Uh, there will be [19:05] refreshments to be had. And this year's [19:07] program, we decided to focus on uh a [19:10] letter from a Birmingham jail. If you [19:12] have not uh read that, I would highly [19:15] recommend you do. Uh it when you start [19:18] reading it, it feels like it was written [19:19] yesterday. Um to that I would like to uh [19:25] I find that if we have trouble for if we [19:28] have trouble finding the words, it's [19:30] most wise to look at the words of the [19:32] people who have come before us. Um so as [19:36] far as I know there are there are a lot [19:37] of people who are nervous around the [19:40] amount of uh protests that have popped [19:42] up around the United States and things [19:44] of that nature. Um, so I I would like to [19:46] read an excerpt from the letter from [19:48] Birmingham jail if you will allow me. [19:50] Um, you may well ask why direct action? [19:54] Why sitins, marches, and so forth? Isn't [19:56] negotiation a better path? You were [19:58] quite right in calling for negotiation. [20:01] Indeed, this is the very purpose of [20:02] direct action. Non-violent direct action [20:05] seeks to create such a crisis and foster [20:07] such a tension that a community which [20:09] has constantly refused to negotiate is [20:12] forced to confront this issue. It seeks [20:14] to so dramatize the issue that it can no [20:17] longer be ignored. My citing the [20:19] creation of tension as part of the work [20:21] of nonviolent resistor may sound rather [20:24] shocking, but I must confess that I am [20:26] not afraid of the word tension. I have [20:28] earnestly opposed violent tension, but [20:30] there is a type of constructive [20:32] nonviolent tension which is necessary [20:34] for growth. And to that I would say to [20:37] those who are nervous about the [20:39] non-violent protest you've seen pop up [20:42] um in the in honor of Dr. King, we [20:44] should embrace that tension. We should [20:47] push it because it will push for [20:49] conversations with folks who refuse to [20:51] have those. Um once again, I uh thank [20:55] you very much for uh for the [20:58] proclamation. I appreciate it and I hope [21:00] to continue to work with you all in the [21:02] future. Thank you. Flock is a [27:23] building tools to help you fight the [27:25] real crime affecting communities across [27:27] the country. Many activists don't like [27:29] that. Let's call this what it is. Flock [27:31] and the law enforcement agencies we [27:33] partner with are undercoordinated [27:35] attack. The attacks aren't new. You've [27:37] been dealing with this forever. And [27:39] we've been dealing with this since our [27:41] founding from the same activist groups [27:43] who want to defund the police, weaken [27:44] public safety, and normalize loness [27:46] lawlessness. Now they're producing [27:48] YouTube videos with misleading [27:50] headlines. They're also trying to turn a [27:52] public records process into a weapon [27:54] against you and against us. I [28:26] agree that people should not be able to [28:28] subpoena or request footage and [28:30] information from a system with such an [28:32] insanely broad and indiscriminate data [28:34] of citizens. I think however he wouldn't [28:36] agree with my reasons for and similar [28:39] requests have existed decades before [28:41] flock came to life. In fact, the CEO was [28:44] born after was requested. It is a very [28:46] important tool that allows citizens to [28:48] support the systems of check checks and [28:50] balances. It is not a weapon against [28:52] council members or the police, but it [28:54] does allow us to spot out the possible [28:56] bad apples. And I think in that case, [28:58] Flock and similar indiscriminate [29:00] automatic tracking tools is the bad [29:02] apple. And after all, if Flock didn't [29:05] want to be subjected to for risks, it [29:07] shouldn't have signed contracts with [29:08] public tax funded government. That is [29:12] all. I'd [30:40] say number one is that the document [30:44] known as Envision Longmont be suspended [30:47] immediately and until such time it is [30:50] modified, updated, or discarded. [30:53] Secondly, I'd ask that my subdivision be [30:57] returned to single family zoning. And to [31:00] summarize and give you some insight to [31:02] some of this, I have prepared and I will [31:05] leave with the city clerk a variety of [31:09] documents. [31:10] This one you might recognize comes from [31:14] Envision Longmont and Mr. Penland and [31:17] one of his staff gave me some insight to [31:20] it and I'm sorry but it doesn't have the [31:23] kind of support and validity that I [31:26] think the Longmont people deserve. as [31:28] well as there are contradictions in it [31:31] in envision Armont that contradict the [31:35] ninth edition of the planners guide that [31:37] was edited by one of the same people [31:40] from Clarion who had a hand in envision [31:43] logbot. I also was able to uh do [31:48] something fairly straightforward. [31:51] I find a lot of language in it ambiguous [31:54] and there are a lot of uh wiggle room [31:56] things. I ran the spelling, excuse me, [31:59] the reading test on it. Take a shot at [32:02] what reading level it is, [32:06] 14th grade. [32:08] And couple of teachers here might know [32:10] that that's not close to the average [32:12] reading level for the American public. A while back, [35:14] I reached out to you, the council, and [35:15] the city manager by email about this [35:17] issue, and I'd like to thank assistant [35:19] city manager Sandy for getting the flag [35:21] flying again last year underneath the [35:23] Colorado flag. But I'd also like to [35:26] continue this by initiating and [35:28] catalyzing two things this year as the [35:30] celebrations take place around America [35:32] and Colorado to mark our 250th [35:35] anniversary as a nation and our 150th [35:38] year as a state. Number one, I'd like to [35:41] see and I'm super thrilled to hear Diane [35:43] Christ uh a permanent third flag pole to [35:46] be installed right here outside our [35:47] civic center to fly our official [35:49] Longmont flag. I feel that if we don't [35:51] have a designated flag pole to celebrate [35:53] our city, it could very easily [35:55] accidentally not be flown again and then [35:57] once again disregarded for years to [35:59] come. So that's still my name [41:13] in the movement. Everyone in the [41:15] movement calls me Arkansas except for [41:18] Stokeley Carmichael. He called me Jim [41:21] because I met him before the movement. [41:24] He's the one that recruited me into the [41:27] movement. But I listened to Fanny Lou [41:30] Hamer speak uh um on the boardwalk in [41:33] Atlantic City. And um that's uh that's [41:38] uh what brought me in. Um the people of [41:42] Selma scheduled me on an airplane flight [41:45] and a hotel room um this March, but the [41:49] Boulder Elite blocked me from going. So [41:53] I'm not supposed to be able to be there [41:55] after 61 years uh in the movement. I [41:59] walked in a freezing rain. But um I was [42:03] organizer of rank and foul in the [42:05] teamsters and and uh the mail handlers [42:10] unions. And um um one just one thing I [42:16] organized a demonstration at the tangers [42:20] hall in Chicago in support of the farm [42:23] workers union. Their agents were killing [42:26] farm workers organizers at the time and [42:30] stealing the contracts from the growers [42:33] to to disc. [42:37] Dolores [42:39] created the union and Ella Baker [42:42] basically created the civil rights [42:44] movement. She organized both SNICK and [42:48] SCLC. But history is illegal in this [42:51] country and I'm a historian. [music] So [42:54] that's why I'm not allowed to speak. I'll be the first to say this is [43:31] not exactly a big problem and and seems [43:34] petty compared to some of the other [43:35] topics, but I just want to give you some [43:36] feedback so you know what's going on. Um [43:39] none of the issues are particularly [43:40] earthshattering but I think in the uh [43:42] accumulation uh they represent a decline [43:45] in standards at a time when costs have [43:47] increased dramatically. So I just want [43:48] to bring it to your attention. Firstly [43:50] this summer I noticed many of the ball [43:52] wash stations I told you this was not on [43:54] the same magnitude as the other topics [43:56] had been had been removed. Um I asked [43:59] management why and they said oh I asked [44:01] staff why and they said oh the [44:02] management doesn't like them. So I [44:04] emailed Keith Martin. No reply. I [44:06] followed up was introduced to Dan Ree uh [44:08] on the second attempt golf course [44:10] supervisor and received a reply removed [44:13] due to cost to maintain and to reduce [44:16] some of the clutter around the tea [44:18] boxes. So I I I replied back saying [44:22] clutter I don't understand what that is. [44:24] What what are you talking about? And [44:25] I've not since had a reply. These ball [44:27] stations are about 250 bucks each. So a [44:29] whole bunch of new ones have been put in [44:31] at Twin Peaks. So but at UK Creek we're [44:33] removing them. Uh secondly, um due to [44:37] concerns about slow pay, you probably [44:38] know if you're a golfer, you're limited [44:40] to a maximum of four players. So um we [44:43] the customers are expressly limited and [44:45] stopped from playing as a group of five [44:46] if you got an extra friend or anything. [44:48] So one, uh but I've noticed frequently [44:50] there are groups of five playing. I I [44:52] didn't give my address, Sundance Drive. [44:54] I oversee my I my house backs onto Uke. [44:58] So I asked the staff, I said, you know, [45:00] have you changed your policy? I noticed [45:01] some fives playing. Like no, no, no. And [45:03] I said, "What about the group yesterday [45:04] morning?" "Oh, they're employees." [45:05] "That's okay. They're employees." [45:07] "Okay." Another time I was playing as a [45:09] single. The group in four I caught up [45:11] with in front of me and they turned [45:12] around and said, "Do you want to play [45:13] with me? Do you want to play with us?" [45:15] Which is very nice. I said, "Well, no, [45:17] I'm okay, but actually I can't. We're [45:18] not supposed to play unless we're four's [45:21] the max." And they said, "Oh, it's okay. [45:23] We work here." was the reply. So, both [45:25] examples show a culture of entitlement [45:27] and hypocrisy and putting the employees [45:29] desires ahead of the customers. Thirdly, [45:32] in the summer, I saw a trench had been [45:34] dug between the fifth and sixth holes, [45:36] and it's filled with several thousand [45:39] range balls. Got a picture of that here, [45:42] too. This is just part of the trench. [45:44] You can obviously look at your leisure. [45:45] Um, so it's not covered. They just [45:48] they're just dumped there. Um, you know, [45:51] range balls don't compost as far as far [45:53] as I'm aware. So, I don't know what the [45:54] thinking was or why we're doing that. So [45:57] in conclusion, uh the decline in [45:59] standards seems to have happened at the [46:01] same time as prices have gone from 40 to [46:03] 50 for a round at the weekend to this [46:05] weekend, one of the rounds on Saturday [46:07] is $98. So over the last three years, [46:10] prices have have doubled uh going up 10 [46:13] 15% a year cumulatively. Uh standards [46:16] have dropped and uh I'm sharing this [46:19] feedback in the hope that one of three [46:21] things will happen. And at the very [46:22] least, whoever Dan and Keith report to, [46:25] let's give them this feedback and uh [46:28] hopefully they take the feedback [46:29] seriously. Even better, if there's a [46:31] formal annual review process, this [46:33] decline in standards is considered an [46:35] inaluation and any merit increases. Um [47:48] there's [47:50] the airports has has and I think you've [47:52] done a a lease review um uh [47:57] over the last couple of months, but uh [47:59] the inconsistency in the application of [48:02] the lease policies. Uh it's pretty [48:06] pretty bad, pretty offensive to uh some [48:09] people that are looking for 30-year [48:10] leases that um probably shouldn't have [48:13] got them and some people that wish to [48:16] have them, what have you. [48:19] The the idea that increased air traffic [48:22] for the sake of increasing the number of [48:24] operations is not a benefit to Longmont. [48:27] We got a lot of flights here that don't [48:29] spend any time in Longmont. They don't [48:31] spend any time on the ground. they don't [48:34] refuel here. They're just an increase in [48:36] numbers. Um it's [48:40] this airport can be better. [48:43] Um [48:45] review needs to be done of the financial [48:47] obligations. There needs to be more [48:49] financial transparency. Uh the [48:51] information provided the to the public [48:53] needs to be accurate. Um please take [48:56] time review the airport. It can be [48:58] better than what it is. Doesn't need to [49:01] shut down. It's not going to shut down [49:02] for 20 years, even if you wanted it to. I'm here to talk [49:43] about the flock safety cameras that are [49:45] around the city. Um, I think right now [49:48] we're living in a time where government [49:50] trust is at almost an all-time low. You [49:52] know, I don't think it's controversial [49:53] for me to say that. And I know as [49:55] somebody who's 21 years old myself, that [49:57] is absolutely the case among young [49:58] people who are growing up in this city. [50:00] And I think that the cameras everywhere [50:03] are eroding trust with the government [50:05] especially. And I think a local [50:07] government is something that could [50:09] really help improve this issue. You [50:11] know, like ultimately surveillance is a [50:14] form of control over people. If you're [50:16] feeling watched, you're not going to [50:17] behave the same way as you would when [50:18] you don't feel watched, you know. So [50:20] regardless of how much we trust the [50:21] government, regardless of how much we [50:22] trust the police, ultimately that is a [50:24] problem that will erode trust with those [50:26] people, you know, and it doesn't have to [50:29] be abused. It doesn't have to be [50:30] anything. It is like taking the bedroom [50:32] door off of somebody's room, you know. [50:35] Doesn't matter if anybody's going to [50:36] abuse that. It is still a problem and we [50:38] still need privacy, right? Any one of us [50:40] who drive down 119 to go to work every [50:42] day, that is being recorded somewhere. And then we also [58:48] have Megan Sant who's my counterpart, [58:50] the housing investment manager for the [58:52] city of Boulder. Um so we don't have a [58:54] presentation prepared tonight but just [58:56] wanted to take this um grant project [59:00] swap question to you and um in essence [59:04] Habitat in working with city staff as [59:07] well as city of Boulder staff through [59:09] the home consortium is asking us to [59:11] switch our 2023 award between two of [59:14] their projects. So the award amount will [59:16] stay the same at that 184,712, [59:20] but the Rogers Road project is further [59:23] along in entitlements. It's shovel [59:24] ready. And then it also recently [59:27] received another um different type of [59:30] home funding through the consortium that [59:32] the city of Boulder manages called the [59:34] CHTO set aside. And so we essentially [59:37] want to improve efficiencies by putting [59:39] all the federal funding on the Habitat [59:43] project that's most ready to proceed. So [59:45] this request did come Habitat and [59:47] Longmont and Boulder and Habitat are all [59:49] in alignment with this swap. So, we would [1:00:32] have to do um the same level of [1:00:35] compliance on Sunset Duplexes and Rogers [1:00:37] Road as opposed to concentrating our [1:00:40] monitoring on just one project. Um and [1:00:43] then because Rogers Road is more shovel [1:00:46] ready, it's materially funded, there is [1:00:48] a chance that if this 184,000 award is [1:00:52] not granted, Habitat may have a gap. So, [1:00:55] they might have to come back to the [1:00:57] city, for example, for our affordable [1:00:58] housing fund round in 2026. and it would [1:01:01] just delay the project, but they are um [1:01:04] essentially they have their entitlements [1:01:06] and they're ready to complete [1:01:07] construction as soon as the award um [1:01:09] grant agreements are executed for the [1:01:11] federal funds. So, in in in effect, we're by [1:01:15] consolidating these two, not by bundling [1:01:18] the two together, basically you're [1:01:19] actually streamlining the oversight in [1:01:22] some ways because one project follows [1:01:24] all of the I mean, they both have to [1:01:26] follow the rules if they receive the [1:01:27] funding. In this case, one project will [1:01:30] gets all of the funding and so the same [1:01:33] requirements still have to be met anyway [1:01:34] and the other project has more [1:01:36] flexibility. Is that the kind of notion [1:01:38] right now? [1:01:39] >> Yeah, essentially there are um a [1:01:42] » Yeah, essentially there are um a [1:01:42] [clears throat] lot of federal [1:01:44] regulations that come into play [1:01:46] especially with procurement. So when [1:01:47] Habitat goes to procure their general [1:01:49] contractor to do the actual construction [1:01:51] work, the steps that they have to take [1:01:52] and the way they have to do that bidding [1:01:54] is very specific to to CFR 200 and those [1:01:58] federal rules when there's home funds in [1:02:00] play. And so um they're happy to do that [1:02:03] for one project, but if we can remove um [1:02:05] this 184,000 would be the only federal [1:02:08] source on the Sunset Duplexus project [1:02:11] and that's a relatively small amount of [1:02:13] money for how much compliance comes with [1:02:15] it. So, we'd prefer to stack all the [1:02:17] federal funds on one project just for [1:02:19] monitoring efficiency. We are taking a look at some [1:14:56] different options for where we might [1:14:58] hold the retreat. Um, one thing that I [1:15:00] do want to bring up to this group as [1:15:02] we're kind of discussing and planning. [1:15:04] Um, is that we believe that that will be [1:15:06] the same time frame as the opening of [1:15:08] the ascent property. Um, I know it's [1:15:11] tough to get to a ribbon cutting during [1:15:12] the day unless you might be at a [1:15:14] retreat. [laughter] [1:15:16] And so just as a suggestion, if you're [1:15:17] interested in us taking a look at [1:15:19] whether we could have the retreat either [1:15:21] um at the ascent property or um at [1:15:24] Hearthstone, if that's something that's [1:15:25] interesting to you, we would be happy to [1:15:26] pursue that. We'll also put our [1:16:14] accomplishments and work plans because [1:16:16] we always do. Um, and then it really is [1:16:18] up to this council to discuss your [1:16:20] priorities for the year. Um, as well as [1:16:22] maybe some other topics like boards and [1:16:24] commissions. If you decide you wanted to [1:16:26] do it on the study session instead, then [1:16:28] that's taken care of. But you also may [1:16:31] be interested in outreach. I know [1:16:33] there's been a couple of conversations [1:16:35] around is coffee with council the best [1:16:37] way to do engagement today. uh it may be [1:16:40] one component, but maybe there's some [1:16:41] other things that the council would like [1:16:43] to discuss. How with you know [1:23:31] very flammable fuels uh would be um [1:23:36] particularly [1:23:38] important and interesting to to explore. [1:23:40] you know, what what safety measures we [1:23:43] have there and and what maybe safety [1:23:45] measures we need to consider [1:23:47] implementing at a at that location. Um, [1:23:52] you know, Sundance, [1:23:54] I think maybe getting everybody on the [1:23:56] same page of what's happening for the [1:24:00] first year at Sundance, but I don't know [1:24:02] that that's a a super high level and [1:24:05] long conversation just because for the [1:24:09] most part, we're going to be housing [1:24:11] workers and volunteers and maybe getting [1:24:14] people understanding that they're not [1:24:17] going to have this. I think there's this [1:24:19] perception in the general audience of uh [1:24:22] Longmont uh uh community members that [1:24:25] there's there's we're going to have a [1:24:27] bigger impact. The bigger impact is kind [1:24:30] of getting people's heads around the [1:24:31] idea of having [1:24:35] uh resources uh ready and prepared for [1:24:39] when people come back into town in the [1:24:42] evening. and maybe uh making sure that [1:24:45] our restaurants and other uh services [1:24:47] are there for [1:24:50] uh those folks because that's truly [1:24:53] putting our best foot forward and [1:24:55] understanding the expectation of it. So [1:24:56] I think that's some of those [1:24:58] conversations need to be had and make [1:25:01] sure that we're saying the same thing [1:25:03] over and over again as we talk about [1:25:05] what that looks like. Um, it doesn't [1:26:32] have to really be in depth as far as [1:26:34] what, you know, what they're presenting [1:26:37] to us, but I think it's really important [1:26:39] and I really value that, especially my [1:26:41] first couple of years on council is [1:26:43] understanding what the departments have [1:26:45] to do, what what is their reality, their [1:26:49] staffing, their so if we're looking for, [1:26:52] you know, looking at development and [1:26:54] we're looking at adding new initiatives [1:26:56] that we need to make sure that our staff [1:26:59] has what they need so they can be [1:27:01] successful. [1:27:01] So, it's just kind of adding that extra [1:27:04] lens and perspective. Um, so I would [1:27:07] like something where staff does give us [1:27:10] and it doesn't have to be super long or [1:27:11] super intense. Um, you know, intense, [1:27:14] but I did appreciate just from my own [1:27:17] experience. I think I think [1:28:49] anyone who's been in meetings long [1:28:50] enough knows that there are I'm going to [1:28:52] report out for 45 minutes about this. [1:28:54] And I think for for me personally, I [1:28:56] think there absolutely capacity is a [1:28:58] valuable conversation. What can staff [1:29:00] handle? What individual projects are [1:29:02] maybe we're not aware of that staff is [1:29:04] working on day-to-day? I think from my [1:29:06] perspective, the thing that I would that [1:29:08] that just and again one of seven the [1:29:12] having that space to talk with each [1:29:15] other about shared goals and priorities [1:29:18] in in [1:29:20] just knowing that time is an asset that [1:29:23] that that would be my priority if we had [1:29:25] the the choice between the two. So, I [1:29:27] just wanted to clarify certainly not [1:29:28] looking to be at all, you know, [1:29:30] disrespectful of staff or staff time. So, we've [1:30:05] been on a a real listening tour and it's [1:30:08] important to take all that information [1:30:11] and discuss it and even the nuances of [1:30:13] it because a lot of it comes down to the [1:30:15] same topics that we talk about here. How [1:30:18] do we engage with the public better? How [1:30:21] do we um [1:30:24] how do we see unintended consequences [1:30:26] before we end up there? How, you know, [1:30:28] how do we solve some of these problems [1:30:30] that have been plaguing us where we're [1:30:32] just not quite where we want to be with [1:30:34] them? And so, I think it takes a wider [1:30:36] lens and a wider understanding of how [1:30:40] how we all approach problems because I [1:30:42] think if we put all our all of our heads [1:30:43] together, we will have every [1:30:46] every sector covered and we'll come up [1:30:49] with some good ideas. not to overwhelm [1:30:51] staff. And I think one of the advantages [1:30:54] also of having a second day is we can [1:30:56] kind of hash all this out and then have [1:30:58] a list of questions for staff [1:31:01] to school us. You know, I I think you [1:31:04] have an amazing amount of information, [1:31:07] talent, and um insights after doing this [1:31:10] for so many years. So um yeah. Uh, so I [1:31:15] didn't come up with a list of specific [1:31:17] topics yet, although I kind of have them [1:31:19] in my head because I think everybody has [1:31:21] heard some of the same things, but maybe [1:31:23] in different ways. And I want to hear [1:31:26] all those different ways that people [1:31:28] come to us with concerns, but also, you [1:31:30] know, what they like and what they don't [1:31:32] like. Some things are positive for some [1:31:34] people and negative for others, but but [1:31:36] what what is the what are the roots of [1:31:39] that? and uh Mayor Hoga, one thing that [1:31:42] um I was thinking about with respect to [1:31:44] council member Christ's motion at the [1:31:46] beginning of this particular council [1:31:48] session around taking a look at the [1:31:50] National Civic League's, you know, kind [1:31:51] of framework around some of that. We can [1:31:54] continue. The current motion is to do [1:31:55] that in a pre session. I assume we would [1:31:58] probably be able to still fit in a [1:31:59] preession before the retreat. I'm [1:32:00] looking at Harold and he can say [1:32:02] absolutely not. But the presession on [1:32:04] the National Civic Leave kind of [1:32:05] framework for engagement. But if [1:32:07] engagement is something that you'd like [1:32:08] to talk about in the retreat, it may [1:32:10] make sense to have that discussion at [1:32:11] the retreat rather than at a presession [1:32:13] kind of segregated. Yeah. So learning [1:32:15] more about the National Civic League [1:32:17] framework, talking a little bit about, [1:32:19] you know, what the community engagement [1:32:20] looks like today and what your ideas are [1:32:22] for making that more robust over time. Staff can just [1:34:27] provide us a presentation or we can have [1:34:28] a discussion maybe just let us know like [1:34:31] this is what we're doing around child [1:34:32] care. This is what we're doing and and [1:34:34] of course including other um community [1:34:37] stakeholders because of course the city [1:34:38] of Longmont doesn't own [1:34:40] >> um all of it. I'd love to [1:38:34] have more space for us to all I I feel [1:38:37] like that's a a limited commodity is [1:38:39] space when we can actually all discuss [1:38:41] freely together. Um, and you know, we [1:38:44] aren't worried about pushing 11:00 at [1:38:46] night. Um so uh would would very much [1:38:49] welcome that and then still appreciate [1:38:51] theformational items so we can have the [1:38:53] most informed discussion possible. Um so [1:38:55] that just speaks to kind of more uh [1:38:57] presentation information or other [1:38:59] updates as like a council com ahead of [1:39:02] time where possible. [clears throat] [1:39:03] Um, plus one on Sundance, though I'd [1:39:05] take a slightly uh I have a slightly [1:39:09] different perspective on on the [1:39:10] opportunity of Sundance than uh the [1:39:12] mayor prom on this and that maybe [1:39:13] there's some more opportunities that we [1:39:15] aren't fully uh utilizing. And I think [1:39:17] having that discussion kind of in real [1:39:20] time in March would be productive even [1:39:22] if it's not fully realized by next [1:39:24] January. This is a 10-year program at [1:39:27] least or commitment to the region. Are are we like tag [1:40:05] teaming this because of open meetings [1:40:07] laws and and like we can't all be on [1:40:09] multiple things. So maybe there's a way [1:40:10] we can um better like say like hey this [1:40:14] pair works on this issue or this like [1:40:16] this word and this at large pair will [1:40:18] respond on most of these issues some [1:40:19] something like that. I don't know what [1:40:20] the answer is, but um I think that would [1:40:22] be a great way to like a great time to [1:40:24] try to figure out what's the optimal way [1:40:25] we can uh collaborate or support each [1:40:27] other on that so that we're not stepping [1:40:29] on toes or sending mixed messages. And I [1:40:54] think just having that kind of open [1:40:55] discussion about like hey what how are [1:40:58] we with the natural resource situation [1:40:59] that we're in and the overall kind of [1:41:02] regional climate and what are we facing [1:41:03] and what kind of challenges are we [1:41:04] prepared for and what's kind of you know [1:41:07] more of a an ambition in terms of [1:41:10] preparedness. [1:41:12] Um, and then the last two things I'll [1:41:14] put on the table here. Um, one as an [1:41:16] activity or exercise potentially given [1:41:18] what I've heard from my colleagues, um, [1:41:20] I might suggest that whether it's Sandy [1:41:22] or the facilitation team look into the [1:41:23] how now wow exercise which allows uh, [1:41:26] folks to work together and figure out [1:41:28] hey what are we trying to do now or what [1:41:30] do we know how to do now? What are we um [1:41:34] figuring out how to do but we can do is [1:41:36] within our capacity and what do we not [1:41:38] know how to do but really want to do. [1:41:40] Um, and it's kind of a nice way to [1:41:41] bucket different goals, um, or [1:41:43] priorities. Um, [1:41:46] and then I think the last thing I just [1:41:48] really want to offer on the table that I [1:41:50] didn't see anywhere else is thinking [1:41:52] about what our vision is for, you know, [1:41:54] we've had some discussions in LA urban [1:41:56] renewal authority and in city council a [1:41:58] little bit, but what is our vision for [1:42:00] the first and main area like fully and [1:42:03] and how do we make that I mean that that [1:42:04] might be one of the most significant uh [1:42:07] local development uh efforts that's [1:42:10] happening. And I think having a clear [1:42:11] understanding of what what are we all [1:42:13] staff council working towards there um [1:42:17] for clarity for the community. So, [1:42:19] >> so and that last one I would assume [1:42:22] » so and that last one I would assume [1:42:22] that's going to be going on to number [1:42:24] one where we're looking at our work [1:42:26] plan. Um and so, you [1:43:11] know, if we can provide some of that [1:43:13] depth in the packet for council, then [1:43:16] hopefully we could reduce um you know, [1:43:18] the presentation side of it and have [1:43:20] more discussion coming from the [1:43:21] springboard because where it gets tough [1:43:22] is when people are brainstorming things [1:43:24] that have already been [1:43:25] >> vetted and discussed in the community. I know Vision Zero is also [1:44:15] seeing some of those funding. Um, so I [1:44:18] don't know if we can have a highlevel [1:44:20] overview of all of the grants that we're [1:44:23] waiting on and then maybe we can deep [1:44:25] dive on some of the ones that we we [1:44:27] select that are really important. But I [1:44:28] think it'd be nice to have a very high [1:44:30] level of this is what it looks like on a [1:44:32] on a federal level for all these [1:44:34] different departments and then deep dive [1:44:36] into those really important topics. Um [1:44:38] when it comes to Sundance, I would love [1:44:39] to see like Visit Longmont come and give [1:44:42] us some information on what they're [1:44:44] working on just so we can get up to [1:44:46] speed and we're all rowing together. Um [1:44:48] just so we're not stepping on their toes [1:44:50] and we're not um kind of colliding [1:44:52] together. Um, so it'd be nice to invite [1:44:54] also some of our boards or outside [1:44:56] boards to present as well if that's [1:44:57] possible. And all [1:46:37] of these are still, you know, ECE is [1:46:39] still a a crisis for working families in [1:46:41] our community. And I think any of us [1:46:43] could sit down and say, you know, what [1:46:45] are the three issues that you most want [1:46:47] to talk about or discuss in our retreat? [1:46:49] And that's and we and we would probably [1:46:51] come up with a lot of the same ones, but [1:46:52] we'd all maybe bring something a little [1:46:54] bit different to the table. So, I guess [1:46:55] my question is just process-wise, [1:46:58] conceptually that you're talking about [1:47:00] that work plan work that occurs. I guess [1:47:04] if you can just tell me talk to me a [1:47:06] little bit about how that has occurred [1:47:07] in the past and how we together can get [1:47:10] to you know that collaborative [1:47:13] conversation around these core issues [1:47:15] because I think so you you get what I'm [1:47:18] I'm asking is is how do we how do we go [1:47:20] about that and what does that work [1:47:23] ultimately entail to get us to a place [1:47:25] where we can update these things where [1:47:26] we have an understanding of what are all [1:47:28] what are the three issues that we all [1:47:30] nail into. if you can just quickly kind [1:47:32] of help me understand that a little bit. [1:47:35] Um, Mayor Huggle Fairing and Council [1:47:37] Member Marcen, if you take a look at [1:47:39] that chart, at the very base of that is [1:47:40] core services. And so, part of it is [1:47:43] rooting everybody in. This is the 90% [1:47:45] 95% of the things that we do every day [1:47:47] to provide public safety, to provide [1:47:50] quality of life services and um [1:47:52] infrastructure to the community. And [1:47:54] just letting folks know that that's what [1:47:55] it is and these are the things we're [1:47:56] facing this next year so that you have [1:47:58] that in mind in the back of your head. [1:48:00] Then as you moved up um equity, safety, [1:48:02] and sustainability. This is kind of how [1:48:04] we do this work. So it's something just [1:48:05] to kind of keep in mind as you're [1:48:06] working through um you know your um your [1:48:10] planning. And then the three pillars, [1:48:12] right? Housing for all, the uh early [1:48:14] childhood care and education and [1:48:16] transportation. Those are huge topics [1:48:19] and there could be seven billion [1:48:20] projects that go under each of those. [1:48:22] And so prior councils have chosen [1:48:24] specific projects that they've wanted to [1:48:26] focus on. I would assume this council [1:48:28] would do the same and have some [1:48:29] conversation around are these three [1:48:31] still the right pillars for this council [1:48:34] and what are the things that you're [1:48:36] interested in accomplishing during the [1:48:37] time in which you are a council and how [1:48:39] does that look um a part of that is also [1:48:42] the places and amenities uh that the [1:48:44] reason that's a roof on this little [1:48:46] graphic is because you know it it is the [1:48:48] stuff that kind of encompasses right so [1:48:50] when you are talking about [1:48:51] transportation you're talking about [1:48:52] first and main but you're also talking [1:48:54] about placemaking and the amenities that [1:48:56] are going to come with that and so [1:48:57] ensuring that the places that we are [1:48:59] planning um are in congruence with the [1:49:01] council's priorities. Um and then [1:49:03] [clears throat] behind that is the [1:49:04] climate action side. There was a [1:49:06] realization from past council that we [1:49:08] aren't the only ones that are going to [1:49:09] affect the climate but we do have an [1:49:12] effect on the climate and [1:49:13] [clears throat] so ensuring that some of [1:49:14] the council goals that we have towards [1:49:16] renewable energy um and sustainability [1:49:18] are in mind as you are going through the [1:49:21] planning. So how we have done it in the [1:49:23] past have varied depending on how the [1:49:25] council wants to look at it. But I think [1:49:27] the first real question is are these [1:49:28] still the right three pillars for this [1:49:31] council. If the answer is yes and we [1:49:34] will show you anyway. Here's all the [1:49:35] stuff we've done under these so that you [1:49:37] can see kind of where we are and in some [1:49:39] cases we are mid- project in some of [1:49:41] these. Um and so I I believe the council [1:49:44] still wants us to continue and finish [1:49:45] those projects. But now taking a look to [1:49:48] the next piece understanding this is [1:49:50] where the core services are. this is [1:49:51] where the capacity is. Where would this [1:49:54] council like to focus during your time? [1:49:56] And that's going to be critical because [1:49:58] we can't do everything. So to understand [1:50:00] what the priority is for this council is [1:50:02] what we would try to get through through [1:50:04] facilitation techniques and [1:50:05] brainstorming. [1:50:06] >> Yeah. And then what that does is lead us [1:50:08] » Yeah. And then what that does is lead us [1:50:08] into so when we talk about a capacity [1:50:11] conversation, it's not just a physical [1:50:14] capacity to get the work done. It's do [1:50:16] you have the financial capacity to do [1:50:18] it? Because [1:50:20] >> your financial resources are always [1:50:23] » your financial resources are always [1:50:23] going to be the guiding princip piece on [1:50:25] this because [1:50:27] >> do you have enough money to do all these [1:50:28] » do you have enough money to do all these [1:50:28] things? What are the different financing [1:50:30] buckets that you have to look at? [1:50:31] Because [1:50:33] those two things start driving a lot of [1:50:36] decisions in terms of where you move [1:50:39] because the more you dilute the [1:50:42] financial capacity, the less you're [1:50:44] actually able to do. [1:50:46] um because you're putting more money [1:50:48] into multiple things and it makes it [1:50:50] more difficult to solve the that piece [1:50:53] of the puzzle. So that's the capacity [1:50:56] conversation that we'll need to talk [1:50:58] about. And you know the core services [1:51:00] portion of this I think um I've done a [1:51:02] lot of strategic planning where everyone [1:51:04] is thinking of okay what do we want to [1:51:06] see in the future vision which is great [1:51:07] but if you don't recognize that a huge [1:51:10] portion in fact most of the work that [1:51:11] the city does is to provide clean water [1:51:14] >> reliable electricity trash services fire [1:51:17] » reliable electricity trash services fire [1:51:17] and police services if you if there's [1:51:18] not that recognition then then we are [1:51:21] stretching the capacity way too thin as [1:51:23] Harold reminded me when he first started [1:51:24] here. Uh and this [1:51:54] conversation that we're talking about [1:51:56] having uh around um you know our our new [1:52:00] priorities or potentially new priorities [1:52:03] uh couldn't have come earlier because [1:52:05] just literally the week before many of [1:52:08] us might be going to the National League [1:52:10] of Cities conference and wanting to kind [1:52:12] of make sure that we're getting the [1:52:14] right message out to uh our um [1:52:19] representatives [snorts] [1:52:20] in Washington. uh and the message that [1:52:23] we want as a as a collective council, [1:52:26] not not not after the fact. I just it's [1:52:30] a bummer that uh and there's no changing [1:52:33] it now, but there's just no uh it's a [1:52:36] shame that we couldn't have had somehow [1:52:38] conversations about those uh things [1:52:41] because those are the things that as we [1:52:43] move forward and as we go to uh to talk [1:52:46] to members of uh of Congress and uh and [1:52:49] also talk to other communities about how [1:52:52] they're uh handling these challenges [1:52:55] uh would be seriously beneficial. to the [1:52:59] the overall uh positive and and success [1:53:04] of of this council. So, uh I don't know [1:53:07] how to change that, Sandy. I just uh [1:53:11] think that it's kind of something that [1:53:12] as we proceed maybe there's some way of [1:53:16] of seeing how we [1:53:19] how we can [1:53:21] get a a a working plan going forward so [1:53:25] that people h are relatively on what we [1:53:29] think people's priorities will be. And so what I'd actually suggest [1:55:26] is we have a discussion when we're and [1:55:27] I've seen a couple nods there. And so [1:55:30] what I might suggest is I I really do [1:55:32] appreciate um the point that Mayor Prom [1:55:34] McCoy is making though. And I'm [1:55:35] wondering is this a better topic for [1:55:37] maybe a presession or a study session [1:55:39] earlier in the year than and maybe a [1:55:42] follow- on and retreat through NLC so we [1:55:44] can all go into NLC productively and [1:55:47] then maybe think about a coordinated [1:55:49] separate depending on depending on what [1:55:51] our federal resource agenda might be or [1:55:54] state then we have a more cohesive [1:55:56] strategy and figure out when's the when [1:55:58] is the right time to have a delegation [1:56:00] from the city go and do this then it's [1:56:03] much more intentional and oriented I [1:56:04] think around the strategic goals that [1:56:06] you had in mind and [1:56:09] maybe maybe it's informed by retreat, [1:56:11] maybe it's uh kind of maybe we're [1:56:13] helping inform retreat. It's there's just a lack of [2:01:30] connection connecting those systems. Um, [2:01:33] and I know like a lot of nonprofits, [2:01:34] there's a lot of conversations between [2:01:36] cities and nonprofits and community [2:01:37] partners and schools around like how do [2:01:40] we resource share? How do we come [2:01:41] together? And I think that's something [2:01:43] that I'm new though, so I don't correct [2:01:46] me if I'm wrong, that maybe the city's [2:01:48] lacking or a lot of places are lacking [2:01:50] because no one has the time or energy to [2:01:53] put toward that to actually make those [2:01:55] connections. Um and so and then I also [2:01:58] want to note like Harold when I was in [2:02:01] my campaign I went to the uh state of [2:02:03] the city and Harold talked about systems [2:02:05] and connecting those systems and so I [2:02:07] was like he speaks my language you know [2:02:10] and so [2:02:12] I don't I don't know how to put that [2:02:15] into the agenda but I want to make sure [2:02:18] that that language is there or that [2:02:20] framework or maybe it becomes one of the [2:02:23] priorities for the city is really [2:02:26] connecting these systems within the city [2:02:29] to meet the community need [2:02:32] especially since we're in a moment of [2:02:34] time where there's potential loss of [2:02:35] funding etc etc but I don't you you [2:02:39] would probably know better where we can [2:02:40] kind of put that in there [2:02:41] >> thinking [2:02:42] » thinking [2:02:42] >> yeah I feel like I've heard that several [2:02:44] » yeah I feel like I've heard that several [2:02:44] times from council members around [2:02:46] connecting with the community like you [2:02:48] know really making sure that we either [2:02:50] have events or systems or ways so that [2:02:51] we can really connect with the community [2:02:53] whether that's individuals that maybe [2:02:54] you haven't heard from traditionally or [2:02:56] whether that's this you know kind of [2:02:58] this bigger picture systems thinking [2:02:59] aspect that you're thinking of. So I I [2:03:01] can see where that would you know [2:03:03] certainly fulfill many of the things [2:03:04] that you have talked about as a group [2:03:06] >> and that could actually we could [2:03:09] » and that could actually we could [2:03:09] probably incorporate that in the [2:03:12] capacity conversation and utilizing [2:03:14] systems thinking to maximize capacity [2:03:17] both financially and operationally. [2:03:20] And then how can you take that systems [2:03:22] thinking concept to then apply it to [2:03:25] engagement in the in these other pieces? [2:03:28] Because you're right, I think daily [2:03:30] we're okay, we need to do this and six [2:03:34] things touch it. How do we connect the [2:03:35] six things to pull into the one? And I [2:03:38] think we could probably incorporate that [2:03:41] into that capacity conversation because [2:03:45] that's how you gain capacity is by [2:03:47] utilizing systems thinking to free up [2:03:50] capacity in different areas.
