[1:40] We'll call this regular city council [1:42] meeting to order on July 21st, [1:47] 2025 at 6:05 p.m. Roll call, please. [1:51] >> Mr. Anderson, [1:52] >> present. [1:52] >> Mr. Baitman, [1:53] >> present. [1:54] >> Mr. Sanders, [1:55] >> present. [1:55] >> Mr. McCullen, [1:56] >> present. [1:56] >> Mr. Parrot, [1:57] >> present. [1:58] >> Mr. D, [1:58] >> present. [1:59] >> Mr. Clemens [2:00] >> present. [2:00] >> Mrs. Odoni [2:01] >> present. [2:01] >> Please stand for the pledge of [2:02] allegiance [2:07] to the flag of the United States of [2:09] America and to the republic for which it [2:12] stands. One nation under God, [2:15] indivisible, with liberty and justice [2:18] for all. [2:24] It's okay. Um Okay. First up is public [2:27] participation. Is there anybody'd like [2:29] to speak under public participation this [2:31] evening? [2:33] Okay, for the record, there is no public [2:35] participation. [2:37] I'm going to before we do the consent [2:39] agenda, I am going to move up item 9 C [2:44] to the top of the list. Um, Mr. McCoy [2:47] has another engagement that he needs to [2:48] get to, so we're going to move him up to [2:50] accelerate it. So, we'll start with item [2:52] 9 C, approval of the city of Lincoln, [2:54] Illinois Tourism Department logo. [2:58] Thank you, mayor. Oh, we have to have a [3:00] motion. [3:01] >> Okay. [3:03] >> Is there a motion? [3:05] >> Motion to approve. Alman DS made the [3:07] motion. Alman Parrot second. Now, Mr. [3:09] McCoy, the floor is yours. [3:11] >> Sorry. Thank you. And good evening all. [3:13] On your desk in front of you is another [3:15] printout with uh some alterations of the [3:19] logo with feedback. We had a lot of good [3:22] feedback. A lot of it was very positive. [3:24] Some of it was negative. you know, [3:26] everybody has an opinion and that's [3:27] great. We wanted the community [3:29] involvement and your involvement. So, [3:32] that's uh uh it's a good thing in the [3:34] long run. It's a good thing. So, the the [3:36] biggest question that anybody had was [3:39] with the the Lincoln figure itself. Um [3:43] they a lot of people just thought it [3:45] maybe shouldn't be quite so quote [3:46] unquote cartoonish uh and be more [3:50] realistic, I guess, for lack of a better [3:52] term. So, we created new artwork uh and [3:56] uh created this new style of a logo. [3:58] There's slight variations and then of [4:00] course you asked for some color options, [4:01] so we we gave you those as well. This is [4:04] a little bit more of a [4:07] uh it's not generic by any means, but [4:09] it's a little more [4:11] standard for a logo for the office. Uh [4:14] it does. The difficult part here is if [4:18] you [4:20] with Lincoln, you don't want to exclude [4:22] him because the town is named after [4:24] Lincoln and it's it's Lincoln. So [4:26] somehow he probably needs to be in there [4:28] one way or the other. And um then of [4:30] course Route 66 since that's going to be [4:32] your primary draw for tourism. Uh so [4:35] including those two in the logo and [4:37] making it work is always a difficult [4:40] task. So that's where we started with [4:41] the first version of it where it was [4:44] around the 66 shield and then we popped [4:47] Lincoln kind of on the on the front of [4:49] it there from other marketing materials [4:51] that we're working on. So here we we [4:53] came back and uh you know made it made [4:57] him less prominent. It's a little more [4:59] realistic as far as a uh a drawing goes. [5:02] And then of course you can see the [5:03] different kind of color options and so [5:05] forth there. So any questions? [5:10] for Mr. McCoy. [5:14] >> Mr. Parrot. [5:15] >> Yeah, I sent Scott an email and I just I [5:17] asked I go, you know, is the draw going [5:19] to be to Lincoln um 66 or is it going to [5:22] be more Lincoln? And obviously it's [5:24] going to be Route 66. And so, um, I I do [5:27] like the the change. And my preference [5:29] is is is that one right there because it [5:32] looks also kind of like a watermelon [5:34] seeds going around on the outside of of [5:37] the uh of the the emblem. So, I like [5:42] that one. [5:42] >> And just for the record, he's pointing [5:43] to this bottom center one with the red [5:46] kind of around the inside of it on the [5:48] outside area. Okay. Thank you, [5:52] >> Mr. Sanders. [5:53] >> Yeah, I like that one, too. But I also [5:54] like the green one. But [5:58] >> so overall though, is everybody okay [6:00] with the design itself? The colors I [6:03] think it's been set up this way so that [6:05] the colors can be modified based on the [6:07] marketing materials. Correct. [6:09] >> That's correct. Some will have, you [6:10] know, more color, fewer color. Some will [6:12] be line art only and have no color. Um [6:15] but if you like that style, then we can, [6:19] you know, work around those colors and [6:21] not anything add anything else. Mr. DS. [6:25] >> So, I just had one person reach out to [6:28] me over this uh logo [6:31] thing here and uh the only [6:33] recommendation was they were not sure if [6:35] you should have a beard. So, I'm not [6:38] saying if I mean I just need to pass [6:40] that information along is all I'm trying [6:41] to say. [6:42] >> We we got that as well and the hat. So, [6:45] we in sitting at this and looking at it, [6:48] I decided well we'll keep the beard but [6:50] lose the hat. And the reason is is you [6:52] can't see much of the hat in this style [6:54] in this area. The beard does make it [6:57] Lincoln. When we removed it, it looked [7:00] like the mayor, you know? I mean, it [7:03] looked like any one of you guys. So, [7:05] it's it was really not defined. And so, [7:08] the that's so we did kind of one and the [7:10] other and and uh everybody loved the one [7:13] with the mayor, but [7:14] >> he said no. [7:16] >> You're trying to run a successful [7:18] marketing program, right? [7:21] But yes, we we did have that that [7:23] feedback. Uh as well as there were some [7:25] that were actually upset that the quote [7:27] unquote cartoonish we you know were [7:29] doing something that wasn't the the [7:30] cartoon because they really liked that. [7:32] So it's everybody's got a you know a [7:35] view and and that's fine. But this was a [7:38] compromise with no hat and a beard. Mr. [7:41] Baitman, [7:42] >> I got the same thing. But as I stated [7:46] last week, the world knows him with a [7:48] beard and a top hat. And for those of us [7:51] that participated in the most Abraham [7:54] Lincoln we look like or whatever a few [7:57] years ago, what was the criteria? A [8:00] beard, no mustache. [8:02] >> So, you know, e even the Guinness Book [8:06] of World Records recognized it as a [8:09] beard, no mustache. So I I I know he's [8:14] who named the town and stuff, but if you ask the people around the world [8:21] to close their eyes and picture Abraham [8:22] Lincoln, this is what they're seeing. So [8:25] I think I think we need to draw people [8:28] from afar. [8:32] Okay. Any other comments or questions [8:35] for Mr. McCoy? [8:38] Okay. If there is not, thank you for [8:40] your time, Mr. McCoy. [8:41] >> Thank you. [8:42] >> And I will uh ask the clerk to call the [8:45] role. Please [8:49] » approve. [8:50] >> Wait, we're this here. [8:54] >> The the item just says approval of the [8:56] logo. It doesn't specify which one. So, [9:00] no amendment required. The attorney can [9:03] weigh in if he'd like. [9:04] No, no amendment required, but it it [9:06] probably be relevant to know which one [9:07] of these you're voting on, right? [9:09] >> Well, I think [9:10] >> just the overall [9:10] >> it's the overall design, right? [9:12] >> Yes. [9:14] >> That's correct. The it the top one is [9:16] the design element itself. The rest of [9:19] them are just variations primarily in [9:21] color. [9:22] >> Right. Okay. for for clarification. [9:26] Uh for those people that may follow us [9:28] years from now that wonder how we got to [9:30] this logo, can someone make a [9:33] >> motion [9:33] >> amended motion to accept the logo that's [9:36] been presented this evening? [9:37] >> I'll make that motion to a vote on the [9:40] logo that is presented tonight. [9:43] >> Second. [9:44] >> Mr. Baitman made the amended motion. Mr. [9:47] Clemens Mr. Clemens second. Further [9:52] discussion on the amended motion. [9:55] >> Okay. Roll call on the amended motion, [9:57] please. [9:57] >> Mr. Clemens. [10:00] >> Yes. [10:01] >> Mrs. Odonu. [10:02] >> Yes. [10:02] >> Mr. Anderson. [10:03] >> Yes. [10:04] >> Mr. Baitman? [10:05] >> Yes. [10:05] >> Mr. Sanders? [10:06] >> Yes. [10:07] >> Mr. McCullen? [10:08] >> Yes. [10:08] >> Mr. Parrot? [10:09] >> Yes. [10:09] >> Mr. D? [10:11] >> Yes. Okay. And now roll call on the on [10:14] item 9C as amended. Please. [10:17] >> Mr. Parrot. [10:19] >> Yes. [10:20] >> Mr. DS. Yes, [10:21] >> Mr. Clemens. [10:22] >> Yes, [10:23] >> Mrs. Wanu. [10:24] >> Yes, [10:24] >> Mr. Anderson. [10:25] >> Yes, [10:26] >> Mr. Baitman. [10:27] >> Yes, [10:27] >> Mr. Sanders. [10:28] >> Yes, [10:28] >> Mr. Parrot. [10:30] >> Yes. [10:31] >> Oh, I'm sorry. That's okay. [10:33] >> Twice. [10:34] >> Miss McCauley. [10:36] >> Sorry. [10:36] >> Yes. And yes. [10:38] >> Thank you for your work on this, Mr. [10:39] McCoy. Appreciate you taking the [10:41] community feedback into consideration. [10:44] Okay. Next item. We'll come back up to [10:47] the consent agenda this evening. It [10:49] consists of payment of bills [10:52] >> to approve. [10:53] >> Second. [10:54] >> Alderwoman O'Donnis [10:58] discussion. [11:00] >> Roll call, please. [11:01] >> Mr. DS, [11:02] >> yes. [11:04] >> Mr. Clemens, [11:05] >> yes. [11:05] >> Mrs. Odonu, [11:06] >> yes. [11:07] >> Mr. Anderson, [11:08] >> yes. [11:08] >> Mr. Baitman, [11:09] >> yes. [11:10] >> Mr. Sanders, [11:11] >> yes. [11:11] >> Mrs. McCullen, [11:12] >> yes. [11:13] >> Mr. Parrot, [11:14] >> yes. Next item is item 6A, ordinance [11:17] implementing a municipal grocery [11:19] retailers occupation tax [11:22] and a municipal grocery service [11:24] occupation tax for the city of Lincoln, [11:26] Illinois. [11:28] >> Move to approve. [11:29] >> Second. Alderman Sanders made the [11:31] motion. Alderman down second. [11:32] Discussion. Mr. Baitman. For [11:35] clarification, this is not a increase of [11:39] any kind. It is simply the exact same [11:44] tax that [11:46] um people have been paying. Mr. Sanders [11:50] thinks since the Nixon era. Um so I just [11:54] want to clarify the city isn't getting [11:56] ready to vote on any brand new tax. It's [11:59] just the way it's collected. [12:03] » Mr. Barrett, [12:05] >> I heard it was from 1990. [12:07] So, but at either rate, it's 35 years in [12:12] that we've been we've been paying. So, [12:18] » any other any other discussion? [12:22] >> Roll call, please. [12:23] >> Mr. DS? [12:25] >> Yes. [12:26] >> Mr. Clemens? [12:27] >> No. [12:28] >> Mrs. O'Donnu? [12:29] >> Yes. [12:30] >> Mr. Anderson? [12:31] >> Yes. [12:32] >> Mr. Baitman? [12:32] >> Yes. [12:33] >> Mr. Sanders? [12:34] >> Yes. [12:34] >> Mrs. McCullen? [12:35] >> Yes. [12:36] >> Mr. Parrot? Yes. [12:39] >> Next item is 6B. Ordinance appropriating [12:42] funds for all corporate purposes for [12:44] fiscal year 2025 2026. [12:47] >> Move to approve. [12:51] Is [12:51] >> there a second? [12:53] >> Second. [12:54] >> Alderwoman Odoni made the motion. [12:56] Alderwoman Mlen second. Discussion. [13:01] >> Roll call, please. [13:02] >> Mrs. Mcclullen. [13:04] >> Yes. Mr. Parrot. Yes, [13:06] >> Mr. DS. [13:07] >> Yes, [13:08] >> Mr. Clemens. [13:09] >> Yes, [13:09] >> Mrs. Donnu. [13:10] >> Yes, [13:10] >> Mr. Anderson. [13:11] >> Yes, [13:12] >> Mr. Baitman. [13:13] >> My consistent. No, [13:15] >> Mr. Sanders. [13:16] >> Yes. [13:21] » Okay. Next item is item number seven, [13:24] approval of request for bids for the [13:26] 2025 MFTt scarification oil and chip [13:29] contract. [13:33] » Move to approve. [13:36] Second. [13:37] >> Alderman Sanders made the motion. [13:38] Alderman D. Second. Discussion. Mr. [13:41] Baitman. [13:42] >> So, after my statement last week, I put [13:45] a questionnaire out there on my alderman [13:47] page and I actually did a survey monkey. [13:50] Um, [13:53] I I would really like for us to start [13:55] looking into [13:58] more scarification [14:00] and much less down to nearly zero if we [14:04] can of the oil and chip. This was by far [14:07] the suggestion from the citizens. Um, I [14:11] clarified several times during that post [14:13] that this would mean that less streets [14:16] would be repaired annually, but they [14:19] would be repaired better. Um, I had [14:23] people reach out to me and explain the [14:26] difference between scarification and oil [14:29] and chip. uh explaining to them that if it was anything like Campus View [14:35] Drive was, they they go in and they [14:37] actually grind up the old oil and chip [14:40] base, regrade it, make it smooth with a [14:44] crown in it, and then seal it on top of [14:48] that. The big difference is we're not [14:52] putting lipstick on a pig. The the [14:54] potholes are fixed, the divots are [14:57] fixed, the ruts are fixed because they [15:00] grind it all up, relevel it, work it [15:02] down, pack it down, several layers of of [15:06] oil and rock is put on top of it. And [15:09] it's a far superior product than just [15:13] going through and running the street [15:15] sweeper down the road, making a couple [15:18] minor changes, and then putting the same [15:21] coating over the same crappy road. So, [15:24] I'm I'm hoping we can start working on [15:28] that. It seems to be that's what the [15:30] citizens want instead of spending money [15:34] just to cover the same old street. So [15:37] everybody understands it's going to take [15:39] much longer to get the streets done, but [15:43] um the feedback was also it was [15:46] ridiculous that we ground up out by [15:48] Walmart on a street that was probably [15:50] one of the better streets in town to put [15:52] down another layer of asphalt. Um [15:57] and people reached out to me that live [15:59] on Elm Street that got brand new [16:02] asphalt. There's hardly any homes out [16:04] there and they know for a fact that [16:05] their road will be nice for decades to [16:08] come. So, it was just a matter of [16:11] quality verse quantity. And I think we [16:14] can either form a committee or something [16:16] and start the process of trying to look [16:18] at a different way to repair our streets [16:20] so that they are nicer streets when we [16:23] get done and they will last longer. [16:27] >> Mr. Landers. [16:30] >> Yes. Um, when you look at the list of [16:32] roads, there's there's A1 and A2. A1 is [16:36] the oil and chip. A2 is where they [16:38] scarify the road. The reason the A1's [16:41] are A1's is because they're not in that [16:44] bad a shape. We can spray patch them, [16:46] take the bumps out the best we can, and [16:49] then resurface it and not have to spend [16:51] the extra extra money to scarify those [16:53] streets and get it sealed up. [16:56] uh some cost comparisons that that I [16:59] have um [17:02] for a millon overlay, which is basically [17:04] what we're doing on these the streets [17:06] now that's going with the work that's [17:07] going on is that it's about uh $76 per linear foot. So I just based it on [17:17] 350 ft. So if you do 350 ft of streets, [17:21] it's $26,000 [17:23] for that. And that's not including [17:25] additional fees or additional costs for [17:28] sidewalks, utility adjustments, and [17:30] things like that. A2 is about $12,600 [17:35] for that same 350 ft. And the A1 is [17:39] $5,600. [17:41] Um, and again, the A2s, the the [17:43] scarification streets are that way [17:45] because they're they need to be ground [17:47] up. They're in bad enough shape that we [17:49] can't patch and and seal over the top of [17:51] it. And that's why they're that way. and [17:53] then you can get the life out of those [17:55] streets with a a decent driving surface. [17:58] So, um, as far as the streets that got [18:02] milled up out by Walmart, if anybody [18:05] needs or has questions about that, [18:07] please have them contact me because I [18:09] can explain exactly why we did it. [18:12] So, if there's questions, council [18:14] members have questions why they were [18:16] done or if they're citizens, please [18:18] direct them to me and I'll talk to them [18:19] about it and explain why they were. [18:22] >> Mr. Mr. Baitman and then Mr. Anderson. [18:25] >> So I I know why they were it was a [18:27] choice from the engineers and stuff on [18:29] trying to take a heavily traveled road [18:32] and before it got any worse uh make it [18:34] brand new again. But then again it's the same amount of traffic as they [18:38] were before. So if that's the case [18:41] within 10 years they're going to be need [18:43] milled up again. But Mr. and Landers [18:46] answered my question. [18:48] Scarification is half the price of of [18:51] mill and overlay. I never once said I [18:53] wanted every street in town milled and [18:55] overlaid. I wanted a better process than [18:58] tar and chip. So if we can do [19:02] scarification on most of these streets [19:04] that were taring and chipping then they [19:06] would last a lot longer. It would make [19:07] the citizens happy because the all the [19:10] lumps are taken out of the the road is [19:13] made true again. The drainage is [19:15] correct. Anybody that drove through [19:17] Lincoln this weekend knows that we have [19:19] serious drainage problems in this town. [19:21] Um, not only is the the drains plugged [19:25] with debris, but they the water just [19:28] doesn't flow. Third Friday was a perfect [19:31] example. Um, once we let the water out [19:33] of the pools, the water flowed in a [19:36] different direction than toward the [19:37] drain and made a lot of people mad. But [19:39] I I'm just asking that we look at [19:42] scarification [19:44] over tar and chip and try to do more [19:46] scarified streets [19:49] than just tar and chipping. [19:52] >> Mr. Anderson, [19:53] >> Walt, I appreciate the information you [19:55] gave on the cost between each one of [19:57] those. Would you share those numbers one [19:59] more time again, please? [20:03] » I'll just give you the per foot cost. [20:05] >> Yes, that's fine. [20:06] >> Per linear foot. an HMA, which is the [20:09] milling overlay, [20:11] milling one and a half inches and [20:13] applying two inches back on top of it is [20:16] $76 a square foot or I'm sorry, a linear [20:19] foot. [20:21] The A2, which is the scarification that [20:23] Mr. Baitman's talking about, is uh $36 [20:28] per foot, linear foot. To explain the [20:32] scarification process a little better, [20:34] they till the road up and like Mr. [20:37] Baitman said they regrade it. They roll [20:39] it, pack it, get it lined up. They put a [20:42] coat of primer on it. Then they put a [20:45] coat of oil and chip with a larger [20:48] aggregate. And then they put a surface [20:50] aggregate oil and chip with a smaller a [20:52] smaller aggregate. That's that process. [20:56] A1 is just basically the oil and then [20:58] the one layer of rock chip. [21:01] So that just gives you a better idea of [21:04] what those processes are. [21:06] What was the cost on that one? [21:07] >> The A1 is $16 a line foot. A2 is $36 a [21:12] line foot. [21:16] » Thank you. [21:19] » Any other questions for Walt? [21:23] Okay. So, I'm going to share my feedback [21:25] on this because I've done this research [21:28] before a couple years ago. As a matter [21:29] of fact, just to be clear, [21:33] I don't disagree with Mr. debatement [21:35] that we need to have nice roads, but I [21:39] think we need to understand exactly how [21:41] far our limited budget goes for roads. [21:46] Couple years ago, um, with a million [21:48] dollar budget, [21:50] I think we were able to do what, wal [21:52] about three miles of road. [21:54] >> It was somewhere close to that. Yes. [21:56] >> And we have 190 miles of road in town. [21:59] >> Uh, there's [22:00] >> approximately [22:01] >> there's a [22:03] 170 [22:04] center line miles. [22:06] >> Okay, [22:06] >> which center line is basically just the [22:08] length of the road. That's not included [22:10] multiple lane roads and and the extra [22:13] wide roads. That's just going down the [22:15] center line of the road. There's about [22:17] 170 miles. [22:18] >> Yeah. So, so the point is that we're [22:22] currently at a at a situation where it [22:25] takes us decades to get a road addressed [22:28] already. And if we want to keep up with [22:32] the current pace of providing roads, [22:34] then we have to find more money. [22:38] Otherwise, what's going to happen is a [22:39] road that a process that was going to [22:41] take 30 years to touch every road in [22:44] town will now take 40 to 50 years. Some [22:47] of us will be gone by the time our roads [22:49] are addressed. And so, um, there are [22:53] ways to go around this. I think Mr. [22:54] Baitman's suggestion is great. Let's put [22:56] a group together, do some analysis on [22:59] it, and see where we come up with. But [23:01] at the end of the day, [23:03] um, higher quality means less roads. [23:06] takes more time. People will [23:08] get frustrated. Um, I actually just saw [23:11] a comment online today from an [23:14] individual that was extremely excited [23:15] that their road was getting asphalted. [23:18] Well, there will be fewer and fewer [23:19] excited people if we if we go down that [23:22] road. Um, no pun intended. [23:25] So, yeah. So, I'm just saying let's [23:29] think about this before we um totally [23:32] abandon oil and chip. I know it's not a [23:35] long-term permanent solution. And [23:37] contrary to what somebody shared online [23:39] this week, I've to the best of my [23:41] knowledge never advocated for every road [23:43] in town being oil and chipped. I don't [23:45] even know where that came from. [23:49] » Is oil and chip not rock. [23:50] >> I was on that thread. They they said [23:52] that you told them that every road [23:54] should be rock. [23:55] >> Yeah. [23:56] >> So that that was uh and and I agree. [23:59] Again, we we have to do I'm just asking [24:02] for something to be put together as an [24:05] exploratory thing. I could be totally [24:08] wrong, but I don't think it hurts to to [24:11] look outside the box once in a while. [24:13] >> I I don't disagree with you. Okay. We'll put some people together. [24:20] Okay. Anything else on item seven, [24:26] Mr. Landers? [24:27] >> Yes. I would I would really encourage [24:30] any alderman or a citizen, anybody that [24:33] wants to talk about this. I'll sit down [24:35] with anybody and explain and not [24:38] persuade, just to explain the processes [24:40] and how we go about choosing these [24:42] roads. You know, there's a lot of people [24:44] that think they know a lot about this [24:47] that they don't. and if we can sit down [24:50] and discuss the whole process, [24:53] you know, and I can explain the the [24:56] other things that they don't understand [24:58] and then maybe the people could have a [24:59] better understanding. [25:02] >> So, okay. All right. If there's nothing [25:06] else, roll call, please. [25:08] >> Mr. DS, [25:10] >> yes. [25:10] >> Mr. Clemens, [25:12] >> yes. [25:12] >> Mrs. O'Donn, [25:13] >> yes. [25:14] >> Mr. Anderson, [25:15] >> yes. [25:15] >> Mr. Baitman, [25:16] >> yes. [25:16] >> Mr. Sanders, [25:17] >> yes. [25:18] >> Mr. Mr. McCullen. [25:19] >> Yes. Mr. Per. [25:20] >> Yes. [25:20] >> Okay. Next item up is item 8A, city [25:23] treasures report for June 2025. Treasure [25:26] Conso. [25:27] >> Thank you, Mayor. I think you've all [25:28] received copies of the report. You'll [25:31] notice we're in a little bit better uh [25:32] position than we were a month ago with [25:35] the general fund, which we like to see, [25:38] and that that is uh improved [25:40] substantially. Keep in mind though that does include a one-time payment [25:44] which is described on the second page of [25:47] the report which is the with the state [25:50] uh receipts and reimbursements and [25:53] grants. You see there's uh a police [25:55] department hiring retention grant that [25:57] the chief spoke about uh some time back [26:00] a couple of meetings back and we did [26:02] receive that and that's $152,1 [26:06] 175 all of which would be paid out in uh [26:09] in the form of grants for uh uh [26:12] retaining police officers. So, but [26:14] overall even aside from that, we are in [26:17] a better position than we were uh a [26:19] month ago, although not not quite as [26:21] good as we were last year at this time. [26:23] So, we need to to try to build up the [26:26] balance in that fund. [26:29] Won't go into great detail on it. I [26:31] think it speaks for itself. There's uh [26:33] you see the pension funds there, too. I [26:35] have you have noticed with the [26:37] improvements in the uh in the stock [26:39] market in the last couple of months, we [26:41] we're starting to see that reflected [26:43] here. I don't yet have the consolidated [26:46] fireman's pension fund yet. Uh the final [26:50] report which we get from that fund uh [26:53] should have it very soon because it be [26:55] for the month ending in June. Do have it [26:57] for the police pension fund and you can [26:59] see there that that improved [27:01] considerably over what it was a year [27:04] ago. [27:05] uh at the end of June. [27:08] The attachments that you see there, we [27:10] you know, you're used to seeing how [27:12] these go up and down. We have seen the [27:15] reason that you see a greater balance in [27:17] the general fund is year to date [27:20] calendar year to date uh as these [27:22] reports are set up. We we have seen [27:24] increases in the state income tax. The [27:27] month that just ended, it was a little [27:28] down a little bit from what it was a [27:30] year ago, but it was up considerably in [27:33] April, which more than offset that. And [27:36] I think that's a lot of that has to do [27:38] with when people file their tax returns [27:40] and thus when they pay their taxes. [27:42] Municipal sales tax, use tax, just about [27:46] uh monthtomonth, March liability month [27:50] with last year's month of liability, the [27:52] same. were up a little bit year to date [27:55] by about $39,757. [27:59] And similar things with the non-home [28:01] rule sales tax. Uh we did have [28:04] considerable increase in it last month. [28:06] Year to date, we're up $28,140 [28:10] for those three months. And motor fuel [28:13] tax, you know, it just went up again. Uh [28:15] we're not seeing a great increase in the [28:19] proceeds from it. I've said this before [28:22] here. Uh, you know, President Reagan [28:25] said if you want more of something, tax [28:26] it less. Well, state did not get the [28:29] memo, I guess. And so that they that [28:33] keeps going up every year, which I think [28:35] it's probably excessive. [28:37] We are up year to date about $10,810 [28:41] there. And then finally, you see the uh [28:44] video gaming tax. Slight increase there [28:46] year to date. Uh $2,46 [28:49] over where we were a year ago. There any [28:52] questions? I'd be happy to take those. [28:55] >> Mr. Payman, [28:57] a while back, we voted to give the part [29:00] of the proceeds to the cannabis tax to [29:04] the DARE organization. Um, I've had a [29:07] lot of great comments about our our DARE [29:09] organization and and people telling me [29:12] that their children are are involved in [29:15] the things that Mrs. Fier does. [29:17] Obviously, the state of Illinois um saw [29:21] to it because she just won the award for [29:23] outstanding dare officer. Can you [29:25] explain or just add another one of your [29:29] many numbers in your overexed numbers of [29:32] numbers you give us? what what is uh [29:37] what did she receive last month from [29:39] >> I [29:40] >> her portion of the cannabis [29:41] >> I don't have that uh in front of me if [29:46] >> yeah it was a little over 700 but and it [29:49] has been consistently that but I don't [29:50] have the exact exact number for you if [29:53] you're talking about we take part of [29:56] that and put it in the fire fireman's [29:58] pension fund part of it in the police [29:59] pension fund and then part of what [30:01] remains in the general fund we've we've [30:03] put into the DARE program and and the [30:06] city clerk is correct. It's run right it [30:08] depending on how much we get in in any [30:10] given month uh runs right around $650 to [30:14] $750. [30:15] >> Did she get anything from the city [30:17] monthly before we voted that? So it's a [30:20] significant bump in our DARE program. [30:23] >> Yeah. [30:24] >> So [30:24] >> yeah, [30:25] >> congratulations to everybody that voted [30:26] for that. That's a money well spent. [30:33] Okay. Anything else, Mr. Conso? [30:35] >> No, that's all I have unless there's any [30:37] other questions. [30:38] >> Okay. Thank you. Next up is item 8B, [30:41] city clerk's report for June 2025. Miss [30:44] Baitman, [30:45] >> in the month of June, we received [30:47] $251,214.11 [30:51] for sewer receipts, which um $26,71148 [30:56] came from both prisons. [31:00] That's it. [31:01] >> Okay. Questions for Miss Baitman. [31:04] Okay. Thank you. Next is 8 C department [31:07] head reports for June 2025. Those are [31:09] either already on the city website or [31:11] will be shortly. [31:14] Okay. [31:30] » Move to approve. [31:31] >> Second. [31:32] >> Alderman Sanders made the motion. [31:33] Alderwoman Mlen second. Discussion. [31:38] >> Roll call, please. [31:39] >> Miss Mcclullen. [31:41] >> Yes. [31:42] >> Mr. Parrot. [31:42] >> Yes. [31:43] >> Mr. Mr. DS. [31:44] >> Yes. [31:44] >> Mr. Clemens. [31:46] >> Yes. [31:46] >> Mrs. Odonu. [31:47] >> Yes. [31:48] >> Mr. Anderson. [31:48] >> Yes. [31:49] >> Mr. Baitman. [31:50] >> Yes. [31:50] >> Mr. Sanders. [31:51] >> Yes. [31:54] » Next item is 9B. Approval of RAZ FBD [31:58] replacement for the operation of the [32:00] wastewater treatment plant from the [32:02] sewer on&m fund in an amount not to [32:04] exceed $55,100. [32:08] Motion. [32:10] >> Second. Alwoman Odon made the motion. [32:13] Alderman DS second. Discussion. [32:17] Roll call, please. [32:18] >> Mr. DS, [32:19] >> yes. [32:20] >> Mr. Clemens, [32:21] >> yes. [33:19] >> So moved. [33:20] >> Second. [33:21] >> Alderman Parrot made the motion. [33:22] Alderwoman Mlullen second. Discussion. [33:27] » Roll call, please. [33:28] >> Mrs. Mlen. [33:30] >> Yes. Mr. Mr. Perro, [33:32] >> yes. [33:32] >> Mr. DS, [33:33] >> yes. [33:33] >> Mr. Clemens, [33:35] >> yes. [33:35] >> Mrs. Odon, [33:36] >> yes. [33:36] >> Mr. Anderson, [33:38] >> yes. [33:38] >> Baitman, [33:39] >> yes. [33:39] >> Mr. Sanders, [33:40] >> yes. [33:41] >> That brings us down to announcements. [33:43] Um, I would just like to [33:46] thank the third Friday committee for all [33:50] of their work this season. This past [33:51] Friday was our last third Friday. Um, [33:54] really great turnout. It looked like [33:56] everybody had fun. um you know, it just [34:00] went off well and and um can't say [34:03] enough good things about it. So, thank [34:05] you to the committee. It's a lot of hard [34:07] work to do that. Um even outside of the [34:10] event, we we we meet monthly. There's a [34:13] lot of work. Miss Baitman especially [34:14] does a lot for us. And um the committee, [34:19] those members are down there from like [34:21] 4:00 all the way until 10 or so, 11:00. [34:24] And so it makes for a long day, but well [34:27] worth it. So I'm glad everybody enjoyed [34:29] it. [34:32] That's all I have. Um any other [34:33] announcements, Mr. Baitman? [34:37] >> So next week I'm going to put on the cow [34:40] uh for consideration a possible [34:43] modification to the street closure for [34:45] the downtown portion of the Bloons Over [34:48] 66 festival. This festival is getting [34:52] extremely popular. Um, again, uh, the [34:56] fourth year coming out of COVID, we have [34:58] people that would like to be involved, [35:00] but we we just don't have the street [35:03] space to put them. Um, churches and and [35:07] other things. and I will bring forth a [35:12] try to do the best I can to bring forth [35:14] a um map showing where everything is [35:19] going because there's a lot of [35:20] suggestions [35:22] that are being tossed out there on on [35:25] things we could do differently. But [35:28] logistically, [35:30] I don't know how we could change it. Uh [35:32] those of you that are on the third [35:34] Friday committee understand part of that [35:35] with the electrical requirements and [35:38] such. Um we have people that need [35:41] certain kinds of electricity and people [35:43] that need water and and stuff, but um [35:47] the art fair is actually um grown ex [35:52] quite a bit this year um to the point [35:55] where they have used up all the space [35:57] that was uh given them and they have [36:01] asked um that they would like to not [36:04] shut off registrations. [36:07] if we can get a little extra street [36:09] space, they would like to still add [36:10] other art vendors. Um, and there's just [36:14] a couple other things that that [36:17] according to our committee uh would be very beneficial to the crowds [36:22] that's that's going to come down. And uh [36:25] I just want to explain again that this [36:27] is different from back in the past. Um [36:31] each group has their own committee and [36:34] we talk constantly and then once a month [36:37] representatives from each group meet and [36:41] discuss it as a festival as a whole. Um [36:46] even Chief Meister has attended one of [36:48] those meetings so we can try to work on [36:50] traffic and tr crowd control and stuff [36:53] to make sure everything goes smoothly. [36:54] So, I I hope uh you guys are open to our [36:57] suggestion next week and I will try to [36:59] make it as detailed as I possibly can [37:01] because we're coming up on 30 days and [37:05] um I think it's going to be one of the [37:07] biggest festivals ever this year. [37:12] Okay. Any other announcements this [37:14] evening? [37:17] There are no other announcements. I'll [37:18] entertain a motion to adjurnn. Motion to [37:20] adjurnn. [37:22] Alderman [37:23] DS made the motion. Alderman Clemens [37:26] second. All in favor say I. I. [37:28] >> All oppose. Same sign. This meeting is [37:31] adjourned at 6:41 p.m.
