[28:59] PRESIDENT so colleagues last [29:00] week I had I had a she 2 [29:01] community meetings, one [29:03] regarding the school board [29:04] measures that we took a vote [29:06] on last week and the other for [29:07] a cps. I'll talk about the one [29:08] on Friday that it had here at [29:11] City Hall last Tuesday on [29:16] finance. We decided to defer a [29:16] measure that would actually [29:18] send militants into about a [29:20] NOVEMBER. I was one of the [29:22] ones that decide to deferred [29:23] as well to voted in favor of [29:25] that because I wanted more [29:28] time for Some this is voted on [29:28] was years before me and so [29:29] consulting dc. They said, yes, [29:32] we have enough time to extend [29:33] it. Should we need to for [29:33] another 2 weeks or a month? [29:37] Whatever the is, regardless of [29:38] the fact, I mean, my calls I [29:39] met with individuals and then [29:41] on Friday held a public notice [29:43] meeting a meeting where so [29:43] many school board members, I [29:45] just call them right now, [29:47] Ricardo appear symbol. Duke [29:50] residents from our community [29:51] school superintendent [29:53] educators professionals and [29:55] staff. Do want you to is to [29:55] Meek. So many people were [29:57] there in that room. I took [29:58] pictures of it was a packed [30:01] house. Couple things came out [30:02] of it. Number one, my heart [30:06] really was moved. It was an [30:07] emotional meeting for me. [30:08] Really be. The biggest thing [30:10] was that I want to know [30:11] exactly what would this mean? [30:13] Should we take it to NOVEMBER? [30:15] The answers here. It was [30:16] abide. One of the things that [30:17] really stood out to me the [30:19] most was the fight that [30:21] identity we are representing [30:21] our community, the community [30:22] devoted us, but at the end of [30:23] they also have a right to have [30:25] a right to vote. Let's not [30:27] take that away from them. [30:28] That's one thing that other [30:29] countries don't have the right [30:31] to But we do have a measure [30:33] here. So tonight I'm going to [30:33] ask MISTER PRESIDENT, if you [30:35] don't mind, like to make a [30:38] motion to this ordinance [30:39] number 2026, 0, 3, 8, 7, from [30:41] neighborhoods, rules and [30:42] Finance Committee. Pursuant to [30:44] council ruled 2.2, 0, 5, and [30:47] I'm looking for a second back [30:49] and I thank you for that. I [30:51] heard a lot about that. But [30:54] also want clarify one thing. [30:55] MISTER McCartney was also in [30:56] attendance. Thank you so much, [30:56] calmer for joining me is [30:58] that's not Friday. And this [31:01] what we do simply exist. [31:02] Letting this go on the ballot. [31:03] Let's let's take a vote on [31:04] eventually after we discharge [31:05] it and that the community [31:08] decide what they want to. [31:10] Simple as that. So now that we [31:11] have a second on recall [31:12] actually, this is up to, you [31:14] know, MISTER PRESIDENT, but [31:15] this idea that we're going [31:16] cover will call. That's the [31:18] case. There's no one else in [31:19] the queue. Actually, [31:21] Councilmember Helen. So [31:24] PRESIDENT-elect town. Thank [31:25] you, MR. PRESIDENT, I would [31:26] like to ask through the [31:28] PRESIDENT If I can MISS Plus, [31:29] I was not in finance less. We [31:30] can you please read the [31:31] Florida statute that addresses [31:32] our responsibility with [31:33] respect to. [31:33] >> School board, millage rate [31:34] actions. [31:38] >> Sure, through that. Through [31:38] the PRESIDENT To council [31:42] PRESIDENT Designate Holland. [31:44] So yes, the type of mileage [31:45] that they're pursuing to be [31:48] placed on ballot for [31:49] referendum for continuances up [31:51] for your mileage for [31:52] operational purposes. [31:53] >> And that's the process for [31:55] that is under is described [31:58] Florida statute. 1, 0, 1, 1.7, [31:59] 3 and it does state and I'll [32:03] quote from the statute, the [32:03] district's school board [32:04] pursuant to resolution adopted [32:07] at a regular meeting shall [32:08] direct the county [32:09] commissioners to call an [32:11] election at which the electors [32:14] within the school district may [32:15] approve an ad valorem millage [32:16] as authorized under section 1, [32:19] 0, 1, 1.7, 1, 9, And so they [32:20] did supply that resolution [32:21] which is attached to the [32:22] legislation pending before [32:23] council or discussed being [32:25] discussed at this moment. And [32:27] so it does direct at the [32:29] council acting as the board of [32:30] County commissioners in the [32:32] syndicate. In this instance [32:33] would place it on the ballot [32:34] or direct a supervisor to [32:35] place it on the ballot for [32:36] NOVEMBER. 3rd, thank you. I [32:38] appreciate that with with that [32:39] knowledge, I will support the [32:42] motion to district. [32:43] >> Alright COUNCILWOMAN [32:47] Kleckner. [32:47] >> Thank you. PRESIDENT [32:51] Carrico It goes without saying [32:53] that I support this. [32:56] Discharging the bill from the [32:58] finance committee so that we [33:00] can take action on it today if [33:01] I'm not mistaken, that is what [33:02] we're doing at this time. I [33:03] have some people looking at me [33:11] like they're not sure. I duty [33:14] as a council. Is to simply [33:18] pass this bill on so that [33:19] voters in Duval County can [33:22] vote on it is not our job to [33:23] decide whether or not they [33:25] should have that right. They [33:27] have that right by Florida [33:29] statute. And so we need to [33:30] fulfill our duty, which is [33:35] simply to pass this bill on 2, [33:36] 2, the supervisor of elections [33:38] so that it can go on [33:40] NOVEMBER's ballot so that the [33:40] people can decide whether or [33:43] not they want to continue this [33:44] amendment to supplement for [33:52] teachers. 4. And for But [33:53] ultimately, if you say no to [33:54] this, you saying no to [33:57] children. And not just one or [33:59] 2 children, but over 100,000 [34:03] children. So consider that. [34:04] Thank you. [34:04] >> All right. And we are still [34:06] on the discharge. No one's in [34:06] the queue. Unfair. The [34:07] discharge signify by saying [34:10] Aye. [34:10] >> I [34:12] >> any oppose. Say nay to [34:12] discharge passes. Can I get a [34:16] motion? Second? [34:17] >> All right. Motion second on [34:18] the bill on the floor. Any [34:24] discussion on the bill? [34:24] >> All Doctor saying first [34:30] presents unrecognized. [34:31] >> Thank you, MR. PRESIDENT I [34:32] was one of those and finance [34:33] that initially the for this [34:37] bill. I was not comfortable at [34:40] that time with the bill. I had [34:41] an hour meeting with Dr Byrne [34:45] Air. Who was very persuasive [34:47] and the statistics that he [34:48] presented on the improvements [34:50] in our school system that I [34:52] think are secondary to this [34:56] bill to to to the to the mail [34:58] such as decreased turnover. [34:59] Decrease vacancies. And I [35:04] believe. This system will be a [35:06] a school system. Again, [35:09] secondary to this one bill. [35:11] He's at stated before. I don't [35:14] have a a ministerial, and I [35:17] feel strongly about that. I [35:17] have agree. But in a red [35:20] button. But I have been [35:23] convinced that that I am going [35:25] vote yes and put this on the [35:27] ballot because I think the the [35:29] evidence is there that this [35:30] that this male has made [35:31] significant improvements and [35:33] and our system and I want to [35:34] give the residents the ability [35:35] to vote on it themselves. [35:39] Thank you. [35:45] >> Council members. Thank you, [35:46] MR. PRESIDENT we discharge it. [35:47] Thank you, colleagues for [35:48] that. I want to talk about the [35:49] actual bill itself and what it [35:52] means to our community. So [35:53] card marrying MR. You guys hit [35:55] it right on the Realistically, [35:57] we're looking out of 100%. [35:58] This is just a milks tension [35:59] we're putting on the ballot [36:00] were not voting on whether [36:01] we're going to extend or not. [36:03] Let the voters decide on that. [36:04] But here's what this measure [36:06] will do for the voters and for [36:07] the teacher sitting out there [36:07] and for the staff members in [36:08] the para professionals and [36:09] everybody out there, there are [36:10] people that are getting there [36:12] starting at $15 an hour. Their [36:13] last raise was $0.05 that [36:16] touched my heart. There's [36:18] survivors of b# [36:18] # [36:18] # [36:18] # [36:18] # [36:18] cancer [36:22] that are using these these [36:24] bonuses. They're not even [36:25] adding incoming their [36:26] salaries. This is just bonus [36:27] of $70,000 a year for them. [36:29] Using it to pay their medical [36:30] bills. These teachers, these [36:32] educators, the staff members, [36:33] they don't they don't need to [36:34] be wasting the time right now [36:36] here at City Hall. They need [36:36] to go out in their summer, [36:38] spent time with families, our [36:40] focus on the curriculum for [36:41] next year. They need to focus [36:42] on their costumes. The longer [36:45] we prolong this long weeks, [36:46] 10, this that's what they have [36:46] time to have their family [36:47] there. We have a short enough. [36:50] does. It is. So obviously I [36:51] think we're going to across [36:54] the board today. But the [36:54] significance of this larger [36:58] than just a vote. Yes or no. [36:58] It's about the likelihood of [36:59] these people here. I got to to [37:00] the people that take care of [37:02] our students and our family [37:03] members. So I really encourage [37:05] all of the ice to get a [37:06] unanimous vote. Yes, across [37:08] the board because ultimately [37:09] we owe this to This community [37:09] that the community decide what [37:12] they want to do and come [37:13] NOVEMBER. Hopefully they'll [37:14] they'll get the answers that [37:16] the request snow. That's what [37:17] happens for PRESIDENT. Thank [37:18] you. All right. Thank you. [37:23] O'clock marrying. PRESIDENT [37:24] Elect Allen keep getting tied [37:25] up, saying that PRESIDENT [37:32] Elect you're recognized. Thank [37:33] you, MR. PRESIDENT 4 years ago [37:34] in 2022, I voted no to put the [37:35] one on the ballot for the [37:36] school board. [37:38] >> And I did that for one [37:40] specific reason. There was [37:41] another funding source [37:42] available immediately for [37:43] teacher compensation. Nearly [37:44] 300 million dollar funding [37:46] source that could pay teacher [37:47] bonuses. Then to address the [37:49] critical teacher shortage. [37:50] Then as well as increased [37:52] compensation for the next 4 [37:53] years. That funding sources, [37:55] the American rescue plan, the [37:57] Esser 2 funds. I was told at [37:58] the time by the district that [38:00] it cannot be used for teacher [38:02] compensation. But I read aloud [38:03] on the day of universe, United [38:04] States secretary of education [38:06] letter that said it could the [38:07] Florida Department of [38:09] Education told me it could [38:09] indeed other counties were [38:13] doing so in planning to use [38:13] that source. And Lou, having [38:15] to increase the millage rate [38:16] until 20 26 of the 1 million [38:20] crease then was unnecessary. I [38:20] felt voters were being misled [38:22] and teachers could have [38:23] immediately received a bonus [38:25] or compensation. But now our [38:28] funds have been depleted and [38:29] I'll leave it to the school [38:30] board to research how those [38:32] funds were used. Perhaps serve [38:33] a critical use, but they've [38:34] been depleted that I've had [38:36] several conversations with now [38:37] Superintendent Bernier of the [38:39] last few months on this issue [38:40] on the cuts they've made the [38:41] consolidations the cost [38:42] savings, everything the school [38:44] district has done. And I'm [38:46] confident this time we're not [38:47] being misled. There is no [38:48] other funding source. So [38:49] tonight I will support putting [38:51] this measure on the ballot. [38:52] That's what we're voting on [38:53] here. We're not voting on [38:54] extending the one mill but [38:58] putting it on the ballot. The [38:58] 1 million 1 1 million sorry. [39:00] The one millet stanchion. [39:01] That's for voters to decide in [39:02] NOVEMBER of estimate. Thanks. [39:08] Councilmember Day. [39:11] >> Thank you, MR. In rules [39:11] when it came before Sarah [39:14] supported it. Then and I'll be [39:19] supporting it tonight as well. [39:20] Because I believe in the [39:21] fundamental of giving the [39:23] people a choice too a vote for [39:27] a tax or both not both for [39:28] attacks. And this is putting [39:29] it on the plate of the people [39:32] that. When they come up to [39:35] make that decision, they they [39:37] will vote their circumstance. [39:41] And so the decision of the [39:43] American way. This is what we [39:44] should be doing. We should be [39:45] getting it out to the people [39:48] to vote on a tax like this and [39:52] as I said in. Sedin rules, [39:54] this U.S. Pushing the green [39:56] button doesn't mean that [39:58] there's a one mill tax coming. [39:59] That means it's going to the [40:01] people and I support anything [40:03] that puts it on the people's [40:05] choice. Thank you, sir. Docs [40:10] Johnson. Ok, he's in the [40:10] queue, but he's not in chair [40:18] COUNCILWOMAN Pittman. Chair [40:19] and 2. [40:22] >> Doctor near and all of the [40:23] school board members and [40:24] guests and voters who are out [40:28] there has supported it and [40:31] finance. I seconded tonight [40:31] and I just want to say what [40:34] matters to you all. It matters [40:35] to me and I want to make sure [40:39] that we continue to do the [40:40] best that we can for our [40:41] teachers and for our students [40:45] and to make sure that we don't [40:45] hurt them an opportunity to [40:48] give you all a chance to vote. [40:49] What matters to you all. Thank [40:56] you. MR. Morrow the COUNCILMAN [40:56] From Arlington. You're [40:59] recognized, sir. [41:00] >> Thank you, MR. PRESIDENT, I [41:02] hesitate to get up because a [41:07] lot has been said. I supported [41:08] this measure in committee and [41:12] I'm going to support it Having [41:14] educators within my family. My [41:15] wife is a retired college [41:16] professor of got 2 daughters [41:20] that are teachers. I know [41:23] firsthand how educators on the [41:26] estimated on the compensated [41:30] under appreciated. And I think [41:30] this measure needs to be put [41:33] to the voters so that they can [41:35] express their values of [41:37] educators. And that's what [41:38] we're doing. We've always been [41:40] a pass through and we're going [41:44] to let the community decide if [41:45] teaches a worthy of this. And [41:46] I am convinced that when they [41:48] go into the ballot box, it [41:49] will remember their teacher. [41:52] All of us. If you ask us who [41:53] was your favorite teacher, we [41:55] can all put. We can all name [41:59] someone in our journey because [42:01] we would not be professionals [42:02] without educators. I'm going [42:05] to support this. [42:06] >> All right. No one else in [42:06] the queue. Please open about [42:21] court about [42:21] 15 yeas, 0 nays by [42:23] actually approved. [42:27] >> Where are we at? 2026 dash [42:30] 3.87 [42:31] >> Colleagues with that. We're [42:33] now going to go all the way to [42:35] page 59 and take up unfinished [42:39] business, which is item one. [42:39] 47 2025, 0, 8, 7, 2. I move [42:43] the amendment. [42:44] >> Got a motion and second on [42:47] the amendment is that both [42:47] Florimon that or do we need [42:50] some that? So we take the [42:55] floor amendment first. All [42:57] right, motion second on the [42:58] technical amendment, assuming [42:59] ms Clark, Mary, you're in the [43:00] queue for your floor [43:01] amendments. So we're going to [43:01] vote on the technical [43:02] amendment all in favor signify [43:05] by saying aye, any opposed, [43:05] say nay. The Technical [43:06] Amendment from committee [43:08] passes. COUNCILWOMAN Clark [43:15] Murray, you're recognized. [43:16] >> Thank you. Visit care this [43:19] has been a long time coming, I [43:22] know that the introduce your [43:25] of this particular bill has [43:26] gone through several aspects [43:28] to in a sense check and [43:34] balance it. I have examined [43:35] this bill in several ways as [43:39] well. Financially. And when it [43:41] comes to the actual charter [43:42] and when it comes to the [43:46] ordinance would says in [43:47] regards to appoint [43:48] appointments with kj and for [43:53] the library trust. Committee [43:55] library trustees. So one of [43:56] the things that I see and also [43:58] had a question which I'm not [43:59] asking him to answer it today, [44:01] but I did have this question [44:02] because this is not the first [44:02] time this bill's been [44:03] presented before us. This is [44:04] like maybe the second possibly [44:07] the 3rd time if I'm not [44:07] mistaken councilmember areas [44:10] and also spotted this bill at [44:13] one time. So with that being [44:13] said, and just the fact that [44:14] Katie was established by the [44:20] previous mayor and the set up [44:21] as far as the board was [44:24] established by him. He has a [44:26] right arm. Mayor Curry at the [44:27] time and he had the right [44:27] according to Chapter 50 and I [44:30] wouldn't go to do that. So [44:32] what the council member used [44:33] proposing to do is to change [44:36] the board. And so he's well [44:37] within his right to do so. And [44:41] we know that based on result [44:44] of his basically the result of [44:45] doing use the term steady. But [44:47] I know it's not a study. But [44:50] what I want to do with the [44:51] Floor amendment because so [44:54] many people have a tendency to [44:56] need recreate with queues [44:56] themselves when it comes to [44:58] bills that regard kj. [45:03] >> And some of the other. Some [45:07] of the other departments [45:07] >> organizations that are [45:09] established under the [45:10] executive branch. You have the [45:11] floor amendment before you and [45:15] what it does is that say, for [45:16] example, if the council [45:18] PRESIDENT Has connections to [45:19] any entity that receives [45:21] funding from k j. [45:25] >> Then it seems to be. I want [45:27] to use term misleading, but it [45:28] seems that he or she should [45:29] not be allowed to appoint any [45:33] board members. So then the [45:34] power to do so with the [45:35] authority would defer to the [45:40] vice PRESIDENT. In the case [45:41] that if the vice PRESIDENT Was [45:42] unable to do so, then that [45:45] board member, we'll stay on. [45:48] Cage. A board until there was [45:49] an opportunity win the vice [45:52] PRESIDENT With the PRESIDENT [45:53] With no longer have any [45:57] connections to kj. So that [45:57] essentially is the floor [45:58] amendment that I'm proposing [46:02] today. And I'll take any [46:03] questions and Are you on the [46:09] amendment? Bill? MISTER [46:10] PRESIDENT, I was hoping we [46:12] could an explanation of the [46:12] bill. [46:14] >> In general before we got in [46:15] the amendments. But I guess [46:16] lost that opportunity. All [46:19] right. [46:20] >> As to the amendment, no one [46:20] else in the queue. But I'd [46:23] like to speak to. So I guess I [46:24] will relinquish the chair to [46:30] the PRESIDENT-elect. MR. [46:31] PRESIDENT, you're recognized. [46:35] Think it was PRESIDENT. Oh, [46:39] yes. Sorry about Thank you, [46:40] MISTER. PRESIDENT-elect. I [46:40] rise. Just ask the questions [46:43] on 2, o t c when just called [46:45] the Carrico Amendment. I am [46:48] the PRESIDENT And I do have a [46:48] connection to kj. Obviously [46:49] through my employer, the boys [46:51] and girls clubs of Northeast [46:53] Florida. So do I have as just [46:54] a sitting council member now [46:55] is the PRESIDENT Have a [46:56] conflict in voting for board [47:01] members of kj. [47:02] >> Through [47:02] >> PRESIDENT Designate to [47:06] council PRESIDENT Carrico. I [47:06] believe any time we looked at [47:07] that for you, the [47:07] determination has been that [47:08] no, you're not precluded from [47:09] voting on appointments to the [47:12] Kids. Hope Alliance board. [47:15] >> So as a can vote on members [47:17] of the has already cleared [47:19] through through ethics. Voted [47:20] on several kj board [47:21] appointments and their ceo [47:21] over the years. And it's [47:23] always been clear through I [47:26] don't currently have a [47:27] conflict voting kj board [47:28] member. So I don't think I [47:31] should have a conflict in [47:32] nominating one because I'm [47:34] just one person nominating the [47:35] board member of the body [47:37] decides as 19 who goes on [47:39] that. So if you don't agree [47:41] with the someone, if I were [47:42] able to nominate them to kj, [47:43] then you can vote it down. And [47:45] that's your freedom. And I [47:47] think amendment for that [47:48] reason is irrelevant. So I [47:48] would vote no for it. And I [47:53] would ask you to do same. [48:00] Don't you? All right, Roland, [48:01] through the q, dr, Stanley are [48:02] still up there. I think you're [48:03] just on issue is big on the [48:05] bill. First, I will call on [48:06] you first council member past [48:09] PRESIDENT Met coalition. Thank [48:10] you, MR. PRESIDENT, I support [48:12] the amendment. I think it [48:16] makes sense. I don't support [48:19] the bill. Don't think [48:19] anything's broken. We're [48:20] trying to fix it. We already [48:26] have. Park moment. But I am. I [48:28] support. I support the [48:31] amendment. That's what I've [48:35] seen this year. Think it's [48:41] needed. I think. A [48:44] self-policing measure. Some [48:46] way. I look at it. And I'm [48:52] tired of the. Mud puddles keep [48:53] stepping into when it comes to [48:57] not for profits. And so I [48:58] supported and I would urge my [48:59] colleagues to support the [49:00] bill. Thank you. COUNCILWOMAN [49:06] Clerk Mary. Thank you. So [49:11] PRESIDENT To the body. It's a [49:13] way that is floor amendment is [49:15] a way to avoid the appearance [49:15] of impropriety. [49:17] >> It's a it's a way to avoid [49:21] the things that this council [49:22] MAY not necessarily do, but [49:22] there's a perception that we [49:27] do. So this is a in a sense of [49:28] protection and we want the [49:29] people to trust us. We need to [49:33] do things that. Allow the [49:35] people to have trust in us. [49:37] And so I'm asking you to vote. [49:39] But this floor amendment once [49:39] again, if the person who sits [49:42] in the chair PRESIDENT. [49:43] Doesn't have any connections [49:47] with k j. For at least by [49:47] views. And you can look at the [49:49] Floor Amendment. That person [49:51] can vote freely and we can in [49:54] a sense. Make the assumption [49:56] that there will be any says of [49:58] impropriety. But does the fact [50:01] that there are connections? [50:04] There's that and once again, [50:07] the authority goes to the vice [50:10] PRESIDENT. And once again, if [50:11] the vice PRESIDENT That same [50:15] kind of situation, then that [50:16] board member will continue to [50:20] remain on kj until we have a [50:20] person in the vice PRESIDENT [50:22] Position or present position [50:23] who has no connections to [50:26] gauge it. I ask that you both [50:30] this up. [50:31] >> Councilmember Vice [50:32] PRESIDENT Elect Joe Carlucci [50:33] recognized. All right. Thank [50:35] you, MR. PRESIDENT. I'm not [50:36] gonna support the amendment. I [50:39] think [50:40] >> More. [50:41] >> Ethics laws in place right [50:42] now that prevent there's [50:43] there's there's nobody voting [50:45] conflict that we just heard [50:46] not to mention the floor [50:47] minutes as it prohibited. It [50:48] prohibits the council [50:51] PRESIDENT From appointing and [50:52] member of the there. You're [50:54] not a point. Does not a [50:56] unilateral move. So I don't [50:57] who drafted the amendment, but [50:58] it's actually word incorrectly [50:58] was because the council [51:01] PRESIDENT Doesn't point [51:03] anybody they nominated person [51:04] and then the full body [51:05] appoints the full-body votes [51:08] for that. So that in of [51:09] itself, this whole of Florida [51:10] should be voided just for that [51:11] one reason or community, but [51:12] not to support either way. I [51:13] think the ethics are covering [51:17] us. In the full clear of this. [51:19] So I'm not going support Thank [51:20] you. [51:20] >> Alright, ducks a loan on [51:26] the amendment. [51:26] >> Thank you, MR. PRESIDENT [51:29] has a past PRESIDENT. [51:31] >> It really bothers me that [51:32] we're infringing on the [51:33] appointment process of of a [51:37] PRESIDENT. And my question [51:37] would be, where does it go [51:42] from here? If it's Kha [51:42] today's, it's something else [51:45] in the future. I will not be [51:46] supporting the amendment. [51:51] Thank you. [51:57] >> Once again, one quick Mart. [51:57] Thank you. PRESIDENT Carrico [52:00] to respond to MR. [52:00] Councilmember Salem's [52:05] question. It's not going to [52:06] various places. This [52:07] particular floor amendment is [52:09] about this particular bill in [52:10] the same way that it was [52:13] established by the previous [52:15] mayor that all of the members [52:16] of kj would be appointed by [52:19] the mayor because cages under [52:19] the executive branch of our [52:23] government. In the same way [52:23] that you just make a decision [52:25] you want to change it. So [52:31] there's no. Anything [52:31] s# [52:31] # [52:32] # [52:32] # [52:32] # [52:32] # [52:32] # [52:32] # [52:32] # [52:32] # [52:32] . This is this bill [52:33] and this bill alone. So it's [52:36] not going to any other bills. [52:38] Just like you made a decision [52:38] to want to change the board [52:42] for kj. I am asking proposing [52:44] a floor amendment for simply [52:45] too. Look at the aspects there [52:48] or the has been that MAY arise [52:53] as a result of all 19 of MAY [52:54] have some connections to kj. [52:55] And so that MAY solve that [52:58] problem that MAY arise. All [52:58] right. PRESIDENT-elect Powell [53:02] and you're recognized. Thank [53:03] you, MR. PRESIDENT COUNCILMAN [53:04] Woman Clark Mary, admire the [53:06] intent behind this. But I also [53:08] think it's unnecessary. I have [53:09] no connection to cage. Next [53:11] PRESIDENT And the next vice [53:12] PRESIDENT Has no connection. [53:12] Kj said there will be no need [53:14] for this for the next 2 years. [53:16] >> And I really don't think [53:18] it's necessary could be part [53:19] of a larger bill separate than [53:20] this. But I'm gonna vote. [53:22] Thanks. COUNCILMAN Carlucci [53:24] for the second time. All [53:24] right. Thank you. As chair, [53:28] I'll be brief [53:29] >> the other is and I don't I [53:30] appreciate the intent of this. [53:32] I do. And I get the safe [53:34] measure. But but the reason we [53:35] have a local ethics [53:37] department, we have a state [53:37] ethics partners because it's [53:39] widespread and it covers all [53:41] of our. It covers all of our [53:43] board appointees, appointments [53:48] so it's just kj or if it's Jr [53:51] d or whatever covers all of [53:52] those boards all together. So [53:53] that's why I think we have [53:54] safe measures in place right [53:55] now that are being followed. [53:56] And that's why we're not be [53:56] supporting the Florida. Thank [53:58] you. COUNCILWOMAN Collect [54:00] money for the 4th time. Thank [54:02] you because you can't go. I [54:05] appreciate your comments. The [54:06] one thing I would do want to [54:08] respond to bag that you put a [54:08] particular name and there are [54:09] particular person. This bill [54:12] is not about. [54:12] >> It is not about doesn't [54:13] care happens to be sitting in [54:15] that seat. Now it is not about [54:19] Vice PRESIDENT PRESIDENT-elect [54:19] Holland. It is not about visit [54:22] beauty. It is not. It is about [54:23] home ever sit in those seats [54:26] in the same way that this bill [54:27] should be about. This mayor is [54:29] should be about mayors, not [54:31] this mayor, but mayors and [54:34] thank you. All right. Past [54:35] present Carlucci for second [54:41] time. [54:42] >> I can certainly understand [54:42] why some people wouldn't [54:43] support it. Been was [54:46] important. Just because I'm [54:51] tired. Some of the things that [54:52] are going on, just tired of [54:56] it. I think we need to [54:56] sometimes put a shot across [55:01] the bow. No more of this [55:02] nonsense. That's what we've [55:03] had this year. And then I'm [55:06] tired of it. I believe in the [55:09] institution of body. And I [55:10] think the integrity of it. [55:15] These be held up an amendment [55:16] like this and not pass. But it [55:20] does send a message. And [55:20] that's what vote on this [55:22] amendment is doing. I didn't [55:25] suspect it would pass [55:25] supporting it because the [55:29] messages, sons. And we need to [55:30] serious about our jobs up [55:39] here. What we do. Past present [55:40] Carla to no one else in the [55:41] queue. So all in favor of the [55:45] amendment to raise your hand. [55:46] >> Those who oppose raise your [55:51] hand. The amendment fails. I [55:54] moved the bill as amended. [55:56] Motion second on the bill as [55:57] amended past Presidents, [56:02] Salem. [56:03] >> Thank you, MR. PRESIDENT as [56:05] we discussed at missed a [56:06] factor, could you come forward [56:09] and just give a brief? 2 or 3 [56:13] minute. Discussion on how you [56:15] got to where you are today and [56:18] then I'll take it from there. [56:21] That's ok, MISTER PRESIDENT. [56:22] >> Yeah, let's just have tough [56:23] act come down. We'll give him [56:25] his own time House 3 minutes. [56:30] But the 3 minutes is great for [56:31] me. I I don't know if it'll [56:36] take 3 minutes. [56:38] >> So through the chair to the [56:40] body, this Rose when council [56:41] areas COUNCILMAN Areas filed [56:43] his bill on this point, we [56:45] looked at it. We had some [56:46] concerns whether it complied [56:47] with the charter and the [56:50] separation of powers. We give [56:53] a preliminary opinion [56:54] regarding that in preparation [56:56] for a vote that was to occur. [57:01] We then did had a little more [57:01] time and deeper dive. I [57:04] appreciate the input of some [57:05] outside attorneys and former [57:07] general counsel's giving some [57:09] input and asking us to make [57:12] another look at the issue. And [57:13] so we did that and we took a [57:14] deeper dive. We engage other [57:18] attorneys and our office. The [57:19] result of that. And I don't [57:20] think study is the wrong term [57:23] councilmen. Mark Murray, we [57:25] did to our research and are [57:26] studying of that and it's a [57:28] little more nuance than we [57:30] originally. Preliminarily [57:34] indicated. And so there's a [57:35] nuanced approach. It's not [57:36] categorically that appointment [57:37] powers purely an executive [57:40] function. It's much more [57:41] nuance with an analysis of [57:45] what power is being used and [57:46] the interplay between the [57:48] legislative and the executive [57:51] body. We issued a memo, one of [57:54] my brightest attorneys issued [57:55] a memo. Believe it was stated [57:56] last month and have big fact [58:00] it my head that provided an [58:01] analysis of that and that [58:03] summarized the thinking of the [58:04] ogc attorneys working on that [58:07] matter. And in short order for [58:11] the issues for kj and the [58:15] library board. Using the 4 [58:17] factors from a case in [58:18] Bennett. We also used in a [58:20] previous binding opinion. We [58:23] determined that it was a very [58:24] close call, meaning that it [58:26] was close to a violation of [58:27] the separation of powers and [58:31] try and in our charter. But [58:33] based on the fact that the [58:34] mayor retained a majority of [58:37] the appointment powers and the [58:38] interplay on how the [58:40] appointments get confirmed. [58:41] The nature of power was [58:45] brought to hear. We thought it [58:46] was a close call, but we [58:48] thought past the charter to [58:49] shuttle test. I'm still trying [58:50] to get that word adopted. I'm [58:53] going to use it again. We [58:54] thought it past the charter to [58:56] test and that it is something [58:57] that if passed would not [59:01] violate the charter. Now have [59:02] to take any questions from the [59:05] board. The [59:05] >> All right. Thank you. Now [59:06] we'll just go through the q. [59:07] So doctors say on your first. [59:10] Thank you, MR. PRESIDENT. [59:11] >> First of all, I want to [59:12] thank MISTER Factor for going [59:15] through the process. He did. [59:15] We have worked on this for [59:18] about 6 months and several [59:19] past General counsel's have [59:21] interacted with him and he [59:23] came to the conclusion he did. [59:25] And I appreciate that. Why [59:30] these 2? Y kha and why the [59:34] library board kj. If you if [59:35] you watch kha their issues [59:36] that kha. And we have bill [59:39] appointments to that, it's [59:42] almost a 65 million dollar [59:45] budget. And I believe the city [59:45] council should be engaged in [59:46] that beyond passing their [59:50] budget and be able to during [59:51] the year have some input [59:52] through the PRESIDENT And [59:55] those appointments. Number 2, [59:58] the library again, 40 plus [59:58] million dollars as we face the [1:00:00] budget. We're about ready to [1:00:01] get into. We have a lot [1:00:02] parades all over this [1:00:07] community. I believe the city [1:00:07] council through our PRESIDENT [1:00:10] Should have appointments to [1:00:12] address issues within the [1:00:14] library system. I've raised [1:00:14] him in the budget process for [1:00:19] several years. We've got the [1:00:20] Internet. We've got chatgpt [1:00:23] and we're still using the same [1:00:23] library system essentially [1:00:25] that we've used for the last [1:00:28] 50 years. We've got small [1:00:29] libraries. We've got big [1:00:30] libraries. We've got big [1:00:30] decisions to make library [1:00:35] system. I want the city [1:00:36] council to have the ability to [1:00:41] make appointments. Both these [1:00:42] bills respect the strong [1:00:42] Merrill, former of our [1:00:44] government. That was very [1:00:48] important to me. As MR. Factor [1:00:52] said in his analysis. That's [1:00:52] council PRESIDENT Gets 3 of [1:00:56] the 7 for the school board and [1:00:57] 5 of the 12 on the Library [1:00:59] Board of trustees. Number 2, [1:01:01] it we don't get those [1:01:02] appointments until somebody [1:01:05] rolls off. I'm not trying and [1:01:05] too distraught kha or the [1:01:13] school board. Or the library. [1:01:14] Gradually council PRESIDENT, [1:01:15] we get those appointments [1:01:18] people rolled off. And I think [1:01:18] that's important to recognize [1:01:23] is part of this bill. We are [1:01:23] not taking power away from [1:01:27] anybody. I keep hearing that [1:01:31] this bill is for his forever. [1:01:31] I have one year left on this [1:01:32] council. I'm not going to make [1:01:38] any appointments. And it's for [1:01:40] future mayors as well. So this [1:01:42] is not a one-year bill taking [1:01:43] power away from this mayor. [1:01:44] This is legislation that will [1:01:51] go on pass this. All future [1:01:53] cow. All future mayors will [1:01:54] buy buy this, whether they're [1:01:55] Republicans or Democrats in [1:01:56] the same with the City [1:01:57] Council. I think it's a good [1:02:01] bill. It's a fair deal. It's a [1:02:02] fair deal to the mayor. And [1:02:04] it's a fair bill to the city [1:02:05] council. We should have these [1:02:06] appointments. Thank you very [1:02:08] much, MISTER PRESIDENT. [1:02:10] >> Thank you. Pat presents a [1:02:20] loan that's you're recognized. [1:02:21] >> Thank you, MR. PRESIDENT, [1:02:21] thank you to adopt the same [1:02:22] for bringing the bill. Thank [1:02:28] you, too. MR. Factor for his [1:02:29] diligence in the finding [1:02:31] responsibility in the fact [1:02:33] that concluding the [1:02:34] legislation does not violate [1:02:38] the city charter. If you can't [1:02:41] speak to the one my dad was [1:02:41] 93. He was having some vision [1:02:43] or issues, but he would get in [1:02:48] his car and drive. And I asked [1:02:49] him, why are you doing that? [1:02:50] How you able to do it? He said [1:02:51] son, I between the white [1:02:55] lines. I'm one of those who [1:02:55] believe in staying in your [1:02:56] lane. [1:02:58] >> And [1:03:01] >> for some reason in my [1:03:04] spirit, this bill seems like [1:03:05] it's one of those that because [1:03:12] we can. I'm just the opposite [1:03:13] because we can doesn't mean we [1:03:17] should. So I'm going to vote. [1:03:19] It's probably going to pass. [1:03:20] But that's the reason for my [1:03:22] no vote. Thank you. PRESIDENT [1:03:28] Carlucci. I don't think I [1:03:29] could have said it any better [1:03:35] than. COUNCILMAN America. One [1:03:36] of the next boards we don't [1:03:39] build into. And by the way, we [1:03:41] do have checks and balances. [1:03:42] We there was plumber. The came [1:03:45] up to the library board we [1:03:48] needed a partner. So mayor had [1:03:49] to go back and find somebody [1:03:57] else. I air reaches out to us. [1:03:58] For help and putting police in [1:04:04] to these. Committees and so [1:04:08] forth commissions. Something [1:04:10] about kids Hope Alliance. Last [1:04:13] year, too. Also those that [1:04:20] make this bill feel right. And [1:04:21] like, I don't want to go into [1:04:22] detail on as I don't want to. [1:04:27] But but I just just didn't [1:04:28] feel like right thing to do. [1:04:33] And it will pass. But mistake, [1:04:34] don't think it's fixing [1:04:37] anything. It's a little bit. I [1:04:38] think we're going to start [1:04:39] looking at, you know what, [1:04:41] we're going to. But we're [1:04:43] going to have a point us to. [1:04:48] We should look at all of them. [1:04:48] This is a little w# [1:04:48] # [1:04:48] # [1:04:48] # [1:04:49] nilly [1:04:51] to me. Go into these 2. Well, [1:04:55] what's going to be next? This [1:04:58] is not our line. We always [1:04:59] trying to reach over and [1:05:01] getting executives line. So we [1:05:03] try to do certain people try [1:05:06] to do appear. We just need to [1:05:07] stick to our knitting and do [1:05:13] our job. We we do that. We do [1:05:14] a good job for the city, but [1:05:18] we always trying to trying to [1:05:19] investigate are always trying [1:05:21] to get somebody else business [1:05:21] mayor's business. That's what [1:05:23] we're doing here. I'm just [1:05:25] just going over all that [1:05:28] Thanks. COUNCILWOMAN Clark [1:05:34] murdered. [1:05:35] >> Thank you. Carrico. I'm [1:05:38] very glad to hear that the [1:05:39] introduce have this bill has [1:05:40] changed rhetoric because when [1:05:43] he first talked about it some [1:05:44] months ago and it does seem [1:05:44] like 6 months out things been [1:05:46] that long. But it does seem [1:05:48] like a long time ago he [1:05:49] exclaimed that the man was [1:05:53] taking away power. Without [1:05:55] considering the fact that once [1:05:56] again kj kj Board was [1:05:57] established by Mayor Lenny [1:05:59] Curry. It goes without saying, [1:06:00] but I would say anyway. I'm [1:06:03] not going to support the bill. [1:06:05] I'm not going to support the [1:06:06] bill that many of the reasons [1:06:07] that MISTER Carlucci get. [1:06:07] She's me councilmember met to [1:06:11] mention. It seems unnecessary [1:06:11] and it concerns me in looking [1:06:17] at the 5, you term data data [1:06:18] that that we use an edge in [1:06:20] the education. Well, the [1:06:25] amount of money. Supplied to [1:06:27] kj has gone from 35 Million. [1:06:35] 2, 60 million less. COUNCILMAN [1:06:37] Landon. And with that comes [1:06:37] actually concerns and my [1:06:41] opinion. And I think the fact [1:06:42] that the might the mayor gets [1:06:43] to a point and we get to come [1:06:46] from is a perfect setup. [1:06:48] Doesn't. It gives us that [1:06:49] check and balance. So we as a [1:06:50] council, we do have a say. So [1:06:52] as to who goes on the board [1:06:53] and I think that's fair, it's [1:06:57] very as it is. So with this [1:06:58] particular scenario, it's [1:07:01] going to be the mayor point [1:07:03] and we can from and then we [1:07:03] appoint the PRESIDENT A point [1:07:05] and then we come from. That [1:07:06] seems to be out of balance in [1:07:08] my opinion. The other things [1:07:10] that were said is that that [1:07:12] would not engage. We are there [1:07:14] are several problems up. It [1:07:16] was nice to the library that [1:07:16] the council Tuesday, the [1:07:19] introduce of this bill mention [1:07:19] those problems can be solved [1:07:22] without changing kj. In fact, [1:07:23] those bombs going to all been [1:07:24] the interim since you've been [1:07:26] on council. So once again, I [1:07:27] will not be supporting this [1:07:30] bill. Thank you. All right. No [1:07:31] one else is in the queue. [1:07:32] Please open about record [1:07:45] about. [1:07:48] >> 9 yeas, 6 nays. And [1:09:55] as a 23 year social studies [1:09:58] teacher, I would like to say [1:09:59] this is what Representative [1:10:02] democracy looks like. I think [1:10:04] the education, education, [1:10:05] staff professionals, Duval [1:10:05] County for speaking out in [1:10:06] favor of the resolution [1:10:08] regarding the windmill. And [1:10:09] I'm very grateful to our City [1:10:12] Council for listening. This is [1:10:13] how I want us to move forward [1:10:15] and keep the momentum for our [1:10:18] a grade school system and keep [1:10:19] the momentum moving forward [1:10:20] for teach teachers and for [1:10:21] students. Our community. Thank [1:10:22] you. City Council, thank u [1:10:30] next up the on a [1:10:30] >> Hi there. I'm gm's Newell I [1:10:36] is on fire. I am resident of [1:10:38] Jacksonville Duval County [1:10:38] school psychologist. I'm one [1:10:41] of the hundreds of students [1:10:41] support professionals to [1:10:42] recruitment and retention [1:10:43] depend in part on the millage [1:10:45] funding. The school, [1:10:47] psychologists and other [1:10:49] special fix social workers [1:10:49] between but physical [1:10:50] therapists, occupational [1:10:52] therapists provide critical [1:10:54] services to students and [1:10:57] families private schools, [1:10:57] charter schools and home [1:11:01] education. We serve students [1:11:02] in hospitals, residential [1:11:03] treatment and juvenile justice [1:11:06] settings. We provide early [1:11:07] interventions, preschoolers [1:11:10] throughout the community and [1:11:11] we serve military families, [1:11:12] many of whom come to [1:11:13] Jacksonville specifically for [1:11:14] the supports for students with [1:11:18] special needs. The work. We do [1:11:19] impacts the broader [1:11:19] Jacksonville community and not [1:11:22] just our public schools. So [1:11:22] tonight, I want to thank you [1:11:24] for giving voters the [1:11:26] opportunity to consider this [1:11:27] measure and giving us the [1:11:28] chance to make your case [1:11:29] directly to the community we [1:11:29] serve. Thank you. [1:11:30] >> Thank you. MISS Katie [1:11:36] Hathaway. [1:11:37] >> Good evening, Kitty. [1:11:39] Happily addresses on file. I'm [1:11:40] here as a frustrated resident [1:11:42] watching politicians from [1:11:43] Tallahassee come to our city [1:11:44] and recycle talking points [1:11:46] about wasteful spending. Well, [1:11:48] offering no specifics or [1:11:50] solutions. And let's remember [1:11:51] how our local government [1:11:52] works. Jackson was a 19 member [1:11:54] City Council. This council [1:11:54] controls the budget process. [1:11:57] They review it and then they [1:11:58] ultimately approve how [1:11:59] taxpayer dollars are being [1:12:01] spent in the city. So if we're [1:12:02] going to have an honest [1:12:03] conversation about spending, [1:12:04] let's have one that's based on [1:12:07] facts, not political theater. [1:12:08] And let's also remember that [1:12:10] the people, Jacksonville elect [1:12:11] local people, leaders to make [1:12:13] local decisions and local [1:12:15] control matters. The people [1:12:16] who live work, raise families [1:12:17] and run businesses here. [1:12:18] Understand our community's [1:12:20] needs better than politicians [1:12:21] dropping in from Tallahassee [1:12:25] for a press conference is [1:12:26] investing in youth programs, [1:12:27] parks, libraries, neighborhood [1:12:27] improvements, housing, senior [1:12:29] and veteran programs and [1:12:30] services that help families [1:12:33] thrive is considered wasteful. [1:12:35] That I think most Jacksonville [1:12:36] residents would disagree. [1:12:37] Jacksonville's growing and [1:12:37] thriving because of the work [1:12:38] being done across the city. [1:12:39] And I appreciate the [1:12:41] investments being made to [1:12:42] contribute to our quality of [1:12:43] life and helping Jackson [1:12:44] become one of the best cities [1:12:47] in the Southeast. Yes, we [1:12:48] still face challenges and we [1:12:48] should absolutely have [1:12:49] conversations about how to [1:12:52] spend taxpayer dollars wisely. [1:12:53] But those those conversations [1:12:55] require facts, transparency [1:12:56] and solutions, not political [1:12:58] stunts designed to score [1:12:59] points while providing no [1:13:00] actual plan to move [1:13:01] Jacksonville port. Please go [1:13:02] out and advocate for our [1:13:03] public schools, our teachers [1:13:04] and our kids. Please help get [1:13:05] the Duval schools referendum [1:13:08] across the finish line. Thank [1:13:08] you. [1:13:10] >> Thank u next up, Kathleen [1:13:11] Prayer and then the 5 after [1:13:12] that. Please come on down. [1:13:13] Brian Jefferson, Robert [1:13:16] Stafford, Duchy Stevens, [1:13:16] Brenda Lepenski and to my to [1:13:18] head to spare. [1:13:19] >> My name is Kathleen. Per my [1:13:22] information is on file. All [1:13:22] citizens want prudent and [1:13:25] honest city planning is [1:13:27] neither prudent nor on his [1:13:29] honest to keep changing zoning [1:13:31] codes and land uses. Whenever [1:13:32] demands it, especially when it [1:13:35] will suit only them just as [1:13:36] the city would not allow me to [1:13:38] build a 5,000 Watt radio [1:13:40] station or Pig Irl Dietz owned [1:13:42] property. The city should not [1:13:45] also not allow any developer [1:13:48] to build a 15,000 seat soccer [1:13:49] stadium multiplex on property [1:13:53] currently zoned for rowdy, [1:13:53] especially when this project [1:13:56] will detrimentally impact to [1:13:58] residential neighborhoods. The [1:13:58] stadium developers obviously [1:13:59] don't care that the purpose of [1:14:03] crm owning is to develop [1:14:04] smaller commute, commercial [1:14:05] venues as a gradual transition [1:14:05] from residential to major [1:14:10] commercial. Projects. So it's [1:14:11] up to the city to first look [1:14:13] at the how a project like [1:14:14] this, aka Stadium impact the [1:14:16] surrounding areas and deny the [1:14:18] application at its start since [1:14:20] it drastically harm the [1:14:21] character amenities that make [1:14:23] neighborhoods like fox Chase [1:14:24] Woman Station and wondered [1:14:28] when the helm attractive. If [1:14:30] however, the city authorities [1:14:32] have no problems ruining [1:14:32] comment. Communities like [1:14:34] this. How can we trust him for [1:14:36] anything else? Move the same [1:14:36] soccer stadium to another [1:14:38] location that will not affect [1:14:41] presidential residence. Also [1:14:44] 2026 3, 6, 4, and yes 2026. [1:14:46] '02, to 7. Thank you. [1:14:48] >> next up for and Jefferson. [1:14:53] Followed by Robert Stafford. [1:14:54] >> My name is Brian Jefferson [1:14:57] and my addresses on file. [1:15:00] Gonna keep it quick and 2025 [1:15:01] there were over 5 jso involved [1:15:03] shootings related a mental [1:15:05] health crisis. The community [1:15:06] deserves a guarantee [1:15:08] precautions, ensuring that [1:15:09] they actions of jso officers [1:15:11] will not result in their [1:15:12] death. What they're [1:15:14] experiencing a mental health [1:15:15] crisis. A mental health crisis [1:15:16] should not be a death [1:15:20] sentence. Point blank period. [1:15:23] It's those officers are not [1:15:23] trained to de-escalate and [1:15:24] respond to a mental health [1:15:25] crisis leading to these [1:15:28] incidents again and again. And [1:15:30] we see that jso is, but it is [1:15:31] continuing to grow and grow [1:15:32] being the lion's share of the [1:15:35] city's budget every year. But [1:15:38] we do not see any additional [1:15:39] care put into mental health [1:15:41] responses. And one of the [1:15:41] victims of this lack of care [1:15:44] was Rashad Martin. He was 32 [1:15:46] years old and he was diagnosed [1:15:47] with schizophrenia. His family [1:15:50] called 9-1-1 and OCTOBER 2025. [1:15:51] And his mother didn't want him [1:15:53] arrested. You want to come [1:15:53] help? Martin ran in tripped [1:15:57] and was detained. So Jane [1:16:14] Stolz obviously the jcc is the [1:16:15] man to simple. We want to see [1:16:17] the creation of a permanent [1:16:19] mental health emergency [1:16:20] response. Team professionals [1:16:20] instead of police officers to [1:16:21] spawned these situations. We [1:16:23] want to see the enforcement. [1:16:24] Thank you, sir. Next up, [1:16:26] Robert Stafford. [1:18:29] They came out yesterday. These [1:18:30] 2 occasion booties and the [1:18:32] lack of cheat random only [1:18:33] probably get from the thrift [1:18:34] shop shop. Don't have to take [1:18:34] the blaze up and getting [1:18:38] shopping. And they keep [1:18:40] hitting that 1000 with the [1:18:43] Federal 5 in Washington, D.C., [1:18:44] as they battle plate, you can [1:18:45] touch the but I can show you [1:18:48] the books. And even though [1:18:50] that could always on the side [1:18:52] walls, people get trip and [1:18:52] fall of the unified on this. [1:18:54] That what with the blow then [1:18:56] come out there with the blow [1:18:58] percent needed. It was month [1:18:58] in MARCH. They never go there [1:19:03] at all. Been this from the [1:19:14] moment it could end up on the [1:19:15] 8 the city doing is who they [1:19:18] have Where the show this [1:19:18] federal government-funded tune [1:19:19] a bit. Brenda [1:19:56] Lepenski. [1:19:58] >> My name is Brian. The [1:19:58] Penske and I'm here to speak [1:20:01] in support of the freedom to [1:20:01] garden at my address is 9, 3, [1:20:08] 6, 3 old Plank Road 3, 2, 2, [1:20:09] 2, 0, I'm the owner operator [1:20:10] down to Earth organic farm on [1:20:12] Old Plank Road on the West [1:20:14] Side. And I have my life and I [1:20:15] started our farm nearly 20 [1:20:16] years ago and were amazed at [1:20:21] the demand that people had for [1:20:22] a source of local clean [1:20:26] organic Lee grown food. There [1:20:27] are not many local growers 20 [1:20:29] years ago in fast forward to [1:20:30] today. And they're still are [1:20:31] not very many growers for city [1:20:32] of Marion. Nearly a million [1:20:35] people. They're like likely [1:20:36] lots of reasons for this. But [1:20:39] there are examples of [1:20:40] small-scale growers having to [1:20:41] deal with various bureaucratic [1:20:42] and code problems that are too [1:20:44] arduous are complex to [1:20:47] navigate or an evenly applied. [1:20:49] My farm is blessed to be zoned [1:20:51] ag, but we need to create a [1:20:52] better environment for micro [1:20:54] farms and community gardens to [1:20:55] thrive. A group of us are here [1:20:58] to ask meaningful reform. [1:21:00] They'll help small growers and [1:21:01] community gardeners alike have [1:21:02] a clear path to helping us [1:21:04] feed ourselves as a city. [1:21:05] Please push forward and [1:21:06] support the Freedom to Garden [1:21:09] Act. [1:21:10] >> Thank u next step. Theresa [1:21:11] Myers in the 5 after that will [1:21:14] be Susan Grandin Barry Cotter, [1:21:17] Monique Sampson. Tammy Brock [1:21:19] Sevens and on the Western [1:21:20] church. Theresa Myers, are you [1:21:23] here? Save her cards season [1:21:27] granted. Susan Grant and here. [1:21:32] There. And then after season [1:21:41] will be Barry Cotter. [1:21:42] >> Good evening [1:21:43] Councilmembers. Susan Grand [1:21:45] and my addresses on file. I'm [1:21:46] representing on scenic [1:21:50] Jacksonville this evening and [1:21:52] opposition to ordinance 2026, [1:21:54] 3.63 as it's currently [1:21:56] drafted. We think that there's [1:21:57] some room for improvement on [1:22:00] this one. We really hope that [1:22:01] you guys will different [1:22:02] tonight or postpone it. [1:22:05] Whatever nomenclature might be [1:22:06] because we see Jacksonville [1:22:08] really does want to fish [1:22:10] accountable development plans, [1:22:12] review and inspections. And [1:22:16] the 3.63 what it does if you [1:22:17] don't know what that number [1:22:19] means, it's it allows private [1:22:20] providers to review plans that [1:22:23] are submitted to development [1:22:25] services and to do building [1:22:26] inspections. Well, that's good [1:22:27] in some disciplines. I believe [1:22:30] that the bill goes too far. [1:22:32] The state statute that its [1:22:32] pattern after limits, the [1:22:36] private providers to [1:22:37] architects, engineers and [1:22:38] building codes, [1:22:40] administrators. It doesn't go [1:22:41] as far as landscape, [1:22:42] architects or arborists that [1:22:47] type of thing. It does go too [1:22:49] far. And I really think it [1:22:51] needs more clarification more [1:22:52] work, which I think the public [1:22:55] works. Department working with [1:22:56] the Councilmember Diamond. [1:22:57] He's not here tonight to work [1:23:01] on that. So we really hope [1:23:01] that it could be postponed and [1:23:04] even go back to committee and [1:23:05] in looking at the substitutes [1:23:07] from Eli's Ian rules, which [1:23:09] were the bill is hard to get a [1:23:11] hold of to begin with because [1:23:15] things weren't going thank u. [1:23:18] Next up their economy. [1:23:18] >> And that'll be Monique [1:23:21] Simpson after MR. Carter. [1:23:24] >> Ok, my name Harry Potter [1:23:26] addresses on file? Well, I was [1:23:28] going to talk about asking you [1:23:31] to take steps to a teacher But [1:23:32] I guess now just say thank [1:23:36] you. I know one thing to say. [1:23:39] Now to say thank you I want to [1:23:41] make a comment about the other [1:23:47] big tax cut l Tallahassee hate [1:23:48] to be any people working on [1:23:52] that [1:23:53] >> thank u next step Money. [1:23:57] Sampson. And after missing. So [1:23:57] be Tammy Wynette. Brock [1:24:10] Sevens. [1:24:11] >> Okay. That was little [1:24:12] strange but had to start about [1:24:15] the place. My back there. [1:24:15] >> Hi, my name is Monique [1:24:16] Sasson. I am a civics teacher. [1:24:18] Mom, home owner, community [1:24:19] member and a proud member of [1:24:20] Duval Teachers United as well [1:24:22] as a union steward. And I came [1:24:23] prepared to to put the ballot [1:24:24] and thankfully all did so. I [1:24:25] wanted to kind of talk about [1:24:28] how it has impacted by family. [1:24:29] >> So my daughter, Atala [1:24:30] Sampson, she has autism and [1:24:32] she goes to Garden City [1:24:32] Elementary in the preschool [1:24:34] disabilities program has one [1:24:36] of the school psychologist [1:24:37] talking about earlier and she [1:24:40] had a teacher and a speech [1:24:41] Colleges and a pair of the [1:24:41] entire year for some people. [1:24:42] That's not a big deal. But it [1:24:44] was a super duper, big deal [1:24:46] because and dcps before the [1:24:47] mail by DECEMBER 5 to 6 [1:24:47] teachers will be gone by [1:24:48] MARCH. Another 2 to 3 in the [1:24:49] reason because they couldn't [1:24:52] take the low pay the long [1:24:52] hours and the lack of respect [1:24:54] that after the mill, our [1:24:56] schools are really well [1:24:57] staffed. Okay. I can go on [1:24:57] vacation. I could do all the [1:24:59] stuff and not have to worry [1:25:01] about staffing and for [1:25:03] household because a lot of [1:25:04] people think it means getting [1:25:05] rich. I mean, I'm expanding [1:25:06] our family, welcoming our son [1:25:07] a few months ago been [1:25:08] establishing a college fund [1:25:09] for our daughter through [1:25:10] Florida, prepaid and catching [1:25:12] up on bills being able to buy [1:25:13] pencils can be a most [1:25:13] importantly, be over and for [1:25:15] my students without worrying [1:25:16] about breaking the bank, that [1:25:17] bill has changed so much for [1:25:18] our family. And it's we're [1:25:19] keeping it as a homeowner. I [1:25:20] can confidently say that. I [1:25:21] don't mind paying a little bit [1:25:22] more on the front in to save [1:25:23] money on the back in and we [1:25:24] will save money by having [1:25:25] fully staffed schools. And we [1:25:25] do that by making sure school [1:25:28] staff is appreciated. [1:25:29] >> Also on another note, as a [1:25:30] community member, I say like [1:25:31] Connor, speak in support of [1:25:32] mental health emergency [1:25:33] response team being fought for [1:25:34] by the Jacks will community [1:25:35] Action Committee. Thank you so [1:25:37] much of an agreement or so. [1:25:38] >> Thank you, Tammy Wynette, [1:25:39] Brock Sevens and then don't [1:25:41] Stretch is Tammy here. Okay. [1:25:49] Donna. West Church. [1:25:53] >> My name is Donna. Less [1:25:54] strict. My address is on file. [1:25:55] I am Marine science teacher at [1:25:56] Fletcher High School. I'm just [1:25:57] like everybody else here [1:26:00] wearing red. I came here. Ask [1:26:01] you to put the one no [1:26:01] referendum ballot. You did [1:26:03] that. Thank you so much. So I [1:26:06] just want to remind everybody [1:26:09] what the one no means. It's [1:26:10] not only a teacher's salary [1:26:15] supplement. It also provides a [1:26:16] supplement for our jso [1:26:16] officers and our school [1:26:19] guardians. It also pays for [1:26:21] band uniforms. Track updates, [1:26:28] football fields. So thank you. [1:26:30] Thank you. From all the [1:26:31] teachers. Thank you. From the [1:26:34] jso officers. Thank you from [1:26:36] the students. Appreciate your [1:26:36] efforts. And let's tell all of [1:26:37] our friends to vote for the [1:26:38] referendum. Thank you so much [1:26:40] for your time. [1:26:41] >> Thank you. Last call here [1:26:43] for Tammy Wynette. Rocks, [1:26:43] Evans or Theresa Myers. Are [1:26:48] you out there? Ms Rocks. Evans [1:26:49] was here to speak about the [1:26:49] referendum and this Myers to [1:26:52] not fill out anything next. [1:26:53] Speakers please come on down [1:26:54] this Cindy Pearson, Frank. [1:26:56] While Meyer, Tiffany Clark. [1:27:00] Carry bags. And Nathan [1:27:08] Valentina, Pearson. [1:27:11] >> I think the Pierce address [1:27:14] on file. I stayed to say thank [1:27:16] you. First of all, I want to [1:27:18] say thank you to COUNCILMAN [1:27:19] Areas and COUNCILMAN Matt [1:27:21] Carlucci and COUNCILWOMAN Tara [1:27:23] Clark. Murray for the meetings [1:27:24] on Friday. I think that was an [1:27:27] example of good governance and [1:27:29] of us being able to work [1:27:30] together. You had questions we [1:27:30] came. We answered questions. [1:27:33] We put the call out to the [1:27:35] community to come and they [1:27:37] showed up. And so I really [1:27:40] appreciate voicing your [1:27:41] questions. And then listening [1:27:42] to the answers and letting it [1:27:43] your heart and your minds on [1:27:46] the topic. Secondly, I want to [1:27:48] say thank you for the [1:27:49] unanimous vote. That's really, [1:27:53] really important. And I. I [1:27:53] appreciate that. Thank you for [1:27:56] the unanimous vote. The 3rd [1:27:57] thing I want to do is try to [1:27:57] persuade you to join me in [1:28:01] NOVEMBER of voting for the one [1:28:01] male when it comes the renewal [1:28:02] and it comes on the ballot. [1:28:06] I'll give you a few fast facts [1:28:08] on that per statute. We share [1:28:11] the with our charter partners [1:28:12] based on a student allocations [1:28:13] that 80% of what's collected [1:28:17] goes to dcps. 20% goes to our [1:28:17] charter partners of the [1:28:21] portion that dcps gets. 75% go [1:28:22] for salary enhancement. You've [1:28:24] heard it's for teachers, but [1:28:26] also for Sro's for Peres for [1:28:28] other workers in the schools. [1:28:32] And in the school system, [1:28:33] 12.5% goes for arts and Hance [1:28:36] months. 12.5% goes for [1:28:37] athletics enhancements. The [1:28:37] board votes on the [1:28:39] expenditures. Well, that went [1:28:43] off. Thank you. MISS Pearson. [1:28:45] And that was about a MR. [1:28:53] Frank. Well, there. [1:28:54] >> All right. Good evening. My [1:28:55] name is Frank Walmart. [1:29:17] Similarly as a steam public [1:29:18] servants, y'all are stewards [1:29:23] of our great city. I know you [1:29:24] take very seriously your [1:29:25] responsibility to do what is [1:29:28] right and what is good. I'm [1:29:29] here tonight to support, [1:29:32] encourage the free to Garden [1:29:33] Act, which will make community [1:29:36] and market gardens permissible [1:29:36] by right and our great city of [1:29:40] Jacksonville. Gardening is [1:29:41] good. Fresh fruits and [1:29:44] vegetables are good. Growing [1:29:46] food and food deserts is good [1:29:49] food, resilience is good. [1:29:50] Eliminating unnecessary [1:29:54] bureaucratic red tape is good, [1:29:55] supporting beneficial uses of [1:29:56] personal property is good. The [1:30:02] free to Garden Act is good. [1:30:02] That's why last night at its [1:30:03] monthly meeting, the Duval [1:30:06] County Farm Bureau, one of the [1:30:06] leading advocates for [1:30:10] agriculture in Duval County [1:30:10] voted unanimously in support [1:30:13] of the free to guard Matt. I [1:30:15] sincerely thank you all. For [1:30:18] the time and consideration and [1:30:20] whoa when the Fredy Guarin Act [1:30:21] put forward, it will have 19 [1:30:23] sponsors. We [1:32:56] want our say Clu, but the [1:32:57] fight for permission to grow [1:32:58] food within for our neighbors [1:33:01] goes way beyond farm 3. For [1:33:02] example, our journey took half [1:33:03] as long as that of Clara White [1:33:04] mission to secure a clu for [1:33:06] his farm and market back in [1:33:07] 2014, they began throwing food [1:33:10] for the community in 2010, [1:33:11] stepping back even further. [1:33:12] The Ifas ag Extension [1:33:14] Community Garden has been [1:33:15] providing garden plots for [1:33:16] members of the community since [1:33:19] 1977, it does not and never [1:33:19] has had legal permission to [1:33:22] operate under zoning code. It [1:33:23] should not be this hard to [1:33:24] grow food with and for our [1:33:27] neighbors. That's why thank [1:33:29] you, sir. Thank you. Our next [1:33:32] 5 are Alex Weist. Denise [1:33:33] Scott. [1:33:35] >> Joseph George Ruth Thompson [1:33:39] and Jennifer Leggett. Sir Alex [1:33:39] Weist. He MAY go when you get [1:33:43] to the podium. It's a let [1:33:46] weeds but that's okay. [1:33:48] >> Good evening. My name is [1:33:49] left. We stand up representing [1:33:53] myself just food network. Had [1:33:54] just file. I'm here tonight to [1:33:56] support, encourage the free to [1:33:58] Garden Act, which will make [1:33:58] community market gardens [1:34:00] permissible by Wright in [1:34:02] Jacksonville. Community [1:34:02] Gardens provide fresh, healthy [1:34:05] food to neighbors who need it. [1:34:06] Right now. Nathan Valentine [1:34:08] has hundreds of families. He's [1:34:09] waiting list who want to [1:34:10] patronize this community [1:34:12] gardens, including myself. [1:34:13] Even though I'm not currently [1:34:16] patronizing community garden. [1:34:17] I do a landmark of gardens and [1:34:18] our farmers Markets, Timor, [1:34:21] market garden vendors. Arline [1:34:22] market garden vendors from my [1:34:25] organic produce because usda [1:34:27] organic is no longer reliable. [1:34:31] >> As organic food becomes [1:34:32] unreliable, grocery store [1:34:32] prices go up. We need to let [1:34:33] market gardens and community [1:34:35] gardens the cut down costs and [1:34:36] have healthy and sustainable [1:34:40] practices. We have global [1:34:42] supply lines disrupted food [1:34:44] prices on the rise, organic [1:34:45] produce. The grocery store is [1:34:45] becoming increasingly [1:34:47] unreliable. Local community [1:34:49] market gardeners would be well [1:34:49] positioned to help insulate us [1:34:51] from these problems when they [1:34:52] arise. Please help us pass the [1:34:54] free to Garnet. Thank you. [1:34:58] Thank you. Denise Gott. I not [1:35:08] know that she's [1:35:08] >> good evening. My name is [1:35:09] Denise Qaeda. Us with a lot [1:35:26] of time because you only job [1:35:27] was to put the referendum on [1:35:30] the ballot. That's it. And let [1:35:32] the people decide to hand I [1:35:36] You just get too much the end. [1:35:37] The people see why you all [1:35:40] won't support that 4 men that [1:35:42] by from Com hit dog surely [1:35:44] will holler. You don't want [1:35:45] checks and balances. Integrity [1:35:46] is doing the right thing when [1:35:49] no one is watching to say no [1:35:50] different than on Carrico said [1:35:53] that Missus to j a board [1:35:53] member. [1:35:54] >> You all love drama. You're [1:36:00] corrupt. Let's see what else I [1:36:02] realize that this council and [1:36:05] j it seems like it. So [1:36:05] COUNCILMAN On Salem, since you [1:36:09] are the liaison, you need to [1:36:10] remind it that board that this [1:36:12] is the public on facility. The [1:36:13] people want them to collect [1:36:16] those overdue fees. Now, when [1:36:17] the working class people can't [1:36:20] pay their bills, we have 2 [1:36:22] options. We even make a [1:36:22] payment arrangement. And when [1:36:23] that payment arrangement than [1:36:28] than that. Disconnect [1:36:30] services, so get to make a [1:36:31] payment arrangement with the [1:36:32] for those millions of dollars [1:36:34] so we don't have to be have a [1:36:35] rate increase OCTOBER. [1:36:47] >> Joe, Saint George? Good [1:36:49] evening. My name a co a joint. [1:36:50] I'm the PRESIDENT Of North [1:36:51] Florida, Central Labor [1:36:55] Council. My address fau. I [1:38:57] write in Jacksonville. I had a [1:38:58] longer speech. But for one [1:39:01] minute, I'm going can make a [1:39:03] concise. This is a win-win [1:39:05] situation for Jacksonville and [1:39:09] for urban farmers. Farms, [1:39:11] Urban Farms provide community [1:39:16] outreach, community building. [1:39:17] Provides food for expects food [1:39:20] deserts met. Many of the farms [1:39:24] are on. Abandoned properties. [1:39:25] And this month is pollinator [1:39:29] month with the week of JUNE [1:39:30] 22nd through the 27th being [1:39:34] pollinator week. During [1:39:35] pollinator week, 4 million [1:39:38] social media post are given [1:39:42] 700 and official registered [1:39:43] events. 36 state governors and [1:39:45] more than 140 mayors. Next up, Jennifer [1:40:20] Leggett. [1:40:21] >> Good Evening. Council [1:40:23] members. My name is Jennifer [1:40:24] Leggett live in 81 28 Concord [1:40:26] Boulevard West, which is in [1:40:28] Lake Forest. I'm here tonight [1:40:28] to ask for your support for [1:40:32] the Free Garden Act. I am the [1:40:34] chair of the Duval County [1:40:35] Agricultural Council and I am [1:40:36] a member of the Duval County [1:40:40] Farm Bureau board as someone [1:40:40] who has spent decades running [1:40:42] a small business in [1:40:44] Jacksonville. I understand the [1:40:46] importance of having clear [1:40:46] rules that protect [1:40:47] neighborhoods while still [1:40:50] allowing people to freedom to [1:40:50] create building, contribute to [1:40:54] their community. They're free [1:40:56] to creates clear standards and [1:40:58] clear expectations. It [1:40:59] addresses concerns about noise [1:41:00] parking lighting composting [1:41:04] hours of operation. It [1:41:05] supports small-scale locally [1:41:06] owned efforts while ensuring [1:41:08] they remain compatible with [1:41:09] surrounding neighborhoods. [1:41:11] What I appreciate most about [1:41:12] this proposal is that it [1:41:15] strikes a balance. It respects [1:41:17] private property rights [1:41:19] respecting neighbors. It [1:41:20] encourages local [1:41:21] entrepreneurship while [1:41:22] preventing large scale [1:41:23] commercial operations from [1:41:24] moving into residential areas. They [1:42:11] expect their local government [1:42:14] to exercise the same level [1:42:14] discipline and accountability [1:42:17] and the property tax amendment [1:42:18] that will be on NOVEMBER's [1:42:18] ballot is a catalyst to [1:42:21] ensuring this body has the [1:42:24] very tough conversations and [1:42:25] be ready to reduce [1:42:28] significantly reduce funding. [1:42:30] And practice and prioritize [1:42:33] court services. Public safety [1:42:34] Roads, Infrastructure Park's [1:42:35] library. Strange, another core [1:42:36] services should remain the [1:42:39] primary City government. This [1:42:42] body has taken steps forward [1:42:43] to make sure under your [1:42:43] leadership, MISTER PRESIDENT, [1:42:45] that we had in that direction. [1:42:46] I'm confident that under MR. [1:42:47] Vice PRESIDENT's leadership, [1:42:48] we will do the exact same [1:42:52] thing. Taxpayer deserve [1:42:53] confidence that their money is [1:42:54] being invested in the basic [1:42:54] responsibilities of government [1:42:59] beef. 4. It's been elsewhere. [1:43:01] We repeat that for mayor [1:43:01] digging before it has spent [1:43:07] elsewhere. Mark, my words, [1:43:07] Florida will pass relieve as [1:43:09] they historically have. Well, [1:43:12] this body ready. Thank u next [1:43:28] update. A mole. [1:43:29] >> Good evening. My name is [1:43:30] Dana Michelle Mall and on your [1:43:31] Northside neighbor. My address [1:43:33] is all about and I work in [1:43:35] District 10 and the band of [1:43:35] Northside Product, [1:43:36] Jacksonville. And tonight I [1:43:37] can to show some gratitude to [1:43:39] a few council members. First, [1:43:42] I want to thank COUNCILMAN [1:43:45] Matt Carlucci early this year. [1:43:46] Northside upright, like a [1:43:47] torso program with 9 students [1:43:51] standing next to me is Shiloh [1:43:52] Davis. And he's a gradual [1:43:54] rebound, high school. And [1:43:54] expected to Clark Atlanta [1:43:57] University for the fall. Got a [1:43:58] chance meet COUNCILMAN Matt [1:44:00] Carlucci at near to town hall [1:44:01] meeting and he invited to his [1:44:04] office for a fireside chat [1:44:05] about a student's perspective [1:44:06] on local government and the [1:44:06] conditions that their [1:44:07] neighborhood, all of them live [1:44:09] on the North side, we took [1:44:10] photos with him and I just [1:44:11] wanted to tell him thank you [1:44:12] for making his of available to [1:44:14] them and for sharing [1:44:15] information about the page [1:44:16] program. Please public that [1:44:18] that program more. Thank you. [1:44:20] COUNCILMAN Carlucci into your [1:44:21] aging. Also want acknowledge [1:44:23] the council members who voted [1:44:24] yes for resolution. [1:44:26] Twenty-twenty think there are [1:44:28] 3, 5, 6, a bill introduced by [1:44:30] COUNCILMAN Jimmy a district [1:44:31] said in protecting [1:44:32] historically redlined [1:44:32] neighborhoods from the jail of [1:44:33] the future. Thank you again in [1:44:36] the COUNCILMAN, Matt Carlucci [1:44:37] Council want to apart. Mary [1:44:39] COUNCILMAN Reggie Gaffney [1:44:41] junior COUNCILMAN Ruckman [1:44:41] Jonathan and Kathy Najimy. [1:44:43] Introduced a bill. I think [1:44:44] that's because they have all [1:44:45] my neighbors. When I say thank [1:44:47] you. You show to that. What [1:44:51] matters the matters to you. [1:44:51] Thank you. [1:44:53] >> Next up leads Lisa [1:44:54] documents and then the series [1:44:57] you're after. [1:44:58] >> Good evening. I'm Litsa [1:45:02] Dawkins, my addresses on file [1:45:03] scenic Jacksonville supports [1:45:04] sufficient development but we [1:45:05] don't want it to come the [1:45:07] expense of our natural [1:45:08] environment and their 4. We [1:45:09] have serious concerns with [1:45:14] ordinance 2026, 3, 63. The [1:45:15] ordinance appears to expand [1:45:17] beyond with the Florida [1:45:18] statute allows by extending [1:45:19] private review authority into [1:45:21] zoning insight review [1:45:22] functions, not just limited to [1:45:25] the building, code review. [1:45:26] We're especially concerned [1:45:28] about the Tree Mitigation [1:45:29] Review has drafted certified [1:45:31] arborist could approve [1:45:33] mitigation plans while also [1:45:33] financially benefiting from [1:45:36] tree removal work on that same [1:45:37] property, creating a clear [1:45:40] conflict of interest that [1:45:40] threatens the integrity of [1:45:41] Jacksonville Street [1:45:41] protections and mitigation [1:45:45] fund. We respectfully urge the [1:45:47] council to defer this [1:45:48] legislation to require [1:45:49] appropriately licensed [1:45:50] professionals and exempt the [1:45:50] tree mitigation and landscape [1:45:54] review from the ordinance. We [1:45:55] plan on sending more detailed [1:45:56] follow-up with the statutes to [1:45:56] your e-mail. Thank you. [1:46:03] >> Thank you. MRS. [1:46:03] >> We series addresses on [1:46:04] file. I just want to make sure [1:46:07] we have the correct facts [1:46:09] about the jail and courthouse. [1:46:10] I know the last city council [1:46:11] meeting. It was mentioned [1:46:14] that, you know, a majority of [1:46:15] court has held via zoom. That [1:46:17] is absolutely incorrect. There [1:46:18] are some opportunities that [1:46:22] are through zoom, which is [1:46:23] first appearance and then [1:46:23] mental health court. That is [1:46:27] zoom and attorneys can. Do a [1:46:29] motion to appear by zoom. But [1:46:30] usually their clients are out [1:46:33] of jail and they are private [1:46:35] attorneys. If you are a public [1:46:39] defender who works as someone [1:46:40] that goes for many of the [1:46:42] people that are inmates at our [1:46:44] jail, they do not get the [1:46:46] opportunity to do via zoom and [1:46:49] during covid their case [1:46:51] numbers skyrocketed. You might [1:46:51] wonder how I would know this. [1:46:52] I actually use or for the [1:46:53] public defender's office and I [1:46:57] still know people there, MR. [1:46:58] Coburn, I did speak about this [1:47:01] issue and he agrees that that [1:47:04] is not smart to put the jail [1:47:05] out at p farm anywhere. That [1:47:07] isn't a far distance. I am [1:47:11] glad to hear that the you [1:47:12] know, consultants did speak [1:47:13] him a few weeks ago. So at [1:47:14] least they are doing some [1:47:15] movement there. I just think [1:47:17] it's really important. You [1:47:18] guys do you know the facts [1:47:19] that the jail should not be [1:47:22] far from the courthouse. The [1:47:23] courthouse was over billion [1:47:23] dollars. Let's make sure we're [1:47:25] using it and not making our [1:47:28] inmates and citizens have a [1:47:28] more difficult time meeting [1:47:29] with their public defenders [1:47:33] and attorneys. [1:47:34] >> Thank u next up, Addison [1:47:35] Patrick in the 5 after that, [1:47:36] please go ahead and come on [1:47:39] down. Ronnie Burris, Daniel [1:47:40] Kerr z Monica Gold, Lydia Bell [1:47:42] and Shane Tremblay. Is that a [1:47:57] Patrick, here? This Patrick? [1:47:58] >> Good evening, everyone. So [1:48:00] we were out there talking [1:48:01] about the the freedom to [1:48:02] garden David Lazarus. Please [1:48:04] ms Pat. I'm sorry. Addison [1:48:09] Patrick addresses on file. [1:48:10] >> I want to mention zoning [1:48:10] laws are too complicated. Here [1:48:12] we talk about a lot of things [1:48:13] and zoning seems to get in the [1:48:18] way I am not in support of [1:48:20] 2026 Dash, 0, 4, 8, 9 [1:48:22] regarding the homelessness [1:48:23] committee and they're sort [1:48:25] asking for extensions, Alex, [1:48:29] Plain White a later time. I [1:48:32] want to support a voluntary [1:48:33] association here. There's a [1:48:35] good model out of Washington, [1:48:38] D.C., h I p s dot Org is an [1:48:40] organization that does a whole [1:48:41] lot with homelessness and they [1:48:42] do that voluntary with private [1:48:43] donations. And that's [1:48:45] something that I'm seriously [1:48:46] looking into. But other people [1:48:46] in the community on how to [1:48:50] make that happen. And in terms [1:48:52] of the housing shortage, which [1:48:53] and housing issues across the [1:48:55] board. Very important issue [1:48:56] right now. Just want to bring [1:48:59] attention to the the ship and [1:49:03] noticing all of the housing [1:49:05] bills and things on this [1:49:06] agenda were rushing to spend [1:49:08] all of this money before the [1:49:09] state pulls it back. We need [1:49:09] to be more effective with how [1:49:12] we spend our money so we can [1:49:13] spend was actually being [1:49:15] allocated to us. Thank you. [1:49:19] >> Thank you, MR. A neighbors. [1:49:20] And then Daniel Kerr z will be [1:49:27] after MR. Merz. [1:49:30] >> My name is Ronnie Burleson [1:49:30] my addresses on file the [1:49:34] business manager local 6.30, [1:49:36] And all of you have heard from [1:49:40] me talk about. The situation [1:49:42] that we currently are [1:49:44] experiencing with negotiations [1:49:46] for a year. We've been in [1:49:50] negotiations. I want to talk [1:49:52] to you also about is tonight. [1:49:54] Is that I'm not just a [1:49:55] business manager. I came to [1:49:56] work for the city of [1:50:00] Jacksonville, Slash j a [1:50:03] AUGUST. 26 1983. I retired MAY [1:50:09] first 2010. So I live the life [1:50:14] of and employee of j. I was [1:50:16] offered the job as business [1:50:17] manager in 2015, I came back [1:50:21] to work. I came to work as a [1:50:27] business manager. And I know [1:50:28] and I you've heard me tell you [1:50:29] that how important these [1:50:32] people are. The people that I [1:50:35] represent are to this. It. But [1:50:37] when we sit down to negotiate [1:50:38] a contract, we take you into [1:50:40] consideration as the governing [1:50:44] body. We take the public into [1:50:46] consideration and we also take [1:50:50] in the public. Because they [1:50:53] everybody pays that bill. And [1:50:57] so it's important to us. [1:50:57] Thanks. Things to burst, [1:50:58] Daniel Kerr z? [1:51:00] >> You're next. And then [1:51:06] Monica Gold. [1:51:06] >> Good evening. My name [1:51:08] Daniel Kerr is the address on [1:51:09] file. I appreciate the [1:51:10] opportunity speak with you on [1:51:13] your touching this evening. A [1:51:14] field coordinator with [1:51:15] lighting is regional [1:51:15] organizing department. We [1:51:18] cover 9 states. I worked [1:51:21] closely with local 6.30, in [1:51:22] the hardworking women and men [1:51:23] that are highly skilled [1:51:23] professionals dressed in [1:51:24] orange here in the back of [1:51:29] room. As you heard and let you [1:51:30] know where at an impasse in [1:51:31] negotiations largely regarding [1:51:34] wages. I've worked with union [1:51:35] members around the region [1:51:37] around the country and I can [1:51:40] tell you the situation with [1:51:42] like, you know, is not that [1:51:44] complicated. Our members in [1:51:45] the workforce and to close an [1:51:48] ongoing pay despaired. The [1:51:50] situation is our members [1:51:51] perform nearly identical tasks [1:51:52] and duties as some other [1:51:55] employees with utility except [1:51:57] our between 5 and $19 an hour [1:52:02] less per hour. The special [1:52:03] magistrate process begins here [1:52:03] in a couple of weeks to [1:52:06] address this impasse. After [1:52:07] that, this council decides [1:52:10] what happens next. What we're [1:52:11] asking is simple. Please look [1:52:14] at the facts. Jay, a zone. [1:52:15] Vatican show you that the wage [1:52:18] disparity exists. The proposal [1:52:21] on the table is reasonable. [1:52:23] And what we're asking is that [1:52:26] you recognize that [1:52:27] Jacksonville deserves utility [1:52:27] whose workforce feels [1:52:30] respected. And before long, [1:52:31] this council is gonna be able [1:52:32] to make that happen. Thank you [1:52:35] for your time. Thank u next [1:52:35] up, Monica Gold. And then [1:52:42] Lydia. Do. [1:52:43] >> Hello. Hello. My name is [1:52:44] Monica Gold. My addresses on [1:52:46] file. I've just include [1:52:47] concluded my 7th year teaching [1:52:49] in Duval County Public [1:52:51] Schools. [1:52:51] >> I've been an esl teacher [1:52:52] and English language arts [1:52:54] teacher Esau teacher. And this [1:52:55] year I was honored to be a [1:52:56] district finalists for Teacher [1:52:59] of the year. When I began [1:53:00] working at my school, it [1:53:01] deemed a turnaround school, [1:53:03] meaning it had a failing [1:53:04] grade. My school is now just [1:53:06] points away from being a b [1:53:08] school. Tribute this growth to [1:53:09] the teacher attention at my [1:53:11] school and I would attribute [1:53:11] the teacher attention to the [1:53:14] mill rate referendum. The [1:53:16] teachers in my building or [1:53:17] some of the smartest, most [1:53:17] resource. One multi talented [1:53:20] people. I know they could [1:53:21] successfully pursue any career [1:53:23] path yet they have elected to [1:53:24] teach year after year despite [1:53:25] Florida being last in the [1:53:28] country for teacher pay. I [1:53:29] urge City Council to do more [1:53:30] than just allow this to be [1:53:32] voted Urge City Council to [1:53:34] help this referendum passed in [1:53:36] NOVEMBER. Please show up in a [1:53:36] meaningful way for public [1:53:39] school. Teachers and students. [1:53:41] Also as a proud union member [1:53:42] and building Stuart, I extend [1:53:44] my solidarity to my union [1:53:44] siblings here tonight, [1:53:45] demanding better wages and [1:53:46] conditions. Thank you. Thank [1:53:53] you. MISS Levy ago. [1:53:53] >> That evening that bill [1:53:57] addresses on file my way down. [1:53:58] I asked myself what would make [1:54:00] a better Jacksonville. And I [1:54:02] think a better Jacksonville [1:54:02] will be elected officials. [1:54:06] Betty elected officials. [1:54:07] >> Kiahnna column. [1:54:08] >> It's sitting in jail due in [1:54:13] 60 days in jail. 3 years [1:54:14] probation for coming to a city [1:54:14] council meeting where he [1:54:18] almost got his snake broken. [1:54:19] It is a shame that you have [1:54:21] allowed this to happen. And [1:54:21] then last week you all voted [1:54:26] on the resolution cannot place [1:54:29] a jail in Riyadh, landing [1:54:31] area. You say let the process [1:54:32] pad process already passed. [1:54:33] You already pay some the [1:54:36] Bamiyan dollars People are [1:54:37] dying over there in London or [1:54:38] are rated brought a morgue [1:54:40] over there. You are rated, [1:54:43] bro, all of the local stores [1:54:44] over there. So the process has [1:54:45] already passed. What you could [1:54:48] have done is stop the real [1:54:49] landing process. Lot of people [1:54:52] being having a jail over [1:54:55] there. There's no place on an [1:54:56] off that if you really wanted [1:54:57] to say this is what's going to [1:55:00] happen, you pay 750,002 a [1:55:01] outside. So it's way you get [1:55:02] some better protect appeal. [1:55:04] Then you're going to say, [1:55:06] well, they selected than [1:55:08] offset. Then you're going to [1:55:09] say, well, if they selected [1:55:11] not said it has to be over on [1:55:12] and Sad thing aside then would [1:55:14] be over there on and off set. [1:55:17] Like I last stand. We need a [1:55:18] parliament because if you're [1:55:19] going to bring that not to [1:55:21] that. We're going to turn this [1:55:24] mother out. [1:55:26] >> Next up, same Tremblay and [1:55:28] then the 5 after Shane Neal [1:55:29] Hendrix, Wells Todd Dragon [1:55:31] Beloit Ryan Delaney and Ashley [1:55:33] McKenzie. Go ahead. MISTER [1:55:37] Tremblay. Change, Travel [1:55:40] address on file. Here today to [1:55:43] speak about my concerns about [1:55:43] safety and free speech and [1:55:46] also waste of city resources. [1:55:47] >> For anyone who is not a [1:55:50] where you can go to Jax psn [1:55:53] Dot Org slash free Connor. [1:55:53] That's Connor one and to see a [1:55:54] video of him getting [1:55:57] brutalized in these chambers. [1:55:58] That same person, Connor Cali [1:56:01] is in jail right now. Connors [1:56:03] not only an innocent man. He's [1:56:04] a union member. He serves the [1:56:07] community. He feeds the [1:56:09] homeless upon his trial. We [1:56:11] were able to get 50 character [1:56:11] letters speaking to the [1:56:14] goodness of Connor Cali Connor [1:56:19] was made an example of that [1:56:21] night and in his trial made an [1:56:21] example of what happens when [1:56:22] you speak against this [1:56:23] council, not for doing [1:56:26] anything actually wrong. And [1:56:27] that example shows us that you [1:56:28] can get 60 days in jail and 3 [1:56:32] years of probation instead of [1:56:34] recognizing the real issue, [1:56:37] which is a violent officers [1:56:37] serving as sergeant of arms in [1:56:39] these chambers officer Aliaga [1:56:40] in particular, who has a [1:56:41] previous domestic violence [1:56:45] injunction against him instead [1:56:47] of the real the city Council [1:56:51] added insult to injury by [1:56:52] requesting a band from Connor [1:56:53] from City Council chambers. [1:56:56] Jason Tilted the specifically [1:56:57] interesting that he's an [1:57:00] attorney and this is a [1:57:01] flagrant constitutional [1:57:04] violation of condors rights. [1:57:05] This year. Long trial also a [1:57:06] huge waste of money. Thank [1:57:15] you, Neal Hendrix. You know, [1:57:15] Hendricks. [1:57:20] >> My address on file. I'm [1:57:22] here today show my support for [1:57:23] Connor Cali as he is currently [1:57:24] wrongfully serving his [1:57:25] sentence of 60 days with time [1:57:28] served 3 years of probation [1:57:30] and abundance of court fees [1:57:33] and fines on top 150 community [1:57:33] service hours. All being [1:57:36] ordered to stay 1000 feet [1:57:37] away. The cop who grabbed put [1:57:41] him over set of chairs. 60 [1:57:42] days of being completely up or [1:57:43] didn't removed from society [1:57:44] due to focus trumped-up [1:57:46] charges for speaking out [1:57:47] against something people are [1:57:50] to Kabul to knowledge. That's [1:57:52] something being the genocidal [1:57:54] ethnic cleansing and ongoing. [1:57:55] Erase your of the Palestinian [1:57:56] people, their land and all [1:57:57] living things that are called [1:58:02] for decades. 2 weeks ago was [1:58:04] my first time attending a city [1:58:05] council meeting. What I saw [1:58:08] was not surprising. But [1:58:09] largely disappointing playing [1:58:12] on your phones, leaving your [1:58:13] seeds eating deep. Sighs. [1:58:16] Rolling your eyes. Well, [1:58:18] having sidebar conversations [1:58:19] as your constituents bring to [1:58:20] their thoughts concerns for [1:58:20] what we believe is best for [1:58:22] our city. If you want keep [1:58:25] your seat. I highly suggest. [1:58:27] You start looking at us. [1:58:31] Highly suggest that. Has just [1:58:32] you start looking as we speak [1:58:33] to you and pay attention that [1:58:38] we deserve. Because we put you [1:58:39] in the seat and we will have [1:58:39] no problems yet. From [1:58:42] underneath you. The [1:58:43] hardworking people are deserve [1:58:44] better. [1:58:44] >> Thank u. Next up wells [1:58:55] time. My name is well as Part [1:58:59] of our take em down Jax. The [1:59:00] question here is what taught [1:59:04] address. Please on file. The [1:59:05] question here is who is a city [1:59:07] council work for? You as a [1:59:11] city council members, you need [1:59:12] to have town hall meetings to [1:59:16] support the one Just the fact [1:59:17] that teaches a struggling to [1:59:20] make ends meet shows the rot. [1:59:21] That is the economic system [1:59:26] that we live and the needs of [1:59:28] the teachers children more [1:59:28] important. Then a developer [1:59:32] class. Because it seems like [1:59:33] that's who you favor in this [1:59:37] town. When teachers have to [1:59:37] work to a more jobs to make [1:59:40] ends meet. When they have to [1:59:43] go into that pockets. To buy [1:59:45] supplies for the kids. That [1:59:50] really shows. Next economic [1:59:51] situation that we live in in [1:59:52] this country. It's happening [1:59:58] all over the country. When I [1:59:58] look around at different [2:00:03] countries. That have free [2:00:06] education. That have universal [2:00:10] health care. Those countries [2:00:11] put the needs of the people [2:00:13] first. Not the needs of the [2:00:16] rich. You talk about taxes [2:00:24] tax, the rich. Greg in Beloit. [2:00:25] >> And then Ryan Delaney and [2:00:29] Ashley McKenzie. [2:00:30] >> Hi, Everyone. Dragon the [2:00:31] Loyal address on file. I've [2:00:33] got a couple of topics on a [2:00:33] hit on today. So I'm just [2:00:35] going to listen real quick [2:00:37] one. I have 7 flock cameras [2:00:38] within a half-mile of my [2:00:40] house. I cannot leave my house [2:00:40] without being tracked by [2:00:44] private corporation that. We [2:00:44] know not only uses the Ravens [2:00:46] systems to track. [2:00:49] >> These voices and speech. [2:00:51] >> But also to use ai assisted [2:00:54] facial recognition data to [2:00:55] keep a [2:00:56] >> model of you and your [2:00:57] habits and activities. And I'm [2:00:59] freaked out by that spill [2:01:02] free. Connor, Callie, that was [2:01:04] crazy. I've never seen a guy [2:01:05] get flipped over a chair and [2:01:07] then arrested for battery [2:01:09] before. But I guess that's [2:01:10] what battery is. I'm shocked [2:01:11] that and charged with battery [2:01:16] to the chair and finally a [2:01:17] love. The garden thing out of [2:01:18] cockpits are areas personally, [2:01:20] but I had just too much to say [2:01:21] to everybody. Frederik are not [2:01:24] very good corruption here. [2:01:26] Very bad. I think that it's [2:01:27] really sad that we have a bill [2:01:31] that should. Should be that we [2:01:32] know that that Bill got passed [2:01:33] because Democrat mayor now, [2:01:34] right, guys, like let's just [2:01:39] be real. But secondarily, it [2:01:39] really disappoints me that we [2:01:40] have an anticorruption measure [2:01:42] that could have been put in [2:01:43] place and we didn't put it [2:01:47] there. I maybe you guys think [2:01:48] of ethics board is doing well [2:01:49] enough right now. But [2:01:53] >> I mean, [2:01:54] >> the fact that the current [2:01:57] PRESIDENT Has a couple of [2:01:58] investigations open, but just [2:02:01] measure that right? Eyes. And [2:02:02] after MR. Blaney will be [2:02:08] actually MacKenzie. Brian [2:02:09] Delaney address on file in [2:02:09] here representing the [2:02:12] Jacksonville, Palestine, [2:02:13] Solidarity Network. [2:02:16] >> I am here to inform the [2:02:18] city council that it is their [2:02:19] obligation to remove Aliaga as [2:02:22] a sergeant of arms at City [2:02:23] Council. This is because [2:02:24] Aliaga has continued presence [2:02:28] in these chambers will be a [2:02:29] clear violation of Connor [2:02:32] collies First Amendment right [2:02:36] after Judge Borello on the [2:02:38] recommendation MR. Teal had [2:02:43] sentenced Tuesday, 1000 feet [2:02:44] away from officer all yada [2:02:48] that has effectively [2:02:50] represented itself as a way to [2:02:51] park Hunter Callie from these [2:02:52] meetings, which he has a First [2:02:56] Amendment right to attend. You [2:02:56] can be upset that this [2:02:59] situation as PRESIDENT, you [2:03:00] can say that you don't want to [2:03:01] remove all y'all got as a [2:03:02] sergeant of arms of City [2:03:03] Council. The only people to [2:03:06] blame in this situation. Judge [2:03:08] Brelo and MR. Teal for making [2:03:09] that decision and trying to [2:03:13] use a backdoor attempt to [2:03:13] flagrantly violate the First [2:03:14] Amendment rights of Connor. [2:03:17] Callie. I would also like to [2:03:20] say that I want to support the [2:03:21] demands put forth by the [2:03:23] Jacksonville Community Action [2:03:24] Committee. We need mental [2:03:25] health training and we need [2:03:25] mental health professionals to [2:03:27] handle mental health crises. [2:03:30] And I think need to stop [2:03:31] playing games with their jta [2:03:31] employees. They break their [2:03:32] backs to make the city work [2:03:37] and they deserve fair pay. [2:03:38] Next up, Ashley McKenzie. And [2:03:39] then the next group come on [2:03:40] down. Jamie Travis Leonard [2:03:43] Felix been venture. [2:03:44] >> Avery Holbrook, Sarah had [2:03:48] died. Dina Zachary, a and [2:03:50] Sarah, believe that Sarah. [2:03:54] We've seen. Ashley good. [2:03:57] Actually. Because the address [2:03:57] on file. [2:03:58] >> It's evident now more than [2:03:59] ever that city council members [2:04:00] uphold an almost unanimous [2:04:00] commitment to attacking the [2:04:03] cause constitutional rights of [2:04:05] their constituents. Okay. So [2:04:06] my friend, Connor Callie, a [2:04:07] judge Hughes, Jason tells [2:04:08] testimony to ban Connor from [2:04:09] being within 1000 feet of [2:04:11] Officer Ali Agha ruling that [2:04:12] effectively restricts Connor [2:04:13] from exercising his right to [2:04:16] public discourse at City Hall. [2:04:17] Whenever Ali AUGUST PRESIDENT, [2:04:17] since he serves as your [2:04:20] sergeant of arms, this woman [2:04:21] is a of an officer's presence, [2:04:21] destructive measures to [2:04:24] Connors right to free speech. [2:04:25] Now I want to compare Connors [2:04:25] characters that [2:04:27] heavy-handedness of his [2:04:30] sentencing. 50 people letters [2:04:30] calling Connor a compassionate [2:04:31] and caring human who spends [2:04:32] his time advocating for better [2:04:34] living conditions. Everyone [2:04:35] sitting in these chambers and [2:04:36] fighting against the genocide [2:04:37] of the Palestinian people, [2:04:38] which is at odds with the [2:04:38] pro-Israel stance. This [2:04:40] council has cemented itself [2:04:41] city council. The judges and [2:04:44] jso is response. False [2:04:45] testimonies by city council [2:04:47] members during the trial, 60 [2:04:49] days in jail, 3 years [2:04:49] probation in the year-ago [2:04:50] being thrown over a row of [2:04:52] chairs by Aliaga the City [2:04:53] Council followed tk Waters [2:04:53] narrative to make an example [2:04:56] out of Connor and greedy 2 [2:04:57] going members of the [2:04:58] community. Meanwhile, the [2:04:59] officer they protect has a [2:05:00] history of domestic violence [2:05:03] in citizens, complaints for [2:05:03] harassment. Many members who [2:05:05] are here on 5/27/2025 know the [2:05:07] truth. The whole chamber was [2:05:09] clapping, jso targeted to [2:05:10] organize for their political [2:05:11] views. And the city Council [2:05:12] did nothing but field. The [2:05:15] flames. You are complicit [2:05:15] because you one officially [2:05:18] refused to speak out against [2:05:18] chances brutality, whether [2:05:19] it's against MacNeill or the [2:05:22] murder of Charles Bagger. You [2:05:23] also help jso attack free [2:05:24] speech in this very chamber [2:05:33] and 3 people this letter. [2:05:34] >> Good evening, City [2:05:36] Councilmembers. My name is [2:05:36] Jamie Travis I addresses on [2:05:37] file. This feels taller than [2:05:41] usual. So I want to start by [2:05:42] with some things. I'd like to [2:05:43] thank everybody that visited [2:05:44] the Trout River Food Park a [2:05:47] few weeks ago by my house. [2:05:48] Love going there shout out to [2:05:49] mixon's if you want some good [2:05:52] fried chicken. Also want to [2:05:53] thank council members Arias [2:05:55] Matt carlucci Clark Mary for [2:05:59] hosting some a community. [2:06:01] Public comment. Opportunities [2:06:05] last Friday I attended both [2:06:06] and also Councilmember Salem [2:06:07] for speaking at the end of one [2:06:07] of them. We appreciate you [2:06:08] showing up, even if it's just [2:06:10] for a little bit. [2:06:12] >> Now on what I think are [2:06:13] some priority items. So I love [2:06:16] the you said there's. [2:06:20] >> No crashes But what a Hey, [2:06:21] i owed a big favor to a friend [2:06:21] and opted to put him on the [2:06:23] jta board. Has your term was [2:06:25] expiring? Not sure if you want [2:06:27] to stay do this for my guy [2:06:28] tabs on me when we link up [2:06:31] next. Yes. How could we at a [2:06:35] for suspect, corruption or [2:06:35] favoritism or anything from [2:06:38] this council. Goodness, what? [2:06:39] And I think for the public to [2:06:43] question. So with that as [2:06:45] well, please support their [2:06:45] compensation for our water and [2:06:48] waterways. Division members [2:06:51] like, you know, local 6.30, [2:06:52] they are currently negotiating [2:06:52] with ge. 8 up a leading about [2:06:53] 2 road stops, which I think [2:06:55] you all could help him with. [2:06:56] Thank you. Thank you. Feel [2:06:58] part of the answer. [2:07:00] >> And then Avery Holbrook. [2:07:04] After MISTER Felix. [2:07:05] >> My name is Felix been entry [2:07:09] addresses on file. First the [2:07:09] jta is about to get rid of [2:07:10] free bus rides for university [2:07:13] students. What's up with that? [2:07:14] Students were not the ones who [2:07:15] cost the city a bunch of [2:07:17] money. Most of us don't have [2:07:18] cars that but we still deserve [2:07:19] to be able to get around. It's [2:07:23] not fair. Next up, Connor. [2:07:24] Callie Connor, Callie and the [2:07:25] a Grade ii did nothing wrong. [2:07:26] They're facing charges and [2:07:29] jail time anyways. And Conor [2:07:30] has been effectively prevented [2:07:31] from coming back to public [2:07:32] comments City Council meetings [2:07:33] by the restraining order from [2:07:39] officer I'm sure that everyone [2:07:40] up there, all of all of you [2:07:41] all, you're looking forward to [2:07:42] Connors release. So you do [2:07:42] have to hear about any more [2:07:45] any more. Let me put that fear [2:07:47] to rest. We're going to be out [2:07:47] here, council meeting and the [2:07:48] meeting after that. And after [2:07:49] that, we're not going to shut [2:07:53] up about it until something [2:07:54] changes because right now and [2:07:55] innocent man who did nothing [2:07:58] wrong is serving time in jail [2:07:58] and about is about to get [2:07:59] stuck with 3 years of [2:08:03] probation. Exactly. Speaking [2:08:05] up for Palestine. This clearly [2:08:08] a politically motivated and [2:08:12] frankly, it is evil to sit [2:08:13] here and not not only support [2:08:14] the genocide that continues to [2:08:18] occur and the say nothing [2:08:20] against that and actively [2:08:20] arrest and a brutalized and [2:08:21] police. The people who do say [2:08:23] something against That's all [2:08:24] free Palestine and free [2:08:28] Connor. Avery Holbrook. [2:08:31] >> And then Dog will be after. [2:08:32] >> If you have a look at just [2:08:34] some file. [2:08:39] >> a few weeks ago, was [2:08:41] sentenced to 60 days in jail [2:08:45] 150 hours of community service [2:08:46] and a one-thousand pushing [2:08:48] order from the man who saw him [2:08:50] officer and domestic abuser. [2:08:55] The I think 9% of you agree [2:08:59] me. That is a complete and [2:09:02] Justin scene and that this [2:09:04] officer should not be. On jso [2:09:06] at all anymore. [2:09:08] >> t? [2:09:11] >> Nearly killed Connor who [2:09:12] had done absolutely nothing [2:09:14] other than stand up and clap. [2:09:17] And I know you guys. Do not [2:09:21] agree with him all for some of [2:09:22] surgeries. And you think that [2:09:24] opposing a just as bad. But [2:09:25] that doesn't mean that is okay [2:09:28] for you, too. Try to step over [2:09:30] his First Amendment rights. [2:09:35] Second of all. We need to. [2:09:36] Change how cops work in this [2:09:43] city. It is not. Viable to [2:09:45] spend 600 million dollars a [2:09:49] year. Our state sponsored kkk. [2:09:50] While we let people be [2:09:53] homeless, we let them not have [2:09:56] they cannot afford gas. [2:09:58] They're not able to get jobs. [2:10:00] But you think that? Making [2:10:10] sure didn't. [2:10:13] >> My name is Dad and the [2:10:13] matters on file. I'm here [2:10:14] representing the Jacksonville [2:10:16] Pasta and Solidarity network. [2:10:18] And I'm also here speak out [2:10:19] about Connor Callie, who was [2:10:21] arrested in chambers year ago. [2:10:22] I'm sure you're familiar with [2:10:24] the case by now. Your city [2:10:25] Council, Sergeant of Arms [2:10:27] Aliaga Ruiz, but allies, [2:10:28] Connor. And yet Connor is the [2:10:32] one sitting in jail. Connor [2:10:32] Kelly received 50 individual [2:10:34] letters speaking to his good [2:10:35] character and he was still [2:10:35] sentence heart in the state. [2:10:38] Even asked for 60 days in jail [2:10:41] 150 hours. Community service [2:10:43] and 3 years of probation for [2:10:45] what this is, what happens [2:10:46] when upstanding citizens want [2:10:46] to speak up for their [2:10:48] community. It's just plain [2:10:49] wrong now. Compare that to the [2:10:51] tape, a citizen that Al Jaeger [2:10:53] Ruiz is a he has a history of [2:10:55] domestic violence. Multiple [2:10:56] community complaints against [2:10:57] him and he gets to continue [2:10:57] this trend of violence in his [2:11:00] work. In these chambers on [2:11:01] Connor and then play the [2:11:05] victim as well. Along with a [2:11:05] sentencing. The judge rules [2:11:06] rule that Connor cannot be [2:11:07] within 1000 feet of the [2:11:09] officer that paralyzed him, [2:11:10] which effectively bans Connor [2:11:12] from coming back to city [2:11:14] Council. This is blatant [2:11:14] silencing of one of the [2:11:15] strongest community fighters [2:11:18] this council has ever seen. So [2:11:20] I ask you today to no longer [2:11:21] play officers with a history [2:11:22] of violence there, too many [2:11:22] cases of violent officers [2:11:25] using excessive force. Let's [2:11:26] weed out the bad apples and [2:11:28] start out with Al Jaeger [2:11:30] wheeze. We demand a city [2:11:31] council remove Aliaga as [2:11:32] officer of arms and let Connor [2:11:34] speak. Next up, the Nasdaq. [2:11:36] Are you? [2:11:38] >> And then Sarah, I believe [2:11:41] the last things he's seen. [2:11:45] >> You know, Correa address on [2:11:46] file. I'm here to exercise my [2:11:47] First Amendment right. The [2:11:49] same right that was violated [2:11:50] on MAY 27th of last year when [2:11:52] jso under the purview of City [2:11:52] Council attacked free speech [2:11:55] in these chambers. This whole [2:11:55] room was rowdy, but 2 [2:11:58] outspoken rockacy targeted. [2:12:00] The only things that encounter [2:12:00] Collin Leah Grady, apart with [2:12:01] that, they were regular [2:12:03] attendees speaking up for the [2:12:05] community and this comes to no [2:12:05] surprise when the city Council [2:12:08] continuously plus the budget [2:12:09] Andwe city money on Connor in [2:12:11] the U.S. Trials and were left [2:12:12] over policed with things like [2:12:13] public infrastructure, mental [2:12:15] health resources and union [2:12:17] contracts, underfunded in the [2:12:18] same vein, the same city [2:12:19] council before us condone jso [2:12:20] grabbing Connor by the neck, [2:12:22] throwing him to the ground [2:12:23] just for being a concerned [2:12:23] citizen for which is now [2:12:25] sitting in the county jail for [2:12:27] 60 days. He is an upstanding [2:12:29] citizen, a union member, a [2:12:30] good neighbor and their people [2:12:31] in front of me who have done [2:12:31] their best to make an example [2:12:35] out of him. I sat through both [2:12:35] trials and it was clear this [2:12:37] case was never about Lia or [2:12:37] Connor, quote, unquote, [2:12:40] following the rules. It was [2:12:41] about silence people silencing [2:12:42] people who speak out like any [2:12:43] one of us here at public [2:12:45] comment and you're allowing [2:12:47] officers a history, a record [2:12:47] of citizens, complaints and [2:12:48] domestic violence. Injunctions [2:12:50] like Officer Aliaga to [2:12:51] consistently work at these [2:12:55] meetings. We demand that you [2:12:57] let Connor speak and officer [2:12:57] of the aga be removed as a [2:12:59] sergeant of arms, all youngest [2:13:01] presence prevents the right to [2:13:01] free speech and the and [2:13:02] utterly poses a risk to public [2:13:07] safety. Thank you. Thank u. [2:13:07] Next up U.S. Air he's seen and [2:13:08] then our final speaker cards. [2:13:09] Please come on down. Deborah [2:13:10] Patrick. [2:13:15] >> Constance to Vaughn at [2:13:16] juror Lindsay Bauer, Denise [2:13:19] Cook and John Nanny. Sara, [2:13:19] Good. [2:13:22] >> Starr has seen address on [2:13:23] file. I'm here today as a [2:13:24] concerned community member and [2:13:25] friend of Connor, Collin Leah [2:13:27] Grady, both were falsely [2:13:28] convicted of bogus charges for [2:13:30] exercising their First [2:13:32] Amendment rights. Connor [2:13:32] sitting in the Duval County [2:13:34] jail as we speak without [2:13:35] sufficient access to drinking [2:13:37] water because Jason Steele and [2:13:39] tk Waters along with members [2:13:39] of this council wanted to make [2:13:43] an example out of him as [2:13:44] evidence by the 50 glowing [2:13:46] character letters Connor [2:13:46] received during his trial. He [2:13:48] is an upstanding community [2:13:48] member, neighbor and friend [2:13:49] who dedicates his time to [2:13:50] feeding the un House and [2:13:51] speaking out against [2:13:52] Injustice. Connors been [2:13:53] condemned to 60 days and [2:13:55] important conditions in jail [2:13:57] on top of 3 years probation [2:13:58] while the city throws a [2:13:59] billion dollars towards a new [2:14:01] jail continues to expand jso [2:14:03] is budget instead of improving [2:14:03] conditions in the existing one [2:14:05] or creating a mental health [2:14:07] response. This empowers jso to [2:14:08] continue to brutalize people [2:14:09] like Carter, Callie and kill [2:14:10] people in mental health crises [2:14:13] like Richard Martin. Make no [2:14:13] mistake, the attacks on Connor [2:14:16] and we are a tax on all of our [2:14:16] constitutional rights and [2:14:17] attempt to silence [2:14:18] pro-palestine voices in the [2:14:19] community from speaking up [2:14:20] against ongoing genocide in [2:14:22] Gaza. Connor sentencing [2:14:24] mandates. He 1000 feet away [2:14:25] from Ali Agha, the officer who [2:14:26] dragged him by his neck over [2:14:28] are is in these very chambers [2:14:29] effectively banning him from [2:14:32] City Council upon his release. [2:14:33] All presence in chambers is [2:14:34] being weaponized to attack on [2:14:35] right to free speech on top of [2:14:37] being brutalized. The officer [2:14:38] aliaga, he is being silenced [2:14:39] and effectively barred from [2:14:40] chambers if anyone should be [2:14:41] barred from these chambers, it [2:14:42] should be officer all younger [2:14:43] Ruiz. One top of this violent [2:14:45] conduct towards Conner also [2:14:47] has a documented history of [2:14:49] domestic violence. He should [2:14:50] be removed from this position. [2:14:51] Sergeant, next, those that [2:14:51] threat to our state. [2:14:54] >> Deborah Patrick. As Deborah [2:15:00] here. Okay. Constance Devon. [2:15:07] Constance Devon. At at Linger. [2:15:12] Okay. Lindsey boy or and then [2:15:14] I see Ms Cook and I see MISTER [2:15:15] Nino be our last 3 speakers. [2:15:16] So colleagues, if you're in [2:15:16] the green room, please make [2:15:20] your way to your seats. [2:15:20] >> Good evening. Lindsey Boyer [2:15:23] address on file. I want to [2:15:24] begin by voicing my support [2:15:25] for the demands of union [2:15:28] members and the jc a scene. My [2:15:29] remaining remarks regarding my [2:15:31] dear comrade, Connor, Cali. [2:15:34] I'm also a member, the [2:15:36] Jacksonville, Palestine [2:15:38] Solidarity Network following [2:15:40] the egregious miscarriage of [2:15:41] justice sentencing Connor to [2:15:41] 60 days in jail probation and [2:15:46] community service. [2:15:47] >> There is an additional [2:15:48] order for him to stay 1000 [2:15:50] feet away from the officer who [2:15:50] brutalized him, sergeant at [2:15:51] arms all the [2:15:55] >> Connor is in admirable [2:15:57] individual with an uncommon [2:15:59] dedication to his community. [2:16:00] This is behavior more than a [2:16:01] few members of this council [2:16:02] really, of our whole city. I [2:16:07] try emulate ing this ban him [2:16:08] staying at 1000 feet away from [2:16:10] all the is a blatant attempt [2:16:10] to silence his voice here in [2:16:13] what should be house of the [2:16:15] people violating his First [2:16:17] Amendment rights. Furthermore, [2:16:20] retaining Ali Agha, who has a [2:16:21] domestic violence injunction [2:16:22] against him in another county, [2:16:22] a sergeant at arms in this [2:16:23] chamber is deeply offensive to [2:16:27] victims of domestic violence. [2:16:27] It's insulting to the citizens [2:16:29] of Jacksonville and frankly, [2:16:30] also the women serving in this [2:16:32] chamber that we are expected [2:16:35] to interest our safety to [2:16:35] unknown abuser openly [2:16:36] brutalize U.S. Citizens [2:16:36] exercising their [2:16:39] constitutional rights. Let [2:16:41] Connor speak, stop political [2:16:42] repression, free, Connor, and [2:16:43] free Palestine. [2:16:44] >> Thank you. Denise Cook, [2:16:53] Europe. Coached address on [2:16:55] file. Just real quick. There's [2:16:55] a lot going on. We had a lot [2:17:01] of activity this evening it's [2:17:01] great to see isn't. It's great [2:17:03] to see that we have this [2:17:06] opportunity in this ability. [2:17:08] We want to make sure we say [2:17:11] thank you for the mill Millett [2:17:13] million referendum. We want to [2:17:16] make sure that the firm Free [2:17:19] Garden Act is looked at [2:17:19] entirely. But I also want to [2:17:21] talk about zoning. I want to [2:17:23] talk about agricultural [2:17:24] zoning. I want to talk about [2:17:26] the fact that we are putting [2:17:29] in new development next to [2:17:29] argue agricultural zoning. And [2:17:30] are we ensuring that we are [2:17:34] keeping our 200 feet? [2:17:36] >> Guidelines that implemented [2:17:36] in our Duval County [2:17:39] regulations and zoning [2:17:41] guidelines for livestock and [2:17:42] penned animals. You know, how [2:17:45] does that change with You [2:17:45] know, we've got a fairly new [2:17:47] subdivision. That's next to a [2:17:50] gun range and outdoor gun [2:17:51] range. Is that really our best [2:17:55] use of zoning guidelines? So I [2:17:56] think that's something that we [2:17:58] really need to talk about. And [2:18:00] before we push through things [2:18:04] like 2026, 0, 3, 6, 5, 2026. [2:18:09] 0. [2:18:14] >> 3, 6, 6, 2020, 2090, 2091, [2:18:14] 2089. So I was just [2:23:25] wondering, what are they [2:23:26] planning to do with the [2:23:29] section? I know it would be [2:23:29] nice to have a little bit of [2:23:31] discussion. I know you guys [2:23:32] talk about a lot of different [2:23:32] things up here, but usually [2:23:33] it's not about rezoning. So if [2:23:37] you guys could, I don't [2:23:37] discuss or have the person [2:23:39] that's requesting this give [2:23:41] some information because I saw [2:23:44] all the North Sea packed [2:23:45] recommend denial. Thank u next [2:30:47] Helen o'Neill. [2:30:49] >> Good evening. My name is [2:30:49] Helen o'Neill and I live at [2:30:50] one to 9. I know which road [2:30:53] been there forever. 40 years. [2:30:55] We are actually neighborhood [2:30:55] was built in the late 1940's [2:30:59] and early 1950's and it's a [2:31:00] low density residential [2:31:02] neighborhood. It's a friendly, [2:31:02] quiet neighborhood with many [2:31:03] young families and children [2:31:07] and grandchildren. I would [2:31:08] like to address the issue of [2:31:09] point of noise coming from the [2:31:13] local restaurant. 2017 [2:31:15] rezoning to pb eudy issues and [2:31:17] restrictions and are permitted [2:31:20] uses for 5 c it states and I [2:31:22] quote restaurant. Sean, not [2:31:23] employee outside amplified [2:31:25] music or other forms of [2:31:25] outside amplified [2:31:28] entertainment any time on any [2:31:28] given day or evening during [2:31:33] the week, unquote. One way [2:31:33] local gets around this by [2:31:35] providing indoor music. And [2:31:38] leaving the back door open. So [2:31:40] that the patrons outside can [2:31:42] be entertained and we can hear [2:31:42] it through the close windows [2:31:51] and in our house. I called the [2:31:53] I called The Multiple times [2:31:55] and complained called the [2:31:56] restaurant and not the police [2:31:57] non-emergency phone number [2:32:00] because the attorney, the [2:32:03] applicant in the 2017. The dea [2:32:08] told us that. After after the [2:32:10] meeting to contact him, not [2:32:10] our city council [2:32:11] representative. If there are [2:32:13] any problems with noise [2:32:14] because the local wants to be [2:32:17] a good neighbor. That's what [2:32:17] we were told. And it's not [2:32:20] been the case. Also in section [2:32:24] a paragraph e of the permitted [2:32:26] uses in stick it states and I [2:32:28] quote again, the restaurant [2:32:29] hours of operation shall be no [2:32:30] later than 10:00pm on any [2:32:32] given day of the week. No [2:32:34] later than 07:00pm for service [2:32:38] in an outdoor dining. And no [2:32:40] later than 08:30pm, for [2:32:40] seeding and quit see end [2:32:43] quote. They're supposed to [2:32:47] close the outside by 8.30 This [2:32:50] is a big problem to the fact [2:32:52] the 8 for 8.30, curfew is [2:32:54] seldom observed and often [2:32:58] patrons are loud up until 9 or [2:33:02] thereafter. Sometimes. It [2:33:03] needs to be a full enforced. [2:33:06] Especially if there's we'll be [2:33:08] potentially 50 more patrons [2:33:12] and a full bar. Open till [2:33:17] midnight. Lastly, I'm asking [2:33:19] for a deferral for the JUNE [2:33:20] 16th Use the meeting to give [2:33:22] us an opportunity to to obtain [2:33:23] additional information. Thank [2:33:28] you very much. Everybody Maney [2:33:35] sir. Thank My name Deborah [2:33:36] Rainey a little bit. 45 62, [2:33:39] San Jose Boulevard right next [2:33:42] door to the local. We lived in [2:33:43] our house for 40 years and [2:33:45] we've had several changes of [2:33:47] the Tyson businesses around. [2:33:49] This been its been good up to [2:33:52] point? I want to say that I'm [2:33:53] not opposed to the [2:33:53] restaurant's existence and I [2:33:55] appreciate that. The local [2:33:55] businesses. [2:33:58] >> Do contribute to the [2:33:59] community. However, my concern [2:34:02] is with the scale changes, the [2:34:03] request of the impact, those [2:34:05] changes will have the [2:34:07] surrounding residential [2:34:09] neighborhood. This property at [2:34:10] the local is very make. It is [2:34:11] not surrounded by commercial [2:34:15] property at all. In fact, it's [2:34:17] bordered on 3 sides by [2:34:18] single-family houses. So we [2:34:19] have had to adjust our lives [2:34:21] too. Deal with this whole [2:34:24] situation we experience side [2:34:26] effects of the restaurant [2:34:29] every day in a way that most [2:34:30] customers and visitors do not [2:34:33] a good example might be one [2:34:34] day. I was looking at my front [2:34:35] window and I noticed somebody [2:34:40] walking my yard. She was draw [2:34:41] at Wednesday afternoon. 4 [2:34:42] o'clock. She pulled her pants [2:34:45] down, went to the bathroom in [2:34:46] my driveway that she bought a [2:34:47] dress up across the street and [2:34:48] one of the local employees [2:34:51] bought her meal to her and she [2:34:52] left. I called the cops, but [2:34:56] they didn't get there on time. [2:34:57] Another diet. I saw somebody [2:34:57] in the afternoon changing [2:34:59] clothes in my yard in the [2:35:00] middle of the day, cars are [2:35:04] flying by kids in the cars [2:35:05] that matter. I I want it to [2:35:07] Excuse me, what are you doing [2:35:08] Oh, it's ok, I worked at the [2:35:09] local. It's ok, it's ok, I [2:35:11] don't think it's ok, I don't [2:35:16] like it at all. So this this [2:35:16] this application that that [2:35:18] you're looking at is more than [2:35:22] just a request for liquor [2:35:23] license. It is a request [2:35:24] increase the intensity of use [2:35:26] by expanding seating capacity [2:35:29] allowing full liquor service [2:35:30] and extending operation hours [2:35:34] until midnight, midnight. Each [2:35:34] of those changes has that [2:35:36] impact. But together, they [2:35:36] represent a substantial change [2:35:38] in the scale of the [2:35:40] restaurant. Then where was [2:35:41] originally proposed as [2:35:42] neighbors were concerned about [2:35:44] the country, increased [2:35:46] traffic, increased parking [2:35:47] demand and the effect of the [2:35:49] late night activities on the [2:35:50] nearby homes. A midnight [2:35:51] closing means that customers [2:35:52] leaving the property property [2:35:54] later at night. They'll be [2:35:56] door slamming people talking [2:35:58] engine starting just all kinds [2:35:59] of craziness. And these are [2:36:01] not theoretical concerns. [2:36:02] They're real. These are the [2:36:03] kind of impacts that we've had [2:36:05] to all deal with up to this [2:36:08] point. I would ask for you to [2:36:09] consider that your green to [2:36:13] put in 120 seat restaurant in [2:36:14] a restaurant that has 26 [2:36:17] parking spots. 26 anybody [2:36:18] else? That was park has to [2:36:21] cross a very busy road. This [2:36:23] is incompatible with what was [2:36:27] we looking at years ago and I [2:36:28] think compatibility with [2:36:29] existing neighborhoods is an [2:36:31] important planning principle. [2:36:35] i do believe proposal pushes [2:36:36] beside me on was appropriate [2:36:37] for that location. MAY like At [2:36:41] no more speaker cards. Public [2:36:44] hearing is close and your [2:36:44] Councilmember, MISTER Vice [2:36:45] PRESIDENT Elect Carly's, you [2:36:46] would like to meet everyone [2:36:47] who just spoke on this issue [2:36:47] in [2:36:51] >> Bob Johnson, Green room. So anyone [2:37:14] that's get up, we'll have to [2:37:15] shut down pause until we have [2:37:15] a car. Just a heads up for [2:37:18] everybody. [2:37:19] >> Thank you, MR. PRESIDENT. [2:37:22] I'm 28 2026, 3, 7, 6, I have 2 [2:37:23] speaker cards. MR. Does not [2:37:25] wish to speak but opposes MR. [2:37:26] Cheney, Travis Leonard does [2:37:27] wish to speak. Among them a [2:37:38] slider. [2:37:39] >> I'm sure I'm sorry. Just [2:37:44] trying to get my kid. My [2:37:46] evening. City councilmembers [2:37:46] made to try to slander my [2:37:47] addresses on file. So I do [2:37:48] tentatively support this [2:37:53] >> Site. Was concerned about [2:37:54] language in the original Bill. [2:37:56] I'm assuming it's going to be [2:37:56] updated. But for instance, on [2:38:02] Page 3 line, 15 through 17 [2:38:03] there, something or moved but [2:38:04] isn't a reserved. Whereas if [2:38:08] you look on Page 3 lines. [2:38:09] >> 28 through 30 has reserved [2:38:10] in that language is removed. [2:38:12] This is relation to [2:38:16] >> permissible uses by [2:38:16] exception. I'm assuming the [2:38:17] reserved means that additional [2:38:18] language is going to be added [2:38:20] to the bill too. Get more [2:38:20] details on what exactly would [2:38:25] be. Permissible uses by [2:38:26] exception. But in case that [2:38:27] language isn't going to be [2:38:29] out. And I would like to know [2:38:33] some examples of what that [2:38:34] classification would and or [2:38:35] what the plan for the City [2:38:39] Council is to address that. [2:38:40] >> My thought on this is I had [2:38:42] assumed saw this come through [2:38:44] that this was about adding in [2:38:45] some additional [2:38:45] classifications. I know the [2:38:48] last. [2:38:49] >> Fuel use the meetings and [2:38:49] city council meetings. There's [2:38:51] been some contention around [2:38:52] low density residential and [2:38:57] medium resident presidential [2:38:59] apology, medium density [2:38:59] residential on that was very [2:39:03] hard for some reason. And I [2:39:03] believe there was a [2:39:04] recommendation to add in like [2:39:06] a low medium to address where [2:39:07] there might be some gaps in [2:39:10] the classification. I was just [2:39:13] curious if that is being [2:39:14] discussed with No, thank you [2:39:17] for some of the [2:39:20] >> waving I've seen as the [2:39:21] recommended, be bringing that [2:39:22] into the discussions we are [2:39:22] making updates if possible. [2:39:25] Like I said, I know it's been [2:39:26] some contention, especially [2:39:27] you see about how some things [2:39:28] are classified. So just as a [2:39:29] constituent that cares about [2:39:30] development, the city, that's [2:39:32] the recommendation. So thank [2:39:32] you for your time. Will take [2:39:33] if you want. The concern is what I [2:49:44] brought up in general comments [2:49:45] that we're doing a lot of [2:49:48] development and agricultural [2:49:50] areas and areas that are zoned [2:49:52] one way. And then the [2:49:53] development will. But up [2:49:56] against these properties. And [2:49:58] how does that work? This is a [2:50:03] future land use map of 112 [2:50:07] acres. We spent about 45 [2:50:08] minutes in cpac last night to [2:50:11] talk about 19 acres that are [2:50:12] being developed and our area. [2:50:17] So we want I want. I feel like [2:50:19] education and I talk about [2:50:20] this often education of the [2:50:23] zoning education of how [2:50:24] there's a push back on some of [2:50:28] the zoning. I know the land [2:50:29] use and zoning meetings, the [2:50:30] planning meetings. I know [2:50:32] those are all available to our [2:50:34] constituents into the. [2:50:36] >> To the people of [2:50:41] Jacksonville, but it's a very [2:50:42] >> convoluted process for most [2:50:44] people to understand what this [2:50:47] all means. And I think. You [2:50:49] know, if there was some more [2:50:52] talk about how we try to push [2:50:53] back on the density, how we [2:50:54] try to poach pushback on how [2:50:56] many houses per acre, how we [2:50:57] try to push back and tying [2:51:02] into, you know, public works [2:51:04] that we would have a better [2:51:04] opportunity and a better [2:51:07] understanding of things. So I [2:51:09] just you know, it's not that I [2:51:10] oppose the growth and I'm glad [2:51:15] to see this is a future use [2:51:15] but I just want to make sure [2:51:16] that we're doing development [2:51:20] of Jacksonville. All of [2:51:21] Jacksonville with purpose and [2:51:24] tension and thoughtfulness, [2:51:26] not just to develop something, [2:51:27] especially when we don't have [2:51:29] the infrastructure in place. Pick, the [2:52:39] cpac in which this particular [2:52:43] zoning is also under and the [2:52:46] desire that they oppose this [2:52:46] application based on the fact [2:52:47] that they have not seen any [2:52:50] environmental impact study on [2:52:52] the location and they are can [2:52:52] they continue to be concerned [2:52:55] about traffic in the area that [2:52:56] it is known to be a high [2:52:58] traffic area and adding more [2:52:59] would cause more accidents and [2:53:02] possibly more fatalities. [3:01:19] All right, second on the [3:01:20] finance substitute Council. [3:01:25] PRESIDENT Elect Howland. Thank [3:01:26] you, MR. PRESIDENT know we [3:01:26] have the blue sheets in front [3:01:28] of us. But for the record, MR. [3:01:28] 5 plus, would you explain the [3:01:32] finance sub city, please? [3:01:33] >> Yes, through the council [3:01:36] PRESIDENT To the council, this [3:01:38] substitute encompasses the [3:01:39] neighborhood substitute with a [3:01:40] few additional items. So we'll [3:01:42] go through both the [3:01:43] neighborhood substitute [3:01:44] attached, a revised exhibit [3:01:44] one, which was the bt to [3:01:47] correct an account code. It [3:01:48] included details that would be [3:01:50] taken on the on the steps [3:01:50] taken by the city and making a [3:01:53] determination of necessity and [3:01:54] place. The applicable survey [3:01:56] studies and reports revised on [3:01:58] file and also attached a [3:01:59] listing of the affected [3:02:02] properties as a new exhibit 5, [3:02:03] the finance substitute [3:02:03] included all of those items. [3:02:08] And it also removed language [3:02:10] authorizing the office of [3:02:11] General counsel to initiate [3:02:11] condemnation proceedings and [3:02:14] declarations of taking and [3:02:14] included language requiring [3:02:15] City Council approval prior to [3:02:17] filing a petition for [3:02:18] condemnation and attached a [3:02:19] revised exhibit 3, which was [3:02:21] the parcel map to reflect the [3:02:24] removal of parcel one from the [3:02:26] project. It attached a revised [3:02:27] exhibit 5. The parcel is to [3:02:28] reflect removal of the parcel [3:02:29] one. Want to update the Park [3:02:32] Project, personal information [3:02:33] and it also attached a second [3:02:36] revised on file to include a [3:02:37] front revised First Amendment [3:02:37] that reflected the removal of [3:02:40] parcel one from the list of [3:02:41] properties. Ok, thank you [3:02:42] through the PRESIDENT Because [3:02:44] that finance substitute. [3:02:45] >> Effectively makes the city [3:02:46] come back to us before [3:02:50] starting domain proceedings. 4 [3:02:51] city Council will have to [3:02:53] approve them before it starts. [3:02:54] I will support substitute all [3:02:54] support the bill as [3:02:57] substitute. Thank you. All [3:02:58] right. No one else in the [3:02:58] queue all in favor. The [3:03:00] substitute. Actually, we had a [3:03:01] councilmember Morrow on [3:03:08] substitute. Thank you, MR. [3:03:08] PRESIDENT the through the [3:03:09] chair to America's the [3:03:15] populace. [3:03:17] >> I'm pretty sure it's legal. [3:03:18] It would not be within the [3:03:19] substitute. But what is the [3:03:22] legal standing? [3:03:26] >> For that process that? [3:03:26] >> Before the government can [3:03:28] file eminent domain. It has to [3:03:29] come back. The legislative [3:03:33] body. [3:03:36] >> Through the PRESIDENT To [3:03:37] Councilmember Morrow. So as [3:03:38] originally proposed, the [3:03:41] legislation would authorize [3:03:42] steps of the process subject [3:03:43] to certain guardrails. With [3:03:45] respect to how much the city [3:03:46] could purchase an interest in [3:03:48] property forward cetera. So it [3:03:53] doesn't it's not. Legally [3:03:55] affecting it. The overall [3:03:56] condemnation processes [3:03:58] outlined in statute. What he's [3:03:59] saying is the council is not [3:04:00] granting full authority to [3:04:01] take a property through the [3:04:03] entire process. Up to the [3:04:05] filing of the condemnation [3:04:07] action it's requiring before [3:04:08] that last step that it come [3:04:09] back to city council. So there [3:04:10] was some discussion in [3:04:11] committees with respect to how [3:04:13] that might affect the timing [3:04:18] of different things reactions [3:04:18] are responses from the [3:04:19] property owners. But legally, [3:04:23] it's not. It's not that you're [3:04:24] not allowed to do that. It's [3:04:24] just you're putting a [3:04:26] condition on that final step [3:04:26] that it has to come to get [3:04:28] back to council one more time [3:04:31] rather than giving them full [3:04:32] legal capacity to go all the [3:04:32] way through the process [3:04:35] without coming back. And if [3:04:36] you want, if you want more [3:04:37] information or feel like that [3:04:39] doesn't answer your question. [3:04:40] Deputy General Counsel Chris [3:04:41] Garrett is also hearing could [3:04:42] address your question more [3:04:43] specifically if you feel you [3:04:46] need it. [3:04:48] >> All right. I think he's [3:04:49] good. So I'm very the [3:04:50] substitute 6 signify by saying [3:04:53] Aye, aye, any opposed say nay [3:04:54] substitute cares both the bill [3:04:55] as substitute motion. His efforts at last [3:12:37] meeting seems to paid off very [3:12:40] well. As PRESIDENT Of already [3:12:41] approved the addendum for this [3:12:43] evening. But we do have one [3:12:45] more item with item number [3:12:49] one, 17, 2026, 5, 1, 8, So I [3:12:49] understand that there is first [3:12:50] we have to move the emergency, [3:12:53] correct? Yeah, I move the [3:12:57] emergency. Thank you, MR. [3:12:58] Floor leader remind me again [3:13:01] of the item. Have a motion. [3:13:18] A second on the emergency. In [3:13:20] favor of the emergency signify [3:13:23] by saying aye, I oppose say [3:13:24] nay. Think we have the [3:13:28] two-thirds clear the murders [3:13:29] Kerry's its present. Next. We [3:13:31] have to waive or slash suspend [3:13:32] council ruled to to allow for [3:13:33] the amendment to the [3:13:35] resolution. To be included in [3:13:39] the first reading. Any opposed, say [3:13:49] nay. We have waived council [3:13:52] rule. Now, MR. PRESIDENT, we [3:13:53] have to move the floor [3:13:54] amendments like would move the [3:13:55] format. I think handed out to [3:13:57] everybody. We've got a motion [3:14:01] second on the Floor amendment. [3:14:02] Sure. Would you like to [3:14:03] explain the floor amendment [3:14:03] and thus the populace? That [3:14:06] would be great. [3:14:07] >> For the PRESIDENT To the [3:14:09] council. So this bill was [3:14:12] originally filed for regular [3:14:13] introduction and the introduce [3:14:14] or had intended it for for it [3:14:15] to be taken up isn't in a non [3:14:16] emergency, which is why we're [3:14:17] going through the process that [3:14:18] we're going 3 with several [3:14:20] motions this evening. The [3:14:22] floor amendment is to add the [3:14:23] emergency language to the bill [3:14:25] in the nature of the emergency [3:14:26] is that there's an event [3:14:27] scheduled on JUNE 13th to [3:14:28] celebrate reunification month. [3:14:30] And the intent is to have the [3:14:32] council act upon the [3:14:32] resolution in advance. So it [3:14:33] could be presented at that [3:14:36] event. [3:14:37] >> All right. So we have [3:14:39] motion in a second on ending [3:14:39] emergency language to the bill [3:14:40] on favor of that. Motion [3:14:44] signify by saying aye, it [3:14:46] posts a name that carries as [3:14:47] PRESIDENT. I move the bill as [3:14:50] an emergency as amended. Now [3:14:51] we have the bill moved as [3:14:52] emergency as amended [3:14:55] COUNCILMAN COUNCILMAN Salem [3:14:58] the past History. [3:14:59] >> PRESIDENT Can someone [3:15:02] explain to me what this what [3:15:02] reunification month there's [3:15:05] before it. [3:15:06] >> Absolutely, DR. And I I'm so [3:15:16] thankful to kind of mileage [3:15:19] for putting this forward and [3:15:19] for reunification month what [3:15:21] it is Dr saying to the chance [3:15:23] the PRESIDENT. It's when [3:15:24] parents are away from the [3:15:25] children, whether it be to the [3:15:27] foster care system and they've [3:15:28] had their children taken away [3:15:28] from them or what have you. [3:15:30] This is this month that [3:15:31] they're using JUNE is the [3:15:32] month to reunify those [3:15:35] families back together. And so [3:15:36] it's something that nationally [3:15:37] organizations like of Children [3:15:38] and Family Services, Boys and [3:15:41] Girls Club work to help bring [3:15:43] these families together. So I [3:15:43] think it's really important. [3:15:44] Really honored that council [3:15:45] Miller put this forward. Thank [3:15:48] you, sir. All right. How much [3:15:49] mission was Girls Club? [3:17:21] >> The godmother of [3:17:22] announcements. But we do have [3:17:24] Dr Johnson. For an [3:17:30] announcement. [3:17:32] >> I do. Mine are 2 [3:17:32] announcements and the 2, 1, I [3:17:34] want to thank this body. First [3:17:35] of all, the Sisters of Saint [3:17:38] Joseph from Saint Augustine, [3:17:40] who were sisters for that came [3:17:41] to the United States from the [3:17:44] France. They came over in 18, [3:17:45] 66 and they have been working [3:17:46] in Jacksonville ever sense in [3:17:49] the North Florida area. We [3:17:51] were honored to have Meyer, [3:17:52] who's the bishop of the [3:17:53] Diocese of Saint Augustine, [3:17:54] who came over to Saint Pius on [3:17:56] Sunday. We honored him with a [3:17:57] resolution. The mayor honored [3:18:00] him with a proclamation. The [3:18:01] sisters of Unfortunately not [3:18:03] as many people are going into [3:18:04] the order of being nuns. And [3:18:04] so they're dissolving their [3:18:07] service to Jacksonville. But [3:18:08] looking at the great schools [3:18:08] they had with Holy Rosary and [3:18:10] Saint Pius and all these other [3:18:12] schools. Thank you Council for [3:18:14] honoring them. It was a [3:18:15] beautiful event, a wonderful [3:18:15] mask and a wonderful [3:18:17] reception. So thank you for [3:18:18] that. And last but not least i [3:18:20] want to thank you for honoring [3:18:24] I-four voting for the summer [3:18:25] youth experience that we're [3:18:25] having. It's the kind of one [3:18:26] of a kind thing that we're [3:18:27] doing at Bradley Park on the [3:18:29] West side. There are no kind [3:18:31] of things like that. When I [3:18:34] saw the teen takeovers in how [3:18:35] teens are taking over malls [3:18:37] and other stuff. I was a [3:18:38] member of something called the [3:18:39] mayor's team volunteers back [3:18:40] in the day under former mayor [3:18:41] time, Missouri. The PRESIDENT [3:18:43] Of that group. And I'm like, [3:18:45] what can I do? So I used the [3:18:46] cba funding to create this [3:18:48] summer youth experience [3:18:50] program. The younger youth [3:18:52] will be able to go into [3:18:53] experience that through with [3:18:54] steam Science, technology, [3:18:56] engineering, arts, math, and [3:18:57] then the older kids will be [3:18:59] like the camp counselors. So [3:19:02] thank you for voting for that. [3:19:03] It's powered by the stadium of [3:19:05] the future that the group over [3:19:07] with the team has wrapped [3:19:07] their arms around this [3:19:08] program. So I look forward to [3:19:09] it. You just voted for tonight [3:19:12] and I cannot thank you enough [3:19:13] for empowering young people in [3:19:14] the West side so that they can [3:19:14] be the best versions of [3:19:15] themselves. Thank you. [3:19:18] Council. All right. Thanks, [3:19:20] Jack Johnson, PRESIDENT Elect [3:19:20] Talent. [3:19:22] >> Thank you, MR. PRESIDENT [3:19:23] just wanted to announce to [3:19:24] everyone that yesterday [3:19:26] Governor DeSantis signed House [3:19:29] Bill 4045 in the law which [3:19:31] officially updates the city's [3:19:32] charter to specifically [3:19:33] enumerate Jax alleviation. [3:19:34] Authorities responsibility for [3:19:35] growing Cecil into a regional [3:19:38] state and national aerospace [3:19:39] industry hub. It also requires [3:19:44] to bring us annual economic [3:19:47] plan concurrent with [3:19:47] budgeting. So I want to tell [3:19:48] everyone that started here as [3:19:50] a j bill that we approved [3:19:50] unanimously and then it went [3:19:51] to the state and now it's [3:19:53] become a change to the [3:19:55] charter. I can't thank you all [3:19:55] enough for supporting that. I [3:19:56] think it's going to bring [3:19:57] great things to our city. I [3:20:00] can't thank the state rep [3:20:02] Wyman Duggan enough for [3:20:04] leading it through [3:20:05] Tallahassee. And I look [3:20:08] forward to the jobs, [3:20:09] investment and innovation that [3:20:09] the team a j will help bring [3:20:12] your city. Thank you. All [3:20:13] right. Thank you very much. Continue to give [3:20:39] us 10 prints too. Realize [3:20:43] that. And so many things we [3:20:43] should put principle over [3:20:48] politics. But not decisions be [3:20:51] based on popularity. But [3:20:53] better decisions be based on [3:20:57] what is right. As we depart [3:21:00] from this place. We asked [3:21:00] could be with and ask you to [3:21:02] continue to cover family [3:21:04] members and continue to watch [3:21:04] over this great city of [3:21:07] Jacksonville that we call home [3:21:08] its in Jesus. Holy name. We [3:21:23] pray. Amen.
