[31:18] Some of these slides we kind of covered [31:21] already at the CIP meeting we had on [31:23] March 31st. So, I'm just going to go [31:24] through them quickly, but if you have [31:26] questions, always feel free to stop [31:28] stopping. So, we reviewed the public [31:30] meetings and records laws. So, I'm not [31:32] going to go into that into any more [31:34] detail. Um, quickly, we'll go over what [31:37] is a budget. I know I think the group is [31:39] all the same as last year, so uh I think [31:42] this is new to anyone, but just uh to [31:45] review, a budget is our financial plan. [31:48] It's developed in accordance with fiscal [31:49] policies. It's for one fiscal year. So, [31:52] we're on an annual budget. Uh July 1 to [31:54] June 30th is our fiscal year. [31:58] and it's the basis for appropriations [32:00] which is a fancy way to say authority to [32:02] spend money [32:05] and then we base it on the estimates of [32:07] revenues and expenditures and other [32:09] requirements which we're going to go [32:10] through in detail tonight. [32:14] So the budget process is mandated by the [32:17] state which is why we have these [32:18] specific things we have to do. Um we're [32:21] in the first phase right now which is [32:23] proposing well yeah proposing the budget [32:26] staff is proposing the budget to you. [32:28] We've drafted it. Uh the budget officer [32:31] was selected previously and Sheena is [32:33] actually our budget officer [32:36] and we are at the first budget committee [32:37] meeting. [32:39] Then the next step will be our at our [32:42] second budget committee meeting which is [32:44] on May 6th and that's where we will ask [32:47] you to approve the budget. So tonight is [32:49] reviewing, next meeting will be [32:52] approving and at that meeting there's a [32:54] required public hearing. So even if we [32:55] got through everything tonight, we can't [32:56] cancel that meeting because we had to [32:58] notice that public hearing ahead of [32:59] time. [33:02] Then the city council will adopt the [33:04] budget and that is always at our June [33:06] council meeting. So June 9th this year [33:09] and then there's a last phase changes [33:11] after adoption. Budget committee is not [33:13] typically involved in that when we need [33:14] to make some minor changes which we have [33:16] done. Uh we had a budget transfer in the [33:18] last council meeting that we had to do [33:19] with council [33:21] because things happen throughout the [33:23] year. Sometimes things come up and we [33:24] have to adjust. So [33:27] all three of these meetings are public [33:29] meetings with the opportunity for public [33:31] input. [33:34] Why do we need to follow these rules? So [33:36] if we don't, we can't lawfully spend [33:38] money with some exceptions but generally [33:41] uh certify property taxes to the [33:43] assessor and collect taxes. So, we need [33:45] to be very careful to follow all the [33:47] right steps because if we don't, um, we [33:50] could potentially be in a situation [33:52] where we can't collect our taxes. Never [33:54] has happened to Millersburg. It's very [33:56] rare, but I've heard stories. [33:59] Uh, and it could introduce possible [34:01] civil liability for staff if we were to [34:03] spend without a budget, which we would [34:05] not do. [34:07] The budget committee is made up of an [34:09] equal number of council members and [34:11] citizens, which you saw tonight as we [34:13] did introductions. Um, holds public [34:15] meetings, receives public comment, [34:17] reviews the proposed budget, suggests [34:20] revisions to the budget. So, that's what [34:21] we're talking about as we go through [34:22] this. If there are things you want to [34:24] see revised, um, great. That we want to [34:26] make sure the whole committee is [34:27] directing staff to do that and then that [34:30] will be incorporated into the budget [34:32] that you would approve. [34:34] um then approves budget and recommends [34:36] adoption. Council actually [34:39] makes the does the adoption of the [34:40] committee doesn't control any spending. [34:42] Can't make binding decisions beyond that [34:43] budget approval. [34:46] Any questions on that stuff? It's just [34:48] review. Okay. So, quickly we'll go over [34:51] the structure of our budget. There's a [34:52] little bit of a change this year. And if [34:55] you were um aware, we did send out a [34:57] revised budget um yesterday. I believe [35:01] it was because of this change. It was [35:03] some structural changes changed no [35:04] numbers in the budget, none of the [35:06] spending, nothing. Um, and I'll show you [35:08] that when we get into it. Uh, so [35:13] general fund, this is um this is our [35:17] most flexible resource. It's the daily [35:18] operations of the city. So under the [35:20] general fund, we have an administration [35:23] program, parks and recck program, [35:24] emergency services, building equipment [35:26] replacement, and city events. [35:29] We used to have parks and recre SDC's [35:31] and that got pulled out to its own fund [35:34] this year. So then we have well there we [35:37] go. All the all the SDC funds have been [35:39] separated out. I think that skipped. [35:41] There we go. Uh then we have the street [35:44] storm water sewer and water funds. So [35:46] the sewer and water funds are what's [35:48] called enterprise funds. They're um they [35:50] have a revenue stream. They're they [35:51] function like a like a business [35:53] enterprise. The street and stormwater [35:56] funds have are what's called special [35:58] revenue funds. Um they're uh their revenues restricted or [36:04] dedicated for a specific purpose. And [36:07] then the SDC funds [36:10] are also special revenue but they have [36:12] some more restrictions on how that money [36:14] can be spent. [36:18] And then we have the economic [36:20] development fund which it's a special it [36:23] was created for a specific purpose. Um [36:25] but we talked about managing the [36:27] development of transition parkway and [36:29] all the grant funds and and things that [36:32] were associated with that. And then [36:35] object classifications are within the [36:38] funds or within the programs and funds. [36:40] And not every fund has all of the object [36:42] classifications. So personnel is only in [36:45] the general fund. Um, an SDC fund [36:48] doesn't have personnel. It also doesn't [36:49] have materials and services. It has [36:51] capital and it may have transfers. So, [36:53] you'll see that as we go through. Are [36:55] there any questions on the budget itself [36:59] structure? [37:02] I have a question. [41:39] Um, another one at the Lebanon Senior [41:43] Center that had 52 participants. That [41:45] one was during open enrollment. Um, [41:48] another one at the Lebanon Senior Center [41:50] that had 35 participants later in [41:52] October. Um, and some other ones at [41:54] Samaritan at the hospital. So, it just [41:56] kind of depends on the space. Uh, most [41:58] of our clients enroll during the open [42:00] enrollment. So, if you're 65 or nearing [42:02] 65, you know, your mailbox gets full of [42:04] all these options. They change every [42:06] year. last year, Samaritan Sunseted its [42:09] uh Samaritan uh Medicare Advantage plan [42:12] and so that left folks kind of wondering [42:14] what what can I do. Um likewise then uh [42:17] Corell's clinic had a change in a plan [42:19] they would accept and so we're kind of [42:21] the free unbiased community [42:24] volunteer-led entity. I've been [42:26] overseeing this program just shy of 12 [42:28] years. Um, and last year in Lyn Benben [42:30] and Lincoln County, we trashed a little [42:32] over 3,000 calls between uh my two staff [42:35] who also do other programs, foster [42:37] grandparent, Americanore, all these [42:39] things. So, we're a well-known entity. [42:41] This is a gold star program at COG. Um, [42:44] we would love to start teaching some of [42:45] these seminars in smaller [42:47] municipalities, get more foot traffic. [42:49] Um, as I mentioned, um, earlier today on [42:52] the phone call, right now the state of [42:54] Oregon, who is the fidiciary for the [42:56] program, uh, they drill the data [42:58] collection down to the zip code level. [43:00] So, in in this zip code, which includes [43:02] Albany, I know, not just Millersburg, [43:04] uh, we we, uh, did one-on-one counseling [43:07] with 40 people in the last six months. [43:09] Um, if needed, I can ask my staff if [43:11] they can make a note if they were a city [43:13] resident moving forward. But the ask [43:16] here is for a class to be taught during [43:18] that busy open enroll enrollment time [43:21] between October and December. And then [43:23] everyone in the class would be offered [43:24] free personalized one-on-one coaching [43:26] typically done at the COG in Albany off [43:29] of Queen. We have a space there and the [43:31] appointments are usually like an hour in [43:34] length. Uh the coaches are trained pair [43:38] professional volunteers. These are [43:39] people in their retirement. They're [43:41] technically Americanore senior [43:43] volunteers. Um a lot of uh folks that we [43:46] get are retired healthc care providers. [43:49] And we also draw from the OSU um uh [43:52] school of pharmacy. They have the skill [43:54] set. They want to give back in [43:55] retirement. So [43:58] >> any questions? [1:14:24] By the end of June 2026, Millersburg [1:14:26] will look quite different than it did in [1:14:28] 2025. Ball Corporation and Timberlab [1:14:30] will both be at or nearing completion of [1:14:32] their new facilities. Ball Corporation [1:14:34] will begin operation at its new aluminum [1:14:36] beverage can manufacturing facility west [1:14:38] of Old Salem Road and south of Coner [1:14:40] Road in the summer of 2025. [1:14:42] Timberlab anticipates working through [1:14:44] equipment commissioning and ramping up [1:14:46] to production at its facility located at [1:14:48] the western edge of the city in the [1:14:49] coming months as well. Additionally, [1:14:52] Gordon Trucking is nearing completion of [1:14:53] its expanded facility on Old Salem Road. [1:14:56] Pure Energy is constructing a new [1:14:57] warehouse and showroom and ATI continues [1:14:59] to make new investments in its existing [1:15:01] site. Another impactful change to the [1:15:04] visual landscape of the city is the [1:15:06] city's transition parkway and concert [1:15:07] linear park project. This project [1:15:10] creates a buffer between residential [1:15:11] areas north of Concer Road and [1:15:13] industrial development to the south. A [1:15:15] significant amount of landscaping has [1:15:17] been installed to act as a screen and [1:15:18] the multi-use path will provide a safe [1:15:20] walking and biking route for our [1:15:21] residents, meeting both transportation [1:15:23] and park goals of the city. The project [1:15:26] will also route industrial and pass [1:15:27] through traffic away from Coner Road and [1:15:29] the homes in that area. The new road and [1:15:32] park will be open to the public in the [1:15:33] summer. This project was not funded by [1:15:36] taxpayer dollars or other general fund [1:15:37] revenue. It was paid for by revenues [1:15:39] associated with the new industries and [1:15:41] grants. [1:15:42] As these industrial projects complete [1:15:45] construction and move into operation, [1:15:46] Millersburg will begin to realize the [1:15:48] anticipated benefits of increased tax [1:15:50] value and franchise fees. Because of our [1:15:52] strong industrial base, Millersburg has [1:15:54] been able to avoid additional fees on [1:15:55] our residents that many other [1:15:56] communities find necessary to impose in [1:15:58] order to simply maintain operations of [1:16:00] the city, public safety, storm water, [1:16:01] streets, etc. [1:16:03] Although our revenue projection looks [1:16:05] strong, we keep current and future costs [1:16:07] increases in mind as we add amenities. [1:16:10] Maintenance costs and future replacement [1:16:12] costs must be considered. Additionally, [1:16:14] new and increased regulatory [1:16:15] requirements continue to add [1:16:16] responsibilities to cities and increased [1:16:18] costs. State is currently working to [1:16:20] issue a new storm water permit which [1:16:22] will include new requirements for [1:16:23] complian. The total maximum daily load [1:16:26] or TMDL program, which also protects [1:16:28] storm water, has added requirements we [1:16:29] must comply with in 2026. And new [1:16:32] environmental protection agency rules [1:16:34] regarding lead and drinking water [1:16:36] require additional inventory work in [1:16:37] 2026. [1:16:39] In each state legislative session, new [1:16:41] laws are passed that impact city [1:16:42] operation. Lately, land use, housing, [1:16:45] and development have seen significant [1:16:46] changes, creating a continual need to [1:16:48] evaluate impacts and make adjustments. [1:16:51] Street maintenance has been a big topic [1:16:52] in the past year. Because of the age of [1:16:54] most of our roads, we've been able to [1:16:56] keep them in good shape with minimal [1:16:57] maintenance. However, as they get older, [1:16:59] more costly maintenance will be required [1:17:01] to keep them in this condition. Current [1:17:03] street funding sources are not adequate [1:17:05] to cover these costs. Like many [1:17:07] communities facing these issues, [1:17:08] Millersburg is considering future [1:17:10] funding options, including local fuel [1:17:12] packs. For this year, money is being [1:17:14] transferred from the general fund to the [1:17:15] street fund for planned projects and be [1:17:17] and to begin to build reserves. Our [1:17:20] proposed budget includes a new [1:17:22] maintenance staff position and otherwise [1:17:23] generally maintains the status quo for [1:17:25] operations in the general fund. The main [1:17:27] differences from last year's budget are [1:17:30] found in the capital projects. One [1:17:32] organizational change is that system [1:17:33] development charges or SDC's are now [1:17:36] separated into their own funds. This [1:17:38] results in the addition of five new [1:17:39] funds but no changes in how we track or [1:17:41] spend SDC's. [1:17:43] This past year, we experienced a 6 and a [1:17:45] half% increase in our tax base to [1:17:48] $840,35,6722 [1:17:52] invest value due to continued new [1:17:55] investments by our industries. The city [1:17:57] is continuing to explore options for [1:17:59] development of approximately 9 acres [1:18:00] identified for a town center, which [1:18:02] could include a live work environment [1:18:04] featuring restaurants, professional [1:18:05] and/or personal services, and open space [1:18:08] for outdoor dining and community event. [1:18:11] Our strategic plan facility master [1:18:13] Capital improvement program development [1:18:15] code municipal code and policies and [1:18:16] procedures continue to provide the [1:18:18] guiding principles for the budget. This [1:18:20] year council also adopted a list of [1:18:21] priorities for fiscal year 2627 which [1:18:24] steered development of the budget. [1:18:26] Budgetary changes change highlight. So [1:18:30] listed below are highlights of the [1:18:31] proposed budget. General fund revenue [1:18:35] overall revenue is projected to remain [1:18:37] steady. We'll see an increase in tax [1:18:39] revenue based on assessed value [1:18:40] increases. Uh decrease in state shared [1:18:43] revenues. Liquor and cigarette taxes [1:18:45] have all been going down. Franchise fees [1:18:48] projected to remain steady but could be [1:18:50] significantly higher depending on timing [1:18:52] and ramp up of new industries. [1:18:54] Receipt of enterprise zone clawback fees [1:18:56] is now anticipated to begin in fiscal [1:18:58] year 2728, but we could receive some in [1:19:01] early 2027. [1:19:03] We expect a decrease in construction [1:19:05] excise tax which has passed through GAPS [1:19:08] uh the school district due to lack of [1:19:10] def of definite new construction [1:19:12] projects beginning in fiscal year 2627. [1:19:15] This shows us both revenue and [1:19:17] expenditure in the general fund building [1:19:18] program. [1:19:20] Uh in administration personnel we're [1:19:23] proposing addition of one FTE full-time [1:19:26] equivalent in maintenance uh and an [1:19:29] engineering intern for six months. [1:19:31] Materials and services funds previously [1:19:33] anticipated for the urban reserve study [1:19:35] are now not required because it is fully [1:19:37] funded by a grant. Um, the change priorities from [1:25:11] 10 years ago. I don't know how if the [1:25:13] priorities are changing as quickly as [1:25:15] they were maybe five years ago when we [1:25:17] wrote this in the first place when we [1:25:18] were still seeing that steep climb in [1:25:21] population but things have definitely [1:25:23] changed from period of time ago. [1:25:26] So here's our population graph. As you [1:25:28] can see it has leveled off in the last [1:25:31] uh couple of years and that's not [1:25:33] surprising because we haven't had any [1:25:34] new home building really. Uh you'll see [1:25:36] that on a future slide here in a minute. [1:25:39] Um but we do expect that to change in [1:25:42] the coming next year or two. Uh but [1:25:46] while our population has not been [1:25:48] increasing, our assessed value has still [1:25:50] been climbing u pretty steadily and [1:25:53] that's due to the investment industries. [1:25:55] This does not reflect the new industries [1:25:57] coming in. This is um investments ATI [1:26:00] has made. It's also uh enterprise zone [1:26:05] agreement expirations. So when an [1:26:07] enterprise zone agreement a tax [1:26:09] abatement that exists uh reaches the end [1:26:12] of its three or five years and expires [1:26:14] then that value comes onto our taxables [1:26:16] and so some of that is is related to [1:26:18] that as well but we've we're still [1:26:20] seeing steady growth in our existing [1:26:22] industries. [1:26:25] our assessed value by type for 2025. Um, [1:26:29] I think the first time I put this [1:26:30] together, it was about even. It was [1:26:32] about 5050 residential and industrial. [1:26:35] And now, uh, the commercial industrial [1:26:37] definitely has a bigger piece of the [1:26:38] pie. It's always been a little bigger, [1:26:40] but it was closer. [1:26:45] I always like to remind everybody about [1:26:47] our property taxes. So, this is all of [1:26:51] the districts in Millersburg, and we're [1:26:52] pretty simple. have multiple different [1:26:55] areas with different tax different total [1:26:57] tax rates. Um but Millersburg is is [1:27:01] pretty homogeneous. So uh the total [1:27:03] effective tax rate is I can read that [1:27:06] 1550. [1:27:09] » Yeah. Um but of that Millersburg's piece [1:27:13] the part we get is $3.50 per thousand. [1:27:17] So the rest of that's going to the [1:27:18] biggest part to the school district. uh [1:27:20] then Lynn County and then Millersburg is [1:27:23] the third biggest uh portion of that and [1:27:25] then there's some other smaller pieces. [1:27:28] Um of that $3.50 per thousand that we [1:27:31] get 74% of that goes to our emergency [1:27:34] services uh fire and law enforcement. So [1:27:38] that leaves us with about 26% for [1:27:40] remaining city services does not include [1:27:43] the other revenue sources that we have [1:27:45] like franchise fees which are what make [1:27:47] it possible for us to function the way [1:27:49] we do with most bigger part of our tax [1:27:52] revenue going toward emergency services. [1:27:57] And then I don't think we had this slide [1:27:58] in here last year but we've used it in a [1:28:00] couple presentations. I thought you [1:28:01] might find it interesting. Our combined [1:28:03] maybe we did have it last year I'm not [1:28:05] sure. our combined tax rate compared to [1:28:07] others around us. Tangent doesn't have a [1:28:09] city tax. They also don't have a real [1:28:12] water sewer system. Um yeah, so we're [1:28:16] significantly lower than all of our [1:28:19] neighbors. [1:28:23] » Good job. [1:28:24] >> It's not me. Um, Northwest Natural that downturn there at the end, [1:29:38] I don't know that that's indicative that [1:29:40] it's going to start going down. It could [1:29:42] be that that peak, this peak here was [1:29:44] just an abnormally high peak. Um, but [1:29:47] gas usage is very much driven by our [1:29:49] industry. So, one small change up or [1:29:52] down, small change, big change up or [1:29:54] down with their production really [1:29:56] impacts that number. So, we'll see what [1:29:58] it does next year. I don't know that I said means it's trending down. [1:30:01] Power usage is trending up and uh which [1:30:05] means our total which is the orange line [1:30:07] is trending up. Uh, but the [1:31:41] orange line, which is total permits, has [1:31:43] been pretty steady. There's still people [1:31:44] doing things adding adding on doing [1:31:47] additions doing mechan that could be [1:31:49] mechanical plumbing additions ADUs [1:31:52] anything that's not a whole single. So [1:31:56] um we do expect some more home [1:31:58] construction in the next few years. Um [1:32:01] there we're hearing but [1:32:03] >> two [1:32:04] you said two there just two. So, in the next year, [1:32:53] the own construction lags a bit because [1:32:56] got to get the infrastructure in first. [1:33:00] Okay. [1:33:03] Now we're ready to go to the prior years [1:33:06] adopted budget versus actuals. So we [1:33:09] can't we have to go back to 202425 [1:33:12] because the current year 2526 we're [1:33:14] still in it. We don't have actuals [1:33:16] because we're not done with it. So this [1:33:18] is uh this gives us a picture of how did [1:33:20] we do how did what we adopted compare to [1:33:22] what action and these are all based on [1:33:25] the audit that was done. So there's firm [1:33:27] numbers. So first on the left is [1:33:30] revenues. So in the general fund the [1:33:34] budgeted revenue is a little higher than [1:33:36] the actual revenue and that's unusual [1:33:38] for us because usually we try to budget [1:33:41] a little bit the other direction. We [1:33:42] want to be conservative. The reason for [1:33:44] that is that enterprise zone clawback [1:33:46] fee that we thought we were going to see [1:33:48] coming in earlier and just the timing. [1:33:50] It's the one that would be coming would [1:33:53] we start to see is for ATI and they had [1:33:55] a delay in construction. So it doesn't [1:33:57] start to uh we won't start to see that [1:33:59] until the year when they actually put it [1:34:00] in service. [1:34:02] The street, [1:34:05] sewer, and water all uh revenues came in [1:34:08] higher than what we budgeted. Storm [1:34:10] water is just so low because we don't [1:34:12] really have any revenue in there. It's a [1:34:13] few permit fees, but there's no fee for [1:34:16] storm water. In the economic development [1:34:19] fund, we expected to get some grant [1:34:21] reimbursements last year, the prior year [1:34:24] that actually came in this year. So we [1:34:26] that money came in. It's just the timing [1:34:28] of when it came in. [1:34:31] >> Had it come in before June 30th of 25, [1:34:34] would it have met the projection? [1:34:37] >> Um, probably not because they're [1:34:40] reimbursible grants. So I think we put [1:34:42] them in there in that prior year [1:34:45] um thinking they might come in at that [1:34:47] time, but they'll they'll come in this [1:34:50] year and actually a little bit at the [1:34:52] beginning of next year because well part [1:34:53] of it is because the half of those we [1:34:55] can't request till the project is done. [1:34:58] Uh they can do intermediate uh [1:35:00] dispersements throughout but they'll be the the last one at the end. [1:35:05] Uh and so since the end of the project [1:35:06] is going to be into [1:35:09] it may be in June actually but we by the [1:35:12] time I get reimbured it'll be July or [1:35:14] later. [1:35:16] On the expenditures side, um I think [1:35:20] everywhere you see me budgeted higher [1:35:21] expenditures than actual again in the [1:35:23] economic development fund. This just has [1:35:25] to do with the timing of transition [1:35:27] parkway. We wanted to budget if it went [1:35:29] real fast and we needed to spend all [1:35:31] that money in that year that we had [1:35:32] planned to do that. We also would have [1:35:34] had more of this reimbursement to offset [1:35:35] that. Um but this is where we landed and [1:35:38] that's fine. Um the project itself is is [1:35:42] exactly on track. [1:35:44] >> It didn't happen in a general fund. [1:35:46] That's a big [1:35:49] » um I'd have to go back and look Um [1:36:04] actually when we get into the budget in [1:36:06] the general fund um remind me because [1:36:09] we'll be able to see the breakdown by [1:36:10] line item of what was the actual um in [1:36:14] there and almost 20%. So meaning [1:36:59] what we adopted last year 2526 compared [1:37:02] to what we're proposing this year. So [1:37:05] what what's different? [1:37:08] So in the general fund the [1:37:11] administration program has a significant [1:37:14] increase. That's because there's several [1:37:16] reasons. One, we are proposing a new [1:37:18] position. Uh so that is some of it. Uh [1:37:21] our health insurance had a 14% increase [1:37:24] um this coming year. And the biggest [1:37:28] piece of that is transfers to the [1:37:29] street. [1:37:32] That's where that comes out. [1:37:33] Interesting. And you'll see the [1:37:35] breakdown [1:37:36] spread. Uh oh, also let's see, new parks [1:37:41] and wreck projects. So the parks and [1:37:42] wreck is higher. [1:37:45] There was an $85,000 [1:37:48] increase for assess value increase in [1:37:51] assessed value emergency services. So [1:37:53] emergency services uh the fire piece of [1:37:56] that which is by far the biggest part of [1:37:58] that number is based on a calculation [1:38:01] calculated on our assessed value. So [1:38:02] when our assessed value goes up by a six [1:38:04] and a half% that payment to Albany goes [1:38:07] up by a significant chunk because the [1:38:09] agreement is they get $2 per thousand of [1:38:11] our $3.50 per thousand. [1:38:14] So that's why that number goes up. Uh [1:38:17] there's a decrease in the pass through [1:38:18] for the construction excise tax. [1:38:23] Let's see. All the reserves for all [1:38:26] these funds, including street, storm [1:38:28] water, sewer, water, are totaled at the [1:38:31] bottom in the reserves. So, we'll break [1:38:32] that out later in another slide, but [1:38:35] they're not in those the way you see [1:38:37] those funds. Uh, so we're on water, [1:38:40] there's growth increases. When we see [1:38:44] growth, including industrial growth, it [1:38:45] increases system usage. So, the numbers [1:38:47] tend to generally go up. Um, but it's [1:38:49] also reflected by increased revenue. [1:38:51] This is expenditures you're seeing that [1:38:53] we're budgeting. So, the revenue would [1:38:55] offset that. Uh, also increased costs to [1:38:57] Albany for water, the billing changes. [1:39:00] Uh, we talked about that last year [1:39:03] over the past year. Um, I think that was [1:39:06] our first full year of really seeing [1:39:08] those changes uh in all the quarters. [1:39:10] And so, we're tracking a little higher. [1:39:13] So, we're bumping that up a little bit [1:39:14] again. And then capital projects. Um, in [1:39:18] the economic development fund, [1:39:19] transition parkway is wrapping up. So [1:39:21] those numbers are much lower because [1:39:23] we're not planning to have those big [1:39:25] expenditures. [1:39:27] Uh so the total appropriated funds at [1:39:30] the bottom reduced significantly. That's [1:39:32] because of transition parkway being [1:39:34] done. Unappropriated funds decreased and [1:39:38] reserve funds increased because we are [1:39:41] moving money um to parks, public [1:39:45] facilities and street reserves. So those areas all have reserves shown now [1:39:50] that were part of the unappropriated [1:39:52] report. But when you add those two [1:39:53] together, there's still an overall [1:39:55] increase in the total of reserve and [1:39:57] unappropriate funds by 183,000. [1:49:03] So that's our our starting point, our [1:49:05] beginning fund balance is the adding [1:49:08] those two numbers together. Um then the [1:49:10] rest of the numbers here on the left are [1:49:12] the uh revenues we expect our tax [1:49:14] revenue [1:49:16] um other you know the the state shared [1:49:19] revenues which are the liquor taxes, the [1:49:20] state revenue sharing which is also a [1:49:22] liquor tax. just comes through a [1:49:23] different way and cigarette taxes, [1:49:26] franchise fees, the transfers from the [1:49:28] enterprise funds. So those that's for [1:49:30] the personnel [1:49:32] costs and for material some of the [1:49:35] materials and supplies are also covered [1:49:38] by the water and sewer fund because [1:49:39] those are utilities we run. So they [1:49:41] cover some of the costs of our utility [1:49:43] billing system and office uh having an [1:49:46] office to print bills and build from. So identified [1:51:22] general fund reserves are 1.93 million [1:51:27] and that number is adding up the three [1:51:30] numbers below. So [1:51:32] the seven 650 plus 780 plus 500. [1:51:36] And those park reserves [1:51:39] are for projects. You'll see this in the [1:51:41] budget. We made notes, but those are for [1:51:43] part for projects that are planned for [1:51:45] next year in the CIP, not for all five [1:51:48] years in the CIP, just next year's [1:51:49] projects. Uh, and the same with future [1:51:53] facilities. That's the public facility [1:51:55] side. Uh, we have an unappropriated [1:51:57] 2.385 [1:52:00] for and then the total would be the 1.93 [1:52:03] plus the 2.385 is uh about $4.3 million [1:52:08] of general fund reserves. And that is [1:52:10] about 69% of our general fund [1:52:12] expenditures. It's just the number above [1:52:15] that you see there and the math for [1:52:18] that. Um [1:52:20] then down in the next one, we always [1:52:22] like to look at what are our estimated [1:52:24] operating revenues and operating [1:52:25] expenditures. So it's fine to spend down [1:52:29] our reserves for capital projects if [1:52:31] that's what you all decide to do. We [1:52:34] don't want to be spending out our [1:52:35] reserves with operating costs because we [1:52:37] will quickly run out and not be able to [1:52:39] sustain our operations. So [1:52:42] for the upcoming year, our total [1:52:43] estimated operating revenues are about [1:52:45] 5.25 million and our proposed operating [1:52:48] expenditures are 4.7. [1:52:51] Uh so that leaves us about about [1:52:53] $488,000 [1:52:56] below our operating revenues. [1:53:00] The operating expenditures do exclude [1:53:04] reserves, capital, and contingency. Uh, [1:53:07] and that $200,000 transfers to to [1:53:09] streets. So, that's assuming we're not [1:53:12] going to transfer $200,000 every year to [1:53:14] streets to maintain operations. [1:53:20] Uh, and if you want to do that in the [1:53:22] future, we can look at that. But that's [1:53:24] just how those numbers were added [1:53:26] together. [1:53:27] uh it also does include funds [1:53:29] transferred from parks SDC program to [1:53:30] the new SDC fund which I already [1:53:32] mentioned. So question had come up [1:53:34] previously about what is what is the [1:53:37] right amount of reserves and there isn't a requirement for that it's [1:53:42] really what is the right thing for each [1:53:44] municipality. So that is that number [1:53:47] represents [1:53:48] um uh 60 69% of our total expenditures. [1:53:52] It's 91% of our operating expenditures, [1:53:56] but we got to think about what projects [1:53:57] we have to do in the future. So, [1:54:00] I this isn't really part of the budget [1:54:03] process, but I'll mention that Sheen and [1:54:04] I have been talking about looking pretty [1:54:07] soon at adopting some financial policies [1:54:09] with council um that would address these [1:54:12] sorts of things. It might be helpful to [1:54:14] everyone to have those written down as [1:54:16] far as what our targets are and how we [1:54:18] want to to manage that. And contingency [1:54:21] as well, which we [1:54:23] because that question came up in the [1:54:24] last meeting also. [1:54:27] So is there any question on the summary? [1:54:38] All right, this is just our listed [1:54:39] restricted funds. We show it every year. [1:54:42] Um the prior year we had about 4.5 [1:54:45] million. Uh at the end of this year we [1:54:49] project to be at about 2.6 [1:54:51] total. between parks, street, storms, [1:54:53] sewer in water. The difference there is [1:54:55] projects we we've spent money, right? [1:54:58] Capital and then in the next year we [1:55:00] look to be at about $2 million. And [1:55:03] those expenditures we'll get to in the [1:55:04] budget, but the sewer lift station or [1:55:07] sewer ATI lift station upgrades probably [1:55:10] the biggest piece of those expenditures. [1:55:15] And then the proposed in this proposed [1:55:18] budget dedicated reserve funds. And so [1:55:21] this is where we've talked about these a [1:55:23] few times. You gave us feedback in the [1:55:26] prior meeting that you wanted to see [1:55:27] more money in reserves and less in [1:55:29] unappropriated. So that's what this is, [1:55:30] but we can certainly adjust this in the [1:55:32] budget if you want to [1:55:35] before you adopt it. So we've got the uh [1:55:39] total reserves in let's see [1:55:45] administration that's for the public [1:55:47] facilities. The parks and wreck is for [1:55:49] the parks projects. the uh equipment [1:55:52] replacement. We've had $5,000 $500,000 [1:55:55] in that for several years in the budget [1:55:58] and parks and wreck SDC SDC amount. [1:56:02] The street fund reserve does include [1:56:05] $520,000 for Zulk and Millersburg Drive. [1:56:08] So when you look at that number, [1:56:10] probably want to take in your mind take [1:56:12] that out because that money is [1:56:14] restricted at this point to those uses [1:56:16] or maybe other things. but it's still in [1:56:18] our in our account in our budget. So, we [1:56:20] want to show it. So, we don't really [1:56:22] have $724,000 [1:56:27] of reserves there that we can use for [1:56:29] anything we want. [1:56:33] Any questions on that? So, this contingency is [1:58:31] $600,000 [1:58:32] 635 when you add in fire um for [1:58:35] emergency services [1:58:38] because that's approximately close to [1:58:40] 10% of our general fund expenditures. [1:58:43] So, did some looking into this. That's a [1:58:46] pretty average number for uh cities in [1:58:49] Oregon is what I've I found. Some aren't [1:58:52] able to do that and they have to go with [1:58:54] a lower percentage, but in this range is uh kind of a good um place that [1:58:59] cities like to be. [1:59:04] And we already went over most of this [1:59:06] general fund stuff on those previous [1:59:07] slides. So, I'm going to keep going. [1:59:11] Um here you see what we just talked [1:59:14] about. These reserves are the next [1:59:16] year's planned CIP projects [1:59:20] and our expenditures by program. [1:59:24] Um administration is the biggest piece [1:59:26] of this of the general fund followed [1:59:28] very closely by emergency services [1:59:33] questions. [1:59:38] All right. So more detail on the [1:59:40] resources of the general fund. um [1:59:43] already mentioned this. All of the all [1:59:45] these three revenue streams from the [1:59:48] state liquor tax uh revenue sharing and [1:59:51] cigarette tax are all going down. This [1:59:53] is statewide. All cities are seeing less [1:59:57] aortionments from the state. The [2:00:00] explanation I've heard is the usage has [2:00:02] gone down. So we are showing the [2:00:57] resources in the original place where it [2:01:00] has been and there's a little footnote [2:01:01] there says a parks SDC special revenue [2:01:04] fund was created in school year 26 27 [2:01:06] and funds from the general fund parks [2:01:08] SDC program are transferred to the new [2:01:10] fund the parks SDC program within the [2:01:13] general fund is being discontinued [2:01:14] historic information remained in this [2:01:16] program through fiscal year 2930 so when [2:01:20] we create a new fund which we wanted to [2:01:22] do to separate the SDC's we can't just [2:01:25] sddly only show that money in a new [2:01:26] fund, which is what the first version of [2:01:28] the budget showed. We actually have to [2:01:30] show a transfer from where it was [2:01:32] previously to that new fund. So, that's [2:01:34] all we're doing. [2:01:38] Uh we are not budgeting any revenue for [2:01:40] city events. I know they're working with [2:01:44] sponsors, potentially maybe getting [2:01:45] donations, but we've u historically not [2:01:49] budgeted much revenue there because we [2:01:51] just don't know what it's going to be. [2:01:58] Um, you also see the fund narratives [2:01:59] interspersed the budget document and I [2:02:02] won't read all the words on them. [2:02:04] They're very similar year to year. They [2:02:06] do when you get to the ones that are [2:02:07] affected by this FCC transfer, there's [2:02:10] information about that and they do list [2:02:12] the [2:02:14] specific things in that part of the [2:02:16] budget that are notable. I think we've [2:02:19] already talked about most of them [2:02:21] because a lot of them are projects. So, [2:02:25] I won't read all the words but [2:02:30] now we're getting on to expenditures. So [2:02:32] administration program expenditures the [2:02:34] first section is personnel. So here's a [2:02:38] question for you all. We budget cola [2:02:41] every year based on cost of living [2:02:44] increases based on um [2:02:48] uh in January. So, I did those numbers. [2:02:51] In January, it was 2 and a half% based [2:02:53] on the indexes we use. [2:02:55] Now, we're at about 3%. And it's [2:02:58] probably going up. Um, [2:03:04] it's, you know, when we, when I first [2:03:05] did this budget, things in the world [2:03:07] have changed since then, actually. Uh, [2:03:10] do you want to stick with the two and a [2:03:12] half% in the budget? We're going to [2:03:13] present COLA at the next council meeting [2:03:15] for actual adoption. We always do that [2:03:17] in May, but we want to make sure we [2:03:19] budgeted appropriately. So, we don't [2:03:21] need to get into that whole discussion [2:03:23] now, but if we don't budget for more [2:03:25] than two and a half%, probably don't [2:03:26] want to to adopt more than two and a [2:03:29] half%. [2:35:12] And then Albany Fired does do some [2:35:15] reviews of certain projects. So they [2:35:17] have a a little we have a little bit in [2:35:19] their fees that we pay that the [2:35:20] applicant pays that and then we pay to [2:35:22] them. [2:35:26] Equipment replacement. This is purely a [2:35:29] reserve fund. And last year [2:35:33] um I think it was last year was the [2:35:34] first time we bumped these up to 500,000 [2:35:36] total. [2:35:39] We haven't spent money out of this fund. [2:35:41] Um, but it is setting aside for [2:35:45] general building things, parks and wreck [2:35:47] equipment. And then we did add [2:35:50] facilities renovation, expansion, and [2:35:52] replacement. So, some of this reserve [2:35:55] money could be it it it's just showing [2:35:58] it another place, but you say that's [2:36:00] toward the maintenance facility we need [2:36:02] to build.
