[0:24] That's your new mayor. Today, 6 p.m. Once a January 11th, that's any hall complex. [0:33] I call this meme Jordan and may we have all stand for a pleasure of allegiance. [0:57] Thank [1:06] you. We got to call to the public. [1:12] First of all, we'll be Miss Martha Rodriguez. Please come to a podium and stake your name. [1:19] We have three minutes. [1:25] Thank you. [1:39] Good afternoon. [1:40] Good afternoon. [1:42] My name is Marta Rodriguez. [1:44] I am representing the community of Nogales, [1:50] especially in the middle hills area. [1:53] We, the community of Nogales, [1:56] Arizona are looking for any immediate solution. [2:00] solution regarding water running across country-class drive. [2:07] This is affecting us in so many ways in our daily life. [2:12] We urge involved authorities to take consideration of this matter. [2:18] We really appreciate your attention. [2:21] Thank you. [2:23] Thank you. [2:27] Can I make a comment on that? [2:29] No, no, no, no. [2:29] That's right. [2:30] Okay. [2:32] We got a second call to the public, Mr. David Hathawil, please come to a point and [2:39] serve local chef. Thank you. [2:53] David Hathawil, I'm a resident of Rio Rico. When I started, I was going to start [2:59] to make a happy year to all, and it's a privilege for me to start here, to [3:08] I want to first thank the outgoing council council members and mayor for their service to the community and welcome the new mayor. [3:18] and the new council members and the previous mayors, also, of the, thank, thank you for your service to the City of No Gals. [3:27] Just to make a little comment about the outgoing mayor, got you know, I should have said this during the last council meeting when he was present that he was very instrumental with us. [3:38] Beginning the fight against fentanyl in our community. I remember about a year and a half ago he brought me into his office and said, [3:44] Sheriff, we can't let this get a hold in our community. [3:48] It was just becoming a threat across the U.S. [3:50] And I think we did a good job getting out ahead of it. [3:53] Mayor Gadino recruited myself, chief Roy Benmoothis, [3:57] the county attorney, George Silva, and various others [3:59] to talk at various community events. [4:02] Although we do have a part of the Fence No Problem [4:05] in our community as far as a user problem, [4:08] we don't have a big problem like some other communities have. [4:11] So I just wanted to mention that with Mayor [4:14] I've got, you know, that he helped us get out in front of the fentanyl problem. [4:19] The main reason I'm here tonight is to talk about how we are all small agencies, the [4:23] city of Nogales is very small. [4:25] The Santa Cruz County agencies are very small, just to give a little statistical piece of [4:33] that, like my whole staff detention, deputies, records, dispatchers is in the realm of 85 people [4:40] compare that to Pima County, they have 1,700 employees. [4:45] We live in a different world, we all have to work together. [4:48] We all have to get along together. [4:50] So that's all I really wanted to say. [4:52] I just wanted to start out the year with the new mayor, [4:54] New Council members, telling you, [4:56] thank you for your service. [4:57] It's a very important relationship between city and county. [5:00] We've got a long fantastic, [5:02] and I know that that will continue. [5:04] That's basically all I have to say. [5:06] Thank you very much for all that you do. [5:08] Appreciate it Mr. Hathaway. Thank you and we'll be. We'll be talking a lot. Thank you. [5:19] Contro-public. [5:25] Next item is, uh, I'm sorry about that. [5:28] That's, uh, I'm going to put it on the agenda. Uh, first of all, you know, thank you. Thank you, [5:48] where I am, I do it for me, for me, for me, for you, I do it, but I do it all on my heart. [5:56] You know, it's, I have kids participating in my ceremony, and that's something that I want to start [6:04] involving in the community, more kids participation, more teenage participation. [6:10] And we're going to be talking about ambassadors here [6:15] in our community, in our city hall, everything. [6:21] You guys are the future to this city. [6:25] We're not that old, but you guys are the future. [6:29] We're trying to set up the standards on the city, [6:33] how we all got to work together. [6:35] And I was one of my main focus at the Ignaturation, you know, Council, congratulations for those [6:44] re-boded and congratulations to Mr. Dough for being the new Council member. [6:51] Mr. First of all, I want to pay Mr. Esther and Lendus. We feel for you for your mother. [7:02] I know that from the neighborhood, you know, the family, but we feel for your mother, man. [7:08] God bless you. [7:10] And, but Council, we've talked, you know, a little, did not have, [7:16] haven't had the opportunity with me. [7:17] Let me send a one to one. [7:18] We did talk by phone. [7:20] I've had already a conference with each council member on how we got to move forward. [7:26] how we gotta move forward, not me. [7:30] The city and the council. We got to work for the community together. We got to do things together. We got to look at ideas, put people, you know, directors, employees of the city. Everybody is going to be responsible and accountable for what the work is. [7:51] We have to have our projects out in the open, where do we spend the city money? [7:58] You guys say everybody's hopefully will know where and how we get things done, but it's going to be open to the public and open to the community. [8:08] Anybody has a question? Feel free to call me, call the office, feel free to contact any council members, and we should have the answers. [8:17] If we don't have it, we'll look for it and find it. [8:21] But again, thank you for the opportunity that I have been head of the council and the head [8:31] of the city, and let me tell you, I will not waste my time. [8:35] I'm here to work and try to do things to get better, because I could do a lot of things [8:41] with my family and my personal life, but I wish to help my city, the city, that's for everybody. [8:50] So thank you, and that's all I have on my, well, one other thing I have on my, I want to [9:00] give out some special thanks to all the people that help me on my inauguration ceremony. [9:08] and first of all, it was very, very nice. I really enjoyed it. It made a big difference [9:23] having the youth involvement. It made basically the words came out of youth, [9:36] out of my [9:39] speeches. I write words that give me reminders of what I want to get across. Everything else [9:48] comes from me from my heart. [34:40] Gracias. [34:43] Creo que cuando vosotros he tomado una vez que se vean, [34:48] se vean, y se vean en la espera de la espiritualidad, [35:21] porque es parte de este individual, [35:23] nosotros nos ha that fear of God, en our being, [35:28] y it reminds us to be respectful. [35:31] En respecto, [35:33] rincas, [35:34] peace. [35:35] So, I would encourage that we do have the invocation. [35:38] Thank you. [35:39] Gracias, Mr. Dora. [35:42] Gracias. [35:43] When we took our oath, we saw on a north sword of God. [35:47] So, I think we've already started with that. [35:49] So, I'm for it. [35:50] Tuve que hacerlo, ¿no? [35:52] Sí, es. [35:53] Si, así es, como no, es. [35:55] No, no, no. [35:56] No, no. [35:57] No, no. [35:58] No, no, no. [36:00] No, no, no. [36:03] No, no. [36:04] ¿Me gusta, no. [36:04] ¿Eso es algo? [37:06] Me he visto. [37:30] To all meetings, unless you go to the second one, then we have 24, but I have a lot of how you're [37:37] going to go about and including all the denominations so that they can, so just in all fairness. [37:46] Yeah, everyone. You know, my thought and I've talked to with John once, you know, is basically, you know, [37:55] Open it up, who's interested, maybe make a couple of calls, who's interested, obviously don't [38:01] have a repeater to we go down the line and then open it up and when they make their [38:11] invocation, thank them and we'll let them know when the next turn is, I'm not sure how many [38:20] passers or churches are in total in the city, and we talked, you know, because we got a [38:28] training crew there, everybody. We can't, we can't pick and choose and just, just you [38:33] and not them and all that, because there's, you know, we don't want to find to any legal, you [38:39] know, things of neglecting one or the other. So we'll do it openly and, you know, get [38:47] this and rotate them. I think that's the best thing that we could do and keep us out of trouble, [38:56] right? Sure, you could. [39:03] Yeah, you could establish a procedure where everybody will have equal [39:08] opportunity to do it. So, I mean, let's just see how many people are interested in doing it, [39:14] and then we can figure out how to do it. So, it's fair to everybody. Thank you. [39:20] It's a very, it's a kind of question for Mr. Muchal. [39:27] Do they need to be certified like a pastor or a preacher? [39:31] Do they need some kind of certification that they come up with? [39:34] No, not really, anybody could give the invocation. [39:38] The council may even think of having a standard invocation [39:42] and just having people read the invocation that you like. [39:47] I mean, there's no, no, I'll depends how you want to do it. [39:51] Okay, thank you. Mr. Mayor. [39:54] I just have to remind Council that anyone can ask to say the prayer. If we open it up [39:59] in any denomination, say, can anything, we can't say no to him. [40:04] Just want to let Council know that. [40:05] Okay. Any other comments? [40:10] So, but this said, we'll make a motion to start working on the list to have [40:18] So, somebody, you know, a person can say a pastor, a priest, or to do the invocation [40:27] on a, once a month or you guys wanted every meeting, every meeting, every meeting, [40:35] have a person do the invocation for our council meetings. [40:42] So with this said, all in favour? [41:17] 6 p.m. Again, about this into the agenda, because I want to make it, you know, we can solve [41:28] the city issues on one day or one, you know. [41:34] So I want to make a motion on putting this in [41:39] the agenda for every Tuesday, any second. Thank you, Mr. Barharker's discussion. Go ahead, [41:46] Mr. Speaker. [41:47] Just a quick question. [41:48] Would this be beginning next Tuesday, subject to turnaround, or do we start the following [41:53] month? [41:54] We're thinking of the 23rd. [41:57] Like the 32rd, there would be the 16th. [42:03] 17th. [42:05] 17th. [42:05] I think for the jump that we made next week, we made this week, we'll jump this week and put [42:13] to the 24th, and then starting on February, then it will be the second Tuesday. [42:22] That gives me the third Tuesday. [42:31] Mr. Braneal, you had something? [42:32] Just a quick question. [42:34] That's all fine with the two meetings. [42:38] Have you stopped and considered the housing? [42:42] That's what we don't plan on having the housing meeting every month or... [42:49] The housing meeting is the third one thing, right? [42:54] Which is the guy? [42:54] I know that I'm sure we don't always have a meeting, but. [42:58] Second, second, two things. [43:02] One. [43:02] This is the second Tuesday of each month, the three PM. [43:06] This month they're going to put together a agenda and have it on the 18th at 330 PM. [43:11] You'll be getting an agenda for that. [43:13] The word, why don't we jump into the 24th and have it together at 3 o'clock on the 24th? [43:23] I'm too big. [43:25] Yes, that's the 24th. [43:27] You can do it, but forget, you're acting as a council, not as commissioners right now. [43:33] So you can discuss it, but the decision is going to have to be made by the commission. [43:38] What's that up prior to later? [43:44] Yes, ma'am. [43:45] Mr. Dakey, for consistency, why not are the housing meetings? [43:50] I know they change. [43:52] And the reason one just got council, what can you give me? [43:56] I see their bylaws, and I have Robert here, if he needs to speak anymore. [44:01] The bylaws were the same day as the council meeting. [44:06] And for some reason or not, Council wanted to move it to the second Tuesday. [44:13] Second Wednesday. No, the second Wednesday at 3 p.m. is that correct? [44:16] That's what I mean. [44:18] Okay, so the bylaws state that the Housing Commission [44:22] Meaning should coincide with the council meetings. [44:25] So if Mayor and Council decide to go in additional week for the council meetings, [44:31] we would honor that as well. [44:32] However the bylaws also say that the chairman or the mayor in this case would be the one to tell us what time the council meeting would be so by by the bylaws [44:42] It's the same Wednesday coinciding with the council meeting [44:47] But they moved it to the second Tuesday [44:50] Not Wednesday correct [45:00] Right. So the current bylaw that I found a couple days ago says that it's the Wednesday to coincide with the council meeting. Traditionally, we've been doing the second Wednesday of the month. How it flipped from the first to the second. That's really something that's been just a traditional move for the last several years. [45:21] Okay. And they're asking to have it on the eight on the what day? I'm sorry. [45:29] And you're asking to have it on the 18th. So we're anticipating, hopefully, the Board of Commissioners can meet. [45:35] We have 3 30 on the 18th, which would be next Wednesday. [45:38] Next Wednesday. [45:41] That's a different item. [45:43] Thank you. [45:44] No, I mean, you can do it. [45:47] to keep the mind on that the official action is from the commission with the board. [45:54] But I mean we're talking about regularly scheduled meetings. [45:57] It doesn't mean that you can't change them. [46:00] Right. [46:00] And I as need it. [46:03] You're sure Mr. Julia? [46:05] We are talking about two different situations. [46:07] Adding that extra meeting doesn't affect the housing meeting. [46:10] By laws of the housing meeting coincide with our first scheduled meeting of the council. [46:14] So if we got to follow the bylaws, we will be following that Wednesday. [46:20] We will look at it and make sure we got it right after tomorrow. [46:26] So definitely make sure we're correct with the bylaws and doing it the right way. [46:31] And we missed this Wednesday's meeting, so that's the one that has to be rescheduled or... [46:36] Which is the one that I was asking, you know, they had asked me to do it on the 18th, [46:42] Now that we're considering to do it, have this second meeting of the council on the 24th, I was going to ask them about doing the 24th. [46:53] Absolutely, Mayor. I'll take that directly. [46:55] You know, we don't have to be come to days or okay. But for now, on the agenda is the [47:12] of the month, at 6 p.m. and, like I said, with this month jumping week on the agenda, because [47:25] of the younger issue and all that, on this month of January, we would have it on the 24th, [47:33] The Tuesday, the 24th, the director, and following that, it will fall on the Thursday [47:43] starting February 2023. [47:49] Somebody, somebody. [47:54] All in favour? [47:56] All right. [47:57] All right. [47:57] You're nice. [47:59] Thank you. [48:04] You have a discussion and possible. [48:06] in the direction and possible action on a recession plan, Mr. Diggie. [48:11] Yes, Mayor Council, we thought it would be prudent to have some sort of recession plan put [48:17] in place by the city. Just to kind of have a plan ready, I think it's a great idea and [48:23] genius put together something with John and I, and what we present before you is kind of the [48:30] categories that would implement a minor, a moderate, a significant, a major, and a crisis [48:35] within the city. And this could implement any of these. It doesn't just have to be recession, [48:41] it could be emergency, it could be a natural disaster, it could be anything that would [48:45] qualify to help us tie in the end, our budgets, and kind of get through the emergency. [48:51] So we're just looking for council for approval that this just comes our recession plan. [48:57] And we're not tied to any one of these. If one of the things in significant makes sense to start [49:03] with the minor, we can do that, just depend on the situation. [49:11] Mr. Dickey, I think I don't know, Council, right now is the first time we've seen it. [49:22] I think, you know, thank you for the work, Jean, and Mr. Dickey, but if Council agrees, [49:31] I will like for us to all read it and see it and discuss it, you know, if I tell you, [49:37] let's discuss it. I would not know what to discuss it because I really haven't read it. [49:42] I think Council, I would like to table it and bring it back on the 24th, on the 24th. [49:51] And if there's any extra information, Jean or Mr. Dickie that you could give us, [49:59] We cite this, or if any council member or myself have any questions after we read it, please [50:07] share it with everybody, and that way we could make the right decision on this recession [50:14] plan. [50:16] So, I would thank you for working on it, but not to be rude or nothing, but we gotta look [50:23] at it before we vote on it. [50:25] So, I move, I move to table this to the 24th, meaning Tuesday. [50:33] Thank you. [50:35] Thank you. [50:35] All in favour? [50:36] All in favour? [50:37] Thank you. [50:41] May the discussion item and direction and possible budget calendar? [50:51] Mayor. [50:52] Council. [50:53] This is the budget calendar for this year, this fiscal year. [50:56] And keep it in line with Mayor Maldonado trying to get everything transparent, and that we [51:02] thought we'd bring this to work for Council. [51:06] One of the things Council we just put in here, we put a date of May 11th and 12th for [51:11] the workshop, that's something that Council needs to make sure that that's a date they [51:16] can do, or we can choose another one. [51:19] That's the days that we sit in and we do the workshop together. [51:24] Okay, I think this item would pay a fall on the same. [51:30] Let's all look at our calendars and see that we can see with the times of these, basically, [51:40] January 19th, can you explain that one, Mr. Dickie? [51:44] Yeah, I was just our director's meeting. We're going to start the, the staff needs to start the process. [51:49] Okay. Well, what we need from you guys is just the dates that you want to have the workshop. [51:54] Okay. Just that, yeah. So, I'd like to come in. Just want to make sure we're on top of it. [51:59] But Council, any comments? I just have two comments. Again, we just received this. [52:07] And in the future would be really nice if we get this a couple of days so that we can look at a calendars and be more prepared at the meetings. [52:14] Having said that, I noticed that March 10th, you have staff budget retreat in Rio Rico. [52:20] Now, I'm in the opinion that we should hold a retreat here in O'Galas. [52:25] That's fine. I explained that in an email I sent out to all of Council. [52:28] That was... [52:30] We can, and that's what we plan to do. That just kind of fell in there. When we first talked about it, we thought it might be nice to be outside. [52:38] Why? Just for another venue, we do it here every time. I just thought it might be nice to go somewhere else. That's what it's just kind of common practice. It's okay to stay here. [52:50] Yeah, and I did, I saw a little bit in how that exists. [52:54] Where were you planning to have it in Rio Rico? [52:56] There's a conference place there in one of the title companies. [53:00] They have, I was there for our local real estate. [53:04] They had it in the title company, right, [53:06] joined to had a nice conference, [53:07] and I thought it would be nice to use it. [53:10] We don't have to. [53:11] And we weren't going to. [53:13] That just happened to be in there, [53:14] and I knew it'd be a question that you'd ask. [53:16] Can I just remember Monk Held, [53:18] and that's why I sent the email out to explain to everybody. [53:20] part of our local businesses here and as much as we can. Thank you. [53:27] We've had the retreats before and we've used the Americano because they're well prepared for that type of [53:32] Yes, activities, so that would be a good. And we talked about that also. [53:36] Once again, like the email said, this just happened falling here. [53:40] I wish it would have not been on here because we weren't not planning on going there after all. [53:45] It was just something that came up and at the time I think it just made it in on. [53:48] Okay. Thank you. [53:51] I move to table this again and bring it back up on that a 24th meeting and so we could be more prepared and discuss it. [54:04] I have a question. [54:07] What's this? [54:12] I have a question. Was this not in the packet? [54:15] Was this not in the packet that we sent out on Friday? [54:18] No. [54:19] It wasn't. [54:25] Okay, my understanding was out in the packet on Friday, so I'm sorry if you just got [54:29] receded. [54:30] I understand, but I really thought it was in the packet on Monday. [54:35] Friday. [54:35] Thank you. [54:36] Yes, sir. [54:37] Much of the barriers. [54:38] Being as this is a tentative schedule, and I think they have a target data, the 19th, which [54:42] it doesn't include the council. [54:45] This is for staff. [54:46] I think we need to move it along. [54:48] And since it's tentative and subject to change, we can always amend this. [54:51] I think we have to look at that also as a possibility. [54:55] Okay, any other comments? [54:59] Do you guys want to go with it and we change it? [55:08] Of course. [55:10] My, is my looking at this the right way as a staff function, [55:15] not a council function, but you guys need authority to start this. [55:20] No. [55:20] No, let me make a suggestion. [55:23] If you make a motion with these dates, then you tie yourself these dates. [55:28] You don't have to do that. [55:29] You don't have to do that. [55:30] That's a direction of information. [55:32] Just leave it. [55:33] Staff will work it and get dates from you. [55:36] I wasn't really looking forward. [55:37] The dates that you guys should be able to have the two days. [55:40] That's what I thought. [55:42] That way we could correlate between us and make sure everybody's available on these dates. [55:47] And anybody has any issues on X-State might be out of town, [55:53] whatever, but we'll bring it back on the 24th and hopefully, we could be more direct [56:01] on being able to give staff more direction on the correction of the dates, [56:08] or we need to move left and right up and down, let's have be prepared for the 24th. [56:16] Okay, so I move to table this to the 24th. [56:22] All in favor? [56:23] All right. [56:25] All right. [56:26] Who knows, or late? [56:28] All right. [56:29] Okay. [56:32] Next we go to presentation. [56:34] I'm going to go to the office of the soldiers. [56:37] Let's see association. [56:40] Miss Donna? [56:44] Donna? [56:45] No, no, no, no. [56:59] Miss Donna Jackson. [57:01] Yes. [57:02] I agree. [57:08] I am Donna Jackson Houston, and I'm the founder and president of the No Gallows Buffalo [57:13] Soldiers Legacy Association. [57:16] It is wonderful to be here this evening, and it's been a year since we are here, and [57:21] it's been in a wonderful year celebrating and honoring the No Gallows Buffalo Soldiers. [57:28] So, thank you so much for your tremendous support. [57:34] And we are going to tell you at the end of this presentation, we're going to invite you and again ask for your support for this coming event in the end of the month. [57:45] I would like to begin with a three minute YouTube video that I think really captures the essence of last year's inaugural. [1:00:02] By [1:01:43] the 25th Infantry, Buffalo Soldiers and my grandfather, Lucius Jackson, was 25th Infantry, so in honor of him, honor work. [1:01:53] So, the no-gas Buffalo Soldiers' Legacy Association is dedicated to honoring the memory of the distinguished all-black 25th Infantry and 10th Coverage Regiment of the United States Army known as the Buffalo Soldiers. [1:02:06] The Association has comprised of descendants and friends of the Buffalo Soldiers that served at Camp Stephen Little, Arizona from 1910 to 1933. [1:02:19] The mission of the Buffalo Soldiers Legacy Association is to partner with schools and communities across the nation to educate, inform and highlight the notable accomplishments of the Buffalo Soldiers who serve patriotic light. [1:02:32] while subjective to oppressive and discriminatory conditions. [1:02:38] The 2022 inaugural did an amazing job at honoring [1:02:43] our no-gallis Buffalo soldiers, and we enjoyed working with [1:02:46] no-gallis schools, students, and having support [1:02:50] of the community. Thank you. [1:03:02] One of the thank the mayor and the council for having us again this year. [1:03:07] You're going to put up with us again this year? [1:03:08] That's great. [1:03:10] Awesome. [1:03:11] I wanted to show you the slide we showed it last year too, but my grandfather Lucius Jackson [1:03:18] is the one that's second from the right with the dog, right in front of him there. [1:03:24] We did not know that our grandfather was a book for low soldier until later when we started [1:03:31] to mean Donna started to kind of come down to the gallows to look at the marker that's [1:03:35] on Brad Avenue there, we went to the cemetery to visit my grandfather's grave and we started [1:03:40] kind of like pondering off, hey, you know, there's rumor that he might have been a Buffalo [1:03:44] soldier and that's where all this came to fruition. So we kind of basically brought up a very [1:03:51] treasure that no gallows, the history that no gallows has, to the surface. So now we're trying to [1:03:58] just make a known of what the importance was of the Buffalo soldier and the importance of [1:04:05] the big instrumental part of that whole history. [1:04:08] So we want to thank you so much for letting us be part of Nogales again. [1:04:13] I lived here, and I grew up here, and I went and graduated to Nogales High School, and [1:04:20] I also wrestle with Mr. Maldonado there once upon a time. [1:04:24] How many kilos ago? [1:04:27] So what's it? [1:04:29] Who won? [1:04:32] We're a different weight class in the United States. [1:04:35] And also I have a message for my father. [1:04:37] I spoke to him today. [1:04:38] He's in the hospital. [1:04:39] He's doing well. [1:04:41] He should be out Monday. [1:04:42] He thinks he's in a jail. [1:04:44] But we're saying, no, he's not in the jail. [1:04:46] You'll be out. [1:04:47] And as I say, hey, you have any words to wisdom [1:04:49] that you like me to tell the city council. [1:04:52] I'm going down there. [1:04:54] And he thought about it. [1:04:55] He goes, well, he says, let them all know [1:04:57] Congratulations for being on another year and then also good luck. [1:05:04] Thank you. [1:05:06] Thank you. [1:05:07] Thank you. [1:05:11] You're not doing me yet. [1:05:13] No. [1:05:15] All right. [1:05:15] And this one is the, this is the plaque I was talking about when we, you know, [1:05:19] Grand Out of the most, everybody knows probably what that plaque is that. [1:05:22] And that just distinguishes where the, the, the segregated school was at the edge of the school grounds there. [1:05:30] So my father there, my uncle, David, that was instrumental in starting this whole thing. [1:05:36] And that's what kind of like, give us this little, you started the candle and then when [1:05:41] me and Donald started today, we just kind of came up with more stuff. [1:05:47] And there's George Biggs at the Skigier Amendment. [1:05:49] Oh, you have to Skigier. [1:05:51] Yes. [1:05:52] So we'll give it back to you, Donald. [1:05:53] Okay. [1:05:55] And the next slide, please. [1:05:57] I'll do that one. [1:05:58] Can I ask your question here? [1:06:00] Is John John your uncle? [1:06:03] My uncle, his father. [1:06:05] John, your dad. [1:06:06] Yes, sir. [1:06:07] How's he doing then? [1:06:08] Is he the one that was in the hospital? [1:06:11] Yes, sir. [1:06:11] He's in the hospital. [1:06:12] He's doing great. [1:06:13] He does have a Parkinson. [1:06:15] So he's kind of in and out. [1:06:17] But other than that, he's supposed to be coming home on Monday. [1:06:20] And we're happy to have him back home. [1:06:22] That's how we all say hi to him. [1:06:23] Very close to all of us. [1:06:25] I sure will. [1:06:26] Thank you. [1:06:27] Thank you. [1:06:30] This was a very proud moment. [1:06:32] Not only was inaugural a wonderful event, but we have just so appreciate it. [1:06:37] No Gales International covering. [1:06:39] Not only this event, but numerous events leading up to it. [1:06:43] And Ms. Angela's here. [1:06:46] Again covering. [1:06:47] Hopefully you'll cover next in the next couple of weeks. [1:06:49] But we wanted to thank again. [1:06:51] No Gales International, the city, mayor, community, [1:06:55] everyone for coming out. So, thank you. And next one. And my name is Riette Jackson. I am [1:07:03] married to Ricky or Richard, whichever you call him. And I want to say congratulations to Mayor [1:07:10] City Council members, all of you, for being back again this year. What a great opportunity it is to [1:07:17] serve the community and so we thank you very much. We are very excited to share a little bit about [1:07:28] We're going to cover that and then she says. [1:07:30] You know what, we will be remissive. We do not tell you what an amazing year this has been, and sharing [1:07:37] no Gallus buffalo soldiers, not only in Arizona, but in California. [1:07:44] So I just wanted to share that after [1:07:46] our inaugural, it went to tube out for city, and that coincided with that annual Anza event. Then from there, it went to [1:07:55] And the reason I went to Pomona, I'm a long-term resident of Pomona, I'm the chair of the community life commission, I'm extremely involved in the community. [1:08:04] And there's a correlation, a very positive correlation between no-gallis and Pomona. [1:08:09] And I just really wanted to bring it to my community and beyond and just share again, no-gallis, buffalo soldiers, and support no-gallis. [1:08:19] I just, I didn't grow up here, like Ricky did, but I came here often all the time. [1:08:27] No and love, no gals were going across the border all the time and I think I showed you [1:08:32] last time. [1:08:33] Our grandfather, the Buffalo Soldier, the irony of you will is that he came to, uh, with [1:08:39] the Buffalo soldiers to patrol the border and, you know, that his house was literally [1:08:45] that last house on the hill, right there when you walk out the back, it's the border. [1:08:52] So, it's on each street, so I just, you know, again, I wanted to share that's why it's [1:08:57] Pomona. [1:08:58] So, in Pomona, we did quite a few events in Pomona, June 10th, that's the annual celebration [1:09:05] of the African Americans, and we had it in American Museum of Beginnings, and then July, [1:09:11] We had a number of events at the African-American Cultural Center. [1:09:16] July 28th is National Buffalo Soldier Day, and then we did Veterans Day in Pomona. [1:09:23] We did an inaugural African-American Veterans Day celebration to recognize African-Americans [1:09:30] in the Pomona Valley area for their contributions, and we absolutely had that with the Buffalo [1:09:38] soldiers. Because it's the Buffalo soldiers that actually began after Civil War for all the other [1:09:45] illicit veterans. So we want to make that correlation there, okay? And the exhibit received tremendous [1:09:51] support from the community's organizations who like to official school leadership universities [1:09:56] with significant media coverage. And I don't have the exact numbers when I was looking at, though, [1:10:02] the different media that covered it, I would say over 100,000 people that it that it went [1:10:11] to. [1:10:12] That's exciting. [1:10:14] And then, as our mission said, that we want to work with students, just as you like to [1:10:21] want to work with students, there are a future, absolutely. [1:10:25] So, I have partnered with the NAACP out of California and we proposed a resolution [1:10:32] and that went to our state convention a few months ago, and it passed. [1:10:38] We proposed a Buffalo soldier resolution to add the knowledge about them in the educational [1:10:44] curriculum. [1:10:46] That passed and the president of the state said, this is so important. [1:10:51] It's going to go to the national convention in a few months. [1:10:56] And wouldn't that be amazing and powerful if it's approved in a national level? [1:11:01] And so the Buffalo soldiers, and it began with a no-gownless Buffalo soldiers, okay? [1:11:06] Is now being taught in our schools nationally. [1:11:10] So I just wanted to share that, and then I'll start it here. [1:11:13] Let's thank you for your spark, please. [1:11:16] So I'm sorry, I was really excited to jump in here and tell you about this year. [1:11:20] So it's been a great 22, but 23, we do have plans to continue on of this historical salute. [1:11:29] And so, as you can see on the information, we do have planned to do a more formal celebration [1:11:35] at the Cemetery, no Gallic Cemetery on Saturday, January 28th, and we will be having speakers, [1:11:43] as well as the Fort Wichuka Color Guard Calvary again, and we also, every event, involve [1:11:51] the Nogales students, so we've worked really closely with Mr. Colgate last year and continue [1:11:58] to do that this year, and would like to, in the future years, expand that, maybe even beyond [1:12:04] Nogales High School to other schools as we're able to do that. [1:12:09] So our first year, we really focused on bringing the event to different locations. [1:12:13] This next year, we're hoping to bring more information to the different schools as a retired [1:12:19] teacher that's been one of my passions. [1:12:22] So then after the cemetery, the second part of our day will be a little bit less formal, [1:12:27] but we'll be right here at City Hall. [1:12:30] And again, we will have some speakers telling a little bit about what's going on at Camp [1:12:34] which we have discovered many of the no-galis buffalo soldiers were placed in different locations [1:12:41] before coming here, Camp Noco being one of them. [1:12:45] And for what you got another those kinds of things. [1:12:49] And we also have a high school student and art student who did some work for us that we would like to honor [1:12:56] from last year's event. [1:12:58] and then we will have more high school, [1:13:01] Nugale High School performers presenting to be a part of that. [1:13:06] So those would be the two main events on that Saturday, [1:13:09] but then we also want to encourage community members [1:13:12] or people who are visiting for the event to check out [1:13:15] some of the other historical sites. [1:13:18] So as you can see on the back of your handout or second page, [1:13:23] there's the map there and it has identified some of the historical markers [1:13:27] that we would encourage people to go visit, okay, and to stay in its bed, would you be able to add your, okay, I will not, I'll just send this in the bottle. [1:13:42] However, I am an enthusiast of the history of Nogales. [1:13:47] And this building, the entire corridor up Western Avenue, was camped little, camped little was occupied, it was started as camped no galas in 1910. [1:14:03] In 1915, unfortunately, a young man was shot by a random bullet, Mr. Stephen Deedlittle, so they renamed the camp after him. [1:14:14] And after World War I, [1:14:19] from about 1918 on, the campus primarily occupied by the 25th [1:14:26] Infantry in the 10th Cavalry, which were both Buffalo soldier units. [1:14:32] So, here we stand, where they stood 100 years ago. [1:14:38] And so with our event on the grounds of Camp Little, the Park Behind City Hall, on Saturday the 28th, [1:14:52] time is a little still up for adjustment, but an event in the cemetery approximately 10 o'clock and event. [1:15:00] Behind City Hall, at approximately 130 or 2 o'clock. So, in order to build your enthusiasm, [1:15:13] show us what flow we have. [1:15:22] Thank you. Thank you. [1:15:35] She is so talented, and as you hear this face speaks, she's very passionate. When the [1:15:43] No Guazbuffalo soldiers did one of our articles indicating that we were going to have [1:15:51] with an hours of a being published, she had called me and said, [1:15:56] how could she help, and it is, this faith has just been [1:16:02] instrumental in the beginning, now, and in the future, [1:16:08] just keeping this going and our story and also, [1:16:11] and I just so appreciate you. [1:16:13] And we have created another Buffalo, the last, [1:16:16] We had Buffalo display that was at the museum last year moved from Nogales to to back to Pomona and a couple places after that. [1:16:30] And so now since we're focusing more on education and the students, we have a new Buffalo soldier or Buffalo with the history on it that will fold in half that can be transported to school. [1:16:46] Yes. So the museum will have an exhibit on the 28th regarding Camp Little in the Buffalo [1:16:53] Soldiers in the Premieria Alto. We certainly invite you to join us and it will be there as a permanent [1:16:59] exhibit. Thank you. That's excellent. Good enough. So again, thank you again for your support. [1:17:06] Thank you for the opportunity on the 28th. How do we end? Thank you so much. Thank you. [1:17:19] So Mr. Mayor, staffs looking from direction from council, hopefully to police [1:17:24] sponsors to see that. [1:17:26] We can take care of that. [1:17:29] That's a present too. [1:17:36] Okay. [1:17:36] Thank you. [1:17:45] Thank you. [1:17:45] Thank you. [1:17:46] Thank you. [1:17:50] Thank you. [1:17:50] Thank you. [1:17:50] Thank you. [1:17:51] Thank you. [1:17:51] Thank you. [1:17:52] Thank you. [1:17:52] Thank you. [1:17:52] Thank you. [1:17:57] You know, not official, but I think we're all for it, and we will do it officially on the 24th meeting. [1:18:13] I'll put it as a future agenda item for the meeting. [1:18:19] Just 24, we'll be the meeting. [1:18:22] Before it will be the meeting to get the final approval. [1:18:26] And then to do it on the 28th. [1:18:29] Correct? That's the event. [1:18:31] The event is on the 28th. [1:18:33] The event is on the 28th on the 24th. [1:18:35] We'll put an action item so they can have an official direction. [1:18:40] We'll move forward as if you are going. [1:18:43] Yes. [1:18:43] I'm pretty sure. [1:18:44] Thank you. [1:18:52] Next, I'm presentation number two. [1:18:55] The Center of Economic Integrity, [1:18:58] Pedatory Auto Title Loats. [1:19:00] Mr. Rulia. [1:19:02] Thank you, Mayor. [1:19:02] I have my niece, she's will be doing the presentation for the record mayor in Council. [1:19:11] I've been a councilman for two years and I have never seen my parents in council chambers [1:19:17] and the grandchild shows up for one presentation in both of them over here. [1:19:24] Thank you, Stephanie. [1:19:26] Good evening, mayor, council members and community. [1:19:29] Let me pass out a flyer for you, guys. [1:19:32] Really? [1:19:37] I'm here. [1:19:38] I'm from Nogales, like my uncle mentioned. [1:19:40] So it's always great to come back to your home town [1:19:43] and sharing a flyer. [1:19:56] So, once again, good evening. [1:19:58] My name is Stephanie Padadas. [1:19:59] I am the community engagement coordinator [1:20:01] for the Center of Economic Integrity. [1:20:04] I'm here to tell you guys a little bit about [1:20:08] our organization. [1:20:10] And maybe I'm here to warn you guys [1:20:12] to tell you guys about predatory auto-titled loans. [1:20:15] So I'm going to start with a little bit about us. [1:20:18] The Center for Economic Integrity is a nonprofit organization whose mission is to build [1:20:23] economically strong communities for all and oppose unfair corporate and government practices. [1:20:31] We do this by engaging in a variety of strategies such as public policy, regulatory campaigns, [1:20:37] education, advocacy, like how I am here today. [1:20:41] And I want to tell you guys a little bit about our successes just because we are just so proud to share these things. [1:20:50] Millions of dollars have been allocated to flood high-quality preschool in Tucson and Pima County. [1:20:58] And we are looking to expand that. [1:21:00] But right now that is a really great success that we are so proud of. [1:21:05] Millions of dollars have been appropriated to support kinship foster families, [1:21:08] of grandparents as uncles who end up fostering their nieces and nephews money has been allocated [1:21:13] to those families as well. And then also millions of dollars in U.S. interest rates have been [1:21:19] saved by people targeted by predatory payday lenders. And one of our most recent things have been [1:21:24] proposition two oh nine, which recently passed in November. So those are just a little bit of examples [1:21:30] of what our organization does, and some things that we're working on right now are things like [1:21:38] protecting consumers, maintaining support for children and families, eliminating corporate [1:21:44] profiteering from this house in crisis that we see unfolding in front of us, and then [1:21:49] banning triple digit interest rates in title loans, which is why I am here, the more you know, [1:22:00] them where you can protect yourself and advocate for your community. So who has heard of [1:22:05] card title loans or auto title loans? Everybody, right? They're all over the place. They cater [1:22:10] to our communities. They hire locals. They make it seem friendly. They are out there accessible [1:22:16] for everybody. Right? Well, let me put a little analogy in your head. So imagine your second [1:22:21] moment all of the ocean. There's turbulent wind, turbulent waves. You're trying to catch your breath [1:22:26] and you can't, you're about to drown. [1:22:29] All of a sudden. [1:22:30] So, sorry, that's my best ship that I could do. Basically a big ship here comes to save you, right? It has a big ol' time. [1:22:39] Auto title loans easy for everybody. We'll save you. You reach out, help, they throw the life-saving you, hold on as tired as you can. You think, finally, I can breathe. I'm not drowning. [1:22:51] Before you know it, the ship is fully infested, anything you're drowning, you're underwater. You try to let go of that life-saver, but like a signature, [1:22:59] brings you to a contract, your stuck on that knife safer. What do you do? You realize you're in a [1:23:04] death trap. And for lack of a better word, a death trap. Sorry, how do we cheesy? [1:23:12] So, the same way that these auto title loans took advantage. The same way that both took advantage [1:23:18] of that person. The same way auto title loans take advantage of people in a financial emergency, [1:23:25] of low-income vulnerable people. [1:23:28] A couple of facts, Arizona law permits [1:23:30] quartetal lending at 120 to 204% APR. [1:23:34] This type of small loan generally requires the borrowers [1:23:38] to use their class collateral to guarantee that the loan [1:23:40] will be repeated full and interest rates far higher [1:23:43] than Arizona's usually law permits for regular consumer [1:23:46] lender loans. [1:23:48] Most people end up owing twice as much as they started out with. [1:23:52] And sadly, what ends up happening a lot of the times, I'm sorry, there you go, I'm being too [1:23:58] hard with this. [1:24:00] What ends up happening is that people have their car repossessed, people end up having to get [1:24:06] lawsuits on them, go to court, and eventually sometimes having their wages garnished. [1:24:11] In a typical year, Arizona borrows paid $254,954,519 fees in interest for car title loans. [1:24:21] That's a lot, and that's happening to people all over our community. [1:24:25] I can name people with both my hands that have fallen victim to card title loans. [1:24:35] So, one more story, just to pull out your heartstrings. [1:24:40] A nice lady that my boss knew names that coincidentally like my grandmother. [1:24:45] She lived in Morenzi, another small town north east of us, and she ended up falling ill, [1:24:51] having to be transported to the hospital. [1:24:53] So a better hospital, as per Nogales note, [1:24:55] that happens often. [1:24:57] We need better hospitals. [1:24:59] And so she ended up having to pay tons of medical bills [1:25:03] and being having no knowledge of the debt trap that [1:25:09] car title moves are. [1:25:11] And ended up having her car repossessed, [1:25:12] having her wages garnished. [1:25:15] So Armeza is not an exception. [1:25:17] She's a rule. [1:25:18] This happens more than we like with car title loans. [1:25:21] So I'm here just to ask you guys to warn your family, warn your friends, warn your communities, offer other options. [1:25:29] They're ask your churches. [1:25:31] There are foundations like the Jewish community foundation. [1:25:34] They offer loans with low interest rates to note interest rates. [1:25:39] Ask your family, your neighbors, ask for an advance at your job before you pull out auto-title loans, [1:25:45] because they end up turning a small financial situation into a financial disaster. [1:25:50] And none of us want that for the people in our community, especially if we know our community is being targeted. [1:25:57] So if you guys have any stories, if you or anyone you know have ever fallen and have a victim to heart title loans, [1:26:04] I would love to hear your stories, your stories make a difference going to legislator and taking our backpack and showing them our proof. [1:26:12] So if you guys have any stories, you can send them to me at Stephanie at economicintegrity.org. [1:26:19] And, also, if you guys would like to follow us on Facebook, Instagram, or Twitter, or [1:26:24] find us on economicintegrity.org, thank you guys for listening to me, thank you guys [1:26:29] for being here for the community. [1:26:33] And that's all I have for you guys today, thank you. [1:26:36] Thank you. [1:26:38] Thank you very much, Stephanie. [1:26:40] Thank you. [1:26:40] All right, [1:26:46] I'm seven financial monthly report, as I said, yes, we'll move forward. [1:26:53] What's that rule? [1:26:56] Did the PMs team? [1:26:58] Yes. [1:27:02] She's coming. [1:27:07] Sorry, I usually get the queue for him to take the stand. [1:27:12] So in front of you tonight, you have the financial report from November of 22. [1:27:17] At the end of our first five months we should be at about 41.67 percent when it comes to our revenues and our expenditures. [1:27:31] If you look at your table A, this is our general fund [1:27:40] and for our revenue for the first five months we have collected 14,963,897 dollars, which is 54 percent. [1:27:53] And our expenditures are at $12 million, $533,411, which is at $35%. [1:28:04] Also, for our shared revenue, you'll see on table A that we have collected $3,695,830, which is right at $40%. [1:28:15] If you move on to table B, [1:28:21] this is our sales tax that we collect. [1:28:23] For November, we collected $72567. [1:28:31] This was $322,497 less than last year for November, but we are still $1,23662 over [1:28:44] where we were in November of 2021 compared to 2022. [1:28:49] I see that most of it copied out as a sail tax, right? [1:28:54] Yes. [1:28:55] And a little bit of, yeah. [1:28:59] And then a short on the sail tax, PS. [1:29:03] Mm-hmm. [1:29:03] Which is a public safety sales tax in our bed tax? [1:29:08] And just a quick note on the sail tax. [1:29:11] There's numbers that you get from the state, and then there's numbers that we get in our checking account. [1:29:15] When it comes to these numbers, it's someone that physically come into our checking account during that month. [1:29:20] So it could be a little bit of our sales tax income from the month before, but we included in the month that we receive it here at the city. [1:29:31] So some people see different numbers, but these are the physical numbers that come into the city. [1:29:35] They're hoping December is going to be a boom. [1:29:38] I already texted so much better. [1:29:40] I already looked. [1:29:42] I tried getting into all my care was awesome. [1:29:45] It was. [1:29:46] It was, December is looking much better than November did. [1:29:50] If you move on to table C, that's our general fund expenditures, per department. [1:29:56] You'll notice that we still have some that are highlighted that are above. [1:30:00] The percentage of the 4-1.67, those are still being watched. A lot of them are still due to very large purchases [1:30:08] at the beginning of the year that we have to account for when it's paid for. And as we get these last few months, we'll start to see those level out. [1:30:17] Why would animal control be a 105% of all? [1:30:21] So when it comes to animal control, we pay it. [1:30:25] It's a share. [1:30:26] So we base that off of our number from last year [1:30:29] and we guessed a little low. [1:30:31] So that's why like last year it actually showed like 109 [1:30:34] almost 110%. [1:30:36] So this year we guessed you made a little low. [1:30:38] So next year we'll estimate a little higher [1:30:40] so then it covers it better. [1:30:42] Is there any one of these that have any concerns? [1:30:47] And at this point, no, I really don't have any major concerns per department. [1:30:52] Like I said, the ones that are higher are either capital purchases we did at the beginning [1:30:58] or there's also, like, for instance, any finance. [1:31:01] We had to do our entire audit, and it's in here. [1:31:05] We're not paying for it all at first, but it's included in the in-combrance. [1:31:09] So that's why, like, finance is the high. [1:31:12] What did that on it include? [1:31:15] So, all right. [1:31:16] It's not finished yet, but it's all of the fiscal year of 22 that they're working on. [1:31:21] They've been here now twice. [1:31:23] We continually work with them. [1:31:24] We have a portal that we work with the CLA. [1:31:28] And then in probably Mayor June, they'll present to you like you do every year, but their findings are. [1:31:35] Okay. [1:31:36] And that's finance, all departments. [1:31:39] It's the entire city that gets audited on the volunteer fire fires. [1:31:46] What's that expensives at? [1:31:48] So the volunteer firefighters and I couldn't even tell you when this began but we paid them. [1:31:54] I believe it's $50 a month and we're down to seven still living and we paid until they pass. [1:32:01] So this is just salaries. [1:32:03] Yes, all it is. [1:32:04] And that's why that's the one you'll only see. [1:32:07] It always matches the percentage, [1:32:09] because it works out perfectly. [1:32:11] Unless one of them passes, and then we stop paying them. [1:32:15] Sure. [1:32:16] Actually, it's not a salary. [1:32:19] It's a retirement when they're used to be volunteer firemen. [1:32:24] And that's why there's only... [1:32:27] You guys think they're seven-light. [1:32:29] And they've been going by the way side, right? [1:32:31] So that's what's left. [1:32:32] But as soon as they're gone, then that that's an expense from the longer half. [1:32:39] Thank you for your clarification, Drew. [1:32:41] Yes, thank you. [1:32:43] If you move on to table D, that is our herf [1:32:51] and for herf in our overweight. [1:32:54] For herf we have brought in 958,943 dollars, which is 35 percent, and overweight fees we have [1:33:03] and a hundred and twenty six thousand forty seven dollars which is at fifty percent. [1:33:09] And for the expenditures, we have extinced out one million seven hundred and thirty six thousand eight hundred and fifty five dollars which is thirty three percent. [1:33:19] And for overweight fees, we have extinced out two million one hundred and thirty nine thousand and seventy dollars which is basically two percent. [1:33:33] or our table E. [1:33:38] It's our sewer fund. [1:33:41] We have brought in 931,409 dollars, which is 25%. [1:33:47] And we have extends out 933,477 dollars, which is 41%. [1:33:58] Table F is our water account. [1:34:02] And in the water fund, we have brought in 1,563,127 dollars, [1:34:09] which is 42%, and we have expense out $2,192,274, which is 31%. [1:34:21] And then the final table is table G. [1:34:24] Okay, well, question. [1:34:25] What, why it's such a big difference? [1:34:27] Look at me. [1:34:28] Between, like, the income and the income. [1:34:31] A lot of it is based on the budget that is created. [1:34:40] So, like the expense number would just be based off of your annual budget of your expenses. [1:34:47] But these are actually expensive that we've done. [1:34:52] Which one was an expense that really bounces out as materials and supplies? [1:35:01] 7 to 6 over, or 7 to 6 of the annual budget of the 268,000. [1:35:12] So it's possible that they have purchased a very large item that they had planned on purchasing, [1:35:20] but it's already been purchased. [1:35:23] And so then it's not brought out over the 12 months, it's putting here the month that it's [1:35:27] paid. [1:35:28] Okay. [1:35:31] Thank you. [1:35:33] And then table G is our sanitation [1:35:37] and sanitation has brought in $1,226,856, which is $41. [1:35:48] And has expensive out $1,245,599, which is $40. [1:35:56] There are any other questions on that part? [1:36:00] Okay. [1:36:00] Then the final part you'll see, which is the water and sewer delinquent report and miscellaneous reports. [1:36:07] We currently have 6,134 active utility accounts. That's water, sewer, sanitation accounts. [1:36:15] We have 415 accounts that are on contracts. The total of those is 118,331 dollars and 53 cents. [1:36:26] It was decreased by $4,725.98 from last month, but we do have two more contracts that people [1:36:34] have come in and signed up for. [1:36:38] We also have 148 link with accounts that are sewer or sanitation only. [1:36:43] And those equal $300,463.97, the total has decreased, but the accounts have increased. [1:36:52] I have been working more with legal gash in the past two weeks, and I think Ms. Montoya [1:36:59] see me more than she normally does. [1:37:03] But legal has really stepped it up on getting not just down to just tenants, but also the [1:37:08] homeowners of some of the homes that are being rented trying to find the people responsible. [1:37:15] And then we did not have any employee payouts, and you'll notice on this report on the second page, [1:37:22] It now has the fuel report on here. [1:37:24] The mayor has asked that it be brought down a little bit more [1:37:28] simple than all of the chart. [1:37:30] So, you'll notice from July to December of this year we have paid out 239,500 agreed dollars in two cents in fuel. Compared to last year from July to December, it was 189,249 dollars in 14 cents. So, we're 50,253 88 above last year. And then you'll also notice I'll continue the running total for the year. [1:37:57] So last year, by the end of the year, we paid $476336. [1:38:02] So that'll be, unless you guys wanted a different way, [1:38:05] we can make it a little bit more simple like this. [1:38:08] And Jean, yes. [1:38:09] This increase is not because the step [1:38:13] can be using more fuel, it's because of the price of the gas. [1:38:16] The price of the gas, yes, sir. [1:38:19] Thank you. [1:38:20] Thank you, Ricardo, right there. [1:38:21] Vice Mayor. [1:38:23] Any other questions? [1:38:26] Thank you. [1:38:27] Thank you, Jean. [1:38:28] in the coming, Mr. Dickie on the planet. [1:38:40] Next, next item, our number eight, orders, a concerto and possible action in order [1:38:48] 2023-01-01, an order of the City Council, of the City of Nogales, there is an [1:38:56] uprising, the Nogales Police Department to enter into a contract with Mayor Posa, [1:39:02] committee health center in an Arizona non-profit corporation until August 31, 2023 in the [1:39:12] amount of $20,000 that will be dispersed to the Nagasaki Police Department, for the participation [1:39:21] in committee or by response program and supported MCAC with the mission of prevention treatment [1:39:33] and recovery of avoid and this cycle to male-laden abuse. [1:39:43] Thank you. [1:39:46] Chief, any comment on this? [1:39:50] Does this come from a mayor post, right? [1:39:52] Yes, it comes from mayor post up to 20,000. [1:39:55] They'll get the police department. [1:39:57] Okay, and there's a fight deal. [1:39:58] Yes. [1:40:00] Okay, so any discussion? [1:40:02] No. All in favour? [1:40:09] No. [1:40:11] Motion passes. Be, consideration, possible action, in order, 20, 20, [1:40:19] That is 0.02, in order of the Council of City of Nougals, there is an authorizing the [1:40:27] city manager to award a contract to an engineering ink for the Royal Water Main Replacement [1:40:35] Project for an amount not to exceed of 2,828 dollars. [1:40:43] two million eight hundred and twenty eight four hundred and eight dollars in [1:40:53] a discussion, yes, sir. [1:40:56] I have a question to Mr. Dickie or Mr. Bartonus, who we could answer. [1:41:04] These projects originally were discussed in the Royal Road. Originally it was at seven hundred and [1:41:19] $2 million more for this project and the other one that we're going to discuss also. [1:41:25] Mr. Varsana, why is it that it went this increase because with these two projects that [1:41:32] we're going to approve we're already at $3,355,000 and we only have $15 million or actually [1:41:40] So that's in that to pay these 31 projects. [1:41:44] I'm sorry, Council. [1:41:46] Yes, now all the costs estimation was done about 3 or 4 years ago when we started the process [1:41:53] of designing these projects. [1:41:55] As you know, the cost of construction has been going really, really high. [1:42:01] When we bid at the project, the lowest bid was this, this amount. [1:42:05] So, we don't have any control over what the cost is and who is willing to give us the best price. [1:42:16] So, we knew from a couple of years ago that, and I think I presented that to the Council, [1:42:24] saying that the prices were going up and that we would not have enough money to do all that. [1:42:29] We have a project with the money that we have, so this is the result of somebody willing [1:42:40] to do the work for this amount. [1:42:42] We have four different companies competing for this and this was the lowest bid. [1:42:48] Mr. Burstler, as far as I know, this project was estimated maybe a year ago. [1:43:00] And like $600,000 less, and unfortunately I know that the lapse of the city or council [1:43:11] of not pushing it and getting it done, you know, I could tell the council, you know, right [1:43:19] now we're looking at $200,000. [1:43:23] If we keep on waiting, we're looking at $3 or $4 million, and it's going to get cheaper [1:43:29] It's going to get more expensive. [1:43:31] Yes, unfortunately, the situation of the market is the prices are going up. [1:43:36] The supply is still not there. [1:43:38] So the timeframe also to get all the supplies is really some of the supplies that they need [1:43:47] for this. [1:43:48] There are some valves and things like that that they're, well, the requirement now is everything [1:43:54] has to be made in the USA. [1:43:57] So, the prices are a lot higher and the delivery time in some of the things they have [1:44:05] 15 weeks of the delivery time for some of the balls. [1:44:09] So, that's the market that's the way it is. [1:44:13] Well, I have a question. [1:44:15] Go ahead, Mr. Doha. [1:44:17] Take you know that into account. [1:44:20] Are you pleased to know that you might answer here, here we go. [1:44:27] Taking all that into account, I'm sorry about that. [1:44:30] The estimate we have here, is that company tied into that amount or, yes, that's [1:44:39] the contract that they are going to sign and they are committed to construct that project [1:44:45] with them. [1:44:45] And they already did all their due diligence of survey, they are not going to come up with [1:44:52] higher price down the road, because of unforeseen factors. [1:44:57] I cannot guarantee that, because I won't. [1:45:00] I don't know that there are going to be finding something that was not seen, but they are committed. [1:45:08] We did the due diligence. We went and did the social reports and the engineers verify everything. [1:45:16] As far as we know that we are not expecting anything higher than that, the contractor is bound by that amount. [1:45:26] So unless there's something really strange that shouldn't be any change order, that's what you're referring to. [1:45:34] Yeah, they didn't take something to account, you know, as far as it creates a bigger expense for them. [1:45:42] And now they want the city to pay more. [1:45:44] We have reviewed this project by three different engineering companies. [1:45:49] the design engineer, we have a consultant engineer that's helping me review all the [1:45:56] projects from WIFA and the consultant that we asked them to review that everything was [1:46:08] proper in the proposed bid. And we compare with every single proposal that they did [1:46:17] And everything is, and we've used them, the city has used them in the past, this company. [1:46:22] Yes. [1:46:22] They've done good work. [1:46:24] And they don't come up with this. [1:46:26] They haven't had that problem. [1:46:27] They've had any problems. [1:46:29] Later, you know, asking for more money. [1:46:31] They're working right now and two different projects with the city on the Gales. [1:46:34] They did the water tank. [1:46:37] That's sort of a top of the hill and the stream was on Marikoza. [1:46:42] So we have work with Damon. [1:46:44] We have a car in the issues. [1:46:49] Thank you. [1:46:52] I just want to take exception as to the fact that the prior administration was being blamed for the delay. [1:47:00] At least in the time I've been here, I think we ran into ADEQ approval problems, environmental agency problems, so it wasn't just that. [1:47:07] So I think we should move ahead before we had another million to this, but that's just what I want to talk about. [1:47:14] I have a couple of questions to question this. [1:47:18] We have another one, I have one of the certificates I have here from ADQ. [1:47:24] The next one that's up for bid is the one that is for Western Avenue and has six [1:47:30] streets gathered to that. [1:47:33] With that said, I think that's going to pretty much take up a lot of money, my correctness [1:47:40] in assuming that. [1:47:41] Have you checked, do we have enough money as far as her or overweight money to pay for the asphalt? [1:47:50] It's because 80 Q and covers the trenches, right, am I correct in that? [1:47:55] Yes, so are we gonna have enough, have you contemplated and checking if we're gonna have enough to finish these projects? [1:48:04] The way that thought the design is, we included in this price and this contract, [1:48:09] to cover the train's 12 feet wide. [1:48:12] That the idea is that at least we will cover one lane of the road [1:48:17] where we do the construction. [1:48:20] The idea and I have been talking to Mr. Dickie and Mr. Kissinger [1:48:23] that at the time when they are ready to do the paving, [1:48:27] we will come back to you and say, [1:48:31] you want to do the whole street. [1:48:33] You could match the 12 feet that we have included in this contract [1:48:37] to do the whole street, because we, to begin with with with us, money we cannot do [1:48:45] really. [1:48:46] Complete the street paving, but my opinion and my recommendation is that at the time when [1:48:53] the paving is going to be done, to check and see if there is overway fees or hurt money [1:48:59] or another source of money to make the street complete with repave. [1:49:06] Also, [1:49:09] since pretty much I think we're going to use up our money after this project, you have [1:49:15] a bunch of ADQ certificates here and you have for the sewer also. [1:49:21] So have you discussed any strategies to where we're going to get the money to finish all [1:49:28] these projects? [1:49:29] Well, I put something in the agenda, I think a couple of meetings ago to discuss the point [1:49:40] that we don't have enough money and I need a direction how we're going to, we have options. [1:49:47] I believe we can go and ask additional money to WIFA and see how much we are able to get [1:49:56] Well, as a grant, a much money we can give, as a additional money, as a loan, low interest [1:50:02] loan, or looking for another source of money for these projects, there are option is prioritized [1:50:12] which project you want to do first, and that's, I believe you, you directly need to do [1:50:18] these two projects, and those are the ones that before you, those were the top priorities [1:50:24] He's not smart. [1:50:25] And with that same subarseness, [1:50:29] it is, I've noticed here that you have, [1:50:32] or like, I think, one, two, three, first streets that haven't, [1:50:35] we don't have any type of, from ADQ or anything like that, [1:50:39] depending, right? [1:50:40] We don't have about four, four, yeah. [1:50:43] OK, so once we get the bid, once we get the bid back [1:50:48] from the Western Avenue project, would that give you a better understanding [1:50:54] of how we can prioritize, whatever money is left over. [1:51:02] Right now, with these two projects that are here, it's going to be over a $4 million amount. [1:51:09] So we have about $5, almost $6 million in water. [1:51:15] So my guess is when we go to Western, probably we're going to be really close to the money [1:51:22] available for water. One option that we have, we haven't done the sewer. I believe probably [1:51:31] there are going to be a little bit lower, but I don't know until we bid it. So we can ask [1:51:38] if I locate some of that money in the loan that we have from sewer to water and then you make [1:51:51] to do the sewer to the water projects. [1:51:56] I mean, are they both that same priority level of priority? [1:52:01] Well, there are some projects on the sewer. [1:52:05] They are high priority because they're like banker. [1:52:09] That I think has to be done at the same time [1:52:12] that we do the water because they are in the same street [1:52:15] and we don't want to open the street and then close it [1:52:19] and then reopen that again with the sewer. [1:52:21] I'm bankered. I didn't at least not my documents. Do we have that permit already from us, we didn't okay? [1:52:30] All right. That's all. Thank you. [1:52:34] Any other questions? [1:52:37] Okay. So all in favor for the east. [1:52:45] I was here. Oh. [1:52:47] Make a motion, Chris. All right. Thank you, sir. [1:52:50] Thank you. Thank you. [1:52:52] Thank you. Second, by Ms. Melendus. Thank you. [1:52:57] Thank you all for all in favour? [1:53:00] Aye. [1:53:02] On the post. [1:53:06] Motion passes. [1:53:08] I am seeing a consideration and possible action of order 2020-3-101-103. [1:53:20] In order of the council, the city of Nagalza is on an after-18, the city manager [1:53:26] to award a contract to an engineering ink for the financial grandeur water main replacement [1:53:34] project for an amount not to exceed $1,960,219. [1:54:17] That's a 9-8 consideration and possible action of ordinance that a miscue, does that a miscue? [1:54:29] The zero before? [1:54:32] So it's ordinance 2-0-2-3, that's 0-1, that's 0-0-1. [1:54:41] And the audience of the city of Nogales amending audience number 20, X, adopted by [1:54:51] the June 27, 1989 by amending the official zoning map by rezoning partial of property [1:55:00] in the city, from single-family residential 18 as if are 18 to multiple family residential [1:55:10] MFR on Santa Cruz County assessors partial number 102 that's 03 that's 0108. [1:55:20] Can I have my information on this one? [1:55:30] Happy New Year. [1:55:32] Happy New Year. [1:55:32] Happy New Year. [1:55:34] Happy New Year. [1:55:36] Where is it at what? [1:55:38] So it's a parcel located between [1:55:40] localists high school and the interstate. [1:55:43] And it's Frank Reed and the interstate. [1:55:45] So I can show you a map. [1:55:47] Thanks. [1:56:08] So this is the general area. [1:56:10] And I'll go down into another. [1:56:16] So the town homes on Frank Reed and the interstate. [1:56:19] So it's north of that. [1:56:24] So the orange parcel is the high school. [1:56:27] and the subject parcels the red outlined. [1:56:33] So it's a zone change from single-family [1:56:35] 18 to multi-family residential and in the adjacent townhomes are have the existing multi-home [1:56:43] residential zoning currently. [1:56:48] Is that just a little square on top that one? [1:56:51] It's both of these. [1:56:53] Both of these. [1:56:56] Ripley how many homes are going to be added to? [1:56:59] But based off the applicant's information, I think they had a 12 to 18 number, but we have no building plans. [1:57:06] We have no site development plans at this point. [1:57:09] Those are just their loose numbers at this point. [1:57:13] Greg, why's the mayor? [1:57:16] Mr. Paisa, on this change for residential. [1:57:22] Is that for apartment buildings or for family homes? [1:57:27] So multi-family residential allows for both apartments and town homes. [1:57:33] The applicants information on their narrative, [1:57:35] they have intentions to build townhouses on this property. [1:57:40] Is there any difference between just regular residential housing [1:57:44] and low-income housing? [1:57:48] With the change be different, the zoning. [1:57:53] So, from a zoning perspective, the current zoning is single family 18, right? [1:57:58] So that's your detached home, that's, you know, metal hails or those type of houses. [1:58:05] And this particular, their zone change, if it's approved, allowed them to build townhouses, [1:58:10] apartments, dueplexes, triplexes, and anything that's considered multi-family housing. [1:58:16] And do you need any input from the residents in that area? [1:58:19] So, previous to the Planning and Zoning Commission, we sent out letters to any property owner [1:58:24] within 300 feet of the subject parcel. [1:58:27] We also posted on the property and we posted on newspapers, all those public notifications [1:58:31] were done before the Planning and Zoning Commission meeting. [1:58:35] We received, I think, one neutral inquiry asking about what's going on that property, what [1:58:41] are the intentions behind the zone change, but we received no complaints or no opposition [1:58:47] question letters, I should say. [1:58:50] Thank you. [1:58:50] Thank you, Mr. Mayor. [1:58:52] Has seen that it's so close to the school. [1:58:56] Has there any communication with the school? [1:59:00] So I believe they received one of the notification letters. [1:59:03] You know, the way that the mapping works is we pretty much draw a 300-foot radius around that parcel. [1:59:11] And anybody who falls it within that 300-foot radius gets a letter from us. [1:59:15] And so that was done again in a public notification procedures. [1:59:19] And [1:59:26] the last question would be, has there been any plans for added construction in that area? [1:59:33] Where being the school is heavily traffic, as it is already the more construction we get, the more it increases the flow of it. [1:59:44] Well, they have the taken to come into studies, they'll be able to control all that traffic. [1:59:49] So for future development or fully development projects we really handle all those comments and concerns at the site development stage. [2:00:00] So, this is the step previous to the site development stage. So, like I said, we have no building plans, no town owned plans, no due practices. But this is simply their intention to get the zone change before moving out with the site development plan. [2:00:13] And the site development plan, we're looking at entrances, exits, fire hydrants, garbage, site visibility, setbacks, all those things coming to play at a site development stage. [2:00:28] Just to confirm Mr. Paz, the recommendation from the planning and zoning commission is to approve this motion. [2:00:34] Yes, sir. [2:00:35] Thank you. [2:00:37] Councilwoman Monthil? [2:00:39] Mr. Paz. [2:00:41] May I ask who owns this? [2:00:44] Yes. [2:00:44] So the property was applied for by LLC called Lossa Dolby's LLC? [2:00:49] Lossa Dolby's LLC. [2:00:51] and so they were submitted on behalf of that group and the consultants and they're working [2:00:58] with was Mr. Guadaldeuron. So he's the person who applied on their behalf. [2:01:04] Okay, so when other people applied for these type of zoning permission to zone like we're [2:01:12] doing today, is it as easy as it is for this person? Is it as a plainfield fair for everybody? [2:01:19] The plane feels fair for everyone, which would be everyone, pre-application meetings, [2:01:23] communications, public notifications, they're all pretty procedure. [2:01:29] Planning and zoning is a public meeting, it's a public hearing, so it showcases that transparency. [2:01:35] And like I said, we posted on the property, we posted on newspaper, we posted on the [2:01:39] city website, all the meeting notifications. [2:01:42] But internally, is in your opinion, is it fair for all the residents or people outside [2:01:48] that are flying. [2:01:50] So, you know, this application pretty much mirrors conditional use permits, variances, [2:01:58] zone changes, [2:02:00] subdivisions, again, you know, those things are built into that planning as zone in notifications. [2:02:04] No, you get a special treatment of any sort or anything. [2:02:06] No. [2:02:07] No. [2:02:08] No, no. [2:02:08] No, no. [2:02:08] No, no. [2:02:08] No, no. [2:02:09] No, no. [2:02:09] on public meetings, we record their meetings. [2:02:13] There's an opposed to the agenda, it's very transparent. [2:02:16] Okay, thank you very much. [2:02:19] How much time does an applicant have, you know, once he applies, [2:02:29] how much time does he have to give the public to give any feedback? [2:02:38] When would this application put in? [2:02:41] They could put in June or July and we had the public hearing September 29th, I believe. [2:02:48] I can find out the yes, September 29th. [2:02:53] And then we post all the notifications on the property within a week as opposed to the newspaper [2:02:58] in two weeks. We send all letters three weeks ahead of time. [2:03:03] And so again, that system is built so that you see something, right? You see something in the mail, [2:03:07] You see something in newspaper, or you see something on the property. [2:03:11] It's not likely that you're going to miss all of those. [2:03:14] You're going to see something in your neighborhood. [2:03:16] Are you going to get a letter from me saying that there's a public hearing coming up? [2:03:23] Anybody else had any other questions? [2:03:33] We get a... [2:03:35] They always say LL's, D's, but... [2:03:37] But yet there's people behind the LL's. [2:03:40] I don't even know. [2:03:41] They don't... that's not public. [2:03:43] If you go to a corporation, commercial website, you can go to... [2:03:47] Do you want to say something to me? [2:03:52] No. [2:03:52] I'll say that. [2:03:53] Yeah, tell that. [2:03:55] The owners are members on the aisle. [2:03:57] Let's see. [2:03:58] Yeah? [2:03:59] No. [2:04:00] Thank you. [2:04:02] Thank you. [2:04:05] Thank you. [2:04:06] I'm sorry. [2:04:07] I'm sorry. [2:04:07] Is there a motion? [2:04:08] There a motion? [2:04:09] A second? [2:04:11] A motion to prove. [2:04:12] We want you to approve. [2:04:14] I'm going to start. [2:04:14] There are two, three, four, one, dash, there was your one. [2:04:20] There's no zero before it's the first, right? [2:04:22] That was the type of thing. [2:04:26] So it's multi-c. [2:04:28] So it's multi-two. [2:04:30] Two, two, three, there's zero, one. [2:04:34] Anybody second? [2:04:36] Okay, miss. [2:04:38] That's a woman. [2:04:40] And then this? [2:04:41] All in favor? [2:04:42] Hi. [2:04:43] Hi. [2:04:43] All of them. [2:04:47] So move. [2:04:48] Now an important answer. [2:04:50] You pass the Lord in. [2:04:52] You require two separate meetings. [2:04:55] So unless you wave the second reading, [2:05:01] so to do that, somebody has to make a motion. [2:05:05] Wave the second reading. [2:05:07] Okay. [2:05:08] I'll go ahead and wave the motion. [2:05:11] Wait a second. [2:05:12] I'm going to wait for a second. [2:05:17] Take a look. [2:05:18] Take a look. [2:05:19] One of both, can I add? [2:05:20] You're a real cowboy? [2:05:22] Both on this. [2:05:23] Yeah. [2:05:24] Mr. Machal is saying right now. [2:05:25] Okay. [2:05:27] Yeah. [2:05:28] I thought you had a question too. [2:05:29] Okay. [2:05:29] So, I'm favorite to wave the second reading. [2:05:32] Hi. [2:05:32] I'm favorite. [2:05:34] Uh, post. [2:05:35] No. [2:05:37] How many names? [2:05:40] Montielen. [2:05:44] It will be back again, and it will have to be another motion to move. [2:05:52] Thank you very much, Mr. Macho. [2:06:02] Number 10, Council moved to go into executive session. [2:06:37] consultation with a 30 regarding pending litigation and come to play the settlement [2:06:47] ARS 38-4-3-1 that there are 3-8-4, [2:06:57] so move to go in second session. [2:07:02] Second. [2:07:06] I'm very glad to say that it's an exercise session. [2:07:09] I know. [2:07:14] It makes use for a couple of minutes hopefully. [2:07:27] Get it back for break. [2:07:43] Okay, [2:07:47] I move to approve the settlement agreement. [2:07:54] That's read it. [2:07:56] Read it. [2:07:57] Okay, the order. [2:08:00] Yes. [2:08:00] of the City Council of the City of Nogales, [2:08:02] there is owner proving settlement. [2:08:05] A proving settlement, [2:08:06] a agreement regarding [2:08:07] dedications and [2:08:08] international associations of [2:08:10] firefighters, local [2:08:12] 22763 versus the City of Nogales. [2:08:15] Case number cd2022-2023. [2:08:25] I mean it's culture. [2:08:28] Yeah. [2:08:30] I'm hopeful that [2:08:31] that we work together in the future and that we are both working in good faith. [2:08:43] It's important to the residents as it is for me and for everyone to work again in harmony [2:08:52] and both parties working in good faith. [2:08:56] Thank you. [2:08:58] We all said all in favour? [2:09:00] Aye. [2:09:01] All opposed? [2:09:04] Ochoe passes. [2:09:09] With that goes, uh, [2:09:13] number 11 mayors and council report on current events or current and past. [2:09:20] Mr. Bonilla. [2:09:29] I have nothing to do with our mayor. [2:09:32] Thank you. [2:09:34] Mr. Do? [2:09:43] I guess I ran into, I guess the end of the year, going and supporting the firemen, and they're [2:09:49] given way, pushed for tots, and I still can't get over how successful that program is for the community, [2:09:58] and I'm so glad just want to thank all the firemen involved. [2:10:01] It did a great job, put a lot of smiles on those little faces, and it's just something that I want to, again, bring out because it really makes a difference in kids' lives. [2:10:14] Thank you. The other thing I guess, I've been looking around the community, one of the things that we have left, I guess, for beautification of our community or city, [2:10:27] And I've been noticing and the streets that instead of working for that program that we [2:10:35] had in the past, I see these city bands, big city bands in a neighborhood that are a big [2:10:42] ice or over it and they can put them somewhere else where it's hidden, but yet they put them [2:10:48] right in front of the city, I mean the streets that are arteries to get across from one [2:10:56] out of town to the other. Hopefully we'll be able to take care of that in the future and [2:11:02] make no doubt let's look a little better than what it does. We're working on it to be [2:11:07] too next month. Ms. Hernandez. Well, we're done with the Christmas village, Cassita. [2:11:17] That's a [2:11:23] So it was a good event. It was 24 casitas. We had a lot of people really involved, and I think we'll do it next year, maybe more casitas. [2:11:34] And then on top of that, I'm working on the calendar events for 2023, and I'll have them ready, maybe next week. [2:11:42] Okay. I appreciate it. Thank you. Okay. [2:11:45] It's a great idea. [2:11:46] Perhaps I'm going to. [2:11:46] I just want to say happy new year to everybody and look forward to working [2:11:51] for the citizens in this community. [2:11:52] And thank you all employees and staff. [2:11:55] Doing a great job. [2:11:58] I want to warm up again. [2:11:59] Just very quickly, happy new year. [2:12:02] But I also want to thank everybody that we did already at the beginning of the meeting. [2:12:07] Congratulations, everyone. That was involved in inauguration. [2:12:10] It was a lot of work. [2:12:11] It was fun and I hope the citizens as well as the employees enjoyed it and that's all I have for today. [2:12:21] Thanks. [2:12:21] Happy New Year, Tula. [2:12:25] I went to a lot of swearing but good kind and December 30 we were up at the old courthouse for Mr. [2:12:34] I want us both of office up there. [2:12:37] It was sworn in by Judge James Soto, and then on January 5th, we went to the inauguration [2:12:47] of the governor in Phoenix. [2:12:49] That was a very interesting ceremony. [2:12:53] And in January the 10th, which was yesterday, we went to Tucson to listen to the governor [2:12:59] state of the state, and that was also a very interesting, you know, the governor's very willing [2:13:07] to work with no Alice, you know, she met the mayor and they exchanged a lot of good ideas, [2:13:16] and she wants to make a trip down to no Alice and see, and also, Mr. Fontez said, you know, [2:13:22] he's a secretary of state now that we have a voice in Phoenix now so that we can, you know, [2:13:29] here at Donetta by the border that we can always reach him at the [2:13:33] eddy's office. So it was very, it was a very good two weeks and we made a lot of [2:13:39] good contacts up in Phoenix and so that's all that. [2:13:44] Thank you, sir. I was a bit busy for the last four months before [2:13:50] getting married. I've been busy visiting Governor Sonata or he had six visits [2:13:57] We have severed with the one that he came to my admiration. [2:14:02] I've been up in Phoenix, met with Senator Kelly, Mr. Gihalva. [2:14:09] I've been really busy trying to bring things to the city involved with the commissioner [2:14:17] from the IOI, try to help us get that fixed and negotiate and take the responsibility [2:14:27] from the city. I think we're in a good path. I apologize to all the directors. I haven't [2:14:38] had the chance to go directly and say thank you to all the employees and thank you for [2:14:47] what you do for the cities. That's in the plan for next week, hopefully. But I want to show [2:14:55] other employees than I'm here for them and [2:15:00] We're here for our citizens. I want to show other people that we're willing to work with everybody. [2:15:09] I also was with Mr. Boharkis at the Ignoration of Miss Hobbes. You know, got to see the Attorney General, Mr. Harn education. [2:15:20] Mr. Fontes, State Secretary of State, I did a crazy drive down to a pass-over, I did not [2:15:32] shake his hand, but I was there. The President visited El Paso on Sunday. I took off [2:15:40] here Saturday night. I arrived over there very early in the morning, came back 7.30 at night, [2:15:47] But I think it was worth it, you know, crazy, but how it sounds, but I write that the airport, [2:15:54] I said, you know, everybody says, who are you? I'm the mayor of No Alice, and I'm here to see [2:16:00] the president. Do you have an appointment? Do you have no, but I think I deserve it, because I'm the mayor [2:16:06] of No Alice, one of the biggest points of interest. [2:16:12] And they gave her my card, at least six [2:16:16] Six secret service people got my card. [2:16:19] Then they called their first one, they did all what they had to do, but so, you know, I heard [2:16:26] yesterday card Senator Calis office, he called Supervisor Moleta to ask who I was. [2:16:37] Got a proof, got a proof, got a pass, young lady from the secret service told me, and [2:16:45] The only thing you can see in here at the airport go to the next event, gave me a White House guest pass to the next event, [2:16:53] a White House knows who hurt him until now the mayor of the galaxies. [2:16:58] So, I mean, their books. [2:16:59] So, you know, I'm doing it for the city. [2:17:01] And I'm, you know, yesterday I went to Tucson visit the governor. [2:17:08] Again, I ask her to come and visit us, help us, and everything, she's all willing, she's [2:17:15] all willing to come down, willing to bring sort of my yard, and help out our city. [2:17:22] She knows the road city is down in the border, I always get left out, so we're trying to make [2:17:29] it the best for our community. [2:17:34] So guys, feel free to come to my office, feel free to call me, feel free to address any [2:17:41] of the council, we're here for you and for our citizens. [2:17:45] Thank you. [2:17:46] Future agenda items, [2:17:50] all start, we got a council, we got to look at, you know, what are [2:17:57] again, do with a chase building, you know, that's another future thing that keeps on, keeps [2:18:04] on adding up, you know, I've talked about doing a necessary youth program, you know, John [2:18:14] Mr. Diggie, where has any experience that stopped pulling you know, I don't mind putting [2:18:21] and executive chair on the side there for two pre-kids. Council think about it. Think about it. [2:18:29] We get one kid, two kids, three kids, four kids. When I've gone to conferences, it's a shame [2:18:38] that Nagel's does have youth representation there. That youth have their own seminars, [2:18:45] there's no things to do and all that, and it's great to have youth start to develop the [2:18:55] political life, like we never got to do that. [2:19:01] So, you know, somebody you did it in school being on the school board, or it's school presidents, [2:19:07] class presidents, stuff like that, and you know, I remember I was treasure one type, but [2:19:15] that's a long time, but, you know, that's my senior year, but we need to work on those things [2:19:23] and get people involved. I've talked to, you know, on my agoneration, we need to get CPR going, [2:19:34] you know, we need to get CPR courses. I've talked to, you know, I got a cut today from also the [2:19:44] Mariposa Clinic, Dr. P. Pereita, he's willing to help out and support a gentleman. [2:19:51] They called me and said, you know, he's willing to bring doctors for Mexico if we need, you [2:19:57] know, people for Mexico, for people that don't speak Spanish, they're willing to support [2:20:02] us and everything. [2:20:03] So, one way or the other we're going to do it, we're going to get it going, and you know, [2:20:09] We have about the more certified CBRs, you know, people and, you know, there's things that we could do. [2:20:20] There's things we could do, literally, I got for a, the machines approved and donated by the Maraposa clinic, you know. [2:20:33] I mean, you have to train, train people hard, harder use of, you know, and we could use them to not just train them to make people train citizens. [2:20:43] So, you know, those, those, we're looking, we're going to try to see where we could put them, you know, we use city facilities, you know, so I'm thinking about, [2:20:53] It's pretty worn around the, my prior part, worn around the little league, worn around the [2:20:58] flesher, worn around maybe the wreck if we don't have one there, but you know, any place [2:21:04] we have it, it could save a life, it'll life is well worth it. [2:21:10] And then, you know, pretty much that's it, but it's produce things on the agenda and also [2:21:21] Our vision, you know, as all directors, consult directors just like I asked you to give me ideas, your point, what do you want to work in, you know, next six months next year. [2:21:35] But we're going to put them out. We're going to follow, you know, the same thing we're going to do with the directors, I asked all directors, give me your points, give me ideas, give me me, give me your what to do this. [2:21:48] or what's already in the program that we got to follow up. [2:21:54] I think following up is one of the main things we lack. [2:21:57] We do not follow up. [2:22:00] Not just the council, [2:22:04] the committee doesn't know where we're at. [2:22:07] So I think we've got to be open and it's fire has a project or 10 projects. [2:22:14] Let's put everybody sees it. [2:22:17] And you know, Chief, just like you, police, parks and red, [2:22:22] all the records are going to be responsible for falling [2:22:26] up and giving things done, you know, I think that's. [2:22:30] The only way to go because if we put them on the chart and don't move them on, don't think about them. We're not doing nothing. And I'm not here to do nothing. I'm here to progress. And that's what we're going to do. Mr. Bohurkes, let's future items. [2:22:46] I don't know if I got any room for the agenda. We've got a whole bunch of stuff on there. [2:22:54] Now, right now, the only thing that I can think of is, I want an update on the THA Park. [2:22:59] Thank you. [2:23:02] And maybe later on in the week or next week, we can still submit items to the agenda, right? [2:23:08] Yes. [2:23:10] So, if I think of anything else that I wanted on the agenda, I'll go ahead and contact Mr. Dick. [2:23:17] That's all. [2:23:20] I have a few, but I wanted to just ask Mr. Dickie, what's now that we're going to have two meetings a month? [2:23:28] What if you could just send us an email? [2:23:31] What's your timeline to submit things to be placed on the agenda to allow you and Mr. Metral and all of you to prepare a week before? [2:23:39] You could tell me later, but I'll put stuff on the agenda by the end of the week. Thank you. [2:23:45] Can I step in this one, get, you know, I would like to at least have it by the Thursday [2:23:53] prayer to the meeting that way. [2:23:56] We could hopefully get the agenda out on Friday, and we could look at it, you know, and [2:24:03] hopefully get the full agenda. [2:24:05] Obviously there's going to be times where we're going to add an item or something, but hopefully [2:24:12] the first, you know, the agenda could come out, the Thursday prior to the meeting. So the [2:24:18] meetings on Wednesday, you'll still come out on the Thursday prior to the meeting. If the [2:24:23] meetings on Tuesday, you'll still come out under Thursday prior to the meeting. You know, [2:24:28] there's something that pops out on Monday, whatever, and we have to adjust, you know, [2:24:34] just, but at least we have 98% or 99% of the agenda in our minds and with the information [2:24:42] to come here and make ways decisions for a community? [2:24:52] I don't know if this will kind of as a future agenda item, but I would like to ask staff to [2:24:56] look into the country club drive where the swamp is. [2:25:00] There's a set of four street lights that belong to the city. [2:25:04] They don't belong to the city. They don't belong to the city. [2:25:06] They don't belong to a dot. I've narrowed it down to the city. [2:25:08] They don't work because there's an underground fault and it's underwater. [2:25:12] So we need to see what we can do to repair those, [2:25:14] remove them or what other action we can take so you can bring that back to us as soon as possible. [2:25:36] Well I'm going to give you all the information. [2:25:39] Thank you. [2:25:40] It's through Chicago for the Kauza Consulado Mexicano and the city because housing is lending them the space [2:25:48] But they want to involve whatever service available. So they asked me about the CPR classes. [2:25:56] They're ready to be having right now computer classes from a kid from the U.V. [2:26:01] And then they also have English classes. [2:26:04] And then there's a doctor that is going to be giving free service, whatever kind of service they need. [2:26:13] It's going to be for the whole community, not just for the people around the housing project. [2:26:19] So it's a great program. I'll let you know all the information. [2:26:23] And I really think we should as a community be involved. [2:26:26] Yes. And is this also, is this true causal, [2:26:33] and not causal, and causal, [2:26:36] considered, or, yes, yes, yes. [2:26:38] I've been working with him in a couple of things. [2:26:41] Yes. He needs to, [2:26:42] if he wants to conquer the world, like, [2:26:44] I know, I want to see what we can do. [2:26:49] But I think it's a great thing they're doing. [2:26:51] And it's a lot of people involved. [2:26:53] Thank you, let's get all the information we can, [2:26:56] And we spread it out and make sure the community knows about it. [2:27:03] Thank you. [2:27:04] Mr. Dahl? [2:27:05] Yes. [2:27:05] There's a couple of things. [2:27:09] OK. [2:27:12] There's a couple of things. [2:27:15] One is, for me now, that I'm always going to check with staff and if it needs to come [2:27:22] to the council, but then I'd like to place it on the agenda. [2:27:27] It's to have the graffiti abatement program for the city that any graffiti that comes up [2:27:36] again, it's an ice or, but we need to deal with it. [2:27:41] I don't know what right now and I think there's a department that does that, but I'd like to [2:27:45] look into that and hopefully maybe get together with Mr. Dick and see what he suggests. [2:27:52] And the other thing is that I got to look into and find out, see if we need to put Palo [2:27:59] Ludo back on the agenda and talk about it and see what we're going to do with that beautiful [2:28:05] land out there and hopefully something that's very useful for the community. [2:28:10] But that's one of the other things that I'd like to address. [2:28:15] For the time being, that's it. [2:28:20] Thank you, Mayor, pending what we get from the bids on the Western Avenue for the [2:28:28] wifful program. I would like to place on the agenda number for possible discussion and action [2:28:34] or action. Once we get back the numbers for that for that bid, the reason for that because we [2:28:42] had three years to spend that money and we're at almost a year and a half already and by the time [2:28:47] we get everything going, we're going to hit the three-year mark. [2:28:51] So we need to make fast decisions, [2:28:55] but more importantly, smart decisions. [2:28:58] So I'm hoping that we get those beds before the other meeting. [2:29:05] Okay? Anybody else? Okay? That thing about Mr. Duh, you know, I want to point out to [2:29:17] Council, think about it. There's a new sports paramo. We got two record book, two [2:29:23] tennis courts out there that I think the idea for that. I don't know if you've seen it, it's [2:29:32] sport. [2:29:34] It's paramount and pickable. But the pair of boys, it's a smaller and the pickable, [2:29:41] I think it's played on the big of a coin. But you know, no really so don't put it around the [2:29:49] old jail on the periphery. And Mosseo has it and it's a boom. I looked into it and it's [2:29:56] and it's looking at something. [2:30:00] Okay, four, five, thousand dollars per quarter or something like that, you know, and so. But, you know, we got to look at more, more recreational and stuff like that, things that we got to do for the kids, you know, on those lights that you made a comment, you know, we have trouble with the ground and all that, especially with the wetlands and all that, it puts all the lights. [2:30:30] I've got some of my, you know, my answer, [2:30:34] what beautiful, you know, [2:30:36] 120 votes and I'll add in no ways. [2:30:40] You know, that's possible, Johnny, we could put it on public streets like that. [2:30:47] You know, I thought those were state lights, [2:30:50] but whoever it lights is there, we got to get him right. [2:30:54] You know, so if it's universal, let's get him right. [2:30:56] Good luck, guys, and God bless you. [2:30:58] Okay, before we leave, I'd like to publicly congratulate Juan Pablo Lopez, the one gold yesterday in that tournament. [2:31:10] Yes, for the special Olympics. [2:31:12] So he was happy in the state of Arizona. [2:31:14] All right. [2:31:18] Anything else, directors, Mr. Bikki, John. [2:31:24] John, let's all know that you'll see a lot of activity going on downtown from public works all the way to the border. [2:31:32] We're starting that phase of the sliplining of the IY. [2:31:36] So if you're going to go to the post office or go downtown, expect delays, expect issues. [2:31:43] So I just... [2:31:43] We send... [2:31:45] Can we send or can we send through the water, you know, kind of map? [2:31:54] And where the bridges are going to be, delays, you know, [2:31:58] a little explanation out to the community of what to expect, you know, I know the Santa Cruz [2:32:07] training, they go out driving with the kids and all those delays or traffic jams will keep [2:32:15] them from doing what they want to do, but is there a way to get out some information to the [2:32:22] public, you know, or even put, you know, whatever we said and, uh, under the mayor onto the [2:32:29] watered people, uh, let's also put it on our Facebook or wherever we can, uh, to inform [2:32:36] the community, what it's going to, you know, inquire, how we need to get around it. [2:32:42] Mr. Mayor, we'll work with IBM, you see the good information from them, so we can start [2:32:46] putting it out. [2:32:47] Thank you. [2:32:47] Thank you. [2:32:49] With that, with that said, anything else, I move to during this meeting. [2:32:57] Second, so I can remove mini adjourned.
