually an address.
[1:03:59] Those issues, you know,
[1:04:03] waterfront has very little in
[1:04:04] terms of infrastructure for
[1:04:05] recreation. We just have we
[1:04:09] have the but that's not a city
[1:04:10] a project. I don't feel like
[1:04:14] the parks plan. I did anything
[1:04:16] for the water from where this
[1:04:17] huge population is being
[1:04:18] planned. And the second thing
[1:04:22] I wanted to mention was the
[1:04:24] design elements of the grand,
[1:04:26] which is very disappointing to
[1:04:28] see. I'm kind of snuck up on
[1:04:29] us. Didn't doesn't look
[1:04:31] anything like the plans that
[1:04:32] war. We saw a planning
[1:04:34] commission side regional. It.
[1:04:36] How does that even happen?
[1:04:38] It's really an eyesore. I hope
[1:04:39] we don't do anything like
[1:04:41] that. Again, because it didn't
[1:04:44] follow any of the elements
[1:04:46] work plan for for a historic
[1:04:50] or different districts, the
[1:04:54] front okay. But the rest of it
[1:04:55] is pretty horrifying. So just

[1:05:23] Oversight Committee for the
[1:05:28] Rodeo Hercules Fire District.
[1:05:29] And it's a special parcel tax
[1:05:35] that was voted in 2016. And
[1:05:37] the community voted 78% for
[1:05:41] this. And for me, I voted for
[1:05:42] it because I wanted to see
[1:05:45] our. A local fire district
[1:05:53] remain independent. And
[1:05:54] actually it is Last year. We
[1:05:58] had 2.5 million of revenues
[1:06:01] from sure 2.6 billion
[1:06:05] estimated 2028 3.0 billion
[1:06:06] dollars. That's nice chunk of
[1:06:10] change. There's significant
[1:06:13] discussion right now of being
[1:06:14] expired. The con fire
[1:06:19] organization. And it just
[1:06:21] puzzles me because we have a
[1:06:23] 9.9 million dollar budget. 7.2
[1:06:27] million in reserves. Special
[1:06:29] districts. I've worked Rodeo
[1:06:32] Sand. We keep 50% in reserves.
[1:06:38] This is 70 percent plus in
[1:06:38] reserve. So is working. Its
[1:06:44] turned the corner. I think if
[1:06:45] this discussion continues
[1:06:48] about annexation. Important to
[1:06:52] remember that this sum of
[1:06:56] money. We'll go to the Con
[1:06:59] fire organization. Any other
[1:06:59] entity that's been annexed in
[1:07:02] the past not have money. They
[1:07:04] just come with whatever they
[1:07:06] have. Where is going to be
[1:07:10] giving them piggy bank here?
[1:07:12] So I think it's very important
[1:07:14] that if we if things come to
[1:07:19] annexation. That we invite a
[1:07:20] public vote on this. It's far
[1:07:24] too big of an issue for just 5
[1:07:27] people. 5 board the special
[1:07:27] district to be making such a
[1:07:32] big decision I really would
[1:07:33] recommend that that we have
[1:07:42] some public vote on this and
[1:07:45] I'll have a Tara. Shurmur

[1:08:01] wanted to talk about Red and
[1:08:03] Hercules Fire district as
[1:08:05] well. I to him on the

[1:08:12] community. The annexation.
[1:08:14] That's coming along as the
[1:08:16] biggest thing coming to the
[1:08:17] are hfd and it should be put
[1:08:20] to a public vote and when the
[1:08:22] communities of Erdogan
[1:08:24] Hercules voted for board
[1:08:25] members, they were not voting
[1:08:28] on annexation issues. That's
[1:08:30] why I believe that those 5
[1:08:31] members should not have that
[1:08:33] much power for this big of a
[1:08:34] decision. And if there's
[1:08:36] anything that the Hercules
[1:08:40] City Council has input or
[1:08:40] anything along those lines,
[1:08:44] that's why I'm I'm approaching
[1:08:45] you tonight to give you my
[1:08:46] opinion on that. I think when
[1:08:48] when people are voting for
[1:08:49] those board members, they're
[1:08:52] voting on representation to be
[1:08:54] fiscally responsible for the
[1:08:57] district and that means
[1:08:58] creating and following a
[1:09:00] strategic plan and they have
[1:09:03] done that with a 5 year plan.
[1:09:04] But all of a sudden there's a
[1:09:09] big emergency and a big rush
[1:09:10] that all of a sudden we don't
[1:09:11] have any money were throwing
[1:09:13] up our hands. We need to annex
[1:09:15] and this is supposed to be a 5
[1:09:16] year plan. So I think that
[1:09:18] needs to be looked at. There
[1:09:26] are options. The 2.6 million
[1:09:26] from There's 7.2 million in
[1:09:33] reserves. Last year left
[1:09:34] Unspent $900,000. That would
[1:09:37] just left unspent. There's the
[1:09:41] rocks that's coming. We have 2
[1:09:42] special assessments that are
[1:09:44] helping fund the fire
[1:09:46] district. We have a new grant
[1:09:47] right writer with our hfd to
[1:09:51] look for grant monies. They
[1:09:53] can look to convert from
[1:09:56] parcel to unit for more money
[1:09:58] and we can tap the county for
[1:10:01] p 66 tax dollars that are paid
[1:10:02] to the county to come back to
[1:10:05] us. So there's lots of
[1:10:08] options. There's no rush. I
[1:10:09] think there's plenty of time
[1:10:13] to ask the people. Do we want
[1:10:13] to go forward with an
[1:10:15] annexation or do we want to
[1:10:20] keep local fire department? So
[1:10:20] if the Berkeley City Council
[1:10:21] has anywhere to weigh in on
[1:10:22] that, I hope you consider what
[1:10:26] I've had to say. Also, if we
[1:10:30] do annex the moneys, I don't
[1:10:31] think that the public
[1:10:33] understands that. When they
[1:10:36] voted on our hfd, they voted
[1:10:39] to support to support the fire
[1:10:41] department. I think they're
[1:10:43] assuming that if the fire
[1:10:47] department folds into con fire
[1:10:49] that the also fault. I don't
[1:10:51] think that the general public
[1:10:52] realizes that we're going to
[1:10:57] be paying extra taxes that
[1:10:57] areas, the con fire serves.
[1:11:00] They don't pay just rodeo
[1:11:02] Hercules. So if you could just
[1:11:03] consider what I said, I'd

[1:12:28] Bay Ferry on the Richmond
[1:12:30] Ferry. One seat ride for
[1:12:32] paratransit and also a trans a
[1:12:34] transportation demand
[1:12:35] management update. I attended
[1:12:36] the wellness fair here at the
[1:12:39] Hercules Senior Center. Really
[1:12:40] good at a lot of
[1:12:42] transportation options for
[1:12:43] seniors. That was great. Was
[1:12:45] that the mayors conference in
[1:12:47] Pinole participated in cleanup
[1:12:49] day of I was there for 3 hours
[1:12:50] and got totally drenched. And
[1:12:54] I would like to Councilmember
[1:12:56] Grimsley and her husband who
[1:12:58] were there getting just as
[1:12:59] what as my husband and I were
[1:13:00] and everybody else. It was
[1:13:03] really a wonderful effort.
[1:13:07] Also, MAY 7th went to tea's
[1:13:07] redefining mobility summit
[1:13:11] where glide ways introduce
[1:13:12] their new glide car. This an
[1:13:13] autonomous vehicle. It goes on
[1:13:16] its own path. And the bigger
[1:13:18] car now can carry 4 people
[1:13:18] plus luggage. And you put a
[1:13:22] wheelchair in the middle.

[1:13:31] everybody MAY 16th is bike to

[1:13:38] Contra Costa College. There

[1:13:51] tickets available and MAY 22nd
[1:13:52] will be and sent a Sacramento

[1:14:03] just took Companies are coming
[1:14:05] JUNE. 2nd, we have culture
[1:14:06] festival. So so folks work the

[1:14:13] think for residents to be
[1:14:15] aware of is we pay a tax and
[1:14:20] to property tax code. Years
[1:14:22] there was a bus pendant like
[1:14:23] bart train that would ever
[1:14:24] town to take folks down to the
[1:14:26] bar station West Cat with
[1:14:27] their local bus service shared
[1:14:29] by And, you know, took that
[1:14:32] service over such a regular
[1:14:32] with scant bus folks realize
[1:14:33] But it's but it's paid for
[1:14:36] with your tax dollars. Bart
[1:14:36] has got itself financial
[1:14:39] problems and so the decision
[1:14:41] isn't made it much higher
[1:14:43] level maybe have to be in
[1:14:45] verse West local small bus
[1:14:48] company for the full cost of
[1:14:48] the services taking their
[1:14:49] residents are paying for the
[1:14:51] service down to the bart
[1:14:53] station. But this still facing
[1:14:55] tax. I'm not only there are
[1:14:57] significant challenges with
[1:15:00] this process of trying to
[1:15:01] larger bus operators to
[1:15:04] somehow merge into lot of us
[1:15:07] operators good thing about
[1:15:08] West can't that it would know
[1:15:09] is that we do get service
[1:15:10] regularly with the between
[1:15:11] Minister town every hour
[1:15:12] through town. We get that if
[1:15:16] we merge into a larger
[1:15:18] service, the challenges look
[1:15:18] at the numbers in this and
[1:15:19] that we should in each of us
[1:15:22] with 3 hours and this is a
[1:15:23] real challenge for us. It's
[1:15:23] it's there. I sit on the
[1:15:25] board, the boards in the best.
[1:15:29] It can we voted to to to pose
[1:15:32] the current language that's
[1:15:33] being proposed at at the
[1:15:34] Statehouse. I'm too. We would
[1:15:37] be drafted into that. That
[1:15:38] people should be aware of it.
[1:15:38] It's it's a very real thing.
[1:15:39] We're not trying to scare
[1:15:43] anyone about it. Do you know
[1:15:44] Barvesten Richard are sinking
[1:15:46] as a result coming out of
[1:15:48] covid. So our pastor counter

[1:15:50] the ticket box are also going
[1:15:51] down. But we do have some
[1:15:54] challenges over there looking
[1:15:55] to look at how we address
[1:15:57] service going forward because
[1:15:58] there's less revenue so that,
[1:15:59] you know, we have to kind of
[1:16:02] offset that with service.
[1:16:04] We're realignments staff is in
[1:16:04] the best they can with they
[1:16:06] have. Folks should be aware
[1:16:08] that and when the time is
[1:16:09] right, we should all be
[1:16:10] sticking out to our state,
[1:16:11] simply imprisoned. That's
[1:16:13] leaders about the importance
[1:16:14] of keeping local bus service.
