[6:16] with presentations. Our first presentation
[6:17] this
[6:20] evening will be from the
[6:23] chamber of commerce.

[6:58] tonight. I want to thank the mayor
[6:59] and city council
[7:01] for having us out this evening. I
[7:02] want to thank
[7:04] the chamber staff, here for support
[7:05] as well
[7:08] as the board chair. So, we are here
[7:09] to
[7:11] talk about
[7:14] florence italian restaurant.
[7:20] elsa and her husband opened the
[7:22] restaurant and chose martinez four
[7:23] years ago
[7:25] to bring their great food here and
[7:26] to be a part of
[7:29] our wonderful downtown business community.
[7:30] every time that
[7:32] I step into the restaurant I
[7:35] am always struck by how
[7:37] happy elsa is to see every customer
[7:38] that comes
[7:41] in and the pride elsa and her husband
[7:42] have
[7:44] in the restaurant is very clear and
[7:45] it is really
[7:46] special. We greatly appreciate everything
[7:47] you do as
[7:50] part of your work and part of being
[7:52] in our community. With that being
[7:53] said, I
[7:55] would like to thank you and say that
[7:56] it is
[7:59] an honor to name you the chamber of
[8:00] commerce business of the month for the month of
[8:02] december.
[8:13] I also have something to read that was brought
[8:14] to
[8:17] us by senator grayson's office. His
[8:18] representative
[8:19] wasn't able to attend. They have a
[8:20] certificate for you.
[8:23] a certificate of recognition
[8:25] presented to florence italian restaurant for
[8:26] the business of the month
[8:29] 2025. I want to join with others in
[8:32] recognizing florence italian restaurant
[8:33] as the martinez business
[8:36] of the month. Your dedication to
[8:38] excellence and valued contributions
[8:39] enrich
[8:42] the quality and strength of our
[8:43] community. On behalf of the people
[8:45] of
[8:48] the 9th senate district,
[8:49] congratulations from senator tim grayson.

[9:20] fourth anniversary this establishment
[9:22] distinguished itself through commitment

[9:25] quality, hospitality and community
[9:27] engagement.

[9:33] place for residents and visitors

[9:38] the dedication, positive contributions
[9:39] to the
[9:42] vitality of the local economy and

[10:48] it is so much fun to support the businesses
[10:49] that
[10:51] are run by folks that live in the
[10:53] community. Like so many businesses
[10:54] downtown they
[10:57] have a lovely park for
[10:59] outdoor seating. Every single parade,
[11:00] all of
[11:03] my friends and all of their
[11:06] children are at their park s
[11:09] every parade and elsa is a
[11:12] wonderful hostess every time we
[11:15] attend her restaurant.
[13:11] >> our next presentation is the 2025 annual tree program update.
[13:15] is that

[13:23] going to present this since he has
[13:24] been a key and
[13:26] instrumental part of our tree program
[13:27] this year
[13:30] coordinating with pg&e on their
[13:33] right tree,
[13:36] right place program.
[13:39] leading the
[13:42] charge to get our first phase of the
[13:45] 150 street planning done. We have
[13:48] 150 trees in.
[13:51] complete
[13:54] with irrigation.

[14:09] for those of you that don't have
[14:12] a copy you can look at the monitors.
[14:15] that will suffice. So, beginning this
[14:16] is the
[14:17] annual tree program update that I
[14:18] am about to give.
[14:21] this is an update about the tree progress here
[14:22] in martinez.
[14:24] I want to remind that this
[14:27] is tree city usa here in martinez.
[14:30] we have a lot of
[14:33] landmarks and
[14:35] locations. This is not just a flak
[14:36] and an award.
[14:39] this is a recognition we receive as
[14:40] our
[14:42] commitment to trees
[14:45] grows.
[14:49] we are expecting 2025
[14:52] to be received
[14:55] early next year. Beginning off
[14:57] the tree city usa program has a few
[14:59] conditions. We fulfill them and meet
[15:01] them here in martinez as
[15:03] follows. By maintaining a tree board
[15:04] or department is
[15:06] what is required. We fulfill it by
[15:08] the franchise and public infrastructure
[15:10] and subcommittee.
[15:12] they met late last month, the end of
[15:15] november providing their final report
[15:16] to
[15:19] council by today.
[15:20] having a community tree ordinance
[15:22] is required as well.
[15:25] we fulfilled that by the
[15:27] 2023 update to our municipal code
[15:30] recognizing trees and puts forth rules
[15:34] and regulations.
[15:40] spending at
[15:43] least $2
[15:46] per capita on
[15:49] urban forestry.
[15:52] that puts us a little bit under
[15:55] 75,000.
[16:03] celebrating arbor day. I am happy
[16:04] to say this
[16:07] year's
[16:10] 2025 arbor day went offoff
[16:12] a hitch at hidden valley park. There
[16:13] are pictures
[16:15] in the presentation to show you what
[16:19] happened out there.
[16:22] we had
[16:24] 16 tree removals for fallen trees that
[16:25] had
[16:28] to be removed in the parks and
[16:31] open space. 11 were removed
[16:33] by our own city staff, and 5 were
[16:34] removed
[16:36] by contractors. Tree plantings have
[16:37] skyrocketed
[16:40] in martinez this year. For
[16:43] arbor day we planted 11 trees at
[16:46] hidden valley park. Working
[16:49] with pg&e right tree right place
[16:52] program, we planted 34 trees
[16:55] at hidden
[16:57] valley park. Please give a shoutout
[16:58] to our
[17:00] partners. We had local student volunteers
[17:01] help us
[17:03] with that. Thank you to the students
[17:04] of martinez.
[17:07] finally, majority
[17:10] of plantings
[17:11] of 2025 street trees. You will see
[17:13] our fine trees in the
[17:16] street medians
[17:19] right now.
[17:25] having them put in at the right
[17:28] time helps
[17:31] our trees establish well and get
[17:34] off to a
[17:37] good start.
[17:40] the budget
[17:43] allocated for the work is almost
[17:46] $193,000.
[17:49] well over the $75,000 we were shooting
[17:50] for.
[17:52] we are happy to devote the funds
[17:55] and the revoerss to the environment.
[17:58] to recap what we
[18:01] have done, planning
[18:04] to do additional work coming up in
[18:05] phase
[18:07] 2 early next year. Then additionally
[18:09] we had council help and student help
[18:10] at arbor
[18:13] day at hidden valley park. You can
[18:15] see the pictures up there for people
[18:16] that helped us put
[18:19] in new trees at the park.
[18:22] we continuously partner with
[18:25] pg&e to complete some of the
[18:27] same activities we completed this
[18:28] year.
[18:31] the street tree median project where
[18:34] we successfully planted
[18:37] 150 trees.
[18:40] great math on somebody's part.
[18:41] somebody put the numbers together
[18:43] and we were successful
[18:45] and on top with that project. We were
[18:46] happy
[18:48] to do so. Recommendations going in
[18:49] to 2026 is
[18:51] to continue our successful partnership
[18:52] with
[18:55] p fwrvegs
[18:58] e.
[19:04] that is an extraordinary
[19:07] partnership we have.
[19:10] phase
[19:13] 2 projects, the beautifications of
[19:15] those medians and potentially expanding
[19:16] to
[19:19] other medians that
[19:22] are
[19:25] updates are going to be
[19:28] sent your
[19:31] way.
[19:37] then also we want to revisit
[19:40] the planting trees and removing certain
[19:43] trees from the downtown area. I am
[19:46] happy to say we are in the planning
[19:49] phase with the current contractor
[19:52] for that. We have plans for the next
[19:55] arbor day, april 18th, 2026 at pine
[19:56] meadow
[19:58] park. We are hoping to work with
[20:01] pg&e to plant
[20:04] additional trees
[20:10] in that area.
[20:13] if there are any questions, I

[20:19] have.

[21:19] us going and phase two will be finishing

[21:23] the remainder of the medians
[21:25] throughout towns. That will be really
[21:26] exciting.
[21:29] I wanted to
[21:31] make a quick shoutout. There is an
[21:34] organization, 100,000 trees. Their
[21:35] lead
[21:36] would love to partner more. He has partnered
[21:38] with us
[21:41] in the past.

[24:10] public comment a little what is going
[24:11] on at the library
[24:14] and what is coming up.
[24:17] in october we hosted a
[24:19] program where community members came
[24:20] together to learn
[24:23] how to sew on buttons,
[24:26] fix tears.
[24:29] people
[24:30] were sitting together. Helping each
[24:32] other and feeling
[24:34] empowered to fix something they already
[24:35] owned.
[24:38] we offered a do it yourself
[24:41] wrapping paper program. 30
[24:43] participants designing their own wrapping
[24:44] paper using
[24:47] repurposed materials. It was
[24:49] createful, joyful, sustainable and
[24:50] lovely
[24:52] to watch people come together, slow
[24:53] down and make something
[24:56] with their hands during a busy season.
[24:58] younger visitors, end of november
[25:02] the puppet art theater company presented
[25:03] hansel
[25:05] and
[25:08] get grettle.
[25:11] we continue to offer story time.
[25:13] a consistent welcoming space for families
[25:14] to
[25:17] gather. Looking ahead we have
[25:20] special programs. Saturday we
[25:23] are hosting a winter
[25:26] solstice
[25:29] celebration. A I
[25:32] time for reflection,
[25:35] rest, recesting. --
[25:38] resetting. New year's eve we
[25:41] are welcoming brian scott magical
[25:42] show
[25:44] for kids and family. Tuesday,
[25:47] january 13th we are bringing back
[25:49] popular program from last year, clutter-
[25:50] free
[25:53] in 2026.

[25:59] go and get organized.
[26:02] I wanted to take a moment to say the
[26:03] library
[26:05] is so much more than
[26:08] books.
[26:11] we
[26:14] do our best
[26:17] to
[26:19] meet people where they are in life.
[26:20] the holidays can
[26:22] be joyful and magical but they can
[26:23] be
[26:26] complicated and overwhelming and
[26:29] lonely too.

[26:35] are looking for a warm
[26:38] place to sit. Just wanting
[26:41] to feel a little less alone, you are

[27:59] of the programs that is ending is
[28:00] a childrens
[28:02] program, the one I am holding up.

[28:06] by pleasant hill park and rec
[28:08] and rotary club. Unfortunately the lady
[28:10] who ran it will be moving to paris
[28:12] in september. She
[28:14] is leaving. Jim, the police chief
[28:18] until 1998 for pleasant hill has
[28:21] aged out. He has
[28:24] relinquished that. The
[28:27] program ended on sunday. It
[28:30] is a near and dear thing to me.
[28:33] I worked with these kids. Most of
[28:36] the
[28:39] kids we brought them back from
[28:42] college classes. One
[28:45] of the people that came
[28:48] up went before everybody and she
[28:51] started there when she was 8
[28:54] years old.
[28:56] the theater program taught her how
[28:57] to do
[29:00] public
[29:03] speaking. She is going to
[29:06] be a
[29:09] corporate attorney.
[29:11] learning how to speak in front of
[29:12] an
[29:15] audience meant so much.
[29:23] all of the money they brought in and
[29:24] we brought in for
[29:26] the kids program and music mafia,
[29:27] all of which we
[29:30] do not see.
[29:32] they take it out to the programs and
[29:33] give it to
[29:36] their charities.
[29:44] wanted for people to go back and watch
[29:48] that from the
[29:51] archive. It is not just
[29:53] stage play and comedy. It is a lot
[29:54] that the community
[29:56] does, and we bring things in from
[29:57] outside. That is
[30:00] all that I had to say.

[30:58] weather pattern, things are getting

[31:02] getting colder when it should be warm

[31:06] not going to get in to that today.
[31:09] today I want
[31:12] to
[31:14] advocate for living space here for
[31:15] the
[31:17] homeless. Nothing is getting better.
[31:21] see them going one place and another
[31:24] and coming back. I
[31:26] wanted to add vocate for some type
[31:27] of center
[31:29] where they can live at nighttime and
[31:30] where they
[31:33] can go and have
[31:36] a place.
[31:39] people are living out
[31:42] on the streets. If you walk down the
[31:45] street, they try to do a
[31:48] good job. It is
[31:51] not working. There is
[31:53] feces on the ground and things that
[31:54] we need to
[31:57] take care of.
[32:00] sometimes they
[32:02] can't take care of themselves. Possibly
[32:03] one of
[32:06] the areas.
[32:09] we have a lot of empty spaces
[32:12] in martinez, but can it be for the
[32:13] homeless.
[32:15] you know, that is all I can think
[32:18] of here today,
[32:20] advocating for people that cannot
[32:21] advocate
[32:24] for themselves. Maybe
[32:27] we can get the people aa center
[32:30] where they can
[32:33] live. I am always calling the center
[32:36] and all I am hearing are
[32:39] there are no more beds.
[32:42] a lot of the homeless have livedlived
[32:43] here martinez
[32:44] before. If you were to sit down and
[32:45] listen to their
[32:48] stories, a lot of them have even lost
[32:50] homes here in the city of martinez.
[32:51] so they
[32:53] deserve a second chance. They deserve somewhere to live.

[34:15] are doing wonderful things for many
[34:16] community members
[34:18] who may go without a hot nutritious
[34:22] meal. I

[35:01] lakes, from what I see is saturated.

[35:07] we need to have soccer field.
[35:10] I am a soccer player myself.
[35:12] you all remember a few months ago
[35:15] there was a little boy who made a
[35:19] request, the only one the city council --
[35:22] about the need for more soccer fields.
[35:24] hidden lakes fills up really quick
[35:25] on
[35:27] the weekends. Parking is difficult
[35:28] at
[35:31] times. I
[35:34] am hoping the city
[35:36] council can think of building another
[35:37] structure similar
[35:40] to hidden
[35:43] lakes where the kids can enjoy
[35:45] time playing sports they love and
[35:46] just to
[35:48] get them out of trouble. That is one
[35:49] issue I had.
[35:52] another one, just wanted to
[35:55] send a shoutout to
[35:58] the police department.
[36:07] we have very professional
[36:08] police officers. I had interaction
[36:10] with them. I
[36:12] wanted to say they are very patient.
[36:16] they listen. They are very quick to
[36:19] respond to calls.
[36:22] that is something that I wanted
[36:25] to put out there. Just encourage
[36:28] our chief of police for the job he
[36:30] is doing and the training they are
[36:31] receiving.
[36:33] I can only hope for better than that.

[39:54] to pursue an exclusive negotiating
[39:56] agreement with tucker sadler.
[39:59] what we learned in the
[40:01] subsequent months is that it takes a
[40:02] while
[40:04] to negotiate an exclusive negotiations
[40:08] agreement. We
[40:11] worked diligent
[40:14] ly ly to
[40:17] reach tonight's
[40:20] culmination.
[40:25] this will mind an agreement between
[40:29] the parties.
[40:32] I wanted
[40:33] to acknowledge the project team that
[40:35] worked on this.
[40:38] it has been a collaborative
[40:41] effort. The assistant city
[40:44] manager. Community of economic
[40:46] development director, planning director,
[40:50] pio, my awesome assistant eve
[40:53] in the back.
[40:59] we have the city
[41:02] attorney and
[41:05] assistant city attorney. Matt
[41:07] is sitting across from me over here.
[41:11] behind me we have greg and diane
[41:12] from tucker sadler. You will hear
[41:14] from them in a little
[41:16] bit. With that I am happy to turn
[41:17] it over to
[41:19] lauren, our assistant city manager
[41:20] and
[41:21] she will get our presentation kicked off.
[41:41] >> good evening, members of the
[41:44] council and public.
[41:47] this
[41:48] was an important initiative the council
[41:50] took on. We like to
[41:53] make sure that
[41:56] all
[41:59] decisions align with our plan. I wanted
[42:02] to call it out. There were
[42:05] five goals.
[42:08] one of those is a vibrant
[42:11] and sustainable waterfront
[42:14] and marina.
[42:23] the strategies
[42:26] include prioritizing revenue, engaging
[42:28] the community about the fiscal reality
[42:29] of
[42:32] the marina.
[42:34] assessing the economic performance
[42:38] and addressing where
[42:41] next a
[42:47] vate partnership.
[42:56] why this
[42:59] matters? Even before we cemented
[43:02] the vision in our strategic
[43:05] plan, this has been a long-standing
[43:06] priority
[43:08] for many,
[43:11] many decades.
[43:17] frequent flooding in the area. All
[43:18] of
[43:20] this has caused safety issues. For
[43:21] most of us
[43:23] that have been out there this is very
[43:24] obvious
[43:26] to everyone. We know that
[43:27] routine dredging needs to occur, however
[43:31] the marina enterprise fund cannot
[43:32] shoulder this cost
[43:34] because it does not bring in enough
[43:35] revenue.
[43:38] we can't rely on the
[43:41] city general fund dollar for on
[43:44] going dredging. The path can no longer
[43:45] be
[43:46] a band-aid approach, and rather a
[43:47] full
[43:49] replacement is really needed. Most
[43:50] critically even in
[43:53] the current state to maintain the
[43:54] status
[43:56] quo, doing what we are doing
[43:59] today, it would requires
[44:02] ongoing subsidies from thethe
[44:05] fund. I will get in to the finances
[44:08] in a second. Prior to us meeting
[44:11] tucker sadler we found ourselves at
[44:12] a fork in
[44:13] the road. We knew that we have to do
[44:14] something different.
[44:22] so, harding financial challenges,
[44:26] the marina enterprise fund, for a long
[44:27] time now
[44:29] the costs at the marina have been
[44:32] more than what is being
[44:35] brought in.
[44:41] there is a lack of federal
[44:44] and state funding. Folks that have
[44:46] been following us might recall we
[44:47] did put a
[44:50] lot of
[44:53] effort
[44:56] into going after a substantial epa
[44:57] grant.
[45:00] once we had the changes hands
[45:02] at the federal level, that quickly
[45:03] dried
[45:05] up. Federal and state grants unreliable
[45:09] and a lot of the time one-
[45:12] time funding.
[45:18] since fiscal year 21-22, the
[45:21] city provided over $2 million
[45:22] in loans from the general fund to
[45:24] support
[45:27] the marina. We
[45:30] are projecting
[45:33] $650,000 a year.
[45:39] those who
[45:42] have followed
[45:45] the budget are aware in order
[45:47] to balance the budget we had to cut
[45:48] $3 million out
[45:50] of the city budget. There has been
[45:51] a significant
[45:52] impact. The more that we do continue
[45:54] to provide
[45:55] the subsidy, unfortunately what it
[45:57] is going
[46:00] to result in the future is
[46:01] impacting significantly core services.
[46:03] that is always a
[46:05] dangerous place to be. But we tried
[46:06] very hard
[46:07] to preserve being able to maintain
[46:09] all of the core services.
[46:21] >> I will
[46:24] start off with
[46:27] some background.
[46:30] back in middle to summer 2024,
[46:33] it marked a
[46:36] turning point.
[46:39] that was an
[46:42] effort that was
[46:45] needed to happen. It formally identified
[46:46] the
[46:47] need for public/private partnership
[46:51] to reinvest in our
[46:53] marina. Our long-standing partner
[46:54] ended
[46:57] their 20-year relationship
[47:00] with the city.
[47:03] it provided a challenge as we
[47:06] had to quickly learn how to run
[47:09] a marina and how we did not want to
[47:12] based on the size of
[47:15] our organization.
[47:18] it created the opportunity to search
[47:19] for
[47:20] a new marina operator and look at
[47:21] what opportunities
[47:23] that we have with the development
[47:24] partner because
[47:26] we have this document that was really
[47:30] the talking point.
[47:42] the city really set out and we
[47:44] were able to find a partner. They
[47:45] are great at being
[47:47] able to help us in the interim, but we
[47:48] really
[47:50] needed to find a longer term solution
[47:51] that needed
[47:54] to be explored. I am going to provide
[47:56] background on the trust land use plan
[47:57] and why
[48:00] it is
[48:03] important.
[48:06] senate bill, it
[48:09] tied land transfer to the city subject
[48:11] to public trust obligation requiring
[48:12] the city
[48:15] to prepare a trust land use plan and
[48:16] anyone
[48:18] that has tied trusted land needs to
[48:21] prepare these documents to
[48:23] outline how the organization envisions
[48:24] the marina
[48:27] being used to be in alignment with
[48:28] the public trust land requirements.
[48:30] it is our commitment to
[48:33] the state of
[48:36] california.
[48:39] the lands must
[48:42] serve all of the
[48:45] marina.
[48:48] there are a lot
[48:51] of visitor serving uses and other
[48:54] related
[48:57] amenities.
[49:03] this
[49:06] really shaped what is feasible and
[49:09] enforces the need for a careful
[49:12] structured partnership
[49:15] that aligns with public trust
[49:18] requirements and that
[49:20] private residential and non-trust
[49:21] house suggest
[49:24] prohibited under state
[49:27] law.
[49:33] as part
[49:36] of our
[49:39] introduction, after the
[49:42] departure, we were
[49:45] actively pursuring
[49:47] to try to find something to be consistent
[49:49] with a trust
[49:52] land use plan.
[49:58] many declined to take over or to
[50:04] rebuild. You know, the
[50:05] limited stand alone revenue that we
[50:07] take in.
[50:10] safe harbor marina, who is
[50:12] a very well-known marina expressed
[50:13] interest
[50:16] and came out with
[50:19] due diligence
[50:20] and realized having any long-term
[50:22] success at the
[50:24] marina would need an integrated land
[50:25] side development
[50:27] in it and it couldn't just be marina
[50:31] operations. They were not land
[50:32] side development. However they worked
[50:34] in partnership
[50:36] with other developers on other projects,
[50:37] and that is
[50:38] when they introduced to us tucker
[50:40] sadler, a partner
[50:42] they worked on with in a couple of
[50:43] areas and wanted
[50:45] us to have a conversation with them
[50:46] as
[50:48] a potential development partner. Because
[50:49] they
[50:51] have experience with complex waterfront
[50:52] type projects. When
[50:55] you think of a water
[50:58] front project, there are so many
[50:59] regulatory agencies and you have to have
[51:01] that experience. It is
[51:03] in the city's best interest to make
[51:04] sure that we
[51:06] are doing so with the partners that
[51:10] have the strength.
[51:13] tucker sadler came up and they evaluated
[51:16] the marina and
[51:19] expressed interest
[51:21] and presented the initial concept
[51:22] to
[51:25] the
[51:28] theory in july.
[51:34] that is kind of where we are at.
[51:36] these have occurred over the past
[51:38] four months. I will turn that over to lauren.
[51:45] >> so we have been busy in partnership
[51:46] with
[51:49] tucker sadler. We have had
[51:52] early and ongoing engagement
[51:53] with stakeholders for several months
[51:55] now. These groups
[51:57] include, but they are not limited
[51:58] to at this time
[52:00] scouts here in the audience, yacht
[52:01] club,
[52:04] eagle marine, contra costa county,
[52:07] federal
[52:10] and state elected
[52:13] ed representatives.
[52:19] chamber of commerce.
[52:22] contra costa building trades
[52:25] unite here.
[52:31] many local sports leagues
[52:34] and organizations. I know they are
[52:37] following along with
[52:40] the conversation too.
[52:43] just to keep them
[52:46] engaged and informed on
[52:49] the process. Tucker sadler has
[52:51] gotten to know these stakeholders
[52:52] and reached
[52:55] out to have conversations about the
[52:58] project. Through the experience, and
[53:00] tucker sadler engaging with all of
[53:04] the stakeholders. It is
[53:07] really helped gain
[53:10] an understanding of martinez's
[53:13] history and community.
[53:22] we learned some fun facts about
[53:25] joe dimaggio.
[53:28] he spent a
[53:31] lot of time engaging with businesses
[53:34] and residents. That is a lot of the
[53:35] stuff
[53:37] people don't see. We have been working with him
[53:38] to
[53:40] engage to get
[53:43] to know the community.
[53:46] in addition, the city council and
[53:47] members of staff went down to san
[53:49] diego.
[53:52] this was reported out by the
[53:55] city manager in november. We went
[53:56] down to
[53:58] visit some of tucker sadler's projects
[53:59] that
[54:01] are comparable to what he is proposing
[54:04] here. We got a
[54:07] good understand ing of
[54:09] tucker sadler explaining things how
[54:10] they took things
[54:12] start to finish and dealt with the
[54:13] regulatory agencies
[54:16] down there at the
[54:19] waterfront.
[54:22] members
[54:25] of staff and the city council met
[54:28] with tucker
[54:31] sadler. Again, we
[54:34] shared everything from
[54:37] the
[54:40] junior tow what we would like
[54:43] to see in
[54:46] the future.
[54:52] staff conducted a
[54:55] reference check.
[54:58] we
[55:02] called the government agency
[55:05] s what we heard overall is
[55:07] that tucker sadler brings a strong
[55:11] design vision, creative
[55:14] problem solving and
[55:17] collaborative approach.
[55:23] also we
[55:25] have had as thethe manager mentioned,
[55:29] four months
[55:32] of negotiations.
[55:35] we have had numerous
[55:38] closed
[55:41] sessions with the
[55:42] developer, staff. We have been working
[55:47] through the terms of the
[55:50] negotiating agreement.
[55:53] we feel like the
[55:54] exclusive negotiating agreement is ready
[55:55] for council consideration and adoption.
[56:08] >> what is an ena? An
[56:09] exclusive negotiating agreement to
[56:11] negotiate for
[56:13] a potential project. Commit to each
[56:14] other
[56:15] to negotiate only with each other
[56:17] for the
[56:18] site and for the potential project.
[56:20] the goal and the outcome of the
[56:23] ena is to affirm we are each
[56:25] others potential partners and not
[56:26] approval
[56:29] of a project.
[56:31] that would come later. The framework
[56:32] has
[56:35] a clear timeline and set
[56:37] of requirements and states plainly
[56:38] it
[56:40] is not right for either party, either
[56:43] party can end the negotiations but
[56:44] the
[56:46] developer is on the hook to pay for
[56:47] the
[56:50] cost if negotiations
[56:53] terminate.
[56:56] it has a 24-
[56:59] month negotiating period.
[57:05] we anticipate it
[57:08] as the process finalizes towards
[57:11] the proposed site plan and the details
[57:14] of the project.
[57:16] this is not aa anything will come
[57:17] but it
[57:20] is a promise to
[57:23] negotiate.
[57:26] the city will only consider
[57:29] a fully financed
[57:32] project.
[57:41] the marina needs significant
[57:44] upgrades and a new
[57:47] sea wall. It
[57:50] is not fully fleshed out because they
[57:53] have not completed the public out
[57:55] reach, and design, engineering, civil
[57:56] and marine
[57:57] engineering processes that will come.
[57:59] but what it
[58:02] does have is a
[58:05] prelim inary
[58:08] process description.
[58:11] the land side, creating revenue
[58:14] to cover and finance the infrastructure
[58:17] and recreational aspects includes
[58:19] community and open space uses, community
[58:20] and
[58:22] restaurants, hotels and event spaces
[58:26] and parking and access
[58:28] improvements. It also calls for the
[58:29] waterside,
[58:32] the marina side to include the significant
[58:35] marina updates
[58:38] and physical plan improvements,
[58:41] seawall and breakwater and
[58:44] non-motorized
[58:47] access as well. Along with the potential
[58:50] for ferry service if
[58:52] we can work that out. Planning for
[58:56] the marinas the
[58:59] sea scouts, yacht
[59:02] club and other users. That would be
[59:05] tucker sadler and our selected marina
[59:06] development
[59:08] partner. The
[59:11] ena
[59:14] creates the frame work.
[59:20] beyond what the minimums
[59:23] are. Beyond
[59:26] the
[59:29] bare minimum.
[59:32] it requires tucker sadler to
[59:35] pay all of the costs.
[59:37] engineering, financial, environmental
[59:38] and
[59:41] other key project studies
[59:44] as we go.
[59:47] it is an agreement to work
[59:50] towards a potential
[59:53] product.
[1:00:05] next steps after
[1:00:07] tonight we will proceed to the next phase.
[1:00:08] we will
[1:00:12] have a busy 2026
[1:00:15] ahead of us. We will
[1:00:17] kickoff a broader, larger process
[1:00:24] stated.
[1:00:33] we will also
[1:00:35] start formal project planning and
[1:00:39] environmental review.
[1:00:47] will be negotiating a development
[1:00:51] agreement for the
[1:00:54] project.
[1:00:57] a full
[1:01:00] review will occur
[1:01:03] key
[1:01:04] waterfront issues that most folks
[1:01:06] are
[1:01:08] well aware of, including sea level
[1:01:09] rise, traffic,
[1:01:11] how to get into and out of the area
[1:01:14] and biological resources. For tonight's
[1:01:15] purpose
[1:01:17] and for tonight's action there is
[1:01:19] environmental impact for approving the ena.
[1:01:24] regarding public out
[1:01:27] reach, and we have said it many
[1:01:30] times. We are committed to
[1:01:33] robust public
[1:01:36] out reach.
[1:01:45] we already had a
[1:01:47] lot on the calendar. Every pit stop
[1:01:48] that we
[1:01:50] make to celebrate the city's 150th
[1:01:51] is an opportunity that
[1:01:52] we see to engage the public on the
[1:01:54] project.
[1:01:57] we will provide periodic
[1:02:00] updates on key aspects of
[1:02:03] the project via social
[1:02:05] media, website and e-newsletters.
[1:02:08] as-needed we will make sure that the public
[1:02:11] informed on the various processes that are
[1:02:15] occurring and the milestones. We will
[1:02:16] also
[1:02:18] engage the parks
[1:02:20] recreation, marina and art commission.
[1:02:21] that
[1:02:24] is what we refer to as
[1:02:27] prmac
[1:02:29] c and the planning commission. That
[1:02:32] will be in the early to the late spring
[1:02:33] and
[1:02:35] presentations will be made to civic and
[1:02:38] community groups and in fact myself
[1:02:39] and a lot of the
[1:02:41] members of the project team have been
[1:02:45] touch scheduling those
[1:02:47] presentations. So we already have
[1:02:48] a lot on
[1:02:51] the calendar for early
[1:02:54] next year.
[1:02:57] before I turn it over to
[1:02:59] tucker sadler, I want to cover the
[1:03:02] fiscal impact. There is significant
[1:03:03] fiscal
[1:03:05] impact to the future of the project.
[1:03:06] first of all
[1:03:09] for here and now,
[1:03:12] tucker sadler
[1:03:15] will --this is written into the ena
[1:03:18] as the assistant city attorney
[1:03:20] mentioned. A full feasibility analysis
[1:03:21] will occur.
[1:03:24] there is a lot to be learned
[1:03:27] on the potential for revenue to the
[1:03:30] city and
[1:03:33] also
[1:03:36] costs for the project.
[1:03:39] potential benefits include eliminating
[1:03:40] the
[1:03:42] general fund subsidy. The $650,000
[1:03:45] I spoke about earlier would no
[1:03:48] longer be born on the city and full
[1:03:51] marina reinstruction funded by the
[1:03:54] developer. Future fund revenues.
[1:03:57] that is always something we
[1:04:00] are at
[1:04:03] a point to find.
[1:04:06] transit occupancy tax, and that comes
[1:04:09] from people staying in hotels, interest
[1:04:10] tax and
[1:04:12] lease payments. There are a lot of brand-
[1:04:13] new revenue
[1:04:15] streams that would be created from a
[1:04:18] project down the line. Overall,
[1:04:21] the project supports long-term
[1:04:24] economic vitality in martinez and
[1:04:25] including in
[1:04:27] the downtown there are a lot of opportunities for
[1:04:30] cross collaboration and
[1:04:33] cross pollination
[1:04:36] from people visiting both and
[1:04:38] shopping, dining and spending time
[1:04:39] in both areas.
[1:04:42] I will turn it

[1:05:58] I wanted to start with the
[1:06:01] reason why
[1:06:04] martinez
[1:06:10] . If you think of
[1:06:12] joe dimaggio, the marina is home plate.
[1:06:16] is right there
[1:06:19] catching all
[1:06:22] of pitches being thrown at it.
[1:06:25] it is easy for this to be the
[1:06:28] hub where we can get a new transit
[1:06:30] center in here and get the ferry to
[1:06:31] come back. We had
[1:06:32] a ferry in this location. Now it is
[1:06:34] time to bring it back. It
[1:06:37] is time to bring that back and
[1:06:40] to make this be a new
[1:06:43] transit hub for
[1:06:46] martinez. It is
[1:06:49] important to note that we are
[1:06:51] nestled betweenbetween nature preserves
[1:06:52] and the
[1:06:55] ball fields, the
[1:06:58] bochi ball,
[1:07:01] the sports complex, and the direct
[1:07:04] tie to downtown.
[1:07:10] it is not supposed to be stand
[1:07:13] alone. It is supposed to be
[1:07:15] something bringing the community together
[1:07:16] and
[1:07:17] supports each other and supports downtown
[1:07:19] and supports the ball field and
[1:07:22] the events around
[1:07:25] here and event
[1:07:28] s that are now going to be
[1:07:31] a generator of taxes
[1:07:33] and money and for the community to allow
[1:07:34] us to continue
[1:07:37] to improve.
[1:07:45] this is the conceptual plan that we
[1:07:49] came up with.
[1:07:52] we have
[1:07:55] been working with safe
[1:07:58] harbor.
[1:08:01] to create a place
[1:08:03] that everyone wants to come and to
[1:08:04] be a part
[1:08:07] of. That is what we were focusing
[1:08:08] on.
[1:08:10] we will be working with safe
[1:08:11] harbor to analyze everything that
[1:08:13] needs
[1:08:16] to be done.
[1:08:19] coming up with
[1:08:22] a phasing
[1:08:25] plan. The goal with what we
[1:08:28] are tryingtrying to do is that we
[1:08:31] are creating a board walk, an environment
[1:08:32] along
[1:08:33] the waterfront that is vibrant and
[1:08:34] has
[1:08:36] uses that people can interact with
[1:08:40] and that tie
[1:08:43] the
[1:08:46] bike paths and nature
[1:08:49] preserves and the park. You go on a
[1:08:51] boardwalk through a development and
[1:08:52] back the other side
[1:08:54] and back into the nature preserve.
[1:08:55] we want to be a
[1:08:58] partner in that
[1:09:01] aspect. We want to be a partner with
[1:09:03] those uses that are already out there.
[1:09:04] the sea
[1:09:07] scouts need a new home. They need
[1:09:10] place that they can
[1:09:12] continue to develop and become the
[1:09:13] number one place
[1:09:16] in the u.s.
[1:09:25] we want to house international
[1:09:26] and national activities out here and
[1:09:28] I think thisthis
[1:09:31] a perfect opportunity to
[1:09:34] do that.
[1:09:37] we want to think of things
[1:09:40] in terms
[1:09:43] of entertainment.
[1:09:52] have the
[1:09:54] mayor's dress out here for the state
[1:09:55] of the
[1:09:58] city address at the waterfront. We
[1:09:59] also
[1:10:01] want to look at an
[1:10:04] opportunity to host different
[1:10:07] things out here that bring
[1:10:10] people here.
[1:10:13] one of the goals is to bring people
[1:10:14] to the water
[1:10:16] and give them
[1:10:19] a reason to come out here
[1:10:21] and experience martinez. When they come
[1:10:22] to the water, they
[1:10:24] are going to come downtown. The more
[1:10:25] we can get
[1:10:28] them toolinger and stay, the more
[1:10:29] the charm of
[1:10:31] the community is going
[1:10:35] to come forward.
[1:10:38] we are excited about
[1:10:41] the opportunity. We are
[1:10:44] excited about tonight.
[1:10:47] we look
[1:10:50] forward to the
[1:10:53] next step.
[1:10:56] and then into the plan that
[1:10:58] is something the community has bought
[1:11:01] in on and has given us insight on
[1:11:02] and
[1:11:03] becomes something we are all very proud of.

[1:12:19] in a form approved by the city attorney
[1:12:22] for revitalization of the martinez
[1:12:23] waterfront

[1:17:16] has given me so much over the years.
[1:17:18] thanks to the program
[1:17:20] I have so many great friends and I
[1:17:21] have
[1:17:23] met countless wonderful people I never
[1:17:24] would have
[1:17:26] met without the program. I have a
[1:17:27] goal for my
[1:17:30] future career that I am
[1:17:32] passionate about. Sea scouting is a
[1:17:35] truly amazing thing. The sea scout
[1:17:36] ship
[1:17:38] albatross has been in the martinez
[1:17:39] arena for
[1:17:41] 93 years and has grown thousands of
[1:17:42] kids
[1:17:44] into capable sailors overs it life.
[1:17:47] the program as a whole is unfortunately
[1:17:48] not as well known
[1:17:51] as it should be and many people haven't heard
[1:17:54] of it.
[1:18:00] we would not be
[1:18:01] here without the help and support
[1:18:03] of a lot of great
[1:18:06] organizations in martinez.
[1:18:12] it has gotten kids
[1:18:15] interested in boats, tugs, the
[1:18:18] navy, and many more parts of
[1:18:20] the maritime industry and teaching
[1:18:21] leadership
[1:18:22] and life skills. Thank you everyone.

[1:18:59] marina and waterfront has been a memorable

[1:19:12] scout for five years and now is
[1:19:15] a bowsman for
[1:19:18] the albatross, an important youth
[1:19:20] program for the community for years.
[1:19:21] the program is pivotal
[1:19:24] in the young man that he is becoming.
[1:19:26] it has given him opportunities to
[1:19:27] learn skills,
[1:19:30] see places and meet people I could
[1:19:33] never imagined when I was his
[1:19:36] age. He has an idea where
[1:19:39] he wants to go when he
[1:19:42] grows up.
[1:19:45] the sea scout program turns kids into
[1:19:48] capable, disciplined young
[1:19:50] adults ready for the challenges life
[1:19:51] and any career will
[1:19:54] throw at them.
[1:20:06] their annual sea fare in
[1:20:09] march brings over 100 scouts
[1:20:12] from all over california and even
[1:20:15] hawaii.
[1:20:18] if we
[1:20:21] were to lose the base or have it
[1:20:24] shrunk, that would
[1:20:27] remove an environment event
[1:20:30] from
[1:20:33] the season and end a 40-year tradition in martinez.

[1:40:10] thousand smiles. Please
[1:40:12] don't forget the little people at

[1:41:04] city's
[1:41:07] strategic plan and the waterfront
[1:41:09] marina trust use plan, and tonight's
[1:41:10] action is an
[1:41:12] important step towards responsibly
[1:41:13] advancing it.
[1:41:16] the assembly member recognizes
[1:41:18] the serious challenges facing the
[1:41:19] marina today.
[1:41:22] the infrastructure exceeded the useful
[1:41:23] life
[1:41:25] and years of deferred
[1:41:27] maintenance making the current situation
[1:41:28] financially and
[1:41:30] operationally unsustainable. Continuing
[1:41:31] the status
[1:41:34] quo places strain on the city's general
[1:41:37] fund and diverts resources from
[1:41:40] essential services. Tucker sadler
[1:41:41] has
[1:41:42] a proven track record of working with
[1:41:43] the community
[1:41:45] to develop topnotch waterfronts that
[1:41:46] all can be
[1:41:48] proud of and has been impressed with
[1:41:49] the out reach
[1:41:51] and engagement with the office this
[1:41:52] early in the process.
[1:41:55] the assembly member supports the safeguards
[1:41:58] in the agreement and has full confidence
[1:42:01] tucker sadler as a solid negotiating
[1:42:02] partner.
[1:42:04] if successful the project could create
[1:42:07] a wonderful new access and recreation
[1:42:10] amenities for residents. Attract visitors
[1:42:13] and businesses to a marquee destination
[1:42:16] and eliminate the ongoing subsidy

[1:42:19] shift infrastructure costs away from
[1:42:22] the city and generate new revenues.

[1:42:26] all of
[1:42:29] these reasons
[1:42:31] the assembly member urges the council

[1:43:17] were stairs
[1:43:20] for kids to run up and down.
[1:43:23] there was a gazebo
[1:43:25] area. There was so much I was surprised.
[1:43:28] because in this day and age we are
[1:43:29] used
[1:43:32] to businesses being in our face.
[1:43:34] this is about economic development.
[1:43:35] the
[1:43:38] businesses will thrive.
[1:43:47] free family fun and
[1:43:48] multigenerational. We can go on hikes,
[1:43:50] but kids
[1:43:51] in strollers or grandparents visiting
[1:43:53] can't. I remember
[1:43:55] in washington, d.c. , there were so
[1:43:56] many
[1:43:58] multigenerational families walking
[1:44:01] around. They were there just to walk
[1:44:02] around the water.
[1:44:05] I believe it because I have seen
[1:44:08] their development make more of a
[1:44:11] community than being more of
[1:44:15] development. Another quick thing.
[1:44:17] just growing up in san diego as
[1:44:19] well. I have been fortunate to lived
[1:44:22] in many places, but I love martinez
[1:44:23] the
[1:44:26] most. We used to go to see port village.
[1:44:28] it became a regular part of the routine.
[1:44:31] went to see it and walked around.
[1:44:32] other
[1:44:34] people can come and spend money, but
[1:44:36] can come and not spend money here.

[1:45:11] scaled down.
[1:45:13] we have one way in and out of the
[1:45:14] marina.
[1:45:16] I am sure all of you have been stuck
[1:45:17] when there is
[1:45:20] a train. Then you are going to
[1:45:23] impact families coming from all
[1:45:26] over the state.

[1:45:41] not always the
[1:45:44] brightest people.
[1:45:47] they wanted to
[1:45:50] have graffiti on the outside.
[1:45:53] looking at the additional
[1:45:56] renderings. It may belong in
[1:45:59] fremont but they didn't take into
[1:46:00] consideration
[1:46:02] the historic value of
[1:46:05] the house. It does not fit in our
[1:46:08] town. The amphitheater, we already
[1:46:09] have one.

[1:48:05] me and helped me to grow in ways I

[1:48:08] it taught me more than navigation
[1:48:09] and
[1:48:10] safety. It taught me responsibility, and
[1:48:12] I learned that
[1:48:15] others rely on me and that
[1:48:16] preparation matters and confidence
[1:48:20] comes with experience. Each challenge
[1:48:21] pushed
[1:48:24] me to step up. Over time I
[1:48:27] became capable, focused and more
[1:48:30] self assured.
[1:48:33] the community made the
[1:48:36] difference. The
[1:48:38] fellow sea scouts believed in me and
[1:48:39] held me
[1:48:42] to a higher
[1:48:44] standard. I found encouragement and
[1:48:48] things that were
[1:48:51] difficult
[1:48:54] and pride
[1:48:55] in accomplishing myself. More than
[1:48:57] that it helped
[1:48:59] me to shape my values, work ethics
[1:49:00] and
[1:49:03] sense of
[1:49:06] responsibility.
[1:49:09] it helped me to shape the person that I
[1:49:12] am today.

[1:49:42] who play soccer here. Many of our

[1:49:48] condition and some are unsafe. I witnessed
[1:49:51] games that were cancelled and
[1:49:53] children injured due to field conditions
[1:49:54] caused by
[1:49:57] lack of maintenance.
[1:50:08] want to take that same pride in our
[1:50:09] fields
[1:50:12] and here in the
[1:50:15] city of martinez.

[1:50:21] quality place to play
[1:50:24] and grow.

[1:50:30] this meaningful investment. I
[1:50:32] want to ensure the ongoing maintenance
[1:50:33] and
[1:50:36] upkeep is
[1:50:39] included.

[1:51:03] thank everyone. One thing that I
[1:51:06] know is that
[1:51:09] the downtown marina area, it means
[1:51:12] lot to us.

[1:51:18] come to the city
[1:51:21] council meetings if you
[1:51:24] are interested in the marina. We have
[1:51:26] an amazing shifting culture. It is
[1:51:27] a turning
[1:51:29] point for the city right now. But
[1:51:30] what I
[1:51:33] wanted to encourage everybody is to
[1:51:35] consider the wildlife, right. Like
[1:51:36] a lot of us
[1:51:39] go out to the marina
[1:51:42] literally just to watch these beautiful
[1:51:43] animals
[1:51:45] do their thing.
[1:51:50] it is important that we preserve it.
[1:51:51] I am
[1:51:53] for financial gain, yet I am more for
[1:51:54] the people of
[1:51:57] martinez and what they want
[1:52:00] and value.
[1:52:06] I have seen people come
[1:52:09] and I have seen people go. But
[1:52:12] the marina space means a lot.
[1:52:15] people go there just to get a breath
[1:52:16] of fresh
[1:52:18] air, to think and just sit by the
[1:52:21] water and touch the sand, right. I
[1:52:22] am for
[1:52:23] development down there. It needs to
[1:52:24] be developed.
[1:52:27] I am sure each and every one of
[1:52:30] us tripped off of a pothole and almost broke
[1:52:33] our ankles. We need
[1:52:36] newness down there.
[1:52:42] not ignoring the
[1:52:45] people of
[1:52:48] martinez.
[1:52:51] my question is
[1:52:54] how
[1:52:57] are the hotels doing
[1:53:00] now?

[1:53:12] the amphitheater. I know we have an
[1:53:13] amphitheater.

[1:53:24] of it. By putting a bigger amphitheater,

[1:53:27] are we going to draw the people in

[1:53:30] can't even draw in small bands and what
[1:53:33] not and use the amphitheater that
[1:53:36] have. We do have things down there.

[1:53:42] consider how we can generate income
[1:53:43] in the process while
[1:53:44] they are developing around the people
[1:53:46] of the city

[1:53:57] waterfront, especially generational
[1:53:58] individuals.

[1:56:03] forward getting to work on the project

[1:57:40] it is my understanding that no no
[1:57:43] city funds will be used as part of
[1:57:44] the next
[1:57:46] phase. I wanted to confirm that
[1:57:49] with
[1:57:52] staff. The developer
[1:57:55] is going to be responsible for fronting
[1:57:56] the
[1:57:58] cost along with staff time and
[1:58:01] other related
[1:58:04] costs.

[1:58:25] the lead up to
[1:58:28] tonight's meeting, I
[1:58:31] have heard concern
[1:58:37] s about a perception.

[1:58:49] developer. Why hasn't the city engaged
[1:58:52] other perspective
[1:58:55] developers.
[1:58:58] I know it was
[1:59:08] . It
[1:59:10] is my understanding that there was
[1:59:14] a call that was put out.
[1:59:17] folks were invited.
[1:59:20] conversations were held.
[1:59:23] there
[1:59:26] was no interest other
[1:59:29] than the one
[1:59:32] expressedexpressed by
[1:59:35] tucker sadler. Can
[1:59:38] staff speak to
[1:59:41] that and what
[1:59:44] other partners.
[1:59:45] >> I can touch on
[1:59:47] that briefly. When we
[1:59:50] were proceeding with conversations
[1:59:53] we developed a
[1:59:55] list of the marina operators and with
[1:59:56] the
[1:59:57] understanding of knowing that our
[1:59:59] infrastructure was
[2:00:02] 30 years past the life cycle. We
[2:00:04] also wanted to learn more from them
[2:00:05] as to what the next
[2:00:08] steps would
[2:00:11] be.
[2:00:14] part of
[2:00:16] the conversations were helping us
[2:00:20] through the phase.
[2:00:23] many of them said that
[2:00:26] is great.
[2:00:31] if you want to do development, we
[2:00:32] can
[2:00:35] have conversations.
[2:00:38] all the
[2:00:39] conversations led to not available
[2:00:44] at this time.
[2:00:50] that is not
[2:00:52] something we have the funding to move
[2:00:53] forward with.
[2:00:56] when we
[2:00:59] move forward with
[2:01:02] safe harbor and
[2:01:04] they recommended a conversation with
[2:01:08] tucker sadler.
[2:01:17] many of them were about ways that
[2:01:22] can move forward that does not put
[2:01:26] the citycity risk
[2:01:29] nascarly.
[2:01:35] for when you
[2:01:38] do competitive bids or as
[2:01:41] you meet with multiple
[2:01:44] developers. That satisfies that requirement.
[2:01:47] >> purchasing policy 300.
[2:01:50] you are correct.
[2:01:53] the process that
[2:01:56] was used in the spirit and
[2:01:59] the procedures set
[2:02:01] forth in this policy.
[2:02:02] >> this is all
[2:02:03] new to
[2:02:05] us and me as well. It is waterside
[2:02:08] development. As we learn more about
[2:02:09] waterside
[2:02:11] and the complexity and trust lands and
[2:02:14] what is required, there are so
[2:02:15] many regulatory agencies involved
[2:02:17] as part of the process. We will
[2:02:20] be going through a lotlot
[2:02:23] updating the plan, going
[2:02:26] through state
[2:02:29] lands
[2:02:32] there are
[2:02:35] a lot of
[2:02:38] different heavies
[2:02:41] to manage.
[2:02:44] we need to bring
[2:02:47] in partners that understand how
[2:02:50] to navigate that.
[2:02:55] the council and staff really believed
[2:02:56] that the partner is
[2:02:59] one that will help us with
[2:03:02] the process.
[2:03:05] that
[2:03:08] is the part that has gotten others
[2:03:11] trouble for
[2:03:14] it.
[2:03:17] like everyone has mentioned
[2:03:20] tonight. This is phase one. We
[2:03:23] will start to bring forward the information
[2:03:26] for us to determine the viability
[2:03:29] moving forward the next 18 to 24
[2:03:32] months. I hope that answers your questions.

[2:03:42] I hope that will belay some of
[2:03:44] the concerns that I have heard out
[2:03:45] there by
[2:03:47] some in our community, although perhaps

[2:03:50] I think that is very helpful in terms
[2:03:51] of providing
[2:03:54] that context. This didn't just
[2:03:55] materialize out of thin air. That
[2:03:57] there was
[2:04:00] in fact a really robust sort
[2:04:02] of engagement with multiple perspective
[2:04:05] partners, and I appreciate you providing
[2:04:06] some
[2:04:09] insight in terms the
[2:04:11] tenor of the earlier conversations.
[2:04:12] thank
[2:04:14] you very much for that. Speaking of
[2:04:15] studies, I mean
[2:04:16] that I think one of the things that I
[2:04:18] am going to
[2:04:21] be looking very
[2:04:24] closely at is the economic
[2:04:26] feasibility study that will come out of the
[2:04:27] process. I
[2:04:28] think that it is very important to
[2:04:33] able to have concrete data
[2:04:35] that can speak to the financial viability
[2:04:37] some of the commercial aspects that
[2:04:39] are proposed here before
[2:04:42] us. And I know that will come about
[2:04:45] as part of the
[2:04:48] ena period.
[2:04:57] I will be
[2:05:00] looking closely about
[2:05:03] the viability
[2:05:06] of an overcrossing,
[2:05:09] if you will.
[2:05:15] we have this
[2:05:18] proposal.
[2:05:27] that is going to be
[2:05:29] something that will be really key
[2:05:33] for me.
[2:05:39] I appreciate
[2:05:41] the comments that were expressed by
[2:05:42] the
[2:05:45] sea scouts.
[2:05:54] rest assured that, you know, we
[2:05:57] hear the
[2:06:00] comments
[2:06:02] expressed tonight. I neil confident
[2:06:03] that we can
[2:06:06] reach a
[2:06:09] mutual ly
[2:06:12] satisfactory
[2:06:15] agreement. We recognize
[2:06:18] how crucial the
[2:06:21] program is.
[2:06:24] the wonderful opportunities that
[2:06:27] it provides to the youth in the
[2:06:29] community. I wanted to shoutout the
[2:06:30] labor
[2:06:32] provisions. That is something very
[2:06:33] important to me and
[2:06:36] making sure that we have
[2:06:39] pla in place as well as our
[2:06:42] hospitality workers
[2:06:45] as well. I do feel
[2:06:48] like there is an opportunity
[2:06:51] to bring much needed
[2:06:54] development to the part front. And
[2:06:57] also the fact that, you know, this
[2:06:58] has got
[2:07:00] the potential to bring a lot of really
[2:07:01] great
[2:07:03] union jobs into our community.
[2:07:05] I definitely appreciate that. That
[2:07:06] said,
[2:07:09] I think it is important this is
[2:07:12] not the be all
[2:07:15] end all.
[2:07:29] we have committed to that. We are
[2:07:30] going to
[2:07:33] stick to that. We
[2:07:36] want to hear from
[2:07:39] the community. I definitely appreciated
[2:07:40] the
[2:07:42] mayor's comment at the outset of
[2:07:45] tonight's meeting.
[2:07:48] helping to frame
[2:07:51] the
[2:07:54] discussion.
[2:07:57] some of the conversations that
[2:08:00] I have had.
[2:08:03] I think that there
[2:08:06] is a perception there that
[2:08:09] the marina,
[2:08:12] their understanding of the marina
[2:08:13] is very
[2:08:15] different than proposed
[2:08:20] in what is before us here tonight.
[2:08:21] we are
[2:08:24] talking about an area that is
[2:08:26] adjacent to the waterfront and it
[2:08:27] does not
[2:08:29] impact the part that is there by the
[2:08:30] east
[2:08:33] bay regional park
[2:08:36] district for instance.
[2:08:42] I think that is very important
[2:08:45] for us to emphasize here.
[2:08:48] those are the questions and the comments
[2:08:52] that I had.
[2:08:58] my vote
[2:09:01] tonight will be to move
[2:09:04] forward with the adoption of the
[2:09:07] ena.

[2:09:25] we have heard is the development
[2:09:28] pulling people from
[2:09:31] the downtown. Can you speak
[2:09:34] about how the
[2:09:37] downtown and any development
[2:09:40] might workwork together.
[2:09:46] the uses at the
[2:09:47] waterfront are not the same as the
[2:09:49] uses that are downtown. They
[2:09:51] are complementary. Will there be restaurants
[2:09:52] down there?
[2:09:53] sure there will. There are restaurants in
[2:09:55] downtown as well.
[2:09:58] but when you look at
[2:10:01] aa restaurant, you can't design
[2:10:03] a restaurant to house everyone that
[2:10:04] will
[2:10:07] be down at the
[2:10:10] waterfront. They are
[2:10:12] logically going to go to downtown.
[2:10:13] they will
[2:10:14] frequent the restaurants in downtown
[2:10:16] as well. That is
[2:10:17] how we play off of each other. If
[2:10:19] the restaurants in downtown is full
[2:10:21] because there is a festival downtown,
[2:10:22] they
[2:10:25] are going to the waterfront and
[2:10:28] frequent those restaurants.
[2:10:31] the things make this be
[2:10:35] synergistic between the waterfront
[2:10:37] and downtown. We are going to
[2:10:39] be looking at trying to provide a
[2:10:40] shuttle that
[2:10:43] will take you from
[2:10:46] downtown to the waterfront
[2:10:49] and vice versa.
[2:10:55] having a festival that
[2:10:57] celebrates both. You are going back
[2:10:58] and forth. We are
[2:11:01] here to
[2:11:04] complement downtown.

[2:11:46] going to be a ton more public
[2:11:48] output or public comment opportunities.
[2:11:52] are going to seek all of the
[2:11:55] concerns.
[2:11:58] we don't even know all
[2:12:01] of the questions that this has. I
[2:12:04] am going to vote for this
[2:12:07] ena.
[2:12:10] we need the help of the community.
[2:12:13] we want to know what it is you are
[2:12:14] concerned about and
[2:12:15] what you want in there and what things
[2:12:16] we have
[2:12:18] not considered. Tucker sadler is here
[2:12:22] with their vision.
[2:12:28] there are
[2:12:30] key elements in the division that
[2:12:31] are important to make
[2:12:34] sure the project is
[2:12:37] successful.
[2:12:40] you need to have drivers to pull
[2:12:43] in some revenue and balance out
[2:12:46] the amount of improvements that are
[2:12:47] going
[2:12:49] on down there. Think about
[2:12:52] the amount of money that is coming
[2:12:53] in to the
[2:12:55] community to develop the asset. Probably
[2:12:56] close to
[2:12:58] a billion dollars. That is a lot of
[2:12:59] infrastructure
[2:13:00] and money coming into the community
[2:13:01] and coming in to
[2:13:04] martinez. There is a lot that we can
[2:13:06] shaping the amount of funding and
[2:13:07] the support that we are going to
[2:13:10] get. As
[2:13:13] satinder shared earlier, we are not
[2:13:14] spending
[2:13:17] any of
[2:13:19] the community ey on this project.
[2:13:20] martinez is
[2:13:22] not funding it. It is funded by a
[2:13:24] public/private partnership, and the
[2:13:26] expense
[2:13:27] of this is not going to be something
[2:13:29] martinez will need to
[2:13:31] worry about going bankrupt or losing the
[2:13:32] general fund.
[2:13:33] this is not funded through martinez.
[2:13:35] been that. That
[2:13:38] is a huge opportunity for
[2:13:41] our community to
[2:13:43] be the beneficiary of something like
[2:13:44] this.
[2:13:46] I want to stress that this is something together.
[2:13:47] we don't have
[2:13:49] all of the answers. There have been
[2:13:52] concerns from the public and from
[2:13:53] myself about
[2:13:54] traffic and traffic circulation. We
[2:13:56] know that we
[2:13:58] have a train track down there. We
[2:13:59] know we need
[2:14:01] to get people over the train tracks
[2:14:02] safely
[2:14:05] to be able to attend events or,
[2:14:08] you know,
[2:14:10] boat parades in the future. Other
[2:14:14] waurpt activities.
[2:14:23] that is one of the biggest concerns
[2:14:25] that I have about the project, making
[2:14:26] sure we
[2:14:28] get people across the tracks safely.
[2:14:29] moving
[2:14:30] people, and also for public safety,
[2:14:32] and making sure we get
[2:14:33] the fire department, the police department
[2:14:35] there, you know, those
[2:14:37] types of things. We need to really look
[2:14:38] at that.
[2:14:39] I know a lot of people have heard about
[2:14:41] this over the years. That
[2:14:42] is something that we need to work
[2:14:44] on. That is something
[2:14:47] that I think is one
[2:14:48] of the biggest challenges to the project.
[2:14:59] the other thing I have heard,
[2:15:01] the possibility of having hotels down
[2:15:02] there.
[2:15:05] maybe that wasn't something
[2:15:08] in the trust
[2:15:11] land use
[2:15:17] approved activities.
[2:15:23] we can see we are
[2:15:24] abided by the rules and the laws.
[2:15:26] it is all on the
[2:15:29] up and up. The benefit of having those
[2:15:32] amenities down there is that we have
[2:15:35] people coming in from all
[2:15:38] over that enjoy
[2:15:41] the recreation. We have the refinery
[2:15:43] nearby. We have people across the
[2:15:44] count and he country
[2:15:46] that work on the projects. We have
[2:15:47] a lot of
[2:15:49] labor that needs to have a place to
[2:15:50] stay so they can
[2:15:53] do the work. There
[2:15:56] is a lot to --there is
[2:15:58] a lot of support for that amenity.
[2:16:02] I am in full support of that, but
[2:16:03] within
[2:16:04] the proper framework and size that is appropriate for
[2:16:05] our community.
[2:16:11] I am sure I will have more to
[2:16:13] say. I want to thank everyone for

[2:18:24] clear.
[2:18:26] the staff did a great job
[2:18:29] on this.

[2:18:48] and community facilities.
[2:18:51] you guys are so important to
[2:18:54] the city. I was
[2:18:56] younger and I would drive by the sea
[2:18:57] scout base.
[2:18:59] what is a sea scout. You invited me
[2:19:02] to one of your gatherings and I came
[2:19:03] down there
[2:19:05] and fell in love with you guys and
[2:19:06] the things
[2:19:09] you do for the
[2:19:12] people involved.
[2:19:18] I saw what this program does
[2:19:21] for the youth. They jumped
[2:19:24] on the chance. They
[2:19:27] asked if they can drive the
[2:19:30] bar pilot boat.
[2:19:33] they jumped in.
[2:19:39] he turns around. The
[2:19:42] kids were asking can he spin
[2:19:45] a donut. He
[2:19:48] says hang on. I want
[2:19:51] you to know how vibrant.
[2:19:52] I am appreciative that you brought
[2:19:54] everybody. It is
[2:19:57] very exciting. You know, I

[2:21:00] to the dump.
[2:21:06] they are night and shining
[2:21:09] armors.
[2:21:12] I can't wait to do

[2:23:42] that we hear.

[2:23:47] I have heard is that it would be nice
[2:23:48] to have more
[2:23:51] options in martinez.
[2:23:54] we have been
[2:23:57] losing
[2:24:00] revenue to pleasant
[2:24:03] hill and
[2:24:06] concord and walnut creek
[2:24:09] for years because we don't and haven't
[2:24:10] had
[2:24:13] a lot of
[2:24:16] options. Families
[2:24:17] and folks coming in to the community
[2:24:19] want
[2:24:22] to stay here.
[2:24:34] all the other cities,
[2:24:37] you know what they don't have?
[2:24:40] a marina.
[2:24:43] this is
[2:24:46] a wonderful opportunity.
[2:24:52] if you are in sales, we get
[2:24:54] it figured out and it creates a stickiness
[2:24:58] for our
[2:25:01] residents.
[2:25:04] they don't have to go all of the
[2:25:07] other
[2:25:10] places. For
[2:25:12] folks going up to napa and get off
[2:25:16] the highway.
[2:25:22] maybe there will be so much going
[2:25:25] on they will forget to go to napa.
[2:25:27] we have local wineries. This ain't
[2:25:31] difficult for me.
[2:25:34] I can see
[2:25:37] the vision. I appreciate
[2:25:40] greg and
[2:25:43] diane for being the ones
[2:25:46] that are going to hopefully help
[2:25:48] us realize the vision. I appreciate
[2:25:49] staff and
[2:25:51] all their due diligence and everybody in
[2:25:52] this process has
[2:25:55] been responsive.

[2:26:01] is entering into this in a
[2:26:04] vacuum. Nobody is entering into this
[2:26:07] in a vacuum with blinders on. As my
[2:26:09] fellow councilmembers have mentioned.
[2:26:13] the proposed agreement it is a
[2:26:16] sea scouts facility. In the
[2:26:18] proposed agreement there is discussion
[2:26:19] about an
[2:26:21] alternative access because we know
[2:26:22] for this to
[2:26:25] work people need
[2:26:28] to comfortably get
[2:26:31] in and out of. We are
[2:26:33] not entering into this blindly. But
[2:26:34] I can see
[2:26:37] it. We can all see it. That is why
[2:26:39] there is excitement here. Because
[2:26:40] this
[2:26:43] is the first
[2:26:46] time --the first time
[2:26:49] that this thing can
[2:26:52] and will happen.
[2:26:55] let me also
[2:26:58] remind you all that we have
[2:27:01] a fiduciary and a fiscal
[2:27:04] responsibility of managing
[2:27:07] a city.
[2:27:10] right now we are pumping a
[2:27:13] half million dollars,
[2:27:14] lending, to something that is not beneficial
[2:27:16] to you all.
[2:27:28] we don't do anything wewe
[2:27:31] not being
[2:27:34] fiscally responsible. It
[2:27:37] could be good city financial matters and
[2:27:40] be stewards,
[2:27:43] be stewards of the
[2:27:46] city.
[2:27:52] lived up here long enough.
[2:27:55] saw all of the opposition to pleasant
[2:27:58] hill when they did not
[2:28:01] have a downtown.
[2:28:04] I remember when old
[2:28:07] walnut creek was afraid of what was
[2:28:10] going on on the other side
[2:28:13] of mount diablo. What did that do?
[2:28:16] created
[2:28:19] foot traffic. This is
[2:28:22] about creating foot traffic. It will
[2:28:24] have a ripple effect to downtown.
[2:28:25] if we create foot
[2:28:27] traffic it will have a ripple effect
[2:28:28] up to highway
[2:28:31] 4. The folks going down to the waterfront
[2:28:34] to a homewoods suite, now they are
[2:28:35] going to
[2:28:37] stop at
[2:28:40] the lucky's and shop and spend money
[2:28:43] before going down to the
[2:28:46] waterfront.
[2:28:49] we find out where is the
[2:28:53] local grocery
[2:28:56] store.
[2:29:02] this is real economics, not
[2:29:05] about financial profit
[2:29:07] but preventing us from saying the
[2:29:08] city is
[2:29:11] in bankruptcy.
[2:29:17] we are excited
[2:29:20] but we are pumped. Reminder,
[2:29:22] this is still the beginning stages,
[2:29:26] a due
[2:29:29] diligence process.

[2:29:33] the other most important message is

[2:29:36] continue to have community engagement.

[2:30:28] the amphitheater. The reason it is
[2:30:29] not being used
[2:30:32] is that it has similar issues to the
[2:30:33] bait
[2:30:34] shop. Nobody wants to rent it and
[2:30:35] the
[2:30:38] city can't because of health and
[2:30:41] safety issues.
[2:30:47] don't have an
[2:30:50] amphitheater.
[2:30:53] what I wanted to speak about is our
[2:30:56] trip to view some of the tucker sadler
[2:30:57] properties.
[2:30:59] so, a while ago, you know,
[2:31:02] as all of the staff said, all of the
[2:31:03] council
[2:31:05] had an opportunity to have
[2:31:07] meetings with staff several times over
[2:31:08] the past couple
[2:31:10] of months. And when this project first
[2:31:11] came
[2:31:12] forward, it was very important to
[2:31:14] me that we made
[2:31:17] a public and transparent
[2:31:20] process. There was a lot
[2:31:23] of comments about just like the general
[2:31:26] ascetic of the project.
[2:31:29] I heard what people said. It
[2:31:32] concerned me. I had
[2:31:34] mentioned to staff. I asked the question
[2:31:35] of all of the
[2:31:37] council who is the most hesitant on
[2:31:38] the project.
[2:31:40] everyone in the meeting got quiet.
[2:31:41] is it me.
[2:31:44] am I the most hesitant.
[2:31:46] I am like okay. When I am on board,
[2:31:47] we are good
[2:31:50] to go. So, when we all went down to our
[2:31:53] california league of city conference
[2:31:56] october. We go once a year. We
[2:31:58] realized how close we were to tucker
[2:31:59] sadler projects
[2:32:01] and said can we see some of these
[2:32:02] things. I wanted
[2:32:04] to understand what the projects look
[2:32:05] like.
[2:32:07] a conceptual design people disagree
[2:32:08] with is not
[2:32:10] the same thing as seeing something
[2:32:11] on the ground. We
[2:32:14] got to see several different
[2:32:16] properties. I was very impressed by all of
[2:32:17] the properties.
[2:32:23] really made it
[2:32:26] clear
[2:32:29] that the group is able to implement
[2:32:31] projects that are right sized for
[2:32:32] the landscape they are in. One of
[2:32:35] the sites we went to was an
[2:32:38] rv park. I am sure you are
[2:32:39] picturing something. Throw that out.
[2:32:41] it was an amazing space with
[2:32:43] a meeting area and pool and space
[2:32:47] for events. It had small little sort
[2:32:50] of temporary looking cabin spaces,
[2:32:51] and a
[2:32:52] lot of places for people to come and
[2:32:53] to camp in the
[2:32:56] rvs. It was right along
[2:32:59] a tidal marsh. Tucker sadler
[2:33:01] has experience with engaging tidal
[2:33:02] marsh space with
[2:33:05] a development. Tucker sadler has experience
[2:33:06] making
[2:33:08] a building that the aesthetic were
[2:33:09] so beautiful
[2:33:11] you could pick the whole thing up
[2:33:12] and plop
[2:33:14] it in the marina. Yeah. Everyone
[2:33:17] in martinez would love this. We
[2:33:19] had an opportunity to visit a restaurant
[2:33:20] that was built out
[2:33:22] over the water. I am like martinez
[2:33:23] needs this.
[2:33:26] a hotel that it was down in one of
[2:33:29] the boutique hotels that was
[2:33:33] in downtown san diego.
[2:33:36] gas lamp
[2:33:37] district. It absolutely was the kind
[2:33:39] of thing that I think
[2:33:40] people in martinez would like. And
[2:33:42] then lastly,
[2:33:44] I was actually really enjoyed visiting
[2:33:48] the amphitheater they had had
[2:33:51] participated in building.
[2:33:58] he spoke to
[2:34:00] the nerdy components that he thought
[2:34:01] through for martinez.
[2:34:03] they get it, and I think they are
[2:34:04] the right partners
[2:34:06] to move forward with. They are interested
[2:34:09] in investing in martinez, and I absolutely
[2:34:10] think they are
[2:34:13] the right partners to move forward on the
[2:34:15] project. I want everyone to know that
[2:34:16] we have
[2:34:18] been doing our due diligence up until
[2:34:19] this point.
[2:34:21] when you are in negotiations, you
[2:34:22] can't have
[2:34:24] public meetings, but with this signing
[2:34:25] this
[2:34:28] ena or it is me. I get to sign it.
[2:34:30] with you approving me to sign the
[2:34:33] ena we can move forward on public
[2:34:34] meetings
[2:34:37] and can now provide feedback on
[2:34:39] the conceptual vision that we all
[2:34:40] got back
[2:34:41] in july and can start working through

[2:34:45] and we can start taking the next stage
[2:34:46] and
[2:34:49] sending it out to the resource agencies
[2:34:52] to improve environmental
[2:34:55] feedback on.

[2:51:19] corrected, and I have a couple of
[2:51:22] copies here. We corrected and updated
[2:51:24] the salary schedule to include the
[2:51:25] city manager and chief of
[2:51:28] police which was an accidental omission
[2:51:29] in what
[2:51:30] was published.

[2:52:28] head does not have a step 2, 3, 4.

[2:52:32] from step
[2:52:33] 1, current, to step 5. That is your
[2:52:35] raise. That is not
[2:52:38] what is happening. There is
[2:52:41] not currently a current step 5,
[2:52:43] and a new step 5. So, in case the
[2:52:44] public
[2:52:46] is listening and is confused as to
[2:52:47] what they
[2:52:50] are seeing. It
[2:52:53] is what percentage increase?
[2:52:55] 2. 5%, and then again, just based
[2:52:59] what I read off isis we
[2:53:02] are required
[2:53:08] speak to the maximum and the new
[2:53:09] maximum. Whether that is where they
[2:53:11] are at or not in the salary
[2:53:13] range. That is what we are required
[2:53:14] to do by law.
[2:53:17] >> so, step
[2:53:19] 1 is the least experienced in the
[2:53:20] job tight and he will
[2:53:23] step 5 is the most experienced.
[2:53:24] at a certain point you are going to
[2:53:26] get a promotion
[2:53:28] to the step 55 and can't ever earn
[2:53:31] anymore money. At the time the cola
[2:53:33] applies, if the person reached the
[2:53:35] step 5 level,
[2:53:37] for those of us who are not in city
[2:53:38] government
[2:53:41] as our day jobs. If you are promoted
[2:53:43] to that amount you can't make any
[2:53:44] more
[2:53:47] money.

[3:00:26] project brings to martinez and the
[3:00:29] greater community. I am super excited

[3:01:42] and sorrows for the tragedy that

[3:01:51] too often, too many times. My heart goes

[3:01:57] and all of the other
[3:02:00] shootings. In a time
[3:02:02] we should be celebrating families

[3:06:49] impacting communities jewish and
[3:06:52] non-jewish.
[3:06:55] I think it is important we
[3:06:58] reject hatred in all of its forms and
[3:07:01] anti-semitism.
[3:07:04] I wanted to
[3:07:07] give a
[3:07:10] shoutout. Loving life during
[3:07:13] this
[3:07:16] holiday season.
[3:07:19] I also want to express my thanks for
[3:07:20] all of the
[3:07:22] hard work
[3:07:25] that our excellent city staffstaff

[3:13:26] thought that it was such a great kickoff

[3:13:38] hundreds of people want
[3:13:41] to come to this. Probably

[3:13:56] new kayak launchlaunch has been installed
