[1:00]
All right, we ready? All right, seeing it's 330, getting the nod from the city clerk. I would like to call this special meeting of the housing authority of the city of Napa. Order, we have roll call, please.
[1:11]
Board members, more. I'm sorry, more is absent. Board members Hamilton, a painter here, Leros, here, Norway is here.
[1:22]
Vice chair, Dean of Talley. Here. And for the record, board members more and chair, essentially, are absent this afternoon.
[1:30]
Agenda review and supplemental reports. Are there any changes to agenda or supplemental reports?
[1:35]
There are no changes to the agenda. We do have a supplemental report for item 4A, which is the PowerPoint presentation from staff.
[1:43]
For public comment, for each item on special meeting agenda members of the public will provide it an opportunity to directly address the housing authority board before the board takes action on that item.
[1:53]
Moving forward to the consent calendar, consent calendar items are considered routine and may be approved by a single vote of the board.
[2:00]
However, members of the public or board may request a consent item be pulled for discussion.
[2:05]
There is one consent item identified on the agenda for the consent calendar item 3A, meeting minutes.
[2:11]
Is there a request to pull the consent item? Or is there a motion to approve?
[2:17]
All moved to approve the consent calendar.
[2:20]
All right. Motion by Hamilton. Second by Leros. All in favor?
[2:26]
Aye. Any opposed? Passes unanimously.
[2:31]
Moving forward to public hearings. First will the here report from city staff, which will include responses to clarifying questions for members of the board.
[2:42]
Next members of the board will be asked to disclose any information learned outside of the hearing.
[2:46]
Then members of the public will be provided an opportunity to comment.
[2:50]
Finally, we will close the public testimony and the board will deliberate and take action.
[2:54]
We will now hear from staff.
[2:57]
Good afternoon. Vice chair members of the board. I'm Stephanie Gaul housing manager.
[3:07]
Here today to give this presentation to you about the housing authorities.
[3:12]
Physically, your 202627 mid-cycle budget for your consideration and to receive direction from you prior to the final adoption on June 2.
[3:23]
Next month, 2026. The housing authorities 2 year budget for 202526 and 202627 was adopted by the housing authority about a year ago on June 17, 2025.
[3:35]
The mid-cycle budget process allows for the opportunity to adjust the budget prior to the second year of the budget cycle.
[3:43]
Our agenda for today is to cover the proposed adjustments for the 202627 budget.
[3:50]
And we'll start out looking at projections for the current fiscal year adjustments to the same adopted budget and then we'll end with our recommended action.
[4:02]
On this slide, we'll talk about the current year budget.
[4:06]
So what we're living in right now, fiscal year 202526, the budget shows the total housing authority revenues at 24.2 million and expenditures at 27.1 million.
[4:18]
Ultimately, their current projections are that the revenues will come in at 25 million and expenditures will be projected at 27.4 million.
[4:28]
And again, this is for the current fiscal year, which ends in about six weeks.
[4:34]
The current adopted budget for 202627 shows 24.1 million and expenditures, I'm sorry, 24.1 million and revenues and 25.1 million and expenditures.
[4:50]
And we'll talk about the proposed adjustments next to that second year.
[4:54]
You have a large list here of proposed adjustments by line item, but essentially the revenue adjustments are totaling about 1.06 million and those are all primarily within the section eight budget.
[5:08]
I will give a caveat that we just got our word from HUD about a week ago, so we may see some additional refinement as we continue to analyze that data.
[5:17]
And then the proposed expenditure adjustments total about 1.1 million, which is primarily due to the same.
[5:25]
The rental assistance in the section eight program, coming at 1.26 million and then about 222,000 in rental assistance under the continuity program that was authorized last summer.
[5:38]
These increases are partially offset by decreases of about 49,000 in overall salary and benefit reductions and then about 332,000 from the city's cost allocation plan update for a total net expenditure adjustment of 1.1.
[5:56]
This next slide is just a simple graph showing the original adopted budget and the proposed adjustments.
[6:03]
Bringing revenues in at 25.2 and expenditures at 26.2 million.
[6:10]
So with that, that's high level summary, but today we are here to provide staff direction, if there's any amendments to finalize this and bring it back on June 2nd.
[6:22]
And I will be happy to answer any questions.
[6:25]
Any questions from.
[6:28]
Right, we'll move on to disclosures. If a board member has received information prior to this hearing, that is important to the decision making process for this hearing.
[6:35]
And if the information is not included in the written materials for this item, please disclose the information at this time.
[6:41]
So participants in the hearing have an opportunity to consider that information.
[6:47]
No disclosures.
[6:49]
No disclosures.
[6:55]
All right, we will now open public testimony.
[6:58]
Submit speaker cars to the city clerk.
[7:00]
Time is limited to three minutes. The clerk's timer will sound when your time is up.
[7:04]
Do we have any speaker clerks work?
[7:06]
I do not have any speaker clerks for the housing authority.
[7:09]
Any speakers in the audience would like to speak?
[7:13]
All right, I will look for a motion to close public testimony.
[7:20]
So moved second motion.
[7:22]
Leros second painter. All in favor.
[7:25]
I any opposed. Passengers.
[7:28]
All right, we will bring it back to the for the board. Any any any questions?
[7:36]
Seeing there are no more questions or requests to speak? Is there a motion?
[7:39]
Is there a motion that we can have for this?
[7:42]
Do we need a motion?
[7:46]
No. Thank you, Chair.
[7:48]
Dean Natali. Yeah, the recommendation from staff is to review provide direction to staff.
[7:52]
So I think if there's any direction you have for staff, we take it tonight, but if there isn't.
[7:56]
We can proceed accordingly and no motion is required.
[7:59]
Seeing no direction.
[8:01]
All right, thank you.
[8:07]
Moving on to comments by board members or executive director.
[8:11]
All right, seeing none.
[8:15]
I will close the special meeting of the housing authority.
[8:19]
Thank you.
