please stand and face [1:28] the flag [1:47] all right thank you tom [1:51] all right moving on to item number four [1:53] presentations [1:55] uh 4.1 uh mr nix do we have any [1:59] presentations uh yes sir we have a [2:01] presentation on the alternative [2:02] transportation program [2:04] and i'd like to invite up our principal [2:06] engineer from public works department [2:08] carlos geronimo to give that [2:09] presentation okay carlos [2:15] well good evening everyone [2:20] so this is a presentation of the active [2:22] transportation plan [2:24] this is something that the city has been [2:25] working on for a while [2:27] um let me go through the slice and [2:29] explain what this is about [2:33] so what's an active transportation plan [2:35] so it makes improvements [2:37] and provides safer and more reliable [2:39] mobility choices whether you are walking [2:41] cycling taking transit driving or ride [2:43] sharing [2:47] so a little bit of background on the [2:49] project this project was [2:50] initiated by the city it's grant funded [2:53] through california sb1 planning grant [2:56] for this type of project caltrans [2:59] administers the funds [3:00] so we have to answer the cal trends on [3:02] this project [3:04] we have about a year and a half [3:08] of time to do this project so we're kind [3:10] of midway [3:11] on the schedule and at the bottom of [3:14] that slide you can see [3:15] the project team we've teamed up with [3:17] riverside university health system [3:19] um k2na foreign stc are [3:22] our consultants that are helping us with [3:25] this project [3:26] caltrans of course and local government [3:28] commission is a non-profit agency [3:31] based on sacramento that helps [3:34] local governments do these kind of [3:36] projects [3:38] so we have a good mix of project team [3:41] members [3:45] so what will this atp or active [3:47] transportation plan would do for the [3:48] city [3:49] uh it assesses the community needs uh [3:52] evaluates current street and sidewalk [3:54] inventory that's something that we [3:55] currently don't have [3:56] we have sidewalks all over the place [3:58] there are gaps here and there [4:00] but we don't have an accurate encounter [4:03] what's missing where they are what stay [4:04] there [4:06] identify and prioritize active [4:08] transportation projects [4:09] focus on providing improved [4:10] transportation choices in senior and [4:12] disadvantaged neighborhoods [4:14] in your local schools within the city [4:20] so a little more background on this [4:24] safety as we were talking about it will [4:26] provide for [4:29] buffer bike lanes or protected bike [4:31] lanes corridors [4:34] more visible crosswalks and [4:38] ada ramps for accessibility to all [4:40] pedestrians [4:52] with disabilities to get to the other [4:54] side [4:56] also the bottom left picture [4:59] in this slide this is a project we just [5:01] completed near the [5:03] romulan elementary school where we [5:06] actually did pop out [5:08] on the street [5:19] as vehicles approach intersection they [5:22] see it's narrow [5:28] we all know the benefits of being active [5:31] transportation [5:33] just their walkable neighborhoods have [5:35] substantially lower rates of obesity and [5:38] overweightness and diabetes [5:40] and this goes in hand with the city's [5:42] mission statement to provide a safe [5:44] livable and active community for all [5:47] residents [5:50] so the city will focus on pedestrian [5:53] areas [5:54] giving tv for safe routes to school for [5:55] example um [5:57] we'll look at what the schools are um [6:06] on this on the network to make sure that [6:09] kids [6:10] can get to school safer this picture you [6:12] see right there is [6:13] something we did at quail valley [6:18] elementary [6:20] cab on the sidewalk so we did this [6:22] project maybe a couple of years ago it [6:23] wasn't part of this but this is [6:24] something that [6:25] an example of what we're going to [6:26] implement and you can see [6:30] it was well received by the community [6:35] we'll also prioritize the citywide [6:37] network of bikers and trails [6:39] we already have a general plan that [6:40] identifies [6:43] bikeways and trails and things like that [6:46] we need to prioritize it and kind of go [6:49] the next step on this [6:51] looking at destination where people want [6:53] to go [6:54] and also recreation people just want to [6:56] get their bikes and just [6:58] go around the city what's a good network [7:14] um [7:16] so this atp will analyze costs and [7:18] alternatives [7:19] of top rated projects we will come up [7:22] with about [7:22] 20 priority projects this is just a [7:25] sample of what it would look like [7:37] accordingly and this will eventually [7:40] go to our capital project [7:45] for a five-year plan and then we'll [7:47] start tackling this project one at a [7:49] time [7:50] and this is helpful uh because there are [7:53] numerous grants out there [7:54] here towards this kind of project and if [7:57] we have this [7:58] atp it will help us obtain those funds [8:03] and also it will help us kind of [8:06] prioritize i guess [8:08] it's more of a guideline for not only [8:10] the city but for future developers [8:12] they can be conditioned to install some [8:14] sidewalks or [8:15] trails that are needed [8:19] so this atp is only as good as the input [8:21] we get from the community [8:22] like one of the slides [8:28] so ways to participate and to provide [8:31] input on this atp is to attend our [8:33] meetings workshops [8:35] right now we have had other paintings in [8:38] the past take surveys [8:41] stay tuned for pop-up events and use our [8:43] online map survey [8:47] so we developed what is called the story [8:49] map which has [8:51] pretty much just an overview and more [8:53] information about this atp [8:56] we have some tech surveys it has an [8:58] interactive map [8:59] where you can go in there and select an [9:01] area and [9:02] click on it and make a comment [9:06] crosswalk is needed here no aka ram so [9:08] it's interactive and [9:10] all this information is gathered and [9:13] it's evaluated [9:20] so like i said in the beginning we're [9:21] kind of halfway uh in this [9:24] project we're in the data and collection [9:25] analysis we have until spring of 2020 to [9:28] collect all the data and gather all this [9:30] and then after that we'll start [9:32] implementing this [9:34] providing recommendations [9:38] later on in the year so we are expecting [9:41] to have a final report by fall of 2020. [9:46] so with that this concludes my [9:47] presentations and [9:59] um this is long overdue [10:02] i don't [10:16] what's the safest way for me to get on [10:19] my bike and go to a park [10:20] take my kids there's [10:24] a lot of ideas that i have with this [10:27] are they meetings can we make sure [10:43] yeah i'll just keep communication with [10:46] carlos when there is a [10:47] upcoming meeting then i will definitely [10:49] all the commission [10:51] um also if you uh will note in carlos's [10:53] presentation [10:58] um [11:13] a lot of the proposed trails or existing [11:15] trails just like we're trying to do [11:16] an inventory sidewalk we were also [11:18] trying to get inventory [11:20] birds in one stone and you guys can go [11:22] in there through that link [11:24] and i know a few of you gentlemen have [11:27] been working on these city trails before [11:29] the city was even a city [11:30] yeah so you probably kind of know uh [11:33] some of the information that carlos is [11:34] looking for so [11:35] it'd be very good for you to go into [11:37] that story map and add some of those [11:39] missing things yeah [11:51] yeah okay great this is good stuff and [11:54] please keep keep us informed of those [11:57] meetings and workshops because [11:59] we all have a lot of years of [12:02] experience here [12:06] thank you carlos thank you for your [12:09] presentation i have two questions uh [12:11] right now [12:12] uh was the target of the grant funding [12:14] that we got from sb1 revenue [12:16] seniors or senior neighborhoods and [12:18] disadvantaged communities [12:19] was that part of it it is part of it so [12:22] we're trying to do a comprehensive [12:24] plan that encompasses pretty much the [12:26] whole spectrum of the residents [12:28] seniors kids going to school [12:32] people with disabilities [12:41] okay do you recall thank you do you [12:43] recall how much money we received from [12:44] sb1 [12:45] and or the city [13:04] do you find that that's enough money for [13:06] you to accurately conduct this [13:08] yes uh we went through an rfp process [13:10] with a consultant [13:11] and we delineated all the things that [13:14] this atp needs because it's funded [13:17] through caltrans they have guidelines [13:32] considering the number of components in [13:34] in this in this up [13:35] this uh analysis uh is this going to be [13:38] like a living document at the point that [13:40] it's [13:40] over with so that we can keep updating [13:42] it keep revisiting it maybe a yearly or [13:47] buy a annual basis yeah i mean certainly [13:49] any document [13:50] we can always update it as we need to [13:52] you know priorities change over time in [13:54] the city [13:57] i think a portrayal will be nice to have [13:59] this time maybe [14:00] because of needs [14:08] by the time we finally reach down into [14:10] it some of those [14:12] are going to change [14:24] yeah maybe not so much grand money [14:26] because it will be focused [14:28] um we're going to redo the entire [14:30] network again or maybe [14:33] quite a few years on the road maybe [14:36] updated [14:37] but if um [14:57] so this is a very good plan that mr john [14:58] was paying together because it makes us [15:00] eligible for more grants and [15:01] there's another grant through prop 68 [15:03] that mr applied for earlier in the year [15:05] to do some trail improvements as well [15:08] exactly and who's going [15:20] we want to make sure everybody's [15:24] involved [15:36] that would be the usual step that once [15:50] get their comments recommendations [16:02] this does give us the ability to apply [16:05] for more grants identifies [16:20] those trails [16:34] questions carlos thank you very public [19:22] comments there are no public comments [19:25] thank you now discussion item 8.1 [19:29] little learners mr nix i will again turn [19:32] over to mr hendricks to do a [19:33] presentation on the [19:35] liberal learners program [19:39] sorry about that thanks once again i'd [19:40] like to call susie hernandez and sam [19:42] alvarez up they're going to actually be [19:43] delivering the presentation along with [19:45] the powerpoint [19:46] uh susie hernandez is one of our [19:48] community services instructors she's [19:50] been [19:50] heavily involved in getting this program [19:52] little learners up and running just a [19:53] little quick history this program has [19:55] been around for about a year now and [19:56] it's [19:56] it was started uh due to the [19:58] overwhelming popularity of our tiny top [20:00] program at lazy creek [20:01] and it has morphed into a program that [20:03] they'll discuss a little bit more but uh [20:05] we're trying to use any available space [20:06] that we can to continue to serve our [20:08] residents and [20:09] this is a great way that we're able to [20:11] do that so i'll turn it over to the [20:18] ladies [20:33] engage the children and provide them [20:35] with an enriching environment [20:37] we work with children right now we have [20:41] four different classes [20:46] um [20:48] and indoor and outdoor learning [20:53] so these are some of the classes that we [20:55] offer um [21:28] um [21:42] so that the children have more learning [21:45] time [21:46] and more time to go over the concepts [21:48] that we're going over with them and i'll [21:49] let samantha talk about some of those [22:25] it allows the kids to definitely [22:27] experience [22:28] more of the culture which is very big [22:31] especially in this class we want to make [22:32] sure the kids understand that it's not [22:34] just learning [22:50] you know allow the kids [23:06] and i am very [23:15] i'm so sorry i'm not close to this thing [23:17] at all [23:19] thank you all right um we're gonna move [23:21] on to some of our other classes oh [23:23] thank you thank you very much um so [23:26] one of them is called busy bugs and that [23:29] is a movement class it's for ages [23:31] three to five and what we do in this [23:34] class [23:35] is we do all kinds of body movements we [23:38] practice stretching with the children [23:40] yoga gymnastics bounce body movement [23:43] control [23:44] and dancing activities as well they [23:47] practice rhythm [23:48] and coordination and they do this all in [23:51] a group [23:51] setting and we have two instructors with [23:55] them for that class [23:56] and we also have the watch me grow class [23:59] this is for ages [24:00] two to four it is a parent in me [24:03] class which means that a parent or [24:05] guardian is with the child [24:07] at all times it is both indoor and [24:10] outdoor [24:10] we do bi-weekly visits to our community [24:13] services garden [24:14] and we go out there and we explore they [24:17] get to [24:18] plant plants plant flowers catch bugs [24:21] out there [24:22] and then we do all kind of observations [24:25] of what they're seeing [24:27] and then we go into the classroom we do [24:29] some arts and crafts [24:30] story time and all kinds of engaging [24:34] activities with the parents and the [24:35] children [24:38] and so here's a little bit of [24:39] information on our instructors [24:41] um i'm one of them miss samantha's one [24:44] of them and we have [24:45] uh miss bree she's not here tonight um [24:48] all of our staff is bilingual and has [24:50] prior experience in child [24:52] care settings and it's all community [24:54] services staff [24:56] and then here's all of us so like i said [24:59] i'm susie i'm working on my bachelor's [25:01] degree right now in child and adolescent [25:03] development [25:04] and i have over seven years of [25:05] experience in child care and [25:07] customer service and then samantha [25:23] definitely working with kids this year [25:25] has been [25:26] very [25:41] and then our other instructor who's not [25:43] here tonight brianna [25:44] um she has some experience actually [25:46] volunteering within the city [25:48] and then she came on as a staff member [25:50] she's got a couple years experience in [25:52] child care as well and she's also fluent [25:54] in spanish [25:56] and then these are attendance rates um [25:59] so this is from february 2019 [26:03] we've had 178 participants [26:06] sorry um [26:09] and we've been having like maximum [26:11] capacity [26:12] in all of our programs we have waiting [26:15] lists [26:15] for our programs and then we've been [26:18] generating [26:19] 8 467 in fun [26:27] are there any questions [26:30] just how quickly can we build you more [26:34] buildings [26:36] i wish very quickly we would love to [26:39] expand [26:39] if it was up to me thank you you guys [26:43] are doing great work and i hear nothing [26:44] but great stuff about it [26:46] and like i said another four or five of [26:50] them [26:50] right now would in two seconds [26:53] thank you thank you very much the house [26:55] is in the waiting list [26:57] i'm sorry how big is the waiting list it [26:58] can range anywhere from [27:00] two to ten children it just depends on [27:03] the demand [27:04] some months are there's more especially [27:07] in the summer [27:09] we have an overflow of children in the [27:11] summer and [27:12] we can't possibly have enough programs [27:14] and space for them [27:15] which is why we would love to have more [27:17] spaces to be able [27:19] to have more staff members and provide [27:21] more programs for the community [27:31] so that this is one of the main reasons [27:33] why we're doing the expansion at lazy [27:35] creek because [27:36] there's high demand for these programs [27:37] you know um i do presentations with [27:39] other agencies and i provide an update [27:41] on the city of manifest one of the [27:43] kind of funny things about city of [27:44] menifee is that i've been here almost [27:46] two years so i'm two years older but the [27:49] average age of men if you went from 38 [27:50] to [27:51] 36. so matter if you got two years [27:52] younger even though i got two years [27:54] older [27:54] and the main reason is because we have [27:56] all these young families moving here [27:57] with young children [27:58] and there's not a lot of preschool [28:01] programs in the community [28:02] at all and so there's very high demand [28:06] for these programs and they provide a [28:07] very good um [28:09] sam and susie and agree they provide a [28:12] very good [28:13] quality program that keeps people coming [28:15] back and having that waiting list [28:16] so um the lazy creek project that [28:19] expansion and having two buildings is a [28:21] one of the reasons why we're doing that [28:23] is for programs like this [28:24] i actually talked to the fire marshal [28:26] today we're at about 70 80 [28:28] construction plans um and the fire [28:30] marshal did her review this week [28:32] and has comments back for the architect [28:34] it's gone through review with our [28:36] uh building official colin mcnee and i [28:38] also spoke to our community develop our [28:40] planning director [28:41] cheryl kitzrow about the project this [28:43] morning as well to make sure that we're [28:44] compliant with sequa and have a [28:46] appropriate amount of parking stalls for [28:48] the expansion so we are [28:49] chugging along um ids group or [28:52] architects that are working on this [28:53] project [28:54] their hope is to get this out to bid for [28:56] construction by the end of the calendar [28:58] year because the building codes [29:00] changed january 1. so they're they're [29:02] under some pressure but [29:04] they're working through the process [29:05] they've been working with mr howe on [29:07] some [29:07] cleanup items and making sure we have [29:09] all the detail that we need when we put [29:11] this out to bid and [29:12] get some construction contractors on [29:13] board so we're hoping that we can get [29:15] this out to bid [29:16] by the end of the calendar year or by [29:18] next month then maybe we'll be under [29:20] construction by the springtime [29:23] all right sam and susie thank you for [29:25] your presentation i have a few questions [29:27] um what's the cost of this um the cost [29:30] varies for the most part we have [29:32] all of our supplies now we've gotten a [29:36] lot of supplies over the past couple [29:38] months [29:38] i'm so sorry it's like echoing i'm used [29:40] to being yelled at [29:42] um and so right now we [29:45] don't need to spend any money on it we [29:49] have [29:49] everything for the upcoming up until [29:51] summer so how are your funds generated i [29:53] don't know if it's a json question about [29:55] you [29:56] eight thousand four to sixty seven if i [29:58] may for to maybe clarify susie what [30:00] what do we charge the participants how [30:02] much is it i'm sorry was that the [30:16] residents [30:17] our busy bugs classes forty dollars for [30:19] residents [30:20] our watch me grow program is twenty [30:22] dollars for residents [30:23] and our steamers class is a hundred and [30:26] ten for residents [30:28] so that's per class yes oh no that's for [30:31] a session i'm sorry that's for a month [30:33] okay and it's um the steamers and the [30:35] spanish are twice a week [30:37] watching me grow and busy bugs are once [30:39] a week each i'm sorry i didn't [30:40] understand it no that's okay [30:42] my my last question is oh i'm sorry [30:45] that's [30:45] i'm sorry sorry sorry that's an alarm [30:47] sorry okay [30:48] are there any um minimum certifications [30:51] that you all [30:52] need to meet like c being cpr qualified [30:54] yes we do all need to be cpr certified [30:56] anything else um besides being nice with [30:59] children [31:01] um well it's wonderful [31:04] if they have previous child care [31:06] experience [31:08] however we also open it up [31:11] to anyone who would like to work with [31:13] children for example brianna [31:15] she did have a couple years experience [31:17] volunteering however it was something [31:19] that she was interested in and she's [31:21] growing and learning through it [31:23] and so it's something that is a great [31:26] opportunity even if you don't have the [31:28] experience initially [31:29] because there are people that do have [31:31] experience in it [31:32] and we can kind of help guide them [31:34] through it thank you in addition we'll [31:36] be doing some training on december 21st [31:38] it's gonna be an all day pretty [31:39] intensive staff training for [31:41] all levels of the youth that we work [31:45] you know with i may also i think that [31:47] suzie's being a bit humble [31:48] with her education background experience [31:50] because she does have [31:51] early childhood education units which is [31:54] a [31:55] preliminary requirement for anyone [31:56] teaching a child care type program [31:59] uh also just so you know having a [32:02] daughter [32:03] or a granddaughter that's in writing [32:04] lessons this is a bargain [32:08] yeah we try to keep the costs low so [32:10] that [32:11] we get a lot of people who come because [32:13] we want to provide [32:14] the program to as many people as [32:15] possible [32:19] i just wanted to thank you for what [32:21] you're doing for the youth of this [32:23] city and i appreciate what you're doing [32:25] thank you so much [32:26] that means a lot thank you [32:54] um [33:09] incomes that might just struggle this is [33:12] a lot of help [33:13] and if we can provide more ways [33:36] is [33:42] i have a question is are any of your [33:45] programs [33:46] parent participation programs or is it [33:49] all [33:50] instructions by the instructors in other [33:52] words do you let the people sit in and [33:54] help you [33:55] do they take part do they help you at [33:57] all or how the parents [33:59] involved in this other than just [34:01] bringing the kids there [34:02] and watching or do they help you babysit [34:05] or do they help at all [34:06] that's right yes we do have one program [34:09] that is parent and me it's our watch me [34:11] grow that's our nature based class [34:13] and the parents um are there the whole [34:15] time for that one other than that our [34:17] other classes [34:18] their non-parent participation the ones [34:21] with the children who are older we feel [34:23] that it's better just to be with the [34:25] instructors [34:26] because they are transitioning soon into [34:28] either [34:29] a preschool or kindergarten and so [34:32] they won't be with their parent or [34:34] guardian at that time and so it's a [34:36] little bit of an easier transition [34:37] but for our younger children we do [34:39] provide the watch me grow program [34:41] you know i was just curious about the [34:42] smaller kids you know the young ones [34:44] if the parents actually participate in [34:47] some of what you do [34:49] are they just there to kind of guide the [34:51] kids towards what you're supposed to be [34:53] doing [34:53] that's we require participation [34:55] throughout the entire class when they're [34:57] there [34:58] yeah so um they're not allowed to be on [35:00] their cell phones or be away from the [35:02] child at all they have to be actively [35:04] participating the entire time [35:06] very good thank you you mentioned [35:08] marketing this is probably a jason [35:10] question how are we going about getting [35:12] the word out [35:13] we have the program in our minifee [35:14] matters that goes out every quarter [35:17] because the class is usually full with [35:18] the waiting list we don't do a whole lot [35:20] of flyers out to the public or anything [35:21] because we're usually full [35:22] once we expand to lazy creek and have [35:24] those opportunities we'll definitely hit [35:26] it hard with flyers [35:27] the community local businesses things [35:29] that nature like we usually do with our [35:30] programs because i was thinking [35:32] outside of the general populace here we [35:35] have the spanish-speaking populace over [35:37] in areas like roma land [35:38] right and we don't really have any [35:40] publications in that language for them [35:43] we tried it most of the programs are [35:45] dual immersion so they do do some [35:46] spanish and english classes and [35:48] when we do target that audience we [35:49] definitely do uh flyers in spanish as [35:52] well since we have such dead [35:53] um staff that are able to do those for [35:55] us [35:56] thank you [36:00] commissioners any other questions [36:04] yeah i have one question for jason in [36:06] light of the [36:08] classes getting larger and expanding and [36:11] everything [36:12] is the improvement at lazy creek going [36:15] to be sufficient [36:17] but when it's finished to cover all [36:19] these the [36:20] bigger classes probably not completely i [36:23] mean we're definitely going to need some [36:24] other facilities and that's one thing [36:25] that staff is working on constantly is [36:27] trying to [36:28] broker relationships with community [36:30] partners school districts to have [36:32] programs in other locations [36:34] and then of course hopefully one day [36:36] we'll [36:37] take over some other areas it'll give us [36:39] some more space to do these amazing [36:40] programs [36:42] okay thank you [36:46] all [37:55] just so as an update we went through a [37:58] very competitive recruitment process 180 [38:00] applications [38:02] many interviews a lot of interest from [38:05] folks from other cities wanting to come [38:07] to city of menifee and we actually chose [38:08] a new senior management analyst to [38:10] replace ms huerta which is very large [38:13] shoes to fill [38:14] um and it is a lady named [38:18] mariana mitchell from the city of [38:19] fontana so she'll be joining us in [38:21] january and will be our next meeting on [38:22] january 16th [38:24] and just to note she is very good [38:26] because she used to be jason's [38:27] supervisor [38:28] so to deal with jason for several years [38:31] i mean you have to have some [38:32] patience and so is it [38:35] so are the roles go flip now is she [38:37] going to be a supervisor here [38:38] they'll be kind of uh equivalent yeah [38:40] okay yeah so [38:42] it will help me with jason if i may ask [38:44] if we may we just recently promoted [39:37] um chelsea bollinger from office [39:39] specialist to full-time community [39:40] services coordinator so [39:41] all right [39:45] so jason i don't know if you want to [39:46] give a little rundown of chelsea's new [39:48] duties [39:49] yes thank you john uh as john mentioned [39:51] chelsea's been just doing an [39:53] amazing job she's gone from a part-time [39:55] community services leader entry-level [39:57] position to a full-time office [39:58] specialist too [39:59] to now a community services coordinator [40:01] and she'll be taking over the duties of [40:03] community relations contract classes and [40:06] uh she's still going to help out with [40:07] the front desk operations as well [40:10] really really excited to have chelsea [40:11] but i'm going to put her on the spot and [40:12] ask her to [40:13] tell you guys a little bit about her [40:14] experiences and how excited she is to do [40:17] some public speaking [40:20] hello thank you for inviting me um so i [40:23] have a little [40:24] bit background i got a bachelor's degree [40:26] at hope [40:27] international university in a liberal [40:29] arts and a concentration business [40:31] and i've been with the city for about a [40:33] year and a half and like jason said i [40:34] started [40:35] as a community service leader one and [40:38] that was about a year a half and ago [40:40] a year a half ago and then i was lucky [40:42] enough to get the position [40:43] of office specialist too and now as a [40:46] coordinator i'll also be doing [40:48] veteran resources as well [40:51] and yeah i'm looking forward to working [40:52] with them in the contract classes and [40:55] i'm really excited and thankful for this [40:56] opportunity [40:58] chelsea is also going to be uh handling [41:00] taking our special needs programming to [41:01] the next level she's been [41:03] doing that kind of almost as a side gig [41:05] as part of her duties with lady alegria [41:07] also on our team and [41:09] they have some really special things [41:10] planned and we had a really great [41:12] meeting with somebody recently that i [41:13] think is really going to continue to [41:14] help us [41:15] reach that that group that sometimes [41:17] isn't so [41:18] excited about coming out of the shadows [41:20] so to speak so chelsea has a huge heart [41:22] for the special needs she used to work [41:23] for special olympics [41:24] uh so i think this is really going to be [41:26] a great opportunity for those in our [41:27] community [41:29] congratulations [41:47] coming up [41:48] in april 2020 and the city under [41:51] community development [41:52] has a complete count committee that [41:54] we're forming so they've already had one [41:56] meeting but we're looking actually to [41:58] hopefully have a representative from the [42:00] parks commission uh participated in that [42:02] so i wanted to [42:03] see if one of the commissioners would [42:04] like to volunteer to join that committee [42:06] and [42:07] help with the outreach efforts i had a [42:09] question i had a question [42:10] is that the one that gloria sanchez is [42:13] handling some of that or not yes she's [42:15] on the committee yes [42:18] she's called me a couple times and i'm [42:19] just wondering if that's what she's [42:22] asked [42:22] what uh yeah so it it yeah so [42:25] community development planning [42:27] department they've assembled [42:29] folks from the chamber of commerce from [42:31] uh interfaith council [42:33] in different segments of the community [42:34] so they're also trying to get a [42:36] representative from each of the [42:37] commissions from the planning commission [42:38] the parks commission [42:38] well i'm on that other senior one that [42:41] she has too [42:42] senior advisory [42:56] this i was just wondering if this one [42:58] now is going to be [43:00] this is separate than that this is [43:02] focused on the census i just have to be [43:04] careful when i [43:05] when i talk to her because i don't want [43:07] to say yes to too many things she asks [43:09] you're going to get roped into [43:10] volunteering much more so [43:12] it does it sounds like uh mr amarillo is [43:16] volunteering for this or is somebody [43:17] else [43:18] i didn't say that [43:21] maybe we should nominate tony i don't [43:24] think you say that either [43:26] um those meetings are on what thursdays [43:30] yeah so it's going to be the second [43:31] thursday every month uh basically what [43:33] they do is they get together [43:34] kind of check in and then create a plan [43:37] for uh [43:37] to help the census get out to the [43:40] community and of course the census [43:42] um one of the main reasons why we do [43:44] this census and do these counts is [43:47] because [43:47] for every person there's a value of that [43:51] is counted at a value of about two [43:52] thousand dollars in federal funding per [43:54] year [43:54] so the more we count more of a complete [43:56] count that we get that's more [43:58] uh federal funding that the city would [43:59] qualify for for different services [44:01] infrastructure all that kind of stuff [44:03] and definitely focus on areas where [44:05] maybe folks are a little bit resistant [44:07] to be counted or [44:08] you know the quail valley area roma land [44:10] area where maybe some folks might get [44:12] missed [44:13] so and also let people know that there [44:15] are other ways to be counted [44:16] it's not doesn't have to be the old [44:17] school way of a person coming to your [44:19] door they can do it online [44:20] different avenues is that what they're [44:22] doing they're going door-to-door on this [44:24] or [44:25] no the the the committee yeah the [44:27] committee isn't doing that the [44:28] committee's actually [44:29] getting together and um thinking of [44:31] different ways to help the census bureau [44:32] get out there [44:33] yeah you're not going to be a counter [44:34] with it with a you know with a walk list [44:36] or something no no no no no no yeah [44:38] no yeah it's just a committee it's more okay moving forward um another uh [46:24] under director's comments i just want to [46:25] provide this brief presentation we [46:27] actually had [46:28] uh rta now meeting here that uh [46:30] commissioners croy [46:31] and guitarists uh participated in and so [46:34] uh we provided this update on the pluma [46:35] washroom project so i thought of prudent [46:37] to also provide the update here [46:39] to the full commission um so all of you [46:42] are very familiar with the paloma wash [46:43] trails right across the street right [46:45] next to the uh [46:46] the town center and right next to um our [46:49] new central park which uh [46:50] mr howe and our maintenance team made a [46:53] connection from the park [46:54] uh to the trail just recently as you [46:57] also may know this [46:59] was not originally a trail it was a [47:01] maintenance road [47:02] that was built just to have maintenance [47:04] access to the wash [47:06] but folks just started walking on it so [47:08] the city did some light repairs to it [47:10] back in 2016 [47:12] just to fill some cracks and um and [47:14] start using it as a trail but [47:16] because it was created just as a [47:18] maintenance road [47:19] it really hasn't held up over the last [47:21] 10 years there's a lot of cracking [47:22] a lot of uneven spots in there [47:26] so this uh proposed improvement project [47:29] would [47:30] replace all the asphalt on their [47:33] construct pedestrian crosswalk at la [47:35] piedra because there's a [47:37] space there where the trail stops [47:39] because la pedro's there and so to [47:41] create a crosswalk where you can [47:42] continue down the trail [47:43] across la piedra to the other side [47:45] install some fitness stations install [47:47] some park benches so people can rest [47:48] because that is [47:50] a couple miles if you're going around [47:51] the whole entire trail i had some [47:53] additional landscaping and then [47:54] informational science [47:57] so uh this is just kind of an overview [47:59] it's kind of hard to see the legend but [48:01] all those [48:02] circles there would be some new proposed [48:04] trees and landscaping um the little [48:07] those are blue dots would be the [48:08] informational sides the rectangles [48:11] are the fitness stations and that other [48:13] trapezoidal thing would be the [48:15] uh where the proposed benches would be [48:19] so the estimated project costs and [48:21] actually mr geronimo's um [48:22] leading this project as well is about a [48:25] million dollars to do all those [48:26] improvements [48:27] um construction is about 787 and doing [48:29] all the engineering and administration [48:31] we did receive a grant for a little [48:33] under five hundred thousand dollars and [48:34] we're matching that [48:36] with our local trails funds um and just [48:38] as a reminder this project [48:39] uh was presented to the parks commission [48:42] city council when we're going through [48:43] our cip [48:44] process back in may and june with the [48:46] budget so uh city council [48:48] did approve accepting the grant funding [48:50] in august [48:51] uh accepting the 500 000 and then last [48:54] night [48:54] they uh approved an award of a design [48:57] contract to koa [48:58] corporation so there was some questions [49:01] if you saw the council meeting from [49:02] councilmember elise meyer about [49:03] well hey this seems like a fairly simple [49:05] process you just take out the asphalt [49:07] lay some new asphalt down why do we need [49:09] to hire a design firm and the reason why [49:11] is because it was a maintenance road [49:12] before [49:13] we want to make sure it when we put the [49:15] asphalt down it's done the right way [49:16] and there's also a a little more [49:18] engineering that needs to be done to [49:19] make sure we can get across la piedra [49:21] the correct way um another comment that [49:24] was made by the city council is [49:25] one thing that wasn't initially proposed [49:27] with this design [49:28] was having lights and so what the [49:30] direction that they gave [49:32] back to our public works director is [49:33] that to negotiate [49:35] with koa corporation to add lights to [49:38] the design [49:39] so that's one thing that they're going [49:40] to do and incorporate that into the [49:42] design [49:43] so um are there any questions from the [49:46] commission on on this project [49:49] um just one if you could back up a [49:51] couple slides where you're sure [49:52] the actual trail there you go um i know [49:56] this is a long [49:57] and sordid tale and that pedestrian [50:00] bridge going from the [50:02] central park over the shopping center [50:05] that [50:06] is just the perfect example for what [50:08] we're talking about with the [50:09] alternative transportation because [50:11] you've got all those homes that are [50:13] going to be in there [50:14] and they can walk to the market now [50:16] instead of getting in their car [50:17] and have them go down to la piedra over [50:19] the marketplace [50:21] whatever we can do to secure maybe some [50:24] additional grant funding or [50:26] federal state local to get that bridge [50:29] a pedestrian bridge built that that's [50:31] just [50:32] the perfect example of how to get people [50:34] out of their cars [50:37] into a more healthy community i'm very [50:39] glad that you brought that up mr [50:40] croy because that was a question from [50:42] the city council as well what about the [50:44] pedestrian bridge [50:45] i mean mr v i did announce that myself [50:47] and jonathan smith are working [50:50] on a plan for the pedestrian bridge [50:52] which we will bring back [50:54] to the commission and then to the city [50:56] council on the first part of the year so [50:58] we're working on [50:59] different design options for the bridge [51:00] because we want it to [51:02] not just be a straight metal bridge we [51:04] wanted to have some design to it [51:06] especially because this is our central [51:08] park [51:08] you know there's some great amenities [51:10] there this is the future [51:12] um home of the permanent city hall you [51:14] know cocorian theater [51:15] different things like that so we want it [51:17] to be a very nice bridge especially for [51:18] upgrading the trail [51:20] so we're going to provide some design [51:21] options on that and some funding options [51:23] on it as well [51:24] um you look you see the future [51:27] courthouse there [51:28] yes sir yeah i'm a judge and i'm hungry [51:30] and i need to go over to [51:32] you know to employ a local for someone [51:34] yeah [51:35] i i don't want to get in my car and go [51:37] out and do that i want to be able to [51:38] take a nice little walk [51:39] absolutely for all the benefits of [51:41] walking health benefits stress benefits [51:43] definitely all right thank you [51:47] yeah but around enough judges they don't [51:49] walk [51:51] but uh jonathan is any estimate on the [51:53] uh the [51:54] the downtime or the off limits time with [51:57] construction in other words how long is [51:58] it [51:59] not going to be available to right local [52:00] residents uh we we haven't figured that [52:02] out yet and that's another reason why [52:04] we're hiring koa so when they figure out [52:06] all the design [52:06] and the engineering estimates they'll [52:08] they can figure out a construction [52:09] timeline as well so then we can [52:11] notify the residents hey we're going to [52:12] start construction it's going to be down [52:14] from this time to this time [52:15] and make sure there's proper [52:16] notification so if someone's not walking [52:18] out there then i was like whoa what's [52:20] going on is bulldozer so [52:21] a a suggestion uh if you could suggest [52:24] to them [52:25] one side at a time so you organization yes [55:07] thank you john [55:08] um so every year the inland news group [55:11] puts out a survey to [55:12] employees of different organizations [55:14] small companies mid-sized companies [55:16] large companies [55:17] and they ask the employees about the [55:19] world culture [55:20] satisfaction um i don't remember how [55:22] many questions there were but it was [55:23] pretty [55:24] it was pretty in-depth and so i am happy [55:27] to announce that [55:28] the city of menifee there was a small uh [55:30] company we're under the small company [55:32] category and out of the [55:34] there were 14 uh companies that were [55:36] selected as a top workplace of 2019 and [55:38] we were [55:39] one of them and we were the only city in [55:41] that category as well to be recognized [55:43] so that is very exciting um hr staff and [55:46] i attended an event yesterday where they [55:48] recognized and honored all the different [55:51] uh top work places for this year [55:53] so just wanted to let you know that was [55:54] a very exciting news for the city [55:57] yes oh [56:00] and if this is my last meeting i just [56:02] wanted to say it's been an honor [56:04] in progress update [56:17] and i'll turn over to mr howell [56:21] all right good evening commission okay [56:22] so i'll try not to [56:24] this will be a short one on the parks i [56:26] know it seems like it's repetitive [56:28] the heritage lake sports park there 20 [56:30] acre park is still in progress [56:32] less than a year now before we get that [56:33] as we binge closer to it and a few of [56:36] these parks [56:37] that uh like uh centennial park they're [56:40] in the 90 day maintenance period um [56:42] where almost 30 days [56:44] into this 90 day maintenance period and [56:46] then so we're it's almost there as soon [56:47] as we have it we'll definitely [56:49] be having either a grand opening or [56:51] collaborate with an event or anything so [56:53] we could have a [56:54] grand opening there and hidden hills [56:56] park now goes [56:58] to city council on the 17th of this [57:00] month for [57:01] acceptance um so we will have that [57:04] before the end of this year [57:05] we'll be in the city's hands maintaining [57:08] that park and that includes the paseos [57:10] as well [57:10] for the hidden hills [57:13] and that's it for the parks in progress [57:15] like i said i didn't want to try to [57:17] be repetitive but we're almost there [57:19] hopefully soon we're going to have some [57:20] more that [57:20] new parks that are under construction [57:22] right now [57:24] next month i'll have some different [57:25] pictures uh including talavera park the [57:28] ones that [57:28] it's all graded out they're starting to [57:30] move things in there so i'll be able to [57:31] get some actual pictures on there [57:33] when you just show a picture of just the [57:34] graded flat [57:36] part there it doesn't look like much so [57:38] they're actually starting to get some [57:40] uh texture there you know what i mean so [57:41] elevation changes and everything so that [57:43] building's there so i'll get a good [57:45] drone shot of that so next month we'll [57:46] be able to start seeing that [57:48] okay thank you bryce moving on to item [57:50] number nine point three recreation [57:52] division update [57:53] general mr hendrix yes thank you uh so [57:55] this last month in november we had quite [57:57] a few events going on and also [57:59] our general programming um as you can [58:01] see uh lazy creek had a great month [58:03] there and that [58:03] is due and mostly due to the fact uh [58:05] that was our youth basketball [58:06] registration month where it really picks [58:08] up there [58:09] i just sent john an email this morning [58:10] to or this evening to update him and [58:12] that is that we are [58:13] almost completely full with the waiting [58:15] list of almost 52 kids [58:17] for our youth basketball program and [58:18] that due to the fact that we only have a [58:20] limited amount of time in the gymnasium [58:22] at paloma valley so once we have a [58:25] facility of our own i'm sure this [58:26] program will expand even more [58:28] so that's been a good month there in [58:30] terms of the [58:31] recreation numbers and then special [58:33] events we had three special events in [58:35] the in the month of november [58:37] november first we had our first ever dia [58:38] de los muertos event over at central [58:40] park [58:41] um really nice event uh the turnout was [58:43] incredible and one of the comments that [58:45] we heard that we i think we really [58:46] appreciated was we heard some [58:49] individuals of latino [58:50] background state that it was really nice [58:52] that the city decided to recognize their [58:54] heritage [58:55] and i thought that was a great comment [58:56] to to record and and keep track of and [58:58] make sure that we're [59:00] continuing to offer these types of [59:01] unique experiences for our residents [59:04] excuse me and then on veterans day we [59:06] had a very busy day i know i saw a few [59:08] of you at these [59:09] various events started the day off with [59:11] a 5k [59:12] run and walk it also included a 1k for [59:14] the kids i believe the final total was [59:16] 92 [59:16] runners registered excuse me and then we [59:20] went directly into the veterans day [59:22] event [59:23] some very moving tributes one individual [59:26] that was actually born and raised in [59:27] menifee went on to serve in the marines [59:29] and unfortunately [59:30] lost his life while serving uh we [59:31] recognized his family it's a very [59:33] touching tribute [59:34] and then uh just an incredible day at [59:36] the home for the heroes program [59:38] uh private first class uh timothy and [59:40] again i'm forgetting his last name so i [59:42] apologize jeffers [59:43] uh was welcomed home to menifee by the [59:46] stephen siller's tunnels to towers [59:47] foundation [59:48] very moving event and he's now here he [59:51] actually chose minifee to come live [59:52] in because he heard about how great the [59:54] community was so that's a huge honor to [59:56] everybody here and everybody in this [59:57] community so [59:58] we'll continue to work with private [59:59] first class jeffers and make sure that [1:00:01] he feels very welcome here in menifee [1:00:03] and then finally on thanksgiving [1:00:05] thursday [1:00:06] the city of menifee community services [1:00:08] department alongside the menifee [1:00:09] interfaith [1:00:10] put on the annual thanksgiving service [1:00:13] it was two different services the [1:00:14] attendance on the first service was a [1:00:16] little bit lower [1:00:17] only because it was raining really heavy [1:00:19] uh so we we [1:00:21] had lower numbers the first service but [1:00:22] the second service we had a full [1:00:23] capacity [1:00:24] and just some some really great [1:00:26] testimonials from families who basically [1:00:27] said they'd probably be home alone [1:00:29] if it wasn't for this event so which [1:01:15] is 10 more tons than we had last year [1:01:17] so it's gonna be a great day breakfast [1:01:19] with santa is december 14th we're [1:01:21] actually sold out for that so [1:01:23] that's just more of an informational [1:01:24] thing for you guys and then the menorah [1:01:26] lighting [1:01:26] in honor of our fallen friend marty [1:01:28] rosen will take place on december 23rd [1:01:30] which is a monday [1:01:32] at central park so it's gonna be a great [1:01:33] december for us as we round out the [1:01:35] calendar year [1:01:36] we have to answer any questions you of brought the event to us [1:01:49] uh his his goal is it all three cities [1:01:51] actually all four cities [1:01:52] would come to menifee and celebrate as a [1:01:54] whole and uh he's actually reaching out [1:01:56] to the elected officials for the other [1:01:58] cities to really encourage them [1:01:59] to have their residence come to minify [1:02:01] on december 23rd to honor [1:02:03] marty but also obviously partake in this [1:02:05] very tradition [1:02:06] thank you [1:02:09] all right any other any questions [1:02:11] regarding our recent events recent or [1:02:13] upcoming events [1:02:18] okay [1:02:20] moving on to item number 9.5 capital [1:02:23] improvement program update [1:02:25] mr howell all right thank you so i just [1:02:27] have a couple on here [1:02:28] um the we had it on there last month as [1:02:31] well the park lighting so this is the [1:02:32] led it'll be retrofit bulbs [1:02:35] and different head units for different [1:02:36] parks the tennis courts and the [1:02:39] basketball course there amr and spirit [1:02:41] park [1:02:41] and then the walkway lights at audie [1:02:43] murphy that was right before an led [1:02:46] change so the walkway lights there [1:02:47] actually are led so we're retrofitting [1:02:49] those bulbs there [1:02:50] and then we're also retrofitting the [1:02:52] whole head unit at [1:02:54] pete peterson park and then the bulbs at [1:02:57] um laladera park for the walkway lights [1:03:00] so this will help us save energy it'll [1:03:02] brighten up [1:03:03] the parts tremendously once you change [1:03:06] those doubles bulbs on there [1:03:08] and then the next one is the tree [1:03:10] inventory mapping this has been on [1:03:12] for our cip project for a couple years [1:03:14] that actually starting this month so [1:03:16] what it is is we hired our uh arborist [1:03:20] contract [1:03:20] west coast arborist uh they have a uh [1:03:24] a program it's called arbor access so [1:03:27] they'll [1:03:28] inventory all our trees and the right [1:03:30] ways the parks [1:03:32] um and it'll tell us what's missing when [1:03:35] we need a [1:03:36] what it was pruned last or if it's [1:03:37] diseased or [1:03:39] if it's in any kind of decrease of [1:03:42] you know gonna die or even if there's a [1:03:44] missing tree um we'll be able to go on [1:03:46] to their program [1:03:47] and then on their uh the program it'll [1:03:50] be just the gps of that [1:03:51] so we'll be able to tell each tree we'll [1:03:53] be able to separate trees look at [1:03:55] in certain areas so we're starting in [1:03:56] the uh [1:03:58] 2012-1 area which is the audie murphy [1:04:00] area [1:04:01] so we're going to do the parks and the [1:04:02] right ways there as soon as they start [1:04:04] finishing that we are going to move into [1:04:07] the lmd's your csas [1:04:09] we're going to keep working our way [1:04:10] through so we can complete the whole [1:04:12] city [1:04:12] um and have that the gps that involve [1:04:15] the trees [1:04:16] and price all the uh the maintenance and [1:04:18] the callbacks for checks uh that's all [1:04:20] built into the contract with them [1:04:22] or is that extra no that's built into [1:04:24] the yeah this right here is just the [1:04:26] um them actually getting the [1:04:29] information to put into the program and [1:04:31] this includes that program our cost of [1:04:33] everything there [1:04:34] is included the program and they give [1:04:36] their time any [1:04:37] they need their it support and [1:04:39] everything with that program okay [1:04:41] they have over i believe there's over 2 [1:04:43] 000 users [1:04:45] a lot of different cities everything [1:04:47] throughout that [1:04:49] i don't know if arbor access i don't [1:04:51] know if it's just southern california [1:04:52] i'm not sure on that one but [1:04:53] i know it is it's just southern [1:04:54] california that the program's there for [1:04:56] different cities and everything so [1:05:00] and then for the maintenance we had 49 [1:05:03] work orders submitted [1:05:06] 45 completed and that's a 93 [1:05:10] uh completion rate and then we head on [1:05:13] here [1:05:14] the guys have just been basic [1:05:16] maintenance that's been going around [1:05:17] the newest i only got one slide on here [1:05:20] is that [1:05:21] uh backstop there at la ladare so i [1:05:23] never really had a backstop the guy [1:05:24] my maintenance team came in there [1:05:26] rebuilt a back actual backstop so we can [1:05:28] start using that [1:05:30] field more with that so there's a brand [1:05:32] new backstop on the back of that [1:05:34] um and that's it the guys have been [1:05:36] doing a few other things i'll show next [1:05:38] month [1:05:39] that i guess it finished today so it's [1:05:41] uh [1:05:42] i'll consider that finished in december [1:05:43] so we'll we'll do that when we do [1:05:45] any anyway it was the the bus ride basically [1:06:29] uh with [1:06:30] rta uh that was very informational [1:06:33] um i thought that [1:06:37] they really go anywhere and i think that [1:06:40] it would definitely behoove them too [1:06:43] and for us to promote that organization [1:06:47] because they're a great organization [1:06:48] and i was very pleased to do that thank [1:06:52] you [1:06:54] okay anyone else [1:07:02] i have one question uh i was reading the [1:07:05] minutes from the [1:07:06] city council meeting here tonight and [1:07:08] where they [1:07:10] turned down the tower at wheatfield park [1:07:13] yes and all the comments from [1:07:16] councilman or mayor pro tem or august [1:07:19] and all that [1:07:20] talking about taking the parks is that [1:07:22] getting closer and closer [1:07:24] for us taking over all the parks or not [1:07:28] the the city is actively um [1:07:31] working with lafco to try to [1:07:34] hit that to a close yes because [1:07:38] here listening to the way that reports [1:07:40] come out in minutes and everything [1:07:42] it looks like we're getting pretty close [1:07:44] we're trying and actually i did give her [1:07:46] uh one of the reports that we provided [1:07:49] to the city council last night was our [1:07:50] strategic visioning plan which is a [1:07:52] project that miss huerta is working on [1:07:55] one of the items [1:07:56] was the annexation of valley white [1:07:59] and our goal in that report is to have [1:08:02] the parks come over to the city [1:08:04] next fiscal year which would be july 1 [1:08:06] 2020. [1:08:08] very good so that that is a stated [1:08:10] published goal of the city [1:08:13] very good there was one other thing i [1:08:15] picked up a copy of the newspaper [1:08:18] remember we opened the park and we put [1:08:20] in all the special equipment for the [1:08:21] kids [1:08:22] um i can't remember the name law marsh [1:08:25] yes we have that [1:08:26] playground yes there was an article in [1:08:28] the paper showed a picture of a couple [1:08:30] people at the park [1:08:31] mother and kids and just a picture in [1:08:33] the paper with just a little underneath [1:08:35] it [1:08:35] and they talk about lisa and everybody [1:08:38] promoting it [1:08:39] but they promoted that one park and and [1:08:42] they just they didn't say anything else [1:08:44] about anything about the park other than [1:08:45] the fact it was open in menifee now [1:08:47] and i'm just wondering they get their [1:08:49] information [1:08:51] but they don't they didn't give lisa or [1:08:53] us or anybody [1:08:55] a little more um for the you know for [1:08:58] the park [1:08:58] i mean just one little picture and [1:09:00] nothing else yet they had [1:09:02] something about some school play that [1:09:04] was coming up in elsinore but some gay [1:09:06] play and all that they gave it a full [1:09:08] page spread [1:09:09] and here this park with the kids it was [1:09:12] just a picture [1:09:13] it was when it was impressive puts that [1:09:15] out huh was this the press enterprise [1:09:17] yeah okay well they they [1:09:20] they have they have the discretion kind [1:09:22] of being a victim of it uh in another [1:09:24] in another section of my life they have [1:09:27] the discretion to print whatever they [1:09:29] want they they can gather [1:09:31] uh pages and reams of information from [1:09:34] the people on site or [1:09:35] even for the city for from the city for [1:09:37] that matter but [1:09:38] uh they have the latitude of printing [1:09:40] whatever they want how long or how short [1:09:42] so once it reaches their desk their [1:09:45] editing desk it's out it's out of the [1:09:47] jurisdiction and control and influence [1:09:49] of the people on site and of the city [1:09:52] that's just kind of how reporting works [1:09:54] yeah and mr emery [1:09:55] just to let you know that uh we did [1:09:56] provide a full press release and uh [1:09:59] mr hendricks did even talk to that [1:10:00] reporter for the press enterprise to [1:10:02] provide them additional information [1:10:04] that's that's what i figured because [1:10:05] that day they were there we were talking [1:10:06] everybody and [1:10:07] when that i saw that picture in the [1:10:09] paper just a picture and just a little [1:10:11] bit of a little blurb and that was it [1:10:12] i i think you should volunteer to write [1:10:14] them a letter because [1:10:16] last time i checked when you go on to [1:10:18] their website and you see [1:10:20] local news communities guess who's not [1:10:22] there [1:10:25] we're not included so maybe we should [1:10:27] all well maybe all the people men if you [1:10:29] should stop buying a press enterprise [1:10:34] all right um mr nix uh one thing i [1:10:37] noticed maybe it's just me but after uh [1:10:39] before the adjournment we don't have our [1:10:41] list of uh [1:10:42] nice to do things that we'd like german any [1:11:02] final comments [1:11:03] from the commission i would like to [1:11:05] suggest a future agenda item [1:11:08] yes i was talking to gloria the day of [1:11:09] the bus ride [1:11:11] and she told me that the senior advisory [1:11:13] committee had been talking [1:11:15] with your predecessor about getting a [1:11:17] bus of that kind [1:11:19] for community services and i was [1:11:21] wondering if we could have a discussion [1:11:22] about maybe [1:11:23] pursuing that idea that it would be [1:11:25] available to service the community [1:11:26] particularly of course the seniors [1:11:29] but we can provide an update on that mr [1:11:31] hendricks has been working on that for [1:11:32] probably three years [1:11:34] and provided several different options [1:11:36] and updates to the senior advisory [1:11:38] committee on that so we could provide a [1:11:39] summary [1:11:40] to the parks commission of all of mr [1:11:41] hendricks efforts towards that [1:11:43] looking at different uh looking at [1:11:45] different grants looking at [1:11:46] um rta has a like a decommissioned bus [1:11:49] program where [1:11:50] that was offered before the challenge [1:11:52] with having a [1:11:53] passenger van of that size like the one [1:11:55] that we wrote on for the t now [1:11:56] is that you do have to have someone that [1:11:58] is licensed to drive that and having a [1:12:01] city [1:12:03] staff person that's dedicated and [1:12:05] licensed and all that [1:12:06] and plus the insurance that you need and [1:12:08] the fueling and the maintenance of [1:12:10] such a vehicle does present some [1:12:11] challenges so we can provide a summary [1:12:14] report of [1:12:14] what we've provided the senior advisory [1:12:16] committee before oh good i'd like to [1:12:17] hear about that [1:12:18] most definitely we could do that thanks [1:12:22] ricky ricky have anything bill okay [1:12:26] tony do you have anything one thing mr council member but um [1:12:40] have we kind of uh abandoned about the [1:12:43] idea of a minifee tv [1:12:45] station or minifee channel that way i i [1:12:47] see that as an [1:12:48] avenue in which we can showcase some of [1:12:50] our events with respect to recreation [1:12:53] in other ways and just a mode of getting [1:12:56] out [1:12:57] what we're doing here in the city of [1:12:58] menifee has that been discussed [1:13:00] recently um absolutely they're one of [1:13:02] the challenges that [1:13:04] that's very typical the last two cities [1:13:06] i work for and the county we all had our [1:13:07] own television station [1:13:09] the way that cities and public agencies [1:13:12] have television stations is we receive [1:13:14] what is called public education [1:13:16] government funds peg funding [1:13:18] and those are fees that are received [1:13:20] from the cable providers like comcast [1:13:22] frontier [1:13:23] time warner um the city was not [1:13:25] receiving that funding [1:13:26] so the city attorneys just because we [1:13:29] formed into a new city [1:13:30] and the cable providers weren't keeping [1:13:32] up with that that and recognizing our [1:13:34] jurisdiction [1:13:35] so the city attorney's office had to [1:13:36] work on that and then just recently [1:13:39] actually i believe earlier this year [1:13:41] resolved that and so [1:13:42] the funding started coming in and that [1:13:44] funding actually went to the [1:13:46] improvements for this council chamber so [1:13:47] the second [1:13:48] portion of that is to actually create [1:13:50] the feed and um [1:13:51] feed out so that even this meeting would [1:13:54] be broadcast on that channel so that is [1:13:55] an active project that the city is [1:13:57] working out to establish like [1:13:58] that cable channel just like most other [1:14:00] cities have okay [1:14:02] thank you very much and if there are no [1:14:03] other comments um [1:14:05] i would like to
