[1:18] 10-day public comment period kickoff
[1:20] meeting. My name is Cal Magou, I'm a
[1:22] senior transportation planner with the
[1:23] Longview MPO.
[1:26] Uh we are welcoming public comment and
[1:28] review for the draft 2027 to 2030
[1:30] transportation improvement program, also
[1:32] known as the TIP.
[1:36] What is the transportation improvement
[1:37] program? It is a list of local projects
[1:39] to be funded within the Longview MPO
[1:41] area during the next 4 years, including
[1:43] those eligible for federal funding.
[1:46] It can include projects for mobility,
[1:48] pedestrian and bike, transit, and
[1:50] freight. And it shows a regional
[1:52] agreement on the need of a project.
[1:57] So, funding can come through three
[2:00] sources for these projects, the federal
[2:01] government, local governments, and
[2:03] TxDOT. It's a fiscally constrained list
[2:06] of projects,
[2:08] and fiscally constrained means it's
[2:09] realistic in terms of the amount of
[2:11] funding available, meaning
[2:13] the funding of these projects will not
[2:15] exceed the funding that is available.
[2:20] And so, in this TIP document, there are
[2:23] two different kinds of projects. There's
[2:25] the regionally significant projects,
[2:26] which could be mobility and bicycle and
[2:28] pedestrian projects, and these are
[2:30] projects that are significant enough to
[2:33] require their own stand-alone status.
[2:35] Then there's group projects that don't
[2:37] have the scale to stand on their own,
[2:39] and they can be grouped into one of 12
[2:40] subcategories.
[2:44] So, this is a map that shows the
[2:46] location of these projects for the 2027
[2:48] to 2030 transportation improvement
[2:50] program. The red line are the mobility
[2:53] projects, the more significant projects,
[2:55] and the blue is the group projects.

[3:02] >> So, the first of the mobility projects,
[3:04] or the more significant, is State
[3:07] Highway 42 widening,
[3:09] and it is from US Highway 80 to
[3:11] Interstate 20,
[3:13] and it's going to be widening from two
[3:14] to four lanes with a center turn lane,
[3:16] and it's coming in at $164 million and
[3:18] $80,000.
[3:22] The next is Loop 485 in Gladewater, and
[3:25] this is a $15 million $80,000 project,
[3:28] and it's from US 80 in Gladewater to US
[3:31] 271.
[3:36] And then the third and last mobility
[3:38] project is US 271, and it's coming in at
[3:41] 12 million 12 million 168,000,
[3:44] and it's from the Upshur County line to
[3:47] 0.1 miles north of FM 2275
[3:50] south to South loop 485 in Gladewater.
[3:55] Or state loop 485, excuse me.
[4:02] And then the rest of the projects, the
[4:03] group projects that were illustrated by
[4:05] the blue in the map, there's 18 of them
[4:07] and they consist of seal coats,
[4:09] lighting, bridge maintenance, sidewalks,
[4:11] medians, and overlays.

[4:19] transit projects.
[4:22] And for 2027, there's $6,451,614
[4:27] allocated.
[4:28] In 2028, there's $3,340,000
[4:32] allocated. In fiscal year 29, there's
[4:35] $3,550,000
[4:37] allocated. And in fiscal year 30,
[4:39] there's $3,577,500
[4:44] allocated.
