I will have mpd 218 00:10:03,592 --> 00:10:22,977 commander kris brown come to 219 00:10:05,127 --> 00:10:38,259 speak more on this item. 220 00:10:23,044 --> 00:10:40,729 » welcome, mmander. 221 00:10:38,326 --> 00:10:42,163 » madam chair, vice chair, and 222 00:10:40,795 --> 00:10:45,066 weome back, and council 223 00:10:42,230 --> 00:10:47,068 members, thank you for this 224 00:10:45,133 --> 00:10:51,039 opp 225 00:10:47,135 --> 00:10:54,242 for the grant in the nibin 226 00:10:51,106 --> 00:10:57,545 modernitization program grant. 227 00:10:54,308 --> 00:10:59,648 sorry for my voice. I lost it on 228 00:10:57,612 --> 00:11:03,284 sunday and I haven't found it 229 00:10:59,714 --> 00:11:05,653 yet. The nibin mernization 230 00:11:03,351 --> 00:11:08,156 grant, it's for modernizing the 231 00:11:05,720 --> 00:11:09,424 technology. The doj historically 232 00:11:08,223 --> 00:11:11,560 provided the funds for this, now 233 00:11:09,491 --> 00:11:13,862 it's provided in the way of a 234 00:11:11,626 --> 00:11:15,396 grant for existing nibin 235 00:11:13,929 --> 00:11:17,031 agencies. So agencies that 236 00:11:15,463 --> 00:11:18,066 currently have nibin have an 237 00:11:17,098 --> 00:11:23,638 opportunity to file in for this 238 00:11:18,132 --> 00:11:24,672 grant. So nibin stands for 239 00:11:23,705 --> 00:11:26,107 national integrated ballistic 240 00:11:24,739 --> 00:11:28,643 integration network. This 241 00:11:26,174 --> 00:11:30,945 provides funding for replacing 242 00:11:28,710 --> 00:11:33,715 the outdated nibin equipment at 243 00:11:31,012 --> 00:11:35,984 existing sites only to give them 244 00:11:33,782 --> 00:11:37,619 modern nibin compatible 245 00:11:36,051 --> 00:11:39,287 technology to irove crime gun 246 00:11:37,685 --> 00:11:41,022 intelligence capabilities. This 247 00:11:39,354 --> 00:11:42,257 will help strengthen 248 00:11:41,089 --> 00:11:44,793 investigations and our efforts 249 00:11:42,324 --> 00:11:46,161 to reduce the violent crime in 250 00:11:44,893 --> 00:11:47,495 nneapolis. And as well as 251 00:11:46,228 --> 00:11:50,231 jurisdictions that also use this 252 00:11:47,562 --> 00:11:51,799 as well. Because it's very much 253 00:11:50,298 --> 00:11:54,068 a partnership. So the grant 254 00:11:51,866 --> 00:11:54,635 funding pays for new nibin 255 00:11:54,135 --> 00:11:58,540 compatible technology and 256 00:11:54,702 --> 00:12:00,942 equipment includes it is for 257 00:11:58,607 --> 00:12:02,443 five years of upgrades and 258 00:12:01,009 --> 00:12:04,312 maintenance which will ruce 259 00:12:02,510 --> 00:12:05,947 the financial burden on 260 00:12:04,379 --> 00:12:06,715 minneapolis. Without this grant, 261 00:12:06,014 --> 00:12:08,583 minneapoliwould own the cost 262 00:12:06,781 --> 00:12:11,519 of it. The grant is over five 263 00:12:08,650 --> 00:12:16,758 years, it's $300,000. So this is 264 00:12:11,586 --> 00:12:18,259 like I said, this is a 265 00:12:16,825 --> 00:12:20,262 non-competitive grant. So it's 266 00:12:18,326 --> 00:12:21,863 those including minneapolis were 267 00:12:20,328 --> 00:12:24,432 invited to attend to apply for 268 00:12:21,930 --> 00:12:25,767 this particular grant. So 269 00:12:24,499 --> 00:12:27,301 there's 170 agencies that 270 00:12:25,834 --> 00:12:28,636 currently use nibin, and they 271 00:12:27,368 --> 00:12:31,472 were giv the opportunity to 272 00:12:28,703 --> 00:12:33,708 apply for this grant to maintain 273 00:12:31,539 --> 00:12:35,443 and upgrade their current 274 00:12:33,775 --> 00:12:39,080 equipment. So nibin is a program 275 00:12:35,510 --> 00:12:41,649 that is managed by the atf. 276 00:12:39,147 --> 00:12:44,085 nibin is a database that 277 00:12:41,716 --> 00:12:47,388 captures, stores and correlates 278 00:12:44,152 --> 00:12:49,257 digital images, which we 279 00:12:47,455 --> 00:12:51,426 oftentimes would call 280 00:12:49,324 --> 00:12:54,229 fingerprints of discharge 281 00:12:51,492 --> 00:12:57,398 cartridge casing. Dccs. So after 282 00:12:54,296 --> 00:12:58,532 you shoot the gun, the bullet 283 00:12:57,465 --> 00:13:00,635 itself is expelled outside of 284 00:12:58,599 --> 00:13:03,304 the gun. But it leaves either in 285 00:13:00,702 --> 00:13:05,373 the gun or on the groun a spent 286 00:13:03,371 --> 00:13:07,708 casing. So the spent casing is 287 00:13:05,440 --> 00:13:09,677 what this equipment analyzes. 288 00:13:07,775 --> 00:13:11,512 and what's unique to that 289 00:13:09,744 --> 00:13:13,481 particular thing is that that 290 00:13:11,579 --> 00:13:15,984 casing and the indentations that 291 00:13:13,548 --> 00:13:18,519 you and I can't see that are on 292 00:13:16,051 --> 00:13:19,520 that particular casing, nibin 293 00:13:18,586 --> 00:13:21,056 equipmencan see those things. 294 00:13:19,587 --> 00:13:23,658 and I'll talk a little bit more 295 00:13:21,122 --> 00:13:25,193 in detail about that. It 296 00:13:23,725 --> 00:13:26,227 identifies the gun. It's the 297 00:13:25,260 --> 00:13:28,963 fingerprints of that gun, that 298 00:13:26,294 --> 00:13:31,332 specific gun. So firearm 299 00:13:29,030 --> 00:13:34,135 evidence from one crime to 300 00:13:31,399 --> 00:13:35,637 anothe is compared with the 301 00:13:34,202 --> 00:13:37,038 purpose of detecting 302 00:13:35,704 --> 00:13:38,239 assoations between separate 303 00:13:37,105 --> 00:13:40,708 shooting incidents through the 304 00:13:38,306 --> 00:13:42,043 firearms evidence. That's 305 00:13:40,775 --> 00:13:43,945 actionable intelligence. Nibin 306 00:13:42,110 --> 00:13:46,247 aids in preventing violence as 307 00:13:44,012 --> 00:13:48,683 well a finding out who 308 00:13:46,314 --> 00:13:49,450 perpetrated the violent crime 309 00:13:48,750 --> 00:13:51,386 that's already happened. Up on 310 00:13:49,517 --> 00:13:53,988 the screen here, you'll see this 311 00:13:51,453 --> 00:13:55,490 is the current equipment that we 312 00:13:54,055 --> 00:13:57,425 have. On the monitor right there 313 00:13:55,557 --> 00:13:58,760 gives you an idea of what it 314 00:13:57,492 --> 00:14:00,261 looks like after a spent casing 315 00:13:58,827 --> 00:14:01,729 is put through the system. It 316 00:14:00,327 --> 00:14:03,698 doesn't look like much, b if 317 00:14:01,796 --> 00:14:06,834 you kinda think of it as a 318 00:14:03,765 --> 00:14:08,470 fingerprint, you're loong at 319 00:14:06,901 --> 00:14:11,706 it that is unique to any casing 320 00:14:08,536 --> 00:14:15,410 that was sent through that 321 00:14:11,773 --> 00:14:16,945 particular weapon. So next to is 322 00:14:15,477 --> 00:14:19,113 is the box that you put the 323 00:14:17,012 --> 00:14:21,016 casing on and it analyzes it and 324 00:14:19,180 --> 00:14:26,287 shows up on that. Then that 325 00:14:21,082 --> 00:14:27,222 information is sent down to atf 326 00:14:26,354 --> 00:14:28,623 to analyze further. So 327 00:14:27,288 --> 00:14:31,293 minneapolis police department 328 00:14:28,690 --> 00:14:34,228 has been part of the nibin 329 00:14:31,359 --> 00:14:36,497 program since 2002. Equipment 330 00:14:34,295 --> 00:14:37,965 was installed in 2014. You can 331 00:14:36,564 --> 00:14:40,035 imagine there's been a lot of 332 00:14:38,032 --> 00:14:41,903 changes and a lot of 333 00:14:40,101 --> 00:14:43,371 advancements since 2014. 334 00:14:41,969 --> 00:14:44,939 upgrades in technology as well 335 00:14:43,438 --> 00:14:47,641 as the program itself is very 336 00:14:45,006 --> 00:14:50,745 important. Earlier on, when we 337 00:14:47,708 --> 00:14:53,147 reportednibin, we would submit 338 00:14:50,812 --> 00:14:56,017 as needed these casings into the 339 00:14:53,214 --> 00:14:58,252 systems and that creates quite a 340 00:14:56,084 --> 00:14:59,988 backlog. So when we did actually 341 00:14:58,319 --> 00:15:01,556 have something happen right 342 00:15:00,055 --> 00:15:02,724 away, it would take weeks or 343 00:15:01,623 --> 00:15:04,192 possibly even months before we 344 00:15:02,791 --> 00:15:05,626 would get the results back. 345 00:15:04,259 --> 00:15:07,295 which is really difficult wn 346 00:15:05,693 --> 00:15:08,262 you're trying to use that 347 00:15:07,362 --> 00:15:10,565 information for investigations 348 00:15:08,329 --> 00:15:13,001 that are currently open. So the 349 00:15:10,632 --> 00:15:16,037 current process eliminates that 350 00:15:13,068 --> 00:15:17,638 wait time by proactively 351 00:15:16,104 --> 00:15:19,741 processing every discharge 352 00:15:17,705 --> 00:15:22,677 casing we come up with, every 353 00:15:19,808 --> 00:15:24,145 dcc. As well as when we recover 354 00:15:22,744 --> 00:15:26,581 any firearm, in our laboratories 355 00:15:24,212 --> 00:15:27,615 through the forensics labs, will 356 00:15:26,648 --> 00:15:29,650 firehat weapon and we'll use 357 00:15:27,682 --> 00:15:31,419 that casing that comes out of 358 00:15:29,717 --> 00:15:32,920 that recovered firearm and put 359 00:15:31,486 --> 00:15:34,155 it through the same system. So 360 00:15:32,987 --> 00:15:36,090 now we have the fingerprints of 361 00:15:34,222 --> 00:15:38,460 that gun that wasrecovered. And 362 00:15:36,157 --> 00:15:39,727 sometimes that can link it to 363 00:15:38,526 --> 00:15:47,001 other guns in other cmes that 364 00:15:39,794 --> 00:15:48,769 we've had happen. So the steps 365 00:15:47,068 --> 00:15:50,538 of nibin are, so mpd will 366 00:15:48,836 --> 00:15:53,241 collect and submit that evidence 367 00:15:50,605 --> 00:15:54,976 into nibin. There's a turnaround 368 00:15:53,308 --> 00:15:56,544 that's as brief as possible 369 00:15:55,043 --> 00:15:58,079 because we want our 370 00:15:56,611 --> 00:16:00,648 investigato 371 00:15:58,146 --> 00:16:04,152 that information. To give you an 372 00:16:00,715 --> 00:16:06,721 idea, itan be done rushed, it 373 00:16:04,219 --> 00:16:08,055 could be done in the same day. 374 00:16:06,788 --> 00:16:09,490 otherwise average time is five 375 00:16:08,122 --> 00:16:11,692 to six days to get the 376 00:16:09,557 --> 00:16:14,862 information back. But the 377 00:16:11,759 --> 00:16:17,632 investigation is still ongoing 378 00:16:14,929 --> 00:16:19,733 and we can link that gun to 379 00:16:17,699 --> 00:16:22,203 other crimes that have happened 380 00:16:19,800 --> 00:16:23,637 when casings are discharged. 381 00:16:22,269 --> 00:16:25,272 there's a follow up with 382 00:16:23,704 --> 00:16:26,507 prosecution investigations. I 383 00:16:25,339 --> 00:16:28,476 was here last week presenting. 384 00:16:26,574 --> 00:16:32,513 while I was in the lobby 385 00:16:28,543 --> 00:16:34,415 waiting, I was here becau they 386 00:16:32,580 --> 00:16:37,418 were presenting on the fast 387 00:16:34,482 --> 00:16:39,053 team. Lieutenant schroeder got 388 00:16:37,485 --> 00:16:41,622 six hits while we were waiting. 389 00:16:39,120 --> 00:16:44,959 not saying you guys took too 390 00:16:41,689 --> 00:16:48,629 long. But while we were waiting, 391 00:16:45,026 --> 00:16:51,666 he got six hits of casings while 392 00:16:48,696 --> 00:16:52,567 we were waiting from nibin. 393 00:16:51,733 --> 00:16:53,634 associated that guwith another 394 00:16:52,634 --> 00:16:56,170 crime that happened in 395 00:16:53,701 --> 00:16:58,239 minneapolis. Those are just our 396 00:16:56,237 --> 00:17:00,741 hitsegarding what we are 397 00:16:58,305 --> 00:17:01,275 submitting them for. This is 398 00:17:00,808 --> 00:17:06,147 critical and essential to 399 00:17:01,342 --> 00:17:08,649 minneapolis. So t 400 00:17:06,214 --> 00:17:10,417 effectiveness of nibin relies on 401 00:17:08,716 --> 00:17:11,586 comprehensive collection of 402 00:17:10,484 --> 00:17:14,188 discharge casings at crime 403 00:17:11,653 --> 00:17:15,423 scenes as well as recovering 404 00:17:14,255 --> 00:17:18,593 firearms and forensic division 405 00:17:15,490 --> 00:17:21,362 to enter that in there 406 00:17:18,660 --> 00:17:23,664 immediately. The operation 407 00:17:21,429 --> 00:17:25,700 adopts a required minimum 408 00:17:23,731 --> 00:17:28,336 required operations standards. 409 00:17:25,767 --> 00:17:29,637 the gold standard is within two 410 00:17:28,403 --> 00:17:35,710 days of collection of the 411 00:17:29,704 --> 00:17:39,380 firearm or the dcc gets entered 412 00:17:35,776 --> 00:17:41,382 into nibin so there's no delay. 413 00:17:39,447 --> 00:17:42,984 so the forensics division can 414 00:17:41,449 --> 00:17:43,851 contribute to the overall 415 00:17:43,051 --> 00:17:46,187 strategy toeal with gun 416 00:17:43,918 --> 00:17:47,655 violence by providing this 417 00:17:46,254 --> 00:17:48,823 actionable crime gun 418 00:17:47,722 --> 00:17:51,292 intelligence to investigators as 419 00:17:48,890 --> 00:17:52,794 well as using forensic data to 420 00:17:51,359 --> 00:17:53,928 not only solve crimes but to 421 00:17:52,860 --> 00:17:56,797 prevent future violent crimes as 422 00:17:53,995 --> 00:17:59,968 well. Take a moment here. I'm 423 00:17:56,864 --> 00:18:05,406 going to give you a case study 424 00:18:00,034 --> 00:18:06,808 for use of the nibin program. So 425 00:18:05,473 --> 00:18:08,109 I can't give you one that's 426 00:18:06,874 --> 00:18:10,244 currently ongoing. So I can give 427 00:18:08,176 --> 00:18:13,781 you an example of one that 428 00:18:10,311 --> 00:18:15,517 happened in 2023. In august 9th 429 00:18:13,848 --> 00:18:17,652 of 2023, minneapolis police 430 00:18:15,583 --> 00:18:19,853 officers were dispatched to the 431 00:18:17,719 --> 00:18:22,857 intersection of thomas avenue 432 00:18:19,920 --> 00:18:26,393 north and oak park avenue in 433 00:18:22,924 --> 00:18:29,130 north minneapolis. The repor 434 00:18:26,460 --> 00:18:31,766 was for shots fired and a woman 435 00:18:29,197 --> 00:18:34,602 screaming. Unrtunately, the 436 00:18:31,833 --> 00:18:38,439 victim was pronounced deceased 437 00:18:34,669 --> 00:18:39,674 at the hospital. Video door bell 438 00:18:38,506 --> 00:18:41,675 captured tha incident. Located 439 00:18:39,741 --> 00:18:45,413 a video of a cargo van that was 440 00:18:41,742 --> 00:18:47,148 likely used in the incident. The 441 00:18:45,480 --> 00:18:48,716 following day officers were able 442 00:18:47,215 --> 00:18:51,819 to locate a possible suspect 443 00:18:48,783 --> 00:18:54,155 vehicle that was used in this 444 00:18:51,886 --> 00:18:58,259 crime. Officers inside the 445 00:18:54,222 --> 00:19:09,803 vehicle were able to, after a 446 00:19:00,094 --> 00:19:12,373 a spent dcc from a .10mm casing 447 00:19:09,870 --> 00:19:14,075 from the scene of the shooting 448 00:19:12,440 --> 00:19:17,445 indicating they had been shot 449 00:19:14,142 --> 00:19:19,747 from the same weapon. This is a 450 00:19:17,512 --> 00:19:22,383 particular example of how the 451 00:19:19,814 --> 00:19:24,719 nibin machine was used. The 452 00:19:22,450 --> 00:19:29,657 video case led to the suspect 453 00:19:24,786 --> 00:19:36,097 vehicle. But the nibin evidence 454 00:19:29,724 --> 00:19:39,199 linked to thcrime. So the 455 00:19:36,164 --> 00:19:40,601 nibin modernization prram. By 456 00:19:39,266 --> 00:19:42,202 receiving this grant and getting 457 00:19:40,668 --> 00:19:45,172 the appropriate updates and 458 00:19:42,269 --> 00:19:47,475 maintenance to the existing 459 00:19:45,239 --> 00:19:48,208 machine system, which are now 460 00:19:47,542 --> 00:19:50,811 reaching the end of their 461 00:19:48,275 --> 00:19:52,613 service life, making repairs, 462 00:19:50,878 --> 00:19:53,414 replacement parts, and 463 00:19:52,680 --> 00:19:55,282 manufacturing support is 464 00:19:53,481 --> 00:19:57,217 becoming increasingly difficult 465 00:19:55,349 --> 00:19:57,851 if we were to maintain our 466 00:19:57,284 --> 00:20:02,189 existing equipment without this 467 00:19:57,918 --> 00:20:05,159 grant. The concern raised by 658 00:27:53,360 --> 00:27:56,163 council memberhavez about the 659 00:27:55,196 --> 00:28:00,333 language used in the 660 00:27:56,230 --> 00:28:00,834 application. Can you touch a 661 00:28:00,400 --> 00:28:01,735 little bit about that? 662 00:28:00,900 --> 00:28:04,171 » through the chair, council 663 00:28:01,801 --> 00:28:05,005 member osman, I can just talk 664 00:28:04,238 --> 00:28:06,006 about it briefly. 665 00:28:05,072 --> 00:28:07,975 » sure. 666 00:28:06,072 --> 00:28:10,911 » sohen we first got the -- 667 00:28:08,042 --> 00:28:12,313 so what he's referring to is the 668 00:28:10,978 --> 00:28:16,516 notice of funding opportunity 669 00:28:12,379 --> 00:28:18,218 that's put out by the doj. All 670 00:28:16,583 --> 00:28:18,685 language for federal grants, we 671 00:28:18,285 --> 00:28:20,087 don't write them. 672 00:28:18,752 --> 00:28:25,492 » sure I know. 673 00:28:20,154 --> 00:28:26,293 » the language does come from 674 00:28:25,558 --> 00:28:28,328 whoever the current federal 675 00:28:26,360 --> 00:28:30,063 administrator is. So wdon't 676 00:28:28,395 --> 00:28:31,532 make up that. Whenever we 677 00:28:30,130 --> 00:28:33,233 receive a grant opportunity, we 678 00:28:31,599 --> 00:28:34,568 run allhat through the city 679 00:28:33,300 --> 00:28:36,537 attorney's office and vet it 680 00:28:34,635 --> 00:28:39,606 before we ever make any 681 00:28:36,604 --> 00:28:41,775 agreements of any way. So 682 00:28:39,673 --> 00:28:43,443 traditionally, we would have 683 00:28:41,841 --> 00:28:47,514 been sending -- this information 684 00:28:43,510 --> 00:28:49,116 would have come to you after 685 00:28:47,581 --> 00:28:51,185 they decide. We just were 686 00:28:49,183 --> 00:28:52,286 running late on this particular 687 00:28:51,252 --> 00:28:53,687 case so we sent the whole 688 00:28:52,352 --> 00:28:55,122 package to you at theame time 689 00:28:53,754 --> 00:28:58,225 the city attorney's were looking 690 00:28:55,189 --> 00:29:00,193 at it. The letter did not come 691 00:28:58,292 --> 00:29:02,529 with an explanation by the city 692 00:29:01,895 --> 00:29:04,898 currently does. S time and it 693 00:29:02,596 --> 00:29:08,302 » so my understanding is we are 694 00:29:04,965 --> 00:29:11,572 looking for this funding and 695 00:29:08,369 --> 00:29:16,543 applying through the u.s. 696 00:29:11,639 --> 00:29:18,511 government, and part ofheir 697 00:29:16,610 --> 00:29:21,982 notice or application 698 00:29:18,578 --> 00:29:26,753 information, I includes the 699 00:29:22,048 --> 00:29:33,360 language that is seen to be what 700 00:29:31,792 --> 00:29:37,397 trump, which is illegal aliens 701 00:29:33,427 --> 00:29:43,670 and language like that. That is 702 00:29:37,464 --> 00:29:47,107 actually, it is concern. But I 703 00:29:43,737 --> 00:29:48,875 don't know how this could rate 704 00:29:47,174 --> 00:29:55,549 to what we're getting as in o 705 00:29:48,942 --> 00:29:59,686 department. It's very 706 00:29:58,686 --> 00:30:05,258 concerning ever since trump took 707 00:29:59,753 --> 00:30:08,194 over office. But for us, we are, 708 00:30:05,325 --> 00:30:12,633 as adepartment, I'm guessing 709 00:30:08,261 --> 00:30:14,300 we're applying. We apply a lot 710 00:30:12,700 --> 00:30:16,136 of grants through this 711 00:30:14,401 --> 00:30:18,305 ministration. And I think that 712 00:30:16,203 --> 00:30:20,073 what you mentioned is very 713 00:30:18,372 --> 00:30:23,911 important to nice that this 714 00:30:20,140 --> 00:30:25,145 grant is going to hp us reduce 715 00:30:23,978 --> 00:30:32,452 crimes and help us cch bad 716 00:30:25,212 --> 00:30:34,621 guys that are committing crimes. 717 00:30:32,519 --> 00:30:36,289 can you talk about o more 718 00:30:34,688 --> 00:30:41,194 about accepting this grants. 719 00:30:36,356 --> 00:30:43,997 what is the --re there any 720 00:30:41,261 --> 00:30:45,699 attachment on immigration or any 721 00:30:44,064 --> 00:30:47,768 things thrgh the city that we 722 00:30:45,766 --> 00:30:52,672 have to address? And how is that 723 00:30:47,835 --> 00:30:53,340 related to immigration, 724 00:30:52,739 --> 00:30:55,976 acpting theserants? I don't 725 00:30:53,407 --> 00:30:56,843 know if I heard that. But if 726 00:30:56,043 --> 00:30:59,046 there's any city attorneys here 727 00:30:56,910 --> 00:31:01,214 accepting the grants, how does 728 00:30:59,113 --> 00:31:03,717 that relate to immigration 729 00:31:01,281 --> 00:31:06,553 enrcement in the city? 730 00:31:05,652 --> 00:31:08,188 member osman, city attorneys 731 00:31:06,620 --> 00:31:08,488 will be able to answer that 732 00:31:08,255 --> 00:31:09,256 question. 733 00:31:08,555 --> 00:31:10,323 » thank you. 734 00:31:09,323 --> 00:31:13,894 » good afternoon,embers of 735 00:31:10,390 --> 00:31:15,362 the council. My name is amy 736 00:31:13,961 --> 00:31:16,930 schutt, ad assistant city 737 00:31:15,429 --> 00:31:18,098 attorney. Through the chair, 738 00:31:16,997 --> 00:31:20,033 council member osman, to your 739 00:31:18,164 --> 00:31:21,268 question generally speaking 740 00:31:20,100 --> 00:31:24,071 about problematic grant terms. 741 00:31:21,335 --> 00:31:25,272 we have beeneeing an increase 742 00:31:24,137 --> 00:31:26,373 in these terms since the 743 00:31:25,338 --> 00:31:28,108 beginning of the trump 744 00:31:26,440 --> 00:31:29,443 administration. And that is the 745 00:31:28,175 --> 00:31:31,745 reason that my office has set up 746 00:31:29,510 --> 00:31:33,313 a process for reviewing terms 747 00:31:31,812 --> 00:31:35,782 for all grants that the city is 748 00:31:33,380 --> 00:31:37,484 applying for. So this grant as 749 00:31:35,849 --> 00:31:38,485 was mentioned, went through that 750 00:31:37,551 --> 00:31:39,052 process just as many other 751 00:31:38,552 --> 00:31:40,820 grants do. 752 00:31:39,119 --> 00:31:44,491 I happened to be the one who 753 00:31:40,887 --> 00:31:46,359 received that for review and 754 00:31:44,558 --> 00:31:50,197 reviewed the grant and all of 755 00:31:46,426 --> 00:31:52,265 the documents referenced in that 756 00:31:50,264 --> 00:31:54,501 nofo for any problematic terms 757 00:31:52,332 --> 00:31:56,303 and conditns. That includes 758 00:31:54,568 --> 00:31:59,306 terms and conditions that would 759 00:31:56,370 --> 00:32:01,742 separate the ordinance. As well 760 00:31:59,373 --> 00:32:03,477 as any terms and condions that 761 00:32:01,809 --> 00:32:06,079 would require the city to act in 762 00:32:03,544 --> 00:32:07,514 a way that is antithetical to 763 00:32:06,146 --> 00:32:11,085 our values. My determination in 764 00:32:07,581 --> 00:32:12,552 reviewing those documents was 765 00:32:11,151 --> 00:32:14,154 that there are not any -- 766 00:32:12,619 --> 00:32:16,289 there's no information in it a 767 00:32:14,221 --> 00:32:22,062 this point that does require us 768 00:32:16,356 --> 00:32:23,797 to act in a way that is 769 00:32:22,129 --> 00:32:25,899 antithetical t our values. 770 00:32:23,863 --> 00:32:29,569 while it does have problematic 771 00:32:25,965 --> 00:32:30,670 language in it, it has 772 00:32:29,636 --> 00:32:35,542 inappropriate language in it 773 00:32:30,737 --> 00:32:36,309 related to our undocumented 774 00:32:35,609 --> 00:32:39,113 neighbors. That language doesn't 775 00:32:37,544 --> 00:32:41,114 that would force us to not ty 776 00:32:39,179 --> 00:32:44,718 accept thegrant. 777 00:32:41,181 --> 00:32:49,022 » that is really helpful to 778 00:32:44,785 --> 00:32:51,658 understand that. I will suprt 779 00:32:49,089 --> 00:32:54,361 this accepting this grants. Also 780 00:32:51,725 --> 00:32:55,662 that I disagree with a lot of 781 00:32:54,428 --> 00:33:00,200 things that administration says. 782 00:32:55,729 --> 00:33:01,067 but as a city, if we're 783 00:33:00,267 --> 00:33:02,169 following our separation 784 00:33:01,134 --> 00:33:05,506 ordinance and doing the right 785 00:33:03,704 --> 00:33:06,506 it's really hard fors to ng, 786 00:33:05,572 --> 00:33:08,575 contl what this administration 787 00:33:06,573 --> 00:33:11,377 says. But we just gotta keep 788 00:33:08,642 --> 00:33:12,979 going and doing what we can to 789 00:33:11,444 --> 00:33:18,251 keep our residents and citizens 790 00:33:13,046 --> 00:33:21,488 safe. And this grant helps our 791 00:33:18,318 --> 00:33:23,390 police officers capture the bad 792 00:33:21,554 --> 00:33:25,625 guysnd put them in jusce to 793 00:33:23,456 --> 00:33:27,427 make sure that we are not 794 00:33:25,692 --> 00:33:30,964 commitng more imes. And this 795 00:33:27,494 --> 00:33:33,834 is a tool that could help, you 796 00:33:31,031 --> 00:33:34,868 know, keep our community safe. I 797 00:33:33,901 --> 00:33:37,103 appreciate your explanation that 798 00:33:37,170 --> 00:33:41,041 immigration enforcement. But 799 00:33:40,173 --> 00:33:43,877 again, we can't control wt our 800 00:33:41,107 --> 00:33:48,315 president says. Thank you. 801 00:33:43,944 --> 00:33:51,418 » thank you. Next, we'll go to 802 00:33:48,382 --> 00:33:56,423 council member palmisano. 803 00:33:51,485 --> 00:33:57,023 » first, il say I agree whole 804 00:33:56,490 --> 00:34:08,602 heartedly with council member 805 00:33:57,090 --> 00:34:10,604 chavez's admings of the language 806 00:34:08,669 --> 00:34:12,672 used by the federal government 807 00:34:10,671 --> 00:34:15,675 here. This is important language 808 00:34:12,739 --> 00:34:18,044 and also agree to get this 809 00:34:15,742 --> 00:34:20,380 machine's upkeep funded. T 810 00:34:18,111 --> 00:34:22,249 tes of this grant as the city 811 00:34:20,447 --> 00:34:24,117 attorney just mentioned are what 812 00:34:22,316 --> 00:34:26,620 is most important to me. None of 813 00:34:24,184 --> 00:34:28,021 these terms require us to act in 814 00:34:26,687 --> 00:34:31,858 a way different to our common 815 00:34:28,088 --> 00:34:35,562 values here. Just yesterday I 816 00:34:31,924 --> 00:34:37,664 was speaking with a localptown 817 00:34:35,629 --> 00:34:41,568 restaurant owner who had shots 818 00:34:37,731 --> 00:34:42,669 fired into their restaurant last 819 00:34:41,635 --> 00:34:44,871 week, at their restaurant 820 00:34:42,736 --> 00:34:46,006 manager through a window. It needs seven 922 00:38:11,645 --> 00:38:15,882 votes. It's going to need nine 923 00:38:13,213 --> 00:38:16,682 votes anyway. So I'm going to be 924 00:38:15,949 --> 00:38:18,952 bringing forward a resolion 925 00:38:16,749 --> 00:38:21,721 that I'll be working closely 926 00:38:19,019 --> 00:38:22,422 with the cityattorney's 927 00:38:21,788 --> 00:38:25,725 expressing concerns of this 928 00:38:22,489 --> 00:38:27,460 language in the nofo. 929 00:38:25,792 --> 00:38:29,396 calls them illegal, calls them 930 00:38:27,527 --> 00:38:30,897 alien, and puts requirements if 931 00:38:29,463 --> 00:38:32,165 this gets accepted. Because what 932 00:38:30,964 --> 00:38:33,165 I don't want is we're going to 933 00:38:32,232 --> 00:38:36,102 be doing things that are going 934 00:38:33,232 --> 00:38:37,971 to be hurting our immigrant 935 00:38:36,169 --> 00:38:41,007 neighbors. The 942 00:38:49,282 --> 00:38:51,618 question related to whether or 943 00:38:50,049 --> 00:38:53,286 not there's been any 944 00:38:51,685 --> 00:38:55,455 communication with the federal 945 00:38:53,353 --> 00:38:56,256 government about this one. 946 00:38:55,522 --> 00:38:59,926 » communication and then if 947 00:38:56,322 --> 00:39:01,594 there is a way to get that 948 00:38:59,993 --> 00:39:04,297 information of if entering into 949 00:39:01,661 --> 00:39:09,335 this grant agreement, it would 950 00:39:04,363 --> 00:39:11,504 be interpreted into eorcing 951 00:39:09,402 --> 00:39:15,475 immigration enforcement as 952 00:39:11,571 --> 00:39:15,675 deiled in the bidened fund 953 00:39:15,542 --> 00:39:16,709 act. 954 00:39:15,742 --> 00:39:19,078 » thank you. 955 00:39:16,776 --> 00:39:20,546 » I put myself in queue next. I 956 00:39:19,145 --> 00:39:21,981 think we need to just say what 957 00:39:20,613 --> 00:39:25,585 the elephant in the room is. 958 00:39:22,048 --> 00:39:27,253 this is like adeeply, deeply 959 00:39:25,652 --> 00:39:29,289 tough position that members of 960 00:39:27,320 --> 00:39:31,257 this council are in. Myself, 961 00:39:29,356 --> 00:39:34,461 included. And I think that was 962 00:39:31,324 --> 00:39:38,398 very clearly cmunicated in our 963 00:39:34,528 --> 00:39:40,367 agenda setting because the nofo 964 00:39:38,464 --> 00:39:42,402 has laid out language for 965 00:39:40,433 --> 00:39:44,770 purpose of funding that doe 966 00:39:42,468 --> 00:39:47,407 speak to our immigrant community 967 00:39:44,837 --> 00:39:50,643 in dehumazing ways, reflective 968 00:39:47,474 --> 00:39:51,544 of the experience that we had in 969 00:39:50,710 --> 00:39:53,813 operatiometro surge. And I 970 00:39:51,611 --> 00:39:55,515 think from where I sit, the 971 00:39:53,880 --> 00:39:58,685 feelings that membersf this 972 00:39:55,582 --> 00:39:59,819 body have and members of our 973 00:39:58,752 --> 00:40:00,720 communityill have in 974 00:39:59,886 --> 00:40:02,722 understanding the purpose of 975 00:40:00,787 --> 00:40:06,826 funding and where the funding 976 00:40:02,789 --> 00:40:07,894 comes from are valid. It's 977 00:40:06,892 --> 00:40:09,262 unsurprising to that people 978 00:40:07,960 --> 00:40:10,463 are having hard reactions to 979 00:40:09,329 --> 00:40:12,799 that. And I think that's the 980 00:40:10,529 --> 00:40:16,402 reality of this. I think the 981 00:40:12,865 --> 00:40:22,808 question before us is should we 982 00:40:19,005 --> 00:40:25,612 that's largely a governance 983 00:40:22,875 --> 00:40:28,815 approach. For me, I am 984 00:40:27,179 --> 00:40:31,785 personally troubled that this 985 00:40:28,881 --> 00:40:34,888 comes from the bridging 986 00:40:31,851 --> 00:40:36,990 immigration deficits experienced 987 00:40:34,955 --> 00:40:38,458 nationwide program. Basically, 988 00:40:37,057 --> 00:40:39,926 immigration enforcement 989 00:40:38,524 --> 00:40:41,694 reimbursement fund for state 990 00:40:39,993 --> 00:40:43,363 governments, local governments, 991 00:40:41,761 --> 00:40:47,033 other units. And it's kind of 992 00:40:43,430 --> 00:40:48,301 hard for us to separate th. I 993 00:40:47,100 --> 00:40:51,771 don'tbject to nibin. I 994 00:40:48,368 --> 00:40:55,775 understand the tool. And it 995 00:40:51,838 --> 00:40:56,576 sounds like it's been showing 996 00:40:55,842 --> 00:40:58,545 clear deliverables. I don't 997 00:40:56,643 --> 00:41:00,246 think not applying for ts 998 00:40:58,611 --> 00:41:02,081 grt means we don't update it. 999 00:41:00,313 --> 00:41:04,183 it does mean that we would have 1000 00:41:02,148 --> 00:41:06,152 to look to our own budge to do 1001 00:41:04,250 --> 00:41:09,255 it. Which is always the chance 1002 00:41:06,219 --> 00:41:12,358 ifor some reason, o, we 1003 00:41:09,322 --> 00:41:13,993 apply and this doesn't get 1004 00:41:12,425 --> 00:41:15,528 accepted. Two, we apply and 1005 00:41:14,060 --> 00:41:17,463 there's terms we can't agree to 1006 00:41:15,595 --> 00:41:19,532 becaus the same revw that the 1007 00:41:17,530 --> 00:41:21,801 city attorneys do in applying 1008 00:41:19,598 --> 00:41:25,104 for said grant, that same level 1009 00:41:21,867 --> 00:41:27,273 of scrutiny has to hpen again 1010 00:41:25,171 --> 00:41:29,709 once the grant I before us. And 1011 00:41:27,340 --> 00:41:33,513 th again, we have to vote for 1012 00:41:29,776 --> 00:41:35,882 it. So those are kind of tngs 1013 00:41:33,580 --> 00:41:38,417 to weigh. I do want to just ask 1014 00:41:35,949 --> 00:41:40,953 a question, and noticed this 1015 00:41:38,484 --> 00:41:42,722 la 1016 00:41:41,020 --> 00:41:44,457 for committee. It's my 1017 00:41:42,789 --> 00:41:46,092 understanding in order for us to 1018 00:41:44,524 --> 00:41:48,628 apply for this grant, it has to 1019 00:41:46,159 --> 00:41:50,830 pass through this body. It has 1020 00:41:48,695 --> 00:41:52,365 to go through final action on 1021 00:41:50,897 --> 00:41:56,269 thursday. And then it has to be 1022 00:41:52,432 --> 00:41:57,637 signed off by the mayor. And our 1023 00:41:56,336 --> 00:42:01,774 final vote on this is on the 1024 00:41:57,703 --> 00:42:04,177 30th. I noticed that the 1025 00:42:01,841 --> 00:42:08,681 deadlines listed in the nofo are 1026 00:42:04,277 --> 00:42:10,683 yond that time. So the 1027 00:42:08,748 --> 00:42:12,786 grants.gov deadline is 7/27. 1028 00:42:10,750 --> 00:42:16,289 which is now passed. And the 1029 00:42:12,852 --> 00:42:18,591 just grants deadline is 7/29, 1030 00:42:16,356 --> 00:42:20,426 which is tomorrow before our 1031 00:42:18,657 --> 00:42:24,797 cocil meeting. Wondering 1032 00:42:20,493 --> 00:42:25,598 how a we applying for thisf 1033 00:42:24,864 --> 00:42:26,833 it's past deadline? 1034 00:42:25,665 --> 00:42:28,702 » madam chair, actually, we 1035 00:42:26,900 --> 00:42:29,768 were notified that it's been 1036 00:42:28,768 --> 00:42:31,437 extended beyond that. I believe 1037 00:42:29,835 --> 00:42:32,305 it's august. I can get you the 1038 00:42:31,504 --> 00:42:34,707 exact date if you'd like. 1039 00:42:32,372 --> 00:42:36,542 » think that would be good to 1040 00:42:34,774 --> 00:42:38,511 know. If you wanted -- if you're 1041 00:42:36,609 --> 00:42:40,780 able to pl it up or if you 1042 00:42:38,577 --> 00:42:43,783 want to do it via administrative 1043 00:42:40,847 --> 00:42:46,453 follow-up. Ihink that's 1044 00:42:43,850 --> 00:42:48,221 important. Yeah. Let's do 1045 00:42:46,519 --> 00:42:50,322 administrative follow-up, 1046 00:42:48,288 --> 00:42:52,392 commander. Don't worry about 1047 00:42:50,389 --> 00:42:56,195 pulling it up. If you can get it 1048 00:42:52,459 --> 00:42:57,296 and send it out via email, I 1049 00:42:56,262 --> 00:43:05,438 think that's heful. Those are 1050 00:42:57,363 --> 00:43:08,808 my comments. And I mean, given 1051 00:43:05,505 --> 00:43:10,276 the nature of the question that 1052 00:43:08,874 --> 00:43:12,879 council meer chavez asked, and 1053 00:43:10,343 --> 00:43:15,815 just like from my viewpoint on 1054 00:43:12,946 --> 00:43:16,682 the governance approach is I 1055 00:43:15,882 --> 00:43:18,551 personally don't feel 1056 00:43:16,749 --> 00:43:20,053 comfortable entering into this 1057 00:43:18,618 --> 00:43:21,721 grant. And I also feel like 1058 00:43:20,119 --> 00:43:24,457 there needs to be more 1059 00:43:21,788 --> 00:43:26,559 transparency on the nofo. We had 1060 00:43:24,524 --> 00:43:27,860 grants come before us, like the 1061 00:43:26,626 --> 00:43:30,396 burn grant, that didn't have 1062 00:43:27,927 --> 00:43:33,099 th type of langue and didn't 1063 00:43:30,463 --> 00:43:37,704 come from this bidened fund that 1064 00:43:37,771 --> 00:43:40,373 enforcement. So I will now 1065 00:43:39,438 --> 00:43:40,606 recognize council president 1066 00:43:40,440 --> 00:43:42,975 payne. 1067 00:43:40,673 --> 00:43:44,777 » tha you, chair chowdhury. I 1068 00:43:43,042 --> 00:43:46,512 first want to thank the city 1069 00:43:44,844 --> 00:43:48,748 attorney's office, particularly 1070 00:43:46,579 --> 00:43:49,915 ms. Schutt. I think this is 1071 00:43:48,815 --> 00:43:52,051 really diligent legal analysis. 1072 00:43:49,982 --> 00:43:56,022 I also want to give a special 1073 00:43:52,118 --> 00:43:58,291 shout outo ms. Robinson, ms. 1074 00:43:56,089 --> 00:43:59,392 lathrop. We just recently won a 1075 00:43:58,358 --> 00:44:00,693 case in the minnesota supreme 1076 00:43:59,458 --> 00:44:02,962 court protecting our separation 1077 00:44:00,760 --> 00:44:03,996 ordinance. I an, our 1078 00:44:03,029 --> 00:44:05,565 attorney's office is fighting 1079 00:44:04,063 --> 00:44:06,766 day in and day out to really 1080 00:44:05,631 --> 00:44:12,238 stand up for the values of the 1081 00:44:06,833 --> 00:44:15,041 city. And I say all that to say 1082 00:44:12,305 --> 00:44:16,743 that this is active and ongoing 1083 00:44:15,107 --> 00:44:18,110 litigation and legal conflict 1084 00:44:16,810 --> 00:44:20,747 with the federal administration. 1085 00:44:18,177 --> 00:44:23,382 and one of thfirst things that 1086 00:44:20,814 --> 00:44:24,650 we did at the beginning of 2025 1087 00:44:23,482 --> 00:44:26,419 s authorize the city 1088 00:44:24,717 --> 00:44:27,253 attorney's office to proactively 1089 00:44:26,486 --> 00:44:28,654 engage with the trump 1090 00:44:27,320 --> 00:44:30,022 administration. And the we 1091 00:44:28,721 --> 00:44:31,390 renewed that because we had set 1092 00:44:30,089 --> 00:44:33,459 an expiration date for the end 1093 00:44:31,457 --> 00:44:34,594 of 2025. When we realized for 1094 00:44:33,526 --> 00:44:36,362 the duration of the trump 1095 00:44:34,661 --> 00:44:38,063 administration we are going to 1096 00:44:36,429 --> 00:44:40,099 have to be an active litigation 1097 00:44:38,130 --> 00:44:42,368 and activy fighting out the 1098 00:44:40,166 --> 00:44:43,636 values of this city that's just 1099 00:44:42,435 --> 00:44:47,039 the background and context I 1100 00:44:43,703 --> 00:44:49,342 want to share with why ion't 1101 00:44:47,106 --> 00:44:51,477 be supporting this is because we 1102 00:44:49,409 --> 00:44:52,812 are not operating in a really 1103 00:44:51,544 --> 00:44:56,549 stable legal terrain right now 1104 00:44:52,878 --> 00:44:58,584 when itomes to this. This 1105 00:44:57,650 --> 00:44:59,986 troubling as council member 1106 00:44:58,651 --> 00:45:01,721 chavezas highlighte and 1107 00:45:00,052 --> 00:45:04,023 we've got strong legal analysis. 1108 00:45:01,788 --> 00:45:08,261 buthat legal analysis is based 1109 00:45:04,090 --> 00:45:09,962 on today's case law. And we are 1110 00:45:08,328 --> 00:45:11,931 not done litigating what that 1111 00:45:10,029 --> 00:45:13,166 case law is going to be as it 1112 00:45:11,998 --> 00:45:16,135 relates to our relationship to 1113 00:45:13,233 --> 00:45:18,704 the feder gornment. And so 1114 00:45:16,202 --> 00:45:19,505 if we were under different 1115 00:45:18,771 --> 00:45:26,378 circumstances, I mean, the value 1116 00:45:22,442 --> 00:45:29,916 is clear. The need is clear. I 1117 00:45:26,445 --> 00:45:32,285 am hopeful that, youknow, we're 1118 00:45:29,983 --> 00:45:32,919 not operating under a dismantled 1119 00:45:32,352 --> 00:45:36,556 system. We have a functioning 1120 00:45:32,986 --> 00:45:38,357 system. We are at risk just due 1121 00:45:36,623 --> 00:45:39,625 to age that that system won't be 1122 00:45:38,424 --> 00:45:41,126 functioning anymore. B it's 1123 00:45:39,692 --> 00:45:44,831 not a non-functional system at 1124 00:45:41,193 --> 00:45:47,600 this time. And I just think that 1125 00:45:44,898 --> 00:45:48,267 the risk of the federal 1126 00:45:47,667 --> 00:45:50,236 government, like even with 1127 00:45:48,334 --> 00:45:51,905 strong legal analysis, which I 1128 00:45:50,302 --> 00:45:55,975 do believe we have I don't 1129 00:45:51,971 --> 00:45:57,643 think that strongegal analysis 1130 00:45:56,042 --> 00:45:59,545 reallyters when they will 1131 00:45:57,710 --> 00:46:01,347 execute o residents. When they 1132 00:45:59,612 --> 00:46:03,549 will assault me personally. I 1133 00:46:01,414 --> 00:46:07,053 might be a little bit biased 1134 00:46:03,616 --> 00:46:08,488 here. But my own persol 4th 1135 00:46:07,120 --> 00:46:09,589 amendment righ have been 1136 00:46:08,554 --> 00:46:11,624 violated by the federal 1137 00:46:09,656 --> 00:46:12,758 government. Not hypothetically, 1138 00:46:11,691 --> 00:46:14,193 literally. And I just don't 1139 00:46:12,825 --> 00:46:15,962 think that risk is worth it at 1140 00:46:14,259 --> 00:46:16,762 thistime. And maybe in 1141 00:46:16,028 --> 00:46:18,431 partnership with council member 1142 00:46:16,829 --> 00:46:21,000 chavez, we can make sure that we 1143 00:46:18,498 --> 00:46:21,901 have really strong legal 1144 00:46:21,067 --> 00:46:23,469 protections if ts does move 1145 00:46:21,968 --> 00:46:25,538 forward. But again, this does 1146 00:46:23,536 --> 00:46:28,274 ha to come back for a final 1147 00:46:25,605 --> 00:46:29,375 vote. But I don't even want t 1148 00:46:28,341 --> 00:46:31,711 entertain it at this time given 1149 00:46:29,442 --> 00:46:33,479 that conte. In fact, I would 1150 00:46:31,778 --> 00:46:34,280 make a motion to forward this 1151 00:46:33,545 --> 00:46:39,685 without recommendation. If 1152 00:46:34,346 --> 00:46:48,261 there's a second for that. 1153 00:46:39,752 --> 00:46:49,762 » second. 1154 00:46:48,328 --> 00:46:51,430 » counc member vetaw. 1155 00:46:49,829 --> 00:46:53,933 » thank you, chair. I don't 1156 00:46:51,497 --> 00:46:55,735 know if I'm allowed, but my 1157 00:46:53,999 --> 00:46:56,735 question really is for council 1158 00:46:55,802 --> 00:46:59,839 member chavez. Because I do 1159 00:46:56,802 --> 00:47:01,774 think you get to ask whatever 1160 00:46:59,905 --> 00:47:03,876 question you want. To council 1161 00:47:01,840 --> 00:47:05,411 member chavez, the question is 1162 00:47:03,943 --> 00:47:09,115 you raised the point about like 1163 00:47:05,477 --> 00:47:11,150 what we're required to do. With 1164 00:47:09,182 --> 00:47:14,019 the contract. And I've been 1165 00:47:11,217 --> 00:47:16,588 waiting for close to two years 1166 00:47:14,086 --> 00:47:18,691 fo dollars to be released from 1167 00:47:16,655 --> 00:47:21,360 the federal administration based 1168 00:47:18,758 --> 00:47:23,029 on language that they, like, 1169 00:47:21,427 --> 00:47:24,864 very specific language that was 1170 00:47:23,095 --> 00:47:26,399 used in a contract for a 1171 00:47:24,930 --> 00:47:28,935 railroad grant that literally 1172 00:47:26,465 --> 00:47:30,703 had nothing to do with 1173 00:47:29,002 --> 00:47:32,905 immigration services. And so 1174 00:47:30,770 --> 00:47:36,642 they hadctual language in this 1175 00:47:32,972 --> 00:47:39,679 contract that said we needed to 1176 00:47:36,709 --> 00:47:42,381 work with ice, essentially, to 1177 00:47:42,448 --> 00:47:44,917 litigate that for almt two 1178 00:47:43,216 --> 00:47:46,285 years. I mean, it was very 1179 00:47:44,984 --> 00:47:48,187 specific. It was not vague at 1180 00:47:46,352 --> 00:47:50,089 all. There was no question what 1181 00:47:48,287 --> 00:47:52,191 ey were requiring for us to 1182 00:47:50,156 --> 00:47:54,460 do, and that is why we rejected 1183 00:47:52,258 --> 00:47:56,696 the grant. So maybe to the city 1184 00:47:54,527 --> 00:47:58,731 attorney, I mean, the things 1185 00:47:56,763 --> 00:48:01,033 th have been in litigation 1186 00:47:58,798 --> 00:48:03,402 have been very clear about like 1187 00:48:03,469 --> 00:48:11,043 the federal government for us to 1188 00:48:06,839 --> 00:48:11,944 receive money, I thought. 1189 00:48:11,110 --> 00:48:13,112 » through the chair, council 1190 00:48:12,011 --> 00:48:16,282 member vetaw, so I believe 1191 00:48:13,178 --> 00:48:18,184 you're talking about the 1192 00:48:16,349 --> 00:48:19,619 connecting camden grant which I 1193 00:48:18,250 --> 00:48:20,620 still pending. 1194 00:48:19,685 --> 00:48:22,422 » yes. 1195 00:48:20,686 --> 00:48:24,490 » and it did have language in 1196 00:48:22,488 --> 00:48:26,192 this pertaining to ice and 1197 00:48:24,557 --> 00:48:27,293 immigration enforcement. 1198 00:48:26,259 --> 00:48:28,661 specifically, some of the 1199 00:48:27,360 --> 00:48:31,364 similar terms to what we saw 1200 00:48:28,728 --> 00:48:32,298 here. And we do have an active 1201 00:48:31,431 --> 00:48:37,436 injunction that would prohibit 1202 00:48:35,268 --> 00:48:40,306 your point, negotiated those to 1203 00:48:37,503 --> 00:48:41,707 terms out to that grant so tt 1204 00:48:40,373 --> 00:48:43,810 the grant is still not complete, 1205 00:48:41,774 --> 00:48:46,545 to your point. We are still 1206 00:48:43,876 --> 00:48:49,348 waiting for final signature on 1207 00:48:46,612 --> 00:48:50,917 that grant. But the draft of the 1208 00:48:49,415 --> 00:48:54,620 grant that is the most recent 1209 00:48:50,983 --> 00:48:56,589 grant does have an exception to 1210 00:48:54,686 --> 00:48:57,189 those terms due to the lawsuits 1211 00:48:56,656 --> 00:48:59,525 we negotiated. 1212 00:48:57,256 --> 00:49:01,527 » I guess what I'm trying to 1213 00:48:59,592 --> 00:49:03,162 get at here is none of this 1214 00:49:01,594 --> 00:49:06,499 money we want to compromise what 1215 00:49:03,229 --> 00:49:09,369 we feel as a city. Not only was 1216 00:49:06,565 --> 00:49:11,170 the connecting camden grant, 1217 00:49:09,435 --> 00:49:13,272 which was extremely important to 1218 00:49:11,237 --> 00:49:14,173 this community, rejected by the 1219 00:49:13,339 --> 00:49:16,042 administration, think anything 1220 00:49:14,240 --> 00:49:18,144 else that came in with that sort 1221 00:49:16,109 --> 00:49:19,578 of language has been rejected. 1222 00:49:18,211 --> 00:49:24,450 and we worked as a city 1223 00:49:19,645 --> 00:49:25,684 enterprise to make sure we don't 1224 00:49:24,517 --> 00:49:27,086 compromise oselves or the 1225 00:49:25,751 --> 00:49:29,021 residents like that. I feel like 1226 00:49:27,153 --> 00:49:30,523 I need to ask this because the 1227 00:49:29,087 --> 00:49:33,759 questions keep coming up. Like 1228 00:49:30,590 --> 00:49:35,294 is ts going to be the same 1229 00:49:33,826 --> 00:49:37,196 thing for everything that we g 1230 00:49:35,361 --> 00:49:39,832 from the federal government? Are 1231 00:49:37,263 --> 00:49:40,967 our city attorneys and the mayor 1232 00:49:39,899 --> 00:49:43,569 and the council going to 1233 00:49:41,033 --> 00:49:46,472 continue to fight the same way 1234 00:49:43,636 --> 00:49:47,606 we have since this 1235 00:49:46,539 --> 00:49:48,774 administration took office? Like 1236 00:49:47,673 --> 00:49:50,843 is tt the commitment from all 1237 00:49:48,841 --> 00:49:55,014 of us and the city attorney's 1238 00:49:53,346 --> 00:49:56,382 compromise who we are as leaders 1239 00:49:55,081 --> 00:49:57,483 and let something slip through? 1240 00:49:56,449 --> 00:50:00,052 I don't think that that's the 1241 00:49:57,549 --> 00:50:02,288 case here. And so I'm okay with 1242 00:50:00,119 --> 00:50:06,592 supporting this because I know 1243 00:50:02,355 --> 00:50:07,559 how many conversations I've had 1244 00:50:06,659 --> 00:50:10,329 with not only the attorneys 1245 00:50:07,626 --> 00:50:12,498 folks that are suing along with 1246 00:50:10,396 --> 00:50:14,600 our city in lawsuits similar. 1247 00:50:12,565 --> 00:50:15,901 other citie who've had to sue, 1248 00:50:14,666 --> 00:50:18,604 that we've had to model what 1249 00:50:15,968 --> 00:50:20,272 they've done. The mayor's 1250 00:50:18,671 --> 00:50:22,007 office. My colleagues that we 1251 00:50:20,339 --> 00:50:23,876 won't compromise who we are as a 1252 00:50:22,074 --> 00:50:26,045 city to receive money from the 1253 00:50:23,943 --> 00:50:27,280 federal government at all. Like 1254 00:50:26,111 --> 00:50:30,983 I think that's been clear since 1255 00:50:27,346 --> 00:50:47,300 day one. That we will not do 1256 00:50:31,050 --> 00:50:48,734 that. We're not going to 1257 00:50:47,366 --> 00:50:51,303 comprose our residents. We've 1258 00:50:48,800 --> 00:50:52,671 done a good job of expressing 1259 00:50:51,370 --> 00:50:54,774 that not how we roll around 1260 00:50:52,738 --> 00:50:56,142 here. So I don't think that 1261 00:50:54,840 --> 00:50:57,476 anyone would come into this 1262 00:50:56,209 --> 00:50:58,911 chambers before this body, 1263 00:50:57,543 --> 00:51:00,612 before the mayor, before the 1264 00:50:58,977 --> 00:51:03,048 city attorney's office with 1265 00:51:00,679 --> 00:51:03,949 something that they think would 1266 00:51:03,115 --> 00:51:07,453 compromise what we've stated 1267 00:51:04,016 --> 00:51:08,754 very clearly on our own personal 1268 00:51:07,520 --> 00:51:15,127 platforms, professional 1269 00:51:10,256 --> 00:51:17,429 thing we've done in the last 1270 00:51:15,194 --> 00:51:18,331 year and a half of this entire 1271 00:51:17,496 --> 00:51:19,899 administration has been around, 1272 00:51:18,397 --> 00:51:21,434 we're standing together as a 1273 00:51:19,966 --> 00:51:24,236 city. And if the one thing we 1274 00:51:21,500 --> 00:51:25,504 can agree on fighting, its 1275 00:51:24,303 --> 00:51:27,973 this administration, especially 1276 00:51:25,571 --> 00:51:30,076 when they're comprising who we 1277 00:51:28,040 --> 00:51:32,444 are as minneapolis. So I'm happy 1278 00:51:30,510 --> 00:51:34,646 move forward with this. I'm 1279 00:51:32,511 --> 00:51:36,415 also confident in that if 1280 00:51:34,713 --> 00:51:38,317 something came up not only with 1281 00:51:36,482 --> 00:51:40,352 the city attorneys, the police 1282 00:51:38,384 --> 00:51:41,287 department, know you all 1283 00:51:40,419 --> 00:51:44,723 certainly don't want another 1284 00:51:41,353 --> 00:51:47,726 scandal on your hands. And so 1285 00:51:44,790 --> 00:51:49,394 I'm certain that folks will com 1286 00:51:47,793 --> 00:51:51,396 and talk to us if something is 1287 00:51:49,461 --> 00:51:53,899 out of order here. But we have 1288 00:51:52,265 --> 00:51:55,334 think about what this does 1289 00:51:53,966 --> 00:51:56,902 for -- what this grant will do 1290 00:51:55,401 --> 00:51:58,671 forhe community, especially 1291 00:51:56,968 --> 00:52:00,339 when we're in a budget crisis 1292 00:51:58,737 --> 00:52:02,341 right now. Like what we're 1293 00:52:00,405 --> 00:52:04,977 talking about here. If this 1294 00:52:02,408 --> 00:52:06,778 grant can assist us in a 1295 00:52:05,043 --> 00:52:08,681 financial crisis, then I think 1296 00:52:06,845 --> 00:52:10,316 we should at least try. I 1297 00:52:08,747 --> 00:52:12,351 something comes up that is 1298 00:52:10,382 --> 00:52:16,322 compromising us, then I'm with 1299 00:52:12,417 --> 00:52:17,289 council member chavez, I say no, 1300 00:52:16,389 --> 00:52:20,626 period. I want to 1397 00:56:16,829 --> 00:56:20,632 support this because I 1398 00:56:18,564 --> 00:56:23,168 understand the importance of 1399 00:56:20,699 --> 00:56:25,937 ballistic testing, and I really 1400 00:56:23,235 --> 00:56:28,473 want to solve the unsolved 1401 00:56:26,004 --> 00:56:30,743 murders and homicides and acts 1402 00:56:28,540 --> 00:56:32,177 of violee that have 1403 00:56:30,809 --> 00:56:34,346 perpetuated violence throughout 1404 00:56:32,244 --> 00:56:36,081 our community. I understand that 1405 00:56:34,413 --> 00:56:37,916 it is something that is 1406 00:56:36,148 --> 00:56:40,285 uncomfortable because aot of 1407 00:56:37,983 --> 00:56:42,788 times we don't suspect that some 1408 00:56:40,352 --> 00:56:45,691 of our neighbors who appear to 1409 00:56:42,855 --> 00:56:46,325 be one way towards us can be 1410 00:56:45,757 --> 00:56:51,864 anothe way towards something 1411 00:56:46,391 --> 00:56:53,499 else. A I don't know here in 1412 00:56:51,931 --> 00:56:54,800 the state of minnesota, I've 1413 00:56:53,566 --> 00:56:59,505 never seen an alien before in my 1414 00:56:54,867 --> 00:57:01,940 life. Okay. I've never seen a 1415 00:56:59,571 --> 00:57:04,343 spaceship pull up. I've never 1416 00:57:02,007 --> 00:57:06,612 seen anybody green jumpp off 1417 00:57:04,410 --> 00:57:10,616 of there or anything of that 1418 00:57:06,679 --> 00:57:12,685 sorts. But if they come here and 1419 00:57:10,683 --> 00:57:13,785 cutting up, need to know 1420 00:57:12,751 --> 00:57:16,221 there's something put in place 1421 00:57:13,852 --> 00:57:18,857 where we can dl with those 1422 00:57:16,288 --> 00:57:19,791 people accordingly. I know there 1423 00:57:18,924 --> 00:57:21,326 are individuals who are 1424 00:57:19,858 --> 00:57:23,762 committi crimes, like I said 1425 00:57:21,393 --> 00:57:27,432 before, we did not suspect 1426 00:57:23,829 --> 00:57:28,800 beyond a shadow of a doubt that 1427 00:57:27,499 --> 00:57:30,402 that was something they would be 1428 00:57:28,867 --> 00:57:32,938 doing. They appeared one way to 1429 00:57:30,468 --> 00:57:35,107 us and they do something else 1430 00:57:33,004 --> 00:57:36,742 somewhere else. Marilyn manson, 1431 00:57:35,174 --> 00:57:39,511 great person. Wonderful dad. All 1432 00:57:36,809 --> 00:57:44,750 of these gre things. But then 1433 00:57:39,577 --> 00:57:45,984 a heinous serial killer doing 1434 00:57:44,817 --> 00:57:47,753 something else. You just never 1435 00:57:46,051 --> 00:57:49,154 know. But if this machine and 1436 00:57:47,820 --> 00:57:52,324 this equipment and these 1437 00:57:49,221 --> 00:57:53,692 testings a going to prove that 1438 00:57:52,391 --> 00:57:55,994 someone was involved or they're 1439 00:57:53,759 --> 00:57:58,230 able to trace it back to 1440 00:57:56,061 --> 00:58:00,332 firearms like I want to keep the 1441 00:57:58,297 --> 00:58:02,100 focusn that part of solving 1442 00:58:00,399 --> 00:58:03,369 crimes because I just really 1443 00:58:02,167 --> 00:58:06,004 want safer communies. And if 1444 00:58:03,435 --> 00:58:07,573 it means that we're going to end 1445 00:58:06,071 --> 00:58:09,308 up apprehending some individuals 1446 00:58:07,640 --> 00:58:11,377 who are even in law enforcement 1447 00:58:09,375 --> 00:58:13,478 or apprehending individuals who 1448 00:58:11,443 --> 00:58:15,581 are in other fields of public 1449 00:58:13,545 --> 00:58:17,616 safety or people who are doing, 1450 00:58:15,648 --> 00:58:18,583 then guess what? Nobody is 1451 00:58:17,682 --> 00:58:20,618 without being reproved. I'm just 1452 00:58:18,650 --> 00:58:23,488 going to say that. So if there's 1453 00:58:20,685 --> 00:58:25,624 some things that need to be done 1454 00:58:23,555 --> 00:58:28,660 in order to clean up our justice 1455 00:58:25,691 --> 00:58:29,428 system and ensure that we are 1456 00:58:28,727 --> 00:58:31,496 charging people appropriate with 1457 00:58:29,495 --> 00:58:32,598 the crimes that they have 1458 00:58:31,563 --> 00:58:36,301 committed and accountability is 1459 00:58:32,664 --> 00:58:40,772 going to be present, then sign 1460 00:58:36,368 --> 00:58:42,007 me up twice. I don't believe in 1461 00:58:40,839 --> 00:58:44,977 individuals bng targeted 1462 00:58:42,074 --> 00:58:46,812 around any type of immigration 1463 00:58:45,043 --> 00:58:49,147 status at all whatsoever. Do not 1464 00:58:46,879 --> 00:58:50,549 target anyone based on their 1465 00:58:49,214 --> 00:58:52,484 citizenship or anythin like 1466 00:58:50,616 --> 00:58:53,885 that. But like I said, I've 1467 00:58:52,551 --> 00:58:57,355 never have seen an alien before 1468 00:58:53,952 --> 00:59:00,125 in my life. So I don't know who 1469 00:58:57,422 --> 00:59:00,725 this grant application thing is 1470 00:59:00,192 --> 00:59:02,794 calling aliens because I've 1471 00:59:00,792 --> 00:59:04,463 never seen any. But if there are 1472 00:59:02,861 --> 00:59:06,264 people who are committing crimes 1473 00:59:04,530 --> 00:59:08,166 who are doing things out here 1474 00:59:06,331 --> 00:59:09,735 that they have no business 1475 00:59:08,233 --> 00:59:11,903 doing, then those people need to 1476 00:59:09,802 --> 00:59:13,772 be dealt with accordingly. And I 1477 00:59:11,970 --> 00:59:15,540 was hoping that there was a plan 1478 00:59:13,839 --> 00:59:16,875 in order to get them off of the 1479 00:59:15,607 --> 00:59:19,244 street so that other people can 1480 00:59:16,942 --> 00:59:21,780 go on with their natural lives. 1481 00:59:19,311 --> 00:59:24,650 that's what I have to say. And 1482 00:59:21,847 --> 00:59:26,184 so I'm interested in supporting 1483 00:59:24,717 --> 00:59:30,556 it because I want crimes solved. 1484 00:59:26,251 --> 00:59:32,024 I do. I'll welcome up andrew 1689 01:06:37,716 --> 01:06:40,919 hoggins again from the 1690 01:06:39,083 --> 01:06:45,023 legislative research oversight 1691 01:06:40,985 --> 01:06:47,959 team for this presentation. 1692 01:06:45,089 --> 01:06:50,228 » all right. Hello agn. I 1693 01:06:48,025 --> 01:06:52,463 won't introduce myself twice. So 1694 01:06:50,295 --> 01:06:53,765 for this presentation I think 1695 01:06:52,530 --> 01:06:55,800 the one thing you'll probably 1696 01:06:53,831 --> 01:07:00,338 notice is going to be different, 1697 01:06:55,867 --> 01:07:01,840 starting in 2026, the role of 1698 01:07:00,405 --> 01:07:04,275 reporting back of the report, we 1699 01:07:01,907 --> 01:07:06,111 took the first quarter of this 1700 01:07:04,342 --> 01:07:11,115 year tomplement the dashboard 1701 01:07:06,177 --> 01:07:13,518 that you're going to see linked 1702 01:07:11,182 --> 01:07:15,720 and qr coded and will linked to 1703 01:07:13,584 --> 01:07:18,456 our website shortly. How we can 1704 01:07:15,786 --> 01:07:19,457 make this more transparent, 1705 01:07:18,522 --> 01:07:21,126 provide more information about 1706 01:07:19,523 --> 01:07:22,861 all the different items that are 1707 01:07:21,193 --> 01:07:26,564 coming through our legislative 1708 01:07:25,931 --> 01:07:28,266 it's committees for ncil and 1709 01:07:26,631 --> 01:07:29,767 consideration on any given week. 1710 01:07:28,333 --> 01:07:31,202 this presentation focuses a lot 1711 01:07:29,834 --> 01:07:32,103 more on kind of what that 1712 01:07:31,269 --> 01:07:33,238 process looks like and 1713 01:07:32,170 --> 01:07:35,607 highlighting some of the items 1714 01:07:33,305 --> 01:07:37,509 that are going to be included. I 1715 01:07:35,674 --> 01:07:39,343 think subsequently for quarterly 1716 01:07:37,576 --> 01:07:42,013 reports we'll be able to focus 1717 01:07:39,410 --> 01:07:44,916 on expanded functionality and 1718 01:07:42,080 --> 01:07:46,017 additional date points and do a 1719 01:07:44,982 --> 01:07:47,585 culminating report at the end of 1720 01:07:46,084 --> 01:07:50,588 the year. However, for the 1721 01:07:47,652 --> 01:07:54,059 purposes of this one, it's 1722 01:07:50,655 --> 01:07:55,260 almost deliberely light 1723 01:07:54,125 --> 01:07:58,463 because we're trying to drag 1724 01:07:55,327 --> 01:07:59,730 people to the dashboard itself. 1725 01:07:58,530 --> 01:08:04,936 to get feedback and make sure 1726 01:07:59,797 --> 01:08:06,638 we're improving as we go. So 1727 01:08:05,003 --> 01:08:09,507 again, like a lot of our work, 1728 01:08:06,704 --> 01:08:10,875 our key reasons for taking this 1729 01:08:09,574 --> 01:08:13,711 approach with public 1730 01:08:10,942 --> 01:08:15,213 transparency, having public 1731 01:08:13,778 --> 01:08:16,281 facing dashboard, accessibility 1732 01:08:15,280 --> 01:08:19,317 for residents as well as 1733 01:08:16,348 --> 01:08:22,354 council. It also reduces a 1734 01:08:19,384 --> 01:08:24,022 burden on entities. Council 1735 01:08:22,420 --> 01:08:26,457 offices that have issued 1736 01:08:24,089 --> 01:08:28,326 legislative directive, when our 1737 01:08:26,524 --> 01:08:30,328 office of city auditor brings 1738 01:08:28,392 --> 01:08:30,929 back audit reports that have 1739 01:08:30,395 --> 01:08:33,197 findings. 1740 01:08:30,996 --> 01:08:36,301 historically there have been 1741 01:08:33,264 --> 01:08:38,736 challenges trying to tck down 1742 01:08:36,367 --> 01:08:41,539 the status of those. Remediedy 1743 01:08:38,803 --> 01:08:44,876 the appropriate departments. And 1744 01:08:41,606 --> 01:08:46,177 so I think making this 1745 01:08:44,943 --> 01:08:47,612 transparent and acceptable 1746 01:08:46,243 --> 01:08:49,914 simplifies that.he ability to 1747 01:08:47,679 --> 01:08:52,183 call that stuff out when we see 1748 01:08:49,980 --> 01:08:53,051 there's things that have been 1749 01:08:52,250 --> 01:08:56,621 outstanding for quite some time. 1750 01:08:53,118 --> 01:09:01,459 just again, the one data point I 1751 01:08:56,688 --> 01:09:03,928 did include to highlight, 774 1752 01:09:01,525 --> 01:09:06,197 total council acts. 520 action 1753 01:09:04,028 --> 01:09:08,500 ems. The action items break 1754 01:09:06,263 --> 01:09:10,335 down into a number ofifferent 1755 01:09:08,566 --> 01:09:11,736 ways to cut across these. I 1756 01:09:10,402 --> 01:09:14,305 think we're still working on 1757 01:09:11,802 --> 01:09:15,940 what's the most impactful. We 1758 01:09:14,372 --> 01:09:17,042 certainly can throw out all 1759 01:09:16,007 --> 01:09:19,377 different kinds of stats. But 1760 01:09:17,108 --> 01:09:22,013 it's important to work with the 1761 01:09:21,112 --> 01:09:22,847 figure out what's important and 1762 01:09:22,079 --> 01:09:25,383 what people are the most 1763 01:09:22,913 --> 01:09:27,084 interested in tracking and how 1764 01:09:25,449 --> 01:09:28,953 we break that out accordingly. 1765 01:09:27,151 --> 01:09:30,688 this year, obviously due to the 1766 01:09:29,019 --> 01:09:32,490 situation created b operation 1767 01:09:30,755 --> 01:09:35,460 metro surge, like the shift to a 1768 01:09:32,557 --> 01:09:37,228 lot of what would he normally 1769 01:09:35,527 --> 01:09:40,965 gone through committees to this 1770 01:09:37,295 --> 01:09:42,367 committee created challenges. 1771 01:09:41,032 --> 01:09:42,967 that's something that we're 1772 01:09:42,434 --> 01:09:52,377 try 1773 01:09:43,034 --> 01:09:53,611 forward. Similarly for the 1774 01:09:52,443 --> 01:09:55,947 legislative directive and staff 1775 01:09:53,678 --> 01:09:59,117 directive tracking that we're 1776 01:09:56,014 --> 01:10:01,386 doing, we have our lros 1777 01:09:59,184 --> 01:10:04,122 dashboard is directly plugged 1778 01:10:01,452 --> 01:10:05,523 into lims. Unfortunately, in is 1779 01:10:04,189 --> 01:10:07,392 the one area where we still 1780 01:10:05,590 --> 01:10:09,160 don't have the ability to get 1781 01:10:07,459 --> 01:10:11,396 updates on the status through 1782 01:10:09,227 --> 01:10:13,464 lims. I should also say thank 1783 01:10:11,463 --> 01:10:15,933 you to amalia from the office of 1784 01:10:13,531 --> 01:10:17,836 public service, and tim from it 1785 01:10:16,000 --> 01:10:19,604 for their help pulling all this 1786 01:10:17,902 --> 01:10:21,539 together and getting everything 1787 01:10:19,671 --> 01:10:24,309 published in time to ensure we 1788 01:10:21,606 --> 01:10:27,245 had a public facing dashboard 1789 01:10:24,376 --> 01:10:29,681 for accessibility today. For the 1790 01:10:27,312 --> 01:10:31,949 ongoing directives that we're 1791 01:10:29,748 --> 01:10:33,451 tracking, right now, and again, 1792 01:10:32,016 --> 01:10:34,452 I noticed a couple that 1793 01:10:33,518 --> 01:10:37,455 somemes they come through in 1794 01:10:34,519 --> 01:10:38,890 different formats based on 1795 01:10:37,522 --> 01:10:40,124 modifications to the request. 1796 01:10:38,957 --> 01:10:40,925 we're always going to be going 1797 01:10:40,191 --> 01:10:43,294 through this to make sure 1798 01:10:40,992 --> 01:10:45,296 everything is reflective. If you hover over the tab 1887 01:14:19,844 --> 01:14:23,347 on the right, it has responsive 1888 01:14:21,912 --> 01:14:25,049 information at least for the 1889 01:14:23,414 --> 01:14:29,353 ones that are outstanding. Those 1890 01:14:25,116 --> 01:14:30,955 will contain the latest updates 1891 01:14:29,419 --> 01:14:33,190 from the departments themselves. 1892 01:14:31,022 --> 01:14:35,526 this is something that will keep 1893 01:14:33,257 --> 01:14:36,927 evolving and we want to color 1894 01:14:35,593 --> 01:14:41,265 code. Flags that turn re 1895 01:14:36,994 --> 01:14:42,633 yellow, green, et cetera. And 1896 01:14:41,332 --> 01:14:45,036 last, you have the lims file 1897 01:14:42,700 --> 01:14:46,904 search. So again, this is 1898 01:14:45,102 --> 01:14:48,673 similar to seahing lims. It 1899 01:14:46,971 --> 01:14:50,341 has a different functionality. I 1900 01:14:48,740 --> 01:14:53,745 think we're going to add fields 1901 01:14:50,408 --> 01:14:55,212 in there that you can search by 1902 01:14:53,811 --> 01:14:57,415 ju to find legislative files. 1903 01:14:55,279 --> 01:14:58,182 when you open it up, it will 1904 01:14:57,481 --> 01:15:00,952 everything from the entirety of 1905 01:14:58,249 --> 01:15:02,953 this year. If you search the 1906 01:15:01,019 --> 01:15:04,322 lims file number or subject file 1907 01:15:03,020 --> 01:15:06,123 field by any subject you're 1908 01:15:04,388 --> 01:15:07,825 looking for, it will limit that 1909 01:15:06,190 --> 01:15:11,729 to anything that will be 1910 01:15:07,892 --> 01:15:13,731 responsive to that search. Next 1911 01:15:11,796 --> 01:15:16,267 steps, landing page. So we want 1912 01:15:13,798 --> 01:15:18,368 to have a home page that 1913 01:15:16,333 --> 01:15:20,271 outlines what's covered. 1914 01:15:18,435 --> 01:15:22,473 how to use this dashboard and 1915 01:15:20,338 --> 01:15:23,975 provide more information. We're 1916 01:15:22,540 --> 01:15:27,011 going to continue added updates 1917 01:15:24,042 --> 01:15:29,013 so this is updated in real time. 1918 01:15:27,078 --> 01:15:30,481 it also does sort of encourage 1919 01:15:29,079 --> 01:15:32,282 people that might have 1920 01:15:30,548 --> 01:15:33,885 outstanding directives to be 1921 01:15:32,349 --> 01:15:35,553 updating that information as 1922 01:15:33,951 --> 01:15:37,021 much as they can because it will 1923 01:15:35,620 --> 01:15:39,190 automatically go into the 1924 01:15:37,088 --> 01:15:40,691 dashboard itself and reflect to 1925 01:15:39,257 --> 01:15:41,826 anybody that's interested. And 1926 01:15:40,758 --> 01:15:43,527 exnsion of functionality that 1927 01:15:41,892 --> 01:15:44,795 I talked about. 1928 01:15:43,594 --> 01:15:46,063 ensure we're being deliberate 1929 01:15:44,862 --> 01:15:48,165 about how w build it out. 1930 01:15:46,130 --> 01:15:50,234 having a tab that exists where 1931 01:15:48,232 --> 01:15:51,969 we can track audit findings and 1932 01:15:50,301 --> 01:15:53,171 their responsible department and 1933 01:15:52,036 --> 01:15:54,472 committee they're assigned to 1934 01:15:53,237 --> 01:15:56,040 will allow members of that 1935 01:15:54,538 --> 01:15:58,309 committee to ask those questions 1936 01:15:56,107 --> 01:15:59,944 when they come up so we're 1937 01:15:58,376 --> 01:16:00,511 ensuring the city is being 1938 01:16:00,010 --> 01:16:04,181 deliberate about how it's 1939 01:16:00,578 --> 01:16:06,684 responding to audit findings. 1940 01:16:04,248 --> 01:16:07,551 with that, that concludes my 1941 01:16:06,751 --> 01:16:08,719 presentation. I'm happy to 1942 01:16:07,618 --> 01:16:09,053 answer any questions there might 1943 01:16:08,786 --> 01:16:11,455 be. 1944 01:16:09,119 --> 01:16:12,490 » tha you so much, andrew. 1945 01:16:11,522 --> 01:16:15,259 members, would anyone like to 1946 01:16:12,556 --> 01:16:19,030 get into queue? President payne. 1947 01:16:15,326 --> 01:16:21,866 » thank you, chair chowdhury. 1948 01:16:19,096 --> 01:16:24,035 and tnk you, director hoggins. 1949 01:16:21,933 --> 01:16:26,137 I think this transparency is so 1950 01:16:24,102 --> 01:16:30,074 helpful. I think our day-to-day 1951 01:16:26,203 --> 01:16:32,343 is such a whirlwind it's nice to 1952 01:16:30,141 --> 01:16:33,744 take a step back, zoom out and 1953 01:16:32,410 --> 01:16:36,047 see what's getting accomplished 1954 01:16:33,811 --> 01:16:38,883 and what we're working on. That 1955 01:16:36,114 --> 01:16:40,718 goes a long way towards building 1956 01:16:38,950 --> 01:16:41,685 trust and faith in what we do 1957 01:16:40,785 --> 01:16:43,387 here in the government. 1958 01:16:41,752 --> 01:16:45,323 appreciate your efforts on that. 1959 01:16:43,454 --> 01:16:47,424 » thank you. One quickhing I 1960 01:16:45,389 --> 01:16:50,461 can share too just from talking 1961 01:16:47,491 --> 01:16:51,796 to staff with the wild card 1962 01:16:50,528 --> 01:16:55,966 search. There's so much that 1963 01:16:51,863 --> 01:16:58,035 happens that we can lose sight. 1964 01:16:56,033 --> 01:16:59,470 somebody brought up, I don't 1965 01:16:58,102 --> 01:17:01,605 think we've done much with that 1966 01:16:59,537 --> 01:17:03,541 this year. I pulled up the 1967 01:17:01,672 --> 01:17:04,175 dashboard. I think there were 1968 01:17:03,608 --> 01:17:05,910 nine different legislative files 1969 01:17:04,242 --> 01:17:07,411 that came up on that topic this 1970 01:17:05,977 --> 01:17:08,879 year. It's a good opportunity 1971 01:17:07,478 --> 01:17:10,448 for people if they're interested 1972 01:17:08,946 --> 01:17:11,315 in any specific topic to 1973 01:17:10,515 --> 01:17:13,450 research all the legislative 1974 01:17:11,382 --> 01:17:16,720 files to see what you all are 1975 01:17:13,517 --> 01:17:21,292 doing and follow along. 1976 01:17:16,787 --> 01:17:23,561 » wonderful. Next, we will go 1977 01:17:21,359 --> 01:17:25,829 to council member shaffer. 1978 01:17:23,627 --> 01:17:27,397 » couple things. Can you speak 1979 01:17:25,896 --> 01:17:31,268 to the data format underneath 1980 01:17:27,497 --> 01:17:33,204 e item wildcard search? I get 1981 01:17:31,335 --> 01:17:35,806 this query functns at the top. 1982 01:17:33,271 --> 01:17:37,441 but then for some reason can you 1983 01:17:35,873 --> 01:17:40,978 speak to what we see underneath 1984 01:17:37,508 --> 01:17:41,178 that and the value of seeing all 1985 01:17:41,045 --> 01:17:44,115 that? 1986 01:17:41,245 --> 01:17:45,482 » yup. Through the chair, 1987 01:17:44,181 --> 01:17:48,952 council member shaffer, so this 1988 01:17:45,549 --> 01:17:52,990 is something where again tha 1989 01:17:49,019 --> 01:17:58,229 pulls from lims. There's a lot 1990 01:17:53,090 --> 01:18:01,632 data. There's a lot in the 1991 01:17:58,296 --> 01:18:03,834 more info tab. So if you hover 1992 01:18:01,698 --> 01:18:06,003 over that it will open a box. 1993 01:18:03,901 --> 01:18:08,172 we're still organizing that and 1994 01:18:06,070 --> 01:18:09,539 everything. It's the lims file 1995 01:18:08,238 --> 01:18:10,608 number. Which is legislative 1996 01:18:09,606 --> 01:18:11,909 information management stem. 1997 01:18:10,675 --> 01:18:12,944 it will have the file subject. 1998 01:18:11,976 --> 01:18:14,645 the action date is going to be 1999 01:18:13,010 --> 01:18:16,247 the date that the action was 2000 01:18:14,712 --> 01:18:18,482 taken. So that's where you'll 2001 01:18:16,314 --> 01:18:20,384 see it in action. Those columns 2002 01:18:18,548 --> 01:18:22,353 reflec the titles as they exist 2003 01:18:20,451 --> 01:18:25,289 in lims. It's something where I 2004 01:18:22,420 --> 01:18:29,126 want to update them. But when I 2005 01:18:25,356 --> 01:18:29,994 start editorializing those, it 2006 01:18:29,193 --> 01:18:31,929 affects other things. That's 2007 01:18:30,061 --> 01:18:33,063 something I need to be more 2008 01:18:31,996 --> 01:18:33,697 deliberate. It will show the 2009 01:18:33,130 --> 01:18:38,302 committee that the action was 2010 01:18:33,764 --> 01:18:40,204 taken. And so also if you click 2011 01:18:38,368 --> 01:18:42,039 on the more info on the 2012 01:18:40,271 --> 01:18:43,741 dashboard itself, there should 2013 01:18:42,106 --> 01:18:45,776 be a link that pops up on the 2014 01:18:43,807 --> 01:18:47,411 bottom of the bble that takes 2015 01:18:45,842 --> 01:18:50,147 you to the actual lims file for 2016 01:18:47,478 --> 01:18:51,281 each respective one. The reason 2017 01:18:50,214 --> 01:18:53,350 these were picked is to show 2018 01:18:51,348 --> 01:18:54,852 where things are moving thugh. 2019 01:18:53,417 --> 01:18:56,954 obviously, this year being 2020 01:18:54,918 --> 01:18:58,255 unique where we had 2021 01:18:57,021 --> 01:18:59,990 coolidation of things in to 2022 01:18:58,322 --> 01:19:02,126 cow for a while, there's not 2023 01:19:00,057 --> 01:19:03,627 going to be as many different 2024 01:19:02,193 --> 01:19:06,297 committees reflected as there 2025 01:19:03,694 --> 01:19:07,998 would normally be. As we go 2026 01:19:06,364 --> 01:19:09,166 forward, that would be populated 2027 01:19:08,065 --> 01:19:11,669 now that committees are running 2028 01:19:09,233 --> 01:19:12,736 in their normal capacity. What 2029 01:19:11,736 --> 01:19:15,139 this does that's interesting, 2030 01:19:12,803 --> 01:19:17,875 just for the tailgating 2031 01:19:15,206 --> 01:19:19,276 ordinance, is it really does 2032 01:19:17,942 --> 01:19:23,480 show the life cycle of some of 2033 01:19:19,343 --> 01:19:25,583 these items. Like the sometimes 2034 01:19:23,547 --> 01:19:26,784 complex route they can take from 2035 01:19:25,650 --> 01:19:28,819 introduction to referral and all 2036 01:19:26,851 --> 01:19:29,720 the way back to council for 2037 01:19:28,886 --> 01:19:30,020 ultimately for consideration for 2038 01:19:29,787 --> 01:19:31,688 adoption. 2039 01:19:30,087 --> 01:19:33,590 » okay. So it's kind o a 2040 01:19:31,755 --> 01:19:34,425 scrolling function. If you know 2041 01:19:33,657 --> 01:19:35,526 approximately it happened in 2042 01:19:34,492 --> 01:19:38,095 february but I don't know 2043 01:19:35,593 --> 01:19:40,497 exactly the word to pull it up 2044 01:19:38,161 --> 01:19:42,233 on query. 2045 01:19:40,564 --> 01:19:43,667 » correct. I think the date 2046 01:19:42,300 --> 01:19:45,202 function was one that we can add 2047 01:19:43,734 --> 01:19:46,970 as well. But the lims file 2048 01:19:45,269 --> 01:19:48,639 subject. I mean, you can really 2049 01:19:47,037 --> 01:19:50,841 go in and type in anything. So 2050 01:19:48,706 --> 01:19:53,344 if you wanted to look at -- I'm 2051 01:19:50,908 --> 01:19:55,145 trying to think what have we 2052 01:19:53,411 --> 01:19:57,915 been doing. Safe outdoor spaces. 2053 01:19:55,212 --> 01:19:59,516 if you type that in to the lims 2054 01:19:57,982 --> 01:20:00,751 file subject, every file that 2055 01:19:59,583 --> 01:20:02,119 hits with those words will come 2056 01:20:00,818 --> 01:20:04,288 back. And if you want just 2057 01:20:02,186 --> 01:20:05,856 looking at housing, looking at 2058 01:20:04,355 --> 01:20:07,425 public safety. You could keyword 2059 01:20:05,923 --> 01:20:09,826 search it. As long as it's in 2060 01:20:07,491 --> 01:20:11,428 the file subject as well as the 2061 01:20:09,893 --> 01:20:13,130 item title, it will pull back 2062 01:20:11,495 --> 01:20:14,865 all of those results. So 2063 01:20:13,197 --> 01:20:16,166 sometimes, again, we know 2064 01:20:14,932 --> 01:20:17,668 roughly what we're looking for 2065 01:20:16,233 --> 01:20:19,603 but we don't know exactly, it 2066 01:20:17,735 --> 01:20:21,805 can often be hard to go back and 2067 01:20:19,670 --> 01:20:24,308 identify those items. 2068 01:20:21,872 --> 01:20:26,343 I know ourctual lims site has 2069 01:20:24,375 --> 01:20:29,480 some search functionality. But 2070 01:20:26,410 --> 01:20:31,048 this one operates a little 2071 01:20:29,547 --> 01:20:32,183 differently. It's quicker to 2072 01:20:31,115 --> 01:20:33,050 scroll through because it 2073 01:20:32,249 --> 01:20:34,485 doesn't have a lot of 2074 01:20:33,117 --> 01:20:36,654 information in the dashboard 2075 01:20:34,552 --> 01:20:37,021 itself. It will take you to the 2076 01:20:36,721 --> 01:20:38,088 full lims file. 2077 01:20:37,088 --> 01:20:39,823 » thank you so much for all 2078 01:20:38,155 --> 01:20:41,225 your work on this. It will be 2079 01:20:39,890 --> 01:20:42,693 interesting. Can you speak a 2080 01:20:41,292 --> 01:20:45,996 little bit to what's your vision 2081 01:20:42,759 --> 01:20:48,432 for year-to-year? Like will this 2082 01:20:46,063 --> 01:20:51,402 all collapse into 2026ut it 2083 01:20:48,499 --> 01:20:53,104 will all -- you do a query it 2084 01:20:51,469 --> 01:20:54,138 will all pull up ongoing years? 2085 01:20:53,170 --> 01:20:56,240 what's your vision? 2086 01:20:54,205 --> 01:20:59,009 » that's a wonderful question. 2087 01:20:56,307 --> 01:21:05,215 this is definitely something we 2088 01:20:59,076 --> 01:21:07,985 want to keep building. More is 2089 01:21:05,282 --> 01:21:10,220 more. So though 26, 27, 28. It 2090 01:21:08,052 --> 01:21:12,089 was hard getting it to display 2091 01:21:10,287 --> 01:21:13,624 in a way that was digestible is 2092 01:21:12,156 --> 01:21:16,293 when we have committees that can 2093 01:21:13,690 --> 01:21:17,694 change names. It will start to 2094 01:21:16,360 --> 01:21:23,634 display a lot more. Sometimes 2095 01:21:22,166 --> 01:21:25,536 comparison. Committee a to 2096 01:21:23,700 --> 01:21:27,270 committee b in another cycle. I 2097 01:21:25,603 --> 01:21:29,773 think trying to fige out how 2098 01:21:27,337 --> 01:21:31,809 to add in even historical data 2099 01:21:29,840 --> 01:21:33,177 is something we want to do. This 2100 01:21:31,876 --> 01:21:35,346 is something we intend to 2101 01:21:33,244 --> 01:21:36,179 continue to accumulate data as 2102 01:21:35,412 --> 01:21:38,115 we move forwd. 2103 01:21:36,246 --> 01:21:39,082 » it's very exciting and thank 2104 01:21:38,182 --> 01:21:40,217 you for all your hard work. 2105 01:21:39,149 --> 01:21:43,854 » absolutely. 2106 01:21:40,284 --> 01:21:47,691 » thank you. Appointed boards and 2125 01:22:40,544 --> 01:22:43,614 commissions are one of the most 2126 01:22:42,546 --> 01:22:44,981 visible ways for residents to 2127 01:22:43,680 --> 01:22:47,951 take part in local government. 2128 01:22:45,048 --> 01:22:49,319 because abcs are official cy 2129 01:22:48,018 --> 01:22:51,955 groups, their work must align 2130 01:22:49,386 --> 01:22:59,029 with the city's operational 2131 01:22:52,022 --> 01:23:00,831 framework and their own enabling 2132 01:22:59,096 --> 01:23:03,400 legislation. Every abc has now been 2143 01:23:30,427 --> 01:23:36,267 placed into a tier. Most of our 2144 01:23:31,161 --> 01:23:37,735 work has focused on tier three 2145 01:23:36,333 --> 01:23:38,869 and four advisory bodies. 2146 01:23:37,801 --> 01:23:43,974 improvements such as creing 2147 01:23:38,936 --> 01:23:45,142 and actively using standardized 2148 01:23:44,041 --> 01:23:48,278 templates for participation 2149 01:23:45,209 --> 01:23:53,550 agreements, bylaws rules, and 2150 01:23:48,345 --> 01:23:56,386 establishing resolutions. Other 2151 01:23:53,617 --> 01:23:57,955 accomplishments worth 2152 01:23:56,453 --> 01:24:01,058 highlighting. We created and 2153 01:23:58,021 --> 01:24:02,226 published comprehensive abc 2154 01:24:01,125 --> 01:24:03,260 operations manual with all 2155 01:24:02,293 --> 01:24:06,396 policies, procedures, and 2156 01:24:03,327 --> 01:24:09,066 standards regarding abcs in one 2157 01:24:06,463 --> 01:24:12,703 place. We also completed major 2158 01:24:09,133 --> 01:24:14,137 lims updates, adding much needed 2159 01:24:12,803 --> 01:24:16,740 tomation and new tracking 2160 01:24:14,204 --> 01:24:18,609 features for waivers and service 2161 01:24:16,807 --> 01:24:20,644 restrictions. New member 2162 01:24:18,676 --> 01:24:22,379 profile was developed and 2163 01:24:20,711 --> 01:24:24,181 launched. The required online 2164 01:24:22,445 --> 01:24:27,484 ethics training is now aligned 2165 01:24:24,248 --> 01:24:29,386 with members appointed terms. 2166 01:24:27,550 --> 01:24:31,455 the training itself was 2167 01:24:29,453 --> 01:24:32,422 redesigned to improve the member 2168 01:24:31,522 --> 01:24:36,527 experience and ensure content is 2169 01:24:32,489 --> 01:24:38,228 more relevant. A mayoral 2170 01:24:36,593 --> 01:24:40,264 executive order was secured 2171 01:24:38,295 --> 01:24:41,899 affiing the office of city 2172 01:24:40,331 --> 01:24:44,535 clerk as the central agency 2173 01:24:41,966 --> 01:24:47,404 responsible for abc operations. 2174 01:24:44,602 --> 01:24:49,272 we delivered a comprehenve 2175 01:24:47,470 --> 01:24:51,775 training course for department 2176 01:24:49,339 --> 01:24:55,045 board staff liaisons focusing on 2177 01:24:51,842 --> 01:24:56,980 abc operations, best practices 2178 01:24:55,112 --> 01:24:59,449 and collaboration with the 2179 01:24:57,047 --> 01:25:00,984 clerk's office. To track 2180 01:24:59,516 --> 01:25:02,986 recurring acvities, we created 2181 01:25:01,051 --> 01:25:10,928 an annual abc operations 2182 01:25:03,053 --> 01:25:13,664 calendar. We revamped monthly 2183 01:25:10,995 --> 01:25:15,666 bsl team meetings to include a 2184 01:25:13,730 --> 01:25:17,568 mix of quarterly group meetings 2185 01:25:15,732 --> 01:25:21,171 paired with one on one sessions 2186 01:25:17,635 --> 01:25:23,540 and tech labs. In 2025, we 2187 01:25:21,238 --> 01:25:26,443 created the establishment of 2188 01:25:23,606 --> 01:25:29,212 eight tier 3 advisory bodies and 2189 01:25:26,510 --> 01:25:32,282 created one tier 4 work group. 2190 01:25:29,279 --> 01:25:33,284 following remaini tier 3 2191 01:25:32,349 --> 01:25:36,353 bodies will be reformed this 2192 01:25:33,350 --> 01:25:39,423 year. Looking ahead to 2027, we 2193 01:25:36,420 --> 01:25:40,523 plan to reform our tier 2 and 5 2194 01:25:39,490 --> 01:25:42,159 bodies. These will be more 2195 01:25:40,590 --> 01:25:42,826 complex because they are 2196 01:25:42,225 --> 01:25:49,132 establishe by ordinance rather 2197 01:25:42,893 --> 01:25:50,600 than resolution. Like all 2198 01:25:49,199 --> 01:25:54,137 developing programs, challenges 2199 01:25:50,667 --> 01:25:56,306 have emerged. One of our biggest 2200 01:25:54,204 --> 01:25:59,009 pinchpoints in the abc program 2201 01:25:56,373 --> 01:26:00,510 is managing recruitment cycles. 2202 01:25:59,076 --> 01:26:03,614 an area not directly addressed 2203 01:26:00,577 --> 01:26:07,084 in the reform ordinance. This 2204 01:26:03,680 --> 01:26:10,120 sle shows the assumed 2205 01:26:07,150 --> 01:26:13,156 recruitment process two cycles 2206 01:26:10,187 --> 01:26:15,292 spring and fall. Each cycle 2207 01:26:13,223 --> 01:26:16,627 includes about seven steps from 2208 01:26:15,359 --> 01:26:18,762 advertising a seat during open 2209 01:26:16,694 --> 01:26:20,797 appointments to having a fully 2210 01:26:18,829 --> 01:26:23,000 seated member ready to serve. 2211 01:26:20,864 --> 01:26:25,235 one cycle takes about seven 2212 01:26:23,067 --> 01:26:27,838 months. Abc recruitment works a 2213 01:26:25,302 --> 01:26:31,875 lot like an hr hiring process. 2214 01:26:27,904 --> 01:26:36,280 we typically process over 400 2215 01:26:31,941 --> 01:26:39,583 applications a year. However, in 2216 01:26:36,347 --> 01:26:40,650 reality, we are managing three 2217 01:26:39,650 --> 01:26:42,686 recruitment cycles: winter, 2218 01:26:40,717 --> 01:26:46,490 spring and fall, plus many, many 2219 01:26:42,753 --> 01:26:49,826 off-cycle appointments. This is 2220 01:26:46,557 --> 01:26:51,695 caused by unsuccessful 2221 01:26:49,893 --> 01:26:57,067 recruiting, resignations, seat 2222 01:26:51,761 --> 01:26:59,536 forfeitures and other factors. 2223 01:26:57,134 --> 01:27:01,772 the nominating and appointment 2224 01:26:59,602 --> 01:27:05,742 processes is in backlog. With 2225 01:27:01,839 --> 01:27:07,177 only 12 months in a year and a 2226 01:27:05,809 --> 01:27:10,280 process that can stretch for 2227 01:27:07,244 --> 01:27:11,548 more than 12 months, delivering 2228 01:27:10,347 --> 01:27:13,150 a positive experience. In 2027, 2229 01:27:11,614 --> 01:27:16,287 we hope to work with our 2230 01:27:13,217 --> 01:27:21,624 partners to find ways to improve 2231 01:27:16,353 --> 01:27:24,728 this system. Other items 2232 01:27:21,691 --> 01:27:26,296 underway for next year include 2233 01:27:26,362 --> 01:27:31,635 orientation program, improving 2234 01:27:28,765 --> 01:27:33,670 how we vet applicants, enhancing 2235 01:27:31,702 --> 01:27:36,306 the on boarding and off boardg 2236 01:27:33,737 --> 01:27:36,973 experience for abc members, and 2237 01:27:36,373 --> 01:27:45,315 standardizing work plans and 2238 01:27:44,047 --> 01:27:47,250 committee members, that u, 2239 01:27:45,382 --> 01:27:49,086 concludes my presentation on abc 2240 01:27:47,317 --> 01:27:50,020 reform. I'd be happy to answer 2241 01:27:49,153 --> 01:27:51,054 any questions. 2242 01:27:50,087 --> 01:27:54,558 » thank you for that 2243 01:27:51,121 --> 01:27:55,025 presentation. Do my colleagues 2244 01:27:54,625 --> 01:28:00,897 ha any questions or 2245 01:27:55,092 --> 01:28:01,432 discussion? Cncil member 2246 01:28:00,964 --> 01:28:04,000 whiting. 2247 01:28:01,498 --> 01:28:04,968 » thank you, vice chair 2248 01:28:04,067 --> 01:28:06,603 chughtai. Thank you, vice 2327 01:30:52,502 --> 01:30:58,375 chair chughtai. Switching on 2328 01:30:56,039 --> 01:31:01,344 over to our settlement agreeme 2329 01:30:58,442 --> 01:31:02,746 and consent decree subcommittee. 2330 01:31:01,411 --> 01:31:03,647 our consent decree and 2331 01:31:02,813 --> 01:31:05,615 settlement agreement 2332 01:31:03,714 --> 01:31:07,317 subcommittee has two items on 2333 01:31:05,682 --> 01:31:08,552 its agenda today. First is a 2334 01:31:07,384 --> 01:31:10,320 presentation related to an 2335 01:31:08,618 --> 01:31:12,522 update on implementing the 2336 01:31:10,387 --> 01:31:16,326 reforms within the proposed 2337 01:31:12,589 --> 01:31:20,764 consent decree. I'll invite our 2338 01:31:16,393 --> 01:31:21,531 city attorney kristyn anderson. 2339 01:31:20,830 --> 01:31:24,301 thank you. 2340 01:31:21,597 --> 01:31:27,837 » hello, chairwhiting, council 2341 01:31:24,368 --> 01:31:29,039 members, it's nice to see this 2342 01:31:27,904 --> 01:31:30,106 afteoon. It's been a bit of 2343 01:31:29,106 --> 01:31:32,175 time since I've been able to 2344 01:31:30,173 --> 01:31:36,279 come and be on this side of the 2345 01:31:32,275 --> 01:31:36,879 is. I'm always please to come 2346 01:31:36,346 --> 01:31:39,216 and make aresentation. My 2347 01:31:36,946 --> 01:31:41,251 presentation today is really an 2348 01:31:39,282 --> 01:31:43,019 update on the work that the 2349 01:31:41,317 --> 01:31:44,254 enterprise has been doing on 2350 01:31:43,086 --> 01:31:47,357 implementing the reforms of the 2351 01:31:44,320 --> 01:31:50,393 consent decree. And just for 2352 01:31:47,424 --> 01:31:53,797 kind of baseline for folks who 2353 01:31:50,460 --> 01:31:56,099 are new and/or watching, we have 2354 01:31:53,864 --> 01:31:58,935 two things that are kind of in 2355 01:31:56,165 --> 01:32:00,837 play in terms of police reform: 2356 01:31:59,001 --> 01:32:01,871 one is an actual court 2357 01:32:00,904 --> 01:32:04,040 enforceable settlement agreement 2358 01:32:01,938 --> 01:32:04,975 with t minnesota department of 2359 01:32:04,107 --> 01:32:07,944 human rights that we entered 2360 01:32:05,041 --> 01:32:11,081 into and was issued as a court 2361 01:32:08,010 --> 01:32:14,284 order in july of 2023. Again, 2362 01:32:11,148 --> 01:32:16,953 court enforceable, we have been 2363 01:32:14,350 --> 01:32:19,889 working on that project of 2364 01:32:17,020 --> 01:32:24,260 police reform really frankly 2365 01:32:19,956 --> 01:32:25,561 from before then once it was 2366 01:32:24,327 --> 01:32:30,834 negotiated. But also there was 2367 01:32:25,628 --> 01:32:33,403 an investigation by the 2368 01:32:32,034 --> 01:32:40,677 resulted in a negotiation for 2369 01:32:36,306 --> 01:32:43,747 federal consent decree. A 2370 01:32:40,743 --> 01:32:46,316 agreement over the course of, I 2371 01:32:43,814 --> 01:32:49,853 mean, actually, we negotiated it 2372 01:32:46,383 --> 01:32:51,488 pretty fast. And completed the 2373 01:32:49,919 --> 01:32:53,056 negotiations and went to court 2374 01:32:51,554 --> 01:32:55,291 with the department of justice 2375 01:32:53,123 --> 01:32:58,028 during the biden administration 2376 01:32:55,358 --> 01:33:00,297 asking for t court to issue 2377 01:32:58,095 --> 01:33:04,734 that as a court order and then 2378 01:33:00,363 --> 01:33:06,136 there was the change of 2379 01:33:04,801 --> 01:33:07,036 administrations and the trump 2380 01:33:06,202 --> 01:33:08,838 administration actually 2381 01:33:07,103 --> 01:33:11,841 dismissed the lawsuit and walked 2382 01:33:08,905 --> 01:33:12,441 away from the consent decree. So 2383 01:33:11,908 --> 01:33:14,177 mayor frey determined that 2384 01:33:12,508 --> 01:33:16,479 although we weren't going to 2385 01:33:14,244 --> 01:33:17,647 have a federal consent decree in 2386 01:33:16,546 --> 01:33:20,483 court, it w important to still 2387 01:33:17,714 --> 01:33:21,851 do the reforms that we had 2388 01:33:20,550 --> 01:33:27,190 negotiated in that consent 2389 01:33:21,918 --> 01:33:28,692 decree. And so he issued an 2390 01:33:27,257 --> 01:33:30,260 executive oer requiring the 2391 01:33:28,758 --> 01:33:35,232 administration to implement the 2392 01:33:30,326 --> 01:33:37,234 reforms in the consent degree 2393 01:33:35,298 --> 01:33:39,569 and those reforms are really 2394 01:33:37,300 --> 01:33:40,803 defined as reforms that are not 2395 01:33:39,636 --> 01:33:42,772 in conflict with those that 2396 01:33:40,870 --> 01:33:47,977 exist in the settlement 2397 01:33:42,839 --> 01:33:49,245 agreement. So we really have the 2398 01:33:48,044 --> 01:33:50,981 settlement agreement, and there 2399 01:33:49,312 --> 01:33:52,682 are provisions above and beyond 2400 01:33:51,047 --> 01:33:55,618 the settlement agreement that 2401 01:33:52,749 --> 01:33:57,253 are enforceable by an executable 2402 01:33:55,685 --> 01:33:58,488 order by our mayor. And so we 2403 01:33:57,353 --> 01:34:00,990 ve been working on 2404 01:33:58,554 --> 01:34:02,626 implementing those additional 2405 01:34:01,057 --> 01:34:04,427 provisions. Another sort of 2406 01:34:02,692 --> 01:34:06,763 grounding thing I want to talk 2407 01:34:04,494 --> 01:34:09,299 about is between the settlement 2408 01:34:06,830 --> 01:34:10,934 agreement and consent decree, 2409 01:34:09,365 --> 01:34:12,268 there are multiple subject 2410 01:34:11,001 --> 01:34:14,203 matters that are covered in 2411 01:34:12,335 --> 01:34:16,573 both. There are a few additional 2412 01:34:14,270 --> 01:34:18,141 subjec matters that are covered 2413 01:34:16,640 --> 01:34:20,276 in the consent decree that are 2414 01:34:18,207 --> 01:34:23,413 not included in the settlement 2415 01:34:20,343 --> 01:34:25,749 agreement. But in the settlement 2416 01:34:23,480 --> 01:34:26,616 agreement, for example, in both 2417 01:34:25,816 --> 01:34:29,385 documents, there's a whole 2418 01:34:26,683 --> 01:34:30,252 section on use of force. And the 2419 01:34:29,452 --> 01:34:32,422 settlement agreement requires 2420 01:34:30,319 --> 01:34:33,857 certain things. And then the 2421 01:34:32,488 --> 01:34:35,458 consent decree reforms require a 2422 01:34:33,924 --> 01:34:38,094 few more things on top of that. 2423 01:34:35,525 --> 01:34:39,362 so kind of in our implementation 2424 01:34:38,161 --> 01:34:42,832 work around this, we start with 2425 01:34:39,428 --> 01:34:44,801 theettlement agreement as 2426 01:34:42,899 --> 01:34:52,142 being our baseline. And the way 2427 01:34:44,867 --> 01:34:52,976 that we sort of building this 2428 01:34:52,209 --> 01:34:54,677 reform infrastructure, it start 2429 01:34:53,043 --> 01:34:55,612 with creation of policy, 2430 01:34:54,744 --> 01:34:59,382 creation of training, then 2431 01:34:55,679 --> 01:35:00,450 actually doing the training, and 2432 01:34:59,449 --> 01:35:02,185 then holding officers 2433 01:35:00,516 --> 01:35:04,521 accountable to those policies 2434 01:35:02,252 --> 01:35:06,156 and the things that they train. 2435 01:35:04,588 --> 01:35:06,956 at the ground level of this 2436 01:35:06,223 --> 01:35:10,260 infrastructure, we are building 2437 01:35:07,023 --> 01:35:12,028 policies that are grounde in 2438 01:35:10,326 --> 01:35:13,163 the settlement agreement. But as 2439 01:35:12,095 --> 01:35:15,598 long as we are doing the 2440 01:35:13,230 --> 01:35:17,867 settlement agreement, we are 2441 01:35:15,665 --> 01:35:22,672 baking those consent decree 2442 01:35:17,934 --> 01:35:25,175 additional reforms into those. 2443 01:35:22,739 --> 01:35:28,378 in the kind of examples that I'm 2444 01:35:25,242 --> 01:35:42,625 going to give you are working in 2445 01:35:28,445 --> 01:35:47,630 the frame. That we're creating 2446 01:35:42,691 --> 01:36:20,830 are compliant with both. So I'm 2447 01:35:47,697 --> 01:36:23,333 going to start with my slide. In 2448 01:36:20,897 --> 01:36:24,834 the consent decree, it required 2449 01:36:23,400 --> 01:36:26,870 more of the settlement agreement 2450 01:36:24,900 --> 01:36:29,406 and required that officers not 2451 01:36:26,936 --> 01:36:34,610 only not consider race and 2452 01:36:29,472 --> 01:36:42,252 national origin in their 2453 01:36:34,677 --> 01:36:44,153 policing decisionsut also -- 2454 01:36:42,319 --> 01:36:46,523 unless there are descriptor of a 2455 01:36:44,220 --> 01:36:48,258 suspect and there is additional 2456 01:36:46,589 --> 01:36:50,960 identifying information. So 2457 01:36:48,325 --> 01:36:52,028 that's one example. Use of force 2458 01:36:51,027 --> 01:36:53,997 policies are actually a number 2459 01:36:52,095 --> 01:36:55,798 of things from the consent 2460 01:36:54,064 --> 01:36:58,835 decree that we added on to the 2461 01:36:55,865 --> 01:37:00,503 use oforce policies. And in 2462 01:36:58,902 --> 01:37:03,039 fact, while we were negotiating 2463 01:37:00,569 --> 01:37:05,141 the consent decree, as we were 2464 01:37:03,105 --> 01:37:06,442 negotiating things along, we 2465 01:37:05,208 --> 01:37:07,843 were starting to incorporate 2466 01:37:06,509 --> 01:37:09,512 some of these higher standards 2467 01:37:07,910 --> 01:37:11,347 into our policy work under the 2468 01:37:09,578 --> 01:37:13,149 settlement agreement anyways. We 2469 01:37:11,414 --> 01:37:15,318 don't have a lot of situations 2470 01:37:13,216 --> 01:37:16,786 between the two agreements that 2471 01:37:15,384 --> 01:37:21,925 conflict because as we were 2472 01:37:16,852 --> 01:37:24,027 negotiating the doj consent 2473 01:37:21,992 --> 01:37:26,295 decree,e were very mindful. We 2474 01:37:24,093 --> 01:37:28,631 wanted to be consistent in what 2475 01:37:27,297 --> 01:37:31,234 actually saw between the two, 2476 01:37:28,698 --> 01:37:33,136 the provisions that the 2477 01:37:31,300 --> 01:37:35,104 department of justice wanted 2478 01:37:33,203 --> 01:37:38,207 were in many, many respects 2479 01:37:35,171 --> 01:37:40,143 exactly identical to what the 2480 01:37:38,274 --> 01:37:42,579 mdhr wanted. I think because 2481 01:37:40,209 --> 01:37:45,248 both of them saw some of the 2482 01:37:42,645 --> 01:37:46,415 same things and one of tm had 2483 01:37:45,315 --> 01:37:47,751 federal jurisdiction and the 2484 01:37:46,482 --> 01:37:52,422 other had state jurisdiction, 2485 01:37:47,817 --> 01:37:54,090 the reforms were connsconsisten 2486 01:37:52,489 --> 01:37:56,359 let's say that. We had a lot of 2487 01:37:54,157 --> 01:37:58,661 the same ground. There was just 2488 01:37:56,426 --> 01:38:00,596 not a lot of conflict because we 2489 01:37:58,728 --> 01:38:06,268 as the city's negotiators me 2490 01:38:00,663 --> 01:38:12,608 sure that we were not going to 2491 01:38:06,335 --> 01:38:14,978 wind up with -- in use of force, 2492 01:38:12,675 --> 01:38:15,945 several things have bn -- 2493 01:38:15,045 --> 01:38:43,373 limitations on use of chemical 2494 01:38:16,012 --> 01:38:48,277 spray of people in the car. -- 2495 01:38:43,439 --> 01:38:48,277 we've -- flr 2496 01:39:25,515 --> 01:39:28,618 -- after review by either 2497 01:39:28,118 --> 01:39:34,624 higher level supervisors or 2498 01:39:28,685 --> 01:39:35,825 review body. Then body worn 2499 01:39:34,691 --> 01:39:40,263 camera. Another policy that we 2500 01:39:35,891 --> 01:39:43,566 had open in order to do the work 2501 01:39:40,330 --> 01:39:44,901 for the mdhr agreement and add 2502 01:39:43,633 --> 01:39:48,538 from the consent decree that 2503 01:39:44,967 --> 01:40:17,366 there is a self-reporting 2504 01:39:48,605 --> 01:40:19,168 requirement now. 2505 01:40:17,433 --> 01:40:19,168 [ please stand by ] 2506 01:52:23,692 --> 01:52:30,665 if you could speak to the mpd 2507 01:52:29,932 --> 01:52:31,867 limitations of hours worked, 2508 01:52:30,732 --> 01:52:33,068 this is the last slide that 2509 01:52:31,934 --> 01:52:33,368 you gave us the update on 2510 01:52:33,135 --> 01:52:34,803 today. 2511 01:52:33,435 --> 01:52:36,104 is the new limitation on hours 2512 01:52:34,870 --> 01:52:38,106 worked, and I know you named a 2513 01:52:36,171 --> 01:52:41,043 couple of numbers, the 16 2514 01:52:38,173 --> 01:52:42,111 hours in a day or in a 24-hour 2515 01:52:41,210 --> 01:52:44,413 period, and there was a second 2516 01:52:42,177 --> 01:52:46,849 one, I can't remember, but is 2517 01:52:44,480 --> 01:52:48,150 this consistent with a 2518 01:52:46,916 --> 01:52:49,384 previous policy on limitation 2519 01:52:48,217 --> 01:52:50,819 of hours worked? 2520 01:52:49,451 --> 01:52:52,087 is it the same number of hours 2521 01:52:50,886 --> 01:52:53,722 or has anything changed that 2522 01:52:52,221 --> 01:53:00,362 you can tell -- that you might 2523 01:52:53,789 --> 01:53:02,097 be able to tell us about? 2524 01:53:00,429 --> 01:53:03,532 » it is consistent. 2525 01:53:02,264 --> 01:53:05,167 my recollection is that it is 2526 01:53:03,599 --> 01:53:05,767 consistent with what the 2527 01:53:05,234 --> 01:53:06,268 settlement agreement required 2528 01:53:05,834 --> 01:53:09,538 as well. 2529 01:53:06,468 --> 01:53:10,305 I can't tell you as I stand 2530 01:53:09,605 --> 01:53:11,340 here whether there were slight 2531 01:53:10,806 --> 01:53:12,708 differences between the 2532 01:53:11,407 --> 01:53:15,944 settlement agreement and the 2533 01:53:12,775 --> 01:53:17,512 consent decree, but it is -- I 2534 01:53:16,011 --> 01:53:19,147 believe it's the same hour 2535 01:53:17,579 --> 01:53:20,816 threshold that was articulated 2536 01:53:19,214 --> 01:53:23,118 in the settlement agreement. 2537 01:53:20,883 --> 01:53:24,086 so, it is now incorporated in 2538 01:53:23,185 --> 01:53:25,821 that policy. 2539 01:53:24,153 --> 01:53:27,055 I also can't tell you if that 2540 01:53:25,888 --> 01:53:31,627 policy right now is in draft 2541 01:53:27,122 --> 01:53:32,828 or if it's been adopted. 2542 01:53:31,694 --> 01:53:34,062 and I could follow up with you 2543 01:53:32,895 --> 01:53:36,265 on that. 2544 01:53:34,129 --> 01:53:39,001 but it's 16 hours per 24-hour 2545 01:53:36,332 --> 01:53:39,668 day and 74 hours per week. 2546 01:53:39,068 --> 01:53:40,435 » sounds good. 2547 01:53:39,735 --> 01:53:44,907 thank you very much. 2548 01:53:40,502 --> 01:53:47,676 th's all. 2549 01:53:44,974 --> 01:53:48,710 » council member shaffer. 2550 01:53:47,776 --> 01:53:52,114 first of all, thank you for 2551 01:53:48,777 --> 01:53:53,315 this overview, with broad 2552 01:53:52,181 --> 01:53:54,416 strokes, to kind of narrow it 2553 01:53:53,382 --> 01:53:55,817 down with each of the 2554 01:53:54,483 --> 01:53:56,484 categories, I really 2555 01:53:55,884 --> 01:53:56,818 appreciated your mhod of 2556 01:53:56,551 --> 01:53:57,920 presentation. 2557 01:53:56,885 --> 01:53:59,321 I would like to ask the 2558 01:53:57,987 --> 01:54:00,989 question around, you know, 2559 01:53:59,388 --> 01:54:02,957 have we determined or tught 2560 01:54:01,056 --> 01:54:06,662 about the financial impact of 2561 01:54:03,725 --> 01:54:13,135 some of these directions that 2562 01:54:06,729 --> 01:54:15,671 we are earking on and have 2563 01:54:13,202 --> 01:54:17,739 we ld out a framework for 2564 01:54:15,738 --> 01:54:19,441 2027 -- or 2027, yeah, 40 2565 01:54:17,806 --> 01:54:20,142 hours times x number of 2566 01:54:19,507 --> 01:54:21,510 employees of additional 2567 01:54:20,209 --> 01:54:23,845 training is going to land in 2568 01:54:21,577 --> 01:54:25,380 april '27, we need to consider 2569 01:54:23,912 --> 01:54:27,883 overtime budget for that. 2570 01:54:25,447 --> 01:54:29,985 can you speak a little bit to 2571 01:54:27,950 --> 01:54:31,520 how we -- how we are 2572 01:54:30,586 --> 01:54:32,587 monitoring where our 2573 01:54:31,587 --> 01:54:35,023 investments are landing so 2574 01:54:32,654 --> 01:54:36,758 that we can better plan for 2575 01:54:35,090 --> 01:54:39,528 them and tell the story, if it 2576 01:54:36,825 --> 01:54:40,429 is related to ourvertime, 2577 01:54:39,595 --> 01:54:42,931 I'm not saying it necessarily 2578 01:54:40,496 --> 01:54:45,000 is, but I think we -- I keep 2579 01:54:42,998 --> 01:54:46,000 hearing abo all the various 2580 01:54:45,067 --> 01:54:47,970 high levels of training that 2581 01:54:46,168 --> 01:54:49,504 we're really tryingo 2582 01:54:48,037 --> 01:54:51,273 implement, which are really 2583 01:54:49,571 --> 01:54:52,908 important, but I haven't heard 2584 01:54:51,340 --> 01:54:57,579 anything about budget or 2585 01:54:52,975 --> 01:55:01,150 fiscal impact. 2586 01:54:57,646 --> 01:55:03,085 » chair, counc member, I'm 2587 01:55:01,216 --> 01:55:04,152 not the best person to ask the 2588 01:55:03,152 --> 01:55:05,688 budgetary questions. 2589 01:55:04,219 --> 01:55:06,921 what I can say, the particular 2590 01:55:05,754 --> 01:55:08,657 training that I was talking 2591 01:55:06,988 --> 01:55:09,658 about is training for 2592 01:55:08,724 --> 01:55:11,159 inveigators in the office of 2593 01:55:09,925 --> 01:55:14,229 police conduct review, which 2594 01:55:11,226 --> 01:55:15,197 is in civil rigs, and 2595 01:55:14,296 --> 01:55:17,532 internal affairs. 2596 01:55:15,731 --> 01:55:20,268 I don't know how much, you 2597 01:55:17,599 --> 01:55:21,903 know, overtime those folks 2598 01:55:20,335 --> 01:55:23,005 would normally incur as a 2599 01:55:21,970 --> 01:55:25,074 normal course, and I think for 2600 01:55:23,072 --> 01:55:26,942 this kind of training, it's 2601 01:55:25,140 --> 01:55:29,211 really a very finite and small 2602 01:55:27,009 --> 01:55:30,845 group, and the training would 2603 01:55:29,278 --> 01:55:32,714 be incorporated into their, 2604 01:55:30,912 --> 01:55:34,549 you know, regular work 2605 01:55:32,781 --> 01:55:36,885 expectations. 2606 01:55:34,616 --> 01:55:37,319 so this training itself would 2607 01:55:36,952 --> 01:55:38,487 not -- 2608 01:55:37,386 --> 01:55:40,155 » maybe not this one, but 2609 01:55:38,554 --> 01:55:41,890 more o a cumulative impact as 2610 01:55:40,222 --> 01:55:43,425 we look back. 2611 01:55:41,957 --> 01:55:45,861 I just think that piece of the 2612 01:55:43,492 --> 01:55:47,362 story needs to be told in our 2613 01:55:45,928 --> 01:55:47,729 overtime if it is, in fact, 2614 01:55:47,429 --> 01:55:48,997 affecting that. 2615 01:55:47,796 --> 01:55:50,332 and I just have no visibility 2616 01:55:49,064 --> 01:55:51,233 on that. 2617 01:55:50,499 --> 01:55:51,867 heading into the budget 2618 01:55:51,300 --> 01:55:53,401 season. 2619 01:55:51,934 --> 01:56:00,509 and I think it's really 2620 01:55:53,836 --> 01:56:01,476 important that,. 2621 01:56:00,576 --> 01:56:02,878 in case it is. 2622 01:56:01,543 --> 01:56:04,179 and when you have a work plan, 2623 01:56:02,945 --> 01:56:07,582 it doesn't just come for free, 2624 01:56:04,279 --> 01:56:08,583 ght, we've got the alifa 2625 01:56:07,649 --> 01:56:10,118 dollar amount, that's known 2626 01:56:08,650 --> 01:56:11,186 but beyond that I feel like I 2627 01:56:10,185 --> 01:56:12,854 don't have any handle on what 2628 01:56:11,253 --> 01:56:17,592 that is costing us last year, 2629 01:56:12,921 --> 01:56:19,561 this year, the next ten years, 2630 01:56:17,659 --> 01:56:20,062 and I'm just wondering when 2631 01:56:19,661 --> 01:56:22,397 that's coming. 2632 01:56:20,129 --> 01:56:23,498 » chair whiting, council 2633 01:56:22,464 --> 01:56:24,433 member, certainly -- I mean, 2634 01:56:23,565 --> 01:56:26,301 you're absolutely right that 2635 01:56:25,267 --> 01:56:28,370 the ttlement agreement 2636 01:56:26,368 --> 01:56:30,672 requires a huge amount of 2637 01:56:28,437 --> 01:56:32,073 training for officers and, 2638 01:56:30,739 --> 01:56:34,276 frankly, I don't know how else 2639 01:56:32,140 --> 01:56:38,747 we could do this police reform 2640 01:56:34,343 --> 01:56:40,182 if not for the training. 2641 01:56:38,814 --> 01:56:41,817 you know, we can develop and 2642 01:56:40,249 --> 01:56:43,752 we do develop really awesome 2643 01:56:41,884 --> 01:56:45,854 policies but ifhe officers 2644 01:56:43,818 --> 01:56:47,389 don't know what they say and 2645 01:56:45,921 --> 01:56:51,927 practice them, whichs really 2646 01:56:47,455 --> 01:56:52,994 what happens in training, and 2647 01:56:51,994 --> 01:56:55,497 forgive me, because I don't 2648 01:56:53,061 --> 01:56:56,130 know that we've had that many 2649 01:56:55,563 --> 01:56:56,899 conversations about settlement 2650 01:56:56,197 --> 01:57:01,002 agreement consent decree, but 2651 01:56:56,965 --> 01:57:02,938 one of the kind of, for the 2652 01:57:01,203 --> 01:57:03,538 settlement agreement, and the 2653 01:57:03,004 --> 01:57:06,141 consent decree, there's this 2654 01:57:03,605 --> 01:57:07,242 really cool, in my view, 2655 01:57:06,208 --> 01:57:08,210 emphasis on adult training 2656 01:57:07,309 --> 01:57:10,879 techniques. 2657 01:57:08,310 --> 01:57:13,582 at are really, you know, 2658 01:57:10,945 --> 01:57:14,883 everybody who instructs for 2659 01:57:13,649 --> 01:57:18,820 mpd training has to themsels 2660 01:57:14,950 --> 01:57:20,489 go through a train the tripper 2661 01:57:18,887 --> 01:57:22,323 exercise training in order to 2662 01:57:20,556 --> 01:57:28,363 learn how t teach using adult 2663 01:57:22,390 --> 01:57:30,198 learning techniques. 2664 01:57:28,430 --> 01:57:32,734 and these are verycenario 2665 01:57:30,265 --> 01:57:33,602 based, sometimes they're 2666 01:57:32,801 --> 01:57:33,935 literally physically running 2667 01:57:33,668 --> 01:57:34,936 outside. 2668 01:57:34,002 --> 01:57:38,406 that kind of training is the 2669 01:57:35,003 --> 01:57:40,308 kind of training that, really, 2670 01:57:38,473 --> 01:57:41,176 police reform advocates really 2671 01:57:40,375 --> 01:57:43,745 are stressing because this is 2672 01:57:41,243 --> 01:57:45,614 the way that we change 2673 01:57:43,812 --> 01:57:47,149 culture, this is the way we 2674 01:57:45,681 --> 01:57:50,852 make muscle memory so that 2675 01:57:47,216 --> 01:57:54,589 when officers get in 2676 01:57:50,952 --> 01:57:55,490 ecarious situations, it's 2677 01:57:54,656 --> 01:57:55,891 natural to reactn the right 2678 01:57:55,557 --> 01:57:59,661 way. 2679 01:57:55,958 --> 01:58:00,929 so the training, it's a 2680 01:57:59,728 --> 01:58:02,831 huge -- yes, it's a huge 2681 01:58:01,663 --> 01:58:04,132 investment and it's, in my 2682 01:58:02,898 --> 01:58:06,468 view, absolutely needed. 2683 01:58:04,199 --> 01:58:08,503 what the exact budgetary 2684 01:58:06,535 --> 01:58:11,173 impact and how that's being 2685 01:58:08,570 --> 01:58:12,040 tracked I think is really a 2686 01:58:11,240 --> 01:58:14,075 budget office question. 2687 01:58:12,107 --> 01:58:15,443 » well, I've asked about it 2688 01:58:14,142 --> 01:58:16,944 several different places and 2689 01:58:15,510 --> 01:58:17,278 seem to not be able to get an 2690 01:58:17,112 --> 01:58:18,680 answer. 2691 01:58:17,345 --> 01:58:20,348 and I absolutely agree with 2692 01:58:18,747 --> 01:58:22,984 you that training is key to 2693 01:58:20,415 --> 01:58:24,486 seeing chae, right? 2694 01:58:23,051 --> 01:58:25,921 but also with us being the 2695 01:58:24,786 --> 01:58:26,688 stewards of -- a I know I'm 2696 01:58:25,988 --> 01:58:27,989 not speaking to the right 2697 01:58:26,755 --> 01:58:29,557 person here, but for us being 2698 01:58:28,056 --> 01:58:30,959 the stewards of the budget, 2699 01:58:29,624 --> 01:58:34,229 for us not to have that 2700 01:58:31,026 --> 01:58:36,998 information is really -- is 2701 01:58:34,296 --> 01:58:38,300 really amiss in my mind. 2702 01:58:37,065 --> 01:58:39,935 as we tell the story that w 2703 01:58:38,367 --> 01:58:41,269 know or we'll have to hear the 2704 01:58:40,002 --> 01:58:44,773 story in upcoming months about 2705 01:58:41,335 --> 01:58:48,643 what's going on in m. 2706 01:58:44,840 --> 01:58:49,778 and, so, maybe we can speak 2707 01:58:48,710 --> 01:58:50,912 off-line and I can tell you 2708 01:58:49,845 --> 01:58:51,880 the places I've checked and I 2709 01:58:50,979 --> 01:58:53,314 haven't been able to get 2710 01:58:51,947 --> 01:58:54,282 answers so I need some more 2711 01:58:53,381 --> 01:58:56,284 direction. 2712 01:58:54,349 --> 01:58:57,819 » council member shaffer, if 2713 01:58:56,351 --> 01:58:59,988 I may, too, feel exactly the 2714 01:58:58,320 --> 01:59:01,189 so we were in these quarterly 2715 01:59:00,055 --> 01:59:03,091 meetings that I'm going to 2716 01:59:01,256 --> 01:59:04,960 speak to on this next item, in 2717 01:59:03,158 --> 01:59:06,528 conversation with ocs and 2718 01:59:05,027 --> 01:59:08,029 other folks, we are going to 2719 01:59:06,594 --> 01:59:09,531 have that opportunity that 2720 01:59:08,096 --> 01:59:11,099 folks from the budget office 2721 01:59:09,598 --> 01:59:12,300 and those related to 2722 01:59:11,166 --> 01:59:13,602 settlement agreement, consent 2723 01:59:12,367 --> 01:59:14,369 decree items are going to be 2724 01:59:13,669 --> 01:59:14,803 present and there for 2725 01:59:14,436 --> 01:59:16,771 questions. 2726 01:59:14,870 --> 01:59:18,873 so hopefully I think that will 2727 01:59:16,838 --> 01:59:19,474 be an avenue or venue to 2728 01:59:18,940 --> 01:59:21,276 answer those questions. 2729 01:59:19,541 --> 01:59:22,444 » my only final point to 2730 01:59:21,343 --> 01:59:23,011 make, whenever you start on a 2731 01:59:22,511 --> 01:59:27,382 journey, you have to 2732 01:59:23,078 --> 01:59:28,483 understand where you're going. 2733 01:59:27,449 --> 01:59:29,784 and knowing that budget piece 2734 01:59:28,783 --> 01:59:35,056 would be a huge help in 2735 01:59:29,851 --> 01:59:36,458 knowing where we're going. 2736 01:59:35,123 --> 01:59:37,225 » thank you. 2737 01:59:36,525 --> 01:59:38,893 council member chavez. 2738 01:59:37,292 --> 01:59:41,529 » thank you, chair whiting. 2739 01:59:38,960 --> 01:59:43,999 I guess my question for the 2740 01:59:41,596 --> 01:59:45,600 attorney's office, the recent 2741 01:59:44,066 --> 01:59:47,669 report shows that they're not 2742 01:59:45,667 --> 01:59:48,303 meeting their goal I 2743 01:59:47,736 --> 01:59:49,571 settlement agreement, which is 2744 01:59:48,370 --> 01:59:50,538 going to add more expense for 2745 01:59:49,638 --> 01:59:52,073 the city because we're not 2746 01:59:50,605 --> 01:59:53,708 meeting the goals and it's 2747 01:59:52,140 --> 01:59:54,576 making us take longer time in 2748 01:59:53,775 --> 01:59:56,544 the settlement agreement. 2749 01:59:54,643 --> 01:59:58,213 iuess my question is, what 2750 01:59:56,611 --> 01:59:59,547 recourse does the city council 2751 01:59:58,380 --> 02:00:00,515 have to ensure that there is 2752 01:59:59,614 --> 02:00:01,850 compliance with the settlement 2753 02:00:00,582 --> 02:00:03,818 agreement? 2754 02:00:01,917 --> 02:00:05,153 and, two -- yeah, I guess I'll 2755 02:00:03,885 --> 02:00:09,224 start there. 2756 02:00:06,088 --> 02:00:11,626 » chair whiting, council 2757 02:00:09,291 --> 02:00:14,362 member, the council doesn't 2758 02:00:11,693 --> 02:00:14,696 di the administration. 2759 02:00:14,429 --> 02:00:16,331 obviously. 2760 02:00:14,763 --> 02:00:17,532 you know, we he reporting 2761 02:00:16,398 --> 02:00:20,035 tools and I think that that 2762 02:00:17,599 --> 02:00:21,469 is, you know, a really 2763 02:00:20,101 --> 02:00:22,804 important accountability item. 2764 02:00:21,870 --> 02:00:26,107 you know, as I mentioned 2765 02:00:22,871 --> 02:00:29,077 before, the ordinance tt 2766 02:00:26,174 --> 02:00:31,312 council president payne 2767 02:00:29,143 --> 02:00:31,746 introduced and will be coming 2768 02:00:31,379 --> 02:00:33,948 soon. 2769 02:00:31,813 --> 02:00:37,152 so you know, the council's 2770 02:00:34,883 --> 02:00:40,755 tool oftentimes is in 2771 02:00:37,219 --> 02:00:42,624 informion and in making 2772 02:00:40,822 --> 02:00:43,591 information publicly available 2773 02:00:42,691 --> 02:00:44,592 and available in committee 2774 02:00:43,992 --> 02:00:47,128 meetings and committee 2775 02:00:44,659 --> 02:00:49,064 hearings and heari those 2776 02:00:47,195 --> 02:00:51,266 reports and, you know, you're 2777 02:00:49,131 --> 02:00:53,568 having alifa come so you have 2778 02:00:51,333 --> 02:00:55,003 a really good handle on what 2779 02:00:53,635 --> 02:00:56,104 our independent monit, and 2780 02:00:55,070 --> 02:00:59,507 remember, they are -- I mean, 2781 02:00:56,171 --> 02:01:01,343 they don't work for us, we 2782 02:00:59,574 --> 02:01:02,010 work -- which is sort of a 2783 02:01:01,410 --> 02:01:03,945 strange situation that we're 2784 02:01:02,077 --> 02:01:05,814 paying for them but they are 2785 02:01:04,012 --> 02:01:06,781 really our overseers in this 2786 02:01:05,881 --> 02:01:09,751 work and they are the ones 2787 02:01:06,848 --> 02:01:11,720 with the expertise and are 2788 02:01:09,818 --> 02:01:12,153 really gauging our 2789 02:01:11,787 --> 02:01:14,556 accountability. 2790 02:01:12,220 --> 02:01:15,657 so, you know, we are paying 2791 02:01:14,623 --> 02:01:19,928 them. 2792 02:01:15,757 --> 02:01:21,029 's a catch rate of $1.5 2793 02:01:20,028 --> 02:01:22,497 llion, but they are really 2794 02:01:21,096 --> 02:01:23,197 the accountability, as well as 2795 02:01:22,564 --> 02:01:23,865 the minnesota department of 2796 02:01:23,264 --> 02:01:24,999 human rights and ultimately 2797 02:01:23,932 --> 02:01:30,472 the court. 2798 02:01:25,066 --> 02:01:31,806 » thank you. 2799 02:01:30,539 --> 02:01:33,709 » council member warren. 2800 02:01:32,073 --> 02:01:33,975 » I just have a brief 2801 02:01:33,775 --> 02:01:34,976 question. 2802 02:01:34,042 --> 02:01:35,510 I was listening to you in your 2803 02:01:35,043 --> 02:01:38,446 presentation and you were 2804 02:01:35,576 --> 02:01:40,548 talking about howhere were 2805 02:01:38,513 --> 02:01:42,950 alternate means and methods 2806 02:01:40,615 --> 02:01:44,552 for individuals to report 2807 02:01:43,017 --> 02:01:46,722 internal affairs complaints, 2808 02:01:44,619 --> 02:01:48,523 you know, and I was just 2809 02:01:46,788 --> 02:01:50,725 wondering with the current 2810 02:01:48,590 --> 02:01:52,260 situation that happened with 2811 02:01:51,460 --> 02:01:53,895 our previous police chiefs, 2812 02:01:52,327 --> 02:01:55,330 why those alternate means were 2813 02:01:53,962 --> 02:01:56,398 not utilized and is it 2814 02:01:55,397 --> 02:01:58,700 something that people are 2815 02:01:56,465 --> 02:02:01,035 going to be made consciously 2816 02:01:58,767 --> 02:02:03,972 aware of as we're moving 2817 02:02:01,102 --> 02:02:04,939 around administration in 2818 02:02:04,039 --> 02:02:05,707 multiple different departments 2819 02:02:05,006 --> 02:02:07,909 around public safety in the 2820 02:02:06,007 --> 02:02:10,945 city that people will have 2821 02:02:07,976 --> 02:02:15,350 these alternate means to be -- 2822 02:02:11,012 --> 02:02:16,451 to really feel supported, 2823 02:02:15,417 --> 02:02:17,452 rit, in their role so that 2824 assigned to all 2866 02:03:35,797 --> 02:03:41,102 of those things and processes 2867 02:03:38,033 --> 02:03:43,605 in place for intake and review 2868 02:03:42,403 --> 02:03:43,905 of -- in each different 2869 02:03:43,672 --> 02:03:44,172 methodology. 2870 02:03:43,972 --> 02:03:44,572 » really? 2871 02:03:44,239 --> 02:03:45,907 » yes. 2872 02:03:44,639 --> 02:03:48,409 » a those have been in 2873 02:03:45,974 --> 02:03:48,977 place for quite some time? 2874 02:03:48,476 --> 02:03:50,378 » yes. 2875 02:03:49,044 --> 02:03:53,348 » okay. 2876 02:03:50,445 --> 02:03:54,449 I'm just wondering, just based 2877 02:03:53,415 --> 02:03:56,417 on previou experiences that 2878 02:03:54,516 --> 02:03:58,486 we've just had, and I'm not 2879 02:03:56,484 --> 02:04:00,755 naming any names or any 2880 02:03:58,553 --> 02:04:01,756 specific situation, but we 2881 02:04:00,822 --> 02:04:03,191 know the elephant in the room, 2882 02:04:01,823 --> 02:04:05,159 so I just want to make sure 2883 02:04:03,258 --> 02:04:07,362 that those things are like 2884 02:04:05,226 --> 02:04:08,763 clear so that people 2885 02:04:07,429 --> 02:04:11,900 understand because I know that 2886 02:04:08,830 --> 02:04:13,635 there were some issues with 2887 02:04:11,967 --> 02:04:15,069 internal affairs officers 2888 02:04:13,702 --> 02:04:17,238 being removed and different 2889 02:04:15,136 --> 02:04:19,440 things like that and stuff not 2890 02:04:17,438 --> 02:04:20,642 getting done and people not 2891 02:04:19,507 --> 02:04:22,410 getting the resolve or the 2892 02:04:20,709 --> 02:04:23,745 resolution that they needed 2893 02:04:22,477 --> 02:04:24,145 around a number of different 2894 02:04:23,979 --> 02:04:26,181 issues. 2895 02:04:24,212 --> 02:04:29,284 I just really want us to be 2896 02:04:26,247 --> 02:04:31,152 able to work bette and have a 2897 02:04:29,351 --> 02:04:34,522 better climate and culture 2898 02:04:31,219 --> 02:04:36,291 around our public safety 2899 02:04:34,589 --> 02:04:37,492 because what our interoffice 2900 02:04:36,357 --> 02:04:40,128 customer service and 2901 02:04:38,059 --> 02:04:41,996 communication looks like 2902 02:04:40,195 --> 02:04:44,265 reflects on how we respond to 2903 02:04:42,497 --> 02:04:45,733 the constituents in the city 2904 02:04:44,332 --> 02:04:48,236 abroad, right? 2905 02:04:45,800 --> 02:04:50,438 and, so, if that's clean and 2906 02:04:48,303 --> 02:04:52,073 our house islean, then we 2907 02:04:50,505 --> 02:04:53,708 can have conversations with 2908 02:04:52,140 --> 02:04:54,709 other people about whatheir 2909 02:04:53,775 --> 02:04:56,411 house and behaviors should 2910 02:04:54,776 --> 02:04:58,079 look like. 2911 02:04:56,478 --> 02:04:59,948 so I just really want -- 2912 02:04:58,146 --> 02:05:02,350 that's huge to me, like, 2913 02:05:00,015 --> 02:05:06,054 really really big. 2914 02:05:02,417 --> 02:05:07,022 and ensuring that we're doing 2915 02:05:06,555 --> 02:05:08,456 deep-rooted investigations 2916 02:05:07,088 --> 02:05:10,558 about who we let into our 2917 02:05:08,523 --> 02:05:12,126 house, right? 2918 02:05:10,625 --> 02:05:13,595 because of the culture and the 2919 02:05:12,193 --> 02:05:15,363 climate that we want to hold 2920 02:05:13,662 --> 02:05:16,931 around our public safety and 2921 02:05:15,430 --> 02:05:18,967 what that accountability looks 2922 02:05:16,998 --> 02:05:20,668 like. 2923 02:05:19,033 --> 02:05:21,168 so if there's smear 2924 02:05:20,735 --> 02:05:23,037 campaigns -- and I know 2925 02:05:21,235 --> 02:05:24,238 there's going to be haters in 2926 02:05:23,104 --> 02:05:26,073 the world because there just 2927 02:05:24,305 --> 02:05:28,576 is, okay -- but if there are 2928 02:05:26,140 --> 02:05:29,911 things that are being said 2929 02:05:28,643 --> 02:05:35,083 about conduct and what have 2930 02:05:29,978 --> 02:05:35,884 you that there are deep-dive, 2931 02:05:35,150 --> 02:05:36,951 very serious investigations 2932 02:05:35,951 --> 02:05:38,486 beg done because we don't 2933 02:05:37,018 --> 02:05:39,787 want other people's garbage. 2934 02:05:38,653 --> 02:05:42,924 we just don't. 2935 02:05:39,854 --> 02:05:44,292 so, I just want to make sure 2936 02:05:42,990 --> 02:05:45,360 that there are methods, means, 2937 02:05:44,359 --> 02:05:46,794 we're putng those things in 2938 02:05:45,427 --> 02:05:47,996 place and you're saying that 2939 02:05:46,861 --> 02:05:51,299 that's a thing. 2940 02:05:48,063 --> 02:05:52,166 so I'm gone kdwb nah rest and 2941 02:05:51,366 --> 02:05:53,701 assured that you're saying 2942 02:05:52,233 --> 02:05:55,770 that's a thing, city attorney. 2943 02:05:53,768 --> 02:05:58,873 the end. 2944 02:05:55,837 --> 02:06:00,008 » thank you, council member. 2945 02:05:58,940 --> 02:06:00,942 last question here, honestly, 2946 02:06:00,074 --> 02:06:02,143 a little bit of maybe a 2947 02:06:01,009 --> 02:06:03,444 refresher for me, and I think 2948 02:06:02,210 --> 02:06:05,580 it's helpf for the body and 2949 02:06:03,612 --> 02:06:07,048 those that are watching, if 2950 02:06:05,646 --> 02:06:08,816 you could kind of just maybe 2951 02:06:07,115 --> 02:06:11,452 talk broadly about the areas 2952 02:06:08,984 --> 02:06:12,754 of work, bodies of work that 2953 02:06:11,519 --> 02:06:13,621 are kind of outside of the 2954 02:06:12,821 --> 02:06:15,690 settlement agreement. 2955 02:06:13,688 --> 02:06:18,225 so things that d stand alone 2956 02:06:15,757 --> 02:06:19,293 that are larger, in those 2957 02:06:18,627 --> 02:06:19,627 laer buckets in the consent 2958 02:06:19,360 --> 02:06:22,597 decree. 2959 02:06:19,694 --> 02:06:25,900 » chair whiting, council 2960 02:06:22,664 --> 02:06:29,637 members, so, the jurisdiction 2961 02:06:25,966 --> 02:06:30,638 of the department of justice 2962 02:06:29,704 --> 02:06:31,272 was significantly -- I mean, 2963 02:06:30,705 --> 02:06:33,240 it's federal, right? 2964 02:06:31,339 --> 02:06:35,677 they he broader jurisdiction 2965 02:06:33,307 --> 02:06:36,811 than the state did and their 2966 02:06:35,777 --> 02:06:41,749 vestigation was a little bit 2967 02:06:36,878 --> 02:06:45,153 more wide ranging than mdhr's. 2968 02:06:41,816 --> 02:06:46,487 so, the specific sections tha 2969 02:06:45,220 --> 02:06:48,656 are in the consent decree tha 2970 02:06:47,522 --> 02:06:49,757 are notn the settlement 2971 02:06:48,723 --> 02:06:50,758 agreemen and I'm not going 2972 02:06:49,824 --> 02:06:52,093 to get all of them because 2973 02:06:50,825 --> 02:06:54,696 you're asking me off the top 2974 02:06:52,160 --> 02:06:56,097 of my head, so let's 2975 02:06:54,763 --> 02:06:57,865 remember -- see how well I 2976 02:06:56,164 --> 02:07:02,770 remember what I negotiad. 2977 02:06:58,033 --> 02:07:03,738 there's a section on 2978 02:07:02,837 --> 02:07:06,541 addressing individuals with 2979 02:07:03,805 --> 02:07:07,942 mental health challges that 2980 02:07:06,608 --> 02:07:09,143 is -- you know, there's 2981 02:07:08,009 --> 02:07:10,745 literally one paragraph in the 2982 02:07:09,210 --> 02:07:14,849 settlement agreent about 2983 02:07:10,812 --> 02:07:15,383 having a behavioral response. 2984 02:07:14,916 --> 02:07:18,286 that's it. 2985 02:07:15,450 --> 02:07:19,754 there's a whole really robust 2986 02:07:18,353 --> 02:07:20,655 seion in the consent decree 2987 02:07:19,821 --> 02:07:22,523 reforms on that. 2988 02:07:20,722 --> 02:07:24,859 there's a robust section in 2989 02:07:22,590 --> 02:07:27,762 the consent decree reforms on 2990 02:07:24,925 --> 02:07:30,631 first amendment activity. 2991 02:07:27,829 --> 02:07:32,233 you know, how policing happens 2992 02:07:30,698 --> 02:07:33,568 with protests and those sorts 2993 02:07:32,300 --> 02:07:34,769 of things. 2994 02:07:33,635 --> 02:07:36,738 so that's unique. 2995 02:07:35,070 --> 02:07:37,906 there is a section on 2996 02:07:36,805 --> 02:07:41,543 secondary employment, what we 2997 02:07:37,972 --> 02:07:43,644 think of as off-duty, some of 2998 02:07:41,609 --> 02:07:44,946 which is kind of in pieces in 2999 02:07:43,711 --> 02:07:47,682 the settlemen agreement but 3000 02:07:45,013 --> 02:07:50,852 is its own standalone in the 3001 02:07:47,749 --> 02:07:52,620 consent decree. 3002 02:07:50,919 --> 02:07:53,154 those are the things that come 3003 02:07:52,687 --> 02:07:55,456 to mind. 3004 02:07:53,221 --> 02:07:57,225 there may be a couple of other 3005 02:07:55,523 --> 02:07:57,892 ones, but those are really the 3006 02:07:57,292 --> 02:07:58,960 significant ones. 3007 02:07:57,959 --> 02:08:02,163 » perfect. 3008 02:07:59,027 --> 02:08:02,697 thank you. 3009 02:08:02,230 --> 02:08:05,466 youth engagement. 3010 02:08:03,398 --> 02:08:05,667 » oh, yes, interactions wh 3011 02:08:05,533 --> 02:08:06,334 youth. 3012 02:08:05,733 --> 02:08:06,768 thank you. 3013 02:08:06,401 --> 02:08:07,401 that's another one. 3014 02:08:06,834 --> 02:08:09,504 » yeah, perfect. 3015 02:08:07,468 --> 02:08:10,839 » and, again, there are a 3016 02:08:09,571 --> 02:08:11,539 cole of pieces of that in 3017 02:08:10,905 --> 02:08:15,143 the settlement agreement, but 3018 02:08:11,605 --> 02:08:15,877 in terms of the standalone. 3019 02:08:15,210 --> 02:08:17,612 see, council president knows 3020 02:08:16,211 --> 02:08:18,045 what I negotiated better than 3021 02:08:17,679 --> 02:08:19,447 what I did. 3022 02:08:18,313 --> 02:08:20,448 sorry for the cold call, 3023 02:08:19,514 --> 02:08:21,682 bringing you back to law 3024 02:08:21,516 --> 02:08:23,618 school. 3025 02:08:21,749 --> 02:08:26,120 with that, colleagues, seeing 3026 02:08:23,685 --> 02:08:28,555 no further discussion here, I 3027 02:08:39,701 --> 02:08:43,838 number 7, our last itemas 3035 02:08:41,769 --> 02:08:45,439 continued from the previs 3036 02:08:43,904 --> 02:08:47,275 meeting on july 14th. 3037 02:08:45,506 --> 02:08:49,010 at that meeting we received a 3038 02:08:47,809 --> 02:08:50,511 presentationrom elefa and 3039 02:08:49,077 --> 02:08:52,947 this report covered the end of 3040 02:08:50,578 --> present our own reform 3089 02:10:20,635 --> 02:10:23,204 stat-like meetings directly to 3090 02:10:21,836 --> 02:10:25,039 th body, making themselves 3091 02:10:23,271 --> 02:10:26,240 available to presentaons will occur 3102 02:10:41,622 --> 02:10:46,494 sometime here in august, 3103 02:10:44,025 --> 02:10:48,462 depending on individual's 3104 02:10:46,561 --> 02:10:49,230 schedules, both council 8 3105 02:10:48,529 --> 02:10:50,998 colleagues' schedules and 3106 02:10:49,297 --> 02:10:53,601 schedules of key stakeholders. 3107 02:10:51,065 --> 02:10:54,635 so looking forward to a time 3108 02:10:53,668 --> 02:10:56,671 here in august. 3109 02:10:54,802 --> 02:10:58,306 did I say september? 3110 02:10:56,738 --> 02:11:04,312 august. 3111 02:11:01,142 --> 02:11:06,080 followed by presentations 3112 02:11:04,379 --> 02:11:07,581 quarterl november, february, 3113 02:11:06,147 --> 02:11:08,816 and may of this year and then 3114 02:11:07,648 --> 02:11:09,884 next year as well. 3115 02:11:09,083 --> 02:11:10,451 and so I'm very excited to 3116 02:11:09,951 --> 02:11:11,752 move forward onhis. 3117 02:11:10,518 --> 02:11:14,388 and want to thank many of my 3118 02:11:11,819 --> 02:11:16,690 colleagues here for the 3119 02:11:14,455 --> 02:11:19,860 collaboration and city half 3120 02:11:16,757 --> 02:11:22,863 for oanizing this -- city 3121 02:11:19,927 --> 02:11:24,431 heavy for organizing this. 3122 02:11:23,131 --> 02:11:25,032 it looks like council member 3123 02:11:24,498 --> 02:11:27,001 shaffer has a question. 3124 02:11:25,099 --> 02:11:28,636 » this is top of my mind 3125 02:11:27,068 --> 02:11:30,471 because I toured yesterday and 3126 02:11:28,703 --> 02:11:31,272 I know I mentioned that to 3127 02:11:30,537 --> 02:11:34,008 you, council member, as well. 3128 02:11:31,339 --> 02:11:35,843 it was very clear when elefa 3129 02:11:34,075 --> 02:11:36,711 spoke to us that we were 3130 02:11:35,910 --> 02:11:37,712 responsible in providing a new 3131 02:11:36,778 --> 02:11:38,913 training facility or an 3132 02:11:37,779 --> 02:11:40,014 appropriate training facility. 3133 02:11:38,980 --> 02:11:41,015 we heard them clearly that 3134 02:11:40,081 --> 02:11:42,650 day in the presentation. 3135 02:11:41,082 --> 02:11:44,085 and I had to leave early so I 3136 02:11:42,717 --> 02:11:45,186 did not hav a chance to ask 3137 02:11:44,152 --> 02:11:47,254 any further questions. 3138 02:11:45,253 --> 02:11:49,123 but I guess I would like to 3139 02:11:47,321 --> 02:11:50,858 know how we as a council are 3140 02:11:49,190 --> 02:11:52,393 going to have an opportunity 3141 02:11:50,925 --> 02:11:54,595 to dialogue about that fact 3142 02:11:52,460 --> 02:11:56,564 because I agree with council 3143 02:11:54,662 --> 02:11:59,767 member chavez that we are on a 3144 02:11:56,631 --> 02:12:01,268 clock with elefa, that we have 3145 02:11:59,834 --> 02:12:02,570 these imptant deadlines that 3146 02:12:01,335 --> 02:12:03,804 we need to meet, and if that 3147 02:12:02,637 --> 02:12:05,306 is one that they are clearly 3148 02:12:03,871 --> 02:12:07,308 telling us, I guess I want to 3149 02:12:05,372 --> 02:12:09,810 have a frank discussion, an 3150 02:12:07,375 --> 02:12:11,345 open discussion, because I 3151 02:12:09,877 --> 02:12:12,013 really want to move this work 3152 02:12:11,412 --> 02:12:13,447 forte. 3153 02:12:12,080 --> 02:12:13,981 like, how are we going to do 3154 02:12:13,514 --> 02:12:15,950 that? 3155 02:12:14,048 --> 02:12:17,585 if we voted down the land, you 3156 02:12:16,017 --> 02:12:19,187 know, if we didn't like tt 3157 02:12:17,652 --> 02:12:20,788 idea, then what ideas do we 3158 02:12:19,253 --> 02:12:21,222 have that we can bring to the 3159 02:12:20,855 --> 02:12:22,656 table? 3160 02:12:21,289 --> 02:12:24,291 an I guess I'm asking when we 3161 02:12:22,723 --> 02:12:25,059 can have an opportunity to 3162 02:12:24,358 --> 02:12:25,493 dialogue about that? 3163 02:12:25,126 --> 02:12:26,460 » yeah. 3164 02:12:25,560 --> 02:12:28,229 inhinking about t I know 3165 02:12:26,527 --> 02:12:31,399 we've kind of discussed this, 3166 02:12:29,931 --> 02:12:32,066 trying to figure out the best 3167 02:12:31,466 --> 02:12:33,801 venue to have these 3168 02:12:32,133 --> 02:12:35,636 conversations as it relates 3169 02:12:34,235 --> 02:12:36,470 to settlement agreement 3170 02:12:35,702 --> 02:12:38,539 reforms and the compliance 3171 02:12:36,537 --> 02:12:40,074 measures for that, I think 3172 02:12:38,606 --> 02:12:43,978 particularly maybe to this 3173 02:12:43,277 --> 02:12:45,613 briefings or policy briefings 3174 02:12:44,045 --> 02:12:46,714 that we do in smaller group 3175 02:12:45,680 --> 02:12:48,449 settings so we can have those 3176 02:12:46,781 --> 02:12:49,450 larger discussions, but also I 3177 02:12:48,516 --> 02:12:52,186 think it is something that can 3178 02:12:51,752 --> 02:12:55,156 meetings as well.quarterly 3179 02:12:52,253 --> 02:12:56,023 so the hope is that all of our 3180 02:12:55,223 --> 02:12:57,224 questions -- a my kind of 3181 02:12:56,090 --> 02:12:59,427 hope for these meetings is 3182 02:12:57,291 --> 02:13:00,628 that all 13 of us can have a 3183 02:12:59,494 --> 02:13:02,129 level of expertise on 3184 02:13:00,695 --> 02:13:03,464 everything that is goi 3185 02:13:02,196 --> 02:13:05,766 through the reform process 3186 02:13:04,265 --> 02:13:08,169 broadly. 3187 02:13:05,833 --> 02:13:09,503 so I think anything gero 3188 02:13:08,236 --> 02:13:10,570 coent decree settlement 3189 02:13:09,570 --> 02:13:13,774 agreement reform progress I 3190 02:13:10,637 --> 02:13:14,374 think is open and valuableor 3191 02:13:13,941 --> 02:13:14,574 conversations concerning 3192 02:13:14,441 --> 02:13:15,008 those. 3193 02:13:14,641 --> 02:13:16,577 » okay, thank you. 3194 02:13:15,075 --> 02:13:17,344 » of course. 3195 02:13:16,644 --> 02:13:18,779 council mb chavez. 3196 02:13:17,411 --> 02:13:19,880 » thank you, chair whiting. 3197 02:13:18,846 --> 02:13:21,649 it would be good to get a 3198 02:13:19,947 --> 02:13:23,584 better explanation from elefa 3199 02:13:21,716 --> 02:13:24,585 because that's not exactly how 3200 02:13:23,651 --> 02:13:25,920 I interpreted what was said. 3201 02:13:24,986 --> 02:13:26,887 I hope moving forwa in these 3202 02:13:26,054 --> 02:13:30,291 conversations there's a report 3203 02:13:26,954 --> 02:13:32,059 back on the internalffairs 3204 02:13:30,358 --> 02:13:33,494 backlog in the consent 3205 02:13:32,126 --> 02:13:34,128 decree -- no, in the 3206 02:13:33,561 --> 02:13:35,996 settlement agreent, that is 3207 02:13:34,195 --> 02:13:37,064 a big issue. 3208 02:13:36,063 --> 02:13:38,299 there's an issue with the 3209 02:13:37,131 --> 02:13:39,266 early intervention system I 3210 02:13:38,366 --> 02:13:39,800 the settlement agreement 3211 02:13:39,567 --> 02:13:42,437 requirement. 3212 02:13:39,867 --> 02:13:43,003 there's an issue with uneven 3213 02:13:42,503 --> 02:13:43,737 progress on policy and 3214 02:13:43,070 --> 02:13:45,006 training development that's 3215 02:13:43,804 --> 02:13:47,475 been flagged across multiple 3216 02:13:45,072 --> 02:13:50,044 reports now. 3217 02:13:47,542 --> 02:13:52,380 mdhr said the city remains far 3218 02:13:50,110 --> 02:13:53,914 from transformational change. 3219 02:13:52,446 --> 02:13:56,083 so there's a lot more than 3220 02:13:53,981 --> 02:13:58,019 just this safety center. 3221 02:13:56,150 --> 02:14:00,287 so wanted to add more context. 3222 02:13:58,085 --> 02:14:00,721 » yup, thank you, council 3223 02:14:00,354 --> 02:14:01,822 member. 3224 02:14:00,788 --> 02:14:04,191 seeing no further discussions 3225 02:14:01,889 --> 02:14:06,026 here, I will ask the clerk to 3226 02:14:04,258 --> 02:14:06,660 again file that presentation. 3227 02:14:06,494 --> 02:14:10,598 perfect. 3228 02:14:06,727 --> 02:14:12,666 and with that, I will pass it 3229 02:14:10,665 --> 02:14:14,535 over to chair. 3230 02:14:12,733 --> 02:14:15,535 » thank you, council member 3231 02:14:15,369 --> 02:14:18,706 whiting. 3232 02:14:15,602 -->
