Tilman [40:17] Water Reclamation Plant. [40:23] Good morning. Uh this is Ethan Wong with [40:25] the Bureau of Engineering Environmental [40:26] Engineering Division. Uh so the report [40:29] before you is a request for uh the city [40:32] engineer to use the construction [40:35] services contract known as our Cisco [40:37] contract um to issue task work orders to [40:40] the contractor for an amount not to [40:42] exceed 1.75 million for the capital [40:45] improvement project known as the Donald [40:47] C. and water recreation plant effluent [40:51] flow meters. Um so the purpose of this [40:54] project there are currently six PO2 flow [40:58] meters that are used to measure flow [41:00] from the effluent pumping plant. Uh the [41:02] effluent plumping plant is where all of [41:04] the water goes after treatment has [41:06] happened and then is dispersed um to the [41:08] LA River and to other locations such as [41:11] that. Um so accurate readings are a [41:14] necessity and critical uh for reporting [41:17] to regulatory agencies such as the state [41:19] regional water quality control board to [41:22] ensure compliant and compliance and it [41:24] also is critical for the analysis of [41:27] relevant uh future projects. Um [41:30] currently these uh pedo tubes uh require [41:33] a lot of maintenance and have been [41:35] reporting inconsistently [41:37] um which does cause problems for our [41:39] plant management. So uh we are looking [41:42] to replace these six PO2 uh flow meters [41:46] with six magnetic flow meters which are [41:48] much more accurate and use a a much [41:51] newer technology. Um they also require [41:54] less maintenance and they have an [41:55] expected useful service life of 30 [41:58] years. [42:00] Um in addition to this work at the EP or [42:03] effluent pumping plant, there are two [42:05] lines um the high-pressure effluent line [42:08] or HPE line and the low pressure [42:11] affluent line um that also disperse [42:13] water through the plant. Um they are [42:16] both severely corroded and need to be [42:18] replaced. So roughly um 60 ft of both a [42:21] 10-in HPE and a 12-in LP um piping um [42:26] pipe runs are are needed to be replaced [42:29] and this will require excavation, [42:31] replacement of asphalt and other um [42:34] necessary work to replace those lines. [42:37] um the the need for this project to be [42:41] issued um through Cisco is um due to the [42:44] the complicated shutdowns and the extra [42:48] coordination needed to work with the [42:49] plant. Um so we find that this project [42:52] is an excellent project for our Cisco um [42:56] contractor to work on with the plant [42:57] since there will be a high amount of [42:59] coordination between both plant staff [43:01] and the contractor to get this work [43:03] done. Um, all of the funds for this [43:06] project come from the sewer construction [43:08] maintenance fund and so there will be no [43:10] impact to the general fund. I am here to [44:49] request that the board perform the [44:51] following. one, authorize the revised [44:54] construction budget and two, authorize [44:56] the city engineer to issue the revised [44:58] construction orders for the Palisades [45:01] fire emergency storm drain repair [45:03] project located at 17790 and 17793 Cay [45:09] de Polarmo. [45:11] This project was initiated in response [45:13] to the severe postfire conditions that [45:15] followed the January 2025 Palisades [45:18] fire. The fire left the hillside [45:20] upstream of the two debris basins [45:22] stripped of vegetation. What remained [45:24] was loose soil and burned debris which [45:26] significantly increased the risk of [45:28] mudslides uh debris flow with rain [45:31] events that followed. As a result, the [45:34] debris basins numbered 61 and 63 were [45:37] quickly inundated with heavy debris [45:39] flows uh from the winter rains that [45:42] season filled with saturated debris. the [45:45] the basins storm water conveyance [45:47] capacity was obstructed. This created [45:49] public safety risk as well as risk to [45:51] the adjacent properties. [45:54] On February 26, an emergency request was [45:57] issued by LA Sanitation to address these [46:00] risks. Bureau of Engineering activated [46:02] the construction firm Clark Contracting [46:05] Corporation, who was the contract at the [46:07] top of the emergency storm drain repair [46:09] list. Uh at that time they were directed [46:12] to mobilize immediately and stabilize [46:14] the site to begin debris removal of uh [46:16] removal operations. The scope of work [46:19] included the removal and haul of debris [46:21] within the the basins. The material in [46:24] the basins consisted of over 5,000 cubic [46:26] yards of high moisture soil and de and [46:29] burn debris. The debris removal efforts [46:32] occurred over approximately a 4-week [46:33] period with a roughly twoe span uh of [46:36] pause uh in in this due to rain that [46:39] occurred during that time. An unintended [46:42] consequence of the debris hauling uh [46:45] that that occurred uh was that the heavy [46:47] machinery actually caused ruting within [46:49] the access roads and the driveways of [46:52] the the properties themselves. And [46:54] that's uh this is something that would [46:56] need to be remediated as a you know part [46:58] of the post construction efforts the [47:01] restoration efforts rather excuse me the [47:03] restoration of the debris basins and the [47:05] access roads the restoration of the [47:07] driveways replacement of the damaged [47:09] entry gate was all incorporated into the [47:11] scope of work of the project to bring [47:13] everything back to the pre-emergency [47:16] levels. So, the uh work that was [47:19] performed was originally authorized [47:21] under the uh amount that we have the [47:24] ability to approve, which is $499,000. [47:27] However, the revised cost to complete [47:29] the already performed work is estimated [47:32] to be at $610,000 [47:34] with contingency. The revised budget has [47:37] been reviewed and approved by LA [47:39] sanitation uh the program review [47:41] committee and will be uh funds are [47:43] available through the storm water [47:44] pollution abatement fund and there will [47:47] be no impact to the general fund as a [47:49] result. Therefore, Bureau of Engineering [47:51] is recommending that the board authorize [47:53] the revised construction order and [47:55] authorize the city engineer to issue the [47:57] revised construction orders. Uh the metro metro is [53:14] constructing or working on constructing [53:16] um improvements along the [53:22] uh LA Union Station which includes an a [53:25] vioaduct over the 110 freeway and going [53:28] to be running along the western side of [53:30] the LA freeway LA River and that project [53:33] all the construction and the vioduct [53:35] will severely impact the four trees. Uh [53:37] there are the three crepe myrtles [53:39] relatively small measuring about five [53:42] inches by about 15 feet in height. We [53:44] have a planted western sycamore tree [53:47] that is of uh cultural significance. It [53:50] is a significant tree planted by the [53:52] Keech nation uh at to commemorate the [53:55] eliso. The eliso was a very large [53:57] sycamore tree that once existed near the [54:00] LA River and near the site where it was [54:02] where it's growing now. There was also a [54:04] bronze plaque that was installed to [54:07] commemorate the Ela Liso that was stolen [54:10] a while back. Uh so Metro has agreed to [54:13] relocate this western sycamore tree to a [54:16] nearby area. In addition, they have also [54:19] agreed to fabricate a new plaque, bronze [54:23] plaque commemorating the Eliso and its [54:26] cultural significance and install it [54:28] adjacent to the western sycamore tree [54:31] that is relocated. So the council office [54:33] has been or metro has been working with [54:35] the council office and the key nation [54:37] and they have reached an agreement on [54:39] see the um relocation of the tree and [54:42] the bronze plaque. So the metro has [54:45] agreed to also replant several trees in [54:49] the area including eight eight trees of [54:52] which um five will be the crate myrtles [54:55] or excuse me western or eastern red bud [54:57] and there's also some um crate myrtles [55:02] also to be installed the muscogi they [55:06] will water the trees for a minimum [55:07] three-year period [55:10] the um that concludes the report here [55:13] they address any questions the board may [55:14] have. [55:56] This site encapsulates the ancestral [55:58] spirit of the original people of Los [56:00] Angeles and the theft of the plaque [56:02] signifies the erasure of a critical [56:04] acknowledgement of indigenous history, [56:07] presence and sovereignty in the civic [56:08] landscape of our city. The original [56:11] plaque installed in collaboration with [56:13] the KE nation marked the historic [56:15] location of Ela Liso, a monumental [56:18] California sycamore that stood for [56:19] centuries as one of the most significant [56:21] natural and cultural landmarks in the [56:24] Los Angeles basin. For generations, it's [56:26] been a site for ceremony, governance, [56:29] trade, and community life. Uh, and [56:31] historical accounts describe it as a [56:33] landmark visible from miles away and a [56:35] destination for regional leaders who [56:37] traveled long distances to meet beneath [56:39] its canopy. The tree stood at the center [56:41] of a vibrant indigenous landscape that [56:43] predates the founding of the city of Los [56:45] Angeles by thousands of years. This site [56:48] also acknowledges that this location is [56:50] not only culturally significant, but [56:51] also a sacred burial site. [56:53] Archaeological discoveries in the area, [56:55] including the uncovering of human [56:57] remains during nearby construction, [56:59] confirm the Keech Nation's long- [57:01] maintained oral history. Replacing the [57:04] plaque is essential to how the city of [57:05] Los Angeles honors the cultural and [57:07] spiritual significance of the site. As [57:10] such, requiring LA Metro to fund and [57:12] reinstall the plaque as part of its [57:14] permitting obligations is both [57:16] appropriate and necessary. Public [57:18] agencies undertaking work in [57:20] historically sensitive areas have a [57:22] responsibility to mitigate impacts and [57:25] support the preservation of cultural [57:26] resources and restoring this plaque is a [57:29] meaningful step towards that obligation. [57:31] I respectfully urge the board to adopt [57:33] additional instructions to ensure that [57:36] the plaque is promptly replaced by Metro [57:38] in consultation with the key nation. [1:10:36] The first five years contract is [1:10:39] expiring this June 30, 2026. [1:10:43] This agreement is essential for the [1:10:46] processing and marketing of recyclables [1:10:48] collected by LA sand from residents in [1:10:52] the West Los Angeles, North Central, [1:10:55] South Los Angeles, and the Harbor [1:10:58] districts. On a daily average, the [1:11:01] contractor handles close to 450 tons of [1:11:05] recyclable materials for for these [1:11:08] districts. [1:11:09] Renewing the contract with CRNR is [1:11:12] critical for the following reasons [1:11:15] and ensures no interruptions for the [1:11:18] households served within these [1:11:19] districts. [1:11:21] It supports the city's s sustainability [1:11:24] goals which aim to reach 95% diversion [1:11:29] waste aversion by 2035. [1:11:32] The contractor has been a reliable [1:11:35] partner through the initial term [1:11:37] successfully processing and marketing [1:11:39] the city's recyclable materials. [1:11:42] The contractor provides regular waste [1:11:45] characterizations [1:11:47] studies to reduce to sorry to evaluate [1:11:53] to evaluate the composition of the [1:11:54] materials and provides a yearly [1:11:57] contribution close to 50k [1:12:00] to support contamination uh reduction [1:12:03] efforts. [1:12:05] During the first term, actual spending [1:12:08] was about $23.3 [1:12:11] million. [1:12:13] For the upcoming five years renewal, the [1:12:16] projected cost is estimated at $ 48.8 [1:12:21] million [1:12:23] for a total 10 years estimate of about [1:12:26] $68.1 [1:12:28] million. This is Ethan Wong [1:13:38] with the Bure of Engineering [1:13:39] Environmental Engineering Division. Uh [1:13:42] the report before you is recommending [1:13:44] the award of the terminal island water [1:13:46] reclamation plants primary treatment [1:13:49] tanks improvements known as a couple [1:13:51] improvement project 5247 [1:13:53] to Myers and Suns construction. The [1:13:56] first low bidder found to be the lowest [1:13:59] respons respons responsible bidder um [1:14:02] for a total amount of $24,600,000. [1:14:07] Um the background behind this project is [1:14:11] related to uh the upgrade and [1:14:14] replacement or re rehabilitation of the [1:14:17] existing u primary tanks at uh the ter [1:14:21] terminal island water reclamation plant. [1:14:23] Um there are six total tanks that are [1:14:25] roughly 200 ft long. Um in the process [1:14:30] that happens within these tanks is where [1:14:32] the the first removal of bioolids [1:14:34] happens and this happens through [1:14:36] primarily through settlement and um [1:14:39] through flotation of other uh solids to [1:14:42] the surface. So we remove the sludge and [1:14:45] scum um through what are called chains [1:14:48] and flights which are are noted in a [1:14:51] figure or depicted in a figure on page [1:14:53] two of the report. Um so what happens is [1:14:56] the the they basically push all of the [1:14:59] sludge that settles to the bottom to an [1:15:01] area where um the sludge is then pumped [1:15:04] out of the tank and there are skimmers [1:15:06] at the top that remove what's called the [1:15:08] scum which are the floatable solids. Um [1:15:12] so the original uh configuration of the [1:15:15] primary treatment tanks was um put in in [1:15:19] the 70s. Um so they are in much need of [1:15:22] rehab. Um there's much newer equipment [1:15:24] that we will be reinstalling in these [1:15:26] tanks for more efficient uh removal of [1:15:29] the solids. Uh we will also be replacing [1:15:32] the aluminum tank covers which is [1:15:34] critical for odor control containment. [1:15:38] Uh we will be replacing the highdensity [1:15:40] polyethylene piping system. Also [1:15:43] automating the tank influent gates and [1:15:46] replacing all of the wall spools um [1:15:48] which is the piping system that allows [1:15:50] flow into each of the tanks. So, there's [1:15:52] a total of 18 spools that will be [1:15:55] replaced and we are also installing one [1:15:57] new manual slide gate on tank six. Uh, [1:16:00] the contract direction is currently [1:16:03] expected to be 913 calendar days. Um, we [1:16:07] did receive uh six bids on this project. [1:16:10] Um, in comparison to the city engineers [1:16:13] estimate of 19,476,000. [1:16:17] Um, of the six, Myers and Suns was the [1:16:20] the low bidder. They are also a local [1:16:23] certified local business enterprise. Um [1:16:26] but they you know that did not affect [1:16:28] the bid order as they were already the [1:16:31] low bidder. Uh we did find [1:16:34] that um the range of bids from the low [1:16:37] bid to the high bid the six highest bid [1:16:41] um were all within 5%. So we do believe [1:16:43] that uh we have received good bids on [1:16:46] this project and are re recommending to [1:16:49] move forward with the ward. Uh in [1:16:52] relation to the business inclusion [1:16:55] program um Myers and Suns has uh pledged [1:16:59] to um participation levels of 7.07% [1:17:04] minority business enterprises [1:17:07] uh 1.79% women business enterprises [1:17:11] uh 8.8 85% small business enterprises, [1:17:15] 7.07% [1:17:17] emerging business enterprises, and we'll [1:17:20] also have 32.35% [1:17:24] other um subcontractors [1:17:26] uh participate on this project. There is [1:17:29] a total subcontractor participation [1:17:31] level of 62.81% 81% [1:17:35] which um equates to 8,462,000 [1:17:40] uh after subtracting the fixed cost [1:17:42] items from the the bid. Um in other [1:17:47] areas of the bid, the um funding for [1:17:51] this project all comes from the sewer [1:17:54] construction maintenance funds. On December [1:19:41] 23rd, 2025, Council District 1 in [1:19:44] collaboration with OCB and the nonprofit [1:19:47] Center for Employment Opportunities [1:19:49] submitted two applications to CALR for [1:19:52] this CC grant program. The Warner Grand [1:23:30] Theater is a is a historic theater [1:23:33] originally constructed in 1931 as one of [1:23:36] three neighborhood movie palaces [1:23:37] commissioned by the Warner brothers. On [1:23:40] September 18th, 2024, the board awarded [1:23:43] a contract to 2H construction in the [1:23:45] amount of approximately $17.9 million [1:23:48] with a contingency of about $1.8 million [1:23:52] uh which was approximately 10.1% of the [1:23:55] construction bid. The project includes [1:23:57] ten tenant improvements that include [1:23:59] disabled access upgrades throughout the [1:24:02] facility, restroom upgrades, uh a new [1:24:05] elevator, numerous uh HVAC, life safety [1:24:09] uh and electrical infrastructure [1:24:10] upgrades, as well as a stage access [1:24:12] lift. During construction, the project [1:24:15] incurred significant change orders to [1:24:18] for unforeseen conditions in the amount [1:24:20] of approximately $800,000. [1:24:22] Additional scope was added in the in the [1:24:25] amount of approximately $600,000 [1:24:27] which was included to address fire life [1:24:29] safety and audio audiovisisual [1:24:32] infrastructure and historic finishes as [1:24:34] also detailed within the report. The [1:24:37] project is approximately 55% complete [1:24:39] and additional funding is immediately [1:24:41] needed to address anticipated change [1:24:43] orders. the current request of [1:24:45] approximately 340,000 [1:24:48] and the remaining contingency of 240,000 [1:24:51] with a pride approximately 580,000 to [1:24:54] address the anticipated change orders [1:24:56] and and uh unforeseen conditions. We [1:24:59] also anticipate that we will need to [1:25:01] come back to this board to add [1:25:03] additional funding to this project um as [1:25:05] the uh project is taken through the MFC [1:25:08] municipal facilities committee to seek [1:25:10] additional funding for contingency. [1:25:13] Um, despite the past challenges, we [1:25:15] anticipate reaching uh substantial [1:25:17] completion in late October of this year. So we would think toward at the end [1:26:05] of the calendar year we should be able [1:26:07] to open it up to the public but uh in [1:26:09] October November we anticipate opening [1:26:12] it up for a soft opening. But I think that we [1:27:29] also need to balance the fact that we [1:27:30] have a huge budget crisis concerns and [1:27:34] especially with you know especially with [1:27:36] making the ADA community like with [1:27:38] sidewalks and everything. We're not [1:27:40] getting enough money for that. So as [1:27:41] much as I love this project I really [1:27:44] wish the city would try to recruit money [1:27:47] from different entities that are not [1:27:49] from public funds to help with this sort [1:27:52] of thing. So like yes, on one hand I [1:27:54] want this project completed. Um but the [1:27:58] community like myself as the ADA [1:28:00] community, how often will I likely go to [1:28:03] the theater? I don't know. Maybe I will, [1:28:05] but not as often as I will um just going [1:28:08] through the sidewalks trying to get [1:28:10] anywhere in this city. And so it's about [1:28:12] priority and the what to do with the [1:28:14] money, the little bit of money that it [1:28:16] seems like we, you know, we don't have [1:28:18] and we need to um be careful. So, I'm [1:28:21] not saying we, you know, in the [1:28:22] meantime, yeah, we can't help these uh [1:28:24] projects, but why aren't we reaching out [1:28:27] for, you know, different bigger entities [1:28:29] back in the day, right? They were all [1:28:31] called like they had star names on it [1:28:33] and stuff. There's people that put in [1:28:35] money for this stuff that was not the [1:28:38] city. And I wish we would go back, you [1:28:40] know, to doing that. But other than [1:28:42] that, it sounds like a great project. [1:28:43] I'm not knocking the actual project. I'm [1:28:45] just concerned about the funds and [1:28:48] making the city ADA compliant for, you [1:28:50] know, just to get around just to go down [1:28:53] the street.
