[16:56] Before we begin taking comments, I will [16:58] turn over the time to Michael Sanders, [17:00] council policy analyst, to give a short [17:02] introduction. Thank you, Michael. [17:05] >> Thanks, council. The administration is [17:07] » Thanks, council. The administration is [17:08] proposing to consolidate the appeals [17:10] process related to certain license [17:12] denial, revocation, or suspension as [17:14] well as civil infraction appeals. This [17:17] process would replace the current small [17:19] claims court process for formal appeals [17:21] and create a consistent practice for [17:23] appeal processing. The proposal also [17:26] includes adding an $81 fee for formal [17:29] administrative appeals. This proposal [17:31] will also apply to the parties, [17:32] gatherings, and events ordinance which [17:34] was which was adopted last week on [17:36] August 12th. I further move that it is the [19:10] intent of the council to examine [19:11] trafficcoming CIP project allocations [19:13] that are on hold due to SB95 [19:16] for recapture consideration with a focus [19:18] on reallocating the funds to school [19:20] safety projects. [19:28] >> I madam chair I would like to highlight [19:31] » I madam chair I would like to highlight [19:31] the the the the process of CIP how [19:35] unique it is that a major city and a [19:37] city at all has a uh has uh the [19:40] opportunity for neighbors uh to submit [19:42] their own projects uh what they want to [19:45] see in their own neighborhoods improved. [19:47] Um and uh for unfortunately we don't [19:50] have funding to support every project uh [19:53] and there are hard choices to to be made [19:55] but encouraging more the neighbors to [19:57] keep on submitting their proposals um [20:00] and future CIP and I think it opens uh [20:02] you know later in the year or early in [20:04] the year. [20:26] >> Awesome. No questions. We're now in the [20:29] » Awesome. No questions. We're now in the [20:29] general comment portion of our agenda. Please also avoid [21:31] interruptions so that we can use the [21:33] time for as many people to comment as [21:34] possible. If you reach the two-minute [21:36] mark, the host will announce time and [21:37] your microphone will be muted. If you're [21:39] unable to finish your comment, please [21:40] share the rest via email, mail, or call [21:42] our office. Contact information is [21:44] listed at slcccsil.com. If you have a [21:46] handout for the council, please notify [21:48] council staff who will assist you. [21:50] Taylor, you can begin our first general [21:52] comment. [21:52] >> Actually, madame chair, can I um I have [21:56] » Actually, madame chair, can I um I have [21:56] a question for the mayor. Can I ask that [21:58] first? [22:01] » Yeah. I think according to Robert's [22:03] rules, we're just out of uh out of, you [22:06] know, standards, but you can ask. [22:09] >> I'm sorry. I didn't You're You're just [22:11] » I'm sorry. I didn't You're You're just [22:11] You're so efficient that I [22:13] >> I did compete in Robert's rules. So, [22:16] » I did compete in Robert's rules. So, [22:16] >> yeah. And it shows um but I just wanted [22:19] » yeah. And it shows um but I just wanted [22:19] to ask that before we got into our um [22:21] public comments. So, um, mayor, we, um, [22:26] I think all of us have been getting some [22:27] questions about, um, from residents [22:30] about what the city is doing with regard [22:32] to the fire that occurred in Mil Creek, [22:35] um, where we lost, I think it was 23 [22:37] units, um, of housing. Can you talk [22:40] about what the city is doing to address [22:42] that? [22:44] Yes, our risk manager at the city has [22:47] been working really hard with public [22:48] utilities to evaluate what we need to do [22:52] on our property, the public utility [22:54] property that's owned to secure that and [22:56] recover any equipment that may be there. [22:59] Risk has also been reaching out trying [23:01] to reach out to the tenants of those [23:03] apartments to offer city resources. that [23:07] does not um preempt them from being able [23:10] to come later for damages, but we want [23:13] to make sure that if there are financial [23:15] needs that we can help them get that [23:17] cash in hand. Um we haven't been able to [23:20] get their names and phone numbers. So, [23:22] we've been working through the promise [23:24] program through Mil Creek City and also [23:27] through um the property management group [23:30] over those apartments as a intermediary. [23:34] Um and so we're we're here. We have [23:37] resources. We are trying to make them [23:39] available. We would um love to be in [23:42] touch with those folks and we appreciate [23:44] Mil Creek for putting us in touch [23:46] through the the means that they can. [23:49] >> Yeah. If there are any Mil Creek [23:51] » Yeah. If there are any Mil Creek [23:51] listeners um or folks here um or people [23:55] that know someone that was effective, [23:57] who should they contact about to get [23:58] more information? [24:00] >> I would ask Mark Catrell. Lori. [24:02] » I would ask Mark Catrell. Lori. [24:02] >> Uh, I think the city's risk manager, [24:05] » Uh, I think the city's risk manager, [24:05] Lori Roberts, [24:06] >> would be the best person to contact. [24:08] » would be the best person to contact. [24:08] >> Um, I could try to get that number for [24:11] » Um, I could try to get that number for [24:11] you in a moment. [24:12] >> Okay. Sorry. [24:13] » Okay. Sorry. [24:13] >> Great. Thank you. [24:14] » Great. Thank you. [24:14] >> Great question. Thank you. [24:16] » Great question. Thank you. [24:16] >> Thank you. Thank you, Madam Chair. [24:19] » Thank you. Thank you, Madam Chair. [24:19] >> Thank you, council member, and thank you [24:20] » Thank you, council member, and thank you [24:20] to the mayor for uh always providing us [24:23] um this information and help resources [24:26] for residents. Okay, we'll go back to [24:28] our general comment section. Taylor, [24:30] will you please begin? [24:32] >> Thank you, Madam Chair. We have two [24:34] » Thank you, Madam Chair. We have two [24:34] people registered to speak. The first [24:35] will be Ian McCubbin, followed by Chris [24:37] Olsen. Ian is here in person. [24:47] » Thank you, council. Thank you, mayor. [24:49] Thank you, city attorney. Um Ian [24:52] McCubbin here is a resident of the upper [24:54] avenues. Want to thank Chris Wharton for [24:56] all his support through the years. [24:58] I don't know if your microphone's on. It [25:01] just means the people online can't hear. [25:03] >> Check. [25:09] » There we go. Can you hear me now? [25:10] >> Okay. Thank you. [25:11] » Okay. Thank you. [25:11] >> Great. Okay. Starting over. [25:14] » Great. Okay. Starting over. [25:14] >> I want to thank everybody, council, [25:16] » I want to thank everybody, council, [25:16] mayor, city attorney. I want to [25:18] acknowledge Council Member Wharton and [25:20] the Salt Lake City Fire Department for [25:22] their continued support of us trying to [25:24] address the wildfire risk in our [25:25] neighborhood. This city is wolffully [25:28] illprepared for wildfire. I work in [25:30] Pasadena. I have hundreds of colleagues [25:32] that lost their homes in Altadena. It [25:34] affects me directly every day. Talked to [25:37] people this week. Yes, I saw the fire [25:40] chief's presentation a couple months ago [25:42] about this is a different ecosystem. [25:45] I've actually studied wildfire for 25 [25:47] years in the federal government. I [25:49] understand it. I'm here as a personal [25:52] homeowner and I have found the city [25:54] attorney, public utilities, public [25:56] lands, and the mayor's office completely [25:58] ignoring the risk that presents itself [26:00] to the upper avenues, to federal [26:02] heights, to the eastbench, to all the [26:05] neighborhoods that will be impacted. [26:06] What we saw last year in Ensign Peak [26:10] where it threatened the utility [26:12] infrastructure by Rocky Mountain Power, [26:14] the city is just not paying attention [26:16] here and something bad will happen. I [26:18] don't want to be chicken little and say [26:20] that, but the reality is the city is not [26:23] addressing this properly, mayor, and I [26:25] think you all need to kind of bring in a [26:27] fires are and start to think about this. [26:29] And public utilities is just been [26:32] totally asleep at the wheel on this. And [26:34] I'm not surprised what happened in Mil [26:36] Creek happened. And I'm sorry it [26:37] happened. It's horrible what happened to [26:39] those people. Like I said, I talked to [26:41] someone for two hours yesterday that [26:42] lost their house in Aladena. I [26:44] understand this impact directly. And I [26:46] think you all need to kind of wake up [26:48] and realize that something needs to [26:50] happen. I think Salt Lake City Fire [26:52] understands the risk completely. I think [26:54] Chief Alred, Chief Shepard are doing a [26:56] great job, but they're really in a [26:58] response mode. And what needs to happen [27:00] is public utilities and public nance [27:02] needs to address at a high level the [27:04] risk that their lands present to the [27:07] city residents. Wildfires will cause [27:10] billions of dollars in damage in the [27:13] state of Utah. this this year alone and [27:17] >> I'm [27:20] » I'm [27:20] >> thank you. If you have any remaining [27:21] » thank you. If you have any remaining [27:21] comments, feel free to submit them [27:22] online. You can always email or call in [27:24] as well. U Taylor, next commentator, [27:27] please. [27:28] >> This will be Chris Olsson, who's here in [27:30] » This will be Chris Olsson, who's here in [27:30] person. [27:35] » To make my twominute mark, I'll read [27:37] this comment. Uh, I'm Chris Olsson from [27:40] District 6 and I'm here to thank you for [27:43] moving forward with new trail heads and [27:46] hopefully some new trails. I've been an [27:48] avid mountain biker in Salt Lake's [27:50] foothills for 30 years and the open [27:52] houses I attended pre-COVID were well [27:54] attended and filled with great [27:56] excitement to create Corner Canyon [27:58] North. This would save citizens long [28:01] drives across the valley, improving air [28:04] and reducing traffic. But unfortunately, [28:06] a special interest group organized after [28:08] the fact has remained very vocal and has [28:11] held hostage any progress on the trails [28:13] for four years. They make comparisons to [28:16] Boulder, which is half of Salt Lake [28:18] City's population, and I fear a few [28:21] avenues interests are halting the [28:23] benefits in the East Bench phases two [28:26] and three. I currently live near [28:28] Parley's Point trail head and that new [28:31] trail is great and very popular and [28:34] really used a true success story. The [28:37] east bench phases two and three sit [28:40] above the large university user base [28:42] less likely to have backyard issues and [28:45] provide an opportunity to address the [28:47] dry creek bottleneck. I feel the [28:50] conflicts between hikers and bikers has [28:53] been fabricated uh and it's not [28:55] reflective of my experiences in the [28:58] foothills until you get to the high hike [29:00] summits and the downhill trails like Bob [29:03] Sled and and Terror Ridge. Uh exclusive [29:07] signage uh specifically the heels not [29:10] wheels has created some conflict where [29:13] none existed before. I feel the signage [29:15] should be for safety only and is [29:18] desperately needed along the bobsled and [29:20] terror ridge trails. An online resource [29:23] trail forks that logs usage indicates [29:26] that the new 19th Avenue and Ridgeline [29:29] trails are very popular with actual [29:31] users. Thank you for giving us these [29:33] trails. Please give us more. I would ask [29:36] you to move forward with Eastbench [29:38] Development. [29:40] >> Hi. [29:41] » Hi. [29:41] >> Thank you. If you have remaining [29:42] » Thank you. If you have remaining [29:42] comments, please submit them online. [29:44] call in, email, lots of ways to come [29:46] back. Thank you everyone for your [29:48] comments. We really appreciate you [29:49] participating today. We have no new [29:51] business items and we're now at the [29:52] unfinished business section. Item F1 is [29:55] the resolution central WACH commission [29:58] addition of the city of Holiday. I'll [30:00] look for a motion. [30:01] >> Mr. Ch, Madam Chair, I move that the [30:03] » Mr. Ch, Madam Chair, I move that the [30:03] council adopt a resolution approving [30:05] Holiday's admission as an additional [30:07] member of the central commission. [30:09] >> Second. [30:10] » Second. [30:10] >> Motion made by council member Dugan. [30:12] » Motion made by council member Dugan. [30:12] Second by council member Wharton. Do we [30:15] have any discussion? Seeing none, I'll [30:17] call for a vote. All in favor, please [30:18] say I. [30:19] >> I. [30:20] » I. [30:20] >> All opposed. Motion passes unanimously. [30:32] Madam chair, I move that the council [30:33] adopt the legislative policy for the [30:35] Salt Lake City housing program funds. [30:37] Further move that the council adopt a [30:39] legislative intent that the [30:40] administration provide their preliminary [30:42] metrics on these programs to the council [30:43] halfway through the fiscal year 2026 and [30:46] at annual intervals thereafter. [30:54] Okay, seeing none, we'll call for a [30:56] vote. All in favor, please say I. [30:58] >> I. [30:58] » I. [30:58] >> All opposed. Motion passes unanimously. [31:01] » All opposed.
