We had a work session in May and we received quite a bit 28 00:02:32,650 --> 00:02:39,090 of public input via emails and participation at the various meetings. We also 29 00:02:39,090 --> 00:02:45,530 received quite a bit of assistance and recommendations from our parks director 30 00:02:45,530 --> 00:02:53,030 Eric Schreiner. You'll see in the handout that the 11-page handout that we 31 00:02:53,030 --> 00:03:00,270 evaluated recommendations came up with, that Parks Board came up with 10, I'm 32 00:03:00,270 --> 00:03:07,290 sorry, a little nervous, six Park Board priorities and then six Parks Department 33 00:03:07,290 --> 00:03:13,010 priorities for the Sandy Beach redevelopment as far as the recreational aspects. 34 00:03:13,010 --> 00:03:25,470 We looked at the rationale, the description, other potential options, issues and risks, cost, effort, impacts, and then final recommendations. 35 00:03:25,610 --> 00:03:37,270 Just a few comments about what we came up with and some additional requests from City Council as far as research and follow-up. 36 00:03:37,270 --> 00:03:44,750 under fence and gatehouse remove, one of the recommendations is to pursue paid 37 00:03:44,750 --> 00:03:50,890 parking model for their analyzed parking fee structure and further 38 00:03:50,890 --> 00:03:58,050 research implementation needs. On page seven we did discuss ice skating because 39 00:03:58,050 --> 00:04:04,770 a number of people were interested in that as a recreational option. Keep and 40 00:04:04,770 --> 00:04:14,330 and enhance and move and install its unknown if pursuing winter recreation is a priority. 41 00:04:14,970 --> 00:04:21,710 We were suggesting that the City Council conduct additional research on ice-rink installation. 42 00:04:23,490 --> 00:04:30,790 Revenue generating services on page 9, boat lifts and piers, move and modify. 43 00:04:30,790 --> 00:04:37,770 this was an area of a great deal of discussion and input by both the parks board as well as residents. 44 00:04:39,050 --> 00:04:45,050 Our recommendation for the City Council is conduct further research on the possibility of 45 00:04:45,050 --> 00:04:54,810 consolidating boat slip peers to one location on the west side of the park. On page 10, the objective 46 00:04:54,810 --> 00:05:01,790 of being safety enforcement and visitor safety, we are suggesting that the City Council 47 00:05:01,790 --> 00:05:09,790 pursue consultation with the Lake Mills Police Department for input on increasing public safety 48 00:05:09,790 --> 00:05:18,070 measures. Under on page 11 the objective being food and beverage service there is the question 49 00:05:18,070 --> 00:05:26,170 of who would staff a potential concession stand, city staff or private staff so that was 50 00:05:26,170 --> 00:05:26,810 another item. 51 00:05:27,330 --> 00:05:30,110 And then finally, the 52 00:05:32,420 --> 00:05:36,160 objective of improving storm water management and water quality, 53 00:05:36,160 --> 00:05:39,020 which we felt was really important. 54 00:05:39,440 --> 00:05:46,900 We do recommend accepting Rock Lake Improvement Association's proposal to fund a restoration 55 00:05:46,900 --> 00:05:56,540 an ecology firm to support the city in developing a plan to capture and bioremediate. 56 00:05:57,160 --> 00:06:04,560 And it's my understanding that of a consultation, such as that was approved, it would be a contract 57 00:06:04,560 --> 00:06:10,000 with the city and with financial support from Rock Lake Improvement Association. 58 00:06:10,000 --> 00:06:12,340 I thought that was part of the discussion at the end. 59 00:06:12,340 --> 00:06:17,500 So those are the items I think that we mainly just wanted to bring forward. 60 00:06:17,740 --> 00:06:21,900 Thank you Anita can I have you stay out in case we have any questions. 61 00:06:22,140 --> 00:06:25,320 Thank you very much and I know you're you're pinch hitting for Tim's 62 00:06:25,320 --> 00:06:27,740 but I am and I'm just yeah it's been a busy day. 63 00:06:27,880 --> 00:06:31,860 I'm unable to be here at the last minute so thank you for filling in for him 64 00:06:31,860 --> 00:06:33,600 and thank you for your work on this. 65 00:06:34,060 --> 00:06:38,240 So this is not scheduled you know tonight for any kind of just you know lengthy discussion 66 00:06:38,240 --> 00:06:53,860 or decision this evening we're just receiving on the recommendations but I do want to make sure that if we have any particular questions for Anita or Mary you know I'm serving on the parks board that we can do that so are there any questions from council members at this time. 67 00:06:56,240 --> 00:07:03,660 I'm not a question but I just want to thank Anita and the whole parks board for the work that they put into forming those recommendations. 68 00:07:03,660 --> 00:07:08,280 I attended some of the meetings virtually and some of the meetings in person. 69 00:07:08,640 --> 00:07:15,780 And there was a lot of time put in, a lot of opinions expressed, and a lot. 70 00:07:16,280 --> 00:07:19,320 There was a lot pulled together in a relatively short amount of time. 71 00:07:19,520 --> 00:07:22,900 So thank you and thank the whole board for their efforts on this. 72 00:07:23,540 --> 00:07:24,120 Thank you, Greg. 73 00:07:24,480 --> 00:07:25,220 Appreciate that. 74 00:07:25,960 --> 00:07:27,700 It's been an interesting process. 75 00:07:30,280 --> 00:07:31,140 Anyone else, Greg? 76 00:07:31,140 --> 00:07:36,520 I want to do also thank the Parks Board for their efforts here. 77 00:07:37,000 --> 00:07:42,360 I know there's a lot to look at and it looks like he covered a lot of ground in short time, 78 00:07:42,360 --> 00:07:47,500 so thank you for the feedback there. I know there's a lot for our board to look at 79 00:07:48,020 --> 00:07:54,520 and to our council to look at and decide how to move forward with Sandy Beach. But I guess my feeling 80 00:07:54,520 --> 00:07:58,960 is that Sandy Beach has kind of come backwards over the years. 81 00:07:59,360 --> 00:08:01,700 We've eliminated services over the years, 82 00:08:01,840 --> 00:08:03,520 not this council, but prior councils. 83 00:08:04,280 --> 00:08:06,600 And I think it's time that we step forward 84 00:08:06,600 --> 00:08:07,820 and do some things down there. 85 00:08:08,040 --> 00:08:10,020 So, looking forward to taking some action. 86 00:08:10,820 --> 00:08:11,160 Thank you. 87 00:08:12,640 --> 00:08:13,380 Thank you. 88 00:08:13,740 --> 00:08:15,120 Any other comments? 89 00:08:15,680 --> 00:08:17,760 Mary, I would like to make some comments. 90 00:08:17,980 --> 00:08:20,580 So first of all, thanks Anita for joining on short notice 91 00:08:21,520 --> 00:08:23,380 to frame the work that we've done. 92 00:08:23,380 --> 00:08:31,680 I think there are, there's one, one topic that I think is going to be the most, I think, 93 00:08:33,100 --> 00:08:37,280 lengthiest discussion is the food and beverage service we have, as you all know, 94 00:08:37,460 --> 00:08:39,900 on some of the early renditions I've talked about food carts. 95 00:08:41,700 --> 00:08:44,780 We've, we've rustled around with that. 96 00:08:44,940 --> 00:08:47,840 It's not necessarily recreational, but it's in the recreation space. 97 00:08:47,840 --> 00:08:53,440 So, we came up with a recommendation that we felt was kind of a balance between what 98 00:08:53,440 --> 00:08:56,720 the citizens had said in the survey and what some of the input was. 99 00:08:56,920 --> 00:09:00,820 So, but that one there, we really haven't had a formal conversation around if we want 100 00:09:00,820 --> 00:09:03,440 it and if we do what it looks like. 101 00:09:03,500 --> 00:09:07,780 And so, I think that one, if we could all give some thought that that one, in particular, 102 00:09:07,780 --> 00:09:14,340 I think, is a big decision what it changes the face of the park and so I think that one 103 00:09:14,340 --> 00:09:15,620 I would draw your attention to. 104 00:09:15,620 --> 00:09:18,560 And the second one that I feel has a little bit of a sense of urgency. 105 00:09:18,860 --> 00:09:24,580 The Reckley Confirm Association has the ecologist interest to help us with this storm water 106 00:09:24,580 --> 00:09:29,580 plantings and they may have an interest to reach out and work with them with Eric to make 107 00:09:29,580 --> 00:09:34,760 sure they understand the terrain just to do homework to start thinking about how they could 108 00:09:34,760 --> 00:09:42,560 help in developing planting, I would say recommendations, so input when we get to the nuts and bolts 109 00:09:42,560 --> 00:09:47,280 in developing the park later on and they don't want to be a stumbling block and so support 110 00:09:47,280 --> 00:09:53,680 for storm water. Looking at that through the RLIA offer I think is more has a sense of urgency 111 00:09:53,680 --> 00:10:00,600 for me so that we don't aren't waiting for them to get started when we are moving this forward. 112 00:10:00,740 --> 00:10:04,560 I don't know how fast things will go. I don't know how where any of this or all of this or some of 113 00:10:04,560 --> 00:10:11,180 this will be in the CIP and so that when they're just I know I don't want they don't want us to be 114 00:10:11,180 --> 00:10:16,660 waiting on them and so that would be the one subject that support on that early would 115 00:10:16,660 --> 00:10:17,060 be great. 116 00:10:18,520 --> 00:10:22,840 So I guess I have a thought on that and then I would look to just have to see if they 117 00:10:22,840 --> 00:10:23,960 have any other ideas. 118 00:10:24,920 --> 00:10:30,780 We could certainly schedule this for further discussion in our next council meeting or have 119 00:10:30,780 --> 00:10:37,780 a work session or however we want to frame that to go through the recommendations in more 120 00:10:37,780 --> 00:10:39,740 detail may be prioritized. 121 00:10:39,740 --> 00:10:56,420 I think, and again, my compliments as well and thank you to the Parks Board for this very detailed work and it really put together very well with the rationale, the pros and cons, maybe alternatives that you talked about and then supporting your recommendations. 122 00:10:56,680 --> 00:11:06,300 I think it's going to give us a really good foundation for looking at the capital improvement plan and where we might want to plug in some of these recommendations different years. 123 00:11:06,300 --> 00:11:13,940 and certainly some that need more valuation to decide, but I guess my thinking would 124 00:11:13,940 --> 00:11:22,440 be maybe have a discussion on these recommendations that are next meeting and then maybe identify 125 00:11:22,440 --> 00:11:28,360 some priorities and maybe some things that we would want to even fit into with the parking 126 00:11:28,360 --> 00:11:33,260 lot design which is kind of the next thing that I think would be queued up and see where 127 00:11:33,260 --> 00:11:37,580 there might be some overlap in storm water management, for example, with that. 128 00:11:37,860 --> 00:11:40,640 So Drake, what do you think would be a good next step on this? 129 00:11:42,280 --> 00:11:42,880 Yeah, absolutely. 130 00:11:43,180 --> 00:11:49,320 We can have it on the next agenda and have the council discussion on what pieces of it they 131 00:11:49,320 --> 00:11:50,100 want to prioritize. 132 00:11:50,280 --> 00:11:54,940 That should line up pretty well with the timing on the capital improvement plan in case the 133 00:11:54,940 --> 00:11:59,660 council wants to insert any dollars into that plan. 134 00:11:59,660 --> 00:12:06,920 right now there's some placeholders but not any firm commitments within the CIP on what's 135 00:12:06,920 --> 00:12:15,320 happening at Sandy Beach and so it should coincide well and we'll just have to prioritize it amongst 136 00:12:15,320 --> 00:12:21,780 what other capital projects exist and what the council wants to accomplish in the coming years. 137 00:12:23,280 --> 00:12:28,680 So I'll follow council members that's only a good plan to give us everybody time to review this 138 00:12:28,680 --> 00:12:31,340 further and then be prepared to talk about it next time, Michelle. 139 00:12:31,960 --> 00:12:37,520 I was just wondering if this would be a time during a city council meeting to be the time 140 00:12:37,520 --> 00:12:42,180 to have that discussion or if we should have a separate meeting as we've often had planning 141 00:12:42,180 --> 00:12:48,960 meetings regarding Sandy Beach on a separate occasion so that we can really hone in on that 142 00:12:48,960 --> 00:12:55,160 conversation. Sometimes I feel like when we have it in a city council meeting, we feel like 143 00:12:55,160 --> 00:13:11,920 I think there's not as much time to have those conversations and I would really like to have in-depth conversations so that we can really analyze before making any final decisions or telling staff that they need to start writing stuff up or anything like that. 144 00:13:12,080 --> 00:13:12,520 That makes sense. 145 00:13:12,520 --> 00:13:18,360 Sure. Yeah, and I think we'll be talking about other aspects of Santa Beach later on the agenda, 146 00:13:18,360 --> 00:13:22,720 and so we may decide that we want to have a special meeting, you know, just on those topics. 147 00:13:24,240 --> 00:13:30,860 So let's just assume that we're going to talk about this again at a future meeting to be determined 148 00:13:30,860 --> 00:13:36,900 and go from there to Zat's hunger. Okay. Okay, and thank you again Anita. I appreciate you 149 00:13:36,900 --> 00:13:38,460 I'm going in at the last minute. 150 00:13:40,160 --> 00:13:41,880 Any other questions for Anita? 151 00:13:43,140 --> 00:13:43,380 Okay. 152 00:13:43,820 --> 00:13:44,500 Thank you. 153 00:13:44,640 --> 00:13:44,800 Okay. 154 00:13:44,980 --> 00:13:50,400 So we'll move on to agenda item six, which is correspondence and his joint contacts. 155 00:13:50,600 --> 00:13:52,120 Michelle, would you like to get us started? 156 00:13:52,820 --> 00:13:53,220 Sure. 157 00:13:53,600 --> 00:14:00,700 I had three emails regarding the trailer part, one email regarding signage and the concern 158 00:14:00,700 --> 00:14:02,980 of a citizen saying that there wasn't enough. 159 00:14:02,980 --> 00:14:07,980 and another email regarding the Joint Rock Lake Committee. 160 00:14:09,080 --> 00:14:10,340 Great, great. 161 00:14:11,840 --> 00:14:13,580 I had an email on Bartles Beach, 162 00:14:14,140 --> 00:14:17,300 several tax concerns with the new assessments going out. 163 00:14:17,740 --> 00:14:22,980 And I joint rock lake memo from Patrick 164 00:14:24,280 --> 00:14:30,340 and a memo on land, the land use maps. 165 00:14:31,500 --> 00:14:32,100 Great. 166 00:14:32,800 --> 00:14:33,040 Mary. 167 00:14:34,100 --> 00:14:34,700 Okay. 168 00:14:34,940 --> 00:14:39,620 I think we all got something from Spectrum News, asking about our growth. 169 00:14:40,760 --> 00:14:47,160 In addition to what Greg and Michelle have, I also had a correspondence about the 170 00:14:47,160 --> 00:14:50,520 Mounds at Sandy Beach, the library. 171 00:14:51,520 --> 00:14:55,880 I met with Michelle Gerard and two library board members to go a little deeper and get some 172 00:14:55,880 --> 00:14:59,740 clarification. Thanks so thank you to Michelle and Gerard and Wendy. 173 00:15:00,000 --> 00:15:29,520 And Robin, property assessments, signage at Bartles regarding, I think we just got that one regarding ADA. Jay Ludeman wants to speak about the rezoning and then after that 196 00:17:02,500 --> 00:17:09,860 we'll have Gail Oglesby on Lyndon Street so Jay come on up see if I can get 197 00:17:09,860 --> 00:17:11,620 this to work here. Good evening. 198 00:17:14,140 --> 00:17:18,080 I'm here to comment on item number H 199 00:17:18,080 --> 00:17:26,500 ordinance 1279, the amendment of comprehensive plan on that parcel off East Tyroneena Park Road, 200 00:17:26,600 --> 00:17:37,560 where I live. This is at least the fourth time that this developer has come to the planning 201 00:17:37,560 --> 00:17:45,000 commissions or to the council trying to change this designation. When he was given his original 202 00:17:45,860 --> 00:17:52,780 permission to build that massive apartment complex that we all can see from the interstate. 203 00:17:53,200 --> 00:18:01,520 This parcel was designed to be a buffer zone of R1 housing between the R1 housing to 204 00:18:01,520 --> 00:18:07,720 the south of that parcel and this very, very large apartment complex that's there. 205 00:18:08,720 --> 00:18:17,800 By passing this, they raised it from R1 to R13, and at the last council meeting. 206 00:18:18,060 --> 00:18:25,380 So when they caved to this developer who is, for the last 10 years, made no effort whatsoever 207 00:18:25,380 --> 00:18:32,300 to do anything with R1, his whole statement was to go as much as he could with his larger 208 00:18:32,300 --> 00:18:34,980 apartment complexes as possible. 209 00:18:36,440 --> 00:18:46,760 The planning neighborhood supposedly will allow for R1 and R2 and R3 housings, but 210 00:18:46,760 --> 00:18:53,280 the developer came with a program that had absolutely no single family homings with 211 00:18:53,280 --> 00:18:54,020 it whatsoever. 212 00:18:55,340 --> 00:19:00,760 He apparently had plenty of notice and had plenty of time to work with the planning commission 213 00:19:02,780 --> 00:19:12,920 But no one contacted us that actually live on that land or near that land to see what our reactions were or what our recommendations were. 214 00:19:13,480 --> 00:19:26,020 So we strongly oppose taking this to something other than our one like what was planned for over the last 10 or 12 years. 215 00:19:26,020 --> 00:19:37,260 The other part is, and then I'm running out of time, but I would like to see a new environmental impact statement on that piece of property since those apartments have been built. 216 00:19:37,680 --> 00:19:46,020 All of the waterfalls that have been displaced by that huge apartment complex down there have moved up the hill. 217 00:19:46,500 --> 00:19:53,920 It's very common for all of us along there to have sandhill cranes, wild turkeys, Canadian geese, 218 00:19:53,920 --> 00:20:04,120 plus many other mammals that utilize that, the environment of that cornfield and the green areas that are not under, under tillage. 219 00:20:05,220 --> 00:20:11,240 It took him this long before he came up with a plan. Why not go the other way and turn that into a park? 220 00:20:11,960 --> 00:20:12,640 Thank you. 221 00:20:13,180 --> 00:20:17,520 Thank you, Jay. And I don't think we got your address on the record. Can you just... 222 00:20:17,520 --> 00:20:24,200 I'm sorry, W7177176 East Tyranena Park Road. 223 00:20:24,540 --> 00:20:24,900 Thank you. 224 00:20:25,020 --> 00:20:25,540 Thank you. 225 00:20:25,840 --> 00:20:27,840 Okay, so next is Gail Ogleston. 226 00:20:28,720 --> 00:20:30,800 I'm talking about the Lyndon Street sewer. 227 00:20:31,660 --> 00:20:34,580 And then we'll have a few people on speaking on Sandy Beach. 228 00:20:37,390 --> 00:20:38,430 I'm a short person. 229 00:20:38,510 --> 00:20:39,990 I'll have to get this down here. 230 00:20:40,490 --> 00:20:41,990 And Gail Ogleston Bay. 231 00:20:42,270 --> 00:20:46,950 And I'm an owner of 805 Lyndon Street here in Lake Mills. 232 00:20:48,470 --> 00:20:54,290 recently annexed from the township. I'm sorry, Gail, I'm getting used to this, too. I've got to reset this timer. 233 00:20:54,730 --> 00:20:57,650 Oh, okay. I won't start over. You're not in trouble. 234 00:20:59,030 --> 00:21:08,550 I live on Lyndon Street and there's been a couple years now. We've discussed putting in a street, sewer line, water line. 235 00:21:08,550 --> 00:21:16,350 And on that street, I have the only property that has failed, the system has failed. 236 00:21:17,010 --> 00:21:22,410 I guess it's not up to code, but basically it is failing more and more all the time. 237 00:21:23,310 --> 00:21:28,770 My biggest concern is, well, two concerns is the cost involved because I have to pick up 238 00:21:28,770 --> 00:21:29,450 the price. 239 00:21:30,070 --> 00:21:35,910 Some of it will be over taxes over 10 years, but a lot of out of pocket price. 240 00:21:35,910 --> 00:21:43,110 So I'm concerned about that, but also, like I said, my system is failing, and if I have 241 00:21:43,110 --> 00:21:50,750 very many people in my house, it's just I have sewage backup, and it's a mess, it really is 242 00:21:50,750 --> 00:21:57,450 very costly too. And so I'm just looking at getting this, you know, speeding up the process, 243 00:21:57,450 --> 00:22:03,090 because it's really been dragging on quite a while now. And I guess, you know, I think we're going 244 00:22:03,090 --> 00:22:09,510 to discuss that tonight, but in some alternative plans, but just wanted you to be aware of that. 245 00:22:10,050 --> 00:22:12,090 Okay, thank you. Thank you very much. 246 00:22:14,420 --> 00:22:19,380 Okay, here we go. Got the new time. Okay, so we have 247 00:22:19,380 --> 00:22:34,540 on several people on Sandy Beach, we have Mike Heeslip, and then after that we'll be on Tom 248 00:22:34,540 --> 00:22:36,420 Please come to the microphone. 249 00:22:37,740 --> 00:22:39,080 We're discussing it. 250 00:22:39,180 --> 00:22:39,340 Great. 251 00:22:39,480 --> 00:22:40,820 Go ahead and speak to level. 252 00:22:41,240 --> 00:22:41,620 Speak to that. 253 00:22:41,720 --> 00:22:42,120 Thank you. 254 00:22:43,620 --> 00:22:45,560 My name is Mike Eastlope. 255 00:22:45,720 --> 00:22:51,180 I reside at 37B Paradise and Sandy Beach. 256 00:22:51,980 --> 00:22:53,680 That's the B level. 257 00:22:55,900 --> 00:23:03,960 I think that if we could coordinate between the city and our association of the 258 00:23:03,960 --> 00:23:12,440 But the trailers, we could come up with a workable program to gain what everybody's after 259 00:23:12,440 --> 00:23:14,800 is a nicer place to live. 260 00:23:16,740 --> 00:23:27,780 If we were to spread the cost over the entire association, all three levels, instead of 261 00:23:27,780 --> 00:23:38,000 looking at B separately, we could reduce the cost per unit by a large amount of 262 00:23:38,000 --> 00:23:44,200 money rather than just putting the emphasis on B itself. Eventually, A is 263 00:23:44,200 --> 00:23:51,240 going to have to be redone and possibly sandy or the pines. So I think if we work 264 00:23:51,240 --> 00:24:01,860 together with all three levels and then excuse me I do have some figures but I 265 00:24:01,860 --> 00:24:06,980 didn't want to go with it on but I've been coming up for 60 years better than 60 266 00:24:06,980 --> 00:24:12,820 years and when we first started coming up all the roads and everything through all 267 00:24:12,820 --> 00:24:20,700 of the levels were they were just gravel and at that time by having gravel a lot 268 00:24:20,700 --> 00:24:25,720 of the rain is such just seeped into the ground and where the tennis were the 269 00:24:25,720 --> 00:24:32,000 volleyball courts are now and the surrounding area that was lower and that 270 00:24:32,000 --> 00:24:38,180 was where we all played and hung out but it was also where the bolts were 271 00:24:38,180 --> 00:24:44,280 stored. Now when we got a lot of rain that would all the water would congregate 272 00:24:44,280 --> 00:24:50,600 in the middle there and the rest of the parking lot stayed dry. So you know 273 00:24:50,600 --> 00:24:56,640 We did have difficulties, you know, sometimes you went to get your boat out, it'd be up to your ankles, but that was no big deal. 274 00:24:58,340 --> 00:25:09,340 I think if we would take that and go back to where it's lower and use gravel just in that center part for the drainage, 275 00:25:09,920 --> 00:25:17,680 and then we could eliminate the planned water retention pond on the front of B. 276 00:25:17,680 --> 00:25:29,280 If we did that that would enable more trailers to remain on that level and then the cost of the whole project we spread over more trailers. 277 00:25:30,760 --> 00:25:40,080 I think just something that we should look into and talk to about the association with the association and the city. 278 00:25:40,860 --> 00:25:42,220 I want to thank you for your time. 279 00:25:43,280 --> 00:25:45,580 Thank you, right on the dot. 280 00:25:47,000 --> 00:25:49,960 Okay, let's see, next is on Tom Kreechi, 281 00:25:52,390 --> 00:25:54,150 I'm speaking on Sandi Beach. 282 00:25:55,690 --> 00:26:02,410 My name is Tom Kreechi, and I'm speaking on behalf of the Rock Lake Improvement Association Board of Directors. 283 00:26:03,430 --> 00:26:12,630 The Rock Lake Improvement Association and our membership would like to thank the parks board for the time and effort they put into developing a well thought out recommendation 284 00:26:12,630 --> 00:26:16,330 for the Sandy Beach Park redevelopment. 285 00:26:16,390 --> 00:26:18,830 Excuse me, Tom, I have to start the timer. 286 00:26:19,310 --> 00:26:20,270 Sorry for the beep. 287 00:26:21,190 --> 00:26:26,530 RLIA is supportive of the Park Sport Recommendation that was given tonight. 288 00:26:27,270 --> 00:26:32,150 We are hopeful that the City Council will move forward with the Park Sport Recommendation, 289 00:26:32,350 --> 00:26:40,770 particularly as it relates to stormwater and water quality actions that protect our lake and its users. 290 00:26:40,770 --> 00:26:59,150 The RLIA is ready to fund a restoration ecologist to collaborate directly with the Parks Board under a contract with the City of Lake Mills to develop the design and we respectfully request the City Council to approve that action. 291 00:26:59,890 --> 00:27:00,270 Thank you. 292 00:27:01,290 --> 00:27:10,070 thank you okay our remaining speaker on Sandy Beach is Bob Clark and then JB 293 00:27:10,070 --> 00:27:11,630 Clark you'll be so 294 00:27:13,640 --> 00:27:17,060 while he's coming up I'll take care of the beeps and 295 00:27:22,280 --> 00:27:23,540 Bob 296 00:27:23,540 --> 00:27:30,460 Clark live along a Sandy Beach road in the pines part of the trailer park I read all 297 00:27:31,180 --> 00:27:35,620 what you're doing with the park and to bring it bring it up but no one ever 298 00:27:35,620 --> 00:27:41,240 addresses the idea of what's going to happen to the sand. He wants people to come 299 00:27:41,240 --> 00:27:46,640 to the park. We could go this Saturday. I was sitting on the boardwalk there. 300 00:27:46,760 --> 00:27:54,260 I took a walk down to the lake to take a dip and I crossed over 57 pieces of 301 00:27:56,100 --> 00:28:05,480 Guestung in that small area and of course I had to walk back. If you take the 302 00:28:05,480 --> 00:28:13,220 whole of that west side, there was probably 1500 people on that beach. There were children 303 00:28:13,220 --> 00:28:19,580 burying themselves in the sand, swimming in the sand, rolling in the sand, building sand 304 00:28:19,580 --> 00:28:25,380 castles. If their parents knew what was in that sand, they wouldn't even come to the beach. 305 00:28:26,600 --> 00:28:33,180 So as you spend your money to improve the beach, think about the sand. Thank you. 306 00:28:34,460 --> 00:28:35,260 Thank you. 307 00:28:37,160 --> 00:28:37,520 Okay. 308 00:28:37,800 --> 00:28:39,880 Our final registered speaker is JB Clark. 309 00:28:49,310 --> 00:28:49,710 Hello. 310 00:28:50,570 --> 00:28:51,090 JB Clark. 311 00:28:51,190 --> 00:28:52,570 One, two, two mill to street again. 312 00:29:10,000 --> 00:29:10,460 Thank you. 313 00:29:26,180 --> 00:29:27,460 You're not planning to speak, JB? 314 00:29:27,840 --> 00:29:28,640 No, did you read the memo? 315 00:29:28,980 --> 00:29:30,740 I read what he's distributed. 316 00:29:31,160 --> 00:29:33,680 I don't know if he wants to ask to read it out loud or not. 317 00:29:35,160 --> 00:29:35,560 Okay. 318 00:29:36,100 --> 00:29:36,540 All right. 319 00:29:36,980 --> 00:29:38,140 No one else has registered. 320 00:29:38,520 --> 00:29:40,840 So we will close public comment for this evening. 321 00:29:41,120 --> 00:29:41,640 Thank you, everybody. 322 00:29:41,640 --> 00:29:49,960 And sorry for my lack of familiarity with our timer here, let's see, hopefully that'll turn that off. 323 00:29:50,240 --> 00:29:55,800 So, okay, our next agenda, so public comment is posted and our next agenda item is the City Manager's report. 324 00:30:00,000 --> 00:30:29,520 Thank you. One thing I'll highlight tonight is every residents, every property owner in the city of Lake Measwell have received a notice of their preliminary assessment. There's been a lot of conversation regarding that. I would just like to note our, I guess, warn, not that don't just take what the mill rate is or has been last year on your tax bill and apply it to the new assessment. That the assessments are one piece of how, 325 00:30:29,520 --> 00:30:38,940 All property taxes may be determined, but it's largely determined by what the relative value of the property is in relation to the community as a whole. 326 00:30:40,140 --> 00:30:48,740 And what the levies of each of the taxing jurisdictions are, so county, tech college, school district, and city of Lake Mills. 327 00:30:48,740 --> 00:31:00,680 from the city of Lake Mills, standpoint the city is limited and it's levy increase by the state of Wisconsin, by levy limits, by net new construction. 328 00:31:00,920 --> 00:31:05,940 In the past, we've seen that between 2 and 3% in most recent years. 329 00:31:06,100 --> 00:31:17,780 And so that's been the maximum amount that the city can increase its tax levy which obviously is much lower than the average 60% increase we saw 330 00:31:17,780 --> 00:31:23,920 from the revaluation of property and so you can't just take the millerate and apply it 331 00:31:23,920 --> 00:31:28,180 to the new valuation and calculate what your taxes will be because that will give you 332 00:31:28,180 --> 00:31:32,400 a much higher number than what it will end up actually being. 333 00:31:33,360 --> 00:31:37,320 And so when you're looking at it, when you're looking at what the increase is, that average 334 00:31:37,320 --> 00:31:40,060 property increase was just around 60 percent. 335 00:31:40,720 --> 00:31:45,860 So you have to look at what the properties increase was in relation to the increases of 336 00:31:45,860 --> 00:31:54,760 everybody else is to know how it may impact property taxes in the future. I'd also note that 337 00:31:54,760 --> 00:31:59,800 you can find the contact information for the assessor on our website. There's also been some 338 00:31:59,800 --> 00:32:07,800 social media posts with that contact information. The open book period is scheduled for August 339 00:32:07,800 --> 00:32:17,620 Thursday, August 13th and Friday, August 15th. There will be three assessors here for appointments. 340 00:32:18,460 --> 00:32:22,560 If you call on a making appointment, you can also call or email the assessor ahead of time 341 00:32:22,560 --> 00:32:26,300 with any concerns or questions you may have about your property assessment. 342 00:32:27,080 --> 00:32:30,000 That's what's known as open book, the open book period. 343 00:32:30,620 --> 00:32:36,240 Through that open book period, the assessor can make changes to the assessment. 344 00:32:36,240 --> 00:32:46,600 If they find that there should be one, final determination notices are scheduled to be sent out around August 24th. 345 00:32:47,180 --> 00:32:53,880 If you haven't been able to resolve any questions that you may have with the assessor during that open book period, 346 00:32:54,400 --> 00:33:05,520 that's when you can contact City Hall here and ask for an objection form where you can formally object to your property assessment. 347 00:33:06,100 --> 00:33:09,300 at the Board of Review, which will be in September. 348 00:33:10,960 --> 00:33:13,600 So that is how that process will lay out, 349 00:33:13,700 --> 00:33:16,880 but I would just like to reiterate the reminder that 350 00:33:16,880 --> 00:33:21,000 what your millerate was last year is not what the millerate 351 00:33:21,000 --> 00:33:24,400 will be applied to on the new valuation of the property, 352 00:33:24,840 --> 00:33:27,900 and that the more important factor is the value of the property 353 00:33:27,900 --> 00:33:30,880 in relation to everything else in the city of Lake Mills, 354 00:33:30,880 --> 00:33:38,300 and what the taxing jurisdictions levy for their budgets which won't be 355 00:33:38,300 --> 00:33:45,660 settled until likely in November for each for each of them. Other than that, 356 00:33:45,880 --> 00:33:51,540 if there are any questions from the council, I'm happy to answer any. Any 357 00:33:51,540 --> 00:33:55,880 questions Mary? I have one question and one comment. I'm coming first. I had a 358 00:33:55,880 --> 00:34:00,220 citizen call me late afternoon to say that the phone number to the 359 00:34:00,220 --> 00:34:07,340 assessments office was going to like a dead line and they were weren't sure if it was 360 00:34:07,340 --> 00:34:12,560 just like a phone. Sometimes your phone get the phone system gets clogged and you end up 361 00:34:12,560 --> 00:34:18,120 with a drop but it was she tried twice and it was dropped both times so I was just some we might 362 00:34:18,120 --> 00:34:24,120 take a look at tomorrow make sure it's live and there hasn't been an issue. Second my question is when 363 00:34:24,120 --> 00:34:28,660 will that mill rate be determined? What is the debt date by which the new one will be? 364 00:34:28,660 --> 00:34:35,760 Tax bills are required to go out before December 15th and so that means that all 365 00:34:35,760 --> 00:34:39,580 of the tax and jurisdictions will have had to adopt their budgets for the coming 366 00:34:39,580 --> 00:34:46,720 year and the full amount will be calculated at that at that point. So the final 367 00:34:46,720 --> 00:34:50,200 millerate won't be determined until we receive notice from all of the tax and 368 00:34:50,200 --> 00:34:54,700 jurisdictions as to what they are levying and then the millerate gets 369 00:34:54,700 --> 00:34:57,100 calculated based off of what's being levied. 370 00:34:58,120 --> 00:35:02,260 So that's October and November, I was just trying to get the I can't tell you an 371 00:35:02,260 --> 00:35:06,260 exact date, but I know that it will be definitely will be determined by early 372 00:35:06,260 --> 00:35:11,100 December. Okay. So like the other testing jurisdictions might be would be the 373 00:35:11,100 --> 00:35:16,300 late middle school district, the technical colleges, technical colleges, and then 374 00:35:16,300 --> 00:35:21,800 Jefferson County. Okay, we also have to wait for the state school credit to come 375 00:35:21,800 --> 00:35:46,820 in the state school credit. Okay. Michelle, a comment and more of an ask, is it possible that Drake you could write up perhaps a memorandum and post it somewhere in a way that could be understood in case somebody doesn't happen to watch this or understand what exactly you're saying if we could put it in a way to help everyone understand what this means? 376 00:35:46,820 --> 00:35:53,680 There is a 2025 revaluation dedicated page on our website, so I would direct people 377 00:35:53,680 --> 00:35:54,100 to that. 378 00:35:54,220 --> 00:35:59,520 There's a frequently asked question section templates of the notices that have been sent 379 00:35:59,520 --> 00:35:59,840 out. 380 00:35:59,840 --> 00:36:05,280 Some informational material from the assessor that's posted on there, and then of course 381 00:36:05,280 --> 00:36:10,020 they can call us or the assessor, but that web page has quite a bit of information. 382 00:36:10,020 --> 00:36:15,040 and we've shared it a few times to try and get it out there. 383 00:36:15,300 --> 00:36:18,940 But if you go to the front page of our website and you should, 384 00:36:19,100 --> 00:36:21,080 you'll be able to find a link directly to it. 385 00:36:21,620 --> 00:36:26,980 Okay, and does that also include any information about what we're talking about today 386 00:36:26,980 --> 00:36:31,440 with regard to Sandy Beach or the library and the money is needed for that 387 00:36:31,440 --> 00:36:32,940 and how that may affect taxes? 388 00:36:34,060 --> 00:36:37,240 No, because we don't know the council hasn't taken action. 389 00:36:37,660 --> 00:36:38,880 No, yes, I understand that. 390 00:36:38,880 --> 00:36:45,460 But I'm just getting a little bit of ahead of it and just trying to think about what questions 391 00:36:45,460 --> 00:36:48,500 someone would have if they were wondering about that. 392 00:36:48,560 --> 00:36:48,620 Yeah. 393 00:36:49,420 --> 00:36:53,860 We'll be talking about the, on the capital side, we'll be talking about the capital improvement 394 00:36:53,860 --> 00:36:58,160 plan, starting at Polar Works Board next week as part of that. 395 00:36:58,840 --> 00:37:05,740 We do get an analysis from our financial advisors as far as what those projects, what tax impact 396 00:37:05,740 --> 00:37:10,680 those projects would have, you know what what their impact it would be on a home 397 00:37:10,680 --> 00:37:16,460 value of X dollars and so that piece of it will be determined as far as the 398 00:37:16,460 --> 00:37:20,780 operating side, the operating levy, we'll probably have to wait until we get 399 00:37:20,780 --> 00:37:24,880 what the net new construction is going to be and get deeper into conversations 400 00:37:24,880 --> 00:37:31,660 about the 2026 budget. So what I'm hearing you say is just saying so it's on the 401 00:37:31,660 --> 00:37:38,180 record. Everyone can go online to look for the more spelled out version of what you've 402 00:37:38,180 --> 00:37:47,800 said and that also to pay attention to Ellers report coming out and look in the area with 403 00:37:47,800 --> 00:37:57,120 regard to the tax impact of a certain percentage or a certain type of household cost, correct? 404 00:37:57,120 --> 00:38:01,740 there will be information like that and then we also begin deliberations and 405 00:38:01,740 --> 00:38:07,260 discussions on the annual budget upcoming here in September. Yes. Okay. Thanks. 406 00:38:08,540 --> 00:38:15,520 Okay. I had a quick question on the at taxing jurisdictions. Just wondering if 407 00:38:15,520 --> 00:38:21,060 the community that maybe has a higher assessment value as compared to the 408 00:38:21,060 --> 00:38:25,320 other maybe townships in the instance of our school district with the 409 00:38:25,320 --> 00:38:31,080 community with the higher assessments be penalized, or is it broken into different segments for that process? 410 00:38:32,540 --> 00:38:44,540 No, it gets equal, you get an equalized value, an equalized rate, which is how the state equalizes that amongst different municipalities. 411 00:38:44,540 --> 00:39:12,780 So, for example, we have been assessing at 67% of fair market value is what our last one was and so that gets denoted when the equalized mill rate is being calculated and so it controls for those, you know, if we are valued higher truly, if the property values are higher, then it may, it's possible. 412 00:39:12,780 --> 00:39:17,880 then it's that from the school district's perspective it's your value in 413 00:39:17,880 --> 00:39:22,400 relation to all of the value in the school district and so if your property is 414 00:39:22,400 --> 00:39:29,600 high is of a higher than average value then your share of the pie is higher so 415 00:39:29,600 --> 00:39:35,700 from that regard yes if there's higher if there's higher 416 00:39:35,700 --> 00:39:42,060 valuations in relation to the valuations of other and to other properties outside 417 00:39:42,060 --> 00:39:49,020 side of the city of late mills that can have an impact, but just because we were assessing 418 00:39:49,020 --> 00:39:56,200 at 67% of fair market value does not mean that our value was not being, that we weren't 419 00:39:56,200 --> 00:40:03,040 already a higher value in comparison to the others because they equalize it at the state 420 00:40:03,040 --> 00:40:03,380 level. 421 00:40:04,040 --> 00:40:07,860 So it's assessed across this jurisdiction evenly then? 422 00:40:07,860 --> 00:40:16,300 You're right, the equalized value is how the state attempts to control for the different 423 00:40:16,300 --> 00:40:21,180 schedules that municipalities on for assessing to fair market value. 424 00:40:21,580 --> 00:40:25,900 Every municipality in the state of Wisconsin has to be within 10 percent of fair market 425 00:40:25,900 --> 00:40:29,120 value at least once within five years. 426 00:40:29,460 --> 00:40:35,140 So you can't be, you have to be between 90 percent and 110 percent as soon as you fall typically 427 00:40:35,140 --> 00:40:42,460 it's below as soon as you fall below 90% at a certain point after I think it's three years you get 428 00:40:42,460 --> 00:40:47,480 a first notice and then you get a second notice in the fourth year and then you get a third notice 429 00:40:47,480 --> 00:40:57,300 and if you still haven't undertaken a revaluation that you then have a state monitored revaluation and 430 00:40:57,300 --> 00:41:03,360 so they will mandate an order in our case the city they would mandate they would have mandated us to 431 00:41:03,360 --> 00:41:07,580 do a revaluation had we not decided to do one when we did. 432 00:41:09,340 --> 00:41:15,960 And so that's the requirement placed on municipalities is they want everyone, mandate 433 00:41:15,960 --> 00:41:21,200 everyone to be 90% to 110% of what is deemed fair market value. 434 00:41:22,240 --> 00:41:23,060 Thank you. 435 00:41:25,870 --> 00:41:28,910 Any other questions or comments for our city manager? 436 00:41:31,860 --> 00:41:32,080 Okay. 437 00:41:32,620 --> 00:41:33,160 Thank you, Drake. 438 00:41:33,840 --> 00:41:40,740 So now we will move on to Council business and our first item is Resolution 25-42. 439 00:41:41,380 --> 00:41:43,060 Ms. Steve, would you read that title please? 440 00:41:44,300 --> 00:41:49,900 City Council Resolution 25-42, conditional use permit declarations and findings, petitioner 441 00:41:49,900 --> 00:41:54,880 St. Vincent de Paul Society, conditional use to allow multiple principal structures on one parcel, 442 00:41:55,560 --> 00:42:02,020 720 East Lake Street Lake, Mills, Wisconsin, parcel number 24607131312005 443 00:42:02,020 --> 00:42:06,080 and 2, 4, 6, 0, 7, 1, 3, 1, 3, 1, 3, 0, 2, 1. 444 00:42:08,570 --> 00:42:13,010 Okay, why don't we go to staff summary of this one before we get a motion? 445 00:42:13,850 --> 00:42:14,890 Good evening, council. 446 00:42:16,030 --> 00:42:20,050 This request in front of you doesn't have a whole lot of moving parts like 447 00:42:20,050 --> 00:42:21,190 a normal conditional use. 448 00:42:21,370 --> 00:42:26,730 It's more or less a request to allow two principal structures on one parcel. 449 00:42:27,530 --> 00:42:29,430 The way this came about is Saint Vincent. 450 00:42:29,430 --> 00:42:37,190 in their main building on 720 East Lake Street, purchased in a Jason property of self-CP Avenue, 451 00:42:37,190 --> 00:42:43,150 a 203 self-CP Avenue. And in order for them to move forward with their design, 452 00:42:43,430 --> 00:42:49,170 they're going to have a walkway slash parking between the two buildings. 453 00:42:49,190 --> 00:42:55,030 So they wanted to drop the parcel, the property line, and make it one big parcel there in the corner. 454 00:42:55,650 --> 00:43:03,250 Our ordinance doesn't allow multiple principal structures on one parcel without a conditional use. 455 00:43:03,890 --> 00:43:11,170 We him hot around and thought maybe we would use this, consider this an accessory structure to the main building. 456 00:43:11,550 --> 00:43:19,690 But staff just kind of decided this would be a cleaner way to address this because it's already its own principal structure on its own parcel. 457 00:43:20,590 --> 00:43:25,970 And we just didn't want to leave that as a gray area as an interpretation to be an accessory structure. 458 00:43:26,210 --> 00:43:36,090 So, um, asking Vincent to apply for a conditional use to ask you guys for an allowance to have two principal structures on one parcel. 459 00:43:38,740 --> 00:43:41,200 Thank you. Any questions for our zoning administrator? 460 00:43:43,440 --> 00:43:45,940 Good. Great. Coats. Do you have a question? 461 00:43:46,300 --> 00:43:46,960 There you go. 462 00:43:47,080 --> 00:43:47,580 Oh, no. 463 00:43:47,800 --> 00:43:48,360 I tied it in. 464 00:43:50,640 --> 00:43:55,220 Why is it necessary to combine the parcels, then, why not just leave them as two separate 465 00:43:55,220 --> 00:43:55,700 parcels? 466 00:43:56,400 --> 00:43:58,720 Well, the main reason is setback issues. 467 00:43:58,900 --> 00:44:03,400 They wouldn't be able to have a drive way across, and really preference for them. 468 00:44:03,600 --> 00:44:07,260 There is some representation here that they'd be able to answer a question for you exactly 469 00:44:07,260 --> 00:44:13,540 why they wanted to do it, but it cleaned it up for them to kind of use this building part 470 00:44:13,540 --> 00:44:20,800 food pantry back and forth and I guess maybe there would be a different answer. I guess I'm 471 00:44:20,800 --> 00:44:23,220 looking to you guys to see if there's anything that would clear that up. 472 00:44:28,740 --> 00:44:29,760 Can you give us your name 473 00:44:29,760 --> 00:44:37,940 please? Logan Ferry Keller Incorporated here on behalf of St. Vincent de Paul. We were engaged with 474 00:44:37,940 --> 00:44:44,360 St. Vincent de Paul starting in 2023. Went through a few different plans. The original goal was to 475 00:44:44,360 --> 00:44:47,440 tried to move the food pantry out of the main store building into the 476 00:44:47,440 --> 00:44:53,180 Collagen Building with setbacks, with where the buildings currently located, it 477 00:44:53,180 --> 00:44:58,800 just didn't make sense. The impacts of stormwater ensuer to 478 00:45:00,000 --> 00:45:28,730 The parking lot we would have had to add for the food pantry was just cost prohibitive to the group. So the goal now is really to expand the food pantries footprint within the store building and make the call again building just a warehouse basically. So the goal is really to be able to move product from one building to the other without going on the main streets to keep the volunteers and the staff safe. Thank you. Thank you. Any questions or discussion? 528 00:48:45,730 --> 00:48:46,210 Greg Waters. 529 00:48:46,370 --> 00:48:49,590 And this closes the financial obligations, okay. 530 00:48:50,390 --> 00:49:01,030 Correct. So we would, this would, we wouldn't have a mechanism to draw upon it for a deficiency, 531 00:49:01,510 --> 00:49:04,290 but we're outside of the warranty period regardless. 532 00:49:04,290 --> 00:49:10,050 list. And so this is a small portion of what the letter of credit originally was. It's 533 00:49:10,050 --> 00:49:16,690 been reduced several times over the last couple of years. And so with the warranty period 534 00:49:16,690 --> 00:49:24,250 expiring and the final inspections being complete, we don't, there's no need for the 535 00:49:24,250 --> 00:49:29,450 city to continue holding it or really a justification for us to continue holding. 536 00:49:32,260 --> 00:49:33,040 And it's specific 537 00:49:33,040 --> 00:49:40,180 the public infrastructure which has been inspected by the appropriate city staff as well as engineers 538 00:49:40,180 --> 00:49:48,220 and deemed accepted and we have a one year warranty period I think at acceptance and then that has 539 00:49:48,220 --> 00:49:57,580 recently expired. Thank you. Any other questions or discussion? Hasing none Mr. Can you do a roll call 540 00:49:57,580 --> 00:50:00,940 I'll vote on Resolution 25-43. 541 00:50:02,240 --> 00:50:02,940 Ms. Cuidno. 542 00:50:03,900 --> 00:50:04,060 Aye. 543 00:50:04,600 --> 00:50:05,760 Mr. Cuidz. 544 00:50:05,960 --> 00:50:06,500 Aye. 545 00:50:07,220 --> 00:50:07,960 Mr. Waters. 546 00:50:08,360 --> 00:50:08,940 Aye. 547 00:50:09,760 --> 00:50:10,580 Ms. Curler. 548 00:50:10,960 --> 00:50:11,160 Aye. 549 00:50:12,120 --> 00:50:12,580 Ms. Schmager. 550 00:50:13,240 --> 00:50:13,420 Aye. 551 00:50:14,260 --> 00:50:15,480 Motion passes 5-0. 552 00:50:17,460 --> 00:50:18,120 Thank you. 553 00:50:18,240 --> 00:50:21,420 Next item is Resolution 25-44. 554 00:50:21,640 --> 00:50:23,280 Ms. Tuba, do you read that title for us? 555 00:50:24,180 --> 00:50:26,700 City Council Resolution 25-44. 556 00:50:26,700 --> 00:50:31,420 Rejecting all bids for Lyndon Street sewer and water project. Lake Mills, Wisconsin. 557 00:50:35,690 --> 00:50:37,850 Drake, you want to give us the staff report on this? 558 00:50:38,330 --> 00:50:42,470 Sure, so if you recall, we originally bid this item as an alternative to Milton Street. 559 00:50:42,810 --> 00:50:47,890 At that time, rejected that alternative due to costs. We chose to bid again. 560 00:50:48,370 --> 00:50:56,790 We did see a minor reduction in cost through that bidding process, but we are still in excess of $200,000 for the extension of utilities. 561 00:50:56,790 --> 00:51:06,110 There was an alternate bid in this as well for some minor storm water improvements, which was about $11,000 additional. 562 00:51:09,330 --> 00:51:13,290 It's significantly higher than what the opinion of probable cost was. 563 00:51:13,710 --> 00:51:18,810 We were expecting it to be more around the $175,000 range. 564 00:51:18,810 --> 00:51:23,690 the there's only three properties that this service that this main I should say 565 00:51:23,690 --> 00:51:28,090 would serve and sell that cost on pass city practice would be to special 566 00:51:28,090 --> 00:51:32,010 assess the cost and divided amongst those three properties only one of the 567 00:51:32,010 --> 00:51:37,010 properties is currently annexed in the city can't special assess township 568 00:51:37,010 --> 00:51:41,250 properties without permission from the town board and therefore we'd have to 569 00:51:41,250 --> 00:51:47,430 recoup costs at the time of annexation prop likely through connection fees or 570 00:51:47,430 --> 00:51:49,230 or something of that nature at the time. 571 00:51:51,830 --> 00:51:55,330 In excess of $70,000 per household, 572 00:51:55,530 --> 00:51:58,070 this is a difficult project because it's such a short stretch 573 00:51:58,070 --> 00:52:01,510 and the pricing is much higher than we would have anticipated 574 00:52:01,510 --> 00:52:06,730 or seen in the past with what is likely just market increases 575 00:52:06,730 --> 00:52:08,470 in costs that we've seen. 576 00:52:09,630 --> 00:52:11,970 So there are some options for you laid out in the memo. 577 00:52:13,090 --> 00:52:16,630 It has been city practice to special assess for these. 578 00:52:16,630 --> 00:52:22,350 it is the city's prerogative, whether to do so and how much to special assess so you could award 579 00:52:23,110 --> 00:52:28,250 and choose to special assess a portion or none at all and complete the project as it was bid which 580 00:52:28,250 --> 00:52:33,470 would bring water and sewer, you know, into into Lyndon Street. 581 00:52:36,230 --> 00:52:38,630 If the based on past city practice 582 00:52:38,630 --> 00:52:43,570 is where we're recommending the rejection of all bids that we consider that the full assessment of 583 00:52:43,570 --> 00:52:48,290 costs to those three properties would be cost prohibitive on those property owners. 584 00:52:49,570 --> 00:52:53,890 Even you can give, there is a 10 year period of payback, but it's still a significant 585 00:52:53,890 --> 00:53:01,410 amount, especially as the city wouldn't even be able to recoup many of those costs regardless 586 00:53:01,410 --> 00:53:04,350 until those additional properties annexed. 587 00:53:05,010 --> 00:53:10,150 If we do reject all bids, what we will likely look at doing is we've been in talks with some 588 00:53:10,150 --> 00:53:17,150 contractors for what would essentially be a long service from the main on Pine Street 589 00:53:17,150 --> 00:53:23,650 and extending to the property line of the annexed property and so that would be a sewer 590 00:53:23,650 --> 00:53:29,830 only solution. There would not be a similar water extension at that time as the well is 591 00:53:29,830 --> 00:53:35,450 still in good working order and is not failing at this time. That would reduce the city's 592 00:53:35,450 --> 00:53:42,290 costs significantly that would be ultimately special assessed under past practice by the city. 593 00:53:42,890 --> 00:53:47,770 We'd still be looking at a total estimated cost that none of these would be final numbers 594 00:53:47,770 --> 00:53:54,050 until we have formalized the quotes we've received as well as coordinated with the property 595 00:53:54,050 --> 00:54:00,070 owner for the private side, but essentially we'd bring it to the property line where we're 596 00:54:00,070 --> 00:54:06,310 between 15, around $15,000, between $15,000 and $20,000 597 00:54:06,310 --> 00:54:10,610 an additional 15 on the estimated on the private side 598 00:54:10,610 --> 00:54:15,650 for a grinder pump as well as piping on the private side 599 00:54:15,650 --> 00:54:15,990 of things. 600 00:54:16,190 --> 00:54:20,270 So we're still looking at a $25,000 to $30,000 total cost 601 00:54:20,640 --> 00:54:21,350 for this. 602 00:54:24,010 --> 00:54:27,030 But obviously significantly less than what 603 00:54:27,030 --> 00:54:29,630 that would be required if we went with the full project. 604 00:54:30,650 --> 00:54:35,350 So there's also a question of special assessments 605 00:54:35,350 --> 00:54:37,130 and how the city council would like to, 606 00:54:39,130 --> 00:54:41,010 whether the city council wants to continue 607 00:54:41,010 --> 00:54:44,690 with the past practice that we've done over many, many years. 608 00:54:45,810 --> 00:54:48,010 Otherwise, there is an option we've been exploring 609 00:54:48,010 --> 00:54:49,430 for a lower cost option. 610 00:54:49,550 --> 00:54:51,770 We have talked to the property owner about it. 611 00:54:51,950 --> 00:54:56,250 Property owner does have a contract around their side 612 00:54:56,250 --> 00:54:59,530 that they've been talking to for that for this potential solution. 613 00:55:00,610 --> 00:55:02,730 We have gotten three quotes. 614 00:55:03,550 --> 00:55:09,030 We need to clarify a few things with them before we could move forward on this option. 615 00:55:09,210 --> 00:55:13,710 It's under, the city cost would be under $25,000 on that, so we wouldn't need another formal 616 00:55:13,710 --> 00:55:14,630 bidding process. 617 00:55:14,630 --> 00:55:20,150 It just requires notice that we're moving forward with this project, and so those are kind 618 00:55:20,150 --> 00:55:21,870 of the options that lay before us. 619 00:55:21,870 --> 00:55:40,450 But do you see the recommendation to reject all bids before you because of the significant cost that it would be born by the current property owner at this point because of if we continued with the way the city has practice this in the past? 620 00:55:44,510 --> 00:55:49,530 Okay, are there any questions or discussion regarding this resolution or the staff report? 621 00:55:49,530 --> 00:55:50,490 I 622 00:55:53,020 --> 00:56:21,240 think I have a question, so we originally included this in a Milton Street bid and then it came out, you know, higher than expected would, including it in, you know, the prospect street bid next year or with some of their project with that also be an alternative or you think it's just not likely to go down very much it's possible, but there's also a timing consideration here and that the city is obligated to provide service. 623 00:56:21,240 --> 00:56:28,100 service to this property, they've annexed into the city, they're unable to obtain a new 624 00:56:28,940 --> 00:56:37,440 septic permit under county regulations and so we need to find a solution for the property 625 00:56:37,440 --> 00:56:45,100 owner before they would encounter a significant failure and so waiting until the next bidding 626 00:56:45,100 --> 00:56:55,120 cycle that septic would have to survive, operate until, you know, June at the earliest 627 00:56:55,120 --> 00:57:01,240 of next year, which is likely not practical. 628 00:57:03,970 --> 00:57:09,850 And then just as a follow-up, so the alternative solution that involves a line just to this 629 00:57:09,850 --> 00:57:15,030 home for just the sewer, if there was some point in time that the other properties annexed 630 00:57:15,030 --> 00:57:21,350 then would we then proceed with doing the full project of water and sewer and then this 631 00:57:21,350 --> 00:57:23,530 temporary sewer line would be just temporary? 632 00:57:25,290 --> 00:57:27,930 We could look at services to each property. 633 00:57:28,790 --> 00:57:30,530 We'd have to evaluate it at that time. 634 00:57:30,690 --> 00:57:33,170 The service solution is not perfect by any means. 635 00:57:36,120 --> 00:57:41,700 So it's possible that we could then bring a main up at that point. 636 00:57:43,720 --> 00:57:48,880 It's also possible that if we don't know what the property owners may do in the future 637 00:57:48,880 --> 00:57:56,960 if they choose to sell, if this is kind of a commercial corridor of the city of Lake 638 00:57:56,960 --> 00:58:02,320 Mills right now, so as property owners want to sell their properties, does a commercial 639 00:58:02,320 --> 00:58:11,500 entity that wants to develop retail or something of that nature in that area, purchase properties 640 00:58:11,500 --> 00:58:17,940 from property owners at which case it makes more financially viable for them to handle 641 00:58:17,940 --> 00:58:23,620 the cost of the full water and sewer extension. We have not heard from the other property 642 00:58:23,620 --> 00:58:32,000 owners that their wells or sewers are coming up on failure. They could contact us at 643 00:58:32,000 --> 00:58:35,980 any time but they haven't to this point told us that they're coming up on a failure. 644 00:58:35,980 --> 00:58:36,100 here. 645 00:58:38,120 --> 00:58:42,220 So it would be simpler if everything happened altogether, right? All three properties 646 00:58:42,220 --> 00:58:49,640 required service, but that's not typically how these things work out for us. And so it's 647 00:58:49,640 --> 00:58:53,140 one of those, it's not a great answer, but we'll kind of have to figure out what we would 648 00:58:53,140 --> 00:58:59,240 do moving forward. If we did, if we do go the service route here, we can obviously extend 649 00:58:59,240 --> 00:59:04,900 more services off the main. It gets more expensive. This is the middle. 650 00:59:07,780 --> 00:59:08,860 So there's another 651 00:59:08,860 --> 00:59:15,500 property just further on lending which would be it further costs to do a service on. We could 652 00:59:15,500 --> 00:59:21,660 also choose to incorporate it into a future project without the intention to special assess 653 00:59:21,660 --> 00:59:27,780 at that time and allow people to allow those residents to hook up if we got more favorable pricing 654 00:59:27,780 --> 00:59:30,320 in there. This is unique. 655 00:59:32,940 --> 00:59:37,040 There's just so few homes that would be served by this extension. 656 00:59:37,700 --> 00:59:43,540 And so there's very few economies of scale to reduce the costs of this that would be ultimately 657 00:59:43,540 --> 00:59:51,660 borne by the property owner. And so that's why we're looking at what is perhaps a suboptimal option 658 00:59:51,660 --> 00:59:58,310 from the city's perspective, but one that allows us to fulfill our obligation to the homeowner and 659 01:00:00,000 --> 01:00:29,900 I would be placed on them. Thank you. Any further discussion, Mary? I'm curious. If we have, you have an example where we've done this before and how much the special assessment was for each homeowner, like a longer street that would have had more, how much would they have spent per person or per household? I could come up with it, but not. Okay. I don't have it for you. I'm just trying to understand the reasonableness between what we've made. Someone else may have faced in this scenario. 660 01:00:30,740 --> 01:00:43,140 this $70,000 does not seem, I agree that it's not, you know, a cost I would want to pass on, but the alternative and at least the cost of it sounds reasonable. 661 01:00:43,260 --> 01:00:48,560 What are the risks for that solution, are there any risks that are going to be more cost? 662 01:00:50,820 --> 01:01:10,760 The most recent farmers and merchants bank annexed in the city did not extend at that time because they had functioning wells, they're on city sewer, did not extend water, but there is an agreement with them that when water is available, they'll pay for their portion of that connection. 663 01:01:10,760 --> 01:01:20,880 So we have we have done that in the past, but that's a little different because they're not receiving any water service from the city right now and they have they had a functioning well it wasn't expiring. 664 01:01:23,990 --> 01:01:33,550 I would have to do some research on what our past special assessments have been we have not done a special assessment since I have been with the city the last three years. 665 01:01:33,550 --> 01:01:43,050 So we're likely going several years back, which was in a different bidding environment than we've seen since in the inflationary years. 666 01:01:43,810 --> 01:01:48,110 And that, you know, the current environment that we're in. 667 01:01:51,740 --> 01:01:52,800 Any further, Greg? 668 01:01:54,780 --> 01:02:01,020 On that temporary single service, how long would we project it? 669 01:02:01,020 --> 01:02:06,580 that would it'll last it'll last for a significant amount of time. I wouldn't we 670 01:02:06,580 --> 01:02:11,000 don't have to call it temporary. It could function for the life of that of the 671 01:02:11,000 --> 01:02:12,560 pipe that's in the ground essentially. 672 01:02:21,380 --> 01:02:26,500 So there's a so there's a grind there's 673 01:02:26,500 --> 01:02:31,340 as a part of the service there's a grinder pump that grinder pump would 10 674 01:02:31,340 --> 01:02:37,260 years on that but the pipe in the ground will last longer than the pump 675 01:02:37,260 --> 01:02:43,240 The pump will, the piping they put on the private side to bring service into the home will last. 676 01:02:43,720 --> 01:02:54,160 And so, we could connect to it in the future if we were available and we could take into consideration the amount that's already been paid by that property at that time. 677 01:02:56,640 --> 01:03:03,800 So, we don't expect it failing, you know, the pump will fail before the pipes do. 678 01:03:07,580 --> 01:03:09,000 Any other questions or comments? 679 01:03:09,000 --> 01:03:12,600 And the pump will be privately, privately owned. 680 01:03:16,070 --> 01:03:20,790 Okay, we need a motion on this Resolution 25-44. 681 01:03:21,550 --> 01:03:30,110 A motion to approve City Council Resolution 25-44, which is to reject all bids for Lyndon Street sewer and water project. 682 01:03:33,090 --> 01:03:33,530 Second. 683 01:03:34,430 --> 01:03:38,530 We have a motion by Mr. Water, seconded by Mr. Maker, any further discussion. 684 01:03:38,530 --> 01:03:43,890 motion. Seeing none, Mr. Wood you please call the roll on resolution 25-44. 685 01:03:45,570 --> 01:03:46,570 Mr. Coots. 686 01:03:47,070 --> 01:03:47,250 Aye. 687 01:03:47,930 --> 01:03:48,570 Mr. Waters. 688 01:03:49,230 --> 01:03:49,570 Aye. 689 01:03:50,350 --> 01:03:51,070 Ms. Curler. 690 01:03:51,590 --> 01:03:51,910 Aye. 691 01:03:52,850 --> 01:03:53,310 Mr. Manger. 692 01:03:53,810 --> 01:03:53,990 Aye. 693 01:03:54,690 --> 01:03:55,370 Ms. Quedno. 694 01:03:55,850 --> 01:03:56,070 Aye. 695 01:03:56,690 --> 01:03:58,110 Motion passes 5-0. 696 01:04:00,560 --> 01:04:04,140 Thank you. Next resolution is 25-45. 697 01:04:04,640 --> 01:04:06,000 Mr. Wood you read that one for us. 698 01:04:07,060 --> 01:04:18,820 City Council Resolution 25-45, authorizing the city manager to execute an agreement with Midwest, SIP and Social for the provision of seasonal non-alcoholic beverage concession services at Sandy Beach Park. 699 01:04:22,760 --> 01:04:23,300 Is there a motion? 700 01:04:24,760 --> 01:04:36,420 A motion to approve City Council Resolution 25-45, authorizing the city manager to execute an agreement with Midwest, SIP and Social. 701 01:04:38,140 --> 01:04:45,540 I think I heard Mr. Coots first, so most of my Mr. Waters, seconded by Mr. Coots. 702 01:04:46,640 --> 01:04:49,440 Dray Kinney, explanation or something. 703 01:04:49,540 --> 01:04:54,540 This lease agreement was approved in template form by the City Council many years ago. 704 01:04:55,210 --> 01:05:00,600 This is a standard agreement that the City enters into, we recommend approval. 705 01:05:00,600 --> 01:05:06,480 So, there's just a proving another vendor under the correct agreement. 706 01:05:07,080 --> 01:05:08,260 Any questions or discussion? 707 01:05:08,520 --> 01:05:08,600 Mary. 708 01:05:08,840 --> 01:05:09,720 I just have one question. 709 01:05:10,120 --> 01:05:15,880 I'm curious to know where the, there have been some feedback from some citizens 710 01:05:15,880 --> 01:05:20,680 regarding the scheduling of the food trucks in past time. 711 01:05:21,260 --> 01:05:24,920 And there is a clause that says a reasonable schedule and it talks about the schedule. 712 01:05:25,420 --> 01:05:30,160 How does that fit in with as far as like noncompliance or how do we manage a schedule 713 01:05:30,160 --> 01:05:39,600 and just to make sure that we're kind of not causing consternation with our participants 714 01:05:39,600 --> 01:05:43,220 there at Sandy Beach when they're expecting something and it's possibly not there. 715 01:05:44,140 --> 01:05:48,500 That would affect their ability to renew at least in following seasons if they're not 716 01:05:48,500 --> 01:05:50,220 following through with a reasonable schedule. 717 01:05:50,800 --> 01:05:53,580 It doesn't state specifically like Monday through Sunday. 718 01:05:53,800 --> 01:05:57,540 These are the schedules in the hours that you'll have and there's no minimum set of hours. 719 01:05:57,540 --> 01:06:15,140 But if they're not there actually conducting service, they're really not providing a service to the parkgoers, so that could very well impact lease approval for the following seasons because once these leases are approved, it would just be a agreement and following ceases between the vendor and the city to continue conducting business at CNE Beach. 720 01:06:15,680 --> 01:06:22,100 So if a vendor is really not working for us, not providing the service, we would have the ability to avoid a lease with them. 721 01:06:22,100 --> 01:06:22,520 Okay. 722 01:06:23,620 --> 01:06:24,700 Does that answer your question? 723 01:06:25,200 --> 01:06:25,320 Yeah. 724 01:06:25,540 --> 01:06:32,240 So essentially what you're confirming is that we are pretty open to how, when they show 725 01:06:32,240 --> 01:06:37,220 up, then when they're there, we're not holding them to a schedule. 726 01:06:37,320 --> 01:06:39,240 I was reading in the contract language. 727 01:06:40,240 --> 01:06:41,840 There was agreed upon schedule. 728 01:06:42,120 --> 01:06:47,220 So it gave me the impression that they said they would be here X days, X hours. 729 01:06:47,580 --> 01:06:49,140 And so that we, that was agreed upon. 730 01:06:49,140 --> 01:06:53,180 so that you're kind of suggesting that they're just we're not kind of that tight. 731 01:06:53,480 --> 01:07:03,400 There is no penalty clause in it, other than non-renewable of the lease and so the enforcement mechanism 732 01:07:03,400 --> 01:07:09,760 for someone not showing up doesn't really exist. We have talked internally about whether we want to 733 01:07:09,760 --> 01:07:16,140 change the structure and how they compensate the city for the lease and whether that includes 734 01:07:18,500 --> 01:07:26,860 a fee instead of a percentage of sales, a fee up front so that they would want to be here to 735 01:07:26,860 --> 01:07:35,000 recoup the cost of that. We haven't really moved in earnest on changing any of this lease template 736 01:07:35,000 --> 01:07:41,820 until we kind of know what the city wants to do at Sandy Beach with food service. So there's 737 01:07:41,820 --> 01:07:54,300 There's things we could explore, but if the council doesn't view food trucks as a long-term service at Sandy Beach, then it may not be worth it to go down that path. 738 01:07:55,040 --> 01:07:55,400 Thanks. 739 01:07:56,500 --> 01:07:57,240 Thanks, Eric. 740 01:07:59,200 --> 01:08:03,760 Any other questions or discussion on Resolution 25-45? 741 01:08:06,330 --> 01:08:10,190 Seeing none, Ms. Lee, would you please call the rule on Resolution 25-45? 742 01:08:10,190 --> 01:08:12,710 5. Mr. Waters. 743 01:08:13,590 --> 01:08:13,930 Aye. 744 01:08:14,450 --> 01:08:15,110 Ms. Curler. 745 01:08:15,490 --> 01:08:15,730 Aye. 746 01:08:16,490 --> 01:08:16,950 Ms. Mager. 747 01:08:17,390 --> 01:08:17,810 Aye. 748 01:08:18,390 --> 01:08:19,090 Ms. Kudno. 749 01:08:19,630 --> 01:08:19,790 Aye. 750 01:08:20,530 --> 01:08:21,210 Mr. Kudz. 751 01:08:21,570 --> 01:08:21,790 Aye. 752 01:08:22,450 --> 01:08:23,870 Motion passes 5-0. 753 01:08:25,270 --> 01:08:26,290 Thank you. 754 01:08:26,770 --> 01:08:30,190 Our next item is Resolution 25-46. 755 01:08:30,810 --> 01:08:32,310 Ms. Tudz, would you read that one for us? 756 01:08:33,170 --> 01:08:39,830 City Council Resolution 25-46, committing 2,500,000 towards the LD Fargo Public Library 757 01:08:40,950 --> 01:08:41,470 I 758 01:08:43,840 --> 01:08:54,200 move to approve City Council Resolution 25-46, committing $2.5 million toward the L.D. Fargo Public Library Expansion Project. 759 01:08:57,210 --> 01:08:59,070 Motion by Ms. Quedna, I was here a second. 760 01:09:01,040 --> 01:09:02,340 Mr. Coots will second. 761 01:09:03,400 --> 01:09:05,020 Seconded by Mr. Coots. 762 01:09:06,220 --> 01:09:10,140 Okay, I see our drake, are you presenting the search, we want to have a quick one. 763 01:09:10,140 --> 01:09:17,780 If there's questions, I would invite the city council to have the library director up or any representative that they have here if you have questions 764 01:09:18,740 --> 01:09:24,060 And we need a detailed financials. I can as I say we had a detailed presentation last time so I don't know 765 01:09:24,060 --> 01:09:29,860 People have specific questions for the library director. Are you want to just go into discussion Greg 766 01:09:33,920 --> 01:09:35,680 Waters? Why don't you kick it off? 767 01:09:36,360 --> 01:09:39,240 I'd like to make an amendment to this 768 01:09:41,260 --> 01:09:44,080 Resolution I rewrote it because there was 769 01:09:44,200 --> 01:09:48,080 2.5 was listed three times, so I just rewrote it. 770 01:09:48,840 --> 01:09:52,960 But it's basically committing a 50% matching contribution, 771 01:09:53,220 --> 01:10:00,380 not to exceed 2.5 towards the LD Fargo Public Library Expansion project. 772 01:10:01,500 --> 01:10:03,340 So, there's copies that way. 773 01:10:03,900 --> 01:10:06,500 So, this is a complete replacement. 774 01:10:07,160 --> 01:10:08,480 Placement, comment. 775 01:10:08,940 --> 01:10:11,460 There's one extra copy for Misty at the end. 776 01:10:11,460 --> 01:10:11,660 And 777 01:10:17,160 --> 01:10:20,020 can you maybe walk us through what's different? 778 01:10:20,540 --> 01:10:25,180 I can read it, I did fluff it up a little bit. 779 01:10:26,740 --> 01:10:39,760 Whereas the LDFARGO Public Library Board of Trustees has identified the expansion of the library facility as a significant priority to maintaining enhancing services to the community. 780 01:10:39,760 --> 01:10:47,620 And whereas the Board of Trustees has estimated a budget of $4.5 million for the expansion project. 781 01:10:48,020 --> 01:11:01,000 And whereas the financial feasibility of the project requires a partnership between the City of Lake Mills and other funding sources including grants, foundation support, and private donations. 782 01:11:01,000 --> 01:11:08,700 And whereas the City of Lake Mills is willing to provide 50% matching contribution to support this project, 783 01:11:08,980 --> 01:11:12,220 not to exceed 2.5 million in total city funds. 784 01:11:13,020 --> 01:11:18,420 And whereas the remaining funds, at least 2 million will be secured through non-city sources, 785 01:11:18,980 --> 01:11:22,160 including grants, foundation contributions, and private donations. 786 01:11:22,820 --> 01:11:30,980 And whereas in 2025, a referendum has been held asking the voters of the City of Lake Mills 787 01:11:30,980 --> 01:11:56,400 to support a city contribution of up to 2.5 million for the Library Expansion Project and 55% of the voters approved, whereas LD Fargo Public Library provides essential education, cultural, and informational services to the city's growing population, and whereas proposed expansion of the LD Public Library is in the best interest of the city and its residents. 788 01:11:56,400 --> 01:12:24,100 now therefore be it resolved by the City Council of the City Council, the City of Lake Mills, Jefferson County, Wisconsin, that the City Council hereby commits to fund 50% of the total cost of the L.D. Fargo Public Library Expansion Project with the city's total contribution not to exceed 2.5 million to be budgeted for the year 2027 adopted on this day. 789 01:12:24,100 --> 01:12:24,160 Okay, 790 01:12:28,190 --> 01:12:34,930 so we have amendment, motion for an amendment proposed by Greg Waters. 791 01:12:36,230 --> 01:12:40,590 Can I second, I will second, the motion, we have a motion by Mr. 792 01:12:40,770 --> 01:12:42,350 Waters, seconded by Ms. Schmaker. 793 01:12:43,270 --> 01:12:51,110 As far as housekeeping, Attorney Drescher, would it be appropriate to label this resolution with a letter A at the end? 794 01:12:51,110 --> 01:12:53,750 And then that's, since it's a complete replacement. 795 01:12:54,550 --> 01:13:02,490 Okay. So we'll refer to this now. We haven't voted yet, but we'll refer to this as resolution 25-46A. 796 01:13:03,210 --> 01:13:08,570 So we have a motion and a second. So let's have discussion on the proposed amendment. 797 01:13:10,210 --> 01:13:13,710 Greg, do you want to give any further information about the purpose of your amendment? 798 01:13:14,550 --> 01:13:21,230 Well, my thoughts is that the City Council would be willing to support the project up to 50%, but not to exceed that amount. 799 01:13:21,230 --> 01:13:26,790 currently as written we would be exceeding 50% amount and I think it's more 800 01:13:26,790 --> 01:13:32,310 appropriate to be at this level. Hopefully we can get more contributions from 801 01:13:32,310 --> 01:13:37,510 the community and still donate the 2.5 and take it up to about a 5 million 802 01:13:37,510 --> 01:13:42,610 dollar project but that's up to the library foundation and their fundraising 803 01:13:42,610 --> 01:13:47,270 efforts so it does leave it open for that possibility. 804 01:13:50,280 --> 01:13:51,940 Any other discussion Mary? 805 01:13:51,940 --> 01:14:09,860 So I support the 50% matching contribution, I think it puts a balanced perspective and skin in the game for the library board to really go after the funds and the city then being at equal share. 806 01:14:09,860 --> 01:14:18,800 I am pausing on $2.5 million. I still am concerned with not having the CIP in front 807 01:14:18,800 --> 01:14:26,160 of us to know what we are planning to commit to in the next year but feeding into 2027 808 01:14:26,720 --> 01:14:31,480 and the overall impact on whatever happens with the new mill rate. 809 01:14:32,300 --> 01:14:36,860 And we haven't made our decision yet on our Sandy Beach investment which is on the CIP. 810 01:14:36,860 --> 01:14:44,340 And so I am worried that when I think about what is it that if we had to say we are comfortable 811 01:14:46,000 --> 01:14:54,080 adding X percent increase to our citizens pocketbooks, what would that increase look like and 812 01:14:54,080 --> 01:14:57,500 then how does the money we provide to this and other 813 01:15:00,000 --> 01:15:29,980 Through things all apply when we look at it as a whole against our strategy, because our strategy had, did not have this, I mentioned the last meeting, I'm mentioning today, the city, I 100% support the city being a contributor. But I am worried about the amount that without having the big picture that this is a big, it's a large amount, but we have other large investments that we have been discussing that I don't know what 814 01:15:29,980 --> 01:15:35,520 that they are and so I feel like it's going to be an end and an end and then when we look 815 01:15:35,520 --> 01:15:42,140 at it as a whole we have pushed some of our citizens out of their ability to stay here. 816 01:15:44,420 --> 01:15:53,760 So I would have said at an exact amount to be determined after we have the CIP discussion 817 01:15:53,760 --> 01:15:58,360 which would be in a few weeks so I would it's like a pause just on committing to two and 818 01:15:58,360 --> 01:16:01,640 and a half today, reckonings, I'd like the 50%, 819 01:16:01,640 --> 01:16:03,660 but I might be 50% up to 2 million, 820 01:16:03,880 --> 01:16:05,520 depending on what the CIP looks like, 821 01:16:05,520 --> 01:16:08,040 and when we balance 2027 and look at that, 822 01:16:08,400 --> 01:16:12,080 what can we afford, or what do we want to afford, 823 01:16:12,400 --> 01:16:15,240 and maybe it is two and a half might fit in beautifully, 824 01:16:15,500 --> 01:16:17,100 but I feel like I don't know yet 825 01:16:17,100 --> 01:16:18,560 because we haven't had that discussion 826 01:16:18,560 --> 01:16:20,940 about some other big hitters that were in our priority set. 827 01:16:25,070 --> 01:16:26,010 Can I make a comment? 828 01:16:26,150 --> 01:16:31,830 Yeah, Michelle, I have to formulate my words correctly here. 829 01:16:34,200 --> 01:16:39,400 There will always be something, we know that there's upcoming projects. 830 01:16:39,640 --> 01:16:45,760 We know that at 20 years down the line there's going to be a need for a potential wastewater 831 01:16:45,760 --> 01:16:50,420 treatment plant that's going to be a ton of money in comparison to this. 832 01:16:51,400 --> 01:16:58,680 I am well aware of the need that the community had for updating our Sandy Beach and that has 833 01:16:58,680 --> 01:17:03,960 been a long time going project, but so is the library. 834 01:17:04,980 --> 01:17:15,340 And as I've mentioned before, the library has not requested funds to grow in any capacity. 835 01:17:16,860 --> 01:17:25,540 I would hate for it to be held up because of worry that there would be another cost for 836 01:17:25,540 --> 01:17:32,580 something else when we know for a fact that this is going to benefit our community. 837 01:17:33,740 --> 01:17:41,660 The Sandy Beach will benefit our community too, but I would be, I would really hesitate 838 01:17:41,660 --> 01:17:45,740 in saying that one is better than the other, that's not where I'm going with this. 839 01:17:46,400 --> 01:17:54,940 What I'm thinking about is how that money will pay dividends down the line, and there's 840 01:17:54,940 --> 01:18:00,260 a good chance that, you know, it'll be another 75 years before the library asks for money 841 01:18:00,260 --> 01:18:05,220 again because we have expanded to a point that we can be, you know, meet that capacity 842 01:18:05,220 --> 01:18:05,920 of services. 843 01:18:08,240 --> 01:18:14,240 And as far as, you know, we've been dealing with a lot of communication with 844 01:18:14,240 --> 01:18:19,080 regard to assessments and a lot of people are really freaking out thinking that this is 845 01:18:19,080 --> 01:18:26,820 going to greatly impact their ability to stay in Lake Mills and I would caution that thinking. 846 01:18:27,360 --> 01:18:38,390 I would caution the way that it will, we have to spend money sometimes to do the things 847 01:18:38,390 --> 01:18:43,370 that are beneficial for all and this is one of those situations where I think it's important 848 01:18:43,370 --> 01:18:49,890 that we recognize this is a community need and a community service that Greg did a very 849 01:18:49,890 --> 01:18:55,650 a good job of highlighting more specifically the things that this community benefits from 850 01:18:55,650 --> 01:19:04,310 from the library with increasing those, with increasing the size and where over 50% of 851 01:19:04,310 --> 01:19:11,590 it is there to help children, I cannot, I cannot come up with a better investment in my 852 01:19:11,590 --> 01:19:11,930 mind. 853 01:19:11,930 --> 01:19:12,050 And 854 01:19:14,670 --> 01:19:15,970 thank you, Michelle. 855 01:19:16,860 --> 01:19:19,550 I guess I'd like to weigh in on this. 856 01:19:20,150 --> 01:19:24,350 I'm, I think generally in support of your amendment, Greg. 857 01:19:25,310 --> 01:19:29,510 And I particularly like how you highlighted that it is a partnership. 858 01:19:29,850 --> 01:19:37,390 It requires a partnership between the city, other funding sources, foundations, private donations, 859 01:19:37,550 --> 01:19:38,350 et cetera. 860 01:19:39,330 --> 01:19:43,290 The city owns the building and owns the property. 861 01:19:43,290 --> 01:20:10,570 It's sort of a unique situation, because the city owns the building, the library board is a separate entity that governs the operations and the decision making there, but I think it's reasonable for the library board and for the community to expect that the city would contribute a significant amount toward an expansion project since we will be, you know, continue to be the owner of the property. 862 01:20:12,570 --> 01:20:24,250 I appreciate your remarks, Mary, about, you know, how does this line up with the CIP and the other things that, you know, we know that we're going to need to make investments in. 863 01:20:25,930 --> 01:20:34,130 But when we need to make investments, I think we can do them quickly when we needed to buy a ladder truck, we did it. 864 01:20:34,130 --> 01:20:40,790 we knew we needed to do it was long overdue and I believe that this expansion project is 865 01:20:40,790 --> 01:20:45,290 a long overdue and the library board and the community has been working on this for 866 01:20:45,290 --> 01:20:51,210 a very long time so I'm prepared to make to vote on that commitment tonight because I 867 01:20:51,210 --> 01:20:58,030 think the it's needed if they're going to raise their matching share they're going to need 868 01:20:58,030 --> 01:21:03,510 to get started and I think if we can we've had a placeholder for up to four million dollars 869 01:21:03,510 --> 01:21:06,170 I think in our CIP in past year. 870 01:21:06,410 --> 01:21:13,190 So this is not as much as that, but I think it's a kind of project that we shouldn't just 871 01:21:13,190 --> 01:21:17,770 wait and say, well, until we know about this or this or that or the other thing, I think 872 01:21:17,770 --> 01:21:19,230 we should make a commitment to this. 873 01:21:23,090 --> 01:21:24,510 Any other discussion, Mr. Kutes? 874 01:21:24,510 --> 01:21:25,010 Do I say something? 875 01:21:25,070 --> 01:21:25,230 Yeah. 876 01:21:25,670 --> 01:21:35,870 I mean, I'm concerned about the CIP too, but this is the only one of these special projects 877 01:21:35,870 --> 01:21:41,730 that were talking about and considering coming, you know, in the future that has already passed 878 01:21:41,730 --> 01:21:48,370 a referendum. And the referendum that was passed by the voters wasn't conditional or matching 879 01:21:48,370 --> 01:21:52,770 or anything like that. It was for a set amount. 880 01:21:57,600 --> 01:22:01,480 I don't need to go into the whole history. I thought 881 01:22:01,480 --> 01:22:07,440 that part of the presentation probably took a little bit too long, last week. But I understand that 882 01:22:07,440 --> 01:22:17,550 the library has put a lot of time and effort into the plans and I am willing, I'm going 883 01:22:17,550 --> 01:22:21,570 to be voting against the amended resolution not because I don't want to fund the library 884 01:22:21,570 --> 01:22:27,030 but because I want to fund it completely and not in a matching way. I'll be voting to 885 01:22:27,030 --> 01:22:33,050 fund the library regardless of which version of this passes but I think we should commit 886 01:22:33,050 --> 01:22:47,930 2.5 million dollars to it, especially because the library has said several times that a commitment from the city would assist in their fundraising efforts and I would like to make that commitment and not hedge my bets on the commitment, either. 887 01:22:47,930 --> 01:22:52,250 Any further comments or discussions? 888 01:22:52,250 --> 01:22:53,850 We're still discussing the amendment. 889 01:22:54,810 --> 01:22:56,510 Can I follow up with the great? 890 01:22:56,850 --> 01:23:01,790 I completely agree with Greg's comment that, and I'm sorry at the end point so 891 01:23:01,790 --> 01:23:10,990 before, that the fundraising and the commitment from other entities is really very much based 892 01:23:10,990 --> 01:23:13,170 on whether or not we commit. 893 01:23:13,170 --> 01:23:23,930 that committing on condition may impact the ability for other entities to be able to provide those services or those funds. 894 01:23:24,290 --> 01:23:34,550 And I think in the situation where we're in, where we're looking at the potential of even an increase of 10% because of inflation, 895 01:23:34,850 --> 01:23:42,810 we really should do the whole kitten caboodle and do the 2.5 and commit that and stick to it. 896 01:23:42,810 --> 01:23:50,690 whether because if we try to say, well, if the, if the board or whomever gets 2 million, 897 01:23:50,910 --> 01:23:56,150 then we'll give 2 million, but then it will, it'll be too late to be able to provide 898 01:23:56,150 --> 01:23:58,870 the services at the 2 million cost. 899 01:23:59,390 --> 01:24:00,110 Do you see what I'm saying? 900 01:24:00,950 --> 01:24:03,530 Does that make sense or a dynamic use that's it? 901 01:24:03,870 --> 01:24:04,130 Okay. 902 01:24:04,670 --> 01:24:10,870 Because I'm, I'm just concerned that if we condition, put it on a condition, then we are delaying 903 01:24:10,870 --> 01:24:15,410 And ultimately getting it to the point where it's going to end up costing us more. 904 01:24:16,510 --> 01:24:18,710 But we haven't agreed to that. 905 01:24:18,990 --> 01:24:28,250 So then it's putting it to service to the library because then they can't use the money the same way that they could, do you know what I mean? 906 01:24:29,890 --> 01:24:35,130 I think the fiscal responsibility for the city is pretty high in this situation. 907 01:24:35,370 --> 01:24:38,830 And like we've been talking about, there's a lot of other projects. 908 01:24:38,830 --> 01:24:44,630 I want to be responsible for the money, but at the same time, I want to support the library, so hence the amendment. 909 01:24:45,910 --> 01:24:57,530 I think one thing I would see, I appreciate your comments, Michelle, and it seems to me, I know that the library board has set a maximum budget of 4.5 million. 910 01:24:58,490 --> 01:25:06,190 It seems to me the way that this amended resolution is written, it would allow the library board to go up to 5 million. 911 01:25:06,190 --> 01:25:09,110 and if the board could raise $2.5 million, 912 01:25:09,390 --> 01:25:10,730 if I'm reading that correctly. 913 01:25:10,990 --> 01:25:16,570 So it could allow for some further expenditures potentially, 914 01:25:16,690 --> 01:25:19,450 but obviously dependent on fundraising. 915 01:25:20,710 --> 01:25:25,170 Right, I'm just wondering if the fundraising capacity, 916 01:25:28,160 --> 01:25:29,680 because the way that I'm in drug, 917 01:25:29,680 --> 01:25:31,880 maybe you can help correct me if I'm wrong, 918 01:25:32,080 --> 01:25:37,780 but if we as the city say, well, we'll commit up to 919 01:25:37,780 --> 01:25:50,120 2.5 million or 50% when the library board is able to provide that, meet that need, I'm 920 01:25:50,120 --> 01:25:58,200 worried that the other entities will look at that as, well, that's not very stable and not 921 01:25:58,200 --> 01:25:59,120 provide as much. 922 01:25:59,240 --> 01:26:00,280 We're making a commitment tonight. 923 01:26:00,460 --> 01:26:01,000 It's a commitment. 924 01:26:01,000 --> 01:26:07,020 It's it's it's kind of a common it's a commitment but it feels kind of I 925 01:26:07,840 --> 01:26:14,280 Don't know it doesn't feel solid. It feels like well if you guys can do your end 926 01:26:14,280 --> 01:26:20,400 We'll do our end which I mean in normal situations. Yep. I would agree with that if my you know 927 01:26:20,400 --> 01:26:24,540 It in our household you do a little bit. I'll do a little bit. We'll get it done together 928 01:26:24,540 --> 01:26:30,360 But in this situation we're looking at a timeline that the money is impacted 929 01:26:31,000 --> 01:26:36,880 by time. And that would be my concern, is that if we say, well, if the library board 930 01:26:36,880 --> 01:26:45,520 can earn or can get that much money by 2027, we'll give you 2.5 million. Well, we can't get 931 01:26:45,520 --> 01:26:55,840 the 2.5 million unless the other entities won't provide unless they know that this is for sure. 932 01:26:55,840 --> 01:27:01,400 So we're saying it's for sure, but we're not saying it's for sure for that amount of money. 933 01:27:01,780 --> 01:27:12,280 And that's where I'm wondering if that's going to have a domino effect for other fund raising efforts. 934 01:27:12,920 --> 01:27:15,080 Michelle, can I ask a clarifying question? 935 01:27:15,320 --> 01:27:23,760 So under the initial original resolution, it's asking for commitment of $2.5 million on a $4.5 million project. 936 01:27:23,760 --> 01:27:31,040 So what happens if we get to 2027 and the library board and you know the fundraisers 937 01:27:31,040 --> 01:27:35,640 have not raised $2 million, then what happens? Does that 938 01:27:35,640 --> 01:27:39,080 mean the project doesn't go forward? Can I 939 01:27:39,080 --> 01:27:42,680 bring Gerard up to the podium and I, or maybe Drake would weigh in, 940 01:27:42,800 --> 01:27:48,120 I don't know where to get that answer, but- If the dollars 941 01:27:48,120 --> 01:27:49,600 aren't there, the project can't happen. 942 01:27:49,600 --> 01:28:16,820 So if, under any commitment from the city, if you commit 2.5 million on a matching basis or 2.5 million regardless, if the library board does not, the library does not meet the fundraising necessary in order to ultimately pay for whatever amount remains, they either have to ask the city for more dollars. 943 01:28:16,820 --> 01:28:21,980 delay the project and fund raise for longer or the project doesn't happen. 944 01:28:24,450 --> 01:28:28,830 Or we would maybe just be able to cut it back to the amount we have as well. 945 01:28:30,130 --> 01:28:33,870 So if we raise 4 million, maybe we'd be able to cut it back and make it affordable. 946 01:28:35,890 --> 01:28:42,510 Which would also mean that we'd have to talk to FEH again and pay them more money for another 947 01:28:43,150 --> 01:28:43,630 plan. 948 01:28:44,530 --> 01:28:44,790 Yeah. 949 01:28:44,930 --> 01:28:46,770 We'd have to pay for any kind of redesign. 950 01:28:46,770 --> 01:28:52,410 Unless there's ways we could just cut things out of the existing design, but I don't know 951 01:28:53,930 --> 01:28:57,190 Or we're still really pushing now towards the fundraising 952 01:28:57,810 --> 01:29:02,190 Jody sweeter sweet or consultant is very enthusiastic 953 01:29:03,170 --> 01:29:07,510 A lot of times and she's been doing this for years. It just takes a 954 01:29:08,390 --> 01:29:11,750 First donor to step up and everybody falls in line and in this 955 01:29:12,390 --> 01:29:16,750 Situation is actually the city committing and then the other donors know that they're 956 01:29:16,770 --> 01:29:20,430 Those I commit from the city and they step forward and commit as well. 957 01:29:23,160 --> 01:29:34,260 Jarr, do you perceive that there would be any hesitation by anybody else to give us money if the amount of money the city would contribute is conditional? 958 01:29:35,720 --> 01:29:37,560 I was teeing up the question, right? 959 01:29:39,540 --> 01:29:46,280 Yes, there's at least one foundation they've said they want to see the committee, city committed. 960 01:29:46,280 --> 01:29:55,280 They don't want to obligate that money, give it to us or have it sitting unused without knowing that the project is going to be successful and to be successful. 961 01:29:55,280 --> 01:29:59,900 It has to have the city commitment and there's a number of other private donors. 962 01:30:00,000 --> 01:30:23,560 Members that we've heard from, and I've heard through a second hand as well, that they want the city to commit the funding before they're going to give any gifts. I don't see the word and conditional in my I agree. This is a commitment. It's not maybe the solid amendment. It's a commitment. It is a commitment. Yes. No vote would be that you're voting not to, it would effectively 988 01:32:27,090 --> 01:32:29,950 I would simply result in not committing any dollars to the project. 989 01:32:32,710 --> 01:32:33,070 Correct. 990 01:32:33,790 --> 01:32:33,890 Okay. 991 01:32:34,750 --> 01:32:46,470 Can I amend said resolution to strike out up to on the one, two, three, four, five, six, whereas? 992 01:32:47,250 --> 01:32:55,450 So I would caution you against it because if you removed the limit, you're committing to an unknown amount of any, 993 01:32:55,450 --> 01:32:59,010 If they raised $7 million, you'd be committing to $7 million. 994 01:33:02,380 --> 01:33:09,020 Michelle, and you just started to say the sixth whereas that's the paragraph that talks about the referendum. 995 01:33:11,680 --> 01:33:14,440 That was incorrect. That was the language in the referendum. 996 01:33:21,980 --> 01:33:24,000 Would you like to take a recess? 997 01:33:26,240 --> 01:33:28,700 No, I'm sorry, just give me one minute. 998 01:33:28,700 --> 01:33:29,760 Okay, 999 01:33:37,970 --> 01:33:46,710 if I'm reading this correctly and maybe I misinterpreted based on that that sixth whereas and if I did I greatly apologize. 1000 01:33:48,900 --> 01:34:01,650 We are as the city committing 2.5 million as long as the library board's fundraising meets 2.5 million. 1001 01:34:03,670 --> 01:34:08,650 And when or if they don't, what is our plan? 1002 01:34:09,830 --> 01:34:16,850 Well, this was written in the same manner that the original motion was that budgeted for the year 2027. 1003 01:34:18,050 --> 01:34:19,790 So it did not change that year. 1004 01:34:20,330 --> 01:34:23,250 If they didn't, they'd have to come back to you and ask again. 1005 01:34:23,890 --> 01:34:29,190 So if they come to you and say we've raised $1.5 million, we've raised $2 million. 1006 01:34:29,190 --> 01:34:36,550 dollars fundraising has slowed the last $500,000 we don't believe is feasible to collect 1007 01:34:37,270 --> 01:34:41,270 they'd have to ask you to fill the gap or they'd have to value engineer down to the 1008 01:34:43,390 --> 01:34:49,570 I'm sorry if it if it came up short of the 4.5 million if it was short of whatever budget 1009 01:34:49,570 --> 01:34:54,210 amount they needed to bring the project to fruition they would need to either come to the city to 1010 01:34:54,210 --> 01:35:00,470 asked to fill the gap or value engineer down to the funds they have. So if they 1011 01:35:00,470 --> 01:35:06,270 raise 1.5 million in the city with then match 1.5 million they'd have to 1012 01:35:06,270 --> 01:35:12,390 value engineer down to 3 million or ask for more money. If they raise 2 1013 01:35:12,390 --> 01:35:15,710 million dollars in the city then matches 2 million they need they have a 1014 01:35:15,710 --> 01:35:24,150 $500,000 gap. So they really they're to get to the 4.5 million based on the 1015 01:35:24,150 --> 01:35:31,570 This resolution has written, they need to raise $2.25 million to get to $4.5 million. 1016 01:35:31,710 --> 01:35:37,930 If they got to $2.5 million, they would be, the city would then kick in another $2.5 million, and 1017 01:35:37,930 --> 01:35:40,810 they could build a $5 million project. 1018 01:35:43,030 --> 01:35:43,210 Correct. 1019 01:35:45,840 --> 01:35:48,800 I get the intention, and I understand what you're saying. 1020 01:35:50,180 --> 01:36:00,660 Again, my concern is that entities that are giving a large amount of money are going 1021 01:36:00,660 --> 01:36:05,400 to hesitate because it's not firm. 1022 01:36:07,140 --> 01:36:11,280 So is there an amendment that you want to propose to try to address that? 1023 01:36:11,280 --> 01:36:11,280 Yeah, 1024 01:36:14,520 --> 01:36:20,600 this is a very common, like all of the big capital, a lot of big capital programs 1025 01:36:20,600 --> 01:36:26,500 I've been on, this 50-50 matches actually very, it's a precedent actually in all industry, 1026 01:36:26,660 --> 01:36:33,140 it's very common, I should say, to have a match, and actually I'm not an expert in this 1027 01:36:33,140 --> 01:36:39,400 space, but I think it actually generates some energy and interest to say, oh, you know, 1028 01:36:39,400 --> 01:37:09,200 I know we can up the alley because someone else is going to match me, it does, I feel it's a, I don't know, it's a common way to look at trying to gain momentum on fund raising, having a, I'm not, it is a, it's a, it's a commitment so when you, they put their dollar in the city's right there at the dollar, there's, there's no, you know, I'm saying, 1029 01:37:09,200 --> 01:37:10,100 2.5 million. 1030 01:37:10,180 --> 01:37:11,020 Up to 2.5 million. 1031 01:37:11,740 --> 01:37:18,120 So I know you're thinking I didn't mean to interrupt your thoughts because you're trying 1032 01:37:18,120 --> 01:37:22,980 to get something in here that we're settling for you, right? 1033 01:37:23,600 --> 01:37:28,220 The match becomes part of the fundraising, the pitch becomes if you give $100, it's actually 1034 01:37:28,220 --> 01:37:28,900 worth $200. 1035 01:37:29,560 --> 01:37:29,580 Yeah. 1036 01:37:29,860 --> 01:37:32,060 And all the way up another line. 1037 01:37:32,060 --> 01:37:35,480 But we're not, okay, 1038 01:37:47,360 --> 01:37:51,640 apologies for not really knowing because I know you two are very 1039 01:37:51,640 --> 01:37:57,100 versed in business and that's not my cup of tea and unfortunately I don't have that 1040 01:37:59,120 --> 01:38:01,040 trust to fall back on. 1041 01:38:02,420 --> 01:38:10,040 And so that's where my hesitancy lies, right, is this is not a, well this is kind of a business 1042 01:38:10,040 --> 01:38:13,120 But this is not a business situation. 1043 01:38:13,680 --> 01:38:21,500 There is a limit of a capacity that the fundraising is able to do. 1044 01:38:22,400 --> 01:38:24,600 And that was my concern. 1045 01:38:24,940 --> 01:38:32,920 If fundraising only got a million dollars that that's all we're going to contribute 1046 01:38:32,920 --> 01:38:39,220 unless the library board comes to you and says, hey, we know that you said up to. 1047 01:38:40,040 --> 01:38:46,120 But we came up short, and so hey, would you mind giving us the extra? 1048 01:38:47,460 --> 01:38:55,260 I'm saying why don't we just say we're going to do that right off the bat and and save the trouble of 1049 01:38:55,260 --> 01:38:57,820 having another ask later on. 1050 01:38:58,500 --> 01:39:03,620 So this amendment did pass three to two. So that's what's before us now. 1051 01:39:04,260 --> 01:39:08,640 I'm looking at some folks in the audience who I think are 1052 01:39:08,640 --> 01:39:14,440 There are fantastic fundraisers that are ready to go out there and change their message 1053 01:39:14,440 --> 01:39:19,440 and say, okay, if you give this much, it's automatically doubled by the city. 1054 01:39:19,920 --> 01:39:27,180 It's a little bit of a change of tactic, but it's two and a quarter million versus two 1055 01:39:27,180 --> 01:39:27,760 and a half million. 1056 01:39:28,040 --> 01:39:35,360 I think it's a motivation for everyone in the community and we haven't had something like 1057 01:39:35,360 --> 01:39:40,920 this for people in the community to really focus on in a long time as far as a charitable entity, 1058 01:39:41,180 --> 01:39:47,200 and I can't think of a better project than our beloved library. I mean, it's the anchor of 1059 01:39:47,200 --> 01:39:53,720 our downtown. Through a series of concept plans that were brought to the Plan Commission, the Plan Commission in dialogue with the developer has been open to potentially other development types than just single family development, notably trying to attract or open to the opportunities for other residential development, meaning single family, two family, 1134 01:45:29,720 --> 01:45:36,100 three to six unit or eight unit buildings and then transitioning up to the existing Rock Lake 1135 01:45:36,100 --> 01:45:39,560 apartments which are generally around 14 unit buildings. 1136 01:45:40,680 --> 01:45:46,480 So again, through over the course of a couple of years in a number of iterations of concept 1137 01:45:46,480 --> 01:45:53,360 plans, the plan commission has said if you can come forward with a plan that is providing 1138 01:45:53,360 --> 01:45:59,900 and good transition from the existing apartments to the single family to the south, the single 1139 01:45:59,900 --> 01:46:05,480 family to the south that's located along Tyrone Park Road is all in the town so that this 1140 01:46:05,480 --> 01:46:12,840 property is actually the kind of southern municipal property in that area. It said that 1141 01:46:12,840 --> 01:46:20,080 it would be receptive to receiving a development plan for a mixed residential type. To enable 1142 01:46:20,080 --> 01:46:49,420 What will that to happen? The first step would be to amend the comprehensive plan of the land use plan, future land use map, for this specific property from, from single family to what is our plan to neighborhood, our plan neighborhood category is specifically intended to permit and encourage the diversification of dwelling types in a comprehensive development plan, a unified around 1143 01:46:49,420 --> 01:46:59,060 design elements, so the Plan Commission has said we have been supportive of that development 1144 01:46:59,060 --> 01:47:07,420 plan coming forward and said we are recommending to the Council to approve the Plan Neighborhood 1145 01:47:07,420 --> 01:47:14,880 Mixed Use. I would like to make it clear that should the Council choose to amend the future 1146 01:47:14,880 --> 01:47:20,900 land use map to plan residential. It does not change the zoning at this time. It enables 1147 01:47:20,900 --> 01:47:28,960 the opportunity for a rezoning to occur likely to include a plan development district, which 1148 01:47:28,960 --> 01:47:34,560 is a general development plan and precise implementation plan. In essence, this says not just the 1149 01:47:34,560 --> 01:47:41,020 plan commission, but also the council is receptive to development of this site in with other dwelling 1150 01:47:41,020 --> 01:47:46,920 unit types other than solely single family. It still could be solely single family. The 1151 01:47:46,920 --> 01:47:56,460 plan neighborhood does allow single family by definition in the comprehensive plan language. 1152 01:47:56,940 --> 01:48:03,240 It does not obligate the plan commission nor the council to change the zoning from R-14, 1153 01:48:03,900 --> 01:48:10,080 but it does open the opportunity. Should the council not approve of the land of the future land use 1154 01:48:10,080 --> 01:48:15,960 map amendment to plan neighborhood, a development plan that has anything other than single-family 1155 01:48:15,960 --> 01:48:20,480 development would not be permissible. So I just want to make sure that those items are 1156 01:48:20,480 --> 01:48:25,980 clear. I can certainly provide more information or answer any questions that you may have about 1157 01:48:25,980 --> 01:48:31,520 that. But in a nutshell, that's the recommendation coming from the Plan Commission to the Council. 1158 01:48:32,080 --> 01:48:38,460 So I guess just to add on to that, the future land use map amendment is, if you watch the 1159 01:48:38,460 --> 01:48:45,640 plan commission is distinct from the developers request for a zoning change there so you don't 1160 01:48:45,640 --> 01:48:52,420 need to consider that changing the future land use map to plan the neighborhood requires 1161 01:48:52,420 --> 01:48:58,660 you to support a project plan that may come forward to you what the council would be saying 1162 01:48:58,660 --> 01:49:06,960 in this regard is that it is open to developments that include something other than only single 1163 01:49:06,960 --> 01:49:12,900 family housing. That doesn't mean that the Council could not remain committed to a portion of it 1164 01:49:12,900 --> 01:49:14,340 being single-family. 1165 01:49:16,560 --> 01:49:22,700 A conversation over what that plan and neighborhood should look like. 1166 01:49:24,160 --> 01:49:28,880 One other thing I'd like to note because it came up at the Plan Commission as well as tonight is 1167 01:49:29,440 --> 01:49:35,840 the City Council cannot either in its future land use map or through a zoning change. 1168 01:49:35,840 --> 01:49:40,880 demand require that this parcel become 1169 01:49:41,620 --> 01:49:47,880 conservancy park land or anything of that nature that would be a taking from 1170 01:49:47,880 --> 01:49:52,580 the private property owner and would require the city to compensate the property 1171 01:49:52,580 --> 01:49:58,460 owner for the fair market value of that land and so unless the council is willing to 1172 01:49:58,460 --> 01:50:05,000 buy the land you cannot mandate that it remain undeveloped. You can mandate 1173 01:50:05,000 --> 01:50:11,560 how it develops in this regard, right? Currently it's own single-family residential, the council 1174 01:50:11,560 --> 01:50:17,620 may choose not to amend its future land use map and then would therefore not be able to change 1175 01:50:17,620 --> 01:50:26,620 it zoning. A zoning change can only occur if it is consistent with the future land use map. That's 1176 01:50:26,620 --> 01:50:32,980 a statutory requirement and so that is why the future land use map must come first and then a 1177 01:50:32,980 --> 01:50:39,120 requested zoning change would have to come after that, but consideration of the change on 1178 01:50:39,120 --> 01:50:46,000 the future land use map does not mandate you to approve a project plan that does not 1179 01:50:46,000 --> 01:50:53,140 match what the City Council would like to see because the zoning remains R1-4 single 1180 01:50:53,140 --> 01:51:00,180 family until the Council changes that a planned neighborhood would almost by definition have 1181 01:51:00,180 --> 01:51:05,760 a plan development district overlay on it, which would incorporate negotiation between 1182 01:51:05,760 --> 01:51:13,720 the city and whatever developer is proposing something in order to gain the approvals they 1183 01:51:13,720 --> 01:51:18,740 need to move forward with a project. So if you choose to discuss it tonight, if you choose 1184 01:51:18,740 --> 01:51:26,240 to wait till future readings, the conversation should be around the council's vision for 1185 01:51:26,240 --> 01:51:39,540 this property and not be not dedicated to any project plan that may still be under consideration 1186 01:51:39,540 --> 01:51:46,500 by the plan commission. The zoning changes when it would be appropriate to have that conversation 1187 01:51:46,500 --> 01:51:52,780 and meet the open meetings act requirement for that conversation. 1188 01:51:52,780 --> 01:51:53,520 Thank 1189 01:51:55,760 --> 01:52:00,200 you. Are there any questions or discussion from council members this evening? 1190 01:52:02,910 --> 01:52:03,390 Very good. 1191 01:52:03,510 --> 01:52:04,350 Go ahead. 1192 01:52:04,670 --> 01:52:08,010 Oh, I was, did you catch me or was it back? 1193 01:52:08,370 --> 01:52:08,490 Okay. 1194 01:52:09,190 --> 01:52:15,450 I just want to make a point that I recognized in the comprehensive plan regarding planned 1195 01:52:15,450 --> 01:52:16,330 neighborhood. 1196 01:52:16,970 --> 01:52:19,130 And that we have a policy that does stay. 1197 01:52:19,410 --> 01:52:26,890 We should have a mix of 55 to 65, single family, 10 to 22 family, or 5 to 15 single families 1198 01:52:26,890 --> 01:52:30,970 attached 20 to 30 multi-family as a part of a policy in the comprehensive plan. 1199 01:52:31,750 --> 01:52:38,510 So I am wondering why planned neighborhood would fit the particular developer's interest 1200 01:52:38,510 --> 01:52:45,230 who is, I think, has been advocating for 100% multi-family, so zero owner occupied. 1201 01:52:45,850 --> 01:52:50,510 And I feel one of our goals has been, are we have it as a priority noted in the comprehensive 1202 01:52:50,510 --> 01:52:53,270 plan that owner occupied is a critical priority. 1203 01:52:53,270 --> 01:52:59,250 And so I am finding the interest to move to Plan Neighborhood to allow flexibility that 1204 01:52:59,250 --> 01:53:05,970 I'm wondering why this particular land use map change because now I've only been on 1205 01:53:05,970 --> 01:53:09,250 the council for one year and we've had two land use map changes. 1206 01:53:09,450 --> 01:53:13,170 Both of them have been single family and they're moving either multi or some plan development 1207 01:53:13,170 --> 01:53:19,730 and I'm concerned that our level of scrutiny that we have made on the land use map has been 1208 01:53:19,730 --> 01:53:26,510 in the subpar, and because we keep getting our planning commission caught in an opportunity 1209 01:53:26,510 --> 01:53:29,990 where it doesn't fit to the way that the land use map was originally designed. 1210 01:53:30,270 --> 01:53:35,070 And so I've thrown a lot at kind of edge on that, but I'm just, I just call my attention 1211 01:53:35,070 --> 01:53:42,870 why would this particular map change really support the, what I think that developers desire 1212 01:53:42,870 --> 01:53:45,890 would be, which would be all multi-family, zero or no occupied? 1213 01:53:45,890 --> 01:53:50,290 So, I would make it clear the plan is not specified on a occupied. 1214 01:53:52,030 --> 01:53:56,430 The assumption people make when they think of single families on a occupied, zoning 1215 01:53:56,430 --> 01:53:58,790 and land use do not get into on a occupancy. 1216 01:53:59,110 --> 01:54:03,830 That could be a policy decision by an entity, but it does not state that. 1217 01:54:04,530 --> 01:54:10,490 So, single family, traditionally people think of single families, single family detached housing, 1218 01:54:10,750 --> 01:54:13,070 meaning a standalone single family home. 1219 01:54:13,070 --> 01:54:17,710 that is typically owner occupied, okay? 1220 01:54:19,130 --> 01:54:23,250 Duplexes are single family attached housing 1221 01:54:23,610 --> 01:54:25,250 that are typically rented. 1222 01:54:25,910 --> 01:54:32,670 Townhouses, zero lot line are single family attached 1223 01:54:32,950 --> 01:54:35,190 that are typically owner occupied. 1224 01:54:35,930 --> 01:54:41,530 So again, we call out single family within that. 1225 01:54:41,530 --> 01:54:48,690 doplexes are a single family attached product okay I know we're kind of 1226 01:54:48,690 --> 01:54:53,270 getting into semantics here but it is important to understand yeah it's like 1227 01:54:53,270 --> 01:54:56,370 when someone says condominiums versus apartments that's an ownership 1228 01:54:56,370 --> 01:55:01,510 structure right that's not a land use issue they are handled exactly the same way 1229 01:55:01,510 --> 01:55:05,130 when you think of a building that has condos in it versus a building that has 1230 01:55:05,130 --> 01:55:09,910 apartments in it right so that's ownership structure the plan 1231 01:55:09,910 --> 01:55:13,930 And neighborhood is intended to promote economical use of land. 1232 01:55:14,690 --> 01:55:19,350 It is intended in what we've authored into the plan, the conference of plan, 1233 01:55:19,570 --> 01:55:25,150 is a mechanism to help us achieve the desire for more missing middle housing types. 1234 01:55:26,910 --> 01:55:32,910 One of the issues that communities have in Lake Mills is no different. 1235 01:55:33,450 --> 01:55:37,070 You either have large scale apartments, right? 1236 01:55:37,850 --> 01:55:42,890 12, 14, 16 unit buildings, or you have single family 1237 01:55:42,890 --> 01:55:47,270 detached housing, that missing middle is duplexes. 1238 01:55:47,710 --> 01:55:48,910 We have some duplexes. 1239 01:55:48,970 --> 01:55:50,230 I'm not saying we don't have any. 1240 01:55:51,270 --> 01:55:52,830 We have apartments. 1241 01:55:53,230 --> 01:55:56,790 We don't have a lot of four units, six unit or eight unit 1242 01:55:56,790 --> 01:56:01,090 apartment or residential structures, which 1243 01:56:01,090 --> 01:56:03,290 can be owner occupied or can be rented. 1244 01:56:03,290 --> 01:56:06,590 So, townhouses are brownstone side by side. 1245 01:56:06,890 --> 01:56:08,110 We don't have a lot of that. 1246 01:56:08,470 --> 01:56:12,310 We acknowledge that in the comprehensive plan and it's something that we're trying to 1247 01:56:12,310 --> 01:56:13,070 achieve out here. 1248 01:56:14,050 --> 01:56:19,430 We're trying to avoid a pendulum swing of either only single family detached or only large 1249 01:56:19,430 --> 01:56:22,630 format suburban multi-family product. 1250 01:56:23,230 --> 01:56:29,830 The plan commissioned through a variety of iterations on this site has said we would like to transition 1251 01:56:29,830 --> 01:56:34,870 from the larger scale multi-family to the existing single family. 1252 01:56:35,270 --> 01:56:43,090 And it went through four if not five different kind of concept plan evaluations and meetings 1253 01:56:43,090 --> 01:56:49,730 and providing direction to the developer, saying this does not meet with our expectation 1254 01:56:49,730 --> 01:56:53,690 if it's going to change from being solely single family. 1255 01:56:53,690 --> 01:57:12,530 I say, if it's going to change, meaning that the developer was given direction to come back with something that could be palatable to the Plan Commission and then ultimately to the City Council for transitioning from the multi-family, the solely multi-family to the single family. 1256 01:57:13,110 --> 01:57:21,290 So the Plan Neighborhood, right, it does outline some expected, this is not a large piece of, it sounds like a large piece of land of 15 acres. 1257 01:57:21,290 --> 01:57:26,290 But most plan neighborhoods where we're expecting to use this, the north end of the south 1258 01:57:26,290 --> 01:57:32,430 end, and we have planted it over a hundred acres, provide flexibility of development 1259 01:57:32,430 --> 01:57:41,090 types, depending upon proximity to green spaces, depending upon proximity to transportation 1260 01:57:41,090 --> 01:57:48,190 routes, that we transition different housing and the ability to buy up or down within a 1261 01:57:48,190 --> 01:57:51,990 neighborhood without having to leave criss-cross the community, without having to leave the neighborhood. 1262 01:57:52,490 --> 01:57:57,290 That if you need a, if you want an owner-occupied product, there would be one in your quote-unquote 1263 01:57:57,290 --> 01:57:57,770 neighborhood. 1264 01:57:57,950 --> 01:58:01,970 And if you wanted a rental product, it would be within your neighborhood, right? 1265 01:58:02,170 --> 01:58:06,890 If you want a larger house versus a small house, if you want a duplex or a townhouse versus 1266 01:58:07,450 --> 01:58:13,170 a traditional apartment, right, the ability to not, to stay within your neighborhood was an 1267 01:58:13,170 --> 01:58:13,830 important element. 1268 01:58:14,030 --> 01:58:16,790 There are other pieces that we like to see in larger areas. 1269 01:58:16,790 --> 01:58:21,210 maybe some small-scale neighborhood commercial in a plan neighborhood area, right? 1270 01:58:21,470 --> 01:58:26,390 So you don't have to run to the other side of town to get some basic needs done, right? 1271 01:58:27,030 --> 01:58:30,430 Those are elements and we look at them on a larger scale in the Plan Commission, 1272 01:58:30,630 --> 01:58:34,710 talked about this at length during the comprehensive planning process, was 1273 01:58:35,370 --> 01:58:40,390 what happens when a development comes in in an area, and they're looking at the 1274 01:58:40,390 --> 01:58:44,490 first 20 acres of an area that we're planning 80 acres of plan neighborhood, right? 1275 01:58:44,490 --> 01:58:50,690 And those are challenging design considerations that the Plant Commission will grapple with 1276 01:58:51,210 --> 01:58:52,650 developers when they come into areas. 1277 01:58:53,110 --> 01:58:59,470 Look, you brought us all single family in area and we're looking at transitioning to the 1278 01:59:00,190 --> 01:59:08,670 parklands or next to Highway 89 or a county road where maybe single family isn't the most 1279 01:59:08,670 --> 01:59:10,130 appropriate on a county road. 1280 01:59:10,130 --> 01:59:18,430 Right. Those are things that will be evaluated big picture. This is an element where we have 1281 01:59:18,430 --> 01:59:24,110 existing single family on the south end, we have existing multi-family in the north end. 1282 01:59:24,450 --> 01:59:28,010 Those two areas are bound on the south end by a county trunk highway and on the north end by 1283 01:59:28,010 --> 01:59:34,790 the interstate. To the east is lands also in the town, right, and that is used as a gun range 1284 01:59:34,790 --> 01:59:36,710 and some other things for the county, right? 1285 01:59:37,270 --> 01:59:38,850 It's a challenging piece of land. 1286 01:59:40,870 --> 01:59:43,750 The desire certainly was single family for a long time, 1287 01:59:43,750 --> 01:59:45,870 but the Plan Commission provided directions saying, 1288 01:59:46,210 --> 01:59:48,290 if you are going to change from single family, 1289 01:59:48,630 --> 01:59:50,310 we want to see a variety of housing types. 1290 01:59:50,310 --> 01:59:52,350 We want to see it organized around a central feature. 1291 01:59:52,830 --> 01:59:54,570 We want you to create a neighborhood out of that. 1292 01:59:55,030 --> 01:59:57,250 And that's what they've been trying to bring back 1293 01:59:57,250 --> 01:59:57,770 to the plan. 1294 02:00:00,000 --> 02:00:29,280 Secondly, they can't do that under single family, and you can't do it under just multi-family. So our plan neighborhood is our future-landest category that enables that flexibility of design considerations and of housing types to make this happen. And again, I reiterate what the city manager said. It's not obligating you one way or the other. But if it doesn't change, it will only be single family. 1295 02:00:29,280 --> 02:00:31,640 because that's what the future land use is for that area. 1296 02:00:32,720 --> 02:00:35,200 That was long winded too, and I hope I answered your questions. 1297 02:00:35,320 --> 02:00:36,640 You did. I appreciate it. 1298 02:00:36,760 --> 02:00:43,580 I think just to clarify, so I think in my time, we've had two future land use map amendments. 1299 02:00:43,780 --> 02:00:48,280 One was very small scale on Pine Street to go from multi-family to single family, 1300 02:00:48,460 --> 02:00:52,820 and then the one that's being requested tonight is to go from single family to plan the neighborhood. 1301 02:00:53,340 --> 02:00:58,020 The property at BNV already had a future land use map of multi-family, 1302 02:00:58,020 --> 02:01:04,560 But its own single-family R14, so it was a zoning change request, but not a future land-use map request 1303 02:01:05,820 --> 02:01:08,080 That ultimately hasn't moved forward 1304 02:01:08,760 --> 02:01:11,960 So we do have this is kind of 1305 02:01:12,940 --> 02:01:18,860 This is a little bit different in that it's right now. It's future land use map and its zoning match 1306 02:01:19,420 --> 02:01:22,640 So if you want to do if if the council 1307 02:01:22,640 --> 02:01:27,820 So once the wants to be able to approve anything else, the future land use map needs to 1308 02:01:27,820 --> 02:01:35,220 change because the City Council cannot make a zoning change that conflicts with its future 1309 02:01:35,220 --> 02:01:36,060 land use map. 1310 02:01:37,240 --> 02:01:43,880 And so that's why the Plan Commission, they did recommend approval, but if they had voted 1311 02:01:43,880 --> 02:01:48,400 no on this, it wouldn't even be before you because both the Plan Commission and the City Council 1312 02:01:48,400 --> 02:01:53,860 must approve future land use map amendments, whereas zoning changes, it's only a recommendation 1313 02:01:53,860 --> 02:01:58,640 from Plan Commission, and final action is only the prerogative of the city council. 1314 02:01:59,940 --> 02:02:06,680 And so the plan neighborhood, obviously, we're talking about the 15 acres, it's imperfect 1315 02:02:06,680 --> 02:02:13,220 in that when you're only if you're looking at it in conjunction with the current zoning 1316 02:02:13,220 --> 02:02:17,960 change proposal, right? Which you're not obligated to approve. But if the City Council 1317 02:02:17,960 --> 02:02:23,060 wants the opportunity for a variety of housing on this 15-acre parcel, plan 1318 02:02:23,060 --> 02:02:28,060 neighborhoods your only option to get there. If the City Council only wants 1319 02:02:28,060 --> 02:02:32,600 single-family on this parcel, then you wouldn't change your future land use map. 1320 02:02:33,780 --> 02:02:40,240 But you could change the, I think I understood, you could change the future land use map and support a full 1321 02:02:40,240 --> 02:02:48,680 single-family development and so changing it does give flexibility that you could do 50-50 1322 02:02:48,680 --> 02:02:52,980 or you could do all or gives you give you I'm hearing you say it gives options so it doesn't 1323 02:02:52,980 --> 02:03:00,280 exclude from single-family but it still allows it but it it doesn't mandate it yeah it doesn't 1324 02:03:00,280 --> 02:03:05,680 mandate it okay thank you so you have the plan neighborhood is the problem is your most flexible 1325 02:03:05,680 --> 02:03:08,680 residential, future land use map designation. 1326 02:03:12,810 --> 02:03:15,810 I have a, well, you'll have to do a zoning change. 1327 02:03:15,970 --> 02:03:19,710 Someone could still, if you change the future land use map amendment, someone still could 1328 02:03:19,710 --> 02:03:24,670 come in and build a single family home development because they can comply with existing zoning. 1329 02:03:25,230 --> 02:03:30,010 In order to do anything different than single family, a zoning change still has to come back 1330 02:03:30,010 --> 02:03:37,530 to you in which the city council has holds all of the negotiating power in that regard 1331 02:03:37,530 --> 02:03:41,990 because without the zoning change, nothing can be done except for a single family. 1332 02:03:42,590 --> 02:03:47,230 I will direct you some specific language that comes out of the comprehensive plan related to this. 1333 02:03:47,910 --> 02:03:53,450 It is intended to promote a more economical and efficient use of land 1334 02:03:53,450 --> 02:03:57,870 while providing a harmonious variety of housing choices, 1335 02:03:58,390 --> 02:04:02,530 higher level amenities, adequate buffering between adjacent land uses, 1336 02:04:03,070 --> 02:04:06,270 and preservation of natural features in open spaces. 1337 02:04:06,270 --> 02:04:06,990 Right? 1338 02:04:07,270 --> 02:04:19,430 It's intended to enable creativity, thoughtful design, addressing buffering issues, making sure 1339 02:04:19,430 --> 02:04:23,170 that it is good transitioning from adjacent land uses. 1340 02:04:23,690 --> 02:04:27,290 But as sitting manager in the city of term, it doesn't change the zoning. 1341 02:04:27,410 --> 02:04:29,270 The zoning is still R-14. 1342 02:04:29,270 --> 02:04:36,030 or it opens the door to evaluating future development types 1343 02:04:36,030 --> 02:04:38,910 on that property that still need to pass a critical 1344 02:04:38,910 --> 02:04:41,810 muster of the Plan Commission in the City Council. 1345 02:04:42,150 --> 02:04:45,030 So years ago when Rock Lake apartments was first developed, 1346 02:04:45,590 --> 02:04:48,550 the future I and Meos map was kind of designed 1347 02:04:48,550 --> 02:04:52,850 as there was an agreement to allow the multi-family development 1348 02:04:52,850 --> 02:04:55,870 that went up, but that this parcel would remain single family. 1349 02:04:55,950 --> 02:04:57,870 That was the goal of the City Council. 1350 02:04:57,870 --> 02:05:02,890 And so now the discussion that's before you is whether that vision has changed. 1351 02:05:03,510 --> 02:05:08,970 If it has, then Planned Neighborhood provides you that flexibility to mix housing types. 1352 02:05:09,150 --> 02:05:13,250 If it hasn't changed, then you wouldn't approve the future land use map amendment. 1353 02:05:15,550 --> 02:05:19,530 I think it's a little bit of a follow-up to some of Mary's questions. 1354 02:05:19,530 --> 02:05:32,010 but in the planned neighborhood land use designation can a single family attached or detached 1355 02:05:32,610 --> 02:05:37,830 building can those be laid out differently like they don't have to have the same minimum 1356 02:05:37,830 --> 02:05:43,570 lot sizes and things like that in the planned neighborhood is that a benefit of that planned 1357 02:05:43,570 --> 02:05:44,750 neighborhood kind of arrangement. 1358 02:05:44,750 --> 02:05:50,430 It is anticipated that it could provide a variety of lot sizes under conventional zoning, 1359 02:05:51,210 --> 02:05:52,470 R14, right? 1360 02:05:52,610 --> 02:05:55,330 R14 has a minimum size, and it's pretty, and it's free-large. 1361 02:05:55,430 --> 02:05:58,170 But we do have an R18, right? 1362 02:05:58,270 --> 02:06:02,010 That is a single-family district, that's a smaller lot size, single-family district. 1363 02:06:02,610 --> 02:06:10,630 That could be utilized as a part of the planned neighborhood future land use category, right? 1364 02:06:10,630 --> 02:06:17,090 It just happens that this area is R1-4 because there are larger parcels, existing single family parcels out there, right? 1365 02:06:17,990 --> 02:06:26,330 So it could be done under conventional zoning. When we try to, you try to incorporate a variety of housing types, right? 1366 02:06:27,270 --> 02:06:34,230 Single family attached, single family detached, single family attached, smaller scale, multifamily, when I'm seeing smaller scale. 1367 02:06:34,230 --> 02:06:38,390 Now, tri-flex is four plexes, six units and eight units, right? 1368 02:06:39,570 --> 02:06:43,150 Conventional zoning starts to kind of fall apart, right? 1369 02:06:43,530 --> 02:06:45,050 Euclidean zoning is what we have. 1370 02:06:45,590 --> 02:06:47,370 You really need form-based codes. 1371 02:06:48,190 --> 02:06:50,410 Form-based code, we're really getting the weeds on some stuff. 1372 02:06:50,530 --> 02:06:54,870 But we've used plan development districts extensively in the city of Lake Mills, 1373 02:06:55,330 --> 02:07:01,270 provide flexibility development type to get a better product and layout of developments. 1374 02:07:01,270 --> 02:07:20,350 It is anticipated that it's likely going to be a plan development district to make this happen, but you could do it under conventional zoning and have specific lots that are certain single family lot sizes, certain two family lot sizes, and then a certain amount of multi-family areas. 1375 02:07:22,210 --> 02:07:26,850 Staff concerns with that is, once you have a base district that allows 1376 02:07:26,850 --> 02:07:33,410 Maldives family, our Maldives family doesn't specify, it's based on densities, 1377 02:07:33,450 --> 02:07:38,050 it doesn't specify you must build a Ford unit or a 6 unit or an 8 unit building, right? 1378 02:07:38,550 --> 02:07:41,850 The plan to malignant district gives the city the control to dictate that. 1379 02:07:42,170 --> 02:07:47,730 So the expectation is it would go that way, if a rezoning request was brought forward. 1380 02:07:49,800 --> 02:07:54,840 Thank you for that and then I guess I know it was a question or a comment but I appreciate 1381 02:07:54,840 --> 02:08:02,460 a drake your remarks regarding whether this could be designated conservancy or something 1382 02:08:02,460 --> 02:08:06,340 like that because we certainly heard public commenter and speaking about some wildlife 1383 02:08:06,340 --> 02:08:11,680 use of the property, I drove through there the other day and actually came upon the gravel 1384 02:08:11,680 --> 02:08:41,620 have a road sort of by accident, the eastern access, but it is flattered as a roadway and I think based on our comprehensive plan future land use map, it's anticipated to be residential, so I just would hope that nearby property owners don't have any realistic expectation that it's going to be turned into a conservancy, I think the city would have a goal of some sort of residential development there, so it's just a question of what 1385 02:08:41,620 --> 02:08:44,080 do we, you know, what do we want that to look like? 1386 02:08:46,630 --> 02:08:47,010 Great. 1387 02:08:49,890 --> 02:08:52,410 I voted against it at the Planning Commission. 1388 02:08:52,710 --> 02:08:54,490 And part of that was because I had the privilege 1389 02:08:54,490 --> 02:08:55,770 of seeing the development. 1390 02:08:55,770 --> 02:08:57,610 It was part of our notes in the Planning Commission. 1391 02:08:57,830 --> 02:08:58,850 It's not tonight. 1392 02:09:01,590 --> 02:09:04,910 But I guess what I want to really focus on is smart growth. 1393 02:09:07,190 --> 02:09:09,330 And when I look at the city of Lake Mills 1394 02:09:09,850 --> 02:09:12,110 and I talk to the residents of the community 1395 02:09:12,110 --> 02:09:18,890 that were the developer lives in, I've talked to two people, they both said we don't 1396 02:09:18,890 --> 02:09:22,510 want to live here, we want to live in a single-family home, there's a lack of 1397 02:09:22,510 --> 02:09:26,530 single-family homes in Lake Mills, we want that to be developed as single-family. 1398 02:09:27,690 --> 02:09:31,650 And as people that live in the development, they're not looking for more like that, 1399 02:09:31,810 --> 02:09:39,410 they're looking for single-family homes. So for smart growth, I really, I voted 1400 02:09:39,410 --> 02:09:45,470 it against it because I felt like, oh, this is really just another way of saying multi-family 1401 02:09:45,470 --> 02:09:52,230 housing, but I actually went and looked at the comprehensive plan and Mary outlined it 1402 02:09:52,230 --> 02:10:00,830 already tonight in section 635 that it defines that a plan neighborhood is to ensure a minimum 1403 02:10:00,830 --> 02:10:05,010 I'm a 55 to 65% single family residents. 1404 02:10:06,270 --> 02:10:10,530 So the development that the planner's bringing to 1405 02:10:10,530 --> 02:10:12,010 is doesn't meet that standard. 1406 02:10:12,290 --> 02:10:14,850 So I'm not sure if this is really going to accomplish 1407 02:10:14,850 --> 02:10:16,910 what the developers trying to get accomplished 1408 02:10:17,690 --> 02:10:19,470 because he doesn't really meet that standard. 1409 02:10:20,210 --> 02:10:24,230 Yeah, you're not bound, it's a listed as a goal, right? 1410 02:10:24,490 --> 02:10:26,650 You're not, the designation doesn't bind you 1411 02:10:26,650 --> 02:10:29,370 to that percentage. 1412 02:10:29,890 --> 02:10:31,890 You can hold to it, you certainly can. 1413 02:10:32,570 --> 02:10:42,550 But the future land use map designation allows for a variety of housing types. 1414 02:10:42,850 --> 02:10:46,050 But there is no planned neighborhood zoning district. 1415 02:10:46,950 --> 02:10:53,070 And so the planned neighborhood is the closest designation in the future land use map to 1416 02:10:53,070 --> 02:11:00,410 allow for a variety of housing types within, if you keep it single family housing it can 1417 02:11:00,410 --> 02:11:05,610 only be single family housing. If you make it multi-family then it goes to the maximum 1418 02:11:05,610 --> 02:11:12,010 of R312. Planned neighborhood is meant to be able to design it as the community dictates 1419 02:11:12,010 --> 02:11:18,970 it needs to fulfill, the housing needs that the city council believes that it needs to be 1420 02:11:18,970 --> 02:11:36,750 filled. And so it provides you maximum flexibility to design a neighborhood as needed to meet the needs of the community, but it does not bind you to the goals that are listed within it as far as what that mix is going to look like. 1421 02:11:36,750 --> 02:11:45,610 So I guess I'm clear on what single residential means. I'm clear on what multi-housing means. I'm not clear on what plan neighborhood means. 1422 02:11:45,890 --> 02:11:51,350 No plan. This definition I understand it but what you just said basically is wishy washy. 1423 02:11:52,410 --> 02:11:59,850 And that definitely it doesn't bind you to the city council will negotiate what that looks like. 1424 02:11:59,850 --> 02:12:06,950 And so you accomplish that through the zoning change, through approval of the zoning change. 1425 02:12:07,230 --> 02:12:08,730 You see that it's playing neighborhood. 1426 02:12:09,430 --> 02:12:13,190 You can choose what you want that to look like through that. 1427 02:12:13,270 --> 02:12:15,130 You can mandate it through that process. 1428 02:12:16,010 --> 02:12:22,770 So it's providing the leverage to the city council to dictate what that neighborhood will 1429 02:12:22,770 --> 02:12:26,890 look like to match what its vision is for that area. 1430 02:12:29,190 --> 02:12:29,830 Okay. 1431 02:12:31,950 --> 02:12:36,150 There's no other designation that would do that, that would do that for you. 1432 02:12:36,270 --> 02:12:43,310 If you kept it single family housing, you couldn't have an eight unit apartment building within the zoning one to allow that. 1433 02:12:43,470 --> 02:12:49,090 If you kept it multi-family, you can't have single family within that district. 1434 02:12:49,390 --> 02:12:56,170 And so you can choose to keep it start one or the other by choosing those designations in there. 1435 02:12:59,790 --> 02:13:06,270 But if you want the flexibility that Planned Neighborhood provides, that is what you would 1436 02:13:07,850 --> 02:13:13,590 designate it as because then you can design, you can plan a neighborhood. 1437 02:13:18,770 --> 02:13:29,290 I was looking at the current land use map and comparing that to the future land use map. 1438 02:13:30,330 --> 02:13:34,790 And I hear this whole, you know, we are not obligated information. 1439 02:13:35,430 --> 02:13:42,570 But I want to point out that the future land use map doesn't have a whole lot of single 1440 02:13:42,570 --> 02:13:44,330 family residential designation. 1441 02:13:45,210 --> 02:13:48,790 It also doesn't have a whole lot of purely multi-family designation. 1442 02:13:49,010 --> 02:13:53,010 The vast majority of residential designations in the future land use map is plant neighborhood. 1443 02:13:54,570 --> 02:13:54,930 Right. 1444 02:13:55,550 --> 02:13:58,730 And the majority of that is north of the interstate. 1445 02:13:59,050 --> 02:14:01,250 That's a large piece of land. 1446 02:14:02,290 --> 02:14:02,450 And south. 1447 02:14:03,010 --> 02:14:09,690 And yes, I'm sorry I didn't scroll significantly south of 89. 1448 02:14:10,470 --> 02:14:23,390 So, I guess, I'm wondering why we can't just keep it as single-family, just that there is such a limited amount. 1449 02:14:23,610 --> 02:14:25,870 You can, you can keep it as single-family. 1450 02:14:25,890 --> 02:14:35,690 Yes, we can, but what I'm hearing you say is that doing so then limits the any type of said development, and 1451 02:14:35,690 --> 02:14:42,530 And that particular piece of land could then become a developer's worst nightmare because 1452 02:14:42,530 --> 02:14:44,770 they can't get anything built on it. 1453 02:14:45,150 --> 02:14:47,630 Yeah, that's an acceptable outcome, though. 1454 02:14:47,970 --> 02:14:54,450 If the city wants, only wants single family in an area, you're not required to take into 1455 02:14:55,450 --> 02:14:57,850 consideration what the developer- 1456 02:15:00,000 --> 02:15:06,740 However, is hoping to see happen there. It may mean that it never gets developed. As anything, 1457 02:15:07,200 --> 02:15:11,700 right, if single, if for some reason, single families not viable in a place that the council 1458 02:15:11,700 --> 02:15:20,040 has said this must be single, this must be single family, right? But if that's what the 1459 02:15:20,040 --> 02:15:26,180 plan commission and the city council have determined is what's best for the community, then 1460 02:15:26,180 --> 02:15:29,600 And the developers have to either work within that, 1461 02:15:30,450 --> 02:15:33,180 or they just won't develop it. 1462 02:15:33,880 --> 02:15:35,840 But if we're looking into the future, 1463 02:15:37,440 --> 02:15:41,640 and thinking about potential annexation of that space. 1464 02:15:42,600 --> 02:15:43,900 It is annexed. 1465 02:15:43,940 --> 02:15:44,460 Oh, are you some of them? 1466 02:15:44,460 --> 02:15:45,140 No, no, no, no, no. 1467 02:15:45,480 --> 02:15:46,420 The, yeah. 1468 02:15:46,800 --> 02:15:47,440 So they're in part. 1469 02:15:47,440 --> 02:15:51,220 Further down and infrastructure. 1470 02:15:51,960 --> 02:15:55,520 What I'm wondering is, is the infrastructure 1471 02:15:55,520 --> 02:16:15,700 could it be affected if we were to say make it a multifamily or a planned neighborhood with the infrastructure be affected or could it be a different kind of infrastructure for that kind of neighborhood versus single family? 1472 02:16:15,700 --> 02:16:32,100 For, you know, the properties on the southern, kind of the southern border of the area, you're considering a long tyrannina, there is water and sewer within the right of way on tyrannina there, which would be the connection points for the most of those. 1473 02:16:36,020 --> 02:16:41,520 There's water and sewer, so there's two portions of it. 1474 02:16:41,520 --> 02:16:46,640 But above it, within Rock Creek, you've got water and sewer that could be extended down, 1475 02:16:47,220 --> 02:16:51,500 sewer that could be extended, water already exists front in the property. 1476 02:16:51,720 --> 02:16:56,880 So if a well-failed property would be compelled to annex into the city and connect to city 1477 02:16:56,880 --> 02:16:57,240 water. 1478 02:16:58,140 --> 02:17:02,260 But then we could potentially be in a situation where we're looking at Lyndon Street. 1479 02:17:03,640 --> 02:17:08,400 If there's septic, if there's septic fails and we're not capable of serving, then annexation 1480 02:17:08,400 --> 02:17:13,460 is in compelled, and the county will permit another septic system. 1481 02:17:13,680 --> 02:17:15,680 Can you see where my hesitation is on this? 1482 02:17:18,100 --> 02:17:18,620 No. 1483 02:17:21,100 --> 02:17:21,620 Okay. 1484 02:17:23,180 --> 02:17:28,680 It's just because you're only dictating what you want the future land use of the parcel of the parcel to be. 1485 02:17:29,200 --> 02:17:34,100 Extension of utilities is always is a benefit to the city and provides greater flexibility. 1486 02:17:35,140 --> 02:17:39,720 in order for where those connections could take place in the future if a future annexation 1487 02:17:39,720 --> 02:17:44,220 were to occur, but I think we'd be unlikely to try and connect any of those properties 1488 02:17:44,220 --> 02:17:50,000 along Tyranina through the back of the homes rather than something along Tyranina. 1489 02:17:53,660 --> 02:17:59,620 So in that regard, when those systems fail, the city will have to make a decision of either 1490 02:17:59,620 --> 02:18:05,000 You know doing a capital project to bring sewer throughout if it's sewer that is the ones that it's failing 1491 02:18:05,000 --> 02:18:09,000 If it's a well, we're already we're already there to provide service 1492 02:18:10,260 --> 02:18:17,140 But I think in this regard, I think the council should focus on what do you want this 15 acre parcel to look like? 1493 02:18:17,140 --> 02:18:19,120 What how do you want it to develop out? 1494 02:18:21,320 --> 02:18:27,680 Because that's that's really what you're what you're kind of contemplating here is if if you want this to be single family 1495 02:18:27,680 --> 02:18:31,240 If that's still your vision, you don't approve the future land use map amendment. 1496 02:18:31,760 --> 02:18:36,320 The zoning change application that's before the Plan Commission right now can't go forward. 1497 02:18:36,660 --> 02:18:38,260 That whole process stops. 1498 02:18:39,020 --> 02:18:46,520 If you envision that something on this and ignoring the proposal that's in front of the Plan Commission right now, 1499 02:18:46,960 --> 02:18:51,620 if you envision this being something other than only single family, sorry, 1500 02:18:51,620 --> 02:19:00,420 Then you would change the future land use map to give yourself the flexibility to have something else happen there. 1501 02:19:00,960 --> 02:19:08,300 That does not mean that the zoning change application with the attached project plan that's to that is what's going to develop here. 1502 02:19:08,440 --> 02:19:12,040 You're under no obligation to approve that plan as submitted. 1503 02:19:12,640 --> 02:19:17,300 You can tell the developer there has to be a single family component here. 1504 02:19:17,300 --> 02:19:25,960 there has to be, you know, a different makeup of what's going on in there. 1505 02:19:26,040 --> 02:19:32,200 Now the duplexes are a single family component within it, but you could require more, you 1506 02:19:32,200 --> 02:19:32,600 know what I'm saying? 1507 02:19:32,680 --> 02:19:38,220 You could get to that 60% amount or mandate that 60% amount and hold to that goal that's 1508 02:19:38,220 --> 02:19:39,560 within the comprehensive plan. 1509 02:19:40,640 --> 02:19:44,740 So really it's, how do you envision this partial developing out? 1510 02:19:45,700 --> 02:19:46,420 Do you foresee it? 1511 02:19:46,420 --> 02:19:53,080 Do you want it to only be single family or do you want it to potentially have other types 1512 02:19:53,080 --> 02:19:54,600 of housing within it? 1513 02:19:55,380 --> 02:20:00,440 So I would like to just add a little bit of perspective from the two years that I served 1514 02:20:00,440 --> 02:20:04,640 on the Plan Commission and Greg Kutts may want to weigh in because he was served on it quite 1515 02:20:04,640 --> 02:20:05,160 a bit longer. 1516 02:20:05,360 --> 02:20:13,620 But we had many discussions about the barriers to single family home development and even just 1517 02:20:13,620 --> 02:20:19,560 I think at the most recent plan commission meeting that came up again, you know, there are a lot of barriers to single-family home development. 1518 02:20:19,900 --> 02:20:29,520 So if that's like Drake said, if our council's vision is that we want this parcel to be developed as single-family, 1519 02:20:29,600 --> 02:20:34,020 and that's the only thing that we're willing to do, then we don't have to approve this future landing amendment, 1520 02:20:34,160 --> 02:20:35,040 and that's what it'll be. 1521 02:20:35,780 --> 02:20:41,720 I think it's important that we recognize that it may be a long time before that would develop, 1522 02:20:41,720 --> 02:20:45,760 or it may not develop a single family if we don't provide some incentives. 1523 02:20:46,180 --> 02:20:52,180 You tell me you want to be true anywhere else in the city that we have zone for single 1524 02:20:52,180 --> 02:20:55,540 family that's perhaps not developed yet, is there just a lot of barriers? 1525 02:20:55,820 --> 02:20:59,280 I mean, one, I can think of off the top of my head and I know Drake could probably write 1526 02:20:59,280 --> 02:21:05,320 a treatise on this, but single family developer, home developers would say they can't make 1527 02:21:05,320 --> 02:21:08,000 any kind of a profit on selling a lot. 1528 02:21:08,580 --> 02:21:18,480 They can only make a profit on building the house, and so it's not cost-effective for them to do the planning process and the subdividing and so forth. 1529 02:21:20,080 --> 02:21:20,600 Infrastructure. 1530 02:21:20,860 --> 02:21:22,920 Yeah, infrastructure I guess would be another one. 1531 02:21:23,060 --> 02:21:30,800 They're paying upfront cost to put in infrastructure that then they recoup when they sell the home, and that's a financial. 1532 02:21:30,800 --> 02:21:51,720 So our last, our most, our two most recent significant single family home developments in the city have had public involvement in their development, whether that's in front in the cost of the installation of infrastructure and getting paid back on the sale of the home through a special assessment or using TID to extend infrastructure 1533 02:21:52,340 --> 02:21:54,620 at to the Tyronina Point neighborhood, 1534 02:21:55,220 --> 02:21:57,780 Tid was used to bring infrastructure out there, 1535 02:21:58,840 --> 02:22:00,780 utility infrastructure out there in order 1536 02:22:00,780 --> 02:22:04,900 to away some of those development costs. 1537 02:22:07,720 --> 02:22:09,060 So the drumming cross-lane as well 1538 02:22:09,060 --> 02:22:10,920 is a condominium development 1539 02:22:10,920 --> 02:22:12,500 that the city had to be involved in 1540 02:22:12,500 --> 02:22:20,600 that is 2s and 5s, 3s and 5s, 3s and 5s I think. 1541 02:22:21,120 --> 02:22:22,380 There's gonna be some 2 pluses now. 1542 02:22:22,380 --> 02:22:25,820 And now, and now two two and now two duplexes on the end. 1543 02:22:26,700 --> 02:22:29,780 So this is just our first reading tonight. 1544 02:22:30,180 --> 02:22:35,480 So I don't know if there are other questions or information that council members want before we would. 1545 02:22:35,840 --> 02:22:37,440 Would the applicant be able to be able to? 1546 02:22:37,560 --> 02:22:39,340 Is that the developer's representative is here? 1547 02:22:39,580 --> 02:22:42,100 Is there something that you'd like to share with the council? 1548 02:22:42,340 --> 02:22:43,660 Is there an opportunity to? 1549 02:22:49,020 --> 02:22:52,880 Well, this is of, yeah, I guess he's not the petitioner. 1550 02:22:52,880 --> 02:22:56,920 They are, the application is brought forward, it's developed or driven, for a lifetime. 1551 02:22:56,920 --> 02:23:00,700 Okay, so this is a representative of the applicant for this feature land 1552 02:23:00,700 --> 02:23:01,320 vacation. 1553 02:23:01,640 --> 02:23:02,320 Just introducing. 1554 02:23:02,480 --> 02:23:07,700 Yeah, thank you Chris Carr from the Sigma Group 1300 West Canal, Milwaukee, Wisconsin. 1555 02:23:08,520 --> 02:23:14,140 5-3-2-3-3, I'll be quick and try to review you are correct. 1556 02:23:14,340 --> 02:23:20,940 We've been across a couple years now working with the Plan Commission and specifically addressing 1557 02:23:20,940 --> 02:23:25,900 the transition, which we really have done if you look at the plan, I know it's not in front of you, 1558 02:23:26,080 --> 02:23:29,780 but there's side by side units and providing a diversity. 1559 02:23:30,260 --> 02:23:34,260 I think if you look closely in the comprehensive plan and you don't just pick out pieces, 1560 02:23:34,520 --> 02:23:39,800 there's multiple items that this project does really follow through on the comprehensive plan. 1561 02:23:40,040 --> 02:23:45,380 So comprehensive plan is long and we pulled it out as a part of the previous, is this? 1562 02:23:45,380 --> 02:23:53,800 This does sort of if you could stay within the bounds of the project that you proposed and what the future land use map is rather than comment again the comprehensive plan at this point. 1563 02:23:53,900 --> 02:23:59,800 Oh, I'm just making the consistency of our part of the changing of the zoning of the zoning to the comp plan. 1564 02:24:01,060 --> 02:24:07,640 The other thing I want to talk about is, is your right the plan commission did talk about the challenges of single family development. 1565 02:24:07,940 --> 02:24:12,880 I do not believe that there is a path forward on the current owner to do single family. 1566 02:24:12,880 --> 02:24:17,780 as the council has said, there is really not a viable path. 1567 02:24:17,960 --> 02:24:21,800 Anything that's been done recently in single family has always had support. 1568 02:24:22,260 --> 02:24:24,900 This project does not, I know it's the future thing. 1569 02:24:25,000 --> 02:24:32,700 We're not asking for support and our current plan I think is we're proposing potentially 1570 02:24:32,700 --> 02:24:39,720 a $30 million value project that would feed the tax base on the advantage of going to 1571 02:24:39,720 --> 02:24:48,160 To a complaint amendment like this is it allows things like private roads and private utilities which bring down the cost. 1572 02:24:48,920 --> 02:24:51,100 There's no additional cost for the city. 1573 02:24:51,520 --> 02:24:55,400 When you go to a single family, it needs to be on public streets and public infrastructure. 1574 02:24:55,400 --> 02:25:01,660 Those costs are significant, those future requirements for the city to take care of that infrastructure are significant. 1575 02:25:01,660 --> 02:25:09,200 So there are benefits that are allowed by the compliant change by going to this neighborhood 1576 02:25:09,200 --> 02:25:13,920 district that allows us to do things with private roads that reduce the infrastructure 1577 02:25:13,920 --> 02:25:18,280 needs not only upfront costs for the city but future maintenance. 1578 02:25:19,100 --> 02:25:24,060 There is already water through the development, that's the gravel road you drove in, and 1579 02:25:24,060 --> 02:25:29,320 there's sanitary sewer just north of the parcel, so all of that would be covered by existing 1580 02:25:29,320 --> 02:25:34,220 infrastructure. Thank you very much. Appreciate that. Thank you. 1581 02:25:36,720 --> 02:25:37,980 Any further discussion 1582 02:25:37,980 --> 02:25:41,160 tonight on this proposed ordinance change? 1583 02:25:43,960 --> 02:25:45,860 Okay, seeing none, I'm going to make a motion 1584 02:25:45,860 --> 02:25:50,700 that we take a five minute recess for a stretch break before we get to our last agenda item. 1585 02:25:52,100 --> 02:25:56,400 Zero second. Second. All in favor say aye. Aye. Aye. 1586 02:25:57,260 --> 02:25:58,500 I'll be back in five minutes. 1587 02:31:14,350 --> 02:31:17,870 I have a schedule, but my noticing 1588 02:32:27,500 --> 02:32:32,580 at work, I'm more, more willing to bite people's heads off. It's probably not a good thing. 1589 02:32:37,870 --> 02:32:39,270 Greg Waters. Greg Waters. 1590 02:32:57,900 --> 02:32:59,400 Okay, we've just completed our 1591 02:32:59,400 --> 02:33:01,740 Our recess, so we are back on the record. 1592 02:33:02,860 --> 02:33:10,260 And our final agenda item under City Business tonight is the discussion on the Sandy Beach Mobile Home Park redevelopment. 1593 02:33:10,480 --> 02:33:13,720 So I'm going to turn it over to Drake to kick off the discussion. 1594 02:33:16,660 --> 02:33:30,400 Sure, so included in your packet is, our couple of memos, one is a general analysis of B level with some financial information as well as potential alternatives. 1595 02:33:30,400 --> 02:33:36,040 and then it kind of concludes with some decision points that we would need to kind of move forward on it. 1596 02:33:37,100 --> 02:33:45,060 I did send out, I did receive some questions from Councilmumpers prior to the meeting and sent out some additional information. 1597 02:33:45,720 --> 02:33:54,980 One question was about what the cost of restoring to passive use, if B level was decommissioned, what the cost of restoring to passive use would be. 1598 02:33:56,200 --> 02:34:02,760 without any special landscaping considerations and essentially just returning to general park land. 1599 02:34:03,380 --> 02:34:07,960 Our best estimate right now is $100 to $110,000. 1600 02:34:08,200 --> 02:34:23,320 That's for abandoning the current utilities that are out there and then restoring removal of some asphalt roadway and then grass seating and restoring the land. 1601 02:34:23,320 --> 02:34:28,740 And the other one I sent out, if you have it before in front of you, I don't want to 1602 02:34:28,740 --> 02:34:35,200 read through the entire thing, but it was a question of what task staff annually undertakes 1603 02:34:35,200 --> 02:34:42,240 throughout the year on kind of administration of the mobile home park and it's broken down 1604 02:34:42,240 --> 02:34:48,420 by department ranging from the utility staff as well as the park staff as well as administrative 1605 02:34:48,420 --> 02:34:57,540 of front staff. So that was sent out to you earlier today. If there's any questions 1606 02:34:57,540 --> 02:35:05,820 on those items, it ranges from jetting of sewer, to turning on water, to repairing 1607 02:35:05,820 --> 02:35:15,260 any connection issues that there may have been to processing transfers, signing of leases, 1608 02:35:15,260 --> 02:35:19,000 is evictions if they become necessary. 1609 02:35:19,660 --> 02:35:23,940 So it runs a whole game of different types of services 1610 02:35:23,940 --> 02:35:27,060 that are unnecessary as part of the ownership 1611 02:35:27,060 --> 02:35:28,340 of a mobile home park. 1612 02:35:30,040 --> 02:35:32,860 How in depth would the council like me 1613 02:35:32,860 --> 02:35:35,940 to go on the memo that's in your packet? 1614 02:35:36,540 --> 02:35:39,300 Chief Russ is on vacation this week, 1615 02:35:39,380 --> 02:35:41,900 so we would have to wait to have, if there are any specific 1616 02:35:41,900 --> 02:35:45,880 of the questions of what he observed when we asked him 1617 02:35:45,880 --> 02:35:46,680 to walk through there. 1618 02:35:47,700 --> 02:35:49,480 I would note that the police department 1619 02:35:49,480 --> 02:35:52,960 and the parks department are tracking parking lot numbers 1620 02:35:53,580 --> 02:35:57,340 to give us some better data on how many cars are parking there 1621 02:35:57,340 --> 02:36:00,560 on any given day to better inform an analysis 1622 02:36:00,560 --> 02:36:03,080 of potential monetization at the parking lot 1623 02:36:03,080 --> 02:36:08,100 as a revenue source both before and after a redevelopment 1624 02:36:08,100 --> 02:36:09,540 of the parking lot where to occur. 1625 02:36:11,860 --> 02:36:18,620 There's also, so it focuses on what it would take to redevelop B-level, to modern standards 1626 02:36:18,620 --> 02:36:23,120 and modern codes with the necessary spacing requirements out there. 1627 02:36:23,320 --> 02:36:28,700 It touches on some of the difficulties of the redevelopment of the utilities. 1628 02:36:29,800 --> 02:36:33,760 Brandon Herbert, the city's engineer with strand associates, is online. 1629 02:36:33,760 --> 02:36:42,760 If you have questions of him specifically perhaps related around trenching and boring and why certain things must be trenched versus board 1630 02:36:43,380 --> 02:36:49,900 I know there has also been questions that the council has received about a project that went in a private that went on in a private 1631 02:36:49,900 --> 02:36:57,120 Mobile home community regarding their infrastructure and we did reach out to them it was a much smaller project much shorter 1632 02:36:57,120 --> 02:37:04,080 amount, only several feet of main that had to be replaced and so a much smaller scale project 1633 02:37:04,080 --> 02:37:13,580 that allowed for, I guess, a less, I guess, obtrusive way of repairing that, but it was not 1634 02:37:13,580 --> 02:37:21,120 a full-scale replacement of that system and so currently the infrastructure out there 1635 02:37:21,120 --> 02:37:24,560 is not buried to a depth that meets modern standards. 1636 02:37:24,560 --> 02:37:29,620 the water and sewer are also not separated to the amount that they would be required to 1637 02:37:30,260 --> 02:37:37,460 under modern code. And so those difficulties as well as top topography issues to ensure 1638 02:37:37,460 --> 02:37:43,580 that the sewer specifically is draining in the way that you want it to, you have to get 1639 02:37:43,580 --> 02:37:52,820 the grades correct and to do so, directionally boring that length, would both run into conflicts 1640 02:37:52,820 --> 02:38:03,420 with where existing trailers are and where those connections need to go as well as if you don't 1641 02:38:03,420 --> 02:38:09,940 get the grades correct then gravity doesn't do the job that it needs to do with the transference of the 1642 02:38:09,940 --> 02:38:19,700 materials. So there are 38 lots out there currently we have not designed what a redevelopment would look 1643 02:38:19,700 --> 02:38:26,380 like. So that 17 number is an estimate. So it does work off of those numbers. It works 1644 02:38:26,380 --> 02:38:30,500 off of what currently straights are. There's a debt schedule attached that shows you what 1645 02:38:30,500 --> 02:38:35,840 principal and interest payments would be over a 20-year period on the estimated cost of 1646 02:38:35,840 --> 02:38:42,120 that redevelopment. And then there's an analysis that goes into what least rates would have 1647 02:38:42,120 --> 02:38:48,460 to look like if you needed to raise the revenue from B-level in order to accommodate the infrastructure 1648 02:38:49,440 --> 02:38:56,640 There could be a conversation about spreading the costs amongst the association, certainly. 1649 02:38:57,120 --> 02:39:01,260 We could engage with the association on those conversations. 1650 02:39:01,840 --> 02:39:07,320 But if we're looking at B-level, which is our current most pressing infrastructure need, 1651 02:39:07,760 --> 02:39:14,700 that is where the analysis settles as handling is its own independent redevelopment of that section of the mobile home part. 1652 02:39:14,700 --> 02:39:15,680 Thank 1653 02:39:18,310 --> 02:39:32,170 you Drake so as you mentioned we've got a number of documents that you've provided for us to review and this is just scheduled tonight for discussion item so we're not making any decisions tonight but I would recommend that we try to 1654 02:39:33,050 --> 02:39:42,770 establish some direction so that we can have a future decision item or more than one with a resolution that we can vote on so that we can make some formal decisions. 1655 02:39:42,770 --> 02:39:48,670 I particularly appreciate the questions that you posed for us right in your memo. 1656 02:39:48,850 --> 02:39:54,890 And I think those are some of the key questions that we do need to give a formal answer on the on the record too. 1657 02:39:55,150 --> 02:39:58,230 So I think I'll open the floor to discussion. 1658 02:39:58,590 --> 02:40:05,450 Any comments or questions that we may have or how we want to move forward with this or any other information. 1659 02:40:05,910 --> 02:40:10,690 The council members would like to receive to help us make decisions. 1660 02:40:10,690 --> 02:40:17,110 Is there anyone that has comments that would like to start us off? 1661 02:40:19,530 --> 02:40:27,470 Can I ask a specific question on one of the new exhibits that was sent earlier today regarding the cost for utility abandonment? 1662 02:40:28,970 --> 02:40:36,750 What would be the trade-offs for long-term anything? 1663 02:40:36,750 --> 02:40:43,930 So does that prohibit make it more challenging than to annex in anybody at Sandy Beach Road, or if we were to just abandon what? 1664 02:40:44,810 --> 02:40:47,350 What would we why would we not want to do that? 1665 02:40:48,030 --> 02:40:55,170 Because that is that was new information and I thought it was extremely. I was actually quite surprised at how inexpensive it was and so. 1666 02:40:57,170 --> 02:41:01,930 We would not make we would not advise to make connections to any 1667 02:41:01,930 --> 02:41:06,510 properties along Sandy Beach Road from the infrastructure that exists on B level. 1668 02:41:06,750 --> 02:41:13,510 Okay, so the connection would likely come from somewhere else that has more modern infrastructure. That's capable of serving 1669 02:41:14,470 --> 02:41:18,190 That area adequately. Okay. Thanks. 1670 02:41:20,550 --> 02:41:21,190 Great. 1671 02:41:30,640 --> 02:41:35,880 Oh, I'm sorry about that day. That's the second time tonight. 1672 02:41:37,560 --> 02:41:43,540 I'll price tag associated with it. There certainly is I spoke with Eric kind of briefly about it 1673 02:41:43,540 --> 02:41:53,600 but if the sewer utility is out there needing to jet that can be three sewer employees for an entire day. 1674 02:41:54,060 --> 02:42:03,620 When they do water turn-ons, that's Eric's staff as well as utility staff so that can be three to four people at that point in time. 1675 02:42:03,620 --> 02:42:13,160 so we would probably need more time to try and we don't track like Mobile Home Park is not like a 1676 02:42:13,840 --> 02:42:19,240 designation within like our timekeeping software and so we have that they were at Sandy Beach, 1677 02:42:19,240 --> 02:42:24,760 but we can't we know how many hours they're spending at Sandy Beach, but we don't go further into 1678 02:42:24,760 --> 02:42:29,600 that and track how many hours are being spent on the Mobile Home Park specifically. So we could come 1679 02:42:29,600 --> 02:42:36,160 up with some estimates of specific tasks for a future discussion, but I don't have that 1680 02:42:36,160 --> 02:42:38,960 for you right now and it would be an estimate. 1681 02:42:39,580 --> 02:42:43,180 So I guess what I'm trying to figure out is the break even is I look at the dollars 1682 02:42:43,820 --> 02:42:47,120 for the project, the dollars we would get in rent. 1683 02:42:48,400 --> 02:42:50,260 It's roughly a 20-year break even. 1684 02:42:51,160 --> 02:42:56,880 If you add this cost on, that's going to add years to that break even of course, and I'm 1685 02:42:56,880 --> 02:42:59,460 I'm not sure how many years that would add, 1686 02:42:59,820 --> 02:43:02,340 so just trying to figure out the numbers is all. 1687 02:43:02,760 --> 02:43:02,920 Sure. 1688 02:43:03,900 --> 02:43:06,780 I was having some similar thoughts, Greg, 1689 02:43:06,900 --> 02:43:08,200 and was trying to do a little math. 1690 02:43:08,360 --> 02:43:11,000 I came up with a little closer to maybe 23 years, 1691 02:43:11,100 --> 02:43:15,140 but around that, yeah, what would offset the costs 1692 02:43:15,140 --> 02:43:18,500 of the borrowing, or how long would it take 1693 02:43:19,040 --> 02:43:20,780 to sort of have that return on investment? 1694 02:43:20,780 --> 02:43:23,420 I appreciated getting the list of tasks 1695 02:43:23,420 --> 02:43:26,120 even without a dollar amount or salaries 1696 02:43:26,120 --> 02:43:31,060 or whatever to go with it because I've always wondered, we have in our budget, 1697 02:43:31,060 --> 02:43:39,620 what is it, 246,000 in revenue for this year, is our anticipated revenue from the leases 1698 02:43:39,620 --> 02:43:41,280 in the overall mobile home park. 1699 02:43:41,780 --> 02:43:46,920 But I know that the city role to operate the mobile home park is not zero cost. 1700 02:43:47,420 --> 02:43:55,180 So it's just good, I think for all of us to understand that it's not just a net revenue 1701 02:43:55,180 --> 02:44:10,070 We love 246,000, and there is some cost that the city has to expend to operate the mobile home park, and so that we should think about that as we're factoring some of this in any other. 1702 02:44:11,030 --> 02:44:25,590 Greg, yes, so I guess some of the things I'm weighing here is, we're looking at an infrastructure that's about 50 years, we're talking about maybe 25 years for break even 20 to 25 somewhere like that. 1703 02:44:26,930 --> 02:44:34,150 I'm looking at the taxpayer base and you know how do we use this land moving forward. 1704 02:44:34,410 --> 02:44:40,370 I wasn't the one that sent in the question about what if we turn this into Parkland but 1705 02:44:40,370 --> 02:44:42,390 that's an option I've been thinking about as well. 1706 02:44:44,970 --> 02:44:55,210 So it's a lot to look at and I guess I might be interested in learning more about if we 1707 02:44:55,210 --> 02:44:57,990 We did turn it into Parkland how that would incorporate maybe into 1708 02:45:00,000 --> 02:45:28,920 How we could use the different facilities. I know when I go down there on the weekend, I went down twice the summer, and it is wall-to-wall people. And there's not much space. And we're thinking about putting volleyball courts now into the park. And that's going to take more, more away from the park as far as people coming in on the weekend. There's be less space to be in. 1709 02:45:28,920 --> 02:45:33,400 So, I'm not sure if this is an opportunity to expand the park if it makes sense, but 1710 02:45:33,400 --> 02:45:35,500 it's something that should be reviewed, I think. 1711 02:45:40,420 --> 02:45:40,920 Beard? 1712 02:45:41,340 --> 02:45:41,440 Yep. 1713 02:45:41,640 --> 02:45:46,300 And I agree with Greg in looking at alternatives. 1714 02:45:47,800 --> 02:45:55,340 I feel the payback time table is extensive and long and the cost is worrisome. 1715 02:45:55,680 --> 02:46:00,740 I think our citizens ever telling us they're not interested in paying without you being able 1716 02:46:00,740 --> 02:46:04,980 to utilize the park more extensively for the money that they're putting forward. 1717 02:46:05,200 --> 02:46:11,740 And so I actually am intrigued by the operational plan for even a campground. 1718 02:46:11,960 --> 02:46:17,460 So if I think about our expertise, so I looked at, you know, think about their mission 1719 02:46:17,460 --> 02:46:20,480 and vision of the city and our obligation to our citizens. 1720 02:46:20,980 --> 02:46:26,000 And then I think about what makes us strong, where are we strong? 1721 02:46:26,000 --> 02:46:29,380 And I think about the expertise that we bring to the table in the park's department. 1722 02:46:29,380 --> 02:46:35,060 I believe in the camping arena is something that would be of interest. 1723 02:46:36,120 --> 02:46:40,140 We wouldn't have to put the infrastructure with the concrete pads. 1724 02:46:40,860 --> 02:46:41,840 It would bring in revenue. 1725 02:46:43,120 --> 02:46:47,040 I know we've got the parks board is still noodling on other revenue ideas. 1726 02:46:47,560 --> 02:46:58,160 But thinking about the then citizens and current at least less ease at the mobile home park would have the opportunity 1727 02:46:58,160 --> 02:47:04,980 to, you know, come back in in a different fashion if it's not a permanent structure to bring 1728 02:47:04,980 --> 02:47:13,100 an RV or some other type of camper in and still enjoy the space on a much lower cost but 1729 02:47:13,100 --> 02:47:16,800 then it opens it up to our citizens to be a part of that solution. 1730 02:47:17,580 --> 02:47:21,000 I don't know what that might be even more when it comes to operations. 1731 02:47:21,460 --> 02:47:27,640 I see, I know they use utilities and so that's not then capping so I think that's very complex 1732 02:47:27,640 --> 02:47:36,360 And it may even be more cost prohibitive, but it'd be interesting to have a ballpark whether that is something because it would also provide a revenue stream. 1733 02:47:36,800 --> 02:47:39,880 You can't get into a campground, almost like a year in advance. 1734 02:47:40,800 --> 02:47:48,160 If you have an RV and you want to go and enjoy a new park somewhere across the country. 1735 02:47:48,780 --> 02:47:52,720 And so it's just an intriguing park amenity. 1736 02:47:53,840 --> 02:47:57,360 When you brought up, though, when you brought up volleyball courts, my mind shifted to 1737 02:47:57,360 --> 02:47:57,600 old. 1738 02:47:58,580 --> 02:48:07,300 We could use more space for recreation, so I'm thinking out loud a little bit, but wanting 1739 02:48:07,300 --> 02:48:16,980 to recognize what options might be available, but understanding that RV, when you had recreational 1740 02:48:16,980 --> 02:48:20,000 vehicle campground, I think might come with a higher cost. 1741 02:48:20,000 --> 02:48:27,880 And I think it's intriguing, but I don't have even a rough idea where that would put us financially either. 1742 02:48:28,340 --> 02:48:29,280 So I'd be interested. 1743 02:48:31,120 --> 02:48:31,300 Michelle? 1744 02:48:31,700 --> 02:48:47,400 I have a question about, so let's just put it out there and assume that we decide to do this and there are, you know, there are owners that choose to abandon. 1745 02:48:47,400 --> 02:48:54,820 and so that 87,000 or whatever it is is now on us, right? 1746 02:48:56,000 --> 02:49:00,640 You talk about if we decommissioned and someone just left their personal property there. 1747 02:49:02,040 --> 02:49:09,600 It would likely fall on the city to remove it and we would engage in collections efforts against the owner of that personal property. 1748 02:49:09,760 --> 02:49:14,900 Okay, so there's some litigation issue to consider because of the lease agreement. 1749 02:49:17,020 --> 02:49:23,100 In your memo, and I apologize, I've been raking through it, and I guess my may have missed it. 1750 02:49:23,680 --> 02:49:36,240 How much is it to remove the mobile home from its location to allow for this infrastructure to happen, and then be replaced? 1751 02:49:37,620 --> 02:49:49,080 The last one that was done was ordered as part of the raising of the sand bar. I don't have an exact number but I'd say it was between 5 and 10,000 specifically for the mobile home. 1752 02:49:49,440 --> 02:50:01,300 So just per disconnected and then in most circumstances in that specific circumstances that mobile home was not salvageable so they just compacted it and destroyed it and got moved it off site. 1753 02:50:01,300 --> 02:50:07,780 So $5,000 just to move it versus 8. 1754 02:50:08,540 --> 02:50:14,860 It's going to depend on size, condition, location, mobility, you know, how it is. 1755 02:50:15,080 --> 02:50:17,600 But some porches are attached to it too. 1756 02:50:17,660 --> 02:50:21,780 There will be thousands to remove one if the city is tasked with doing it. 1757 02:50:22,160 --> 02:50:22,340 Okay. 1758 02:50:22,880 --> 02:50:23,180 I'm just. 1759 02:50:23,660 --> 02:50:24,660 And we would, right. 1760 02:50:24,800 --> 02:50:29,300 And that's where we would engage in, we would then engage in a legal process of collections 1761 02:50:29,300 --> 02:50:37,380 against the property owner for the abandonment of their personal property and the city's service that was provided at the removal. 1762 02:50:37,800 --> 02:50:40,680 Right, I wasn't thinking about their abandonment necessarily. 1763 02:50:41,000 --> 02:50:47,820 I was looking at what was the financial obligation of the mobile home owner to move it and how, you know, 1764 02:50:47,960 --> 02:50:54,000 how devastating would that be versus like looking at their pros and cons. 1765 02:50:54,160 --> 02:50:58,560 I'm trying to put myself in their shoes so as to allow for myself to make a 1766 02:50:58,560 --> 02:51:09,560 I understand. I get what you're coming from. I think that because of the infrastructure work that needs to go on, the removal of the trailers is necessary, whether you redevelop or 1767 02:51:10,580 --> 02:51:11,080 the issue. 1768 02:51:12,380 --> 02:51:20,280 Totally agree with you. I was just trying to put myself in the issues and see what financial situation would I have to contend with. Thank you. 1769 02:51:22,320 --> 02:51:27,060 So I've got a few comments and one, I guess, would follow up on some of your questions. 1770 02:51:27,060 --> 02:51:28,140 Michelle, I do. 1771 02:51:28,860 --> 02:51:34,460 I think it's, well, number one, I think it's critical to address level B sooner rather 1772 02:51:34,460 --> 02:51:35,000 than later. 1773 02:51:35,360 --> 02:51:42,140 I think we're, you know, we're living on viral time with our utilities and we've been 1774 02:51:42,140 --> 02:51:44,380 trying to work on this project for the last eight years. 1775 02:51:44,560 --> 02:51:49,660 And the last thing I want is DNR to issue us a consent order that we have to upgrade our 1776 02:51:49,660 --> 02:51:50,100 utilities. 1777 02:51:50,100 --> 02:51:59,540 Let's just do it before we're ordered to and before there's harm to the lake, which hopefully is not currently happening. 1778 02:51:59,840 --> 02:52:04,220 So I think it's important that we make some key decisions soon. 1779 02:52:05,440 --> 02:52:18,340 I would agree with the staff information that I don't think there's any way to redo or redevelop level B without the current homes being moved. 1780 02:52:18,340 --> 02:52:20,100 No, yes, thank you. 1781 02:52:20,540 --> 02:52:33,080 So, to me, it would be whatever we decide to do, whether we decide to redevelop level B or decommission level B, I would like to give the level B owners as much notice as possible. 1782 02:52:33,720 --> 02:52:45,680 So, legally, I think if we want them to move their buildings at the end of 2026, I think we have until next June under our lease. 1783 02:52:45,680 --> 02:52:49,440 I'd like to give them more notice in that, you know, like once we're ready to decide, 1784 02:52:49,440 --> 02:52:54,680 let's decide so that they can make their plans, you know, take whatever steps they need 1785 02:52:54,680 --> 02:53:02,700 to enjoy, you know, the next season here and, you know, help plenty of time to make those preparations. 1786 02:53:02,800 --> 02:53:10,560 So I think, to me, there is some time sensitivity in terms of just giving as much notice 1787 02:53:10,560 --> 02:53:16,660 level be owners as possible and for us to keep moving on you know the 1788 02:53:16,660 --> 02:53:22,700 priority of this level. From a I guess bigger picture perspective I've just 1789 02:53:22,700 --> 02:53:25,860 I've been thinking about this a lot and I've talked to you know a number of 1790 02:53:25,860 --> 02:53:30,820 neighbors and and other constituents and thinking through the history of this 1791 02:53:30,820 --> 02:53:35,820 project and I my husband and I moved here about 18 years ago and I remember the 1792 02:53:35,820 --> 02:53:40,240 first time I went down by Sandy Beach I was like mobile home park city of like 1793 02:53:40,240 --> 02:53:44,880 Like Mill is like, well, since when do cities own mobile home parks, and then, you know, 1794 02:53:44,960 --> 02:53:49,400 over time I learned a little bit more about it, and as I got more involved in city government, 1795 02:53:49,540 --> 02:53:53,820 I learned a lot about the history of it, and I certainly don't pretend to be an expert 1796 02:53:53,820 --> 02:53:54,180 on that. 1797 02:53:54,200 --> 02:54:03,260 But I think, you know, in 1977, people did not want Lake Front condos if that property 1798 02:54:03,260 --> 02:54:06,020 was going to sell to a private entity, if that resorted. 1799 02:54:06,020 --> 02:54:15,420 And so my understanding is that that was controversial, but that that's what city residents wanted the city to acquire this property. 1800 02:54:15,620 --> 02:54:24,260 So the city acquired it and we've been getting a revenue and operating on the mobile home park all that time. 1801 02:54:24,380 --> 02:54:26,360 So that's coming up on 50 years. 1802 02:54:26,580 --> 02:54:33,240 So it's certainly understandable that now we're going to have to make a significant investment in the infrastructure. 1803 02:54:34,900 --> 02:54:56,720 I have talked to a number of constituents who have said to me, you know, why is this city in the mobile home park business and who have also said, you know, that's parkland that I don't have access to where the mobile home community is but the city owns it and I as a city resident or visitor can't use it. 1804 02:54:56,720 --> 02:55:12,580 So I am really, I think we're really at a point in all the years that we've been working on the Sandy Beach redevelopment where we really have a blank slate with the, I would say with the exception of the bolt launch. 1805 02:55:12,780 --> 02:55:17,280 I mean, I think we're pretty, we're not going to move that. We're not going to remove it. We just bought a new pier. 1806 02:55:17,280 --> 02:55:21,500 So I think the bolt launch is there, that part is completed. 1807 02:55:22,420 --> 02:55:25,440 Everything else really I would see as a blank slate. 1808 02:55:25,800 --> 02:55:31,780 So I think it's time for us to really say what is our overall vision for this property. 1809 02:55:34,020 --> 02:55:38,580 And as I've talked to different neighbors, I've thought, well, 1810 02:55:38,680 --> 02:55:43,160 there's pros and cons to continuing to have a mobile home community there. 1811 02:55:43,160 --> 02:56:02,720 where I really wanted to see the numbers and now that I've seen the numbers, I don't think it's a good investment for the city of Lake Mills to continue another 50 years of having of the city operating a mobile home community there. 1812 02:56:02,720 --> 02:56:09,080 I just don't, I really am trying to think like what are the benefits to city tax payers? 1813 02:56:09,340 --> 02:56:15,980 For 50 years it's been that revenue and that income and you know this year, $246,000. 1814 02:56:16,280 --> 02:56:21,760 But as soon as we have to spend a million and a half and when you do principal and interest 1815 02:56:21,760 --> 02:56:31,260 and that's close to $3 million, that's a really long time to pay that off and to start generating 1816 02:56:31,260 --> 02:56:37,340 revenue and as soon as we pour concrete pads and put in the ground utilities, we're making 1817 02:56:37,340 --> 02:56:38,640 a 50 year decision. 1818 02:56:41,340 --> 02:56:48,000 So as I'm seeing the numbers, I'm really seeing that this is a point where we can make 1819 02:56:48,000 --> 02:56:54,280 a different decision for the future of Sandy Beach Park and I think one of our constituents 1820 02:56:54,280 --> 02:56:59,440 who has contacted all of us has said, you know, there's 27 acres there and we really 1821 02:56:59,440 --> 02:57:06,120 should have that 27 acres should all be, you know, accessible to city residents and visitors. 1822 02:57:06,500 --> 02:57:16,000 So I think if we're, if we go down the path of decommissioning level B possibly decommissioning 1823 02:57:16,000 --> 02:57:21,520 the other levels over time, we're going to need alternative sources of revenue and so that's obviously 1824 02:57:21,520 --> 02:57:28,080 is that big discussion point of, is it the monetizing the parking lot? Is it, you know, raising the 1825 02:57:28,080 --> 02:57:32,920 on the ones that aren't in level B, we're not charging anywhere near what the feasibility 1826 02:57:32,920 --> 02:57:38,020 study said that we should be charging so it's, you know, people are enjoying a wonderful 1827 02:57:38,020 --> 02:57:42,860 opportunity at Sandy Beach Park but it's, you know, they're getting a good deal there 1828 02:57:42,860 --> 02:57:47,160 and there's a lot of things in terms of our revenue that I think we could be optimizing. 1829 02:57:48,060 --> 02:57:59,020 I, too, am intrigued by the RV stand or RV camper campsites or whatever concession stand 1830 02:57:59,020 --> 02:58:02,840 could potentially be a revenue source, that would be some construction costs, so maybe 1831 02:58:02,840 --> 02:58:03,540 that will be a while. 1832 02:58:03,680 --> 02:58:04,160 Parking what? 1833 02:58:05,140 --> 02:58:09,560 Parking, monetizing, parking lot, so anyway, I've been, these are all the things I guess that 1834 02:58:09,560 --> 02:58:15,640 I've been thinking about, but to me, I think we really are at a point where we can envision 1835 02:58:15,640 --> 02:58:18,680 and it's something totally different for Sandy Beach Park 1836 02:58:19,200 --> 02:58:20,720 than what is there now. 1837 02:58:23,040 --> 02:58:26,120 And, you know, work through that over time. 1838 02:58:26,400 --> 02:58:29,080 And that's what I'd like to see us talk further about. 1839 02:58:31,390 --> 02:58:33,090 So I think we're at a discussion point 1840 02:58:33,090 --> 02:58:34,110 and at a decision point. 1841 02:58:34,190 --> 02:58:36,290 I just want to review the options. 1842 02:58:37,230 --> 02:58:38,910 So no decisions are being made tonight 1843 02:58:38,910 --> 02:58:41,090 but we are talking about possibilities. 1844 02:58:41,390 --> 02:58:42,590 Yeah, so, okay. 1845 02:58:42,990 --> 02:58:45,950 So does anybody have any other? 1846 02:58:46,990 --> 02:58:55,870 comments or ideas or yeah well I think it's important I know we've been to make 1847 02:58:55,870 --> 02:59:00,510 sure that we have the right experts at the table working with us as we're 1848 02:59:00,510 --> 02:59:05,950 talking about the full 20 plus acres as it is and what opportunities that 1849 02:59:05,950 --> 02:59:10,450 comes forward in the future and I know we've been utilizing I think the just the 1850 02:59:10,450 --> 02:59:14,010 general bucket of money that we use with meat and 1851 02:59:14,010 --> 02:59:18,350 And they've been doing a nice job trying to kind of work alongside with us. 1852 02:59:18,350 --> 02:59:26,770 And I'm wondering if a point of consideration in the CIP should be a car about commitment to an expert. 1853 02:59:26,770 --> 02:59:37,410 They are a park development companies that actually might be helpful in advisement on a small scale. 1854 02:59:37,410 --> 02:59:45,450 or we may desire to do a larger scale to look at this particular piece of land, starting 1855 02:59:45,450 --> 02:59:50,750 with as it is knowing that we've got Part B to address aggressively but we have the 1856 02:59:50,750 --> 02:59:55,530 other elements and knowing what we have. It's just something I think we should also think 1857 02:59:55,530 --> 02:59:58,170 about as it relates to supporting staff on- 1858 03:00:00,000 --> 03:00:14,360 On getting to that next chapter, our next level of detail, I think, and I don't know Drake. If you have a perspective on that, but I do, I'm worried we're using our general meeting 1859 03:00:14,360 --> 03:00:28,860 hunt and I'm sure they have expertise, not sure what extend in the space. And maybe they are the right player, but we, I mean, this is to your point about the 50 year decision. And if we have this uplinked slate, doing it in a fashion that is 1860 03:00:28,860 --> 03:00:34,900 well thought out and they tax our brains to think differently I think is would be 1861 03:00:34,900 --> 03:00:39,980 to our benefit. So that's another thought I have an idea that should be a point 1862 03:00:39,980 --> 03:00:43,480 of or could be a point of discussion. Yeah I think you've got I think you're 1863 03:00:43,480 --> 03:00:47,100 correct there's kind of two ends of the spectrum of kind of park planning and 1864 03:00:47,100 --> 03:00:52,100 we've been closer to the one end which is really what I would describe as we've 1865 03:00:52,100 --> 03:00:57,180 asked our planning consultants for boxes on paper right an aerial view of the 1866 03:00:57,180 --> 03:01:03,520 park and then they kind of, sorry, place different components into the general 1867 03:01:03,520 --> 03:01:09,000 locations of where they would go, but there's, it's not necessarily, there 1868 03:01:09,000 --> 03:01:15,560 hasn't been a, a significant effort towards like a park redevelopment plan, an 1869 03:01:15,560 --> 03:01:19,820 updated park redevelopment plan. You could almost, you know, you could on the 1870 03:01:19,820 --> 03:01:25,860 other end of the spectrum, you could go as far as, for lack of a better term, a kind 1871 03:01:25,860 --> 03:01:32,780 of a mini comp plan process where it's just the sandy beach redevelopment or sandy beach 1872 03:01:32,780 --> 03:01:39,580 development planning process and you can take the time you need you can engage with stakeholders 1873 03:01:39,580 --> 03:01:46,700 you can hold you could engage with a planner and a designer to have listening sessions you know we 1874 03:01:46,700 --> 03:01:54,160 could do more surveys you know we can kind of build so there's a spectrum there and we've been 1875 03:01:54,160 --> 03:02:00,180 on the lower end of that. So I do agree that if we want something more 1876 03:02:00,180 --> 03:02:04,740 intensive, we know wherever on the spectrum that lies something with more 1877 03:02:04,740 --> 03:02:10,640 dedicated, you know, just a dedicated park plan that we would need to allocate 1878 03:02:10,640 --> 03:02:13,480 resources in order to bring that to fruition. 1879 03:02:14,560 --> 03:02:19,300 I'm thinking about the, I think we have a good hand on the beach side. I idea, 1880 03:02:19,540 --> 03:02:24,020 generation, I think we've got some schematics that I think are resonating and 1881 03:02:24,020 --> 03:02:30,260 would be very, I think, a great upgrade, and be a wonderful asset to the city. 1882 03:02:30,760 --> 03:02:34,820 But when we talk about the balance, when you start pulling back towards the rotary park. 1883 03:02:37,260 --> 03:02:42,300 I know, imagining what kind of imagination could we have if we just, if we are deciding, 1884 03:02:42,640 --> 03:02:48,320 if we ever come to the decision that having camping or the mobile home park. 1885 03:02:49,400 --> 03:02:51,680 Rebuilt is something that's not of interest. 1886 03:02:51,680 --> 03:02:59,800 So I, I, as many of a blank slate, we could have walking paths as, you know, but is that the best utilization of the space? 1887 03:02:59,800 --> 03:03:01,560 I don't, I, I don't know what I'm missing. 1888 03:03:02,340 --> 03:03:04,500 We, I was just an idea, just I thought. 1889 03:03:04,720 --> 03:03:12,540 We do plan this fall as well to after the occupants have left to televised a level and pines, 1890 03:03:12,540 --> 03:03:18,080 which we haven't really focused on yet to get a better, to get understanding of what that infrastructure looks like. 1891 03:03:18,080 --> 03:03:23,860 We don't have the same issues annually with infrastructure in those areas to the extent 1892 03:03:23,860 --> 03:03:30,060 that we do on B-level, and there have been limited projects, certainly on A-level 1893 03:03:30,060 --> 03:03:34,540 when the new bathhouse was installed, I believe, in the 90s. 1894 03:03:35,140 --> 03:03:40,140 So there's some updated things there, so it's possible there's a longer timeline. 1895 03:03:41,180 --> 03:03:46,840 We would expect a longer timeline on those areas, versus where B-level is, which invites 1896 03:03:46,840 --> 03:03:53,780 conversations on, you know, what does, you know, A-level and Pines look like, does the 1897 03:03:53,780 --> 03:03:58,860 city want to maintain, you know, portions of the mobile home park, all of the mobile 1898 03:03:58,860 --> 03:04:05,900 home park, and then if we have more time than that, we can incorporate that into lease structures 1899 03:04:05,900 --> 03:04:11,980 and planning for, you know, payment of upgrades when they became necessary, which we don't 1900 03:04:11,980 --> 03:04:14,800 have a luxury of on B level at this time. 1901 03:04:17,340 --> 03:04:18,340 You mentioned infrastructure. 1902 03:04:18,340 --> 03:04:21,360 Do we still have the safety concerns on Pines in A? 1903 03:04:21,680 --> 03:04:23,180 And I, to what extent are those, 1904 03:04:23,180 --> 03:04:24,600 would those drive a different timeline 1905 03:04:24,600 --> 03:04:27,840 or a different set of changes like trees 1906 03:04:27,840 --> 03:04:29,320 or removal or something? 1907 03:04:29,960 --> 03:04:32,900 Yeah, I think I would definitely invite 1908 03:04:32,900 --> 03:04:34,880 at the next conversation to have chief Russ 1909 03:04:34,880 --> 03:04:36,740 kind of talk you through what he saw 1910 03:04:36,740 --> 03:04:39,260 and what we might be necessary. 1911 03:04:39,660 --> 03:04:42,280 I also think that if that many of the issues 1912 03:04:42,280 --> 03:04:51,760 We could engage with the association and seek stricter enforcement of rules as far as parking of vehicles and where those things are located. 1913 03:04:53,200 --> 03:05:00,820 So I think there's opportunities there, but correct is that there are aging trees in the area. 1914 03:05:01,040 --> 03:05:11,180 There are concerns outlined in the fire chiefs memo that I think will need to be grappled with as well as we have this discussion. 1915 03:05:16,530 --> 03:05:29,470 One of the things in your memo, you know, question to us is do we wish to monetize the parking lot and I think that's goes all the way back to the original feasibility study as, you know, being an idea. 1916 03:05:30,310 --> 03:05:37,570 I don't know if people have any leanings right now, but I think when I think about that, I do think about the. 1917 03:05:37,570 --> 03:05:47,930 But again, what are the benefits, particularly to city residents in this park overall in thinking about it with respect to the parking lot? 1918 03:05:48,170 --> 03:05:58,770 So I could appreciate that that might need to be a part of the analysis like looking at the data, how many cars you expect to be parked to there every week, different months of the year. 1919 03:05:58,950 --> 03:06:05,710 And then what percentage of those are going to be free because they're for city residents versus then how much do you charge others? 1920 03:06:05,710 --> 03:06:08,930 and so I can appreciate that there's a lot of analysis there. 1921 03:06:09,050 --> 03:06:14,370 But I think that that would be a good, to me, I've always thought 1922 03:06:14,370 --> 03:06:16,990 that that was a reasonable approach and there are plenty 1923 03:06:16,990 --> 03:06:21,150 of parks that charge, you know, entrance fees. 1924 03:06:21,150 --> 03:06:23,610 And I think it would be more effective 1925 03:06:23,610 --> 03:06:26,930 than our current, you know, admission approach to do it that way. 1926 03:06:27,050 --> 03:06:29,930 So I do kind of think that's an interesting approach. 1927 03:06:31,030 --> 03:06:33,870 Okay. I know that we're talking break even point we're looking 1928 03:06:33,870 --> 03:06:39,370 that to the city of like Mills but we also need to look at commerce that the 1929 03:06:39,370 --> 03:06:44,330 residents that live in the trailer park of course are buying food from our 1930 03:06:45,390 --> 03:06:50,290 restaurants they're buying from the grocery store they're shopping they're 1931 03:06:50,290 --> 03:06:55,450 doing things in like Mills at present commerce so we need to consider that into 1932 03:06:55,450 --> 03:07:03,150 the equation as well. Is there a way to estimate that or I mean even like 1933 03:07:03,150 --> 03:07:21,190 estimate the population of people that are in the mobile home community, you know, compared to like the number of residents in the city or whatever, I don't know, I'd have to think about about that one, about what we could put together on that there certainly is one, right? 1934 03:07:21,670 --> 03:07:25,930 It's probably likely a significant one in the amount of time that they're here. 1935 03:07:26,090 --> 03:07:37,390 You're talking about, right, there's 100 some mobile homes out there right now, the people 1936 03:07:37,390 --> 03:07:41,110 who are there all the time, the guests, the visitors, so you're talking about hundreds, 1937 03:07:41,170 --> 03:07:46,790 you know, hundreds of people that are engaged in commerce, so I'd have to put some more 1938 03:07:46,790 --> 03:07:55,370 I thought in to quantifying that and what that would, what how we would undertake that and if we're capable of providing that level of analysis. 1939 03:07:56,930 --> 03:08:09,370 I think that's important though and we think about how we utilize the space in the park is thinking about what does it do, what are the unintended and unintended consequences of the decisions we make depending on what we put there. 1940 03:08:09,990 --> 03:08:16,570 So if it's just walking trails it may not be a big draw as an example but if we had a combination of maybe 1941 03:08:16,570 --> 03:08:25,270 if you permanent mobile homes or maybe it's all ranked by the month for RVs or we have, 1942 03:08:26,050 --> 03:08:31,990 I don't know, splash pad, miniature golf. I don't know. I don't know what it would be. I'm just 1943 03:08:31,990 --> 03:08:37,190 trying to think how you, what alter options would be. I think it would draw, it would draw people, 1944 03:08:37,370 --> 03:08:44,810 but at a different, a different, in a different way. And maybe not at the same rate, maybe, 1945 03:08:44,810 --> 03:08:50,190 maybe at a dire rate, I don't know. I think that would be a good thing to think about is the 1946 03:08:51,410 --> 03:08:53,130 impact on commerce and 1947 03:08:57,190 --> 03:09:02,050 unintended consequences. I'm worried about Bartles Beach has been very busy too and so when you monetize 1948 03:09:02,910 --> 03:09:05,110 I'm intrigued by I think we had to find a way to get money 1949 03:09:05,630 --> 03:09:08,410 and if you monetize you at the park there is all the sudden 1950 03:09:09,070 --> 03:09:13,070 Bartles Beach now everyone's going to go there because you don't have to pay to park there 1951 03:09:13,510 --> 03:09:17,290 or is now that going to be a parking zone and you're going to have to pay to park along 1952 03:09:17,290 --> 03:09:23,510 ferry and in the parking lot there. And so then it's paid for both beaches. And so 1953 03:09:23,510 --> 03:09:27,110 I think there's going to be, I think there's a little bit now an unintended consequence. 1954 03:09:27,390 --> 03:09:31,190 We get, I think Bartles has been very extra busy this year, actually. 1955 03:09:34,370 --> 03:09:36,670 So now you have to walk five blocks instead of three. 1956 03:09:37,370 --> 03:09:37,490 Yeah. 1957 03:09:39,690 --> 03:10:02,810 Well, there would also be, and we've talked about this previously, if we monetize the parking lot that somebody can park a sandy beach road, then they don't have to pay, you know, they can walk a short distance, so you would need to, you know, address some of those other issues to have it be, you know, a viable proposal. 1958 03:10:02,810 --> 03:10:09,110 I had the fun experience of going to the beach this past weekend, I think it was this 1959 03:10:09,110 --> 03:10:14,230 past weekend, a few weekend before. Normally I was going on the weekday because my kids 1960 03:10:14,230 --> 03:10:20,330 are having swim lessons on the side of the school district side. So I was used to being 1961 03:10:20,330 --> 03:10:26,910 able to park in the parking lot and walk in and everything was fine. I was flabbergasted 1962 03:10:26,910 --> 03:10:34,930 by how many boat trailers were taking up two spaces on Sandy Beach Road along that way. 1963 03:10:35,130 --> 03:10:41,210 And I had to park all the way up by the park, which is fine, I had to walk anyway. 1964 03:10:41,370 --> 03:10:48,290 But the point is is that when Mary was saying there's a lot of unintended consequences. 1965 03:10:48,690 --> 03:10:56,150 And one of the things that I feel very passionately about is the parking situation and 1966 03:10:56,150 --> 03:10:59,970 And the impact it has on the residents and the people who walk, Sandy Beach Road. 1967 03:11:01,690 --> 03:11:07,970 Because it's not a very wide road, there are some blind spots that are very concerning. 1968 03:11:08,230 --> 03:11:13,230 I mean, especially if you've got somebody who's carelessly going over that hill, you don't 1969 03:11:13,230 --> 03:11:14,390 know what's on the other side. 1970 03:11:15,790 --> 03:11:25,250 So when we think about those things, that's one of my priorities is the safety factor and 1971 03:11:25,250 --> 03:11:29,670 and how do we mitigate the need and the safety. 1972 03:11:30,430 --> 03:11:33,790 But yeah, that's a minor thing compared to all 1973 03:11:33,790 --> 03:11:36,770 of the other conversations that we're having 1974 03:11:36,770 --> 03:11:39,910 and I'm interested to see more information, 1975 03:11:40,850 --> 03:11:45,110 financial information of the potential, 1976 03:11:48,100 --> 03:11:49,540 oh, what did you call it? 1977 03:11:49,920 --> 03:11:52,000 Sorry, it's Santa Claus, so it's late. 1978 03:11:54,020 --> 03:12:07,020 the where the RV park and and and and that because like you were saying Greg, there is there's money coming in from the people who stay in our mobile home community. 1979 03:12:07,460 --> 03:12:12,300 But the RV park can be around that something else to think about. 1980 03:12:14,410 --> 03:12:18,590 So should we start talking next steps? How to move this thing forward? 1981 03:12:18,590 --> 03:12:24,050 Yeah, just great coozers are you haven't said much yet, but I just want to make sure you had the opportunity if you want to 1982 03:12:27,520 --> 03:12:29,180 I'm good. Okay 1983 03:12:30,600 --> 03:12:35,120 So next step wise, I liked what Mary said about getting some 1984 03:12:35,760 --> 03:12:43,380 some advisor ship somebody to maybe help with direction, but I'd like to understand the cost involved with that having a 1985 03:12:43,380 --> 03:12:45,140 consultant come in and helping 1986 03:12:47,580 --> 03:12:48,840 What is that cost? 1987 03:12:49,580 --> 03:12:49,940 So. 1988 03:12:50,280 --> 03:12:54,600 And me and Hunt may actually be the right, may be able to still take us where we want to go. 1989 03:12:54,740 --> 03:12:59,980 I think it does depend on some of the answers to the questions that Drake has here regarding our intent. 1990 03:13:01,040 --> 03:13:12,940 That was kind of what I was thinking as well that, you know, and I guess the term that I would use for what I think you're describing the most elaborate version of it would be a master plan, right, like a park master plan. 1991 03:13:12,940 --> 03:13:15,960 and we have one particular constituent 1992 03:13:15,960 --> 03:13:18,840 firm in neighboring township that regularly asks us 1993 03:13:18,840 --> 03:13:20,220 to do a master plan. 1994 03:13:20,940 --> 03:13:25,100 And I think I've been hesitant because we've already spent so much time 1995 03:13:25,100 --> 03:13:26,700 and effort and money on this. 1996 03:13:26,880 --> 03:13:29,700 But if we're going to shift in a different direction 1997 03:13:29,700 --> 03:13:34,040 and have some additional park land to be thinking about what to do 1998 03:13:34,040 --> 03:13:38,940 that may take us down a path where getting some additional advice 1999 03:13:38,940 --> 03:13:40,200 would be helpful. 2000 03:13:41,040 --> 03:13:50,060 I mean, I personally would recommend, I think we need to get a decision point on a couple 2001 03:13:50,060 --> 03:13:56,420 of these key questions for staff so that they can have some formal direction in a resolution 2002 03:13:56,840 --> 03:13:57,520 move ahead. 2003 03:13:57,800 --> 03:14:04,800 I believe we're budgeted this year for design on the parking lot, and is it also design on 2004 03:14:05,460 --> 03:14:11,660 level B this year. That's design next year and design next year. Okay. So I mean, some 2005 03:14:11,660 --> 03:14:17,960 of this, I don't know if some of these decisions are important to tie into the design of the 2006 03:14:17,960 --> 03:14:22,100 parking lot or not, in which case they would be fairly time sensitive, I would think. 2007 03:14:26,780 --> 03:14:35,940 If we, if you want to undertake a project in 2027, there certainly needs to be some decision 2008 03:14:35,940 --> 03:14:38,900 on what it is that we're going to be undertaking. 2009 03:14:42,400 --> 03:14:47,740 So, I mean, there's time, but we'll be talking about the CIP 2010 03:14:47,740 --> 03:14:51,140 and you can kind of see how it's currently laid out. 2011 03:14:51,280 --> 03:14:52,800 And those numbers would then shift based 2012 03:14:52,800 --> 03:14:55,880 on different decisions that the council makes. 2013 03:14:56,880 --> 03:14:59,480 We had some conversations we had. 2014 03:15:00,000 --> 03:15:07,340 The list station that was scheduled, we've had some conversations about the sewer utility being 2015 03:15:07,340 --> 03:15:15,880 able to keep that functioning for another year to coincide better with kind of the other 2016 03:15:15,880 --> 03:15:22,900 redevelopment pieces of that. Just because the list station will look different depending 2017 03:15:22,900 --> 03:15:35,360 on what it's serving, right? So, I think that a big park master plan would take some time, 2018 03:15:35,360 --> 03:15:41,020 so I think you'd have to decide what you want to do with the B-level before we would want to 2019 03:15:41,020 --> 03:15:48,520 obviously engage in that. And then once you know that direction, then we can start 2020 03:15:48,520 --> 03:15:51,600 formulating timelines on other pieces of it. 2021 03:15:51,720 --> 03:15:55,920 The parking lot is deteriorating, but it's not, you know, you don't 2022 03:15:55,920 --> 03:16:00,600 imminently have to redevelop the parking lot or something like that. 2023 03:16:00,680 --> 03:16:05,120 There are economies of scale that you want to do, you know, pieces of it if you 2024 03:16:05,120 --> 03:16:08,920 were doing other projects, because otherwise you're going to damage, you're going 2025 03:16:08,920 --> 03:16:12,880 to end up damaging something brand new that you just put in. 2026 03:16:12,880 --> 03:16:27,540 So depending on which direction the council goes that will precipitate what the urgency or the timeline of other projects within the area. 2027 03:16:28,640 --> 03:16:30,680 When do we get our first look at the budget? 2028 03:16:33,040 --> 03:16:38,400 Operating budget or capital budget? Operating? First meeting in September? 2029 03:16:42,890 --> 03:16:51,890 So based on your memo, Drake, it seems like there is sort of this core question or I guess 2030 03:16:51,890 --> 03:16:56,350 it's two questions or there's a guess or no. 2031 03:16:57,250 --> 03:17:05,410 Does the council want to redevelop level B, or does the council want a decommission level 2032 03:17:05,410 --> 03:17:13,710 be and that would give giving a direction on that would then be able to lead to other 2033 03:17:13,710 --> 03:17:14,290 conversations. 2034 03:17:14,730 --> 03:17:20,350 So if we voted to decommission B level then we could talk about what else might we want 2035 03:17:20,350 --> 03:17:26,430 to do there and maybe we make a short term decision and maybe we have a master planning process 2036 03:17:26,430 --> 03:17:31,350 or maybe we do something in between but it does seem like we would need to make that decision 2037 03:17:31,350 --> 03:17:43,550 And then also to allow infrastructure plans to be developed or restoration plans or you 2038 03:17:43,550 --> 03:17:46,450 know whatever it's going to be depending on what we decide. 2039 03:17:47,430 --> 03:17:52,770 We could draft a resolution for future consideration with a decision point built into it, 2040 03:17:52,770 --> 03:17:58,590 to check the box resolution that we've done in the past, since action isn't on the agenda 2041 03:17:58,590 --> 03:17:59,010 tonight. 2042 03:17:59,010 --> 03:17:59,150 Right. 2043 03:18:01,490 --> 03:18:04,870 We can do that. We can do that for the Council at a future meeting. 2044 03:18:06,010 --> 03:18:12,290 Would you need the, so one of your questions to us is do we wish to monetize the parking 2045 03:18:12,290 --> 03:18:18,810 light? Would you also see that as sort of a yes-no question on a resolution or is that something? 2046 03:18:19,030 --> 03:18:23,590 And I mean, I think you're gathering more data so that would be, might be helpful for us 2047 03:18:23,590 --> 03:18:26,290 to have that data before we decide. 2048 03:18:26,290 --> 03:18:26,690 Right. 2049 03:18:26,930 --> 03:18:32,870 I think monetizing, as you will, if revenue sources are eliminated, monetizing the parking lot 2050 03:18:32,870 --> 03:18:36,450 becomes a more important and timely conversation. 2051 03:18:36,990 --> 03:18:43,150 And so I think that we would, depending on what that decision is, we would want to begin 2052 03:18:43,150 --> 03:18:51,150 looking at what the plan for monetizing would be, how long it might take us to install the 2053 03:18:51,150 --> 03:18:55,050 systems in place in order to be able to charge for 2054 03:18:56,010 --> 03:18:56,610 parking 2055 03:18:57,270 --> 03:19:01,250 Establish whether the city council wants to incorporate a 2056 03:19:01,250 --> 03:19:08,450 You know one car from each household and lake mills can register and that car gets to park for free for city residents to maintain 2057 03:19:08,450 --> 03:19:11,010 the tradition of 2058 03:19:11,010 --> 03:19:19,030 Access to sandy beach by city residents, so I think that would then if we if a revenue source is being eliminated 2059 03:19:19,030 --> 03:19:25,450 then we need to have the other conversations on do we want to monetize the parking lot and if so 2060 03:19:26,190 --> 03:19:28,770 You know, what do we want that to look like 2061 03:19:31,840 --> 03:19:35,600 so it'll it's kind of it'll everything will precipitate down 2062 03:19:36,740 --> 03:19:37,700 but really 2063 03:19:39,260 --> 03:19:43,680 You could make the parking lot decision independent of what you do on on B level 2064 03:19:43,680 --> 03:19:50,920 So we certainly could have that conversation in parallel it just becomes more timely if a revenue source is eliminated 2065 03:19:50,920 --> 03:19:56,040 Right. I mean, we would need some alternative source of revenue or cut something from the 2066 03:19:56,040 --> 03:20:03,760 budget. Correct. So we would, that would be logical to have that soon after. So you're, 2067 03:20:03,940 --> 03:20:09,000 it sounds like you're saying Drake, that staff could draft a resolution of, you know, choose 2068 03:20:09,000 --> 03:20:15,360 one or the other in terms of what we want to do on level B. And then we could, would we 2069 03:20:15,360 --> 03:20:23,380 We want a second resolution, identifying, asking staff to identify alternative revenue sources 2070 03:20:23,380 --> 03:20:27,960 or that could just go along with the first resolution and then just kind of work our 2071 03:20:27,960 --> 03:20:29,560 way through decisions over time. 2072 03:20:31,100 --> 03:20:37,180 I think that you could incorporate identifying, identifying alternative sources of revenue 2073 03:20:37,180 --> 03:20:40,100 as a directive under the option to decommission. 2074 03:20:41,980 --> 03:20:48,320 Now, you could choose to redevelop B-level and still pursue other sources of revenue as 2075 03:20:48,320 --> 03:20:48,560 well. 2076 03:20:48,900 --> 03:20:55,720 So, if the council is interested in seeing what the parking lot might yield, then I'll 2077 03:20:55,720 --> 03:21:01,940 sit down and look at the data we've collected already, see what that information that might 2078 03:21:01,940 --> 03:21:07,040 give us, look at what the, try and get some initial costs of what the system would look 2079 03:21:07,040 --> 03:21:12,100 like and what it would take to bring that system to Sandy Beach and we can have that. 2080 03:21:12,400 --> 03:21:14,260 We can start preparing that for you. 2081 03:21:14,580 --> 03:21:18,920 I don't know that we'll have it by the next meeting when the resolution is easy to prepare. 2082 03:21:19,620 --> 03:21:25,480 We can start looking at what a monetization of that parking of the parking lot would look 2083 03:21:25,480 --> 03:21:32,120 like and start putting together some information for you to consider in parallel with other 2084 03:21:32,120 --> 03:21:32,680 decisions. 2085 03:21:32,680 --> 03:21:38,320 questions. Correct me if I'm wrong, but I thought we had that at some point in the 2086 03:21:38,320 --> 03:21:46,420 last four years. Maybe it was early on, but I do recall there was a conversation about 2087 03:21:46,420 --> 03:21:52,920 the monetization of parking and there was even a discussion about a particular kind. 2088 03:21:53,540 --> 03:22:01,040 There was, we have a system identified that we think would serve our needs if we install 2089 03:22:01,040 --> 03:22:03,960 that I haven't looked into exact costs of what it would take. 2090 03:22:04,120 --> 03:22:10,780 It's essentially a reader that you go in to the parking lot, there's a certain amount 2091 03:22:10,780 --> 03:22:14,980 of grace period where if you leave the parking lot within that amount of time, then you're 2092 03:22:14,980 --> 03:22:20,220 not charged for anything, the system takes care of it, it bills automatically, you can put 2093 03:22:20,220 --> 03:22:20,500 in. 2094 03:22:20,780 --> 03:22:26,920 So, we have that system identified, we haven't looked at like an implementation plan or installation 2095 03:22:26,920 --> 03:22:36,060 costs of that and we haven't collected updated real-time parking data, which is what we're 2096 03:22:36,060 --> 03:22:41,400 collecting to the best of our ability right now. There was some in the previous plan, there was 2097 03:22:41,400 --> 03:22:48,840 a calculation and some built on some assumptions of what a new parking lot would generate if a paid 2098 03:22:48,840 --> 03:22:55,020 model went in. I think we'd want to take a look at those assumptions and see how they match up with 2099 03:22:55,020 --> 03:23:01,100 But the data we've collected this summer, see if it was being overly optimistic, under 2100 03:23:03,460 --> 03:23:09,760 optimistic, and was the fee that we were looking at. 2101 03:23:10,580 --> 03:23:16,780 What we would actually want to charge, does $15 to deter someone from wanting to park 2102 03:23:16,780 --> 03:23:22,220 at Sandy Beach, whereas $5 would not deter someone from wanting to park at Sandy Beach. 2103 03:23:22,220 --> 03:23:27,520 and therefore the concerns about how do we handle rotary park parking and sandy beach parking. 2104 03:23:27,900 --> 03:23:35,140 You know what is that number where the convenience of parking close to sandy beach is worth the cost 2105 03:23:35,140 --> 03:23:41,980 that you're paying. So I think that conversation may have to take place and how conservative do we 2106 03:23:41,980 --> 03:23:48,680 want to be in our estimates. So yes you're correct. There has been work that's gone into it but 2107 03:23:48,680 --> 03:23:55,220 But some of it is dated now, and we're hoping to update it with some more current information. 2108 03:23:56,360 --> 03:24:03,260 Okay, so in terms of next steps then, I think I'm hearing two ways we could go. 2109 03:24:03,440 --> 03:24:14,560 One is, you know, have the staff draft a resolution for us to make a decision on whether we want to redevelop the level as a mobile home community or decommission it. 2110 03:24:14,560 --> 03:24:29,280 and iftee commission and seek alternative revenue sources or we could say we want to know more about the monetizing the parking and what that would generate before we make that decision. 2111 03:24:29,480 --> 03:24:42,600 I don't know if council members have a leaning one way or the other but do people feel like you need to have the parking lot information in order to make the first decision? 2112 03:24:42,600 --> 03:24:48,380 No, I think it's our responsibility with staff to figure out the money. 2113 03:24:49,380 --> 03:24:58,700 I think we should be desiring what it is for that aligns with our objectives as a city leadership team for our citizens and what we want for the park. 2114 03:24:58,940 --> 03:25:00,760 And we have to figure out the money. 2115 03:25:01,200 --> 03:25:05,880 So if we eliminate, yeah, if we eliminate, there are, I have ideas. 2116 03:25:05,880 --> 03:25:11,640 I just have to figure out how to and depends on which direction we go on how you would capitalize 2117 03:25:11,640 --> 03:25:17,820 on different ones. And I think parking is one of it could be camping. It could be, I mean, 2118 03:25:17,860 --> 03:25:22,040 there are other things. Right. Obviously staff has already thought of other ideas like the RV and 2119 03:25:22,040 --> 03:25:29,260 yeah, yeah. And the park sport has thought of other ideas as well. Yeah. Yeah. Okay. And I'm looking 2120 03:25:29,260 --> 03:25:30,900 at the time, so it's 10.25. 2121 03:25:32,340 --> 03:25:35,820 So maybe it would be good to wrap up this discussion for this evening. 2122 03:25:36,060 --> 03:25:42,000 So are we okay with asking staff to prepare a resolution for, I guess, the next council 2123 03:25:42,000 --> 03:25:51,300 meeting on whether the council wants to redevelop level B or decommission level B and seek alternative 2124 03:25:52,420 --> 03:25:53,640 revenue sources. 2125 03:25:55,440 --> 03:26:00,620 And then we'll continue to talk about the other items that we've addressed over time. 2126 03:26:00,980 --> 03:26:05,140 You know, this fall and into the winter and so forth is that solving a good game plan. 2127 03:26:06,000 --> 03:26:11,840 I'd like to brainstorm a little bit more than just the next two weeks, maybe September 1st. 2128 03:26:11,900 --> 03:26:14,260 Brainstorm, the choice on level being, you mean? 2129 03:26:14,620 --> 03:26:16,640 Yeah. Talk to, talk to citizens, things like that. 2130 03:26:17,200 --> 03:26:17,440 Okay. 2131 03:26:17,440 --> 03:26:25,240 figure out how that would how that if we decommission how would that be used and 2132 03:26:25,240 --> 03:26:29,960 go from there that's where I was kind of looking for outside help on was how 2133 03:26:29,960 --> 03:26:35,980 we could use that land oh okay and that's why I said maybe we should have a 2134 03:26:35,980 --> 03:26:41,960 separate meaning to discuss and strategize and really dig in to the minutia 2135 03:26:41,960 --> 03:26:49,600 Because if we're going to give guidance to the staff, I believe that we really need 2136 03:26:49,600 --> 03:26:53,220 to make sure that we are set in how we want to get it done. 2137 03:26:54,160 --> 03:26:55,640 And I guess I have the opposite feeling. 2138 03:26:55,920 --> 03:27:05,980 So in the sense of I think we need to make a decision about B level before spending much 2139 03:27:05,980 --> 03:27:09,460 time on what other things could we do with that land. 2140 03:27:09,460 --> 03:27:13,340 Because if we decide to redevelop it as a mobile home community then there's really no 2141 03:27:14,720 --> 03:27:20,320 Then there's no sense spending time on what other park uses might what might we make of that area? 2142 03:27:21,360 --> 03:27:22,440 I agree with you 2143 03:27:25,980 --> 03:27:27,020 That's one option. 2144 03:27:29,980 --> 03:27:31,040 Well, I guess 2145 03:27:31,880 --> 03:27:35,500 What what direction can we give staff for tonight? 2146 03:27:38,690 --> 03:27:42,230 If you want to go that direction, I'd be okay with September 1st. Just 2147 03:27:42,230 --> 03:27:44,170 So I could have a little bit of time. 2148 03:27:44,330 --> 03:27:50,010 So the first, our first meeting in September, so basically for, not our, not our, not our 2149 03:27:50,010 --> 03:27:55,750 August meeting, but our first meeting in September, September 2nd, to have a resolution to make 2150 03:27:55,750 --> 03:28:01,990 a decision on level B. Okay. And then it's, 2151 03:28:04,060 --> 03:28:11,260 I guess, okay. So I mean, I think is that, is 2152 03:28:11,260 --> 03:28:12,720 or this agenda item for tonight? 2153 03:28:13,360 --> 03:28:17,680 People feel the time table fits with other deliverables 2154 03:28:17,680 --> 03:28:19,060 that you have on your plate, 2155 03:28:19,560 --> 03:28:21,000 or did we just move you back two weeks 2156 03:28:21,000 --> 03:28:22,520 on something that you are desiring? 2157 03:28:26,320 --> 03:28:29,060 Well, the only thing that keeps getting bumped 2158 03:28:29,060 --> 03:28:33,880 is I owe Mr. Waters a redraft of chapter 594 on trees 2159 03:28:33,880 --> 03:28:38,160 that he submitted to staff that I have not put into the language 2160 03:28:38,160 --> 03:28:39,400 that we discussed with him. 2161 03:28:39,400 --> 03:28:46,060 And so I have not gotten to that yet, which I try to owe to him, I think, in the near future. 2162 03:28:46,980 --> 03:28:48,200 It's been a busy summer. 2163 03:28:50,840 --> 03:29:06,620 We have, I've been working with Mr. Kooch's has been in contact with me on some other items that I think have mostly wrapped up nicely and he'll be, I think talking with Ms. Curler about potential presentation of those and I'll be. 2164 03:29:07,920 --> 03:29:10,240 some resolutions and potential ordinances. 2165 03:29:12,420 --> 03:29:15,260 The resolution we can certainly have for September 2nd, 2166 03:29:15,360 --> 03:29:17,060 that's not going to be, that's not a lot of, 2167 03:29:17,220 --> 03:29:19,360 that's not very intensive for us to put together. 2168 03:29:19,600 --> 03:29:22,200 So that's not going to be, that's not going to be an issue. 2169 03:29:23,100 --> 03:29:26,660 That is this budget, we are shooting out the operating budget 2170 03:29:26,660 --> 03:29:35,780 presented at September 2nd, barring, you know, something that really sets us back internally. 2171 03:29:35,780 --> 03:29:43,500 So we're largely on track, there's some things that may, 2172 03:29:46,240 --> 03:29:49,060 there's obviously the readings 2173 03:29:49,060 --> 03:29:55,920 that you have before you that are on the agenda now and where those lead has different 2174 03:29:55,920 --> 03:29:59,960 conversations attached to it as far as the Madison Street Park. 2175 03:30:00,000 --> 03:30:07,460 As well as the future land use map amendment. So we're gearing up for a long meeting on September 2176 03:30:07,460 --> 03:30:17,160 2nd, because it's good. Especially if we introduce the budget. So we can certainly get 2177 03:30:17,160 --> 03:30:25,500 that resolution put together by September 2nd. That's no problem. Chapter 594 may take 2178 03:30:25,500 --> 03:30:36,780 a little bit more time, and then the council have to decide as far as the direction is 2179 03:30:36,780 --> 03:30:44,800 for potential resolutions on options, I guess, on Milton Street as well as street design 2180 03:30:44,800 --> 03:30:52,300 in general, those processes, which I think we're targeting here in the next couple of weeks 2181 03:30:52,300 --> 03:30:56,900 as long as it fits with the schedule and all of those items come together. 2182 03:30:57,260 --> 03:30:59,980 Do you say Milton Street or Prospect Street, I refer to? 2183 03:31:00,040 --> 03:31:07,600 The direction to Mr. Coots on developing potential discussion items for the council and potential referrals 2184 03:31:07,600 --> 03:31:16,280 to public works board or changes in processes or consideration of options on Milton Street specifically 2185 03:31:16,280 --> 03:31:22,000 and street design generally, so that the council made that directive. 2186 03:31:22,000 --> 03:31:27,320 so we're still working on that, we'll make it happen. 2187 03:31:29,040 --> 03:31:34,380 The capital budget is scheduled to be presented to public works board next week, assuming that 2188 03:31:34,380 --> 03:31:35,620 they make their recommendations. 2189 03:31:35,660 --> 03:31:41,840 We then would be on pace for discussion with the city council at the second meeting in 2190 03:31:41,840 --> 03:31:51,760 August. So we have some big at ones coming up. I'm also anticipating not 2191 03:31:51,760 --> 03:31:59,900 imminently but an update on the wastewater treatment plant facility plan as 2192 03:31:59,900 --> 03:32:05,100 well as we get closer to submitting a facility plan to the Wisconsin DNR. 2193 03:32:05,100 --> 03:32:07,820 So we'll be busy. 2194 03:32:09,440 --> 03:32:18,480 Okay, so we've kind of led into agenda item 10, which is our future agenda items are if there's no objection. 2195 03:32:18,700 --> 03:32:23,920 I'll close discussion on the mobile home park redevelopment and 2196 03:32:23,920 --> 03:32:28,200 we've talked over pretty much about future agendas. 2197 03:32:28,400 --> 03:32:34,520 I think the only thing that we didn't specifically touch on would be discussing the park sports recommendations 2198 03:32:34,520 --> 03:32:40,840 locations for Sandy Beach Park and maybe once we make our decision on level B, then that would be a good time to pick that up. 2199 03:32:41,060 --> 03:32:42,440 Is that what people think? 2200 03:32:44,060 --> 03:32:48,240 Yeah, it will also coincide with the capital budget conversation. 2201 03:32:48,500 --> 03:32:55,620 There are some placeholder numbers in there that are going to have to change perhaps as decisions are made. 2202 03:32:56,260 --> 03:32:56,420 Okay. 2203 03:32:57,360 --> 03:33:00,020 Okay, so we'll keep that on the radar as well. 2204 03:33:02,040 --> 03:33:08,180 Okay, so any other announcements or future agenda items that come from members want to identify? 2205 03:33:10,720 --> 03:33:17,420 I think he stole your Thunder Greg that you're working on some things, and the other Greg's working on some things. 2206 03:33:17,980 --> 03:33:33,420 So I have a subject, I would be interested, I know we've had some E. coli issues, and I don't know if this is something we can push down to parks and or JRLC regarding just having a continued dialogue. 2207 03:33:33,420 --> 03:33:37,220 regarding root cause, or anything, any learnings based on, 2208 03:33:38,800 --> 03:33:43,160 you know, if we have our beach closed, and that's our ass down at Sandy Beach, 2209 03:33:43,240 --> 03:33:45,260 and Bartles, it's closed with your feet. 2210 03:33:46,740 --> 03:33:51,300 You know, and so I just think it's a conversation I think worth having on, 2211 03:33:51,400 --> 03:33:57,220 do we need to do further identification or understanding to make sure that when we 2212 03:33:57,220 --> 03:34:01,760 are talking about mitigating storm water runoff at Sandy Beach, 2213 03:34:01,760 --> 03:34:06,400 that we really understand what we're, or is it goose drop-ings or whatever that we really understand? 2214 03:34:06,740 --> 03:34:08,200 That what it was we're trying to solve. 2215 03:34:08,540 --> 03:34:16,320 I know that one of the city represented Shelley Quant on the joint employee community is particularly interested in that topic. 2216 03:34:16,320 --> 03:34:21,900 And I do think that that would be a good issue for them to dig into further, find out what the DNR regs are. 2217 03:34:22,100 --> 03:34:26,360 A fairy park on the town side also had a positive this year's beach closure. 2218 03:34:26,460 --> 03:34:28,460 So, I mean, it's not unique to the city. 2219 03:34:28,480 --> 03:34:31,240 It would be a good joint work late discussion, we might. 2220 03:34:31,240 --> 03:34:35,340 Yeah, I just didn't know I know I wasn't suggesting our agenda, but in agenda for them 2221 03:34:35,340 --> 03:34:42,300 I didn't know how to how do we pass like an interest because I think it would be important for us to understand and so how 2222 03:34:42,300 --> 03:34:45,760 Can we ask Eric how how many times it's been closed this year? 2223 03:34:46,340 --> 03:34:50,180 This is we had the first I mean the first red sign 2224 03:34:51,160 --> 03:34:55,800 Come on, July 31st. Yeah, just last week the first one. Yeah 2225 03:35:02,320 --> 03:35:09,420 We just had an advisory with the test results for today and the east side barnals posted for closed today as well. 2226 03:35:10,180 --> 03:35:16,720 So this prompts daily city testing until we get a clear test result under the thousand vehicle California units per milliliter. 2227 03:35:17,360 --> 03:35:19,160 So it's the same state request testing. 2228 03:35:20,680 --> 03:35:21,880 Second time. 2229 03:35:21,880 --> 03:35:29,420 No, this is the first round, but Sandy Beach West has been consistently closed since the 21st because we have not received a clear result. 2230 03:35:31,180 --> 03:35:41,240 Yeah, the 1st. I can certainly pass along to the Joint Recallate Committee 2233 03:35:51,540 --> 03:35:57,520 that, you know, the council has noticed, you know, these closures and, you know, if 2234 03:35:57,520 --> 03:36:01,040 they want to look into it and give any recommendations or something, that would be great. 2235 03:36:01,360 --> 03:36:01,520 I know. 2236 03:36:01,800 --> 03:36:07,720 I think we could, we could, based on interest of the city council, I could talk with Eric 2237 03:36:07,720 --> 03:36:12,680 about putting together a presentation to joint rock lake on what our testing procedures 2238 03:36:12,680 --> 03:36:20,940 are what our beach closer system is, potential options that, you know, comparative information 2239 03:36:20,940 --> 03:36:26,660 to how other lakes test their points of entry into the water at beaches, where we stand 2240 03:36:26,660 --> 03:36:32,720 as far as our testing frequency versus other testing frequencies, and then if we wanted 2241 03:36:32,720 --> 03:36:39,240 additional information, what that would entail to obtain, I think we can talk with Eric 2242 03:36:40,960 --> 03:36:45,100 We discussed that we would pass the motion on that like two to three years ago. 2243 03:36:46,220 --> 03:36:50,860 There's state requirements or basically state standard protocols for signage and posting 2244 03:36:50,860 --> 03:36:51,440 and testing. 2245 03:36:51,760 --> 03:36:56,980 That's what develops your closure thresholds versus your advisory thresholds. 2246 03:36:57,140 --> 03:37:02,020 We adopted those state same standard language and posting protocols. 2247 03:37:03,740 --> 03:37:07,040 I think that was 23 or 22 years ago. 2248 03:37:09,320 --> 03:37:20,100 I think we all work with Eric and then he can talk with the chair of Joint Rock Lake and figure out a good time to provide a presentation and then Joint Rock Lake can kind of discuss. 2249 03:37:22,860 --> 03:37:28,060 There may be a point where you may want to avoid involved parks for it. 2250 03:37:28,060 --> 03:37:31,400 I'm just kind of a crossing of beach, 2251 03:37:31,400 --> 03:37:33,780 beach-verse water thing there. 2252 03:37:34,080 --> 03:37:36,200 So but we'll start, I'll talk with Eric 2253 03:37:36,200 --> 03:37:37,740 and we'll start at Joint Rock Lake 2254 03:37:37,740 --> 03:37:41,280 and give some informational material and go from there. 2255 03:37:41,720 --> 03:37:42,760 Okay, thank you. 2256 03:37:43,020 --> 03:37:43,340 Thank you. 2257 03:37:44,360 --> 03:37:47,440 All right, here ain't nothing further. 2258 03:37:47,800 --> 03:37:49,520 I will call this meeting adjourned. 2259 03:37:49,600 --> 03:37:52,640 Thank you everyone for staying late.
