I would I [39:23] do want to highlight the [39:24] impressive program that this [39:28] county has. We do need more [39:29] assistance, turning our backs [39:31] on this issue will not make it [39:32] disappear. Increasing the [39:33] funding will allow residents [39:35] of the county to help close [39:36] the gap that the shelters, [39:37] humane society and humane [39:39] agents can't do themselves. [39:39] Every pet isn't accessible [39:42] resource. That helps many [39:44] residents throughout the [39:46] county. [40:59] It's I think very important [41:01] for the economic security our [41:02] small agricultural businesses [41:05] and Duval County to pursue [41:06] this kind of diversification [41:12] of efforts. Promote the use of [41:13] resources that are previously [41:16] and utilized. It's relieve [41:17] some pressure on our [41:21] agricultural supply chains, [41:22] especially as you as I'm sure [41:22] you've all seen with recent [41:26] recalls outages and Web [41:29] services. And and that farmers [41:31] markets and small markets in [41:32] general are a growth industry [41:38] within agriculture. It's also [41:39] promotes the visibility of [41:40] work. Unproductive land use [41:43] when you have a very indoor [41:45] work culture in the county, [41:46] it's really useful to young [41:48] people to see folks working [41:52] outdoors and producing food [41:53] themselves. And I'd like to [42:00] point out also that [42:02] agricultural land in Duval [42:04] County itself has been greatly [42:08] reduced between the year 2002 [42:09] 1010, we lost 85% of our [42:10] agricultural lands to [42:12] development here in Duval [42:13] County, which further stresses [42:16] those agricultural supply [42:16] chains. So I just would like [42:21] to emphasize that diversifying [42:22] the resources that we have [42:24] within the small agriculture [42:25] is critically important to our [42:27] future. Thank you. I volunteered my [42:57] efforts and tnr trap neuter [42:59] return for those who don't [43:01] know for 6 years and the [43:03] difference this program makes [43:04] exponential for neighbors. [43:05] Shelters, rescues and of [43:09] course, the community cats. [43:15] Benefits of Tnr. See We've got [43:18] reduces unwanted kittens. Keep [43:22] cats in their territory. There [43:24] will give them much better [43:25] chance at having a good life. [43:26] Not being just dumped [43:26] somewhere where they don't [43:28] know where to get food and [43:31] water. It improves their [43:32] health by preventing [43:34] reproductive teases diseases [43:36] and reducing meeting related [43:37] injuries, reduces nuisance [43:38] behaviors. So whether or not [43:41] neighbors like cats, [43:42] regardless, everyone can [43:44] benefit with less room less [43:45] fighting, less, yelling, [43:49] spraying and meeting behavior [43:50] and it gradually decreases the [43:51] community cat population, [43:52] which ultimately helps all [43:54] animals. Because in shelters, [43:55] rescues and other resources [44:02] are freed up. So it helps them [44:02] in that way and just improve [44:03] relationship. Sometimes there [44:06] are problems with neighbors [44:07] just because there are cats [44:09] next door and they're having a [44:10] problem there yelling are [44:11] fighting because they're [44:11] wanting to meet. Well, Tnr [44:12] gets rid of that and then it's [44:16] no longer an issue. Duval [44:17] Catholics which covers Tnr is [44:21] currently funded at 2000. But [44:24] are $232,402 annually. This [44:25] was exhausted within the first [44:26] couple of months of the last [44:28] of this of this current fiscal [44:30] year per the ceo of every pet [44:32] who I consulted for a number. [44:35] This number has not been [44:36] increased 4 significantly for [44:39] many years. Our city is [44:41] growing very fast. So is our [44:41] animal population and an [44:42] effective increase would be [44:45] around a 10250,000 to cover, [44:46] the increased costs and demand [44:49] for this program. It is our [44:50] responsibility to be stewards [44:52] of GOD's creatures. We can do [44:53] better. Please consider this [44:54] as details are being worked [44:58] out in our budget has now is [44:59] the time to lead, by example [45:01] and to embrace this beautiful [45:02] responsibility that we've been [45:02] blessed with to do right by [45:03] the little guys in our city. Florida reveals that [48:35] over 52% of assessed water [48:37] bodies in Florida fail to meet [48:38] the state water quality [48:39] standards due to excessive [48:40] nutrients and bacterial [48:44] contaminations. But the [48:46] findings show a significant [48:47] decline. Environmental [48:48] enforcement with state actions [48:48] are dropping to less than half [48:50] of their historical average [48:53] despite the surge in [48:55] population over development is [48:55] part of the reason we are [48:58] having this issue. We need to [49:01] protect our natural lands. Not [49:04] only just for enjoyment, it [49:05] actually helps the [49:06] environment. It helps our [49:08] water. We are being poisoned v [49:13] a our food, our water, our [49:15] air. We need natural land to [49:16] make sure we are able to get [49:17] rid of some of those prudence. [49:19] I know you all I'm sure have [49:21] heard of forever chemicals. We [49:22] have some legislation that's [49:25] coming up to address 2 of [49:26] them. It's not [49:36] something that is a trick to [49:38] address lightly and each step [49:39] each person in our city [49:41] council, each part of our [49:42] politics. I watched him find [1:00:42] peace in the garden and I [1:00:42] watched him take pride and [1:00:43] feeding his family and his [1:00:44] community, something it. [1:00:49] Grown. And so. That young man [1:00:50] is what many of young men and [1:00:51] people encountered while [1:00:52] teaching for Duval County [1:00:54] Public Schools. We found [1:00:54] something they love to an [1:00:56] opportunity through [1:00:57] agriculture. In some ways. His [1:01:00] story is my story, too. These [1:01:01] young people are the people in [1:01:03] here today to advocate for [1:01:04] Duval County as many [1:01:06] agricultural education [1:01:06] programs throughout its high [1:01:08] schools. And when the students [1:01:09] graduate, I want them to be up [1:01:10] to take those skills and build [1:01:12] careers right here in their [1:01:14] communities. We have an [1:01:15] agriculture community here in [1:01:15] Jacksonville that is already [1:01:18] incredible asset to our city. [1:01:19] Farmers are doing the work. It off of and [1:20:03] tremendous results and the [1:20:04] community and I've seen it [1:20:05] myself and I know a lot of [1:20:06] times you guys are not always [1:20:09] on the ground level and I just [1:20:11] want you guys to paint a [1:20:13] picture to see how the zoning [1:20:17] issues came. Calls problems in [1:20:19] the community on on a larger [1:20:19] scale because a lot of towns [1:20:22] funding is involved. Getting [1:20:24] custom zoning to do more than [1:20:24] just Grohl at a farm. If I [1:20:27] wanted to other amendments to [1:20:29] the community that will help [1:20:33] educate students are oust him [1:20:34] around. Other things like [1:20:34] engineering being able to [1:20:36] offer farm stands, being able [1:20:38] to offer different levels of [1:20:39] educational training outside [1:20:43] of just growing full. Removing [1:20:43] those barriers around the [1:20:47] zoning would definitely help. [1:20:49] All 4 of a wider and broader [1:20:49] reach to what we can offer in [1:20:52] these underserved communities. We are preventing [1:22:24] sick animals, injured animals, [1:22:25] animals that fight and need [1:22:28] care from entering the system [1:22:29] and generating animal [1:22:30] concurrent control calls are [1:22:31] producing another generation [1:22:33] of community cats. That's [1:22:37] what's called shifting left. [1:22:40] When funding runs out. Re put [1:22:42] production doesn't stop. The [1:22:43] alternative is waiting until [1:22:44] kittens are already born. The program has run [1:23:07] out of funding and the cost [1:23:11] shifted to $25 per cat for [1:23:12] many residents and volunteers. [1:23:14] This out of pocket costs is a [1:23:15] real barrier and is causing [1:23:16] fewer people to participate in [1:23:20] the tnr program. When the cost [1:23:21] goes up, fewer cats get fixed. [1:23:24] And the cycle continues. Not [1:23:25] only does it continue, it [1:23:26] exponentially grows as a [1:23:29] problem. Right now the program [1:23:31] is funded by Duval Cat Fix, [1:23:33] which is funded by ordinance [1:23:37] for license fees. Shifting the [1:23:38] burden to consumers who [1:23:39] actually take the time to [1:23:42] register their pets and then [1:23:43] Rosie's Fund, which is private [1:23:46] donors kick in. It's not [1:23:48] enough. So I'm asking the city [1:23:49] to increase funding for the [1:23:51] community cat and spay and [1:23:54] neuter program by 100 to [1:23:56] $150,000 to provide enough [1:23:58] resources. I'm not asking you [1:24:00] to spend more money on cats. [1:24:01] I'm asking you to be a [1:24:05] business and to invest earlier [1:24:06] in the problem, right? Those plans are [2:07:44] expressly prohibited concrete [2:07:45] batch plants produce high [2:07:47] levels of particulate matter [2:07:48] deaths which can cause serious [2:07:50] health implications for people [2:07:52] living nearby. They also bring [2:07:53] high truck traffic and noise [2:07:53] that can occur around the [2:07:59] clock. This 17 acre proposed [2:08:00] facility. Part of that acreage [2:08:02] is included in the Kings who [2:08:04] tell crossing community [2:08:06] redevelopment area. [2:08:08] >> And that's an area the city [2:08:09] has committed millions of [2:08:10] dollars to uplift this [2:08:11] historically underserved [2:08:11] district through retail, [2:08:15] housing and commercial [2:08:17] corridor enhancements, a new [2:08:18] heavy industrial use like [2:08:19] concrete black batch plant is [2:08:20] incompatible with that [2:08:21] mission. All 19 of you guys [2:08:26] sit on that board. [2:08:29] >> there [2:08:29] >> residents nearby. And I'm [2:08:30] just here to say the [2:08:32] degradation of the [2:08:32] environmental quality will [2:08:34] further the historical blight. [2:08:37] That's this area has [2:08:38] experienced. And so as you [2:59:32] can imagine, we were super [2:59:34] surprised to see a proposal of [2:59:35] not neighborhoods. What we [2:59:38] anticipate unexpected, over [2:59:40] 300 pads for recreational [2:59:43] vehicles to be part alongside [2:59:45] what we have as a green belt. [2:59:46] We've had established since we [2:59:49] moved there. It was Greenville [2:59:49] to before we actually move. [2:59:51] Then we have a cattle herd of [2:59:53] that between 20 and 40 cattle [2:59:55] with a cow calf operation that [2:59:56] we run. They're on the [2:59:57] property.
