[0:42] currently speaking after that person

[0:45] we have a lot of items to be addressed

[0:49] immediately to my left and right male
[0:51] and male and female also we did not
[0:54] validate parking they do not validate
[0:56] parking but if you parked on the second
[0:58] floor or higher it's free parking okay

[1:11] facility a reality we take for granted

[1:16] several decades of the Hollywood Park
[1:19] Racetrack but now we have gone major
[1:23] development from the racetrack to the
[1:25] casino and then we relocated this
[1:28] brand-new casino and we want to thank
[1:30] Devan Kumar and his staff for not only
[1:34] providing us this facility but the
[1:35] refreshment Zoo well let's give my hand
[1:41] but we have a project manager that has
[1:44] worked with me since I've been on the
[1:45] council since 2003 but had a vision that
[1:49] I wanted to partner with the city of
[1:51] Englewood and be part of the footprint
[1:53] to make a difference of our quality of
[1:55] life he's identified that yes there's
[1:58] going to be a lot of disruption
[2:00] temporarily but we know it's only
[2:02] temporarily because permanently we're
[2:04] gonna have a quality wholesome
[2:06] development and environment so I want
[2:08] you to please help me recognize mr.
[2:11] Gerard McCollum the second on the
[2:12] Hollywood Park retail and entertainment
[2:14] district and he's going to provide us an
[2:16] update this evening let's get my hand if
[2:18] you would please thank you thank you so
[2:26] much well good evening everyone it's
[2:30] great to see you again as councilman
[2:33] Franklin has said I've been here since
[2:35] the project started when we first came
[2:37] to the city over that's 12 years ago and
[2:42] I've met with many of you back then and we've just thought this was a dream
[2:47] that we actually will actually build
[2:49] what we were calling that time Hollywood
[2:51] Park tomorrow as you recall and at that
[2:53] time we were building we were proposing
[2:55] to build about 3,000 homes a retail
[2:58] center roughly about 500,000 square feet
[3:00] and 26 acres apart since that time the
[3:04] project is expanded immensely we went
[3:06] from 238 acres to now 300 acres so the
[3:09] top half of the project was acquired in
[3:13] 2016 by 2014 by mr. Stan Kroenke and we
[3:18] came up with a basically a joint venture
[3:20] run by the Kroenke go organization to
[3:23] come up with what is now Hollywood Park
[3:24] and I'll give you a little bit overview
[3:28] of Hollywood Park and what I'm gonna do
[3:29] today it's like for every town hall
[3:31] meeting I've always gone over with
[3:33] what's going on with the stadium what
[3:34] was going on the stadium but the
[3:35] questions that I've always come back to
[3:37] you is what about the rest of the
[3:38] project about 20 days of the year we'll
[3:40] have stadium it'll be great it'll be fun
[3:41] and and you know the Rams will win and
[3:44] the charges will win and we'll all have
[3:46] a good time but what about the rest of
[3:48] the 28 20 days of the year what happens
[3:50] after the rest of those 20 days of the
[3:51] year so we're going to talk a little bit
[3:52] about
[3:53] what is going to actually happen when
[3:55] the stadium opens in 2020 so this is
[4:00] basically an overall site plan I wonder
[4:03] if I could take this with me a bit maybe
[4:08] so this is the overall site plan
[4:14] this is Prairie Boulevard here and this
[4:17] is century Boulevard so right now we are
[4:19] right here at the casino yeah so right
[4:24] now we're here at the casino and that
[4:26] was the first part of the project as you
[4:28] recalled we had to move the casino in
[4:30] order to be able to be eligible to bid
[4:33] and go after the the NFL stadium and so
[4:38] the casino used to be right about there
[4:41] we move this here which is now see
[4:44] outside of you if you were going to top
[4:46] of the parking structure on the third
[4:47] floor if you're ever out in a sunny day
[4:49] you'll be able to see a lot of the
[4:50] construction from the third floor of the
[4:52] casino and you'll see that the stadium
[4:54] is currently an indica under
[4:55] construction and a lot of activity has
[4:57] gone on most of the dirt has been moved
[4:59] around the stadium is going ten feet
[5:01] down to ten stories down into the ground
[5:03] so it doesn't really you know boat too
[5:08] far over the top of the city and it'll
[5:09] be covered by a clear structure this
[5:11] roof we're calling made out of e te Fe
[5:14] which will be a clear roof for the most
[5:16] part and on the opposite side of that
[5:18] stadium will be a performance art venue
[5:20] for about 6,000 seats down to about 1500
[5:23] seats so these are for be for smaller
[5:25] shows theater that will happen that
[5:28] wouldn't necessarily happen to the forum
[5:29] it's on a much smaller late level so if
[5:31] you went to downtown went to Club Nokia
[5:34] or Microsoft theater you see those are
[5:37] bounced against the theaters they handle
[5:40] different types of audiences and that's
[5:41] what this performance arts venue will do
[5:43] and in the middle of that it's about a
[5:45] two and a half acre plaza and that plaza
[5:47] will be open to concerts and outdoor
[5:50] activities anything we're hoping to at
[5:52] some point to get the NFL Combine in
[5:54] that facility so it'll be a lot of
[5:56] activity going on outside of just game
[5:58] days what we preserved from the old
[6:01] Hollywood Park project is the 26 acres
[6:03] of parts and what I mean by that is that
[6:05] the first part of the project is going
[6:07] to open in 2020 will be Lake Park so
[6:10] you'll see the stadium the performance
[6:12] art venue and Lake Park open the rest of
[6:15] the project will develop over a period
[6:17] of time that will develop another twenty
[6:19] out our sixteen acres giving a total of
[6:21] 26 acres they'll be a significant park
[6:23] in the back area here and a parking
[6:25] which we call a royal park that will run
[6:27] through the spine of the project these
[6:30] 26 acres Park and I could say this
[6:32] unashamedly will be the nicest parks in
[6:35] LA County
[6:36] . period from the lake park to the
[6:40] waterfalls to the tot lots to the dog
[6:43] parks these will be designed by one of
[6:45] the premier landscapers in los angeles
[6:47] meal near lair and associates and will
[6:49] be maintained by the ownership but be
[6:52] open to the entire public that was part
[6:53] of the things that the main ago she ate
[6:55] it that these would be not public parks
[6:57] funded by a private owner also opening
[7:01] day which is what I always get the
[7:03] inquiries about when it come to these
[7:04] meetings is the retail center in in red
[7:07] in the red and this is centering prayer
[7:09] at the corner of sentry and prairie
[7:11] leading off the lake edge will be a
[7:13] retail separate center that will have an
[7:16] a pedestrian feel to it so if you've
[7:18] ever been to the Grove before this will
[7:20] be designed somewhat similar to the
[7:21] Grove in terms of one huge Main Street
[7:23] that you walk down that would be flanked
[7:25] by different types of plazas and open
[7:27] space and along with movie theaters and
[7:30] shops and we'll go over that a little
[7:31] bit in detail today we're gonna also
[7:34] open the first phase of some of the
[7:36] residential which is 300 apartments
[7:38] right in this area here the project's is
[7:40] entitled to build 2,500 homes and
[7:42] apartments over a period of time but the
[7:44] first phase will be these 300 luxury
[7:47] apartments right here opening again for
[7:49] the 2020 Opening Day this is all the
[7:51] stuff that you'll see in 2020 and then
[7:54] we're gonna also right now in the market
[7:56] of actually marketing some great a
[7:59] office space and then office space will
[8:01] be so much similar to what you see in
[8:02] apply of Vista grade-a a geared towards
[8:05] the tech industry especially since a lot
[8:08] of text industry is expanding in this
[8:10] area spacex tests like you know it's
[8:12] just south of us here and you're seeing
[8:14] the impact by a lot of people moving in
[8:15] with all those types of tech in
[8:17] street to the south of us here to the
[8:19] west of us is what the calling silicone
[8:21] beatriz's Playa Vista and so we're going
[8:23] to capitalize that and bring more of
[8:24] that type of industry into this area as
[8:26] well
[8:27] and so we're hoping to have about that
[8:29] first 300 to 400 thousand square feet
[8:31] open about the the 2020 date what we're
[8:34] also in the field right now is marketing
[8:36] a boutique hotel which will be on this
[8:38] side of the lake area here and that's
[8:40] about the 300 room hotel and that's out
[8:44] being marketed right now we don't have a
[8:46] name brand yet we have several people
[8:48] competing for it and at some point I'll
[8:49] be happy to come back and tell you what
[8:51] that is once we settle on that deal I'm
[8:54] gonna go to the next slide here so you
[9:01] probably can't see this from the back
[9:02] area here but this is basically a detail
[9:04] of how far we've gone beyond schematic
[9:07] design into the retail center we'll be
[9:09] coming into chris jackson's department
[9:11] in about two or three weeks submitting
[9:14] what we call plot plan review this is
[9:16] means we are now moving into the phase
[9:17] well we're hoping to begin to start
[9:20] construction of the retail the latter
[9:21] part of this year September October so
[9:24] that we could try to meet that same 2020
[9:26] deadline as well and what you'll see
[9:28] here is that there's a percent
[9:38] okay there's look I gotta tell you we're
[9:41] trying to get to the movie theater you
[9:45] just do it this way old-fashioned way
[9:46] here right here is a movie theater that
[9:48] would go in and this is one of those
[9:50] multiplex 13 the sixteenth great seat
[9:53] movie theater a grocery store is
[9:56] scheduled to be here which creating and
[9:58] in this area is hitting out toward
[9:59] century Boulevard kind of a which you
[10:02] called your general amenities grocery
[10:04] store Bank pharmacy and what have you so
[10:08] these are your dailies that you can kind
[10:10] of get in and out without going actually
[10:11] into the whole retail Center on the
[10:13] corner here we're launching a really a
[10:15] kind of a unique idea if you've ever
[10:18] been in San Francisco we do a concept
[10:19] called the Ferry Building where we
[10:21] curate a lot of the local food vendors
[10:23] or whatever in create kind of a Market
[10:25] Hall experience that everybody's been
[10:26] trying to replicate what we're doing
[10:28] something a little bit different here
[10:29] we're creating some what we're basically
[10:31] calling a fashion Center in which we'll
[10:33] curate different people's some of the
[10:35] local people here own Ehrlich etc that's born out of Englewood and they
[10:40] will be able to be a part of this sort
[10:42] of fashion district here and there'll be
[10:44] a want considered to be one of the
[10:46] anchors and this will give a lot of it
[10:47] people that are currently in the
[10:49] community opportunities to participate
[10:50] in this whole retail center so you may
[10:53] not be able to you know go toe to toe
[10:55] with an H&M but you go into the fashion
[10:58] center as your own sort of entity if you
[11:00] if you're curating unique fashions that
[11:03] are by design so this is not meant that
[11:04] you go downtown and buy something and
[11:06] sell in Iraq this is means you are
[11:08] actually curating your own fashions and
[11:10] designs in here and we'll have a stylist
[11:13] that will actually lead and be part of
[11:15] the fashion industry to talk about
[11:16] actually what's being curated in this
[11:18] area here there's one big parking
[11:20] structure similar to have you ever been
[11:21] to the growth that feeds everything into
[11:23] this into the development itself and
[11:25] there's a number of plazas throughout
[11:28] the development there's even a little
[11:30] instance Instinct basketball court for
[11:33] private showings and basketball games
[11:34] handed up by aliphatic clothing and in
[11:38] chinchou place and then just a number of
[11:41] your typical type of retailers bounded
[11:43] by a lot of local restaurants and
[11:46] boutique restaurants associated as well
[11:48] so what does that look like let's take a
[11:50] look at
[11:51] what we're actually designing here and
[11:52] this is the first time you'll be able to
[11:54] see some of this so this is the movie
[11:57] theater looking into what we're calling
[11:58] our fashion Plaza and there be big
[12:02] screens in the movie plans you could
[12:04] kind of see the roof of the stadium in
[12:05] the background here some of the offices
[12:07] peeking over the the top edge here but
[12:10] this is the interior of this immense
[12:12] plaza here and the idea is to have these
[12:15] runway fashion shows going outside of
[12:18] these fountains on each side that would
[12:20] lead you into that retail fashion market
[12:23] at the very bottom down there but the
[12:25] idea is there's a program this that goes
[12:27] on for different types of events if game
[12:30] is going at the stadium we want to be
[12:33] able to show the game on here so that if
[12:35] you don't have a ticket or whatever you
[12:36] can come to the retail center sit in the
[12:38] middle park and watch the game out with
[12:40] your with your name neighbors also what
[12:42] we want to do is be able to curate we're
[12:44] going to be working with local film and
[12:49] television producing colleges for their
[12:52] students to come in and show amateur
[12:54] films and their productions here and
[12:57] have different types of screenings here
[12:58] that you can come and enjoy what our
[13:01] students are doing today in television
[13:03] and film this is that sunken-in private
[13:11] basketball court where that would be
[13:13] anchored by again big screens and you
[13:16] might do private showings of private
[13:18] parties back here but you would also be
[13:20] curated by a fashion Footwear sports
[13:23] like a Nike or adidas or something like
[13:25] that that an anchor and management so
[13:27] you'd have three man basketball watching
[13:30] the game here at the same time while
[13:32] other things are so curated into this
[13:33] private space so the idea behind this retail center is for it to have
[13:37] different kinds of surprises that as you
[13:39] turn you don't know what to expect and
[13:41] you sort of actually feel like you're in
[13:42] a European village is you're strolling
[13:44] and there's different kind of Pat plazas
[13:46] as you turn and twist throughout the
[13:47] development
[13:50] this is again that this scene you seen
[13:52] before this is that it looking into the
[13:54] lake the edge of the lake that's coming
[13:56] into the retail center with the hotel at
[13:59] one edge of the lake this huge plaza
[14:01] where your gather coming out with a
[14:03] number of restaurants surrounding the
[14:05] lake area and this is looking at that
[14:09] plaza looking from the lake if you're on
[14:12] the stadium side looking back into that
[14:14] Plaza and you see this big open plaza
[14:16] with the stage for performances and
[14:18] where we'll eventually locate the tree
[14:20] trimming ceremony like you do at the
[14:23] grow with Santa and everybody flowing
[14:24] all over the place that's the idea that
[14:26] this is becomes a big civic plaza in the
[14:28] middle of retail center this right here
[14:30] will be our curated food hall and this
[14:33] is a take off of what we've done in San
[14:35] Francisco called the Ferry Building and
[14:37] which will curate a lot of local and
[14:40] entrepreneurs that are in the food
[14:43] industry is part of that this is another
[14:46] Plaza looking out back into the stadium
[14:49] over the office building and here we've
[14:51] got these signature fountains throughout
[14:53] these kind of art design fountains
[14:54] throughout the the plaza with lots of
[14:58] open and eat eating spaces and open
[15:00] restaurant areas throughout the plaza
[15:02] this is looking into that food hall
[15:04] coming out of that food hall and you'll
[15:06] be able to get fresh fruits and
[15:07] vegetables and all sorts of pastries and
[15:09] bakery goods all curated by again local
[15:13] professionals and this is one of our
[15:16] plazas coming down into the retail
[15:19] Center just to give you a feel of the
[15:20] architecture about it very sharp very
[15:22] modern very today the idea is for it to
[15:25] be able to last for a long time and not
[15:27] be dated by going into any particular
[15:29] one type of design on that and then this
[15:33] is one of the cocktail plazas here where
[15:35] after five o'clock you could come to the
[15:37] casino now but at a certain point you'll
[15:39] be able to come over to to our plaza
[15:43] here to enjoy the front of meeting under
[15:46] individuals and neighbors in the area
[15:47] and then this is basically what we're
[15:50] calling the new Hollywood Park yeah it
[15:53] is will be curated as one of the largest
[15:55] urban infield developments in the
[15:58] country Playa Vista was number one
[15:59] Hudson Yards is the other one
[16:02] currently under construction this one
[16:04] will be the largest second till all
[16:06] those so with that I'll take any

[17:29] presidents a lot of movie stars and a
[17:33] lot of great business minds Gerard
[17:36] McCallum is such an asset to this

[17:42] Hollywood Park land company and Chris
[17:44] Meany
[17:45] and Terry Fancher were here because do
[17:48] you know that when the recession came
[17:52] and the housing market crashed they had
[17:56] a project that was entitled but nobody
[17:59] was going to be able to sell any houses
[18:00] and they could have just bankrupted that
[18:03] limited liability corporation and they
[18:06] could have just ran off and left this a
[18:08] big empty hole but they did and they
[18:15] were richly rewarded for that for not
[18:17] doing that now how many people here have
[18:21] lived in Englewood and and keep your
[18:24] hands up until I get past you how many
[18:26] people have lived here for five years
[18:27] raise your hands how many for ten years
[18:33] now when I went to exceed you got to put
[18:36] your hand down how many for 15 years how
[18:39] many for 20 years 25 years 30 years 35
[18:51] years 40 years

[21:28] those were the days that made Inglewood
[21:30] you know there was the Kings the Lakers
[21:32] Showtime the forum was going the track
[21:35] was drawn 38,000 43,000 a day six days a
[21:38] week
[21:39] Seattle Slew ran here everybody knew who
[21:42] we were and we were doing okay then 1999
[21:49] the Lakers and the Kings leave for the
[21:51] Staples Center somewhere along the way
[21:54] they allowed off-track betting so that
[21:56] you didn't have to come here to bet your
[21:59] horse if you lived out near San Anita
[22:01] you could bet your horse now near San
[22:03] Anita and the track crowd started to die
[22:06] and they got down to about a thousand
[22:09] people a day from it from an average of
[22:11] 43,000 a day then the recession in 2008
[22:16] then the housing market crash
[22:19] and then I came back and foolishly ran
[22:25] for mayor in 2010 so here's where we
[22:32] were in February 1st of 2011 when I was
[22:36] sworn in office we were down to our last
[22:39] 11 million dollars we were burning on
[22:43] the average $50,000 a day more in
[22:46] expenses than where we're taking it in
[22:47] revenues on a straight-line basis we
[22:51] would have run out of money within 7
[22:54] months we were insolvent by our balance
[23:01] sheet because we owed the employees more
[23:03] in accrued leave time if they all left
[23:06] and had to be paid out than we had in
[23:08] the bank our bonds were darn near junk
[23:12] graded we trimmed trees which we have 19
[23:19] thousand trees in our inventory and we
[23:21] were trimming about 1,200 trees a year
[23:23] which meant whether you need it or not
[23:26] we're trimming a tree every 20 years we
[23:30] had to street sweeping machines that
[23:32] were older than 35 years of age and we
[23:35] had to street sweeping personnel for 9
[23:38] square miles one of those machines was
[23:42] broken at all times but it worked out
[23:45] well
[23:45] because one of the street sweepers was
[23:47] injured at all times so we had a perfect
[23:51] symbiosis between equipment and
[23:53] personnel the streets were dirty our
[23:56] water system was 60 years old and our
[24:00] youth all of you probably remember back
[24:01] in 2011 we were having these sinkholes
[24:03] on century Boulevard because water was
[24:06] leaking into the ground
[24:08] eroding the roadway bed century
[24:11] Boulevard was about 15 years overdue at
[24:13] that time to be redone it was a mess
[24:19] we had our challenges we cut 140
[24:26] positions from the organization sixty of
[24:29] them had people in them in those
[24:30] positions we discontinued lifetime
[24:33] medical we had lifetime medical for
[24:37] every employee in a dependent and it was
[24:39] not funded by the employees or the city
[24:41] we were banging as we go if we had
[24:44] escaped the seven-month bankruptcy
[24:46] figure date by 2017 last year lifetime
[24:52] medical expenses would have climbed to 9
[24:53] million a year
[24:54] and we would have been bankrupt again so
[24:57] we did the tough stuff we made some
[25:00] smart decisions we entered into
[25:02] advertising deals where we put up things
[25:05] like these billboards that you see those
[25:08] were put up for at no cost to us and we
[25:10] derived 50% of the income from them we
[25:14] did smart things we entered into an
[25:17] agreement with Madison Square Garden
[25:19] where we put up our last 18 million
[25:21] dollars of redevelopment bond money
[25:23] towards the renovation of the form and a
[25:27] hundred million dollars later the form
[25:30] reopened and AEG and all our competitors
[25:33] said nobody would come to Englewood to
[25:34] go to concerts anymore
[25:36] that's what they said well today the
[25:41] forum is the number one concert venue in
[25:42] the state of California number two in
[25:44] the United States of America number four
[25:46] in the world and booked events
[25:50] [Applause]
[25:53] 2015 we announced that we were going to
[25:57] seek an NFL team in Englewood and again
[26:01] everybody said the NFL will never come
[26:03] to Englewood they just use them as
[26:05] leverage against st. Louis January 2016
[26:10] then I found the Rams committed to build
[26:12] a 2.6 billion dollar Stadium here in
[26:15] Englewood at no expense to the city and
[26:18] Gerard just named all the benefits that
[26:21] came with that deal is one of the best
[26:23] deals ever negotiated in the history of
[26:26] sports and the Rams and NFL said they
[26:32] were coming here January of 2017 our
[26:36] rivals for the move the Chargers said
[26:40] hey can we come to anger with - then we
[26:43] say yeah you can come on come on June of
[26:47] 2017
[26:49] little more than six months ago we
[26:51] entered in negotiations with the Los
[26:54] Angeles Clippers to build a
[26:57] state-of-the-art NBA arena across the
[27:00] street from that development that will
[27:03] consist of their corporate headquarters
[27:07] their practice facilities and a 18 to
[27:11] 20,000 seat NBA arena there'll be a
[27:15] total of a billion dollar project that
[27:16] project should yield 10 million a year
[27:19] in property taxes 1.4 million of that
[27:21] will go to the city of Inglewood about 7
[27:24] million that'll goes to the state of
[27:26] California and what it would have
[27:28] property taxes in the state of

[28:55] Philharmonic to move their Youth
[28:57] Orchestra program to Inglewood

[29:04] we are selling them the old security
[29:06] bank building that we bought last year
[29:08] to land bank that had a profit of 1.5
[29:14] million dollars to the city and Frank
[29:17] Gehry is going to redesign that building
[29:21] they're going to expand the Youth
[29:23] Orchestra program from 1,000 students to
[29:26] 2,000 students a large number of those
[29:28] will be Englewood youth that will be
[29:31] mentored in contact with some of the
[29:37] best orchestra talents in the world the
[29:48] Girl Scouts of America have bought a
[29:50] building in Englewood and they're moving
[29:52] their regional headquarters from Marina
[29:54] del Rey to Ingrid California little less
[30:03] than two weeks ago we had the opening of
[30:08] the long-promised
[30:10] but worth waiting for 27 million dollar
[30:14] Senior Center
[30:21] this is the most magnificent and you can
[30:25] ask Jun chef as or anybody on the
[30:27] committee the most magnificent in that
[30:29] right Maxine magnificent facility for
[30:34] seniors or anyone that you've ever seen
[30:36] if you haven't seen it go over to Queen
[30:38] and Locust and be ready to spend some
[30:40] time because it's 35,000 square feet
[30:43] it's beautiful so we saw the Alpha and
[30:48] the Omega
[30:49] and now the Phoenix rises again these
[30:54] are the best of times but we are just an
[30:57] embryo we're not even born yet property
[31:00] values are up over 125 percent since the
[31:03] end of 2012 the average inventory time
[31:08] for our house that goes on the market is
[31:10] less than 30 days and they saw a sell at
[31:13] asking price or ten to fifteen thousand
[31:16] more than what people are asking this is
[31:19] what you deserve because you voted for
[31:23] the leaders that you wanted people that
[31:25] were going to look out for you for your
[31:27] interest for your community for your
[31:29] prosperity do you there are more people
[31:33] working now in Inglewood than have ever
[31:36] worked has worked in the last 40 years
[31:38] that we know of from from a seventeen
[31:40] point five percent unemployment rate
[31:42] down to five point five percent as of
[31:44] this last fall two hundred million
[31:47] dollars I think is 200 million and
[31:48] Counting now Gerard in contracts
[31:51] subcontractor contracts for that
[31:53] development that you just saw went to
[31:56] minority land and women led
[31:58] disadvantaged businesses and they hire
[32:00] local
[32:03] never before in the history of
[32:05] construction in the city
[32:06] have you seen contracts to go to local
[32:09] subcontractors like this they'd always
[32:12] go to the guys from Orange County
[32:13] because those were the developer and
[32:15] they bring their own people
[32:16] well we insisted our development
[32:17] agreements that we have local hire and
[32:19] we have local subcontractors because
[32:22] everyone should benefit from the
[32:25] prosperity that's being developed for
[32:26] this region and what's happening right
[32:28] now we're changing the whole economic
[32:31] paradigm over the county in the next
[32:33] seven to eight years there will be
[32:36] fifteen billion dollars in construction
[32:38] and economic activity centered right
[32:40] here in the city of Englewood now he's
[32:54] been here since 1960 but you were here
[33:00] in 2018 to see when everything changed
[33:06] in the County of Los Angeles so I'm

[35:15] of these venues are going are they going
[35:18] to go at the same time house
[35:20] they really won't go cuz they're
[35:21] different seasons for the different
[35:22] sports but what we're doing with a lot

[35:28] see it's like we did some of the
[35:29] widening on centuries from the widening
[35:31] on Prairie it's turn off lanes we're
[35:33] actually doing an integration with the
[35:35] city for intelligent traffic signals
[35:36] that will actually computerize a lot of
[35:38] the signals throughout the city so when
[35:40] the again going out of a game the
[35:42] signals will all sing to be able to get
[35:44] traffic to flow faster in and out of
[35:46] them out of the site itself and so we're
[35:48] improving pretty much all the areas
[35:50] right around this the stadiums we're
[35:51] also coordinating with the rail system
[35:53] that will be coming in for shuttle
[35:55] drop-off systems and we'll also be doing
[35:57] a strike for game day similar to have
[35:59] you ever been in The Hobbit ball where
[36:00] they bussed everybody in from different
[36:01] parts of the county to reduce the
[36:03] overall traffic impact we'll be doing
[36:05] those type of programs as well and let
[36:07] me piggyback with it as well for those
[36:10] that don't know me I said on many many
[36:12] chairs and I have many many committees I
[36:15] happen to be the chairperson for the
[36:17] Metro service council that deals with
[36:20] public transit and the mayor James D
[36:23] butts is now on the board of Metro Board
[36:25] and we have been
[36:27] jimena on ear this is not working we're
[36:30] earmarking the actual first my last mile
[36:35] of a light rail system we're working on
[36:37] from the Florence and Market Street
[36:40] whether it's going to be the new train
[36:42] station to have light rail think of
[36:44] Disneyland coming all the way down
[36:46] Florence to Prairie to drop off right
[36:50] where the old airport Park Hotel used to
[36:52] be for those that remember that location
[36:53] and it's going to go back up again
[36:55] and it's going to drop off and so future
[36:57] sites that we aren't enta fied that is
[36:59] just south of century then it's going to
[37:01] go back up again and work his way back
[37:03] through Market Street to downtown so we
[37:05] are we are working on it and so that way
[37:09] we can make sure that we are able to
[37:11] provide the public transit as needed and
[37:14] mitigate the amount of vehicles that's
[37:16] going to be on the road two more

[37:21] you mentioned a walking path in the
[37:25] structure yes there are actually several
[37:28] walking paths throughout the both around
[37:31] the park throughout the Arroyo Park and
[37:34] actually through the actual retail

[37:38] Grove you could walk and stroll all of
[37:40] that Market Street that main
[37:41] thoroughfare and visit any of the sort
[37:43] of pocket plazas in that that that that
[37:47] retail center and also go out into the
[37:49] lake there paths all the way around that
[37:52] Lake that'll take you all the way up
[37:53] into a Royal Park and if you want to
[37:55] walk that far I'll take you all the way
[37:56] back to bluff Park where the dog parks
[37:58] and everything else will be as well you
[38:04] mentioned the stores and the market do
[38:07] you have any names committed to what
[38:11] store or what market will be coming not

[38:19] well we I don't as of yet we're actually
[38:23] just starting to go into plot plan
[38:24] review again the project will be up in
[38:26] 2020 so we'll know about a year out who

[38:34] conventions or whatever to start

[38:38] can tell you based on the cost of this
[38:40] project there ain't gonna be no discount

[39:17] about the nuts and bolts of the city
[39:19] particularly in district 4 so you're
[39:21] going to hear my presentation which be
[39:23] toward the end and at that time I'll be
[39:25] asking for you to get the pen in hand
[39:27] and get your paper ready because I'm
[39:29] going to give you a lot of bullet point
[39:30] things specifically going on now and in
[39:33] the immediate future that's going to
[39:35] impact your quality of life and your
[39:37] means of transportation but before we
[39:39] get there one of the pet peeves that I
[39:42] have been on the council is having to go
[39:45] to you front of your house in dealing
[39:47] with utility companies because all of a
[39:51] sudden nature takes its course you have
[39:54] equipment piping etc like a life wears
[39:59] out and all of a sudden we have their
[40:01] water main lines busting and all of a
[40:04] sudden what do we do and as soon as the
[40:07] utility company says we need to increase
[40:09] the fare the first thing he says oh no I
[40:12] can't afford that but at the same time
[40:13] you're gonna say but I want to make sure
[40:15] my water is all when I turn on the
[40:16] faucet don't different than when you put
[40:18] your key in the ignition of your car you
[40:20] said look I put it and I know it's going
[40:22] to start so when it don't start get what
[40:24] you get angry so when you get a turn the
[40:26] water on you don't have water because
[40:27] the busted water main you get angry so
[40:29] we have a company that has
[40:31] embraced us to make sure that they have
[40:34] the necessary infrastructure on keeping
[40:37] the water lines up and running as well
[40:41] as making sure we have quality cloth
[40:43] clarified water as well fluoride water
[40:46] as well to make sure that you in fact
[40:49] have the quality and the enjoyable use
[40:52] of the water so every time you turn the
[40:54] faucet on and take your shower I
[40:56] actually have the distinct pleasure and
[40:58] recognizing a young lady that actually
[41:03] she's almost like family because you
[41:06] don't know but in my 13 years during the
[41:08] toy food drive she has been the one of
[41:11] the individuals that spearheaded the
[41:13] support to make sure that our children
[41:16] and their families of need get taken
[41:18] care of
[41:19] she's also the same one that every time
[41:21] we have issues regarding water issues
[41:23] she has been my catalysts to make sure
[41:26] that we reach out to this company that
[41:28] they may move forward and take care of
[41:30] and address her issues and does not stop
[41:32] at oh those issues are resolved please
[41:34] help me recognize from the Southwest

[42:07] about the amazing things that are
[42:09] happening in Inglewood and also mr.
[42:11] McCollum talking about what's gonna be
[42:13] happening right here and I'm here to
[42:15] talk to you about water which isn't
[42:17] quite as exciting so we'll try to make
[42:19] it exciting but those are a couple of
[42:21] tough acts to follow as councilman
[42:23] Franklin said my name is Kate Nutting
[42:25] I'm the general manager for gold state
[42:27] waters southwest district I have a
[42:29] couple of other people who will be
[42:31] presenting here today too we have Dave
[42:33] shultiess it's our water quality
[42:35] engineer so he'll be giving the water
[42:37] quality update and Bill Schwartz our
[42:40] capital program manager will be talking
[42:41] to you about some capital improvements
[42:43] that are going on in the city so just to
[42:48] briefly go through I'll give you a
[42:49] little overview of our water system and
[42:52] then Dave will talk about water quality
[42:54] bill will talk about infrastructure
[42:56] improvements and then I'll finish our
[42:59] talk talking about our rate case that is
[43:02] going on and talk to you a little bit
[43:04] about water rates so just to talk to you
[43:07] a little bit about Golden State Water
[43:09] Company we serve 1 million customers of
[43:12] people across California through 261,000
[43:17] service connections we've been around
[43:19] since 1929 and we have seven different
[43:22] water systems or water districts
[43:24] throughout the state and 38 different
[43:26] water systems we have 20 different
[43:28] customer service areas within 75
[43:32] communities in the state and we do have
[43:34] a 24-hour customer service number so
[43:37] anytime day or night any day of the year
[43:39] you can call our 800 number and talk to
[43:42] a live audio
[43:46] advantages of Golden State Water Company
[43:49] is our infrastructure philosophy we
[43:53] believe strongly in water reliability
[43:56] and making sure that we have the
[43:57] infrastructure to do that we change our
[44:00] replace our water mains very
[44:02] competitively compared to other water
[44:04] systems we have many many employees so
[44:07] throughout the company we have over 500
[44:10] employees scientists water experts
[44:13] accountants water distribution operators
[44:16] water supply operators and we work very
[44:19] hard to satisfy our customers the
[44:24] Southwest District has about 55,000
[44:27] service connections so we're the largest
[44:28] district in the company were about 20%
[44:31] of the entire company we serve all of
[44:34] the cities of Gardena and Lawndale and
[44:36] then a portion of all the other cities
[44:38] listed there including Englewood of
[44:40] course and some portions of
[44:42] unincorporated Los Angeles County the
[44:46] water delivered to our customers is a
[44:47] mixture of ground water pump locally
[44:49] here out of the ground an imported water
[44:52] that comes from the Metropolitan Water
[44:53] District of Southern California and Dave
[44:56] will talk a little bit more about that
[44:58] so this is our entire system
[45:00] so what's shaded in yellow is our whole
[45:03] system you'll see it's very large
[45:05] we have about 465 miles of pipe that
[45:09] circle there basically very generally
[45:12] shows the portion of it that's in
[45:13] Englewood so this map right here shows
[45:16] it a little bit better if I try to put
[45:20] it's kind of hard to see but all this
[45:21] sort of light pink area here is our
[45:24] portion of our system that serves Engle
[45:26] was so there's Van Ness over here
[45:28] Imperial Highway century and then La
[45:32] Cienega and so now I'm going to turn it
[45:38] over to Dave for a couple of minutes to
[45:40] talk to you about water quality
[45:47] Thank You Kate good evening everybody
[45:50] so I'll talk to you a little bit uh for
[45:52] I'd first does anyone know why we add
[45:55] fluoride to our drinking water correct
[46:03] it's to promote dental health
[46:05] specifically to help prevent cavities
[46:09] and does anyone know where the sources
[46:11] of fluoride come from soy is actually
[46:16] naturally occurring in the environment
[46:18] but we also add a small amount of
[46:21] fluoride to increase the level to the
[46:24] level that's recommended by EPA for
[46:26] optimal health protection and Florida is
[46:33] regulated and we have a lot of different
[46:35] measures that we take to ensure that the
[46:37] fluoride is at the proper level you
[46:39] don't want too much or too little so at
[46:42] each of our treatment sites we have
[46:43] continuous online analyzers that will
[46:47] record the the readings and will
[46:49] actually alert one of our operators if
[46:51] the levels go outside the control range
[46:54] the treatment sites are checked daily
[46:57] and the operators calculate the dose
[47:00] every single day to make sure it's the
[47:02] proper amount we also do distribution
[47:05] monitoring the different sites
[47:09] throughout our system to ensure that
[47:10] every site is within compliance and then
[47:14] we also have to notify the state if our
[47:16] fluoride levels are out of control range
[47:18] two or more times per month so of course
[47:21] any time we see the other control range
[47:23] we would then go ahead and increase or
[47:26] decrease the froid accordingly and then
[47:28] we report it to the state monthly so
[47:33] generally I was thought it kind of
[47:35] interesting there's talk about water in
[47:36] general where does your water come from
[47:38] and I think it's really fascinating you
[47:41] can see on the screen here this is all
[47:47] California then this is the Metropolitan
[47:50] Water District of Southern California
[47:52] service area and these are the aqueducts
[47:54] from State Water Project and also from
[47:57] the Colorado River that feed the
[47:59] metropolitan water system in the
[48:01] Metropolitan Water District of Southern
[48:03] California has all these different
[48:05] customers here and we purchase water
[48:09] from West Basin and also from Central
[48:12] Basin but ultimately it comes a majority
[48:15] of our water comes from the metropolitan
[48:16] water and we're about 63 percent
[48:18] metropolitan water and 36 percent local
[48:21] ground water which is the wells that we
[48:24] operate so in water industry we use a
[48:28] multi barrier approach to protect public
[48:30] health Metropolitan Water District is
[48:33] imported surface water and they use
[48:37] multi barrier treatment for convention
[48:40] it's called conventional treatment which
[48:42] is coagulation flocculation sanitation
[48:45] filtration disinfection and fluoridation
[48:49] surface water can have pathogens like
[48:51] bacteria protozoans and we want to
[48:54] remove all that to make sure the water
[48:55] are safe now for Golden State Water
[48:57] Company we have ground water wells and
[49:00] we also treat our water however most of
[49:03] our wells are pretty good water quality
[49:05] to begin with and we primarily remove
[49:08] iron and manganese which isn't really
[49:10] something that's harmful to your health
[49:12] but it is a nuisance it causes
[49:15] discoloration of water fever turn on
[49:16] your faucet and see brown or blackish
[49:19] water that's what it is so we remove
[49:23] iron and manganese then we disinfect and
[49:25] we also add fluoride for the for dental
[49:28] health as we've mentioned so a lot goes
[49:33] on water quality I think it's really
[49:34] fascinating which is why I'm so happy to
[49:37] be here and explain everything
[49:39] there's source water protection and also
[49:42] monitoring that we do so part of the
[49:45] source water protection is a drinking
[49:48] water source assessment and protection
[49:50] or D swap and we submit that to the
[49:53] state after we do a survey of the
[49:57] properties around our wells in certain
[50:00] industries might pollute more than
[50:02] others and so we identify those as being
[50:04] potential sources of contamination and
[50:07] we also can drive around and see what
[50:09] they're doing
[50:10] visit their sites but we tell the state
[50:12] you know basically what we're seeing and
[50:14] there's also a database from the state
[50:16] that will help us identify those sources
[50:18] in some sources could be underground
[50:21] storage tanks gas stations are really
[50:23] you know popular agriculture dry
[50:26] cleaners storm sewers things like that
[50:29] also the state particular vulnerability
[50:32] assessments which tells us what we need
[50:34] to monitor and how often we did in
[50:36] monitor and we test for over 230
[50:40] contaminants in our drinking water to
[50:42] show that it's safe and of course if
[50:45] there was higher levels that we would
[50:47] add treatment as necessary to make it
[50:48] safe also we have a water resources
[50:54] department and they work with
[50:56] stakeholders in the community such as
[50:59] the water replenishment district EPA
[51:02] state water boards the water master and
[51:06] then basins like ours West base and we
[51:09] also have some portion of Central Basin
[51:15] we also need to ok so quickly here we
[51:21] also have concern about security so we
[51:24] have a lot of measures in place to help
[51:26] prevent intrusion so iron gates fencing
[51:30] security alarms motion sensors cameras
[51:32] we visit sites daily multi-layered
[51:37] control systems access control which is
[51:39] allows us to know who came in and when
[51:41] also emergency preparedness and response
[51:44] plan which we work with the state on to
[51:46] be able to notify the public the media
[51:49] in case of emergency multi coordinate
[51:53] agency coordination is also important as
[51:55] well as a Cal Warren which is like a
[51:58] multi-agency co-op for equipment and
[52:02] other safety further things we might
[52:06] need in case for emergency and also the
[52:09] California water environment Association
[52:10] so I figured bill on here and he can
[52:14] talk about don't you the capital
[52:15] improvements we're doing in our system
[52:16] excuse me
[52:20] good evening I will let you know I've
[52:24] been in the water industry for probably
[52:25] about 15 years and I get about 50% of
[52:28] what Dave just talked about so don't
[52:30] feel bad if you didn't get all of that
[52:32] because I don't quite understand it
[52:34] either to that end I'm out of the
[52:36] capital program Management Group and we
[52:39] are responsible for determining
[52:42] designing and installing the capital
[52:45] equipment necessary to provide water
[52:47] from water sources directly to your
[52:49] homes to that end how we drive
[52:53] everything make our decisions determine
[52:54] is based on our vision which really is
[52:56] to cost-effectively renew expand
[52:59] infrastructure in the communities we
[53:00] serve to maintain and improve the
[53:03] standard of living for generations to
[53:04] come I think you've heard some
[53:05] conversations about sometimes people
[53:08] don't invest in their infrastructure and
[53:10] they pay just like if your car if you
[53:12] don't fix your car it doesn't start so
[53:14] we believe that we really want to do
[53:16] this for the long term to that end you
[53:18] can kind of look at our projects and
[53:20] break them into three buckets water
[53:21] quality which is Dave's talked a lot
[53:24] about system reliability which is
[53:25] getting the water to you both in normal
[53:28] conditions and in emergency conditions
[53:29] we've had fires we've we can have
[53:32] earthquakes here so we have to make sure
[53:33] our infrastructure is designed and we
[53:35] can respond and keep that water supply
[53:37] going and finally we look at water
[53:39] supply cost reduction projects think
[53:41] that we can do to lower the cost of
[53:42] water to the ago--it community so those
[53:45] are sort of three areas we do projects
[53:46] put them in those buckets again you've
[53:48] seen this map but I only want to bring
[53:50] to your attention just real quickly like
[53:53] try to use a light saber here
[53:55] Golden State Water our water sources are
[53:57] here in green our MWD connections are
[54:00] here you can see where we have some
[54:02] water sources here green means we can
[54:03] push water up here brown means we rely
[54:06] on this why do we do that or why are we
[54:08] concerned about that groundwater is
[54:10] about half the cost of MWD water so what
[54:13] we're trying to do is we want to is
[54:15] whenever we can push groundwater into
[54:18] the system because it's cheaper less
[54:21] expensive so but it's a balancing act
[54:23] because we have groundwater wells
[54:25] sometimes the water isn't perfect also
[54:28] you can see where the sources are and
[54:30] where you're at
[54:31] we gotta bring water into this area so
[54:34] yeah here's a well right in here but we
[54:37] also have water so we have to bring in
[54:38] connections and water up these lines if
[54:40] you will so again we're trying to supply
[54:42] water to this area and you can see by
[54:44] these percentages it talks about how
[54:46] much we pull into each area so to that

[54:52] products we do these various projects
[54:55] and again we're trying to improve water
[54:56] quality we have to meet both federal
[54:58] standards state standards and from your
[55:00] custom from the inputs from you folks so
[55:01] if you don't like the water there's an
[55:03] issue you contact us so to that end we
[55:06] tend to invest a lot of money a lot of
[55:09] this SCADA is automatic system so we can
[55:12] control them remotely
[55:13] again we knop tamai so we're trying to
[55:15] blend ground water with surface water
[55:18] and surface water and ground water don't
[55:20] always necessarily agree with each other
[55:22] they have different physical
[55:23] characteristics they have to be treated
[55:25] differently when they interact they
[55:26] produce things that we have to handle so
[55:29] we need to really look at control here
[55:31] nitrification again nitrates and
[55:33] nitrites are two things that are
[55:35] regulated by the division of drinking
[55:38] water we have to make sure that we don't
[55:40] have an issue with nitrites and forming
[55:42] and that's an issue again with surface
[55:44] water and groundwater surface water
[55:46] being the MWD state water project water
[55:49] and groundwater being our Wells and
[55:51] finally we have to do enhancement of our
[55:53] well sites to be able to make sure the
[55:55] water we send to you is in good shape
[55:57] some of these wells are older Wells and
[56:00] wells are very expensive to punch some
[56:01] of them are a million to two and a half
[56:03] million dollars per well so we have to
[56:05] make sure that we stretch that ass out
[56:07] as far as we can and sometimes we need
[56:08] to do some treatment at the wells or
[56:10] work at the wells to make sure that
[56:12] water quality is where it needs to be
[56:13] overall in this category about 3.4
[56:16] million dollars pipeline management just
[56:20] real quickly these are the whole system
[56:23] reliability issues make sure pipelines
[56:24] don't rupture make sure water is there
[56:26] and again these are all pipelines that
[56:28] we put in this one we're putting in a 19
[56:31] but all of these pipelines feed what you
[56:33] saw on that map earlier about 13 million
[56:36] dollars total from water supply cost
[56:39] reduction again we're looking at trying
[56:40] to reduce water cost so this includes
[56:43] putting ground water treatment date
[56:45] about manganese also on these two plants
[56:48] we're looking at trying to do some
[56:49] advanced treatment to truck in to try to
[56:51] take groundwater resources that
[56:53] potentially right now stranded and get
[56:55] them back online to try to reduce cost
[56:57] and finally we have various water
[56:59] quality projects that again all
[57:01] dedicated try to reduce that imported
[57:03] water which is about twice the cost
[57:04] total twelve million dollars in projects
[57:07] so roughly we put about twenty million
[57:09] dollars into the water system to supply
[57:10] water to the city of Englewood community
[57:16] okay so I think we're just about out of
[57:20] time we had a few more slides but what I
[57:21] can do very generally and I will say I
[57:24] will be here after the meeting to take
[57:26] any specific questions but I did want to
[57:28] make you aware that all of those things
[57:30] maintaining water quality meeting
[57:32] regulations and making sure that our
[57:34] services are reliable means it costs
[57:36] money so we have a general rate case
[57:38] that we have to file every three years
[57:39] with the Public Utility Commission we
[57:41] just filed one in July of 2017 for rates
[57:45] that will take effect in 2019 we do have
[57:48] a public participation hearing for that
[57:50] rate case if you want to go and hear
[57:52] more about it it's on february 1st at 7
[57:56] p.m. in Huntington Park I can give you
[57:58] all the details after you should if you
[58:00] haven't already receive a notice about
[58:02] that in the mail that will have all the
[58:03] details too but I will be here after the
[58:06] meeting to talk to you about it a few

[58:51] into their pockets and maintained that
[58:54] cleanup area that was part of their
[58:56] property
[58:57] we had the break in water broken water
[58:59] main on a concern street we took care of
[59:01] that one we had one on shanira Avenue we
[59:04] take care of that one we had one on
[59:05] thorough we took care of that one this
[59:07] is why I'm sharing with you that is
[59:09] critical that you interface with our
[59:11] water providers to identify but they
[59:14] value the city of Englewood and their
[59:17] clients and customers and they do the
[59:19] extra things needed to make sure you
[59:22] have little to no interruption of
[59:24] service and also when it comes to
[59:26] quality I'm going to reach out to those
[59:28] that live in the Imperial village you
[59:30] had a number of issues regarding the
[59:32] quality of water and I see you out there
[59:34] as I'm looking and they're going to stay
[59:36] afterwards and if you still have that
[59:38] issue with them please make sure that
[59:40] you take time to talk to them one on one
[59:42] they will take your personal information
[59:44] and they'll reach out to you as well so
[59:47] I'm gonna allow them to give we'll take

[1:01:36] behind but those are projects that are
[1:01:38] specifically for our groundwater wells
[1:01:41] so we have some groundwater wells that
[1:01:43] are not running right now that we need
[1:01:45] to do work to in order to get them
[1:01:47] running and when we get them running
[1:01:48] that means we'll have more groundwater
[1:01:50] to serve the system as opposed to water
[1:01:52] that we have to purchase and that
[1:01:54] groundwater is about half the price of
[1:01:57] water that we purchase so so by doing
[1:02:01] those projects our water supply costs
[1:02:03] will go down
[1:02:09] is that the question is is our is our
[1:02:12] rates gonna go down the answer questions
[1:02:14] no it's going to avoid from going up and
[1:02:19] then also just so you know that those
[1:02:20] that live in Lock Haven they also have a
[1:02:23] well at 111th Street in Yukon which they
[1:02:25] refurbishing as we speak one more
[1:02:28] question regarding the subject matter or
[1:02:29] comments and we'll move on gentleman

[1:02:37] know how does your water company
[1:02:43] compared to the other water companies
[1:02:46] across the country in terms of quality

[1:02:52] the areas that you covered

[1:02:58] so in terms of our water quality I would
[1:03:01] say yeah most of the water systems
[1:03:02] across the country have very good water
[1:03:04] quality the United States in
[1:03:06] particularly California has very
[1:03:08] stringent water quality regulations so
[1:03:10] any city that you live in I think you
[1:03:12] can feel comfortable that the water is
[1:03:14] safe to drink including the ones that we
[1:03:16] serve in terms of your question about
[1:03:18] the dam demographics I don't know that demographic so I can't really speak
[1:03:22] to what that issue is but we I mean we
[1:03:25] serve we serve communities all across
[1:03:28] California of all different types of
[1:03:30] demographics so I wouldn't say that
[1:03:33] there's any specific demographic that we
[1:03:36] serve and then let me interject as well
[1:03:39] you heard the mayor also do a Talia
[1:03:42] who's been here the longest and so far
[1:03:44] we found one resident that has a freakin
[1:03:46] Americans been here since 1960 they've
[1:03:49] been here since 1908
[1:03:51] providing us water so because of gender

[1:13:36] consultants in line we're working on the
[1:13:38] environmental documents and you'll be
[1:13:40] hearing a lot more about that very soon

[1:13:46] you an update on what's going on there
[1:13:48] this the rendering you see at the bottom
[1:13:51] is more up-to-date rendering of what we
[1:13:54] is going to be happening on the site
[1:13:56] we're going through a site plan review
[1:13:58] with it right now building plan check is
[1:14:01] going to be coming up pretty soon the
[1:14:03] demolition of the buildings if you're
[1:14:04] driven by the site you've noticed it's
[1:14:06] all torn down right so the buildings
[1:14:09] that are remaining there are the ones
[1:14:10] that are going to not on the site
[1:14:13] they're actually away from the project
[1:14:15] but if you do have a chance to go by
[1:14:18] there and take a look at it you can see
[1:14:19] the amount of activity that's occurring
[1:14:21] and we're really excited about what's
[1:14:22] going to be happening there the front
[1:14:25] elevation acts from Prairie is the in
[1:14:28] the primary entry way into the townhomes
[1:14:30] I think I shared with you last time that
[1:14:33] the original target prices for these
[1:14:34] units were somewhere around seven to
[1:14:36] eight
[1:14:37] it's gonna be one point one at 1.2
[1:14:39] million per per unit so get ready to
[1:14:44] stand in line I see you standing in line
[1:14:47] and I think I shared with you before
[1:14:49] that just means y'all stuff is gonna go
[1:14:51] up and up and up so these type of
[1:14:54] projects obviously are walkable they're
[1:14:57] close to where all the activity is going
[1:14:58] to be going on with Hollywood Park in
[1:15:00] the stadium so this is what you see
[1:15:02] happening in and around that
[1:15:03] neighborhood and some of y'all know
[1:15:05] folks that live around that neighborhood
[1:15:07] who should be really excited about
[1:15:09] what's happening with the property
[1:15:11] values there but these are going to be
[1:15:13] state-of-the-art buildings and they're
[1:15:14] going to be very impressive but I think
[1:15:16] they'll kind of pale in comparison to
[1:15:18] some of the things I think we're going
[1:15:19] to see later on in the Hollywood Park
[1:15:21] project as we get into this type of
[1:15:23] development the metro station update
[1:15:27] you've driven down Florence you've seen
[1:15:29] they are moving the stations are up the
[1:15:33] tracks are laid if you've been over by
[1:15:36] faithful central you'll notice that
[1:15:37] they've taken a lot of those gates down
[1:15:38] and all that kind of good stuff so
[1:15:40] you're starting to get a feel for the
[1:15:41] landscape of what it's going to look
[1:15:42] like they still have a lot of work to
[1:15:45] complete but it is starting to take form
[1:15:48] they're gonna be working over a lot of
[1:15:49] the bridges and cleaning them up you may
[1:15:51] have noticed that they're starting to
[1:15:53] recoat those I know some of you looked
[1:15:55] at them and said I hope they're not
[1:15:56] gonna leave that dirty bridge over
[1:15:58] Crossing looking the way it is it's
[1:15:59] gonna be recoated and then we're going
[1:16:01] to be working on throwing some really
[1:16:02] nice things over those bridge crossings
[1:16:04] to recognize what's going on in the city
[1:16:06] of Englewood and that's the there's
[1:16:09] obviously the station that is our
[1:16:10] downtown station and then there's a
[1:16:12] secondary station over at Fairview
[1:16:13] Heights as well so if you've driven up
[1:16:16] Florence you've seen that station which
[1:16:18] is coming coming together as well Tod
[1:16:24] transit oriented development or design
[1:16:26] update we're working on two right now
[1:16:29] one which is in district 4 which is the
[1:16:32] Crenshaw Imperial area we've been
[1:16:34] holding a lot of workshops through my
[1:16:36] Planning Division headed by Miss Mindy
[1:16:38] Wilcox and talking about the various
[1:16:40] things that will be going in and around
[1:16:42] those transit hubs and those transit
[1:16:45] locations to facilitate some of what we
[1:16:48] believe is going to be exciting
[1:16:49] development in
[1:16:50] around that area and transformative in
[1:16:52] terms of the way we think about what
[1:16:54] trans is going to do throughout Southern
[1:16:57] California here's the good stuff
[1:17:01] cannabis
[1:17:02] you gotta love cannabis councilman
[1:17:05] warned me about this part of the
[1:17:07] presentation and so I have my invisible
[1:17:13] shield that's in front of me so you
[1:17:14] throw whatever you want to throw at me
[1:17:16] we well I want to share with you and I
[1:17:18] said this at the last town hall that we
[1:17:20] are we are we are very intentional about
[1:17:23] this issue with cannabis the City
[1:17:25] Council has been very emphatic about not
[1:17:27] allowing it however there are folks out
[1:17:30] there who don't operate under the rules
[1:17:33] of the city and so what we have done is
[1:17:36] we have put the appropriate legislation
[1:17:38] and regulations in effect that makes it
[1:17:41] clear that we do not allow cannabis
[1:17:45] dispensaries or sale in the city of
[1:17:47] Englewood all right excellent
[1:17:52] and the councillor just gave me some
[1:17:54] literature that I believe you you should
[1:17:57] all have which talks about our fact
[1:17:58] sheet I want to thank my economic

[1:18:36] folks and talk to the Chief of Police
[1:18:38] and we come up with the strategies to
[1:18:40] try and deal with these issues and I'm
[1:18:42] going to share with you some of the
[1:18:43] things that are going on in the back
[1:18:44] drop so many other times when we hear
[1:18:47] from you we already have addressed the
[1:18:49] facilities we know where they are but we
[1:18:52] appreciate the communication that comes
[1:18:54] from you because you're the eyes on the
[1:18:56] street you see what's going on and you
[1:18:58] see the impact that's having in the to
[1:19:01] the city so
[1:19:02] this district is not unique this city is
[1:19:06] not unique Southern California is not
[1:19:08] unique these things are going to be
[1:19:10] everywhere you just say that again
[1:19:13] they're gonna be everywhere but what we
[1:19:15] have done is we have let everyone that
[1:19:18] we've come in contact with know that
[1:19:20] Ingrid's going to be the hole in the

[1:19:25] you come in our city we're gonna be
[1:19:27] coming after you aggressively to the
[1:19:29] full extent of the law to be able to

[1:19:39] have been identified in the district

[1:21:26] Attorney received a packet on that On
[1:21:28] January 18th we're moving towards
[1:21:30] criminal on that so we'll be working
[1:21:32] with the City Attorney's Office to get
[1:21:34] that into the court so that will be
[1:21:36] aggressive the Church of the acceptance
[1:21:38] so some of y'all who are you know think
[1:21:41] it's Church right yeah you walk inside there it's not it's
[1:21:50] not so just let you know that and then
[1:21:54] the burning tree and then Cristal
[1:21:56] Boulevard 25 cap and I know you know
[1:21:58] where all those associations are in
[1:21:59] terms of physical locations as the
[1:22:01] councillors shared I want to share with

[1:22:06] this stuff happens and you don't see it
[1:22:07] but you need to know what's happening
[1:22:09] and so every opportunity we get to come
[1:22:11] and talk about this with the councilman
[1:22:13] and we have been very de counseling has
[1:22:15] been in Phatak about this and we've been
[1:22:17] on exactly the same page across all the
[1:22:20] departments whether it's the City
[1:22:22] Attorney's Office the city manager's
[1:22:24] office my department and which over code
[1:22:29] enforcement we've all agreed that how we
[1:22:32] need to approach this issue and we're
[1:22:34] working diligently in the background to
[1:22:36] make sure but give you just an example
[1:22:38] of the one I was just talking about
[1:22:41] which is the 109 south Crenshaw the Papa
[1:22:45] John's and Papa John's Pizza Papa John's
[1:22:48] Pizza and what what that top picture
[1:22:52] shows is an empty shell of what used to
[1:22:55] be a cannabis dispensary and so this is
[1:22:59] we've been we tried to work with owners
[1:23:02] and now owners become part of the
[1:23:04] problem so we go after the owner and we
[1:23:07] go after the dispensary
[1:23:10] if we can't get one we get the other and
[1:23:12] so these owners are now saying what do
[1:23:15] we have to do to get these folks out of
[1:23:18] here and this is an example of the good
[1:23:20] work that's going on and yes sir I give
[1:23:23] them a hand because they working and
[1:23:26] I'll say this just to let you know why
[1:23:28] City Hall was closed they were going out
[1:23:30] every day 14 days straight 14 days
[1:23:38] weekends
[1:23:40] there was no breaks so that we could put
[1:23:43] this together get in on the City
[1:23:45] Attorney's desk and then let him be able
[1:23:48] to move forward prosecution and so if
[1:23:50] you're seeing those the code enforcement
[1:23:52] vehicles all roaming all around there
[1:23:55] that's why you're seeing them sorry I
[1:23:57] asked you if you would his help me give
[1:23:59] them a big hand

[1:24:49] things happen to kind of transform that whole stretch of Imperial
[1:24:54] so we're really excited about that

[1:25:34] that's open they're some of the things
[1:25:36] that we're doing congratulations on your Planet Fitness both facilities

[1:25:47] there's some of the other renovations
[1:25:49] are going to be occurring on the site
[1:25:53] and we're expecting for these things to
[1:25:56] be completed relatively soon okay

[1:26:03] and eleventh and prairie a new Hilton is
[1:26:06] coming to the city we are we've been
[1:26:10] talking and with the Hilton troop who
[1:26:13] has identified this site as a location
[1:26:15] kind of the starting of hotel row if you
[1:26:19] will I think you're gonna see a lot of
[1:26:21] that along Prairie and also along yeah yeah the fly out there okay it says
[1:26:30] Hilton Marriott right hilton right now
[1:26:33] absolutely and I've met with both
[1:26:35] corporate office as well as the local
[1:26:38] developer for this site but the end of
[1:26:41] the game is that you're gonna have a
[1:26:42] high quality hotel 120 rooms a beautiful
[1:26:47] roof deck it's gonna be nice to have
[1:26:49] folks come to town and they don't have
[1:26:51] to go to those other y'all know what I'm
[1:26:52] talking about places that you're kind of
[1:26:55] scared to even mention and now they'll
[1:26:56] have a decent location amongst all the
[1:26:59] other activity is going to be happening
[1:27:01] you got a lush outdoor garden 118
[1:27:04] parking space actually over park for the
[1:27:06] structure and then we're estimating
[1:27:08] about seven hundred and twenty thousand
[1:27:10] dollars a year in tax revenue to the
[1:27:12] city
[1:27:14] that means we shouldn't have any
[1:27:17] sinkholes Street trees should be all the
[1:27:20] things the mayor talked about these
[1:27:22] monies are going to go right back into
[1:27:23] making sure that our city is the most
[1:27:25] beautiful city that you've ever seen
[1:27:27] again the councilman this is one of the
[1:27:29] handouts that you have it gives you all
[1:27:31] the details in it the next slide kind of
[1:27:34] gives you what the interior amenities
[1:27:35] are going to look like it really is
[1:27:37] fashion I know I'm not a millennial but
[1:27:40] it's fashion for the Millennial folk
[1:27:42] it's a whole lot of them so but but the
[1:27:44] exciting thing about it is all the
[1:27:46] amenities that are going to be there
[1:27:47] something you are going to be able to
[1:27:48] have events there birthday party
[1:27:51] celebrations things like that that are
[1:27:52] really going to be exciting so it will
[1:27:54] have kind of a boutique feel to it which
[1:27:56] is exciting well listen there's a lot of
[1:28:00] other things that are going on I think
[1:28:01] the councilman asked me to talk about
[1:28:02] the tower that is being erected the
[1:28:05] wireless telecommunication tower that's
[1:28:07] being erected on 110 and Prairie and it
[1:28:12] is a wire telecommunication facility
[1:28:15] it's masked as a tower
[1:28:17] it does say welcome to the city of
[1:28:19] Inglewood at the top we made them do
[1:28:21] some stuff Inglewood the site is going
[1:28:24] to be cleaned up and those big
[1:28:27] containers that you see out there for
[1:28:28] our RS I program I'm on them constantly
[1:28:31] about the graffiti constantly about
[1:28:34] cleaner side up but the expectation is
[1:28:36] that they'll be removed as once this
[1:28:38] project is completed there so I want to

[1:29:21] it's only fair and fitting that we
[1:29:24] fought the good fight of faith to make
[1:29:26] sure that we've carved in and crafted
[1:29:30] legal language that we can go after
[1:29:32] cannabis and I mean anywhere from
[1:29:36] cultivating transporting warehousing and
[1:29:42] selling whether it's recreational or
[1:29:46] whether it's for merit medical marijuana
[1:29:51] but it didn't take away the state law
[1:29:54] entitlement that you can have up to six
[1:29:57] plants for yourself in your house in
[1:30:03] your house our coal does we had the
[1:30:06] restriction that you could have it
[1:30:09] outside of your house we require to be
[1:30:12] inside your house but we can't stop you
[1:30:14] from from them having it and the only
[1:30:17] thing we can do as well they may have
[1:30:19] the six they're not for resale to
[1:30:22] anybody else which is another challenge
[1:30:25] where you as neighbors watch it
[1:30:26] neighbors will have to share with us
[1:30:28] because if I see you floating then I
[1:30:31] know you part of that team so we want to
[1:30:37] make sure we carved as much language as
[1:30:40] we could for enforcement because the
[1:30:43] young lady and the gentleman you heard
[1:30:45] before that was with him they're the
[1:30:47] ones that are in the trenches that
[1:30:50] physically have to go door to door
[1:30:52] repeatedly to in order to get enough

[1:31:15] council to make it happen one of my key
[1:31:17] votes that helped us move and it did
[1:31:19] prove it unanimous but one of my key
[1:31:21] votes that always was there and had my
[1:31:23] back and that is councilmember Alex
[1:31:26] Padilla I like let me say a few words
[1:31:33] well Thank You councilman look at it
[1:31:35] really is a pleasure and and while I was
[1:31:38] just telling councilman Franklin boy you
[1:31:39] bring them out Man Alive and I'm trying
[1:31:42] to count I say there's you know over 125

[1:32:26] Englewood and can see and recognize the
[1:32:29] great things that we're doing the hotel
[1:32:32] that's coming the work that's being done
[1:32:35] with the different vacant lots that we
[1:32:37] have in the city of Englewood now
[1:32:39] everybody wants to be a part of it and
[1:32:42] so we're fortunate to have a mayor and a
[1:32:44] council that's united and we're working
[1:32:47] together for the best interest of you
[1:32:50] the residents of England we haven't
[1:32:52] forgot you and I can tell you that
[1:32:54] councilman Franklin certainly has not
[1:32:56] and we're fortunate because it's not
[1:32:59] just about what the mayor and the
[1:33:01] council does it's about staff like Chris
[1:33:04] Jackson and all his staff and all the
[1:33:06] rest of our folks in the city of
[1:33:08] Englewood we have a workforce that is
[1:33:12] top-notch and they help us get the city
[1:33:16] moving moving in the right direction and
[1:33:18] with that I just want to say thank you

[1:34:23] about what's happening in the city of
[1:34:24] Englewood is as the property values are
[1:34:26] increasing what you're beginning to see
[1:34:28] is people step in and step up so you
[1:34:31] know that's the existing property owner
[1:34:33] saying now I understand the value of my
[1:34:35] property and I need to look at it and
[1:34:37] look at opportunities for that we see a
[1:34:40] lot of joint ventures that are beginning
[1:34:41] to go on and some of these things you
[1:34:43] don't you won't see for several years
[1:34:45] where you're really begin to see the
[1:34:48] uptick is going to be right around 2020
[1:34:52] and in the end because what's what's happening is all of the
[1:34:59] positioning is tailored towards the
[1:35:02] stadium the stadium becomes such a
[1:35:04] crucial point so a lot of the work
[1:35:07] that's being done in the background
[1:35:08] meeting with planning staff talking to
[1:35:09] economic development trying to make sure
[1:35:12] that they have the proper deals that
[1:35:14] they have to do in the background or
[1:35:15] happening right now and I get the phone
[1:35:18] calls and I sit in on the meetings and
[1:35:20] we talk about things to make sure that
[1:35:22] they're moving in the right direction
[1:35:24] some of the activities as you're talking
[1:35:26] about like prostitution etc the Chief of
[1:35:28] Police is certainly aware of all that we
[1:35:30] we've hired and increase our are force
[1:35:33] to make sure that we're going to be
[1:35:34] addressing those issues but these
[1:35:36] some of the things that are going to
[1:35:37] come along with as we move forward with
[1:35:39] the city but the city is aware of it and
[1:35:41] we're doing everything in our power to
[1:35:43] try and minimize those negative impacts
[1:35:45] so I will answer your question regarding
[1:35:49] Imperial Highway remember I come last so
[1:35:54] I am the closer okay so we're going to

[1:37:13] once we have the effects of what it is I

[1:39:44] of things that we talked about is the
[1:39:45] issue of just communication so you're
[1:39:47] aware of what's going on that it's
[1:39:49] happening but we still want to make sure
[1:39:51] there's that communication is important

[1:41:09] said there would be no shops now that

[1:41:16] we're not going to have this year and
[1:41:18] you've got AB neighbor in Los Angeles
[1:41:19] and some of the other cities says it's
[1:41:21] ok how's this going to deal with the
[1:41:23] ACLU and this respect yeah that that's

[1:41:33] Development Department makes sure we're
[1:41:35] doing is we are being aggressive with

[1:41:40] dispensary and the owners know we're

[1:41:47] with the district attorney and the

[1:42:42] have to drop everything and come up and
[1:42:44] try and address these issues but to
[1:42:47] respond of yours we're working through
[1:42:48] that legal process excuse me and staying
[1:42:51] specifically with legal stuff and Jerry
[1:42:54] can help me if I miss one there's two
[1:42:56] items in the state law that gives the
[1:43:00] Charter sitter city's the authority and
[1:43:03] that's governing our city through the
[1:43:05] police department so we're able to
[1:43:07] enforce that I can't think of a second
[1:43:08] offhand but I do know that because we
[1:43:12] are charter City we also have a right
[1:43:14] for us to enforce on a public law
[1:43:18] enforcement and that is one of the
[1:43:19] things we did in advance we knew that
[1:43:22] this was coming it was a steam train

[1:43:26] matter of time it was going to hit and
[1:43:27] we knew January 1st was it two more
[1:43:29] questions and we need to move on because

[1:44:16] cannabis for recreational purposes the
[1:44:22] regulations that have been established
[1:44:25] are established to protect us as
[1:44:28] individual municipalities where it gets
[1:44:31] very interesting is air flow and just
[1:44:35] like young ladies were talking here
[1:44:37] earlier you don't control that aspect of
[1:44:41] it but what you're gonna hear a whole
[1:44:44] lot of people say is close the window
[1:44:45] and turn on air condition because this
[1:44:49] is not going to go away so I'm sorry to
[1:44:52] tell you that but that is one of the
[1:44:54] situations and it's not considered to be
[1:44:57] harmful so AQMD would not be regulating
[1:45:01] that he was referencing about the new
[1:45:08] aroma in your neighborhood but we have
[1:45:11] been dealing with people vaping for some
[1:45:12] time which is even worse and the law
[1:45:16] allows that if a cigarette and tamanna
[1:45:19] and cigars allowed to be smoked at look
[1:45:21] out for marijuana or cannabis that's why
[1:45:24] we had to make sure we put the laws down
[1:45:26] upfront to make sure we have at it

[1:46:11] facilities actually one which is in CD

[1:46:24] interior plaza he just asked when will
[1:46:29] it be done the construction
[1:46:31] yeah the construction activity of that
[1:46:33] is going to take probably about 12
[1:46:36] months to construct going through the
[1:46:41] entire process and some of the things
[1:46:43] that are going on with the site and
[1:46:44] probably will be entitled within the
[1:46:48] next three months so again everything
[1:46:51] kind of comes together late 19 2019 and
[1:46:55] 2020

[1:55:22] families of need that we had we're at
[1:55:24] Vinick u elementary school where Scouts
[1:55:26] got unit is located and we were able to
[1:55:27] bless families since I've been on the
[1:55:29] council there's again to whom much is
[1:55:32] given much is required our base is
[1:55:34] broaden so that's why is now over
[1:55:36] several hundred over several hundred
[1:55:37] families we continue to bless not only
[1:55:40] at the Inglewood Unified School District
[1:55:42] we also have LA Unified School District
[1:55:45] that's in our district as well as we
[1:55:47] have foster parents we have caregivers
[1:55:50] and we have seniors on fixed income that
[1:55:53] we also bless as well also I share with
[1:55:57] you again a Flyers out front that talks
[1:55:59] about the Turner a comm Hunt joint
[1:56:03] venture team regarding the stadium
[1:56:06] project and entertainment we don't

[1:57:07] service disruption does anyone take
[1:57:10] public transit anyone take public
[1:57:13] transit you need to get the Flyers that
[1:57:16] I provided you because Metro green line
[1:57:18] which goes from Norwalk to the east to
[1:57:22] Redondo Beach on the West will be
[1:57:24] disrupting rail service beginning
[1:57:26] January 26 that is this Friday through
[1:57:30] April the 7th Metro is going to do a
[1:57:33] connection of the Crenshaw LAX project
[1:57:36] infrastructure so it can tie the Green
[1:57:38] Line in to the future Green Line into
[1:57:43] the the LAX crinkle line so if you go
[1:57:47] the LAX Crenshaw Line is the one that's
[1:57:49] going to go across Florence and it's
[1:57:52] going to tie in all the way down to
[1:57:53] Imperial Highway and aviation and so
[1:57:56] there's going to be a disruption of five
[1:57:58] stations that will be closed which is
[1:58:01] that aviation LAX Mariposa El Segundo
[1:58:05] Douglas and Redondo Beach they will
[1:58:07] provide a free bus shuttle even though
[1:58:09] you can go to those stations and take
[1:58:11] you either to the Hawthorne linic
[1:58:13] station or the Redondo Beach station but
[1:58:16] more importantly this is a long haul to
[1:58:19] April the 7th make a note of that
[1:58:22] I want to emphasize the first boundary
[1:58:26] lines that's in district 4 for those
[1:58:28] that realize that it's a century on the
[1:58:31] north to a hundred and second on the
[1:58:34] south to dodi on the East to Prairie on
[1:58:37] the west we have received a negative
[1:58:42] propaganda that when we're trying to
[1:58:45] work on a Murph Murphy Bowl which is the
[1:58:47] future MBA arena for the Clippers
[1:58:50] but we're taking homes then we're taking
[1:58:52] a church we want you to look at make
[1:58:54] sure you understand the city repeatedly
[1:58:57] council members of opinion said no no no
[1:59:01] so I want you just see the boundary line
[1:59:03] so you can have that we also you can go
[1:59:05] to the city's website where again which
[1:59:07] is w WAW org to review the August 15th
[1:59:12] City Council meeting so that way you can
[1:59:15] hear firsthand what will transpired and
[1:59:18] in our position the city of Inglewood
[1:59:21] and district 4 has only one Park when
[1:59:26] you go outside to the information table
[1:59:29] you will see a large poster board that
[1:59:32] is going to be the future Park
[1:59:34] modifications which would include
[1:59:36] restroom facilities with doors
[1:59:40] installation of security cameras walk
[1:59:44] walking tracks walking track with
[1:59:47] exercise stations so there'll be 8
[1:59:49] different low state stations so as
[1:59:51] you're doing the walk you can pull on in
[1:59:53] and then do your calisthenics or
[1:59:55] exercise with that location there will
[1:59:57] also be new playground equipment and and
[1:59:59] resurfacing we're getting rid of the
[2:00:01] chip wood to now have the rubber
[2:00:04] composite that's going to be underneath
[2:00:06] the new apparatuses there's going to be
[2:00:08] three gazebos with picnic tables and
[2:00:10] benches and new landscaping with sorry
[2:00:12] end so therefore you can have a family
[2:00:14] picnic you there's going to be grills
[2:00:16] out there you can do it as well we're
[2:00:18] 99% complete on that project and that
[2:00:21] we're looking to have a special ceremony
[2:00:24] next month as soon as the oh it's a
[2:00:28] where's located Hall Center Park anybody
[2:00:31] know where Center Park is
[2:00:32] 111th Street off of Yukon and right
[2:00:38] behind Worthington elementary school
[2:00:40] that is the city park that we have right
[2:00:42] there
[2:00:42] you know the mayor announced about the
[2:00:44] Senior Center I gave you flyers we
[2:00:47] talked about the 35,000 square feet and
[2:00:49] also all the amenities that's there so
[2:00:52] you have that information and those that
[2:00:54] like to do Samba and all those other
[2:00:56] kind of dancing programs they have them
[2:00:58] right there for you as well now
[2:01:00] specifically with imperial highway
[2:01:03] improvement project I have been fighting
[2:01:07] this for well over five years I was
[2:01:09] short five million dollars and guess who
[2:01:13] came to my rescue congresswoman Maxine
[2:01:17] Waters but that's great
[2:01:22] but the question is when we gonna break
[2:01:24] ground so think of where Imperial
[2:01:28] Highway is when you have ven s on the
[2:01:31] east and you have Prairie on the west
[2:01:36] there is LA city or county there is
[2:01:40] Hawthorne City and there is Inglewood
[2:01:43] and this la said that they were going to
[2:01:47] be the driving force well I have to tell
[2:01:50] you it's a squeaky wheel against the oil
[2:01:53] and if you're at the council me consul
[2:01:57] office and you scream loud enough you
[2:01:59] talk high enough and you can read and
[2:02:02] become repetitive you could attention I
[2:02:05] am proud to say that I that our public
[2:02:08] works director Lewis out well led the
[2:02:11] charge in removing the city of the
[2:02:15] County of Los Angeles running the
[2:02:17] project to now the city of Inglewood is
[2:02:19] now taken over this project we're now
[2:02:21] the lead agency and ask your question
[2:02:23] specifically is currently out to bid so
[2:02:26] we're now expecting construction to
[2:02:28] start either the spring or summer of
[2:02:31] 2018 and that includes sidewalks curbs
[2:02:36] gutters driveways all that's gonna be
[2:02:38] done from Venice
[2:02:40] is to Prairie on the west we got that
[2:02:44] thank you and hold me to it we have
[2:02:48] another item that that's on this flyer
[2:02:49] how many live where I live
[2:02:51] the lockhaven community lochhaven
[2:02:55] community so in Lock Haven we have a
[2:02:57] horrendous problem of being over to park
[2:02:59] on on public streets we are penalized
[2:03:03] because our streets are not wide enough
[2:03:05] we only have one sided parking so after
[2:03:09] many many years and I told you in your
[2:03:11] over 40 years and been in office since
[2:03:14] 14 years were finally finally finally
[2:03:17] getting the planning I'm sorry the
[2:03:20] public works director to work with me on
[2:03:23] trying to be able to have two-sided
[2:03:25] parking so what you're going to see
[2:03:27] there at the top of that location
[2:03:29] highlights specifically that we've now
[2:03:32] started a pilot program in November of
[2:03:35] last year of a hundred and fifth and a
[2:03:38] hundred and six from Prairie on the east
[2:03:41] I'm sorry for Prairie on the rest to
[2:03:43] UConn on the east of having two-sided
[2:03:46] parking but obey the parking signs we
[2:03:49] have changed these signs as recently as
[2:03:52] last week trying to make sure that we
[2:03:54] work learn with engineers mandate the E
[2:03:57] or the police department mandate in
[2:03:59] order for us to accommodate two-sided
[2:04:01] parking for the residents so this is the
[2:04:04] last process and if it's successful we
[2:04:07] plan to broaden it into further parts of
[2:04:10] other streets that is in this that is in
[2:04:12] the lochhaven community from 104 through
[2:04:15] the north to Imperial Highway on the
[2:04:17] south from Crenshaw on the east to
[2:04:20] Prairie on the west so that is a major
[2:04:23] project the other thing was you speak
[2:04:27] leave it or not miss Matthews not listen
[2:04:29] how many times and we've talked about
[2:04:32] the van Ness Avenue Street modification
[2:04:34] project and that they arbitrarily the LA
[2:04:37] County came in and put in a left-hand
[2:04:38] turn lane and we need didn't need that
[2:04:40] like a horn or head and it became
[2:04:43] a major problem to the point that we had
[2:04:45] a fatality it wasn't district 4 fatality
[2:04:49] so I just want you to know that during
[2:04:51] the first two weekends of January 2018
[2:04:53] LA County Parks Department completed a
[2:04:56] street modification project on Van Ness
[2:04:58] Avenue from 104th Street on the north to
[2:05:01] color the street on the south and the
[2:05:03] scope of the modification including the
[2:05:05] removal of the northbound southbound
[2:05:08] left-hand turn lanes at the
[2:05:10] intersections on hundred fourth 108 and
[2:05:12] color the street and the restoration of
[2:05:15] those curves that they painted red they
[2:05:17] brought on back and the project was
[2:05:19] completed on January 14th now comes the
[2:05:23] bad one century Boulevard I know but I
[2:05:30] really need you to take copious notes
[2:05:33] here we heard you when I was getting
[2:05:37] number of phone calls and emails about
[2:05:39] how come you keep tearing up this street
[2:05:41] every time I look up there's a lane
[2:05:43] closure here that we got to do this
[2:05:45] please make note that we have had three
[2:05:49] construction modifications since we
[2:05:53] started this project they're in phases
[2:05:56] and phase one and phase two the first
[2:05:59] construction segment was to improve the
[2:06:02] north side of Center Boulevard that
[2:06:04] connected to the opening of Hollywood

[2:06:11] Prairie Avenue from January 2015 to
[2:06:16] August 2017 the second project involved
[2:06:21] the construction segment that related to
[2:06:23] the full depth pavement restoration
[2:06:26] which started in November 2015 and has a
[2:06:30] completion date to april 2018 and so
[2:06:35] that is also between Yukon Avenue and
[2:06:38] Prairie Avenue
[2:06:40] so bottom line is stay away from Century
[2:06:43] if you can the third construction
[2:06:46] segment was the LA County Department of
[2:06:48] Water and Power
[2:06:49] they removed and installed new pipes
[2:06:52] valves along with pavement restoration
[2:06:55] from
[2:06:56] hurry Avenue to Doty Avenue which
[2:06:59] started March 20 17th and was completed
[2:07:01] in 2017
[2:07:03] now with these multiple phases required
[2:07:06] for this project it requires a number of
[2:07:09] permits being pulled in construction
[2:07:11] time to allow for multiple utility
[2:07:13] services such as Southern California
[2:07:15] Edison Southern California gas in LA
[2:07:18] Department of Water and Power and AT&T
[2:07:20] just to name a few
[2:07:22] this has been a this has and will
[2:07:25] contribute to the multiple closures of
[2:07:27] some of the same areas that have been
[2:07:29] closed previously now it gets even worse
[2:07:34] the city is aware they have very heavy
[2:07:38] traffic impacts along central boulevard
[2:07:40] specifically between Fifth Avenue on the
[2:07:43] east to Yukon Avenue on the west with a
[2:07:46] record number of lane reductions and
[2:07:48] closures from 5th Avenue to Prairie over
[2:07:51] the past few weeks and months our public
[2:07:55] works department has confirmed write
[2:07:56] this down Public Works Department has
[2:07:58] confirmed not Ralph Franklin but once
[2:07:59] White House confirmed that Center
[2:08:01] Boulevard from Crenshaw Boulevard to
[2:08:04] Club Drive will have all lanes open for
[2:08:07] through traffic not left for a right
[2:08:09] hander but through traffic including
[2:08:12] eastbound and westbound left-hand turn
[2:08:15] lanes at Village Drive and Club Drive
[2:08:18] beginning Thursday January 25th there
[2:08:23] you go aren't you glad you came now but
[2:08:29] I know what good is a bad construction
[2:08:32] work currently taking place at the
[2:08:33] intersection of century Boulevard and
[2:08:37] Crenshaw Boulevard is expected to be
[2:08:39] completed and all lanes will be open for
[2:08:44] through traffic weather permitting by
[2:08:47] Monday January 29th but there's always a
[2:08:53] but in order for this to happen
[2:08:55] the intersection at Crenshaw Boulevard
[2:08:58] and Crenshaw Boulevard will be closed
[2:09:02] to northbound and southbound crinch all
[2:09:05] traffic because they need to get in that
[2:09:08] center area so when you approach central
[2:09:13] boulevard with your traveling northbound
[2:09:14] or southbound on Crenshaw you will be
[2:09:17] required to make a right-hand turn and
[2:09:20] that will go on you write this down for
[2:09:24] Friday January 26
[2:09:26] that's this coming Friday 9:00 p.m. and
[2:09:29] will continue to Monday January 29th at
[2:09:33] 6:00 a.m. you can pick up that copy the
[2:09:36] most recent construction since you go to
[2:09:38] our construction notice at the
[2:09:39] information table but you heard it first
[2:09:41] here so when you go out to why is this
[2:09:44] happening what did you hear what
[2:09:46] councilman Franklin said and taking what
[2:09:48] I have my backup man I told you my
[2:09:50] engineers out there and he's one it gave
[2:09:52] me this information and don't kill the
[2:09:54] messenger okay I think we've had a
