with our esteemed commission,

obviously I have known many of
[2:25]
you for years.

And I know that we are missing
[2:31]
two commissioners, but I go back
[2:31]
with those two gentlemen for
[2:33]
many years.
[2:36]
I was chief of staff when he was
[2:36]
a councilmember.
[2:38]
I know -- have known many of you
[2:39]
for many many years.
[2:41]
But our relationship is
[2:41]
different now.
[2:43]
Since I'
[2:44]
m the mayor of the
[2:45]
incredible city of long beach.
[2:47]
And I have the responsibility to
[2:49]
think about the future of our
[2:51]
city, to make sure that we are
[2:55]
being mindful of our leadership,
[2:57]
are responsible de, and our
[2:57]
future.

And I wanted to come down
[3:02]
tomorrow, is mark'
[3:02]
s the hundred
[3:05]
days since I delivered are 100
[3:07]
day plan, our opportunity to
[3:08]
beach the agenda at the state of
[3:08]
the city.
[3:14]
In that plan I talked about our
[3:16]
leadership and responsibilities
[3:17]
to the poor.
[3:19]
We have the greenport, I don'
[3:20]
t
[3:22]
care what others will say, the
[3:24]
second largest port in america.
[3:25]
We have a tremendous
[3:25]
responsibility to our
[3:28]
communities, to our leadership
[3:29]
for the region, and to cleanour
[3:30]
air.
[3:33]
That is what I wanted to come
[3:34]
and talk to you briefly about
[3:36]
today.
[3:37]
I submitted a letter to the
[3:40]
board that really talks about
[3:41]
some of our expectations and our
[3:43]
hopes for the harbor commission
[3:44]
and our port of long beach in
[3:45]
the future.
[3:48]
And I think, based on our
[3:49]
conversations, with your team
[3:51]
and many of you, you are with
[3:52]
much of this.
[3:53]
It comes down to three things.
[3:59]
Our ability to compete, our
[4:00]
competitiveness, veterans one.
[4:05]
Clean air, and our commitment to
[4:05]
community.
[4:10]
Those three values are
[4:11]
commitments that long beach has,
[4:14]
and I hope to see real action on
[4:15]
from our board of harbor
[4:16]
commissioners.
[4:18]
As it relates to the
[4:24]
conversation, we need to be
[4:26]
mindful of growth at our port.
[4:31]
We have an opportunity over the
[4:33]
next decade with the bipartisan
[4:33]
infrastructure asked to really
[4:39]
invest in the structure that --
[4:43]
infrastructure that is greener
[4:45]
and cleaner.
[4:45]
Let'
[4:46]
s work together to
[4:46]
prioritize our port of long
[4:51]
beach, I am meeting with the
[4:53]
administration regularly to
[4:54]
advocate for resources, we are
[4:56]
proud of the 10 year labor
[4:57]
agreement that we have come to
[4:59]
with our building trades which
[5:01]
allows us to prioritize good
[5:04]
jobs and labor peace that allows
[5:05]
us to maintain our competitive
[5:05]
edge.
[5:08]
We also know that how well the
[5:10]
port does has a direct
[5:11]
relationship to the city'
[5:11]
s
[5:11]
bottom line.
[5:12]
The city'
[5:15]
s revenue will be
[5:17]
changing over te next decade or
[5:17]
so, you'
[5:20]
ll see reductions as
[5:20]
relates to oil produced in our
[5:21]
communities.
[5:23]
Let'
[5:23]
s see that as an opportunity
[5:25]
to grow our revenue.
[5:29]
When we invest in things like
[5:32]
charging stations at the port
[5:33]
and allow shorts to plug-in, not
[5:35]
only does it clean our air, but
[5:37]
when we plug in, we charge
[5:38]
utilities tax.
[5:40]
We make money when people
[5:40]
plug-in in as a city.
[5:44]
We are able to hire
[5:45]
firefighters, police officers,
[5:45]
build more parks.
[5:48]
It is in our strategic interests
[5:52]
that we continue to invest in
[5:53]
electrification and cleaning
[5:54]
infrastructure in our port is
[5:55]
tied to our ability to complete.
[5:58]
The second part on clean air, we
[5:59]
talked a lot about this in our
[5:59]
letter.
[6:01]
We will have to continue to show
[6:01]
leadership.
[6:05]
We have a great record in our
[6:07]
port and it has been what have
[6:08]
you done for us lately.
[6:12]
the goal will continue to move
[6:12]
forward.
[6:13]
Some things we talked about our
[6:17]
commitments to 100 publicly
[6:17]
available charging stations
[6:18]
within three years.
[6:19]
This is a call we can achieve
[6:19]
together.
[6:23]
Her projects in the works now,
[6:26]
there have been strides made.
[6:30]
There are chucks start --
[6:30]
struggling to make this
[6:31]
transition in our community.
[6:35]
Our local truck drivers need a
[6:36]
lot of support in this
[6:38]
transition, you'
[6:40]
ve done a lot, I
[6:43]
have paid attention, I served as
[6:45]
the chair of the technology and
[6:48]
marine affairs committee --
[6:48]
committee.
[6:48]
I'
[6:49]
ve been on the council for
[6:50]
eight years.
[6:51]
I know what the challenges are.
[6:54]
But we need to make sure we have
[6:57]
local funds available and
[6:59]
establish a local fund for local
[7:03]
smaller haulers to adopt cleaner
[7:06]
technologies and zero emission
[7:06]
tracks as they come along.
[7:12]
And the third thing is, I
[7:15]
applaud you for taking a step to
[7:17]
create a clean air rate for
[7:19]
sharks, thank you for that, but
[7:19]
when we established if there was
[7:21]
a conversation about you sure
[7:23]
that we take steps to make sure
[7:26]
that the rate is set where we
[7:27]
can make enough money to
[7:29]
actually sort of spur the
[7:31]
transition in zero emissions.
[7:34]
So thank you for the $10 but we
[7:35]
have to get the $20 this year.
[7:37]
I also note the competitive
[7:38]
nature.
[7:41]
We just talked about
[7:43]
competition, we understand our
[7:44]
competition with other court
[7:44]
dashboards.
[7:47]
we will help you with that.
[7:49]
We have two mayors into big
[7:51]
cities and we look forward to
[7:52]
working with a shared vision to
[7:53]
make sure we don'
[7:54]
t see ourselves
[7:56]
as competition but collaborative
[7:58]
partners to make sure that our
[7:59]
region thrives and I will
[7:59]
continue to have those
[8:01]
conversations and keep you
[8:03]
updated on how those
[8:05]
conversations go.
[8:06]
And the last see is community.
[8:10]
We have the responsibility to
[8:12]
make sure that we leave our
[8:13]
communities in a better position
[8:14]
than when we found them.
[8:18]
That means making a promise to
[8:19]
the west side of long beach.
[8:22]
This is -- we are already to end
[8:23]
his partners in many many ways.
[8:27]
But we can think bigger and more
[8:28]
collaboratively with the state
[8:28]
and the federal government.
[8:31]
We have a new assembly member in
[8:35]
the state, josh lowenthal,
[8:35]
right.
[8:36]
He represents the west side.
[8:39]
Our federal government, we have
[8:41]
on the west side of town, you
[8:43]
have robert garcia and paragon.
[8:48]
We will be working with these
[8:50]
agencies empties into and see --
[8:51]
entities to prioritize clean air
[8:54]
and infrastructure and implement
[8:54]
the westside livability plan and
[8:57]
taking a look at the freeway.
[8:59]
All of those projects will make
[9:03]
a meaningful different --
[9:03]
difference for people on the
[9:05]
west part of town.
[9:06]
What we should do is work
[9:08]
together on one collaborative
[9:09]
strategy, one westside promise
[9:12]
for all levels of government,
[9:12]
ports, city, federal and state.
[9:17]
As we think in the next 10 years
[9:21]
with the inflation reduction
[9:23]
act, we should have one
[9:25]
coordinated strategy to make a
[9:27]
meaningful difference in the
[9:28]
lives of those people.
[9:29]
We will continue to have
[9:31]
conversations with you and
[9:32]
conversations as we appoint the
[9:37]
new committee -- mitigation
[9:38]
committee, we will be developing
[9:41]
new commission -- delivering new
[9:43]
commissioners and a matter of
[9:47]
weeks, and we want to look over
[9:49]
our legacy and make the real
[9:49]
commitment to leave our
[9:50]
communities in better positions
[9:52]
than they were when they found
[9:53]
them.

I took up a lot more time than
[9:56]

was important to come down to

you in the first 100 days and

During my childhood operators

took all that land and turned it

into crude oil breeding sites.

I was born with my mother there

during that.

Of time and I have a leaky valve

in my heart.

bicycle and bonnie, you used to

dinner, and I was the young

sit on my front porch and have a

nice warm cup of coffee I can

watch the sun come up over the
[12:06]
710 wall and see the tops of the
[12:08]
diesel chucks going by.
[12:12]
And I said I would talk to my
[12:13]
neighbors and I make real
[12:14]
friends in real life.
[12:18]
And we all go through this type
[12:21]
of issue, my one neighbor just
[12:23]
died from copd, everybody that
[12:26]
came to my neighbor --
[12:27]
neighbor'
[12:27]
s house to say don'
[12:28]

live with on the look -- auntie
[12:33]
lola because it is pierced over
[12:34]
there because everyone that came
[12:36]
from the south from her family,
[12:39]
she was the child of 11, they

all passed away at living in the

westside from cancer, childhood

leukemia, if I could explain to
[12:50]
you the cost, I know that you
[12:52]
want to have more business in
[12:55]
the westside, you want to do all
[12:58]
these things and promises and
[13:01]
westside livability promises,
[13:01]
and we don'
[13:01]
t want any of that.

We want no diabetes.
[13:05]
We want to breathe.

We don'

t want to walk in

wheelchairs.

westside livability plan sits

right now, and is this what I

talk of her like the mayor, I

know my time.

transformational port master
[14:18]
plan.
[14:21]
I just want to shout out people
[14:23]
like emily, many of us took time
[14:24]
to be here in the middle of the
[14:26]
day to testify and I hope that
[14:29]
we can influence staff and all
[14:30]
of you to take in our concerns.
[14:34]
We do work with staff here and
[14:36]
we appreciate all of the
[14:38]
collaboration so far on grants
[14:41]
and all of the different
[14:42]
opportunities that mayor
[14:42]
richardson flight for us to
[14:43]
collaborate on.
[14:47]
So, we are well aware that zero
[14:49]
emissions is just not reflected
[14:51]
as best as it can be in the 20
[14:53]
year plant that is met for the
[14:54]
fourth.
[14:55]
Some aspects that we would like
[15:00]
to see improved arc the cleaning
[15:02]
truck front rate, $10 is not
[15:02]
equitable.
[15:08]
We have been here before, at
[15:14]
least a $50 rate, what I believe
[15:16]
is equitable, we don'
[15:16]
t need any
[15:17]
more fossil fuel infrastructure
[15:20]
to be grown at the port, and to
[15:21]
see that in the plant as far as
[15:24]
forecasting for infrastructure
[15:26]
and we need, like I mentioned
[15:27]
earlier, we need more community
[15:29]
engagement.
[15:32]
A monumental piece of
[15:32]
information has been released by
[15:35]
the american lung association, I
[15:39]
expect you -- encourage you to
[15:40]
check out that report.
[15:41]
The report found that california
[15:45]
cities and mostly L.A. Cities,
[15:48]
L.A. County cities, ranked
[15:50]
number one in the nation for six
[15:51]
out of 10 most ozone polluted
[15:53]
cities.
[15:54]
So, let me tell you.
[15:58]
L.A. County cities are number
[15:59]
one.
[16:00]
For ozone.
[16:02]
That means small.
[16:06]
We cannot afford to let the
[16:08]
emissions that come from oil
[16:09]
bunkering and ships continuing
[16:11]
to harm folks, we know that, the
[16:13]
air resources board'
[16:13]
s passing
[16:17]
monumental regulations for rules
[16:23]
for dock procedures, but we need
[16:26]
to see more support for zero
[16:26]
emissions in your master plan.
[16:28]
There needs to be more
[16:28]
engagement.
[16:31]
This is not enough, us 10 people
[16:34]
being here at one of your
[16:35]
meetings is not enough.
[16:39]
We need to see more meetings to
[16:40]
express ideas and collaborate
[16:41]
with you all as you have been.
[16:43]

environment regardless of zip
[17:20]
code.

For this reason we are deeply
[17:22]
concerned that the courts are
[17:23]
still dominated by heavy-duty
[17:27]
diesel truck -- tracks that
[17:31]
pollute the air that children,
[17:32]
elderly residents and families
[17:33]
are supposed -- forced to
[17:33]
breathe.
[17:36]
There have been numerous studies
[17:38]
released about their short life
[17:40]
expectancy.
[17:45]
While we approve of the voucher
[17:48]
program, mower -- more must be
[17:53]
done to reduce emissions by
[17:54]
2035.
[17:54]
There are three things that I
[17:55]
would like to touch on today.
[17:59]
The fleets rule would require
[18:02]
that on jenny jack -- JANUARY 1,
[18:06]
all new tracks must be zero
[18:07]
emissions.
[18:07]
The courts must double down.
[18:13]
they must incentvize funding in
[18:16]
the very near term to
[18:17]
accommodate the upcoming
[18:18]
regulatory change.
[18:21]
The ports must increase the fund
[18:27]
raised to $70 per te you to
[18:29]
support the shift to one hundred
[18:29]
percent zero emissions trucking.
[18:33]
It will not be usable for fleets
[18:34]
to deploy zero emission truck
[18:36]
until funding is secured to
[18:37]
cover zero emission
[18:38]
infrastructure.
[18:39]
We strongly support the
[18:44]
direction of the port to focus
[18:44]
on zero emission tracks only and
[18:45]
asked the ports do not extend
[18:49]
any exceptions for natural gas
[18:49]
tracks that harm our community.
[18:52]
We urge the ports to prioritize
[18:57]
public health and safety by
[18:58]
rapidly transitioning to zero
[18:58]
emission technology.

I am here to urge the port of
[19:30]
long beach to take further
[19:31]
action on their pending port
[19:34]
master plan to really accelerate
[19:34]
the turnover 20 emission shifts
[19:35]
and tracks.
[19:39]
I am deeply -- deeply concerned
[19:39]
about the lack of progress to
[19:42]
date in large part because of
[19:43]
the impacts on committee health
[19:45]
and climate.
[19:47]
In communities like west long
[19:49]
beach where emily lives, which
[19:53]
is adjacent to our ports, the
[19:54]
average life expectancy falls
[19:57]
eight years shorter than the
[19:58]
average in the county.
[19:58]
that is simply unacceptable.
[20:01]
Our peoples lives cannot be at
[20:03]
stake for the prophets of the
[20:04]
fossil fuel industry.
[20:07]
This has a disproportionate
[20:08]
impact on communities of color,
[20:10]
with black lung -- black long
[20:13]
beach residents being
[20:14]
hospitalized at rates eight
[20:20]
times and hispanic communities
[20:20]
at twice the rate as white long
[20:21]
beach residents.
[20:27]
This disproportionate impact
[20:28]
constitutes environmental racism
[20:28]
and injustice.
[20:33]
Children in long beach have
[20:34]
doubled asthma rates of children
[20:34]
across L.A. County.
[20:38]
We need further action to
[20:45]
advance the 100% zero emissions
[20:45]
fleet and we are thrilled there
[20:47]
is a strong belief in this by
[20:51]
2035, but we need strong interim
[20:51]
action.
[20:54]
It has been five years since the
[20:55]
action plan update and the ports
[21:00]
have only deployed 122 grant
[21:01]
funded zero emission vehicles
[21:03]
and only 60 battery electric
[21:06]
tracks in the port race
[21:08]
registry.
[21:09]
There are over 10,000 tracks
[21:12]
that regularly service the ports
[21:12]
and must be turned over 20
[21:13]
emission engines.
[21:16]
To date, we have done less than
[21:17]
1% of the fleet.
[21:19]
We urge you to advance action
[21:19]
much faster.
[21:22]
Especially in light of the
[21:25]
recent ipcc report, which shows
[21:32]
once again, if you -- critical
[21:35]
action must be taken or we will
[21:36]
see catastrophic climate change
[21:38]
here long beach, and the country
[21:38]
and across the war.
[21:42]
We know the impacts like sea
[21:44]
level rise, flooding and intense
[21:44]
heat.
[21:48]
We feel is impacts here in long
[21:49]
beach and know they will be
[21:51]
exacerbated by further delays.
[21:54]
We are calling on the port of
[21:56]
long beach harbor commissioners
[21:58]
to prioritize, health, --
[22:03]
climate and safety by an interim
[22:05]
target of 25% 2024.

I am here today, like my friends

members to comment on the
[23:03]
pending port master plan update.
[23:05]
The reason that we are so
[23:06]
passionate about the port master
[23:07]
plan update is that it is a once
[23:09]
in a generation land-use stock
[23:13]
event that outlines land-use for
[23:17]
the -- coming 20 years and those
[23:19]
20 years of the most critical
[23:23]
time for climate action in the
[23:24]
history of humanity.
[23:24]
So that'
[23:25]
s why this is so
[23:25]
important.
[23:28]
We have been very active over
[23:35]
the past in engaging community
[23:35]
members about the plan update.
[23:39]
We knocked on about 5000 doors
[23:45]
here in long beach, educating
[23:45]
folks on how the port master
[23:50]
plan update previously included
[23:51]
which about liquefied natural
[23:53]
gas anchoring.
[23:54]
-- bunkering.
[24:01]
We received thousands of
[24:05]
signatures certifying that
[24:08]
residents did not want any more
[24:11]
fossil fuel bunkering on county
[24:11]
property.
[24:14]
And now I am so grateful that we
[24:17]
received that letter from the
[24:18]
executive saying that he will
[24:21]
strike liquefied natural gas
[24:22]
bunkering from the update.
[24:25]
I am urging you with the fate of
[24:28]
humanity in your hands to take
[24:30]
this a step further and to ban
[24:33]
any new renewed or expanded
[24:36]
fossil fuel productions or
[24:37]
bunkering on port property to
[24:39]
properly respond to the climate
[24:42]
emergency that you currently
[24:42]
face.
[24:47]
The ipcc of the united nations
[24:50]
says we have before 2025 for
[24:51]
global climate emissions to peak
[24:56]
at 2030 four global climate
[24:57]
emissions to be halved from 2019
[24:58]
levels.
[25:00]
The port master plan update
[25:02]
needs to reflect the scientific
[25:04]
realities.
[25:08]
The port has a responsibility to
[25:11]
long beach, to local community,
[25:17]
and last SEPTEMBER we experience
[25:18]
record shattering heat waves.
[25:20]
109 degrees fahrenheit, the
[25:22]
hottest that it has ever been in
[25:24]
long beach in recorded history.
[25:24]
Why?
[25:28]
At climate change.
[25:29]
Hot -- human caused global
[25:29]
warming.
[25:30]

generation document, which is

why I am here because of, we

happened to get these things
[27:14]
out.

It'

s really important

opportunity which feels like a
[27:17]
really really good opportunity
[27:17]
right now to make some serious
[27:20]
change, to get closer to zero
[27:21]
emissions.
[27:24]
Which is reducing pollution,
[27:25]
protecting long beach residents,
[27:26]
and fighting climate change.
[27:33]
So, in addition to removing the
[27:34]
land-use designations, I also
[27:36]
urge you to increase the clean
[27:37]
truck fund rate and put money
[27:38]
into zero emission tracks in
[27:40]
order to achieve a truck fleet
[27:43]
that is putting 5% zero
[27:44]
emissions by 2024.
[27:47]
And I am looking at that and
[27:48]
thinking about the small stuff
[27:48]
that can be taken.
[27:51]
It feels like a big issue,
[27:52]
right.
[27:54]
How do we prevent the
[27:55]
catastrophes of the world.
[27:58]
And I would really like to see
[28:02]
that in motion in the port.
[28:04]
Small steps leading to the
[28:04]
bigger steps.

Which is to and fossil fuel
[28:10]
production completely.
[28:10]
Going forward.
[28:14]
Because we know we need to move
[28:17]
quickly and reduce emissions as
[28:18]
much as possible to mitigate
[28:20]
global catastrophe and protect

the people of long beach.

We need a just transition to
[28:25]
clean energy and I would love to
[28:28]
see the port of long beach be a
[28:29]
global leader in transitioning
[28:29]
to clean energy.

And the port is a huge economic
[28:53]
driver for long beach, and
[28:57]
massive engine that turns out
[28:58]
lots and lots of goods and jobs
[29:05]
and those exhaust fumes of that
[29:07]
economic engine are what many
[29:10]
residents of long beach and
[29:12]
especially the west side have to
[29:13]
live with everyday.
[29:19]
So, I am glad that the port is
[29:24]
taking it seriously, that is
[29:28]
your mission is -- zero
[29:29]
emissions are important but not
[29:33]
only for our planet but the
[29:34]
local scale, taking care of the
[29:35]
people who work there and live
[29:37]
in proximity to that port and
[29:38]
everything that he can provide.
[29:43]
I think that one of the things
[29:44]
that the port should be able to
[29:45]
provide is a not reduced
[29:45]
lifespan.
[29:52]
And so, I'
[29:53]
m here with pacific
[29:55]
environment to try and urge you
[30:02]
to double down on those
[30:05]
initiatives that are already
[30:06]
taking place, to set interim
[30:07]
goals and publicize those
[30:10]
interim goals, for moving to a
[30:10]
zero emission truck fleet.
[30:13]
Because, you know, the fear is
[30:18]
that the 2035 will come and go
[30:19]
and we are still short
[30:22]
significantly of what was
[30:23]
promised.
[30:25]
We want to avoid that.
[30:31]
We just want to make sure that
[30:36]
really firm and publicized
[30:36]
interim goals for the
[30:37]
electrification process would be
[30:39]
very important.
[30:43]
In addition to that, increasing
[30:50]
dte you rate would be beneficial
[30:51]

We have a lot of tracks coming

through, we have alameda

corridor transportation

authority, what more can be done

in terms of trying to

incentivize usage.

like to get those taken out and

figure out other ways of

I wish to highlight the benefit

of lng vessels.
[32:23]
They create emission reductions
[32:24]
and benefit air quality and
[32:29]
climate with 90% reductions in
[32:31]
smog, dpm, and a quarter
[32:32]
production in carbon dioxide.
[32:36]
How do we not desire this
[32:40]
technology when our programs are
[32:42]
designed to attract cleaner
[32:42]
vessels?
[32:46]
These are some of the cleanest
[32:46]
vessels available.
[32:53]
There are a few hundred lng
[32:54]
ships in operation, and there
[32:55]
are orders going.
[32:58]
Over 30% of the vessels still to
[32:58]
be built are lng.
[33:02]
So in about five years we could
[33:05]
have almost 600 vessels, which
[33:06]
means greater capacity and
[33:10]
greater emissions -- emission
[33:12]
losses as the shift grew in
[33:12]
size.
[33:16]
This does not include other
[33:17]
fuels such as ammonia or
[33:19]
methanol, which make up 80% of
[33:22]
the total order book.
[33:24]
An incredible shift from just
[33:25]
two years ago.
[33:29]
We are investing billions of
[33:29]
dollars into the cleanest
[33:30]
technologies available today,
[33:36]
and zero emissions vessels not
[33:41]
exist because -- in general.
[33:42]
Until then we must utilize the
[33:45]
cleanest fuels as transition
[33:45]
area fuels.
[33:49]
Demonstrations and research are
[33:52]
underway for these technologies,
[33:52]
but until these are proven, we
[33:56]
must attract those vessels
[34:00]
hereto are complex with feeling
[34:01]
capabilities and opportunities.
[34:03]
Otherwise it is going to be
[34:05]
those older, more traditional
[34:05]
field vessels.
[34:09]
To conclude, the port of long
[34:09]
beach is a greenport with
[34:12]
incredibly efficient zero
[34:17]
emission goals, and should use
[34:17]
these vessels in its
[34:17]
transformation.

are unable to share this story

There are human lives bearing
[35:16]
the cost and many of us are just
[35:17]
try to live our lives.

And I share this story which I
[35:20]
am about to share, I am an
[35:20]
immigrant from the philippines
[35:21]

and when it came to the U.S., my
[35:26]
family an my mom could only
[35:27]
afford to get a two bedroom to
[35:28]
have my grand parents, my mom
[35:31]
and dad and three kids.
[35:32]
Three generations in a two
[35:33]
bedroom apartment right next to
[35:38]
the railyard at the refinery.
[35:40]
I grew up in west long beach and
[35:41]
my brother was born a year later
[35:42]

[35:48]
He was -- needed and nebulizer
[35:49]
to break out of the womb.
[35:53]
I gear after, I was also
[35:54]
diagnosed with asthma.
[35:56]
The pollution that is affecting
[35:57]
neighborhoods like west long
[36:00]
beach and many others have real
[36:00]
costs.
[36:01]
It affects our daily lives.
[36:06]
I left west long beach and got a
[36:07]
home in carson, I went to school
[36:08]
and came back to work for ecr.
[36:12]
In west long beach.
[36:15]
After I started working and
[36:18]
doorknocking all across the 36,
[36:21]
35,000, 36,000 residents, I had
[36:21]
to get an inhaler again.
[36:25]
Because of the pollution I was
[36:27]
exposed to from my work.
[36:27]
Why am I saying that?
[36:32]
Because health is why many of us
[36:33]
are here.
[36:34]
As much as we can talk about
[36:35]
their missions technology, the
[36:37]
reason why people are asking for
[36:39]
clean technology that is truly
[36:40]
zero without has -- health
[36:41]
impact is because there is a
[36:44]
cost that the ports are not
[36:45]
paying for, you don'
[36:45]
t pay for my
[36:47]
medical bill or by inhaler, but
[36:49]
we have to bear the cost of
[36:50]
breathing in the contaminated
[36:50]
air.
[36:53]
That is why for me this is not
[36:54]
the only place I ask for clean
[36:56]
air and push for zero emissions
[36:57]
technology.
[36:59]
We are doing work everywhere to
[37:02]
get all of us to zero emissions,
[37:04]
true zero that does not have
[37:05]
other impacts that displaces the
[37:07]
cost of health to another
[37:07]
community and another
[37:09]
neighborhood.
[37:11]
I also want to uplift that while
[37:16]
I no longer am in west beach --
[37:17]
long beach as a resident, this
[37:18]
pollution affects all regions.
[37:20]
When we think about their
[37:20]
emissions we are putting down
[37:24]
and dashing down payment for the
[37:24]
entire region.
[37:27]
That is why I am here, to have a
[37:29]
plan to get 20 emissions and
[37:32]
engage residents, so we can hear
[37:32]
more stories.

And I hope that you don'

that there are people who are at
[37:37]
the end of these policy meetings

traffic service in san
[38:30]
francisco, so I know the port
[38:31]
and maritime community pretty
[38:31]

solar contractor to work on
[38:40]
solving the climate crisis
[38:42]
through my professional actions,
[38:43]
and I also do quite a bit of pro
[38:45]
bono work on climate solutions.

I am the coleader of the

electrification action team for
[38:50]
citizens climate lobby.
[38:54]
We advocate nationally for
[38:54]
carbon inhibiting and
[38:55]
electrified buildings.
[38:57]
And I was delighted to hear
[39:02]
mayor richardsons encouragement
[39:05]
to ask you all to pursue
[39:09]
electrification and
[39:09]
decarbonization strategies that
[39:10]
can address I think 90% of our
[39:12]
economy.
[39:13]
With technology that is on the
[39:13]
shelf.
[39:19]
So, that is viewed across the
[39:20]
renewable energy and climate
[39:24]
industry as really the low
[39:29]
hanging fruit, electrifying
[39:30]
machines and generating
[39:31]
electricity from zero carbon
[39:32]
sources.
[39:32]

and gas industry as our primary

source of enters -- energy, it

is 10% of global gdp that we

will be putting onto the machine

sciences says that -- is the

most comments machine in
[40:40]
existence, the electrode rate.

This is a complicated task and

the one hand we have a bad air

Back from my days when I was at

the port of long beach and I
[44:42]
helped develop the clean air act
[44:45]
and plan, we recognized early on
[44:47]
there was probably no more
[44:49]
difficult challenges in reducing
[44:50]
emissions from ships.
[44:52]
There were no alternative
[44:53]
technologies, there were limited
[44:56]
-- there was essentially
[44:57]
nothing, but we made some very
[44:58]
interesting progress.
[45:00]
We have the best and speed
[45:02]
reduction, which is six --
[45:03]
extremely successful in her
[45:05]
duchenne -- reducing emissions
[45:05]
and ships.
[45:08]
The coal reduces emissions.
[45:12]
That is technology that is used
[45:13]
across the container line
[45:19]
industry and tankers as well.
[45:23]
That being said, the still
[45:24]
remains the most retractable
[45:24]
source of ignition.
[45:27]
And when we need to look at what
[45:31]
we are going to do going
[45:32]
forward, I think the information
[45:32]
that'
[45:34]
s before us, the answer is
[45:36]
obvious, we need to embrace the
[45:37]
technologies.
[45:39]
The reason that this port needs
[45:42]
to embrace lng technology is
[45:43]
because the technology is
[45:43]
available today.
[45:45]
I think you'
[45:47]
re all aware of
[45:50]
vessel builds, vessel
[45:51]
deployment, how long it takes
[45:53]
technology to cripple -- triple
[45:55]
through the system.
[45:57]
Things like tier three vessels,
[45:59]
the cleanest vessels available.
[46:03]
We see single-digit percentages
[46:03]
of fleet integration
[46:07]
technologies, yet we actually
[46:09]
see use of lng ships today and
[46:09]
this port.
[46:12]
As you heard from my colleague,
[46:15]
those ships are being built and
[46:15]
are being deployed.
[46:18]
When you consider whether or not
[46:21]
people use lng ships versus the
[46:23]
port lng ship, to say no to lng
[46:26]
is to say no to clean air
[46:29]
emission cleaner ships.
[46:31]
I like to read one line to you
[46:32]
from environmental pollution.
[46:33]
It'
[46:35]
s an international journal
[46:35]
that publishes high-quality
[46:38]
research on the environmental
[46:38]
pollution act.
[46:43]
The rescind paper said results
[46:45]
show that particulate matter and
[46:48]
carbon dioxide were reduced by
[46:53]
93%, 97%, 92% and 18%
[46:54]
respectively from switching to
[46:54]
diesel to natural gas.
[46:57]
Reductions provide a valuable
[46:58]
tool for the miniport community
[47:00]
struggling with their qualities.
[47:02]
If you want to have an immediate
[47:09]
impact from ships in terms of
[47:11]
reducing emission on local
[47:12]
communities, you need to embrace
[47:13]
lng.
[47:13]

california has 58 counties.

Per that report of the 58
[48:51]
counties, 55 received a -- , not
[48:51]
just L.A. County.
[48:53]
There were three counties to the
[48:57]
north, yolo being one of them,
[48:57]
that did not get an f.
[49:01]
They were california counties.
[49:01]
The point I'
[49:06]
m trying to make is
[49:07]
there are 15 million registered
[49:09]
heavy duty trucks in the state
[49:10]
of california.
[49:13]
On any given day there is 1.8
[49:17]
million trucks -- heavy-duty
[49:17]
trucks on california highways.
[49:25]
Percentage of trucks is --
[49:26]
compared to that number, which
[49:29]
tells us that the environmental
[49:33]
advocacy was definitely on point
[49:36]
when it comes to transportation
[49:37]
being a major factor.
[49:38]
Across-the-board.
[49:48]
In fact, 40% the point on child
[49:50]
-- china make is twofold.
[49:57]
The complex includes our
[49:58]
colleagues over the bridge.
[50:03]
Having been formal CHAIRMAN, I
[50:05]
could tell you that the san
[50:09]
pedro paper ports are far ahead
[50:12]
of any gateway in the country of
[50:17]
what the request is that the
[50:18]
goal is your emission by 2030.
[50:24]
hence, in my view, to make this
[50:26]
a better world, and from a
[50:30]
domestic one, the usa, that
[50:33]
mayor made a statement in regard
[50:34]
to our competition.
[50:38]
The back of the matter is we are
[50:39]
an economic engine not just for
[50:41]
the region prefer the state of
[50:42]
california and an economic
[50:45]
engine that emphasis essential
[50:48]
percentage of our revenue to our
[50:50]
mental sustainable -- our
[50:50]
competitors do not do that.
[50:55]
So I would encourage the
[50:56]
environmental advocacy not only
[51:01]
to continue to -- well intended
[51:03]
advocacy, but that advocacy
[51:05]
should be directed to other
[51:07]
ports in the nation, which are
[51:09]
substantial contributor to
[51:10]
harmful emissions and do not
[51:12]
have the policies that the san
[51:14]
pedro reports two.
[51:16]
That'
[51:16]
s one way to address our
[51:20]
competitive edge to get these
[51:21]
other ports in the nation to
[51:23]
direct their revenue and their
[51:28]
interest in reducing harmful
[51:28]
emissions for which we have
[51:31]
common ground and we are on the
[51:33]
same page.
[51:35]
The last thing I will say, as it
[51:37]
relates to transportation,
[51:40]
currently 2% of california
[51:43]
vehicles today are zero
[51:45]
emission.
[51:47]
To the point, I think those of
[51:52]
us, in particular this port,
[51:53]
will lead by example.
[51:56]
As you know we are converting
[51:57]
all plates at the time
[51:57]
appropriate to zero emission.
[52:03]
So it seems to me we need to
[52:06]
join on full-court press to have
[52:06]
our society transition to zero
[52:09]
emission.
[52:10]
There'
[52:13]
s 55 of the 58 counties
[52:15]
that received an f in this air
[52:15]
study reference.
[52:19]
The more importantly, with
[52:22]
regard to heavy-duty trucks, I
[52:23]
would encourage, at the national
[52:24]
level, for the environmental
[52:28]
community to focus at those
[52:30]
ports that would strive to
[52:31]
receive or obtain their cargo
[52:33]
that comes in through the most
[52:37]
important gateway to direct
[52:41]
those ports to have a green
[52:43]
truck plan to reduce their
[52:46]
emissions from their operations
[52:49]
and to have a -- as we do here
[52:50]
to strive for zero emissions.

s the way that we will be
[52:55]
able to not only make this a
[52:56]
better world, but have the
[52:59]
united states be a leader when
[53:00]
it comes to reducing emissions

Today staff is requesting that

the board approve entering into
[54:42]
a contract with cow start to
[54:44]
administer the ports clean show
[54:49]
fund raise zero emission truck
[54:49]
voucher incentive program.
[54:52]
As you will recall, on NOVEMBER
[54:53]
22, 2021 the board approve the
[54:57]
chair implementing their claim
[55:00]
chuck fund rate of $10 per tpu
[55:01]
for the pickup and drop-off of
[55:02]
loaded containers by truck.
[55:05]
The ctf rate is an important
[55:07]
strategy identified in the clean
[55:11]
air action plan 2017 update that
[55:12]
is generating funds to be used
[55:15]
to accelerate the transition to
[55:16]
zero emission by 2035.
[55:19]
The collection of this etf rate
[55:22]
commenced on APRIL 1, 2022,
[55:24]
almost 40 million is expected to
[55:25]
be collected by the port of long
[55:28]
beach the first year with 80
[55:29]
million collected between the
[55:30]
two ports.
[55:33]
We are forecasting as much as
[55:33]
150 million will be collected by
[55:36]
both ports by JANUARY 2024.
[55:42]
To date, the port has allocated
[55:43]
approximately two half-million
[55:44]
dollars of those collected
[55:44]
funds.
[55:49]
Current rate, demand -- the
[55:49]
demand for vouchers is low.
[55:53]
Last SEPTEMBER they released an
[55:57]
initial $5 million voucher with
[56:00]
the initial solicitation for $5
[56:01]
million with the voucher through
[56:03]
the zero in emission truck and
[56:03]
bus voucher for h meth.
[56:07]
This list -- for a trip.
[56:14]
Quest for vouchers being
[56:14]
received.
[56:16]
Furthermore there was still $79
[56:18]
million of unallocated funds for
[56:19]
fiscal year 2021 in the program.
[56:23]

The low demand for truck
[56:28]
vouchers is likely due to
[56:30]
several factors, including
[56:32]
increasing truck costs, the lack
[56:34]
of availability and projected at
[56:36]
-- and production constraints,
[56:39]
concerns over truck performance
[56:39]
and range.
[56:43]
The lack of zero emission
[56:43]
infrastructure and challenges
[56:45]
with installation at depots.
[56:47]
Due to the low initial demand,
[56:52]
port stack -- staff work to
[56:53]
modify our original framework of
[56:55]
the program from providing more
[56:58]
of the standard vouchers to
[56:59]
instead provide supplemental
[57:02]
vouchers or close ups to carbs
[57:04]
standard 150 thousand dollars
[57:04]
voucher program.
[57:07]
The plus ups for provide an
[57:09]
additional $75,000 per truck,
[57:13]
small ones of less than 10
[57:14]
trucks would receive additional
[57:17]
$25,000 incentive per truck.
[57:19]
We believe that the additional
[57:22]
amounts will help in part to
[57:23]
counter react to the increasing
[57:24]
cost and increased demand.
[57:27]
In addition, the availability of
[57:29]
production constraints are some
[57:30]
that showing signs of
[57:31]
improvement.
[57:33]
We have started seeing
[57:34]
increasing numbers of zero
[57:35]
emission trucks enter.
[57:39]
Now up to 82 battery electric
[57:39]
trucks and three fuel-cell
[57:39]
trucks.
[57:43]
The port of long beach has been
[57:45]
actively supporting efforts to
[57:47]
increase the availability of
[57:48]
public ability heavy-duty
[57:50]
charging.
[57:53]
As you will recall we recently
[57:53]
entered into leases for property
[57:59]
within the port for providing
[58:00]
heavy-duty charging and we are
[58:01]
prepared to release two
[58:03]
additional charging sites later
[58:03]
this year.
[58:08]
As a trucks get out on the road
[58:11]
and become more familiar, we
[58:12]
anticipate increased acceptance
[58:12]
and adoption.
[58:17]
Staff will continue to closely
[58:19]
monitor the proposed program and
[58:20]
recommend adjustments as needed.
[58:23]
We anticipate returning to the
[58:26]
board with our two-year plan,
[58:29]
two plus year funding plan,
[58:30]
including our recommendations
[58:32]
for how to target the funding to
[58:33]
report and accelerate the
[58:33]
transition to zero mission
[58:36]
trucks in the coming board
[58:36]
meeting.
[58:39]
Finally, I want to know that
[58:43]
this contract with cow start
[58:44]
merges -- mirrors the contract
[58:49]
between them including 100
[58:50]
$50,000 limitation of liability
[58:53]
provision, none for
[58:54]
consequential, indirect,
[58:55]
incidental, or except lemon
[59:02]
sieve damages provision and in
[59:04]
the event of breach of contract,
[59:05]
negligence or fraud.
[59:08]

long beach in los angeles.

in the program.

t be able to
[59:57]
make it retroactively, but I
[59:59]
look forward to reports as this
[1:00:01]
program rolls out on truck
[1:00:03]
purchases and how often they are
[1:00:05]
calling at the ports and I thank

which is something we don'

But I do know that there are
[1:00:53]
hybrid diesel trucks that are
[1:00:53]
available.

And I think also it would be
[1:01:00]
good if we have the opportunity
[1:01:02]
to basically get an overview of
[1:01:02]
just where we stand for the
[1:01:06]
future production of any type of
[1:01:07]
heavy-duty vehicle that will
[1:01:10]
serve a purpose of the port.
[1:01:16]
At this point it'
[1:01:16]
s floating
[1:01:17]
along without really any
[1:01:21]
definitive answers and I'
[1:01:24]
amazed there is $75 million
[1:01:25]
still available for vouchers.
[1:01:32]
And of course the difficulty is
[1:01:37]
with electric vehicles, their
[1:01:38]
connectivity, their distance,
[1:01:41]
where can they recharge?
[1:01:43]
Especially one of the things --
[1:01:45]
which actually a trucker brought
[1:01:47]
up to me not too long ago, but
[1:01:49]
if you have an electric vehicle,
[1:01:52]
we are in the dead of winter and
[1:01:54]
go across the grapevine and he
[1:01:55]
ran out of energy and you don'
[1:01:59]
have recharging opportunities
[1:02:02]
there, you are in a real mess.
[1:02:08]
So I would like, if we can,
[1:02:10]
mario, if we could just get a
[1:02:13]
study session, where is the
[1:02:13]
industry right now?
[1:02:14]
I think we talked about this
[1:02:16]
before where we wanted to have
[1:02:23]
some type of a exhibition with
[1:02:24]
the products that are available
[1:02:26]
so we can all learn what'

At this point, we can overrate

everything, but what we

accomplishes very little in the

But this year we will have a

major quest to have cream port

fair to mirror what we had years

ago.

The to do exactly what you just
[1:03:10]
said, to demonstrate the
[1:03:14]
progress on whether it'
[1:03:17]
vehicles are moving towards a
[1:03:21]
mission, or reduced omission.
[1:03:24]
With that, one of the things we
[1:03:24]
have looked at, and I'
[1:03:25]
ve talked
[1:03:28]
to staff, there are certain type
[1:03:31]
vehicles, as I indicated, our
[1:03:33]
priorities to move towards
[1:03:34]
during emission, there MAY be
[1:03:36]
some vehicles that we will
[1:03:39]
continue in the hybrid mode for
[1:03:39]
a particular reason.
[1:03:42]
One is to make sure we take
[1:03:44]
advantage of reducing emissions
[1:03:44]
today.
[1:03:49]

to zero, it is a challenge.

have is of the 21,000 registered

trucks in the complex, we have
[1:08:01]
550 trucks that are either low
[1:08:04]
locks or zero emission trucks
[1:08:06]
and my understanding is of that

550, adr zero emission trucks
[1:08:13]
and of course most of them and
[1:08:14]
demonstration mode.
[1:08:17]
But in the years to come, in the
[1:08:18]
years to come we are more
[1:08:21]
optimistic that we will achieve
[1:08:24]
zero emissions before 2035.
[1:08:27]
But as this emission has said a
[1:08:30]
number of times, whatever we can
[1:08:33]
do to reduce emissions today,
[1:08:33]
that is certainly a priority for
[1:08:35]
us in terms of how we move.

s difficult to return
[1:08:41]
to think we will have a major
[1:08:46]
impact as one port and changing

the omissions trajectory with

I will give you a status update
[1:12:52]
on the demolition project,
[1:12:53]
completion of this project will
[1:12:55]
improve our critical
[1:12:55]
infrastructure by eliminating
[1:12:59]
maintenance, increasing the air
[1:13:02]
draft, the back channels for the
[1:13:06]
205 he offered by the
[1:13:07]
international long beach
[1:13:09]
gateway, open the new bixby park
[1:13:12]
or the memorial bicycle and
[1:13:17]
pedestrian path for public
[1:13:19]
access, clearing a last smaller
[1:13:21]
area for middle harbour, three
[1:13:23]
acres for the gate expansion,
[1:13:27]
and then allowing for the yellow
[1:13:28]
bridge footprint to be put to
[1:13:28]
good use.
[1:13:32]
We are glad to report that their
[1:13:33]
progress is progressing very
[1:13:33]
well under the leadership of our
[1:13:36]
port in-house staff.
[1:13:41]
Our consultant, wsb and our
[1:13:42]
contractor infrastructure west.
[1:13:46]
We are currently under budget
[1:13:47]
and we are currently on schedule
[1:13:49]
for completion by OCTOBER of
[1:13:50]
this year.

As an overview, this project

concludes dismantling and
[1:15:26]
removal of the main steel trust
[1:15:28]
bands, the steel plate approach
[1:15:29]
girders, advanced columns.
[1:15:33]
The embankments, access rents --
[1:15:35]
access ramps.
[1:15:39]
As a general overview, here are
[1:15:42]
some photographs of the things
[1:15:45]
that have been demolished or are
[1:15:46]
being demolished.
[1:15:50]
Here again is the 6.8 million
[1:15:52]
center span which during a 48
[1:15:55]
hour channel closure has lowered
[1:15:57]
onto a barge and moved out where
[1:15:59]
it was later dismantled, our
[1:16:01]
contractors tony this was
[1:16:02]
probably the most complicated
[1:16:04]
activity that they had ever
[1:16:04]
coordinated in a short amount of
[1:16:08]
time, but with the careful
[1:16:09]
coordination between the
[1:16:10]
contractor, the team and other
[1:16:13]
stakeholders in a lot of
[1:16:14]
engineering, this section was
[1:16:18]
safely lowered in just over 18
[1:16:19]
hours and allowing the back
[1:16:22]
channels would be open about 30
[1:16:23]
hours early.
[1:16:26]

So we then moved on to the
[1:16:36]
including the anchor arms, these
[1:16:38]
were cut into large sections,
[1:16:40]
which were lowered to the ground
[1:16:42]
and safely dismantled, next
[1:16:42]
slide.

Next were the deck and approach
[1:16:49]
girders, as you can see in the
[1:16:52]
upper left-hand corner there, we
[1:16:55]
were quite confined by the
[1:16:56]
replacement bridge, and
[1:16:56]
sometimes our operations being
[1:16:59]
only a few feet from that
[1:17:00]
restructure, but with all the
[1:17:02]
proper sequencing and selection
[1:17:07]
of equipment, and most of this
[1:17:08]
mile-long structure was lowered
[1:17:09]
to the ground in process and
[1:17:10]
transport of recycling.
[1:17:19]
Next up was the concrete
[1:17:21]
substructure including 32 peers
[1:17:22]
and their associated columns.
[1:17:24]
This work is almost complete
[1:17:29]
with only a few column elements
[1:17:30]
remaining.
[1:17:34]
Finally, the current status, the
[1:17:35]
contractors are currently
[1:17:37]
working on -- working on some of
[1:17:39]
the areas that they have begun
[1:17:42]
their final grading, and as you
[1:17:43]
can see in the upper right-hand
[1:17:48]
corner, the concrete rubble is
[1:17:50]
going to be taken to our site
[1:17:52]
where it will be processed and
[1:17:53]
recycle and it will be there for
[1:17:54]
a report projects.

He requested 30 day time from

a satisfactory purchase and

sales agreement in place.

That was denied out of hand, and

we are rapidly approaching --

continues to be an important

part of what it is today.

Imports and exports are in
[1:31:09]
extreme cargo, but also provides
[1:31:13]
commercial benefits to the port
[1:31:15]
of long beach and shipping
[1:31:15]
stakeholders.
[1:31:24]
To move this cargo it is santa
[1:31:28]
fe to reach it as you can see
[1:31:30]
from the exhibit colored and
[1:31:30]
black.
[1:31:38]
In the expansion project under
[1:31:38]
the support of the leading
[1:31:43]
program, nine straight crossings
[1:31:46]
will be permanently closed in
[1:31:50]
2027, eliminating the existing
[1:31:52]
hard rock.
[1:31:54]
So the improved route is
[1:31:59]
proposed and it is there for
[1:31:59]
anaheim state.
[1:32:05]
As shown in blue in the exhibit,
[1:32:09]
they will follow this to anaheim
[1:32:13]
way and make a left on anaheim
[1:32:14]
street.
[1:32:19]

striping in the insulation of

the new sidewalk in the

landscape.

Not to talk about the heavy hard
[1:33:28]
route that includes
[1:33:31]
transformers, compressors and
[1:33:33]
weaponizes that are going into
[1:33:34]
the badly needed infrastructure

project, including companies
[1:33:41]
like southern california edison
[1:33:43]
and noss -- los angeles
[1:33:45]
development of water and power.
[1:33:48]
In the existing terminal
[1:33:51]
operator that would be all
[1:33:55]
oversize cargo which would be on
[1:33:55]
its business.

So the root can be visited by
[1:34:03]
future construction projects on
[1:34:04]
the project sites.

Similar to what happened on the
[1:34:09]

Also, the port of long beach is

a port for potential movement,

providing this allows the U.S.

Military with readiness

continue to use this out rather

was a significant opportunity to

discuss critical issues with key
[1:43:26]
legislators, our focus was to
[1:43:28]
advocate for funding priorities
[1:43:30]
that would benefit the goods
[1:43:31]
movement industry in the
[1:43:34]
community that it served.
[1:43:35]
In particular we emphasize the
[1:43:38]
importance of investments in
[1:43:41]
california ports with historic
[1:43:42]
approved one-time funding.
[1:43:44]
During our meeting with key
[1:43:44]
legislators, we highlighted
[1:43:47]
efforts to combat climate change
[1:43:49]
like our zero program that will
[1:43:52]
guide the ports establishments
[1:43:53]
of partnerships and investments
[1:43:55]
to ensure we achieve our zero
[1:43:58]
emission, clean power and
[1:44:00]
decarbonization goals, we
[1:44:01]
emphasize the ports excitement
[1:44:03]
to support the states goal in
[1:44:06]
producing 25 gigawatts of
[1:44:08]
offshore wind power by 2045 with
[1:44:13]
our proposed floating offshore
[1:44:13]
wind staging and integration
[1:44:16]
facility.
[1:44:17]
The supply chain information
[1:44:21]
highway to maximize visibility
[1:44:23]
and efficiency in cargo movement
[1:44:24]
and the significance of
[1:44:29]
investing in the training campus
