So if we can take up [1:32] the public comment cards. Also [1:33] joining us is Councilmember [1:35] Clark worry the vice chair. [1:39] We'll have a good crew here. [1:42] And I I just want to remind. [1:44] MR. Oliver and anyone else who [1:47] will be speaking today. Please [1:47] stay on the bills that we're [1:50] taking up today. If you can [1:54] focus your comments on the [1:55] bills that are up [1:57] consideration today. That [1:58] would be much appreciated. [2:01] Otherwise all I'll remind you [2:03] of that. So we have we have 2 [2:04] cards will start with MR. Kerr [2:07] now Oliver. It's your time at [2:18] the podium, Sir. [2:18] >> Yes, my name is Khan over [2:21] addresses on file. I want to [2:22] get to more to the nuts and [2:23] bolts of the city. And when I [2:28] look at how funding effects [2:31] community, especially American [2:32] freemen communities. The to [2:36] line item is too. It's our. [2:42] >> 0, 5, 35, 5. [2:45] >> 36 0, 3, 7, 7, It covers. [2:47] Heritage communities. It [2:53] covers. Voting rights. One of [2:56] my things is that. [2:57] >> And order make a movement [3:00] where dollars respect key. [3:03] It's just groups is that we [3:05] have got to put policy in [3:06] place. For example, district [3:08] said. There's free 8, 7, It's [3:14] one of the most [3:15] Underappreciated districts [3:15] because they had that this [3:18] district has the largest to [3:20] community-based a foundational [3:23] black Americans. It's got [3:26] underserved communities. And [3:26] it has to well, a lot of [3:29] communities. When it comes [3:34] down to taxpayer resources. [3:34] Income community, it's getting [3:38] the both share. And it makes [3:38] me question about maybe we [3:39] need to split that district [3:45] up. It's a 2 separate district [3:46] and will place some [3:47] significant got of a deep [3:51] route. 5% representation [3:53] throughout this city as a [3:54] whole. So MISTER Sorry to [3:55] interrupt you. But so we can [3:57] stay focused, appear. [3:58] >> Which Bill are you [4:00] referring to now? [4:02] >> The Bears down referred to. [4:11] Is Bill. 0, 5, 3, 5, 0 5.36, [4:17] 0, 3, 7, set. When I talk [4:17] about investment, I'm talking [4:21] about And when I look at the [4:22] body of the representation of [4:25] this community. We don't get [4:27] no cleared. There's no on the [4:31] stand. And I think that we [4:35] need to have a compensation [4:36] about breaking down these [4:39] district seats and apply a [4:40] compliance about 85%. It has a [4:46] heart. How many people, a [4:50] member to city Council can [4:51] represent, MR. From where I [4:54] was trying to give you a lot [4:55] of a lot of to there. And you [4:56] haven't said one specific [4:58] thing about the bills were [4:59] taken up today. So thank you [5:01] very much for comments. [5:03] >> Appreciate it. Go next to [5:10] MISTER John Mooney. [5:12] >> Hello, I am John [5:13] philanthropic. Jelly rule [5:15] resiliency. Good boy. Noon. [6:44] >> You know that it also [6:47] should waterways. And, you [6:48] know, I got to give it to him. [6:50] In fact, you know, read from [6:52] the agenda, you know, upon [6:54] completion of this bill will [6:55] provide funding of 750,000 for [6:57] the Deep Bottom Creek dredging [7:00] project upon completion of the [7:01] project, the Deep Bottom Creek [7:03] special district will be [7:04] responsible for the [7:05] maintaining the creek as [7:07] providing wins 2022. 49 e [7:08] which established a special [7:10] district for this purpose. But, you [7:41] know, to us get back to the [7:42] Jacksonville Riverfront [7:46] Alliance. You know scrap that [7:50] 6.82, 50,000. Should [7:51] immediately go to 3 trust [7:52] funds that have been [7:55] established by this council [7:58] veterans Parks, the movies and [8:01] then split up the other 50 for [8:01] 2025, 0, 8, 6, 7, which is the [8:04] Duval County Public Schools [8:05] yeah, classrooms in America. [8:11] You know? Thank me. All right. [8:13] Thank you for listening. Thank [8:16] you. Our last speaker missed [8:16] Dragon boy. [8:20] >> And again, reminder we [8:20] speak to the bills will be [8:27] considering today. [8:29] >> thank you so much. So I [8:31] have 2 bills that I want to [8:32] speak on specifically drag on [8:32] Blatter, some file. I don't [8:34] know if any do that here you [8:37] could. Thank you. Okay. I [8:41] really like 0, 5, 3, 6, I [8:42] think we should reward people [8:45] that that sounds great. 5 to 6 [8:47] big. Yes, 5, 3, 7, begnaud. [8:50] Why are we just paying them? [8:51] Not complying and taking them [8:55] off the noncompliance list if [8:56] they didn't comply, we should [8:56] treat them like everybody [8:57] else. I don't care if the [8:59] order the order of police. [9:00] There are specific rules that [9:01] are supposed to followed. If [9:02] they break those rules, we [9:04] should hold them to it right? [9:04] That's what it's meant to be. [9:05] That's what this is meant to [9:08] be about. I also really [9:12] enjoyed specifically. 0, 5, 4, [9:14] 2, the expenditure to [9:16] sulzbacher center. So senators [9:18] really good work. I work in [9:18] the area. I don't work for [9:21] stalls Makar but so Walker [9:21] does good work and the work [9:23] that they've done. Very good. [9:26] I think I should get that. I [9:27] know that that's a little bit [9:28] different because you guys [9:29] usually do the competitive [9:31] stuff. But I approve of. 5, 4, [9:34] 2 very much approve of the [9:37] other listed what 5, 3, 6, I'm [9:41] very against 5, 3, 7, for the [9:41] reasons listed. Also, this is [9:42] a place where supposed to talk [9:46] about stuff. There are so many [9:46] people that are so worried [9:47] about flock cameras. Please be [9:48] worried about that more often. [9:51] Thank you very much by. [9:56] >> Thank you. We're going win [9:57] first start out. Jso was asked [10:00] if we could take up item [10:02] number 30st. So we're going to [10:06] go to Page 17 and take a 30. [10:07] Then after we've done that, [10:08] then we'll go to the front of [10:09] the agenda, move our way the [10:12] whole way through. [10:15] >> The agenda. So item number [10:20] 30 paid 17, 2026. 0, 5, 8, 6, [10:21] We have a motion second on the [10:25] emergency would you please [10:25] mistreatment explain the [10:29] emergency? [10:30] >> Sure. The emergency is due [10:32] to the current district, 3 [10:33] substation Lee's that will [10:36] expire NOVEMBER 7, 2026 and [10:36] the sheriff's office will need [10:37] to complete a bill out of the [10:43] newly space. Ok, thank you. [10:44] >> We have council member [10:46] blue, so you're recognized. [10:50] Thank you, chair everyone on [10:50] the mercy her. We just we just [10:53] Yeah, we're on the bill now. I [10:54] just want to see if I could [10:56] talk the orange and so to find [10:57] out where was the speak? Can [10:59] you speak on the emergency? We [11:00] need to You're saying we need [11:01] to go MISTER Chair. Comments [11:02] are part. [11:05] >> Pertinent to the emergency. [11:06] That's fine. But if you [11:07] questions related to the bill, [11:08] you should vote on emergency [11:08] for. [11:09] >> I everybody on the [11:11] emergency. Okay. Thank you [11:12] all. Those unpaid emergency [11:14] signify by saying yes, opposed [11:20] no emergency passes. Motion [11:21] second on the bill as an [11:24] emergency, ok, MR. Pu. So [11:25] you're recognized. Thank you, [11:25] chair. Yet if Jayson kind of [11:26] come up, just trying to find [11:27] out where is the current [11:28] substation ERs as a brand new [11:32] one [11:33] >> just because like a [11:34] population expansion in the [11:39] area, some along those Tyler, [11:39] poor, the Jacksonville [11:40] Sheriff's Office. I'm here [11:42] with Commander Archibald over [11:45] services. The current district [11:47] 3 substation is located at 8, [11:48] 8, 7, 5, Liberty Ridge Drive [11:52] Suite. One 10. The has written [11:54] the legislation will expiring [11:56] NOVEMBER 7th. So we're looking [11:57] to get into a new contract at [12:00] a new location get that built [12:02] out before the current lease [12:03] expires. A new one will be at [12:07] 83 or one Cypress Plaza Drive. [12:10] Just What's the current right [12:12] now is going to be somewhere [12:13] start rent PRESIDENT. Much [12:20] more of an increase. [12:23] >> So right now at the current [12:25] space, we're only paying for [12:26] amenities. There currently is [12:31] no rent at this time. [12:34] >> What do do introduce [12:34] yourself. [12:35] >> So sorry, new Dr shuttle [12:36] commander Jessell sheriff's [12:42] office. Ok, thank you. [12:42] >> Understood arts of this is [12:43] so you've got a current free [12:44] space. Is there any reason why [12:45] can't remain there anymore? [12:47] Just the landlords ready to [12:48] move on? [12:49] >> Yes, sir. So dream finders [12:50] is currently the owner of the [12:52] building. They actually [12:53] applying for a permit to build [12:54] a other apartments and condos [12:57] in the area and they are not [12:57] extending our lease at this [13:00] time. Understood. [13:04] >> All right. Thank you. When [13:04] go to Councilmember Boylan, [13:09] you're recognized. Thank you, [13:13] MR. Is a commander Archibald, [13:13] the new location is 3 miles [13:15] north of the present location, [13:16] approximately 3 miles. Yes, [13:22] sir, I Challenged by one of my [13:24] colleagues just about fighting [13:25] for Mandarin, obviously [13:26] mandate as part of district 3 [13:27] in your for moving this [13:28] location. Further north away [13:33] from the district. Could you [13:34] with part to finding a more [13:34] central location to the [13:38] district for the zone? [13:38] >> Yes, sir. So this process [13:40] has been taking place for [13:42] approximately 2 years to find [13:43] a location for the substation [13:46] that was reasonable and [13:48] pricing as well as access for [13:49] parking and other. And that's [13:52] where the public as well. So [13:53] this place that we currently [13:56] located at 1 Cypress is very [13:57] forward facing to the public [14:00] right off of Philips Highway. [14:01] And and there's plenty of [14:05] parking ada, accommodations [14:08] basically a better footprint [14:09] for those that are coming into [14:09] the district, 3 area to locate [14:12] us and find us easily. [14:13] >> Well, what do I tell my [14:14] constituents to say that [14:15] moving even further away than [14:18] they were before? [14:20] >> I appreciate your But the [14:21] what you're paying rent here. [14:22] Plus the with for the [14:24] amenities sounds like a pretty [14:25] competitive number that I [14:27] would expect. You can find [14:28] other locations in a more [14:28] central to the district or the [14:32] zone. [14:33] >> Well, since we are [14:35] approximately 3 miles from our [14:36] current location, we wanted [14:36] remain in that same footprint. [14:40] I did look in personally when [14:41] I took over the project to [14:44] look in various areas [14:45] >> but we wanted to make sure [14:47] that we still had access to [14:49] downtown as well as not being [14:49] too far away from our current [14:50] location where the public [14:53] knows us to be a [14:54] >> MR. Remiss if I didn't [14:56] speak to the concerns my [14:57] constituents that has seen [14:58] substation moving further [14:58] north. But thank you, MISTER [15:03] Chair. Thank Next, go to Vice [15:04] Chair Clark. You're [15:07] recognized. Thank you. Chair. [15:10] Good afternoon to the 2 of [15:11] you. [15:12] >> My question revolves around [15:12] the rent. So the route that [15:16] you going from paying nothing [15:21] to paying 12,000 so dollars is [15:23] that the average rent that jso [15:25] pays in regards to distric [15:27] sent to shore substations [15:30] throughout the city. Each [15:33] substation is this. [15:36] >> To separate so depending on [15:40] where where it is located, [15:40] that is, you know, negotiated [15:45] with the landlord. [15:46] >> So based do to the chair. [15:46] So based on what you're saying [15:50] is that this is not [15:51] necessarily higher than others [15:53] are lower than others. It just [15:54] depends upon the location and [15:55] where you choose. Choose to [15:56] place a substation. [16:00] >> What is available for us [16:00] which [16:01] >> Okay. Thank you for that. [16:06] Through the chair to the [16:07] auditors. Do you have an [16:09] average or do you know what [16:10] the average cost is of the [16:14] substations do so? With a [16:18] lease Space Force Substation? [16:19] >> through the chair of the [16:20] council member Clerk Mary, I [16:21] do not have that information. [16:23] Is that it did the chair is [16:24] that? [16:25] >> is it available anywhere or [16:27] is it possible for us to get [16:28] that information through the [16:30] chair to o'clock? My memory, I [16:31] would ask the sheriff's office [16:32] for that information. [16:34] >> We can. We can get that to [16:36] you. But please do because it [16:38] just seems first of all, I [16:41] like the idea that it was $0 [16:43] before and now we're going to [16:47] $12,000 dollars. So. [16:50] >> Once I do want to [16:51] acknowledge the concerns that [16:51] Councilmember Boylan has [16:53] because that's part of his [16:53] district as well. Thank you so [16:54] much. We you a question. Thank [16:57] you. Chair. [16:58] >> We're next to pass [16:58] PRESIDENT Salem. You're [17:03] recognized. Thank you, chair [17:03] through the chair either one [17:08] of you. We have gotten [17:09] completely away from the stop [17:13] stations. That I think we're [17:14] an initiative. I think Sheriff [17:19] Glover. Store fronts just. [17:21] That kind of thing. So we now [17:25] have 6 of these several 1000 [17:26] square feet stations. Is that [17:30] correct? [17:32] >> Hello, sir. The stop [17:32] stations are not intended for [17:34] the public to. Visit because [17:39] they're not and the stop [17:40] stations are placed different [17:41] areas of the city. There were [17:43] officers can utilize those [17:43] services and that's usually by [17:46] the actual. Business that is [17:48] providing those spaces that is [17:52] not new cars to jso. Now a [17:54] substation. Now that is our [17:55] operations. That is where, you [17:57] know, we have our commander. [17:58] That's where the admin [17:59] lieutenants are at. That's [18:01] where we have our shares. [18:02] Watch meetings. So it is a [18:04] structure that we it is needed [18:08] in each district in order to [18:08] the operationally function [18:10] within that area that it [18:11] represents. [18:13] >> No, I'm I'm not questioning [18:14] you're substations to. I'm [18:16] just trying to understand. Do [18:17] we still have the stop [18:21] stations you do? [18:22] >> And they vary depending on [18:24] the area of town. I'm [18:25] assuming. [18:25] >> And so they're still [18:28] utilize. Yes, sir, very much [18:29] so, if the charity council say [18:32] on, if any business want to [18:33] offer up their space has [18:34] stopped station, they can also [18:35] still do that. We can consider [18:36] putting one there as well. [18:40] >> Okay. Thank you so much. [18:41] Thank you. Go next to [18:42] councilmember so you're [18:46] recognized. Thank you, MR. [18:47] PRESIDENT. I think some of the [18:47] conservation might be [18:48] hearings. Obviously we're [18:49] going from free site to over [18:52] $150,000 a year ten-year lease [18:55] its 1.5 million dollars. I'd [18:56] almost rather don't hold your [18:59] own building, frankly. But [19:00] beyond that, I mean, I know [19:01] that I have a few stop [19:04] stations in my district. All [19:05] I've got I've got 3 districts [19:06] within my city council [19:06] district to do a great job [19:09] going to them. But I mean that [19:09] there's it definitely does [19:12] seem like a lot. Obviously i [19:16] think none of us want to. Not [19:16] support, especially during a [19:17] kick out of your current [19:18] location by NOVEMBER. I think [19:20] it says more long lines of [19:20] talk to these council members [19:24] early and often, many of us [19:25] know our district quite well [19:26] and know where there could be [19:27] landlord or potential space [19:28] that could be substantially [19:30] cheaper if not free. I know in [19:33] my district there's plenty of [19:34] places where where, where we [19:35] could probably make sure jso [19:37] gets too. So just keep us more [19:38] in the loop. Feel like we're a [19:41] few months away and we're only [19:42] just now kind of hearing about [19:42] But I just kind of my [19:47] thoughts. Thank you. And the [19:48] last speakers past present [19:51] Care Cove. You're recognized. [19:52] Thank you, MR. Chair through [19:53] that area under this bill [19:53] doesn't ask for more money. [19:58] Doesn't. [19:58] >> Through the chair to [19:59] Councilmember Carrico. No, [20:01] we're not appropriating [20:02] dollars. [20:03] >> I think so. We're allowing [20:03] them execute Alice. They've [20:04] done their due diligence. I [20:08] think they. They have the [20:09] ability to do that. Go find [20:10] what's best for them. That [20:11] since then we don't need to be [20:11] nitpicking. This summing up [20:13] appreciative questions. But [20:14] which is let them do their job [20:19] move law. Thanks. Thank I [20:24] think everyone's. As the [20:24] questions are made. The point [20:27] that I just add on to that I [20:30] agree with but pass prison [20:31] care goes just But I think [20:31] there's always room for. [20:36] >> Going forward. If if we [20:37] Well together. And I I i [20:39] believe you're you're doing [20:42] that but you've heard here [20:46] there. There's a desire to be [20:46] a to have those conversations [20:51] and see if we can help you. [20:52] Get the right, get the right [20:54] locations in the right mix to [20:57] that, to work together to [21:00] assess how do you all best [21:05] serve the districts? By where [21:07] you're located and and also [21:08] possibly stretch the dollars [21:11] for the taxpayers. So I think [21:11] going forward, no, that's [21:13] that's something we can we can [21:18] take away. But I but I agree [21:20] funding wise and they've done [21:20] their due diligence. [24:24] >> thank you, chair. This is [24:27] the resort. Excuse me. Reach [24:29] for sale. This has been done [24:31] before is not done very often [24:33] in this story on this one. It [24:35] was $200,000 in Winter Storm [24:38] coach 15,000 or so to do all [24:39] that MR. Cable reasons if you [24:44] have any questions, this pond [24:45] usually used for a fallen [24:45] firefighter of police officers [24:47] were injured. And they have no [24:53] employees. This don't happen [24:54] very often. Remember several [24:55] years ago when bill was in the [24:59] millions of but Foundation. So [24:59] the for speakers at the [25:01] council meeting in the one [25:02] today. I don't know if that so [25:02] they don't have all the [25:03] information they need or just [25:05] simply. And the law [25:09] enforcement. I'm not sure, but [25:10] I would report would [25:13] appreciate the support on this [25:14] MR. Keogh, Greece, if you have [25:14] any questions come up and tell [25:15] you exactly what the [25:19] foundation does. Okay. Thank [25:20] next Good Vice Chair Clark [25:24] Mary, you're recognized. [25:25] >> Thank you. Chair must do [25:27] I'm not mistaken to kill. [25:27] Denise is. [25:32] >> What said early. Okay. [25:32] Thank you for coming forward [25:33] is going give your name and [25:37] information [25:38] >> David Gill crease, I am the [25:39] treasurer of the Jacksonville [25:40] Fraternal Order of Police [25:41] Foundation. All right. Thank [25:43] you so much for that. So [25:46] >> into the chair and leading [25:47] the bill and those that there [25:50] was audit that was submitted. [25:51] But the audit was deficient. [25:51] Can you tell us a little bit [25:55] about the deficiencies? One [25:56] yes, ma'am. [25:59] >> Through the chair when [25:59] first negotiate the contract [26:04] were and are labor contract. [26:06] $0.50 from each of the [26:07] officers working off-duty, [26:10] which we call 10, 60. Comes [26:11] from the employer and goes [26:13] into that account and that [26:14] account can be reviewed by the [26:16] council auditor or anyone any [26:19] time. So what we did was we [26:22] also have another way of [26:23] trying to raise additional [26:26] funds for the same things [26:28] which part of that maybe [26:29] you've heard of the guns and [26:30] hoses event that we put on [26:31] trying to raise money for [26:36] charities and such so we [26:37] created the 10, 60 account [26:38] that was specifically for any [26:41] money that came from that. So [26:44] when we also we're fortunate [26:47] enough to receive the grant [26:48] that through the city given us [26:51] more city funds. It made sense [26:52] go through that. Put that in [26:54] that same account and we did [26:58] that audit of that account. It [27:00] read exactly the way the [27:01] statute required. I've even [27:05] got the language. But when we [27:06] turned it they told us they [27:07] wanted to know about [27:08] everything. And we had already [27:10] spent $10,000. This was going [27:13] to be another at least 15,000. [27:16] We make. We have no salaries. [27:17] We get no compensation to any [27:18] of our folks. And we're just [27:18] trying to do the right thing. [27:22] And this additional funding, [27:23] you know, seeing a little bit [27:25] excessive, especially since [27:28] but we're in compliance. [27:29] >> Okay. Thank you so much for [27:31] that explanation. So what [27:34] you're saying is that the [27:36] audit that you submitted to [27:39] the auditors it was did not [27:40] cover everything. It is [27:41] covered some things. So it was [27:42] deficient in the in the in [27:43] that particular area that it [27:45] did not cover all of the as [27:48] Beck's items that. The audit [27:54] should have. [27:56] >> To the chair, correct? It [27:56] covered everything that we had [27:58] received. City funds for just [28:01] not anything that we did to [28:03] raise money through our [28:04] charity events. We wanted to [28:05] keep it separate. So it was [28:08] easy. So if the council [28:09] auditors or anyone else from [28:09] the council want to come in [28:10] and take a look at the books, [28:14] they wouldn't go where this [28:15] money come from. Where did [28:16] that money come from to pay [28:17] for it? If it was all [28:17] commingled, we want to do it [28:20] where it was clean and where [28:22] anyone can come and see it. [28:23] And we did do the entire 10, [28:27] 60. So it covered. Every bit [28:27] of city money that come into [28:29] the foundation. [28:31] >> Thank you so much for that [28:33] through the chair to MISS MISS [28:38] River. Do you have any [28:39] comments in regards to the [28:39] audit that was submitted by [28:45] fop? [28:47] >> the chair Councilmember [28:48] Clerk Mary, the audit that was [28:50] provided to our office was a [28:51] limited scope audit in just on [28:54] the program, dollars that were [28:56] allocated. It was what's [28:57] required and temper when the [28:58] teen is a financial statement. [29:00] So because it wasn't what was [29:01] required by the ordinance code [29:02] there on the noncompliance [29:06] list. Thank you so much for [29:08] the okay at this time. Our [29:09] link is the rest of my [29:09] question to my time chair. [29:10] Thank you. But I do want to [29:10] combat. [29:12] >> Thank you. Cayden. Well, [29:15] the next 2 councilmen who so [29:16] you're recognized. Thank you, [29:17] chair there. It's always good [29:19] to see you. Thank you. Thank [29:20] you for bring this bill up to [29:22] us and thank you for your work [29:23] on the. [29:24] >> On the jail, a subcommittee [29:26] that we had many moons ago. [29:26] You're incredibly helpful for [29:27] that, especially. We talked [29:28] about recidivism and different [29:29] programs in that regard. I do [29:33] have a question for Ms River [29:36] as well. So have we how many [29:37] other nonprofits have been [29:38] taken off not compliance lows [29:39] in the past couple years in [29:40] recent memory. Remember the [29:40] facility foundation with her a [29:41] couple others. I feel like [29:44] there were. [29:48] >> The chair, the bus, Ali [29:48] Foundation was in 15, 16 [29:57] fiscal year. 15, 16. But right [29:59] now I know there's one [30:00] previously a few legislative [30:02] cycles ago. Then there's this [30:03] one. And then there's one [30:05] coming up for next cycle. [30:07] >> What and what was that? So [30:08] other than that, like I'm [30:09] nation. What else have we done [30:12] recently recent memory? [30:13] >> Through the chair to [30:14] councilmember So the Ellie [30:15] Foundation received [30:18] forgiveness and 2024, you also [30:19] had that group forgiveness [30:21] that was done for the safety [30:22] and Crime Reduction [30:22] Commission. Those mini grants [30:23] that were issued. There were a [30:26] number of number of those [30:28] recipients that for various [30:29] reasons ended up on the [30:30] noncompliance list. So you [30:31] gave you granted forgiveness [30:32] to them because they were such [30:36] small grants that they were [30:37] receiving. Looking just to see [30:39] kind of what else pops out and [30:40] recent legislation. Those are [30:41] the 2 primary was you have [30:44] another one pending in [30:45] committee that's providing [30:46] forgiveness to made Away [30:47] Foundation Inc. That will be [30:52] coming forward shortly. And [30:53] then there were also a group [30:55] recipients that I think MAY [30:55] have gotten the Rick [30:59] forgiveness last year in 2025. [31:00] For cultural service grants. [31:01] So there was a tranche of [31:02] cultural service, grant [31:04] recipients that also ended up [31:06] on the noncompliance list. And [31:07] you also provided forgiveness [31:10] to those agencies as well. [31:11] >> Through Jedd that include [31:12] the symphony and all that, [31:12] right? Yes, Did include if a [31:15] symphony and wjct was the [31:16] other understood. Yeah, [31:17] remember we've had a couple of [31:19] these. So so this very recent [31:20] memory. I do appreciate that. [31:22] The crime reduction staff. [31:23] >> That was a nerd council [31:24] council then council PRESIDENT [31:28] Sam Newby. He's many grants [31:30] right there. Yes, there was a [31:31] group that went through under [31:34] him. But I think there was [31:35] subsequent group that also [31:36] received many grants through [31:38] safety crime reduction just [31:40] prior to when that commission [31:40] sunset. [31:46] >> So and to the chair river. [31:46] With what they provided in [31:48] their audit, the slower scope [31:48] audit that still has an [31:49] accounting for all the dollars [31:50] that were received public [31:53] money, correct? [31:54] >> Through the chair to [31:55] councilmember police. So yes, [31:58] it accounted for the funds [31:59] that they received out of the [31:59] 200,000 they received. They [32:00] received that 185. Allocated [32:05] to them. [32:06] >> chair must go. Chris, do [32:07] you know if puppies and [32:09] tending the apply for more [32:10] grants in the future from the [32:10] city or is this just kind of [32:11] And we want to make clean in [32:15] the event of future. [32:18] >> I'm sorry. Not sure [32:18] PRESIDENT Reeves was going to [32:19] try to make it. He might [32:22] unknown, but I'm 100% sure. [32:23] >> Now knowing that that we've [32:24] seen a number of these come [32:25] by, especially like I know, I [32:26] voted on a few of them saw. So [32:27] I understand I'm probably [32:28] satisfy this moment. Thank [32:31] you. [32:32] >> Thank next to past [32:33] Presidents, Salem, you're [32:38] recognized. Thank you, chair [32:39] the chair. David, I'm going to [32:41] support this, but I do want to [32:42] clarify for myself. Some of [32:43] the things I've heard. [32:48] >> Youve got this fund. You [32:50] keep the city contribution [32:51] separate from the boxing and [32:52] all those things. So you've, [32:53] you know, 2 different ledgers [32:57] for a lack of a better term. [32:57] And you submitted the expenses [33:00] on the 200. To the auditors. [33:03] Is that correct? [33:04] >> To the chair? Yes, as well [33:06] as the money from the [33:07] contracts that was shot. I [33:11] believe it covered both. [33:12] Covered the boxing is no, no, [33:13] no, I'm sorry. I was no. I was [33:16] thinking of the money from the [33:16] overtime that the officers [33:19] pay. But we did not include [33:20] that. [33:20] >> So you submitted the [33:23] expenses on the 200 to the [33:24] auditors? I heard something [33:27] about 185 versus 200. Can [33:31] someone clarify that for me? [33:32] This rebirth? [33:33] >> Yes. The the chair to [33:34] customers, Salem out of the [33:34] 200,000 that was budgeted to [33:38] go to fop. They only received [33:41] 185,000. [33:45] >> That's all we I know I was [33:47] I think finance CHAIRMAN With [33:48] that occurred under PRESIDENT. [33:50] Why I think we compromised and [33:53] took a percentage off each [33:54] contribution. So so they [33:56] submitted $185,000 in and [33:57] expenses to use that correct? [34:02] That is correct. Okay. What is [34:03] the difference? I used to a [34:06] technical term a few minutes [34:09] ago. You are looking for a [34:10] financial audit or something [34:11] versus what they submitted. [34:11] Can you outline for made the [34:13] difference? [34:17] >> And through the chair to [34:18] customers, Salem, financial [34:19] audit would follow accounting [34:21] principles and would be an [34:21] audit of their organization as [34:25] a whole. Where this was just a [34:26] limited scope on the actual [34:30] expenditures of the program. [34:30] >> The financial audit that [34:32] you're describing would [34:33] include the 200 as well as all [34:34] the money from the boxing and [34:36] everything else. Correct? [34:39] Okay. Is that really [34:41] necessary? Thinking they were [34:42] only sending the we only gave [34:44] him one. 85. It just seems [34:48] intrusive to MAY for them. [34:50] This have to comply with an [34:52] audit of I mean, I with if I [34:56] had a company and they wanted [34:57] something that was not related [34:57] to my company. I I take [35:01] offense to that. [35:02] >> To chair. We're just [35:03] following what's required in [35:04] the Code of Chapter one. 18. [35:09] Since they budgeted to receive [35:11] $200,000 and because it's over [35:14] that $100,000 threshold that's [35:15] required. So what does the [35:16] coach say specifically? You [35:17] have submit financial audit on [35:19] the. [35:23] >> Cole? [35:25] >> Into t. So if the recipient [35:28] is to receive an amount from [35:29] 100,000 to lessen the single [35:31] audit threshold, which is a [35:32] million. So between $100,000 [35:35] and a million, they would [35:36] submit an audit report in [35:36] accordance with generally [35:41] accepted auditing standards. [35:43] >> So generally accepted [35:46] operating standards, auditing [35:47] standards means. [35:49] >> as a as a as a cpa means, [35:50] the whole organization. [35:54] >> That is correct. I I just I [35:57] think we need to change that. [35:57] That's my feeling. I think [36:00] this is offensive. It's more [36:01] than what we should be doing. [36:05] I'm going to vote for. And if [36:06] anyone's interested in working [36:06] with me, we need to change [36:10] that. [36:13] >> Thank you do next, too. [36:15] Vice Chair Clark Murray, [36:16] you're recognized. [36:17] >> Thank you. Chair. Chair to [36:17] the committee into Mystic [36:20] agrees. [36:22] >> First of all, I appreciate [36:23] the fact pope he actually [36:26] submitted an audit. [36:28] >> Several of the nonprofits [36:30] and other organizations that [36:30] have been in the same position [36:31] with the same type of bill [36:32] wanting forgiveness have [36:34] submitted nothing. So with [36:35] that being said, I am going to [36:38] be in support. I do agree with [36:39] Councilmember Salem. That MAY [36:44] be. The audit. Ordinance needs [36:46] to be changed so that they So [36:47] you have to look at [36:49] everything. But just those [36:50] aspects of the dot, how they [36:51] spit the dollars that were [36:52] submitted to them to the city [36:56] or do that. That city. Thank [36:56] you, Thank you. Will go next [36:57] to Councilmember Boylan. [37:01] You're recognized. [37:04] >> Thank MARCH, I concur with [37:04] the comments both [37:07] Councilmember Clark, Mary with [37:10] respect to the necessity of [37:10] doing an overall on it than [37:17] organization in this process [37:17] approving ordinance that [37:22] certainly. And I know you [37:23] could mention, David, about [37:25] whether or not there's an [37:27] interest on the part of a pea [37:27] to disperse to another grand [37:28] in this process. I suspect [37:29] this MAY have to. Alter that [37:32] in that process, but I don't [37:33] think it's unreasonable for us [37:37] to support this forgiveness, [37:38] recognizing decide to come [37:38] back for additional funding [37:42] will be brought up. Many clear [37:44] what is going required in [37:45] terms of an audit going [37:45] forward. I think it would make [37:48] sense for us to do that. And I [37:49] like the idea of saying, hey, [37:50] look for grant even of this [37:52] size, show us how you spent [37:53] the money here in simple. And [37:56] that's really what you did. [37:57] And I think and I do [37:58] appreciate the ordinances in [37:59] place. We MAY need to impact [38:03] change ordinance to reflect. I [38:04] acknowledge during that [38:08] organization like yours like a [38:08] you know, just shows how you [38:09] spend the dollars. I think [38:12] will be Thank you. Thank you. [38:12] >> Thank you. MISS Develop a [38:17] list you're recognized. [38:18] >> Thank you. Threw the chair [38:20] to go back to the question [38:21] that councilmember pollution [38:22] had asked earlier on. I just [38:23] want to clarify something for [38:24] the record. This figure had [38:27] confirmed for me that the [38:28] Troche and Michael Grants that [38:29] was that had a number that [38:32] receiving forgiveness wasn't [38:33] safety, crime reduction. It [38:34] was actually the psg Micro [38:36] Grant category where they had [38:39] a number small entities that [38:39] ended up on the noncompliance [38:40] list. And that is the group [38:45] that was forgiven and 2025. [38:46] >> Thank you for the [38:48] clarification and will go back [38:51] to Vice Chair Clark You're [38:52] recognized. [38:54] >> Thank you. Through the [38:54] chair to mystified plus a [38:56] mullet to the entire [38:58] committee. One of the reasons [38:59] why I voted for that [39:01] particular bill was the fact [39:03] that many of those nonprofits [39:04] do not have the dollars that [39:07] necessary to conduct audits. [39:09] And a portion of the money [39:11] that they received from the [39:13] city can't be used for the [39:14] audit. So maybe that's [39:16] something that we can also [39:16] looking at the different [39:20] charges of moneys. Thank you, [39:20] chair through the chair. That [39:23] is somewhat already addressed [39:24] in the code vice-chair car [39:25] parade. So if they receive a [39:26] very small amount of money, [39:27] they're not required to pursue [39:29] a full audit like the ones [39:30] that received hundreds of [39:32] thousands of dollars in our [39:33] audit limits. [39:34] >> And what type of reporting [39:36] is tied back to the code of [39:36] federal regulations for [39:38] different levels of funding. [39:41] So we do have that tiered [39:42] structure in place in the [39:43] covid. Happy to talk to more [39:44] about it. If you want to talk [39:48] more. [39:49] >> Seeing no one else nicu. [39:50] I'm satisfied with what I've [39:52] heard. Both now and I think [39:56] the need to take a look at it. [39:57] The road forward. So thank you [40:00] all for for those discussions. Thank you. [42:32] >> Is this on the Amendment [42:37] COUNCILMAN Plusa okay. I [42:38] wasn't painting the amendment [42:41] signify by saying yes. Opposed [42:46] no. The amendment passes. We [42:48] motion second on the bill as [42:49] amended will go to [42:51] Councilmember Blue. So you're [42:52] recognized. [42:54] >> Thank you, chair. And just [42:56] for knowledge, this is from [42:58] the ajc. So as we've noticed [42:59] in the past, it's taking a [43:00] while to finally get these [43:01] dollars out because of the [43:03] process. This is how the [43:04] process has been laid out. So [43:06] this is before us from your [43:06] choice. I'm very grateful that [43:08] we're looking at this. I will [43:09] also say, please and myself as [43:13] a co-sponsor. Thank you. Thank [43:14] u next. Go do past present [43:18] Salem. You're recognized. [43:19] Thank you, chair I I said this [43:23] in rules this morning. Having [43:24] been involved in this endeavor [43:28] for the last Cincy Council [43:28] been council, PRESIDENT White [43:31] gotten engaged in this? [43:32] Probably the biggest need we [43:32] have in this community right [43:35] now are female. [43:37] >> Homeless pets. And what [43:38] this does is correct. That [43:40] gives us 32 beds at Seoul's [43:43] bacher. If you've spoken to [43:45] Captain Paramour who heads up [43:45] the path team, she'll tell you [43:47] this is the most critical need [43:50] we have out there. She had has [43:53] nowhere to place. Females. [43:54] Quite often. And hopefully [43:55] this will go a long way to [44:02] correct that. Thank you. Well, [44:02] next to Vice Chair Clerk Mary, [44:04] you're recognized. [44:05] >> Thank you, chair. I also [44:07] want to be added as a [44:09] co-sponsor and I just concur [44:12] and want reemphasize some of [44:13] the things that Councilmember [44:15] Salem said in regards to the [44:16] fact that this these dollars [44:17] are specifically targeting bit [44:20] more beds for females. And [44:21] once again, the goal is to get [44:23] them off the street. But [44:24] >> anyone here from the [44:31] sulzbacher to Ok? So at one [44:32] question I did have is about [44:36] how they go about determining [44:37] if the males who meet this [44:39] particular requirement. But [44:40] once again, I'm fully [44:41] supportive of the fact that [44:42] they're trying to get more [44:45] people off the street. Thank [44:46] >> Thank u next. Go to past. [44:47] Present Carlucci, you're [44:48] recognized. Yes, I just like [44:54] is co-sponsor. No one else in [44:57] the for we. Ticket, though I [45:00] did a couple questions. But [45:01] given no one's here South Park [45:04] are high. I'm not sure someone [45:05] would be an answer this. I've [45:05] had some exchanges with the [45:06] otters. One. This is was [45:09] originally introduced. It [45:11] talked about creating those [45:14] additional 32 beds. But as I [45:16] saw the breakdown of costs, [45:18] only about $3,000 was actually [45:24] listed expanding facility [45:25] capacity for those beds. So [45:32] that that. Cause me some pause [45:32] and wanted to try to get the [45:37] answer to that. However. I [45:40] don't want to hold up [45:40] progress. These 32 beds are [45:44] very much needed to have been [45:45] paying close attention to [45:46] everything since we had a says [45:47] she stood up and we do need [45:50] these beds for I for jfrd to [45:55] be able to take women too. In [45:58] an environment that's that's [45:59] appropriate in this helps to [46:06] that. So. Yeah, I I let this [46:08] go because this this goes [46:09] online. The numbers line up [46:12] with rate prove beds for the [46:14] other facilities. I just want [46:19] to make sure that everybody is [46:21] is getting the attention and [46:23] the money they need to expand [46:25] the capacities where and when [46:26] they're able to provide that. [46:30] And I think this is this is a [46:31] good step forward. So with [46:31] that is open about Nicole, you [46:36] about [46:40] >> 7 yeas, 0 nays. [46:41] >> By your actions you [46:42] approved 2026 year 5, 4, 2 as [46:48] amended. We'll go next to item [46:53] 15, 2026. 0, 5, 4, 3, We [46:55] motion second on the amendment [46:56] as written. Would explain the [46:58] amendment? [46:59] >> The amendment will attach [47:02] revised exhibit one, the bt to [47:02] correct the account [47:03] information and attach revised [47:05] exhibit to the term sheet and [47:07] budget to provide additional [47:08] clarity on the various budget [47:11] categories. Okay. Thank you. [47:12] >> All those in favor [47:13] amendment. Please signify by [47:15] saying yes, I was opposed. No, [47:20] amendment passes. And the [47:20] motion second on the bill as [47:23] amended. No in the queue. [47:24] Please open the ballot record [47:29] your vote. [47:34] >> 7 yeas, 0 nays. [47:35] >> Direction. You'd approved [47:38] 2026. 0, 5, 4, 3 as amended. [47:42] Item 16, 2026, 0, 5, 5, 2, [47:45] Have a motion. And have a [47:47] second on the amendment motion [47:49] second on the amendment. What was that [51:42] 3rd thing you said? All right. [51:43] Thank you very much. A lot of [51:44] work there. Thank you very [51:47] much. [51:48] >> We'll go next to pass [51:49] PRESIDENT College. You're re [51:53] recognized. I we need to vote [51:53] on the amendment. Correct? Is [51:54] this on the amendment for the [51:57] bill? A yes, please. You're [52:01] recognized. All right. The [52:04] amendment and I just wanted to [52:06] make sure that I wanted to [52:12] hear what Daryl Joseph. [52:13] Recreation, department head [52:14] had to say about that and is [52:17] he okay with this? Is the [52:19] administration okay with this [52:23] and and I guess counselor's [52:25] office work with them on I [52:27] have great trust there. Okay. [52:29] On this end. But just one of [52:33] which I think thank you. [52:36] >> Errol, Joseph Parks [52:37] department through this year [52:39] to COUNCILMAN Carlucci. [52:40] Absolutely. A lot of time [52:43] hours. Telephone calls emails. [52:44] But when the auditors office [52:46] as well as otc to make sure [52:48] that we got this to a point [52:48] that we were comfortable, we [52:49] felt like the city was [52:51] protected as well as [52:52] protection for JR. So yes, [52:53] we're in a good place. Okay. [52:56] So sounds like a lot of [52:59] safeguards been put in place. [53:02] Is very deliberate, [53:03] intentional. And so I'm very [53:05] good with the amendment and I [53:05] appreciate the council [53:06] auditors office and, [53:07] >> you know, working together [53:08] with r a and appreciate what [53:11] you all do. These are going to [53:14] be big part of our future. And [53:15] because it will be big part of [53:17] our future. We don't want a [53:21] big mistake. We're big fumble [53:22] and we want to go is executed. [53:24] We want to be excellent. And [53:27] so thank you all for your hard [53:28] work in putting together. [53:32] Thank you. [53:33] >> Thank you. Go next to pass [53:33] PRESIDENT Salem. You're [53:37] recognized. Thank you. Chair [53:40] through chair to MR. Joseph. [53:42] >> How much? How much control, [53:46] Carol, do you have? In this [53:47] process protecting the city in [53:51] this endeavor. But they share [53:52] the COUNCILMAN Salem. So thank [53:53] for the lady beside us, [53:56] smiling, some gusting up with [53:56] something. [53:57] >> thank thank you for that. [54:00] Through the chair, the council [54:01] Salem. So we've we've actually [54:03] come a long way with this. As [54:05] you remember. That was 2.6 [54:05] million dollars that was [54:08] provided to Jerry part of this [54:12] project as a whole and the [54:14] budget. So initially that [54:14] thought process and concept [54:16] was Jerry was going to take [54:17] over everything. So we've [54:20] scaled that back to a point [54:21] that the city is going to [54:23] maintain the maintenance of [54:24] these facilities. Jr is going [54:26] to focus in on the programming [54:28] and fundraising at this point [54:31] and then we'll work together, [54:32] took to provide more capacity [54:33] to the organization. I will [54:36] have a seat on their board, [54:38] which I feel really confident [54:40] too. The in the loop as of [54:42] continue to be throughout this [54:43] process. So, yes, I will be [54:45] involved in will stay [54:46] involved. [54:48] >> Sounds like we've hit a [54:49] good balance. And in that [54:51] respect not to prohibit them [54:52] from doing what they need to [54:56] do that I feel personally, you [54:57] being involved in the [55:00] maintenance of the park says [55:01] probably you you're your [55:03] strength in that respect. And [55:04] probably will benefit the [55:08] whole organization. Thank you. [55:09] >> your buck in this piggyback [55:10] on that 1, 1, thing I will say [55:12] that we've learned Friendship [55:15] just as an example. We're [55:16] close to a million people per [55:19] year visiting that site. So [55:20] again, we only get one time to [55:23] get this right. Also working [55:24] with Jerry to really enhance [55:27] the programming peas. I think [55:28] it's going to be a true jewel [55:28] for what we actually have on [55:35] our riverfront. [55:37] >> my pauses before we go [55:39] further, we did not vote on [55:40] the amendment. So if we can do [55:45] that first and and then. Okay, [55:47] it's strictly on the amendment [55:48] and then we'll come back for [55:48] the general questions and [55:52] comments. Please go ahead. [55:52] >> Thank you, chair. As I'm [55:54] looking at the parks, this [55:57] question is to MISS Is there [55:58] no way that we can add Unity [56:02] Plaza to this? [56:04] >> Lindsay, I Jacksonville [56:04] Riverfront Alliance addressed [56:06] to be on file. Thank you [56:09] council incluso for that [56:11] question. The organization as [56:14] it was designed, we've spent [56:17] over a year researching this [56:18] model that the organization as [56:19] it is designed is very [56:19] specifically for the [56:21] riverfront public spaces. And [56:24] unfortunately, Unity Plaza is [56:26] just about a block block and a [56:28] half later, one-tenth of a [56:29] mile away. It's right there. [56:30] Just got to add it. [56:31] >> All right. I'm good with [56:34] that. Thank you. Chair. [56:35] >> Okay. All those in favor of [56:36] amendment. Please signify by [56:39] saying yes. I was opposed. No. [56:45] The amendment passes. I think [56:45] I'll take that as a motion and [56:49] second on the bill as amended, [56:50] we'll go next to Councilmember [56:53] Berlin. You're recognized. [56:55] >> Thank you, MISTER Chair. I [56:57] just wanted to a test when [56:58] council PRESIDENT White assign [57:01] me to work with this group. I [57:02] came to appreciate the [57:05] diligence and the good work [57:07] and the challenge they had and [57:07] navigating with administration [57:08] with MR. Justice on. I think [57:11] we're in a very good place. I [57:12] think it's really important [57:13] that we look vocus on [57:15] programming making sure that [57:15] we actually utilize these [57:19] parks. And I know one of the [57:19] goals and Atlanta and others [57:20] have worked on is to making [57:23] sure that we have world-class [57:25] parks and well-used pork last [57:27] parks. I want to make the [57:29] point, as we get into the [57:31] budget process, that this is a [57:31] course service to our [57:32] community and in city for us [57:33] to move forward. Thank you, [57:35] MR. Chair. [57:38] >> Thank you. Back to council [57:41] member who said you're [57:42] recognized. Thank you, chair. [57:43] Now this. So grateful for this [57:44] piece legislation, the work [57:46] you guys have done. [57:47] >> To the we only get one [57:48] chance to do this, I think are [57:50] incredibly right. I think as [57:51] we see more of your teen [57:52] takeovers and more stuff like [57:54] that, we got to make sure that [57:55] these parts are properly [57:56] maintained that we're prepared [57:56] for those kinds of things [57:58] because of a bad reputation [58:00] begins. We get to about spot. [58:01] So I think I think Jerry is [58:03] going to help the like a major [58:05] part of the effort that they [58:05] make sure that these parks are [58:06] in pristine condition and that [58:08] we you know, not being a and a [58:09] place for some of these other [58:10] cities are. So I'm very [58:11] grateful to this. I would like [58:15] to be a co-sponsor. Thank you. [58:16] Thank you. We're going next to [58:17] pass. PRESIDENT Carlucci [58:18] recognized. Thank chair [58:30] co-sponsor place. Ok? It looks [58:32] it looks like we're all there. [58:34] Looks like we're all there [58:34] without committee amendment. [58:38] But can't do that. But [58:40] >> yes, please. But I do want [58:41] to make some comments before [58:47] we take the vote I think as I [58:49] a group of the leadership who [58:51] came and and walked me through [58:53] all this and I apologize that [58:54] the meeting went so long [58:55] because I did get into the [58:58] details. My concern is not [58:59] only for these 15 parks that [59:00] have been recognized for [59:06] downtown. But going forward [59:07] whose responsibility is for [59:08] the over 400 parks that I [59:09] think are in your portfolio [59:12] that you manage MR. Joseph, [59:13] for the maintenance know you [59:17] you specified here that your [59:18] going to be responsible for [59:19] the maintenance for all these [59:23] 15 there were a couple [59:24] questions about that and whose [59:28] responsibilities where, what [59:29] and where the lines were [59:31] drawn. That's that's been [59:32] articulated Programming and [59:34] funding versus maintenance. [59:37] I'm comfortable with that. And [59:38] this is starter money. I think [59:40] some of this money was below [59:42] the line before. So it's being [59:43] moved up and I'm perfectly [59:45] fine with that to get the [59:48] start that they need my [59:50] concern and just caution going [59:50] forward. We talked a lot about [59:55] the need for public-private [59:57] partnerships. This is a [59:58] perfect example for the way [1:00:00] forward to bring in all those [1:00:01] companies, all those [1:00:03] philanthropist who would love [1:00:07] to play a part in making, as [1:00:10] was stated, those parks, [1:00:11] world-class parks. They [1:00:12] utilized by all our citizens [1:00:14] as well as the visitors and [1:00:19] that they stay at that level. [1:00:22] You we have some concerns [1:00:23] coming forward physically with [1:00:26] our challenges with revenue. [1:00:28] So my my charge to you, all of [1:00:31] you would accept it is. Let's [1:00:34] all look for ways to form [1:00:34] those public private [1:00:36] partnerships for future [1:00:37] funding for these efforts to [1:00:38] augment the funds are already [1:00:41] being applied. So thank you [1:00:42] very much with that. Please [1:00:48] open about record your vote. [1:00:54] >> 7 yeas, 0 nays. This was a part [1:02:24] of the budget last year's [1:02:25] being brought about the line. [1:02:27] This legislation. I think [1:02:28] everybody knows the work of [1:02:29] the Salvation Army. They got [1:02:30] some representatives. I 100, [1:02:31] if you have any further [1:02:32] questions on the specifics of [1:02:34] the program. But I just ask [1:02:36] for your support in this. [1:02:37] Thank you. Thank next past [1:02:38] present college. You're [1:02:39] recognized. [1:02:43] >> Thank MARCH era first, I'd [1:02:44] like to be added as co-sponsor [1:02:49] on the bill. Good bill. And I [1:02:50] met with the Salvation Army. A [1:02:51] good number of times, [1:02:54] including with this carpenter. [1:02:57] He's been one of the biggest [1:02:58] supporters for many, many [1:03:03] years. I had at first blush [1:03:06] thought maybe we could and to [1:03:07] add some dollars to this. For [1:03:10] that would put too many [1:03:11] gymnastics for the bill. And I [1:03:14] don't want to do that. But I [1:03:15] just wanted to use this [1:03:16] opportunity say that I'm going [1:03:21] to. I try to have some [1:03:22] sunshine meetings because I [1:03:26] think I have identified some [1:03:27] funding sources or I'd like to [1:03:28] introduce a bill on my own to [1:03:31] add some dollars to this. And [1:03:34] and once I have met with the [1:03:35] Salvation Army, the council [1:03:37] auditors. Office of General [1:03:39] Counsel and everybody else, [1:03:43] including this carpenter that [1:03:46] help me put together the need, [1:03:50] which there's a big need. In a [1:03:51] plan, they do have some [1:03:55] sunshine meetings. Because I'd [1:03:56] like to I'd like to be able to [1:03:57] afford them some additional [1:04:00] dollars before we Into the [1:04:01] idea of trying to put [1:04:03] something in the budget for [1:04:04] him. I love to put something [1:04:07] the budget but my concern is [1:04:09] with with the not-for-profits [1:04:12] and so many others. I don't [1:04:13] know who's going to wind up [1:04:14] getting put under the line and [1:04:18] so on and so forth in that [1:04:20] were just beginning of AUGUST. [1:04:24] We're going to be having the [1:04:25] holiday season coming upon us [1:04:27] before too long. And that's [1:04:28] when really move into a lot of [1:04:33] there full action and I'd like [1:04:35] to see some additional dollars [1:04:36] from the source identified [1:04:40] with river that I think will [1:04:41] be acceptable to most council [1:04:43] members and I hope some of [1:04:45] those in this committee. Would [1:04:50] join me in the Sunshine [1:04:51] Meetings and and perhaps [1:04:54] support my efforts to plus [1:04:55] some additional funding for us [1:04:58] for this. So that's just what [1:05:00] wanted to do with support. The [1:05:02] bill, a co-sponsor, but I want [1:05:04] to try to help but some [1:05:06] additional dollars out there. [1:05:07] And I appreciate the author of [1:05:10] the bill putting this 4th with [1:05:15] the strategic plan. Thank you. [1:10:11] You've been talking about this [1:10:12] project quite a long time. I [1:10:15] know it means a lot to you. I [1:10:16] know means a lot to your [1:10:17] community. And I working with [1:10:18] public works as well. They got [1:10:22] massive backlog. If we waited, [1:10:25] you know, a counselor ball in [1:10:25] with the old in grand by that [1:10:27] point. So he's he's put his [1:10:30] dollars to to something that [1:10:30] he knows what will affect the [1:10:31] community meeting. I'd like to [1:10:32] be listed as a co-sponsor, [1:10:40] very supportive. Thank you. [1:10:41] Will will go next to the bill [1:10:42] introduced or councilmember [1:10:44] boiling. You're recognized. [1:10:45] >> Thank you, MR. Appreciate [1:10:46] the kind words my colleagues [1:10:49] in support of this. There is a [1:10:49] hand out in front of you that [1:10:53] speaks to this. As you can [1:10:53] see, I've been involved in [1:10:54] this particular project, the [1:10:57] efforts of this going back to [1:11:00] 2020, Parks pre see that in [1:11:02] terms the community made a [1:11:06] very come out a compelling [1:11:07] history documented history as [1:11:07] to why we got to where we are [1:11:09] in this process. Quite [1:11:14] frankly, I. And the reason and [1:11:14] we are trying to sort of [1:11:17] public works to manage and the [1:11:20] challenge party has been [1:11:21] getting dp and others to sign [1:11:23] off on the approval of the [1:11:25] dredging. Think we're at a [1:11:25] point in time to do that. And [1:11:26] I don't want to put this off [1:11:30] any longer than we have. I [1:11:30] think it you know that well [1:11:31] documented history should help [1:11:32] you an understanding the need [1:11:35] for this. And the only [1:11:36] question that I think I've [1:11:39] heard in the past in terms of, [1:11:41] you know, the overall public. [1:11:43] Good that's coming out of [1:11:45] this. But if you take a look [1:11:45] at the timeline, there was an [1:11:48] awful lot of public good that [1:11:49] led to the buildup at the base [1:11:54] of the the basin there. I [1:11:56] should note that in 2022 as [1:11:58] part of this process believe [1:11:58] that there are not a special [1:12:03] taxing district was created. [1:12:05] Whereby the neighbors Jason to [1:12:06] the basin would be response [1:12:07] for maintaining it after the [1:12:10] dredging is done. So this is [1:12:10] they're not getting off [1:12:13] scot-free in terms of [1:12:14] maintaining the basin after it [1:12:17] is stretched. And I appreciate [1:12:21] public works. Harder to step [1:12:23] forward and willingness [1:12:24] oversee the development of [1:12:25] this dredging project. So [1:12:26] creatures and appreciate your [1:12:29] support. Thank you very much. [1:12:33] To Next past present Carlucci, [1:12:33] you're recognized. [1:12:34] >> Yes, sir. Thank you, MISTER [1:12:35] Chair. I'd like to be added. [1:12:36] It's a co-sponsor and and this [1:12:40] is a complement to COUNCILMAN [1:12:41] Boiling and public works is [1:12:42] hard to get something like [1:12:46] this permitted. And I just got [1:12:50] to tell you any time you want [1:12:52] dredge a Anything like that is [1:12:57] hard, hard, hard. [1:13:11] Thank Seeing No was the cutest [1:13:13] wondered, is there anyone here [1:13:16] Paint Creek or his And I'm and [1:13:17] here it Now. I'm just I'm just [1:13:17] kidding. [1:13:23] >> I'm just kidding. No, I'm [1:13:25] just saying we as I as I went [1:13:26] through the history of this [1:13:28] and I and I really mean, as [1:13:29] you know, I joked I'm really [1:13:30] mean this. I think there's [1:13:34] some things. With the way you [1:13:37] approach this and public works [1:13:39] and everyone working together [1:13:42] on this. I think we can always [1:13:43] find a way forward if we're [1:13:45] willing to work together and [1:13:45] figure it So thank you for [1:13:50] that.
