You kind [9:17] of notice that there are a [9:18] little after the adjustment [9:19] period, they might get a little [9:21] anxious entity that might start, [9:22] especially if it's a younger dog [9:24] chewing on things. It's not [9:25] supposed to be chewing. Your [9:26] cats might be kind of scratching [9:27] up on the furniture. Um So what [9:30] is the solution? The solution? [9:31] One of the solutions would [9:33] definitely be to turn towards [9:34] enrichment. So what is in [9:36] Richmond him their exercises [9:39] that allow your head to engage [9:40] in their innate behaviors. So [9:41] that's like sniffing, scratching [9:43] , um, chewing tasting kind of [9:45] it. Engaging all of the senses [9:48] that they would normally use if [9:50] they happen to be like stayed [9:51] out in the wild. Um enrichment [9:53] is most physical and mental and [9:55] of course, without enrichment, [9:56] provided in your home had some [9:58] more more likely to exhibit [9:59] unwanted behaviors, and that's [10:01] like the destructive behaviors [10:02] like chewing up couches, [10:04] furnitures doors, even parking [10:06] or yelling, inappropriate play [10:08] interactions, so they play a [10:10] little bit too rough with you. [10:12] Um, that is a sign of low in [10:14] Richmond. As was anxious [10:14] behaviors. And so some examples [10:19] of canine enrichment. [10:20] Specifically there's food [10:22] enrichment. There's like puzzles [10:24] , puzzle feeders. They have [10:25] liberal knobs and twisty things [10:26] that you stick the kibbles in. [10:28] Um and you close it all up. You [10:31] present it to your dog, and they [10:32] have to use their brain and [10:34] their nose in conjunction to [10:35] open everything and get the food [10:37] as like a little reward. It [10:39] helps us obviously get them fed. [10:40] And it kind of works out their [10:42] mind a little bit more. Same [10:44] with snuffle mats. If you Google [10:45] snuffle mats there a little like [10:47] a Mats, or will they look like [10:50] back mats, but they have like a [10:51] very long, like felt kindof a [10:53] S everywhere. So you hide the [10:55] cables underneath the tabs, and [10:57] they have to use their nose to [10:58] move everything around and try [11:00] and pick out every piece of [11:03] kibble it. Look Max. That's um, [11:05] just a very smooth like a [11:06] textured matte.That you can [11:09] smooth like smooth peanut [11:10] butter. Yogurt Um, sort of kind [11:11] of like Semi like some some [11:15] myself to treat onto it. Um a [11:18] lot of people love using like [11:19] mats as destructions for like me [11:21] , bring or nailed, firming. It [11:23] kind of gets there. The licking [11:26] . Um The act of looking helps [11:29] decrease like anxieties in dogs. [11:32] That kind of helps them film [11:33] Everything doesn't hard one to [11:34] help them feel a little bit more [11:36] calm, so that's definitely [11:37] helps. And especially those [11:39] situations. Um they're also [11:40] enrichment activities like [11:42] scavenger hunts. So you can like [11:44] hide treats around your home and [11:46] have your help your dog kind of [11:47] sniff around and find them and [11:48] engages them. It gets them [11:50] moving. Kind of it's up on time [11:51] for both of you. Um as well as a [11:54] sniff already walks us. Some [11:56] people like to call them almond [11:58] sniff Ari's or walks that are [12:00] dedicated to allow your daughter [12:02] to take in the sense of [12:03] exploring the environment. It's [12:04] far less structured than like a [12:06] regular walk. If you're just [12:07] kind of going down the street [12:09] when you got in the dog, Faris [12:10] or dog lead, um, usually kind of [12:13] in a Not as like a neighborhood [12:16] area, maybe like in a park. [12:18] Where you can have a long lead [12:21] and let your dog kind of sniff [12:22] around taking a sense and kind [12:24] of just like a Have his own time [12:26] never taking in the environment [12:28] and helps them feel really kind [12:29] of like mentally stimulated. Not [12:32] for feline enrichment. Um a lot [12:35] of professionals suggest, [12:36] especially Jackson Galaxy is [12:39] kind of a big my favorite kind [12:40] of cat professional, and he [12:41] likes to call it codifying your [12:43] household debt as well. [12:46] Satisfying your households [12:47] having kept pressure cat kind of [12:49] Oh, Making her sorry. Cat [12:53] furniture. Excuse me that gives [12:54] them a like a selection of [12:56] platforms, high platforms that [12:58] they can jump and climb to [12:59] cubbyholes that they can hang [13:01] out and Haydn pets, cats light [13:02] love, Having kind of like that [13:05] vertical space to move around [13:06] and kind of basically three [13:08] dimensions. It makes them feel [13:10] more comfortable and makes them [13:11] feel a lot more kind of like [13:13] helping would in the wild, [13:15] essentially also plenty of [13:16] scratching posts. A lot of [13:17] people like to suggest putting [13:19] scratching posts wherever you [13:20] see your cat, um, might have an [13:22] inkling of scratching like I [13:24] have a scratching post on either [13:25] side of the couch. Um, and [13:27] encourage my cats and praise [13:28] them when they scratch The post [13:30] instead of my couch, and they [13:31] also usually like the texture of [13:33] like the twine, scrappy post a [13:35] lot better than I could couch [13:37] Anyways, I would assume at least [13:40] those around giving them plenty [13:42] of access to scratch without [13:43] them getting in trouble? Okay [13:45] There's also a variety of cat [13:47] toys that fulfill different [13:48] sensory kind of needs to like [13:49] the crinkle toys. Um, the bells [13:52] , um, toys that you can also [13:53] sneak us stick treats in the [13:55] little teaser toys that you kind [13:56] of dangle around and they chase [13:59] Of course, participate in [14:00] playtime with your cat. It's a [14:02] great bonding experience for you [14:03] both, um that the good feelings [14:06] that the cat will feel when he's [14:08] having a good time playing. He [14:09] will also associate with you. So [14:11] of course it strengthens your [14:12] bond. Um and there alsfood, [14:14] enrichment and cats as well. You [14:15] can also have puzzle feeders. [14:17] Or, like mats. Um I actually I [14:19] pet sit. So I have a couple of [14:20] my clients that have a couple of [14:22] nice little like. But dispensers [14:24] Um one strip like a mouse when [14:26] you put the cable in it, and the [14:28] counts kind of knock it around [14:30] and knocking around and up to [14:31] the food comes out and they love [14:34] to do that, And there's also [14:34] like a little ball headed. The [14:36] cat rolls around enough, the [14:37] food will come out. They loved [14:39] doing that little chasing it [14:40] around. It's a great way to have [14:42] them exercise as well as eat. Um [14:43] And it's also like mats for cats [14:45] as well. Um, cats also love [14:48] looking. They bring themselves [14:49] as well. Um you can also use [14:49] like maths as like, kind of a [14:51] distraction if you need to. [14:53] Maybe also trim your cuts nails [14:54] if you need to brush them, and [14:56] if they're not like super fond [14:57] of it. That's a great [14:59] distraction. Um instead of like [15:01] mass, there's also like they [15:02] look like yogurt tubes. I call [15:04] him candy yogurt. They're like [15:05] liquid treats that you can [15:06] dispense slowly out of time to [15:08] kind of destructive capital and [15:10] make it enjoyable for them as [15:11] well. S [25:39] conducted 1038 atomic test in [25:44] the Nevada test site, 215 of [25:47] which were above ground tests. [25:50] And whereas in 1990 the US past [25:54] the radiation Exposure [25:56] Compensation Act, Rekha. To pay [26:00] restitution and medical care to [26:02] people that were exposed to [26:03] radiation from these nuclear [26:05] tests. And whereas the U. S [26:08] government has been compensating [26:10] the downside ER and other states [26:11] , But the downside er And you [26:15] Mexico have never been included [26:18] , although they were the first [26:19] to be exposed to nuclear radio [26:22] activity via the Trinity attack [26:27] so. 500,000 families thatwe [26:33] lived within 150 Mile radius and [26:37] as close as 12 Miles from the [26:39] Trinity test and the radioactive [26:40] fallout cast. Cancerous diseases [26:44] such as leukemia, multiple [26:45] myeloma. And lymphomas. And [26:50] whereas the Reka is scheduled to [26:52] expire on June 10 2024 so [26:55] current congressional bills to [26:57] extend and expand Rica have been [27:00] introduced, inuding Senate [27:02] Bill 1751 and House Resolution [27:06] for 4 to 6 that would include [27:08] the downside of New Mexico for [27:10] the first time. It has [30:38] survived a very aggressive [30:40] breast cancer and also suffers [30:41] from a thyroid disease. Her [30:43] mother had thyroid disease and [30:45] underwent a surgical removal of [30:46] her thyroid in her late thirties [30:47] . Her father developed lung [30:49] cancer in his late fifties and [30:51] died at 62. Jeunet's daughter [30:52] and grandson also have thyroid [30:54] diseas Janet's story is all [30:56] too common for members of [30:58] communities affected by the [30:59] fallout. No We have spent a lot [44:03] of money to open a business here [44:04] and we are really concerned [44:06] about The amount of crime I had [44:10] a woman come into my shop last [44:11] week. My comment about City Council [51:25] de funding a parade was a quote, [51:27] bold faced lie. But what I said [51:30] is true. In a letter from about [51:35] early 2021, the lost Cruces [51:36] Police Officers Association. I [51:38] told you. The last several [51:42] years, I've seen steady decline [51:43] in staffing levels, which have [51:45] cultivated culminated in an all [51:48] time love of 140 officers on [51:51] duty, even though the department [51:53] is authorized for 202 officers. [51:56] The letter said. Quote This [51:58] leaves the community largely on [52:00] patrolled and unprotected and [52:03] it's extremely hazardous to [52:05] officers. The letter stated the [52:08] percentage of the budget [52:10] allocated to public safety was [52:11] down almost 5% from fiscal year [52:13] 2021. The letter said. Potential [52:18] recruits quickly leave the L. [52:20] CPD recruiting table when they [52:22] learn how far behind L CPD has [52:24] fallen in comparison to just [52:26] about every other agency. The [52:28] city is simply not competitive. [52:30] So much for the letter. I have [52:35] here a position control count [52:36] from the adopted FY 22 budget. [52:41] It shows Police department [52:42] positions were reduced from 3 29 [52:46] in fiscal 2018. 2 318 in the [52:50] adopted 2022 budget reduction of [52:53] 11 positions. This is why the [52:57] total number of city employees [52:58] went up by 82 total of 1833, [53:03] which is about 10 times the [53:05] number of sworn police But the [53:09] budget is n the same as what [53:11] actually happens. Budgeting [53:12] positions is not mean actually [53:13] filling them. Officials claim [53:16] they increase the budget in [53:18] terms of money. That doesn't [53:19] mean they actually spent the [53:21] money and one Council meeting I [53:23] heard a reference to $5 million [53:26] in unspent salary account. [53:28] Finally Councilor Bencomo is on [53:32] video displaying a bar graph at [53:35] a council meeting on April 26 [53:36] 2021. The chart was entitled [53:41] Where Our Money goes, noting [53:43] that the bar for the police [53:45] department was the highest, she [53:46] commented, quote. You know that [53:50] for the police department to [53:51] have such a disproportionate [53:53] chunk of the budget to me feels [53:55] like we need to do some serious [53:57] reflection on the creation of [53:58] this budget. And the trucks that [55:59] are being used to carry out the [56:01] asphalt from the debris are the [56:04] heavy, heavy, heavy asphalt and [56:06] concrete trucks. It's [1:16:49] approximately one acre parcel or [1:16:52] it's two parcels that make up [1:16:54] about an acre also includes a [1:16:56] 500 square foot metal industrial [1:16:58] building. And again it's address [1:16:59] off of Amador. It is adjacent to [1:17:02] the Macia Valley Community [1:17:04] campus, and it was identified as [1:17:06] a potential acquisition piece [1:17:06] during the Master plan adoption [1:17:10] . This is the vicinity map. The [1:17:13] subject parcels are in pink. And [1:17:15] then the community hoped [1:17:16] campuses labeled in blue. This [1:17:21] is just a visual of the property [1:17:24] facing west so this would be [1:17:26] from the property facing into [1:17:27] the Macia Valley community Hope [1:17:29] driveway and again, you can see [1:17:31] that 5000 square foot industrial [1:17:33] building and then this is from [1:17:35] the driveway facing East. The [1:18:02] first came back at 4 35, and the [1:18:04] second came back at 4 37 they [1:18:07] negotiated price with the seller [1:18:09] is 435,000, with US splitting [1:18:10] closing costs. And the benefits [1:18:13] of this purchases that it would [1:18:14] align with the city's master [1:18:16] plan and the goals for expansion [1:18:17] of the Messiah Valley community [1:18:19] hope and also aligns with our [1:18:20] strategic goals elevate and the [1:18:22] city's consolidated plan. A [1:20:31] this project will be done in a [1:20:32] community of hope applied for [1:20:34] with the Department of Energy [1:20:36] for $200,000 Grant, which they [1:20:38] have received, so this will be a [1:20:39] $400,000 project. And this will [1:20:43] greatly decrease utility bills [1:20:45] for the agencies on campus. And [1:20:50] there's just that's an aging [1:20:51] overhead picture. I do want to [1:23:30] address the issues that were [1:23:32] brought to our attention about G [1:23:34] B a Um, I believe wholeheartedly [1:23:38] in this program and there is an [1:23:39] opportunity. To, um. To seek [1:23:43] funding additional funding [1:23:46] through a mayor's G B. I UM, [1:23:48] task force or board nationally [1:23:51] that I think is a great [1:23:52] opportunity there. The money is [1:23:56] funneled through Community [1:23:57] Foundation, and several of our [1:23:59] nonprofits are working through [1:24:00] the variety of issues. Um I do [1:24:04] want to say that there was a [1:24:07] pilot project in Hatch that just [1:24:08] yielded great great outcomes and [1:24:11] if we're serious about reducing [1:24:13] poverty, this is one way to do [1:24:15] it. Is that the only way? [1:24:17] Absolutely not. But it's one of [1:24:18] the ways and I stand by my vote. [1:24:20] Um.nd as a matter of fact, [1:24:26] Friday evening, we get to view a [1:24:30] screening related to, um family [1:24:34] prosperity. And I invite the [1:24:36] public. The first of all the [1:25:12] funds that are being used for [1:25:15] that, G B I and it's temporary. [1:25:17] I think 18 limited to 18 months [1:25:19] are from the AARP. The money the [1:25:22] money that was issued to cities [1:25:24] to use, Um Ah, at their [1:25:27] discretion, so long as you know [1:25:30] , fell within certain parameters [1:25:32] and guidelines I personally am [1:25:34] against guaranteed basic income [1:25:36] . Um it was tried, uh, in In [1:25:40] Fresno, California. And, uh, Hmm [1:25:45] . It wasn't six successful and [1:25:47] no, it was not. In fact, the [1:25:49] mayor was booted out and was not [1:25:52] re elected. It was not [1:25:54] successful. What you say It was [1:25:57] depending on how you do your [1:25:59] arithmetic. It didn't and I [1:26:01] don't want to get into a debate. [1:26:03] All I ow is that Um The there [1:26:05] was. One This is an 18 month [1:26:10] project and I doubt very much it [1:26:13] will be refunded. Um because I [1:26:14] don't think we're going to see [1:26:16] outcomes in 18 months. If this [1:26:18] was an ongoing if it was maybe, [1:26:21] um, uh, multibillionaire who [1:26:24] wanted to try something out? And [1:26:26] could you know someone like Elon [1:26:28] Musk, the richest billionaire in [1:26:30] the world? Um and he could see [1:26:32] if it could work somewhere and [1:26:34] just throw his money. They're [1:26:35] fine. But um, I'm cerinly I'm [1:26:38] certainly should the city should [1:26:40] it come before the city. This [1:26:42] this this board, I would [1:26:44] definitely vote against G B. I [1:26:46] um it'snot sustainable. And I [1:26:50] agree with the mayor. Um, there [1:26:52] was There was some reporting on [1:26:55] KR W G and he was interviewed [1:26:58] and, uh he said that his [1:27:00] colleagues didn't understand [1:27:01] finances. Um Well. Excuse me. [1:27:08] Point of order, please. Thank [1:27:09] you. Other. Opinions Thank you. [1:27:13] So anyway, um I wanna go on to [1:27:18] things that are a little bit [1:27:20] more pleasant. Um The I was able [1:27:25] to attend the firefighters, [1:27:26] graduation. Ah! A week ago last [1:27:29] Friday. I can't even remember [1:27:33] when it was it was about a week [1:27:34] ago. That's Freddie. And it was [1:27:38] and it was absolutely wonderful. [1:27:39] And, um And I think it's the [1:27:43] first time I have attended, [1:27:44] And it was just amazing to see [1:27:47] the training. They get how [1:27:49] rigorous it is. And, um And [1:27:53] different. Firefighters were [1:27:58] singled out there were [1:27:59] distinguished in their [1:28:00] accomplishments. Um but it was. [1:28:06] But it was really it was very [1:28:07] nice. It was very nice to [1:28:10] participate in that and there [1:28:12] were tons of family and Children [1:28:14] and, uh, we received a pamphlet [1:28:19] , [1:28:19] Um, the fire a fire fighters [1:28:21] prayer. When I am called to [1:28:25] duty. God wherever flames me [1:28:26] rage give me the strength to set [1:28:27] save a life. Whatever be its age [1:28:31] , helped me embrace a little [1:28:32] child before it is too late, or [1:28:35] save an older person from the [1:28:37] horror of that fate. Enable me [1:28:39] to be alert and here the weakest [1:28:41] shout and quickly and [1:28:43] efficiently to put the fire out [1:28:46] . I want to feel my calling and [1:28:48] to give the best in me tguar [1:28:51] my every neighbor and protect [1:28:51] their property. Um is, uh young [1:29:42] Cooper and It's a very it's like [1:29:47] a high holy season. Um The [1:29:49] other, Um. We already presented [1:29:53] the. Proclamation to the [1:29:58] downwinders, but, um. A lot of [1:30:02] people who were talking about [1:30:04] how how awesome the movie [1:30:07] Oppenheimer was, but what they [1:30:09] failed to talk about was how the [1:30:11] first bomb was landed here, You [1:30:14] know, not very far from us, and [1:30:17] there's 100 and 50 Mile Radius [1:30:18] and You know, my family lived in [1:30:22] this part of the world less than [1:30:23] 150 miles from here. Um And I [1:30:28] was, I guess not born yet, But [1:30:30] when do I? o of my brothers [1:30:32] were already born? But the [1:30:33] follows that it was a testing [1:30:34] ground for wood followed. Um in [1:30:38] August. I think it was August 5. [1:30:40] 1945. When uh, Hiroshima and [1:30:45] Nagasaki were bombed, and those [1:30:47] cities were obliterated, and it [1:30:50] took several years for things to [1:30:51] start growing again. Um And [1:30:54] sadly, the government failed to [1:30:57] make any kind of reparations. Um [1:31:00] the whole project. The Manhattan [1:31:02] Project, which took place in Las [1:31:04] Alamos. Really Um, they just [1:31:07] went in there and Took over the [1:31:11] that part and why they selected [1:31:13] New Mexico. I don't know. All I [1:31:16] know is that New Mexico was left [1:31:17] out of the Rica. The Radiation [1:31:21] Exposure Act. Um so hopefully [1:31:22] there will be some You know, uh [1:31:26] People will never get their [1:31:27] health back. Uh um People [1:31:30] continue to die as a result of [1:31:32] that radiation, and I think that [1:31:35] You know, they're like in my [1:31:36] family. It was le, Oh, he died [1:31:38] of cancer cancer. I guess it [1:31:40] runs in the family. Well cancer [1:31:42] isn't hereditary. But anyway, um [1:31:46] . The other development or [1:31:48] another wonderful. Not [1:31:52] wonderful. I mean TV. Yeah, [1:31:53] anyway, but On the upside of [1:31:57] what we do up here, Um three or [1:31:59] four years ago. 2019 It was four [1:32:03] years ago. Um the city of Las [1:32:06] Cruces worked together with, um [1:32:09] Las Cruces public schools. And [1:32:12] the legal women voters of [1:32:14] southern New Mexico to present a [1:32:17] know your government day. And, [1:32:18] um And that was wonderful. Mayor [1:32:22] Pro TEM and I participated in [1:32:24] that. And uh, they were supposed [1:32:27] to be a follow up. This was [1:32:30] February of 2019. We were [1:32:31] supposed to follow up the [1:32:33] following year. And um the [1:32:36] students who were selected were [1:32:38] from all the high schools here [1:32:39] in Las Cruces. And it was four [1:32:42] students that, um Because every [1:32:46] human being shown has potential [1:32:48] . So I have to be careful about [1:32:50] how I word this. It was for Uh, [1:32:54] students who, um, would be [1:32:57] selected by their teachers. Um [1:33:01] And, of course with a parent's [1:33:02] permission. If there yeah. But [1:33:04] um, it wasn't like geared for [1:33:07] someone who was class president [1:33:09] or president of the student body [1:33:12] because that person is already [1:33:13] engaged. And, um So we were [1:33:18] going to track the students and [1:33:19] then whatever, but those [1:33:21] students are now I think they're [1:33:22] seniors at some of them are [1:33:24] seniors at MSU, and that's the [1:33:26] information we got from L. C. P [1:33:28] s. We met, um a week ago or [1:33:32] about to about to time goes [1:33:34] well. Yeah, we met To reinstate [1:33:38] this and our community outreach [1:33:40] person. I don't even think I [1:33:42] don't know if that's her Katrina [1:33:45] gaudiness participated. And um [1:33:48] so we've we're on the road to [1:33:51] t tt do. It won't be it'll [1:33:52] . It takes several months. So, [1:33:53] uh, we'll have it in February. [1:33:55] Yeah. And, um. With Mayor Pro [1:34:00] TEM, Um, giving the welcoming, [1:34:01] um Speech to the students. She [1:34:04] encouraged them to go on. And as [1:34:07] and the because we have l CPS [1:34:10] involved. The didn't track the [1:34:11] students, but they kept in touch [1:34:13] with some of the students, and [1:34:14] that's how we know that some of [1:34:16] them are venomous. You Um but [1:34:19] Mayor Pro TEM shared that that [1:34:22] her Children were graduates of [1:34:25] the L. C P s schools and, uh, [1:34:29] And then went on to say that her [1:34:31] son served in the military, uh, [1:34:33] in the Navy, and that her [1:34:35] daughter was in med school, and [1:34:37] now she's actually done with med [1:34:38] school and going on to other, [1:34:40] You know, whatever, because time [1:34:41] has flown Um. Anyway Um those [1:34:48] are the highlights of my life in [1:34:51] conjunction with the city and, [1:34:53] uh, It's not an easy job, but I [1:34:55] love it. I think we can [1:35:25] choose differently, and I really [1:35:27] appreciate that, and MSU's [1:35:28] crimson research will be [1:35:29] Evaluating this that community [1:35:31] organizations that are really [1:35:32] trusted in our community are [1:35:34] doing it and there will be a [1:35:36] strong evaluation to show What [1:35:37] the outcomes are for the folks [1:35:38] in our community, So I'm really [1:35:40] excited about that project and [1:35:41] I'm happy to say so. And I [1:35:45] appreciate Councilor Bencomo was [1:35:46] that for interview, Um I would. [1:35:50] I just want to give a few notes [1:35:52] about upcoming things related to [1:35:54] the SCM v. The work session Um [1:35:57] Thursday this Wednesday [1:35:57] afternoon at Ah! 3 P.m. at the [1:36:05] county Commission. Chambers is [1:36:06] addressing the joint Powers [1:36:08] agreement and the conversation [1:36:09] about that that some folks who [1:36:12] are interested in animal related [1:36:14] things might want to participate [1:36:16] in and again that's at the [1:36:18] county Commission chambers from [1:36:19] 3 to 5, and then we also have a [1:36:21] schedule change you are and I [1:36:24] don't know that we have it in [1:36:25] our outlook calendars yet. Um, [1:36:27] but That on October 2nd the work [1:36:31] session that was supposed to be [1:36:33] for animal related issues the [1:36:35] following week has been [1:36:38] reheduled it for the morning [1:36:40] of October. 2nd Um so there will [1:36:42] be that that will be our work [1:36:44] session on animal related [1:36:45] issues, so just putting it on [1:36:47] you all's calendar and also [1:36:48] changing what was sort of [1:36:49] believe. I think the public [1:36:50] didn't necessarily know. Um that [1:36:52] that had changed, But that's [1:36:54] just two weeks away, so it will [1:36:56] be at 10 A.m. here in the [1:36:59] council chambers. Um And other [1:37:01] than that, I really enjoyed the [1:37:03] bike ride, thanks to Chief story [1:37:05] for keeping us safe. Um And [1:37:07] thanks for Villa Cruces, too. So I say fail [1:38:07] forward. Um I also wanted to [1:38:11] read this. Piece of Um, this [1:38:13] article That was recently in [1:38:17] political just a couple of weeks [1:38:19] ago. That reads. The child [1:38:23] poverty rate more than doubled [1:38:25] in 2022 as Covid era programs [1:38:28] expired, erasing major economic [1:38:30] gains for the poorest Americans [1:38:32] , much like the child tax credit [1:38:33] that probe Um, unrestricted cash [1:38:37] in the pockets of many families [1:38:39] in the United States, Um and you [1:38:42] know, there's this great quote [1:38:43] that says Poverty is a policy [1:38:44] choice, and I couldn't agree [1:38:46] more. Um a couple of 100 folks [1:38:48] in Congress chose not to Um, [1:38:52] reinstate this child tax credit [1:38:55] and then the child poverty rate [1:38:58] doubled, so it is absolutely a [1:39:01] choice. Um that we have these [1:39:03] high poverty rates across the [1:39:05] country, but certainly in Las, [1:39:06] Cruces and working towards [1:39:10] building something bold and [1:39:11] innovative that clearly works. [1:39:14] Um I'm proud to support that and [1:39:17] you don't have to agree with it [1:39:19] . I also just you know, I don't [1:39:20] think things like Oh, you don't [1:39:22] understand. Finances is super [1:39:24] helpful feedback. I think it's [1:39:26] um It's interesting because I [1:39:29] think, even at the federal level [1:39:31] when program when we're talking [1:39:32] about people, particularly poor [1:39:34] folks were always like, where is [1:39:35] the money going to come from? [1:39:36] But when we're talking about [1:39:38] funding military spending when [1:39:40] we're talking about funding, I [1:39:41] don't know things like the [1:39:42] Border Patrol like that. That's [1:39:44] never a question of Oh, I wonder [1:39:46] where the money is coming from. [1:39:48] Um you know, last year Chief [1:39:50] Dominguez products and budget [1:39:52] that said, You know, we need 18 [1:39:53] you vehicles and none of us [1:39:55] asked. Where's the money coming [1:39:57] from, right. So it's really [1:39:57] interesting to always when we [1:39:59] pose those questions about, um, [1:40:01] who we want to invest in in what [1:40:03] we want to invest in. And when [1:40:04] it comes to poor folks, it's [1:40:06] always like, well, where's the [1:40:07] money going to come from? Um [1:40:08] when clearly at least programs [1:40:10] work, and so I'd highly [1:40:12] encourage you all to read this. [1:40:13] Incredible, um, political Um. [1:40:17] Article that at the very end, [1:40:19] says You know? We now have half [1:40:27] of Americans who do not have [1:40:28] $500 in savings, and I think [1:40:30] that's pretty tragic.m I want [1:40:35] to invite folks to attend our [1:40:37] housing Piercy meeting on [1:40:39] Wednesday at 2 P.m. on second [1:40:42] floor of City Hall. And, um. [1:40:47] Also the 11 year anniversary of [1:40:50] the opening of the house. [1:44:11] We will not have one this month, [1:44:12] but we will next month where [1:44:14] we'll be reviewing the library [1:44:15] Master plan. So I just isn't [1:44:17] quite ready so it will be [1:44:19] meeting next month. And then, as [1:44:21] you all may know, I just came [1:44:22] back from Washington D C. [1:44:24] Whereas with the, uh Local [1:44:27] chamber of commerce where we go [1:44:30] to do advocacy on behalf of [1:44:32] veterans programs and affairs, [1:44:34] especially for his mother and a [1:44:35] little bit for forklifts. Um, we [1:44:38] also visited the U. S Chamber of [1:44:40] Commerce and got to hear a [1:44:41] little bit about the [1:44:42] developments that they're trying [1:44:44] to do within the southern region [1:44:46] and looking at near shoring. One [1:44:48] of the most interesting things, [1:44:50] though, that I think I was able [1:44:53] to view we attended the veterans [1:44:54] been Business outreach center. [1:44:57] Where we g to learn about some [1:45:00] different programs, which we've [1:45:01] already applied a bit here in [1:45:03] our community. Everything from [1:45:04] boots to business, which is to [1:45:05] help um Ah! Veterans that are [1:45:10] just exiting out of the service [1:45:13] . Um set up their small business [1:45:14] . We also have different [1:45:16] programs for empowering veteran [1:45:18] Entre preneurs ship. There seems [1:45:21] to be a little bit of a [1:45:22] difference between the [1:45:23] entrepreneurship that we see [1:45:25] across the nation versus what we [1:45:26] have in our community. We were [1:45:28] reported that in other places, [1:45:30] entrepreneurship is usually done [1:45:33] by the 60 plus crowd. Um whereas [1:45:37] here we see a different [1:45:39] demographic that is the ones [1:45:42] that are trying to open up new [1:45:43] businesses, So it was very [1:45:45] interesting. To look at. There's [1:45:46] also programs that are starting [1:45:49] to reach out to the spouses of [1:45:52] veterans to make sure it's [1:45:53] easier for them to get either [1:45:56] certified or licensed in [1:45:58] different states, which is [1:45:59] really helpful, especially if [1:46:00] they have like teaching [1:46:02] certifications or other types of [1:46:05] technical expertise. Those are [1:46:06] needed. Um areas in many [1:46:09] different fields here in our [1:46:11] community, and there is There [1:46:15] was going to be. I believe, [1:46:16] right in 2020, a Um Posey, um, [1:46:20] about veterans outrage, and they [1:46:22] were going to host it here in [1:46:24] Las Cruces. Um, but then, with [1:46:27] everything with Covid, it was [1:46:28] delayed now it looks like we are [1:46:30] trying to bring that back here [1:46:32] again, and make sure that we can [1:46:34] get that full symposium here and [1:46:38] individuals and Wasbir and the [1:46:40] Southwest region. So if I if we [1:46:43] can work with Debbie on that to [1:46:45] just check back in, because I [1:46:47] think that was a great [1:46:48] opportunity for us to still work [1:46:49] with And Uh, I also want to say [1:46:53] I have a little girl that does [1:46:55] the walk to school every week, [1:46:56] which she's very excited about. [1:46:58] She has a little neighborhood of [1:46:59] set of friends. They all walk [1:47:01] together every day. But on [1:47:04] Wednesday on Fridays, they do a [1:47:05] different route to do the walk [1:47:07] to school. They love it. It's [1:47:08] very fun. It is all the things [1:47:10] that the little ones were saying [1:47:12] today about. It gets them [1:47:14] together. It gets community gets [1:47:16] them out and walking in the they [1:47:17] just have a blast. Plus, [1:47:19] sometimes they get little charms [1:47:20] that they can hang off their [1:47:21] backpacks. And they certainly [1:47:23] love that, too. So it's a [1:47:25] wonderful program and I'm happy [1:47:26] to see it in schools throughout [1:47:29] the city. Thank you, Mayor part [1:47:30] time. Um Speaking of [1:48:11] which I just want to share some [1:48:16] . I guess some thoughts [1:48:18] regarding downtown. Um as it [1:48:21] relates to crime and you know. I [1:48:26] know you know Council, but just [1:48:27] for the public's sake. I mean, [1:48:29] we do have Out of all this all [1:48:33] the areas in the city we [1:48:34] actually hired Security guards [1:48:36] because of the kids that allows [1:48:38] us to do that, so not only do we [1:48:40] have patrol there, we have [1:48:41] community outreach there. We [1:48:42] have our, um Lieutenant Wheeler [1:48:45] is the community. Based on that [1:48:48] goes there for meetings. There's [1:48:53] e [1:48:53] farmer's market. We have a lot [1:48:57] of police presence there, I [1:48:58] think Economic development is [1:48:59] looking at Downtown. Um. 20 to [1:49:06] 32 new downtown security [1:49:07] cameras. But there's a security [1:49:11] service and in addition to our [1:49:13] patrolling that that's down [1:49:14] there. From 10 PM to seven AM [1:49:15] every night. And so there's we [1:49:19] do know that Since we've [1:49:21] implemented that Crime has gone [1:49:23] down, especially during that [1:49:24] time. So there's a lot of [1:49:28] efforts being done all over the [1:49:30] city but specifically to [1:49:31] downtown. Because of that, tid. [1:49:32] We have a little bit of leverage [1:49:34] there. So just wanted to make [1:49:35] that. Make that known. Of course [1:49:39] , there's some other issues that [1:49:41] we were dealing with citywide [1:49:43] regarding crime. Working with [1:49:44] the Municipal court, also with [1:49:46] the magistrate court, and then, [1:49:47] um Of course, the D A. And [1:49:51] there's more more info to come. [1:49:53] With the chief story, will, you [1:49:55] know? Him and I will will mbe [1:49:59] present something further about [1:50:00] what's been done. But I know you [1:50:02] all have had that. Have been [1:50:04] making efforts in that way to [1:50:06] get Yet with our court system [1:50:09] and our D, a two To get these [1:50:12] things addressed, but just want [1:50:14] to make Known specifically in [1:50:15] the downtown. There's. There's [1:50:19] actually extra extra patrol [1:50:20] there more than we have in any [1:50:22] other. Part of the city because [1:50:23] of because of the tip. Um Just [1:50:27] I'll just stop there with that. [1:50:29] But Nothing with economic [1:50:31] development. They've Wanted me [1:50:35] to remind everyone about the [1:50:36] catastrophic business assistance [1:50:37] program. Available through [1:50:40] $150,000 of junior money. Funds [1:50:42] provided by Senator Hamlin. [1:50:45] We've given out our first four [1:50:48] grants in the amount of 42,000 [1:50:50] 342 replacements over 2000 [1:50:52] equipment stolen And a multiday [1:50:55] shut down to the waterline [1:50:57] issues. These funds are [1:50:59] recommended to those businesses [1:51:00] not only for replacement costs, [1:51:03] but for loss of revenue and lost [1:51:04] wages. I believe. That's all I [1:51:08] have medical attempt Councilor. [1:51:11] Thank you for mentioning about [1:51:14] the downtown. I think it [1:51:15] important. We've had the number [1:51:17] numerous efforts and you and I [1:51:19] spoke has laid us last week late [1:51:21] Friday about some other things [1:51:24] that I've requested bringing [1:51:25] back the large camera, maybe [1:51:27] foot patrol. Um I know that in [1:51:29] talking with Chris favor, [1:51:32] there's the suggestion and [1:51:34] recommendation about offering [1:51:35] security during the day. Where [1:51:37] there seems to be younow some [1:51:40] issues during the day. I've [1:51:41] received numerous, um, calls and [1:51:45] emails about a big brawl that [1:51:47] happened at client Park. Over [1:51:50] the weekend on Sunday. Um I'm [1:51:53] not sure Chief story if you were [1:51:55] aware of that, I'm sure there's [1:51:58] a number of things that are [1:52:01] happening citywide. But I'll be [1:52:01] forwarding that information. I'm [1:52:02] wondering if we need to just [1:52:04] move into You know, looking at [1:52:07] security for our parks? Not only [1:52:09] that. I'm hearing that at [1:52:10] Apodaca Park and all over the [1:52:12] city, so I. It's a It's an [1:52:17] issue, and I think people are [1:52:18] really concerned about that. I [1:52:20] know that you mentioned about [1:52:21] working with our district [1:52:22] attorney and our court system [1:52:26] where the phone are looking at a [1:52:27] resolution specifically to bring [1:52:29] back to Council related to our [1:52:32] municipal code, and how we can [1:52:34] have maybe some teeth in some of [1:52:37] these misdemeanors. Possibly [1:52:40] felonies, and I know that that [1:52:42] he's having that conversation [1:52:43] specifically with Ms samples, so [1:52:46] Thank you. Evil. Appreciate [1:52:47] that. Okay.
