[0:11] I'd like to call meeting uh to order for [0:14] August 24th, 2026, the regular meeting [0:17] of city council. Um before we proceed, I [0:21] will just uh read a um land [0:23] acknowledgement. As we gather here [0:25] today, we acknowledge that we are on [0:27] Treaty 6 territory and the homeland of [0:29] the Matei. We pay our respect to the [0:32] First Nations and Matei ancestors of [0:34] this place and reaffirm our relationship [0:36] with one another. [0:39] Okay. [0:41] Item number three is the agenda [0:43] adoption. Uh I believe we have one [0:46] addition [0:48] uh [0:49] and that would be [0:52] » We have an item under new business 10.14 [0:55] or 10.4 a recommendation from the [0:58] director of community and leisure [1:00] services for the tender roofing awards. [1:04] » Okay. So that would be 10.4. [1:09] Any other additions? I'm good to go. [1:12] Okay. I will look for a motion to adopt [1:15] the agenda as amended, please. Councelor [1:17] Jorgensson, councelor Ricardi. Any [1:20] questions? All in favor? [1:23] That's carried. Uh of interest, uh any [1:27] of the items on the agenda this evening [1:29] conflict? Anybody? [1:31] Seeing none, we'll move on. Thank you. [1:34] Uh item number four, public [1:35] acknowledgement. [1:39] There are several this maybe we'll start [1:41] Sarah. I think you might as well start [1:44] work our way around. [1:45] » Sure. I have two this evening. So, first [1:48] I would like to acknowledge the downtown [1:49] bid, all of the sponsors, volunteers, [1:52] um, everyone that played a hand in [1:54] organizing street fest this weekend. Um, [1:57] it was a wonderful event. Although there [1:59] wasn't the street dance this year, I [2:01] think it was just as amazing this year [2:03] as it was any other year. So, great job [2:05] to everyone involved and and thank you [2:07] for putting that on in our community and [2:09] a big shout out to the downtown [2:11] businesses uh for all pitching in and [2:13] having their sales and being involved as [2:16] well. And then the second one, I just [2:18] wanted to give a shout out to teachers [2:20] who are back in their classrooms this [2:23] week without students, but of course [2:24] they're they're busy working and [2:26] preparing. Um and then EA's admin staff [2:30] and other staff are back, I believe, on [2:32] the 31st. I think it's next week. Uh, so [2:34] just wanted to give them all a shout out [2:36] and wish them all a happy school year. [2:39] Um, and to the kids and parents as well. [2:42] I hope everyone has a great school year. [2:44] Thanks. [2:45] » Okay. Thank you. Anyone else? Go. [2:49] Go ahead. Officer Chess can work our way [2:52] around this way. [2:53] » So, I just like to acknowledge two local [2:55] athletes, Samantha Fischer and Ryan [2:58] Mikl. They competed at the Special [3:00] Olympics or sorry, Special Olympics [3:02] Canada Summer Games and Sam captured [3:06] four medals, gold in 50 meter butterfly, [3:09] s silver medals in 200 meter backstroke [3:12] and 100 meter freestyle and bronze in [3:14] the 200 meter freestyle. And Ryan [3:17] brought home a gold sorry a bronze in [3:20] golfing. So congratulations to my [3:22] friends um Bam and Ryan. Good. Thank you [3:28] sir Ro I believe [3:31] » Um further to the teachers I was just [3:33] getting from the football field so fall [3:35] sports are also starting I know this a [3:37] volleyball camp and uh football started [3:39] up I'm sure soccer will be getting along [3:40] pretty quickly as well for high school [3:42] sports uh but my main focus is going to [3:44] be baseball and uh congratulations to [3:46] the Mary'sburg Royals who are the men's [3:48] provincial champions in their division [3:50] and there were three humble players on [3:51] that team uh the 13U team from Humbult [3:54] was mentioned the last time we had a [3:55] meeting uh last city council meeting uh [3:58] but they did win provincials on home [3:59] field home diamonds so that wasn't [4:01] mentioned that night and then lastly we [4:04] had the 18A uh winning silver [4:06] provincials and silver western Canadians [4:09] and the 18A won silver provincials and [4:12] both those teams carried humble players [4:14] on the rosters congratulations to all [4:16] those players parents and staff thank [4:19] you [4:20] » Good thank you [4:22] anybody else I have a couple to close [4:24] out then Um, I would like to recognize [4:28] uh everybody that was involved in the [4:30] Humble Broncos Memorial Golf Tournament. [4:32] Uh, that was uh I guess two weeks ago. [4:36] Um, it was the 9th annual at the Humble [4:39] Golf Club. I'd like to uh [4:42] do a shout out to Lori Warford, Brian [4:44] Muns, and Jared Bedner, the three [4:46] organizers, and all the other volunteers [4:49] that helped out that uh that night and [4:51] that weekend. Um it was a soldout event [4:54] again this year. Um there are various [4:57] auctions and silent auctions that raised [4:59] a lot of money that's going back to our [5:01] community and some of the surrounding [5:03] communities and to uh individuals that [5:05] are requiring assistance. [5:08] So thank you all all involved and all [5:10] all the sponsors that were participating [5:12] in that uh yearly event. So it was the [5:15] ninth annual so I think uh they're [5:17] looking at the 10th year next year and I [5:19] think it'll be bigger and better than [5:21] other years. So, as I talked to them, [5:24] they seem to have some surprises for us [5:26] for next year. So, it's looking like the [5:28] 10th anniversary is going to be even [5:31] better. So, um then I would also [5:34] recognize uh Melanie Mullen, who is the [5:38] owner of Saskade Collective. They had [5:40] their grand opening last uh Friday, [5:42] August 21st on Main Street. Uh I was uh [5:46] fortunate to be there uh for cutting the [5:48] ribbon. Um so, congratulations to [5:50] Melanie. Um Emily Yan uh the CE CEO of [5:54] Saskmade Products was also there as [5:56] well. Um so she was uh very impressed [5:59] with Humbult when I talked to her. Um so [6:02] it was nice to have them as an [6:04] additional business downtown in Humbult. [6:07] Uh so they have Saskmade products uh [6:09] from food to household items to artwork [6:12] etc there. So it was uh nice to be uh [6:15] have that addition to our downtown area. [6:17] So, congratulations to Melanie and [6:19] welcome to the humble business [6:21] community. [6:22] Okay. Thank you. [6:25] Okay. We have item number five, nuts to [6:30] approve. So, I'll be looking for a [6:32] motion uh to approve the regular meeting [6:35] of council minutes from July 27th, 2026. [6:39] So, I'll look for a mover and a seconder [6:41] to approve those minutes as presented. [6:43] Please, Councelor Jorgensson, councelor [6:45] Row, any further discussion, errors or [6:48] omissions that need to be brought to our [6:50] attention? [6:52] Seeing none, all in favor? Opposed is [6:55] carried. Okay. Then we're looking at [7:00] um [7:03] I think that's all we have. So, we're on [7:06] to item number six, and that's [7:08] delegation for this evening. So we have [7:11] uh um Lynette Zacharias is here from [7:14] Farming the Dell. So uh Lynette, the mic [7:17] is yours. Uh we've had your presentation [7:19] circulated ahead of time and I think it [7:21] will be up on the screen as well when [7:23] you talk. So if you can just press the [7:24] button there. Yep. You're good to go. So [7:27] floor is yours. So thank you for coming. [7:29] » Thank you. Uh thank you all for having [7:31] me uh today to present a little bit [7:33] about farm in the Dell. um some of you [7:35] know a little bit about it and if you've [7:36] seen the presentation I apologize the [7:39] first slide did not have the logo for [7:40] some reason when I sent it in it didn't [7:43] download properly so I apologize for [7:45] that so I know you guys are really busy [7:47] so I'll try not to take too much of your [7:49] time but give you a little bit of a kind [7:51] of what farmadel is and and what we do [7:55] so our dividend is providing residential [7:57] and vocational opportunities for adults [7:59] with developmental intellectual [8:01] disabilities in Saskatchewan based rural [8:04] uh farm like study and our mission is [8:06] that we are a nonprofit that strives to [8:08] enhance the emotional, physical, [8:10] spiritual lives of people with [8:13] disabilities and through different [8:15] areas. So through residential, [8:17] vocational, residential uh services but [8:19] all in a rural environment. [8:25] So just a little bit of a background uh [8:28] short long story short uh farmadell uh [8:31] started as uh kind of at a fishing trip. [8:34] My parents had a fishing lodge in [8:35] northern Saskatchewan and this gentleman [8:37] LOL Bartles always came fishing and he [8:39] always wanted to know what we did and [8:41] what do we do for a living in this when [8:43] I'm not up there in the summer and I [8:44] told him I was an EA in the school [8:46] system and in Saskatoon and he said well [8:49] we had this place called Farmell that we [8:52] started he had sold all of their [8:54] McDonald's [8:56] that they had owned at one point and [8:58] they started this organization and so he [9:00] said if you're ever interested you [9:01] should come check it out you know we'll [9:03] help you get started. So, uh, 2007 we [9:06] went down to Indana [9:10] and we saw it and we're like, "Oh, this [9:12] would be perfect for Saskatchewan. We [9:14] don't have anything like this." And uh, [9:16] so we went from there and we were open [9:18] in 2010. He had told us it take 10 [9:20] years. So, I was like, great, got lots [9:22] of time, slowly get into it, but we were [9:24] open in less than three. So, it was a [9:29] wild exciting ride. Um, but that's kind [9:32] of where that all started. We are we're [9:34] not we're affiliated on their website, [9:36] but we don't use their policies and [9:38] procedures. It's more of just like a [9:39] family relationship with them. Um, so we [9:43] have our first home opened north of [9:45] Aberdine. Uh, we have 80 acres of land [9:48] out there. We have a uh we started with [9:50] a home of 10 in 2010 and then we grew to [9:54] another home uh in 2019 on the same [9:58] land. Um and we have a work program [10:01] there for 17 people that live there. Uh [10:04] we have technically we have three group [10:07] homes in a supportive independent living [10:09] within two two homes and then we have a [10:12] vocational day program and in that [10:14] program is where we do um we do a lot of [10:17] like um farming so greenhouse gardening. [10:21] We have a barn full of animals which [10:23] I'll tell you a little bit more as uh go [10:25] forward. [10:30] So we use kind of the care farming is [10:32] what they're kind of calling it these [10:33] days the term um for uh people with [10:36] intellectual disabilities. Um sometimes [10:38] you see for people on uh who are seniors [10:42] or youth at risk. Um this is the area [10:44] that we are are doing at this time. Um [10:47] we just opened uh we're just getting we [10:50] just started open in July uh at Bigger. [10:53] We opened a home on a farm uh bigger [10:56] which is so exciting. So we have 10 [10:58] people that live there uh in a duplex. [11:01] So we got five and five and we also have [11:03] another I think we're getting close to [11:05] about seven people coming for the day [11:07] program as well. So that's 17 people [11:09] that will live in that will work on the [11:11] farm and 10 that live there. So we're [11:13] right in the middle of transitions. Very [11:15] busy time uh but also really exciting. [11:17] We have about six of the 10 uh that are [11:20] moved in already. So this is a little [11:23] picture of our bigger location. As we [11:26] learned from the original Aberdine [11:28] location, you figure out, oh, what's a [11:30] style house we like? So we changed that [11:32] a bit. We've changed the work building [11:34] and our barn's going to start in about 3 [11:36] weeks being built so we can get that [11:38] going so we can get some animals in [11:40] there. [11:42] Uh that's the one side of the house. [11:43] That was the first day that people [11:45] stayed for the night. [11:48] Uh, and this is the home at Aberdeene or [11:50] the homes. Um, so our the barn was built [11:53] by the progress club. They donated [11:56] 150,000 over six years and that's how we [11:58] built the barn. Um, we get we're funded [12:00] by the ministry of of Saskatchewan [12:02] through CLSD, the community living [12:04] division. Uh, same as what Futuristic [12:07] would be here. And uh, so that's where [12:09] we get our funding for, but of course [12:10] you're not funded for the full [12:12] everything for the barn and the tractor [12:13] and the vehicles. So that's where a lot [12:15] of our fundraising goes towards those [12:17] those items. [12:19] Uh so I talked a little bit about this [12:21] already. I did I jumped ahead on my my [12:24] slide, but that's kind of what I do [12:25] sometimes when I start talking and I'm [12:27] excited about something. [12:29] Uh so our main three objectives are to [12:31] have a safe and loving home, a [12:33] meaningful meaningful productive work, [12:35] and an active social life. And I always [12:37] joke around that their social life's way [12:39] better than mine. That is for sure. they [12:42] are always out and about doing something [12:44] and having a good time in the community. [12:45] That's a big thing is being a part of [12:47] the community of bigger or being a [12:49] community of Aberdine. Um and Saskatoon [12:52] has become kind of because Aberdine is a [12:54] smaller community. Um Saskatoon is also [12:57] quite quite invested with us. [13:00] So we do lots of different social [13:02] skills, life skills, learning together. [13:04] Uh it's one big family, you know, even [13:07] between the two the two locations we we [13:10] share staff. I got staff that go to uh [13:12] bigger to help work on that process of [13:15] the transition so that it runs smoothly [13:18] and effectively as possible. [13:20] Um residents learn different skills uh [13:24] each day. Uh so if it's in their garden, [13:27] I didn't know you could grow gardens on [13:28] a thing like that. Did you know that? I [13:30] don't know. That's not my area. But they [13:33] do great things. They grow these huge [13:35] pumpkins. Um, and if there's stuff that [13:37] we can't eat or we don't we've, you [13:40] know, canned enough pickles to sell to [13:42] people, we will give back to the food [13:44] bank to or to like uh Saskatoon to the [13:47] soup kitchen or that kind of thing in [13:48] our way to give back to the community [13:50] that gives to us. [13:52] Uh, we like to uh do lots of different [13:54] things. So, you can see one the [13:55] gentleman there, his name is Noah. We [13:57] try to get them involved. So, he's [13:59] greasing the tractor. You know, things [14:01] that they can all do. There's always [14:03] something that we could do. Our [14:04] greenhouse program, I'd say, is our best [14:06] for that because everybody can do [14:07] something. They can fill the pots, they [14:09] can water, they can plant. Um, and it's [14:12] our our best uh way to get involved in [14:14] the community as well. We do all the [14:16] flowers for the town of Aberdine. We're [14:18] hoping to do some of that with the town [14:19] of Baker as well. [14:22] We love our animals. Uh we have kind of [14:25] like an alpaca. [14:28] We have a miniature horse, Elvin the [14:32] sheep. We got like one of each almost [14:34] like in Noah's arc but not quite. Uh we [14:36] got some little rabbits, everything like [14:38] that. So it gives them meaning every day [14:40] to get up, go to go check on the [14:42] animals, see how they're doing, you [14:44] know, pick pick the eggs from the [14:46] chickens and they get all excited to see [14:48] how many are there that day. So it's [14:49] bringing those kind of things. That's [14:51] what we get up for every day. Everybody [14:52] needs something to get up for and [14:54] something to do. And Saskatchewan's a [14:56] real province, and I think it's a really [14:57] big part of it. A lot of individuals [14:59] grow up um you know in a small town or [15:04] you know they or they need a smaller [15:06] quiet environment. This provides that [15:08] for them. We now have people coming from [15:11] um our our bigger location. I think our [15:13] furthest away is like 4 hours. The [15:15] family is just like no this he grew up [15:16] on a farm. He used to live on a farm. [15:19] We're not going to be there forever. And [15:20] they've moved him there because that's [15:22] what he knows. [15:25] Again active social life. We're at [15:27] hockey games, football games, you name [15:30] it. Uh just experiencing everything that [15:32] the community has to offer. [15:35] So we serve uh anybody who has an [15:37] intellectual disability. Uh we're also [15:39] seeing a lot of combinations of mental [15:41] health and disability. Uh that's changed [15:44] um over time. Uh we have a wide wide [15:47] range of abilities. Um and uh person- [15:51] centered supports. That's our big thing [15:52] is to be person centered. What works [15:54] best for this individual? that we're [15:56] supporting [15:59] um program successes, increased [16:00] confidence, improved well-being, sense [16:02] of pride, um you know, health [16:05] improvements. We've seen people who have [16:07] lost 100 pounds coming because they were [16:10] had something to do and they were busy [16:12] just just going for walks and being [16:14] active on the farm and gardening. Um [16:16] we've seen huge huge uh successes and [16:20] safety for individuals. We have an [16:22] individual who who if they were in town [16:24] but say they they they can cover little [16:26] trips but to live would be very [16:28] dangerous for them just for the safety [16:30] of the traffic and things like that. So [16:31] the farm gives a different aspect of [16:34] life for them and safety. [16:36] Um why oh yeah that's that's perfect. [16:39] Yes. [16:41] Um so mix like I said with CLSD funding [16:44] and nonprofit uh we do lots of you know [16:47] fundraising efforts. um are between our [16:50] two uh locations, we're at about 3.1 [16:53] million in funding um annually and in [16:56] our operating um we employ 40 staff at [17:00] Aberdine currently. I think we're the [17:02] biggest employer now in Aberdine other [17:04] than the school. We're pretty close to [17:06] them and uh bigger right now sitting at [17:08] about 15 which will increase as as time [17:11] goes on. So probably be hitting the 20 [17:13] to 25 mark in time. So, we're a good [17:16] also a good employer in the in the [17:18] community. [17:21] Um, you can go to the next one. [17:24] Um, so somebody has to be a client of [17:26] CLSD. Uh, they have to have an [17:29] assessment. Um, if they want to live in [17:31] a group home, they have to be assessed [17:32] at a level three. I'm not sure if some [17:34] of you are familiar with this. So, these [17:36] are just all the different criteria. So, [17:38] it's not like, okay, here's a list of, [17:40] you know, 50 50 people, which is usually [17:43] what a weight list isn't about. Um, it's [17:45] not whoever there, it's who's the best [17:47] fit for that spot or who's the best fit [17:50] to live together or in this home or is [17:52] this a female home only or is it a mix? [17:55] You know, that kind of thing. We're [17:56] always looking at different different [17:58] things there. [18:00] Uh, Crystal Lynn uh she's been with us [18:03] uh since 2019 and when she came she was [18:06] being restrained about I would say [18:08] average of five times a day and now it [18:11] never happens. She's she is a member [18:14] productive member of society. She came [18:16] from the foster care system and I still [18:18] today cannot believe some days I see the [18:20] things that she's doing that we would [18:22] have never imagined. So it's it's really [18:24] neat to see Jennica there. She she came [18:27] she was living with grandma raised her [18:29] and did her best and wonderful way woman [18:32] but you know she could understand [18:34] everything that she was saying. Now when [18:37] she came to us she didn't speak and now [18:39] she's telling people off. So, it's quite [18:41] something. She just her whole vocabulary [18:44] every day. I'm like when I go see her, [18:46] I'm like, I can't believe you just said [18:47] that all to me. Clear clear as day [18:49] sentences. So, they they get to move out [18:52] like their siblings, right? They get to [18:54] go and have that life that they're proud [18:55] of as well. [18:58] Um, just some quotes from parents. Uh, [19:00] parents are just so thrilled for having [19:02] this opportunity for their child, safe [19:05] place that they they can, you know, know [19:07] that their child is taken care of. [19:12] Um, I see the video. Joy, I don't know [19:14] if the is the video going to work. [19:18] It didn't download with it, did it? No. [19:21] Okay. Um, this is uh his name is Adrien [19:24] Hamillain. He's from the RM and [19:26] Aberdeene. And he just talks about how [19:28] excited it was when they had people come [19:30] to their community uh when Farmell came. [19:33] He he rents the land from us. He is the [19:37] fire guy, the the emergency guy [19:40] otherwise to he does everything and he [19:43] just talks in this video about uh what [19:46] farms has brought to the Aberdeenan [19:48] area. So I'm sorry that yeah I just [19:50] didn't download when I sent it. So and [19:53] that might be the next one too. Uh so [19:55] different job opportunities. Um so each [19:58] home has a site each location has a site [20:00] manager then they have uh team leads and [20:04] then there's a direct support workers [20:06] all working together to support people [20:08] um maintenance positions you name it [20:14] um what makes successful a successful [20:16] farm in the Dell community support uh [20:18] government support operational funding [20:20] and capital so when we built bigger we [20:23] put also uh the town of bigger put in uh [20:26] capital funding as well. Um, different [20:29] partnerships in the community through [20:31] land donations. Uh, Western sales at [20:34] Bigger, they just let us use a tractor [20:36] until somebody comes and buys it. I [20:38] like, okay, that's great. So, different [20:40] stuff like that. There's so many [20:42] different ways uh to to get creative uh [20:45] working with the community. Uh, we have [20:47] a dedicated board of directors um you [20:50] know, anything from accountants, [20:51] lawyers, anything just to make it run [20:53] smoothly and make sure I don't get in [20:55] trouble. Right. I need that. you need [20:57] you need that help from all areas uh [20:59] when you're working in in nonprofit. [21:04] Um how could Barnadel impact the [21:06] community? Um sorry this should not say [21:08] bigger because this was from before. Um [21:10] say humbult is partnership partnerships [21:14] inclusion building relationships [21:16] providing jobs um individuals using all [21:19] the services employment and providing [21:22] those agricultural experiences for [21:23] individuals. [21:27] And I'm guessing this video is not going [21:30] to work. I can always send it if you [21:32] guys need it. Just kind of gives you a [21:34] visual of it. I can I think what I can [21:37] do is send it as a just that video [21:39] itself and it might send better [21:42] » Just a email link and we could look at [21:44] it. [21:45] » Perfect. I'll do that. Okay. Thank you. [21:47] So that is my spiel for you guys on on [21:52] the farm. Um I know I hope I didn't go [21:55] over my time. Um and did you guys have [21:59] questions? Is that something you would [22:01] do? [22:01] » Does anybody have questions? Go ahead. [22:02] Councelor Machesky. Well, actually I [22:04] have a comment. Um, so there's a young [22:06] lady originally from Humbled who is [22:08] moving to Aberdine to live and work. And [22:11] I had the opportunity to speak with her [22:13] mother [22:14] » Who gave me an overview of the program [22:16] and just the excitement that she came [22:19] forward with and how pleased they are [22:22] with the program. [22:23] » Oh, awesome. [22:23] » So, I'm really hoping that we can do [22:26] » Get something going in Humble. So, thank [22:28] you. [22:28] » Awesome. [22:29] » Great. That's great to hear. Yeah. I [22:31] mean, I think Humbult's a great [22:33] community for something like this. Um, I [22:36] I mean, what you guys all do, what I [22:38] hear about all the time, I just it's uh [22:41] it'd be a really neat partnership if we [22:43] could do something in the future. [22:45] » Okay. Um, [22:47] I know when we had our original Zoom [22:49] call that you uh I know with Jarrett uh [22:53] you had uh said you were going to be [22:55] talking with the the folks at [22:57] Futuristic. [22:58] » I Yes, you brought them on board. I I [23:01] assume. [23:02] » Yeah, I had a great great visit there. [23:04] Yeah. [23:05] » So, what would be the next steps? Yeah. [23:08] » Do we do we look is there something we [23:10] can do from the city's point of view or [23:12] how do how do we get the ball rolling? [23:15] » Um what we did I'll just give you an [23:17] example of how bigger kind of got going. [23:19] So, um we started it was a family that [23:23] originally came to it so a little bit [23:24] different but then we presented to the [23:27] town like this. um got the RM on board, [23:31] got the city on board, and when we had [23:34] that to say, hey, the RM's going to [23:37] support this, the city's going to [23:38] support this, other communities of [23:40] around the area would support this, then [23:43] we can talk, meet with our board and [23:46] say, okay, now where are we going to go [23:47] from here? Because what we can do then [23:49] is put forward a proposal to the [23:52] government of Saskatchewan, Ministry of [23:54] Social Services. They're looking for [23:56] stuff like this, right? because they [23:58] want they they want the agricultural [24:00] part. We're starting to see a lot more [24:03] um positiveness in that area. Um so we [24:06] would start kind of with that have a [24:08] meeting and then go from there to the [24:10] next steps. But the biggest thing is [24:11] like showing like hey here's a letter of [24:13] support from the city here's this then [24:15] we can do also a town what I've done in [24:18] other places then we had a a meeting in [24:20] town and we invited whoever wanted to [24:22] come to learn about the farm and I do a [24:24] little bit of a longer a little longer [24:26] version with a video yeah and have that [24:29] time for people to ask questions. [24:31] » We get people's like emails if they're [24:33] interested in the project you know how [24:35] would you want to help how would you [24:36] want to do this? Um talk about what the [24:39] number is. is the government told me [24:40] they're going to get back to me on an [24:41] exact number of capital percentage they [24:44] want on a project. So this build was 3 [24:46] million for the house and the workplace. [24:49] The land was donated by the town of [24:52] Bigger. Um so here's the price. It's 3 [24:55] million. You have to raise, you know, [24:57] 10% 20% whatever it is. So they're going [25:00] to get back to me on that and then we [25:02] know what we would have to do for [25:04] fundraising. [25:06] Okay, that sounds so maybe what we'll do [25:10] is uh I know you're already got have a [25:13] uh communication channel with Jarrett [25:15] set up. uh [25:16] » If you want to maybe work through [25:18] Jarrett and then we can you know proceed [25:21] on whatever you think the next steps are [25:23] and then I think uh like I said if you [25:26] want to look at doing a more of a public [25:28] meeting and uh getting involved with [25:30] more of the community [25:32] » Um have you reached out to the RM at [25:34] all? Is that something [25:38] » Yeah, I have reached out to the RM. Um I [25:40] know Karen was going to look into some [25:42] things for us but uh still waiting to [25:44] hear back. Okay, good. Yeah, it would be [25:46] I think they would probably need to be [25:48] on board with it and then [25:50] » Definitely [25:50] » The community at large as well. I mean [25:53] just us in this room if we don't have [25:56] the support of the community I think is [25:59] very important as well to get something [26:01] going. But I it looks like a really [26:03] marvelous program. I think it's [26:05] something that uh [26:06] » And if you want to come tour [26:08] » Just let me know and I can tour you [26:10] around. We're not far from you guys from [26:12] here either. It's about maybe an hour if [26:14] that. So get staff actually driving [26:16] there. [26:17] » Aberdine would probably be the closest [26:19] and the most logical I think because [26:21] it's been around a little longer. [26:23] » Yes. It's a it's the perfect one to come [26:24] and tour cuz we're really settled there. [26:26] » I did see your uh your I think it was on [26:29] CTV news a couple of weeks ago. Was that [26:31] CBC? Yeah. [26:33] » Yes. [26:33] » It was very informative uh news program [26:36] on it stuff. So it was good. [26:38] » Perfect. [26:38] » So great. [26:40] » Hey, thank you so much. [26:41] » Any further questions? uh for Lynette [26:43] before she goes on her way. So, so yeah, [26:48] thank you for coming and sharing your [26:50] story with us and uh we'll look forward [26:52] to uh maybe doing something in the [26:54] future on this. [26:55] » Thank you so much. [26:56] » Okay. Thank you. [27:01] Okay. [27:06] Correspondence. [27:08] » That's the [27:08] » Oh, a motion to accept. Sure. Can I get [27:11] a mover in a second to accept her [27:13] presentation, please? Councelor Scott, [27:14] Councelor McGinness, all in favor is [27:17] carried. Thank you. [27:19] Okay. Correspondence. Anything um there? [27:23] Nothing. [27:25] And uh so we're down to uh items [27:30] received for information only. So we [27:33] have the central area transportation [27:35] planning committee. Uh so let's I'll [27:37] look for a mover in a seconder to adopt [27:39] the minutes from the regular and special [27:41] meetings of the central area [27:43] transportation planning committee held [27:45] uh April 22nd 26 and the executive [27:47] committee report dated June 24th 2026. [27:51] So move her in a second, please. [27:52] Councelor Cordy, seconded by councelor [27:54] Row. Any further discussion? Go ahead. [27:58] » I just have a question about the [28:01] committee. Um [28:03] I noticed like there are no like are [28:06] these elected roles? Um because I I did [28:09] see in these minutes like they do [28:11] address highways that kind of attach to [28:14] the city of Humbult is my understanding. [28:16] So, I'm just wondering if we ever have [28:18] any say or any opportunity to [28:20] participate in these meetings. [28:24] » You want to take this one? [28:25] » Do you have answer to this, Peter? [28:29] » Do you have any answer to this? Both. Um [28:33] my understanding is um [28:37] this is um there's a the two um groups [28:42] were involved to the one that's not [28:44] really connected to us. So we're in the [28:48] group regionally that's more I believe [28:52] north of here from my understanding. Uh [28:57] yeah, PA and some of those areas where [29:00] this one is even though it's kind of on [29:03] the highways that we drive every week, [29:06] we're not really a part of this group, [29:08] but we just get the minutes to uh Yeah. [29:11] So [29:11] » I believe we buy membership to this. [29:13] Yeah. But we are actually not a voting [29:15] member. [29:15] » We're not a voting member on this [29:17] committee. So we get the reports. we got [29:19] to see. I suppose if we really wanted to [29:21] make suggestions to them that we are a [29:23] member, we could uh probably send them [29:26] you know [29:29] correspondence I guess to if we have [29:32] really pressing issues say for highway [29:34] five or that type of thing. So uh [29:37] council cordy did you have anything? I [29:39] think you were kind of [29:43] » Yeah. Yeah. [29:47] Yeah. So we are associate members. So [29:51] that's why we get the minutes. So [29:54] hey, does that answer your question? I [29:56] know it was a little vague, but it's [29:58] something that maybe uh we can task our [30:01] new city manager when [30:04] they get on board that we can maybe look [30:06] at uh doing a little more exploring onto [30:08] that at some point. So [30:09] » Yeah, just to see if it's worthwhile and [30:11] maybe it's not being involved, but maybe [30:13] perhaps it is. [30:14] » Yeah. And I mean, it's uh when you read [30:17] the minutes, they're doing some good [30:18] stuff, it seems. If you have uh concerns [30:22] about different uh highways and that [30:24] kind of stuff, it's good to have a [30:26] voice, I guess. So, okay. So, we have a [30:30] mover and a seconder in place. All in [30:32] favor? [30:34] That's car. [30:38] Okay. Uh the next item is uh the [30:42] committee report. So, I will vacate the [30:45] chair and turn it over to the deputy [30:47] mayor to lead us through this portion of [30:48] the meeting. [30:50] » Thank you. Um, first we have the minutes [30:53] of the executive committee meeting held [30:55] August 10th of 2026. So, I'll call for a [30:58] mover and a seconder to accept them for [31:00] information and file. Councelor [31:04] Machesky, councelor McInness. Any [31:06] errors, omissions, additions? [31:08] Seeing none, all in favor? [31:13] the um minutes of the Humble Bronco [31:16] Memorial Committee meetings held May [31:18] 27th, 2026 and June 24th, 2026. I'll ask [31:24] for a motion to receive those um for [31:27] information and file. Councelor Cordy, [31:31] Councelor Jorgensson, any errors, [31:33] permissions, comments? Seeing none, all [31:35] in favor? Carried. Thank you. [31:39] Next minutes from the RIA Waste [31:41] Management District U board meetings [31:43] held April 28, 2026 and June 30th, 2026. [31:48] I'll ask for a motion to accept those [31:51] for information and file. Councelor Row, [31:54] Mayor Mitch, any comments, questions? [31:57] Seeing none, all in favor? Carried [32:02] to the bylaws. [32:04] We have a recommendation from the market [32:07] development manager with respect to [32:09] bylaw 08 of 2026 um wastewood [32:13] development westwood development phase 2 [32:17] residential and uh please proceed with [32:20] that. [32:23] » Um so the recommendation is that this [32:26] report is accepted for information [32:27] filed. Um, in the background, the city [32:30] of Humbled has received an application [32:31] from Westwood Developments to reszone [32:33] the portion of lands uh 157885015 [32:37] from future urban development to [32:39] lowdensity residential uh pursuant to [32:42] sections 46,76 and 207 of the planning [32:44] development act. Amendments to the [32:46] municipality zoning bylaw must be [32:47] adopted through bylaw amendment and the [32:50] uh public hearing process. So, our [32:52] current situation, so in order to create [32:54] the phase 2 subdivision, we need to [32:56] allocate the uh proper zoning prior to [32:58] the subdivision being registered. Um, so [33:02] what I'm asking for is to uh sorry, [33:06] that will um essentially continue the uh [33:09] R1 zoning on the new 23 lot creation in [33:13] phase two of the Westwood developments. [33:15] I am requesting that we receive our [33:17] first uh reading of this bylaw and I can [33:21] take any questions in it regard [33:27] and I have a motion to receive that [33:29] report for information and file. Council [33:31] Jorgensson [33:39] are there any questions concerns? Seeing [33:43] none, all in favor [33:46] to the um first reading of the bylaw 08 [33:51] of 2026. [33:57] And so um I ask for a mover and a [34:00] seconder to read the bylaw for the first [34:01] time. Mayor Mitch secondary councelor [34:05] Sir Macheski [34:10] there's um at this point no uh [34:12] discussions so I'll ask all in favor [34:17] thank you [34:23] next we have a recommendation for the [34:25] director of corporate services um city [34:27] clerk uh bylaw regarding the record [34:30] retention and disposal [34:32] Please proceed. [34:33] » Thank you. The city of Humboldt is [34:35] updating its 2003 records retention [34:38] bylaw, which no longer reflects the [34:40] current digital recordkeeping practices, [34:42] the privacy requirements, or risk [34:44] management standards. Under the city's [34:46] act, the city must maintain an official [34:48] schedule for managing, storing, and [34:50] destroying municipal records. The [34:53] proposed bylaw would repeal and replace [34:55] bylaw number 06203 [34:58] and adopt an updated provincial record [35:00] and retention disposal schedule from the [35:02] Ministry of Government Relations. This [35:05] will give staff a clear direction for [35:07] managing both paper and digital records, [35:10] help uh close the compliance gaps, and [35:12] reduce legal and privacy risks. There's [35:14] no financial implication at this time, [35:16] and this report is being presented for [35:18] information in file. [35:22] And I have a motion to receive that [35:23] report for information at all. Councelor [35:25] Sumacheski, [35:27] Councelor Cordy. Any questions? [35:31] So this would Oh, sorry. So this would [35:34] bring it into line with the approach [35:36] that the whole province is using on [35:38] this. Thank you, Council Ro. [35:42] » Yes. I was trying to scroll through and [35:44] find the section. Um, as a historian, [35:47] always concerned about the destruction [35:48] of records and um [35:52] I guess in around page 78 I'm wondering [35:57] how some of that will be regulated and I [35:59] also had a question about industry [36:00] standard which you asked Miss Scott so [36:02] that was asked for me but if I go to [36:05] page 78 here just give me a second sorry [36:15] I think it had to do with the length of [36:18] time and then once that as uh for [36:22] example I think it was a building that [36:24] once it's no longer um in use or [36:27] something to that effect 10 years from [36:29] that point then the records can be [36:31] destroyed. So how is that going to be [36:32] regulated I guess how much time might [36:34] that consume in from staff I guess is my [36:37] concern. [36:38] » Um so I can't say that we're going to be [36:41] that efficient that after 10 years we're [36:43] going to destroy that record. We do a a [36:46] review every like this year we did go [36:48] and do a complete review and so we did [36:51] destroy 115 boxes or 120 boxes of [36:55] documents so it was well overdue and so [36:58] it's going through all those documents [37:00] so it's timeconuming [37:01] » Yeah I did find it was architect's [37:03] drawings lifetime of facility structure [37:05] plus 10 years okay fair enough thank you [37:10] » I guess to that point is there a way [37:13] that like you were talking about [37:14] architectural drawings and stuff like [37:16] that to have some of those records [37:18] transferred to the museum for permanent [37:21] uh [37:23] I guess uh preservation. [37:26] » We are definitely looking at at a whole [37:29] working together and even getting a [37:31] scanner. We've talked or within all of [37:35] our departments trying to get some type [37:37] of scanning documents that someone can [37:40] keep these permanently. [37:43] » Okay. [37:44] Good. I think that's a great idea. I [37:46] mean, First World War service records [37:48] have been scanned and so that's a great [37:51] for history guy, a great read, but maybe [37:54] not for anyone else. But certainly, [37:55] Jennifer, I think I'm on the same page [37:57] with you with that and hopefully we can [37:59] retain some of those things that might [38:00] have cultural significance. [38:03] » Okay, any other questions? Seeing none, [38:05] call a question on car position to do [38:10] all three things with respect to this [38:11] bylaw. Um so first I'll ask for a mo and [38:15] a second here to do the first reading of [38:17] bylaw number 09 of 2026 [38:21] councelor McKinnus councelor chroen [38:26] all in favor carried [38:30] I'll ask a mover in a seconder to read [38:32] the bylaw a second time [38:35] mchor [38:38] cordy [38:40] any questions [38:42] two. Seeing none, all in favor carried [38:49] um [38:53] so um I'll need um ask for a motion to [38:57] give all three readings of the bylaw at [39:01] this time. Can I have a mover to that [39:02] effect? Councelor Row, second councelor [39:06] Sicheski. [39:07] All in favor carried. [39:12] Lastly, [39:13] um I ask for a motion uh to do a mover [39:17] and a secondary to do third and final [39:19] reading of by number 09 2026 [39:24] cordy. Councelor McInness. All in favor? [39:28] Carried. Thank you. [39:32] Next, with respect to the [39:33] recommendations of marketing and [39:34] development manager regarding bylaw [39:37] number 10 of 2026 regarding the 12th [39:40] Avenue right away and narrowing of [39:43] narrowing and consolidation. Um, would [39:45] you please proceed with that report? [39:48] » Sure. So, our current situation, the [39:50] plan of proposed subdivision provides [39:52] for the subdivision of parcel S and the [39:54] consolidation of a portion of the [39:56] adjacent 12th Avenue rightway. Um this [39:58] is outside of the existing rightway for [40:01] the road. This is another little chunk [40:03] that was uh allocated on the property [40:06] line. Um the subdivision creates two [40:09] parcels identified as parcel AA and BB [40:12] with areas of approximately 1.1 acres [40:14] and 0.99 acres respectively. The [40:17] existing municipal rightaway adjacent to [40:19] the parcel is currently 7 m in width. Uh [40:21] the proposal will reduce the width of [40:22] the rightway to 4.5 meters and [40:25] consolidate the remaining 2.5 meter wide [40:27] strip into parcel S. The retained 4.5 [40:30] meter corridor corridor will remain [40:32] under municipal ownership while surplus [40:34] lands will be absorbed into the adjacent [40:36] parcel. Um this will have no impact on [40:39] the current use in that area and will [40:42] have very little impact in the future. [40:45] So I can take any questions on this [40:48] bylaw if you would like. Okay, we need a [40:50] mover and a secondary to accept that [40:52] report for information and file. [40:54] Councelor Jorgensson, councelor Row, any [40:57] question? [41:01] » Um, is there's a walk trail there, [41:04] right? That's correct. And that it [41:06] wouldn't be affected. That's correct. [41:09] Okay. I thought I thought it was farther [41:11] away from the roadway and up against [41:13] that border there, but Okay, perfect. [41:17] Any [41:18] other questions? [41:20] All in favor? Carried. So, and I only to [41:25] do first reading with respect to this. [41:27] So, I'll ask for a mover and a seconder [41:29] to read by number 10 of 2026 regarding [41:33] the 12th Avenue right ofway narrowing [41:35] and consolidation. Councelor Cordi [41:38] seconder. Councelor Seracheski. All in [41:46] » Return the chair. [41:50] » Thank you. Uh so we're moving on here to [41:54] new business. So uh item number 10.1. [42:00] Um, so this is a recommendation from the [42:03] director of community and leisure [42:05] services on the uniplex rental and rates [42:09] policy number [42:11] uh 10 10,000. So I'll look for a mover [42:14] and a seconder that the proposed [42:16] revisions to policy uh 10,000 uniplex [42:19] rental and rates policy be approved as [42:22] presented. So move in and a seconder [42:23] please. Councelor Scott seconded by [42:26] councelor Row. [42:28] any discussion on that or go ahead with [42:31] your report first and then we'll have [42:32] discussion after. [42:33] » Thank you. Um so yeah so the reports [42:35] before you uh we had brought this report [42:37] or this pilot policy back in June uh and [42:40] made some larger changes uh including [42:42] rates for 27 28 and 29. Uh as we went to [42:45] implement some of the rates into our [42:47] booking system, uh it became clear that [42:49] uh due to how PST and GST are um treated [42:54] across the different drop in versus [42:56] leisure pass, uh it actually threw our [42:58] numbers out of whack. Um so we reviewed [43:01] those. Um the proposed pricing model [43:04] that we had had originally presented in [43:06] June um is still intact. The primary [43:08] objectives are still intact. Uh one was [43:10] to reduce individual drop-in admission [43:12] rates to improve affordability, [43:13] encourage casual participation uh as [43:15] well as to align our leader passes um [43:18] with other communities um by [43:19] transitioning from a previous pricing [43:21] model uh of five times the equivalent [43:23] drop in rate to six times the equivalent [43:25] drop in rate. Uh so we we sought to keep [43:27] those um priorities intact um with the [43:31] slight changes that we're proposing here [43:33] tonight. Uh also through our review, um [43:36] we decided to change to propose some [43:38] revisions to the value offered to [43:40] residents who are making longer [43:41] commitments in leisure passes. Um so our [43:44] six-month leisure pass would move from [43:45] approximately five times five sorry five [43:48] and a half times the monthly pass rate [43:50] to five times. So instead of getting [43:52] half a month for free when you bought a [43:54] six-month pass, you get you'll get a [43:55] full month for free. uh as well as the [43:57] 12-month pass would go from um receiving [44:00] two months free, the 12-month pass to [44:02] three months for free of the 12-month [44:04] pass. So, um essentially trying to [44:06] ensure that we're not pushing the casual [44:09] users out um but also not wanting to [44:11] penalize those who are are committed to [44:12] to our long-term leisure passes. So, uh [44:15] we apologize for the error uh in the [44:17] first um rendition of this report back [44:19] in June. Um but we hope we've uh we're [44:22] confident we've corrected the that error [44:24] this time around. We have any questions? [44:26] doesn't have to answer. [44:27] » Okay. Questions for the director. [44:30] I [44:30] » Think we had some good disc Oh, go [44:31] ahead. Yeah. [44:32] » That was the only change. Was there a [44:34] change about that? Uh [44:36] » The uh like if someone wants to run to [44:38] the Labor Day, what's uh [44:40] » Right now? Yes. Yeah. Sorry, I I [44:42] apologize for not highlighting that. [44:44] » Um yes, we did um we introduced uh the [44:47] stat statuto [44:49] statutory holiday uh rental search [44:51] charge um previously. uh currently or in [44:54] the past the the aquatic center was [44:56] charging that time and a half. Um we we [44:59] sought to bring that across the board. [45:01] Um again while we were going through [45:03] some of the actual rental cases uh we [45:05] realized that in some cases it was [45:07] extremely um undefensible. Why would we [45:10] would charge that much more uh for a [45:13] rental? Um, so we have uh and pro [45:15] proposed that instead of just going [45:16] instead of one and a half times uh that [45:18] the search charge would just be a $50 [45:20] per hour search charge and that would [45:21] cover all administrative costs and that [45:22] would be straight across the board. So [45:24] that worked out better than the time and [45:25] a half. [45:27] » So I guess the question was uh thank you [45:29] for that. um if the life of this policy [45:33] is quite long, I think the last one was [45:35] something like 9 years, right? The [45:37] inflationary costs on labor and so on, [45:40] right? Uh eventually maybe we're not in [45:43] cost recovery anymore. So I guess that [45:44] was just the only concern I might have [45:46] if maybe we need to do the policy [45:48] refreshed more often so we don't run [45:50] into that situation. [45:51] » Yeah. So what we did we we've set rates [45:53] for now for 27, 28, and 29. Um we'll [45:57] look to bring this policy back annually. [45:59] So then we'll review. So even the rates [46:00] that were set for 28 and 29, if we find [46:03] that um inflation, other cost drivers [46:06] are going to impact that, we'll make [46:07] sure we bring it back again in 27 so we [46:09] can review and make sure those are still [46:10] good and then add the next year and [46:12] hopefully just continue to snowball that [46:13] way. [46:14] » Excellent. Thank you. You're welcome. [46:15] » Okay, that's good. [46:18] Okay, so we have a mover and a second. [46:22] Uh any further questions? All in favor? [46:27] Opposed? Car. Thank you. [46:30] » Okay. So then we're on to 10.2 [46:36] uh which is a recommendation from the [46:38] director of community and leisure [46:39] services uh on the urban forestry [46:42] strategy and asset management plan. Uh [46:45] so the RFP award so I'll look for a [46:47] mover in a seconder the council award [46:49] the RFP number 20267 [46:54] cls uh for the urban forestry strategy [46:57] and asset management plan to green drop [47:00] tree care for a total consultation fee [47:03] of [47:06] 173,120 [47:08] including GST and authorize [47:10] administration to finalize the [47:12] professional services agreement and [47:14] proceed with the project. So move a [47:17] second or be [47:19] councelor Cordy seconded by councelor [47:21] Servicheski. Go ahead. [47:23] » Thank you very much. Um so the city of [47:25] Humble is successful in receiving [47:26] funding through the Federation of [47:28] Canadian Municipalities Growing Canada's [47:30] Community Canopies Initiative um under [47:33] the Green Municipal Fund uh that was [47:35] received uh several months ago uh and [47:37] led to this RFP being issued. Uh the RFP [47:40] was issued on July 15th um with [47:43] proposals required to be submitted by [47:44] August 5th. Uh we received five [47:46] proposals uh for this project. The [47:49] project will essentially integrate urban [47:51] forestry planning, asset management, [47:53] climate resilience, policy development, [47:55] and community engagement uh into what [47:57] will be our leading action document [47:59] moving forward with our urban forestry. [48:01] Um currently we have an urban forestry [48:03] bylaw. We have some policies. Um we do [48:06] some internal work within our urban [48:08] forestry. We contract a lot of work out, [48:10] but we really don't have a cohesive [48:12] action plan to drive that strategy [48:14] forward. Um, and we've been struggling [48:16] with trying to do that inhouse over the [48:17] last couple years. So, when this uh [48:19] opportunity came up to to apply for [48:21] funding through um the green municipal [48:24] fund, uh we took advantage of that [48:27] um and we're very happy uh that we got [48:30] were successful with that grant. Uh it's [48:32] a 90% covered by the grant program. So [48:35] the other 10% is is our cost and that [48:38] 10% can be in staffing time. Uh we [48:40] anticipate there will be some staffing [48:42] time between myself uh other staff um [48:45] providing some direction uh as well as [48:47] our park supervisor. Um so there will be [48:50] no additional costs to the city. Uh it [48:52] will just be reallocating some staffing [48:54] time as needed. Uh the project is over a [48:57] 2-year period. So it's not that it's not [49:00] just uh in a short window. It'll [49:01] actually be spread out over a couple [49:03] years. um May of 2028 I believe is when [49:06] the the time frame is. Um back to the [49:09] RFP, we had five successful um [49:11] applicants that met the criteria. Uh so [49:14] those were all evaluated um because it [49:17] was a set grant funding amount. Um we [49:20] did not base our um we didn't we didn't [49:23] base the scoring on the value of the [49:26] contract cuz the contract was valued um [49:28] at what it was and each proponent had to [49:31] basically sell themselves as to why they [49:33] were the best and could bring the [49:34] greatest value uh for that fund. Uh in [49:37] the end green drop tree care um was uh [49:40] valued at the highest was scored the [49:42] highest uh and are being asked to award [49:44] this. We have worked with this company [49:46] in the past. uh they did our initial [49:48] pre-inventory uh several years ago. So [49:50] they are familiar with with Humbult and [49:52] with our urban or with our inventory and [49:54] we're able to provide a strong case uh [49:56] as to why we should look at them. Uh and [49:58] they are a prairie country or prairie [50:01] company. So they have uh an off head [50:03] office in Reginaina. Um so they're [50:06] they're very familiar with projects [50:07] around here. Uh they just finished a [50:09] project in Strasburg and they've done [50:10] lots of other small small community [50:12] stuff. So very familiar with our um [50:16] urban forestry setting in the province. [50:17] So if there's any questions, I'm happy [50:19] to answer, but we're excited to ask [50:22] council to approve this recommendation. [50:24] » Questions? [50:26] Yes, just a comment. It's nice when we [50:28] can obtain grants to do some of these [50:30] things so that we're uh not asking the [50:32] taxpayers to fund project. Good example [50:35] is the trail paving we just did in [50:37] Centennial Park uh where we were able to [50:39] obtain a grant to cover the cost of [50:41] that. So it was uh if anytime staff uh [50:44] feels free to go out and look for more [50:47] grants, we're we're probably all over [50:49] that. So yeah, so thanks for that. So [50:53] anyway, uh we have a mover and a [50:54] seconder. All in favor? And that Thank [50:58] you. [51:01] » Okay. [51:13] So we have the next uh report is uh [51:17] recommendation from the director of [51:18] public works for the tracked skid steer [51:21] tender. So I'll look for a mover in a [51:23] seconder. The council award the tracked [51:25] skid steer tender to GBE equipment for [51:28] the supply of a 2026 Kabota SVL753 [51:34] skid steer in the amount of $92,750 [51:39] plus tax. So move in a seconder please. [51:42] Councelor McGinness seconded by [51:44] councelor row. Uh go ahead muted. [51:48] » Thank you. So administration issued a [51:50] public tender on SAS tenders for the [51:52] replacement of the existing 2024 case uh [51:54] TR270 skid steer. Uh we had quite a few [51:58] quotations received. Uh each one did [52:01] have uh specific equipment [52:02] specifications and features on it and so [52:05] on and so forth. Uh we went through the [52:09] each individual unit and determined that [52:12] the Kabota SVL753 the 2026 model uh was [52:16] the best value to the city. Uh there was [52:18] a few that were lower price. However, [52:20] they are older models or slightly older [52:23] models and uh not the same features as [52:25] the K Cabota. So we believe that the K [52:26] Cabota is the uh best value to the city [52:30] for only a slight amount more. Uh when [52:34] we reviewed everything as well, uh this [52:37] happens to be from GP GBC, which is a [52:40] local vendor, which is great for parts [52:43] of a availability and repairs. Um, so [52:47] they have a good dealer support in this [52:48] area. [52:50] The actual cost of the replacement skid [52:52] steer after you add PST will be 98,315, [52:55] which is about 1,685 below the approved [52:58] capital budget of 100,000. Um, after [53:01] this, we'll once we get the new unit, [53:04] we'll look to sell our old unit uh on [53:07] the auction system that we use uh uh [53:10] Richie Brothers if I'm not mistaken. So [53:13] that and along with some other equipment [53:14] that we need to uh sell as well. So I'll [53:17] take any questions. Thank you. [53:18] » Questions for the director on this. Go [53:20] ahead, Council McGinness. [53:21] » Uh it's not necessarily uh unique to to [53:25] this particular report necessarily. Um [53:28] and I have brought it up before, but I'm [53:30] wondering I mean as as the director [53:32] mentioned uh being local including that [53:35] as part of the best value evaluation [53:38] when we're issuing tenders. The Chamber [53:40] of Commerce even had SAS builds come out [53:42] and present to the city. I think there [53:44] was one city councelor and the uh city [53:47] manager was there and they said yes, you [53:49] guys can absolutely include local as [53:51] part of your best value because the [53:52] city's prior argument was that that was [53:55] against legislation, but it is in fact [53:57] not. So, I'm just wondering um and [53:59] sorry, Peter, more a question for our [54:01] acting city manager if that's something [54:03] that could be explored because I think [54:05] there is value in using local companies [54:08] whenever possible in terms of sourcing [54:10] parts and our local companies are [54:12] dealing with their reputations in their [54:14] home communities. So, I think that they [54:16] really do step up to give quality [54:18] service and [54:20] goods. [54:25] Um, I'm kind of caught off guard to that [54:28] response. Um, definitely we can look at [54:30] it. Um, and hopefully the new city [54:33] manager can also assist. [54:36] » Okay, thank you. Okay, any further [54:40] comments on that one? Okay, so we have a [54:42] motion and a seconder. All in favor [54:47] you. Okay. And then we're up to the new [54:52] item that was 10.4 [54:57] believe. Yeah, 10.4. [54:59] Um, so this is a recommendation from the [55:02] director of community and leisure [55:03] services on the roofing tender awards. [55:06] So, I'll look for a mover in a seconder [55:07] that administration be authorized to [55:10] negotiate a contract for the replacement [55:12] of roofs 1, 2, and three at the Humble [55:14] District Museum [55:16] at a value of uh $236,180 [55:22] excluding GST in accordance with the [55:25] submitted tender and project [55:26] specifications to Atlas Epex Roofing [55:30] Saskatchewan Incorporated. Um, and [55:33] further that the administration be [55:35] authorized to negotiate a contract for [55:37] the replacement of roofs 45, five, six, [55:40] and 15 at the Humble Uniplex with a [55:43] maximum value of 532,830 [55:49] plus applicable taxes in accordance with [55:52] the submitted tender and project [55:54] specifications to Atlas Apex Roofing [55:57] Saskatchewan Incorporated and that [56:00] administration be authorized to explore [56:02] a sole source contract with Atlas Apex [56:05] Roofing. ing uh for a roof replacement [56:07] project at city hall with the intention [56:10] of bringing back a decision item to [56:13] council for review for a future meeting. [56:15] So move in a second or please councelor [56:18] Scott seconded by [56:21] uh counceloreski. [56:24] Go ahead Michael. [56:26] » Thank you very much. Uh I'll begin by [56:27] apologizing the council for the the [56:29] rushed report. Um, as you're aware, we [56:33] went to tender on this project uh at the [56:35] end of July. Um, the tender was extended [56:38] uh and then due to an error with our uh [56:40] miscommunication with our consulting [56:42] company um they extended it longer than [56:45] what we had agreed to. So, we had [56:48] instead of getting it last Thursday and [56:49] having lots of time to get the report in [56:51] or sorry, last Tuesday and getting the [56:53] report in the city uh acting city [56:55] manager's hands earlier, we didn't have [56:57] that closed until Friday. So, I didn't [56:59] have the information this morning. So, I [57:00] apologize for the rush. Um, but it [57:02] wasn't something we wanted to hold off [57:04] till the next council meeting because we [57:06] want to get on this right away. Uh, as [57:08] part of the 2026 budget, uh, council [57:10] approved, uh, that administration [57:11] proceed with tendering of roof [57:12] replacement work at both the UNILEX uh, [57:14] and the museum. Uh, Tri-C Pinnacle Group [57:17] was hired by the city to develop the [57:19] specifications for the project, consult [57:21] with respective contract contractors, [57:23] complete the on-site contractor visit, [57:24] and review tenor submissions. They'll [57:26] also work with the city uh to ensure uh [57:28] completion of the project to ensure [57:30] compliance and quality assurance of the [57:32] work being awarded. Um the project [57:34] generally consists of replacing uh of [57:36] specific sections uh flat sections on [57:38] these roofs. Um replacing the existing [57:41] roofing system on both buildings with a [57:43] twoly modified vigimous roofing system [57:46] together with associated carpentry [57:47] flashing, sheet metal, sealant and [57:49] related work. Uh prior to the tendering [57:52] uh we were informed um warned by uh our [57:56] consultant that due to the significant [57:59] increase in oil prices since the budget [58:00] estimate was provided to council in the [58:02] fall 25 that we should expect to see [58:04] higher prices submitted from the biders [58:06] for our roofing tenders. Um as noted the [58:09] tender was published published for 22 [58:11] days. Uh and we did result uh the result [58:14] was five contractors bidding on each of [58:17] the projects. Uh we had them bid [58:18] separately um so as to be able to award [58:21] them separately if needed. [58:23] Um the lowest um tenard price for both [58:26] projects was the Atlas Apex roofing. Um [58:29] the submission for the museum came out [58:31] at 222811 plus PST uh or plus taxes. Um [58:36] with a start date estimated start date [58:38] of October 1st and completion November [58:40] 11th. Um, and then also with the Atlas [58:44] Apex roofing on the Uniplex roof came in [58:46] at 52,668 [58:48] plus taxes with a start date uh of [58:51] October 1st and a completion date of [58:53] November 30th. Um, that company uh [58:56] following the review, our consultant uh [58:59] had no reason to not recommend um that [59:01] we go with Atlas. Uh they are a national [59:03] company, so they've got um they're doing [59:06] projects across the country. They've got [59:08] major setups in Saskatoon and Regina. So [59:10] there's confidence that they'll be able [59:12] to get the job done. Um they provided [59:14] all of their um sorry provided all of [59:18] their paperwork when it came to WCB [59:20] proof of insurance uh including say [59:23] additional assured uh and they're also a [59:24] member of Saskatchewan Roofing [59:26] Contractors Association which was [59:27] mandatory to be part of this process. [59:31] Um however when we get to the financial [59:33] implications uh obviously the costs came [59:35] in significantly higher than what we had [59:37] projected. Um our original projections [59:39] um back in the 20 uh in the fall when we [59:41] were developing the 2026 budget were [59:44] based on estimates uh that our [59:46] consultant the same consultant had done [59:48] when they did our full roof review of [59:49] the community um back in the in June of [59:52] 2025. [59:54] So we had budget 333,300 for the uniplex [59:58] sections uh 4, five and 6 as well as the [1:00:01] museum uh had a budget of 140,000. So, [1:00:04] combined we had 473,300 [1:00:07] um budgeted for roof replacements. [1:00:09] Uh as you'll notice in the implications [1:00:11] chart, um roof 15 of the Uniplex uh did [1:00:15] not have an approved budget. This was an [1:00:16] additional roof that we added after the [1:00:18] fact um due to safety concerns. Uh this [1:00:21] is the roof on the south entrance of the [1:00:23] arena. Um we're having we this this roof [1:00:26] was had some replacement work done back [1:00:28] uh I would say about 8 years ago. Um but [1:00:31] what we find what we're finding is that [1:00:33] there's not enough grip on the roof and [1:00:34] what we're getting is we're getting snow [1:00:35] load up there and then as soon as we get [1:00:37] melt thaw um that snow load's coming off [1:00:40] uh and we're and it's dropping large [1:00:42] large chunks of snow in front. Um we [1:00:44] tried some other um methods to try and [1:00:46] prevent that and weren't successful. Um [1:00:49] so we were recommended that we should go [1:00:50] this route and and provide a different [1:00:52] roofing system to ensure that the the [1:00:54] safety of both the workers in the [1:00:55] compound and those entering the south [1:00:57] arena um we don't have that issue [1:00:58] anymore. So um that's why that was added [1:01:01] in uh as an addition to the previously [1:01:03] planned project work. Uh in total uh the [1:01:06] difference including PST uh is a 295,710 [1:01:11] above what was budgeted. [1:01:13] Um [1:01:15] the plan for the initial funding [1:01:17] approved in 2026 was to come out of the [1:01:19] building refurbishment and replacement [1:01:21] reserve. Uh the initial plan for 2026 [1:01:25] was uh that the city would contribute [1:01:28] taxation would contribute $525,000 into [1:01:30] this reserve uh with the draw 473 which [1:01:33] would have been a net contribution of [1:01:35] 53,000 52,000 to the reserve. Uh however [1:01:38] due to the results of this tender [1:01:39] administration is now requesting that [1:01:41] council approve a net draw in 2026 of [1:01:44] 244,000 from the reserve. Uh this would [1:01:47] provide a projected update year-end [1:01:49] balance of the reserve still sitting at [1:01:52] 2 point or sorry 1.26 million would [1:01:54] still be in the reserve. So um this [1:01:56] wouldn't impact the current taxation [1:01:58] year. It wouldn't impact other projects [1:02:00] we have going on. It would just mean a [1:02:01] larger draw from reserves than otherwise [1:02:04] had been planned for this year. Um the [1:02:06] city uh through council has approved [1:02:08] budgets uh contributions to this reserve [1:02:12] uh of 500,000 each of the last two years [1:02:14] plus another 525. So um that funding has [1:02:16] been approved into the budget to [1:02:18] continue um to do this kind of projects. [1:02:22] Um furthermore uh as mentioned in the [1:02:24] third request uh we're asking that we [1:02:27] had that administration be authorized to [1:02:29] discuss with this um roofing company to [1:02:33] look at city hall roof. Uh as we're [1:02:35] aware that roof has deteriorated [1:02:36] significantly over the last year since [1:02:38] our budget was set. Um, and we're going [1:02:41] to we would like uh permission to just [1:02:42] go to the to Apex um roofing and and be [1:02:45] able to negotiate to see what kind of a [1:02:46] dollar price we can get to get this roof [1:02:48] done. Um, if we weren't to do it this [1:02:50] year, it's the highest priority to get [1:02:52] done next year. Uh, and because it would [1:02:53] also be funded from the same reserve [1:02:55] that would fund it next year. If we feel [1:02:56] that we can get value in having them [1:02:58] here and get a deal to get this done [1:03:00] this year, we would highly recommend we [1:03:02] move forward with this and not risk [1:03:03] another freeze thaw cycle on this roof. [1:03:06] Um, so in conclusion, I know that's a [1:03:09] lot. I apologize, but I want to make [1:03:10] sure I was thorough. Having not given [1:03:11] you a lot of time to see the report in [1:03:13] advance. Um, while the tenor costs [1:03:15] obviously exceed our 2026 budget, um, we [1:03:17] recommend moving forward with the [1:03:18] proposed roof replacements. Uh, the [1:03:20] existing roof conditions have been [1:03:22] identified through our previous [1:03:23] assessments and can and and we're seeing [1:03:25] some continual deterioration. This past [1:03:27] winter was extremely hard on our [1:03:29] facilities as we did have multiple [1:03:30] freeze thaw cycles. Um, and we also do [1:03:34] not see any evidence to suggest that the [1:03:36] price is going to automatically come [1:03:37] down in the spring. If if we knew that [1:03:39] there was some factor that automatically [1:03:41] we were going to see a 30 or 40% [1:03:42] reduction, maybe we could try and come [1:03:44] up with a stop gap to get us through to [1:03:46] next year. Um, not seeing that, um, we [1:03:49] believe that and with having sufficient [1:03:51] funds in that reserve right now, um, we [1:03:54] think it's, um, more prudent of us to [1:03:56] proceed with these, um, projects this [1:03:59] year. [1:04:00] I'm happy to answer any questions at [1:04:02] this point. [1:04:02] » Questions? [1:04:05] I Yes, I have a couple. Um, [1:04:09] I guess because we didn't have uh a lot [1:04:12] of uh time ahead of time to do any re [1:04:15] research on here. I I just had a [1:04:16] question on the Duply modified bitus [1:04:19] roofing system. I am assuming that's tar [1:04:21] and gravel. Is that basically the [1:04:24] layman's terms on that? Okay. Um, so [1:04:27] that's going over top. Like I know some [1:04:30] of the roofs were spray foam. Does that [1:04:33] go on top of the spray foam? Does the [1:04:35] spray foam get removed? [1:04:37] » Correct. It would Yeah. So the plan [1:04:39] would be to remove the existing roofing [1:04:41] and build and and replace it. [1:04:44] » So it wouldn't just be covering over [1:04:45] what's there. Um, part of the issue with [1:04:48] the spray foam roofing um has been [1:04:50] identified. Someone made a lot of money [1:04:52] going around and recommending that to [1:04:54] everyone, but what they've found is that [1:04:56] it once moisture gets in, it traps [1:04:58] moisture and causes more damage and the [1:05:00] life of that roofing system is is [1:05:02] diminished significantly. Okay. Um we [1:05:04] did note um through the recommendation I [1:05:07] should know this start um we're asking [1:05:09] administration to allow us to negotiate [1:05:11] a contract. So we've got the tender [1:05:13] results here. Um we have uh informed our [1:05:16] consultant that we want to make we want [1:05:17] to have the discussions with the roofer [1:05:19] to see if there is any room to bring [1:05:21] that price down if there is any [1:05:23] modifications to the scope modifications [1:05:25] to um the products being used have that [1:05:27] discussion. So um we're hoping that we [1:05:30] can have a little bit of discussion to [1:05:31] see if they have any recommendations on [1:05:33] how to kind of bring the price down too. [1:05:35] Um but yes it would be removing that [1:05:38] removing what's there and replacing it. [1:05:40] » Okay. Now my second question on that is [1:05:43] what does that do to the R value of the [1:05:45] roof like for energy loss that type of [1:05:48] thing. Have we explored any of that? I [1:05:50] know that [1:05:51] » One of the selling points of the spray [1:05:52] foam back in the day was uh increases uh [1:05:55] your R value of your roof and hopefully [1:05:58] get you some better uh or less heat [1:06:01] used. I guess [1:06:02] » To my to my knowledge and in discussions [1:06:04] with our consultant this is the [1:06:06] standard. So this is what people are [1:06:09] putting on now. this is what should have [1:06:10] been put on initially uh according to [1:06:12] them. So I don't I would imagine that it [1:06:15] probably has similar R value that it [1:06:17] can't be I can't imagine they'd be going [1:06:19] the opposite direction of of what is [1:06:21] there now but I can definitely clarify [1:06:23] that with the consultant and [1:06:24] » That' be interesting [1:06:25] » And pick his brain on that too. Yeah. [1:06:26] » Okay. [1:06:27] » Just to clarify. [1:06:28] » Any other further questions? [1:06:31] Okay. We have a motion and a seconder. [1:06:33] So I will call the question. All in [1:06:35] favor [1:06:37] that carries. Thank you. Uh, is that a [1:06:40] this year project then? [1:06:42] » Yes. Uh, we'll begin negotiations right [1:06:44] away on getting a contract figured out. [1:06:46] We hope they'll roll into town on by [1:06:47] October 1st. Uh, it was their estimated [1:06:49] start date and they should be done both [1:06:51] sections of the roof by November 30th. [1:06:53] » Okay. So, yeah. [1:06:54] » What about uh winter or setting in? Is [1:06:56] that going to be an issue? [1:06:58] » They'll they'll have they've built that [1:06:59] into their pricing as far as tarping and [1:07:01] and making sure that whatever they need [1:07:03] to do on the roofs. Yeah. So, [1:07:05] » Hoarding and heating or whatever they [1:07:06] need [1:07:06] » Whatever they need to do that. You [1:07:08] betcha. Good. Okay. [1:07:11] Thank you. Uh we're on to uh item number [1:07:13] 11, inquiries. [1:07:15] Uh any inquiries for staff? Go ahead, [1:07:18] councelor. I'll start over here. [1:07:19] Councelor McGinness. [1:07:21] » Um I have an inquiry inquiry about uh [1:07:25] Bill Bre park. So I have been uh sorry, [1:07:27] I have been communicating uh with the [1:07:29] director um about Bill Breck Park as [1:07:32] well as with the members of the park [1:07:34] committee and uh the park builder. Um, [1:07:37] and I think everyone is pleased that [1:07:38] repairs are going to occur, but it seems [1:07:41] that there has been vandalism to the [1:07:43] park and that it is possibly ongoing or [1:07:47] reoccurring. Um, so members of the [1:07:50] community and members of the park [1:07:51] committee have kind of been [1:07:53] communicating and chatting and are [1:07:54] coming up with their own solutions to [1:07:58] security of the park. Um, but I think it [1:08:01] makes more sense that the city comes up [1:08:04] with a solution. Um, [1:08:08] I don't know if a camera at playgrounds [1:08:10] is appropriate when there's children. I [1:08:12] don't know what the solution is, but I [1:08:14] think the community and the neighborhood [1:08:16] is just looking for for something and I [1:08:18] would love for the solution to come from [1:08:20] us. So, I don't know which director it's [1:08:22] most appropriate to direct that at, but [1:08:25] yeah, the it's really unfortunate the [1:08:27] brand new park and all the vandalism [1:08:30] that's occurred there. So, if um someone [1:08:33] could get back to me on what options may [1:08:36] exist and maybe we could go from there. [1:08:39] Thanks. [1:08:40] » Just a brief response. Yes, I'll I'll [1:08:42] start looking into options and and [1:08:44] explore what other communities are doing [1:08:46] in similar circumstances. We're quite [1:08:48] fortunate that we don't have the level [1:08:49] of vandalism that a lot of communities [1:08:51] have. So, I'll reach out and see what [1:08:52] what they're doing to deter it. Um, I do [1:08:55] also have the same hesitation when it [1:08:56] comes to cameras in parks. We've got the [1:08:58] cameras at Wateridge Park facing the [1:09:00] parking lot. We have some within our [1:09:01] wreck facilities. So, it's not that it's [1:09:03] unprecedented that we have cameras up. [1:09:05] Um, we just haven't necessarily in the [1:09:07] park system yet. Um, but that doesn't [1:09:08] mean that that isn't necessarily the [1:09:10] right solution, especially in this [1:09:11] isolated case. So, um, we'll definitely [1:09:13] be in communication with the, um, [1:09:15] director of public protective services [1:09:16] and and my courts and we'll come back [1:09:18] with a some options. [1:09:20] » Okay. Thank you. [1:09:22] » Did I see some offices? Go ahead. [1:09:25] » And my apologies. I have several. Um, so [1:09:28] the first one I think is Mr. Burquist's. [1:09:31] So, there is the playground behind um, [1:09:33] Carl Shen Park. [1:09:37] Okay. So, and my apologies. I didn't go [1:09:40] out to take a look, but a resident had [1:09:41] mentioned that they felt that there [1:09:42] wasn't enough sand um underneath the [1:09:45] play structures. Oh, sorry. [1:09:49] » All right. [1:09:49] » Just because it has sand and comes in a [1:09:51] dump truck, it's not necessarily. [1:09:55] » So, like I said, I haven't gone to take [1:09:56] a look to see what actually what it [1:09:59] looks like, but they were concerned [1:10:00] about kids falling and injuring [1:10:01] themselves on the hard ground. [1:10:03] » Can you Sorry, can you confirm which [1:10:04] playground? [1:10:05] So Carl Shannon [1:10:07] » The one behind it. I don't know. [1:10:09] » Oh, a Kilshire. [1:10:10] » Oh, [1:10:10] » A Kilshire on that Canada place. A [1:10:13] Kilshire. [1:10:13] » Yeah. [1:10:14] » No, not that one. [1:10:17] » Yes. [1:10:20] » You're talking Carl Park. Oh, sorry. [1:10:21] Yes, you're talking Carl Park. Um, yeah. [1:10:23] So, that's not sand. It's uh wood chips [1:10:26] and we added my understand we added wood [1:10:28] chips quite recently. Okay. Okay. [1:10:29] » But I will I'll double check to make [1:10:31] sure they didn't get compacted and we'll [1:10:33] see what we need to do there. But yeah, [1:10:35] I think yeah, they're definitely it's [1:10:36] definitely not sand. It's it's wood [1:10:38] chips. Um it's an alternative. Um and we [1:10:40] I'm sure we added some last year. [1:10:42] » I will take that into advisement and [1:10:44] I'll find out. [1:10:45] » Thank you. [1:10:47] » Yeah. So, we had had the community [1:10:50] meeting about water ridge paving [1:10:52] » And at that meeting um there was a [1:10:55] suggestion that someone from the city [1:10:57] would approach the um owners of the four [1:11:00] businesses in the area to see if they [1:11:01] would contribute to paving. Any update [1:11:04] on that? [1:11:06] » Go ahead, Peter. [1:11:08] » I have uh spoken with the owner and uh [1:11:11] owners or owner and not interested in [1:11:14] paving at this time. [1:11:17] I'll pass that on. Thank you. [1:11:21] » Do we have a plan B then? [1:11:24] » Uh yeah, so I can give a bit of an [1:11:25] update. So since that meeting that we [1:11:27] had there, um we've gotten geotechnical [1:11:31] uh samples from Wateridge Crescent and [1:11:34] the other roads in that area as well. Um [1:11:37] we have also met with a supplier of a [1:11:40] product that was used around uh Fishing [1:11:42] Lake First Nation. Um and uh one of our [1:11:45] staff members took a drive out there [1:11:46] this summer to see how it's performing [1:11:48] and seeing if it's the right application [1:11:50] secondary or or alternative to ashvault [1:11:53] in that area. Um and we're just [1:11:57] essentially getting some data together [1:11:58] and some information to bring forward to [1:12:00] council at a later date here. [1:12:03] » Okay. Thank you. Go ahead. Third. [1:12:05] » That's right. [1:12:06] Um, so we had had a conversation about [1:12:10] in the past there was a potential [1:12:12] closure of [1:12:14] the alley of Fifth Street, um, Viking. [1:12:18] Okay. And so you had said that you were [1:12:21] going to take a look to see what had [1:12:23] happened in the past. So whenever you [1:12:26] have time, but just an update. No, I'm [1:12:29] not putting you on the spot. [1:12:32] » Yes, I haven't had time to look back at [1:12:34] that, but I will. Thank you. [1:12:36] Okay. Thank you. Okay. Go ahead. That's [1:12:39] fine. [1:12:40] » No, they're all important. [1:12:41] » So, Waters has two outdoor adult [1:12:44] playgrounds, which I have I haven't [1:12:47] heard of. I haven't gone to take a look [1:12:49] at. And someone had asked if perhaps [1:12:52] Humbult might be interested in um [1:12:55] constructing an adult playground beside [1:12:57] a child's playground so that when [1:12:59] parents are supervising their kids, [1:13:01] rather than being on their phone, they [1:13:03] can be exercising. But I have no clue [1:13:04] what they look like. So [1:13:07] » Yeah, we've Yeah, they're actually quite [1:13:09] popular. Um you can get lots of exercise [1:13:11] equipment uh either in one playground [1:13:15] setting or spread along a trail system [1:13:17] where you have one. Um when I was in [1:13:20] Winnipeg, I actually saw some fairly [1:13:22] unique ones compared to what some of the [1:13:23] ones I've seen around here. So uh we can [1:13:25] there there are grants that come out [1:13:26] every once in a while that we've looked [1:13:28] into. Um, we've never really pushed [1:13:30] pushed it because there's always been [1:13:32] other priorities, but it's definitely [1:13:33] something we can explore again and see [1:13:34] if if there's if now is the right fit [1:13:36] and if there's locations that will work. [1:13:38] Yeah. Yeah, they're definitely becoming [1:13:39] more popular. [1:13:40] » They have a really nice one up in Wasoo [1:13:42] if anybody gets up that way to near the [1:13:45] tennis courts there. So, yeah. [1:13:47] » Yeah. So, this really isn't uh an [1:13:50] inquiry, but um I just noticed on [1:13:52] Facebook, so uh Humbult is an age [1:13:54] friendly community and age friendly [1:13:56] Saskatchewan on Facebook had just [1:13:59] announced that they have got grants [1:14:01] available for a variety of programs. So, [1:14:03] I didn't have the opportunity to really [1:14:05] take a look to see how much the grants [1:14:07] were, but I I saw that it closed October [1:14:09] the 1st, but there were things like [1:14:11] activities for children, um nutrition, [1:14:14] um arts and culture reconciliation. So, [1:14:17] I'm just throwing it out there that [1:14:19] perhaps if you have community groups, [1:14:22] let's take a look to see if um uh [1:14:26] proposals can be made and see if we can [1:14:28] access and I don't know if it's just for [1:14:29] nonprofit or if for example we could [1:14:32] work together on the friendly [1:14:35] playground. Right. So, just a little bit [1:14:37] of a heads up. [1:14:38] » Okay, [1:14:40] go ahead. Council [1:14:42] » Councelor Chesky has inspired me to ask [1:14:44] for updates. I just have one though. Um, [1:14:47] I'm not giving up on my playground [1:14:50] zones. As a reminder, I door knocked all [1:14:52] of the houses in playground radiuses and [1:14:54] got a resounding yes, please make [1:14:56] playground zones. So, again, doesn't [1:14:59] have to be right now, but I'm hoping for [1:15:01] an update on the our kind of traffic [1:15:03] study and what if if playground zones [1:15:06] make sense in our community or not. [1:15:09] » Um, yeah. So we haven't looked at that [1:15:12] just yet and we are waiting for the [1:15:13] whole traffic study to roll out. Uh we [1:15:17] are building information for the for the [1:15:19] studies not specifically uh playground [1:15:22] zones but we have uh finalized traffic [1:15:25] counts for the larger um uh traffic [1:15:28] study with the community that we're [1:15:29] working with the Ministry of Highways [1:15:31] on. Um but yes, we will the the specific [1:15:35] topic topic about playground zones will [1:15:37] be separate from that study that we'll [1:15:39] likely do internally. [1:15:42] » Okay. Anybody else? I have one to finish [1:15:46] off. Um, I was talking to a person [1:15:50] that's involved with pickle ball in the [1:15:53] community and they said the usage at the [1:15:55] ODR or at the sport court is for pickle [1:15:58] ball has significantly increased because [1:16:02] of the fabric that was put on uh to keep [1:16:05] the wind away. So, they said it's very [1:16:07] busy uh with people playing pickle ball. [1:16:10] Um, and I was posed a question as to why [1:16:13] the fabric wasn't put on all of the [1:16:17] fencing. It was there's a section on the [1:16:19] I think the east and north corner that's [1:16:22] not there. So, I went out there and [1:16:24] looked and this is my second part. Um, I [1:16:28] don't know if it's from the wind load on [1:16:30] there, but the poles are all bent over [1:16:32] like on by the skate park. It looks like [1:16:34] they're like two to three feet bent on [1:16:38] the top from I'm assuming from the wind [1:16:40] load. Is that what that's from or [1:16:42] » Uh so I'll yeah I'll actually I'll [1:16:44] answer that one first. Um it's I I think [1:16:47] it was there before like I'm I think [1:16:49] there we had some issue with just the [1:16:51] installation at the beginning. Uh but [1:16:53] the I'm the wind screens definitely [1:16:55] didn't help. I think that's that's [1:16:56] compacted it. Um the corner posts would [1:16:58] have been anchored really well cuz they [1:17:00] would have and but I'm guessing the [1:17:01] middle posts weren't anchored or didn't [1:17:04] go down as deep or didn't put as much [1:17:05] concrete in. Um so we're reaching out to [1:17:07] the company that originally installed it [1:17:09] to get that situation looked at. [1:17:11] » Uh as far as why we only did half it was [1:17:13] just a cost thing that that was all we [1:17:15] could fit into our budget last year. [1:17:16] We're going we we have plans to order [1:17:18] the rest this year. Okay. And the reason [1:17:20] we started in that corner was because of [1:17:21] the pickle ball. We wanted to hit the [1:17:23] two sides where the wind would be [1:17:25] predominantly in the summer. Uh it's [1:17:28] made a huge difference. Uh and then once [1:17:29] we get to where we have the outdoor rink [1:17:31] set up and going, that's why we're [1:17:33] looking to finish the rest of it because [1:17:34] predominantly the winds will come from [1:17:35] the opposite direction in winter. So um [1:17:37] but yeah, thank you for bringing both of [1:17:38] those up. Yeah. [1:17:39] » Okay. And you jumped into my third part [1:17:42] was the outdoor uh hockey rink or the [1:17:45] the ice surface. Um uh how's things [1:17:48] progressing? I we're I hate to say it, [1:17:50] but probably only two months away from [1:17:52] snowfall and uh wanting to start working [1:17:54] on that. So, have you done anything? I [1:17:56] know I sent you some information from [1:17:58] Ontario that uh company that was doing [1:18:01] similar uh projects and did you find [1:18:04] anything out there? [1:18:04] » So, yeah. So, while just speaking with [1:18:06] our park supervisor, so we are going to [1:18:07] get the our outdoor rink package. Uh so [1:18:10] we we're looking at probably October uh [1:18:13] Thanksgiving weekend uh when we [1:18:15] transition from the courts, start [1:18:16] transitioning from the courts, shut down [1:18:18] those or at least a section anyway to [1:18:20] start putting our um the outdoor rink [1:18:22] package up, make sure it's fully ready [1:18:24] to go. Uh Miles has got a couple piece [1:18:26] of a couple pieces of equipment that [1:18:28] he's basically built himself. Um so that [1:18:31] when we get the first good snowfall, [1:18:32] then we can compact the snow and build [1:18:34] on top of that. Um, in addition, the [1:18:36] outdoor concession, one of the one of [1:18:38] our hiccups last year is we didn't have [1:18:41] enough water supply there. Um, so we [1:18:43] have talked with a local plumber uh and [1:18:45] and talked to public works um to upsize [1:18:48] the water supply line that we'll have [1:18:50] out there. Um, so we'll basically take [1:18:52] it from just a garden hose up up [1:18:55] significantly, double triple that size. [1:18:57] Um, so we'll be able to flood in the [1:18:58] same manner that we flood St. Okay. [1:19:01] » So, so that both that [1:19:04] the prep work uh and the ability to put [1:19:06] water down faster will help us to avoid [1:19:08] some of a lot of the issues we had last [1:19:10] year. Um it'll also where the the matter [1:19:14] the fabric that we had put down that we [1:19:17] had hoped would be our solution ended up [1:19:18] being one of our biggest issues. So, [1:19:20] we're avoiding that. [1:19:22] » Yeah. [1:19:22] » Yeah. So, [1:19:23] » Are you going to go right on the court [1:19:24] then? [1:19:24] » Yeah. So, we're going to that's that's [1:19:25] why we're going to make sure that we [1:19:26] have a nice snow compact right off the [1:19:28] hop before we start to flood. We're not [1:19:30] just going to put ice right on top of [1:19:31] it. We're going to make sure there's [1:19:32] just the a hard compact on top. So, um [1:19:36] yeah, we're we're a lot more confident [1:19:37] going in this year than than what we [1:19:39] were last year, what we came out of last [1:19:40] year anyway. So, [1:19:41] » And if it works, then Miles can patent [1:19:43] it. [1:19:44] » If it works, Miles can patent it. It's [1:19:47] quite the contraption, but it'll work. [1:19:48] I'm excited. [1:19:49] » Great. Good. Okay. Thank you. Any other [1:19:52] questions on inquiries? [1:19:54] Okay. Um, so I will look uh the next [1:19:58] item is committee of the whole. So I [1:20:00] look for a motion to uh go into [1:20:01] committee of the whole please. Councelor [1:20:04] Scott, seconded by councelor row. All in [1:20:06] favor [1:20:07] and that public portion of our meeting. [1:20:11] So anybody that's uh joining us from [1:20:13] home uh we will be going into camera for [1:20:16] the rest of the meeting. So thank you [1:20:18] for joining us.
