[6:16] There was in-person stakeholder workshops, [6:20] and also committees like the DLC and other committees [6:24] reviewed provided feedback. [6:26] There's community engagement and open-house for the community and some feedback was received then. [6:35] And the final review and revisions were added. [6:39] And then now it's here for Council consideration. [6:41] Council did give first reading and second reading and now public hearing. [6:47] Which is today. [6:50] Quick facts. [6:51] So part 14 of the Local Government Act comes under the Planning and Land News Management. [6:56] DPs required only when a property is located within a designated DPA development permit area and that's outlined in the OCP and has a triggering activity that's proposed on site. [7:10] The OCP must specify the purpose guidelines and conditions for the DPS. [7:14] So, your mission, DPS Identify Locations, Requiring Special Treatment for Certain Purposes, [7:21] before sub-division of land, construction of or addition to or alteration of a building or structure, [7:27] alteration of a land example, grading. [7:30] Add in the OCP, all these would trigger a development permit application. [21:13] I'm happy to be here in my role as acting corporate officer [21:16] to give some background on the amendments I am recommending [21:20] for your council procedure by law. [21:23] I'll provide an overview of the proposed amendments [21:26] to the Bila and share the goal of each of the key amendments and chart the path forward and how we're going to implement this. [21:37] So starting with why, why, why are we doing this? Why now? The overall goal of this Bila is to strengthen good government. [21:46] And the amendments that I have in here, they're based on feedback from yourselves during previous presentations with RCAO, [21:55] Barclay, as well as staff, our recent efficiency review, and the municipal advisor who did his presentation in January. [22:08] And we are looking for opportunities to simplify our meeting flow, improve decision-making processes for Council, [22:15] and make and agenda easier for the public to follow. [22:20] All right, so for the proposed amendments, [22:22] The main focuses are a revised agenda order. [22:30] Introduction of the consent agenda, which Mayor Horn just mentioned, removal of the committee of the whole format from regular meetings. That's the format that we're in right now. [22:40] And I'll talk a bit about that and update the notice emotion procedure and some other housekeeping updates and additions of definitions. [22:49] As I mentioned, these amendments are intended to create a clearer, more efficient council meeting, process well-maintaining transparency and supporting informed decision making. [22:59] well being aligned with the community charter. So I'll discuss each area now. A key [23:05] change is a new agenda structure and what this is all about is adding some [23:12] elements such as a consent agenda and removing the committee of the whole [23:17] from regular meetings which would mean removing the rising report from regular [23:22] meetings. [23:25] Now what is a consent agenda? We haven't had them at the city of [23:30] I believe, or it's been a while since I was on council the first time. [23:47] So an example they could be meeting minutes or information reports, things of that nature. [23:55] But what they do is they allow for counsel to get through those items and accept them. [24:05] And if there is a desire for anybody on counsel to pull it out and talk about it and make [24:10] a recommendation, they can do so before the chair calls the question. [24:15] So that is, to be clear, meeting minutes, hour meeting minutes would not be in a consent [24:21] agenda. [24:22] Correct? [1:00:54] I just want to remind our community as well, [1:00:55] because we've done some patrols, [1:00:58] and we're still finding people having fires in our backyard [1:01:00] and in Stave. [1:01:02] And I just want to ask people not to, [1:01:05] like just don't have a fire. [1:01:07] But my heart does go out to those communities [1:01:09] that are being faced with all the evacuations. [1:01:12] Very much. [1:01:13] Thank you, that prompts me to speak out to myself [1:01:15] for one of my colleagues in Council [1:01:17] to pickly attend a weekly briefing held by the Ministry [1:01:22] of forest, EMCR, and Waterland, and Resource Stewardship, and it's really, we are in [1:01:30] dire straits that don't think anybody has to see beyond the outside the window right now [1:01:35] to see how terrible things are. [1:01:38] We had a fire just about 6k north of Dixon Lake, which is a major water source for mission [1:01:44] in Avatsford. [1:01:45] Luckily it was just under 14 hectares and did not do worse than they have got it held under [1:01:50] control. It was listed on BC wildfire as twin lakes. I think that might have been a misprint [1:01:57] which should have been twin bridges as the name of the area. But in any event, we want to [1:02:01] think BC wildfire service and I want to really, really encourage people to make sure not only [1:02:06] that they're doing what Councilor Lyus said in minding the fire regulations, but also really [1:02:12] understanding how they can make sure that they don't spread risk of fire in the back country. [1:02:18] A lot of communities in this most recent update are asking the power, asking the province [1:02:23] for the power to close the back country and not just to forest fires. [1:02:27] When the biggest issues that we have are people using off-road vehicles without spark arrestors, [1:02:32] or taking poorly tuned cars, if you, for example, have brakes that are metal on metal, [1:02:37] you are what they mean by human cause fire. [1:02:39] Very small number of these fires are caused by people who are reckless with cigarettes, [1:02:44] or arson or campfires, all of those are causes, but by far, I asked about this, the bigger [1:02:52] issue are people using machines, including the average family vehicle in the country without [1:02:58] thinking about the management of that mechanical device. You should also make sure if you have it, [1:03:04] I was asked by a citizen, what app do we use? We use alert and you can download it for free and it will [1:03:12] you to fire flood traffic issues in your area. So both of these apps, PC wildfire, and alert, [1:03:20] alert a bowl, I should say, are both available for free online and I would recommend you use them. [1:03:28] The Mission Healthy Community Council has come up to us. Met and has narrowed down the last year [1:03:33] of their plan to five priorities, three of which are a particular to take action. The fourth one, [1:03:39] I think it's about car 67, we're waiting for our new OIC to come and we'll chat with him about that and the next one is about working in partnership with First Nations. [1:03:49] We have to check and see what their appetite is to do that right now. [1:03:53] But Councillor Plectives is right, we want all members of the Council and community who are interested in what this committee is doing to come to the next meeting. [1:04:00] I don't have the date in front of me right now, but I have emailed staff to let all of [1:04:05] Council know. [1:04:09] They're always public, but in particular, it's a good time when we have so many people who [1:04:13] are interested in our Council, this is probably our biggest committee, and it really represents [1:04:18] all of our cross-section of health and human services in our community. [1:04:23] Mission Food Coalition is also near down there, strategic plan, to three priorities in the [1:04:28] to present. The Stone Soup Committee is working hard and we have secured somebody to do the Stone Soup website update. [1:04:35] If you're familiar with the green card, that's the written version of the resources in our community. [1:04:40] The vision with the website is to create a web-based directory. [1:04:43] If you operate a not-for-profit or even an informal organization in the community that helps people, [1:04:48] whether it's with mentorship, employment, housing, food, helping people to get their financial affairs in order. [1:05:04] And I'll remind people that we are actively going through the rollout of our automated garbage collection or waste collection. [1:05:12] It's all at waste collection and under the tutelage of this is how we roll. [1:05:17] And really great opportunity for people to get out and actually see the containers and decide which ones they want themselves and to understand more about it. [1:05:26] I think the key message for people to understand is that not only will this make it easier for people [1:05:31] to get their garbage out to the road every day because it's a wheeled tote, but it turns out [1:05:36] it was actually the less expensive option and the more reliable option than having human-powered [1:05:42] collection as we have for so many years. [1:06:18] We may have something on that next agenda about that, or it may come to the subsequent [1:06:23] Council, but that's still where we are right now, but I think the structure needs to be looked at.
