[9:02] appropriate for a retirement

[9:53] so, we're doing proclamations this
[9:55] year and one of the things that's
[9:57] really special about your business is
[9:58] that you're one of our oldest
[10:01] businesses and you have been a part of
[10:03] the city for 50 years.
[10:07] was that the actual start of your
[10:09] business or did you start your
[10:10] business before you had that physical
[10:13] location?
[10:14] >> no, 50 years.
[10:15] >> 50 years, I wanted to make sure.
[10:17] this is a family business and one of
[10:19] the things we're doing is we're doing
[10:21] -- we're mon -- honoring and doing
[10:26] something special for the 250th
[10:28] birthday of america so this is a
[10:29] proclamation from the city of mission
[10:33] viejo commemorating the contribution
[10:35] of the small businesses to the story
[10:37] during the semi-quincentennial
[10:41] anniversary of the united states.
[10:44] july 4, 1976, america was
[10:45] founded on the enduring convictions
[10:47] liberty, justice and the pursuit of
[10:50] happiness, truths that continue to
[10:52] guide our republic and as our nation
[10:54] approaches its 250th anniversary in
[10:57] 2026 known as the semi-quincentennial
[11:00] or america 250, I'm sure you're seeing
[11:02] all the signs along the roads,
[11:04] communities are encouraged to reflect
[11:06] on our history, honor all americans'
[11:09] contributions and look to the future,
[11:12] whereas small businesses are vital to
[11:14] our communities and economy embodying
[11:18] the american spirit and representing
[11:20] nearly all american businesses, small
[11:22] business owners contribute
[11:25] significantly to the character and
[11:27] prosperity of mission viejo.
[11:30] this 250th milestone is an opportunity
[11:32] to recognize small businesses and
[11:33] citizens in shaping our nation's
[11:35] values and future.
[11:36] we encourage everyone to support local
[11:39] small businesses in celebrating our
[11:42] heritage and inspiring future
[11:45] generations.
[11:46] the shirt cannery is a family owned
[11:48] business which opened in the mission
[11:52] viejo village center in 1976.
[11:57] celebrating five decades as part of
[11:58] the fabric of this dynamic community
[12:02] and fabric -- what a word to use, and
[12:06] I will say that the business is
[12:09] popular for its customer banners,
[12:13] screen printing, embroidery,
[12:16] rhinestone lettering, logos and
[12:17] more and the shirt cannery which
[12:19] embodies friendly customer service is
[12:21] a local go-to for sports teams,
[12:24] schools, I've had firsthand experience
[12:28] with that, coaches, businesses and
[12:31] other seeking custom designees, color
[12:34] copy transfers, rhinestone lettering
[12:36] and logos.
[12:37] the business provides the on-spot
[12:41] printing quick turn-around times and a
[12:43] wide range of services that people
[12:45] from mission viejo and well beyond
[12:47] have long embraced.
[12:49] so, now therefore I wendy bucknum for
[12:54] the virtue of the city of mission
[12:57] viejo and on behalf of the city
[12:59] council do hereby recognize the
[13:01] contributions of the shirt cannery in
[13:04] the city of mission viejo, thank you

[14:48] know I'm forgetting, I can't believer
[14:50] it's been 50 years, I wanted to tell
[14:52] you when we started, we came out here
[14:56] in 74 and my husband was in real
[14:58] estate and we were told this was the
[15:01] hot spot, mission viejo was the hot
[15:03] spot in 74, so I started my business
[15:06] after that, I do have to tell you that
[15:09] I don't know if you guys remember the
[15:12] bicycle races for the olympics.
[15:16] well, that weekend, I was having a
[15:18] hard time surviving and that weekend
[15:20] pulled me back up where I could
[15:23] continue where I am today, so thank
[15:26] you again, mission viejo, for
[15:28] sponsoring that, so that was really
[15:31] awesome.
[15:32] there's a lot of blood, sweat and
[15:34] tears as that go into a business.
[15:38] it's not always about the money, it's
[15:40] about doing something that you love
[15:43] and care about it.
[15:44] I guess that's why I'm still
[15:49] working today, anyway, I wanted to
[15:51] also mention that I know we have a
[15:53] parade coming up here which is a first
[15:56] for a while.
[15:57] we used to be in the st. Patrick's
[16:00] parade, we used to have a mote psych
[16:01] wl a side car with shamrocks on it, so
[16:05] it's really nice to have a parade
[16:07] back, I'm looking forward to being in
[16:09] it and that will be fun, so that's
[16:11] like the first parade we ever had in a
[16:13] while I think.
[16:14] >> it's been many, many, many years, I
[16:16] think before we were a city was the
[16:18] last time we had a parade.
[16:20] >> well, I was here before it was a
[16:25] city.
[16:26] I started when I was 2, you know, okay.

[21:38] so, this is a very similar
[21:41] proclamation to -- for a business that
[21:43] has -- it's a profitable business,
[21:45] this is for our non-profits we're
[21:48] recognizing and ayso is one of our
[21:50] favorite non-profits.
[21:53] this is commemorating the
[21:56] contributions of non-profit
[21:57] organizations to the american story
[21:59] during this semi-quincentennial
[22:02] anniversary of our country.
[22:04] so, it's the same wording but a little
[22:07] different but I'm going to read it
[22:08] because you deserve to have this.

[23:37] region 84 has become one of the
[23:39] largest and most respected ayso
[23:42] regions in the country.
[23:44] and was honored as the 2025 ayso
[23:49] section 11 region of the year.

[29:54] years now, I have been involved with
[29:57] the league for six, 7 years, the
[29:59] league has been in the city of mission
[30:01] viejo I think it's going on 35 years,
[30:03] they had a couple of different names,
[30:05] it was mission day oro for a little
[30:08] while, mike back there might know some
[30:11] of if names, he's been around more
[30:13] than I have, but we love it, we love
[30:15] running the league.
[30:17] I can't take credit for all the league
[30:18] does, I have an amazing board, an
[30:21] amazing set of coaching volunteers and
[30:24] team mom volunteers, there's hundreds
[30:26] of them, so I have two of my board
[30:28] members here and then I know the other
[30:30] 15 or so right are running things for
[30:34] the league because we have some
[30:36] leagues going on, the board never
[30:38] sleeps and it's true, it's year-round
[30:42] -- I don't want to call it a job but
[30:44] but I spend more time on that than my
[30:48] actual paying job.
[30:49] >> didn't you have a big event or do
[30:51] you have one coming up?
[30:52] >> we have the parade with you guys.
[30:55] >> that's wonderful, no, I thought you
[30:57] had a tournament.
[30:58] >> we had our end of season tournament
[31:01] and a parade that we run, not to

[31:06] instagram, we have a couple of
[31:08] instagram posts about it, we get all
[31:10] 350 kids out there, they dress up in
[31:15] their team theme and they do this
[31:17] whole parade where we set up this area
[31:19] where they march through these tunnels
[31:21] and we have a dj that
[31:29] announces them, if you haver young
[31:31] girls that want to play, get nem to
[31:33] come out and run outside far few hours.

[39:12] wonderful place and I just wanted to

[39:24] have some people in mission viejo that
[39:32] work here in the city and they

[40:22] of wonderful things and ayso is an
[40:26] amazing group, volunteerism, special,
[40:28] our city supports it, it says a lot
[40:30] about our community and I also want to
[40:32] shout out to ron roof, he's also the
[40:35] director of the 11 year-old girls in
[40:38] mission viejo, he is a neighbor,
[40:40] a volunteer, a referee, relentless,
[40:43] and last couple of nights, the weekend
[40:45] over at the new heart fields, they had
[40:48] their classic, ron got home at 8:00
[40:51] that night, volunteering, it's an
[40:53] amazing thing.
[40:54] mission viejo girls softball and to
[40:56] jesse, I have worked with jesse for
[40:58] four years, I retired in january from
[41:00] our city, part of my responsibility
[41:02] was taking care of softball fields and
[41:07] it is a special place, my daughter
[41:09] played in it, I was proud to take care
[41:11] of those fields, it's really important
[41:13] to our city, people come to our city
[41:16] because of these wonderful non-profit
[41:20] fields, parents, they volunteer their
[41:22] it is amazing, and if anybody wants to
[41:24] to know more about it, I have over 20
[41:26] years of experience to talk about it.
[41:28] the other thing I want to talk about
[41:30] quickly is yesterday I was honored, I
[41:32] went on a ride along with the orange
[41:35] county sheriff and I got to city hall
[41:38] at 8:00 in the morning, left at 4:00
[41:40] and I want to tell the residents of
[41:42] mission viejo and anybody that's
[41:44] listening closely, we have amazing
[41:50] deputies, they're courteous and
[41:52] nice, we had a few people that had
[41:55] some traffic problems, they talked to
[41:56] them nicely and were fair to them and
[41:58] they gave them warnings and said thank
[42:00] you.
[42:01] it shows we have a wonderful city that
[42:04] believes in this orange county sheriff
[42:09] department and I want to to say, captain
[42:12] larson, you have wrongful people who
[42:13] work for you, I saw the human side of
[42:17] it, I want to thank the city because I
[42:20] have lived here since 196, went to
[42:22] school here, my kids went to school
[42:24] here, this is a wonderful community

[42:28] continuing that spirit and thank you.

[50:00] charge time estimates are 30 miles per
[50:02] one hour of charging.
[50:03] the proposed subscription agreement,

[50:08] incorporated includes a five year
[50:11] commercial cloud plan services,
[50:14] activation service and chargepoint
[50:16] assured warranty, this is included in
[50:17] the purchase of the charging stations.
[50:20] all payment transactions and process
[50:22] directly through chargepoint
[50:25] incorporated, chargepoint incorporated
[50:26] charge as service fee equal to 10% of
[50:29] the station usage fees to cover
[50:31] transaction and station management
[50:32] services.
[50:33] each mother chargepoint inc. Will
[50:35] reimburse the city of mission viejo
[50:37] for the station usage fees minus the
[50:41] 10% usage fee.
[50:43] staff surveyed local businesses that
[50:46] provide level 2 ev stations for public
[50:48] use, based on survey, the average rate
[50:51] charged by local public agencies go
[50:55] from 59 cents per kilowatt usage,
[51:00] staff recommended maintaining it at
[51:03] 21% applicable of the on peak
[51:07] electricity rate.
[51:09] the user's charge would be 42
[51:12] kilowatts per hour, this is to recover
[51:15] the city's direct utility cost,
[51:18] transaction management fees and is a
[51:19] portion of city staff time with managing
[51:21] the program.
[51:22] the funding comes from msrc, a grant,
[51:29] and funds from the air quality
[51:33] management district, aqmd, these funds
[51:35] were budgeted in the 21 and 23 capital
[51:38] improvement bjt u. These funds have
[51:40] been carried over, both ev
[51:44] stations and all electric and
[51:46] hardscape efforts will be fully funded
[51:51] by the mcrc grant, it was to provide
[51:56] ev solutions to public agencies
[51:58] throughout the united states.
[52:00] sourcewell itself funded government
[52:02] organization established in 1978 helps
[52:04] more than 50 thousand participating
[52:07] government educational non-profit
[52:09] agencies streamline procurement
[52:12] through competitive lease, solicited
[52:14] cracks and renegotiated pricing.
[52:17] staff recommend allowing adjustments
[52:18] to the city manager level to amend
[52:22] usage fees 21% to on peak electricity
[52:24] rates as they increase and/or decrease.

[54:39] level 1 is your 120 vote plugging in
[54:41] that you can plug in at home and do a
[54:44] regular outlet, it takes a long time
[54:45] to charge, more than probably 8 hours,
[54:48] level 2 a little bit higher voltage,
[54:51] quicker charge rates, level 3 would be
[54:55] a 480 vote system which requires a lot
[54:57] of power, power that we don't have
[54:59] available in the city to provide that,
[55:01] so level 2 is the best option.

[55:07] question because my other thought is
[55:09] if we have any data from chargepoint
[55:13] on usage of level to it, 30 miles an
[55:16] hour is obviously very slow or else it
[55:21] will create somebody to park their car

[55:25] the purpose.

[55:30] a vehicle for so long, once the

[55:45] vehicle supposedly has 300 miles,
[55:47] that's 150 which means it sit there is
[55:51] for five hours potentially, maybe

[56:02] problem, it is there, but ultimately
[56:05] at least we're showing concern for
[56:07] electric vehicles that there is the

[1:06:27] the recommended action is to the
[1:06:29] approve the fiscal year 26-27 law
[1:06:31] enforcement services agreement with
[1:06:32] the county of orange for an amount not
[1:06:35] to exceed 25 million 550 thousand 539
[1:06:39] dollars and to approve the amount not
[1:06:41] to exceed 35 thousand dollars for
[1:06:43] overtime related to special
[1:06:45] enforcement services.
[1:06:46] by way of background, the city of mission
[1:06:48] viejo contracts with the county of
[1:06:51] orange for provision of law
[1:06:52] enforcement services.
[1:06:53] as par of the contract development
[1:06:55] process for fiscal year 26-27, the
[1:06:58] county submitted a first estimate in
[1:07:01] february, 2026 in the amount of 25
[1:07:04] million 909 thousand 562 tlars which
[1:07:07] is attached as exhibit 1.
[1:07:09] this represents an increase of 366
[1:07:12] thousand dollar or 1.43% over previous
[1:07:16] year's amended contract.
[1:07:18] following the first estimate
[1:07:19] submittal, the county updated its
[1:07:21] figures and provided a second
[1:07:24] estimate with revises assumptions in
[1:07:25] march, this is attached as exhibits 3
[1:07:27] and 4.
[1:07:28] during the final contract review
[1:07:30] process, the county made additional
[1:07:32] adjustments including a downward
[1:07:34] revision to benefit calculations and
[1:07:36] the inclusion of replacement
[1:07:38] motorcycle.
[1:07:39] these changes are incorporated into
[1:07:43] the final estimate which is
[1:07:46] attached as exhibit 5 which is was
[1:07:47] submitted in april to the chief of
[1:07:48] police services and the city manager
[1:07:49] for review and approval.
[1:07:52] with their concurrence, the amount
[1:07:55] of 25 million 550 thousand 539
[1:08:05] dollars is submitted.
[1:08:10] it should be noted the mou negotiation
[1:08:13] process between orange county
[1:08:15] sheriff's department and the association
[1:08:16] of orange county sheriff's deputies is
[1:08:19] underway.
[1:08:20] the final salary and benefit packages
[1:08:22] negotiated may require an amendment to
[1:08:24] the contract once the process is
[1:08:27] concluded.
[1:08:28] when comparing per capita law
[1:08:31] enforcement costs contract cities,
[1:08:33] mission viejo ranks 8 out of 13 in the
[1:08:35] middle of the cost range when rap ked
[1:08:37] for most to least expensive.
[1:08:40] mission viejo's per capita cost was
[1:08:46] 283 in 225-26 and is projected to
[1:08:51] have the same per capita cost in 26-27.
[1:08:56] laguna beach had the highest per
[1:08:59] capita cost, laguna had the lowest
[1:09:01] cost at $211 in fiscal year 25-26.
[1:09:04] the fiscal year 26-27 budget includes
[1:09:08] sufficient appropriation for law
[1:09:10] enforcement services contract as well
[1:09:11] as a special enforcement services
[1:09:14] provided in the report.
[1:09:16] the fiscal year 25-26 general fund
[1:09:18] budget includes 35 thousand dollars
[1:09:21] for overtime related to special
[1:09:24] enforcement services that
[1:09:26] addresses specific community concerns,
[1:09:27] staff recommends maintaining this
[1:09:28] funding level for 26-27 and that
[1:09:31] concludes my report and myself and
[1:09:35] captain larson are available for any
[1:09:36] questions.

[1:10:28] lot for our money here and we truly
[1:10:33] have excellent service.

[1:10:40] change as the mou is being
[1:10:43] negotiated currently between the
[1:10:44] county and the association of orange
[1:10:49] county sheriff's deputies, aocds, do
[1:10:53] we have any time estimate on when we
[1:10:57] might expect to see any changes if any?
[1:11:07] >> yes, as of right now, we do not
[1:11:09] have any updates with the county.
[1:11:12] I know they went to the county on
[1:11:15] several attempts and they're not
[1:11:16] bringing anything to the table at this
[1:11:18] time, so I believe they have another
[1:11:20] month or so for another contract
[1:11:24] meeting but contract negotiations as
[1:11:25] of today have not even begun with the
[1:11:28] county for any raises or special
[1:11:31] benefits for the deputies.

[1:11:39] working together and collaborating and
[1:11:42] being very resourceful with the
[1:11:43] resources that we have.

[1:12:27] contract between the county of orange
[1:12:30] and the deputies' bargaining unit or
[1:12:32] their association, and that gets set
[1:12:34] at that level and then we get a bill
[1:12:40] for what our share of that is.
[1:12:41] so, I think it's important that we
[1:12:45] make the public aware that this is the
[1:12:47] largest item in our annual budget.
[1:12:53] this public safety protection issue
[1:12:54] with the orange county sheriff's
[1:12:55] department, they do an excellent job,
[1:12:58] council member kelley's already
[1:12:59] pointed out that they were holding the
[1:13:01] line on the per capita cost for all of
[1:13:04] us.
[1:13:05] we really appreciate that and we
[1:13:06] really appreciate the services they
[1:13:07] provide here for us, so, -- but we're
[1:13:11] not involved in negotiating the rates,
[1:13:14] we just get hit with the bill and we
[1:13:17] have to figure out a what I to pay --
[1:13:22] way to pay it, but with that, we do
[1:13:24] get to negotiate with the management
[1:13:26] of the sheriff's department on what
[1:13:27] services we are taking advantage of as
[1:13:30] our city, how many motor officer, how
[1:13:34] many motorcycles we have, how many
[1:13:37] vehicles we have, how many deputies we
[1:13:39] have, how quickly we're filling
[1:13:44] vacancies in the staffing and all
[1:13:45] those sorts of things are things that
[1:13:48] we have a chance to work with the
[1:13:52] department on to fit our needs the
[1:13:54] best we see fit.
[1:13:55] so, I just wanted to make sure
[1:13:57] everyone's aware of that, but the
[1:13:59] rates, they're set above our pay level
[1:14:02] as someone might say, my hao, thank
[1:14:04] you.

[1:16:53] annual conference at sta jets in costa
[1:16:58] mesa, very different and interesting
[1:17:01] location and the content of the
[1:17:03] conference was also very interesting.
[1:17:06] also on the 27th, I attended the capo
[1:17:12] valley stadium grand opening, the
[1:17:16] capistrano valley high school has a
[1:17:18] brand new wonderful stadium that had
[1:17:20] been many, many years in the planning
[1:17:26] so that was a fantastic event.
[1:17:28] if you haven't seen the stadium yet, I
[1:17:31] encourage you to take a look.
[1:17:35] I also attended on may 29, the ocfa
[1:17:39] best and bravest awards where we got
[1:17:43] to hear stories about various
[1:17:47] firefighters and units that just
[1:17:50] really warmed your heart because you
[1:17:52] hear of the good work that our
[1:17:55] firefighters are doing out there,
[1:17:57] saving lives and saving property and
[1:18:01] really being -- putting
[1:18:06] themselves out there to service, so
[1:18:08] that was a great opportunity to hear
[1:18:09] some of the stories that we don't
[1:18:14] always hear about.
[1:18:16] I also attended the spirit league
[1:18:20] shoot-a-thon event for the -- which
[1:18:23] was on may 30th which wanda rear don
[1:18:29] spoke about earlier, a great
[1:18:31] organization, spirit league,
[1:18:32] and this
[1:18:34] was a fup basketball wrap up end of
[1:18:40] the year tournament for these youth.
[1:18:42] I also attended the cappo valley
[1:18:47] interact [inaudible] overseen by the
[1:18:51] rotary clubs and the senior games,
[1:18:58] laguna niguel has been doing senior
[1:19:00] game miss the last three years in
[1:19:02] their city.
[1:19:03] this year they branched out and opened
[1:19:05] it up to include also laguna hills and
[1:19:10] mission viejo, so mission viejo hosted
[1:19:12] -- they had an opening ceremony on
[1:19:16] june 5th and then mission viejo hosted
[1:19:20] the pickleball and tennis tournaments
[1:19:23] and the other events were done in
[1:19:27] laguna hills and laguna niguel, and
[1:19:32] let's see, the -- barbadanes park
[1:19:37] neighborhood meeting which was just
[1:19:39] yesterday, has was a very good meeting.
[1:19:42] our staff met and jerry mill and --
[1:19:49] hill and corey and all of our staff
[1:19:51] were there and pictures and a map and
[1:19:53] explained what was going to be done at
[1:19:56] this park renovation.
[1:19:57] as you know, we've been renovating a
[1:19:58] park every year and it's the turn for
[1:20:04] barbadanes park this time, and the
[1:20:07] plans look really fantastic.
[1:20:09] the neighborhood turned out and I
[1:20:11] think everyone's really excited and
[1:20:14] we'll be seeing this beginning to
[1:20:16] happen later on this summer or at the
[1:20:18] end of summer, fall I think
[1:20:21] construction will probably begin.
[1:20:22] and that concludes my activities but I
[1:20:32] do want to say a few things about our
[1:20:33] city clerk.
[1:20:35] I think that we actually can't believe
[1:20:38] that she's really
[1:20:42] leaving us, she's been
[1:20:47] a fixture here in the city for many
[1:20:49] years, she's been an asset to the city
[1:20:52] for many years and she has gotten us
[1:20:55] through crazy elections and some crazy
[1:20:59] meetings and some also just normal
[1:21:03] day-to-day everything, she doesn't
[1:21:08] miss a thing, she dots every I and
[1:21:14] crosses every t and she's been a
[1:21:16] delight to work with, we all love her
[1:21:19] and will miss her.

[1:21:50] >> they're looking for pilots, but no,
[1:21:53] the aspects of air taxis moving
[1:21:57] forward are things we not only will

[1:22:05] piloted air taxis, in the future we'll
[1:22:09] probably see waymo's, self-driving air
[1:22:11] taxis, I know it sounds scary but
[1:22:14] change is painful but it's also things
[1:22:18] that move us forward.
[1:22:20] more on that later, but looking
[1:22:21] forward to some really interesting
[1:22:22] times in the future.
[1:22:23] I had the honor of representing mission
[1:22:31] viejo at the chinese american official
[1:22:32] installation at monterey park on
[1:22:35] friday, 400 electeds from all over los
[1:22:41] angeles county, state and federal
[1:22:44] level, showing the commitment, the
[1:22:47] chinese americans have in our
[1:22:49] community and their interest in making
[1:22:53] our society better and it also falls
[1:22:56] in line with my work as I look towards
[1:22:59] business development from other areas.
[1:23:05] I met with representative of simon,
[1:23:09] our mall center which is another part
[1:23:10] of the things I'm working on which is
[1:23:14] continued business development
[1:23:15] support, working with the major
[1:23:17] players, the people that are
[1:23:20] employers, that are major contributors
[1:23:22] to our sales tax to maintain good
[1:23:25] relations there.
[1:23:26] we had excellent conversations
[1:23:28] including the possibility of working
[1:23:30] with them to expand our -- what looks
[1:23:34] like our next fire station rebuild
[1:23:37] which will be station 9 over by the
[1:23:40] mall, so watch for that soon.
[1:23:47] number 4, so, approximately two months
[1:23:51] ago, I had considered -- asked for the
[1:23:55] request for recreation membership for
[1:23:58] past councilmembers, I'm restating
[1:24:00] that because the legal aspects of
[1:24:04] granting retroactive offerings to past
[1:24:07] councilmembers really just seemed to
[1:24:10] be prohibitive and/or almost
[1:24:12] insurmountable.
[1:24:13] it doesn't change how I feel, I still
[1:24:15] believe that those who have served
[1:24:16] here on this dais, our wealth and
[1:24:24] informs for us are ambassadors and
[1:24:26] they should maintain their health and be
[1:24:28] part of our recreation facility as
[1:24:29] well and share their knowledge with
[1:24:32] us, so sadly, no, but maybe we'll
[1:24:35] see them in another place.
[1:24:37] I will conclude with thanks to kim,
[1:24:41] our city clerk, personally, you've
[1:24:43] been a wealth of knowledge, you have
[1:24:45] guided me over these last four years
[1:24:47] and even back as a commissioner and

[1:25:35] tickets, but this stadium is going to
[1:25:38] serve as a wonderful home for many,
[1:25:43] many future graduating classes and
[1:25:44] that's fantastic.
[1:25:45] and I went to the ocfa 18th annual best
[1:25:49] and bravest awards and that was --
[1:25:52] that's always a fun event and it's
[1:25:54] always nice when we see our local fire
[1:26:00] stations recognized and I believe it
[1:26:02] was station 31 if I'm remembering
[1:26:04] correctly has was recognized, yeah,
[1:26:07] that evening, so that was great.
[1:26:08] and I also went to the spirit league
[1:26:12] shoot-a-thon and spoke with some of
[1:26:14] the organizers there and fortunately
[1:26:17] they had a qr code so I did make a
[1:26:20] donation.
[1:26:21] let's see, I then went on to the la
[1:26:26] paz creek golf classic, it looked like
[1:26:29] they were giving away a fun club
[1:26:32] cover, do um the animal, it was -- was
[1:26:36] it a dog, it was an owl, a dog, an
[1:26:38] owl, and that was -- yes, has was very
[1:26:41] nice.
[1:26:42] and I also went to the capo valley
[1:26:47] interact club.
[1:26:50] if for me, this was a really nice
[1:26:51] event to go to.
[1:26:52] I went last year when they had it in
[1:26:54] -- sorry, I turn it off -- at dayna
[1:26:57] point last year, this year -- not only
[1:27:01] was it in mission viejo, but one of
[1:27:03] the graduating seniors I have known
[1:27:06] that's heavily involved with this
[1:27:09] sbragt club, I have known her and her
[1:27:12] family since she was five years homed
[1:27:15] so -- old so it was wonderful to see
[1:27:19] how she's grown over years and now
[1:27:23] graduating and having led this group
[1:27:25] essentially starting it over from
[1:27:28] scratch into what it is today is just
[1:27:30] so impressive so I was really happy to
[1:27:31] be a part of that.
[1:27:35] and let see, last night I went to the
[1:27:39] barbadanes neighborhood meeting and
[1:27:40] that looses like it's going to be a
[1:27:42] wonderful renovation.
[1:27:43] I think that will be really exciting
[1:27:46] for that part of the neighborhood
[1:27:51] which is already very heavily used so
[1:27:53] I think that having these additional
[1:27:56] play areas and additional walking
[1:27:57] pads, I think that will be a really
[1:28:01] wonderful addition or additions I
[1:28:05] guess but, yeah, I'm excited to see
[1:28:07] how it looks when it's done and to
[1:28:10] kimberly, I do want to say thank you.

[1:28:59] renatta does a great job too, she
[1:29:02] helps kim with everything and she does an
[1:29:05] amazing job keeping all our stuff
[1:29:08] squared away in term of all the
[1:29:12] reports and events and have to track,
[1:29:13] so I want to thank renatta for that
[1:29:17] as well as kim for all her hard works
[1:29:22] over the last ten years that I have
[1:29:23] been here, you have done an amazing
[1:29:24] job, so thank you.
[1:29:25] and I want to mention that we have had
[1:29:30] -- we're hoping for some great success
[1:29:32] at the county supervisors at their
[1:29:35] next board meeting.
[1:29:38] our community services commissioner,
[1:29:42] saga conroy told me about the fact
[1:29:46] that her daytime boss, supervisor
[1:29:48] wagner, and all these supervisors have
[1:29:53] funds that they are able to designate
[1:29:55] for various projects in the community,
[1:29:57] particularly around the la28 olympics
[1:29:59] and so we were able to put
[1:30:01] together a package and go to
[1:30:04] supervisor wagner and he has approved
[1:30:06] a 100 thousand dollar grant to our
[1:30:09] city to assist us with our efforts on
[1:30:13] the 28 olympic, bringing the olympic
[1:30:16] teams here to train, use this ases a
[1:30:18] training base and that is not approved
[1:30:21] yet, it's approved by wagner but it's

[1:30:30] thankful, saga, for your efforts, I'm
[1:30:32] thankful to mr. Mark nix who put

[1:30:37] a terrific letter, ghost wrote it for
[1:30:41] me, and also to supervisor wagner
[1:30:44] himself, we had a one on one meeting,
[1:30:46] we talked about all the things we've
[1:30:49] been doing, he's very supportive of
[1:30:51] what we're doing so I don't see any
[1:30:53] reason why it shouldn't be approved
[1:30:55] but we'll see.
[1:30:56] we'll see what happens at the next
[1:30:58] board meeting so I'm super excited about
[1:31:03] that to bring in another source
[1:31:04] of revenue for our efforts and just
[1:31:07] again, kim, thank you so much.

[1:31:17] I echo, I went to almost everything
[1:31:19] that's been mentioned, the occog annual
[1:31:21] conference was excellent, I had the
[1:31:23] honor to introduce one of the panels,
[1:31:25] they presented a lot of innovative
[1:31:28] things coming our way and I think
[1:31:32] you're going to see some of these
[1:31:33] innovative transportation ideas that
[1:31:34] are going to probably -- we'll see
[1:31:37] them here in mission viejo as part of
[1:31:39] the olympics, leading up to the
[1:31:43] olympics, so congratulations capo
[1:31:49] high school on getting your stadium
[1:31:52] and finally having the grand opening.
[1:31:54] it was nice how the board -- the
[1:32:00] school board and it was gila jones who
[1:32:05] asked trish to come up and speak, our
[1:32:09] council member trish kelley and gave
[1:32:11] quite a bit of kudos to the efforts
[1:32:16] that she and judy undertook so, bother
[1:32:20] of them were standing there with her
[1:32:22] to make that happen because that's
[1:32:25] exactly what it took was the funding
[1:32:28] that needed to be directed to the
[1:32:30] stadium that was promised through the
[1:32:35] mello-roos tax process and they
[1:32:38] righted that ship, that money wasn't
[1:32:40] going there and that person sitting
[1:32:45] right over there is a lot to do
[1:32:47] with why that stadium was built and
[1:32:48] that's a legacy for you, just another
[1:32:51] one of the things that you have done,
[1:32:52] so I just want to say kudos to you and
[1:32:57] that was nice to see you honored in
[1:32:58] that way.
[1:33:00] south mission viejo little league, I
[1:33:01] went to the closing ceremonies because
[1:33:04] I missed their opening ceremonies and
[1:33:06] that was great and I caught the north
[1:33:12] league mission viejo little league
[1:33:13] because there was competing things
[1:33:16] going on.
[1:33:18] you were at the ocfa event, I was
[1:33:21] covering the little league, the capital
[1:33:24] interact banquet was terrific and it
[1:33:28] shows how several rotary clubs support
[1:33:32] our high school interacts and they are
[1:33:34] also at mission viejo high school and
[1:33:38] trabuco hills high school, it was
[1:33:39] really inspiring to see that and it
[1:33:43] gave me some ideas for our rotary to
[1:33:45] do some of what this amazing -- the
[1:33:47] rotary club, the monarch beach rotary
[1:33:49] club and the san juan capistrano rotary
[1:33:53] club to support capo valley
[1:33:58] unified as well as dayna hills and it
[1:34:02] just shows you the unsung heroes in
[1:34:06] our clubs that we honor, these
[1:34:08] non-profits and the impacts they're
[1:34:10] making in our schools and of course
[1:34:12] going to barbadanes park last night
[1:34:15] was good to see what the plans are and
[1:34:17] also it was good to demonstrate to the
[1:34:20] neighborhood because thereafter lot of
[1:34:22] misinformation going around the
[1:34:24] neighborhood saying that park wasn't
[1:34:25] going to be done because of budget
[1:34:27] cuts and that was incorrect so
[1:34:32] it was nice to be there.
[1:34:34] >> it was a lie.
[1:34:35] >> thank you for saying it that way,
[1:34:38] it was a lie.
[1:34:39] I wanted to highlight a few things
[1:34:41] coming up.
[1:34:45] we have concert on the green on
[1:34:49] friday, please do not miss that, it's
[1:34:51] family style and they are a local --
[1:34:55] there's mission viejo's in the band
[1:34:57] and they draw a large crowd and it's out
[1:34:59] on the village green by the community
[1:35:04] certainty, norman p. Murray community
[1:35:05] center and that starts at 6:00.
[1:35:07] you can get there, you don't have to
[1:35:10] get there super early but there's lot
[1:35:13] of places to sit, put your lawn chairs
[1:35:15] down, there's some tables that you can
[1:35:18] also sit at but mainly it's really
[1:35:21] casual, so come on down and enjoy the
[1:35:25] time.
[1:35:26] we have the night market coming up and
[1:35:29] that is on saturday night, we have
[1:35:31] lots of fun things going on.
[1:35:35] and then am I in the right week here, the
[1:35:39] night market is next week,
[1:35:40] excuse me.
[1:35:42] we have flag day on sunday, please do
[1:35:45] not miss the activities that go on and
[1:35:46] I don't know if anybody's noticed but
[1:35:49] there's a lot of flags around our city.
[1:35:52] we are getting ready for the 250th
[1:35:55] parade -- the 250th birthday of
[1:35:58] america parade and our city staff has
[1:36:00] done a phenomenal job raising the flag
[1:36:04] if you will and putting all kinds of
[1:36:07] great decorations down in the red,
[1:36:10] white and blue lights that are out
[1:36:11] there and I'm seeing a lot of people
[1:36:14] decorating in front of their
[1:36:15] houses around neighborhoods and it's
[1:36:17] exciting to see the community pride in
[1:36:20] all of that great work that's being
[1:36:24] done.
[1:36:26] then I wanted to quickly highlight to
[1:36:31] just save the date, remember, the
[1:36:34] america 250 parade is going to be on
[1:36:36] saturday, we are wringing -- on
[1:36:39] saturday the 11th in the morning, we
[1:36:41] are wringing with the businesses in
[1:36:43] that center across the street to make
[1:36:44] sure that we have some way of letting
[1:36:48] them know how to adjust things and
[1:36:51] have ingress, egress, but there will
[1:36:52] be a period of time because that's the
[1:36:54] way it works with parades when they're
[1:36:57] coming down marguerite and going right
[1:36:59] on la paz that there will be some
[1:37:01] disruption, so again that is saturday
[1:37:06] july 11th and that is also the same
[1:37:07] weekend adds the barbecue music fest,
[1:37:10] so we will have a week of celebration
[1:37:13] here in mission viejo, so just put
[1:37:15] that out there and then we also have
[1:37:20] on friday the mission viejo chamber of
[1:37:22] commerce is having their annual lunch
[1:37:24] which I will be giving a mini state of
[1:37:27] the city, if anybody's interested, go
[1:37:29] check out the mission viejo chamber of
[1:37:32] commerce and purchase tickets to go to
[1:37:34] that event and with that, I think that
[1:37:37] is everything that I have.
[1:37:39] I want to talk about kim.
[1:37:43] so, kim, I have watched you guide
[1:37:47] people through the process of running
[1:37:52] for election when it was tent always
[1:37:54] straightforward and I watched you do
[1:37:56] it with grace and dignity.
[1:37:58] I have watched people come up to the
[1:38:00] dais when you're in -- I know renatta
[1:38:04] is also a tag team there, people come
[1:38:06] up to the dais and sometimes don't act
[1:38:09] very appropriately to you and you
[1:38:11] handle it with grace and I want to
[1:38:13] apologize for some of the times when
[1:38:15] we probably didn't handle it quite
[1:38:20] right ourselves, so, I want you to
[1:38:21] know we plan to honor you at the next
[1:38:27] meeting and in the way that you should
[1:38:30] be a city clerk is a very important
[1:38:31] pog in our city and very important
[1:38:34] position over the next six months, and
[1:38:37] then some, so we are going to miss you
[1:38:40] in this election cycle and thank you
[1:38:43] for all that you did to make it easier
[1:38:46] for all the candidates that came
[1:38:49] through and were trying to serve their
[1:38:52] city and give them the information
[1:38:54] that is so important to know and I
[1:38:57] look forward to seeing you potentially
[1:39:00] around town and congratulations and
[1:39:03] being able to spend more time with
[1:39:05] your grandchildren, I am jealous, so
[1:39:08] you go enjoy all that and we
[1:39:09] appreciate you.
