[1:40]
Let's take a moment and pause.
[1:41]
And reflect and set our hearts
[1:44]
as this meeting begins. The
[1:45]
word of GOD reminds us in
[1:48]
Micah 6, 8, It says he has
[1:49]
told you, oh, man, what is
[1:53]
good? And what does the lord
[1:54]
require of you? But to do
[1:57]
justice and to love kindness
[1:58]
and to walk humbly with your
[2:03]
GOD. James, 1, 5, it says. And
[2:04]
if any of you lack wisdom, but
[2:09]
a mask of got. Who gives
[2:10]
generously to all without
[2:11]
reproach and it will be given
[2:15]
him. Let us pray. Heavenly
[2:18]
father, we come before you
[2:20]
with gratitude for this day
[2:20]
and for the responsibility
[2:21]
entrusted to those who gather
[2:25]
here. We acknowledge that all
[2:26]
authority ultimately comes
[2:29]
from you. And we ask for your
[2:29]
guidance and every decision
[2:32]
that will be made. Grant,
[2:34]
these council members wisdom
[2:37]
that is clear in discerning.
[2:38]
Give them courage to act with
[2:41]
integrity and humility. To
[2:42]
serve the people of this
[2:45]
community faithfully. Help
[2:46]
them to pursue justice. With
[2:49]
fairness, to extend mercy with
[2:50]
compassion and to lead with
[2:51]
hearts that seek the good of
[2:55]
all. We pray for unity in the
[2:56]
midst of differing
[2:58]
perspectives. That
[2:59]
conversations would be marked
[3:01]
with respect and patients and
[3:02]
a shared desire for what is
[3:07]
right. Lord Guard against
[3:08]
Division and strength, a
[3:09]
strength and a spirit of
[3:09]
cooperation. For the
[3:12]
well-being of the city. We
[3:13]
also looked at the people of
[3:15]
this community that they MAY
[3:16]
be supported, protected and
[3:16]
encourage to the work done
[3:19]
here. Made his counsel be a
[3:21]
source of stability, wisdom
[3:26]
and good leadership port. Your
[3:28]
piece that it would rest on
[3:29]
this meeting, that all things
[3:32]
that are done would be done in
[3:33]
a way that honors you and
[3:36]
benefits others. The commit
[3:37]
this time to you and we ask
[3:38]
these things in the name of
[3:43]

[6:13]
jso Corrections Officer Bobby

Corrections officer of the
[6:18]

[6:19]
and protect, even at great
[6:22]
risk to himself and for
[6:22]
representing the very best of
[6:25]
the policing profession now,
[6:26]
therefore, be it resolved by
[6:27]
the council. The city of
[6:30]
Jacksonville. The city council
[6:31]
here by commends Jacksonville
[6:32]

[6:34]
Officer Bobby Johnson upon his

[6:41]
the year. The City Council
[6:43]
appreciates Officer Johnson's
[6:44]
honor, heroism and dedication
[6:59]
to protecting our city.
[7:07]
Thank
[7:08]
you, everyone. Thank you for
[7:08]
all the support for this
[7:10]
resolution. I think it's
[7:13]
important. That we make the
[7:17]
time. To recognize and honor.
[7:19]
Our men and women in blue who
[7:22]
have gone above and beyond and
[7:24]
I just want to make sure we
[7:27]
didn't MISS What MR. Teal Red,
[7:30]
2 very important things.
[7:35]
Corrections Officer Johnson.
[7:37]
Ran toward the concern that
[7:38]
day as our men and women in
[7:42]
blue always do. And those of a
[7:44]
firefighter force as well. He
[7:47]
ran toward that. The concern,
[7:51]
a woman in need. And he saved
[7:53]
her life. He saved her life.
[7:57]
Had he not. Intervened more
[7:59]
than likely that wouldn't have
[8:00]
occurred. There would be one
[8:03]
less so walking this earth.
[8:04]
But instead of that being the
[8:08]
outcome. She's alive and well
[8:10]
because of this man taken
[8:12]
action. And so I want to make
[8:14]
sure we do MISS That. And we
[8:16]
take every opportunity to
[8:17]
shine a light on these
[8:19]
wonderful examples that are
[8:20]
happening all over our city
[8:22]
every day. Actually, these
[8:25]
types of things are happening.
[8:27]
We just want to show our young
[8:28]
kids the way forward and what
[8:30]
you do when there's a problem.
[8:32]
This is a prime example of
[8:33]
what you do when there's a
[8:37]
problem. You get involved and
[8:37]
try to do the best thing you
[8:40]
can to help out. And the other
[8:42]
thing is, you know, I'm going
[8:43]
corrections officers. There
[8:45]
are in the state of Florida
[8:49]
over 7,700. And this man right
[8:51]
here again was named number
[8:56]
one out of 7 1700 Corrections
[8:57]
officer officers for the
[9:00]
entire state of Florida. So I
[9:02]
don't want I want to make sure
[9:03]
everyone here and everyone
[9:06]
watching listening in, they
[9:08]
understand what we are
[9:11]
recognizing today. Its what
[9:12]
this man has chosen to do and
[9:15]
how he's chosen to live a
[9:17]
selfless life of service as
[9:18]
well as the other men and
[9:20]
women in blue are represented
[9:21]
here. But there's so many
[9:24]
others. And so I hope we
[9:25]
continue to take the
[9:29]
opportunity. To shine the
[9:31]
light on the great things that
[9:32]
are happening on. And I've
[9:33]
been on the wonderful people
[9:36]
of our great city who are
[9:36]
serving us and protecting us
[9:39]
every day. So GOD bless you
[9:40]
and and I know you want to say
[9:43]
a few words. Please do. First
[9:45]
off, thank you so much. For
[9:47]
this award. It's awesome. It's
[9:49]
amazing. But just quick, I
[9:50]
want to let everybody know
[9:51]
too, that that day.
[9:53]
>> I really, really appreciate
[9:54]
it. But there was a lot of
[9:55]
other officers that were
[9:58]
involved as well. Wasn't just
[10:00]
me as jfrd. My chain of
[10:03]
command. My line officers is a
[10:07]
bunch of people. So it's a big
[10:07]
group effort that saved her
[10:12]
life. Thank you. And I really
[10:12]
appreciate you. I have a great
[10:24]
day.
[10:25]
>> MR. PRESIDENT this time
[10:26]

[10:28]

[12:25]

[12:29]
And so
[12:31]
>> we we work back in through
[12:34]
with the community and the
[12:34]

[15:11]
>> Got a motion and a second
[15:13]
on the bill. Dr Johnson,
[15:18]
you're recognized. Thank you
[15:19]
for recognizing me. MISTER
[15:19]
PRESIDENT and I rise to
[15:23]
support this legislation.
[15:23]
>> I do believe that this
[15:24]
should be a council member.
[15:25]
Let me tell you why Donald
[15:27]
Smith has been and incredible
[15:31]
frame to the Jacksonville
[15:32]
community as not only we've
[15:35]
had to to see the tough
[15:36]
exterior he's put up when he
[15:38]
was serving as the interim
[15:39]
chief of staff temperature of
[15:40]
staff of the mayor's office,
[15:42]
but also the leadership that
[15:44]
he brought with Florida Blue.
[15:48]
I while I am a little sad to
[15:49]
see him retire. I know that
[15:49]
his retirement will not be
[15:51]
from work and service in this
[15:52]
community and to see the fact
[15:55]
that this little boy from a
[15:57]
little small area of Saint
[15:58]
Augustine rose to the heights
[15:59]
of power to lead one of the
[16:02]
largest companies on the first
[16:03]
coast shows that it is
[16:05]
possible for anyone. And so I
[16:07]
wanted to also invite
[16:08]
everyone. Florida Blue is
[16:10]
having a community day on this
[16:14]
Saturday, starting at 11. Am.
[16:14]
And it's a tough loss Bronson
[16:15]
Park, which is on the East
[16:18]
Side 10, 50 Franklin Street.
[16:19]
But it will also be a book
[16:19]
drive will be bounce houses
[16:21]
and painting and Florida blue
[16:23]
will be investing in the
[16:25]
community. And so I urge all
[16:29]
of you to join me to honor
[16:30]
Darnell, but certainly Florida
[16:30]
blue in the work that they're
[16:32]
doing. But to bring a book
[16:32]
because there will be this
[16:33]
will be a book drive. And so
[16:35]
everyone that brings the book
[16:36]
will be able to to push
[16:37]
forward into the community.
[16:37]
And that's something literacy
[16:40]
is near and dear to his heart.
[16:42]
So with that, Mr, PRESIDENT, I
[16:43]
would do move for Council
[16:45]
amendment to support this.

[23:02]
>> My name is Kathleen. Per my
[23:04]
information is on file the
[23:07]
most logical place to put
[23:08]
sports checks. Jack's a soccer
[23:09]
stadium is in the already
[23:11]
established and city focused
[23:12]
downtown entertainment
[23:15]
district, no medication
[23:16]
mitigation is justified. When
[23:18]
the stadium's presumed
[23:20]
location will destroy. Saint
[23:20]
Johns Town center is
[23:22]
productive. Big Island swap
[23:24]
and corresponding wetlands,
[23:27]
which include Pablo Creek,
[23:28]
resulting in putting 2 large
[23:29]
neighborhoods and immediate
[23:31]
jeopardy of being flooded and
[23:34]
septic tanks being overtaxed
[23:35]
with runoff. Not to mention
[23:36]
that the project will blast
[23:37]
the same neighborhoods with
[23:39]
noise and light pollution. And
[23:42]
what about the traffic impact?
[23:44]
Sure. The roads could probably
[23:44]
handle bumper to bumper
[23:46]
traffic in all 4 lanes. But
[23:47]
the amount of time to get to
[23:49]
or from anywhere in that era
[23:52]
area would be astronomical.
[23:53]
And no mitigation is justified
[23:57]
for this project when there
[23:58]
are lots of properties that
[23:58]
can accommodate a soccer
[24:00]
stadium of any size without
[24:03]
negatively impacting
[24:04]
homeowners such as the Old
[24:05]
Regency Square Shopping Mall
[24:07]
Cecil Field, which will also
[24:10]
be home to the Jack spare or
[24:12]
partnering with U.S. And
[24:13]
soccer field. I'd hate to
[24:14]
think that the city's hobby is
[24:18]
collecting bad ideas like the
[24:20]
oil depot morgues
[24:21]
Chick-Fil-a's slaughterhouse
[24:22]
and a poor. They placed noisy
[24:24]
stadium pleading that it can
[24:26]
stand in the way of progress
[24:27]
and development with such a
[24:30]
rubber stamp, destructive
[24:32]
projects, attitude. Why even
[24:32]
have a council planning
[24:34]
commission or even planning
[24:36]
department, please move this
[24:37]
student stadium finally vote
[24:43]

[25:14]
>> Thank you, MR. Todd. My
[25:14]
name is well as tighten with
[25:17]
taking down jaxa just a few
[25:19]
points. One is the city
[25:20]
council is not supposed to be
[25:21]
involved and now school
[25:24]
system. From what I've heard
[25:28]
from you guys many times, but
[25:29]
MR. Rory Diamond is involved
[25:30]
in Turning Point usa Clubs
[25:30]
that they're forcing on our
[25:33]
children. I think he step back
[25:37]
from that. Those clothes were
[25:40]
developed by Charlie Kirk. Who
[25:43]
is unknown white supremacists.
[25:47]
So that's one point. The other
[25:48]
point is somebody asked me why
[25:48]
am I so h#
[25:48]
#
[25:48]
#
[25:48]
o#
[25:48]

[25:54]

[25:54]
interesting because I see the
[25:55]

[25:55]

[25:55]
the
[25:58]

[25:59]
Last night. 101 people showed
[26:03]
up at a town hall. Regarding
[26:04]
the neighborhood below vite
[26:07]
rights. All of you were
[26:09]
invited. But only 2 of you
[26:14]
showed up. They say that.
[26:15]
Because when it comes to the
[26:17]
business of the people of this
[26:19]
town, it seems like always
[26:23]
missing. And I want to make
[26:26]
that point because it seems
[26:28]
that the people you really
[26:28]
represent is the developer
[26:31]
class. The people who were at
[26:33]
that meeting last night. Spoke
[26:37]
about the fact. That the
[26:38]
development and the city's
[26:40]
unbridled. And it is running
[26:43]
wild. These developers, they
[26:46]
come to you. Telling you what
[26:50]
they want to do and it's done.
[26:52]
A lot of times. It's done
[26:52]
without the notification of
[26:56]
the community. A lot of times
[26:57]
it's done without the input.
[27:00]
Community. So here's where the
[27:02]
rubber meets the road either.
[27:04]
You're going to continue. To
[27:08]
do what you're doing. Putting
[27:09]
profits before the needs of
[27:12]
the people. All the people
[27:14]
will continue to organize. To
[27:17]
see that it stops. Leonard
[27:29]
also. Name is Leo Dawson. My
[27:34]

[27:53]

[27:57]
reason why I was like that or
[27:59]
the reason why didn't like
[28:03]

[28:04]
I love that. Love my wife. She
[28:06]
was able for decade. Why not?
[28:08]
No one heard. And I want to
[28:12]
honor GOD my life. And as time
[28:13]
went on, the mindset shifted
[28:16]
somewhat. Being famous, too.
[28:18]
So I think. What kind of
[28:21]
legacy? Don't leave my kids.
[28:28]
So my Lai. Working the thank
[28:29]
you about what kind of legacy
[28:31]
something for my kids. I want
[28:32]
to be known that they did with
[28:33]
the faithful to the mall.
[28:34]
Didn't love GOD. It didn't
[28:36]
love GOD's people. You know,
[28:37]
the meantime, my son. Some
[28:41]
want to turn Joe for those.
[28:43]
They help just to do this in.
[28:46]
Whatever your plans, all. As
[28:48]
you did is like I want you to
[28:49]
think what kind of legacy you
[28:51]
leave him? We do kids. What
[28:52]
can be said about your name
[28:55]
when you've gone? Welcome to
[28:56]
says you MAY have fit people
[28:58]
along his journey. Sometimes
[29:01]
people get caught up what they
[29:03]
want. And while other people
[29:04]
Pena's and if we get about the
[29:05]
real pitches, begin to you.
[29:06]
It's about people. That's the
[29:07]
mindset you need to start
[29:11]
taking as a whole because what
[29:12]
we have a bit accountable for.
[29:14]
So I just want to start
[29:14]
thinking what kind of legacy
[29:16]
in my leaving if your legacy
[29:20]
is not right now, it's a
[29:21]
change you can change and now
[29:22]
still alive. Still got a
[29:24]
chance to change. So think
[29:24]
about different this is all
[29:26]
making you making in his life.
[29:30]
What kind of to you? My kids
[29:30]
going to be the same m I
[29:31]
didn't love. Got love people.
[29:32]
He do right by people on a guy
[29:34]

[29:37]
that. Based on what you
[29:38]

[29:41]
it is like. Thank u next up.

those of you that showed out

[30:04]

[30:05]
some people that did talk to
[30:07]
me and offered to help with
[30:09]
this situation. I have with
[30:10]
that ditch and they called me
[30:13]
and let me know that they were
[30:13]
trying to help me. At least
[30:15]
they made no promise. But they
[30:18]
said at least I would try. And
[30:18]
those people that I go to
[30:20]
several meetings and I see a
[30:22]
couple of council people
[30:24]
there. They're always there
[30:26]
and I can honestly say I
[30:27]
appreciate those people. My
[30:30]

stayed out of the process

[34:38]
be bias. Carroll Co can say
[34:39]
the mayor can't say that. We

reached out and said, hey, we

Half of these people who want

[34:50]
they won't abort. I'm sorry.
[34:51]
Is this not the same thing we

[35:39]
Can we get away from these

[36:27]
You have people submit

James them address his own

[37:19]
the joys crude breach fishing

pier state Paul. Want to have
[37:30]
a a fishing crew. Here, too,
[37:31]
because just now that's a part
[37:33]
of that We are concerned about
[37:36]
the joys created bridge.
[37:38]
Concerned about. The Duval
[37:39]
said Joyce created breach is
[37:42]
not open. But Nessel founders
[37:46]
open. We are concerned lock on
[37:49]
top of the breach. It's a gate
[37:51]
that he got a lot going We
[37:55]
won't get a lot removed. So to
[37:56]
us at a breeze can be open for
[38:00]
us. The now to save it. Debris
[38:03]
didn't say Forest official.
[38:04]
With his own safe was the
[38:06]
official why you love the bow
[38:09]

[38:12]
the same thing for them. It is
[38:15]
not safe. Official. It's not
[38:16]
safe for them to be open to
[38:17]
the bridge sitting in a boat
[38:22]
this Now concern concern of
[38:23]
the getting it fixed, getting
[38:26]
it open up. As time I was
[38:32]
here, I heard a voice here. I
[38:33]
I'm concerned that was
[38:37]
happening. Please, please
[38:39]
don't forget about And a voice
[38:41]
came back to where to keep
[38:44]
coming. With so we can get it
[38:45]
back to you. But the main
[38:51]
thing is. We want action.
[38:51]
>> Thank you. Let's seize
[38:58]

[39:08]

[39:08]
I'm here for iPhone. Mont had
[39:09]
just voted 6 to define the
[39:12]

[39:14]
first time here. And I've been
[39:16]
living in Jacksonville 70. 3
[39:20]
years. About the job paying
[39:22]
breeze mice. Also. This
[39:27]
important. They just And you
[39:34]
see fit. To restore bridge.
[39:34]
And the bridge is his the
[39:36]
bridge. It efficient It can be
[39:39]
fish. Don't. My mother has 7
[39:43]
boys and one girl. She took
[39:45]
all the boys told us how to
[39:53]
fish. A total you know, us to
[40:00]
be. Rob Lowe. What else I want
[40:02]
to teach fix, the payoff for
[40:06]
your family. The help family.
[40:13]
And now. Fish move cut a deal.
[40:18]
Grandson. Is local who want
[40:19]

[40:37]
counties and we help head.
[40:38]
People come from Georgia and
[40:41]
ask the fish on a bridge?
[40:45]
Please tell me spirit don't

[41:20]
Names Leonard for its my
[41:23]
address is on file. First of
[41:24]
all, let me thank all of you
[41:26]
for the time you put in. I
[41:27]
know that there's a lot done
[41:27]
before this. A lot done after
[41:30]
it.
[41:30]
>> Yeah. Time and energy that
[41:31]
you put into doing this job.
[41:33]
So I thank you for that. Let
[41:35]
me use the Marine Corps
[41:36]
acronym here Bluff. I'm going
[41:38]
to give you the bottom line up
[41:39]
front. Okay. The bottom line
[41:42]
up front reason. I'm here to
[41:43]
talk to you about the Arab
[41:43]
American Heritage Month and
[41:45]
why that's in there. And I'm
[41:49]
just here to caution. You all
[41:53]
to not let that recognition
[41:55]
creep. They creeped so that it
[41:55]
becomes a fighting within
[42:01]
Sharia law. I say with some
[42:02]
background I have over 40
[42:06]
years of service. And I've
[42:07]
been to many Arab countries
[42:09]
and I've been around a lot of
[42:10]
Muslims. Okay. And I know how
[42:10]
they work. And I know that
[42:13]
there are factions within the
[42:13]
Muslim community just like
[42:17]
there's factions of Christians
[42:17]
and there's good ones bad
[42:19]
ones. And the differentiation
[42:22]
between those is how really
[42:22]
the plea they are involved in
[42:27]
enforcing Sharia law. And so
[42:27]
that's something that you have
[42:29]
to be aware of going forward
[42:30]
is making sure that we're not
[42:34]
creeping in that direction. So
[42:37]
I asked the going forward. To
[42:41]
be aware. As we go forward and
[42:42]
recognize the month that we
[42:45]
don't get that slow boiling of
[42:48]
the frog and before we know
[42:49]
it, we're in some situation
[42:51]
that looks a bit like
[42:56]
Minneapolis, Austin. So have
[42:57]
thank you, ladies and
[42:58]
gentlemen. Appreciate the
[42:59]
time. Thank u. Next up, some
[43:05]
the series.
[43:06]
>> Smith Series address on
[43:09]
file enough is enough. We are
[43:11]
tired of our politicians
[43:13]
putting their own interests
[43:14]
for monetary reasons and
[43:15]
corporations interests over
[43:18]
the interests of our city. We
[43:19]
are tired of being told that
[43:21]
so many people are moving to
[43:22]
Jacksonville. So we need build
[43:23]
out in these rural areas by
[43:26]
making 30 foot 40 foot. Lots.
[43:27]
If people are trying to move
[43:28]
to rural area, that usually
[43:30]
means they want to land not
[43:33]
living on a 0 lot line. That
[43:36]
is how people like to move.
[43:37]
You know, I understand that we
[43:40]
need to development.
[43:41]
Completely understand there
[43:44]
are plenty of places winning
[43:45]
Boulevard where there are
[43:47]
commercial spaces for sale
[43:48]
that a developer could buy and
[43:50]
create mixed use housing and
[43:51]
then you wouldn't have to
[43:53]
worry about this additional
[43:54]
strain on the communities are
[43:57]
that are further back where
[43:57]
they don't sidewalk to get to
[43:59]
their house. They don't have
[44:01]
any transit to get there. They
[44:03]
have nothing. But if you made
[44:06]
a mixed use house that is near
[44:08]
this community and if you
[44:09]
actually were able to have a
[44:12]
walkable area in that spot,
[44:13]
you know, that actually could
[44:14]
help the city that could
[44:15]
actually help people. You
[44:16]
know, they are proposing to
[44:20]
have these tiny homes. I mean,
[44:20]
not technically a tiny home,
[44:22]
but it feels like a tiny home
[44:23]
because it's on a 30 foot lot
[44:24]
in a 0 lot line where you can
[44:28]
touch your neighbor and
[44:30]
they're proposing it $300,000
[44:31]
$350,000. First of all, it's
[44:32]
not affordable. Second of all,
[44:36]
who wants to buy 0 lot line
[44:38]
with no land for that much
[44:41]
money. I don't see anyone that
[44:42]
would want that. And that's
[44:44]
why when these communities get
[44:45]
billed and they start for
[44:46]
sale, they end up rentals and
[44:47]
they're owned by corporations
[44:52]
and they have a constant.
[44:53]
Battle between the residents
[44:55]
and the people who live in the
[44:56]
neighborhood because, you
[44:57]
know, the neighborhood didn't
[45:01]
want it, but you all pass it
[45:02]
and they then have nowhere to
[45:04]
go runing there, property
[45:06]
values or increasing them so
[45:08]
much that they can't afford
[45:09]
the taxes. So you're pushing
[45:10]
people out that lived there
[45:13]
and no longer can afford it or
[45:15]
you're putting people there
[45:18]
that cannot pay $350,000 for
[45:19]
no land and then expect them
[45:21]
to just deal with it. People
[45:24]
don't buy those houses. There
[45:26]
are empty communities because
[45:28]
of that. And then they become
[45:29]
rental communities. And we
[45:31]
have 51% of our residents that
[45:33]
rent. I thought you all wanted
[45:33]
people to buy homes about you
[45:35]
wanted people to afford homes.
[45:39]
That's not the way to do it.
[45:41]
It's difficult to come up with
[45:42]
creative solutions. But I know
[45:43]
that some of you want mixed
[45:44]
use housing. You are one to
[45:46]
talk to the developers, tell
[45:47]
them to do mixed use housing.
[45:49]
They don't listen to us. You
[45:51]
are our representatives. You
[45:55]
need represent us. We have you
[45:57]
up there because we want you
[45:59]
all to take control. Do not
[46:00]
let the developers and
[46:00]
corporations ruin our city as
[46:01]
they tried to do.
[46:07]
>> Next up, James mentioned.

[51:09]
Florida. On members worked 16
[51:13]
hours a day. And got those
[51:16]
3400 lines fixed. About 10
[51:19]
days. That's a hero. They got
[51:22]
your water bat. They got the
[51:24]
sewer water bat. They got
[51:28]
everything running. But where
[51:31]
we're at right now with is
[51:32]
where at a standstill we're in
[51:34]
negotiations. And we haven't
[51:43]
moved. We have. Requested. And
[51:45]
declared impasse. And we're
[51:47]
now at a point going to the
[51:49]
special magistrate. That's the
[51:50]
only reason I can still be up
[51:51]
here tonight talking to you
[51:54]
because wants. I get we get to
[51:57]
the point of from the special
[51:57]
magistrate. I can't do this
[52:02]
anymore. We're not there yet.
[52:07]
And I hope that Jay, a will
[52:08]
look in and think about this
[52:10]
and take into consideration.
[52:13]
What the employees do. For
[52:18]
this city. Also. Because they
[52:19]
wore 12, 16 hours a day
[52:24]
sometimes longer. They work as
[52:24]
many days as they have 2 in a
[52:27]
row to get this fixed. To do
[52:29]
whatever it takes. And we're
[52:32]
going to be coming to you. And
[52:33]
what we're asking for is
[52:38]
nothing. Out of the ordinary.
[52:39]
We've said we would take the 3
[52:41]
and a half percent. But in
[52:45]
2000 and 5, there was a $0.35
[52:48]
an hour. Difference and water
[52:50]
wastewater and electric. The
[52:55]
same company. Today. There's
[52:59]
between 5 and $10 an hour and
[53:06]
one job is $18 an hour. My.
[53:06]
The people, it represents me.
[53:07]
The people that were working
[53:09]
on these 3400 lines make less
[53:11]
than on the electric side.
[53:14]
Thank you, sir. Thank you.
[53:15]
>> Next step will be Richard
[53:18]
Ekeler in the 5 after that.
[53:19]
Come on down Body o'Connor,
[53:19]
Dragon Beloit play Carper.
[53:21]
Nancy Marie Settle and a nice
[53:27]
Cup. So Richard Ekeler Europe.
[53:28]
>> like to ask question before
[53:30]
my time starts.
[53:31]
>> This is not time for a
[53:32]
question, sir. Just public
[53:36]
comment.
[53:38]
>> requested to speak on 2
[53:38]
different issues. Am I
[53:40]
required to fit both 3
[53:41]
minutes?
[53:42]
>> Yes, sir. You need say your
[53:43]
name and address first and
[53:48]
then you get 3 minutes of his
[53:48]
time Let me speak first to the
[53:50]
most important one. And that
[53:50]
is the.
[53:55]
>> And that of one. 37. It
[53:58]
seems to me understand it
[53:59]
correctly if insufficient
[54:00]
members attend their committee
[54:03]
meetings.
[54:04]
>> And there's no quorum, they
[54:07]
simply low lower. The quorum.
[54:07]
>> I like to remind everybody
[54:13]
here. That for part-time job,
[54:13]
you make as much as many
[54:16]
Jackson millions. For a
[54:17]
full-time job with a show of
[54:21]
40 hours and sometimes 44 to
[54:21]
48 get to get to 40 hours,
[54:25]
pay. It seems to me that many
[54:28]
of you owned businesses and
[54:29]
you schedule things convenient
[54:33]
for yourself. You schedule
[54:35]
committee meetings in the
[54:36]
middle of the day. All knew
[54:38]
and travel on attendance is
[54:40]
difficult. It seems to me this
[54:40]
is simply another park that
[54:43]
you want to add on to the many
[54:45]
that you pay for my parking.
[54:46]
You don't. Many of you have
[54:48]
chauffeurs sort of thing. Can
[54:51]
please consider? Please
[54:53]
consider that every single
[54:56]
dime that you send out is a
[54:57]
tax on the back of the men,
[55:00]
women and children. Of the
[55:02]
city who going to be denied
[55:04]
>> services.
[55:06]
>> I'd also like to say
[55:09]
regarding one 50.
[55:10]
>> Adam Smith, who some of you
[55:11]
MAY have heard of considered
[55:14]
father of modern capitalism
[55:17]
said rarely a man of substance
[55:18]
and power gathered together.
[55:19]
But conspiracy against them
[55:21]
public is not formed.
[55:24]
Encourage you looked
[55:25]
especially some of those you
[55:28]
sitting here today who are at
[55:29]
least alleged to have done
[55:33]
exactly that sort of thing.
[55:35]
The company that one 50, a top
[55:35]
eyes to was formed only in
[55:39]
AUGUST. And we're going to
[55:39]
give them 5 million dollars in
[55:43]
a few short weeks. This
[55:44]
company is truly owned by this
[55:46]
score. They have a current
[55:48]
capitalization release a
[55:51]
portfolio value of 35 billion
[55:53]
dollars if they can't make a
[55:55]
business work on its own
[55:55]
without $5 on the back of
[55:58]
every man, woman, child in
[55:59]
this city, then perhaps they
[56:01]
shouldn't be opening that
[56:02]
business. And if they can do
[56:06]
it without taxing all of us.
[56:07]
Then maybe they should move
[56:09]
forward under their own money
[56:13]
and with their own money. This
[56:14]
corporate welfare is dragging
[56:16]
down this city in a way that
[56:20]
everything else has not. And
[56:21]
it is probably behind some of
[56:22]
the misbehavior. That we've
[56:25]
been reading about. Be a
[56:32]
colder.
[56:33]
>> My name is Bobby o'Connor.
[56:36]
My addresses on file. In
[56:40]
January of last year. Take em
[56:40]
down Jax pulled together a
[56:44]
group of people and we formed
[56:45]
a coalition called interrupt
[56:48]
Redlining Coalition. And we've
[56:51]
been working since then. We
[56:53]
came to know, as we did the
[56:54]
work and I'm sure that most of
[56:56]
you all know what redlining is
[56:59]
that that things that were
[57:00]
happening in redlined
[57:01]
neighborhoods who are also
[57:02]
happening in other
[57:03]
neighborhoods. In fact, most
[57:04]
of the neighborhoods and his
[57:08]
other people spoken. Sometimes
[57:09]
a city council seems more
[57:10]
interested in the developer
[57:13]
and the money and they are in
[57:14]
the citizens. So I just want
[57:15]
you all to know that we've
[57:18]
been working really hard. And
[57:19]
his son was already mentioned
[57:20]
last night. We had a town hall
[57:23]
meeting. There were 101 folks
[57:25]
there. A lot of good energy.
[57:27]
We've been working with
[57:27]
Councilmember Johnson
[57:30]
collaborating with him to
[57:32]
create a neighborhood Bill of
[57:33]
rights. You know that there
[57:35]
was a 1995 Bill of Rights
[57:37]
neighborhood. Bill writes, it
[57:39]
has not been sufficient that
[57:42]
Bill of Rights needs to be
[57:44]
updated. And in terms of you
[57:44]
all, I just want to say a
[57:49]
special word of thanks to
[57:49]
Councilmember Johnson and
[57:50]
council member of the who
[57:52]
showed up last night. Came to
[57:53]
the city hall and into the
[57:55]
city town hall meeting in
[57:56]
order to hear what citizens
[58:02]
had to say. I think it was in
[58:02]
FEBRUARY have to go back and
[58:04]
look at my notes. But I sent
[58:07]
every one of you an email and
[58:08]
called every one of you and
[58:10]
ask would you please meet with
[58:11]
us and let us talk to you
[58:15]
about this issue. Matt
[58:15]
Carlucci met with us. You me.
[58:18]
Met with us and Councilmember
[58:23]
Johnson met with us. Others of
[58:25]
you did call and say, well, we
[58:26]
can't do this right now. We're
[58:29]
busy. We have a lot on plate.
[58:29]
We need everything to be
[58:31]
completely done before. We can
[58:32]
see it. And some of you did
[58:35]
not even respond to the e-mail
[58:37]
are to the phone call. I wish
[58:42]
that. Mean, I don't know. Do
[58:43]
y'all have rules about ifs,
[58:46]
folks? It is an email. You are
[58:48]
you do you feel compelled to
[58:50]
respond in some way or at
[58:51]
least acknowledge that you've
[58:52]
got the e-mail or phone
[58:54]
message was left on your
[58:56]
phone. I don't know what that
[58:57]
ruling is. But there were a
[58:59]
number of you that I got no
[59:02]
response from. And last last
[59:02]
week, every one of you were
[59:05]
sent a flyer inviting you to
[59:07]
come to this town hall meeting
[59:07]
and I'm really disappointed.
[59:11]
You weren't there. And I also
[59:12]
want to say, please listen to
[59:13]
this good woman who shows up
[59:14]
every council meeting to ask
[59:17]
you to please don't let the
[59:20]
rates change almost double on
[59:21]
the on the rideshare. Just
[59:24]
don't do that. Don't do that.
[59:27]
Please use the money that you
[59:28]
are giving jta. There's got to
[59:28]
be a way that you can do that.
[59:32]
I don't know the solution, but
[59:34]
you are smart men and women.
[59:35]
Please find a solution.
[59:36]
O'Connor. Councilmember police
[59:37]
would like to talk to you in
[59:38]
the pop charts. Next up is
[59:44]
dragon below
[59:47]
>> Oh, my gosh, guys that we
[59:47]
have.
[59:48]
>> I name and address oyster
[59:48]
address on file. I'm getting
[59:52]
there. I'm sorry. So couple of
[59:53]
things I want to just touch on
[59:54]
before we get to the meat of
[1:00:00]
the issue, one. Seconded on
[1:00:01]
the whole.
[1:00:03]
>> a corporation should
[1:00:04]
require 5 million dollars
[1:00:04]
open. Seconded on the whole.
[1:00:05]
Don't double the rates.
[1:00:08]
Seconded on the whole.
[1:00:10]
>> Please listen. Your
[1:00:11]
constituents.
[1:00:11]
>> And I was present at that
[1:00:13]
meeting last night. It was
[1:00:14]
right. There's a lot of fun
[1:00:18]
you in there. Some of you My
[1:00:21]
big issue today. Once again,
[1:00:22]
flock cameras, they're all
[1:00:23]
over the place. I still have
[1:00:25]
so many of them in my
[1:00:26]
neighborhood. And I know that
[1:00:31]
it's a lot of work to. Police
[1:00:32]
that to write it. I emailed
[1:00:33]
some of you actually got a
[1:00:34]
response within an hour from
[1:00:37]
Cannes tomorrow. Great job
[1:00:38]
asking for more information
[1:00:40]
which are provided. I know
[1:00:41]
it's a lot of work write an
[1:00:42]
ordinance. So I wrote 2 of
[1:00:46]
them. I didn't make copies
[1:00:48]
because I assume at most one
[1:00:48]
of Hughes going to read it and
[1:00:50]
it's probably give a blue
[1:00:53]
cell. But I will give this to
[1:00:55]
the page. I have 2 options
[1:00:57]
here. One to protecting law
[1:00:58]
enforcement, constitutional
[1:00:59]
rights and local control
[1:00:59]
ordinance. This one is based
[1:01:01]
off of the Hernando County
[1:01:02]
Ordinance just regulating how
[1:01:05]
alpr is work, how their data
[1:01:08]
should be sold to people just
[1:01:10]
giving the city council the
[1:01:13]
jurisdiction to say, hey, here
[1:01:13]
are the flock cameras that
[1:01:17]
exist. Here is where they are.
[1:01:19]
And it's not legal to sell
[1:01:20]
that information. This one, I
[1:01:22]
like a lot more. The freeing
[1:01:23]
local organizations from
[1:01:24]
camera cac a stock or c
[1:01:25]
ordinance. I just thought that
[1:01:27]
was funny. I'll be honest.
[1:01:31]
This one says they're illegal
[1:01:32]
and I'm giving both of these
[1:01:33]
to you obviously for you do
[1:01:37]
this one you have the
[1:01:38]
opportunity to pass the one
[1:01:39]
that gives you guys clear
[1:01:43]
control. But if I get into
[1:01:47]
office, I'm passing this on.
[1:01:48]
So you guys have the
[1:01:50]
opportunity now to say, hey,
[1:01:52]
these cameras are a concern.
[1:01:55]
Tracking our citizens is a
[1:01:57]
concern. The people that say,
[1:01:57]
hey, we don't want this, we do
[1:01:59]
care about that. I've written
[1:02:01]
the ordinance is for you. I've
[1:02:02]
done the work. You can just
[1:02:06]
pass it. Now. I know it goes
[1:02:07]
through a lot more work than
[1:02:08]
that. Obviously. But, you
[1:02:11]
know, I thought I'd get in
[1:02:12]
some practice. So here are
[1:02:14]
these. I'm going to give them
[1:02:15]
to you. I'm going to e-mail
[1:02:16]
them to you so that you also
[1:02:16]
have them and can edit them at
[1:02:19]
your leisure. I want you to
[1:02:19]
know I've done the work
[1:02:23]
already. You guys have the
[1:02:25]
opportunity to do something
[1:02:26]
that is going to be a hit with
[1:02:28]
just about everybody. And you
[1:02:29]
have that opportunity couple
[1:02:32]
of times. I beg you to do it.
[1:02:33]
I bet you to please listen.
[1:02:37]
Your constituents overall,
[1:02:38]
please stop building marks and
[1:02:39]
things and redlined
[1:02:39]
neighborhoods that shouldn't
[1:02:43]
be there. Regulate. Thank you
[1:02:58]
like Harper.
[1:03:00]
Blake, Harper
[1:03:00]
information on file tonight.
[1:03:01]
We're going to talk about the
[1:03:04]
First Amendment.
[1:03:05]
>> Since 2010 have been coming
[1:03:08]
down to advocate for the
[1:03:08]
Constitution and Christian
[1:03:12]
principles which it's built.
[1:03:13]
That means that the bill of
[1:03:13]
rights of first second 3rd,
[1:03:17]
4003th Amendment so forth.
[1:03:21]
When Aaron Bowman put up piece
[1:03:22]
of legislation, 2 sensor
[1:03:28]
prayer. I fought that 17
[1:03:32]
pastors came down to speak.
[1:03:33]
Why finds would find some of
[1:03:35]
those prayers offensive. They
[1:03:35]
have the right under the
[1:03:37]
Constitution. To speak, to say
[1:03:40]
those prayers. The thing that
[1:03:42]
makes unique and makes us such
[1:03:46]
a great nation is that no man
[1:03:48]
or woman can take those rights
[1:03:49]
away from us because those are
[1:03:54]
given to us by GOD. When
[1:03:55]
they're distraught. When the
[1:03:55]
hate crime bill came up. I
[1:03:58]
thought that. When the
[1:04:00]
disruption came came out. You
[1:04:04]
have that panel over there.
[1:04:05]
Because of the work I did
[1:04:06]
working with you all to get
[1:04:07]
something where people pushed
[1:04:08]
to stand up and show have
[1:04:14]
something to show. For 7
[1:04:15]
years. Ben Frazier would come
[1:04:17]
down and attack City Council
[1:04:21]
members. Michael Boylan got
[1:04:24]
the got the brunt of it and he
[1:04:25]
sat there and he took it and
[1:04:27]
he was in many, many times
[1:04:27]
situations where he could
[1:04:28]
retaliate.
[1:04:31]
>> But he didn't because he
[1:04:32]
understands of the importance
[1:04:34]
of the First Amendment and the
[1:04:35]
rights that people have. For 7
[1:04:41]
years. But when I stand at t e
[1:04:45]
u document, the fact that the
[1:04:47]
Democrat Party is the party of
[1:04:48]
racism, that they're the party
[1:04:50]
of white supremacy going back
[1:04:55]
to compromise of 18. 77. My
[1:04:55]
First Amendment rights are
[1:04:57]
taken away from me by the vice
[1:05:01]
chair, Jacoby Pittman. It's
[1:05:02]
kind of interesting. Tyrone
[1:05:03]
partners, not here. She seemed
[1:05:03]
to think it was all all the
[1:05:09]
bomb. There's an easy way to
[1:05:10]
learn a lesson and there's a
[1:05:13]
hard way to learn a lesson. I
[1:05:14]
hope this the let lessons been
[1:05:17]
learned. Easy way this time.
[1:05:18]
Of our county school board did
[1:05:20]
not learn at the easy way.
[1:05:24]
They pay $560,000 in legal
[1:05:25]
fees because they violated
[1:05:25]
some buddies. First Amendment
[1:05:29]
rights.
[1:05:29]
>> You've got to want to do
[1:05:35]
that. Earlier lady said.
[1:05:36]
>> We you all need to hear
[1:05:36]
what we have to say. Whether
[1:05:40]
you like it or not. What I
[1:05:40]
stand up and I speak to you. I
[1:05:44]
speak you based on facts and
[1:05:45]
those facts destroy a
[1:05:45]
narrative that you hear over
[1:05:47]
and over again. The
[1:05:48]
consequence has been to try to
[1:05:51]
shut that up. I'm not going to
[1:05:52]
shut up and we I'm going to
[1:05:53]
keep speaking about those
[1:05:55]
facts. I have the right to do
[1:05:57]
that here. And I will.
[1:05:58]
>> Next up, Nancy Marie
[1:06:08]
Settle. And then Denise Cook.
[1:06:09]
>> Nancy Marie Settle
[1:06:10]
addresses on file. I was at
[1:06:13]
the town Hall for neighborhood
[1:06:16]
Bill of Rights last night and
[1:06:17]
it was really
[1:06:19]
>> energizing and wonderful.
[1:06:20]
>> I'm thinking of making a
[1:06:24]
movie about it. 101 citizens
[1:06:25]
and then villain is going to
[1:06:27]
be Cruella De j. Ville City
[1:06:29]
Council because you guys just
[1:06:31]
don't seem to listen to the
[1:06:34]
101 citizens that were there.
[1:06:35]
Cities are built for people
[1:06:39]
not for profit neighborhoods,
[1:06:40]
define the quality of the city
[1:06:43]
where we work, where we live
[1:06:44]
or replay. It is the heart and
[1:06:47]
soul of our city and we live
[1:06:48]
in community with one another.
[1:06:50]
And we have to learn to get
[1:06:52]
along. And oftentimes that
[1:06:53]
doesn't happen. So that's why
[1:06:55]
we have rules and laws
[1:06:56]
defining expectations in
[1:06:58]
guiding behavior. We're bound
[1:07:03]
by the land use. We have rules
[1:07:05]
and laws about how to use
[1:07:06]
property that we might own. If
[1:07:09]
we're lucky enough. And we are
[1:07:11]
guided by the comprehensive
[1:07:14]
plan, zoning regulation,
[1:07:15]
design guidelines.
[1:07:16]
>> And if we are lucky enough
[1:07:18]
to be able to buy a piece of
[1:07:20]
property, we know what those
[1:07:22]
uses and restrictions and
[1:07:23]
guidelines are. I noticed that
[1:07:25]
when it comes to amending land
[1:07:26]
use that developers have a
[1:07:28]
larger voice in Jacksonville.
[1:07:32]
>> Then the citizens.
[1:07:33]
>> We have to. When we set up
[1:07:36]
these guidelines, we hire
[1:07:38]
people, intelligent, capable
[1:07:40]
educated people to make sure
[1:07:45]
that they architecture. Pete
[1:07:46]
architect, Architects,
[1:07:48]
historical preservation as
[1:07:48]
urban planning and landscape
[1:07:49]
designers, environmental
[1:07:53]
impact biologists. We need to
[1:07:53]
listen to them when they make
[1:07:57]
recommendations and up line.
[1:08:01]
Their knowledge to land use.
[1:08:03]
Instead of listening to all of
[1:08:05]
these appeals and did not that
[1:08:07]
from the Niles and then we
[1:08:09]
allow lawyers a couple of
[1:08:10]
lawyers in this city to
[1:08:11]
Control City Council on behalf
[1:08:14]
of these developers. I think
[1:08:15]
people are really you can hear
[1:08:15]
it. People are tired of it.
[1:08:19]
People see it happening and
[1:08:20]
it's like we're getting it's
[1:08:21]
an issue I hear over and over
[1:08:23]
again. And city council. We
[1:08:24]
should be playing by the
[1:08:25]
rules. Everyone should be
[1:08:29]
playing by the rules. The
[1:08:30]
zoning is there for a
[1:08:32]
structure. We need to listen
[1:08:35]
to citizens. We need listen to
[1:08:36]
planning Council see packs and
[1:08:36]
most importantly, the
[1:08:41]
citizens. So that we need to
[1:08:42]
have council members who are
[1:08:43]
not overriding the will of
[1:08:46]
these bodies in the people.
[1:08:47]
And when the cause. When that
[1:08:48]
happens, we mistrust
[1:08:49]
government. We suspect money's
[1:08:53]
been change. We suspect that.
[1:08:54]
Big favors are being called
[1:08:55]
out for redemption. My times
[1:08:58]
on south that please fix the
[1:08:59]
dam bridge for these people
[1:09:00]
hear him come in over and
[1:09:03]
over. Fix the bridge It's a
[1:09:04]
really positive thing in our
[1:09:05]
community. And they've been
[1:09:08]
begging you for it.
[1:09:09]
>> Thank u. Next up is Denise
[1:09:11]
Cote in the 5 after that are
[1:09:12]
Anthony Brown, Addison Patrick
[1:09:15]
Jamie Travis Leonard and
[1:09:18]
Timothy Johnson, Ms Cook.
[1:09:19]
>> Dennis Cook, my addresses
[1:09:24]
on file. All my thunder has
[1:09:26]
been stolen tonight with all
[1:09:26]
the conversation. What I
[1:09:30]
wanted to say is I feel very
[1:09:31]
hopeful. You know, I've been
[1:09:33]
in in the streets of
[1:09:35]
Jacksonville for over a decade
[1:09:38]
participating with grassroots
[1:09:39]
organizations jumping through
[1:09:39]
any hoops that I could jump
[1:09:41]
through to try to make a
[1:09:43]
difference. Whether it was
[1:09:44]
cpac weather meeting with my
[1:09:46]
council person, whether it was
[1:09:50]
coming down here. Full of hope
[1:09:53]
because we have demonstrated
[1:09:54]
that there is a movement in
[1:09:59]
Jacksonville. 101 people is
[1:10:00]
nothing to sneeze at on a
[1:10:00]
Monday evening at 6 o'clock at
[1:10:04]
night. And those people
[1:10:06]
represented every part of
[1:10:07]
Jacksonville, not just the
[1:10:08]
underserved, not just the ones
[1:10:13]
we talk about. We had here.
[1:10:14]
You're a prominent zip code.
[1:10:16]
Your high income, zip codes
[1:10:18]
represented. We had low-income
[1:10:20]
zip codes act represented. We
[1:10:21]
have Republicans. We had
[1:10:22]
Democrats. We had
[1:10:24]
libertarians. We had
[1:10:26]
independence. All of us were
[1:10:29]
together for a common cause of
[1:10:30]
developing a neighborhood bill
[1:10:31]
of rights. Can put some
[1:10:32]
accountability and action in
[1:10:35]
2. Stopping some of the things
[1:10:36]
that have occurred in the last
[1:10:37]
few years. In regards to land
[1:10:40]
use and zoning. You know, why
[1:10:41]
do we want to pay 1.5 million
[1:10:43]
dollars for a liquor store?
[1:10:45]
We're talking about bridge
[1:10:46]
repair. That money could have
[1:10:50]
went towards that. We've got
[1:10:53]
to continue to work together.
[1:10:55]
I appreciate you all. I
[1:10:56]
offered to work with you every
[1:10:58]
time I come up here and speak,
[1:10:59]
I don't expect any one of us
[1:11:01]
to do this by ourselves. We're
[1:11:05]
a community where city. And
[1:11:06]
yes, there are things that we
[1:11:07]
don't understand things that
[1:11:09]
you have to go through, that
[1:11:10]
we MAY not be privy to, but
[1:11:12]
that's why talking to us on a
[1:11:13]
regular basis. But help us
[1:11:18]
educate the public. And help
[1:11:19]
you have and the your
[1:11:19]
constituents have a different
[1:11:23]
perspective of things. So I'll
[1:11:26]
continue to do this. And come
[1:11:29]
and see you as often as I can.
[1:11:30]
And I'll continue to be in the
[1:11:31]
grassroots organizations. I
[1:11:33]
will continue to be a voice
[1:11:36]
for the people that I can be a
[1:11:38]
voice for. And I want to just
[1:11:40]
say to the people that are in
[1:11:41]
the audience.
[1:11:41]
>> We appreciate you coming
[1:11:45]
out every every month. There
[1:11:46]
are opportunities for to get
[1:11:47]
in there. Can you just threw
[1:11:48]
the body not turn around face
[1:11:50]
on place?
[1:11:51]
>> It's been the microphone
[1:11:56]
for the record.
[1:11:58]
>> I would like to invite all
[1:11:59]
of the communities that are
[1:12:00]
here and represented to the
[1:12:02]
town hall meeting that takes
[1:12:04]
place. The 3rd Thursday of
[1:12:06]
every month at 06:00pm at 14.
[1:12:08]
0, 5, State Street West. It is
[1:12:11]
a collaborative effort. And we
[1:12:14]
are not a partisan group. We
[1:12:18]
are trying to build. A bridge
[1:12:19]
and work in this city
[1:12:22]
together. Thank you.
[1:12:24]
>> Thank u next step is
[1:12:25]
Anthony print. Counselor would
[1:12:26]
like to talk to the Bob Jones
[1:12:27]
and room. And if the floor is
[1:12:30]
yours. Anthony Brown,
[1:12:33]
addresses on file I guess I'm
[1:12:36]
just going piggyback on what.
[1:12:40]
MISS Denise Cook say. It last
[1:12:42]
night. I honored to attend a
[1:12:44]
meeting in which 101 people
[1:12:45]
lieutenant a town hall
[1:12:50]
meeting. There were 2 council
[1:12:50]
members from this current city
[1:12:53]
council that. Attend it. And
[1:12:59]
they left early. So. Even Ed,
[1:13:01]
I feel like we should have
[1:13:02]
more representation at this
[1:13:03]
meeting. If you have not
[1:13:06]
heard, I'm pretty sure most of
[1:13:07]
you, if not all of you were
[1:13:11]
invited and notified. I was
[1:13:11]
pleasantly surprised at the
[1:13:14]
diversity of the meeting.
[1:13:15]
There were people from all
[1:13:15]
over the city that had a
[1:13:19]
number of different issues.
[1:13:19]
They seem to be extremely
[1:13:23]
neglect. It. But there is but
[1:13:24]
9 to collect. That is being
[1:13:27]
practice here. And durkeeville
[1:13:32]
new 40 field, cetera, cetera.
[1:13:33]
And when you guys 2 years ago
[1:13:35]
passed that resolution, I
[1:13:37]
understand that it was an
[1:13:37]
acknowledgement, however,
[1:13:40]
didn't have a lot of teeth.
[1:13:41]
There were plenty of people
[1:13:42]
attended that meeting last
[1:13:44]
night that were done that. A
[1:13:46]
knowledgeable of the
[1:13:46]
resolution. There are many
[1:13:50]
people who don't know that you
[1:13:50]
guys have talked about
[1:13:54]
redlining. But they have yet
[1:13:56]
to see anything tangible in
[1:13:56]
terms of things that you are
[1:13:59]
doing to rectify. So I'm not
[1:14:02]
gonna stay up for too long.
[1:14:03]
But again, Denise could
[1:14:06]
mention our meeting. Some of
[1:14:07]
you have attended our meeting.
[1:14:10]
I think they are very
[1:14:13]
productive. We do have action
[1:14:13]
steps and we are trying to
[1:14:16]
work with the City council.
[1:14:17]
But when the city council is
[1:14:18]
not doing what he's supposed
[1:14:19]
to do, they will be called out
[1:14:21]
as they should. And many of
[1:14:22]
you know, you should have been
[1:14:23]
at the meeting last night. So
[1:14:24]
that's why some of you got to
[1:14:28]
head now looking crazy. Moving
[1:14:29]
forward. We would like to
[1:14:30]
continue a cordial
[1:14:30]
relationship with City
[1:14:34]
Council. Our meeting most of
[1:14:35]
the time as every 3rd Thursday
[1:14:38]
this week is on the 4th. Which
[1:14:42]
is 6 o'clock 14. 0, 5, State
[1:14:44]
Street West Pastor Leo Dawson
[1:14:45]
is the senior pastor. He spoke
[1:14:47]
eloquently earlier today. We
[1:14:49]
look forward to all of you are
[1:14:54]
most of you attending. We want
[1:14:54]
to change the narrative in
[1:14:55]
this city. We no longer want
[1:14:59]
to say to to be just a pass 95
[1:15:00]
or 10. We wanted to rival all
[1:15:03]
of the other cities in Florida
[1:15:04]
and we need you to address
[1:15:07]
redlining head on outside of a
[1:15:09]
resolution and what tangible
[1:15:10]
bills and with tangible
[1:15:12]
policy. Thank you. Thank u
[1:15:23]
past. And Patrick.
[1:15:24]
>> Hi, good evening, everyone.
[1:15:25]
My name is at U.S. And Liberty
[1:15:29]
Patrick, my addresses on file
[1:15:30]
again want to thank everyone
[1:15:31]
who's been working on the
[1:15:31]
revised version of the
[1:15:34]
neighborhood Bill of Rights.
[1:15:35]
As everyone has said before we
[1:15:36]
had over 100 people there last
[1:15:41]
night, it was incredible and
[1:15:42]
impressive to see all of the
[1:15:44]
community members across
[1:15:45]
economic geographic and even
[1:15:49]
across the age spectrum to see
[1:15:50]
how everyone was present in
[1:15:51]
interested in being involved
[1:15:52]
in their community and making
[1:15:56]
a better place. The crowd was
[1:15:57]
engaged, asked relevant
[1:15:58]
questions and the speakers and
[1:15:58]
panelists put together a well
[1:16:01]
organized event. I left
[1:16:05]
feeling energized. I also want
[1:16:08]
to add again that all 3 major
[1:16:09]
political parties were
[1:16:09]
represented there in
[1:16:13]
attendance. There were no
[1:16:14]
disagreements and we didn't
[1:16:15]
need government there to keep
[1:16:19]
law and order. I do want to
[1:16:20]
thank again council members,
[1:16:23]
Johnson incluso for attending.
[1:16:25]
And as some are aware, there
[1:16:25]
are other meetings tonight. At
[1:16:27]
the same time there's a jta
[1:16:28]
meeting over Fscj and then
[1:16:30]
there's mayors, town hall
[1:16:30]
believe so. Appreciate
[1:16:33]
everyone who's here. I would
[1:16:36]
like to commend Council member
[1:16:38]
Mike Gay for holding member
[1:16:39]
holding meetings for public
[1:16:40]
comment and taking the wishes
[1:16:41]
of constituents into
[1:16:44]
consideration. I attended the
[1:16:45]
Finance Committee meeting last
[1:16:45]
week and I would like to thank
[1:16:48]
council member Rory Diamond
[1:16:49]
for being the only member who
[1:16:52]
voted against a quarter of a
[1:16:53]
million dollar consulting fee
[1:16:54]
to scout a location for a new
[1:17:00]
jail. And as a libertarian, I
[1:17:03]
hear things I agree with from
[1:17:03]
Republicans, Democrats and
[1:17:05]
independents across the
[1:17:06]
spectrum. I believe that
[1:17:07]
language and delivery are
[1:17:10]
really important. Some of us
[1:17:13]
are building more coalitions
[1:17:14]
purposefully by design. So we
[1:17:15]
are not in our same echo
[1:17:16]
chamber. We want to hear
[1:17:18]
different perspective.
[1:17:21]
Perspectives and talk about
[1:17:23]
solutions. Jacksonville is a
[1:17:24]
melting pot of ideas. We hope
[1:17:25]
to see that reflected in the
[1:17:26]
leadership of the next
[1:17:30]
council. We take Jacksonville
[1:17:32]
back by coming together across
[1:17:33]
party lines and meeting
[1:17:35]
everyone as we are neighbors.
[1:17:38]
Thank you.

say ethics is gone. You know,
[1:19:57]
I went to the Ethics
[1:19:57]
Commission meeting and I asked
[1:19:59]
we have succeed packs
[1:20:00]

[1:20:02]
We have the mayor's Disability

difficult. Headline I saw
[1:21:02]
coming out of our Florida
[1:21:05]
lawmakers, informal housing
[1:21:05]
coming up here a few times
[1:21:06]
about affordable housing. Many
[1:21:08]
people have come up over the
[1:21:12]
last several months. And thank
[1:21:14]
you to do something. And I've
[1:21:14]
had some of you come to mean,
[1:21:18]
say it's really heart. We
[1:21:22]
can't do a lot guys.
[1:21:23]
>> And I'm sorry, that's not
[1:21:23]
going to cut it because if you
[1:21:25]
can't do it in our state,
[1:21:27]
lawmakers can't do it. Why do
[1:21:30]
we have the u? Why are we
[1:21:32]
paying your salary with art?
[1:21:36]
Is from homes. If you can,
[1:21:36]
then help us make them
[1:21:39]
affordable. 42.4 people in
[1:21:45]
this city. Renters. There were
[1:21:46]
multiple bills, Thomas,
[1:21:50]
Calista few in the state.
[1:21:51]
>> For affordable.
[1:21:53]
>> Renting hb 675, sb 756, hb
[1:21:55]
703, all failed. And you know
[1:21:57]
what the state lawmaker said?
[1:22:01]
Well, it's really hard. Its
[1:22:01]
its hard to come an agreement.
[1:22:05]
No, it's not. I cannot
[1:22:07]
conceive how you all can have
[1:22:10]
a sitting city council
[1:22:11]
PRESIDENT Make a bia and try
[1:22:15]
to make his bff. A board
[1:22:15]
member on how we can have
[1:22:17]
another city council member
[1:22:20]
party crash. Jay, a more board
[1:22:21]
meeting. How we can have
[1:22:24]
multiple city council members
[1:22:24]
disrespect public speakers
[1:22:27]
Liu, meetings, but we can't
[1:22:28]
get affordable housing out of
[1:22:32]
fuel. It's real suspicious
[1:22:33]
guy. Eyes beginning to think
[1:22:34]
there might be some corruption
[1:22:41]
at play. We have big do. We've
[1:22:42]
demanded we will get where we
[1:22:43]
want Eventually you can either
[1:22:44]
be on this board when it
[1:22:46]
happens. Or you can be voted
[1:22:50]
out. Address the affordability
[1:22:51]
crisis. Give us legend. It
[1:22:53]
will work with you. We you
[1:22:56]
heard many people mention our
[1:22:58]
neighborhood Bill of Rights. I
[1:22:59]
was there last night. We had 2
[1:23:01]
city council members there
[1:23:04]
last night. All of you have
[1:23:04]
been communicated to about
[1:23:06]
this requested to provide some
[1:23:08]
input. We are asking you were
[1:23:09]
trying to build a bridge
[1:23:09]
bridge, doing the work for
[1:23:15]
you. We need you to show up.
[1:23:17]
And if you do when the time
[1:23:19]
comes, we will and you won't
[1:23:24]
be in those seats.
[1:23:25]
>> Timothy Jones in the next 3
[1:23:28]
after that, Nick Smith, Amanda
[1:23:29]
Breen and Eric's Doodle, blue
[1:23:32]
cypress that. MR. Johnson.
[1:23:35]
Good Evening, Everybody.
[1:23:37]
Council PRESIDENT And all of
[1:23:37]
the council in his place. My
[1:23:40]
name is Timothy Johnson.
[1:23:41]
Senior.
[1:23:42]
>> Currently my address is
[1:23:46]
1800 Denise Court. I am a
[1:23:47]
veteran of the U.S. Navy and
[1:23:48]
the U.S. Coast Guard and I'm
[1:23:51]
currently in transition did
[1:23:53]
have some specific issues that
[1:23:55]
I wanted to address this
[1:23:57]
evening. But here in the
[1:23:58]
conversation, we're going to
[1:23:59]
deter just a little bit and
[1:24:03]
try to stay within the time.
[1:24:07]
Full disclosure. I pa Kennedy
[1:24:10]
for City Council District 7
[1:24:11]
and should the good people of
[1:24:12]
district 7 given the
[1:24:13]
opportunity I can guarantee
[1:24:14]
you will be every townhome
[1:24:18]
Beaty. And you won't be
[1:24:21]
disappointed. They talked
[1:24:22]
about that. And the bill of
[1:24:25]
rights. I am for neighborhood
[1:24:26]
built stop the clock. Real
[1:24:29]
quick. Since future reference,
[1:24:32]
you cannot come up down here
[1:24:33]
and campaign can talk about
[1:24:35]
can you do just just letting
[1:24:37]
us warning.
[1:24:38]
>> Thank you. Moving on elect
[1:24:43]
to recognize COUNCILWOMAN.
[1:24:45]
Jacoby Pittman for what she
[1:24:45]
and Representative Angie
[1:24:47]
Nixon. Doing. But whatever the
[1:24:50]
MARCH for the veterans again,
[1:24:51]
I'm a 33 year veteran of the
[1:24:52]
U.S. Navy and Coast Guard, a
[1:24:58]
neighborhood It's a problem.
[1:24:59]
It's something I've been
[1:25:03]
addressing as a citizen. Also
[1:25:06]
remember if some of these
[1:25:07]
neighborhoods case in point
[1:25:08]
right outside the Volunteers
[1:25:12]
of America. Veterans. In
[1:25:15]
transition. I've called 3
[1:25:17]
times this week. It was there
[1:25:20]
before I got there and it's
[1:25:22]
still there. Now someone told
[1:25:23]
me from the mayor's office
[1:25:25]
said it would be taken care of
[1:25:28]
and still has it. Also, I'd
[1:25:30]
like to address the area
[1:25:32]
around Macduff 5.29
[1:25:34]
Specifically there are about 3
[1:25:35]
churches they're in that very
[1:25:39]
area and all of them suffering
[1:25:41]
light. They've called they've
[1:25:42]
written and they've asked that
[1:25:43]
these areas be cleaned up and
[1:25:46]
they're not being cleaned up.
[1:25:47]
So I did like somebody who's a
[1:25:49]
part of that committee, maybe
[1:25:50]
speak with them and we need to
[1:25:51]
make something happen. That
[1:25:54]
knows area real quickly, I'd
[1:25:59]
like to address. Is Citizens
[1:26:00]
Review Board. We don't have
[1:26:02]
one if there's going to be
[1:26:06]
trusts, restored. Between the
[1:26:08]
public and jso, we need a
[1:26:11]
citizens review board.
[1:26:16]
Finally. Collaboration between
[1:26:17]
faith-based organizations and
[1:26:18]
nonprofit organizations that
[1:26:21]
are dealing with the use and
[1:26:22]
providing them with
[1:26:23]
alternatives to deter them
[1:26:25]
from crime and other things
[1:26:29]
that affect their lives. My
[1:26:30]
ministry, I'm the founder and
[1:26:33]
director of Speed Ministries.
[1:26:34]
It's a National llc and our
[1:26:35]
focus is to work with young
[1:26:38]
boys between the ages of 7.14,
[1:26:41]
14 in 17 18. And 25 we have
[1:26:43]
found 5 foundational. Thank
[1:26:44]
you, sir. Thank Next up is
[1:26:52]
Nick Smith.
[1:26:53]
>> Name is Nick Smith and my
[1:26:58]
addresses on file. Good
[1:26:59]
evening. My name is Nick Smith
[1:27:00]
and I water and wastewater
[1:27:05]
system at j. Let me tell you
[1:27:05]
what that job actually
[1:27:06]
involved, because I think it
[1:27:09]
matters here. We're required
[1:27:10]
to hold. State certifications
[1:27:15]
was take years to earn. We're
[1:27:15]
an treatment systems that
[1:27:16]
protect public health every
[1:27:20]
hour of every day.
[1:27:22]
Troubleshooter equipment
[1:27:22]
maintain infrastructure and
[1:27:23]
respond when things go wrong.
[1:27:27]
Regardless. When that happens
[1:27:27]
or what the conditions are
[1:27:32]
outside. During the freeze,
[1:27:33]
we're managing burst pipes and
[1:27:36]
system stressed citywide. But
[1:27:37]
most of Jacksonville was being
[1:27:42]
told to stay inside. The
[1:27:43]
question I'm bringing to this
[1:27:46]
council is a simple one. What
[1:27:46]
does the people who do that
[1:27:51]
work? We have been in contract
[1:27:51]
negotiations for nearly a
[1:27:55]
year. We have brought a
[1:27:56]
proposal that is grounded in
[1:27:57]
Jay's own internal
[1:28:00]
compensation which shows a
[1:28:02]
growing gap between what our
[1:28:03]
members earn and what workers
[1:28:05]
in other parts of the utility
[1:28:06]
earn for work that overlap
[1:28:10]
significantly with ours. We
[1:28:11]
have sat at that table and
[1:28:13]
bargain seriously. We have not
[1:28:20]
seen that the same in return.
[1:28:22]
I'm not here tonight because
[1:28:22]
of anything else that's
[1:28:26]
happening around j. I'm Amber
[1:28:28]
situation existed before any
[1:28:30]
of this and became Sircy
[1:28:31]
talked a little closer to the
[1:28:35]
speakers microphone.
[1:28:36]
>> My members situation
[1:28:37]
existed before any of this
[1:28:37]
became news and it will exist
[1:28:42]
after. It stands entirely on
[1:28:44]
its own experience. Utility
[1:28:45]
workers who feel undervalued
[1:28:46]
make decisions that cost the
[1:28:50]
city over time. I'm asking
[1:28:53]
this council to treat our con
[1:28:53]
contract situation as a public
[1:28:57]
safety issue. It is. Thank
[1:28:59]
you. Our last speaker is
[1:29:00]
Amanda Breen. Apologize. We
[1:29:06]
have 2 Breen Eric's to do.
[1:29:08]
>> Good evening. My name is
[1:29:09]
Amanda Brain and my addresses
[1:29:14]
on file. I'm here tonight to
[1:29:15]
offer the City Council a
[1:29:16]
perspective that you might not
[1:29:17]
hear often. I live in
[1:29:19]
Jacksonville and I pay my j a
[1:29:22]
bill every single month. And I
[1:29:24]
also worked for j a
[1:29:26]
maintaining the infrastructure
[1:29:30]
that Bill Pace for. See this
[1:29:34]
utility from both sides as a
[1:29:35]
rate payer. I care about
[1:29:36]
whether is Rahm
[1:29:36]
responsibility,
[1:29:39]
responsibility. And as the
[1:29:40]
work I care about, whether the
[1:29:40]
people doing this central
[1:29:42]
work. Are being treated
[1:29:45]
respectfully. And right now I
[1:29:50]
have concerns on both ends.
[1:29:50]
Jays own internal
[1:29:51]
conversation. Data shows that
[1:29:53]
water and wastewater workers
[1:29:55]
have been falling behind the
[1:29:55]
other similar positions
[1:30:00]
within. The utility for over
[1:30:01]
years. Now we brought that to
[1:30:04]
the bargaining table. Along
[1:30:05]
with a proposal designed to
[1:30:10]
address it. A modest raise, a
[1:30:12]
yearly adjustment. Nothing
[1:30:12]
that should require a year
[1:30:14]
worth of nut years worth of
[1:30:15]
negotiations and a complete
[1:30:16]
standstill at this point to
[1:30:21]
resolve. But here we are. The
[1:30:23]
reason that I am raising this
[1:30:24]
tonight here with you all as
[1:30:25]
though I do not think that
[1:30:26]
most of Jacksonville's
[1:30:28]
residents. No, what is
[1:30:29]
happening. They know there's
[1:30:30]
turbulence at j a. They also
[1:30:35]
know that. They MAY not know
[1:30:36]
that the workers responsible
[1:30:38]
for their drinking and
[1:30:40]
wastewater systems are sitting
[1:30:41]
in a stall negotiations that's
[1:30:42]
been dragged on for a better
[1:30:46]
part of the year. This council
[1:30:48]
is asking hard questions about
[1:30:48]
how operates. I'm asking you
[1:30:51]
to include this one question.
[1:30:53]
How this treat the people at
[1:30:55]
the bottom of the org chart.
[1:30:58]
Who do the work at the top of
[1:31:01]
the priority list right now,
[1:31:03]
the answer that's been given,
[1:31:05]
it's not a good and not one. I
[1:31:06]
thank you for listening. I
[1:31:10]
hope you can. So there are
[1:31:10]
concerns.
[1:31:11]
>> Thank you. Our last Rick's
[1:31:19]
to do. Hello. My name Erica
[1:31:25]
Stoll a and And the last
[1:31:26]
Speaker COUNCILWOMAN Ju'coby
[1:31:27]
Pittman would like to talk to
[1:31:28]
in the Bob Jones or if you
[1:31:29]
could come on down and then
[1:31:30]
let's reset mistress to do
[1:31:35]
list clock here. Go ahead,
[1:31:38]
sir. Sorry about that. Okay.
[1:31:39]
Good evening. My name is Eric
[1:31:44]
stolen. I work in the water
[1:31:45]
wastewater and Jay and I will
[1:31:47]
try to keep this short.
[1:31:49]
>> The freeze hit Jacksonville
[1:31:51]
hard earlier this year. My
[1:31:56]
crew and I were out clearing
[1:31:56]
calls for 10's 10 straight
[1:31:59]
days while the city was still
[1:32:04]
gone out. We did not talk
[1:32:04]
about that contract where we
[1:32:07]
were doing it. The job needed
[1:32:11]
to get done and we did it.
[1:32:12]
When it was over. We went back
[1:32:15]
to the bargaining table that
[1:32:18]
has not moved close to a year.
[1:32:22]
Jays on record documents.
[1:32:23]
That's our wages have been
[1:32:24]
falling behind other positions
[1:32:28]
inside the utility. We have
[1:32:32]
put a fair proposal. On the
[1:32:35]
table. We have shown up to and
[1:32:37]
engage seriously every time we
[1:32:39]
have been asked to. And the
[1:32:44]
talks are stuck. I'm here
[1:32:45]
because I want the people on
[1:32:49]
the council to know. That's
[1:32:51]
not because I expect a.
[1:32:56]
Dramatic resolution tonight.
[1:32:59]
But because 432 workers showed
[1:33:00]
up for Jacksonville during the
[1:33:05]
crisis. Are now sitting in
[1:33:08]
negotiation that gone nowhere.
[1:33:10]
And I think that deserves to
[1:33:13]
be said out loud in this room.
[1:33:17]
We are not difficult. People.
[1:33:17]
We are not making unreasonable
[1:33:21]
demands. We are asking to be
[1:33:23]
paid fairly for the work that
[1:33:23]
the city cannot function
[1:33:26]
without. And that is the whole
[1:33:29]
of it. I appreciate your time
[1:33:34]
and thank you. This PRESIDENT
[1:33:35]
Also had 2 cards that did not
[1:33:36]
wish to speak or read them

[1:36:27]
Missionary Baptist Church in
[1:36:29]
which we are in the process of
[1:36:33]
planning. Dining hall addition
[1:36:36]
to our church that is going to
[1:36:38]
move the church building even
[1:36:45]
closer. To the property wants
[1:36:46]
to sell beer and wine. So
[1:36:47]
again, we are vehemently
[1:36:48]
opposed to it. And at the
[1:36:52]
Planning Commission meeting
[1:36:53]
and agent for either the owner
[1:36:55]
of the building or the
[1:36:59]
business that operates in the
[1:37:03]
in the property at 13. 41
[1:37:04]
representative to the planning
[1:37:07]
Commission that we approved
[1:37:08]
such a quick requests and I'm
[1:37:10]
here to state again that we
[1:37:16]
made no such approval. A Mount
[1:37:17]
Carmel has been a church in
[1:37:18]
that location since 1946. And
[1:37:19]
in fact, this business as well
[1:37:21]
as the owner of the business
[1:37:22]
knew we were a church before
[1:37:27]
they acquire this property.
[1:37:28]
The church constantly has to
[1:37:31]
deal with vague Runcie not to
[1:37:34]
be too graphic, but we even
[1:37:36]
have to deal with atrocities
[1:37:39]
like vagrants Def. Okay, Ting
[1:37:40]
and you are in on the front
[1:37:42]
porch of our church on a
[1:37:44]
Sunday morning. So we're not
[1:37:47]
interested in increasing the
[1:37:49]
use or the access of alcoholic
[1:37:52]
beverages by any means. So we
[1:37:54]
are asking respect fully that
[1:37:58]
this council denied the
[1:38:01]
request that is made by either
[1:38:04]
the occupants or the owners of
[1:38:05]
13. 41 North Market street.
[1:38:07]
And with that, are you thank
[1:38:13]
you, Sir. Thurman Young.
[1:38:14]
>> And then I believe this is
[1:38:15]
Karen, as will be after
[1:38:19]
MISTER.
[1:38:19]
>> Good evening. My name is
[1:38:22]
Thurman. You know. Addresses
[1:38:27]
on file. I stand here too.
[1:38:29]
Expressed opposition to the
[1:38:31]
requested zoning waiver that
[1:38:34]
would reduce the minimum
[1:38:37]
required distance liquor
[1:38:38]
licenses, establishment and
[1:38:40]
the church's school from 500
[1:38:46]
to 6 defeat. The existing 500
[1:38:48]
foot buffer servers and
[1:38:52]
important purpose. It helps to
[1:38:55]
protect the care to the safety
[1:38:58]
and the well-being of
[1:38:59]
environments dedicated to to
[1:39:01]
education, worship, community
[1:39:06]
development. Reducing distance
[1:39:11]
to just 60 feet significantly
[1:39:12]
weakens their protection and
[1:39:14]
increases the likelihood of
[1:39:21]
negative impacts. Including
[1:39:22]
increased exposure of minors
[1:39:26]
to alcohol related activity.
[1:39:28]
Potential disturbances and
[1:39:29]
conflicts with the intended
[1:39:32]
use of these sensitive
[1:39:36]
locations. Zoning standards
[1:39:40]
put in place to maintain a
[1:39:43]
balance within the community.
[1:39:48]
Granting this waiver. Wood
[1:39:50]
said a concerning precedent
[1:39:54]
and undermine those standards.
[1:39:55]
The proposed reduction is not
[1:39:58]
a minor adjustment. It is
[1:40:00]
drastic change that would have
[1:40:05]
that could have. Lasting
[1:40:08]
consequences for nearby
[1:40:09]
families. Students and
[1:40:11]
congregations. And for these
[1:40:15]
reasons, I stand here
[1:40:16]
opposition 2 grand in that
[1:40:18]
waiver. Thank you. Thanks next
[1:40:21]
Speaker, Darren as And
[1:40:28]
apologize. If I mispronounce
[1:40:31]
Good evening. My name Ezell.
[1:40:35]
>> And my address is on fire.
[1:40:38]
I am a number of Mount Carmel
[1:40:38]
Baptist Church. I'm also a
[1:40:39]
member of the board of
[1:40:43]
directors. And with that said
[1:40:45]
anything that is official for
[1:40:47]
Mount Carmel would need to
[1:40:49]
come through the board of
[1:40:53]
directors for approval. So
[1:40:54]
therefore, anything that's on
[1:40:55]
fathers signed by the board
[1:41:00]
directors is now ballot. I
[1:41:00]
would also like to say that
[1:41:03]
when I first saw this request
[1:41:06]
a petition that my first
[1:41:07]
thought was I should probably
[1:41:09]
run for city Council myself so
[1:41:10]
that I would be one of the
[1:41:11]
first to vote. No on this
[1:41:17]
petition. Time seemed to have
[1:41:18]
changed here recently. People
[1:41:20]
used to love and respected
[1:41:20]
church, but now it seems as
[1:41:23]
though they want to fight the
[1:41:25]
church, make the there in a
[1:41:26]
minute. Mount Carmel doesn't
[1:41:28]
want to be the enemy to
[1:41:32]
anyone. We just want to be the
[1:41:33]
same Mount Carmel Missionary
[1:41:35]
Baptist Church and historic
[1:41:39]
Springfield and not the. That
[1:41:40]
church. That's next to the
[1:41:43]
alcoholic. Beverage sales. On
[1:41:48]
Market Street. I would guess
[1:41:49]
that probably many of you that
[1:41:51]
attending church, the church,
[1:41:51]
churches from that within
[1:41:57]
1000. Of alcohol sales and you
[1:41:58]
probably wouldn't like it and
[1:41:59]
probably would be standing in
[1:42:02]
my position right now to
[1:42:03]
oppose it. If it was to come
[1:42:07]
to your church area. I would
[1:42:10]
say this a savvy business
[1:42:13]
person developing a business
[1:42:15]
plan with no, that location is
[1:42:16]
a priority for his
[1:42:21]
profitability. And therefore,
[1:42:22]
why would you want to move
[1:42:25]
next to a church knowing what
[1:42:25]
the restrictions and the
[1:42:27]
current laws or regulations
[1:42:30]
are regarding alcohol sales
[1:42:32]
within that specific distance.
[1:42:35]
Now that they're in that
[1:42:36]
building and they realize that
[1:42:39]
they made a poor. Business
[1:42:40]
decision and now they want to
[1:42:44]
play bully ball by trying to
[1:42:45]
summit a position to change
[1:42:48]
the rules and regulations.
[1:42:49]
This petition also all
[1:42:53]
understand that the current
[1:42:54]
order indicates that this is
[1:42:58]
also affects schools as well.
[1:42:59]
What are we what we already
[1:43:00]
have a problem weapons in
[1:43:01]
schools where kids and now
[1:43:03]
we're gonna put alcohol sales
[1:43:07]
within 60 feet of a school.
[1:43:08]
What we're going to have kids
[1:43:11]
going to across the street for
[1:43:12]
6 pack from much and then come
[1:43:13]
back and decide that the
[1:43:14]
alcohol made them bring a
[1:43:18]
weapon to school. As that you
[1:43:20]
vote. No. Thank you. Number
[1:43:26]
speaker cards. Public hearings
[1:43:27]
close.
[1:43:27]
>> Gentlemen, a counselor
[1:43:28]

[1:43:29]

closed. I'm 29. 2026, 0, 1, 7,
[1:43:46]
7, I have 2 speaker cards. The
[1:43:47]
first is Tory race and also
[1:43:52]
also and costs. And that's
[1:43:53]
Torrey race and and costs.
[1:43:54]
Whoever gets to the podium
[1:44:06]
first can start.
[1:44:07]
>> Hello, my name is Tory
[1:44:08]
Reis. I'm at one to 0, 9, or
[1:44:11]
intro Jacksonville 3 to 207.
[1:44:14]
I'm here to oppose frontage
[1:44:18]
variants and subdivision of.
[1:44:20]
The property at 4, 5, to 6
[1:44:23]
Monday road. We as a
[1:44:25]
neighborhood have come
[1:44:27]
together to fight the
[1:44:28]
subdivision from what I've
[1:44:29]
heard just from sitting here
[1:44:31]
for past 90 minutes seems to
[1:44:32]
be a theme between developers
[1:44:33]
spreading out across the city,
[1:44:36]
buying a property and land and
[1:44:38]
this is no different in our
[1:44:39]
opinion. We've been approached
[1:44:44]
by a developer along with land
[1:44:45]
use attorney to subdivide a
[1:44:50]
lot into 3 parts and then sell
[1:44:51]
them not into affordable
[1:44:54]
housing. But in 2 beautiful
[1:44:56]
luxury homes. I have photos if
[1:44:57]
I'd like to hand them to the
[1:45:00]
page that illustrate our
[1:45:03]
opposition when it comes to
[1:45:03]
safety and specifically
[1:45:06]
against the frontage variance.
[1:45:09]
That adds access to roadway
[1:45:10]
and endangers the safety of
[1:45:12]
the pedestrians. That user
[1:45:15]
neighborhood, our neighborhood
[1:45:19]
currently has 36 children
[1:45:22]
under the age of 16 and out of
[1:45:24]
57 homes. Only the idea that
[1:45:25]
there's a young child in each
[1:45:26]
of those homes that is walking
[1:45:29]
biking in school during gives
[1:45:30]
us great alarm for the
[1:45:33]
developer that wants to add
[1:45:35]
multiple roadways car access
[1:45:40]
to this small lot. They are
[1:45:41]
asking for a full 144 feet
[1:45:44]
down to 0, which would give
[1:45:45]
them ability to do any thing
[1:45:48]
they want to land. And also
[1:45:51]
there on willing to use the
[1:45:53]
current driveway or visible
[1:45:54]
roadway that's already there
[1:45:56]
again, visible in the photos
[1:46:00]
that I can present to the
[1:46:01]
council. We are deeply
[1:46:03]
concerned about all of the
[1:46:03]
children in our neighborhood
[1:46:07]
that used this specific area.
[1:46:11]
4 playing baseball football.
[1:46:12]
School during by Kings. Some
[1:46:13]
of our council members, their
[1:46:16]
children, even access this
[1:46:17]
road. My children for children
[1:46:18]
in my household, specifically
[1:46:23]
3 across the street used this
[1:46:24]
specific area that the
[1:46:24]
developer would like to
[1:46:27]
subdivide and increased
[1:46:29]
traffic and roadway access to
[1:46:33]
every single day. It is truly
[1:46:34]
disheartening the way they
[1:46:36]
want to put the Rodeway Inn.
[1:46:37]
And again, we believe as a
[1:46:39]
neighborhood, it's unsafe. I
[1:46:43]
have over 24 petitions signed
[1:46:44]
from our neighborhood again.
[1:46:49]
24 out of 57 in the past 2
[1:46:50]
weeks. And I'm I'm just here
[1:46:55]
to firmly state opposition and
[1:46:55]
hope that you as a council can
[1:46:58]
review this specific plans for
[1:46:59]
historical neighborhood and
[1:47:02]
see why the proposed access
[1:47:03]
that the builder would like to
[1:47:05]
use for the 3 homes to 9.
[1:47:10]
Thank you and costs. Don't
[1:47:21]
believe the photos. Well, good
[1:47:22]
evening. I'm trying to do a
[1:47:23]
mic check. Can you hear me?
[1:47:25]
Yes, ma'am. We can hear. All
[1:47:25]
right. Good.
[1:47:27]
>> My name is and cook and it
[1:47:31]
is pronounced cook. I am a
[1:47:33]
recent resident of the
[1:47:36]
Jacksonville area. I am at 45
[1:47:38]
48 Monday drive. I am too
[1:47:39]
driveways. Way from this
[1:47:42]
proposed development. I've
[1:47:45]
been listening in somewhat
[1:47:46]
disheartening and by this
[1:47:47]
problem that Jacksonville is
[1:47:51]
facing with developers. Along
[1:47:52]
with with what Tori has
[1:47:56]
already said. We have. A small
[1:48:04]
community. 57, 59 homes and we
[1:48:05]
have a developer who wants to
[1:48:07]
change. He was asked for a
[1:48:13]
waiver to change our our our
[1:48:17]
frontage requirement from 144
[1:48:18]
feet. Well, arc. They're
[1:48:19]
changing it from 100. And 44
[1:48:21]
to 0. But we are already zoned
[1:48:23]
in and Rld 90. Zoning
[1:48:29]
district. As we've talked with
[1:48:29]
people about what we can do
[1:48:34]
about this issue. We've been
[1:48:34]
told you have to have facts.
[1:48:35]
You have to have fact. You
[1:48:38]
have to have facts. Well, I
[1:48:39]
want to add something to the
[1:48:41]
idea of having facts. Let's
[1:48:43]
apply a little bit of common
[1:48:52]
sense to what's going on here.
[1:48:53]
Changing frontage requirement
[1:48:56]
in this instance. Opens up a
[1:49:00]
precedent. For multiple
[1:49:03]
applications. Waivers in our
[1:49:07]
community. And as I've counted
[1:49:10]
it, at least 8 additional
[1:49:11]
homes could going besides the
[1:49:14]
3 that they're talking about
[1:49:15]
and my property is one of the
[1:49:17]
ones where this could happen.
[1:49:19]
I think that this is a
[1:49:21]
dangerous precedent. I think
[1:49:23]
that zoning and a
[1:49:23]
comprehensive plan we're made
[1:49:25]
for this neighborhood. For a
[1:49:29]
reason. And that issuing
[1:49:35]
waivers will erode. The trust
[1:49:37]
that that our neighbors have
[1:49:40]
in the local government. If
[1:49:45]
zoning appears to be optional.
[1:49:46]
A variance should only be for
[1:49:48]
a physical condition of the
[1:49:51]
land and not for the subject
[1:49:52]
and desire of an individual
[1:49:56]
potential purchaser. Now, one
[1:49:57]
other issue on my mind that
[1:49:59]
has not come up yet about our
[1:50:00]
neighborhood is that we have
[1:50:04]
very narrow streets. We do not
[1:50:04]
park the way other
[1:50:05]
neighborhoods have in
[1:50:07]
Jacksonville and we do not
[1:50:10]
have sidewalks. So that means
[1:50:10]
that everyone is walking on
[1:50:12]
the street. We have elderly
[1:50:15]
people, my husband, Walker, we
[1:50:17]
have children. We have pets.
[1:50:19]
Our street is very, very
[1:50:20]
active. And with thank you,
[1:50:24]
ma'am.
[1:50:24]
>> Councilmember early would
[1:50:26]
like to talk to you and the
[1:50:28]
other speaker in the Bob Jones
[1:50:28]
and It is move off to your
[1:50:29]
left there. And mean, I'm in
[1:50:32]
that room, please. I've been
[1:50:34]
where speaker cards of parents
[1:50:35]
33 1, 2026, 1, 7, 8, when
[1:50:37]
sunny, not have speaker cards.
[1:50:40]

[1:50:43]
first Travis Leonard supports.
[1:50:45]

he does wish to speak.

[1:51:27]
here's what want to go with
[1:51:31]
it. You know? I've been to the
[1:51:32]
Tree Commission. I was there
[1:51:35]
one. For a number of years.
[1:51:36]
You know, when Doctor was

crazy.
[1:51:55]
>> When you read this 4 point,
[1:52:00]
you know, You know, you know,
[1:52:00]
this is going to be in
[1:52:01]
neighborhoods and finance, but
[1:52:03]
not it in rules. I want to say
[1:52:04]
there's over 20 million in
[1:52:10]
this. 20 million dollars. And
[1:52:17]
so fishing with crazy. You
[1:52:18]
these are for tree planting
[1:52:19]
and minister rather Department
[1:52:20]
of Public Works and public
[1:52:25]
property. What an unbelievable
[1:52:28]
tourism bonanza. You know,
[1:52:32]
remember? That $35,000 it's
[1:52:35]
supposed to be the Duval
[1:52:36]
contribution for the
[1:52:37]
maintenance of that bridge. 35
[1:52:42]
grand. The Nassau side is
[1:52:47]
open. They have any trees.
[1:52:50]
We're going you can have the
[1:52:51]
greatest tourism attraction or
[1:52:55]
9 on this. And so anyway. I
[1:52:57]
would just, you know, fishing
[1:53:01]
with Grady. You know, and you
[1:53:02]
know, fishing with citrus. But
[1:53:03]
a couple citrus trees out
[1:53:06]
there. But anyway. You know,
[1:53:07]
as this goes through
[1:53:10]
committee. And just think of
[1:53:16]
that. All of a sudden. We you
[1:53:16]
heard I heard some of those
[1:53:23]
speakers say. Now on the
[1:53:24]
national side now, the Duval
[1:53:26]
County side. And the Fish and
[1:53:30]
Wildlife. Commission, the
[1:53:34]
state of Florida tourism. Wow.
[1:53:35]
Now there's we down 15
[1:53:36]
seconds. Here's some other
[1:53:40]
pieces of legislation. And
[1:53:40]
I'll tell you, COUNCILMAN
[1:53:41]

[1:53:45]
ready. And let's live or some.
[1:53:51]
And celebrate. These trees.

[1:54:27]
>> You know, here we go. You
[1:54:28]
know, this an ordinance
[1:54:31]
appropriating 120 $1000 in
[1:54:34]
grant funding from the Florida
[1:54:35]
Fish and Wildlife Conservation
[1:54:40]
Commission. Ray here, fwc.
[1:54:41]
Wildlife coming fishing with
[1:54:46]
Grady. So here have 120 grand,
[1:54:47]
you know, for an artificial
[1:54:52]
reef. You know, 2009, 4.42 Is
[1:54:53]
the artificial Reef trust
[1:54:54]
fund, you know, created by
[1:54:59]
ordinance. And, you know, we
[1:55:00]
just also created 2026 triple
[1:55:03]
low for. You know, which is no
[1:55:06]
other parks trust fund. And,
[1:55:09]
you again. You know, fishing
[1:55:11]
with crady on this one. You
[1:55:13]
know, again, when you look at
[1:55:16]
the $35,000 and here we have
[1:55:18]
120 grand, money's flowing
[1:55:19]
everywhere. There's going to
[1:55:20]
be another piece of
[1:55:21]
legislation. There's a whole
[1:55:23]
bunch of pieces of legislation
[1:55:25]
that will be just talking to
[1:55:27]
rate here. But this
[1:55:27]
appropriation, you know, don't
[1:55:29]
get me wrong. You know, it's
[1:55:33]
tourism. I support it. But at
[1:55:35]
the same time, let's really
[1:55:37]
just start. You know,
[1:55:43]
realizing. That issue. With
[1:55:44]
fishing with the George Crady
[1:55:47]
Beverage, Nassau and Duval.
[1:55:51]
You right now it's going to
[1:55:54]
come it should be this hard.
[1:55:58]
So anyway, just down to a
[1:55:59]
minute sports, the
[1:56:00]
legislation, imagine a little
[1:56:00]
reef underneath with the
[1:56:03]
bridge. Okay. Thank you for
[1:56:04]
listening. Thank you. Have

mothers. Find themselves that
[1:56:48]
they cannot prove provide for

option rather than expecting

these mothers to abandon their

[1:57:07]
throw them in the trash.

want to thank. COUNCILMAN
[1:57:34]
Diamond for this bill. He's
[1:57:36]
put out. He's got another one
[1:57:40]
is putting up. If there's it
[1:57:43]
documents he demonstrates.
[1:57:44]
That he has a great value for
[1:57:48]
human life. We see unborn
[1:57:49]
children and newly born
[1:57:52]
children. I just there's no
[1:57:54]
respect for them anymore.
[1:57:57]
That's where culture is gone.
[1:58:03]
Hi, there was a a tv news
[1:58:03]
reported last week where the
[1:58:07]
17 year-old girl. I had a
[1:58:09]
child, bath in the bathroom
[1:58:10]
and left a child to drown in
[1:58:14]
the toilet. I just hope and
[1:58:20]
pray. That you all passes
[1:58:22]
unanimously. I hope and pray
[1:58:23]
each one of you will get on
[1:58:23]
board and co-sponsor this
[1:58:26]
unanimously. With COUNCILMAN
[1:58:28]
Diamond. And I hope points
[1:58:31]
once you get this done, that
[1:58:33]
you undertake a significant a
[1:58:36]
serious effort to share this
[1:58:37]
with the city of Jacksonville
[1:58:41]
with the places. The women who
[1:58:46]
are hopeless. Also hope that
[1:58:47]
places around abortion
[1:58:50]
clinics. As many times women
[1:58:51]
have abortions because they
[1:58:54]
see nothing. No way to to to
[1:58:58]
to do with the situation. We
[1:58:59]
have to save lives. We have to
[1:59:01]
put more value on the unborn.
[1:59:02]
Children have put more value.
[1:59:05]
Children. Our children are the
[1:59:07]
future of the city. Our
[1:59:08]
children are the future of the
[1:59:12]
state. Future of this nation.
[1:59:16]
We have to take this step.
[1:59:17]
Please do the right thing. And

4 cpac, 3 school board
[2:00:28]
district 3, 2024, 0, 1, 0, 7.
[2:00:29]
It's such a huge twenty-twenty
[2:00:31]
403, to 5. This year's of
[2:00:35]
Florida. This ordinance 2026.
[2:00:36]
0, 2, 0, 7, hope after this
[2:00:41]
one. Somebody will pardon me.
[2:00:43]
Right now we're going to
[2:00:47]
appropriate 355,000 dollars
[2:00:48]
from the Jax Recreation,
[2:00:49]
Environmental Land Acquisition
[2:00:54]
Fund. And we're going to be
[2:00:55]
using that 6 properties and
[2:00:56]
where I'm going with it again.
[2:01:00]
Fwc. Fish Wildlife Commission.
[2:01:03]
Fishing with Crady. The George
[2:01:06]
Crady Bridge. And the reason
[2:01:08]
I'm speaking on this, you were
[2:01:12]
creating another park. This
[2:01:13]
one is going to be a passive
[2:01:21]
park. The George Crady.
[2:01:28]
Fishing Bridge is. Recreation.
[2:01:31]
And that is really what is
[2:01:32]
needed throughout Duval
[2:01:38]
County. We have last city
[2:01:38]
council meeting spoken
[2:01:40]
Twenty-twenty 6, 0, 0, 2, 4,
[2:01:45]
Which was Moncrief. Over 3
[2:01:46]
acres and defense and that one
[2:01:51]
in. And again, dozens of
[2:01:55]
examples that I can just.
[2:01:56]
Because when people say to
[2:01:57]
noon, we're getting all this
[2:01:58]
public access. We're getting
[2:02:02]
crushed. Yeah. So anyway. As
[2:02:04]
far as this just down to a
[2:02:14]
minute. And again. We knew
[2:02:17]
just think of these numbers in
[2:02:22]
the countless examples. Where
[2:02:24]
you know, fishing with Crady
[2:02:29]
35 k. On the Duval side for
[2:02:32]
not meeting our funding
[2:02:32]
requirements for the
[2:02:35]
maintenance. That's it. And so
[2:02:36]
now you've got a padlock up
[2:02:40]
there. So we got millions with
[2:02:43]
tree stuff. Now we've got. You
[2:02:45]
continued rusting from the
[2:02:47]
bill. Okay. Well, the
[2:02:48]
recreation Environmental Land
[2:02:49]
acquisition fund. You know
[2:02:50]
what? How about some money for
[2:02:51]
that? You know, to fishing
[2:02:55]
with Grady? But again, I don't
[2:02:57]
know how much is left in that
[2:03:00]
fund. But instead of passive,
[2:03:04]
you know, lets you fwc make it
[2:03:05]
active. And so it's
[2:03:07]
neighborhoods and finance.
[2:03:08]
Thank u next MISS Celie
[2:03:15]
Barnes.
[2:03:17]
>> I know again, my name is
[2:03:18]
Sally Barnes. I'm here in
[2:03:22]
support of that. Instead of
[2:03:23]
just heard about this part.
[2:03:27]
That's coming up development
[2:03:30]
now and cars and trucks on the
[2:03:31]
road. Any place that can get a
[2:03:34]
kid out of the street into a
[2:03:35]
safe environment where they
[2:03:38]
can play and be kids. I I
[2:03:41]
think it's it's it's a given.
[2:03:42]
I fished on that breach
[2:03:46]
before. But you got the
[2:03:46]
structure on the street. Now
[2:03:48]
they don't respect to traffic
[2:03:49]
laws. They come to residential
[2:03:50]
areas. De speeding, all county
[2:03:53]
staff out there. Little kids
[2:03:54]
at whatever park they need a
[2:03:56]
place to play. Then you
[2:03:57]
someplace off the street
[2:03:59]
instead of in the street. That
[2:04:02]
could get hit. 70's Ps. Don't
[2:04:04]
have some of these kids. Don't
[2:04:06]
have parents that govern their
[2:04:07]
that these little kids wander
[2:04:08]
off anywhere. But if there's a
[2:04:12]
safe place to play a park,
[2:04:12]
what these kids go and play
[2:04:13]
and have Anyone that wants to
[2:04:15]
go to a park and have fun. I'm
[2:04:17]
asking you to pass this
[2:04:19]
because we need more of that.
[2:04:20]
We got too much traffic as it
[2:04:21]
is. We got too many people
[2:04:22]
drive in looking at their
[2:04:25]
phones and these kids waiting
[2:04:28]
at a bus stop to go to school.
[2:04:28]
A win at an afternoon was
[2:04:30]
right around no place to play
[2:04:31]
a park I say is welcome any
[2:04:33]
time. I don't drink. I don't
[2:04:37]
do drugs. I don't do it. My
[2:04:38]
apple. How is the caffeine
[2:04:41]
free coal? But these people on
[2:04:42]
trucks with their state falls
[2:04:46]
like Putin truck trailer down
[2:04:50]
a residential area. They come
[2:04:51]
down to please get in on they
[2:04:53]
going to not the area and come
[2:04:53]
down another residential
[2:04:54]
street to get where they're
[2:04:57]
going? We got on the street.
[2:04:58]
Little kids stand by my house
[2:05:01]
at a bus stop. They plan out
[2:05:01]
there. These cars comes being
[2:05:03]
back. That's not stop that.
[2:05:06]
Well, breaking a play if they
[2:05:07]
don't have a part to go to.
[2:05:10]
I'm asking you, if you would
[2:05:12]
past this, not just for but
[2:05:14]
for the young people that
[2:05:18]
knife so it's a place to play
[2:05:22]
just to go look and be with
[2:05:22]
their friends out there off
[2:05:23]
the street where all these
[2:05:27]
crazy people are. Thank you.
[2:05:28]
>> Thank you, Speaker cards,

Series Wells Todd Bobbie
[2:05:46]
o'Connor, that I have to do
[2:05:49]
not wish to speak. Leo Dawson
[2:05:53]
and Jamie Travis Leonard, they
[2:05:54]
both oppose this legislation.
[2:05:55]
So I see MISS Series about
[2:06:00]
you. Come a serious.
[2:06:01]
>> Samantha Series address on
[2:06:02]
file. I'm just here to say
[2:06:06]
that I do oppose this proposed
[2:06:06]
small-scale amendment to the
[2:06:08]
fun series of the 2045 Comp
[2:06:09]
plan. This area is more of a
[2:06:14]
role. Designated area. I think
[2:06:15]
it should stay in the ldr
[2:06:17]
believe the developer. That is
[2:06:18]
attempting to purchase this
[2:06:19]
land can make enough money
[2:06:24]
with an l DR. So, you know.
[2:06:25]
Many of the people are against
[2:06:28]
this in this neighborhood and
[2:06:30]
I know this is going to
[2:06:31]
continue to APRIL 14th, but I
[2:06:33]
will not be here. So that's
[2:06:34]
why I want to come and talk to
[2:06:38]
you that, you know, they do
[2:06:38]
oppose it. I oppose it. I
[2:06:39]
think we need to keep some of
[2:06:42]
the rural and rural, you know,
[2:06:44]
it's supposed to be divers.
[2:06:46]
And if we only have
[2:06:48]
high-density areas, that's not
[2:06:49]
diversity. You are just making
[2:06:52]
high density. So I think it's
[2:06:54]
important that we do keep some
[2:06:54]
areas available for people who
[2:06:57]
want to purchase more land
[2:06:59]
rather than a small lot. Thank
[2:07:00]
you.
[2:07:00]
>> Thank you. As James
[2:07:02]
mentioned out there still.
[2:07:07]
Okay. He opposes this. Well,
[2:07:09]
Also opposes Bobby o'Connor.
[2:07:11]
Also opposes. And drag in
[2:07:15]
Beloit. Also opposes have no
[2:07:17]

[2:07:18]
>> Public hearing is continue
[2:07:24]

[2:07:25]
45 2026? 0, 0, 0, 7. I have
[2:07:27]
the same. I believe the same 7
[2:07:30]
speaker cards. So go ahead and
[2:07:30]
read them.
[2:07:31]
>> Well, Todd Samantha Series,
[2:07:32]
James matchup, Bobby o'Connor,
[2:07:33]
Dragon Beloit. Do you wish to
[2:07:38]
speak?
[2:07:39]
>> And then Leo Dawson and
[2:07:40]
Jamie Travis Leonard oppose,
[2:07:41]
but do not wish to speak.
[2:07:42]
Series to do was speak again
[2:07:44]
on this one.
[2:07:45]
>> Go ahead. Real quick,
[2:07:45]
Samantha Series address on
[2:07:48]
file. I know this is for the
[2:07:49]
rezoning part. So I just want
[2:07:52]
to speak to that for the pd.
[2:07:53]
They are attempting to do 30
[2:07:56]
foot and 40 foot lots. We
[2:07:58]
don't updated site plan. But
[2:08:00]
the original site plan was 30
[2:08:01]
foot. Lots 89 units in 9
[2:08:06]
acres. That's tight. So they
[2:08:08]
did agree to possibly do some
[2:08:09]
40 foot lots, maybe add like a
[2:08:12]
little lot of green space. But
[2:08:14]
at this point, it's still not
[2:08:15]
compatible. If you look on the
[2:08:17]
Jacksonville property
[2:08:19]
appraiser, the closest in the
[2:08:24]
most REITs like the city of
[2:08:28]
this area, this 9 acres, the
[2:08:30]
smallest lot, according to the
[2:08:31]
Jacksonville property.
[2:08:34]
Appraiser is 0.1 acres that 66
[2:08:35]
feet, the residents of that
[2:08:37]
area said that they would
[2:08:37]
agree to 60 foot lots because
[2:08:41]
obviously that would cut this
[2:08:43]
in half. The amount of units
[2:08:45]
allowed. So if you look at
[2:08:46]
does not match the area to
[2:08:47]
have a pg for 30 foot, 40 foot
[2:08:51]
lots. It's just not compatible
[2:08:53]
and even the planning
[2:08:54]
department recommended to deny
[2:08:56]
this and they rarely recommend
[2:08:57]
things to be denied. So I
[2:08:58]
think it's important that we
[2:09:00]
kind of look at that and the
[2:09:01]
fact that these 30 foot, 40
[2:09:05]
foot, lots do not. Comply with
[2:09:06]
the area. And it is important
[2:09:08]
that we take in interest in
[2:09:09]
making sure that we keep these
[2:09:13]
areas. The way that they're
[2:09:14]
supposed to be zoned in the
[2:09:17]
way that there should be
[2:09:18]
developed in a responsible
[2:09:19]
manner rather than just trying
[2:09:20]
to stuff people in there. And
[2:09:23]
then. Charge people 300 to
[2:09:27]
$350,000 for these properties
[2:09:29]
and we all know what's going
[2:09:29]
to happen is they're not going
[2:09:31]
to sell and corporations going
[2:09:32]
to start managing Them Inc,
[2:09:35]
put them for rent. So the
[2:09:36]
residents do not agree with
[2:09:40]
this and if the developer 64
[2:09:42]
loss, they would have agreed
[2:09:43]
to that. So, you know, it's
[2:09:44]
important that we look at the
[2:09:46]
exact area and the property
[2:09:48]
appraiser. You can look on
[2:09:50]
their self. The smallest lot
[2:09:51]
of rounds 0.1 acres and that
[2:09:52]
66 feet. So I think we should
[2:09:53]
do something that's compatible
[2:09:57]
with that. Thank you. Thank I

[2:14:15]
Jamie Travis Leonard. I oppose

[2:14:20]

[2:14:25]
Objection to the lot sizes.
[2:14:26]
>> Quote, the small lots do
[2:14:27]
not lend themselves well to a
[2:14:29]
family dwelling in terms of
[2:14:31]
space for activities, mobile
[2:14:31]
homes or trailers. For those
[2:14:34]
of us who have lived in them.
[2:14:35]
>> Can be an affordable
[2:14:36]
option.
[2:14:39]
>> 4. Consideration as long as
[2:14:42]
they're handled with care.
[2:14:46]
Within the community. I
[2:14:50]
support building. And mobile
[2:14:51]
home park in this area. I
[2:14:53]
don't support the current
[2:14:54]
proposal size because I think
[2:14:57]
it is not adequately
[2:15:01]
providing. The necessary space
[2:15:05]
for a well planned while home
[2:15:07]
and the area. And I've come up
[2:15:07]
here several times talking
[2:15:08]
about affordable housing. So
[2:15:10]
this would be a project that
[2:15:10]
generally I would support
[2:15:13]
because. Mobile homes do tend
[2:15:14]
to be more affordable. They
[2:15:18]
tend to be more accessible for
[2:15:19]
lower-income families, but you
[2:15:20]
need to build them right. And
[2:15:21]
you need to build them to be
[2:15:26]
Holmes. Not a quick cash grab.
[2:15:27]
For the trailer park
[2:15:30]
management. And I say the
[2:15:31]
lived in one and that is not
[2:15:33]
an insult. We like to have a
[2:15:34]
negative connotation sometimes
[2:15:36]
of mobile home parks and I
[2:15:38]
will stand for that. All
[2:15:40]
right. We have a lot of people
[2:15:42]
who live similar style homes.
[2:15:43]
Okay. Single line. Double life
[2:15:46]
modular. I've lived in all of
[2:15:51]
them. I would like which I
[2:15:52]
know this has now been
[2:15:56]
continued. Because you've
[2:15:56]
added another public hearing.
[2:15:57]
But I would like to see this
[2:16:01]
Justin. So that we are
[2:16:02]
adequately serving the
[2:16:04]
community and the hopeful
[2:16:04]
future residents in this area
[2:16:06]
by giving them adequate lot
[2:16:11]
sizes. And appropriate homes
[2:16:14]
for their families. So they
[2:16:14]
can enjoy what the rest of us
[2:16:17]
have. Especially on this day
[2:16:19]
us, which is a comfortable
[2:16:22]
home to live in. And come home
[2:16:27]
from come home to thank you.
[2:16:28]

[2:18:47]
I do one and I wanted to speak
[2:18:49]
to this bill simply because
[2:18:52]
while I did vote for the bill,
[2:18:53]
I wanted to be understood. I I
[2:18:56]
appreciate the sentiment, but
[2:18:57]
I just this is something I
[2:18:57]
said in committee as well as
[2:19:01]
make sure that we are ensuring
[2:19:02]
I have a belief in our
[2:19:04]
committee chairs and also this
[2:19:05]
process. And so I just wanted
[2:19:05]
to make sure that that I put
[2:19:09]
it on record that well, I
[2:19:10]
understand the stringent
[2:19:11]
nature of what this is. I do
[2:19:11]
think there should be some
[2:19:15]
flexibility. All of us of the
[2:19:16]
life circumstances that
[2:19:16]
happens. And I just didn't
[2:19:20]
want to be in such a a. A
[2:19:21]
tough place where there's no
[2:19:22]
flexibility for these
[2:19:23]
committee chair. So I do thank
[2:19:24]
the sponsor for putting this
[2:19:26]
bill forward. I did vote for
[2:19:27]
it, but I also want to make
[2:19:29]
sure that we're doing our part
[2:19:30]
to understand that life does
[2:19:30]
happen. Thank you, MR.
[2:19:31]
PRESIDENT. All right. Thank
[2:19:35]
you.

[2:19:45]
1.38 MR. PRESIDENT please
[2:19:47]

[2:19:48]
Pittman.
[2:19:48]
>> COUNCILWOMAN Pittman,
[2:19:54]

[2:19:55]
>> The PRESIDENT, I just like
[2:19:55]
to say, I would like abstain
[2:19:58]
from this bill because Clara
[2:20:00]
White mission MAY apply for
[2:20:02]
this special category for the
[2:20:04]
homeless population. So the
[2:20:06]
bill has been Thank you. All
[2:20:07]
right. That is noted
[2:20:08]
Councilmember Boylan's like
[2:20:08]
speak on the amendment or
[2:20:12]
after the on the bill. On the
[2:20:14]
amendment. Councilmember
[2:20:14]
Boylan, you're recognized. I
[2:20:15]
move the amendment. We got a
[2:20:16]
motion saying on the Amendment
[2:20:16]
Councilmember Moylan, you're
[2:20:19]
recognized. Thank you, MR.
[2:20:19]
PRESIDENT, I stand to in
[2:20:21]
opposition to the amendment.
[2:20:23]
Did we'll take you back a
[2:20:24]
little bit of history for all
[2:20:28]
of us and why I'm doing so as
[2:20:29]
you recall last year, the
[2:20:30]
mayor's office proposed 7.2
[2:20:32]
million dollars for psu
[2:20:37]
grants. We as a council shaped
[2:20:37]
200,000 off of that to put
[2:20:39]
into a micro grant program. A
[2:20:40]
program that didn't exist a
[2:20:45]
time. And during the course of
[2:20:46]
6 months thereafter that psg's
[2:20:47]
been working diligently that
[2:20:48]
gave you all a copy of it to
[2:20:51]
take a look at developing the
[2:20:55]
Micro Grant program. And they
[2:20:57]
were ready bring it to bear
[2:20:58]
and opened it up and get the
[2:21:01]
ball rolling on it. They were
[2:21:01]
asked deposit by the council
[2:21:04]
by the administration. Do the
[2:21:07]
fact that we just picked up on
[2:21:07]
the cba and the workload was
[2:21:08]
get a little more than they
[2:21:12]
could handle. What council
[2:21:16]
would like to see happen then
[2:21:17]
pull into space. You can see
[2:21:20]
the timeline there. They fully
[2:21:21]
anticipate their opportunity
[2:21:23]
sometimes in JULY or AUGUST to
[2:21:26]
take up the Micro Grant
[2:21:28]
program again and by doing so
[2:21:29]
then I've got a bill that's
[2:21:30]
pending that's going to used
[2:21:31]
as a carry over to take that
[2:21:34]
or $1000 and move the Michael
[2:21:37]
Grant program into next year.
[2:21:38]
I say all that because we want
[2:21:39]
to make certain that we have
[2:21:40]
as much money available for
[2:21:44]
the psg grant program this
[2:21:45]
past year in the prevention
[2:21:49]
category of the. 33 requests.
[2:21:51]
18 of them are only fulfilled
[2:21:52]
and 9 of those individuals
[2:21:55]
hats that we're not filled in
[2:21:58]
terms any kind of funding that
[2:22:01]
scores of 90 or higher. There
[2:22:05]
were 101 applications in total
[2:22:06]
representing 11.3 million
[2:22:07]
dollars against the 7 million
[2:22:11]
dollars. And so my concern and
[2:22:12]
my my quest that you vote down
[2:22:16]
on the amendment so that we
[2:22:17]
recognized back. We're going
[2:22:18]
to continue to pump Michael
[2:22:18]
Grant program with funding
[2:22:21]
from this year into next year.
[2:22:22]
So we can take that $200,000
[2:22:23]
and applied towards the psg
[2:22:26]
programs as we and had to do
[2:22:28]
all along and that in the year
[2:22:29]
after that, the kitten on the
[2:22:31]
part of the psg council is to
[2:22:33]
continue with a micro grant
[2:22:35]
program thereafter. So
[2:22:36]
encourage you vote down. This
[2:22:37]
is the amendment offered by
[2:22:39]
the Rules Committee to Cuba at
[2:22:46]
35 35 30 so that we can move
[2:22:47]
forward with his year with the
[2:22:47]
Michael Grant program that
[2:22:48]
just use funding from this
[2:22:49]
year to do that and then come
[2:22:53]
back a year thereafter and
[2:22:54]
then put put the percentages
[2:22:56]
as you we recommended in the
[2:22:57]
rules committee on past
[2:22:59]
weekend. Hope I make sure I I
[2:23:02]
hope I made that clear and
[2:23:02]
appreciate your support in
[2:23:05]
voting down this amendment and
[2:23:06]
what the recommendation, the
[2:23:08]
pga Council. Stan, thank you,
[2:23:09]
MR. PRESIDENT. All right.
[2:23:09]
Thank PRESIDENT Freeman,
[2:23:18]
you're recognized. Thank you,
[2:23:19]
MR. PRESIDENT and I was hoping
[2:23:21]
I would not have to speak at
[2:23:26]
all on this issue. I think is
[2:23:26]
the labor did enough in
[2:23:28]
committee and I want to thank
[2:23:28]
the committee Finance
[2:23:30]
Committee for the Good Work
[2:23:30]
Day.
[2:23:31]
>> They did on this bill and I
[2:23:31]
want to thank the Rules
[2:23:35]
Committee as well. Let me just
[2:23:36]
be sure that everybody
[2:23:39]
understands what the amendment
[2:23:41]
is was that was imminent
[2:23:41]
amendment explain because I
[2:23:42]
know there's some center on
[2:23:44]
this diet that MAY not have
[2:23:46]
heard it. So I want to make
[2:23:47]
sure that we understand the
[2:23:51]
amendment. That is before us
[2:23:51]
right now. MR. The PRESIDENT
[2:23:52]
To the PRESIDENT To MISS The
[2:23:53]
populace. Can you please share
[2:23:56]
with the amendment? Is?
[2:23:56]
>> Yes, through the PRESIDENT
[2:23:58]
To the council. So the
[2:24:00]
amendment would revise the
[2:24:02]
bill to now include the Micro
[2:24:05]
Grant category as a 4th
[2:24:05]
category to be funded in the
[2:24:08]
next fiscal year's budget. It
[2:24:11]
provides that the percentages
[2:24:12]
of funding for each of the
[2:24:14]
categories would be as follows
[2:24:16]
acute would go from 30% to
[2:24:18]
29%. As with 30% was
[2:24:21]
originally proposed prevention
[2:24:22]
and diversion would go from
[2:24:25]
35% to 34% and
[2:24:26]
self-sufficiency instability
[2:24:28]
would go from 35% to 34% so
[2:24:31]
that 3% to go to the Micro
[2:24:31]
Grant program.
[2:24:33]
>> All right. Thank you. And
[2:24:35]
and everyone hasn't heard
[2:24:35]
amendment. It would be
[2:24:37]
announced went through my
[2:24:37]
time. So all I want to simply
[2:24:39]
say is this and I just want to
[2:24:44]
speak truths. Category d has
[2:24:46]
always existed since this body
[2:24:47]
to that action based on
[2:24:48]
legislation that I passed,
[2:24:50]
that I championed many years
[2:24:52]
ago. So when you hear that it
[2:24:54]
did not exist, that's simply
[2:24:58]
not true. Here's another fact.
[2:25:01]
Here's another fact. Category
[2:25:02]
d is a part of public service
[2:25:04]
grants. So when you hear that
[2:25:06]
we're taking from public
[2:25:07]
service grants, how can take
[2:25:08]
from something that is still a
[2:25:11]
part of? So it's semantics.
[2:25:13]
It's a play on words. And as I
[2:25:16]
share with many folks, the
[2:25:17]
ultimate goal in the end as we
[2:25:19]
want to help people. Simple as
[2:25:23]
that. Now to me is a bit
[2:25:25]
challenging that in one of the
[2:25:26]
efforts that we put forth as a
[2:25:28]
body, something and I lead to
[2:25:30]
help people when the trust was
[2:25:30]
given to the administration.
[2:25:31]
Remember, we do policy. They
[2:25:35]
execute. We can't force them
[2:25:37]
execute. We send money to psg.
[2:25:39]
We can't force psg to execute.
[2:25:43]
But we sure can. On our side.
[2:25:43]
And I will simply say when it
[2:25:47]
was sent over to first time
[2:25:48]
they didn't execute. What was
[2:25:49]
sent over was 200,000 turned
[2:25:52]
into a $700,000 Project. What
[2:25:55]
was in over the second time?
[2:25:56]
That we fought for and believe
[2:25:59]
that money is left over. We
[2:25:59]
fall for it as a council, not
[2:26:01]
not the psg counsel. We did
[2:26:04]
led by my actions. It was say
[2:26:05]
that it was not going to be
[2:26:05]
done in this visit in this
[2:26:07]
year. That's fun. We've got
[2:26:10]
the money back. And now what
[2:26:11]
the Finance Committee did was
[2:26:13]
a sure that they have
[2:26:15]
backfield. I just maneuvering
[2:26:15]
numbers citing numbers by one
[2:26:18]
percent. To get to that 3%
[2:26:21]
that we got to last year. I
[2:26:24]
think it's good legislation.
[2:26:27]
And I think you and ask you to
[2:26:27]
support them MR. Past
[2:26:28]
PRESIDENT, we MISTER
[2:26:30]
Councilmember lenient.
[2:26:31]
>> Thank you, MR. PRESIDENT
[2:26:32]
through the PRESIDENT's plus.
[2:26:32]
I was not a committee last
[2:26:34]
week. I thought I followed the
[2:26:35]
amendment. Correct me if I'm
[2:26:38]
wrong, we simply were not
[2:26:40]
impacting the total budget
[2:26:41]
dollar amount for the psg. We
[2:26:41]
simply took one percent off
[2:26:46]
the 3 categories and 3% now is
[2:26:48]
category If it's Category d
[2:26:49]
for whatever is this, the
[2:26:50]
Micro Grant program will now
[2:26:51]
be 3% of the total bucket of
[2:26:54]
money. Is that correct?
[2:26:55]
>> Through the council,
[2:26:56]
PRESIDENT Council member land
[2:26:57]
and yes, that is correct.
[2:26:59]
Whatever the total
[2:26:59]
appropriation is to the public
[2:27:00]
service grant program in
[2:27:01]
total, 3% of that would be for
[2:27:04]
the micro Grant Thank you.
[2:27:08]
>> Alright Councilmember l.
[2:27:09]
Thank you, MR. PRESIDENT to
[2:27:10]
the PRESIDENT. Is there anyone
[2:27:11]
from grand second maybe speak
[2:27:11]
to whether or not this is
[2:27:14]
going to be? Onerous the
[2:27:14]
grants office. And that's
[2:27:16]
going to be something that
[2:27:17]
he's going to be a problem
[2:27:20]
with this new program. Not to
[2:27:21]
mention psu didn't ask for it.
[2:27:22]
I do kind of feel like I know
[2:27:23]
that we have the right kind of
[2:27:24]
jump in. But I still want to
[2:27:25]
give them their there. We go
[2:27:28]
ahead, please. If you don't
[2:27:29]
mind is present. You know,
[2:27:29]
we're still on the amendment
[2:27:33]
to speak to the minute.
[2:27:34]
>> Now grants and contract
[2:27:38]
compliance division as a chief
[2:27:41]
of grants. I am opposed to
[2:27:43]
this amendment. The psu
[2:27:45]
council members have clearly
[2:27:47]
voice that they are opposed to
[2:27:48]
this amendment. The reason
[2:27:50]
that they did not include a
[2:27:52]
Category d this year. We're
[2:27:55]
for 2 reasons. One was because
[2:27:57]
it was and continues to be
[2:27:59]
their intention to implement
[2:28:01]
the Michael Grant program
[2:28:02]
because of the timeline
[2:28:05]
involved for that and the
[2:28:08]
delay of a few months, it will
[2:28:08]
go into next year. So it is
[2:28:09]
not something they intend to
[2:28:10]
ask intended to ask for more
[2:28:13]
money for next year. The
[2:28:15]
second reason was because they
[2:28:20]
did not want funds taken from
[2:28:21]
psg COUNCILMAN Freemen. I had
[2:28:23]
made a commitment to them that
[2:28:26]
this would be 0 based as a
[2:28:27]
Category d the 2 or 3 years
[2:28:28]
that it was listed or created
[2:28:32]
as a Category d and that
[2:28:33]
funding would not be taken
[2:28:35]
from the ps. The public
[2:28:35]
service grant, unfortunately,
[2:28:36]
that occurred in the fiscal
[2:28:39]
year. We're in now the psc
[2:28:41]
Council did not want that to
[2:28:42]
occur again, which is why they
[2:28:46]
made a conscious decision to
[2:28:46]
eliminate that, that their
[2:28:47]
intent was not to discontinue
[2:28:49]
the Michael Grant program. I
[2:28:51]
appreciate to the PRESIDENT.
[2:28:52]
So my next question is, how
[2:28:53]
much with some of these grants
[2:28:55]
go for? What's what's the
[2:28:56]
garden variety grand for Mike
[2:29:00]
ramp up? Up through the chair
[2:29:01]
Council incluso you referred
[2:29:03]
to the Michael Grants are
[2:29:04]
micrograms. Mike, the $20,000.
[2:29:06]
So the 200,000 that we
[2:29:07]
currently have will be 10
[2:29:09]
grants. Maximum U.S. $20,000.
[2:29:11]
Each they would be with small
[2:29:11]
nonprofits, which take a
[2:29:14]
considerable amount of time,
[2:29:15]
probably double of the amount
[2:29:18]
of time to manage. And that's
[2:29:18]
a time as one, Minnesota, the
[2:29:19]
body. It's my understanding
[2:29:20]
that in week make sure
[2:29:23]
recently that we had up.
[2:29:25]
Amendment one of our prior
[2:29:26]
grant saying that we wouldn't
[2:29:27]
go beyond where we would only
[2:29:28]
allow for grants up.
[2:29:32]
>> At a minimum of $25,000 it
[2:29:33]
was my this is my
[2:29:33]
understanding that we want to
[2:29:34]
make sure that we were going
[2:29:35]
to overburden grants with a
[2:29:36]
ton of smaller grants that are
[2:29:38]
really hard to kind of a
[2:29:39]
minister. And so I I believe
[2:29:40]
that with a policy decision we
[2:29:42]
made the past. It's my
[2:29:43]
understanding that if this man
[2:29:45]
is going to go through what's
[2:29:46]
going to and over right, that
[2:29:47]
policy decision that we made
[2:29:49]
couple months ago it sounds to
[2:29:50]
me like we should vote down
[2:29:52]
this amendment. That's what's
[2:29:54]
required or ask for them. I
[2:29:57]
think the Bills finances.
[2:29:58]
Thank you. Thank But recognize
[2:29:59]
MISTER Populous to make sure
[2:29:59]
that we are factual with our
[2:30:02]
discussion.
[2:30:03]
>> Through the PRESIDENT To
[2:30:05]
council member, please. So I
[2:30:06]
believe under the code
[2:30:07]
provision that you're
[2:30:08]
referring to with respect to
[2:30:10]
the minimum of $25,000 was for
[2:30:11]
direct appropriations. So that
[2:30:13]
doesn't apply to the
[2:30:15]
competitively grant Processees
[2:30:16]
that are undertaken by psg in
[2:30:17]
the other competitive grant
[2:30:20]
programs.
[2:30:21]
>> Thank you, MR. Papas for
[2:30:22]
the clarity. Next. We have
[2:30:22]
passed PRESIDENT Matt
[2:30:33]
Carlucci. So be a lot a mutual
[2:30:38]
understanding about this I
[2:30:39]
have to tell you, when I first
[2:30:41]
came back on the council 2019,
[2:30:42]
us been lot of time with psg
[2:30:46]
and I learned one thing. To
[2:30:47]
follow the lead of the psg
[2:30:50]
council. And if they don't,
[2:30:56]
want this amendment. And they
[2:30:56]
and they have built a
[2:30:58]
consensus on that. Then I'm
[2:31:00]
not going to support the
[2:31:02]
amendment. I will support the
[2:31:04]
direction that they want to
[2:31:05]
go. And I think that's the way
[2:31:07]
that we should go because they
[2:31:08]
are the ones to deal with it.
[2:31:10]
They're the ones that have to
[2:31:13]
do. The money up and make the
[2:31:15]
tough decisions. So I would
[2:31:19]
urge you to follow direction.
[2:31:19]
Psu grant and the council
[2:31:21]
there in the committee. And I
[2:31:24]
thank you for taking her
[2:31:25]
advice. Thank you for coming
[2:31:28]
up. Ensuring that with us.
[2:31:29]
Reineck Smith councilmember
[2:31:35]
areas. I think you MR.
[2:31:35]
PRESIDENT. So this
[2:31:36]
conversation came up during
[2:31:38]
finance committee last week.
[2:31:39]
Obviously.
[2:31:40]
>> And here's my takeaway on
[2:31:42]
this. When we had this
[2:31:42]
conversation during actual
[2:31:46]
budget process. We went into
[2:31:47]
this fully funding psg,
[2:31:48]
keeping at the same as last
[2:31:51]
year. The difference was we
[2:31:53]
pulled off 200,000 during
[2:31:54]
budget hearings, specifically
[2:31:57]
for Category b. We had this
[2:31:59]
intention from the start. Now,
[2:32:03]
I heard from figure on that.
[2:32:03]
The intention was to get it
[2:32:05]
done. But they couldn't get it
[2:32:07]
done. We did our part. We're
[2:32:08]
waiting on them to do their
[2:32:11]
part. Simple as that. So
[2:32:12]
there's nothing crazy
[2:32:13]
happening here except for us.
[2:32:15]
Just wanting what we committed
[2:32:17]
to about 6, 7 months ago. The
[2:32:19]
reason was amendment came
[2:32:20]
about was because I said this
[2:32:21]
is something that we promised
[2:32:22]
our community, our city that
[2:32:25]
will take care of Michael
[2:32:30]
Grants $200,000. How and how
[2:32:31]
does it take to fund $200,000
[2:32:32]
and psg from 7.2 million
[2:32:34]
dollars. Now I get it. It
[2:32:36]
might be a little bit
[2:32:37]
overbearing from that for the
[2:32:41]
staffing point. Part of you.
[2:32:41]
But you know, these $20,000 we
[2:32:44]
did our part in the budget
[2:32:45]
process. We pulled off
[2:32:45]
$200,000 specifically for
[2:32:46]
this. And now we're saying
[2:32:48]
let's take it back. I want to
[2:32:49]
say keep the amendment as it
[2:32:50]
is. Let's both us up and move
[2:32:53]
for next year. Thank you.
[2:32:54]
Alright, Councilmember
[2:32:59]
Diamond. I think press I was
[2:33:01]
in the gap on this one. But
[2:33:02]
this is ridiculous. I
[2:33:03]
absolutely 100% ridiculous.
[2:33:04]
It's job of the city council
[2:33:06]
to write policy and decide
[2:33:07]
what money we're going to
[2:33:07]
spend, right? That's what city
[2:33:09]
Council has punt.
[2:33:09]
>> Right. Ministration say
[2:33:12]
this is hard. Yeah. Like is
[2:33:13]
hard. But the reason we have
[2:33:15]
micro grants is because big
[2:33:17]
nonprofits with big staff come
[2:33:18]
in and the goblet Paul, the
[2:33:20]
money and it's really hard for
[2:33:20]
smaller groups to get it.
[2:33:21]
That's the entire purpose
[2:33:23]
behind the Michael Grants. I
[2:33:24]
personally oppose the entire
[2:33:26]
thing in voting against it
[2:33:28]
because I think it's not the
[2:33:28]
right use of city resources,
[2:33:31]
but if you're going to do it
[2:33:32]
and you all said you wanted to
[2:33:33]
do it and passed a budget
[2:33:35]
saying you're going to do it.
[2:33:35]
They don't get this. Get up
[2:33:37]
here in wine and say I don't
[2:33:38]
want it. Sorry. That's the job
[2:33:43]
you just do. It. All right.
[2:33:44]
When you go back through
[2:33:45]
speakers that are in the queue
[2:33:46]
for the second time,
[2:33:47]
Councilmember Freeman for the
[2:33:50]
second time within 2 minutes.
[2:33:51]
>> Thank you, MR. PRESIDENT
[2:33:53]
one I want to say, I love dogs
[2:33:53]
and so I will continue to
[2:33:56]
support that, too. I would
[2:33:57]
like to say to the body to one
[2:33:59]
of my colleagues when they had
[2:34:02]
>> passion project with
[2:34:02]
affordable housing and moneys
[2:34:05]
and had somehow disappeared.
[2:34:05]
How grateful they were that
[2:34:07]
someone on this body help them
[2:34:13]
find the money. I situation. I
[2:34:15]
created this 200,000. It was
[2:34:16]
supposed to be in. It was
[2:34:20]
going to be an incubator. It
[2:34:21]
turned into what was going to
[2:34:22]
be 10 organizations at 20,000
[2:34:25]
or 20 at 10, it turned into 8
[2:34:27]
organizations over a four-year
[2:34:29]
window and almost a half
[2:34:29]
million dollars. That was not
[2:34:31]
what we agreed to. This second
[2:34:33]
tranche of money. Was going to
[2:34:36]
do coating. They were going to
[2:34:38]
a dashboard for the city and
[2:34:39]
particularly the kids it and
[2:34:41]
took a picture with the mayor
[2:34:42]
standing right out there in
[2:34:44]
Atrium. They say they were
[2:34:47]
going to do it now. Does it
[2:34:48]
have something to do with the
[2:34:49]
2% flat reduction from doge
[2:34:54]
maybe? Does that 200,000
[2:34:55]
somewhat recklessly add up to
[2:34:55]
that gap that they would have
[2:34:59]
to feel maybe. But does that
[2:34:59]
mean that we should make the
[2:35:00]
people suffer? No. So let me
[2:35:01]
tell you the solution. I
[2:35:04]
called Jason. I said, do you
[2:35:07]
all have the capacity? But
[2:35:09]
$200,000 out for small
[2:35:11]
businesses and small business
[2:35:13]
owners to do the work in the
[2:35:15]
city. We know that small
[2:35:16]
businesses are the backbone of
[2:35:17]
every thriving state. 85%
[2:35:19]
businesses over. And they said
[2:35:21]
yes, without a doubt. So this
[2:35:24]
money they're talking about.
[2:35:26]
Instead of it waiting 5 or 6
[2:35:26]
months with, they're going to
[2:35:27]
get another 200,000 because of
[2:35:30]
the great work of finance. But
[2:35:30]
instead of waiting 5 or 6
[2:35:35]
months. Jay cep said they'll
[2:35:35]
have it done and work on the
[2:35:36]
bill that forward is going to
[2:35:39]
be done in this year. And this
[2:35:40]
budget cycle. So I'll close. I
[2:35:42]
ask to support it. It's very
[2:35:47]
simple math here. All right.
[2:35:48]
I'm not sure if my cue was
[2:35:48]
cleared or of some of the
[2:35:49]
members did not wish to speak
[2:35:50]
for the second time.
[2:35:54]
>> MR. Boyle in the began.
[2:35:55]
Yes. Cue and where you are
[2:35:56]
recognized for 2 minutes.
[2:35:59]
Thank you, MR. PRESIDENT I let
[2:36:02]
me be clear. Psu councils have
[2:36:04]
re has every intention of
[2:36:04]
supporting the Michael Grant
[2:36:08]
program. This particular
[2:36:12]
situation is that $200,000 had
[2:36:13]
to programmed once they had to
[2:36:14]
develop the program had to put
[2:36:17]
it on pause. And so all
[2:36:18]
they're asking as it in the
[2:36:19]
coming year that we keep the
[2:36:24]
entire 7.2 million. In the psg
[2:36:26]
traditional programs, a b and
[2:36:29]
c and then the subsequent year
[2:36:30]
we'll gladly. Put it back in.
[2:36:33]
Why? Because this money for
[2:36:33]
this year, I'm going be
[2:36:34]
introduced bill to carry it
[2:36:36]
over into next year. So they
[2:36:40]
are looking forward. 2 to
[2:36:40]
managing and executing the
[2:36:43]
Michael Grant program in the
[2:36:44]
coming year. But just using
[2:36:45]
this year's dollars to do it
[2:36:46]
pure and simple, pure and
[2:36:48]
simple. That's all it is by
[2:36:49]
forcing another 3% on top of
[2:36:52]
them to do that. Doubles. That
[2:36:54]
number doubles that
[2:36:56]
opportunity. So although
[2:36:56]
saying, hey, we want to do
[2:36:57]
this, give us one year to take
[2:37:01]
care of this year's
[2:37:03]
obligations. And then in the
[2:37:04]
subsequent year, 27 28 to put
[2:37:06]
the 3% back in at that point
[2:37:07]
in time. That's all we're
[2:37:09]
asking to do. If they don't,
[2:37:10]
they want to do the program to
[2:37:12]
work very hard for what, 30
[2:37:13]
hours developing the criteria
[2:37:16]
for this program. So there
[2:37:17]
it's just investment in doing
[2:37:19]
it is is there and they love
[2:37:20]
the program. They just want to
[2:37:20]
make sure they don't lose that
[2:37:24]
$200,000 next year when find
[2:37:25]
themselves in a similar
[2:37:25]
situation there got look
[2:37:26]
forward to carry over to the
[2:37:27]
following year. Thank you, MR.
[2:37:32]
PRESIDENT. All right. Thank
[2:37:33]
you. Cues doing gymnastics
[2:37:35]
over here. So okay, there back
[2:37:37]
on. I'm going to hold on blues
[2:37:38]
over the second time, I
[2:37:38]
believe have 2 members. And
[2:37:40]
for the first time.
[2:37:41]
>> Councilmember Clark, Mary,
[2:37:42]
followed by Dr Johnson. And
[2:37:43]
then we'll go to MISTER Police
[2:37:46]
over the second time. So 4
[2:37:48]
minutes thank you. I I don't
[2:37:51]
need like 3 minutes to us.
[2:37:53]
Just trying to get some
[2:37:55]
clarity. So I've understood of
[2:37:57]
councilmember areas position.
[2:37:59]
I understood what he explained
[2:38:00]
which made a a lot of sense to
[2:38:01]
me. And then Councilmember
[2:38:01]
Freeman.
[2:38:04]
>> Then I managed what
[2:38:05]
councilmember Boylan said.
[2:38:07]
Just confuse me a little bit
[2:38:09]
there. So need a little bit
[2:38:12]
more clarity. So you have 7.2
[2:38:14]
million in the fun for psg.
[2:38:18]
And you want to the amendment
[2:38:24]
is to remove 200,000 from. To
[2:38:26]
use 200,000 of psg dollars.
[2:38:27]
Okay. Go ahead and help me
[2:38:29]
then help me. Because I.
[2:38:30]
Through the chair. She's going
[2:38:32]
explain a little more. Thank
[2:38:33]
you.
[2:38:33]
>> Through the chair,
[2:38:36]
COUNCILMAN Clark, Mary. The
[2:38:37]
there's 2 things that are
[2:38:39]
being confused. There's 2.
[2:38:42]
Pots of $200,000. Okay.
[2:38:46]
Current fiscal year 2026.
[2:38:48]
They're already their request
[2:38:49]
was 7.2 million that the
[2:38:50]
administration put in the
[2:38:52]
budget for public service
[2:38:54]
grants during the finance
[2:38:55]
hearings during the budget
[2:38:59]
hearings. The council decided
[2:39:02]
to take $200,000 from that and
[2:39:04]
move it to Category d there
[2:39:05]
was a Category d it was 0
[2:39:08]
basic as it had always been 0
[2:39:08]
based firm. The 3 years that
[2:39:11]
he's been in existence. The
[2:39:15]
amendment that is before you
[2:39:18]
is for fiscal year 2027 with
[2:39:19]
that. The proposal on the
[2:39:22]
amendment is to do the same
[2:39:23]
thing and basically carte one
[2:39:23]
percent of each of the 3
[2:39:25]
categories for public service
[2:39:26]
grants. Whatever the
[2:39:27]
administration brings forth
[2:39:28]
and is approved for public
[2:39:32]
service grants. 3% of that
[2:39:33]
would be another pot of
[2:39:37]
$200,000. So until if if the
[2:39:38]
administration put some point
[2:39:40]
to right now, we don't know
[2:39:41]
what the administration would
[2:39:42]
in case. So now we're talking
[2:39:44]
about PRESIDENT Too. We're
[2:39:45]
talking about this fiscal
[2:39:47]
year, the next fiscal year.
[2:39:51]
And then we're talking about
[2:39:52]
and additional pot of money
[2:39:53]
being moved from the previous
[2:39:57]
from the next fiscal year.
[2:39:58]
>> Being removed Chad to
[2:40:01]
COUNCILMAN Clark Mary. So the
[2:40:03]
there is no proposal in this
[2:40:04]
amendment to move any money.
[2:40:05]
The only thing that I'm aware
[2:40:09]
of. Where money is being
[2:40:10]
proposed to be moved. I
[2:40:12]
believe I just saw that and I
[2:40:13]
mentored item is introduced in
[2:40:18]
your agenda towards the end.
[2:40:18]
COUNCILMAN Freeman, it put in
[2:40:19]
legislation filed legislation
[2:40:20]
to take the 200,000 from
[2:40:24]
fiscal year, 26 and give it to
[2:40:25]
Jay said that's the only
[2:40:26]
movement. But that has nothing
[2:40:27]
to do with this amendment.
[2:40:27]
This amendment is for fiscal
[2:40:30]
year 2027. We're asking
[2:40:34]
obviously that. There is no
[2:40:34]
movement in the $200,000 we
[2:40:35]
currently have because that is
[2:40:38]
going to be utilized. Thank
[2:40:41]
you. Thank you. All right.
[2:40:44]
Thank you. I have heard a lot
[2:40:45]
of such attar between everyone
[2:40:46]
up here. So I'd like to take a
[2:40:47]
point of personal privilege to
[2:40:48]
recognize the auditor. Maybe
[2:40:49]
you could straighten us out
[2:40:49]
and
[2:40:51]
>> are you following? Seems to
[2:40:57]
be a lot of confusion.
[2:40:58]
>> Through the PRESIDENT To
[2:40:59]
the council. So this bill
[2:41:01]
deals only with the requested
[2:41:05]
funding for 26 27 budget. Its
[2:41:06]
the allocation of percentage
[2:41:07]
of whatever gets approved by
[2:41:09]
council submitted by the
[2:41:11]
mayor. That would allocate
[2:41:12]
that funding on a percentage
[2:41:15]
basis to the fore categories.
[2:41:16]
That's all that this bill
[2:41:19]
does. The 200,000 that's in
[2:41:19]
this year's bill as it is
[2:41:20]
actually totally different
[2:41:24]
discussion on another issue
[2:41:26]
related to the 25 26 funding.
[2:41:27]
But this bill forward looking
[2:41:29]
to next budget. Thanks for the
[2:41:30]
clarification. Dr Johnson for
[2:41:35]
the first time. Thank you, MR.
[2:41:37]
PRESIDENT Councilmember Clark
[2:41:38]
Murray. I too, am a little bit
[2:41:39]
confusing concern because it's
[2:41:40]
like all this hyperbole all
[2:41:41]
over the place. Let me through
[2:41:42]
the PRESIDENT Too.
[2:41:45]
>> Council Boylan, why are you
[2:41:46]
doing? You said you just said
[2:41:46]
i've got it down that you are
[2:41:50]
going to introduce a bill to
[2:41:51]
carry over funds to the next
[2:41:55]
fiscal year. But why weren't
[2:41:57]
they spent or why will not be
[2:41:58]
spent while you need to do
[2:41:58]
that. That's what's a little
[2:41:59]
confusing for me with this
[2:42:01]
process because I'd certainly
[2:42:02]
understand what comes from.
[2:42:04]
The Freeman was saying about
[2:42:05]
why this was instituted night.
[2:42:06]
We started this conversation
[2:42:07]
when I was on the rules
[2:42:13]
Committee. Yes, you can spot.
[2:42:14]
Thank you to the CHAIRMAN's
[2:42:17]
Council member Johnson.
[2:42:18]
>> The rationale was that it
[2:42:20]
took about 6, 5, 6, months for
[2:42:20]
the psg council to come up
[2:42:23]
with the criteria for the
[2:42:24]
Micro Grant program. It was a
[2:42:26]
brand new program. They took a
[2:42:27]
lot of time to vet it to make
[2:42:29]
a determination as to what to
[2:42:31]
do at the point in time they
[2:42:32]
were ready to kick off the
[2:42:32]
program administration, ask
[2:42:36]
them to pause it because of
[2:42:36]
the cbn, other
[2:42:40]
responsibilities that the hat.
[2:42:41]
My goal is ultimately is to
[2:42:45]
take the $200,000. Keep it
[2:42:46]
where it is and carry over the
[2:42:48]
use of it until next fiscal
[2:42:50]
year. That's why I don't see
[2:42:51]
the need for the 3% next. It
[2:42:53]
next fiscal year's budget
[2:42:54]
because they're going to be
[2:42:58]
using this year's money and in
[2:43:00]
the implementation of that
[2:43:01]
program and next year, I think
[2:43:02]
that helps councilmember it
[2:43:03]
does. And that again, brings
[2:43:04]
up more questions because
[2:43:09]
>> the intent was to help
[2:43:10]
smaller nonprofits. Then there
[2:43:11]
should be if this money is
[2:43:12]
gonna be carried over, there
[2:43:13]
should still be additional
[2:43:14]
funds for next year. You don't
[2:43:17]
just put the money that for
[2:43:18]
this year. All well, we're not
[2:43:19]
going to give to it. We're
[2:43:19]
going to give that money for
[2:43:20]
next year. That's not what
[2:43:21]
we're doing. We're not doing
[2:43:21]
that. The question I have
[2:43:26]
through the PRESIDENT To the
[2:43:27]
West Department, could you
[2:43:28]
give them help me understand
[2:43:29]
why it took 6 months to
[2:43:30]
develop this criteria. That's
[2:43:35]
a major problem for me. Do the
[2:43:38]
chair, MR. PRESIDENT to
[2:43:39]
COUNCILMAN Johnson.
[2:43:40]
>> The mvp committee of the
[2:43:44]
Public Service Grants Council.
[2:43:44]
Spent considerable amount of
[2:43:46]
time to make sure that they do
[2:43:48]
this right. This was actually
[2:43:51]
modeled initially obviously
[2:43:52]
COUNCILMAN Freemen. Had the
[2:43:53]
idea and the 10 grand to
[2:43:54]
20,000. So there were
[2:43:57]
definitely elements there that
[2:43:58]
were kept. However, this
[2:44:00]
particular program that the
[2:44:01]
public Service Grant Council
[2:44:04]
adopted and created was
[2:44:06]
modeled after the safety and
[2:44:08]
crime reduction safety in
[2:44:11]
crime reduction. As you are
[2:44:13]
aware, had some areas where
[2:44:15]
they're needed to be
[2:44:15]
considerable improvement to be
[2:44:17]
able to help the small
[2:44:18]
nonprofits. So they took their
[2:44:21]
time to make sure they
[2:44:22]
understood where there were
[2:44:23]
some areas that needed to be
[2:44:24]
approved to make sure that
[2:44:29]
this cover that they the week
[2:44:30]
that the cba issue was
[2:44:34]
transferred to us was actually
[2:44:34]
the week that COUNCILMAN
[2:44:37]
Boylan was actively working dc
[2:44:40]
to drop the legislation
[2:44:41]
because the approved 200,000
[2:44:45]
did not. Have the criteria
[2:44:46]
that would align with what the
[2:44:49]
psu Council did in same
[2:44:50]
resource. That is what's going
[2:44:52]
to manage the Michael Grant
[2:44:53]
program is the same resource
[2:44:56]
that I had to basically pull
[2:44:57]
to do. Cba work right now.
[2:44:59]
MADAM Chief, with all due
[2:44:59]
respect to the PRESIDENT, I
[2:45:00]
also have to walk and chew gum
[2:45:01]
at the same time. I get it. We
[2:45:03]
need to be able to do multiple
[2:45:03]
things. I know I have to
[2:45:05]
juggle many balls.
[2:45:06]
>> With what we do here on
[2:45:07]
this council, I don't think
[2:45:10]
that's a valid point. And it
[2:45:12]
should not have taken 6
[2:45:14]
months. If I had done that.
[2:45:15]
That's why when I walked to
[2:45:15]
the safety and crime
[2:45:16]
reduction, I had to make some
[2:45:17]
changes, which is why we ended
[2:45:19]
up sun setting it. So that
[2:45:21]
could be proper. But we
[2:45:21]
learned from that lesson and
[2:45:22]
that should have been pared
[2:45:25]
down to move things forward. I
[2:45:26]
have one final question
[2:45:26]
running up on time, MR.
[2:45:27]
PRESIDENT, please, if you'll
[2:45:31]
indulge me, I need to know if
[2:45:32]
this and this I'm assuming
[2:45:32]
maybe to the auditor, if this
[2:45:34]
amendment is voted up, does
[2:45:37]
that mean that the psg will
[2:45:39]
get the funds from this year
[2:45:41]
and next year. And then if
[2:45:44]
it's voted down, does that
[2:45:46]
mean they will only get the
[2:45:48]
funds this you can you help me
[2:45:49]
understand that. And I let him
[2:45:50]
answer the question. But yes,
[2:45:51]
thank you. Time. Go ahead. The
[2:45:54]
question for him, if you would
[2:45:55]
through the PRESIDENT To
[2:45:55]
Councilmember Johnson, if this
[2:45:58]
amendment is voted up.
[2:46:01]
>> All that it does is lay out
[2:46:02]
the percentages for funding.
[2:46:04]
That is part of the 26 27
[2:46:06]
budget. If this amendment is
[2:46:08]
voted down, it just lays out
[2:46:09]
the percentages for the 26 27
[2:46:13]
budget. The funding already is
[2:46:19]
at psg for 25. 26. All right.
[2:46:20]
Thank you. I think I have one
[2:46:21]
here. That is a first timer,
[2:46:22]
Dr Salem past PRESIDENT. And
[2:46:26]
you're recognized.
[2:46:27]
>> Was that very quietly on my
[2:46:33]
birthday? I can't do it
[2:46:36]
anymore. Because I've heard
[2:46:38]
some things that bothered me.
[2:46:42]
We are the policy by. We are
[2:46:47]
the policy body. We in in the
[2:46:48]
budget process put $200,000
[2:46:55]
into this program. It bothers
[2:46:58]
me that the administration has
[2:46:59]
decided because of the cba as
[2:46:59]
we're going to pull these
[2:47:03]
people over.
[2:47:04]
>> And they've slow walked his
[2:47:07]
$200,000 program. If we let
[2:47:12]
this happen, what's next? What
[2:47:17]
is next? Where they decide?
[2:47:18]
The finance Committee the
[2:47:20]
Council voted on this, but we
[2:47:24]
don't particularly like it. So
[2:47:25]
we're not gonna put staff to
[2:47:30]
make that happen so be it.
[2:47:33]
That's a bad precedent. It's a
[2:47:37]
terrible precedent. For those
[2:47:40]
reasons. And I agree with my
[2:47:41]
colleague Dr Johnson. He is
[2:47:44]
right on this one. I don't
[2:47:45]
always say that, but he is
[2:47:46]
right on this one. We need to
[2:47:50]
vote up this amendment and
[2:47:51]
move forward with this and I
[2:47:54]
hope we can do it soon. Thank
[2:47:55]
you.
[2:47:56]
>> All right. We're back to
[2:47:57]
second time. Councilmember for
[2:47:58]
the second time. 2 minutes.
[2:47:59]
Thank you. As PRESIDENT. I
[2:48:03]
mean, I think I'm a little
[2:48:03]
flabbergasted by some of this.
[2:48:06]
We have a chief department
[2:48:07]
coming up telling us the
[2:48:09]
difficulties of this program.
[2:48:11]
If we had the sheriff here. If
[2:48:14]
we had the fire chief here. If
[2:48:15]
we had anyone like that come
[2:48:17]
in here and say, guys, don't
[2:48:20]
the means to this. The means
[2:48:24]
to do this. We would we would
[2:48:24]
recognize that and say, all
[2:48:25]
right. Well, we as a policy
[2:48:26]
body need to make sure that we
[2:48:28]
are aligning correctly with
[2:48:28]
what senior leadership is
[2:48:33]
asking It's not a crazy thing.
[2:48:34]
I'll tell you, I would love to
[2:48:36]
see this program move forward.
[2:48:37]
It sounds it's going to any
[2:48:40]
way in the future, regardless.
[2:48:41]
But yes, the cba is going to
[2:48:43]
add a massive burden on the
[2:48:44]
grants department. And I want
[2:48:45]
to make sure that the cba is
[2:48:48]
very, very successful because
[2:48:49]
I'm very concerned that with
[2:48:50]
the being now in better within
[2:48:51]
the city, it's going to be
[2:48:53]
very onerous on our staff.
[2:48:55]
Let's make sure we are doing
[2:48:57]
this correctly. And yes, I
[2:48:58]
understand that the $25,000
[2:48:58]
limit was from direct
[2:48:59]
appropriations for the
[2:49:01]
process. But I think that the
[2:49:02]
intention based on
[2:49:04]
conversations during that time
[2:49:05]
was that the grants Department
[2:49:07]
cannot handle smaller grants.
[2:49:10]
Now we're asking to do that.
[2:49:12]
Just seems odd to me. It seems
[2:49:13]
like we're backpedaling on
[2:49:13]
policy decisions that in the
[2:49:16]
past. I'm just like the end of
[2:49:19]
the day. You know, I want to
[2:49:20]
make sure that these things
[2:49:23]
and get executed executed.
[2:49:24]
Correctly and fairly. We've
[2:49:26]
seen the oig go after some of
[2:49:26]
these small dollar grants in
[2:49:28]
the past. Right? We've seen
[2:49:30]
accountability issues. A
[2:49:31]
distrust. Our staff trust your
[2:49:38]
staff. But this down. All
[2:49:39]
right. For the first time
[2:49:40]
Councilmember Morrow joining
[2:49:45]
the party. I'd like to call
[2:49:49]
the question, Right? Questions
[2:49:52]
been called worse on the
[2:49:53]
Amendment. Chemical questions,
[2:49:53]
amendments began all in favor.
[2:49:54]
Common question signify by are
[2:50:05]
ok, 30 ends up.
[2:50:07]
>> All right. The questions
[2:50:08]
been called now by a hand vote
[2:50:09]
on favor of the amendment.
[2:50:19]
Raise your hand. The amendment
[2:50:22]
passes the bill as amended,
[2:50:23]
got a motion second on the
[2:50:25]
bill as amended can clear out
[2:50:26]
the queue. See if anyone still
[2:50:30]
wishes to chime Now was q a
[2:50:45]
about a quarter vote.
[2:50:51]
>> 16 yeas, one nay. One
[2:50:51]
abstention.
[2:50:54]
>> actually approved 2026 Dash
[2:50:55]
0, 1, Desmond.
[2:50:58]
>> 6, 6, 2026, 1, 3, move the
[2:50:59]
amendment.
[2:50:59]
>> Got a motion second on the
[2:51:01]
amendment. That snow in the
[2:51:02]
queue. Well the amendment
[2:51:04]
signify by saying Aye, aye,
[2:51:05]
any opposed say nay. The
[2:51:06]
amendment cares. I moved the
[2:51:09]
bill as amended and a motion
[2:51:10]
and second on the bill as
[2:51:11]
amended councilmember thank
[2:51:15]
you, MR. PRESIDENT, I stand in
[2:51:16]
opposition to this bill. Not
[2:51:17]
because I think that it's a
[2:51:19]
bad bill overall, but I just.
[2:51:20]
>> We want to make sure that
[2:51:20]
we're walking hand-in-hand
[2:51:22]
with the hrc, right? We want
[2:51:25]
to make sure that. Like I
[2:51:26]
understand the intention of
[2:51:26]
this to make sure that dollars
[2:51:28]
are being counted for
[2:51:29]
correctly. I think we should
[2:51:31]
make sure we have an
[2:51:32]
appropriate process for how
[2:51:33]
the hrc spends dollars and how
[2:51:33]
it comes to us. So I prefer
[2:51:36]
that we just so down and
[2:51:38]
create a new process entirely
[2:51:39]
but saying anything over
[2:51:40]
$100,000 things come to us. I
[2:51:41]
think it's just going to open
[2:51:42]
up the door for some some
[2:51:46]
crazy number. Number, pushing.
[2:51:50]
I prefer we. We look at the
[2:51:51]
process or how they got
[2:51:53]
dollars spent dollars and come
[2:51:54]
to us. That makes more sense
[2:51:55]
to me than just sort of adding
[2:51:56]
this $100,000 hoop to jump
[2:51:59]
over. I think the process
[2:52:00]
needs fixing more than just
[2:52:02]
this extra criteria. So I am
[2:52:05]
voting it now. But down.
[2:52:06]
However, I understand the
[2:52:07]
intention and I and I respect
[2:52:09]
it. Think there's more to
[2:52:10]
Thank you. All right. Thank
[2:52:10]
you. Councilmember areas
[2:52:15]
recognized. MR. PRESIDENT, I'm
[2:52:16]
sorry, MISTER Produce about. I
[2:52:16]
actually got to go against you
[2:52:18]
on this one because I think
[2:52:20]
this is critical for us as a
[2:52:21]
as a body to understand why
[2:52:22]
checks he's doing. A lot of us
[2:52:25]
still have the pleasure.
[2:52:25]
>> To be the a's on like you
[2:52:27]
are. I've attended a few of
[2:52:28]
the meetings, but, you know,
[2:52:29]
they they're doing great work.
[2:52:30]
And this bill by it, I think,
[2:52:32]
is a great deal because not
[2:52:33]
only does it protect taxpayer
[2:52:36]
dollars, but also 8. Brings a
[2:52:36]
lot of awareness to all of us
[2:52:39]
as to what they're doing. I
[2:52:40]
met with the administration
[2:52:41]
today as to how plan on using
[2:52:43]
those daughters in the near
[2:52:45]
future deputy and on board for
[2:52:46]
that. So I think once again,
[2:52:47]
this is just a great bonus.
[2:52:47]
Many just educate Nothing
[2:52:49]
really wrong with this bill
[2:52:50]
and are you guys supported?
[2:52:52]
Thank you. Alright
[2:52:53]
Councilmember Joe Carlucci.
[2:52:55]
All right. Thank you, MR.
[2:52:56]
PRESIDENT. Yeah, it was a
[2:52:58]
support. The bill. I mean, I I
[2:52:59]
don't think we really know
[2:53:00]
what the process looks like at
[2:53:01]
this point because we haven't
[2:53:05]
got anything from the ajc. So
[2:53:06]
I think $100,000 a reasonable
[2:53:07]
number. And look, if it needs
[2:53:09]
to move up or down, I think
[2:53:10]
will will cross that bridge
[2:53:13]
when we get to it. But for
[2:53:14]
now, I think 100,000 is sort
[2:53:15]
of a reasonable number.
[2:53:16]
Anything above that. I think
[2:53:17]
this council would kind of
[2:53:20]
want oversight on that type of
[2:53:21]
figure. So for now, I'm
[2:53:22]
supportive of it, but I'm also
[2:53:23]
open in the future. There's a
[2:53:24]
process change needs to
[2:53:26]
happen. So thank you, MR.
[2:53:27]
PRESIDENT. All right. Thank
[2:53:28]
you. No one else is in the
[2:53:29]
queue. Let's open about a
[2:53:44]
recorded vote.

of an abundance of caution to

[2:54:12]
legislation. It doesn't
[2:54:14]
directly affect my
[2:54:15]

[2:54:15]
I do work for the boys. Girls

clubs of Northeast Florida. We
[2:54:19]
have in the past been awarded
[2:54:20]
dollars to Opioid Grant
[2:54:23]
Prevention program. So just
[2:54:24]
one staying out of caution,
[2:54:26]
just so my vote doesn't in any
[2:54:27]
way, shape or form affect any
[2:54:28]
of these dollars that MAY end
[2:54:29]
up with my organization. Thank
[2:54:31]
you. I move the amendment.

>> Thank you, MISTER
[2:57:26]
PRESIDENT. Very excited for
[2:57:27]
this bill. Very happy to see
[2:57:28]
it for housing incredibly
[2:57:31]
important to me. And 2, vast
[2:57:31]
majority of voters in our
[2:57:35]
city. I was ranked number one
[2:57:36]
by Unf poll housing's. The
[2:57:36]
number one issue. We know
[2:57:38]
that. Is a 5 million dollar
[2:57:43]
loan. Very excited. Believe
[2:57:44]
this is the right thing to do.
[2:57:46]
A 5 million dollars. However,
[2:57:48]
lest we forget. There was an
[2:57:53]
option for this body. To look
[2:57:54]
at doing a 10 million dollar
[2:57:55]
loan again, not a grandpa. The
[2:57:58]
lone and having it matched by
[2:57:59]
30 million dollars in private
[2:58:01]
funds. 40 million dollar
[2:58:03]
affordable housing trust. For
[2:58:06]
an extra 5 million dollars. We
[2:58:08]
could have gotten access to an
[2:58:10]
additional 30 million in
[2:58:11]
private funds to help make
[2:58:12]
sure that we are addressing
[2:58:12]
the number one issue in our
[2:58:14]
city. Very happy for this
[2:58:17]
bill. Very grateful for this
[2:58:21]
bill. 240 units, great. Still
[2:58:22]
at the end of the day, a drop
[2:58:22]
in the bucket and what we
[2:58:23]
could have done with
[2:58:25]
40 Million. Coogan thousands
[2:58:28]
upon thousands. So just making
[2:58:29]
sure that that's put out there
[2:58:31]
that had we just done another
[2:58:32]
5, we could have found
[2:58:33]
ourselves in a great position.
[2:58:35]
But instead we allowed.
[2:58:40]
Something got in the way. And
[2:58:40]
so just making that known of
[2:58:41]
housing is really as
[2:58:41]
important. We think it is.
[2:58:42]
Let's make sure we're doing
[2:58:43]
more and more investments in
[2:58:45]
that. Thank you. Council. Vice
[2:58:49]
PRESIDENT Recognized thank
[2:58:50]
you, MR. PRESIDENT, I just
[2:58:50]
want to thank everybody for
[2:58:52]
their support of this bill
[2:58:52]
during the committee process
[2:58:54]
and in advance for your yes
[2:58:56]
vote tonight. This is a
[2:58:57]
fiscally responsible, low
[2:58:58]
interest rate low, meaning
[2:58:59]
we're going to get the money
[2:59:02]
back here on this. This will
[2:59:02]
provide and deliver 240
[2:59:05]
affordable housing units.
[2:59:06]
>> On Beach Boulevard near the
[2:59:08]
town center, a place that it's
[2:59:09]
sorely needed. Most
[2:59:09]
importantly, this is
[2:59:11]
opportunity for those who
[2:59:14]
serve us police teachers,
[2:59:16]
firefighters to live in the
[2:59:16]
communities that they serve.
[2:59:17]
And what's special about this
[2:59:19]
one is it's very much like
[2:59:20]
Madison Palms. Anyone you've
[2:59:21]
seen that development knows
[2:59:22]
how impressive that
[2:59:23]
development is. Also a low
[2:59:24]
interest rate loan. This is a
[2:59:26]
proven process. It's a proven
[2:59:27]
developer. Proud to support
[2:59:31]
it. Thanks.

[3:05:08]
>> bill has an emergency has
[3:05:11]
twice a month. Oh, We got a
[3:05:12]
motion. Second on the bill has
[3:05:12]
twice amended to bill sponsor,
[3:05:17]
Dr Johnson. Thank you, MR.
[3:05:18]
PRESIDENT colleagues, I rise
[3:05:18]
tonight to speak about a man
[3:05:21]
and honor a voice.
[3:05:22]
>> a voice that in living
[3:05:24]
rooms across our city not was
[3:05:25]
spectacle, but with truth,
[3:05:27]
robs weeding was amazing man.
[3:05:31]
And when I put this in, I ran
[3:05:33]
into his sign downtown. We all
[3:05:33]
know it's sunny and dear
[3:05:36]
friend of ours and I said,
[3:05:37]
How's your dad? And I looked
[3:05:37]
at him in his eyes, just
[3:05:40]
watered up. And he told me is
[3:05:43]
that was in hospice. And I
[3:05:45]
hadn't seen probably year to
[3:05:45]
have you been living in
[3:05:47]
Atlanta for those that don't
[3:05:48]
know. Rob was also a crack
[3:05:49]
actor for lack of a better
[3:05:50]
term. And if you look closely
[3:05:53]
at the new coming to America
[3:05:55]
in the coming to America, 2,
[3:05:56]
Rob was an extra in the
[3:05:59]
waiting scene in that movie.
[3:06:00]
So he didn't get far away from
[3:06:02]
tv as he walked away from tv.
[3:06:04]
But he's just a great guy. I
[3:06:06]
know for me when I started as
[3:06:07]
a young guy and I wanted to be
[3:06:11]
an anchor and reporter and I
[3:06:12]
was meant toward by Rob
[3:06:14]
Sweeting and Joyce Morgan and
[3:06:14]
and others who has this little
[3:06:15]
kid running around what
[3:06:16]
following behind them. I
[3:06:19]
created a career because of
[3:06:20]
who I saw in during my career.
[3:06:22]
Any time that I picked up the
[3:06:24]
phone to call Ken or Joyce,
[3:06:26]
most importantly robbed as
[3:06:29]
well. They picked up the phone
[3:06:29]
and he listened and said this
[3:06:30]
is what you do have been
[3:06:31]
there. Here's how you move.
[3:06:34]
It. He certainly is someone
[3:06:35]
that this community can look
[3:06:38]
to as as a truth teller and
[3:06:38]
even on his way out as
[3:06:41]
transition that sat with him a
[3:06:43]
few times. The squeeze my
[3:06:44]
hand. When I started to say
[3:06:44]
names and talk to people,
[3:06:46]
opened his eyes and he felt it
[3:06:48]
and he felt the love. So
[3:06:49]
tonight I'm so honored that we
[3:06:50]
can put this resolution for to
[3:06:52]
honor somebody who spent his
[3:06:55]
life telling stories to make
[3:06:56]
Jacksonville better and we
[3:06:57]
will forever remember the
[3:06:57]
legacy of this guy who was
[3:07:00]
actually the pioneer the first
[3:07:01]
morning show that we ever saw
[3:07:02]
in Duval County, Rob's
[3:07:06]
Sweeting rest. Well, sir.
[3:07:06]
Thank you, Johnson, that
[3:07:07]
PRESIDENT Carly, Jerry, you
[3:07:11]
still on for this.
[3:07:12]
>> No, MR. Morrow you are on
[3:07:14]
and they are off for you.
[3:07:14]
Okay. COUNCILWOMAN Pittman,
[3:07:18]
you're recognized. The queen
[3:07:19]
of the Council Amendment. So
[3:07:23]
we're all on. All right. Thank
[3:07:24]
you for that. Dutch Johnson
[3:07:25]

[3:07:39]

[3:07:45]
>> 18 yeas, 0 nays by actually
[3:07:46]

[3:08:07]
Thank you. Thank you. So guess
[3:08:23]

[3:08:37]
>> No 18 present.
[3:08:39]
>> a team present. All right.
[3:08:40]
Before we adjourn, we got some
[3:08:41]
announcements. People in the
[3:08:42]

[3:08:44]
the past PRESIDENT. Thank you,
[3:08:46]
MR. PRESIDENT just want to
[3:08:46]
bring the attention on the
[3:08:48]
agenda that we just approved.
[3:08:50]
Item number one. 32 2026, 0,

[3:09:07]
they're doing. I hope MISTER
[3:09:07]
On the stand that we spoke
[3:09:09]
multiple times prior to
[3:09:11]

[3:09:12]
disappointed that you got to
[3:09:13]
the point that it did tonight.
[3:09:14]
But I look forward to working
[3:09:15]
with them moving forward and
[3:09:16]

[3:09:19]
city. Thank you. All right.

[3:10:42]
through PRESIDENT. I want to
[3:10:43]
ask you, first of all, keep
[3:10:46]

until my colleague mentioned

that. But it is what it is. My
[3:11:37]
dad was 93. And spend 50 years
[3:11:38]
on the ocean is a merchant
[3:11:39]
Marine and live the good life.
[3:11:48]
So as as I reflect on this
[3:11:50]
evening, I what came to mind
[3:11:50]
was the thought that there's
[3:11:54]
no greater challenge. As well
[3:11:54]
as no greater honor than
[3:11:58]
public service. Because of
[3:11:59]
some of the debates that
[3:12:01]
occurred here tonight and I
[3:12:02]
would encourage us to keep
[3:12:04]
putting the public first in
[3:12:07]
all that we say and do and
[3:12:07]
there'll be a reward at the
[3:12:10]
end of it. Let us Pray.
