Uh, welcome to the [48:37] regularly scheduled meeting of the board [48:38] of public works for Monday, January 5th, [48:41] 2026. [48:43] Mr. Knight, please take role and [48:45] establish quorum. [48:46] >> Thank you, President Kang, President [48:47] » Thank you, President Kang, President [48:47] King, Vice President Chavez, President [48:48] Prom Grant, Commissioner Mitchell, and [48:50] Commissioner Cardinis are present. We do [48:52] have a quorum this morning. We are [48:53] joined by city attorney representative [48:55] Virginia Choy. I'm TJ Knight with the [48:57] board of public works. President King, [48:59] we have uh no speaker cards here in the [49:02] hearing room. We have five public [49:04] comments and four multiple agenda item [49:07] commenters on this virtual platform. [49:09] We've received no neighborhood council [49:11] commentary this morning. [49:12] >> Thank you very much. So before we get [49:14] » Thank you very much. So before we get [49:14] started with general public comment, a [49:16] quick note item number two which is on [49:19] consent has been continued to January [49:21] 9th, 2026. [49:23] With that, we will get started with [49:25] general public comment, which is an [49:26] opportunity for the public to address [49:28] the board on public interest items and [49:30] will be provided up to one minute per [49:31] person up to a cumulative total of 10 [49:33] minutes for the general public comment [49:35] segment of each regular meeting. [49:37] Testimony shall be limited in content to [49:39] subject matters which are within [49:40] jurisdiction of the board of public [49:41] works. The board may not take any action [49:43] on any matters discussed during the [49:45] public comment period. We do not have [49:47] any in-person speakers today, so we will [49:49] transition to our virtual platform. [49:52] Thank you, President Kang. We'll go [49:54] ahead and start with Georgina. Georgina, [49:56] you have 60 seconds to offer your public [49:58] comment. [49:59] >> Thank you, board. Thank you, TJ. Uh [50:02] » Thank you, board. Thank you, TJ. Uh [50:02] again, I hope everyone had lovely [50:04] holidays and I wish them all the best in [50:06] the new year to come. Um in the new year [50:09] to come, I would like to see uh [50:12] Scientology have their permits revoked. [50:16] They abuse every permit they're given, [50:18] and yet you continually give them new [50:20] permits. I don't understand why this [50:23] continues to happen unless uh you are in [50:26] their pockets as well as the LAPD [50:29] and that's very concerning to me and [50:32] needs to be looked into. Um I don't [50:35] understand why we have a street named [50:37] after a cult leader in the first place. [50:40] Even if you just consider it a religion [50:42] and a church leader, we don't have other [50:44] streets in this country named after [50:46] religions or church leaders. We don't [50:48] have a Jesus Christ way. We don't have a [50:51] Muhammad or Buddha way. That needs to be [50:54] addressed. It needs to be changed. It's [50:55] a violation of separation of church and [50:58] state. And rest in peace, Ivonne. [51:01] >> Thank you. And we'll move next to Adale. [51:05] » Thank you. And we'll move next to Adale. [51:05] Adal, please unmute. You have 60 [51:07] seconds. Stop your public. [51:09] >> Good morning. And I hope everyone had a [51:11] » Good morning. And I hope everyone had a [51:11] wonderful um break. Um, one person will [51:14] not be calling in anymore and someone [51:17] Yavon and but we're but the you know but [51:21] we're going to continue with her with us [51:23] in spirit to keep asking you and you all [51:26] know behind the scenes how much work she [51:29] put in to try to get you to understand [51:32] what you're what kind of a cult you're [51:33] dealing with that how you're not abiding [51:36] by the own rules of this city that you [51:38] know that you're and everything you know [51:40] firsthand um all the emails and [51:43] everything that she tried to do to get [51:45] this fixed. And so, in her honor, I just [51:49] want to say that we are going to [51:51] continue to beg you to, you know, really [51:54] wake up and realize that you guys are [51:57] the one that can get the city BSS to [52:00] follow actually follow the rules. You [52:02] have a right to tell them no that they [52:04] don't get it. It's not any kind of [52:06] attack on them. It's they don't abide by [52:08] the rules. They do not follow any [52:11] permit. safe not 60 seconds and we'll [52:14] move next to Lara FM. [52:20] » So again, I want to also uh thank Yavon [52:24] for calling in. I know you guys know who [52:26] we're talking about. she passed away. [52:29] And if there's anybody in this city who [52:32] can help based off of everything she has [52:34] said over the last two years, all the [52:36] research, everything she's done, you [52:39] guys have enough information to do [52:41] something about it. This is somebody who [52:43] gave the last of her life to helping [52:46] expose Scientology's infiltration of the [52:49] city. She's no longer with us. Someday, [52:52] President King, you no longer will be [52:53] with us. Someday, I won't be here. But [52:56] what we do need to do is address [52:58] Scientology's infiltration. Stop giving [53:00] them permits. Stop allowing all of these [53:03] things to happen. Every single one of [53:05] you on the board is listening right now. [53:07] I know you're listening. So you guys all [53:09] can do individually something that will [53:12] stop this from allowing to happen. [53:14] There's a way to say, "Okay, no more [53:16] permits for Scientology. Every single [53:18] permit is violated or abused." Every [53:21] permit is abusive. Scientology. 60 [53:24] seconds and we'll move next to Miriam. [53:28] Miriam, go ahead. [53:30] >> Thank you. Uh I hope everyone's had a [53:33] » Thank you. Uh I hope everyone's had a [53:33] had a nice holiday and uh it's going to [53:36] have a great year this year. [53:38] Unfortunately, it's a new year, but the [53:41] same old story and uh I also want to [53:45] give my condolences uh related to [53:48] Ivonne's passing. I really wish we can [53:51] uh make a change here this year [53:53] regarding the permits start to take [53:56] action. [53:57] This is uh part of uh a bigger [54:00] infiltration of Scientology in the in [54:03] the government uh inside the Los Angeles [54:07] and uh we will be continuing to expose [54:10] it uh in Ivonne's name and all the [54:13] victims of Scientology's name going [54:16] forward until there's none of us left. [54:19] So, I really hope you're going to be [54:21] able to work with us this year. That's [54:23] all. Thank you. [54:26] >> And we'll move next to you, Gigi. [54:32] » So, Ivonne was one of the few people [54:35] that would read through the packets for [54:37] the agenda. She would read through [54:40] thousands of pages. She would come to [54:42] you with very specific facts that no one [54:46] else took the time to read through those [54:48] packets. and she would have all those [54:50] facts. She would tell you specific [54:52] addresses, specific permit numbers. And [54:56] you guys need to go back and you need to [54:58] look into what she was telling you. She [55:00] had all the information. She was giving [55:03] you all the information. She would [55:06] explain certain things that you guys [55:08] were allowed to do that maybe you guys [55:10] might not know you have the power to do. [55:12] Maybe you didn't know it was in your [55:13] purview. But Ivonne is very special. She [55:17] cannot be replaced. [55:18] But she gave you all the information. [55:21] Please reflect on what she's told you in [55:23] the past and do something about what she [55:26] had said. Thank you. I yield my time. [55:31] >> And President King, that uh concludes [55:33] » And President King, that uh concludes [55:33] the public commenters. However, I do see [55:35] an additional hand raised on the virtual [55:37] platform. If you like, I can ask. [55:38] >> Yes, please. [55:39] » Yes, please. [55:39] >> Uh Nora, I see that your hand is raised. [55:41] » Uh Nora, I see that your hand is raised. [55:41] Would you like to offer public [55:42] commentary this morning? [55:46] You should be receiving a pop-up asking [55:48] you to unmute. [55:50] >> Sorry, I missed the popup. Can you hear [55:51] » Sorry, I missed the popup. Can you hear [55:51] me? Okay. [55:52] >> Yes. Yes. Would you like to offer [55:54] » Yes. Yes. Would you like to offer [55:54] comment? [55:55] >> Yes. [55:56] » Yes. [55:56] >> Okay, go ahead. You have 60 seconds. [55:58] » Okay, go ahead. You have 60 seconds. [55:58] >> Thank you. Um, I too am calling in about [56:01] » Thank you. Um, I too am calling in about [56:01] Scientology's [56:03] uh barrage of permits that you guys keep [56:04] issuing. And I want to remind the [56:06] council that when they ask for these [56:08] permits, they are not fully disclosing [56:11] the activity of the event that they're [56:13] doing. They say they're doing an Easter [56:15] event, they're doing a Christmas event, [56:17] they're going to have toys and blah blah [56:18] blah. They do not disclose that every [56:20] single event they hold on their property [56:22] is a fundraising activity, which is a [56:24] violation of uh your uh section special [56:29] event application 41.20.1. [56:32] All of that is supposed to be fully [56:34] disclosed. There is no event that [56:36] Zientology puts on where they are not uh [56:39] demanding money from their adherence and [56:42] getting that money. It does not go [56:43] directly to benefit as the charter [56:46] states uh to those people there. It goes [56:48] into a slush fund overseas uh in the [56:51] Cayman Islands and on Cyprus where it is [56:54] not used for the benefit of anyone in [56:57] the community or any singular [56:59] scientologist other than David Mscapage. [57:01] >> That's 60 seconds. And President Kang, [57:03] » That's 60 seconds. And President Kang, [57:03] that concludes public comment for [57:05] today's meeting. [57:06] >> Thank you very much. Uh with that we [57:08] » Thank you very much. Uh with that we [57:08] will close general public comment [57:10] portion of today's meeting and move [57:11] forward with multiple agenda item public [57:13] comment. The board will provide an [57:14] opportunity for members of the public [57:16] wishing to speak on more than one agenda [57:19] item during multiple agenda item comment [57:21] period for up to a minute per item up to [57:23] a total of three minutes per meeting. [57:25] This is the only time to speak on more [57:26] than one agenda item. And please [57:29] identify the items that you will speak [57:30] on when you are called. We will [57:32] transition to our virtual platform. [57:34] >> Thank you, President Kang. We'll go [57:35] » Thank you, President Kang. We'll go [57:35] ahead and start with Georgina followed [57:37] by audit LA. Georgina, [57:40] please and you have three minutes to [57:42] offer your comment. Please indicate. [57:43] >> Thank you. I'm just going to speak on [57:45] » Thank you. I'm just going to speak on [57:45] minutes so I only need a minute. Thank [57:47] you. [57:48] >> Okay, go ahead. You have 60 seconds. [57:50] » Okay, go ahead. You have 60 seconds. [57:50] >> Yeah, I'm just not composed enough to [57:53] » Yeah, I'm just not composed enough to [57:53] delve into the other agenda items. [57:55] Ivonne would have been have read the [57:58] whole packet and be completely composed. [58:00] and the fact that she's not reflected in [58:03] the minutes. Her voice is not recorded [58:05] for posterity, for all the contributions [58:08] she made to um this movement is really [58:12] sad. She put a lot of work into it and [58:15] it should be accessible in the minutes [58:18] to to go back and reflect on the points [58:21] that she made and that all of us have [58:23] made. We've been calling in uh [58:25] consistently trying to get our voices [58:27] heard and by not including us in the [58:30] minutes, you're silencing our voices and [58:32] you've silenced her voice and she was a [58:35] valuable contribution. Thank you. I [58:38] yield back my time. [58:41] >> And we'll move next to Audit LA followed [58:43] » And we'll move next to Audit LA followed [58:43] by Laura FM. [58:45] >> Yeah, I'm um we're I'm struggling too. [58:48] » Yeah, I'm um we're I'm struggling too. [58:48] And um can you hear me? [58:50] >> Yes, go ahead. [58:51] » Yes, go ahead. [58:51] >> Okay. Yeah, we I we just found out last [58:54] » Okay. Yeah, we I we just found out last [58:54] night, you know, she passed suddenly and [58:58] um I consider her a friend and she [59:01] worked tirelessly [59:03] and her voice is silenced not only at [59:06] these meetings now, but also like I'm [59:09] going to say too on the minutes. It [59:11] would have been nice to have that [59:13] catalog and history of all the effort [59:17] she put in cuz it's true she read every [59:20] last packet. Um she was something [59:24] similar to an engineer. I'm not sure [59:25] exactly. She was able to speak way more [59:28] intelligently on any of this than I [59:32] could and and so I I I'm saddened that [59:35] her voice is silenced in so many ways. [59:38] Um, I do want to move on to number three [59:40] though with the theater. Um, you know, [59:44] like I and Javon loved theater, so she [59:46] would be disagreeing with me on this. I [59:48] know she'd be really happy and say yes, [59:50] do the theater where I'm more of like [59:53] the, you know, want to say let's [59:55] preserve the money for other things. Um, [59:58] we have so much going on in this city [1:00:00] that and I love theater too, don't get [1:00:02] me wrong, but um, I used to be in drama [1:00:05] club and stuff, but we have so much [1:00:07] going on with sidewalks and just the [1:00:10] fact that like um, my insurance company [1:00:13] is discussing replacing my brand new [1:00:15] chair because it has caster wheels and [1:00:19] they're already tired with how many [1:00:20] replacements they've had to do in the [1:00:22] past what six months that I've had this [1:00:24] chair. And so we need every dime [1:00:28] basically. That's not Yeah. We need our [1:00:30] water, we need our streets, we need we [1:00:33] need the infrastructure, and we [1:00:35] desperately need our sidewalks taken [1:00:37] care of. Um the next one I want to do is [1:00:41] when it comes to um the bidding, I I see [1:00:44] the low bidder and also you're going to [1:00:46] be putting bids. And again, I just want [1:00:49] to put that awareness that prior to um [1:00:54] getting involved with this, I had no [1:00:55] idea that there's labor trafficking [1:00:58] still now current in America, but there [1:01:01] is. It is not just Scientology. Um and [1:01:04] there's they keep Yes, they keep it on [1:01:06] their compounds. They, you know, it's [1:01:08] all within their um permits and [1:01:11] everything, you know, but other there's [1:01:13] other agencies entities too that do [1:01:15] labor trafficking. um they make all the [1:01:18] money, they hire people way below the [1:01:20] wages, they're not treated well. And so [1:01:23] I I I just always want to put that out [1:01:26] there that this there is a lot of labor [1:01:28] abuse. Not everything is unionized and [1:01:32] um and that please keep an awareness of [1:01:35] that. I also want to talk about NC's and [1:01:38] a reminder that they are not given [1:01:40] enough time to fully be able to come to [1:01:43] public works as you know because of the [1:01:45] timing of things they don't get the same [1:01:47] amount of time that they get because it [1:01:49] doesn't go up through committee [1:01:50] >> and that's three minutes. Thank you. [1:01:52] » and that's three minutes. Thank you. [1:01:52] We'll move next to Lara FM followed by [1:01:54] Gigi. [1:01:59] » Hi. Okay. So, I'm also gonna talk about [1:02:03] um the minutes here and just a reminder [1:02:06] if everyone on the board can really I [1:02:08] think the real word here guys is [1:02:11] divorce. Divorce doesn't happen very [1:02:13] easily, right? It takes time. There's a [1:02:16] whole legal system, the judge, the mom, [1:02:18] the dad, the kids, right? So much has [1:02:20] happened. So, reflecting on the minutes, [1:02:23] we're going through a divorce. You guys [1:02:25] have to divorce yourself from [1:02:26] Scientology. I know that's hard. It's [1:02:29] not fun. You're so used to just giving [1:02:32] them permits. It's the normal thing. But [1:02:34] you're used to is actually causing so [1:02:37] much child family damage, [1:02:41] horrible damage to every person, whether [1:02:44] family, child member, whatever it is, [1:02:45] anybody, anybody connected to [1:02:48] Scientology and the permits that you [1:02:50] guys keep giving them, okay, is the [1:02:53] thing allowing all this abuse. It [1:02:56] doesn't seem like a big deal to you. And [1:02:57] if it does, you have to start doing [1:02:59] something about it. This year, 2026, is [1:03:03] the year that the public would like to [1:03:05] see on the minutes a reflection of [1:03:07] something showing that me, Nora, Tori, [1:03:10] Audit, Antics, all these people, Ganja. [1:03:14] >> I'm I'm going to go ahead and put you on [1:03:16] » I'm I'm going to go ahead and put you on [1:03:16] mute, Laura. Uh that's 60 seconds. Are [1:03:18] you still uh interested in commenting on [1:03:20] other agenda items or have you completed [1:03:23] your uh agenda item commentary? [1:03:26] It was an overall agenda to divorce [1:03:28] divorce yourself from other members on [1:03:30] the agenda items. I know you see you're [1:03:32] working with even [1:03:34] >> Thank you. And we'll move on to uh Gigi. [1:03:40] » Can you hear me? [1:03:41] >> Yes. Go ahead. [1:03:43] » Yes. Go ahead. [1:03:43] >> Okay. So, I I want to speak on the [1:03:47] » Okay. So, I I want to speak on the [1:03:47] minutes for December 12, 2025. [1:03:50] The minutes are the official record. [1:03:52] They should reflect what concerns were [1:03:54] raised. [1:03:55] Some of these concerns have been raised [1:03:58] before. When that happens, the minutes [1:04:01] should reflect that uh continuity. [1:04:05] I'm asking that unresolved public [1:04:07] comments be accurately reflected before [1:04:10] the minutes are approved. [1:04:13] On item three, [1:04:16] um the Madrid theater. Okay. I'm not as [1:04:20] smart as Ivonne. I tried reading through [1:04:22] stuff, but to me, this looks like it's a [1:04:24] revised funding table. Like the amount [1:04:27] stays the same, but the allocations, the [1:04:29] contingencies, they change. When [1:04:31] funding's like revised, you should be [1:04:35] explaining to the public on record, like [1:04:37] in simple terms what the changes are. [1:04:40] Like a lot of this is complicated for [1:04:42] people that are not Ivons. A lot of us [1:04:45] don't understand this. I wish that [1:04:47] things were explained better, but um [1:04:51] number six, [1:04:53] uh this is the is this the cycle track. [1:04:56] Um this item involves a contract award [1:04:59] following a second rebid. Rebids usually [1:05:02] indicate issues in earlier attempts and [1:05:05] it's important for the public to [1:05:06] understand what those issues were and [1:05:08] what has changed. So again, I'm asking [1:05:10] you to make it more clear for the [1:05:12] general public to understand what you [1:05:14] guys are even talking about because we [1:05:16] are not all yonss. We don't know all [1:05:18] this stuff. Thank you. I yield my time. [1:05:25] » Uh President King, that concludes [1:05:27] multiple agenda item commentary. [1:05:29] >> Thank you very much. With that, we will [1:05:30] » Thank you very much. With that, we will [1:05:30] close the multiple item public comment [1:05:32] portion of today's meeting and move [1:05:34] forward with the approval of minutes for [1:05:36] Friday, December 12th, 2025. [1:05:39] Commissioners, any questions or [1:05:40] comments? Seeing no other discussion [1:05:42] there first and a second. [1:05:44] >> So move second. [1:05:45] » So move second. [1:05:45] >> First by Commissioner Cardinis, seconded [1:05:47] » First by Commissioner Cardinis, seconded [1:05:47] by uh President Proim Grant. [1:05:49] >> Thank you. President Kang will take roll [1:05:50] » Thank you. President Kang will take roll [1:05:50] call vote on approval of minutes [1:05:52] starting with you. President Kang [1:05:53] >> I. [1:05:53] » I. [1:05:53] >> Vice President Chavez. [1:05:54] » Vice President Chavez. [1:05:54] >> Hi. [1:05:54] » Hi. [1:05:54] >> President Prom Grant. [1:05:55] » President Prom Grant. [1:05:55] >> Hi. [1:05:56] » Hi. [1:05:56] >> Commissioner Mitchell. Hi. [1:05:57] » Commissioner Mitchell. Hi. [1:05:57] >> And Commissioner Card. [1:05:58] » And Commissioner Card. [1:05:58] >> Hi. [1:05:58] » Hi. [1:05:58] >> All eyes. And this item is approved [1:06:00] » All eyes. And this item is approved [1:06:00] unanimous. [1:06:01] >> Thank you very much. And moving forward [1:06:04] » Thank you very much. And moving forward [1:06:04] to our agenda item uh number one three [1:06:10] uh which are on consent number two has [1:06:12] been continued to January 9th 2026. [1:06:15] Um I'll move. Is there a second? [1:06:19] >> Second. [1:06:19] » Second. [1:06:19] >> Seconded by Commissioner Cardness. [1:06:22] » Seconded by Commissioner Cardness. [1:06:22] >> Thank you. President Kang will take a [1:06:23] » Thank you. President Kang will take a [1:06:23] roll call vote on approval of items one [1:06:25] and three. Starting with you, President [1:06:26] Kang. [1:06:26] >> Hi. [1:06:27] » Hi. [1:06:27] >> Vice President Chavez. Hi. [1:06:28] » Vice President Chavez. Hi. [1:06:28] >> President Proim Grant. [1:06:29] » President Proim Grant. [1:06:29] >> Hi. [1:06:30] » Hi. [1:06:30] >> Commissioner Mitchell. Hi. [1:06:31] » Commissioner Mitchell. Hi. [1:06:31] >> And Commissioner Cardness. [1:06:32] » And Commissioner Cardness. [1:06:32] >> Hi. All eyes and these items are [1:06:33] » Hi. All eyes and these items are [1:06:33] approved unanimous. [1:06:35] >> Thank you very much. Uh we'll quick and [1:06:39] » Thank you very much. Uh we'll quick and [1:06:39] we'll go to item number four uh for [1:06:42] council district 12 revised task orders [1:06:45] order solicitation number 11 tetrate [1:06:48] tech. [1:06:56] » Please turn on the mic. [1:06:59] There's there should be a little button. [1:07:00] Yes. slide it up. [1:07:03] There should be a button or like a [1:07:07] >> Good morning. Good morning, [1:07:08] » Good morning. Good morning, [1:07:08] commissioners. Uh, my name is Roshan. [1:07:12] Um, [1:07:14] >> okay. [1:07:18] » Sorry. [1:07:20] >> Thank you. [1:07:21] » Thank you. [1:07:21] >> Good morning, commissioners. My name is [1:07:22] » Good morning, commissioners. My name is [1:07:22] Roshanakand. [1:07:24] I'm here today to request that the board [1:07:27] authorize a revision to task order [1:07:29] solicitation number 11 to Tetratech, [1:07:31] Inc. from the pre-qualified on call [1:07:34] wastewater and environmental engineering [1:07:36] services consultant list. This revision [1:07:39] increases the budget authority by [1:07:41] $200,000 [1:07:43] from $882,36 [1:07:46] to1 million82,36 [1:07:51] including contingency for design [1:07:53] services and design support during [1:07:54] bidden award for the Alisio Creek Limek [1:07:57] Creek restoration project. Some [1:08:00] background on this project. Proposition [1:08:02] O author authorization and funding for [1:08:05] the project were approved in February [1:08:07] 2014. The project is located in council [1:08:11] district 12 at the junction of Eliso and [1:08:13] Limekill Creeks in the Northridge [1:08:16] neighborhood within the Los Angeles [1:08:18] River watershed. The project aims to [1:08:20] improve water quality in Lisa Creek, [1:08:23] Limekill Creek, and the Los Angeles [1:08:25] River by constructing storm water best [1:08:28] management practices, BMPPS, to capture [1:08:31] and treat runoff before it enters the [1:08:33] waterways. Key proposed BMPs include [1:08:36] storm water diversion facilities, a pump [1:08:39] station and hydrodnamic separators, [1:08:42] screening and vegetated detention and [1:08:44] retention basins. [1:08:46] On July 12th, 2017, um the board [1:08:50] approved issuing a soul source to number [1:08:53] 11 in the amount of $256,936 [1:08:59] to continue design services bidden award [1:09:01] support and design support during [1:09:03] construction that had begun under [1:09:05] previous contract in February 2014. The [1:09:09] board approved the revision that [1:09:10] increased budget authority to $882,36 [1:09:17] on February 23rd, 2022. [1:09:21] On April 21st, 2021, city council [1:09:24] authorized an increase to the Alisa [1:09:27] Creek Lumpin Creek project budget from [1:09:30] 10 million 940,800 [1:09:34] um $89 to 16,140,89 [1:09:39] due to permitting fees of dated building [1:09:42] codes and construction cost escalation. [1:09:46] This task order is funded by Proposition [1:09:49] O clean water bond and measure W safe [1:09:51] clean water program. Regarding the [1:09:54] current status and phasing of this [1:09:56] project, the project is approximately [1:09:58] 95% through design. A revised [1:10:02] construction estimate prepared in [1:10:05] September 2023 projected costs at $23.3 [1:10:09] million, bringing the total project cost [1:10:13] to $29.3 million. Due to the budget [1:10:17] limitation, the project will now be [1:10:19] delivered in two phases as approved by [1:10:21] city council in February 2025. [1:10:25] Um and we have the council file number [1:10:29] 13-1526-4 [1:10:32] for that purpose. Phase one will include [1:10:35] two diversion structures, one pump [1:10:38] station, one hydrodnamic separator, two [1:10:41] bio retention basins and pathway [1:10:43] lighting estimated at $16.1 million. [1:10:47] Phase two will include one diversion [1:10:50] structure, one pump station, one [1:10:52] hydrodnamic separator, and three [1:10:54] additional bioret bio retention basins [1:10:58] estimated at $17.99 [1:11:02] million. [1:11:05] Regarding the additional scope of work, [1:11:07] the purpose of this task order revision [1:11:09] is to increase the budget authority from [1:11:12] $882,36 [1:11:15] to1,82,35. [1:11:19] The budget increases uh the budget this [1:11:21] budget increase is needed to separate [1:11:23] design packages into two phases which [1:11:26] has civil, structural, landscaping, [1:11:28] irrigation, and mechanical components. [1:11:31] Um, also we're going to have to make [1:11:33] design revisions that include reta [1:11:36] retaining curb walls, parking lot [1:11:38] restoration and LA fire department [1:11:40] access, tree protection zones, and a [1:11:43] second water meter, relocation of [1:11:45] transformer to LA DWP access, [1:11:49] supervisory control and data acquisition [1:11:52] system updates for remote operation from [1:11:55] Venice pump station. [1:11:58] provide permit support for Los Angeles [1:12:00] building and safety, fire department, [1:12:02] Bureau of Sanitation for low impact [1:12:04] development clearance, California Water [1:12:07] Board, LA County Flood Control and [1:12:11] Southern California Railroad Authority [1:12:13] and also develop an operations and [1:12:15] maintenance plan outlining [1:12:17] responsibilities between recreation and [1:12:19] park um and sanitation sanitation [1:12:23] regarding um the business inclusion [1:12:26] program. Tetrate Tech was not able to [1:12:28] meet city goals for women business [1:12:31] enterprise and small business enterprise [1:12:33] since Robert Group was unavailable to [1:12:36] and declined to participate in the [1:12:38] project outreach efforts. LA sanitation [1:12:41] public office will be used to conduct [1:12:44] public outreach activities in order to [1:12:46] minimize further delays to the project [1:12:49] schedule. Tetratech can identify a [1:12:52] suitable disadvantaged [1:12:54] veteran business enterprise consultant [1:12:56] to perform any of the remaining tasks [1:12:59] specific to the project. They will [1:13:01] continue to pursue [1:13:03] minority, women, small, emerging and [1:13:07] disadvantaged veteran business [1:13:09] enterprise participation opportunities [1:13:11] as part of future task order efforts. [1:13:15] Under the previous task order that ended [1:13:17] in 2017, the city established [1:13:21] minority business enterprise and women [1:13:23] business enterprise goals for [1:13:25] consultants. Tetrate techch achieved [1:13:27] their pledges for that prior task. [1:13:32] Uh regarding funding, the additional [1:13:34] funding required to increase the task [1:13:37] order is provided by measure W municipal [1:13:39] safe clean water fund. That concludes my [1:13:43] um presentation. [1:13:46] >> Thank you very much, commissioners. Any [1:13:47] » Thank you very much, commissioners. Any [1:13:48] questions or comments related to this [1:13:50] item? [1:13:51] >> Commissioner Cardness. [1:13:53] » Commissioner Cardness. [1:13:53] >> Yeah, [1:13:54] » Yeah, [1:13:54] sorry about that. [1:13:58] » Uh question. Did I hear correctly the [1:14:01] the project the construction project is [1:14:03] going to be split up into two phases and [1:14:05] the first phase is 16 million. The [1:14:07] second phase is 17 million roughly. [1:14:10] >> That's that's correct. That's a total of [1:14:12] » That's that's correct. That's a total of [1:14:12] 33 million. What was the original cost [1:14:14] estimate for the construction? [1:14:16] >> Um I don't have that number um ready [1:14:20] » Um I don't have that number um ready [1:14:20] with me. I can I can dig into it, but uh [1:14:23] there was a there was a reason for all [1:14:25] of these costs. Um one of the reasons [1:14:28] was the agreement between LA San and LA [1:14:32] County. Um and there was a scope change. [1:14:36] So LA sanitation they needed to they for [1:14:39] their operational purposes and also [1:14:41] through that negotiation between the LA [1:14:43] county they requested additional scope [1:14:45] of work. Another um component of this [1:14:48] escalation [1:14:50] um was that building codes changed so [1:14:52] the design had to be upgraded to include [1:14:55] all of those building code changes. Um [1:14:58] and also it was 2021 so there was um [1:15:02] yeah there was a cost escalation that [1:15:04] was incorporated into um into uh that [1:15:08] increase. So these are the components of [1:15:10] >> all right you can get back to me on that [1:15:12] » all right you can get back to me on that [1:15:12] on the original cost please. [1:15:14] >> Yes I will. [1:15:14] » Yes I will. [1:15:14] >> Thank you. [1:15:15] » Thank you. [1:15:15] >> Yes. [1:15:16] » Yes. [1:15:16] >> Thank you very much. Any additional [1:15:18] » Thank you very much. Any additional [1:15:18] questions or comments on this items? All [1:15:21] right. Seeing none. Is there a first and [1:15:23] a second? [1:15:24] >> So move. [1:15:25] » So move. [1:15:25] >> Second. First by President Proim Grant, [1:15:28] » Second. First by President Proim Grant, [1:15:28] seconded by Vice President Chavez. [1:15:29] >> Thank you. President Kang will take a [1:15:30] » Thank you. President Kang will take a [1:15:30] roll call vote on approval of item four. [1:15:32] Starting with you, President Kang. [1:15:38] >> And Commissioner Cardes. Hi. All eyes. [1:15:39] » And Commissioner Cardes. Hi. All eyes. [1:15:40] Item four is approved unanimous. [1:15:42] >> Thank you very much. Moving on to item [1:15:44] » Thank you very much. Moving on to item [1:15:44] number five, which is a true tree tree [1:15:46] removal at 4172 North Rosario Road and [1:15:51] 4157 [1:15:52] North Marcos Road in Council District 3. [1:15:58] Good morning, honorable Board of Public [1:15:59] Works. I'm Brian Ramirez with the [1:16:01] Streets LA uh urban forestry division [1:16:04] bringing before you a request for this [1:16:06] board to approve the removal of five [1:16:08] protected trees for the construction of [1:16:11] a new single family dwelling uh relative [1:16:14] to a city planning case. Um the trees [1:16:17] being proposed for removal are four [1:16:19] coastlive oak trees and one toyon shrub. [1:16:23] uh for the history of this project. The [1:16:25] uh the applicant is proposing to build a [1:16:27] new two-story [1:16:29] um single family dwelling. Uh the total [1:16:33] proposed res residential floor area is [1:16:36] uh 3,587 [1:16:38] ft. Uh this uh project is uh being [1:16:41] proposed uh across two different lots or [1:16:45] two two separate lots um more accurately [1:16:47] saying it. and uh the the lot [1:16:52] um the vacant lots cumulative cumulative [1:16:56] cumulatively [1:16:57] uh measure 9,190 [1:17:00] ft. Uh for this project, the property [1:17:03] owner acquired the services of a tree [1:17:05] expert who assessed the the property [1:17:08] relative to the impact to the trees and [1:17:10] a street LA arborist subsequently went [1:17:12] out and inspected the site, verified [1:17:14] that the pro uh the protected tree [1:17:16] report was accurate and um agreed that [1:17:19] the uh five trees would need to be [1:17:22] removed. The five trees are in poor to [1:17:25] good condition and they measure [1:17:27] approximately 10 to 26 in in diameter by [1:17:31] 10 to 35 ft in height. The uh three of [1:17:35] these uh trees, the coastlive oaks are [1:17:37] being uh removed due to being directly [1:17:40] in the footprint of the home and an [1:17:42] additional oak and a toyon shrub are [1:17:45] being removed for the installation of a [1:17:47] retaining wall on towards the side of [1:17:49] the property. uh Streets LA does seek to [1:17:52] preserve uh mature healthy trees [1:17:53] whenever possible and for this project [1:17:56] um it it's notable that there was a [1:17:59] total of 20 trees uh of which five are [1:18:02] being removed which leaves 15 other [1:18:04] trees that are being preserved in place [1:18:06] throughout construction. Uh as part of [1:18:09] the condition, if this board approves [1:18:11] the removal of these trees and shrubs, [1:18:13] the applicant shall plant uh 16 24inch [1:18:16] box coastlive oak trees and four [1:18:19] 15gallon uh toyon shrubs on the project [1:18:24] site. And these trees um survival of the [1:18:27] trees will be guaranteed by a a bond [1:18:30] posting of a bond um to ensure that they [1:18:34] they remain within the property as uh as [1:18:37] it pertains to the California [1:18:38] Environmental Quality Act. The [1:18:40] department of city planning actually [1:18:42] prepared and uh adopted the categorical [1:18:45] exemption for this project determining [1:18:47] that a uh section [1:18:50] uh section 15303 class 3 um uh SQA [1:18:55] exemption was appropriate. There was no [1:18:58] significant impact for this for this [1:19:00] project. As far as public notifications, [1:19:02] the the third council district was [1:19:04] informed of the removals of these trees [1:19:07] and the uh Streets LA uh also posted the [1:19:12] uh the website with the tree removal [1:19:15] details to to inform the uh the public. [1:19:18] Um that concludes my presentation here [1:19:22] before the board and I'm happy to take [1:19:24] any questions that you may have at this [1:19:26] time. [1:19:28] >> Thank you, colleagues. Any questions? [1:19:33] » Seeing none, do we have a motion? [1:19:34] >> So move. [1:19:35] » So move. [1:19:35] >> Second. [1:19:36] » Second. All right. Next, we have uh [1:20:09] » Thank you. All right. Next, we have uh [1:20:09] item number six, which is a joint [1:20:11] report, Bureau of Engineering, Contract [1:20:13] Administration. [1:20:16] >> Hi, good morning, commissioners. Uh my [1:20:17] » Hi, good morning, commissioners. Uh my [1:20:18] name is George Hang from the Bureau of [1:20:19] Engineering. Uh the item before the [1:20:21] board today is to award a construction [1:20:23] contract um for the Chandler Boulevard [1:20:26] cycle track gap closure project. Uh this [1:20:28] project will construct uh new protected [1:20:31] bike lanes uh along Chandler Boulevard [1:20:33] between Lyhorn Avenue and Vineland [1:20:35] Avenue which will complete um a bike [1:20:38] network closure uh of about 21 miles to [1:20:42] provide continuous uh bike route from [1:20:44] Chadzsworth to downtown Burbank. Uh the [1:20:47] scope of work will include uh new [1:20:49] transit platform, curb ramps, sidewalk, [1:20:52] curb and gutters, street pavement uh [1:20:54] reconstruction and overlay and traffic [1:20:57] signal striping uh enhancements and also [1:21:00] street lighting improvements. Um with [1:21:03] that I would like to transition to uh [1:21:06] our project manager who will give a bit [1:21:07] more about the project background and [1:21:09] the bidding process and the contract [1:21:11] review process as well. Thank you. [1:21:17] Good morning, commissioners. My name is [1:21:19] Katherine Mendoza from the Bure of [1:21:21] Engineering. I am a project manager with [1:21:22] the Street Improvement Division. [1:21:25] This project was first advertised on [1:21:27] February 21st, 2024, for which we [1:21:29] received no bids. [1:21:31] On May 3rd, 2024, BOE readvertised the [1:21:35] project. We received a sold bid in the [1:21:38] amount of 10,711,872 [1:21:44] which was more than 164% higher than our [1:21:47] city engineers estimate of 4,45,845. [1:21:54] The board of public works rejected the [1:21:56] so bid on August 21st, 2024. [1:22:00] After the first rebed, BOE solicitated [1:22:02] feedback from the so better to [1:22:04] incorporate areas of improvement to the [1:22:06] contract documents to increase better [1:22:08] participation and scope understanding. [1:22:11] The project was readvertised for a [1:22:13] second time on May 28, 2025. [1:22:16] Five bids were received on July 9, 2025 [1:22:20] from Environmental Construction, [1:22:21] Griffith Company, Torah Enterprises, [1:22:24] Screen Building Corporation, and Excel [1:22:26] Paving. [1:22:27] The lowest responsible bidder, [1:22:29] Environmental Construction, presented a [1:22:31] base amount of 6,822,62169, [1:22:38] which is 110% higher than our city [1:22:41] engineers estimate of 3,243,874. [1:22:48] The most significant bid item cost [1:22:50] disparity between the city engineers [1:22:52] estimate and all five biders, including [1:22:55] the lowest bidder, were in traffic [1:22:57] signal, striping, and streetlining bid [1:23:00] items, which accounts for over 75% of [1:23:03] the project scope of work. Traffic [1:23:06] control requirements, and the 22% DB [1:23:08] participation go may have contributed to [1:23:11] the higher bid prices. Many DBE firms [1:23:14] that perform these specialty items are [1:23:16] smaller in size and have limited [1:23:18] capacity compared to larger nondeb [1:23:21] contractors. [1:23:23] As a result, these DBE firms may have [1:23:26] increased overhead costs and risk which [1:23:28] is reflected in higher subcontractor [1:23:30] pricing. The project was advertised with [1:23:33] a DB go of 22%. The lowest better [1:23:36] pledged a DB commitment of 24.90%. [1:23:40] Despite the higher bids received, we [1:23:42] recommend proceeding with the award of [1:23:44] the construction contract to the lowest [1:23:46] bidder to the lowest responsible bidder [1:23:48] environmental construction. The project [1:23:51] is federally funded by the congestion [1:23:53] mitigation and air quality fund and [1:23:55] state funded by their priority [1:23:57] legislative budget projects earm fund. [1:24:01] Additional funding comes from the road [1:24:03] maintenance and rehabilitation special [1:24:05] fund senate bill one. That concludes my [1:24:08] report. We are available for any [1:24:10] questions you may have. Thank you. [1:24:14] » All right. Thank you so much. [1:24:15] Colleagues, questions on this item. [1:24:18] >> Commissioner Cordes. [1:24:19] » Commissioner Cordes. [1:24:19] >> Yeah, just a question. With all [1:24:21] » Yeah, just a question. With all [1:24:21] everything going on with street lighting [1:24:23] and the copper wire thefts, has it what [1:24:27] are there mitigation procedures for the [1:24:30] street lighting so that you know as soon [1:24:32] as it's constructed, we don't have any [1:24:33] issues with copper wire theft with uh [1:24:36] the the new lights? [1:24:38] Um on some of our other projects, some [1:24:40] of the mitigations we are applying is [1:24:42] the modified burn test um due to like [1:24:46] certain theft and regulatory theft that [1:24:49] has been going on on several project [1:24:50] locations. Um so we've been in close [1:24:53] coordination with BSL um and other [1:24:56] projects. Uh so that's a um option that [1:24:59] may be available um in case that should [1:25:02] present itself in this project. [1:25:04] >> You're saying it's an option. H explain [1:25:07] » You're saying it's an option. H explain [1:25:07] to me how it's an option to possibly [1:25:10] prevent the theft. I'm I'm just curious. [1:25:13] >> Maybe some of your colleagues can answer [1:25:14] » Maybe some of your colleagues can answer [1:25:14] that if they like. [1:25:18] >> Thank you. Um my name is Malik. I'm the [1:25:20] » Thank you. Um my name is Malik. I'm the [1:25:20] >> Right into the mic, please. [1:25:22] » Right into the mic, please. [1:25:22] >> Thank you. Um my name is Mam Malik. I'm [1:25:24] » Thank you. Um my name is Mam Malik. I'm [1:25:24] the civil engineer in charge of this [1:25:25] group. We have received a direct [1:25:28] directive from BSL to start bearing all [1:25:31] these pill boxes. So while our plans [1:25:34] were generated and uh advertised before [1:25:36] this director went out, we'll be working [1:25:38] with all these contractors to complete [1:25:40] this work. However, now when you have to [1:25:43] start bearing these pill boxes, that [1:25:45] might be a change order for this [1:25:46] project. Correct. Again, it wasn't [1:25:48] advertised that way. But this is the [1:25:50] directive we're going to be working with [1:25:51] on all contractors moving forward as [1:25:53] you've already seen the impact with all [1:25:55] this staff and all our projects. [1:25:58] >> Well, thank you. I just wanted to make [1:25:59] » Well, thank you. I just wanted to make [1:25:59] sure you were working with BSL and using [1:26:01] their their best practices. [1:26:02] >> Mhm. [1:26:03] » Mhm. [1:26:03] >> And I understand it was after the after [1:26:05] » And I understand it was after the after [1:26:05] the project. So there'll be there'll be [1:26:07] change orders to make that uh that [1:26:09] change. [1:26:09] >> Yeah. But that I we all know that's the [1:26:11] » Yeah. But that I we all know that's the [1:26:11] best way to move forward. And on some of [1:26:13] our projects, we face hundreds of [1:26:15] thousands of damages because of this [1:26:17] issue. [1:26:17] >> Yeah. Correct. Thank you. [1:26:19] » Yeah. Correct. Thank you. [1:26:19] >> Thank you. [1:26:21] » Thank you. [1:26:21] >> Colleagues, any other questions? [1:26:25] » Colleagues, any other questions? [1:26:25] Um, [1:26:27] I know that this project was riddled [1:26:29] with a lot of complications. [1:26:32] Um, [1:26:34] especially with the original engineers [1:26:36] estimate being [1:26:38] less than half of the um lowest bid [1:26:44] received. Um, and so I just I I know you [1:26:47] spoke to it a little bit, but just [1:26:49] wanted to see if there was um an [1:26:53] analysis done comparing what the you [1:26:56] know estimate assumptions were against [1:26:58] the actual bidline items. [1:27:02] >> Yeah. Certain [1:27:04] » Yeah. Certain [1:27:04] Yeah, certainly. Uh when when we go uh [1:27:07] prepare our city engineers estimate, we [1:27:09] always look at recent bids. BOE uh has a [1:27:12] database of um recent bid uh projects [1:27:15] that come in. Uh so we look at uh [1:27:18] identical um bid item descriptions or [1:27:20] similar um and also quantities as well. [1:27:24] Um and then we use that to um calculate [1:27:27] our unit prices that we're going to [1:27:29] apply into our city engineers estimate. [1:27:31] In this case, it it it looks like most [1:27:34] of the civil work like the sidewalk, [1:27:36] concrete, curb and gutter did align in [1:27:39] more closely to um our estimate [1:27:43] and the bids. Um but I think where we [1:27:45] came at a much fur bigger disc uh [1:27:48] disparity was in the the traffic and the [1:27:50] street lighting items. Those are a [1:27:53] little bit hard for us to quantify uh [1:27:55] and in terms of the unit prices because [1:27:58] um a lot of times they're they're done [1:28:00] as a specialty work by the subsc [1:28:03] contractors and um a lot of times with [1:28:06] the the disadvantaged business [1:28:08] enterprise requirements, the DBE um some [1:28:11] sometimes they may be a little bit [1:28:13] higher than than maybe other uh [1:28:15] contractors who who have bigger [1:28:17] resources than than the than some of the [1:28:19] smaller uh subcontractors. [1:28:22] Um, but I I know we're working closely [1:28:24] with LA DOT to to update these unit [1:28:28] prices. So, we anticipate we'll be more [1:28:30] closer in line on on future projects. [1:28:32] Um, and and also just want to point out [1:28:35] like we have in this case we have five [1:28:38] other we did have five biders and it [1:28:40] looks like all the bidders at least were [1:28:43] 100% higher. So they're bidding kind of [1:28:45] similar around to what um all the all [1:28:49] the five biders were were at least 100% [1:28:51] over our estimate. So it's I I I think [1:28:55] maybe it's kind of our estimate in terms [1:28:57] of um that we have to to update uh to be [1:29:00] more closer in line with the market [1:29:01] prices. [1:29:03] >> Yes. And I guess that's kind of my [1:29:05] » Yes. And I guess that's kind of my [1:29:05] question is, you know, um given that [1:29:08] data that you you received, um where all [1:29:11] the bids were kind of around the same [1:29:12] price, I think it would certainly raise [1:29:15] the need to do additional market [1:29:18] research to have a better um expectation [1:29:23] um included in the engineers estimate so [1:29:25] that um you know we can understand [1:29:29] pricing expectations a little bit [1:29:31] better. um in that in the estimate [1:29:34] because that's something that we the [1:29:35] board really um rely on to ensure that [1:29:41] the public is getting um and the city is [1:29:44] getting the best um you know bang for [1:29:47] their buck as as as it will. So um I [1:29:50] think it's really important and I know [1:29:51] that it's it's it's a process. Um [1:29:53] expectations change, uh the market [1:29:56] changes, costs go up. Um so um I just [1:30:02] wanted to to raise that. And then the [1:30:04] second thing wanted to um raise or ask [1:30:09] about is um understanding that one of [1:30:13] the reasons for the original um uh bids. [1:30:18] The reasons was the complications due to [1:30:20] the traffic [1:30:22] >> signal similar to what my colleague [1:30:23] » signal similar to what my colleague [1:30:23] brought up about BSL. Um, and I know you [1:30:26] mentioned the work with DOT, but just [1:30:29] curious whether um you still given the [1:30:33] complexity with the different traffic [1:30:36] signal um coordination that's going to [1:30:39] be needed for this. Do you still expect [1:30:41] this project to be completed within the [1:30:45] is it 365day [1:30:48] estimate? Is that construction schedule? [1:30:49] Is that still your expectation that it [1:30:52] will be completed within that schedule? [1:30:54] >> Yes, that's still our expectation to be [1:30:56] » Yes, that's still our expectation to be [1:30:56] completed within the uh contract [1:30:58] duration, the the 365 calendar dates. Um [1:31:02] we we have we've uh this project [1:31:06] actually is in partnership with LA DOT. [1:31:08] So there um they have a a project [1:31:11] manager that's also assigned to this [1:31:13] project um with our BOE project manager. [1:31:15] So when it comes into construction, uh [1:31:18] all the traffic uh work coordination [1:31:21] with their inspectors on the DOT side [1:31:23] and our inspectors will be worked out uh [1:31:26] during the pre-construction meeting that [1:31:28] we will have. So I I confident we can [1:31:31] still work within that schedule that we [1:31:33] mentioned in the board report. [1:31:35] >> Yes. [1:31:37] » Yes. [1:31:37] >> Hi, thank you. Um for this project, [1:31:39] » Hi, thank you. Um for this project, [1:31:39] we've actually are working with DOT as [1:31:41] well as the CM support on this project. [1:31:44] So typically BOE takes on the CM role [1:31:46] but because this project is heavily [1:31:48] traffic signal and traffic striping [1:31:50] operated uh DOTCM is going to help step [1:31:54] in and support this and this helps to [1:31:57] expedite not just construction um but [1:32:00] also helps to expedite construction [1:32:02] issues to getting them resolved because [1:32:04] we usually go work with DOT to resolve [1:32:07] these issues on our projects but this [1:32:09] time they'll be leading the construction [1:32:10] management. They'll be out there on the [1:32:12] site every day. they'll be very aware of [1:32:14] these issues. So, with all that [1:32:16] extensive background information, [1:32:18] they'll be able to provide support much [1:32:20] more quickly. And it's typically these [1:32:22] issues that hold us up to have to extend [1:32:25] our construction timeline and schedule. [1:32:28] But we're hoping by taking this [1:32:29] proactive approach, we can stop these [1:32:31] issues earlier. We can notice them out [1:32:33] in the field and resolve them before [1:32:35] they become delays to the project. [1:32:38] >> Okay, great. Thank you so much. [1:32:39] » Okay, great. Thank you so much. [1:32:39] Appreciate that additional context. [1:32:42] Any other questions? And I apologize for [1:32:44] walking away earlier. [1:32:46] >> Um, no. That's Anyone else have any [1:32:48] » Um, no. That's Anyone else have any [1:32:48] questions? No. Thank you so much. [1:32:51] >> Thank you. [1:32:52] » Thank you. [1:32:52] >> All right. With that, um, colleagues, do [1:32:55] » All right. With that, um, colleagues, do [1:32:55] we have any a motion? [1:32:56] >> So moved. [1:32:58] » So moved. [1:32:58] >> Second. [1:32:59] » Second. [1:32:59] >> All right. We have a first by [1:33:00] » All right. We have a first by [1:33:00] Commissioner Cardinis and a second by [1:33:02] Prom Grant. [1:33:03] >> Thank you, Vice Pres. Thank you, Vice [1:33:05] » Thank you, Vice Pres. Thank you, Vice [1:33:05] President Chavez. We'll take a roll call [1:33:06] vote on approval of item six. Starting [1:33:09] with you, Vice President Chavez. I [1:33:10] >> President Protemper. [1:33:11] » President Protemper. [1:33:11] >> Hi, [1:33:12] » Hi, [1:33:12] >> Commissioner Mitchell. [1:33:13] » Commissioner Mitchell. [1:33:13] >> Hi. [1:33:13] » Hi. [1:33:13] >> And Commissioner Cardness. [1:33:14] » And Commissioner Cardness. [1:33:14] >> Hi. [1:33:14] » Hi. [1:33:14] >> All eyes. And item six is adopt and [1:33:17] » All eyes. And item six is adopt and [1:33:17] we'll move forward forth with. [1:33:19] >> Great. [1:33:20] » Great. [1:33:20] >> Thank you. [1:33:20] » Thank you. [1:33:20] >> Thank you. All right. Moving on to item [1:33:22] » Thank you. All right. Moving on to item [1:33:22] number seven. [1:33:24] We have a report from Bureau of [1:33:26] Sanitation, AF, National Association for [1:33:29] Clean Water Agencies. [1:33:33] Oops. Good morning. Um, is my audio [1:33:36] okay? Yeah. Um, good morning. My name is [1:33:39] Christina Jones. I'm from LA sanitation [1:33:40] and environment. I am here for item [1:33:42] seven, an authority for expenditure for [1:33:44] the National Clean Water Association [1:33:47] agencies. Um this is in the amount of [1:33:50] $13,000 [1:33:52] uh sorry $103,080. [1:33:56] This is for an annual membership for [1:33:58] this organization. uh sanitation was one [1:34:00] of the first original members of this [1:34:02] organization and they provide national [1:34:04] advocacy as well as uh training support [1:34:08] and regulatory uh intelligence. Uh so [1:34:10] it's very important for our organization [1:34:12] to continue our membership in NAQUA and [1:34:16] we do have uh our general manager who is [1:34:18] currently on the board. Um and we have [1:34:20] staff that participate in the various [1:34:22] committees that are offered by this [1:34:23] organization and we are very happy to be [1:34:26] celebrating 55 years of this [1:34:27] organization and our relationship. So um [1:34:30] we look forward to continuing that and [1:34:32] I'm here to answer if you have any [1:34:34] questions. [1:34:36] >> Thank you so much. Colleagues, any [1:34:37] » Thank you so much. Colleagues, any [1:34:37] questions? Seeing none. Do we have a [1:34:39] motion? [1:34:40] >> I I have a question. [1:34:42] » I I have a question. [1:34:42] >> Um $103,000 for a membership. [1:34:46] » Um $103,000 for a membership. [1:34:46] Membership does that include [1:34:49] what does it include other than other [1:34:51] because I understand our general manager [1:34:53] is on the board. So the basically [1:34:54] working for this organization. So [1:34:57] 103,000 gives membership to 10 employees [1:35:00] to 100 employees. What's the what what's [1:35:03] what is the city getting out of out of [1:35:05] this um out of this these fees? So these [1:35:08] fees go to pay for any city employee to [1:35:10] have a membership within sanitation. So [1:35:12] as long as you have a city email when [1:35:13] you register, you're you're covered. So [1:35:15] there is no individual membership fee [1:35:17] associated for an employee to [1:35:19] participate. So they do get to [1:35:21] participate in um the committee [1:35:23] meetings. So from the legislative [1:35:25] perspective, just because that's the one [1:35:27] I'm involved with, um it means it's a [1:35:29] monthly call with uh organizations from [1:35:31] across the country to talk about [1:35:33] legislative priorities when it comes to [1:35:35] bioolids or clean water issues. Um so [1:35:38] you you get that just as part of the [1:35:39] membership. You don't pay a separate [1:35:41] fee. Um that's what's included in the [1:35:43] $103,080 [1:35:45] fee. [1:35:46] So all all BOE members all all BOE [1:35:49] engineers are are basically our members [1:35:52] are there the whole city's covered or [1:35:54] which organizations are which [1:35:55] departments are covered with this fee [1:35:57] arrangement. [1:35:58] >> The realistic answer is anybody with an [1:36:01] » The realistic answer is anybody with an [1:36:01] lacity.org email but what I believe [1:36:04] their expectation is would be anyone in [1:36:06] sanitation. Um but I haven't seen [1:36:08] anybody from another uh bureau request [1:36:12] to participate so it hasn't come up yet [1:36:14] at this point. Okay. I was just curious. [1:36:16] Thank you. [1:36:17] >> Sure. Happy to help. [1:36:20] » Sure. Happy to help. [1:36:20] >> Thank you. All right. Any other [1:36:22] » Thank you. All right. Any other [1:36:22] questions? And item seven is approved and [1:36:42] we'll move forward forth. [1:36:44] Thank you. [1:36:46] All right, moving on to number eight [1:36:50] also from Bureau of Sanitation and AF [1:36:53] for key code media. [1:36:56] Good morning, commissioners. [1:36:58] My name is Sheree Buyers, senior [1:37:00] management analyst one with LA [1:37:02] Sanitation and Environment and [1:37:04] operations manager for the environmental [1:37:06] learning center at Hyperion, which we [1:37:09] refer to as the ELC. [1:37:12] The ELC was developed to address the [1:37:14] need for increased public education on [1:37:16] how urban activities impact the [1:37:19] environment. [1:37:21] Opened in 2013, it is a 20,000 square [1:37:25] foot two-story former administration [1:37:27] building that accommodates two floors of [1:37:31] exhibit galleries, an 85 fixed seat [1:37:34] auditorium, and a multi-purpose [1:37:37] classroom known as the learning lab. [1:37:40] Today I'm requesting approval for an [1:37:42] authority for expenditure in the amount [1:37:44] of $42,000 for the professional services [1:37:48] for the installation and upgrade of the [1:37:50] audio video AV system in the ELC's [1:37:54] multi-purpose classroom called the [1:37:55] learning lab. The current AV [1:37:58] infrastructure in the learning lab is [1:38:01] over 12 years old and no longer meets [1:38:03] the operational or technological needs [1:38:06] of the ELC. as in-person meetings, [1:38:09] trainings, conferences, and webinars are [1:38:13] now requested with Zoom or Google Meets [1:38:16] requests from different environmental [1:38:18] groups, stakeholders, non-government [1:38:22] organizations, and city departments. [1:38:26] Kiko Media is the city contracted vendor [1:38:29] whom we purchased the equipment from in [1:38:31] October of 2025 and is a licensed [1:38:35] question provider authorized to install [1:38:38] the specific products included in the [1:38:41] original purchase order of $120,000. [1:38:45] The labor required for the installation [1:38:47] is proprietary in nature as it must be [1:38:50] performed by a licensed Crestron [1:38:53] technicians. [1:38:55] The labor involved for the installation [1:38:57] of equipment is no longer allowed under [1:39:00] the existing revised city contract. It [1:39:04] is specifically structured for the [1:39:06] procurement of goods and limited [1:39:08] services directly tied to those goods [1:39:11] like basic installation or maintenance. [1:39:14] Based on the existing contract, any [1:39:17] services must be incidental to the goods [1:39:20] and cannot exceed the value of the [1:39:22] material themselves by 20%. [1:39:26] Therefore, in order to have the [1:39:29] purchased equipment installed and remain [1:39:31] in compliance with the procurement [1:39:34] policies, this installation services [1:39:37] must be acquired separately through this [1:39:39] AE. The total cost of the professional [1:39:42] services AE will not exceed $42,000. [1:39:47] We want to thank you for considering [1:39:49] this AE approval and I alongside my [1:39:52] colleague Naisha Lewis are here to [1:39:55] answer questions. Thank you. [1:39:58] >> Thank you so much colleagues. Any [1:40:00] » Thank you so much colleagues. Any [1:40:00] questions on this item? [1:40:03] >> I just have a general question regarding [1:40:05] » I just have a general question regarding [1:40:06] the the learning center for the for the [1:40:07] public out there. How many [1:40:10] school buses or organizations come [1:40:12] through on an annual basis and and learn [1:40:16] and take advantage of the the facility [1:40:18] there? [1:40:19] >> Absolutely. [1:40:21] » Absolutely. [1:40:21] >> Number [1:40:25] » good morning everyone. So, when we're [1:40:27] fully operational, it we usually have [1:40:29] about 20,000 visitors. And that includes [1:40:32] students, um, organizations that will [1:40:34] use our facility for free in order to [1:40:36] have seminars, um, community meetings, [1:40:40] different things like that with the [1:40:41] intention of them coming to use the [1:40:43] facility and then taking a tour of the [1:40:45] exhibits and a tour of the plant to [1:40:47] learn about the work that LA Sanitation [1:40:48] does. [1:40:49] >> And this equipment is vital to that [1:40:50] » And this equipment is vital to that [1:40:50] operation. [1:40:52] >> Yes. So, our learning lab is severely [1:40:54] » Yes. So, our learning lab is severely [1:40:54] outdated and so we need new screens, new [1:40:57] microphones. We need new technology that [1:40:59] allows for the like she was mentioning [1:41:01] the virtual um meetings that are being [1:41:03] held now. We have a lot of um a lot of [1:41:05] NOS's specifically that want to come and [1:41:07] use the facility and sometimes they have [1:41:09] members that are across the country or [1:41:11] even sometimes we have um dignitaries [1:41:13] who come in from out of the out of the [1:41:16] country and they want to be able to zoom [1:41:18] in or Google meets in and we don't have [1:41:19] that capability in our upstairs learning [1:41:21] lab. [1:41:22] >> Thank you. [1:41:26] » Thank you. All right. Well, I support [1:41:28] this. I know that um that learning [1:41:30] center um is is a vital resource [1:41:33] especially by the surrounding community. [1:41:35] I've personally been in that room and [1:41:37] experienced the audiovisisual uh [1:41:40] challenges. [1:41:42] So um so thank you for bringing this [1:41:43] forward. [1:41:44] >> Thank you. [1:41:45] » Thank you. [1:41:45] >> Do have a motion. [1:41:46] » Do have a motion. [1:41:46] >> I'll move second. [1:41:47] » I'll move second. [1:41:47] >> All right. We have a first by [1:41:48] » All right. We have a first by [1:41:48] Commissioner or Prom Grant and and [1:41:50] second by Commissioner Cartness. [1:41:52] >> Thank you. Vice President Chavez will [1:41:53] » Thank you. Vice President Chavez will [1:41:53] take a roll call vote on approval of [1:41:54] item 8. Starting with you, Vice [1:41:56] President Chavez. I [1:41:57] >> President Prom Grant. [1:41:58] » President Prom Grant. [1:41:58] >> Hi, [1:41:59] » Hi, [1:41:59] >> Commissioner Mitchell and Commissioner [1:42:00] » Commissioner Mitchell and Commissioner [1:42:00] Cardinus. [1:42:01] >> Hi. [1:42:01] » Hi. [1:42:01] >> All eyes. And the item is approved and [1:42:03] » All eyes. And the item is approved and [1:42:03] we'll move forward forth. [1:42:05] >> Thank you. [1:42:05] » Thank you. [1:42:05] >> Thank you. [1:42:07] » Thank you. [1:42:07] Right. Moving to our next item number [1:42:10] nine. [1:42:12] This is a request for approval for the [1:42:15] solar photovotayic and energy storage [1:42:18] systems. Do we have someone from Bureau [1:42:21] of Engineering? [1:42:25] » Yes. Good morning. Um, my name is Steve [1:42:27] Ferris. I'm the principal architect at [1:42:29] the Bureau of Engineering. It's in the [1:42:30] motion before you today. The Bureau of [1:42:33] Engineering issued initiated an [1:42:34] establishment of the pre-qualified list [1:42:36] of design build contractors for solar [1:42:39] photoic and energy storage systems for [1:42:41] city facilities in 2021. The services [1:42:45] provided by the pre-qualified list may [1:42:48] include design design build construction [1:42:50] and financing of new solar photovoltaic [1:42:53] systems, energy storage systems or a [1:42:56] combination of both. The approved list [1:42:58] will be needed for bidding and awarding [1:43:01] the construction of city's future solar [1:43:03] photoic and energy storage system [1:43:05] projects after December 17th of 2026. [1:43:09] The approved lifts is available to all [1:43:11] city departments including proprietary [1:43:14] and semi-proprietary departments as well [1:43:16] as independent public agencies chartered [1:43:19] by the state of California similar to [1:43:21] the housing authority of the city of Los [1:43:23] Angeles. [1:43:24] The con construction contract will be [1:43:26] executed on a project by project basis. [1:43:30] So we're requesting in this motion that [1:43:31] the board approve the extension of the [1:43:34] existing pre-qualified uh list of design [1:43:36] bill contractors. um through December [1:43:40] 17th of 2031. That concludes my [1:43:42] presentation. Thank you. [1:43:45] >> Thank you. Uh colleagues questions. [1:43:50] » Thank you. Uh colleagues questions. [1:43:50] >> Um I had a question. I'm just curious. [1:43:52] » Um I had a question. I'm just curious. [1:43:52] Um and I know you mentioned that there [1:43:54] in the future there will be it's [1:43:57] anticipated there will be more um [1:44:00] standalone [1:44:02] uh energy storage systems as we work [1:44:05] toward because this includes also our [1:44:07] proprietary department projects as well. [1:44:09] Correct. [1:44:10] >> Do you do you have any sort of sense of [1:44:13] » Do you do you have any sort of sense of [1:44:13] what those pro you know what the scale [1:44:15] of these projects is going to be? I [1:44:17] can't speak for the other um city [1:44:19] departments but at least within the [1:44:21] Bureau of Engineering and we initiated [1:44:23] this initially um we we have not um [1:44:27] utilized this on call list as of yet [1:44:29] from Bureau of Engineering and I'm [1:44:31] unaware if others may have but um from [1:44:34] our end it's it's been a work in [1:44:36] progress to get it developed to get the [1:44:37] scope just right but we do have at least [1:44:39] one project that we see here in the very [1:44:41] near future but I anticipate more as [1:44:44] they come forward it's um because it's a [1:44:47] very specific scope of work that happens [1:44:49] and so a lot of times the work that [1:44:50] comes to us we have to find that [1:44:52] specific um solar project. So but yeah I [1:44:57] do think we will be getting more. [1:44:59] >> Okay appreciate that. All right thank [1:45:01] » Okay appreciate that. All right thank [1:45:01] you. Um do we have a motion for this [1:45:04] item? [1:45:05] >> So move second. [1:45:07] » So move second. [1:45:07] >> All right we have a first by [1:45:08] » All right we have a first by [1:45:08] Commissioner Cordin second by Prom [1:45:10] Grant. [1:45:11] >> Thank you Vice President Chavez. will [1:45:12] » Thank you Vice President Chavez. will [1:45:12] take a roll call roll call vote on [1:45:14] approval of item nine starting with you [1:45:17] with you vice president Chavez [1:45:19] >> I [1:45:19] » I [1:45:19] >> President Prom Grant [1:45:20] » President Prom Grant [1:45:20] >> I [1:45:21] » I [1:45:21] >> commissioner Mitchell [1:45:22] » commissioner Mitchell [1:45:22] >> and Commissioner Cardin [1:45:23] » and Commissioner Cardin [1:45:23] >> all eyes item nine is adopted and we'll [1:45:25] » all eyes item nine is adopted and we'll [1:45:25] move forward fourth wave [1:45:27] >> thank you [1:45:28] » thank you [1:45:28] >> thank you all right moving on to our [1:45:33] » thank you all right moving on to our [1:45:33] last item number 10 [1:45:35] >> of engineering updated funding table [1:45:38] » of engineering updated funding table [1:45:38] >> uh good morning good morning [1:45:39] » uh good morning good morning [1:45:39] commissioners good morning everyone um [1:45:41] happy new [1:45:42] So on my name is Nor Males from Bureau [1:45:45] of Engineering. I'm the principal civil [1:45:46] engineer of our street improvement [1:45:47] division. On August 28, 2024, the Board [1:45:50] of Public Works adopted a board report [1:45:52] which authorized the city engineer to [1:45:54] issue a task order solicitation to Somus [1:45:57] um for project management and [1:45:58] engineering support for the street [1:46:00] design and storm drain design manual [1:46:02] update with a budget authority of $3.3 [1:46:04] million. The board report had listed [1:46:07] some funding sources as to be determined [1:46:08] and but since the time of board approval [1:46:10] new funding sources have been [1:46:12] identified. One of them as part of the [1:46:14] 2025 2026 fiscal year budget an [1:46:17] additional amount of 312,650 [1:46:20] had been identified for contractual [1:46:22] services um from fund number 100 [1:46:25] department 78 and appropriation unit [1:46:27] 003040. [1:46:29] Then furthermore, on April 11, 2025, the [1:46:32] city council introduced a council file [1:46:35] number 23600 [1:46:37] related to vision zero evaluation and [1:46:39] safety, which has provided authority to [1:46:41] authorize the controller to transfer [1:46:43] $900,000 to the project. [1:46:46] At the time that this um this motion was [1:46:50] um prepared and sent over, the council [1:46:52] the council report hasn't been [1:46:53] finalized, but as of December uh 22nd um [1:46:57] it has been final [1:46:59] and so that that has been officially [1:47:01] approved and final and then the [1:47:03] remaining balance of 1 million 37738 in [1:47:06] the future um a board report a board [1:47:08] motion will have to be um done so we can [1:47:10] identify that funding. So I therefore [1:47:13] move that the board approve the use of [1:47:14] the funding table number two um which [1:47:17] lists the new funding sources in lie of [1:47:19] the approved funding table number one. [1:47:21] So funding table number one does [1:47:22] identify $1,50,000 [1:47:25] and then additional 202,250,000 [1:47:29] for to be determined funding and then [1:47:31] the revised table now [1:47:35] um does include identified funding up to [1:47:37] 1,362,2362 [1:47:41] 262 [1:47:43] and then um proposed future funding [1:47:45] vision zero funds of 900,000 and then [1:47:48] funding sources to be determined [1:47:49] 1,ion3773 38. Now, but then when we go [1:47:53] to our second our second um move, I [1:47:56] further move that the board authorize [1:47:58] the payment of invoices from the newly [1:48:00] proposed account funded by vision zero [1:48:02] once the accounts department numbers, [1:48:04] fund numbers, and appropriation units [1:48:06] have been created and identified. So, I [1:48:09] do actually have the account number [1:48:11] right now. DOT has identified this. Um [1:48:14] but since they did not sign um on this [1:48:18] on on the board report, I didn't want to [1:48:20] bring that account number. However, I [1:48:22] just want to make it clear so we won't [1:48:23] have to come back again to the board [1:48:25] that this second um the second move or [1:48:28] further move allows I want to make sure [1:48:31] that it's effectuated properly where uh [1:48:33] the board will allow us to pay for as [1:48:36] part of this motion that's being [1:48:37] approved um that we're allowed to use [1:48:40] the account number that DOT has [1:48:42] identified without us going back to [1:48:43] board. That's that's how I tried to [1:48:45] effectuate it here. I just want to make [1:48:46] sure that that's everyone understands [1:48:48] that so we won't have to come back [1:48:49] again. And with that that um that [1:48:52] concludes the presentation. [1:48:54] >> Great. Thank you for that clarification. [1:48:57] » Great. Thank you for that clarification. [1:48:57] Colleagues, any additional questions on [1:48:58] this item? [1:48:59] >> I council, I guess is it that's [1:49:02] » I council, I guess is it that's [1:49:02] appropriate to sort of without further [1:49:05] board action to go ahead and approve um [1:49:08] let it be approved once the account [1:49:10] numbers are finalized. [1:49:13] Typically, as occurs with contracts, it [1:49:16] it is pending the city council's [1:49:18] approval. It does come back uh but to [1:49:21] the extent there is no but that's [1:49:23] because it requires the board's [1:49:25] signature for example, but to the extent [1:49:28] that's not required as long as we make [1:49:31] clear that it is pending city council [1:49:33] approval, then that should be fine. [1:49:37] >> Okay. [1:49:37] » Okay. [1:49:37] >> Okay. Thank you for that clarification. [1:49:40] » Okay. Thank you for that clarification. [1:49:40] All right. Do a motion. So move second.
