[0:00] It is 6 o'clock on Wednesday, September [0:02] 2nd, 2026. Uh we're going to start with [0:05] our committee meetings. Uh we will start [0:07] with the streets and drainage. Mr. [0:10] » Thank you. We will open up the streets [0:12] and drainage committee at 6:00 p.m. on [0:14] the dot. Starting off with one of our [0:15] three resolutions tonight. 26R44, [0:19] a resolution authorizing the mayor to [0:21] prepare and submit an application for [0:23] the city of New Franklin to participate [0:25] in the Ohio Public Works Commission [0:27] State Capital Improvements Program, the [0:28] SCIP, andor Local Transportation [0:32] Improvement Program, LTIP, and to the [0:35] execute contracts required as required [0:37] and declaring an emergency. Uh the short [0:41] description basically gives a short [0:42] description of what it is. is just to [0:44] apply for some grants. [0:46] » It's to apply for the grant. Uh [0:50] we want to try to get as much of it paid [0:52] for as possible obviously through [0:53] grants. The reason for the emergency in [0:56] this case is uh the grant application [0:59] process closes next week. So [1:01] » 11 [1:02] » Yeah two weeks I'm sorry two weeks. So [1:05] um that was the reason for that. OM hub [1:07] has get together and worked on some h [1:09] estimates for us and really it's just to [1:11] get that application in on time. [1:13] » Yeah. And this commits the city to no [1:16] funds is just applying to get some [1:17] permits. [1:19] » Correct. [1:19] » Any questions or comments? [1:22] Seeing none, we'll move on to our next [1:27] » You want to wait. [1:31] Yeah. Yeah, I know. I was just going to [1:32] motion for it. So committee really [1:36] » Um I have two supplemental resolutions [1:39] if people do not have those are on the [1:40] supplemental agenda. We will start off [1:43] with 26R48, [1:45] a resolution authorizing [1:48] authorizing the mayor and or his [1:49] designate to accept a permanent sanitary [1:52] easement and temporary construction [1:53] sanitary sewer easement from DRJ Limited [1:57] for the city's sanitary sewer sewer [1:59] project authorizing payment of $17,05 [2:02] approving the terms and conditions of [2:04] the easements and memorandum of [2:06] understanding and declaring an [2:07] emergency. Would the sponsor like to [2:09] speak on this? [2:10] » I would. Thank you. So, this is [2:12] something I had mentioned last meeting. [2:14] We uh have been working diligently on [2:17] with a sense of urgency. The goal of [2:20] acquiring this easement is so we can [2:23] include it in the paving that's going to [2:24] happen at the end of this month or early [2:26] next month on Route 93. [2:29] Uh, [2:31] as I mentioned before, this should have [2:33] been done at the beginning of the [2:34] project. [2:35] The county [2:37] has uh did not have that happen. So, [2:41] we've been working hard to make it [2:42] happen and quit it. Uh, just to mention, [2:44] this is even though the city is paying [2:46] the $17,000, [2:48] the county will be reimbursing us for [2:50] this funds. So, um, and we are ready to [2:54] go with Lockheart Construction. We've [2:56] got kind of logistically everything in [2:58] place. If we get this through to start [3:00] this easement work hopefully Tuesday and [3:03] get it done as quickly as possible. And [3:05] once this easement work is the final [3:07] touch and then we'll be able to pave the [3:09] road for Northstar. [3:10] » Yes. Yeah. They're they're teed up. [3:12] Lockart's teed up. Uh we had a lot of [3:16] haggling back and forth among the uh the [3:20] that all the parties involved in this [3:23] and thankfully we were able to come to a [3:26] resolution at the final hour it seems [3:28] like. But uh it it should not hold us [3:31] up. It ties the sewer in to the county [3:34] sewer lines and then essentially we'll [3:37] go to turn the sewer on shortly [3:39] thereafter. They have some uh the county [3:41] has a process of 30 days once it's all [3:44] connected before they start their [3:46] testing. So [3:49] any other questions? Comfortable waving [3:51] the 30. Perfect. We have our last [3:54] resolution 26R49. [3:57] a resolution authorizing the mayor [3:58] and/or his designate to enter into a [4:01] cost reimbursement agreement with [4:02] Campbell Oil Company in relation to the [4:05] state route 93 sewer extension project [4:07] and declaring an emergency. I will then [4:09] ask the sponsor to speak on this one as [4:11] well. [4:11] » Absolutely. Thank you. So uh want to [4:14] thank Hambo. They uh agreed in order to [4:18] get this project completed and get their [4:19] building hopefully open on time um some [4:24] details to help close it. For example, [4:26] the clinic where easement work is going [4:27] to be done. It's losing some parking. [4:29] Highway distributing has uh generously [4:33] offered to let the clinic use their [4:35] parking. [4:37] Bell stores has offered to [4:40] help get those people across the street [4:42] safely at the opening, at lunchtime, the [4:44] closing of the clinic how they need it. [4:47] Uh there was talk about crosswalk and [4:49] things like that. Well, a crosswalk in [4:51] 45 mph zone can be challenging. There's [4:54] a few more particulars you would need to [4:56] go through as far as flashing lights and [4:58] things like that. And then also just [5:00] some other construction details stores [5:03] has agreed to help on uh to keep things [5:06] moving in the right direction and [5:08] [clears throat] wrap this project up. So [5:13] any other questions or comments? [5:15] Comfortable waving a three. [5:18] We will close this street and drainage [5:19] committee at 6:05 p.m. [clears throat] [5:22] » We'll move on to the community [5:24] development committee. Mr. P open a [5:26] community development meeting at 6:05 [5:29] p.m. This is a resolution authorizing [5:33] the mayor to enter enter an agreement [5:35] with town planning practice LLC for [5:37] continue planning and zoning consulting [5:39] services and declaring an emergency. [5:42] Uh you want to speak anything on this? [5:44] » Sure. Uh thank you. So, uh, we have [5:48] restructured our zoning department, uh, [5:51] following our retirements. We are [5:54] hopefully getting closer, uh, on our [5:57] zoning code updates and things like [5:59] that. Uh, Fred Guerrera of town planning [6:02] has we've been contracted with him for [6:04] some time, uh, to assist through this [6:07] process. [6:09] He has agreed to uh, continue with the [6:13] training, seeing the code through to the [6:15] end. Uh we as you guys approved last [6:18] time we'll be hiring an administrative [6:19] assistant. That department helped get [6:21] that person trained ready for meetings. [6:24] Uh we [6:26] had been paying I pulled all the bills [6:29] from before anywhere from $3,100 to [6:31] $4,300 on a monthly basis. This drops [6:35] his maximum amount he can bill us per [6:37] month to $2,000. So, I thought if we [6:40] could save money faster, that would also [6:41] be the reason for emergency and keep it [6:44] capped at $2,000 for at least if he's [6:46] going to train when he I think it's a [6:48] better contract overall going forward. [6:51] We hope to [6:53] have the training everything wrapped up [6:55] by the end of this year and uh be able [6:57] to end the contract at that time. We're [6:59] estimating. [7:02] » Anybody have any questions? [7:06] Okay. Raven 3. [7:10] I'll close streets third community [7:12] development at 607. [7:16] We'll move on to finance committee. Mr. [7:18] Cops. [7:19] » Thank you. We will open a finance [7:20] committee at 607 [7:23] with a resolution. And we will call that [7:26] resolution uh 26R46 a resolution [7:30] accepting the amounts and rates as [7:32] determined by the Summit County budget [7:33] commission and authorizing necessary tax [7:36] levies and certifying them to Summit [7:38] County fiscal officer and declaring an [7:40] emergency. This is u something we have [7:43] to do every year around this time. [7:45] usually gets sent out to us around the [7:47] beginning of August and it has to be uh [7:50] back the resolution has to be completed [7:52] by before October 3rd 7th something like [7:57] that first year [7:58] » October 1st has 2025 sorry [8:02] » Yeah it it probably hasn't changed um [8:05] » Was extended because of [8:07] » Last year but not necessarily this year [8:11] » Last year [8:13] » Yeah but we're still looking [8:18] Yeah. So, either way, um [8:21] this again is something that we do every [8:23] year and uh needs to be in by October. [8:27] Uh unless there's other information. Uh [8:29] Miss Cook, any anything else you'd like [8:31] to share? [8:32] » Yeah. Um nothing that nothing has, you [8:35] know, nothing different. It's the same [8:37] routine amounts. They're the ones that [8:40] obviously at the county that do the uh [8:43] the tabulations of the of the rates and [8:46] everything and so they're just need are [8:48] okay with that and then of course that [8:50] resolution once you pass it gets sent [8:53] back to them to verify that. [8:55] » Can you email that to us please? [8:57] » Sure. [8:58] » Thank you. Um and uh any other [9:02] questions, comments? One other thing is [9:06] that the reason you didn't get an email [9:07] is I was telling Kelly is that I had [9:11] scanned all that and when I sent her the [9:13] emails I forgot to attach that one as [9:15] well. So [9:16] » Okay, [9:16] » It's easy. I can send it to you. [9:19] » Thank you. Appreciate it. [9:20] [clears throat] [9:20] » Sure. [9:21] » Any other comments, questions? [9:24] Comfortable waving three since we're [9:26] looking at the deadlines soon? Okay. Uh [9:29] we will move on then to resolution [9:33] uh 26R47, [9:34] a resolution authorizing a transfer of [9:36] funds from the parks and recreation fund [9:38] to the parks and recreation capital [9:39] projects fund and declaring an [9:41] emergency. And this is for the pickle [9:43] ball courts that um we set up back in 19 [9:46] or 2022 [9:48] u where we're doing 75,000 per year to [9:52] we borrowed money from the city. We're [9:54] paying them back. Um, and I believe it's [9:56] eight years and this is payment number [9:58] four. [10:00] » Um, this about about that. [10:03] » Yeah. So, we're we're about halfway [10:05] through this another four years of doing [10:07] this. But again, this is just uh uh [10:10] making it happen what we approved and [10:12] agreed on u back in 2022. How much [10:16] questions? [10:17] » Question. So I know we we loan the money [10:19] out of the general fund went to the [10:23] project fund. Now it's coming back to [10:25] the parks capital fund. Will that [10:26] eventually come back into the general [10:28] fund? [10:28] » Yes. So when we close out at the end of [10:30] the year, then it just rolls back [10:31] » Once. Well, we we're not doing the the [10:34] returns of advance every year because it [10:37] was just easier to let it sit there and [10:41] add up to the exact amount and then do [10:43] the advance back for the whole amount [10:45] like we did when we advanced it to that [10:47] fund in the first place. So that's the [10:50] that's the objective is once that's paid [10:53] to the to I I don't have a figure off [10:56] the top of my head, but once it's paid [11:00] into that fund for the full amount of [11:02] the cost that was advanced by the [11:04] general fund, then then you'll get a [11:06] resolution that requests that the [11:08] advance be returned to the Jeff. [11:12] » All right. So, do we do we want to I [11:16] know I understand what you're you're [11:17] saying that [11:19] are there needs where we can maybe use [11:21] that money now for stuff whatever [11:23] however much is in there or do we want [11:24] to wait till we get that full 600,000 [11:27] whatever back I'm just just asking [11:30] » Yeah right now there there'd be about [11:31] 300,000 with this transfer it should be [11:34] approximately 300,000 [11:36] um and [11:39] I'm I'm comfortable with what Miss Cook [11:41] is doing if if need comes up, we can, [11:44] you know, change. [11:45] » Yeah, I just wanted to ask. [11:46] » Yeah, [11:47] » I'm fine. [11:48] » Okay. Comfortable waving three. Uh [11:52] again, this is waving three and [11:53] declaring an emergency basically because [11:56] uh something we agreed to uh in 2022 and [11:59] just our standard procedure there. So, [12:02] we will ask to wave at three and I think [12:06] I'm done. So, we will close the next [12:07] committee meeting at 6:12. [12:10] » We'll move on to laws and ordinance. Mr. [12:12] Wolf. All right, we will open the laws [12:14] and ordinance uh committee [snorts] [12:15] meeting at 6:12 p.m. Ordinance number [12:19] 263, [12:21] an ordinance amending the new Franklin [12:23] Consolidated Land Use Code and zoning [12:26] map. Um this is our third reading on [12:29] this. It's pretty big chunk of uh [12:32] language there. We had a workshop I [12:35] think was it last week? I remember this [12:37] week. [12:37] » Last Monday. Yep. And I think we got a [12:40] lot accomplished and a lot of questions [12:42] and a lot answered the citizen there. [12:45] Thank you. And um do we want to talk [12:48] about that now or we I know that we have [12:50] another one scheduled for the 14th. [12:53] Another workshop to tackle even more. [12:56] And that is um at 6:00 p.m. 6:30. [13:00] » Where is it? [13:01] » Right here in the city hall chambers. 6 [13:03] p.m. [13:05] » What a what workshop? Uh, this would be [13:07] for two week [13:10] continuation of the last workshop. [13:11] » Continuation. [13:12] » I miss I missed that scheduling. [13:14] » Okay. [13:15] » I I had to leave early. [13:16] » Yeah. [13:17] » Oh, okay. Oh, that's right. You were [13:19] there for most of it. 99% of it. [13:21] » So, when [13:22] » It would be in Septe [13:25] and And I'm taking notes. Is that what I [13:27] just heard? Because I wasn't here. So, [13:28] Oh, gosh. [13:31] » I'll make sure Katie puts that out there [13:32] too on the website and gets that [13:34] announced. [13:35] » I'm sorry. When is that? [13:37] » The 14th at 6 p.m. [13:38] » 6 p.m. [13:40] » September 14th, Monday, 6 p.m. here in [13:42] council chambers. [13:43] » I' I'd like to thank everybody and we [13:45] had everybody turned out. We had Fred [13:47] here. We had mayor here. We had some [13:50] residents here. I I thought we had a lot [13:52] of good discussion. We we went over the [13:53] first section. We're into the section [13:56] three. Uh I think we uh [14:00] it was very helpful. We had a lot of [14:02] questions asked, a lot of answers. And [14:05] so we got to finish at three and we'll [14:06] move into five. [14:09] » Perfect. [14:09] » I would just say and then there's a few [14:11] things we talked about giving address [14:12] there and clear answers on number of [14:16] units what you know whatever the matters [14:19] particular. [14:20] » So I'm going to ask for time [14:23] if if I may real quick. [14:24] » Sure. Uh were there any um uh changes uh [14:28] agreed upon that uh from what we had uh [14:35] that connected to the ordinance um that [14:39] we need to to announce or uh anything [14:44] like that? [14:46] » Uh the days in 10 to 14. [14:49] » Oh yeah. I mean, I don't know if you [14:51] want to do it now, if you want to wait [14:52] till after our next workshop and just [14:54] kind of go over everything at once. [14:55] » We could maybe I could ask we wait till [14:57] next time. [14:58] » Okay. [15:00] Do the oversight. [15:01] » I think the language only matters when [15:03] we go to like pass to approve the [15:05] legislation and we'll have like a list [15:08] and we'll hand that nice list to Kelly [15:09] so we don't have to sit there and read [15:11] everything to her verbally. Just write [15:12] it all down. [15:14] » Mr. point. I think it'd be good just to [15:16] throw that out there ahead of time so [15:17] people are aware of some of the changes [15:18] that we [15:19] » And I would say the only changes we have [15:21] done is keeping it more in line with [15:22] what we have and not changing it. That [15:25] was one of the bigger things a lot of us [15:26] spoke about was asking questions, [15:28] getting fruitful and learning a little [15:30] bit more about how it's the same thing [15:32] but how it's said a little bit [15:34] differently or why we're moving the [15:35] days. We're moving it back stuff like [15:37] that. [15:37] » Yeah. I don't know how that changed. We [15:39] originally went to 14 changed somehow in [15:42] 10. We're moving it to 14. and I'd [15:44] rather heir on the side of the citizens, [15:46] give them more time. But, uh, that was [15:48] the only thing that we discussed that we [15:50] unanimous unanimously thought that we [15:52] need to put that back to 14 days [15:54] notification. [15:56] Um but we'll go we'll have everything [15:59] after our next um workshop of what [16:02] changes we want to um [16:06] » So if I if I my question uh relates to [16:10] your request for time we we have a uh [16:14] specified window in order to we must act [16:18] within x amount of days of the planning [16:21] commission's report and so will we stay [16:24] time we normally with every other kind [16:27] ordinance we just say sure we'll put it [16:28] on a fourth I mean fourth fifth readings [16:30] you can do as many readings as you want [16:32] in this instance uh there is a time I [16:34] haven't gone to looked at it yet but we [16:36] want to be mindful of that [16:40] 30 within 30 years time of 30 days [16:43] correct to actually have the hearing and [16:44] then I think it's 90 days [16:47] » 90 days from the hearing if I correct [16:49] » So just just went over [16:51] » Thank you call that out when we say time [16:53] just [16:55] be sure that We're keeping an eye on [16:56] that trip on it [16:57] » And our GIS interns working through some [16:59] of those properties, you know, in the um [17:03] » Yeah. the the B2 versus the conservative [17:07] district conservation district. Yes. [17:10] » So, just to be sure with the time issue, [17:14] uh that is uh when it either gets [17:17] approved or denied by council, uh it [17:19] would still take 30 days for it to go [17:21] into effect after approval. Uh but as [17:25] long as it's approved within the 90 [17:26] days. Is that correct? [17:28] » That's correct. Okay. [17:29] » The action is taken within the 90 days [17:31] from the hearing and then it would be in [17:33] effect 30 days after Okay. [17:35] » The vote. [17:36] » Correct. That's what I thought I just [17:38] » Yeah. [17:40] Perfect. Any other questions or [17:42] comments? [17:45] » All right. I will close out the laws and [17:47] ordinance committee meeting at 6:18 p.m. [17:51] » All right. I will call our members [17:54] for the pledge. [17:56] » I aliance to the flag of the United [17:59] States of America and to the republic [18:02] for which it stands. One nation under [18:05] God indivisible with liberty and justice [18:09] for all. [18:12] » Mr. Cox preser [18:15] » Mrs. Jones present. [18:16] » Mr. T [18:17] » Present. [18:17] » Mr. Wolf [18:18] » Present. [18:19] » Mr. Arms [18:20] » Present. [18:25] » We got a motion for the approval of [18:26] minutes of the newly scheduled meeting [18:28] of August 19th, 2026. [18:31] » House. [18:34] » Mr. Schaefer. [18:35] » Yes. [18:35] » Mrs. Jones. [18:36] » Yes. [18:36] » Mr. Pow. [18:37] » Yes. [18:37] » Mr. Wolf. [18:38] » Yes. [18:39] » Mr. Almond. [18:39] » Abstain. [18:40] » Mr. Cox. [18:41] » Yes. [18:43] And this is the time for public comment. [18:45] Uh please keep comments. [18:52] » Oh, it's out of order. [18:54] » Yeah, [18:58] » That's okay. We'll do the financials [18:59] now. Somebody make a motion to approve [19:02] the financials for July 2026 subject to [19:05] audit. [19:07] » I'll second. [19:10] » Sorry, Barry. [19:12] Mr. Schaefer. [19:16] » Mr. Schaefer. [19:17] » Yes. [19:17] » Mrs. Jones. [19:18] » Yes. [19:19] » Mr. Pow. [19:20] » Yes. [19:20] » Mr. Wolf. [19:21] » Yes. [19:21] » Mr. Almond. [19:22] » Yes. [19:22] » Mr. C. [19:23] » Yes. [19:24] » And now we'll move into public comment. [19:27] Keep your comments addressed to council [19:28] in under four minutes. [19:38] Hi, I'm William Ted Rob 6211 Fernell. [19:44] I uh this is a followup for questions uh [19:49] proof of uh some questions that we asked [19:51] our board 3 councilman Alman about proof [19:56] of um easements and EPA and engineering [20:03] papers and we have never received any [20:06] even though we've requested them over [20:08] the years. We officially did it with you [20:12] uh last week and I apologize. I'm hard [20:16] of hearing. My wife wasn't able to make [20:18] it tonight to so hopefully we can uh [20:22] have proof of those of that information. [20:26] » Yeah. So, your wife Jerry gave me a [20:28] wonderful call and I came out and looked [20:29] at what the problem was. It was very [20:31] educational and very learning. You sent [20:32] emails to the mayor's administrator's [20:34] office is what Jerry told me on the [20:36] public records request. Correct. [20:39] And then mayor, did you receive those or [20:42] » No, but uh I knew obviously I've I've [20:45] met with him as well. [20:47] » Uh I reached out to Kevin Noble and [20:50] asked him for s some of that his [20:53] opinion on some of this and are there [20:55] ways within the city property can we [20:56] slow the water down other engineered [20:59] ways? So he I'm waiting for him to get [21:01] back to me on that. That's where we're [21:02] at with it. [21:03] » Yeah, I was able also well he was out [21:05] there with us and spoke with us. uh you [21:07] didn't walk back there. So Jerry and I [21:09] and uh the service director were able to [21:12] speak about everything like that, [21:13] especially with the trail that is in the [21:15] works of being put up and resolving the [21:17] issue with the water flow especially. [21:20] » I I apologize. I'm very hard hearing out [21:23] Vietnam. So but I haven't been able to [21:26] fix it yet. But um is there proof of any [21:30] of this information that we requested? [21:33] Is there any proof of it? I haven't [21:35] received anything yet, but I'm waiting [21:37] for our city engineer to get back to us [21:39] with it. Just I'm trying to cover all [21:41] the bases and make sure I get everything [21:44] I can uh to give you. [21:48] » Nothing yet. No, [21:49] » At this point. [21:50] » No. [21:50] » Is there is there I mean, when can we [21:53] officially find out? I mean, is it This [21:55] has been going on for some time and [21:57] we've requested this um and we don't [21:59] seem to be getting an answer. Well, I [22:02] think part of the issue is is what can [22:04] we do it on a private citizen's property [22:07] as a city and that I'm not sure we're [22:11] going to have a lot of options there. [22:12] So, we're trying to handle it on the [22:14] city property before it gets to your [22:16] property in a way to make the situation [22:20] better if you will there. But I my [22:23] request was for easements, any EPA uh or [22:27] engineering papers for it and there's [22:30] absolutely nothing. [22:31] » But that's what I haven't got an answer [22:33] back from our city engineer on. But I I [22:35] will follow up with him and ask [22:37] » Like when can we get an answer, do you [22:39] think? How do we [22:41] » Well, I he told me to get back to him [22:44] and how we [22:45] » Yeah, I No, I can I can I can uh follow [22:48] up with him tomorrow and see where he's [22:49] at on getting, you know, we keep getting [22:52] shuffled and and we we'd like to have [22:54] some sort of an answer. [22:55] » Sure. [22:56] » Obviously, the situation's not getting [22:58] any better. [22:59] » Right. Right. With respect to the [23:01] easement, have you gone to the county [23:02] fiscal officer, the recorder's office? [23:05] » Actually, what I I I I started to do and [23:08] I haven't followed up on it yet, is it [23:10] in investigating it myself as far as [23:13] easements and what have you and um were [23:17] kind enough to attempt to try and find [23:20] that for us, you know, so we didn't have [23:22] to go around that. And I'm we're kind of [23:24] waiting on that answer. A lot of times, [23:28] uh, they don't like to admit it or put [23:30] this out on mainstream, but the folks at [23:32] the fiscal office, if you show up and [23:33] you're like, "Hey, I'm looking for [23:34] this." They might help you. They have [23:36] computer, uh, you know, modules where [23:39] you can do the search right there at [23:40] their office. Well, [23:43] I wish it was that easy. You know, I [23:46] went through a situation years ago with [23:48] trying to get an easement and and never [23:50] did. I had to end up getting an [23:52] attorney. I don't want to have to do [23:53] that. We want to try and make this [23:56] situation better. [23:57] » You you don't have to hire an attorney [23:59] to do a title search, right? [24:03] » I had to go to a [24:04] » Lot cheaper than attorneys [24:06] » In in Ka Falls, I think, is where the [24:08] officer is for that type of information. [24:13] I'm not positive on that. That's as far [24:15] as I went with it. And then it sounded [24:16] like we were going to be able to get [24:18] something accomplished, which is been [24:20] what we're waiting on [24:21] » Right now. you have to when you have to [24:22] file because I do this work right uh for [24:24] a lot of communities when we file [24:26] paperwork such as this um [24:30] it's being filed that office is [24:31] currently on Grant Street in downtown A [24:34] » Okay [24:34] » Uh it used to be in the [24:36] » Do that or [24:37] » You could right that's it's publicly [24:39] available because it's on your priv it's [24:41] on your property you're looking for an [24:42] ement that's on your property [24:47] work you know it had to be something [24:49] more than just, you know, putting two [24:52] pipes in. [24:54] » I'm not familiar. I was just trying to [24:56] » I understand. I appreciate your help. I [24:59] really do. [24:59] » I'll follow up with our city engineer [25:01] tomorrow and see where we're at and give [25:03] you an update on it. [25:04] » Thank you, sir. [25:04] » Okay. [25:05] » Yeah. I appreciate it. [25:06] » Mhm. [25:09] Any other public comment? [25:14] Seeing none, uh we'll move to resolution [25:17] 26R-44. [25:18] Go. [31:13] » This was brought in front of the laws [31:14] and ordinance committee. We'd like to [31:16] ask one more time. Time is requested. [31:18] Time is granted. [31:20] Move on to Mayor's report. [31:23] [clears throat] [31:23] » Thank you. As we've already discussed, [31:26] easement agreement, temporary [31:28] impermanent, have been agreed upon. Uh [31:31] we're hoping easement work will be [31:33] starting next Tuesday with completion [31:35] happening in approximately 2 weeks. [31:38] Again, want to thank deputy service [31:39] director Joe Hercules, the officials of [31:42] Summit County, law director Pitchford, [31:45] his associate Seth Markham, Highway [31:46] Distributing, the Bell Sports, and [31:48] everyone else who has played a part big [31:50] or small in keeping a sense of urgency [31:52] with this. Again, our hope is to include [31:54] this small stretch in the route 93 [31:56] paving project happening at the end of [31:59] September, early October in partnership [32:01] with ODOT. So, we again put out as [32:04] little money as spot as needed. Uh we [32:07] wrapped up our last music night of the [32:09] 2026 computer house season uh last [32:12] night, Tuesday night. We want to thank [32:15] everyone who came out, the musical acts [32:17] and our volunteers for all they do to [32:18] make those nights possible. Next up will [32:21] be our Lakeside October Fest which will [32:24] take place on October 11th from 12 to 6. [32:28] Um, [32:30] Chief Vic and I have started uh [32:33] discussing and negotiating a police [32:35] upcoming police contract with the [32:36] village of Clinton uh very early stages. [32:40] I've met once regarding that. I'll [32:41] continue to keep you guys updated [32:43] throughout that process. [32:44] uh Chief Pig did a real nice job [32:46] breaking down um the per resident cost [32:49] and things like that to be able to [32:52] provide them with hard data that they [32:54] can use. Uh and again, keep you posted [32:57] on that. We're planning on meeting soon [32:59] with the Aqua uh who [33:03] was able to get the water uh money that [33:06] we apply for even though it's through [33:08] Aqua for the benefit of New Franklin. Uh [33:11] we're going to be meeting with them to [33:12] start discussing the next phase pricing [33:14] out each we're going to price out each [33:15] street see what we can afford um in that [33:19] loop that would go down Manchester Road [33:21] over Minnesota and back up uh and I'll [33:25] continue to keep you posted on that as [33:26] that plan develops but we're uh starting [33:28] to move forward with that planning [33:31] and uh other than that that's all we [33:34] have and uh thank you. [33:36] » Thank you. uh finance report please. [33:39] » Not a lot to report but I did want to [33:41] report one thing that kind of started as [33:44] an email chain through Kevin Pal and [33:46] thank you for that about the um about [33:50] the fraud questionnaires. So we did some [33:52] digging and I know you were on the chain [33:54] so you got a lot of the information. So [33:57] basically they said that oh well maybe [33:59] it went in your junk mail. Nobody could [34:01] find in their junk mail and oh Sue they [34:03] copied you on everything they sent. It's [34:06] not in my junk mail either. So, we kept [34:09] digging and we found out from our IT [34:12] people that it probably went in the [34:14] junk, but but it got uh deleted quickly [34:19] like after 30 days. So, that's why we [34:22] couldn't find them. Um, so I let them [34:26] know what happened. Obviously, it's not [34:28] going to change the management letter, [34:29] but it's it's not a deathdifying, you [34:33] know, thing to be for it to be there. [34:35] But, but that at least explains why you [34:39] didn't get them or or didn't find them [34:42] and that they weren't completed. So, [34:44] apparently, I think they've changed [34:46] their email address, but their email [34:48] address was like biz.com. So, that's why [34:51] Microsoft pulled it because it's kind of [34:53] a different kind of email address. [34:57] So, next time, which is next year, of [35:00] course, always um when I'm going to ask [35:04] them when they send them out to let me [35:06] know and then I can give you a heads up [35:10] and we can look for them and if not, I [35:12] can have I can have them, you know, send [35:14] them to me so I can send them to you [35:16] directly. But I did want to let you know [35:19] what we did find out because we did a [35:21] lot of research into it through Stephen [35:23] Cook first and then through uh etc text. [35:26] So, good job, guys. You were right. So, [35:30] just wanted to bring you up to speed on [35:32] that. That's all I have. [35:35] » Old business. [35:37] » I'm going to mention the farmers market [35:39] really quick and I want to see if it's [35:41] okay with you if Judy or Terry had [35:43] anything to add, but I think we've had a [35:45] good response. We really need more [35:47] vendors, but the food has been [35:49] scrumptious. Do you guys agree? [35:51] » We do. [35:52] » And the people are so friendly to work [35:54] with. You know that beer, you've been [35:55] down there a while. [35:57] » So, we love it when people come. And the [35:59] mayor, we haven't seen there yet. [36:01] Although, I'm sure this [clears throat] [36:02] Thursday he's going to be there for the [36:04] popcorn and you can bring it back up to [36:05] the girls, right? [36:06] » Yes, please. [36:07] » I get I do pass on my way to Lockheart [36:09] Field on my way to football practice. [36:11] » Okay. See you there every Thursday. I [36:13] promise. [36:14] » Well, you don't stop. But that's okay. [36:17] » We're going to send popcorn back up to [36:19] the girls next week. [36:20] » Sounds good. [36:21] » Promise. [36:24] Thank you. I don't know what your time. [36:25] I apologize. [36:28] Call mayor also. [36:29] » Well, I didn't call him out, but I call [36:32] my wife on that tonight. [laughter] [36:35] » I'm going to say to you, we always love [36:37] seeing his smile here. Always. You know [36:39] that. [36:40] » That's all I know. I miss you. [36:43] » Any other business? I just want to say [36:45] thank you for um uh putting in the [36:48] reasoning for emergency um um part of [36:51] the the resolutions. Uh I think as we go [36:55] forward on it, it's going to be helpful [36:57] when when someone contacts us and says [37:00] why why is this an emergency and we we [37:02] have it right there in the ordinance as [37:04] why we had to do it that way. So I [37:05] appreciate the efforts for for doing [37:07] that. [37:07] » Yeah, we discussed that uh in [37:10] anticipation and we just happen to have [37:11] a lot of stuff that need an emergency, [37:13] » Right? I'm like, please have a week for [37:16] me. [laughter] [37:17] Uh, also I just want to say um uh thank [37:20] you for everything that that you and [37:22] everybody else is doing to get this [37:23] sewer project done. Uh I I think it's [37:27] huge that we're working with the Bell [37:29] stores and Bell stores are working with [37:30] us. I I think um it's important that we [37:34] have those relationships, but I also [37:36] think that it sends a message to other [37:38] potential businesses if they're looking [37:40] to come to New Franklin. they they can [37:42] see that we try to be business friendly [37:45] and try to work with them to to help [37:47] them achieve their goals. And I I think [37:49] that's very important and I I appreciate [37:52] everything you and everybody else is [37:54] doing to to make this happen. [37:56] » Appreciate it. I think uh we could have [37:58] a situation hopefully where an empty [38:00] storefront's going to be the business [38:02] soon too. More will follow, but there's [38:04] been sitting empty for some time. So, [38:07] it's good that at least we build the [38:08] buildings we have too. So, Any [38:12] other old business?
