It's been um, it's [9:11] been a tremendous honor. [9:13] I also want to say um, it's been a [9:16] privilege and honor to not only serve [9:18] but to work alongside an amazing team of [9:21] people. the employees here at the city [9:23] of Nampa that are serving our community [9:25] every day and this city council. [9:29] I was pondering it this weekend and in a [9:32] nation that has grown to distrust [9:35] government and where sometimes [9:36] leadership is self-seeking and more [9:39] interested in power and position than [9:43] service. My desire has been to serve our [9:46] community. And as I've said many times, [9:49] it's not about me, it's about we working [9:53] together. [9:55] Our core values in the city of [9:57] integrity, stewardship, and teamwork [10:00] have been at the forefront of the work [10:02] of the city these last eight years. [10:06] I am so proud of our team that serves [10:09] faithfully. Sometimes it's with [10:11] accusation, lack of appreciation, but [10:14] the employees and the city council get [10:16] up every day to come serve. And I just [10:19] want to say thank you. It has been such [10:22] an honor and privilege to work aside [10:24] alongside you all. City Council, thank [10:28] you for your willingness to serve the [10:30] citizens of Nampa. You don't do it for [10:32] pay, that's for sure. [10:35] You give countless hours to this [10:37] community. [10:38] I appreciate it greatly. You've served on numerous [13:41] committees and boards including the [13:44] Nampa Development Corporation, the [13:46] Impact Fee Advisory Committee, [13:48] Transportation Advisory Committee, the [13:50] Airport Commission, the Compass Board, [13:51] the Planning and Zoning Commission. Your [13:54] contributions to these various [13:56] organizations have further solidified [13:58] the foundation of Nampa's continued [14:01] growth and prosperity. And you [15:16] know, it's it's been a tremendously re [15:20] rewarding opportunity to serve with such [15:23] uh you know, good people that have uh [15:27] the heart of God as far as in their [15:29] hearts. And uh my one challenge for this [15:32] council will be to keep that one thing [15:33] the main thing, and that's in God we [15:35] trust. But I want to thank my wife Lori. [15:38] She's here. uh she's put up with me [15:40] being gone late nights, early mornings [15:44] uh for the last 12 years and prior to [15:46] that for almost 20 years being a coach. [15:48] Um so I don't know how I was able to [15:51] hold that or we were able to hold it [15:53] together, but we have plans. We've got [15:55] three vacations already planned. Uh [15:59] and an RV to to take. Uh one of those [16:02] trips will be to Hawaii, though I have a [16:03] project there that um it's uh it'll be a [16:07] business trip. So, uh, it's been a [16:09] wonderful opportunity and an honor to [16:11] serve with, uh, with this group of [16:14] people with two mayors and almost 20 [16:17] council members. And then I look around [16:18] the room, um, two fire or three fire [16:22] chiefs, two police chiefs, um, two [16:25] treasurers. I mean, it's been fun to see [16:27] the transition and how it's stayed [16:30] unified. And that's what's been a key to [16:32] me that, uh, we've done things right. [16:35] and uh I just thank God for that. So [16:38] again, keep that one thing the main [16:40] thing as you go forward and I challenge [16:42] the council to do the same. Thank you. So that's one thing [19:57] I've always appreciated about you is [19:58] your integrity and your your commitment [20:01] to the decisions that you make. Uh even [20:03] if we don't always agree with them, I [20:04] appreciate those angles that you take [20:06] and the uh the steadfastness that you [20:08] had in decisions. And so [21:30] whether it was the kids you coached or [21:32] or the leadership you provided here, uh [21:34] for sure your fingerprint is on this [21:36] community for for forever. And so I just [21:39] wanted to read this letter from the fire [21:40] department. [21:42] Dear Coun Council member Howfield, on [21:45] behalf of the Nampa Fire Protection [21:46] District, we extend our deepest [21:48] appreciation for your 12 years of [21:50] dedicated service to the city of Nampa [21:52] and its residents. [21:53] Your commitment to thoughtful [21:55] leadership, responsible stewardship, and [21:57] collaborative problem solving has helped [21:59] shape Nampa into the vibrant and [22:00] thriving city it is today. Nampa is truly a leader in [58:28] the state and in the region when it [58:30] comes to uh proactive work on this very [58:33] important serious issue in our [58:35] community. You're both very much [58:36] appreciated deeply. Um and I know [58:39] council very much appreciates uh the [58:42] work you do. Um I'm going to read the [58:44] proclamation. [58:45] Um, whereas human trafficking and [58:47] stalking are two complex and serious [58:49] issues that both involve power dynamics, [58:51] control, and exploitation, human [58:54] trafficking is a nationwide public [58:56] health, civil rights, and human rights [58:58] crisis. Its victims and survivors are [59:00] everywhere with NA, Idaho being no [59:02] exception. And whereas traffickers use [59:04] force, fraud, and/or coercion to exploit [59:07] their victims into labor or commercial [59:10] sexual exploitation. And whereas anyone [59:12] can become a victim of trafficking, but [59:15] women and girls are identified as being [59:16] primarily affected. Victims come from [59:19] every background, race, and economic [59:21] status. Traffickers target individuals [59:24] who for any reason are vulnerable. And [59:26] whereas the nature of this horrific [59:28] crime creates an environment in which [59:30] individuals face many barriers in [59:33] disclosing and reporting what has [59:35] happened to them. And whereas stalkers [59:37] often gather information about their [59:39] victims, groom and exploit their victims [59:42] and use power and control tactics like [59:45] unwanted contact threats and harassment. [59:47] And whereas all communities must seek to [59:50] prevent and stop human trafficking and [59:52] stalking by identifying these issues and [59:54] promoting safe, healthy, and supportive [59:56] environments. And whereas the city of [59:58] Nampa is striving to become a place [1:00:00] where human trafficking and stalking do [1:00:03] not exist, where people have [1:00:05] opportunities available to them, and [1:00:07] where all people are treated as fully [1:00:09] human and worthy of freedom and a [1:00:11] supportive community.
