[1:23] economic development and Iowa industries through a grant to highlight some

[1:26] exciting additions we're bringing to the Iowa's farmers market. The farmers

[1:30] market is already a wonderful community event with fantastic vendors, locally

[1:34] grown produce, and a loyal community support base. These new activities are

[1:38] intended to build on that strong foundation, attract even more visitors,

[1:41] and create additional opportunities for our vendors and local businesses. As you

[1:45] may have seen last Thursday, inflatables filled the lawn of on the west side of

[1:49] the square along with two delicious food trucks. This week, Los Titos, a Mexican

[1:54] food truck, and 323, a baked goods truck, will be joining us. The grant

[1:59] will cover up to $10 towards an order for each of the first 25 customers who

[2:03] attend both food trucks. We also partnered with a new business, Mabel

[2:07] Creative, to provide free arts and crafts at each farmers market throughout

[2:11] August. This week only, we'll also have a free watermelon feed featuring locally

[2:15] locally grown watermelons. In coming weeks, visitors can look forward to more

[2:20] food trucks, a balloon artist, an entertainer, a car show, and a pie

[2:23] eating contest with a grand prize of $500 in chamber bucks. Last week's

[2:28] turnout was amazing thanks to these efforts and the Iola Public Library

[2:31] summer reading wrap-up event, which was held next to the farmers market. We hope

[2:35] to build on the momentum and continue increasing attendance throughout the

[4:12] material had went up of course in price and um I mean he may have also upped his

[4:19] uh labor cost as well. Um I'm sure you know if he's a small business owner from

[4:24] one year the next if he's providing benefits to somebody his cost went up in

[4:27] some sort sort of way. Um, but this is his updated price. Um, and then of

[4:34] course I have the other two former quotes from the other two companies.

[4:38] Um, I would like to add, um, when I did speak with, uh, Troy

[4:44] Vaner, the owner of Field Ops Company, he did tell me cuz I just wanted to

[4:49] know, you know, so I could be utmost with you all that, uh, him being able to

[4:54] get to this job this year is in question because of how busy he is currently. Um

[4:59] he said honestly it's up in the air because a lot of his work still to this

[5:04] is all obviously weather based so if it gets cold enough outside he can't do the

[5:09] job the the material won't adhere to the concrete properly. Um so he said with

[5:14] his current ongoing jobs that if everything still goes as scheduled with

[5:18] what he already has scheduled for other jobs it would be in question if he could

[5:22] get to us this year. Um, I did speak with the other one I know that was the

[5:27] clo next closest bid that uh had some interest, McConnell Associates, and they

[5:33] said he had told me that he could get us on the books this year. Um, it would be

[5:38] possibly later September roughly right now andor into early October. And he did

[5:44] say if at all something had happened with their schedule and the weather did

[5:50] turn for a snap, he would not even try to administer their product uh with

[5:54] anything with concern of curing and he would honor this price into next year

[6:00] and they would have to, you know, move the job into next year.

[8:17] one of them the exact dimensions and um two of the companies did meet on site.

[8:34] talked to him on the phone several occasions. Um, he's got an aerial Google

[8:38] Earth view. Um, he said he'd done a couple of other jobs, uh, maybe four or

[8:43] five similar to like our job aspect. Um, but yeah, they should all their their

[8:50] quotes should be prepared by the exact square footage for the same job.

[9:13] It's hard for me to disagree with Robbie on his recommendation just because of

[9:18] the extensive proposal that Matt McConnell and Associates has done that

[9:23] even in consideration. Fields is a smaller company and they're trying to

[9:28] build brand new >> got to start somewhere. I mean, I feel

[9:41] last year that it's a franchise company that they've got 95 sites all over the

[9:47] US. So, part of the question was, you know, what kind of reference do they

[13:36] hearing on July 21st to review an application from Angela Johnson and the

[13:42] Shepherd's Post. They're requesting a special use permit for 220 South

[13:47] Kentucky. The organization is uh wants to use the location as a faith-based

[13:53] home to support help and support men. The address is in the R2 zone which is

[14:01] two family residential according to our um use table. Uh group residential is

[14:08] allowed but they have to have a special use permit for that. Uh group

[14:14] residential uh in a nutshell be like a sorority.

[14:18] Anytime you have more than five unrelated people living in the same

[14:23] address, it's it's considered group residential. Um uh planning commission

[14:30] had a hearing and uh letters were sent out to

[14:34] everybody within 200 ft of the property. There were no calls to my office

[14:41] concerning this. There was nobody that showed up to the hearing at the planning

[14:45] commission in objection to it. Everybody that attended the planning commission

[14:51] hearing was in favor of it. Angela is here tonight with some of those

[14:56] supporters here. So if the council has any questions for Angela or any of them

[15:01] about it, she's here to answer any of those questions.

[15:06] » And so that's the old church. That is the church. They're planning on taking

[15:12] the newer addition to the north of it. They're taking three of the bedrooms.

[15:29] three men can stay in each bedroom. And they're going to have a separate smaller

[15:32] bedroom for a manager to stay in there. So, it'll be nine men and then a manager

[15:38] that lives there full-time. >> So, with renovations, the site would be

[15:42] appropriate for housing that many people.

[16:41] part of our jail ministry that we're adding on to. Um the building was

[16:53] it's needed in our community. It's sad, but but these are great projects and and

[16:58] I'm glad that a a community group is taking this on and and addressing a need

[17:17] » and there would be a manager. Um and we've already got the walls up. There's

[17:32] men? >> We're working on all the policies and

[17:35] procedures currently. We have don't have them all in place. It's going to be men

[17:49] going to be men that um off the streets from jails, drug court, Oxford housing,

[17:54] um anybody that's that would be seeking uh faith-based housing because it will

[17:59] be faith-based 100%. We have six um pastors who will be pastoring and part

[18:05] of that um that we meet. We've already got our committee set up and so we've

[18:10] been meeting and talking about how will this work for our community. Right now,

[18:14] it's just policies and procedures we're working on. Um, I can tell you

[18:18] background checks will be performed and we'll check with our local registry. We

[18:21] have uh our one of our sheriffs um who is part of on this committee that's

[18:27] going to help us with the policies and procedures, help us to better understand

[18:31] what is safe and not safe. He feels and some other people who are um qualified

[18:37] to help make those decisions. >> How do you financially support this?

[18:42] » Those men will work. None of them will live there if they don't work. they have

[18:46] to work or you can't be there. >> Therefore, they have to pay.

[18:49] » Yes. >> Yeah. At this time, we're thinking about

[18:54] 125 a week and about $150 for there to be a deposit to move in. Um we actually

[19:02] have taken our time and gone to other three different facilities that are

[19:07] faith-based. You want to talk about that, Teresa?

[19:09] » Yes. We went to one a few weeks ago and there was a young man from this

[19:14] community that probably at the age of 15 was just in and out of jail, drugs,

[19:21] violence, just he had a hard life. He went to prison twice and he's been at

[19:27] this house for two years. And just going in and talking with him, it the

[19:33] transformation was just it was wonderful to see because now he's got a life

[19:39] chance. Had he not joined this program, he would probably get be ready to go do

[19:45] number third, you know, his third time in prison, but this program helped him.

[19:49] And just talking to him and he said it's unity of the house. It is uh godly men

[19:55] that he can talk to. And now he's he's got he said I'm working on my character

[20:00] of Jesus and he's big with community service. he works and it's just an

[20:05] awesome awesome transformation you know and we see we see people in this

[20:10] community right now and uh some of them are like what do I do you know I mean

[20:15] it's easy for us to say you know get a job go get a job but you know coming to

[20:21] this house they're not only going to you know get a job they're going to go to

[20:26] church they're going to uh have pastors and people there godly men to help them

[20:34] » and how long can they stay? As long as they need to. But let's say we've got a

[20:38] family man who's who wants to come get his feet on the ground so he can be a

[20:43] leader in his household and you know and if he does it in 6 months that's great.

[20:48] Uh we're just we're excited to see the change that could that can happen. I

[20:55] know that you're still working on your policies.

[20:57] So, some of these questions you may not have answers for, but like

[21:02] » are you going to be conducting like Celebrate Recovery or AA? I know

[21:06] Celebrate Recovery is a faith-based um program. So, there will be a program

[21:12] like that on site for these men to participate. Um what type of um

[21:22] is there a curfew? is there. >> There will be. Yes, definitely curfew.

[21:26] » Yes, >> we were talking about the curfew. A

[21:29] male. We get the male's perspective. We're just there to get things going.

[21:33] Then we have our male's perspective on how things should be ran and what and we

[21:38] talked about that there should be a curfew for sure. Um,

[21:42] » and this is just men only, no families. >> No, no families are allowed to live

[21:45] there. Saturday gettogethers for families like from 8:00 to 5:00, that

[21:50] sort of thing. But no woman is allowed to spend the night in the home. There's

[21:53] a lot We've got a lot of that started but not completed.

[21:57] » Sure. >> So, yeah. Um, one thing I do want to say

[22:00] that you were asking, well, there'll be different programs. There'll be

[22:03] mentoring other mentoring other men to make disciples. Mental health is really

[22:06] excited. They want to be a part of it. Crisis management will be a part of it.

[22:10] Um, we will have other men who have volunteered to take these men to jobs

[22:14] and that sort of thing to get them started.

[22:18] » Right. Um so um and some will ride bicycles,

[22:24] some will walk. It depends. >> Angela, will this be an extension of the

[22:28] pregnancy resource or it's not going to be a separate 501? And

[22:33] » um on that note, I'll just say um been around what 20 plus years,

[22:39] pregnancy resource, and a lot of success stories. A lot a lot a lot of success

[22:45] stories. And if you're not aware of everything they do for the community and

[22:50] not just our community, Southeast Kansas, um they've saved a lot of

[22:55] families, brought a lot of families together, mentored mothers and fathers

[23:00] to be involved with children, uh used to teach classes for court order uh

[23:06] parenting classes. Um, so if if this new endeavor is uh a smidge as successful as

[23:15] Pregnancy Resource has been, it it will certainly help the other entities such

[23:21] as Southeast Kansas Mental Health that's got a job to do with clients in town.

[23:25] They can all benefit and help each other. And I just I just feel it'll be a

[23:29] great asset for the community. >> I'll also throw out um Allen Regional

[23:34] Transportation may be able to help too with some of the transportation needs.

[23:37] Um we're we're running pretty pretty great great right now. So nice. Um and

[23:42] there's abilities to buy well in advance and schedule things. So so get in touch

[24:36] We actually have a committee, but we will actually have an application that

[24:39] you'll have to follow through. If you follow through with that application, um

[24:44] most likely you will get in. And there could be a waiting list in all

[24:49] the different we've gone to three different ones. Two, we're going to the

[24:52] third one. Sorry about that. Um their waiting list is extreme for the men. So

[24:59] » something I became aware of uh through working with the jail industry is the

[25:05] guys that are getting out of jail often. Sorry,

[25:11] » the guys coming out of jail often don't have a safe place to go to. So they will

[25:17] be among the clientele uh potentially. And uh we're saying that it's not a

[25:23] sober house, it's not a homeless shelter, but both of those may be

[25:27] included if if that's what the needs are. So

[33:04] really hoping that the people of Iola appreciate it and the hard work that

[33:09] they've done out there and that we can do our best to keep it nice and take

[33:15] care of it. Uh we've been out several times and done some

[33:21] trash cleanup just around the area. I'm hoping really hoping cuz it's it's

[33:25] beautiful when it'll be all said and done. So that'll be Wednesday.

[35:56] spot ads and it's pretty positive and hopefully it's uh, helping to make a

[36:02] difference. Um, want to shout out to Salina and the loss they suffered with a

[36:10] mowing accident that flipped upside down in the river. Um, the operator succumbed

[36:17] to his injuries. And I think it's a good reminder on um John, you probably

[36:22] remember when the city first talked about the uh mowers that could go on the

[36:28] inclines down here and the whole idea of spending the extra money on that type of

[36:32] mower was for safety. So keep in mind that when we look at budgets and what we

[36:39] spend if they bring up safety issues, uh look at what happened in Salina and

[36:44] it's unfortunate. So prayers and condolences to uh all in Salina. Uh the

[36:51] only other thing I have is um council has asked uh

[37:00] information from past uh meetings that gets tabled or put on the back burner.

[37:06] And if you take one and hand it around, some things have kind of fallen to the

[37:11] wayside. So, if we can keep an ongoing revolving

[37:18] um pending future agenda items on the um agenda.

[37:25] That's uh some of the information that was brought to my attention. Some of its

[37:30] old business to bring back. Um some of it possibly new information. Um council

[37:37] looked that over real quick. if there's anything that anyone missed that we've

[37:42] talked about and it didn't come back. Um, it's a way to kind of keep track of

[37:49] everything that we've brought up in the past and haven't dealt with completely.

[38:13] done. I think Jason's got about three or four days left. We had some issues with

[38:16] street sweeper, so they kind of backed off on doing any more sealing until we

[38:21] got it up. They're catching up this next couple days and then they'll get back

[38:25] on. Hopefully by the end of the week, we'll be done with chip seal, at least

[38:28] with the seal part. Uh, highway projects moving along pretty well as you guys can

[38:33] see. Um, I mean, we're still probably I'm guessing with the rain, we we're

[38:37] probably a couple weeks behind where we our target date. Um, contractor still

[38:42] seems comfortable that we'll be done with that first phase in October.

[38:47] I'm holding out. Uh, we'll see. I think we'll be substantially I don't know that

[38:51] it'll be completely completely that phase done, but we'll we'll be

[38:54] substantially complete. >> Have a plan B for Have we started to get

[38:58] a plan B for >> uh I've actually I had a phone call

[39:02] today with them. Uh they've got some some things in the works. Uh I I really

[39:07] don't think the parade will be affected at all. We'll have the main line unless

[39:10] something drastically drastically happens with rain. We'll have the main

[39:14] line done. Maybe some sidewalks, some handicap ramps on the south side of the

[39:18] road might not be done, but I don't think that will hamper farm city days at

[39:22] all as far as the parade and the that goes. So, um yeah. and the contractor

[39:30] every meeting I have every week. Hey, I I still think we're going to be there.

[39:33] We're going to be there. So, we'll see how that plays out. But, um they're

[39:37] making some headway now. It It's hard to see progress until you really see that

[39:41] thing coming together. Uh to this week, they're pouring uh a lot of the

[39:47] finishing the radius or the curb or not the curbs, the uh approaches on the side

[39:51] streets. Uh tomorrow I think they're going to pour the off streetet or the

[39:56] parallel parking like by Audacious and Community National down by Bob's office.

[40:01] They'll be pouring those pieces. Uh and I think by the end of the week, if

[40:05] they're not doing it, then first of next week, there'll be you'll see some cu

[40:10] curb being formed up ready to be poured. Uh middle of the week, we should see uh

[40:16] grading back in here for sidewalks. So things are coming around. Uh

[40:20] » people have asked me why they don't work seven days a week. What

[40:24] » they don't have to >> they it's a calendar completion project.

[40:28] Uh and until they get down to the end, they won't. I can tell you that. Uh and

[40:34] and a lot of times when you see them not there on Fridays, they've worked

[40:38] themselves into that corner. I guess they poured up as much as they can. They

[40:42] can't pull the forms. They got cure time. Um, so a lot of that's just how

[40:47] they've worked them worked in three days and they've got to back off for a day or

[40:51] two before they can pour another section. Uh, but yeah, I

[40:56] I don't and Kat's kind of unique in the fact that they've got to request to work

[41:00] weekends or holidays. So, uh, Monday through Friday is normal. You know, a

[41:06] Saturday here or there. I could see >> Well, if you want another answer, it's

[41:10] money. Yeah, >> if they want to do something like that,

[41:13] then we would have to fork over a whole lot more than we already.

[41:16] » Yeah, I think by by like midday Friday to on Saturdays is usually overtime. So,

[41:21] you're getting the people paying a lot more for their overtime. They

[41:24] » I mean, for example, the concrete crews are in here uh I'd say around 6:00 to

[41:29] 6:30 every morning. When they're here pouring and and forming, they're here

[41:33] around 6:00 to 6:30 and they don't leave until about 4:30 in the afternoon. So

[41:38] they're they're getting it they're getting that 10-hour day in.

[41:40] » And it appears that they're using the weekends for the engineer and surveyors.

[41:45] And it looks like there there's been guys down there on the weekend.

[41:49] » A lot of >> pinninging and flagging and

[41:51] » a lot of that is borderline guys down on the other end. I know they got Kentucky

[41:55] Street intersection. >> I'm talking about on the concrete

[41:57] downtown. If you drive through during the weekend,

[42:00] » they're they're parked on the concrete and they're marking and they're

[42:03] surveying. I've seen them with their transom out there.

[42:07] » It's great. >> So, they are doing some things on the

[42:09] weekend. >> Yeah, they're I I think they're moving

[42:11] along. Uh I think it's still we're probably a couple weeks from switching.

[42:16] If weather goes well over the next two weeks, I think we'll be switching to the

[42:19] other side. Some of the lighting may not be done on the north side. That can be

[42:23] done. I think they'll pour the bases. They just probably won't set poles u and

[42:27] flip over to the other side. So,
