[8:20]
>> [inaudible]
[8:21]
>> okay.
[8:23]
we'll go ahead and take the speaker
[8:27]
now and that is for the item number
[8:30]
p1, it's mr. Michael roche.
[8:40]
>> michael, longtime mission viejo
[8:41]
resident, when I saw that you were
[8:43]
going to be honoring the shirt cannery
[8:46]
tonight, I wanted to -- I had this
[8:53]
shirt ordered for them 12 years ago
[8:54]
when I retired from the postal service.
[8:55]
as you can see, it says [inaudible] I
[9:01]
not did dead which I thought was
[9:02]
appropriate for a retirement
[9:04]
property.
[9:05]
as you can see, it's in pretty good
[9:07]
shape, me, not so much.
[9:08]
I wanted to thank them and thank you
[9:10]
for letting me speak.
[9:11]
>> thank you.
[9:12]
>> [applause].
[9:16]
>> okay, I'm going to go down to the
[9:19]
podium and we'll do our presentations.
[9:35]
okay.
[9:36]
I would like to ask julie marshall to come
[9:39]
to the podium, please.
[9:46]
okay, julie.
[9:48]
this is a big deal.
[9:53]
so, we're doing proclamations this
[9:55]
year and one of the things that's
[9:57]
really special about your business is
[9:58]
that you're one of our oldest
[10:01]
businesses and you have been a part of
[10:03]
the city for 50 years.
[10:07]
was that the actual start of your
[10:09]
business or did you start your
[10:10]
business before you had that physical
[10:13]
location?
[10:14]
>> no, 50 years.
[10:15]
>> 50 years, I wanted to make sure.
[10:17]
this is a family business and one of
[10:19]
the things we're doing is we're doing
[10:21]
-- we're mon -- honoring and doing
[10:26]
something special for the 250th
[10:28]
birthday of america so this is a
[10:29]
proclamation from the city of mission
[10:33]
viejo commemorating the contribution
[10:35]
of the small businesses to the story
[10:37]
during the semi-quincentennial
[10:41]
anniversary of the united states.
[10:44]
july 4, 1976, america was
[10:45]
founded on the enduring convictions
[10:47]
liberty, justice and the pursuit of
[10:50]
happiness, truths that continue to
[10:52]
guide our republic and as our nation
[10:54]
approaches its 250th anniversary in
[10:57]
2026 known as the semi-quincentennial
[11:00]
or america 250, I'm sure you're seeing
[11:02]
all the signs along the roads,
[11:04]
communities are encouraged to reflect
[11:06]
on our history, honor all americans'
[11:09]
contributions and look to the future,
[11:12]
whereas small businesses are vital to
[11:14]
our communities and economy embodying
[11:18]
the american spirit and representing
[11:20]
nearly all american businesses, small
[11:22]
business owners contribute
[11:25]
significantly to the character and
[11:27]
prosperity of mission viejo.
[11:30]
this 250th milestone is an opportunity
[11:32]
to recognize small businesses and
[11:33]
citizens in shaping our nation's
[11:35]
values and future.
[11:36]
we encourage everyone to support local
[11:39]
small businesses in celebrating our
[11:42]
heritage and inspiring future
[11:45]
generations.
[11:46]
the shirt cannery is a family owned
[11:48]
business which opened in the mission
[11:52]
viejo village center in 1976.
[11:57]
celebrating five decades as part of
[11:58]
the fabric of this dynamic community
[12:02]
and fabric -- what a word to use, and
[12:06]
I will say that the business is
[12:09]
popular for its customer banners,
[12:13]
screen printing, embroidery,
[12:16]
rhinestone lettering, logos and
[12:17]
more and the shirt cannery which
[12:19]
embodies friendly customer service is
[12:21]
a local go-to for sports teams,
[12:24]
schools, I've had firsthand experience
[12:28]
with that, coaches, businesses and
[12:31]
other seeking custom designees, color
[12:34]
copy transfers, rhinestone lettering
[12:36]
and logos.
[12:37]
the business provides the on-spot
[12:41]
printing quick turn-around times and a
[12:43]
wide range of services that people
[12:45]
from mission viejo and well beyond
[12:47]
have long embraced.
[12:49]
so, now therefore I wendy bucknum for
[12:54]
the virtue of the city of mission
[12:57]
viejo and on behalf of the city
[12:59]
council do hereby recognize the
[13:01]
contributions of the shirt cannery in
[13:04]
the city of mission viejo, thank you
[13:07]
for all you do for our residents.
[13:12]
[applause].
[13:13]
come on, say a few words.
[13:14]
>> first of all, I want to thank the
[13:17]
city council.
[13:18]
I really appreciate you honoring me.
[13:21]
I don't know how many were here, I was
[13:23]
here ten years ago, time just flies,
[13:26]
so thank you again so much for
[13:29]
honoring me tonight.
[13:31]
I have something for you guys for the
[13:33]
250th, it's just a fun little thing.
[13:34]
>> okay.
[13:41]
>> for men and women, so I'll put them
[13:45]
up here, this is for women and the
[13:48]
men, I couldn't leave here without
[13:50]
giving you something.
[13:52]
>> that's awesome, thank you.
[13:53]
>> thank you.
[13:56]
I just again, I just wanted to thank
[14:00]
you, you know, you can't do anything
[14:04]
without family.
[14:05]
I don't want to cry.
[14:07]
>> it's okay, it's okay.
[14:09]
>> family and friends, I couldn't do
[14:13]
it without them, they've put up with a
[14:15]
lot over the years.
[14:18]
my staff is awesome.
[14:20]
you can't have a business without
[14:24]
having staff.
[14:25]
they're my second family.
[14:28]
they do everything I need them to do
[14:31]
and help me through a lot of ups and
[14:36]
downs, so I really do appreciate you
[14:39]
guys, it's been a long journey.
[14:42]
I have a couple of notes because I
[14:48]
know I'm forgetting, I can't believer
[14:50]
it's been 50 years, I wanted to tell
[14:52]
you when we started, we came out here
[14:56]
in 74 and my husband was in real
[14:58]
estate and we were told this was the
[15:01]
hot spot, mission viejo was the hot
[15:03]
spot in 74, so I started my business
[15:06]
after that, I do have to tell you that
[15:09]
I don't know if you guys remember the
[15:12]
bicycle races for the olympics.
[15:16]
well, that weekend, I was having a
[15:18]
hard time surviving and that weekend
[15:20]
pulled me back up where I could
[15:23]
continue where I am today, so thank
[15:26]
you again, mission viejo, for
[15:28]
sponsoring that, so that was really
[15:31]
awesome.
[15:32]
there's a lot of blood, sweat and
[15:34]
tears as that go into a business.
[15:38]
it's not always about the money, it's
[15:40]
about doing something that you love
[15:43]
and care about it.
[15:44]
I guess that's why I'm still
[15:49]
working today, anyway, I wanted to
[15:51]
also mention that I know we have a
[15:53]
parade coming up here which is a first
[15:56]
for a while.
[15:57]
we used to be in the st. Patrick's
[16:00]
parade, we used to have a mote psych
[16:01]
wl a side car with shamrocks on it, so
[16:05]
it's really nice to have a parade
[16:07]
back, I'm looking forward to being in
[16:09]
it and that will be fun, so that's
[16:11]
like the first parade we ever had in a
[16:13]
while I think.
[16:14]
>> it's been many, many, many years, I
[16:16]
think before we were a city was the
[16:18]
last time we had a parade.
[16:20]
>> well, I was here before it was a
[16:25]
city.
[16:26]
I started when I was 2, you know, okay.
[16:27]
>> fair enough.
[16:28]
>> anyway, so I just wanted to again
[16:31]
-- I'm not going to go on and
[16:34]
on and, I wanted to thank everybody
[16:37]
again and I really appreciate all of
[16:39]
you, you guys do a lot of work that we
[16:41]
don't even know about.
[16:42]
so, I think that being said, I think
[16:47]
my two minute are probably up.
[16:49]
>> we're honoring you, so please.
[16:51]
>> well, thank you.
[16:52]
>> so, stay here because I would like
[16:57]
to ask saga conroy from supervisor don
[17:02]
wagner's office and jenny dawn from
[17:07]
assemblywoman sanchez's office as well
[17:11]
sergei from congresswoman young kim's
[17:12]
office to come forward with their
[17:15]
certificates.
[17:16]
kimberly carr from senator
[17:17]
blakespear's office is unable the
[17:18]
attend, however she did leave a
[17:22]
certificate which does somebody have
[17:23]
it, okay, we have it, so we will get
[17:25]
it to you, okay, so please.
[17:38]
>> thank you, I appreciate it, this is
[17:40]
awesome, wow.
[17:48]
( presenting certificates ).
[17:54]
>> thank you, I really appreciate
[17:56]
that, I really do, thank you so much.
[18:01]
( presenting certificate ).
[18:08]
>> I know half the people in here.
[18:11]
so, thank you so much, thank you,
[18:13]
thank you.
[18:15]
>> okay, stay up here for a picture.
[18:17]
I'm going to go ahead and have our
[18:21]
councilmembers come down so we can do
[18:22]
a picture with you, and anybody that's
[18:26]
on your team that you would like to do
[18:29]
a picture with you, we can do that.
[18:36]
( taking photograph ).
[19:33]
>> we have a video, let watch the
[19:36]
video.
[19:41]
( playing video ).
[19:48]
there we go.
[21:02]
( video complete ).
[21:05]
[applause].
[21:11]
>> okay.
[21:13]
next we're going -- I
[21:18]
want to ask gina who's the ayso
[21:29]
commissioner to come to the podium, I
[21:30]
would like present you with a
[21:31]
proclamation and then I'm going to
[21:32]
have you say a few words.
[21:33]
thank you for coming.
[21:34]
I want to make sure this is for the
[21:37]
right -- yes, okay.
[21:38]
so, this is a very similar
[21:41]
proclamation to -- for a business that
[21:43]
has -- it's a profitable business,
[21:45]
this is for our non-profits we're
[21:48]
recognizing and ayso is one of our
[21:50]
favorite non-profits.
[21:53]
this is commemorating the
[21:56]
contributions of non-profit
[21:57]
organizations to the american story
[21:59]
during this semi-quincentennial
[22:02]
anniversary of our country.
[22:04]
so, it's the same wording but a little
[22:07]
different but I'm going to read it
[22:08]
because you deserve to have this.
[22:10]
on july 4, 1776, the united states of
[22:16]
america was founded on the pursuit of
[22:20]
happiness, truths that continue to
[22:21]
guide our republic.
[22:22]
as our nation approaches its 250th
[22:26]
anniversary in 2026 known as
[22:29]
semi-quincentennial or america 250,
[22:31]
communities are encouraged to reflect
[22:32]
on that history, honor all americans'
[22:36]
contributions and look to the future.
[22:39]
non-profit organizations play a
[22:41]
crucial role in enriching the life in
[22:44]
mission viejo by addressing important
[22:47]
social needs, supporting our most
[22:48]
vulnerable residents and fostering
[22:50]
community engagement and we know
[22:51]
soccer does that.
[22:53]
local non-profits are essential in
[22:55]
building a strong community, fabric
[22:59]
encouraging volunteerism inspiring
[23:01]
civic pride amongst residents,
[23:03]
non-profit organizations also play
[23:05]
a crucial role in empowering small
[23:08]
businesses by ordering t-shirts and
[23:12]
uplifting local communities and
[23:14]
addressing various social needs.
[23:17]
ayso region 84 has proudly served the
[23:20]
mission viejo community also for 50
[23:23]
years providing a positive inclusive
[23:26]
and volunteer-driven youth soccer

[23:31]
families each year, through its
[23:33]
dedication to player development,
[23:36]
sportsmanship and community services,
[23:37]
region 84 has become one of the
[23:39]
largest and most respected ayso
[23:42]
regions in the country.
[23:44]
and was honored as the 2025 ayso
[23:49]
section 11 region of the year.
[23:52]
so, now therefore I wendy bucknum by
[23:54]
the have I virtue of the authority
[23:58]
vested in me and on behalf of the city
[24:00]
council do hereby recognize the
[24:02]
contributions of ayso region 84 in the
[24:05]
city of mission viejo.
[24:06]

[24:10]
volunteers do.
[24:15]
[applause].
[24:16]
would you like to say a few words?
[24:17]
>> I do.
[24:18]
>> excellent.
[24:19]
>> let's see here.
[24:20]
okay.
[24:21]

[24:24]

certificate to you as well.
[28:41]

[28:44]
okay.
[28:45]
thank you for coming, I appreciate it.
[28:46]
so, I'll read this proclamation for
[28:49]
you.
[28:50]
it is commemorating the contributions
[28:51]
of non-profit organizations, you are
[28:52]
another one of our non-profits that
[28:54]
make a difference in the community.
[28:57]
for the american story during our
[29:02]
semi-quincentennial anniversary,
[29:03]
on july 4, the united states of
[29:07]
america was founded on the pursuit of
[29:14]
happiness, as our nation approaches
[29:15]
its 250th anniversary in 2026 nope as
[29:20]
the semi-quincentennial or america
[29:23]
250, communities are reflecting on our
[29:26]
history honoring to all american
[29:27]
contributions and look to the future.
[29:30]
non-profit organizations play a
[29:31]
crucial role in ep arching the quality
[29:33]
of life in mission viejo by addressing
[29:37]
important social needs supporting our
[29:39]
most vulnerable residents and
[29:41]
fostering community engagement.
[29:44]
>> on behalf of our board and league
[29:46]
members, thank you so much, thank you
[29:47]
to the city council, the city of
[29:49]
mission viejo for this recognition,
[29:51]
it's amazing, thank you.
[29:52]
I've been the president for about four
[29:54]
years now, I have been involved with
[29:57]
the league for six, 7 years, the
[29:59]
league has been in the city of mission
[30:01]
viejo I think it's going on 35 years,
[30:03]
they had a couple of different names,
[30:05]
it was mission day oro for a little
[30:08]
while, mike back there might know some
[30:11]
of if names, he's been around more
[30:13]
than I have, but we love it, we love
[30:15]
running the league.
[30:17]
I can't take credit for all the league
[30:18]
does, I have an amazing board, an
[30:21]
amazing set of coaching volunteers and
[30:24]
team mom volunteers, there's hundreds
[30:26]
of them, so I have two of my board
[30:28]
members here and then I know the other
[30:30]
15 or so right are running things for
[30:34]
the league because we have some
[30:36]
leagues going on, the board never
[30:38]
sleeps and it's true, it's year-round
[30:42]
-- I don't want to call it a job but
[30:44]
but I spend more time on that than my
[30:48]
actual paying job.
[30:49]
>> didn't you have a big event or do
[30:51]
you have one coming up?
[30:52]
>> we have the parade with you guys.
[30:55]
>> that's wonderful, no, I thought you
[30:57]
had a tournament.
[30:58]
>> we had our end of season tournament
[31:01]
and a parade that we run, not to
[31:03]
promote our league, go check out our
[31:06]
instagram, we have a couple of
[31:08]
instagram posts about it, we get all
[31:10]
350 kids out there, they dress up in
[31:15]
their team theme and they do this
[31:17]
whole parade where we set up this area
[31:19]
where they march through these tunnels
[31:21]
and we have a dj that
[31:29]
announces them, if you haver young
[31:31]
girls that want to play, get nem to
[31:33]
come out and run outside far few hours.
[31:36]
>> it's great.
[31:38]
let's have our other presenters come
[31:41]
on up.
[31:42]
again, supervisor don wagner's
[31:45]
office, our assembly woman kate
[31:48]
sanchez's and congresswoman young kim
[31:49]
and here is state senator blakespear's
[31:53]
certificate of recognition.
[31:56]
please.
[31:59]
>>( presenting certificates ).
[32:38]
>> thank you, alright, let's do a
[32:41]
picture.
[32:42]
[applause].
[32:43]
>> let's do a picture right here.
[32:46]
( taking photograph ).
[33:34]
>> thank you.
[33:38]
[applause].
[33:45]
>> okay, that concludes our
[33:51]
presentations.
[34:22]
>> alright.
[34:28]
thank you, all, these are important
[34:30]
presentations for these groups that
[34:33]
really make a big difference in our
[34:35]
community for our kids and our
[34:39]
families.
[34:41]
okay.
[34:42]
we have some new processes in place,
[34:43]
so this is going to be a little big
[34:45]
longer so bear with me.
[34:47]

[34:57]
in the chamber and wish to speak

[35:29]
additional speakers are permitted in
[35:30]

[35:32]
each speaker may be allotted three
[35:35]
minutes.
[35:36]
when called and we're going to be very
[35:39]
succinct on the three minutes.
[35:41]
when called, please state your name
[35:42]
and city of residence.
[35:45]
we will start with in-person speakers
[35:48]
and then move to remote speakers.
[35:54]
when ready, madam clerk, please state
[35:57]
the name of the public -- member of
[36:02]
the public comments, the number of
[36:04]
public comments we have tonight and
[36:05]
please call up the first speaker.
[36:06]
>> [inaudible]
[36:11]
>> brian would like you do it, thank
[36:13]
you so much.
[36:17]
>> hello, madam mayor, yes, we have
[36:19]
three public comments this evening,
[36:20]
the first person is faith first
[36:25]
followed by wanda rear don and lastly
[36:29]
brian zahn.
[36:33]
>> good evening, mayor and city
[36:35]
councilmembers, my name is faith and I
[36:37]
live in mission viejo.
[36:40]
I'm here about 22931 via santa maria,
[36:44]
the hoarder.
[36:46]
I spoke on the 26th of may and there
[36:49]
is more trash and more abandoned
[36:52]
machine parts on his lawn.
[36:54]
also there's dog feces from
[37:00]
his backyard that hasn't changed.
[37:01]
I would like to remind the council
[37:04]
that oxford park elementary school is
[37:05]
across the street, the yard is a fire
[37:09]
and safety hazard.
[37:10]
I'm here to inquire about actions from
[37:13]
the city manager and the code
[37:14]
enforcement in this department, what
[37:16]
progress has been made?
[37:17]
thank you.
[37:19]
>> thank you.
[37:24]
why don't we hold comment since we
[37:26]
only have three, let's hold comment,
[37:28]
we have some information for you, so
[37:30]
we'll let everybody speak
[37:35]
first, thank you.
[37:36]
>> the next speaker is wanda rear
[37:44]
don.
[37:45]
>> good evening, ladies and gentlemen,
[37:47]
I'm having a little bit of a problem with
[37:49]
my phone but we'll keep moving forward.
[37:52]
I need to let you know that trish
[37:55]
kelley is really good at putting
[37:57]
people together with other people and
[38:00]
one of the things she did, I think
[38:03]
two saturdays ago, called me and
[38:07]
said you need to come down here,
[38:09]
spirit led is here and I said, I don't
[38:10]
know what they have.
[38:12]
I went over to as she directed me,
[38:16]
over to new heart, is that right, and
[38:18]
I looked out in the back area, I don't
[38:20]
know how many of you know but there
[38:22]
are like tons of basketball courts out
[38:25]
behind and it's unbelievable.
[38:28]
it was full of families, it was full
[38:31]
of just anybody that could come in, it
[38:35]
worked out great.
[38:36]
and these children are all handicapped
[38:40]
in some way, shape or form.
[38:42]
they go from young all the way up to
[38:45]
22 years old and some of the 22
[38:50]
year-olds are now coaches for the
[38:51]
younger onuses.
[38:54]
it's an amazing situation and brian
[38:56]
just told me, he said that's one of
[38:58]
the best things about mission viejo
[38:59]
which I have to agree with.
[39:05]
people were so friendly and I was
[39:06]
there -- I think I was there for two
[39:08]
or three hours and didn't have a
[39:09]
chair to sit in, but it was just a
[39:12]
wonderful place and I just wanted to
[39:14]
let everybody know I have a phone
[39:16]
number in case you would like to be
[39:18]
involved a little bit, it is -- it's
[39:23]
just an unbelievable situation and we
[39:24]
have some people in mission viejo that
[39:32]
work here in the city and they
[39:40]
volunteer, anybody that's
[39:42]
bored, don't worry about it, but thank
[39:43]
you very much.
[39:50]
>> thank you, and our last speaker is
[39:53]
brian zahn.
[40:01]
>> good evening, council.
[40:03]
well, let me start quickly because I
[40:04]
have a lot of things to say.
[40:07]
first thing I would like to say about
[40:11]
ayso, my sister played in ayso way
[40:14]
back in the days.
[40:15]
me and my family moved to mission
[40:17]
viejo in july of 1968 and I have lived
[40:20]
here a long time and I have seen a lot
[40:22]
of wonderful things and ayso is an
[40:26]
amazing group, volunteerism, special,
[40:28]
our city supports it, it says a lot
[40:30]
about our community and I also want to
[40:32]
shout out to ron roof, he's also the
[40:35]
director of the 11 year-old girls in
[40:38]
mission viejo, he is a neighbor,
[40:40]
a volunteer, a referee, relentless,
[40:43]
and last couple of nights, the weekend
[40:45]
over at the new heart fields, they had
[40:48]
their classic, ron got home at 8:00
[40:51]
that night, volunteering, it's an
[40:53]
amazing thing.
[40:54]
mission viejo girls softball and to
[40:56]
jesse, I have worked with jesse for
[40:58]
four years, I retired in january from
[41:00]
our city, part of my responsibility
[41:02]
was taking care of softball fields and
[41:07]
it is a special place, my daughter
[41:09]
played in it, I was proud to take care
[41:11]
of those fields, it's really important
[41:13]
to our city, people come to our city
[41:16]
because of these wonderful non-profit
[41:20]
fields, parents, they volunteer their
[41:22]
it is amazing, and if anybody wants to
[41:24]
to know more about it, I have over 20
[41:26]
years of experience to talk about it.
[41:28]
the other thing I want to talk about
[41:30]
quickly is yesterday I was honored, I
[41:32]
went on a ride along with the orange
[41:35]
county sheriff and I got to city hall
[41:38]
at 8:00 in the morning, left at 4:00
[41:40]
and I want to tell the residents of
[41:42]
mission viejo and anybody that's
[41:44]
listening closely, we have amazing
[41:50]
deputies, they're courteous and
[41:52]
nice, we had a few people that had
[41:55]
some traffic problems, they talked to
[41:56]
them nicely and were fair to them and
[41:58]
they gave them warnings and said thank
[42:00]
you.
[42:01]
it shows we have a wonderful city that
[42:04]
believes in this orange county sheriff
[42:09]
department and I want to to say, captain
[42:12]
larson, you have wrongful people who
[42:13]
work for you, I saw the human side of
[42:17]
it, I want to thank the city because I
[42:20]
have lived here since 196, went to
[42:22]
school here, my kids went to school
[42:24]
here, this is a wonderful community
[42:26]
and I want to thank you, council, for
[42:28]
continuing that spirit and thank you.
[42:32]
[applause].
[42:37]
>> that concludes the public comments.
[42:40]
>> we do not have anybody online,
[42:42]
madam clerk?
[42:43]
>> we do not.
[42:44]
>> thank you.
[42:46]
I appreciate it.
[42:48]
mr. City attorney?
[42:51]
>> thank you, madam mayor, I'll give
[42:54]
you an update on the santa maria
[42:56]
property so in the next several days,
[42:58]
notice will go out which is a
[43:04]
prerequisite to filing a nuisance
[43:08]
abatement action and if that nuisance
[43:10]
is not remediated, it will be quickly
[43:12]
followed by a nuisance abatement
[43:15]
hearing at which point the city will
[43:16]
have the opportunity to deem it a
[43:18]
nuisance and all of this is a
[43:20]
prerequisite should the city ever need
[43:22]
to institute a nuisance abatement
[43:24]
action in court.
[43:25]
that is what is planned, madam mayor,
[43:29]
but I'm happy to answer any questions
[43:30]
from the council.
[43:31]
>> thank you.
[43:35]
so, did everybody hear that okay?
[43:39]
>> [inaudible].
[43:40]
>> he was speaking english, I'll
[43:44]
have him speak -- you mean legal ease,
[43:46]
got it, I understand.
[43:50]
maybe just --
[43:51]
>> clearly, so under the mission viejo
[43:54]
municipal code, there's a procedure
[43:55]
that has to be followed to deem a
[43:57]
property a public nuisance, so that
[43:59]
procedure is in general for any
[44:01]
property that you want to the deal
[44:02]
with as a public nuisance, a note to
[44:06]
abate needs to go out to the property
[44:08]
owner, formal notice, advising that
[44:09]
property owner they have a certain
[44:11]
amount of time, a short window to
[44:13]
bring the property into compliance.
[44:15]
should that property owner not bring
[44:17]
that property into compliance, the
[44:18]
next step would be a formal hearing by
[44:22]
a hearing officer that would then if
[44:24]
the evidence is sufficient deem that
[44:26]
property a public nuisance which would
[44:28]
then allow the city to go in and
[44:31]
physically abate the nuisance which is
[44:32]
clean up the property.
[44:33]
that in a nutshell is how the
[44:36]
abatement action would proceed.
[44:37]
>> thank you.
[44:40]
council, are there any questions?
[44:43]
so, essentially he's filing a very
[44:46]
prescribed legal process that we must
[44:48]
follow by state law, so thank you so
[44:50]
much, mr. City attorney.
[44:52]
>> you're welcome.
[44:53]
>> thank you.
[44:54]
okay, next we have the consent
[44:59]
calendar.
[45:00]
and madam city clerk, are there any
[45:01]
requests to speak on the consent
[45:04]
calendar in the room or online?
[45:07]
>> there are not.
[45:08]
>> thank you.
[45:09]
would anybody like to remove -- I'm
[45:11]
trying to follow the rules, is there
[45:14]
-- would you like to remove anything
[45:16]
from the consent calendar, if not I'll
[45:19]
take a motion.
[45:20]
>> moved.
[45:21]
>> second.
[45:22]
>> go ahead and register your votes.
[45:41]
there we go.
[45:46]
yeah, I don't think it was quite ready
[45:48]
ge.
[45:49]
do we have everybody?
[45:52]
>> waiting for cynthia and trish.
[45:55]
>> it reset, yeah, it reset.
[45:56]
>> okay.
[45:59]
there we go, that is unanimous, thank
[46:03]
you.
[46:04]
next we have our public hearing and
[46:08]
this is regarding the civic center
[46:11]
level 2 electric vehicle charging
[46:16]
stations, cip 22249, so is there
[46:18]
anybody who would like to speak on
[46:21]
this particular item in the room or
[46:24]
online?
[46:25]
>> we do have one public speaker and
[46:32]
that michael rocha?
[46:33]
>> okay.
[46:38]
>> madam mayor?
[46:39]
>> yes.
[46:40]
>> prior to accepting public comment,
[46:41]
we need the open the public hearing.
[46:43]
>> okay, excuse me, please, you can
[46:45]
stay there.
[46:46]
I would like to go ahead and open the
[46:48]
public hearing at this time.
[46:51]
thank you, please go right ahead.
[46:55]
>> I'm michael rocha, long time
[46:59]
mission viejo resident.
[47:00]
I want to say how pleased I am to
[47:01]
see this on the agenda, it's been a
[47:04]
long time coming, it took a while, but
[47:06]
it's a good start.
[47:08]
I wouldn't mind seeing more of them,
[47:12]
we're starting lower but I hope that
[47:14]
you'll see that it's a successful
[47:17]
thing and that will incentivize you to
[47:20]
put more of these in.
[47:21]
if you could put them in at say the
[47:30]
oso rec center, it could increase the
[47:32]
commerce in the area and revitalize some
[47:34]
of the businesses that are struggling
[47:36]
close by.
[47:39]
one other thing, when I first got my
[47:44]
plug-in prius, I used to go over to
[47:49]
laguna niguel, they had a number of
[47:52]
free chargers you could use cerement
[47:56]
apparently they got rid of them a year
[47:57]
and a half ago, I'm not quite sure
[48:00]
why, as you move into getting more of
[48:03]
these, maybe you could look into that
[48:04]
because that could be a real incentive
[48:06]
for people to come here to mission
[48:09]
viejo and use the wonderful city
[48:11]
services we have here, so thank you.
[48:13]
>> thank you.
[48:18]
[applause].
[48:19]
do we have any other public comments?
[48:22]
>> we do not.
[48:23]
>> thank you.
[48:25]
so, at this point I would like to ask
[48:27]
for a staff report.
[48:31]
>> sure, I'll ask our public
[48:33]
services operations manager for the
[48:34]
report, corey.
[48:37]
>> good evening, my name is corey
[48:42]
ganier, this report is for the civic
[48:45]
center level 2 electric vehicle
[48:47]
charging station cip 22249, this is to
[48:49]
conduct a public hearing on proposed
[48:52]
public electric vehicle charging
[48:54]
station user fees, two, adopt
[48:58]
resolution 26-xx establishing new user
[49:00]
fees for public ev charging stations
[49:03]
and award a 50 year subscription
[49:05]
agreement with the chargepoint inc.
[49:08]
for the management and maintenance
[49:10]
warranty of the civic center level 2
[49:13]
electric vehicle charging stations.
[49:15]
this includes funding for cip 22249
[49:18]
construction of electric vehicle
[49:22]
charging stations at the
[49:25]
civic center.
[49:26]
this includes one ada accessible
[49:29]
station.
[49:30]
staff is recommending locating the
[49:31]
spaces at civic center parking center
[49:34]
easterly of the marguerite parkway
[49:36]
side adjacent to the utility
[49:39]
enclosure.
[49:40]
see attached site exhibit a.
[49:43]
staff evaluated the site and show
[49:45]
chose this location based on
[49:47]
availability of
[49:48]
electricity, as well as minimum
[49:50]
impact to the site.
[49:52]
ev charging stations includes vehicle
[49:57]
charge stations and will be
[49:58]
available for public use.
[50:00]
charge time estimates are 30 miles per
[50:02]
one hour of charging.
[50:03]
the proposed subscription agreement,
[50:05]
see exhibit c, with chargepoint
[50:08]
incorporated includes a five year
[50:11]
commercial cloud plan services,
[50:14]
activation service and chargepoint
[50:16]
assured warranty, this is included in
[50:17]
the purchase of the charging stations.
[50:20]
all payment transactions and process
[50:22]
directly through chargepoint
[50:25]
incorporated, chargepoint incorporated
[50:26]
charge as service fee equal to 10% of
[50:29]
the station usage fees to cover
[50:31]
transaction and station management
[50:32]
services.
[50:33]
each mother chargepoint inc. Will
[50:35]
reimburse the city of mission viejo
[50:37]
for the station usage fees minus the
[50:41]
10% usage fee.
[50:43]
staff surveyed local businesses that
[50:46]
provide level 2 ev stations for public
[50:48]
use, based on survey, the average rate
[50:51]
charged by local public agencies go
[50:55]
from 59 cents per kilowatt usage,
[51:00]
staff recommended maintaining it at
[51:03]
21% applicable of the on peak
[51:07]
electricity rate.
[51:09]
the user's charge would be 42
[51:12]
kilowatts per hour, this is to recover
[51:15]
the city's direct utility cost,
[51:18]
transaction management fees and is a
[51:19]
portion of city staff time with managing
[51:21]
the program.
[51:22]
the funding comes from msrc, a grant,
[51:29]
and funds from the air quality
[51:33]
management district, aqmd, these funds
[51:35]
were budgeted in the 21 and 23 capital
[51:38]
improvement bjt u. These funds have
[51:40]
been carried over, both ev
[51:44]
stations and all electric and
[51:46]
hardscape efforts will be fully funded
[51:51]
by the mcrc grant, it was to provide
[51:56]
ev solutions to public agencies
[51:58]
throughout the united states.
[52:00]
sourcewell itself funded government
[52:02]
organization established in 1978 helps
[52:04]
more than 50 thousand participating
[52:07]
government educational non-profit
[52:09]
agencies streamline procurement
[52:12]
through competitive lease, solicited
[52:14]
cracks and renegotiated pricing.
[52:17]
staff recommend allowing adjustments
[52:18]
to the city manager level to amend
[52:22]
usage fees 21% to on peak electricity
[52:24]
rates as they increase and/or decrease.
[52:27]
staff recommends public charging hours
[52:28]
of operation to be available 24/7 per
[52:33]
the msrc grant requirements,
[52:35]
construction is to begin in 2026.
[52:42]
that concludes the report.
[52:43]
>> thank you.
[52:45]
colleagues, do we have any comments or
[52:47]
questions on this item?
[52:51]
council member vasquez?
[52:54]
>> so, my question is related to
[52:58]
personal data.
[53:00]
so, I guess on part of this packet,
[53:04]
page 15 of 44, it talks about the
[53:09]
personal data and it says personal
[53:11]
data includes personal data, personal
[53:14]
information, personally identifiable
[53:16]
information and analogous terms, etc.,
[53:21]
etc., now, can you perhaps for people
[53:25]
who may not understand what that data
[53:29]
includes, maybe just sort of shed a
[53:31]
little more light on that, what type
[53:34]
of personal information will be
[53:35]
collected?
[53:36]
>> which page are you looking at,
[53:39]
apologies, I know you mentioned it.
[53:42]
>> it's on page 15 of 44 of the agenda
[53:45]
item under item number 15.
[53:46]
>> yup.
[53:47]
>> so, paragraph d.
[53:49]
>> the data I believe consists of --
[53:51]
you have to have a chargepoint account
[53:53]
to be able to use chargepoint station,
[53:57]
so that would be vehicle information
[53:59]
and credit card in addition and name
[54:01]
when you sign up, most likely address,
[54:04]
just items you would sign up for to be
[54:06]
the a chargepoint member.
[54:09]
>> so, more or less basic information,
[54:11]
is that correct?
[54:12]
>> correct.
[54:13]
>> alright, thank you.
[54:14]
>> thank you.
[54:16]
council member ruesch?
[54:18]
>> thank you, madam mayor.
[54:21]
first question is how did a level 2
[54:26]
charging station come about versus the
[54:29]
level 3, I mean, was that just what
[54:32]
chargepoint offered us?
[54:33]
>> so, level 2 is the mid tier, so you
[54:36]
have level 1, level 2, level 3.
[54:39]
level 1 is your 120 vote plugging in
[54:41]
that you can plug in at home and do a
[54:44]
regular outlet, it takes a long time
[54:45]
to charge, more than probably 8 hours,
[54:48]
level 2 a little bit higher voltage,
[54:51]
quicker charge rates, level 3 would be
[54:55]
a 480 vote system which requires a lot
[54:57]
of power, power that we don't have
[54:59]
available in the city to provide that,
[55:01]
so level 2 is the best option.
[55:02]
>> okay.
[55:05]
and -- well, that answers that is
[55:07]
question because my other thought is
[55:09]
if we have any data from chargepoint
[55:13]
on usage of level to it, 30 miles an
[55:16]
hour is obviously very slow or else it
[55:21]
will create somebody to park their car
[55:23]
there all day which kind of defeats
[55:25]
the purpose.
[55:26]
>> we do have idle fees associated
[55:29]
with this, so basically if you charge
[55:30]
a vehicle for so long, once the
[55:33]
charging has completed, you have so
[55:35]
long to vacate the spot or else you'll
[55:37]
be charged idle fees.
[55:39]
>> I get that, but I'm thinking if I
[55:42]
have a half charge and say the average
[55:45]
vehicle supposedly has 300 miles,
[55:47]
that's 150 which means it sit there is
[55:51]
for five hours potentially, maybe
[55:56]
that's how it works but that's my
[55:59]
question, it doesn't really solve a
[56:02]
problem, it is there, but ultimately
[56:05]
at least we're showing concern for
[56:07]
electric vehicles that there is the
[56:08]
potential, so thank you.
[56:09]
>> your question, how long is it going
[56:11]
sit there to charge?
[56:13]
>> yeah, if it's 150 miles and we're
[56:18]
get 30 miles an hour and that's five
[56:20]
hours.
[56:21]
>> so, is that true?
[56:22]
>> typically people on average usually
[56:24]
stay to charge 50% of their battery
[56:27]
life, so they don't usually stay to
[56:31]
charge 100%, usually it's one to three
[56:34]
hours just to charge a vehicle enough
[56:36]
to go about their day.
[56:42]
>> okay, maybe they'll spend some time
[56:44]
in the library.
[56:45]
>> thank you, council member goodell?
[56:48]
>> yeah, I'm just curious, I'm not
[56:50]
familiar with the rates, so at 42
[56:53]
censers a kilowatt hour, that's what
[56:57]
the consumers will be charged, is that
[56:59]
correct, and then how does that
[57:00]
compare in the marketplace with other
[57:02]
charging options?
[57:05]
>> so, if you look at the exhibit of
[57:10]
other local agencies, that will show
[57:11]
you a breakdown of what other local
[57:15]
agencies are charging.
[57:19]
so, do you want me to go through what
[57:21]
other agencies are charging.
[57:23]
>> I'm curious, is that the market
[57:24]
rate or is that higher, lower?
[57:29]
>> it falls within the range of other
[57:32]
local agencies.
[57:33]
>>
[57:34]
>> it's typically cheaper than what
[57:35]
you would pay at a tesla charger.
[57:36]
a lot of people use the super chargers
[57:39]
at tesla's and that's over 50 cents
[57:44]
per kilowatt hour so we're below that.
[57:46]
>> so the tesla's are going to be
[57:48]
lining up.
[57:49]
sounds like.
[57:51]
okay, that's all, has was my question,
[57:53]
I just didn't know -- I was unaware of
[57:56]
the sort of comparative rates out
[57:59]
there in the marketplace.
[58:00]
thank you.
[58:01]
>> thank you.
[58:03]
council member kelley?
[58:05]
>> yes, thank you.
[58:06]
good report.
[58:07]
and I did have a couple of questions
[58:10]
over the weekend which thank you, city
[58:13]
manager, for getting back to me.
[58:15]
I just want to clarify, this is not
[58:18]
going to be an expense to the city,
[58:22]
costs are recovered, correct?
[58:25]
>> correct, this is grant funded
[58:33]
reimbursement.
[58:34]
>> okay, thank you, I wanted to make
[58:35]
sure that's very clear.
[58:36]
thank you.
[58:37]
>> and regarding the free charging
[58:38]
that was available, it was mentioned
[58:39]
by the speaker, that was like a pilot
[58:40]
at the very beginning.
[58:42]
when you give away anything for free,
[58:44]
it tends to be abused.
[58:47]
you see the same vehicles that come in
[58:49]
and park there all day and if you have
[58:52]
a high capacity vehicle like some of
[58:55]
these tesla's, you can suck up $40 of
[58:58]
power on a single charge session, so
[59:01]
it doesn't work any longer to give it
[59:03]
away.
[59:04]
it did in the beginning years ago but
[59:06]
now there's enough ev's out there and
[59:10]
it doesn't work to give it away.
[59:13]
>> thank you.
[59:14]
>> good to know, thank you.
[59:15]
>> and then just to confirm, the
[59:20]
calculation to get to the 42 cents per
[59:24]
kilowatt hour, does offset operational
[59:26]
costs and staff costs, correct?
[59:29]
>> yes, there's a slight increase for
[59:31]
the administrative cost for overseeing
[59:35]
the program management.
[59:36]
>> thank you.
[59:39]
colleagues, any other questions?
[59:41]
go ahead and register yore vote.
[59:44]
well, let's --
[59:45]
>> I recommend the action.
[59:46]
>> thank you.
[59:47]
>> it's a public hearing.
[59:48]
>> we need to close the public hearing
[59:50]
and then we'll vote.
[59:52]
>> we'll go ahead and close the public
[59:53]
hearing.
[59:54]
>> I have one clarification for the
[59:58]
record, so exhibit a, there's a second
[1:00:02]
page of exhibit a in the reso which
[1:00:09]
states the fee schedule, that is not
[1:00:10]
the correct fee schedule.
[1:00:11]
the correct fee schedule is attached
[1:00:12]
to the resolution itself.
[1:00:13]
exhibit a to the report is the first
[1:00:14]
page is the picture diagram, the
[1:00:17]
photograph, the second page states the
[1:00:20]
fee schedule, that was the older
[1:00:22]
version of the fee schedule.
[1:00:24]
the correct version is attached to the
[1:00:26]
resolution as the fee schedule.
[1:00:28]
>> thank you.
[1:00:31]
so, your motion is, trish?
[1:00:34]
I'm going to close the public hearing.
[1:00:40]
council member kelley, what is your
[1:00:42]
motion?
[1:00:43]
>> I move the recommended action.
[1:00:44]
>> so, that is to conduct a public
[1:00:47]
hearing on the proposed public
[1:00:51]
electric vehicle charging station user
[1:00:53]
fee study, adopt resolution 26-xx
[1:00:56]
establishing new user fees form public
[1:01:00]
ev charging stationers and award a 5
[1:01:04]
year subscription agreement with
[1:01:06]
chargepoint, inc. For the management
[1:01:09]
and maintenance warranty of civic
[1:01:13]
center level 2 electric vehicle
[1:01:15]
charging stations.
[1:01:16]
is there a second?
[1:01:18]
>> I'll second.
[1:01:19]
>> thank you.
[1:01:22]
go ahead and register your votes.
[1:01:33]
>> okay.
[1:01:34]
that is unanimous, thank you very much.
[1:01:39]
next we have an item calling for the
[1:01:42]
general municipal election on november
[1:01:48]
3, 2026 to elect five members to the
[1:01:49]
city council for districts 1, 2, 3, 4
[1:01:53]
and 5.
[1:01:54]
and I would ask the city clerk if
[1:01:56]
there are any speakers on this item.
[1:02:01]
>> no, madam mayor, there are not.
[1:02:02]
>> and online?
[1:02:04]
>> no.
[1:02:05]
>> thank you.
[1:02:07]
okay, we'll go ahead and have a staff
[1:02:09]
report, please.
[1:02:11]
>> thank you, madam mayor, city
[1:02:13]
council.
[1:02:14]
upon the direction of the city council
[1:02:16]
at its regular meeting november 11, 2025,
[1:02:21]
ordinance 25-359 was established
[1:02:24]
to have the term or office commencing
[1:02:26]
with the general municipal
[1:02:28]
election in 2026.
[1:02:29]
city councilmembers in districts 1, 3
[1:02:32]
and 5 shall be elected for a term of
[1:02:34]
four years and city council members in
[1:02:36]
districts 2 and 4 shall be elected for
[1:02:38]
a term of two years which shall count
[1:02:42]
for a full term for the municipal code
[1:02:49]
section.
[1:02:50]
city members in all districts should
[1:02:51]
be elected for a term of four years
[1:02:53]
and all subsequent elections.
[1:02:55]
the resolutions presented for the adoption
[1:02:56]
by the city council will commence the
[1:02:58]
election process for the city's
[1:03:01]
general municipal election to be held
[1:03:02]
on tuesday november 3, 2026 for the
[1:03:05]
purpose of electing city
[1:03:08]
councilmembers.
[1:03:09]
the first resolution calls and gives
[1:03:13]
notice of the holding of the general
[1:03:16]
municipal election.
[1:03:17]
the second resolution requests the
[1:03:18]
board of supervisors of the county of
[1:03:19]
orange to consolidate the general
[1:03:20]
municipal election with the statewide
[1:03:21]
general election and the third
[1:03:23]
resolution pertains to regulations for
[1:03:25]
the candidates statements of
[1:03:27]
qualifications.
[1:03:28]
it is optional for each candidate to
[1:03:30]
submit a candidate statement.
[1:03:32]
if the candidate chooses to have a
[1:03:34]
statement included in the sample
[1:03:36]
ballot, the resolution stipulates the
[1:03:37]
costs involved paid by the
[1:03:38]
candidate at the time the nomination
[1:03:43]
paper is filed.
[1:03:46]
the registrar of voters have provided
[1:03:47]
the cost for printing each statement.
[1:03:48]
district 1 will be $544.63, district 2
[1:03:53]
will be $551.29, district 3 already
[1:03:58]
$537.50, district 4 will be $543.31,
[1:04:03]
and district 5 will be $551.09, the
[1:04:07]
candidate statement is limited to a
[1:04:09]
maximum of 200 words.
[1:04:11]
the period for filing candidate
[1:04:13]
nomination papers will commence on
[1:04:15]
monday july 13, 2026 and will continue
[1:04:19]
through friday august 8, 2026.
[1:04:22]
if an incumbent who is eligible for
[1:04:24]
nomination does not file nomination
[1:04:26]
papers, the filing deadline will be
[1:04:29]
extended to wednesday august 12, 2026.
[1:04:31]
this extended deadline only mrs to
[1:04:34]
districts 1 and 3, districts 2, 4 and
[1:04:37]
5 have no incumbent to be re-elected.
[1:04:46]
the orange county registrar of voters
[1:04:48]
is scheduled to certify the election
[1:04:50]
results on or before december 3, 2026.
[1:04:53]
based on that timeline, the
[1:04:56]
declaration of results and newly
[1:04:58]
elected councilmembers will be
[1:04:59]
scheduled for the december 8, 2026
[1:05:02]
city council meeting and that
[1:05:03]
concludes my report.
[1:05:04]
>> thank you.
[1:05:12]
are there -- we've already asked if
[1:05:15]
there's any requests to speak.
[1:05:16]
does anybody have any questions here?
[1:05:19]
I'll take a motion?
[1:05:24]
>> so moved.
[1:05:25]
>> second.
[1:05:27]
>> thank you.
[1:05:30]
go ahead and register your votes.
[1:05:37]
>> that is unanimous, thank you very
[1:05:40]
much.
[1:05:42]
okay.
[1:05:43]
next up we have the item number 17,
[1:05:48]
fiscal year 2026-27 law enforcement
[1:05:50]
agreement and additional special
[1:05:53]
enforcement services that are provided
[1:05:55]
by the orange county sheriff's
[1:05:57]
department.
[1:05:58]
are there any members of public who
[1:05:59]
would like to speak on this in person
[1:06:02]
or online?
[1:06:03]
>> there are not.
[1:06:04]
>> thank you.
[1:06:07]
can we have a staff report, please.
[1:06:10]
yes, I'll ask mr. Paul catsimanes, our
[1:06:13]
public services emergency manager for
[1:06:14]
the report.
[1:06:15]
>> thank you, thank you, mayor and
[1:06:16]
members the city council.
[1:06:19]
item 17 is the consideration of the
[1:06:22]
fiscal year 26-27 law enforcement
[1:06:24]
services agreement and special
[1:06:26]
enforcement services.
[1:06:27]
the recommended action is to the
[1:06:29]
approve the fiscal year 26-27 law
[1:06:31]
enforcement services agreement with
[1:06:32]
the county of orange for an amount not
[1:06:35]
to exceed 25 million 550 thousand 539
[1:06:39]
dollars and to approve the amount not
[1:06:41]
to exceed 35 thousand dollars for
[1:06:43]
overtime related to special
[1:06:45]
enforcement services.
[1:06:46]
by way of background, the city of mission
[1:06:48]
viejo contracts with the county of
[1:06:51]
orange for provision of law
[1:06:52]
enforcement services.
[1:06:53]
as par of the contract development
[1:06:55]
process for fiscal year 26-27, the
[1:06:58]
county submitted a first estimate in
[1:07:01]
february, 2026 in the amount of 25
[1:07:04]
million 909 thousand 562 tlars which
[1:07:07]
is attached as exhibit 1.
[1:07:09]
this represents an increase of 366
[1:07:12]
thousand dollar or 1.43% over previous
[1:07:16]
year's amended contract.
[1:07:18]
following the first estimate
[1:07:19]
submittal, the county updated its
[1:07:21]
figures and provided a second
[1:07:24]
estimate with revises assumptions in
[1:07:25]
march, this is attached as exhibits 3
[1:07:27]
and 4.
[1:07:28]
during the final contract review
[1:07:30]
process, the county made additional
[1:07:32]
adjustments including a downward
[1:07:34]
revision to benefit calculations and
[1:07:36]
the inclusion of replacement
[1:07:38]
motorcycle.
[1:07:39]
these changes are incorporated into
[1:07:43]
the final estimate which is
[1:07:46]
attached as exhibit 5 which is was
[1:07:47]
submitted in april to the chief of
[1:07:48]
police services and the city manager
[1:07:49]
for review and approval.
[1:07:52]
with their concurrence, the amount
[1:07:55]
of 25 million 550 thousand 539
[1:08:05]
dollars is submitted.
[1:08:10]
it should be noted the mou negotiation
[1:08:13]
process between orange county
[1:08:15]
sheriff's department and the association
[1:08:16]
of orange county sheriff's deputies is
[1:08:19]
underway.
[1:08:20]
the final salary and benefit packages
[1:08:22]
negotiated may require an amendment to
[1:08:24]
the contract once the process is
[1:08:27]
concluded.
[1:08:28]
when comparing per capita law
[1:08:31]
enforcement costs contract cities,
[1:08:33]
mission viejo ranks 8 out of 13 in the
[1:08:35]
middle of the cost range when rap ked
[1:08:37]
for most to least expensive.
[1:08:40]
mission viejo's per capita cost was
[1:08:46]
283 in 225-26 and is projected to
[1:08:51]
have the same per capita cost in 26-27.
[1:08:56]
laguna beach had the highest per
[1:08:59]
capita cost, laguna had the lowest
[1:09:01]
cost at $211 in fiscal year 25-26.
[1:09:04]
the fiscal year 26-27 budget includes
[1:09:08]
sufficient appropriation for law
[1:09:10]
enforcement services contract as well
[1:09:11]
as a special enforcement services
[1:09:14]
provided in the report.
[1:09:16]
the fiscal year 25-26 general fund
[1:09:18]
budget includes 35 thousand dollars
[1:09:21]
for overtime related to special
[1:09:24]
enforcement services that
[1:09:26]
addresses specific community concerns,
[1:09:27]
staff recommends maintaining this
[1:09:28]
funding level for 26-27 and that
[1:09:31]
concludes my report and myself and
[1:09:35]
captain larson are available for any
[1:09:36]
questions.
[1:09:37]
>> thank you.
[1:09:42]
colleagues, any comments or questions
[1:09:43]
on this report?
[1:09:44]
it's an excellent report.
[1:09:45]
we don't always see something that is
[1:09:47]
at this level.
[1:09:48]
it usually is much more significant
[1:09:51]
increases, so, this is good news.
[1:09:53]
so, thank you.
[1:09:55]
so, I'll say that.
[1:09:59]
council member kelley?
[1:10:00]
>> yes, thank you.
[1:10:03]
I'm also really impressed that we were
[1:10:06]
able to hold the cost and yet continue
[1:10:09]
to maintain the excellent service that
[1:10:13]
we have and I thought that cost per
[1:10:18]
capita of mission viejo 283 versus
[1:10:24]
laguna beach at 1207, wow, we get a
[1:10:28]
lot for our money here and we truly
[1:10:33]
have excellent service.
[1:10:37]
we did note there may be a
[1:10:40]
change as the mou is being
[1:10:43]
negotiated currently between the
[1:10:44]
county and the association of orange
[1:10:49]
county sheriff's deputies, aocds, do
[1:10:53]
we have any time estimate on when we
[1:10:57]
might expect to see any changes if any?
[1:11:07]
>> yes, as of right now, we do not
[1:11:09]
have any updates with the county.
[1:11:12]
I know they went to the county on
[1:11:15]
several attempts and they're not
[1:11:16]
bringing anything to the table at this
[1:11:18]
time, so I believe they have another
[1:11:20]
month or so for another contract
[1:11:24]
meeting but contract negotiations as
[1:11:25]
of today have not even begun with the
[1:11:28]
county for any raises or special
[1:11:31]
benefits for the deputies.
[1:11:32]
>> okay.
[1:11:36]
again, I really commend you all for
[1:11:39]
working together and collaborating and
[1:11:42]
being very resourceful with the
[1:11:43]
resources that we have.
[1:11:46]
so, good job and I will move approval,
[1:11:50]
I will move the recommended action.
[1:11:56]
>> I will second that and then I do
[1:11:59]
have a comment.
[1:12:00]
>> please, go right ahead, mayor pro
[1:12:04]
tem.
[1:12:05]
>> I just think it's important that we --
[1:12:08]
I'm glad you brought up
[1:12:15]
the issue of the negotiations going
[1:12:17]
on.
[1:12:18]
it's amazing that the city isn't a
[1:12:19]
part of the negotiations over the
[1:12:22]
rates that deputies get paid, that's a
[1:12:27]
contract between the county of orange
[1:12:30]
and the deputies' bargaining unit or
[1:12:32]
their association, and that gets set
[1:12:34]
at that level and then we get a bill
[1:12:40]
for what our share of that is.
[1:12:41]
so, I think it's important that we
[1:12:45]
make the public aware that this is the
[1:12:47]
largest item in our annual budget.
[1:12:53]
this public safety protection issue
[1:12:54]
with the orange county sheriff's
[1:12:55]
department, they do an excellent job,
[1:12:58]
council member kelley's already
[1:12:59]
pointed out that they were holding the
[1:13:01]
line on the per capita cost for all of
[1:13:04]
us.
[1:13:05]
we really appreciate that and we
[1:13:06]
really appreciate the services they
[1:13:07]
provide here for us, so, -- but we're
[1:13:11]
not involved in negotiating the rates,
[1:13:14]
we just get hit with the bill and we
[1:13:17]
have to figure out a what I to pay --
[1:13:22]
way to pay it, but with that, we do
[1:13:24]
get to negotiate with the management
[1:13:26]
of the sheriff's department on what
[1:13:27]
services we are taking advantage of as
[1:13:30]
our city, how many motor officer, how
[1:13:34]
many motorcycles we have, how many
[1:13:37]
vehicles we have, how many deputies we
[1:13:39]
have, how quickly we're filling
[1:13:44]
vacancies in the staffing and all
[1:13:45]
those sorts of things are things that
[1:13:48]
we have a chance to work with the
[1:13:52]
department on to fit our needs the
[1:13:54]
best we see fit.
[1:13:55]
so, I just wanted to make sure
[1:13:57]
everyone's aware of that, but the
[1:13:59]
rates, they're set above our pay level
[1:14:02]
as someone might say, my hao, thank
[1:14:04]
you.
[1:14:05]
>> thank you for clarifying that, and
[1:14:08]
that's one of the reasons we like to
[1:14:10]
work closely with our
[1:14:13]
representatives, our supervisors, so
[1:14:16]
we are thankful we pay attention to
[1:14:17]
what we have to say and that we do have a
[1:14:21]
supervisor that does listen to us, so
[1:14:22]
that is part of the reason that we
[1:14:24]
keep that relationship pretty close.
[1:14:28]
so, thank you.
[1:14:29]
okay, any other comments?
[1:14:31]
go ahead and register your votes.
[1:14:37]
okay, and that is unanimous.
[1:14:38]
thank you.
[1:14:43]
okay, next up, we have a report from
[1:14:46]
our city manager?
[1:14:47]
>> two quick things --
[1:14:48]
>> or do you have a report?
[1:14:50]
>> I do, I have two quick things id
[1:14:52]
like to point out.
[1:14:53]
first of all, we implemented a dry run
[1:14:57]
of sb 707, as far as I know,
[1:14:59]
everything went smoothly, although we
[1:15:01]
didn't have many takers on I, I want
[1:15:02]
to give a shout-out to both our it
[1:15:05]
department and our city clerk's
[1:15:07]
department because there was a lot of
[1:15:09]
work and research went on behind the
[1:15:16]
scenes to get us in compliance with
[1:15:17]
the law.
[1:15:18]
and then the second thing I wanted to
[1:15:19]
mention at our next
[1:15:21]
meeting, you will see a change along
[1:15:25]
the bench, our long term city clerk
[1:15:26]
kimberly schmitt is retiring, this
[1:15:28]
will be her last meeting up here I
[1:15:31]
believe, at the next
[1:15:35]
meeting, you will see a new face,
[1:15:38]
alison walker, you will see her at our
[1:15:40]
next council meeting.
[1:15:41]
>> thank you.
[1:15:47]
kimberly, is this truly going to be
[1:15:49]
your last meeting or are you going to
[1:15:51]
show up and be a support to the next
[1:15:53]
clerk?
[1:15:55]
>> she can handle it.
[1:15:56]
>> okay.
[1:15:58]
>> alright, well, then I'll reserve my
[1:16:01]
comments during my -- because you are
[1:16:03]
very appreciated and you have handled
[1:16:05]
yourself very, very
[1:16:06]
well, so we will -- I'm make some
[1:16:11]
comments during my comments, thank
[1:16:12]
you.
[1:16:13]
city attorney?
[1:16:14]
do you have any reports for us?
[1:16:16]
>> thank you, madam mayor, I already
[1:16:19]
in essence gave my report, but happy
[1:16:21]
to answer any questions if any
[1:16:23]
questions come up.
[1:16:24]
>> thank you.
[1:16:26]
okay, councilmembers, double check
[1:16:29]
your ab1234 -- your reports for the
[1:16:33]
ab1234 for activities that you
[1:16:35]
attended and then share whatever you
[1:16:37]
would like as you give your comments,
[1:16:40]
we'll start with council member kelley.
[1:16:43]
>> thank you.
[1:16:44]
it has been a busy couple of weeks.
[1:16:47]
on may 27, I attended the occog 2026
[1:16:53]
annual conference at sta jets in costa
[1:16:58]
mesa, very different and interesting
[1:17:01]
location and the content of the
[1:17:03]
conference was also very interesting.
[1:17:06]
also on the 27th, I attended the capo
[1:17:12]
valley stadium grand opening, the
[1:17:16]
capistrano valley high school has a
[1:17:18]
brand new wonderful stadium that had
[1:17:20]
been many, many years in the planning
[1:17:26]
so that was a fantastic event.
[1:17:28]
if you haven't seen the stadium yet, I
[1:17:31]
encourage you to take a look.
[1:17:35]
I also attended on may 29, the ocfa
[1:17:39]
best and bravest awards where we got
[1:17:43]
to hear stories about various
[1:17:47]
firefighters and units that just
[1:17:50]
really warmed your heart because you
[1:17:52]
hear of the good work that our
[1:17:55]
firefighters are doing out there,
[1:17:57]
saving lives and saving property and
[1:18:01]
really being -- putting
[1:18:06]
themselves out there to service, so
[1:18:08]
that was a great opportunity to hear
[1:18:09]
some of the stories that we don't
[1:18:14]
always hear about.
[1:18:16]
I also attended the spirit league
[1:18:20]
shoot-a-thon event for the -- which
[1:18:23]
was on may 30th which wanda rear don
[1:18:29]
spoke about earlier, a great
[1:18:31]
organization, spirit league,
[1:18:32]
and this
[1:18:34]
was a fup basketball wrap up end of
[1:18:40]
the year tournament for these youth.
[1:18:42]
I also attended the cappo valley
[1:18:47]
interact [inaudible] overseen by the
[1:18:51]
rotary clubs and the senior games,
[1:18:58]
laguna niguel has been doing senior
[1:19:00]
game miss the last three years in
[1:19:02]
their city.
[1:19:03]
this year they branched out and opened
[1:19:05]
it up to include also laguna hills and
[1:19:10]
mission viejo, so mission viejo hosted
[1:19:12]
-- they had an opening ceremony on
[1:19:16]
june 5th and then mission viejo hosted
[1:19:20]
the pickleball and tennis tournaments
[1:19:23]
and the other events were done in
[1:19:27]
laguna hills and laguna niguel, and
[1:19:32]
let's see, the -- barbadanes park
[1:19:37]
neighborhood meeting which was just
[1:19:39]
yesterday, has was a very good meeting.
[1:19:42]
our staff met and jerry mill and --
[1:19:49]
hill and corey and all of our staff
[1:19:51]
were there and pictures and a map and
[1:19:53]
explained what was going to be done at
[1:19:56]
this park renovation.
[1:19:57]
as you know, we've been renovating a
[1:19:58]
park every year and it's the turn for
[1:20:04]
barbadanes park this time, and the
[1:20:07]
plans look really fantastic.
[1:20:09]
the neighborhood turned out and I
[1:20:11]
think everyone's really excited and
[1:20:14]
we'll be seeing this beginning to
[1:20:16]
happen later on this summer or at the
[1:20:18]
end of summer, fall I think
[1:20:21]
construction will probably begin.
[1:20:22]
and that concludes my activities but I
[1:20:32]
do want to say a few things about our
[1:20:33]
city clerk.
[1:20:35]
I think that we actually can't believe
[1:20:38]
that she's really
[1:20:42]
leaving us, she's been
[1:20:47]
a fixture here in the city for many
[1:20:49]
years, she's been an asset to the city
[1:20:52]
for many years and she has gotten us
[1:20:55]
through crazy elections and some crazy
[1:20:59]
meetings and some also just normal
[1:21:03]
day-to-day everything, she doesn't
[1:21:08]
miss a thing, she dots every I and
[1:21:14]
crosses every t and she's been a
[1:21:16]
delight to work with, we all love her
[1:21:19]
and will miss her.
[1:21:20]
>> thank you.
[1:21:25]
>> okay, next up, we have council
[1:21:27]
member ruesch.
[1:21:28]
>> thank you, madam mayor.
[1:21:31]
briefly, I also attended the occog
[1:21:35]
annual conference as former aviator,
[1:21:41]
the aspects they showed were
[1:21:44]
incredible.
[1:21:45]
>> I saw you in there.
[1:21:48]
>> you took off?
[1:21:49]
>> I was concerned.
[1:21:50]
>> they're looking for pilots, but no,
[1:21:53]
the aspects of air taxis moving
[1:21:57]
forward are things we not only will
[1:21:59]
see but in the future we'll be using.
[1:22:02]
what they were demonstrated were
[1:22:05]
piloted air taxis, in the future we'll
[1:22:09]
probably see waymo's, self-driving air
[1:22:11]
taxis, I know it sounds scary but
[1:22:14]
change is painful but it's also things
[1:22:18]
that move us forward.
[1:22:20]
more on that later, but looking
[1:22:21]
forward to some really interesting
[1:22:22]
times in the future.
[1:22:23]
I had the honor of representing mission
[1:22:31]
viejo at the chinese american official
[1:22:32]
installation at monterey park on
[1:22:35]
friday, 400 electeds from all over los
[1:22:41]
angeles county, state and federal
[1:22:44]
level, showing the commitment, the
[1:22:47]
chinese americans have in our
[1:22:49]
community and their interest in making
[1:22:53]
our society better and it also falls
[1:22:56]
in line with my work as I look towards
[1:22:59]
business development from other areas.
[1:23:05]
I met with representative of simon,
[1:23:09]
our mall center which is another part
[1:23:10]
of the things I'm working on which is
[1:23:14]
continued business development
[1:23:15]
support, working with the major
[1:23:17]
players, the people that are
[1:23:20]
employers, that are major contributors
[1:23:22]
to our sales tax to maintain good
[1:23:25]
relations there.
[1:23:26]
we had excellent conversations
[1:23:28]
including the possibility of working
[1:23:30]
with them to expand our -- what looks
[1:23:34]
like our next fire station rebuild
[1:23:37]
which will be station 9 over by the
[1:23:40]
mall, so watch for that soon.
[1:23:47]
number 4, so, approximately two months
[1:23:51]
ago, I had considered -- asked for the
[1:23:55]
request for recreation membership for
[1:23:58]
past councilmembers, I'm restating
[1:24:00]
that because the legal aspects of
[1:24:04]
granting retroactive offerings to past
[1:24:07]
councilmembers really just seemed to
[1:24:10]
be prohibitive and/or almost
[1:24:12]
insurmountable.
[1:24:13]
it doesn't change how I feel, I still
[1:24:15]
believe that those who have served
[1:24:16]
here on this dais, our wealth and
[1:24:24]
informs for us are ambassadors and
[1:24:26]
they should maintain their health and be
[1:24:28]
part of our recreation facility as
[1:24:29]
well and share their knowledge with
[1:24:32]
us, so sadly, no, but maybe we'll
[1:24:35]
see them in another place.
[1:24:37]
I will conclude with thanks to kim,
[1:24:41]
our city clerk, personally, you've
[1:24:43]
been a wealth of knowledge, you have
[1:24:45]
guided me over these last four years
[1:24:47]
and even back as a commissioner and
[1:24:53]
it's invaluable, your spirit, your
[1:24:56]
great leadership to me and I'm sure to
[1:24:58]
all of us and I want to say I thank
[1:25:00]
you, I know the mayor will have a lot
[1:25:02]
more to say but for me personally,
[1:25:04]
thank you very much for the time.
[1:25:07]
and with that, I conclude.
[1:25:08]
>> thank you.
[1:25:10]
council member vasquez?
[1:25:13]
>> let's see.
[1:25:17]
alright.
[1:25:18]
yes, I attended the capo valley high
[1:25:21]
school grand opening, that was nice to
[1:25:23]
see that ribbon be cut, my
[1:25:28]
oldest graduated from there and they
[1:25:30]
had the graduation at saddleback which
[1:25:32]
was very nice because you didn't need
[1:25:35]
tickets, but this stadium is going to
[1:25:38]
serve as a wonderful home for many,
[1:25:43]
many future graduating classes and
[1:25:44]
that's fantastic.
[1:25:45]
and I went to the ocfa 18th annual best
[1:25:49]
and bravest awards and that was --
[1:25:52]
that's always a fun event and it's
[1:25:54]
always nice when we see our local fire
[1:26:00]
stations recognized and I believe it
[1:26:02]
was station 31 if I'm remembering
[1:26:04]
correctly has was recognized, yeah,
[1:26:07]
that evening, so that was great.
[1:26:08]
and I also went to the spirit league
[1:26:12]
shoot-a-thon and spoke with some of
[1:26:14]
the organizers there and fortunately
[1:26:17]
they had a qr code so I did make a
[1:26:20]
donation.
[1:26:21]
let's see, I then went on to the la
[1:26:26]
paz creek golf classic, it looked like
[1:26:29]
they were giving away a fun club
[1:26:32]
cover, do um the animal, it was -- was
[1:26:36]
it a dog, it was an owl, a dog, an
[1:26:38]
owl, and that was -- yes, has was very
[1:26:41]
nice.
[1:26:42]
and I also went to the capo valley
[1:26:47]
interact club.
[1:26:50]
if for me, this was a really nice
[1:26:51]
event to go to.
[1:26:52]
I went last year when they had it in
[1:26:54]
-- sorry, I turn it off -- at dayna
[1:26:57]
point last year, this year -- not only
[1:27:01]
was it in mission viejo, but one of
[1:27:03]
the graduating seniors I have known
[1:27:06]
that's heavily involved with this
[1:27:09]
sbragt club, I have known her and her
[1:27:12]
family since she was five years homed
[1:27:15]
so -- old so it was wonderful to see
[1:27:19]
how she's grown over years and now
[1:27:23]
graduating and having led this group
[1:27:25]
essentially starting it over from
[1:27:28]
scratch into what it is today is just
[1:27:30]
so impressive so I was really happy to
[1:27:31]
be a part of that.
[1:27:35]
and let see, last night I went to the
[1:27:39]
barbadanes neighborhood meeting and
[1:27:40]
that looses like it's going to be a
[1:27:42]
wonderful renovation.
[1:27:43]
I think that will be really exciting
[1:27:46]
for that part of the neighborhood
[1:27:51]
which is already very heavily used so
[1:27:53]
I think that having these additional
[1:27:56]
play areas and additional walking
[1:27:57]
pads, I think that will be a really
[1:28:01]
wonderful addition or additions I
[1:28:05]
guess but, yeah, I'm excited to see
[1:28:07]
how it looks when it's done and to
[1:28:10]
kimberly, I do want to say thank you.
[1:28:13]
you have been very, very helpful to me
[1:28:16]
over these last four years and I
[1:28:19]
really do appreciate that and I hope
[1:28:21]
that you go out and do something fun
[1:28:24]
or a lot of fun things, so thank you.
[1:28:28]
>> thank you.
[1:28:30]
mayor pro tem goodell?
[1:28:32]
>> thank you.
[1:28:34]
well, I haven't attended a lot of
[1:28:36]
things the last two week, I was out of
[1:28:38]
town the last two weeks with my wife,
[1:28:42]
we were celebrating our wedding
[1:28:45]
anniversary, 42nd wedding anniversary
[1:28:46]
in has buy which-- hawaii which was
[1:28:51]
wonderful, she finally got
[1:28:54]
my ab1234 form right where there's
[1:28:56]
nothing on it because I wasn't here to
[1:28:57]
go to anything.
[1:28:59]
renatta does a great job too, she
[1:29:02]
helps kim with everything and she does an
[1:29:05]
amazing job keeping all our stuff
[1:29:08]
squared away in term of all the
[1:29:12]
reports and events and have to track,
[1:29:13]
so I want to thank renatta for that
[1:29:17]
as well as kim for all her hard works
[1:29:22]
over the last ten years that I have
[1:29:23]
been here, you have done an amazing
[1:29:24]
job, so thank you.
[1:29:25]
and I want to mention that we have had
[1:29:30]
-- we're hoping for some great success
[1:29:32]
at the county supervisors at their
[1:29:35]
next board meeting.
[1:29:38]
our community services commissioner,
[1:29:42]
saga conroy told me about the fact
[1:29:46]
that her daytime boss, supervisor
[1:29:48]
wagner, and all these supervisors have
[1:29:53]
funds that they are able to designate
[1:29:55]
for various projects in the community,
[1:29:57]
particularly around the la28 olympics
[1:29:59]
and so we were able to put
[1:30:01]
together a package and go to
[1:30:04]
supervisor wagner and he has approved
[1:30:06]
a 100 thousand dollar grant to our
[1:30:09]
city to assist us with our efforts on
[1:30:13]
the 28 olympic, bringing the olympic
[1:30:16]
teams here to train, use this ases a
[1:30:18]
training base and that is not approved
[1:30:21]
yet, it's approved by wagner but it's
[1:30:22]
got to go to the board and hopefully it
[1:30:25]
will be approved at their next board
[1:30:27]
meeting so we are very, very happy and
[1:30:30]
thankful, saga, for your efforts, I'm
[1:30:32]
thankful to mr. Mark nix who put
[1:30:35]
together a wonderful package and wrote
[1:30:37]
a terrific letter, ghost wrote it for
[1:30:41]
me, and also to supervisor wagner
[1:30:44]
himself, we had a one on one meeting,
[1:30:46]
we talked about all the things we've
[1:30:49]
been doing, he's very supportive of
[1:30:51]
what we're doing so I don't see any
[1:30:53]
reason why it shouldn't be approved
[1:30:55]
but we'll see.
[1:30:56]
we'll see what happens at the next
[1:30:58]
board meeting so I'm super excited about
[1:31:03]
that to bring in another source
[1:31:04]
of revenue for our efforts and just
[1:31:07]
again, kim, thank you so much.
[1:31:10]
I really appreciate you.
[1:31:14]
>> thank you.
[1:31:17]
I echo, I went to almost everything
[1:31:19]
that's been mentioned, the occog annual
[1:31:21]
conference was excellent, I had the
[1:31:23]
honor to introduce one of the panels,
[1:31:25]
they presented a lot of innovative
[1:31:28]
things coming our way and I think
[1:31:32]
you're going to see some of these
[1:31:33]
innovative transportation ideas that
[1:31:34]
are going to probably -- we'll see
[1:31:37]
them here in mission viejo as part of
[1:31:39]
the olympics, leading up to the
[1:31:43]
olympics, so congratulations capo
[1:31:49]
high school on getting your stadium
[1:31:52]
and finally having the grand opening.
[1:31:54]
it was nice how the board -- the
[1:32:00]
school board and it was gila jones who
[1:32:05]
asked trish to come up and speak, our
[1:32:09]
council member trish kelley and gave
[1:32:11]
quite a bit of kudos to the efforts
[1:32:16]
that she and judy undertook so, bother
[1:32:20]
of them were standing there with her
[1:32:22]
to make that happen because that's
[1:32:25]
exactly what it took was the funding
[1:32:28]
that needed to be directed to the
[1:32:30]
stadium that was promised through the
[1:32:35]
mello-roos tax process and they
[1:32:38]
righted that ship, that money wasn't
[1:32:40]
going there and that person sitting
[1:32:45]
right over there is a lot to do
[1:32:47]
with why that stadium was built and
[1:32:48]
that's a legacy for you, just another
[1:32:51]
one of the things that you have done,
[1:32:52]
so I just want to say kudos to you and
[1:32:57]
that was nice to see you honored in
[1:32:58]
that way.
[1:33:00]
south mission viejo little league, I
[1:33:01]
went to the closing ceremonies because
[1:33:04]
I missed their opening ceremonies and
[1:33:06]
that was great and I caught the north
[1:33:12]
league mission viejo little league
[1:33:13]
because there was competing things
[1:33:16]
going on.
[1:33:18]
you were at the ocfa event, I was
[1:33:21]
covering the little league, the capital
[1:33:24]
interact banquet was terrific and it
[1:33:28]
shows how several rotary clubs support
[1:33:32]
our high school interacts and they are
[1:33:34]
also at mission viejo high school and
[1:33:38]
trabuco hills high school, it was
[1:33:39]
really inspiring to see that and it
[1:33:43]
gave me some ideas for our rotary to
[1:33:45]
do some of what this amazing -- the
[1:33:47]
rotary club, the monarch beach rotary
[1:33:49]
club and the san juan capistrano rotary
[1:33:53]
club to support capo valley
[1:33:58]
unified as well as dayna hills and it
[1:34:02]
just shows you the unsung heroes in
[1:34:06]
our clubs that we honor, these
[1:34:08]
non-profits and the impacts they're
[1:34:10]
making in our schools and of course
[1:34:12]
going to barbadanes park last night
[1:34:15]
was good to see what the plans are and
[1:34:17]
also it was good to demonstrate to the
[1:34:20]
neighborhood because thereafter lot of
[1:34:22]
misinformation going around the
[1:34:24]
neighborhood saying that park wasn't
[1:34:25]
going to be done because of budget
[1:34:27]
cuts and that was incorrect so
[1:34:32]
it was nice to be there.
[1:34:34]
>> it was a lie.
[1:34:35]
>> thank you for saying it that way,
[1:34:38]
it was a lie.
[1:34:39]
I wanted to highlight a few things
[1:34:41]
coming up.
[1:34:45]
we have concert on the green on
[1:34:49]
friday, please do not miss that, it's
[1:34:51]
family style and they are a local --
[1:34:55]
there's mission viejo's in the band
[1:34:57]
and they draw a large crowd and it's out
[1:34:59]
on the village green by the community
[1:35:04]
certainty, norman p. Murray community
[1:35:05]
center and that starts at 6:00.
[1:35:07]
you can get there, you don't have to
[1:35:10]
get there super early but there's lot
[1:35:13]
of places to sit, put your lawn chairs
[1:35:15]
down, there's some tables that you can
[1:35:18]
also sit at but mainly it's really
[1:35:21]
casual, so come on down and enjoy the
[1:35:25]
time.
[1:35:26]
we have the night market coming up and
[1:35:29]
that is on saturday night, we have
[1:35:31]
lots of fun things going on.
[1:35:35]
and then am I in the right week here, the
[1:35:39]
night market is next week,
[1:35:40]
excuse me.
[1:35:42]
we have flag day on sunday, please do
[1:35:45]
not miss the activities that go on and
[1:35:46]
I don't know if anybody's noticed but
[1:35:49]
there's a lot of flags around our city.
[1:35:52]
we are getting ready for the 250th
[1:35:55]
parade -- the 250th birthday of
[1:35:58]
america parade and our city staff has
[1:36:00]
done a phenomenal job raising the flag
[1:36:04]
if you will and putting all kinds of
[1:36:07]
great decorations down in the red,
[1:36:10]
white and blue lights that are out
[1:36:11]
there and I'm seeing a lot of people
[1:36:14]
decorating in front of their
[1:36:15]
houses around neighborhoods and it's
[1:36:17]
exciting to see the community pride in
[1:36:20]
all of that great work that's being
[1:36:24]
done.
[1:36:26]
then I wanted to quickly highlight to
[1:36:31]
just save the date, remember, the
[1:36:34]
america 250 parade is going to be on
[1:36:36]
saturday, we are wringing -- on
[1:36:39]
saturday the 11th in the morning, we
[1:36:41]
are wringing with the businesses in
[1:36:43]
that center across the street to make
[1:36:44]
sure that we have some way of letting
[1:36:48]
them know how to adjust things and
[1:36:51]
have ingress, egress, but there will
[1:36:52]
be a period of time because that's the
[1:36:54]
way it works with parades when they're
[1:36:57]
coming down marguerite and going right
[1:36:59]
on la paz that there will be some
[1:37:01]
disruption, so again that is saturday
[1:37:06]
july 11th and that is also the same
[1:37:07]
weekend adds the barbecue music fest,
[1:37:10]
so we will have a week of celebration
[1:37:13]
here in mission viejo, so just put
[1:37:15]
that out there and then we also have
[1:37:20]
on friday the mission viejo chamber of
[1:37:22]
commerce is having their annual lunch
[1:37:24]
which I will be giving a mini state of
[1:37:27]
the city, if anybody's interested, go
[1:37:29]
check out the mission viejo chamber of
[1:37:32]
commerce and purchase tickets to go to
[1:37:34]
that event and with that, I think that
[1:37:37]
is everything that I have.
[1:37:39]
I want to talk about kim.
[1:37:43]
so, kim, I have watched you guide
[1:37:47]
people through the process of running
[1:37:52]
for election when it was tent always
[1:37:54]
straightforward and I watched you do
[1:37:56]
it with grace and dignity.
[1:37:58]
I have watched people come up to the
[1:38:00]
dais when you're in -- I know renatta
[1:38:04]
is also a tag team there, people come
[1:38:06]
up to the dais and sometimes don't act
[1:38:09]
very appropriately to you and you
[1:38:11]
handle it with grace and I want to
[1:38:13]
apologize for some of the times when
[1:38:15]
we probably didn't handle it quite
[1:38:20]
right ourselves, so, I want you to
[1:38:21]
know we plan to honor you at the next
[1:38:27]
meeting and in the way that you should
[1:38:30]
be a city clerk is a very important
[1:38:31]
pog in our city and very important
[1:38:34]
position over the next six months, and
[1:38:37]
then some, so we are going to miss you
[1:38:40]
in this election cycle and thank you
[1:38:43]
for all that you did to make it easier
[1:38:46]
for all the candidates that came
[1:38:49]
through and were trying to serve their
[1:38:52]
city and give them the information
[1:38:54]
that is so important to know and I
[1:38:57]
look forward to seeing you potentially
[1:39:00]
around town and congratulations and
[1:39:03]
being able to spend more time with
[1:39:05]
your grandchildren, I am jealous, so
[1:39:08]
you go enjoy all that and we
[1:39:09]
appreciate you.
[1:39:10]
alright, with that, we're going
[1:39:14]
to go ahead and adjourn the meeting
[1:39:17]
and we will see you on tuesday june
[1:39:19]
23rd, thank you.
[1:39:21]
( meeting adjourned ).
