They had a really great time. 105 00:06:42,000 --> 00:06:43,000 So that was really great. 106 00:06:43,000 --> 00:06:49,000 And then we have another one scheduled for March 7th out at the Napa Gulf Course. 107 00:06:49,000 --> 00:06:55,000 And then we also as part of that Urban Forestry Management Plan. 108 00:06:55,000 --> 00:06:59,000 We've done two we will have done two virtual workshops. 109 00:06:59,000 --> 00:07:03,000 The first one was about three regulations. 110 00:07:03,000 --> 00:07:06,000 And Jeff joined us for that and kind of led that one. 111 00:07:06,000 --> 00:07:14,000 And that's available on our website on our YouTube page and also the city Urban Forestry webpage. 112 00:07:14,000 --> 00:07:18,000 And then our next program that's coming up is right to you right place. 113 00:07:18,000 --> 00:07:23,000 That's going to help people figure out what tree to plants if they've got a certain kind of soil. 114 00:07:23,000 --> 00:07:27,000 They've got a certain amount of space. They've got other trees around. 115 00:07:27,000 --> 00:07:35,000 Just kind of helping them figure out what kind of tree should go in the space and area that they've got. 116 00:07:35,000 --> 00:07:38,000 And then the last thing on this slide. 117 00:07:38,000 --> 00:07:42,000 We are starting kind of a newer ish partnership. 118 00:07:42,000 --> 00:07:48,000 Doing a tree give away as part of the. 119 00:07:48,000 --> 00:07:51,000 The street tree permit. 120 00:07:51,000 --> 00:07:58,000 And we're working with again Jeff and his crew at city parks and. 121 00:07:58,000 --> 00:08:02,000 The city managers, the sort of climate program. 122 00:08:02,000 --> 00:08:05,000 And so city parks folks are going to take street trees. 123 00:08:05,000 --> 00:08:07,000 So folks who want to put in street trees. 124 00:08:07,000 --> 00:08:10,000 City parks will do the site visits. 125 00:08:10,000 --> 00:08:12,000 They will do the recommendation and things like that. 126 00:08:12,000 --> 00:08:16,000 And then folks who want to put in trees behind the sidewalk or in their backyards. 127 00:08:16,000 --> 00:08:19,000 And then they will take on the site visits and things like that. 128 00:08:19,000 --> 00:08:22,000 Make the recommendations and send that off to parks and then that. 129 00:08:22,000 --> 00:08:24,000 We're hoping that that. 130 00:08:24,000 --> 00:08:28,000 $200 fee will then be able to be waived. 131 00:08:28,000 --> 00:08:35,000 Yeah, and then the goal of that is to really just increase can't be covered here within the city. 132 00:08:35,000 --> 00:08:38,000 Good night. 133 00:08:38,000 --> 00:08:42,000 And then I want to really briefly take a minute to introduce. 134 00:08:42,000 --> 00:08:45,000 The Napa weed management area. 135 00:08:45,000 --> 00:08:50,000 This is a countywide coordination on invasive weed management. 136 00:08:50,000 --> 00:08:53,000 This is something that was in existence for a while. 137 00:08:53,000 --> 00:08:56,000 Has been in existence multiple times in the past. 138 00:08:56,000 --> 00:09:01,000 We recently got a new three year funding grants from the California Department of Food and Agriculture. 139 00:09:01,000 --> 00:09:10,000 And this is we're hoping that this is going to just be able to allow us to bring together different agencies and organizations and community partners. 140 00:09:11,000 --> 00:09:16,000 To focus on education tools volunteer efforts. 141 00:09:16,000 --> 00:09:19,000 Instead of all of us working in our individual silos. 142 00:09:19,000 --> 00:09:23,000 Bring everybody together to have a plan for the county. 143 00:09:23,000 --> 00:09:26,000 So our funding is emphasizing coordination, not direct treatment. 144 00:09:26,000 --> 00:09:32,000 So coordinating volunteer events with the city of Napa and other partners. 145 00:09:32,000 --> 00:09:37,000 Supporting meetings, workshops, educational materials, things like that. 146 00:09:37,000 --> 00:09:40,000 I do want to mention that an MOU is not required to participate. 147 00:09:40,000 --> 00:09:47,000 So if anybody from city parks departments or other not just city parks other city departments would like to participate. 148 00:09:47,000 --> 00:09:49,000 We welcome them to participate. 149 00:09:49,000 --> 00:09:56,000 And let us know how you experience weeds and how you deal with weeds in your in your day to day work. 150 00:09:56,000 --> 00:10:01,000 And then the really big thing that we're trying to do is advise on the upcoming countywide. 151 00:10:01,000 --> 00:10:11,000 IPM policy. So weeds are a big part of integrated pest management and the weed management area is a big part of advising on that. 152 00:10:11,000 --> 00:10:16,000 So I'm going to hand it over to Ali. 153 00:10:16,000 --> 00:10:30,000 So as Ashley mentioned, we've long history of working with the parks department to do volunteer room removal events and we saw a really important opportunity to develop a larger management vision for Westwood Hills Park. 154 00:10:30,000 --> 00:10:42,000 We have funding from the Department of Conservation Regional Forest and Fire Capacity programs who are able to provide this planning process to the city. 155 00:10:42,000 --> 00:10:50,000 Forest management plans kind of in contrast to an urban forest management plan really drill down into that specific property. 156 00:10:50,000 --> 00:10:58,000 What are the current conditions of the property, the goals and objectives of the landowner land manager. 157 00:10:58,000 --> 00:11:06,000 Can ongoing maintenance needs and really codify that into this living document that can help guide those management decisions over time. 158 00:11:06,000 --> 00:11:21,000 And one thing that can be really valuable about these, these plans is that they are these cooperative plans that have been developed by the Board of Forestry and natural resource conservation services. 159 00:11:21,000 --> 00:11:33,000 And so it's kind of a standardized plan that's recognized and adopted and can provide a pathway for implementation funding for certain grant programs that require these plans. 160 00:11:33,000 --> 00:11:42,000 So we have completed the plan for Westwood Hills Park have gotten feedback from Jeff and Brianna on that plan. 161 00:11:43,000 --> 00:11:55,000 And we worked with a registered professional foresters, a cell clifton and developing that and it's just going out for final signatures from the registered professional forester now. 162 00:11:55,000 --> 00:12:00,000 So that's exciting. Next slide please. 163 00:12:00,000 --> 00:12:09,000 And kind of really related to that is some larger scale of room removal that we'd like to support at Westwood Hills. 164 00:12:09,000 --> 00:12:16,000 We have funding that we secured from the state coastal conservancy to support some initial priority treatments. 165 00:12:16,000 --> 00:12:23,000 You can see in the map that's on the screen there that darker green is all the areas where there is French broom in the park. 166 00:12:23,000 --> 00:12:36,000 Our volunteer efforts are really phenomenal but in order to make a bigger dent in that we wanted to bring in some additional resources that will help to mitigate wildfire risk and improve forest health. 167 00:12:36,000 --> 00:12:43,000 This is a really important wildland urban interface where there's a lot of wildfire risk to the community. 168 00:12:43,000 --> 00:12:51,000 And so we are right now working on figuring out exactly how many acres of that that about 40 acres will be able to treat. 169 00:12:51,000 --> 00:13:10,000 The treatment method that we've aligned with parks department on includes cutting, piling and pile burning the broom and then using this kind of novel technique of flaming the resprouts as they come up the next growing season. 170 00:13:10,000 --> 00:13:15,000 The treatment methods that can be used but this is one that kind of fit best within the city's goals. 171 00:13:15,000 --> 00:13:24,000 You know we'll need to be taking into account not only how far funding can go in that initial treatment but taking into account the longer term maintenance needs. 172 00:13:24,000 --> 00:13:37,000 We have this funding through 2029 so we'd like to think about like at least having a couple rounds of follow up treatments to make sure we're making as big of a dent as possible in that room management. 173 00:13:37,000 --> 00:13:42,000 We also built in some funding for community outreach and education. 174 00:13:42,000 --> 00:13:44,000 It's obviously a very highly traffic park. 175 00:13:44,000 --> 00:13:47,000 We want people to understand what we're doing there and why. 176 00:13:47,000 --> 00:13:51,000 So see the opportunity to do kind of educational walk in talk. 177 00:13:51,000 --> 00:13:58,000 We've talked about just broader outreach strategies to the neighbors and community members in that area. 178 00:13:58,000 --> 00:14:08,000 And then you know it would be cool to eventually have some durable signage that could also educate people about the kind of ongoing management of the park. 179 00:14:08,000 --> 00:14:27,000 And then you know as I mentioned there's going to be ongoing maintenance needs there's also you know unlikely that we're going to be able to treat all of the rooms that's where the integration with the volunteer programming can be really effective and thinking about where those targeted areas that the volunteers can support ongoing maintenance for year over year. 180 00:14:27,000 --> 00:14:36,000 And I also want to mention you know we're thinking on our end about other sources of funding that could expand the treatments at Westwood Hills Park. 181 00:14:36,000 --> 00:14:49,000 There's a wildlife conservation board grant that our statewide RCD agency is seeking funding through that could support some additional treatments at Westwood. 182 00:14:49,000 --> 00:15:00,000 And then you know beyond the broom there's obviously opportunities to think about the Eucalyptus along the trail when you're walking in that pose a lot of safety and wildfire hazards and another. 183 00:15:00,000 --> 00:15:08,880 A print improvements that could be made longer term. Next slide. Oh, and I'll pass it to Ashley, the talk about 184 00:15:08,880 --> 00:15:20,640 Austin. So, Austin Park is about really exciting news in Austin Park. We are looking at about 16% survival 185 00:15:20,640 --> 00:15:26,880 of trees planted over the last 11 years, which might not sound like a lot, but in wildlife restoration, 186 00:15:26,880 --> 00:15:34,880 where you're not using irrigation, we're looking at 15% is the norm. So, we're actually doing better than the norm, which is exciting. 187 00:15:34,880 --> 00:15:42,960 So, we're really excited about what that looks like. So, we have had a lot of success despite, you know, the last year 188 00:15:42,960 --> 00:15:48,960 has been a little bit touching go for us. We had a really huge boom and full populations of wolves are like a little 189 00:15:48,960 --> 00:15:58,960 rodent that's loves to eat the bark of our small baby oak trees. And that kills them almost immediately or can kill them almost immediately. 190 00:15:58,960 --> 00:16:07,680 A lot of our oak trees were able to respawn out from the roots, which is really exciting. So, oak trees are very resilient. It's one of the reasons why 191 00:16:07,680 --> 00:16:20,000 I love them so much. So, a lot of them respawned from the roots, but a lot of them are only so alive because we had a really great core of volunteers who came out many, many times to help us 192 00:16:20,000 --> 00:16:31,120 create rings of like, defense around each and every one of the trees that are planted there. There are over a thousand trees planted all some park by napar city volunteers. 193 00:16:31,120 --> 00:16:51,120 And if we didn't have some of our dedicated volunteers, we wanted to be even known that we had an issue. We had a volunteer come in and say, hey, all of a sudden, you know, we have 20 less trees in this one spot, then we had a month ago. And that's a big issue. That's a problem. So, we're really lucky that we have such great volunteers doing a lot of really great work for us. 194 00:16:51,120 --> 00:16:59,120 We also are really, really lucky that through another grant, a U.S. Forest Service grant, we were able to hire conservation core north bay. 195 00:16:59,120 --> 00:17:13,120 They actually did work on over 800 trees at Austin Park. You can see in that photo they basically just used weedweckers and created giant, like bear areas around each one of the plantings. 196 00:17:13,120 --> 00:17:21,120 And again, that just discourages Vols from being near the trees because they don't have a place to hide within that grass. 197 00:17:21,120 --> 00:17:37,120 So that was a really big deal. Having that weed reduction happen, I'm really helped to reduce the full damage that we could have potentially seen throughout the summer last year. So really, really excited that we were able to have that partnership. 198 00:17:37,120 --> 00:17:45,120 And just because we wanted to keep it exciting and turn it back over to Ally. 199 00:17:45,120 --> 00:17:49,120 I think it's just a testament to how integrated our programming is. 200 00:17:49,120 --> 00:18:03,120 One other thing I just wanted to mention about Austin is, you know, we see some opportunity for longer term planning there. And we do have a Forest Service grant that has some flexible budget to think about how we want to utilize that. 201 00:18:03,120 --> 00:18:13,120 So, you know, it would be a little different than a Forest Management plan, but could provide some support and thinking through kind of that longer term vision. 202 00:18:13,120 --> 00:18:32,120 And then, kind of related to this, we've been working with the City Napa Fire Department, as well as with support from Parks Department and our collaborators at Napa Valley Coad and Napa Firewise to develop a community wildfire production plan for the City of Napa. 203 00:18:32,120 --> 00:18:44,120 This has been a really nice process to go through. You can see the map that's up on the screen there shows wildfire risk and you can see, you know, 204 00:18:44,120 --> 00:18:58,120 There's good reason why we're focusing on places like Westwood Hills where that is a really high wildfire risk in an area that leads into urban, you know, highly populated urban spaces. 205 00:18:58,120 --> 00:19:11,120 So, this planning process has involved a lot of engagement with local partners, agencies, community groups, and that we now have a completed draft of the CWPP. 206 00:19:11,120 --> 00:19:22,120 We're working on translating it into Spanish so that it's accessible to our community and expect that it will go to Council this spring for adoption. 207 00:19:22,120 --> 00:19:34,120 And you know, I want to mention that through our collaboration with the City, this plan has a list in addition to highlighting kind of what are the known hazards and risks throughout the city, 208 00:19:34,120 --> 00:19:42,120 What are the kind of resources for mitigating those risks that produces an action plan that has a project list and a method of prioritizing those. 209 00:19:42,120 --> 00:19:52,120 And that does include projects that we've identified in collaboration with the Parks Department and like the Westwood Hills work that we talked about opportunities for Austin Park. 210 00:19:52,120 --> 00:20:05,120 And then kind of synchronization with the urban forest management plan and, you know, being able to eventually incorporate those identified needs into this planning process. 211 00:20:05,120 --> 00:20:12,120 And I want to highlight, in addition to, you know, planning the boots on the ground implementation projects. 212 00:20:12,120 --> 00:20:22,120 This, this planning process identifies a lot of the community outreach and education needs regarding wildfire mitigation and emergency preparedness. 213 00:20:22,120 --> 00:20:28,120 We did some surveys of the community and there's most people don't know where their evacuation zone is. 214 00:20:28,120 --> 00:20:36,120 Most people in these urban spaces are a little bit less kind of familiar with how do you pack it go back and all those types of things that we all need to be prepared for. 215 00:20:36,120 --> 00:20:41,120 So we see a lot of opportunity for that type of education going forward. 216 00:20:41,120 --> 00:20:44,120 Next slide. 217 00:20:44,120 --> 00:20:50,120 I actually alluded to the Forest Service grant that supported some of the work at Austin Park. 218 00:20:50,120 --> 00:21:05,120 This is a cross jurisdictional grant that we were awarded in collaboration with city andapa, American Canyon and St. Helena as well as American Canyon Community and Parks Foundation and the buying trail. 219 00:21:05,120 --> 00:21:17,120 I won't get in too deep into the goals of this work in addition to supporting tree canopy support education programming and workforce development. 220 00:21:17,120 --> 00:21:26,120 And we have some opportunity to figure out where there are some additional planting locations within the city that we can support. 221 00:21:26,120 --> 00:21:37,120 And additional educational needs so Ashley mentioned a few of the educational workshops that we've done but we're always open to other ideas of what what those needs might be within the community. 222 00:21:37,120 --> 00:21:39,120 Next slide. 223 00:21:39,120 --> 00:21:51,120 I also just wanted to mention we're working on a grant proposal for the Cal Fire Forest Health grant applications that are opening up the spring. 224 00:21:51,120 --> 00:21:57,120 And we've done this in collaboration with the city andapa water division fire department. 225 00:21:57,120 --> 00:22:09,120 As well as the Napa open space district and private landowner stoned vineyards and our partners in Lake County at Lake Resource Conservation District. 226 00:22:09,120 --> 00:22:20,120 And this has been an exciting project to develop kind of a similar pathway where we first developed these management plans for Lake Tennessee and more creek park and the snowed in vineyard. 227 00:22:20,120 --> 00:22:24,120 And then use that to help inform the grants that we're developing. 228 00:22:24,120 --> 00:22:30,120 So I think it's just a nice example of the way that we can help support some of this planning and fund development with our partners. 229 00:22:30,120 --> 00:22:35,120 So hopefully we'll be successful with that funding solicitation. 230 00:22:35,120 --> 00:22:40,120 And back to Ashley. 231 00:22:40,120 --> 00:22:46,120 So just really quickly talking about two other city departments that we work with a lot. 232 00:22:46,120 --> 00:22:52,120 And we have a really great long-standing partnership with the city water division. 233 00:22:52,120 --> 00:22:56,120 We support the water wise landscaping workshop series in the fall. 234 00:22:56,120 --> 00:22:58,120 We do some in the fall and some in the spring. 235 00:22:58,120 --> 00:23:06,120 Talking about drip irrigation conversion, picking the right plants for your different kind of soil and irrigation techniques. 236 00:23:06,120 --> 00:23:09,120 And all kinds of things like that. 237 00:23:09,120 --> 00:23:13,120 And also talking about landscape design as well. 238 00:23:13,120 --> 00:23:17,120 And we also are the primary coordinators of the climate friendly garden tour. 239 00:23:17,120 --> 00:23:20,120 And we did some math recently for a volunteer event that we did. 240 00:23:20,120 --> 00:23:30,120 And we found out that we have actually reached over 13,000 Napa residents through the garden tour. 241 00:23:30,120 --> 00:23:35,120 So I think that's a really exciting benchmark that we've reached since 2011. 242 00:23:35,120 --> 00:23:39,120 We are in the planning phase of the climate friendly garden tour right now. 243 00:23:39,120 --> 00:23:43,120 It will be held on May 17th this year. 244 00:23:43,120 --> 00:23:48,120 So we are in the thick of it right now working with Pat and Josh over at city water. 245 00:23:48,120 --> 00:23:57,120 So that's a really exciting partnership that is always growing and is a really robust partnership. 246 00:23:57,120 --> 00:24:04,120 And then the other one we have is we're working with the city manager's office to work on some climate climate action programs. 247 00:24:04,120 --> 00:24:06,120 And then climate action outreach. 248 00:24:06,120 --> 00:24:11,120 We hosted a summer workshop series for residents focused on practical everyday climate actions. 249 00:24:11,120 --> 00:24:13,120 And that's called the rooted and action week. 250 00:24:13,120 --> 00:24:16,120 And we offered that in both Spanish and English. 251 00:24:16,120 --> 00:24:21,120 So we had translators available so that people who only spoke Spanish were able to participate as well. 252 00:24:21,120 --> 00:24:27,120 And those focused on reducing food waste, growing food indoors, repairing and reducing household items. 253 00:24:27,120 --> 00:24:29,120 We did like a repair fair, things like that. 254 00:24:29,120 --> 00:24:35,120 And that was pretty successful and people really enjoyed a lot of those programs as well. 255 00:24:35,120 --> 00:24:42,120 And they're currently partnering with the city manager's office to lead listening sessions with community based organizations to. 256 00:24:42,120 --> 00:24:51,120 Together input on improving electric vehicle and bike charging infrastructure throughout the city and focusing on disadvantaged communities as well. 257 00:24:52,120 --> 00:24:57,120 And we're working on expanding partnerships with organizations such as. 258 00:24:57,120 --> 00:25:00,120 Napa community housing in the family resources center. 259 00:25:00,120 --> 00:25:07,120 And we're just laying groundwork for future programming with a lot of those different organizations community based organizations. 260 00:25:07,120 --> 00:25:10,120 To just talk about electric. 261 00:25:10,120 --> 00:25:17,120 Electrifying the city of Napa and getting more electric infrastructure throughout the whole city. 262 00:25:17,120 --> 00:25:20,120 And I think that's all we have. 263 00:25:20,120 --> 00:25:22,120 We have questions we'd love to. 264 00:25:22,120 --> 00:25:24,120 We'd love to answer some and we'll. 265 00:25:24,120 --> 00:25:29,120 We have questions we can also feel free to email us as well. 266 00:25:29,120 --> 00:25:31,120 Yeah. 267 00:25:31,120 --> 00:25:34,120 Thank you for your presentation. 268 00:25:34,120 --> 00:25:35,120 Yeah. 269 00:25:35,120 --> 00:25:36,120 You guys work too. 270 00:25:36,120 --> 00:25:37,120 It's a team. 271 00:25:37,120 --> 00:25:38,120 Very good. 272 00:25:38,120 --> 00:25:39,120 Yeah. 273 00:25:39,120 --> 00:25:40,120 Practices. 274 00:25:40,120 --> 00:25:44,120 I'm just curious from a historical framework. 275 00:25:44,120 --> 00:25:52,120 The the fires has there ain't been big fires at either Austin or Westwood field over the years. 276 00:25:52,120 --> 00:25:53,120 I've just curious. 277 00:25:53,120 --> 00:25:56,120 And how bad were they what. 278 00:25:56,120 --> 00:25:58,120 Maybe we know that here. 279 00:25:58,120 --> 00:26:03,120 I know that fire history is in the Westwood forest management plan, but I'm trying to remember. 280 00:26:03,120 --> 00:26:06,120 Jeff, do you remember when that last fire. 281 00:26:06,120 --> 00:26:09,120 Is that there might have been like. 282 00:26:10,120 --> 00:26:12,120 I can't. 283 00:26:12,120 --> 00:26:13,120 I can't. 284 00:26:13,120 --> 00:26:14,120 I mean major. 285 00:26:14,120 --> 00:26:16,120 I can't remember what's in that plan. 286 00:26:16,120 --> 00:26:17,120 Yeah. 287 00:26:17,120 --> 00:26:18,120 There. 288 00:26:18,120 --> 00:26:21,120 But there hasn't been a significant fire in a really long time. 289 00:26:21,120 --> 00:26:26,120 And that's partially, you know, the issue is that fire hasn't been on that fire adapted landscape. 290 00:26:26,120 --> 00:26:27,120 A long time. 291 00:26:27,120 --> 00:26:28,120 And so. 292 00:26:28,120 --> 00:26:29,120 A lot of overgrowth. 293 00:26:29,120 --> 00:26:32,120 That's allowed the broom to really really get. 294 00:26:32,120 --> 00:26:33,120 Yeah. 295 00:26:33,120 --> 00:26:34,120 Yeah. 296 00:26:34,120 --> 00:26:35,120 Well, it's good. 297 00:26:35,120 --> 00:26:36,120 You want to keep it that way. 298 00:26:36,120 --> 00:26:37,120 You know, something's working. 299 00:26:37,120 --> 00:26:38,120 Yeah. 300 00:26:38,120 --> 00:26:40,120 I was curious about at Westwood. 301 00:26:40,120 --> 00:26:42,120 There's that little nature center there. 302 00:26:42,120 --> 00:26:43,120 And there's a current part. 303 00:26:43,120 --> 00:26:44,120 Whose control is. 304 00:26:44,120 --> 00:26:45,120 Is that under? 305 00:26:45,120 --> 00:26:46,120 Where? 306 00:26:46,120 --> 00:26:47,120 Where is that. 307 00:26:47,120 --> 00:26:49,120 The fact you're in the recreation department. 308 00:26:49,120 --> 00:26:52,120 That building is least. 309 00:26:52,120 --> 00:26:55,120 From the Parks and Recreation Department to the nonprofit. 310 00:26:55,120 --> 00:26:57,120 So they're totally separate. 311 00:26:57,120 --> 00:26:58,120 Yeah. 312 00:26:58,120 --> 00:26:59,120 Oh. 313 00:26:59,120 --> 00:27:00,120 Okay. 314 00:27:00,120 --> 00:27:01,120 That's it. 315 00:27:01,120 --> 00:27:03,120 So I had. 316 00:27:03,120 --> 00:27:07,120 I'm going to ask a really dumb basic question. 317 00:27:07,120 --> 00:27:10,120 So resource conservation district. 318 00:27:10,120 --> 00:27:13,120 What type of organization is that? 319 00:27:13,120 --> 00:27:14,120 Is it. 320 00:27:14,120 --> 00:27:15,120 Is it a foundation? 321 00:27:15,120 --> 00:27:16,120 Is it. 322 00:27:16,120 --> 00:27:17,120 It's. 323 00:27:17,120 --> 00:27:18,120 How. 324 00:27:18,120 --> 00:27:19,120 What's your budget? 325 00:27:19,120 --> 00:27:20,120 How are you funded? 326 00:27:20,120 --> 00:27:21,120 Are you. 327 00:27:21,120 --> 00:27:22,120 You you're obviously staffed. 328 00:27:22,120 --> 00:27:23,120 Yeah. 329 00:27:23,120 --> 00:27:24,120 Yeah. 330 00:27:24,120 --> 00:27:25,120 We're a public agency. 331 00:27:25,120 --> 00:27:26,120 Okay. 332 00:27:26,120 --> 00:27:29,120 And resource conservation districts were established. 333 00:27:29,120 --> 00:27:31,120 And response to the dust. 334 00:27:31,120 --> 00:27:33,120 But without funding based. 335 00:27:33,120 --> 00:27:35,120 So we are primarily. 336 00:27:35,120 --> 00:27:40,120 We get maybe 5% of our annual operating budget through taxes. 337 00:27:40,120 --> 00:27:43,120 But the rest is through grants and contracts. 338 00:27:43,120 --> 00:27:46,120 So that's why we're constantly going after grants. 339 00:27:46,120 --> 00:27:48,120 Like some of what I was mentioning. 340 00:27:48,120 --> 00:27:49,120 Up there. 341 00:27:49,120 --> 00:27:51,120 We can't accept donations. 342 00:27:51,120 --> 00:27:52,120 Like a nonprofit does. 343 00:27:52,120 --> 00:27:54,120 That was that was going to be a matter of question. 344 00:27:54,120 --> 00:27:57,120 Because obviously you're really leveraging volunteers. 345 00:27:57,120 --> 00:27:58,120 Which is fantastic. 346 00:27:58,120 --> 00:28:00,120 But as a resource conservation district. 347 00:28:00,120 --> 00:28:02,120 You cannot take. 348 00:28:02,120 --> 00:28:03,120 We can't. 349 00:28:03,120 --> 00:28:04,120 Yeah. 350 00:28:04,120 --> 00:28:05,120 But that's not a big part of the way. 351 00:28:05,120 --> 00:28:07,120 We essentially operate. 352 00:28:07,120 --> 00:28:09,120 Like a nonprofit. 353 00:28:09,120 --> 00:28:11,120 But we're we're a public agency. 354 00:28:11,120 --> 00:28:12,120 Okay. 355 00:28:12,120 --> 00:28:14,120 The part of the get guide every year. 356 00:28:14,120 --> 00:28:17,120 And you know. 357 00:28:17,120 --> 00:28:19,120 You know. 358 00:28:19,120 --> 00:28:20,120 A fair amount of money. 359 00:28:20,120 --> 00:28:22,120 We've got it every year. 360 00:28:22,120 --> 00:28:23,120 Yeah. 361 00:28:23,120 --> 00:28:24,120 Yeah. 362 00:28:24,120 --> 00:28:25,120 I'm on the. 363 00:28:25,120 --> 00:28:27,120 Park Foundation board. 364 00:28:27,120 --> 00:28:28,120 So I'm like. 365 00:28:28,120 --> 00:28:29,120 Hey. 366 00:28:30,120 --> 00:28:31,120 Yeah. 367 00:28:31,120 --> 00:28:32,120 Okay. 368 00:28:32,120 --> 00:28:37,120 I'm going to prove kind of donor engagement strategy as an organization building out collateral. 369 00:28:37,120 --> 00:28:38,120 Yeah. 370 00:28:38,120 --> 00:28:39,120 Yeah. 371 00:28:39,120 --> 00:28:46,120 I think, you know, we're one trying to increase our name recognition within the county as well as help people know you can donate to us. 372 00:28:46,120 --> 00:28:49,120 So from a staff perspective, then. 373 00:28:49,120 --> 00:28:53,120 I mean, how many folks actually work for the conservation district? 374 00:28:53,120 --> 00:28:55,120 We have a team of 18. 375 00:28:55,120 --> 00:28:59,120 We've grown pretty significantly in the last eight years. 376 00:28:59,120 --> 00:29:04,120 I think eight or nine years ago we were about a team of nine or ten. 377 00:29:04,120 --> 00:29:11,120 Our budget has also increased from about a three million dollar annual operating budget to eight million dollar annual operating budget. 378 00:29:11,120 --> 00:29:15,120 So we've really been trying to increase kind of the scale of work we're doing. 379 00:29:15,120 --> 00:29:17,120 And the impact we're having in the community. 380 00:29:17,120 --> 00:29:20,120 Our forced health program is relatively new. 381 00:29:20,120 --> 00:29:25,120 It really grew out a response to the the 2017 and 2020 wildfires. 382 00:29:25,120 --> 00:29:33,120 So we've a long history of planting and restoration, but now we're doing a lot more work in force management planning feels reduction. 383 00:29:33,120 --> 00:29:36,120 And and and that side of things as well. 384 00:29:36,120 --> 00:29:44,120 So as you are pursuing partnerships or reaching out to businesses and whatnot as they donate to you or as they partner with you, 385 00:29:44,120 --> 00:29:49,120 there's a tax benefit to them as well because even though again, you are a public agency. 386 00:29:49,120 --> 00:29:54,120 That money is intended to be a taxed up small. 387 00:29:54,120 --> 00:29:55,120 Exactly. 388 00:29:55,120 --> 00:29:56,120 Okay. 389 00:29:56,120 --> 00:29:57,120 Thank you. 390 00:29:57,120 --> 00:29:59,120 Just a couple. 391 00:30:00,000 --> 00:30:10,000 And Joe was asking you about funding. You mentioned taxes. Are those property taxes or assessments on the property tax bill? What sort of taxes do you receive? 392 00:30:10,000 --> 00:30:22,000 I believe property. I might need to double check that to be positive. But it's small. It's like if you look at our pie chart of where all our funding comes, you can barely see that sliver on the chart. 393 00:30:22,000 --> 00:30:32,000 In the city of Nevada, I don't think it's all of the Nevada. But it was like when we were first founded, was when like our funding base. 394 00:30:32,000 --> 00:30:37,000 And from what are funding base established? And it's very strange. 395 00:30:37,000 --> 00:30:38,000 Okay. 396 00:30:38,000 --> 00:30:40,000 The President is on how to calculate it. 397 00:30:40,000 --> 00:30:48,000 In the Westwood Hills implementation part of your presentation, in the handout, I'm not sure you addressed this. 398 00:30:48,000 --> 00:30:52,000 I missed it. What is flaming of rescrout? 399 00:30:52,000 --> 00:31:01,000 Yeah. So it's essentially like, after we cut back the broom, and there's new growth coming up the following season, 400 00:31:01,000 --> 00:31:05,000 it's basically taking like a torch and flaming those sprouts as they're growing up. 401 00:31:05,000 --> 00:31:06,000 Yeah. 402 00:31:06,000 --> 00:31:08,000 With a torch, I wonder if that would work at home. 403 00:31:08,000 --> 00:31:12,000 You could try it, but I would recommend getting advisement on it. 404 00:31:12,000 --> 00:31:16,000 Most of my weeds are in the bark, so I think the bark would catch fire before he leaves. 405 00:31:16,000 --> 00:31:18,000 We'd be very careful with that. 406 00:31:18,000 --> 00:31:20,000 Okay. Thank you. 407 00:31:24,000 --> 00:31:27,000 Thank you so much. 408 00:31:27,000 --> 00:31:35,000 Okay. Next up is item six A and update on the harvest property acquisition. 409 00:31:35,000 --> 00:31:40,000 Exciting news. We are the proud owners of a vacant abandoned middle school. 410 00:31:41,000 --> 00:31:48,000 I know. It's been a while since I've seen you all but we closed on the property mid December. 411 00:31:48,000 --> 00:31:52,000 So the transaction recorded, I think, December 12th. 412 00:31:52,000 --> 00:32:01,000 We took the month of December to just button up some final things that we needed to do in transitioning the property, 413 00:32:01,000 --> 00:32:06,000 but we opened it back up for public use starting January 3rd or maybe second. 414 00:32:06,000 --> 00:32:09,000 We had some groups sneaking in there. 415 00:32:09,000 --> 00:32:19,000 This is obviously a huge endeavor for the community, a huge endeavor for providing recreational services and amenities to the community, 416 00:32:19,000 --> 00:32:25,000 being a 27 acre property. So I wanted to talk a little bit about what's going on out there now, 417 00:32:25,000 --> 00:32:37,000 kind of the interim plan and then what our plan is over the next year or two and ultimately designing what will ultimately be constructed on that property. 418 00:32:39,000 --> 00:32:49,000 So even the school had been shuttered for a few years. There were numerous community groups, 419 00:32:49,000 --> 00:32:56,000 nonprofits and sports organizations that were renting field space, gym space over the past few years. 420 00:32:56,000 --> 00:33:03,000 So collectively there was about 17 groups who rented about 2,500 hours of space. 421 00:33:03,000 --> 00:33:09,000 You can see the breakdown about 950 hours and then 1,550 gym hours. 422 00:33:09,000 --> 00:33:14,000 And that split over there are two gyms on the property. 423 00:33:14,000 --> 00:33:25,000 Playground Fantasco, which is operated by the city that was originally constructed upon a least parcel of that property. 424 00:33:25,000 --> 00:33:30,000 So now we ultimately own that property. 425 00:33:30,000 --> 00:33:42,000 So our intent was to make sure that we didn't disrupt these groups or did so is minimally as possible because one of the reasons we were, 426 00:33:42,000 --> 00:33:50,000 one of the primary reasons we're very, we're interested in purchasing harvest was to provide additional field space in court space and gym space. 427 00:33:50,000 --> 00:33:58,000 So we want to be mindful of that as we look to the future. 428 00:33:58,000 --> 00:34:07,000 So we are currently operating the small gym, the large gym, the synthetic turf field, 429 00:34:07,000 --> 00:34:13,000 and then the track that goes around it and then there are two natural baseball fields at the back. 430 00:34:13,000 --> 00:34:16,000 So we've accepted reservations through June 30th. 431 00:34:16,000 --> 00:34:25,000 We plan to accept reservations on like six months basis moving forward until we know definitively what the construction timeline will look like. 432 00:34:25,000 --> 00:34:33,000 And construction will likely at least at some point impact some of these. 433 00:34:33,000 --> 00:34:39,000 These areas that are currently being utilized by the community. 434 00:34:39,000 --> 00:34:41,000 The picture of the track right now. 435 00:34:41,000 --> 00:34:47,000 We do have four full-time staff out there with lost lost floors being closed for construction. 436 00:34:47,000 --> 00:34:52,000 We took those four staff that work out of lost floors and they're over at harvest at least temporarily. 437 00:34:52,000 --> 00:35:01,000 It's good for us to have eyes on the property and have a presence there during the day. 438 00:35:01,000 --> 00:35:06,000 One of our first orders of business is going to be a demolition plan. 439 00:35:06,000 --> 00:35:08,000 It's an attractive nuisance. 440 00:35:08,000 --> 00:35:09,000 It's already getting it. 441 00:35:09,000 --> 00:35:13,000 It has been getting quite a bit of a vandalism over over the years. 442 00:35:13,000 --> 00:35:19,000 It is in the city's best interest to get the vertical structures down as quickly as possible. 443 00:35:19,000 --> 00:35:30,000 It yesterday's city council meeting council approved an allocated five million to go ahead and proceed with the demolition and that there should be. 444 00:35:30,000 --> 00:35:36,000 And then some funding remaining to at least initiate some of the planning and design services. 445 00:35:36,000 --> 00:35:48,000 So I don't have a timeline yet, but now that that funding was awarded will assemble a city team and start looking at what the demolition plan looks like. 446 00:35:49,000 --> 00:35:54,000 Here's just an aerial view of the property. 447 00:35:54,000 --> 00:35:59,000 I called out in the red box that's the old gym. 448 00:35:59,000 --> 00:36:12,000 At this point in time, that is the only structure that will remain as far as the school buildings go and all the surrounding school buildings are intended to come down. 449 00:36:12,000 --> 00:36:30,000 The old gym gets a lot of use so our first preferences to rehabilitate or renovate that building unless we learn that it's cost prohibitive to do so and that it's we know for sure it's cheaper to demolish or demolish it and build something new we're going to keep it up until we know that for sure. 450 00:36:30,000 --> 00:36:35,000 And then right by that little small pool and you can see my mouse. 451 00:36:35,000 --> 00:36:40,000 This is the new gym and this is in good conditions of that is remaining as well. 452 00:36:42,000 --> 00:36:53,000 The first big lift will be to initiate community engagement. 453 00:36:53,000 --> 00:37:05,000 It's very important to the city that it's a transparent, it's an inclusive, it's a community driven process in developing what will ultimately be constructed. 454 00:37:06,000 --> 00:37:13,000 It doesn't even have a name yet we keep going at the harvest recreational complex or harvest complex. 455 00:37:13,000 --> 00:37:19,000 What will be built upon the site so we have this for phased approach to community engagement. 456 00:37:19,000 --> 00:37:34,000 I'm going to walk through this just at a very high level but I want to make sure you guys have an understanding of just how robust of a process this will be how many touch points there will be with the community and with you all as stakeholders as we move through this process. 457 00:37:34,000 --> 00:37:49,000 So four phases phase one is connect phase two is outreach and consult phase three is involved in collaborate and the final phase phase four is to share leadership. 458 00:37:49,000 --> 00:38:03,000 The good news is all our work over the last few months is we have done the preliminary phase one work already just anticipating that this time was coming when we would close on the property and we would want to be positioned. 459 00:38:03,000 --> 00:38:13,000 To pivot quickly we know there's going to be high community expectations and desires and demands to do this as quickly as possible which is why. 460 00:38:13,000 --> 00:38:19,000 Over the past few months we conducted the statistically valid survey. 461 00:38:20,000 --> 00:38:38,000 The in person community meeting you all participated in one of the two leadership alignment workshops with the commissions and then beyond the statistically valid survey we did the city wide bilingual survey and I'm pleased report we had over 1500 responses to that. 462 00:38:38,000 --> 00:38:47,000 So we are compiling all this data this will all be coming back to you as like the very first layer of information in starting to. 463 00:38:48,000 --> 00:39:02,000 Our particularly what the communities priorities are and it's very interesting there was a lot of alignment near parallel alignment between the statistically valid survey and the community wide survey. 464 00:39:02,000 --> 00:39:12,000 So we are once we have our. 465 00:39:12,000 --> 00:39:19,000 Architect and design firm on board and I'll talk a little bit in a minute about the process that we're going through but once we have. 466 00:39:19,000 --> 00:39:24,000 Our team assembled and on board we will launch into phase two. 467 00:39:24,000 --> 00:39:36,000 It's anticipated that this will likely occur it's not great to do community outreach at the peak of summer so we're likely going to try to target like august like right after kids go back to school you'll see a host of. 468 00:39:36,000 --> 00:39:50,000 Opportunities to participate so phase two outreach will analyze and kind of present that phase one all that work that we just did will unveil the results and then we'll. 469 00:39:50,000 --> 00:39:59,000 Pivot and talk site specifically about harvest so we to this point we just kind of asked generally what is missing in recreation what do people want. 470 00:39:59,000 --> 00:40:10,000 And as we go into phase two we're going to actually start to focus the what those desires and needs are talk specifically about the harvest site we're anticipating four town hall meetings. 471 00:40:10,000 --> 00:40:17,000 To write on site to make sure we're touching that local community one of them will be completely in Spanish. 472 00:40:17,000 --> 00:40:23,000 We'll do a city council work session to hear from city council kind of what their. 473 00:40:23,000 --> 00:40:37,000 Their desires are for this the future of this property and then do about 10 to 15 stakeholder focus group meetings you all are obviously going to be a very active see if you didn't know already you all are going to be very active stakeholders. 474 00:40:37,000 --> 00:40:43,000 In this process and continue to do you know. 475 00:40:43,000 --> 00:41:00,000 As much as we can connect with the community so there that there are aware of their opportunity to participate and there's just aware that this very exciting thing is is taking off community events local neighborhood outreach civic organization outreach. 476 00:41:00,000 --> 00:41:07,000 And then we will transition into phase three phase three will focus on programming and design alternatives. 477 00:41:07,000 --> 00:41:29,000 It is ultimate the ultimate goal we are working for is to be at two design concepts by the end of twenty twenty six so two ultimate kind of concept designs of what the potential layout would look like and what the cost associated with those two alternative layouts looks like. 478 00:41:29,000 --> 00:41:47,000 So once we have these two concepts they'll be three community design review meetings where we can talk through the pros and cons the cost alternatives kind of the options associated with each of the two designs again continue pop pop up and outreach community events local neighborhood. 479 00:41:47,000 --> 00:41:59,000 Outreachable likely do another online boating tool or survey where the community can vote on what what their preferences. 480 00:41:59,000 --> 00:42:15,000 And then ultimately at the end of phase three that we will be hopefully selecting one of the two design alternatives and then we will transition into phase four which is to really communicate what the final concept design is. 481 00:42:16,000 --> 00:42:30,000 Make sure we're updating stakeholders educating the community and which design alternative is actually transitioning into full the design development phase and ultimately construction documentation face. 482 00:42:30,000 --> 00:42:49,000 So because we're excited we know the community is excited to get this started as expeditiously as possible the city released an RFP request for proposals to select an architectural planning and design firm they need to have. 483 00:42:49,000 --> 00:43:05,000 All the subs on board as they submit their proposal and we will have the planning firm actually lead the community outreach so they're hearing first hand kind of what the community desires. 484 00:43:05,000 --> 00:43:16,000 And if all goes according to our tentative calendar council could potentially be awarding that agreement as soon as May 5. 485 00:43:17,000 --> 00:43:22,000 And again with the phase two community engagement hopefully kicking off in August. 486 00:43:31,000 --> 00:43:41,000 So that is very high level kind of overview of where we are headed here over the next couple of months. 487 00:43:42,000 --> 00:43:49,000 And I'm happy to answer any questions you have either about material I went over or just about the property in general I know. 488 00:43:51,000 --> 00:44:05,000 Just a couple of click on to be on a remind me is this I essentially plan just for recreational use or but will city offices be included is their housing what what are the elements. 489 00:44:05,000 --> 00:44:18,000 According to the city's general plan and in council certainly reserves the right to give us direction in either way but the general plan was just recently adopted and it calls for 2.53 acres of high density housing on the site. 490 00:44:18,000 --> 00:44:25,000 So ultimately it's a 27 acre site so we're looking at 25 solely for public recreation great. 491 00:44:26,000 --> 00:44:37,000 Who was who was running the gym and the track in the fields before the city to cover I mean if these folks were using it didn't they have to like book it and pay the fee to somebody who was running it. 492 00:44:37,000 --> 00:44:41,000 This will distract us okay even though they tried it down they'd still okay. 493 00:44:41,000 --> 00:44:51,000 Yeah Brian this is state of California have any. 494 00:44:51,000 --> 00:45:00,000 You're doing with the building this you know they development this I get to work with the state at all they get to satisfy anything from them so. 495 00:45:00,000 --> 00:45:25,000 Not that we anticipate all of the funding for the development of the site will be local dollars. The city council established a JPA, so that they are positioned to be able to issue an ultimately issue a bond to be able to develop the property. 496 00:45:25,000 --> 00:45:27,000 So all local funding. 497 00:45:29,000 --> 00:45:38,000 Brianna, I got to tell you, I'm really impressed that the job you and your staff have done with this to wrap your arms around this project and plan it to this extent. 498 00:45:38,000 --> 00:45:40,000 It's really impressive. 499 00:45:40,000 --> 00:45:46,000 But I assume this has created a major workload for the department. 500 00:45:46,000 --> 00:45:54,000 You mentioned shifting some field staff over to the school. How are you coping administratively with it? 501 00:45:54,000 --> 00:46:11,000 We did request and thankfully were granted some additional maintenance help because 27 acres is a bigger lift for Jeff and his team, so he's getting one limited term position and one promotion for another lead worker. 502 00:46:11,000 --> 00:46:23,000 And then we thankfully got Ali Konig, some help. Another limited term position was approved, so we have another management analyst who started this week. 503 00:46:23,000 --> 00:46:32,000 So Ali now has a full time staff working with her who will hopefully be able to take on some of the smaller part projects so that Ali can stay more focused on harvest. 504 00:46:32,000 --> 00:46:40,000 And you know, that's just to get us through this design and construction process because once we know what's going to be built there. 505 00:46:40,000 --> 00:46:49,000 Whether it's, we know the pool was the number one ask in both the community survey and the city wide survey. 506 00:46:49,000 --> 00:47:06,000 So once we know that a pool will be built or what size that pool will be, we'll have to start wrapping our head around the ongoing operational costs of staffing and lifeguards and operating a full facility of that magnitude. 507 00:47:06,000 --> 00:47:09,000 Okay, so it's under under control. Hopefully. 508 00:47:09,000 --> 00:47:14,000 Does the city view this as a potential source of income over the years? 509 00:47:14,000 --> 00:47:22,000 It will offset some of its expenses in revenue, but it will not fully cost recover. 510 00:47:22,000 --> 00:47:31,000 Yeah, if you can get a facility even to 50% then that's good. So there will be some subsidy. 511 00:47:31,000 --> 00:47:40,000 But that subsidy would likely come in the form of property taxes and develop perfees. Where would the offset measure G. 512 00:47:40,000 --> 00:47:43,000 Thank you very much, measure G. 513 00:47:43,000 --> 00:47:47,000 Yeah, the solar panels and that part of the package. 514 00:47:47,000 --> 00:47:51,000 Yes, we now own a solar field. 515 00:47:51,000 --> 00:47:57,000 We transferred the solar purchasing power agreement over to the city. 516 00:47:58,000 --> 00:48:07,000 I want to turn it quite a few years left on the agreement. We do have an out clause as well. 517 00:48:07,000 --> 00:48:18,000 It's it's operational and we'd like to keep it operational as long as we can unless the design for the site, like it must make sense to put something there and it just needs to come down. 518 00:48:18,000 --> 00:48:25,000 We're hoping to keep it as operational as long as we can and even once we do have a design for the site. 519 00:48:25,000 --> 00:48:29,000 It's likely to be a phase construction. I mean, this is just a really big project. 520 00:48:29,000 --> 00:48:35,000 So ideally if we could take the solar field down in like phase two or phase three and keep it up a little longer. 521 00:48:35,000 --> 00:48:43,000 That would be ideal, but all that's going to be dependent on the actual design that the community lands on. 522 00:48:43,000 --> 00:48:47,000 Okay, thank you very much. 523 00:48:48,000 --> 00:48:59,000 Next up is item six B discussion on the 2026 PRTAC goals and work plan. 524 00:48:59,000 --> 00:49:08,000 So typically in January, we do the chair vice chair, beak pack wrap, but if you haven't noticed we're still a little light we're down to two positions. 525 00:49:08,000 --> 00:49:12,000 We have applications in so that's good. We have a student application in as well. 526 00:49:12,000 --> 00:49:16,000 Interviews are tentatively scheduled for February 9th. 527 00:49:16,000 --> 00:49:24,000 So we in applications are still open. People can still apply and still be considered by council on February 9th. 528 00:49:24,000 --> 00:49:28,000 So hopefully we'll be getting you guys some help shortly. 529 00:49:28,000 --> 00:49:38,000 And once we do that, then we'll look at the chair and vice chair and be pack wrap. So that's why that's not on typically on our January agenda and is not tonight. 530 00:49:38,000 --> 00:49:51,000 I did want to at least look at your goals for 2026. So what I put in the packet was what you did in 2025 and then I highlighted. 531 00:49:51,000 --> 00:49:57,000 The things that we didn't get to and there was not a whole lot. We did pretty well last year. 532 00:49:57,000 --> 00:50:09,000 So we didn't necessarily have a specific nap of light at our festival highlight and we did not have course code golf course come out, but they're actually scheduled to come next month. 533 00:50:09,000 --> 00:50:13,000 So we're just a little behind schedule on that. 534 00:50:13,000 --> 00:50:20,000 Ultimately, I think we need to move forward and come up with a plan for 2026 and then starting in 2027. 535 00:50:20,000 --> 00:50:28,000 I would recommend we kind of do a two year work plan to align with the two year budget to align with the two year council focus areas, but 536 00:50:28,000 --> 00:50:40,000 We'll at least need to tackle 2026. So one thing that we know I need to weave into your 2026 plan is all the hardest related items. 537 00:50:40,000 --> 00:50:49,000 So that's going to be like bringing you back phase one community outreach and what we heard from the community and what they're asking for. 538 00:50:49,000 --> 00:50:57,000 And then you are stakeholder, you're serving in a stakeholder capacity once our planning and design team is on board. 539 00:50:57,000 --> 00:51:01,000 So we do have those two things to add in here. 540 00:51:01,000 --> 00:51:14,000 What I suggest that open the floor and you guys can tell me what worked well last year what you might recommend changing and then I can take that back and type something up and bring it back to you at the next meeting on consent. 541 00:51:14,000 --> 00:51:23,000 I do know like in 2025 that was the first year we did two park tours, you guys always want more park tours, so I should do two this year. 542 00:51:23,000 --> 00:51:28,000 So those are the things that we changed and if certainly open to your. 543 00:51:28,000 --> 00:51:34,000 In what recommendations. 544 00:51:34,000 --> 00:51:42,000 Just for everybody's benefit, I dropped to be on a note regarding the park and recommendation presentation. 545 00:51:42,000 --> 00:51:51,000 I think we can take that off of the schedule for formal presentation next year and what I'd like to do is just. 546 00:51:52,000 --> 00:51:59,000 Add it as a standing agenda item in section seven just as a quick little read out from park recommendation. 547 00:51:59,000 --> 00:52:04,000 I'm I'm doing that already in my commissioner comment section, but we can just. 548 00:52:04,000 --> 00:52:09,000 Agenda is it to make sure that it stays top of mind for us. 549 00:52:12,000 --> 00:52:18,000 I assume nobody has a problem with that. 550 00:52:18,000 --> 00:52:19,000 Sounds good. 551 00:52:20,000 --> 00:52:25,000 Park visits great. Yeah, at least two, I think those are really valuable. 552 00:52:25,000 --> 00:52:28,000 Do you guys want to get out to harvest sometimes soon? 553 00:52:28,000 --> 00:52:31,000 Yeah, I walked there for my house. 554 00:52:31,000 --> 00:52:46,000 And I was I continued to be really interested in the place or AI data and if there is any sort of annual read out or something about park usage. 555 00:52:46,000 --> 00:52:50,000 Recreation programs, you know, obviously activities downtown. 556 00:52:50,000 --> 00:52:56,000 Something there that shows us where we're we're getting the the highest level of engagement. 557 00:52:56,000 --> 00:52:59,000 I think would be really interesting and helpful. 558 00:52:59,000 --> 00:53:04,000 Great. Yep. 559 00:53:04,000 --> 00:53:06,000 Recommendations. 560 00:53:06,000 --> 00:53:08,000 One question. 561 00:53:08,000 --> 00:53:11,000 I did notice the joint meeting for the. 562 00:53:11,000 --> 00:53:19,000 A playable arch project was on calendar for January, but what's the status of the project is it going forward? 563 00:53:19,000 --> 00:53:22,000 It is all the site preparations have been completed. 564 00:53:22,000 --> 00:53:24,000 They were done in the fall. 565 00:53:24,000 --> 00:53:26,000 We had a slight delay. 566 00:53:26,000 --> 00:53:28,000 We had some horrible weather over the last couple months. 567 00:53:28,000 --> 00:53:31,000 We had some rain delays and we had to redesign some of the footings. 568 00:53:31,000 --> 00:53:34,000 All the equipment is here. 569 00:53:34,000 --> 00:53:40,000 So it was fabricated in Berlin came over on a ship came into the Carolinas loaded on five trucks. 570 00:53:40,000 --> 00:53:44,000 Showed up here at our courtyard at like what one in the morning Jeff. 571 00:53:44,000 --> 00:53:46,000 So the equipment's all here. 572 00:53:46,000 --> 00:53:52,000 And the installation crew is remobilizing on Monday. 573 00:53:52,000 --> 00:53:56,000 So that was a very timely question to ask. 574 00:53:56,000 --> 00:53:57,000 Yes. 575 00:53:57,000 --> 00:54:03,000 Additional concrete additional rebar is going in because of the footing redesign. 576 00:54:03,000 --> 00:54:07,000 So now it's pushing our anticipated construction timeline into April. 577 00:54:07,000 --> 00:54:09,000 That's okay. 578 00:54:09,000 --> 00:54:10,000 Yeah. 579 00:54:10,000 --> 00:54:13,000 And we've relocated because lost florist is closed. 580 00:54:13,000 --> 00:54:16,000 We're running summer camp out of fuller park this summer. 581 00:54:16,000 --> 00:54:18,000 It's going to be the summer camp hub. 582 00:54:18,000 --> 00:54:22,000 So we've got to get that playground in. 583 00:54:22,000 --> 00:54:28,000 Did we incorporate the feedback from the community about enclosing that play area? 584 00:54:28,000 --> 00:54:30,000 We did. 585 00:54:30,000 --> 00:54:36,000 And Jeff and Ali worked with a fence contract and we found a solution and we're going to be able to fully enclose it. 586 00:54:36,000 --> 00:54:37,000 Thank you so much. 587 00:54:37,000 --> 00:54:38,000 That's awesome. 588 00:54:38,000 --> 00:54:42,000 And now the restroom is funded for design the share and construction. 589 00:54:42,000 --> 00:54:45,000 So that was the other feedback we heard was wanting. 590 00:54:45,000 --> 00:54:46,000 And inclusive. 591 00:54:46,000 --> 00:54:47,000 Yes. 592 00:54:47,000 --> 00:54:48,000 So that's also a motion. 593 00:54:48,000 --> 00:54:49,000 Fantastic. 594 00:54:49,000 --> 00:54:50,000 That's great. 595 00:54:50,000 --> 00:54:51,000 Yes. 596 00:54:51,000 --> 00:54:52,000 The fuller restroom. 597 00:55:00,000 --> 00:55:01,000 People love it. 598 00:55:01,000 --> 00:55:02,000 Yeah. 599 00:55:02,000 --> 00:55:04,000 Jeff's got a little issue with the drain going on. 600 00:55:04,000 --> 00:55:11,000 But the community loves it. 601 00:55:11,000 --> 00:55:12,000 All right. 602 00:55:12,000 --> 00:55:14,000 Thank you so much. 603 00:55:14,000 --> 00:55:21,000 Moving along to item 6C and update on the urban forest management plan. 604 00:55:21,000 --> 00:55:23,000 All right. 605 00:55:23,000 --> 00:55:25,000 Long time coming. 606 00:55:25,000 --> 00:55:27,000 Got the grant 2022. 607 00:55:27,000 --> 00:55:33,000 So really excited to bring this item in front of the commission tonight. 608 00:55:33,000 --> 00:55:35,000 Like I said, then a long time coming. 609 00:55:35,000 --> 00:55:36,000 It's been a lot. 610 00:55:36,000 --> 00:55:37,000 A lot of work with staff. 611 00:55:37,000 --> 00:55:44,000 But it's created so many opportunities and avenues for us to learn things that we never knew before. 612 00:55:44,000 --> 00:55:52,000 So really excited to go over at least portions of this plan tonight with you all. 613 00:55:52,000 --> 00:55:56,000 So kind of moving along and a little update of where we are now. 614 00:55:56,000 --> 00:55:59,000 How we got there. 615 00:55:59,000 --> 00:56:09,000 We are at draft two right now and you are all seeing portions of draft two and I'll go a little bit more into those portions and why we strategically chose those portions. 616 00:56:09,000 --> 00:56:22,000 draft one was something that was delivered to staff in a word document in the fall of 25 and it was really meant to for us to take a look and look at the various sections of the plan. 617 00:56:22,000 --> 00:56:26,000 Identify a lot of the items in the plan. 618 00:56:26,000 --> 00:56:29,000 No images, no visuals, no tables. 619 00:56:29,000 --> 00:56:36,000 We had seen the tables in various aspects and meetings but really never seen it put together in a plan package. 620 00:56:36,000 --> 00:56:46,000 So it wasn't until just a few weeks ago that we received this draft two, which is an 85 page plan including all the tables. 621 00:56:46,000 --> 00:56:49,000 And it has four various sections within it. 622 00:56:49,000 --> 00:56:53,000 And tonight we are bringing you a few strategic sections. 623 00:56:53,000 --> 00:56:57,000 And I'll go a little bit into detail about the other sections of the plan. 624 00:56:57,000 --> 00:57:06,000 What's coming to you tonight is really the meat of the plan and what will be probably used to drive changes that we make. 625 00:57:06,000 --> 00:57:11,000 The remaining of the plan has a lot of backup information about community engagement that we did. 626 00:57:11,000 --> 00:57:19,000 It has a lot of the tech heavy portions describing to the reader where we got this information. 627 00:57:19,000 --> 00:57:24,000 And eventually obviously at the end we'll talk about draft three and when that comes in front of the commission. 628 00:57:24,000 --> 00:57:28,000 And then at the end is more information and more data. 629 00:57:28,000 --> 00:57:40,000 So really what you're seeing tonight is really the meat and potatoes of that plan. 630 00:57:40,000 --> 00:57:42,000 So moving on to pieces of the plan. 631 00:57:42,000 --> 00:57:54,000 Tonight what's being asked the commissioners is to go ahead and review discuss and provide feedback on these three specific sections of the plan. 632 00:57:54,000 --> 00:58:04,000 And the first piece of that being this executive summary and what this piece is really describing is is describing kind of what goes into a 40 year plan. 633 00:58:04,000 --> 00:58:08,000 How do you get there and what are the pieces that you use to build it. 634 00:58:08,000 --> 00:58:12,000 Not to read it verbatim as it's in your packet but just to highlight some of those things. 635 00:58:12,000 --> 00:58:22,000 So really this is a 40 year plan to provide the road map to the city on how to care for the urban forestry. 636 00:58:22,000 --> 00:58:31,000 It also provides an overview of the community so it describes you know our size kind of what are a little bit of the history of the community. 637 00:58:31,000 --> 00:58:41,000 And then it dives into some of those pieces I just touched on which is the data part of it so it really leans in heavy on that tree inventory. 638 00:58:41,000 --> 00:58:48,000 And I know I brought to the commission before that software tree keeper that we use where they inventory 34,000 trees. 639 00:58:48,000 --> 00:58:52,000 It also dives into the canopy aspect of that. 640 00:58:52,000 --> 00:58:59,000 Which is something that they use light art to determine how much canopy coverage we do have in the city. 641 00:59:00,000 --> 00:59:08,000 Not to go without saying big highlight 21 and a half percent really that is where our canopy is at and that is a very very respectable number. 642 00:59:08,000 --> 00:59:17,000 You'll see that number called out a lot in here and really you know one of the main goals is to keep it there or grow it you know. 643 00:59:17,000 --> 00:59:26,000 And then another aspect is really just about the benefits of the tree so not you know air quality stormwater all those things that executive summary goes into that. 644 00:59:27,000 --> 00:59:31,000 And then there's a piece that talks about how the how the forest is managed. 645 00:59:31,000 --> 00:59:40,000 So it talks about the work that city staff does to manage what portion of the urban canopy it can roughly about 25 percent. 646 00:59:40,000 --> 00:59:50,000 And then it starts to dive into really where where the the largest majority of the canopy is which is again located on private property. 647 00:59:50,000 --> 00:59:52,000 And it talks about that partnership. 648 00:59:52,000 --> 01:00:00,000 The second piece that was brought in front of you tonight is that visioning statement and I'll go into a little bit more detail. 649 01:00:00,000 --> 01:00:14,000 And then lastly, and probably the biggest portion of what I'll spend the most of my time on is talking about the goals and the recommendations of the plan. 650 01:00:14,000 --> 01:00:29,000 So moving on to the visioning statement. So this was a statement that was developed with baby resource group and with staff and something that we we took a lot of time with and are really really proud of what we produced. 651 01:00:29,000 --> 01:00:39,000 So this is the four-piece and you'll see this four-piece statement kind of transitioning throughout the entire plan. 652 01:00:39,000 --> 01:00:44,000 Particularly, you'll see it touched on in the goals and recommendations. And so again, I won't read it verbatim. 653 01:00:44,000 --> 01:00:51,000 But really it's built out of really four key categories. So you've got preserve, protect, promote, and plan. 654 01:00:51,000 --> 01:00:58,000 And so that preserve is really talking about the support and encouraging a healthy tree structure and urban forest. 655 01:00:58,000 --> 01:01:09,000 That protect is really just utilizing tree protection that we can within the city, but knowing that 75% of our canopy is not located on city property and outside of our jurisdiction. 656 01:01:09,000 --> 01:01:16,000 We're leaning really on that education piece. And then that promote really tied into that private property aspect. 657 01:01:16,000 --> 01:01:25,000 How can the city and especially our city, one of our biggest partners, how can we really be an educator and a promoter of the urban forest and its benefits? 658 01:01:25,000 --> 01:01:33,000 And then lastly is really the plan and that's kind of all the information that I'll go into in the goals and recommendations section. 659 01:01:33,000 --> 01:01:44,000 But how can we be planning for long-term maintenance and care of both the trees we oversee as well those ones on private property as well? 660 01:01:44,000 --> 01:02:01,000 So the next section is really how does that visioning statement and goal recommendation section play into the goals and recommendations which are really really the kind of meat of what we have. 661 01:02:01,000 --> 01:02:06,000 And so how are those goals and recommendations created? 662 01:02:06,000 --> 01:02:13,000 So really at the foundation of those is all this technical data that we got. 663 01:02:13,000 --> 01:02:17,000 So the assessment of the urban forestry is sustainability indicators. 664 01:02:17,000 --> 01:02:29,000 That community tree inventory where we had over nine staff members from DRG out for about seven weeks looking at every single tree identifying its species, its size, its canopy, 665 01:02:29,000 --> 01:02:32,000 any of its needs. 666 01:02:32,000 --> 01:02:42,000 And then review of all of our city policies and practices that we currently do here in the city as far as planning or planning for trees. 667 01:02:42,000 --> 01:02:48,000 Also all of our work practices from our equipment to the number of trees that we've earned every year. 668 01:02:48,000 --> 01:02:52,000 We really, we spent a lot of time doing that information. 669 01:02:52,000 --> 01:02:59,000 And then lastly what goes in these goals and recommendations and you know one of the key aspects is really the input from the community. 670 01:02:59,000 --> 01:03:04,000 You know in themes and priorities that came from that. 671 01:03:04,000 --> 01:03:14,000 And then the other section here on the right side of the screen is really just in your packet you have this as well but I wanted to go into a little bit in depth about what this key is. 672 01:03:14,000 --> 01:03:21,000 So as you see every goal and recommendation you can hopefully kind of understand what impacts they might have what is the timeline. 673 01:03:21,000 --> 01:03:26,000 So the first one is really talking about the departments involved in implementation. 674 01:03:26,000 --> 01:03:31,000 So most of these obviously live under the park and recreation but you'll see public works. 675 01:03:31,000 --> 01:03:36,000 You'll see our legal team you'll see economic development depending on the goal or the action. 676 01:03:36,000 --> 01:03:43,000 And then timeline and again we we already have some input on draft to so we're looking to tweak this section a little bit. 677 01:03:43,000 --> 01:03:50,000 But as far as timeline goes we wanted to make sure that we gave the reader kind of an idea of you know what is our anticipated timeline. 678 01:03:50,000 --> 01:03:56,000 We would start this action not necessarily complete it so obviously in progress is in progress. 679 01:03:56,000 --> 01:04:02,000 One to three years and then obviously four plus would be for longer term items. 680 01:04:02,000 --> 01:04:10,000 And then lastly the money you know what will it take to get these these goals or recommendations moved on and. 681 01:04:10,000 --> 01:04:17,000 You know the single dollar symbol is really something that we feel like we can do with it within the existing funding that we have. 682 01:04:17,000 --> 01:04:27,000 The two dollars something that we may be able to leverage some of the funding that we currently have may need to look at additional funding to try to get that action over the hump. 683 01:04:27,000 --> 01:04:42,000 And then lastly the third is is things that that may take significant additional resources to to be able to complete. 684 01:04:42,000 --> 01:04:45,000 So moving on here. 685 01:04:45,000 --> 01:05:04,000 So as I talked about earlier the visioning statement does really lead into the goals and recommendations and as you read through your packet and you'll see as I go through this you'll see those four peas start to come through and so we broke down all these goals under those four peas the preservation the promote and the plan. 686 01:05:04,000 --> 01:05:10,000 So starting with print one one is. 687 01:05:10,000 --> 01:05:22,000 Is to really go into those goals and actions and there's a lot of them under each one of these sections so what I'm going to do tonight with you all is is kind of give you an overview of each section one one one two etc. 688 01:05:22,000 --> 01:05:29,000 And then I'll talk about the items that are in progress if you have any questions about the other items at the end happy to answer those. 689 01:05:29,000 --> 01:05:33,000 So starting with starting with preserve here. 690 01:05:33,000 --> 01:05:42,000 One one is provide ongoing proactive maintenance to trees throughout all stages of their life cycle to maximize the chance of success. 691 01:05:42,000 --> 01:05:46,000 So this is what all these goals are going to live under is kind of this heading. 692 01:05:46,000 --> 01:05:57,000 We have two things in progress and that's implementing the industry standards when selecting planting and providing establishment and care for new trees. 693 01:05:57,000 --> 01:06:04,000 So that that's two items one that we've already completed and one that's that's almost completed and that is. 694 01:06:04,000 --> 01:06:12,000 A tree care plan that David resource group worked on and it's also our master street tree list that you all had a part of that we approve. 695 01:06:12,000 --> 01:06:20,000 And then the second one is that is contracting out pruning and other maintenance if internal crews do not have capacity so. 696 01:06:20,000 --> 01:06:32,000 We know we oversee 34,000 trees which is more than than five folks can handle in year we already do this there is room for growth that's why you see a two dollar sign there. 697 01:06:32,000 --> 01:06:36,000 Oh, I'm sorry I'm looking at the piece that's in your packet. 698 01:06:36,000 --> 01:06:43,000 So there's some room for growth there but it's something we already do and then moving on to one two here. 699 01:06:43,000 --> 01:06:50,000 Reserve large healthy mature trees whenever possible to maximize and sustain community benefits. 700 01:06:50,000 --> 01:07:00,000 We all know that the large trees play a huge role in the canopy but in many other aspects and there are two sub goals under that both in progress. 701 01:07:00,000 --> 01:07:07,000 It's protect maintained desirable for a stance and focus on preservation efforts on trees. 702 01:07:07,000 --> 01:07:16,000 It's something that departments been doing ever since I've been here and we're just continuing to refine it so it's an ongoing in progress. 703 01:07:16,000 --> 01:07:35,000 Goal here and on the second one is to continue to protect important trees on city property by creating a designation for mature desirable trees on public property under our current municode the trees on our property are already overseen and protected by us so that's something in progress as well. 704 01:07:35,000 --> 01:07:47,000 Moving to one three here plan and prepare for invasive and new and new species including plants pests pathogens to protect napa's forest. 705 01:07:47,000 --> 01:07:59,000 Not as many in this section in progress but there is one so following your integrated pest management best practices when monitoring for and dealing with invasive and new species. 706 01:07:59,000 --> 01:08:09,000 So you saw that their westward hills although not a tree that's another project that we're already in the progress of trees as well. 707 01:08:09,000 --> 01:08:18,000 And touching on one four is increase the species in diversity and new and replacement trees. 708 01:08:18,000 --> 01:08:47,000 Lots and progress here but the first four really around that 1020 30 rule which is not more than 10 species 20 genus 30 as the as kind of the rule to follow in planting trees so if we remember back to the master street tree list and I brought to you some information about what species we have the highest percent of percentage of that. 709 01:08:47,000 --> 01:08:57,000 That oak tree at 10% was one that was hovering at 9.5% so we made sure that every tree on that master street tree list fell within that diversity. 710 01:08:57,000 --> 01:09:12,000 Another area in here is to talk about updating that master street tree list so as you understand how your populations change you update that list. 711 01:09:12,000 --> 01:09:28,000 Moving on to one five and the last under preserve is to evaluate parks and urban forestry division staffing and resources to keep up with city forest program needs. 712 01:09:28,000 --> 01:09:37,000 So again here another one in progress is to utilize the data and public tree inventory resource analysis and work plans to predict upcoming tree maintenance. 713 01:09:37,000 --> 01:09:41,000 So with our current software that we have. 714 01:09:41,000 --> 01:09:51,000 We know which trees need to be pruned we know which trees are prior to removal this stuff is already going into our work plan and is going to our day to day activities. 715 01:09:51,000 --> 01:10:01,000 In addition in this section you have integrate tree maintenance budget into city wide planning efforts this again is already being done with the streets and sidewalk programs. 716 01:10:01,000 --> 01:10:05,000 And as well as something I'll touch on later which is cream street. 717 01:10:05,000 --> 01:10:11,000 These reinforcing projects are already integrated into other departments budgets as well. 718 01:10:11,000 --> 01:10:21,000 And then explore additional funding for trees replacements and maintenance again in progress that's something we continue to do all the time pre plan and post plan. 719 01:10:21,000 --> 01:10:27,000 And then continue to plan fleet replacements and equipment acquisition aligned with operational needs. 720 01:10:27,000 --> 01:10:39,000 We are department that has been blessed with a lot of really great tree equipment that allows us to do a lot more work than a lot of other agencies really can so. 721 01:10:39,000 --> 01:10:43,000 Moving on to protect. 722 01:10:43,000 --> 01:10:54,000 So the first one to protect to one is to identify gaps in existing tree planting maintenance preservation standards and city municipal code. 723 01:10:54,000 --> 01:11:02,000 One just to touch on here in progress is the relevant language for current policies and standards. 724 01:11:02,000 --> 01:11:12,000 A street tree removal notification policy and tree preservation standards these are two policies that drive how we assess trees for removal. 725 01:11:12,000 --> 01:11:20,000 And it is currently being reviewed by the resource group and they've just given us recommendations for how to update that. 726 01:11:20,000 --> 01:11:24,000 Those two plans there. 727 01:11:24,000 --> 01:11:42,000 And moving on to to here ensure tree-related policies in any other related city documents such as approved street tree list street tree planting specifications tree removal and posting policies are updated and updated and aligned. 728 01:11:42,000 --> 01:11:51,000 So we are regularly updating our cities approved master street tree list again an item brought to the commission that's one in progress. 729 01:11:51,000 --> 01:12:07,000 And then again another one touches on our our master street tree list which again is in progress and actually completed and then review and update our tree removal and posting policies I touched on that is something another project that we're working on currently. 730 01:12:07,000 --> 01:12:19,000 And two three developed new standards education materials to address issues affecting napas urban forest that are not included in the current city codes and policies. 731 01:12:19,000 --> 01:12:31,000 So really under the major category that's in progress here is develop a comprehensive tree manual for staff contractors community members to standardized practices and promote maintenance. 732 01:12:31,000 --> 01:12:37,000 Davey reskores group helped us create two kind of two-page documents. 733 01:12:37,000 --> 01:12:41,000 One's really about the education and planting it's called right tree right place. 734 01:12:41,000 --> 01:12:51,000 So it's a cool little pamphlet that gives you know contractors residents just kind of high level information on what tree and why it should go where it goes. 735 01:12:51,000 --> 01:12:55,000 So it refers back to our master street tree list. 736 01:12:55,000 --> 01:12:59,000 And then moving on to promote. 737 01:12:59,000 --> 01:13:08,000 Three one here and promote is communicate important information about the benefits and maintenance needs of napas community trees. 738 01:13:08,000 --> 01:13:18,000 To the general public private property owners potential partners funders and decision makers so really this goes back to. 739 01:13:18,000 --> 01:13:33,000 The amount of tree canopy that falls outside of our jurisdiction so promote was really one of the one of the areas we really wanted to focus on in our goals and recommendations knowing that we needed to utilize and leverage education. 740 01:13:33,000 --> 01:13:40,000 As one of the really key aspects to maintain the forest that is outside of our jurisdiction. 741 01:13:40,000 --> 01:13:45,000 Lots of items in progress here. 742 01:13:45,000 --> 01:13:52,000 And happy to answer any questions but really a very key area within this project that we've been working on. 743 01:13:52,000 --> 01:13:56,000 And then moving on to three two here. 744 01:13:56,000 --> 01:14:06,000 Engage community members and decision making process around current and future tree management and planting to encourage community by and support. 745 01:14:06,000 --> 01:14:13,000 So we're continuing to engage residents to determine preference for trees and infrastructure conflict mitigation. 746 01:14:13,000 --> 01:14:20,000 Including phased or complete tree removals and repairs alternative designs and planner modifications. 747 01:14:20,000 --> 01:14:27,000 So really an every project that we work on with CIP or or with our streets inside walk program. 748 01:14:27,000 --> 01:14:35,000 This is really just an ongoing thing that that we already do but we really try to do our best to communicate with those residents about any and all opportunities that. 749 01:14:35,000 --> 01:14:40,000 That are available for us to kind of make headway in that category. 750 01:14:40,000 --> 01:14:49,000 And then finally three three is strengthen and develop partnerships with residents non profit groups organizations and the private sector. 751 01:14:49,000 --> 01:14:57,000 One thing to note here that's in progress is other environmental organizations to collaborate with. 752 01:15:00,000 --> 01:15:13,000 And that's really leaning on that partnership. We have with RCD to help promote and provide education, urban forest. 753 01:15:13,000 --> 01:15:29,000 And then the last section of the goals and recommendations is the plan section. And so going into 4-1 is to develop a functional and sustainable urban forestry management program with adequate staffing resources. 754 01:15:29,000 --> 01:15:46,000 And support for city partnerships. One area that's in progress is to develop partnerships and increase collaboration between parks and trees, divisions, other city of Napa departments and local decision makers and utilities. 755 01:15:46,000 --> 01:15:55,000 So throughout this whole process, we've really been working hard with PG&E. It's been one of the areas that we've struggled with in the past. 756 01:15:55,000 --> 01:16:07,000 I have now gotten a good contact. And we are getting bi-weekly updates on trees that they're planning to work on. So we are making some really good strides there. 757 01:16:07,000 --> 01:16:19,000 And then I've mentioned just a lot of the internal communication that we've had with our CIP division and with the streets inside, walks our own version of public works. 758 01:16:20,000 --> 01:16:32,000 And moving on to 4-2 managing existing tree and infrastructure conflicts in Napa's urban forest and prevent future tree and infrastructure conflicts. 759 01:16:32,000 --> 01:16:47,000 A lot of things going on in that section, but some of probably the most notable ones is that with our new treekeeper program, we are able to look and identify some of those healthy mature trees that we really want to make 760 01:16:47,000 --> 01:17:01,000 value and efforts for keeping them from being removed within projects. So we're developing a way to allow the engineers to see those easily and not have to have those back and forth conversations with us. 761 01:17:01,000 --> 01:17:08,000 And just understand which ones are really the priorities to save within that. 762 01:17:08,000 --> 01:17:30,000 And then moving here to 4-3. So plant, replace and preserve trees, estrategic levels and locations around the city to align with Napa's canopy goals, achieve an equitable distribution for tree canopy and ensure consistent canopy coverage. 763 01:17:30,000 --> 01:17:41,000 And a lot of these items under this are more long-term items, but just to note a few of the things that we're working on as we do have maps we do understand where our lower canopy sections are. 764 01:17:41,000 --> 01:17:51,000 And so we are kind of in that 1-3 year or 4-plus year to try to develop some priority planting locations. 765 01:17:51,000 --> 01:18:04,000 And then lastly, 4-3 is development, implement standards, data tracking, processes for the city tree inventory, canopy, and urban forestry management plans and goals. 766 01:18:04,000 --> 01:18:15,000 So really the one, the one in progress one there is regularly update resources over time to see how the city is changing and at the program is tracking and meeting urban forestry goals. 767 01:18:15,000 --> 01:18:26,000 So we did see a change in canopy from 2012 a pretty significant one to 2023 when this was done. 768 01:18:26,000 --> 01:18:33,000 So some of the, so we do know that the work that we are doing is helping to increase the canopy that we have. 769 01:18:33,000 --> 01:18:43,000 But a lot of these items are longer term ones that will take some time to see kind of what our efforts will do for that. 770 01:18:43,000 --> 01:18:57,000 And then lastly, our comments are going back shortly to our consultant on draft 2 and then we will be getting right into starting on draft 3 which will be the final draft that we have. 771 01:18:57,000 --> 01:19:10,000 We plan to bring that to its entirety back to this commission timing is a little uncertain but possibly as early as February or maybe March just depending on how quickly we get through those items. 772 01:19:10,000 --> 01:19:13,000 So a lot of information. 773 01:19:13,000 --> 01:19:22,000 Happy to answer any questions that any of you might have and any one of those three sections or just in general. 774 01:19:22,000 --> 01:19:29,000 If you have any comments or any revisions you'd like to see please share them we can note those and get those over to the consultant. 775 01:19:29,000 --> 01:19:36,000 But yeah again no action on this item just provide feedback on these three portions of the plan. 776 01:19:36,000 --> 01:19:37,000 Any feedback? 777 01:19:37,000 --> 01:19:38,000 Anybody want to kick us off? 778 01:19:38,000 --> 01:19:39,000 I mean kick it off. 779 01:19:39,000 --> 01:19:43,000 I'm just curious with 34,000 trees. 780 01:19:43,000 --> 01:19:48,000 You ever hit the feeling that you overlook some trees? 781 01:19:48,000 --> 01:19:57,000 How do you know that you've really reaching every tree and effort or something that you thought unrealistic? 782 01:19:57,000 --> 01:19:58,000 I'm just curious with that many. 783 01:19:58,000 --> 01:20:01,000 Yeah, technology is amazing. 784 01:20:01,000 --> 01:20:04,000 There we do come across a few but just to clarify. 785 01:20:04,000 --> 01:20:07,000 So 34,000 is not every tree in Napa. 786 01:20:07,000 --> 01:20:14,000 34,000 is really just those trees that are in parks and then those trees that are in planter strips. 787 01:20:14,000 --> 01:20:16,000 And in right and in in the island. 788 01:20:16,000 --> 01:20:21,000 So in people's backyards we don't count that tree in the 34,000. 789 01:20:21,000 --> 01:20:28,000 But all the trees whether they be on public property or in someone's backyard get counted in the canopy assessments. 790 01:20:28,000 --> 01:20:35,000 So when we talk holistically how many trees we have in the city we talk in canopy because it captures all those. 791 01:20:35,000 --> 01:20:42,000 But then when we talk about what the city has jurisdiction over and what we can then tell and we talk about the 34,000. 792 01:20:42,000 --> 01:20:47,000 What is that number in this city has jurisdiction roughly from 34,000. 793 01:20:47,000 --> 01:20:49,000 So what we have what we have jurisdiction over. 794 01:20:49,000 --> 01:20:54,000 So that's all the trees in the parks and then all those in the planter strips as well. 795 01:20:54,000 --> 01:20:57,000 And that doesn't count our open space parks. 796 01:20:57,000 --> 01:21:01,000 Those trees we have not counted in the pitch. 797 01:21:01,000 --> 01:21:02,000 Okay. 798 01:21:02,000 --> 01:21:05,000 Thank you. 799 01:21:05,000 --> 01:21:07,000 A lot of trees. 800 01:21:07,000 --> 01:21:09,000 I can't even take care of my own. 801 01:21:09,000 --> 01:21:12,000 Any other comments? 802 01:21:12,000 --> 01:21:14,000 No, I was going to thank you. 803 01:21:14,000 --> 01:21:16,000 Real quick Jeff. 804 01:21:16,000 --> 01:21:21,000 I can't imagine that I would have a question or comment that would have an impact on this because it is incredibly detailed. 805 01:21:21,000 --> 01:21:24,000 And it's you've done you and David have done a great work. 806 01:21:24,000 --> 01:21:27,000 What is the process though for approval and adoption? 807 01:21:27,000 --> 01:21:31,000 Is the draft three going to come to us and we're going to say thumbs up. 808 01:21:31,000 --> 01:21:35,000 We approve and then it goes on to city council or does it go straight to council? 809 01:21:35,000 --> 01:21:36,000 Yeah. 810 01:21:36,000 --> 01:21:39,000 I know that city council is excited for an update. 811 01:21:39,000 --> 01:21:42,000 So we're definitely going to bring them an update. 812 01:21:42,000 --> 01:21:45,000 Being that it's like it's a guiding document. 813 01:21:45,000 --> 01:21:46,000 Yes. 814 01:21:46,000 --> 01:21:51,000 I don't know that there's necessarily any approval your input is very valuable. 815 01:21:51,000 --> 01:21:54,000 The community's input is obviously very valuable. 816 01:21:54,000 --> 01:21:59,000 But I don't know that there is necessarily a need for adoption. 817 01:21:59,000 --> 01:22:01,000 I mean, we will have the plan. 818 01:22:01,000 --> 01:22:04,000 It is a resource for us to use. 819 01:22:04,000 --> 01:22:08,000 It's a long-term planning document that we can use. 820 01:22:08,000 --> 01:22:12,000 So I don't I don't anticipate that we'll have an in action. 821 01:22:12,000 --> 01:22:13,000 But. 822 01:22:13,000 --> 01:22:15,000 So I guess it's easy. 823 01:22:15,000 --> 01:22:17,000 Then I could state the question a little differently. 824 01:22:17,000 --> 01:22:20,000 So city council obviously is aware that we have provided input. 825 01:22:20,000 --> 01:22:23,000 We've been participating in work sessions and whatnot. 826 01:22:23,000 --> 01:22:25,000 But city council is not saying. 827 01:22:25,000 --> 01:22:30,000 Has this plan been approved by park record and trees commission before it was for 828 01:22:30,000 --> 01:22:31,000 It's us. 829 01:22:31,000 --> 01:22:34,000 This is the type of thing that will go straight to city council. 830 01:22:34,000 --> 01:22:38,000 I guess one of the caveats here is count. 831 01:22:38,000 --> 01:22:41,000 The plan will go to council to just show it to them. 832 01:22:41,000 --> 01:22:43,000 They're not necessarily approving it. 833 01:22:43,000 --> 01:22:44,000 So they were taking an action. 834 01:22:44,000 --> 01:22:46,000 They would be looking for your subaction. 835 01:22:46,000 --> 01:22:48,000 If you all are very excited about it. 836 01:22:48,000 --> 01:22:50,000 And please with it how it comes out. 837 01:22:50,000 --> 01:22:52,000 You can certainly take an action just to say. 838 01:22:52,000 --> 01:22:54,000 You as a body are supportive of this plan. 839 01:22:54,000 --> 01:22:56,000 And we would share that with council. 840 01:22:56,000 --> 01:22:57,000 Okay. 841 01:22:57,000 --> 01:23:00,000 But council that is not going to vote to adopt formally adopted. 842 01:23:00,000 --> 01:23:01,000 Yeah. 843 01:23:01,000 --> 01:23:07,000 But there are there are lots of portions and pieces within the goals and recommendations. 844 01:23:07,000 --> 01:23:11,000 It's a require action, but not necessarily is the plan as a whole. 845 01:23:11,000 --> 01:23:15,000 So is that a little bit different than the like a 2040 planning document? 846 01:23:15,000 --> 01:23:17,000 It is. 847 01:23:17,000 --> 01:23:20,000 I think Jeff speaking to like the specific recommendations. 848 01:23:20,000 --> 01:23:22,000 Just because the recommendations are in the plan. 849 01:23:22,000 --> 01:23:26,000 Does it mean we're committing to being able to accomplish all of them or 850 01:23:26,000 --> 01:23:27,000 Find all of them. 851 01:23:27,000 --> 01:23:28,000 Okay. 852 01:23:28,000 --> 01:23:29,000 Thank you. 853 01:23:29,000 --> 01:23:33,000 Another impressive report. 854 01:23:33,000 --> 01:23:37,000 Thank you for the summary of a lengthy document. 855 01:23:37,000 --> 01:23:38,000 Very good. 856 01:23:38,000 --> 01:23:44,000 One little net in the plan purpose and vision portion on page two. 857 01:23:44,000 --> 01:23:47,000 Of the PowerPoint. 858 01:23:47,000 --> 01:23:50,000 There's one sentence that didn't make sense to me. 859 01:23:50,000 --> 01:23:53,000 Says the planning process started in January of 23. 860 01:23:53,000 --> 01:23:55,000 And commenced in March of 26. 861 01:23:55,000 --> 01:23:59,000 There's something missing I think is to what commenced in March of 26. 862 01:23:59,000 --> 01:24:01,000 Or maybe not. 863 01:24:01,000 --> 01:24:04,000 So the grant was completed in March of 20. 864 01:24:04,000 --> 01:24:05,000 Yeah. 865 01:24:05,000 --> 01:24:08,000 The grant deadline for completion of the project is March of 26. 866 01:24:08,000 --> 01:24:10,000 So I'm going to get this. 867 01:24:10,000 --> 01:24:13,000 Since need to be clear. 868 01:24:13,000 --> 01:24:17,000 I really appreciate the use of the dollar signs to indicate the 869 01:24:17,000 --> 01:24:19,000 Sefficiency of funding. 870 01:24:19,000 --> 01:24:20,000 It's very helpful. 871 01:24:20,000 --> 01:24:25,000 I see that they mostly track the timeline. 872 01:24:25,000 --> 01:24:26,000 Yeah. 873 01:24:26,000 --> 01:24:33,000 But my question is how do you anticipate keeping track of when it's time to seek more funding. 874 01:24:33,000 --> 01:24:36,000 And I assume most of the funding would do. 875 01:24:37,000 --> 01:24:43,000 How are you going to keep track of of when to seek funding for these various phases? 876 01:24:43,000 --> 01:24:44,000 There. 877 01:24:44,000 --> 01:24:48,000 So there's a lot of crossover in those goals and recommendations. 878 01:24:48,000 --> 01:24:52,000 So if you tackle a singular goal and recommendation. 879 01:24:52,000 --> 01:24:54,000 It is likely that it is touched on. 880 01:24:54,000 --> 01:24:55,000 So it's in preserve. 881 01:24:55,000 --> 01:24:58,000 It's likely it's touched on in another aspect. 882 01:24:58,000 --> 01:25:01,000 But I think that the approach there is really. 883 01:25:01,000 --> 01:25:06,000 You're probably looking you're looking at individual likely individual projects. 884 01:25:06,000 --> 01:25:08,000 And like if I give you an example of one. 885 01:25:08,000 --> 01:25:13,000 There's a goal and recommendation to update your inventory on on a seven year cycle. 886 01:25:13,000 --> 01:25:22,000 So that would likely come out as a specific request for those specific funds to go ahead and have somebody come back out and read. 887 01:25:22,000 --> 01:25:25,000 Look at your tree inventory and have that have that done. 888 01:25:25,000 --> 01:25:28,000 And so it's really. 889 01:25:28,000 --> 01:25:32,000 It's more specifically tied to the task. 890 01:25:32,000 --> 01:25:40,000 And how you would go about seeking funding to really promote or finish that task in itself as opposed to. 891 01:25:40,000 --> 01:25:45,000 Say what would it cost to do every goal and recommendation within this within this plan? 892 01:25:45,000 --> 01:25:46,000 I see. 893 01:25:46,000 --> 01:25:47,000 Okay. 894 01:25:47,000 --> 01:25:49,000 Will you have these. 895 01:25:49,000 --> 01:25:52,000 Things calendar in some way. 896 01:25:53,000 --> 01:25:59,000 So we kind of we attempted to give the viewer an understanding of that with those those in progress. 897 01:25:59,000 --> 01:26:03,000 One to three years four plus years. 898 01:26:03,000 --> 01:26:14,000 And so a lot of the recommendations are affecting day to day and operations and you'll see those being reflected as in progress items. 899 01:26:14,000 --> 01:26:17,000 So like the master's tree tree list is an example. 900 01:26:17,000 --> 01:26:20,000 It's something we use contractors use on a daily basis. 901 01:26:20,000 --> 01:26:25,000 So it's an ongoing it's an ongoing item and then there are items that. 902 01:26:25,000 --> 01:26:35,000 Talk about update to our our municipal plan and we know that those are longer term things that will require more time to complete. 903 01:26:35,000 --> 01:26:44,000 So it's it's I guess more so than anything it's kind of giving us the flexibility to implement and drive these plans. 904 01:26:44,000 --> 01:26:49,000 When resources allow or when they become a priority. 905 01:26:49,000 --> 01:26:53,000 Some sort of ongoing grant program grant application program. 906 01:26:53,000 --> 01:27:02,000 Currently we do not other than leveraging funds that RCD has from another grant to help further some of these items as well. 907 01:27:02,000 --> 01:27:06,000 That's the only funding source G is funding some things as well. 908 01:27:06,000 --> 01:27:15,000 That was the one I was thinking of city council allocated additional $250,000 towards parks and community landscaping. 909 01:27:15,000 --> 01:27:29,000 It's a little bit general, but that's part of Jeff's new baseline budget every year and our intent in seeking that allocation from council was definitely to be able to start to implement more and more pieces of the urban forestry management plan. 910 01:27:29,000 --> 01:27:37,000 As with any operating budget either whether it's ongoing operating budget or one time requests for like a specific project. 911 01:27:37,000 --> 01:27:46,000 Those would be sought through the annual budget cycle you know we're all the departments that met their requests and council decides what their priorities are and yeah. 912 01:27:46,000 --> 01:28:01,000 So I just did an example of those funds we recently made about a $15,000 purchase of trees to re for us the neighborhood that we hadn't replanted from a street and sidewalk project so we're already seeing the actions come to fruition already. 913 01:28:01,000 --> 01:28:03,000 Thank you. 914 01:28:03,000 --> 01:28:06,000 Any other comments? 915 01:28:06,000 --> 01:28:11,000 On the topic of having the council formally adopt it. 916 01:28:11,000 --> 01:28:16,000 Is that a decision or are you just done sure if you're going to do that or not? 917 01:28:16,000 --> 01:28:21,000 As far as formally adopt the the plan it's entirety. 918 01:28:21,000 --> 01:28:26,000 I don't know that we've really come to that decision the a or nay at this point. 919 01:28:26,000 --> 01:28:37,000 I'm not understanding that was just directed from city managers office that they wanted the plan shared with council but that it was guiding document it didn't necessitate formal adoption. 920 01:28:37,000 --> 01:28:51,000 No, it doesn't but sometimes there are benefits for having it formally adopted it could signal a stronger commitment on the part of the council and that could then turn influence funding decisions. 921 01:28:51,000 --> 01:28:55,000 I'm going to continue for the council to doubt any of its climate benefits. 922 01:28:55,000 --> 01:28:59,000 I'm going to line up with a potential future climate action plan. 923 01:28:59,000 --> 01:29:06,000 So I don't know I would maybe think about it unless you've already been given direction than whatever. 924 01:29:06,000 --> 01:29:12,000 Open won't change the words on the piece of paper whether they do or don't want to just something to consider. 925 01:29:12,000 --> 01:29:20,000 Yeah, we can share your you that's a perspective of this commission and share that up the chain and see if that. 926 01:29:20,000 --> 01:29:26,000 That may make you think something that the council would want to take credit for. 927 01:29:26,000 --> 01:29:29,000 I completely support that. 928 01:29:29,000 --> 01:29:42,000 And also you and your team as well gives you a little spotlight because I agree this is a tremendous document has tremendous value now and into the future something like that. 929 01:29:43,000 --> 01:29:53,000 For those reasons they weren't you know something more formal but you're called obviously I'm the canopy. 930 01:29:53,000 --> 01:30:00,000 Would you say it was 20 or 25% 21 and a half 21 and a half and you had mentioned that that's pretty good. 931 01:30:00,000 --> 01:30:04,000 Yeah, just for perspective, city Sacramento is at 19. 932 01:30:04,000 --> 01:30:12,000 Is there, and I didn't go for the entire packet, and I know this is kind of just excerpts. 933 01:30:12,000 --> 01:30:18,000 But one of the things that came to mind is the way in which the goals are written is to maintain it. 934 01:30:18,000 --> 01:30:24,000 But do we want to not only maintain it, but enhance it and grow it beyond 20%. 935 01:30:24,000 --> 01:30:29,000 Yeah, so we had a lot of discussion, so 21 and a half is our current. 936 01:30:29,000 --> 01:30:37,000 And you know, there's aspects that you can take, city Sacramento is a good example. 937 01:30:37,000 --> 01:30:43,000 They put out a very aggressive plan to get to 30% which required thousands of thousands of 938 01:30:43,000 --> 01:30:48,000 thousands of plantings in order to get to that point. 939 01:30:48,000 --> 01:30:58,000 One thing that we really recognized in this plan, and particularly in the area that we oversee, which is the majority. 940 01:30:58,000 --> 01:31:07,000 The trees within the parks, we have full jurisdiction over and really ultimate decision to plant larger trees, so that's an easier task. 941 01:31:07,000 --> 01:31:13,000 Obviously, we have areas that we wouldn't plant trees in the middle of soccer fields and baseball fields and playgrounds and things like that. 942 01:31:13,000 --> 01:31:15,000 That would make interesting. 943 01:31:15,000 --> 01:31:23,000 But probably one of our biggest struggles is that tree conflict with sidewalk curb infrastructure. 944 01:31:23,000 --> 01:31:29,000 And we are blessed with a lot of things, but one thing we are blessed with here is narrow planter strips. 945 01:31:29,000 --> 01:31:35,000 And so a lot of the where release trees probably recent good example. 946 01:31:35,000 --> 01:31:42,000 A lot of those trees were planted with species that would no longer be acceptable on our master street tree list. 947 01:31:42,000 --> 01:31:45,000 They're too large, they don't fit into those larger areas. 948 01:31:45,000 --> 01:31:52,000 We've also all seen what kind of work PG&E is allowed to and does do on trees around power lines. 949 01:31:52,000 --> 01:31:59,000 So we know we have to anticipate that we're going to have, as we go through, we update our streets, our sidewalks. 950 01:31:59,000 --> 01:32:04,000 We know that we're going to have smaller stature trees in those planter strips. 951 01:32:04,000 --> 01:32:12,000 So we really took that into account when we were thinking about about those goals, those canopy goals and what is achievable. 952 01:32:12,000 --> 01:32:18,000 As we go forward and knowing that we were sitting at a pretty good baseline. 953 01:32:18,000 --> 01:32:26,000 We didn't want to be overly optimistic with our canopy goals. 954 01:32:26,000 --> 01:32:35,000 And we felt that maybe our resources would be better spent with educating where the majority of our trees lived, which is on that private property. 955 01:32:35,000 --> 01:32:45,000 So that's kind of how we landed at that percentage and saying, well, I think that a first stab of this should be our maintain what we have. 956 01:32:45,000 --> 01:32:48,000 Yeah, that makes tool sense. 957 01:32:48,000 --> 01:32:58,000 I'm kind of a long those lines, I guess, in terms of not only promoting but enhancing or expanding whatever that we're maybe. 958 01:32:58,000 --> 01:33:11,000 Is there the ability to inventory, I guess, wrong trees and wrong place, that could then be turned into the right trees right place. 959 01:33:11,000 --> 01:33:19,000 It also have canopy enhancements, I know that's probably a wish list type item and then depending upon money and trees and all that. 960 01:33:19,000 --> 01:33:21,000 Yeah, there could be opportunities there. 961 01:33:21,000 --> 01:33:25,000 Yeah, so a couple of the word, Great Murrow comes to mind. 962 01:33:25,000 --> 01:33:28,000 Highest, possibly 18 percent. 963 01:33:28,000 --> 01:33:29,000 Yeah. 964 01:33:29,000 --> 01:33:34,000 I like wrong tree run place, we're getting t-shirts. 965 01:33:34,000 --> 01:33:37,000 Public works with Bible. 966 01:33:38,000 --> 01:33:41,000 Kind of a two-prong answer there Brian. 967 01:33:41,000 --> 01:33:51,000 Yes, we have the information to understand what trees are technically the wrong tree for that for that plan area. 968 01:33:51,000 --> 01:33:56,000 But our approach is not to just go and say, well, you're the wrong tree you can't stay here. 969 01:33:56,000 --> 01:34:06,000 It's more of an approach when we when we look at them from a strategic standpoint, like are they are they causing infrastructure issues. 970 01:34:07,000 --> 01:34:11,000 So we, you know, we use the word healthy a lot, right? 971 01:34:11,000 --> 01:34:19,000 So not only does the plan talk about mature, but it also talks about healthy, we have that condition. 972 01:34:19,000 --> 01:34:23,000 So when we look at mature tree, we look at it from those aspects. 973 01:34:23,000 --> 01:34:29,000 Is it healthy, you know, does it fit within the space that it's that it's in? 974 01:34:30,000 --> 01:34:42,000 And then the kind of the second part of that is we do know where we have about 3,000 planting opportunities because wouldn't we went and did the inventory? 975 01:34:42,000 --> 01:34:51,000 We identified anything that was a stump and we identified any areas that could be potential planting areas that we have jurisdiction over. 976 01:34:51,000 --> 01:34:58,000 We didn't go into people's backyards and say you have a big lawn area, but what we have jurisdiction over. 977 01:34:58,000 --> 01:35:05,000 And then we also know from the canopy data where our lower canopy areas are. 978 01:35:05,000 --> 01:35:09,000 So if we kind of try to align those things, we do have the data to do it. 979 01:35:09,000 --> 01:35:13,000 It's just a matter of getting the resources to get the education out. 980 01:35:13,000 --> 01:35:16,000 We have street tree planting program. 981 01:35:16,000 --> 01:35:23,000 We're working with RCD on a free tree giveaway program for private and public trees. 982 01:35:23,000 --> 01:35:28,000 So we're trying to kind of create those mechanisms knowing that. 983 01:35:28,000 --> 01:35:36,000 We have five staff and we may be able to put in several hundred trees a year, but we also have the goal of making sure they survive. 984 01:35:36,000 --> 01:35:40,000 So we really need to lean in on those on those property owners. 985 01:35:40,000 --> 01:35:47,000 Give them opportunities to get a tree, but know that we need their support to maintain it to keep it thriving. 986 01:35:54,000 --> 01:36:03,000 As part of the plan and I guess looking into the future and maybe this goes back to the tree list that we looked at a few months ago. 987 01:36:03,000 --> 01:36:20,000 Are we asking ourselves with climate change, what areas, the suitability of the area and whether or not the trees are planting today are going to be able to survive 50 years from now or the trees we plant 30 years from now are going to survive. 988 01:36:20,000 --> 01:36:26,000 You know, the right tree right place based on what we anticipate the climate and the conditions to be chair. 989 01:36:26,000 --> 01:36:29,000 Yeah, so we have. 990 01:36:29,000 --> 01:36:38,000 David provided us a list that is about three times longer than the trees that we brought to you all in the master tree tree list. 991 01:36:38,000 --> 01:36:41,000 A couple of reasons around that. 992 01:36:41,000 --> 01:36:48,000 I took a lot of staff's input to say, hey, you work on these species all day every day, which ones are doing well, which ones have issues. 993 01:36:48,000 --> 01:36:51,000 So we use that. 994 01:36:51,000 --> 01:36:56,000 We also took the avenue of checking to make sure that that was a tree that was available. 995 01:36:56,000 --> 01:36:59,000 We didn't want to put a tree on a master tree tree tree list that we couldn't get. 996 01:36:59,000 --> 01:37:10,000 And then David did that background work with all the other work that they've done with various communities to say, hey, these are species based on your climate that we will that we think will do well. 997 01:37:10,000 --> 01:37:14,000 But then really I think the key to that is if we run into those issues. 998 01:37:14,000 --> 01:37:23,000 We update that tree list, you know, on a on a pretty frequent basis if needed or we least we at least look at it and make updates if we need to. 999 01:37:23,000 --> 01:37:29,000 So I think we've set ourselves up to try to avoid those issues. 1000 01:37:29,000 --> 01:37:33,000 And then the other part of that is really just pests and there's a there's a portion of that. 1001 01:37:33,000 --> 01:37:38,000 So so sticking with that 10, 20, 30 rule not having more than 10 percent. 1002 01:37:38,000 --> 01:37:42,000 Great murders a good example at 18 percent not on our street tree list. 1003 01:37:42,000 --> 01:37:48,000 If there was a pest that came in and killed every great mortal we lose 18 percent of our trees. 1004 01:37:48,000 --> 01:37:54,000 So we want to constantly keep that diversity up as we go. 1005 01:37:54,000 --> 01:37:55,000 Great. 1006 01:37:55,000 --> 01:37:59,000 I think that's all. 1007 01:37:59,000 --> 01:38:00,000 Yeah, thank you. 1008 01:38:00,000 --> 01:38:01,000 Yeah. 1009 01:38:01,000 --> 01:38:03,000 This is awesome. 1010 01:38:03,000 --> 01:38:05,000 Any other comments or questions? 1011 01:38:06,000 --> 01:38:07,000 Okay. 1012 01:38:09,000 --> 01:38:10,000 Good job. 1013 01:38:12,000 --> 01:38:16,000 Moving on to six D park maintenance and recreation division updates. 1014 01:38:19,000 --> 01:38:27,000 Just on behalf of recreation I will remind you all if you haven't been down there already the napalided art festival kicked off on Saturday. 1015 01:38:27,000 --> 01:38:33,000 So we've had four successful nights the event runs of full 30 days or through February 17th. 1016 01:38:33,000 --> 01:38:43,000 I think that whatever that weekend is middle of February, but the projection will only remain up through next Sunday out this coming Sunday. 1017 01:38:43,000 --> 01:38:47,000 So it will be up weeknight so even tonight tomorrow night. 1018 01:38:47,000 --> 01:39:00,000 And then through the weekend and we haven't pulled the place or AI data yet because there's like a three day leg but we're excited to look here tomorrow and see what attendance was for the three day holiday weekend. 1019 01:39:00,000 --> 01:39:08,000 And then we already spoke about harvest that's been the other big endeavor that our recreation folks have been working on. 1020 01:39:08,000 --> 01:39:09,000 Later at festival question. 1021 01:39:09,000 --> 01:39:16,000 Well I miss part of what you said is is it still going to be going on the 31st of January and the 1st of February? 1022 01:39:16,000 --> 01:39:18,000 Yes, it runs to the middle of February. 1023 01:39:18,000 --> 01:39:28,000 So the event runs 30 days but the projection on the church in the courthouse, the three projection sites only run for 10 days and that's the same every year. 1024 01:39:28,000 --> 01:39:34,000 But the projections won't be available on the last day of January and the 1st day of February. 1025 01:39:34,000 --> 01:39:40,000 So we got to look at my calendar. Whatever this Sunday is. 1026 01:39:40,000 --> 01:39:42,000 This Sunday is the last day. 1027 01:39:42,000 --> 01:39:52,000 Yes. So the 25th will be the last projection night and then the other 15 installations will stay up till the middle of next month. 1028 01:39:52,000 --> 01:40:00,000 Two quick items, more trees. We haven't had enough. 1029 01:40:00,000 --> 01:40:04,000 But just to kind of put a bow on a lot of the work. 1030 01:40:04,000 --> 01:40:12,000 We've been working over the last year or so really closely with the CIP team on the Comstreet Rehab project. 1031 01:40:12,000 --> 01:40:21,000 So just some numbers total of 47 trees were removed in that project and then we replanted a total of 57. 1032 01:40:21,000 --> 01:40:30,000 The trees we were planted we went with 24 box. There was a lot of neighbors that were very concerned about the aesthetics of the community. 1033 01:40:30,000 --> 01:40:38,000 So we worked really, really closely with them and the CIP and the Comstractor planted all those trees. 1034 01:40:38,000 --> 01:40:44,000 So you know, in a really challenging project we met our 1-1 ratio and actually beat it. 1035 01:40:44,000 --> 01:40:53,000 So that was a really successful project as far as collaboration goes with with CIP and that project is currently in punchless. 1036 01:40:53,000 --> 01:40:55,000 So it's really close to being done. 1037 01:40:55,000 --> 01:41:03,000 And then lastly, since we haven't seen each other since October and Ashley touched on it, but we had a really successful Arbor Day. 1038 01:41:03,000 --> 01:41:06,000 I know she touched on it, so I won't say too much. 1039 01:41:06,000 --> 01:41:14,000 Those were grant funded trees for that project. So 50 trees have been youred park and then some other pretty significant updates. 1040 01:41:14,000 --> 01:41:20,000 And yeah, 21 volunteers. I was in complete full ranger that day. It was raining that bad. 1041 01:41:20,000 --> 01:41:25,000 So really some really stellar volunteers. 1042 01:41:34,000 --> 01:41:48,000 So I moved to the German to the next rigourage that we'll be meeting for the park preparation and tree advisory commission before we do that. 1043 01:41:48,000 --> 01:41:51,000 Very quick update from the park and recreation foundation. 1044 01:41:51,000 --> 01:42:00,000 We earned $625 through 55 donations in our appearance in the give guide. 1045 01:42:00,000 --> 01:42:06,000 We received an additional $3,000 in donations off the give guide platform. 1046 01:42:06,000 --> 01:42:11,000 But I'm confident that we would not have received that $3,000 if we weren't in the give guide. 1047 01:42:11,000 --> 01:42:20,000 So we are going to claim $9,625 total for the park and recreation foundation. 1048 01:42:20,000 --> 01:42:21,000 Good chunk of that. 1049 01:42:21,000 --> 01:42:24,000 Probably three grand or so was through the board itself. 1050 01:42:24,000 --> 01:42:27,000 So we kind of pumped up our own total a little bit. 1051 01:42:27,000 --> 01:42:33,000 But still that is the most successful give guide placement I think we've had ever. 1052 01:42:33,000 --> 01:42:39,000 So yay us. 1053 01:42:39,000 --> 01:42:45,000 I second the motion. 1054 01:42:45,000 --> 01:42:47,000 I'm dragging.
