[4:59] five is authorization to create [5:01] another assistant city clerk an [5:02] appointed position within the [5:04] office of city clerk, which [5:06] would restore having three [5:08] assistant city clerks, as we've [5:08] had in the past. [5:11] so I put a chart here on the [5:14] screen. [5:14] it's also in your briefing [5:15] materials, to show those three [5:17] divisions that actually carry [5:19] out work assigned by law and [5:21] charter to the city clerk are [5:22] each headed under the leadership [5:24] of an assistant city clerk, [5:25] under the charter the [5:27] appointment of an assistant city [5:28] clerk is made by the city clerk [5:30] and is subject to the council's [5:34] confirmation. [5:34] so being here today is two [5:36] steps. [5:38] one, authorizing the creation of [5:39] the third assistant city clerk [5:40] job. [5:40] to do that we are proposing to [5:43] eliminate two existing positions [5:44] within the legislative support [5:46] division, which is shown on the [5:47] right side of this chart. [5:49] you can see we're striking out [5:50] the legislative editor and the [5:51] manager of legislative support [5:55] to recreate the assistant city [5:56] clerk director of legislative [5:57] support position previously held [6:01] by outgoing longtime assistant [6:01] city clerk, jackie hansen, who [6:03] is in phased retirement now. [6:04] her last day is the end of this [6:06] year. [6:06] so that's the first action, [6:09] number five. [6:09] and then the second action, [6:11] number six, relates to the [6:13] appointment of that position. [6:54] » Yeah, I would like to hear [6:55] your motivations for this [6:56] change, and kindf your thought [6:58] process behind that, and what [6:58] you see as a vision for your [7:02] office around this reorg. [7:03] » Certainly. [7:04] through the chair, council [7:06] member shaffer, years ago when I [7:07] first start as the city clerk [7:11] in 2010, worked for several [7:12] years to increase the number of [7:13] assistant city clerks who report [7:15] directly to me, subject to [7:17] council's confirmation. [7:18] each of those functions you see [7:20] on the chart, elections and [7:21] voter services, records and [7:22] information management, and [7:24] legislative support are [7:26] functions directly assigned totr [7:29] state la or under city charter. [7:31] and so I consider those [7:34] extensions of my core [7:35] responsibilities. [7:35] having an assistant city clerk [7:36] who's qualified to lead each of [7:38] those divisions, has expertise [7:39] in that subject matter, and canf [7:42] those similarly subject matter [7:45] experts is important, I think, [7:47] especially for a city the size [7:47] of minneapolis, where we are [7:49] fortunate enough to be able to [7:51] have a clerk's office with very [7:53] structured divisions. [7:54] in most cities, you'll find a [7:57] clerk's office has maybe a city [7:59] clerk, one or two assistant city [8:03] clerks, and then some staff. [8:03] and so the smaller team is [8:05] expected to provide that [8:05] expertise across all of these [8:06] different divisions. [8:08] here what we've done is allowed [8:10] the development of [8:11] specialization und a leader, [8:14] who then becomes the subject [8:15] matter expert in either [8:18] elections or records management [8:19] data practices, legislative [8:20] support and council process. [8:21] and that continuity has been [8:23] important to me. [8:24] I also think in terms of keeping [8:26] the confirmation of council, so [8:28] there's a direct line from [8:29] council through me to those [8:30] assistant clerks is important, [8:32] to provide continuity in the [8:34] office. [8:34] that used to be written into the [8:37] charter, the plain language [8:39] charter of 2013 removed that [8:40] requirement. [8:41] I continued to bring my [8:42] appointments of assistant city [8:43] clerks forward, though, because [8:44] I personally believe it's [8:45] important that you all have a [8:47] touch upon those leaders in my [8:50] office, because the clerk's [8:51] office, as you know, is the [8:53] arm... The administrative arm of [8:54] city council. [8:54] so having a connection between [8:56] council members and those [8:57] sistant city clerks is [8:59] important. [8:59] in addition to those, you'll see [9:00] on the chart, however, we do [9:02] have two other divisions that [9:03] report to our chief assistant [9:05] city clerk, kelly geisler, who [9:07] supervises two directors, who [9:09] are also appointed. [9:11] they're not assistant city [9:12] clerks, because the function of [9:13] department operations and [9:15] legislative research and [9:17] oversight are not clerk [9:18] functions. [9:18] those are functions created to [9:21] assist the city council in the [9:23] performance of its work, and so [9:24] those are separate. [9:25] they are all under appointed [9:29] positions that are director [9:29] level, but the three assistant [9:31] city clerks perform official [9:33] duties of the city clerk. [9:34] I hope I answered that question. [9:36] » No, that's really helpful. [9:38] and, you know, I like the vision [9:40] of, you know, having an [9:41] expertise in focus. [9:42] and I think also one thing that [9:43] you didn't really mention but I [9:45] think is adjacent is really the [9:46] idea of accountability as well. [9:47] you know, that not only can they [9:50] lead that area, but we also have [9:51] a direct line of accountability [9:53] when we have issues we need to [9:55] deal with. [9:56] so, thank you. [10:37] I just have a few brief [10:40] comments. [10:41] ken dahler has been a steady and [10:42] positive presence in the clerk's [10:43] office for many years. [10:44] he transferred to the office [10:46] after brief stint as a policy [10:47] aide in the ward 13 office. [10:49] and like many of us who find [10:51] ourselves in clerk world, it was [10:52] not a position that he sought. [10:54] in fac I doubt he knew much [10:56] about it. [10:56] he was looking to transition to [10:58] something new and different and [11:00] important. [11:00] but, like many of us, he found [11:02] his calling in this unique [11:04] position. [11:05] that is being a city clerk. [11:06] he brings the right temperament [11:07] and the demeanor to the job. [11:08] he is meticulous. [11:09] he takes the work seriously, but [11:11] not himself. [11:12] he cares about the ultimate [11:14] product, which is a legislative [11:15] record that is accurate, legally [11:18] defensible, complete and [11:19] accessible. [11:20] he's a mentor to our new clerks, [11:23] witnessed by their presence next [11:24] to him in the in the chair. [11:26] he develops their talent. [11:28] he invests in them, a similar [11:30] love for this very quirky but [11:31] indispensable position. [11:32] and he parers with others [11:34] across t entire enterprise and [11:36] at all levels to provide timely [11:38] and accurate advice and [11:39] assistance. [11:39] personally, I've come to depend [11:41] heavily upon him in more ways [11:43] than I can describe. [11:44] I'm very happy to recommend him [11:45] for appointment to this [11:46] position, and I ask for your [11:48] confirmation of that [11:50] appointment. [11:50] and I'm certainly that mr. [11:55] dahler would appreciate the [11:56] opportunity to make some [11:56] comments but also encourage all [11:57] of you to grill him with many [11:58] questions. [12:10] it's very funny that clerk carl [12:13] and I did not share our comments [12:13] with each other before today. [12:14] and it is shocking how similar [12:17] what I have prepared today is to [12:20] exactly what he said. [12:23] but as has been said, my name is [12:27] ken dahler. [12:28] I am honored to stand in front [12:29] of you today both as a public [12:30] servant and a city resident. [12:31] I am a proud resident of the [12:32] city of minneapolis. [12:33] I've been here since 2014, [12:35] currently a ward ten resident, [12:36] but also having lived in both [12:39] wards 8 and 13. [12:42] as clerk carl said, I started in [12:43] the city clerk's office in 2016, [12:44] starting as a legislative clerk [12:47] on a detail assignment. [12:47] moving into my current role as [12:49] the legislative support services [12:52] manager in 2016... Sorry, 2019, [12:55] late 2019. [12:56] and when I was considering the [12:58] promotion, I, you know, thought [13:00] a lot about whether I really [13:01] wanted kind of a manager and [13:05] leadership role, and I remember [13:07] thinking, you know, the clerk's [13:09] office is such kind of a quiet, [13:12] calm, stable division here in [13:14] the city. [13:15] and of course, within months, I [13:16] was attempting to hire and train [13:17] new staff in the middle of a [13:19] covid pandemic, the murder of [13:22] george floyd, and early [13:23] retirement incentives that [13:24] changed kind of the makeup of [13:27] our office much quicker than [13:29] anyone h anticipated. [13:30] since then I've supported... [13:31] this is my fifth iteration of [13:34] the city council, all while [13:35] expanding our team scope to add [13:37] several other bodies that we had [13:39] not originally staffed when I [13:40] started this work, and [13:41] continuing to learn more about [13:43] this work every single day. [13:45] and because I'm more comfortable [13:48] talking about the work than I am [13:50] talking about myself, let me [13:50] talk about the work. [13:52] like many clerks, I did not come [13:54] to this work intentionally. [13:55] I never said to my mother, "I [13:58] want to be a clerk when I grow [14:00] up." [14:00] unless you are already a clerk [14:02] or work closely with one, you do [14:04] not think about the work we do. [14:05] you have no idea what the work [14:07] is that we do at all. [14:09] and by its nature, it's [14:12] invisible. [14:12] when I'm hiring new clerks, I [14:13] often make a point of saying [14:14] that when the clerk has done [14:16] their job well, you often have [14:17] no idea that the clerk has done [14:18] anything at all. [14:23] so, honestly, the fact that I'm [14:26] standing here right now makes me [14:28] feel like something has gone [14:29] horribly wrong, because the [14:31] clerk should not be standing [14:32] here, but here I am. [14:35] even when this job gets [14:37] difficult, and I know you'll all [14:38] believe me when I say it's had [14:39] its moments... I fall back on [14:43] the immense value of the work [14:45] clerks do. [14:46] every single day, the public, [14:47] the media, elected officials, [14:51] city residents rely on the [14:52] integrity of our records. [14:53] we've all seen how a rushed -amd [14:57] can derail the legislative [14:58] process unexpectedly. [15:01] my team's debates over document [15:03] titles, formatting, whether an [15:05] edit is substantive or clerical [15:08] all of these things are make our [15:10] work accessible today and for [15:11] years into the future. [15:11] our names might not be on the [15:13] final documents, but our mark is [15:15] on the work and I'm very proud [15:16] of what me and my team do. [15:18] and it's a privilege to [15:20] continue... To get to continue [15:21] to do it. [15:22] I'd be remiss if I didn't take a [15:24] moment, though, to thank council [15:27] member palmisano for hiring me [15:29] in 2014 to work in her ward [15:30] office, which became my entrypo. [15:34] of course, thank you to all the [15:35] clerks who have mentored me as [15:37] I've learned this work, [15:38] including city clerk casey carl, [15:40] retiring assistant city clerk [15:40] jackie hansen, several clerks [15:41] who've already retired and [15:43] taught me a lot, and our crent [15:46] chief assistant, kelly geissler, [15:49] who was one of the first calls I [15:50] made when I thought about [15:52] transitioning to the clerk's [15:53] office, she had taken the leap [15:56] just to maybe about a year or so [15:58] before I did. [15:59] and finally, a huge thank you to [16:01] the current team of legislative [16:02] clerks. [16:03] as casey kind of alluded to, we [16:05] all take the work very [16:07] seriously, bute don't always [16:07] take ourselves very seriously. [16:11] and as I wrestled with my [16:13] comments today, one of the [16:15] things I always struggle with is [16:16] how to end. [16:17] so I'm going to take the lead of [16:21] council member warren and simply [16:25] say "the end." [16:32] » Thank you, mr. Dahler. [16:56] it just didn't seem that long [17:01] ago, and I always appreciated [17:03] coming to that office, because I [17:04] knew you would tell us the [17:05] truth, even when you were tired [17:08] of seeing us. [17:10] when there had been maybe five [17:11] advocates before me, you would [17:14] remind me at my meeting, there's [17:15] already been four of you here. [17:17] we got it. [17:19] we support you. [17:19] stop them from coming. [17:20] and then that transferred into [17:22] when we would come to public [17:24] hearings and there'd be 75 of us [17:26] signed up, you let us know that [17:27] there were 75 of us, and maybe [17:29] only five of us needed to speak. [17:33] thank you so much, ken, for your [17:34] years of commitment. [17:35] you really are such a smart [17:37] person. [17:39] I mean, just like incredibly [17:43] knowledgeable of so many things. [17:44] I know that my office relies on [17:46] you heavily for what's right. [17:48] we have a lot... There's three [17:50] of us, and we have a lot of [17:52] discussion, and a lot of times [17:55] someone says, "go ask ken," and [17:57] then we know we're going to get [17:59] the right answer. [17:59] and so I appreciate that. [18:01] I value the relationship I have [18:03] with you. [18:04] I know services, too, [18:06] the way that intersects with [18:08] your ability to clerk and to [18:09] lead the other clerks, I admire [18:12] that. [18:13] because you... Everyone don't [18:14] have that experience with having [18:19] constituent calls and having to [18:21] figure out things, and how that [18:23] translates on paper. [18:23] and, you know, like the way you [18:25] respond to people and answer is [18:28] such a key part of this job, but [18:30] it's behind the scenes, and it's [18:32] every day, and it's constant. [18:33] and so you need people who are [18:36] leading that have that [18:38] experience, and you display that [18:39] every single day. [18:41] on a more personal note, you [18:45] love '90s r&b music, that's our [18:48] jam. [18:49] we sing together. [18:49] and you know all the songs from [18:52] the '90s, and you know all the [18:55] r&b songs, all the artists, all [18:57] the videos, everything. [18:58] and so we certainly bond over [19:01] that. [19:01] and I'm just really proud of the [19:04] progress you keep making. [19:04] you are a true testament of when [19:09] passion meets knowledge. [19:10] you know it. [19:11] you're passionate about it. [19:12] you weren't sure about it, but [19:15] you took it. [19:15] you took that chance, and you [19:17] just keep progressing. [19:18] one of the things that I know [19:19] about the work that all of us do [19:21] as servants is that people are [19:22] watching. [19:23] and so there are so many people [19:25] in that office who are watching [19:27] you. [19:27] young people. [19:28] you have a lot of new young [19:29] people in there, and they're [19:31] watching you. [19:32] and you're such a good leader. [19:33] you're such a model, that I'm so [19:37] proud that we have you here, and [19:38] you keep progressing, and we [19:39] have people who are looking at [19:41] that, and they can see their [19:42] future, because there is no city [19:44] hall without the clerks. [19:45] and so we always want that [19:48] profession to be spotlighted in [19:50] a way where people are [19:51] passionate about it and want to [19:52] keep doing it. [19:52] and you are the face of that and [19:55] I so appreciate that. [19:56] I'm so proud of you for [20:00] accepting this. [20:00] I'm so proud of you for knowing [20:02] that we need you here, and we [20:03] need you to be trained in the [20:08] leaders you've been here during [20:10] some amazingly hard times and a [20:12] lot of people left. [20:13] a lot of people were like, I've [20:14] had enough of this. [20:15] and you stood with the city of [20:17] minneapolis, and you see the [20:18] vision, and you care about [20:20] minneapolis. [23:11] and just want to note, a few [23:15] months ago I was able to kind of [23:16] take a tour with some of my [23:20] family members with clerk carl [23:23] and clerk geissler, and was able [23:25] to see the kind of the archival [23:26] rooms of the of city of [23:32] minneapolis. [23:32] many of which have been here [23:33] from as early as last week all [23:34] the way to the 1800s. [23:35] right? [23:36] and when you go up the bell [23:38] tower, you kind of get to look [23:39] upon the city of minneapolis, [23:40] and I think it is an example and [23:45] of an analogy of kind of where [23:45] the clerk's office sits here. [23:47] when you look out across the [23:48] city of minneapolis, at the [23:49] bottom of that, the foundation [23:51] of that is the clerk's office. [23:53] it is the thing that the [23:55] responsibility of this city is [23:57] held upon. [23:58] and I am seeing how you have [24:00] been a vision of excellence in [24:01] this city. [24:04] and it's been, for me, as [24:04] someone that's brand new, just [24:06] like I think council member [24:08] shaffer and I, we've been able [24:09] to see that excellence that [24:11] you've given to our city, and [24:12] the clerk's office has done. [24:14] it has been an invaluable, I [24:16] think, measure of help, for [24:20] especially us as new folks going [24:21] through the hecticness of [24:22] federal government that is [24:24] occupying your city, and very [24:27] much, I think, you know, has [24:29] been helpful. [24:29] you let us do stupid things, [24:32] right? [24:32] and I don't think a lot of [24:33] people see that as well, right? [24:35] when we send things over to all [24:37] of you, I'm like... I do stupid [24:40] things. [24:40] man, I'm sorry. [24:43] I do stupid things and you let [24:45] me do those stupid things and [24:47] learn by those mistakes and [24:50] figure out how best to navigate [24:53] within that.
