Mark, director, members [1:14] of the board [1:16] and our staff. Happy to share with you [1:18] my January fire chief's report. Um, [1:20] happy new year to everyone. First of [1:22] all, just quick facilities update. Not a [1:24] lot has changed on the fire station one [1:27] update report. As you can see, the [1:30] biggest items are the board approved in [1:32] December moving forward on uh work [1:34] directive three with Kate architects for [1:36] the construction documents. The majority [1:39] of the highlighted parts there are as is [1:42] the case with every month the changing [1:44] balance in our CIP fund. And then one [1:47] other additional item is just the [1:49] resubmitt [1:51] of comments um that were incorporated [1:54] from our our neighborhood meeting and [1:56] resmitted and this month. Um went on to [2:00] recruitments and promotions. We actually [2:02] had one fire captain promotion that [2:05] occurred on I think it was January 4th [2:08] when we gave Dave Magnon his uh badge [2:11] and and had that is a result of us [2:13] permanently filling the second uh [2:16] training captain position. So [2:20] um that training the new training [2:22] captain is Randy Kelly who's in there [2:24] and so Dave had opened up a new position [2:27] and so is now a probationary fire cap. [2:31] Congratulations to Dave. Uh update on [2:34] the community engagement unit. Uh a lot [2:37] of this stuff has to do with what was [2:38] happening in the holiday season. Uh but [2:41] in addition to that, we had uh a [2:44] preschool visit at station six and a [2:46] group visit for station six community [2:49] events. Uh Engine 2 attended Four [2:53] Seasons, the employee family holiday [2:55] party that director Broly and I happened [2:58] to see Engine 2's crew all engaged over [3:01] at the Four Seasons. We were out [3:03] delivering near cinnamon bread and it [3:06] was it was a pretty cool event. Uh Santa [3:08] was there and this was for all the [3:09] employees and our engines uh crews were [3:12] all there taking pictures with the kids. [3:14] Pretty cool thing. The toy drive a huge [3:18] success. Again, this was part of it is [3:21] the labor group and then just employees [3:23] pitching in and they delivered toys to [3:27] over 750 kids in partnership with St. [3:30] Anony's Church. Um [3:34] number of folks were down there [3:35] volunteering, myself included. Really [3:37] impressive. Uh just what they had there. [3:40] You know, the kids basically get to go [3:42] shopping and oftentimes they're escorted [3:44] by a firefighter as they go through on [3:46] their little shopping spree picking out [3:48] their toys. So that was pretty cool. Uh [3:51] CPR classes for clergy and staff at St. [3:54] Gman's Church in Mano Park. CPR class uh [3:57] for employees at the Four Seasons. [4:00] They just this past weekend we had K9 [4:03] training out at the rescue sites. So [4:05] there was participation [4:07] from our um our group there. I know [4:10] Francine was out there also uh both [4:13] hiding from and petting the dogs, the [4:16] lifeline dogs. Um, so and then in [4:19] addition, and this part of this ties [4:22] into some stuff I'll talk about in my [4:24] report, but a couple items that they [4:25] wanted to mention was uh they had a a [4:28] there was a fire incident. Part of this [4:30] is I think they went out there to help [4:31] and kind of a message also from fire [4:33] prevention. There's a a fire a [4:37] residential fire on West Selby that was [4:39] contained in Barrage because of fire [4:41] sprinklers that had been installed in [4:43] garage. There was a fire incident in [4:46] Bell Haven and that was the one on my [4:48] report that was the 1300 block of Hill [4:51] Avenue. Um, this was occurred in a home [4:54] without smoke alarms that likely would [4:56] have resulted in fatalities if not for [4:59] passerbys, good Samaritans, that alerted [5:01] the residents and occupants, which was [5:03] great. I think that's one where we still [5:05] had two pets that did not survive the [5:08] family did. Uh and then also we [5:12] participated in a multi- agency exercise [5:16] related to the San Frisk San Francisc [5:20] JPA. Chief McDonald, Chief Schlice, and [5:23] Heather all participated in the exercise [5:26] along with representatives from Palawato [5:28] Park Valley Water and some other [5:30] agencies. Um, moving on in our [5:35] uh fire analysis uh report, uh, nothing [5:39] unusual in there. At some point in time, [5:41] we will meet with board and talk a [5:42] little bit about response time goals. I [5:45] will point out that something new that [5:47] has not shown up or changed anything in [5:50] there. Um, we went back to for a while [5:53] we were no longer using the automatic [5:57] vehicle locators and the closest uh [6:00] resource responses because there was [6:02] some unintended consequences with some [6:04] other jurisdictions. We turned that back [6:06] on on January 12th. So, we're back to [6:10] using that rather than a static [6:11] dispatching. And so we're just [6:14] monitoring our response times to make [6:16] sure there's no um negative effects for [6:20] that. Yeah. Our hope is that they'll [6:22] just be positive. [6:24] Uh new development update. The only item [6:27] that I'll talk about briefly is the [6:30] continuing conversations going on with [6:32] the downtown parking. Uh, I think [6:34] everybody saw U. Director Solano had [6:38] reached out and asked a couple questions [6:40] just about when we're going to see some [6:42] of the stuff and Chief Slice put out a [6:44] really greatformational [6:46] uh, email that kind of just lined out [6:48] how all of our processes work. So [6:51] hopefully everybody got that. If you [6:52] didn't, I have a copy of it here. I'm [6:54] happy to share it with you. U, but [6:57] that's kind of the normal process with [6:59] anything that we're involved in. So you [7:01] can see it'll be quite a while before we [7:03] actually put eyes on that. Um that said, [7:07] uh things do happen. I think I had [7:08] mentioned at the last meeting that we [7:11] were who did we have the Zoom meeting [7:12] with the ones that have the USGS site? Dave talked a [7:42] little bit just about water supply and [7:44] access and I think aerial access too and [7:48] things like that. again, normal uh [7:50] normal part of the process. [7:53] Uh the next two items I'm gonna kind of [7:56] switch around because they they both [7:58] have something to do with each other. We [7:59] had a county chief's planning meeting. [8:01] This is um a two-day meeting we do [8:04] annually with all the county chiefs. We [8:06] had it offsite in Monterey. Um [8:11] we we talk about a variety of things. [8:13] One of them is has to do setting some [8:16] goals for the next year. Another is [8:19] assignments. And um I don't know whether [8:23] everyone's aware or not, but Chief Ron [8:25] Myers with North County Fire Authority [8:27] retired in December. Ron had been a fire [8:30] chief locally here for over 20 years. [8:33] Ron also held um a couple different [8:36] positions. The primary one was this is [8:39] the fire chief leazison with the ALSJPA [8:42] and that was a position that I had [8:45] indicated some interest in. So I will be [8:47] the new lay leazison with the ALS JPA. [8:51] It's probably one of the more [8:54] um influential positions in that it [8:56] deals with our dispatch agreement, [9:00] ambulance transport and radio [9:02] infrastructure, all of those. So [9:05] um the hope is and and we have a JPA [9:08] meeting I think it's tomorrow night, [9:10] right? Director Sio. [9:14] » Yes. [9:15] >> Yeah. The the hope is eventually we'll [9:17] » Yeah. The the hope is eventually we'll [9:17] have at least a part-time permanent [9:19] director there and that will be me being [9:22] the kind of the connection with the fire [9:24] chiefs. Um but that is is good in that [9:28] respect. We do have as I mentioned a JPA [9:31] management committee tomorrow. Um [9:33] important one in that um we have our [9:38] contractor Lincoln Unrew with Raven [9:41] Tech. we uh we're no longer using him. [9:46] We I think the the directors at the time [9:49] had a little loss of faith and trust in [9:51] him. So we still are using uh TEA and [9:57] uh Stephford to do our infrastructure [9:59] improvements, but we're not using uh [10:01] Lincoln as a contractor anymore. We'll [10:04] be sharing information with board on [10:07] that tomorrow night and we can share [10:10] more after that. [10:13] Um, [10:15] another nice thing I was invited here at [10:18] the emergency management uh retreat [10:21] panel. This is something that [10:25] Shrudy, our DEM director did with her [10:28] team. They did an offsite in Redwood [10:30] City at the Chan Zuckerberg uh [10:34] initiative building there and they had [10:37] um it was a morning session doing some [10:39] story and not like Dr. Seuss [10:43] storytelling but for people that had [10:45] been in in situations um you know kind [10:49] of in the heat of the fire kind of thing [10:52] that they could share. It was myself. It [10:55] was the [10:57] new under sheriff, new returning under [10:59] sheriff with the Santo County Sheriff's [11:02] Office, Chris [11:03] >> Chris. [11:04] » Chris. I I shared uh a couple stories [11:20] just about [11:22] uh how we interacted with and made some [11:26] decisions with Ventura County OES back [11:30] during the Thomas fire just you know the [11:33] success stories and and then also some [11:34] of the things that were you know I think [11:36] in the public side failures but in our [11:38] eyes really great successes. [11:41] Um, you know, we did not have a single [11:44] significant fatality from lack of [11:46] evacuations and just a lot of that had [11:48] to do with the relationships that were [11:50] built in advance of that fire with [11:51] county sheriff and the OES office. So, [11:54] that's a nice opportunity to share those [11:56] stories. Uh, Zoom with the fire chief in [11:59] addition to my coffees with the fire [12:01] chief that we try to do on every [12:02] Wednesday. Still trying to do a [12:04] quarterly zoom with the fire chief. We [12:06] had one this morning uh for about 40 [12:09] minutes of me sharing some information [12:11] and then anything's on the table Q&A [12:14] with folks out there. So good engaging [12:16] time we record it so that uh ships that [12:19] aren't on can go back and actually watch [12:20] it. Part of it's rumor control and just [12:23] to hear it from the port so to speak. I [12:26] mentioned the toy drive. We had the [12:28] holiday lunch. Great success.
