[5:20] Johnson was working his shift.

[5:25] center when an inmate alerted
[5:25] him that a woman had jumped
[5:26] from an overpass into Hogans
[5:29] Creek. Without hesitation.
[5:31] Officer Johnson located the
[5:33] woman floating face down in
[5:35] the water, jumped in to rescue
[5:37] her and administered
[5:38] life-saving measures for at
[5:39] least 10 minutes until rescue
[5:39] personnel could reach the
[5:43] remote location. Due to
[5:44] Officer Johnson's bravery and
[5:46] his quick and selfless
[5:46] reaction. The woman survived
[5:51] the incident. In SEPTEMBER of
[5:52] 2025. Sheriff tk Waters
[5:54] recognize Corrections Officer
[5:55] Johnson with the corrections
[5:56] officer of the month award and
[6:00] a lifesaving medal. Each year.
[6:02] The Florida's share ucf's
[6:03] Association recognizes an
[6:04] officer who has demonstrated
[6:05] unparalleled courage,
[6:06] commitment and sacrifice in
[6:10] the line of duty. The Florida
[6:11] Sheriffs Association selected
[6:13] jso Corrections Officer Bobby
[6:14] Johnson as the 2026
[6:16] Corrections officer of the
[6:18] year for his instinct to serve
[6:19] and protect, even at great
[6:22] risk to himself and for
[6:22] representing the very best of
[6:25] the policing profession now,
[6:26] therefore, be it resolved by
[6:27] the council. The city of
[6:30] Jacksonville. The city council
[6:31] here by commends Jacksonville
[6:32] Sheriff's Office Corrections
[6:34] Officer Bobby Johnson upon his
[6:36] recognition by the Florida
[6:38] Sheriffs Association as the
[6:40] 2026 corrections officer of
[6:41] the year. The City Council
[6:43] appreciates Officer Johnson's
[6:44] honor, heroism and dedication
[6:59] to protecting our city.

[7:13] important. That we make the

[7:35] Corrections Officer Johnson.
[7:37] Ran toward the concern that
[7:38] day as our men and women in
[7:42] blue always do. And those of a
[7:44] firefighter force as well. He
[7:47] ran toward that. The concern,
[7:51] a woman in need. And he saved
[7:53] her life. He saved her life.
[7:57] Had he not. Intervened more
[7:59] than likely that wouldn't have
[8:00] occurred. There would be one
[8:03] less so walking this earth.
[8:04] But instead of that being the
[8:08] outcome. She's alive and well
[8:10] because of this man taken
[8:12] action. And so I want to make
[8:14] sure we do MISS That. And we
[8:16] take every opportunity to
[8:17] shine a light on these
[8:19] wonderful examples that are
[8:20] happening all over our city
[8:22] every day. Actually, these
[8:25] types of things are happening.
[8:27] We just want to show our young
[8:28] kids the way forward and what
[8:30] you do when there's a problem.
[8:32] This is a prime example of
[8:33] what you do when there's a
[8:37] problem. You get involved and
[8:37] try to do the best thing you
[8:40] can to help out. And the other
[8:42] thing is, you know, I'm going
[8:43] corrections officers. There
[8:45] are in the state of Florida
[8:49] over 7,700. And this man right
[8:51] here again was named number
[8:56] one out of 7 1700 Corrections
[8:57] officer officers for the
[9:00] entire state of Florida. So I
[9:02] don't want I want to make sure
[9:03] everyone here and everyone
[9:06] watching listening in, they
[9:08] understand what we are
[9:11] recognizing today. Its what
[9:12] this man has chosen to do and
[9:15] how he's chosen to live a
[9:17] selfless life of service as
[9:18] well as the other men and
[9:20] women in blue are represented
[9:21] here. But there's so many
[9:24] others. And so I hope we
[9:25] continue to take the
[9:29] opportunity. To shine the
[9:31] light on the great things that
[9:32] are happening on. And I've
[9:33] been on the wonderful people
[9:36] of our great city who are
[9:36] serving us and protecting us
[9:39] every day. So GOD bless you

[15:51] from work and service in this
[15:52] community and to see the fact
[15:55] that this little boy from a
[15:57] little small area of Saint
[15:58] Augustine rose to the heights
[15:59] of power to lead one of the
[16:02] largest companies on the first
[16:03] coast shows that it is
[16:05] possible for anyone. And so I
[16:07] wanted to also invite
[16:08] everyone. Florida Blue is
[16:10] having a community day on this
[16:14] Saturday, starting at 11. Am.
[16:14] And it's a tough loss Bronson
[16:15] Park, which is on the East
[16:18] Side 10, 50 Franklin Street.
[16:19] But it will also be a book
[16:19] drive will be bounce houses
[16:21] and painting and Florida blue
[16:23] will be investing in the
[16:25] community. And so I urge all
[16:29] of you to join me to honor
[16:30] Darnell, but certainly Florida

[57:55] city town hall meeting in

[1:06:39] not for profit neighborhoods,
[1:06:40] define the quality of the city
[1:06:43] where we work, where we live
[1:06:44] or replay. It is the heart and
[1:06:47] soul of our city and we live
[1:06:48] in community with one another.
[1:06:50] And we have to learn to get
[1:06:52] along. And oftentimes that
[1:06:53] doesn't happen. So that's why
[1:06:55] we have rules and laws
[1:06:56] defining expectations in
[1:06:58] guiding behavior. We're bound
[1:07:03] by the land use. We have rules
[1:07:05] and laws about how to use
[1:07:06] property that we might own. If
[1:07:09] we're lucky enough. And we are
[1:07:11] guided by the comprehensive
[1:07:14] plan, zoning regulation,
[1:07:15] design guidelines.
[1:07:16] >> And if we are lucky enough
[1:07:18] to be able to buy a piece of
[1:07:20] property, we know what those
[1:07:22] uses and restrictions and
[1:07:23] guidelines are. I noticed that
[1:07:25] when it comes to amending land
[1:07:26] use that developers have a
[1:07:28] larger voice in Jacksonville.
[1:07:32] >> Then the citizens.
[1:07:33] >> We have to. When we set up
[1:07:36] these guidelines, we hire
[1:07:38] people, intelligent, capable
[1:07:40] educated people to make sure
[1:07:45] that they architecture. Pete
[1:07:46] architect, Architects,
[1:07:48] historical preservation as
[1:07:48] urban planning and landscape
[1:07:49] designers, environmental
[1:07:53] impact biologists. We need to
[1:07:53] listen to them when they make
[1:07:57] recommendations and up line.
[1:08:01] Their knowledge to land use.
[1:08:03] Instead of listening to all of
[1:08:05] these appeals and did not that
[1:08:07] from the Niles and then we
[1:08:09] allow lawyers a couple of
[1:08:10] lawyers in this city to
[1:08:11] Control City Council on behalf
[1:08:14] of these developers. I think
[1:08:15] people are really you can hear
[1:08:15] it. People are tired of it.
[1:08:19] People see it happening and
[1:08:20] it's like we're getting it's
[1:08:21] an issue I hear over and over
[1:08:23] again. And city council. We
[1:08:24] should be playing by the
[1:08:25] rules. Everyone should be
[1:08:29] playing by the rules. The
[1:08:30] zoning is there for a
[1:08:32] structure. We need to listen
[1:08:35] to citizens. We need listen to
[1:08:36] planning Council see packs and
[1:08:36] most importantly, the
[1:08:41] citizens. So that we need to
[1:08:42] have council members who are
[1:08:43] not overriding the will of
[1:08:46] these bodies in the people.
[1:08:47] And when the cause. When that
[1:08:48] happens, we mistrust
[1:08:49] government. We suspect money's
[1:08:53] been change. We suspect that.
[1:08:54] Big favors are being called
[1:08:55] out for redemption. My times
[1:08:58] on south that please fix the
[1:08:59] dam bridge for these people

[1:09:03] over. Fix the bridge It's a

[1:09:53] because we have demonstrated
[1:09:54] that there is a movement in
[1:09:59] Jacksonville. 101 people is
[1:10:00] nothing to sneeze at on a
[1:10:00] Monday evening at 6 o'clock at
[1:10:04] night. And those people
[1:10:06] represented every part of
[1:10:07] Jacksonville, not just the
[1:10:08] underserved, not just the ones
[1:10:13] we talk about. We had here.
[1:10:14] You're a prominent zip code.
[1:10:16] Your high income, zip codes
[1:10:18] represented. We had low-income
[1:10:20] zip codes act represented. We
[1:10:21] have Republicans. We had
[1:10:22] Democrats. We had
[1:10:24] libertarians. We had
[1:10:26] independence. All of us were
[1:10:29] together for a common cause of
[1:10:30] developing a neighborhood bill
[1:10:31] of rights. Can put some
[1:10:32] accountability and action in
[1:10:35] 2. Stopping some of the things
[1:10:36] that have occurred in the last
[1:10:37] few years. In regards to land
[1:10:40] use and zoning. You know, why
[1:10:41] do we want to pay 1.5 million
[1:10:43] dollars for a liquor store?
[1:10:45] We're talking about bridge
[1:10:46] repair. That money could have
[1:10:50] went towards that. We've got
[1:10:53] to continue to work together.
[1:10:55] I appreciate you all. I
[1:10:56] offered to work with you every
[1:10:58] time I come up here and speak,
[1:10:59] I don't expect any one of us
[1:11:01] to do this by ourselves. We're
[1:11:05] a community where city. And
[1:11:06] yes, there are things that we

[1:11:09] you have to go through, that
[1:11:10] we MAY not be privy to, but
[1:11:12] that's why talking to us on a
[1:11:13] regular basis. But help us
[1:11:18] educate the public. And help
[1:11:19] you have and the your
[1:11:19] constituents have a different
[1:11:23] perspective of things. So I'll
[1:11:26] continue to do this. And come
[1:11:29] and see you as often as I can.
[1:11:30] And I'll continue to be in the
[1:11:31] grassroots organizations. I
[1:11:33] will continue to be a voice
[1:11:36] for the people that I can be a
[1:11:38] voice for. And I want to just
[1:11:40] say to the people that are in
[1:11:41] the audience.

[1:13:02] more representation at this
[1:13:03] meeting. If you have not
[1:13:06] heard, I'm pretty sure most of
[1:13:07] you, if not all of you were
[1:13:11] invited and notified. I was
[1:13:11] pleasantly surprised at the
[1:13:14] diversity of the meeting.
[1:13:15] There were people from all
[1:13:15] over the city that had a
[1:13:19] number of different issues.
[1:13:19] They seem to be extremely
[1:13:23] neglect. It. But there is but
[1:13:24] 9 to collect. That is being
[1:13:27] practice here. And durkeeville
[1:13:32] new 40 field, cetera, cetera.
[1:13:33] And when you guys 2 years ago
[1:13:35] passed that resolution, I
[1:13:37] understand that it was an
[1:13:37] acknowledgement, however,
[1:13:40] didn't have a lot of teeth.
[1:13:41] There were plenty of people
[1:13:42] attended that meeting last
[1:13:44] night that were done that. A
[1:13:46] knowledgeable of the
[1:13:46] resolution. There are many
[1:13:50] people who don't know that you
[1:13:50] guys have talked about
[1:13:54] redlining. But they have yet
[1:13:56] to see anything tangible in
[1:13:56] terms of things that you are
[1:13:59] doing to rectify. So I'm not
[1:14:02] gonna stay up for too long.
[1:14:03] But again, Denise could
[1:14:06] mention our meeting. Some of
[1:14:07] you have attended our meeting.
[1:14:10] I think they are very
[1:14:13] productive. We do have action
[1:14:13] steps and we are trying to
[1:14:16] work with the City council.

[1:14:18] not doing what he's supposed
[1:14:19] to do, they will be called out
[1:14:21] as they should. And many of
[1:14:22] you know, you should have been
[1:14:23] at the meeting last night. So

[1:14:30] continue a cordial
[1:14:30] relationship with City

[1:15:58] questions and the speakers and
[1:15:58] panelists put together a well

[1:16:05] feeling energized. I also want
[1:16:08] to add again that all 3 major
[1:16:09] political parties were
[1:16:09] represented there in
[1:16:13] attendance. There were no
[1:16:14] disagreements and we didn't
[1:16:15] need government there to keep
[1:16:19] law and order. I do want to
[1:16:20] thank again council members,
[1:16:23] Johnson incluso for attending.
[1:16:25] And as some are aware, there
[1:16:25] are other meetings tonight. At
[1:16:27] the same time there's a jta
[1:16:28] meeting over Fscj and then
[1:16:30] there's mayors, town hall
[1:16:30] believe so. Appreciate

[1:16:39] holding meetings for public

[1:17:06] spectrum. I believe that
[1:17:07] language and delivery are
[1:17:10] really important. Some of us
[1:17:13] are building more coalitions
[1:17:14] purposefully by design. So we
[1:17:15] are not in our same echo
[1:17:16] chamber. We want to hear
[1:17:18] different perspective.

[1:17:23] solutions. Jacksonville is a

[1:25:35] churches they're in that very
[1:25:39] area and all of them suffering
[1:25:41] light. They've called they've
[1:25:42] written and they've asked that
[1:25:43] these areas be cleaned up and
[1:25:46] they're not being cleaned up.
[1:25:47] So I did like somebody who's a
[1:25:49] part of that committee, maybe
[1:25:50] speak with them and we need to
[1:25:51] make something happen. That
[1:25:54] knows area real quickly, I'd
[1:25:59] like to address. Is Citizens
[1:26:00] Review Board. We don't have
[1:26:02] one if there's going to be
[1:26:06] trusts, restored. Between the

[1:27:32] outside. During the freeze,

[1:27:36] system stressed citywide. But
[1:27:37] most of Jacksonville was being
[1:27:42] told to stay inside. The
[1:27:43] question I'm bringing to this
[1:27:46] council is a simple one. What
[1:27:46] does the people who do that
[1:27:51] work? We have been in contract
[1:27:51] negotiations for nearly a
[1:27:55] year. We have brought a
[1:27:56] proposal that is grounded in
[1:27:57] Jay's own internal
[1:28:00] compensation which shows a
[1:28:02] growing gap between what our
[1:28:03] members earn and what workers
[1:28:05] in other parts of the utility
[1:28:06] earn for work that overlap
[1:28:10] significantly with ours. We
[1:28:11] have sat at that table and
[1:28:13] bargain seriously. We have not
[1:28:20] seen that the same in return.
[1:28:22] I'm not here tonight because
[1:28:22] of anything else that's
[1:28:26] happening around j. I'm Amber
[1:28:28] situation existed before any
[1:28:30] of this and became Sircy
[1:28:31] talked a little closer to the
[1:28:35] speakers microphone.

[1:29:30] that Bill Pace for. See this
[1:29:34] utility from both sides as a
[1:29:35] rate payer. I care about
[1:29:36] whether is Rahm
[1:29:36] responsibility,
[1:29:39] responsibility. And as the
[1:29:40] work I care about, whether the
[1:29:40] people doing this central
[1:29:42] work. Are being treated
[1:29:45] respectfully. And right now I
[1:29:50] have concerns on both ends.
[1:29:50] Jays own internal
[1:29:51] conversation. Data shows that
[1:29:53] water and wastewater workers
[1:29:55] have been falling behind the
[1:29:55] other similar positions
[1:30:00] within. The utility for over
[1:30:01] years. Now we brought that to
[1:30:04] the bargaining table. Along
[1:30:05] with a proposal designed to
[1:30:10] address it. A modest raise, a
[1:30:12] yearly adjustment. Nothing
[1:30:12] that should require a year
[1:30:14] worth of nut years worth of
[1:30:15] negotiations and a complete
[1:30:16] standstill at this point to
[1:30:21] resolve. But here we are. The
[1:30:23] reason that I am raising this
[1:30:24] tonight here with you all as
[1:30:25] though I do not think that
[1:30:26] most of Jacksonville's
[1:30:28] residents. No, what is
[1:30:29] happening. They know there's
[1:30:30] turbulence at j a. They also
[1:30:35] know that. They MAY not know
[1:30:36] that the workers responsible
[1:30:38] for their drinking and
[1:30:40] wastewater systems are sitting
[1:30:41] in a stall negotiations that's
[1:30:42] been dragged on for a better
[1:30:46] part of the year. This council
[1:30:48] is asking hard questions about
[1:30:48] how operates. I'm asking you
[1:30:51] to include this one question.
[1:30:53] How this treat the people at
[1:30:55] the bottom of the org chart.
[1:30:58] Who do the work at the top of
[1:31:01] the priority list right now,
[1:31:03] the answer that's been given,

[1:32:44] talks are stuck. I'm here

[1:37:16] made no such approval. A Mount
[1:37:17] Carmel has been a church in

[1:38:52] important purpose. It helps to
[1:38:55] protect the care to the safety
[1:38:58] and the well-being of
[1:38:59] environments dedicated to to
[1:39:01] education, worship, community
[1:39:06] development. Reducing distance
[1:39:11] to just 60 feet significantly
[1:39:12] weakens their protection and
[1:39:14] increases the likelihood of
[1:39:21] negative impacts. Including
[1:39:22] increased exposure of minors
[1:39:26] to alcohol related activity.
[1:39:28] Potential disturbances and
[1:39:29] conflicts with the intended
[1:39:32] use of these sensitive
[1:39:36] locations. Zoning standards
[1:39:40] put in place to maintain a
[1:39:43] balance within the community.
[1:39:48] Granting this waiver. Wood
[1:39:50] said a concerning precedent
[1:39:54] and undermine those standards.
[1:39:55] The proposed reduction is not
[1:39:58] a minor adjustment. It is
[1:40:00] drastic change that would have
[1:40:05] that could have. Lasting
[1:40:08] consequences for nearby
[1:40:09] families. Students and
[1:40:11] congregations. And for these
[1:40:15] reasons, I stand here
[1:40:16] opposition 2 grand in that

[1:42:10] say this a savvy business
[1:42:13] person developing a business
[1:42:15] plan with no, that location is
[1:42:16] a priority for his

[1:42:25] next to a church knowing what

[1:42:27] current laws or regulations
[1:42:30] are regarding alcohol sales

[1:44:38] this is no different in our
[1:44:39] opinion. We've been approached
[1:44:44] by a developer along with land
[1:44:45] use attorney to subdivide a
[1:44:50] lot into 3 parts and then sell
[1:44:51] them not into affordable
[1:44:54] housing. But in 2 beautiful
[1:44:56] luxury homes. I have photos if
[1:44:57] I'd like to hand them to the
[1:45:00] page that illustrate our
[1:45:03] opposition when it comes to
[1:45:03] safety and specifically
[1:45:06] against the frontage variance.
[1:45:09] That adds access to roadway
[1:45:10] and endangers the safety of
[1:45:12] the pedestrians. That user
[1:45:15] neighborhood, our neighborhood
[1:45:19] currently has 36 children
[1:45:22] under the age of 16 and out of
[1:45:24] 57 homes. Only the idea that
[1:45:25] there's a young child in each
[1:45:26] of those homes that is walking
[1:45:29] biking in school during gives
[1:45:30] us great alarm for the
[1:45:33] developer that wants to add
[1:45:35] multiple roadways car access
[1:45:40] to this small lot. They are
[1:45:41] asking for a full 144 feet
[1:45:44] down to 0, which would give
[1:45:45] them ability to do any thing
[1:45:48] they want to land. And also
[1:45:51] there on willing to use the
[1:45:53] current driveway or visible
[1:45:54] roadway that's already there
[1:45:56] again, visible in the photos
[1:46:00] that I can present to the
[1:46:01] council. We are deeply
[1:46:03] concerned about all of the
[1:46:03] children in our neighborhood
[1:46:07] that used this specific area.
[1:46:11] 4 playing baseball football.
[1:46:12] School during by Kings. Some
[1:46:13] of our council members, their
[1:46:16] children, even access this
[1:46:17] road. My children for children
[1:46:18] in my household, specifically
[1:46:23] 3 across the street used this
[1:46:24] specific area that the
[1:46:24] developer would like to
[1:46:27] subdivide and increased
[1:46:29] traffic and roadway access to
[1:46:33] every single day. It is truly
[1:46:34] disheartening the way they
[1:46:36] want to put the Rodeway Inn.
[1:46:37] And again, we believe as a
[1:46:39] neighborhood, it's unsafe. I
[1:46:43] have over 24 petitions signed
[1:46:44] from our neighborhood again.
[1:46:49] 24 out of 57 in the past 2
[1:46:50] weeks. And I'm I'm just here
[1:46:55] to firmly state opposition and
[1:46:55] hope that you as a council can
[1:46:58] review this specific plans for
[1:46:59] historical neighborhood and
[1:47:02] see why the proposed access
[1:47:03] that the builder would like to
[1:47:05] use for the 3 homes to 9.

[1:48:19] changing it from 100. And 44
[1:48:21] to 0. But we are already zoned
[1:48:23] in and Rld 90. Zoning
[1:48:29] district. As we've talked with
[1:48:29] people about what we can do
[1:48:34] about this issue. We've been
[1:48:34] told you have to have facts.
[1:48:35] You have to have fact. You
[1:48:38] have to have facts. Well, I
[1:48:39] want to add something to the
[1:48:41] idea of having facts. Let's
[1:48:43] apply a little bit of common
[1:48:52] sense to what's going on here.
[1:48:53] Changing frontage requirement
[1:48:56] in this instance. Opens up a
[1:49:00] precedent. For multiple
[1:49:03] applications. Waivers in our
[1:49:07] community. And as I've counted
[1:49:10] it, at least 8 additional
[1:49:11] homes could going besides the
[1:49:14] 3 that they're talking about
[1:49:15] and my property is one of the
[1:49:17] ones where this could happen.
[1:49:19] I think that this is a
[1:49:21] dangerous precedent. I think
[1:49:23] that zoning and a
[1:49:23] comprehensive plan we're made
[1:49:25] for this neighborhood. For a
[1:49:29] reason. And that issuing
[1:49:35] waivers will erode. The trust
[1:49:37] that that our neighbors have
[1:49:40] in the local government. If
[1:49:45] zoning appears to be optional.
[1:49:46] A variance should only be for
[1:49:48] a physical condition of the
[1:49:51] land and not for the subject
[1:49:52] and desire of an individual
[1:49:56] potential purchaser. Now, one
[1:49:57] other issue on my mind that
[1:49:59] has not come up yet about our
[1:50:00] neighborhood is that we have
[1:50:04] very narrow streets. We do not
[1:50:04] park the way other
[1:50:05] neighborhoods have in
[1:50:07] Jacksonville and we do not
[1:50:10] have sidewalks. So that means
[1:50:10] that everyone is walking on
[1:50:12] the street. We have elderly
[1:50:15] people, my husband, Walker, we
[1:50:17] have children. We have pets.

[2:08:46] does not match the area to
[2:08:47] have a pg for 30 foot, 40 foot

[2:08:56] this and they rarely recommend

[2:20:37] grants. We as a council shaped
[2:20:37] 200,000 off of that to put
[2:20:39] into a micro grant program. A
[2:20:40] program that didn't exist a
[2:20:45] time. And during the course of
[2:20:46] 6 months thereafter that psg's
[2:20:47] been working diligently that
[2:20:48] gave you all a copy of it to
[2:20:51] take a look at developing the
[2:20:55] Micro Grant program. And they
[2:20:57] were ready bring it to bear
[2:20:58] and opened it up and get the
[2:21:01] ball rolling on it. They were
[2:21:01] asked deposit by the council
[2:21:04] by the administration. Do the
[2:21:07] fact that we just picked up on
[2:21:07] the cba and the workload was
[2:21:08] get a little more than they
[2:21:12] could handle. What council
[2:21:16] would like to see happen then
[2:21:17] pull into space. You can see
[2:21:20] the timeline there. They fully
[2:21:21] anticipate their opportunity
[2:21:23] sometimes in JULY or AUGUST to
[2:21:26] take up the Micro Grant
[2:21:28] program again and by doing so
[2:21:29] then I've got a bill that's
[2:21:30] pending that's going to used
[2:21:31] as a carry over to take that
[2:21:34] or $1000 and move the Michael
[2:21:37] Grant program into next year.
[2:21:38] I say all that because we want
[2:21:39] to make certain that we have
[2:21:40] as much money available for
[2:21:44] the psg grant program this
[2:21:45] past year in the prevention
[2:21:49] category of the. 33 requests.
[2:21:51] 18 of them are only fulfilled
[2:21:52] and 9 of those individuals
[2:21:55] hats that we're not filled in
[2:21:58] terms any kind of funding that
[2:22:01] scores of 90 or higher. There
[2:22:05] were 101 applications in total
[2:22:06] representing 11.3 million
[2:22:07] dollars against the 7 million
[2:22:11] dollars. And so my concern and
[2:22:12] my my quest that you vote down
[2:22:16] on the amendment so that we
[2:22:17] recognized back. We're going
[2:22:18] to continue to pump Michael
[2:22:18] Grant program with funding
[2:22:21] from this year into next year.
[2:22:22] So we can take that $200,000
[2:22:23] and applied towards the psg
[2:22:26] programs as we and had to do
[2:22:28] all along and that in the year
[2:22:29] after that, the kitten on the
[2:22:31] part of the psg council is to
[2:22:33] continue with a micro grant
[2:22:35] program thereafter. So
[2:22:36] encourage you vote down. This
[2:22:37] is the amendment offered by
[2:22:39] the Rules Committee to Cuba at
[2:22:46] 35 35 30 so that we can move
[2:22:47] forward with his year with the
[2:22:47] Michael Grant program that
[2:22:48] just use funding from this
[2:22:49] year to do that and then come
[2:22:53] back a year thereafter and
[2:22:54] then put put the percentages
[2:22:56] as you we recommended in the
[2:22:57] rules committee on past

[2:24:21] originally proposed prevention
[2:24:22] and diversion would go from
[2:24:25] 35% to 34% and
[2:24:26] self-sufficiency instability
[2:24:28] would go from 35% to 34% so
[2:24:31] that 3% to go to the Micro
[2:24:31] Grant program.

[2:25:17] ultimate goal in the end as we
[2:25:19] want to help people. Simple as
[2:25:23] that. Now to me is a bit
[2:25:25] challenging that in one of the
[2:25:26] efforts that we put forth as a
[2:25:28] body, something and I lead to
[2:25:30] help people when the trust was
[2:25:30] given to the administration.
[2:25:31] Remember, we do policy. They
[2:25:35] execute. We can't force them
[2:25:37] execute. We send money to psg.
[2:25:39] We can't force psg to execute.
[2:25:43] But we sure can. On our side.

[2:25:48] they didn't execute. What was
[2:25:49] sent over was 200,000 turned
[2:25:52] into a $700,000 Project. What
[2:25:55] was in over the second time?

[2:26:01] not the psg counsel. We did
[2:26:04] led by my actions. It was say

[2:27:45] council members have clearly
[2:27:47] voice that they are opposed to
[2:27:48] this amendment. The reason
[2:27:50] that they did not include a
[2:27:52] Category d this year. We're
[2:27:55] for 2 reasons. One was because
[2:27:57] it was and continues to be
[2:27:59] their intention to implement
[2:28:01] the Michael Grant program
[2:28:02] because of the timeline
[2:28:05] involved for that and the
[2:28:08] delay of a few months, it will
[2:28:08] go into next year. So it is
[2:28:09] not something they intend to
[2:28:10] ask intended to ask for more
[2:28:13] money for next year. The
[2:28:15] second reason was because they
[2:28:20] did not want funds taken from
[2:28:21] psg COUNCILMAN Freemen. I had
[2:28:23] made a commitment to them that
[2:28:26] this would be 0 based as a
[2:28:27] Category d the 2 or 3 years
[2:28:28] that it was listed or created
[2:28:32] as a Category d and that
[2:28:33] funding would not be taken
[2:28:35] from the ps. The public
[2:28:35] service grant, unfortunately,
[2:28:36] that occurred in the fiscal
[2:28:39] year. We're in now the psc
[2:28:41] Council did not want that to
[2:28:42] occur again, which is why they
[2:28:46] made a conscious decision to
[2:28:46] eliminate that, that their
[2:28:47] intent was not to discontinue
[2:28:49] the Michael Grant program. I
[2:28:51] appreciate to the PRESIDENT.
[2:28:52] So my next question is, how
[2:28:53] much with some of these grants
[2:28:55] go for? What's what's the
[2:28:56] garden variety grand for Mike
[2:29:00] ramp up? Up through the chair
[2:29:01] Council incluso you referred
[2:29:03] to the Michael Grants are
[2:29:04] micrograms. Mike, the $20,000.
[2:29:06] So the 200,000 that we
[2:29:07] currently have will be 10
[2:29:09] grants. Maximum U.S. $20,000.
[2:29:11] Each they would be with small
[2:29:11] nonprofits, which take a
[2:29:14] considerable amount of time,
[2:29:15] probably double of the amount
[2:29:18] of time to manage. And that's
[2:29:18] a time as one, Minnesota, the
[2:29:19] body. It's my understanding
[2:29:20] that in week make sure
[2:29:23] recently that we had up.
[2:29:25] Amendment one of our prior
[2:29:26] grant saying that we wouldn't
[2:29:27] go beyond where we would only
[2:29:28] allow for grants up.
[2:29:32] >> At a minimum of $25,000 it
[2:29:33] was my this is my
[2:29:33] understanding that we want to
[2:29:34] make sure that we were going
[2:29:35] to overburden grants with a
[2:29:36] ton of smaller grants that are
[2:29:38] really hard to kind of a
[2:29:39] minister. And so I I believe
[2:29:40] that with a policy decision we
[2:29:42] made the past. It's my
[2:29:43] understanding that if this man
[2:29:45] is going to go through what's
[2:29:46] going to and over right, that
[2:29:47] policy decision that we made
[2:29:49] couple months ago it sounds to
[2:29:50] me like we should vote down
[2:29:52] this amendment. That's what's
[2:29:54] required or ask for them. I
[2:29:57] think the Bills finances.

[2:32:08] waiting on them to do their

[2:32:19] reason was amendment came

[2:34:27] organizations over a four-year

[2:34:29] million dollars. That was not
[2:34:31] what we agreed to. This second
[2:34:33] tranche of money. Was going to
[2:34:36] do coating. They were going to
[2:34:38] a dashboard for the city and
[2:34:39] particularly the kids it and
[2:34:41] took a picture with the mayor
[2:34:42] standing right out there in
[2:34:44] Atrium. They say they were
[2:34:47] going to do it now. Does it
[2:34:48] have something to do with the
[2:34:49] 2% flat reduction from doge
[2:34:54] maybe? Does that 200,000
[2:34:55] somewhat recklessly add up to
[2:34:55] that gap that they would have
[2:34:59] to feel maybe. But does that
[2:34:59] mean that we should make the
[2:35:00] people suffer? No. So let me
[2:35:01] tell you the solution. I
[2:35:04] called Jason. I said, do you
[2:35:07] all have the capacity? But
[2:35:09] $200,000 out for small
[2:35:11] businesses and small business
[2:35:13] owners to do the work in the
[2:35:15] city. We know that small
[2:35:16] businesses are the backbone of
[2:35:17] every thriving state. 85%
[2:35:19] businesses over. And they said
[2:35:21] yes, without a doubt. So this
[2:35:24] money they're talking about.

[2:35:26] months with, they're going to
[2:35:27] get another 200,000 because of
[2:35:30] the great work of finance. But
[2:35:30] instead of waiting 5 or 6

[2:35:35] have it done and work on the
[2:35:36] bill that forward is going to
[2:35:39] be done in this year. And this
[2:35:40] budget cycle. So I'll close. I

[2:36:30] we'll gladly. Put it back in.
[2:36:33] Why? Because this money for
[2:36:33] this year, I'm going be
[2:36:34] introduced bill to carry it
[2:36:36] over into next year. So they
[2:36:40] are looking forward. 2 to
[2:36:40] managing and executing the
[2:36:43] Michael Grant program in the
[2:36:44] coming year. But just using
[2:36:45] this year's dollars to do it
[2:36:46] pure and simple, pure and
[2:36:48] simple. That's all it is by
[2:36:49] forcing another 3% on top of
[2:36:52] them to do that. Doubles. That
[2:36:54] number doubles that
[2:36:56] opportunity. So although
[2:36:56] saying, hey, we want to do
[2:36:57] this, give us one year to take
[2:37:01] care of this year's
[2:37:03] obligations. And then in the
[2:37:04] subsequent year, 27 28 to put
[2:37:06] the 3% back in at that point
[2:37:07] in time. That's all we're
[2:37:09] asking to do. If they don't,
[2:37:10] they want to do the program to
[2:37:12] work very hard for what, 30
[2:37:13] hours developing the criteria
[2:37:16] for this program. So there
[2:37:17] it's just investment in doing
[2:37:19] it is is there and they love
[2:37:20] the program. They just want to

[2:39:15] amendment that is before you
[2:39:18] is for fiscal year 2027 with
[2:39:19] that. The proposal on the
[2:39:22] amendment is to do the same
[2:39:23] thing and basically carte one
[2:39:23] percent of each of the 3
[2:39:25] categories for public service
[2:39:26] grants. Whatever the
[2:39:27] administration brings forth
[2:39:28] and is approved for public
[2:39:32] service grants. 3% of that
[2:39:33] would be another pot of
[2:39:37] $200,000. So until if if the
[2:39:38] administration put some point
[2:39:40] to right now, we don't know
[2:39:41] what the administration would
[2:39:42] in case. So now we're talking
[2:39:44] about PRESIDENT Too. We're
[2:39:45] talking about this fiscal
[2:39:47] year, the next fiscal year.
[2:39:51] And then we're talking about
[2:39:52] and additional pot of money
[2:39:53] being moved from the previous
[2:39:57] from the next fiscal year.

[2:42:40] responsibilities that the hat.
[2:42:41] My goal is ultimately is to
[2:42:45] take the $200,000. Keep it
[2:42:46] where it is and carry over the
[2:42:48] use of it until next fiscal
[2:42:50] year. That's why I don't see
[2:42:51] the need for the 3% next. It
[2:42:53] next fiscal year's budget
[2:42:54] because they're going to be
[2:42:58] using this year's money and in
[2:43:00] the implementation of that
[2:43:01] program and next year, I think
[2:43:02] that helps councilmember it
[2:43:03] does. And that again, brings

[2:43:10] smaller nonprofits. Then there
[2:43:11] should be if this money is
[2:43:12] gonna be carried over, there

[2:43:19] going to give to it. We're
[2:43:19] going to give that money for
[2:43:20] next year. That's not what

[2:43:29] why it took 6 months to
[2:43:30] develop this criteria. That's

[2:43:53] idea and the 10 grand to
[2:43:54] 20,000. So there were
[2:43:57] definitely elements there that
[2:43:58] were kept. However, this
[2:44:00] particular program that the
[2:44:01] public Service Grant Council
[2:44:04] adopted and created was
[2:44:06] modeled after the safety and
[2:44:08] crime reduction safety in
[2:44:11] crime reduction. As you are
[2:44:13] aware, had some areas where
[2:44:15] they're needed to be
[2:44:15] considerable improvement to be
[2:44:17] able to help the small
[2:44:18] nonprofits. So they took their
[2:44:21] time to make sure they
[2:44:22] understood where there were
[2:44:23] some areas that needed to be
[2:44:24] approved to make sure that
[2:44:29] this cover that they the week
[2:44:30] that the cba issue was
[2:44:34] transferred to us was actually
[2:44:34] the week that COUNCILMAN
[2:44:37] Boylan was actively working dc
[2:44:40] to drop the legislation
[2:44:41] because the approved 200,000
[2:44:45] did not. Have the criteria
[2:44:46] that would align with what the
[2:44:49] psu Council did in same
[2:44:50] resource. That is what's going
[2:44:52] to manage the Michael Grant
[2:44:53] program is the same resource
[2:44:56] that I had to basically pull
[2:44:57] to do. Cba work right now.
[2:44:59] MADAM Chief, with all due
[2:44:59] respect to the PRESIDENT, I
[2:45:00] also have to walk and chew gum
[2:45:01] at the same time. I get it. We
[2:45:03] need to be able to do multiple
[2:45:03] things. I know I have to
[2:45:05] juggle many balls.
[2:45:06] >> With what we do here on
[2:45:07] this council, I don't think
[2:45:10] that's a valid point. And it
[2:45:12] should not have taken 6
[2:45:14] months. If I had done that.

[2:45:15] the safety and crime

[2:45:17] changes, which is why we ended
[2:45:19] up sun setting it. So that
[2:45:21] could be proper. But we
[2:45:21] learned from that lesson and
[2:45:22] that should have been pared
[2:45:25] down to move things forward. I

[2:57:53] option for this body. To look
[2:57:54] at doing a 10 million dollar
[2:57:55] loan again, not a grandpa. The
[2:57:58] lone and having it matched by
[2:57:59] 30 million dollars in private
[2:58:01] funds. 40 million dollar
[2:58:03] affordable housing trust. For
[2:58:06] an extra 5 million dollars. We
[2:58:08] could have gotten access to an
[2:58:10] additional 30 million in
[2:58:11] private funds to help make
[2:58:12] sure that we are addressing
[2:58:12] the number one issue in our
[2:58:14] city. Very happy for this
[2:58:17] bill. Very grateful for this
[2:58:21] bill. 240 units, great. Still
[2:58:22] at the end of the day, a drop
[2:58:22] in the bucket and what we
[2:58:23] could have done with
[2:58:25] 40 Million. Coogan thousands
[2:58:28] upon thousands. So just making
[2:58:29] sure that that's put out there
[2:58:31] that had we just done another
[2:58:32] 5, we could have found
[2:58:33] ourselves in a great position.
