[0:06] This
[0:09] afternoon, welcome tonight.
[0:16] Welcome tonight to my first regular session, Mayor and city council meeting.
[0:24] That's your new mayor. Today, 6 p.m. Once a January 11th, that's any hall complex.
[0:33] I call this meme Jordan and may we have all stand for a pleasure of allegiance.
[0:57] Thank
[1:06] you. We got two call to the public.
[1:12] First of all, we'll be Ms. Marta Rodriguez. Please come to a podium and stake your name.
[1:19] Do you have three minutes?
[1:25] Thank you.
[1:39] Good afternoon.
[1:41] Good afternoon.
[1:42] My name is Marta Rodriguez.
[1:44] I am representing the community of Nogales,
[1:49] especially in the middle hills area.
[1:53] We, the community of Nogales,
[1:57] Arizona are looking for an immediate solution.
[2:00] And regarding water running across country cloud drive, this is affecting us in so many ways
[2:10] in our daily life.
[2:12] We urge involved authorities to take consideration of this matter.
[2:18] We really appreciate your attention.
[2:21] Thank you.
[2:23] Thank you.
[2:26] Can I make a comment on that?
[2:29] No, don't cut, right?
[2:31] OK.
[2:33] We got a second call to the public.
[2:36] Mr. David Hathawil, please come to the police.
[2:40] Thank you, sir.
[2:41] Thank you.
[2:45] Thank you.
[2:45] Name and address, sir.
[2:47] David
[2:53] Hathawil.
[2:54] David Hathawil, I'm resident of Rio Rico.
[2:57] When I started this, I wanted to thank the Council members and Mayor for their service to the community and welcome the new mayor,
[3:18] and the new Council members and the previous mayors also of the, thank you for your service to the city of No Gals.
[3:27] Just to make a little comment about the outgoing mayor,
[3:29] I should have said this during the last Council meeting when he was president,
[3:33] that he was very instrumental with us beginning the fight against fentanyl in our community.
[3:41] I remember about a year and a half ago, he brought me into his office and said,
[3:44] Sure, if we can't let this get a hold in our community, it was just becoming a threat across the U.S.
[3:50] And I think we did a good job getting out ahead of it.
[3:54] Mayor Gaudino recruited myself.
[3:56] She, for I've done movies, County Attorney George Silva, and various others to talk at various community events.
[4:02] Although we do have a part of the Fence No Problem in our community, as far as a user problem,
[4:08] we don't have a big problem like some other communities have.
[4:11] So I just wanted to mention that with Mayor Gaudino that he helped us get out in front of the front, no problem.
[4:19] The main reason I'm here tonight is to talk about how we are all small agencies, the City of No Gals is very small.
[4:25] The Santa Cruz County agencies are very small, just to give a little statistical piece of that, like my whole staff detention,
[4:35] and deputies, records, dispatchers, is in the realm of 85 people,
[4:40] compared that to Pima County, they have 1,700 employees.
[4:44] So let's thank, you know, we live in a different world,
[4:47] we all have to work together, we all have to get along together.
[4:50] So that's all I really wanted to say.
[4:51] I just wanted to start out the year with the new mayor,
[4:54] New Council members, telling you, thank you for your service.
[4:57] It's a very important relationship between city and county.
[5:00] We've got a long fantastic, and I know that that will continue.
[5:03] That's basically all I have to say.
[5:06] Thank you very much for all the media.
[5:08] Appreciate it, Mr. Hathaway.
[5:09] Thank you.
[5:10] We'll be.
[5:10] We'll be talking a lot.
[5:12] Thank you.
[5:19] On to the public.
[5:25] The next item on is.
[5:30] On the agenda.
[5:33] First of all.
[5:35] You know, thank you.
[5:36] Thank you.
[5:36] I would thank you for.
[5:41] I would thank you for doing this.
[5:43] opportunity, giving me this opportunity to be where I am. I do it for me, for me, for
[5:52] not for me, for you. I do it on my heart. You know, it's, I have kids participating in my
[6:01] ceremony, and that's something that I want to start involving in the community.
[6:05] Market participation, March teenage participation, you know, we're going to be talking about ambassadors here in our community, in our city hall, everything.
[6:21] You guys are the future to this city.
[6:24] We're not that old, but you guys are the future.
[6:29] We're trying to set up the standards on the city.
[6:33] how we all got to work together, and that was one of my main focus at the Ignaturation, you
[6:39] know, Council, congratulations for those re-boded and congratulations to Mr. Dore for being
[6:49] the new Council member. First of all, I want to pay Mr. Esther and Linda. We feel for your
[7:02] I know from the neighborhood, you know, the family, but we feel for your mother, man, God bless you.
[7:10] But, council, we've talked, you know, a little, did not have, haven't had the opportunity with me,
[7:17] and I want to one. We did talk by phone. I've had already a conference with each council member
[7:24] on how we got to move forward. How we got to move forward. Not me, the city and the council.
[7:32] We got to work for the community together. We got to do things together. We got to look at ideas,
[7:40] But people, you know, directors, employees of the city, everybody is going to be responsible
[7:48] and accountable for what the work is.
[7:52] We have to have our projects out of the open, where do we spend the city money?
[7:58] You guys say, everybody's hopefully will know where and how we get things done.
[8:04] But it's going to be open to the public and open to the community.
[8:07] If anybody has the questions, feel free to call me, call the office, feel free to contact
[8:13] any council members, and we should have the answers.
[8:18] We don't have it.
[8:19] We'll look for it and find it.
[8:21] But again, thank you for the opportunity that I have been head of the council and the head
[8:31] of the city.
[8:32] And let me tell you, I will not waste my time.
[8:34] I'm here to work and try to do things to get better because I could do a lot of things with my family and my
[8:44] Personal life, but I wish to help my city the city. That's for everybody. So thank you, and
[8:52] That's all I have on my well one other thing I have on my
[8:57] I want to give some special thanks to all the people that help me on my inauguration ceremony.
[9:09] First of all, it was very, very nice.
[9:15] I really enjoyed it.
[9:18] It made a big difference having the youth involvement.
[9:25] It made basically the words came out a youth out of my guest speaker, I think I spoke to
[9:36] what it is, you know, I don't write speeches, I write words that give me reminders of what
[9:45] I want to get across, everything else comes from me from my heart and it's directly to you
[9:52] council to work in staff. Everybody did a great job. So, you know, first, I want to give
[10:01] my ceremony, ceremony coordinator, everything conductor Miss Anapara, I want to give you
[10:12] and present you with this certificate in recognition of the outstanding dedication and
[10:18] to the city of Nagaris 2020-Cree, and non-Ration appreciation. Thank you.

Entonces,
[28:22] ahora con con el gran apoyo de
[28:25] ustedes que es lo que
[28:26] venimos a pedir.
[28:27] queremos prepararnos para
[28:29] redores. Entonces queremos que el
[28:33] no gales cuarto de maraton se
[28:35] algo que sero estrés haga de
[28:38] mano a mano con la ciudad cada
[28:40] año. Entonces, sero estrés no lo
[28:43] puede hacer solo. Siempre es con
[28:46] con mano de de la mano de
[28:48] ustedes. Es por eso que verimos a
[28:51] pedirles su apoyo. Esuvimos
[28:53] recibiendo a corredores de todos
[28:55] Arizona. We received vimos gente
[29:16] poder llevar a cabo.
[30:45] No sé si tengan alguna pregunta, alguna portación,

[34:39] de mi 생각as?
[35:30] En este momento, la gente se dice,
[35:33] で, lo que hay que hacer es que
[35:36] se afible.
[35:38] Gracias.
[35:55] ¿cantas?
[35:56] ¿Qué es el hecho de mi casa?
[35:58] ¿Por qué?
[35:59] No sé, yo no sé.
[37:55] open and up, o sea,
[37:57] 니, debes ver que
[37:58] se relajan en
[37:59] En realidad,其實,
[38:02] se relajan en un poco.

[38:10] ¿Ehh?
[38:11] ¿Los

[38:14] Doctora Y ¿Enla?
[38:17] ¿Ocaso
[38:18] ¿Enla?
[38:18] ¿enla?
[38:19] ¿Ocaso

[38:46] Entonces, vamos a apreciar y perterra y

[38:53] Así que, ¿problemas?
[38:58] Síий, ¿cómo

[41:46] ¿Pero para la próxima vez?
[41:47] ¿Qué cuestión de este today?
[41:50] ¿Qué tal?

[42:05] El 17.
[42:05] Me siento bien.

[43:22] ¿Bien?
[43:23] ¿dónde el 30 puentes?
[43:23] ¿Un 80 puentes?
[43:24] ¿Cuál es?
[43:25] 24.
[43:27] You can do it, but forget, you're acting as a council, not as
[43:30] commissioners right now.
[43:33] So, you can discuss it, but the decision's going to have to be
[43:36] made by the commission.
[43:38] What's that a prior to later?
[43:42] OK.
[43:44] Yes, ma'am.
[43:45] Mr. Dakey, for consistency, why not the housing meetings?
[43:49] Like, I know they change, and the reason
[44:12] segunda.
[44:14] ¿No?
[45:00] So the current bylaw that I found a couple of days ago says that it's the Wednesday to coincide with the council meeting. Traditionally, we've been doing the second Wednesday of the month. How it flipped from the first to the second. That's really something that's been just a traditional move for the last several years.
[45:21] Okay. And they're asking to have it on the eight on the what day? I'm sorry.
[45:29] And you're asking to have it on the 18th. So we're anticipating, hopefully, the Board of Commissioners can meet
[45:35] at the 330 on the 18th, which would be next Wednesday.
[45:38] Next Wednesday.
[45:41] That's a different item.
[45:43] Right, Joe?
[45:44] Yeah.
[45:44] No, I mean, you can do it.
[45:47] I'll keep the mind on that the official action is from the commission with a board, but I mean we're talking about regularly scheduled meetings.
[45:57] It doesn't mean that you can't change them.
[46:00] Right.
[46:00] And I as need it.
[46:03] You're sure Mr. Julia.
[46:05] We are talking about two different situations.
[46:07] We're adding that extra meeting doesn't affect the housing meeting.
[46:10] By laws of the housing meeting coincide with our first scheduled meeting of the council.
[46:14] So if we got to follow the bylaws, we will be following that Wednesday.
[46:20] We will look at it and make sure we got it right after tomorrow.
[46:26] Definitely make sure we're correct with the bylaws and doing it the right way.
[46:31] And we missed this Wednesday's meeting, so that's the one that has to be rescheduled or...
[46:36] Which is the one that I was asking, you know, they had asked me to do it on the 18th,
[46:42] Now that we're considering to do it, have this second meeting of the council on the 24th,
[46:50] I was going to ask them about doing the 24th.
[46:53] Absolutely, Mayor.
[46:54] I'll take that directly.
[46:55] You know, we don't have to be come to days or okay, but for now on the agenda is discussion
[47:12] of the month at 6 p.m. and, like I said, with this month jumping week on the agenda, because
[47:25] of the younger issue and all that, on this month of January, we would have it on the 24th,
[47:33] The Tuesday, the 24th, the director, and following that, it will fall on the Thursday
[47:43] starting February 2023.
[47:49] Somebody, somebody.
[47:50] Somebody, somebody.
[47:51] Somebody.
[47:54] All in favor?
[47:55] All right.
[47:57] All right.
[47:57] You're nice.
[47:59] Thank you.
[48:04] You have a discussion in possible.
[48:05] In the direction and possible action on a recession plan, Mr. Diggy.
[48:11] Yes, Mayor Council.
[48:13] We thought it'd be prudent to have some sort of recession plan put in place by the city.
[48:19] Just to kind of have a plan ready, I think, it's a great idea.
[48:23] And Gina's put together something with John and I.
[48:27] And what we present before you is kind of the categories,
[48:30] So we would implement a minor, a moderate, a significant, a major, and a crisis within the city.
[48:36] And this could, we could implement any of these, it doesn't just have to be recession.
[48:41] It could be emergency, it could be a natural disaster.
[48:43] It could be anything that would qualify to help us tie in our budgets and kind of get through the emergency.
[48:51] So we're just looking for counsel for approval that this just comes our recession plan.
[48:56] And we're not tied to any one of these.
[49:00] If one of the things in significant makes sense to start with the minor, we can do that,
[49:05] just to put it on the situation.
[49:11] Mr. Digi, I think I don't know, Council, right now is the first time we've seen it.
[49:22] I think, you know, thank you for the work, Jean and Mr. Digi, but if Council agrees,
[49:30] I would like for us to all read it and see it and discuss it.
[49:36] If I tell you, let's discuss it.
[49:39] I wouldn't know what to discuss it, because I really haven't read it.
[49:42] I think Council, I would like to table it and bring it back on the 24th, on the 24th.
[49:51] And if there's any extra information, Jean, or Mr. Dickie, that you could give us,
[49:59] to decide this, or if any council member or myself have any questions after we've read it, please share it with everybody, and that way we could make the right decision on this recession plan.
[50:15] So I would, you know, thank you for working on it, you know, not to be rude or nothing but that we got to look at it before we vote on it.
[50:25] So I move, I move to table this to the 24th, meaning to say.
[50:33] Thank you.
[50:35] Thank you.
[50:35] All in favor?
[50:36] All in favor.
[50:37] Thank you.
[50:40] The discussion item and direction and possible budget calendar?
[50:51] Mayor.
[50:52] Council.
[50:53] This is the budget calendar for this year, this fiscal year, and keeping in line with Mayor
[50:59] Maldonado trying to get everything transparent, and that we thought we'd bring this to
[51:03] work for council.
[51:06] One of the things council we just put in here, we put a date of May 11th and 12th for
[51:11] the workshop.
[51:12] That's something that Council needs to make sure that that's a date they can do, or we can choose another one.
[51:19] That's the base that we sit in and we do the workshop together.
[51:25] I think this item would take a fall on the same.
[51:30] Let's all look at our calendars and see that we can see it with the times of these, basically,
[51:40] January 19th, can you explain that one, Mr. Dickie?
[51:44] Yeah, let's just start directors meeting.
[51:46] We're going to start the, the staff needs to start the process.
[51:49] Okay.
[51:50] Well, what we need from, from you guys is just the dates that you want to have the workshop.
[51:54] Okay, just the, yeah.
[51:55] Since I thought upcoming, I just want to make sure we're on top of it.
[51:59] But council, any comments?
[52:02] I just have two comments.
[52:05] Again, we just received this.
[52:07] And in the future would be really nice if we get this a couple of days so that we can look at
[52:12] a calendars and be more prepared at the meetings. Having said that, I noticed that March 10th,
[52:17] you have staff budget retreat in Rio Rico. Now, I'm in the opinion that we should hold every
[52:23] treat here in Oguales. That's fine. I explained that in an email I sent out to all of council.
[52:28] Could we? That was a secret in Oguales. We can. And that's what we plan to do. That just kind of fell
[52:34] when we first talked about it, we thought it might be nice to be outside.
[52:39] Why?
[52:40] Just for another venue, we do it here every time.
[52:43] I just thought it might be nice to go somewhere else.
[52:45] That's what it's just kind of common practice.
[52:48] It's okay to stay here.
[52:52] An idea that I saw a little bit in how that exists.
[52:54] Where were you planning to have it in Rio Rico?
[52:56] There's a conference place there in one of the title companies.
[53:00] They have, I was there for our local real estate.
[53:03] They had it in the title company right adjoined to had a nice conference, and I thought it'd be nice to use it.
[53:10] We don't have to, and we weren't going to. That just happened to be in there.
[53:14] I knew it'd be a question that you'd ask.
[53:17] Can I just remember Monk Held, and that's why I sent the email out to explain to everybody.
[53:20] It was part of our local businesses here, and as much as we can.
[53:25] Thank you.
[53:26] Mr. Dickie, we've had the retreats before, and we've used the Americano because it will be prepared for that type of...
[53:32] yes, activities. So that would be a good. And we talked about that also. Once again,
[53:37] like the email said, this just happened to fall in here, I wish it would have not been
[53:42] on here because we weren't not planning on going there after all. It was just something
[53:45] that came up and at the time I think it just made it in on.
[53:49] Thank you. Thank you.
[53:51] I just moved to table this again and bring it back up on that 24th meeting and so we could be
[54:01] more prepared and discuss it.
[54:04] I have a question.
[54:07] What's this?
[54:12] I have a question.
[54:14] Was this not in the packet that we sent out on Friday?
[54:18] No.
[54:19] It wasn't.
[54:25] Okay, my understanding was out in the packet on Friday.
[54:28] So I'm sorry if you just got received it.
[54:30] I understand, but I really thought it was in the packet on Monday.
[54:35] Yes, sir.
[54:37] Mr. Valier.
[54:38] Being as this is a tentative schedule, and I think they have a target date of the 19th,
[54:42] which it doesn't include the council.
[54:45] This is for staff.
[54:46] I think we need to move it along.
[54:48] And since it's tentative and subject to change,
[54:50] we can always amend this.
[54:51] I think we got to look at that also as a possibility.
[54:55] Okay.
[54:57] Any other comments?
[54:59] Do you guys want to go with it?
[55:03] We change it.
[55:04] Uh-huh.
[55:08] Of course.
[55:10] My, my, is my looking at this the right way as a staff function, not a council function,
[55:17] but you guys need authority to start this.
[55:20] No.
[55:20] No.
[55:21] Let me make a suggestion.
[55:23] If you make a motion with these dates, then you tie yourself these eight.
[55:28] Even though it says that's interesting.
[55:30] That's a direction and information, just leave it.
[55:33] Staff will work it.
[55:35] I wasn't really looking for the dates that you guys would be able to have the two days.
[55:40] That's what I thought.
[55:42] That way we could correlate between us and make sure everybody's available on these dates.
[55:48] Anybody has any issues on X-State?
[55:52] Might be out of town, whatever.
[55:54] But we'll bring it back on the 24th and hopefully, you know, we could be more direct on.
[56:02] We need to give staff more direction on the direction of the day, so we need to move left and
[56:10] right up and down.
[56:12] Let's have a be prepared for the 24th.
[56:16] So I move to table this to the 24th.
[56:22] All in favor?
[56:23] All right.
[56:25] All right.
[56:26] All right.
[56:26] All right.
[56:26] All right.
[56:26] All right.
[56:29] Okay,
[56:32] let's we go to presentation and the Gallows Buffalo Soldiers, Legacy Association,
[56:39] Ms. Donna.
[56:54] She's
[56:59] got a Jackson.
[57:01] Yes.
[57:02] Good evening, Honorable Mayor Mado Nato.
[57:05] Thank you.
[57:05] Council, staff, and the No Gallows Community.
[57:09] I am Donna Jackson Houston, and I'm the founder and President of the No Gallows Buffalo
[57:15] And it's been a year since we were here, and it's been in a wonderful year celebrating and honoring the Nogales Buffalo soldiers, so thank you so much.
[57:30] Thank you so much for your tremendous support.
[57:34] And we are going to tell you at the end of this presentation.
[57:37] We're going to invite you and again ask for your support for this coming event in the
[57:42] end of the month.
[57:44] I would like to begin with a three minute YouTube video that I think really captures the
[57:53] essence of last year's inaugural.
[1:01:43] the 25th Infantry, Buffalo Soldiers and my grandfather, Lucius Jackson, was 25th Infantry, so in honor of him, honor work.
[1:01:53] So, the no-gas Buffalo Soldiers' Legacy Association is dedicated to honoring the memory of the distinguished all-black 25th Infantry and 10th Coverage Regiment of the United States Army known as the Buffalo Soldiers.
[1:02:06] The Association has comprised of descendants and friends of the Buffalo Soldiers that served at Camp Stephen Little, Arizona from 1910 to 1933.
[1:02:19] The mission of the Buffalo Soldiers Legacy Association is to partner with schools and communities across the nation, to educate, inform, and highlight the notable accomplishments of the Buffalo Soldiers who serve patriotic light,
[1:02:32] while subjective to oppressive and discriminatory conditions.
[1:02:38] The 2022 inaugural did an amazing job at honoring
[1:02:43] our no-gallis Buffalo soldiers, and we enjoyed working with
[1:02:46] no-gallis schools, students, and having support
[1:02:50] of the community. Thank you.
[1:03:02] One of the thank the mayor and the council for having us again this year.
[1:03:07] You're going to put up with us again this year?
[1:03:08] That's great.
[1:03:10] Awesome.
[1:03:11] I wanted to show you the slide we showed it last year too, but my grandfather Lucius Jackson
[1:03:18] is the one that's second from the right with the dog, right in front of him there.
[1:03:24] We did not know that our grandfather was a book for low soldier until later when we started
[1:03:31] to me and Donna started to kind of come down to the gallows to look at the marker that's
[1:03:35] on Brad Avenue there, we went to the cemetery to visit my grandfather's grave and we started
[1:03:40] kind of like pondering off, hey, you know, there's rumor that he might have been a Buffalo
[1:03:44] soldier and that's where all this came to fruition. So we kind of basically brought up a very
[1:03:51] treasure that no gallows, the history that no gallows has, to the surface. So now we're trying to
[1:03:58] just make a known of what the importance was of the Buffalo soldier and the importance of
[1:04:05] the big instrumental part of that whole history.
[1:04:08] So we want to thank you so much for letting us be part of Nogales again.
[1:04:13] I lived here, and I grew up here, and I went and graduated to Nogales High School, and
[1:04:20] I also wrestle with Mr. Maldonado there once upon a time.
[1:04:24] How many kilos ago?
[1:04:27] So what's it?
[1:04:29] Who won?
[1:04:32] We're a different weight class in the United States.
[1:04:35] And also I have a message for my father.
[1:04:37] I spoke to him today.
[1:04:38] He's in the hospital.
[1:04:39] He's doing well.
[1:04:41] He should be out Monday.
[1:04:42] He thinks he's in a jail.
[1:04:44] But we're saying, no, he's not in the jail.
[1:04:46] You'll be out.
[1:04:47] And as I say, hey, you have any words to wisdom
[1:04:49] that you like me to tell the city council.
[1:04:52] I'm going down there.
[1:04:54] And he thought about it.
[1:04:55] He goes, well, he says, let them all know
[1:04:57] Congratulations for being on another year and then also good luck.
[1:05:04] Thank you.
[1:05:06] Thank you.
[1:05:07] Thank you.
[1:05:11] You're not doing me yet.
[1:05:13] No.
[1:05:15] All right.
[1:05:15] And this one is the, this is the plaque I was talking about when we, you know,
[1:05:19] Grand Out of the most, everybody knows probably what that plaque is that.
[1:05:22] And that just distinguishes where the, the, the segregated school was at the edge of the school grounds there.
[1:05:30] So my father there, my uncle, David, that was instrumental in starting this whole thing.
[1:05:36] And that's what kind of like, give us this little, you started the candle and then when
[1:05:41] me and Donald started today, we just kind of came up with more stuff.
[1:05:47] And there's George Biggs at the Skigier Amendment.
[1:05:49] Oh, you have to Skigier.
[1:05:51] Yes.
[1:05:52] So we'll give it back to you, Donald.
[1:05:53] Okay.
[1:05:55] And the next slide, please.
[1:05:57] I'll do that one.
[1:05:58] Can I ask your question here?
[1:06:00] Is John John your uncle?
[1:06:03] My uncle, his father.
[1:06:05] John, your dad.
[1:06:06] Yes, sir.
[1:06:07] How's he doing then?
[1:06:08] Is he the one that was in the hospital?
[1:06:11] Yes, sir.
[1:06:11] He's in the hospital.
[1:06:12] He's doing great.
[1:06:13] He does have a Parkinson.
[1:06:15] So he's kind of in and out.
[1:06:17] But other than that, he's supposed to be coming home on Monday.
[1:06:20] And we're happy to have him back home.
[1:06:22] That's how we all say hi to him.
[1:06:23] Very close to all of us.
[1:06:25] I sure will.
[1:06:26] Thank you.
[1:06:27] Thank you.
[1:06:30] This was a very proud moment.
[1:06:32] Not only was inaugural a wonderful event, but we have just so appreciate it.
[1:06:37] No Gales International covering.
[1:06:39] Not only this event, but numerous events leading up to it.
[1:06:43] And Ms. Angela's here.
[1:06:46] Again covering.
[1:06:47] Hopefully you'll cover next in the next couple of weeks.
[1:06:49] But we wanted to thank again.
[1:06:51] No Gales International, the city, mayor, community,
[1:06:55] everyone for coming out. So, thank you. And next one. And my name is Riette Jackson. I am
[1:07:03] married to Ricky or Richard, whichever you call him. And I want to say congratulations to Mayor
[1:07:10] City Council members, all of you, for being back again this year. What a great opportunity it is to
[1:07:17] serve the community and so we thank you very much. We are very excited to share a little bit about
[1:07:27] We're going to cover that and then she's going to speak.
[1:07:31] You know what, we will be remissive.
[1:07:33] We do not tell you what an amazing year this has been in sharing no Gallus Buffalo soldiers,
[1:07:39] not only in Arizona, but in California,
[1:07:44] so I just wanted to share that after our inaugural,
[1:07:47] it went to two-bop procedure and that coincided with that.
[1:07:51] onza event. Then from there, it went to Pomona and the reason I went to Pomona, I'm
[1:07:57] a long-term resident of Pomona, I'm the chair of the Community Life Commission, I'm
[1:08:01] extremely involved in the community, and there's a correlation, a very positive correlation
[1:08:06] between no-gallis and Pomona. And I just really wanted to bring it to my community and beyond
[1:08:13] and just share again, no-gallis, buffalo soldiers, and support, no-gallis. I didn't
[1:08:21] girl here, like Ricky did, but I came here often all the time, no and love, no gals
[1:08:29] were going across the border all the time.
[1:08:31] And I think I showed with you last time, our grandfather, the Buffalo Soldier, the irony
[1:08:36] if you will, is that he came to, uh, with the Buffalo soldiers to patrol the border and
[1:08:42] you know that his house was literally that last house on the hill, right there when you
[1:08:51] the border.
[1:08:52] So, on each street, so I just, you know, again, I wanted to share, that's why it's Pomona.
[1:08:58] So in Pomona, we did quite a few events in Pomona, Juneteenth, that's the annual celebration
[1:09:05] of the African Americans, and we had it the African-American Museum of Beginnings, and then July,
[1:09:11] we had a number of events at the African-American Cultural Center.
[1:09:16] July 28th is National Buffalo Soldier Day.
[1:09:19] And then we did Veterans Day, and in Pomona, we did an inaugural African-American Veterans
[1:09:26] Day celebration to recognize African-Americans in the Pomona Valley area for their contributions
[1:09:34] and we absolutely had that with the Buffalo soldiers, because it's the Buffalo soldiers
[1:09:41] that actually began after Civil War for all the other enlisted veterans.
[1:09:46] So we want to make that correlation there, okay, and the exhibit received tremendous support from the communities, organizations who like to officials, school leadership universities with significant media coverage, and I don't have the exact numbers when I was looking at though the, the, the different media as that covered it, I would say, I would say over a hundred thousand people that it, that it went to, that's exciting.
[1:10:13] And then, as our mission said, that we want to work with students, just as you like to
[1:10:21] want to work with students, there are future, absolutely.
[1:10:25] So I have partnered with the NAACP out of California, and we proposed a resolution that
[1:10:33] went to our state convention a few months ago, and it passed.
[1:10:37] We proposed a Buffalo soldier resolution to add the knowledge about them in the educational curriculum.
[1:10:46] That passed and the president of the state said, this is so important.
[1:10:51] It's going to go to the National Convention in a few months.
[1:10:57] And wouldn't that be amazing and powerful if it's approved at a national level.
[1:11:01] And so the Buffalo soldiers in the began with a no-gallelist Buffalo soldiers.
[1:11:05] Okay, is now being taught in our schools nationally.
[1:11:10] So I just wanted to share that, and then I'll start it here.
[1:11:13] Let's take you for your spark.
[1:11:14] Please.
[1:11:16] So I'm sorry, I was really excited to jump in here and tell you about this year.
[1:11:21] So it's been a great 22, but 23.
[1:11:24] We do have plans to continue on this historical salute.
[1:11:29] And so as you can see on the information,
[1:11:31] And we do have planned to do a more formal celebration at the Cemetery, Nogales Cemetery
[1:11:37] on Saturday, January 28th, and we will be having speakers, as well as the Fort Wichuka
[1:11:45] Color Guard Calvary again.
[1:11:48] And we also, every event, involve the Nogales students.
[1:11:53] So we've worked really closely with Mr. Colgate last year and continue to do that this year.
[1:11:59] And would like to, in the future years, expand that, maybe even beyond no-gallets high school
[1:12:05] to other schools as we're able to do that.
[1:12:09] So our first year, we really focused on bringing the event to different locations.
[1:12:13] This next year, we're hoping to bring more information to the different schools as a retired teacher.
[1:12:20] That's been one of my passions.
[1:12:22] So then after the cemetery, the second part of our day will be a little bit less formal,
[1:12:27] but we'll be right here at City Hall and again we will have some speakers telling a little bit
[1:12:33] about what's going on at Camp Noco, which we have discovered many of the no gallospuffle soldiers
[1:12:39] were placed in different locations before coming here. Camp Noco being one of them and for what
[1:12:46] you got another those kinds of things. And we also have a high school student and art student who
[1:12:53] did some work for us that we would like to honor from last year's event.
[1:12:58] And then we will have more high school,
[1:13:01] Nougale High School performers presenting to be a part of that.
[1:13:06] So those would be the two main events on that Saturday,
[1:13:09] but then we also want to encourage community members
[1:13:12] or people who are visiting for the event to check out
[1:13:15] some of the other historical sites.
[1:13:18] So as you can see on the back of your handout or second page,
[1:13:22] There's the map there, and it has identified some of the historical markers that we would encourage people to go visit.
[1:13:32] Okay, Mr. State, Ms. Faye, would you feel glad you're here?
[1:13:38] Okay, I have got a descendant in the bottle of oysters.
[1:13:43] However, I am an enthusiast of the history of no gallas.
[1:13:48] And this building, the entire corridor up Western Avenue,
[1:13:54] was camp little. Camp little was occupied.
[1:13:57] It was started as Camp Nou Gallus in 1910.
[1:14:03] In 1915, unfortunately, a young man was shot by a round of bullet, Mr. Stephen D. Littles,
[1:14:11] so they renamed the camp after him.
[1:14:14] And after World War I,
[1:14:19] from about 1918 on, the camp was primarily occupied by the 25th
[1:14:26] country and the 10th Cavalry, which were both Buffalo soldier units.
[1:14:32] So here we stand where they stood a hundred years ago, and so with our event on the grounds
[1:14:45] of Camp Little, the Park behind City Hall, on Saturday the 28th, time is a little still
[1:14:54] for adjustment, but an event in the cemetery approximately 10 o'clock and event.
[1:15:00] Behind City Hall, at approximately 130 or 2 o'clock. So, in order to build your enthusiasm,
[1:15:13] show us what flow we have.
[1:15:22] Thank you. Thank you.
[1:15:35] She is so talented, and as you hear this face speaks, she's very passionate. When the
[1:15:43] No Guazbuffalo soldiers did one of our articles indicating that we were going to have
[1:15:51] with an hours of a being published, she had called me and said,
[1:15:56] how could she help?
[1:16:00] And this faith has just been instrumental in the beginning,
[1:16:06] now, and in the future, just keeping this going and our story and also,
[1:16:11] and I just so appreciate you.
[1:16:13] And we have created another Buffalo, the last,
[1:16:16] We had Buffalo display that was at the museum last year moved from Nogales to to back to Pomona and a couple places after that.
[1:16:30] And so now since we're focusing more on education and the students, we have a new Buffalo soldier or Buffalo with the history on it that will fold in half that can be transported to school.
[1:16:47] So the museum will have an exhibit on the 28th regarding Camp Little in the Buffalo Soldiers
[1:16:54] in the Premieria Alto, we certainly invite you to join us, and it will be there as a permanent
[1:16:59] exhibit.
[1:17:01] Thank you.
[1:17:02] That's excellent.
[1:17:03] Good enough.
[1:17:04] So again, thank you again for your support.
[1:17:06] Thank you.
[1:17:06] Good to see you on the 28th.
[1:17:08] How do we end?
[1:17:10] Thank you.
[1:17:11] Thank you so much.
[1:17:14] Thank you.
[1:17:19] So Mr. Mayor, staffs looking from direction from council, hopefully to fully sponsor this event.
[1:17:26] We can take care of that.
[1:17:29] That's a present too.
[1:17:36] Thank you.
[1:17:36] Thank you.
[1:17:50] Yeah, I'm pushing the way with put on the agenda.
[1:17:54] But I think it comes all the way.
[1:17:58] You know, not official, but I think we're all for it, and we will do it officially on the 24th
[1:18:07] meeting.
[1:18:12] It's still up in the air, so future agenda item for the duty.
[1:18:20] The 24th will be the beginning, the 24th will be the beginning to get the final approval,
[1:18:26] and then to do it on the 28th.
[1:18:29] Correct?
[1:18:30] That's the event.
[1:18:31] The event is on the 28th.
[1:18:33] The events on the 28th, on the 24th will put an action item, so they can have an official direction.
[1:18:40] We'll move forward as if you were going to.
[1:18:43] Yes.
[1:18:43] I'm pretty sure.
[1:18:44] Thank you.
[1:18:52] Next, I'm President Thason number two.
[1:18:54] The Center of Economic Integrity,
[1:18:57] on predatory auto-titled loads.
[1:19:00] Mr. Worldilla.
[1:19:02] Thank you, Mayor.
[1:19:02] I have my niece, she's will be doing the presentation for the record mayor in Council.
[1:19:11] I've been a councilman for two years and I have never seen my parents in council chambers
[1:19:17] and the grandchild shows up for one presentation in both of them over here.
[1:19:24] Thank you, Stephanie.
[1:19:26] Good evening, mayor, council members and community.
[1:19:29] Let me pass out a flyer for you, guys.
[1:19:32] Really?
[1:19:37] I'm here.
[1:19:38] I'm from Nogales, like my uncle mentioned.
[1:19:40] So it's always great to come back to your home town
[1:19:43] and sharing a flyer.
[1:19:56] So, once again, good evening.
[1:19:58] My name is Stephanie Padadas.
[1:19:59] I am the community engagement coordinator
[1:20:01] for the Center of Economic Integrity.
[1:20:04] I'm here to tell you guys a little bit about
[1:20:08] our organization.
[1:20:10] And maybe I'm here to warn you guys
[1:20:12] to tell you guys about predatory auto-titled loans.
[1:20:15] So I'm going to start with a little bit about us.
[1:20:18] The Center for Economic Integrity is a nonprofit organization whose mission is to build
[1:20:23] economically strong communities for all and oppose unfair corporate and government practices.
[1:20:31] We do this by engaging in a variety of strategies such as public policy, regulatory campaigns,
[1:20:37] education, advocacy, like how I am here today.
[1:20:41] And I want to tell you guys a little bit about our successes just because we are just so proud to share these things.
[1:20:50] Millions of dollars have been allocated to flood high-quality preschool in Tucson and Pima County.
[1:20:58] And we are looking to expand that.
[1:21:00] But right now that is a really great success that we are so proud of.
[1:21:05] Millions of dollars have been appropriated to support kinship foster families,
[1:21:08] of grandparents as uncles who end up fostering their nieces and nephews money has been allocated
[1:21:13] to those families as well. And then also millions of dollars in U.S. interest rates have been
[1:21:19] saved by people targeted by predatory payday lenders. And one of our most recent things have been
[1:21:24] proposition two oh nine, which recently passed in November. So those are just a little bit of examples
[1:21:30] of what our organization does, and some things that we're working on right now are things like
[1:21:38] protecting consumers, maintaining support for children and families, eliminating corporate
[1:21:44] profiteering from this house in crisis that we see unfolding in front of us, and then
[1:21:49] banning triple digit interest rates in title loans, which is why I am here, the more you know,
[1:22:00] them where you can protect yourself and advocate for your community. So who has heard of
[1:22:05] car title loans or auto title loans? Everybody, right? They're all over the place. They cater
[1:22:10] to our communities. They hire locals. They make it seem friendly. They're out there accessible
[1:22:16] for everybody, right? Well, let me put a little analogy in your head. So imagine your second
[1:22:21] moment all of the ocean. There's turbulent wind, turbulent waves. You're trying to catch your breath
[1:22:26] and you can't, you're about to drown.
[1:22:29] All of a sudden, hmm, sorry.
[1:22:32] That's my best ship that I could do.
[1:22:35] Basically a big ship here comes to save you, right?
[1:22:37] It has a big ol' time.
[1:22:39] Auto title loans easy for everybody.
[1:22:42] We'll save you.
[1:22:43] You reach out, help, they throw the lifesaver
[1:22:45] you hold on as tired as you can.
[1:22:47] You think, finally, I can breathe.
[1:22:49] I'm not drowning.
[1:22:51] Before you know it, the ship is fully infested, anything.
[1:22:54] You're drowning, you're underwater.
[1:22:55] and you try to let go of that life-saver, but like a signature brings you to a contract,
[1:23:00] you're stuck on that life-saver. What do you do? You realize you're in a death trap.
[1:23:05] And for lack of a better word, a death trap. I'm sorry. How do we cheesy?
[1:23:12] So, the same way that these auto-title loans took advantage. The same way that both took advantage
[1:23:18] of that person. The same way auto-title loans take advantage of people in a financial emergency.
[1:23:25] of low income vulnerable people. A couple of facts, Arizona law permits
[1:23:30] quartetal lending at 120 to 204% APR. This type of small loan generally
[1:23:36] requires the borrower to use their class collateral to guarantee that the
[1:23:40] loan will be repeated full and interest rates far higher than Arizona's
[1:23:44] usually law permits for regular consumer lender loans. Most people end up
[1:23:49] only twice as much as they started out with. And sadly, what ends up
[1:23:54] happening a lot of the times, I'm being too hard with this.
[1:24:00] What ends up happening is that people have their car be possessed, people end up having
[1:24:05] to get lawsuits on them, go to court, and eventually sometimes having their wages garnished.
[1:24:11] In a typical year, Arizona borrows paid $254,954,924,519 dollars fees in interest for
[1:24:20] part-title loans. That's a lot and that's happening to people all over our community. I
[1:24:25] can mean people with both my hands that have fallen victim to cart-title loans.
[1:24:35] So, one
[1:24:36] more story, just to pull out your heart's strength. A nice lady that my boss knew names
[1:24:43] that coincidentally like my grandmother. She lived in Morenzi, another small town north
[1:24:48] East of us, and she ended up falling ill, having to be transported to the hospital, to a better
[1:24:54] hospital, as Primo Galis note, that happens often. We need better hospitals. And so, she ended
[1:24:59] up having to pay tons of medical bills and being, having no knowledge of the debt trap that
[1:25:09] Cartetel moves are. Ended up having her car repossessed, having her wages garnished.
[1:25:17] So,
[1:25:17] this happens more than we like with car title loans.
[1:25:21] So I'm here just to ask you guys to warn your family, warn your friends, warn your communities,
[1:25:28] offer other options, they're ask your churches, there are foundations like the Jewish community foundation,
[1:25:34] that offer loans with low interest rates to no interest rates, ask your family, your neighbors,
[1:25:40] ask for an advance at your job before you pull out auto title loans because they end up turning a small financial
[1:25:47] situation into a financial disaster and none of us want that for the people in our community,
[1:25:53] especially we know our community is being targeted. So if you guys have any stories
[1:25:59] if you or anyone you know have ever fallen and have a victim to partital loans, I would love
[1:26:05] to hear your stories, your stories make a difference going to legislator and taking our backpack
[1:26:10] of showing them our proof. So if you guys have any stories you can send them to me at Stephanie
[1:26:15] at economicintegrity.org.
[1:26:20] Also, if you guys would like to follow us on Facebook, Instagram,
[1:26:23] or Twitter, or find us at economicintegrity.org. Thank you guys for listening to me.
[1:26:28] Thank you guys for being here for the community.
[1:26:33] And that's all I have for you guys today.
[1:26:35] Thank you. Thank you. Thank you very much, Stephanie. Thank you.
[1:26:40] All right,
[1:26:46] I'm seven financial monthly report as I say to you, so I'm going to give you
[1:26:57] the excuse.
[1:27:07] Sorry, I usually get the cue for him to take the stand.
[1:27:12] So in front of you tonight, you have the financial report from November of 22.
[1:27:17] At the end of our first five months, we should be at about 41.67 percent when it comes to our revenues and our expenditures.
[1:27:31] If you look at your table A, this is our general fund
[1:27:40] and for our revenue for the first five months we have collected 14,963,897 dollars, which is 54 percent.
[1:27:53] And our expenditures are at $12 million, $533,411, which is at $35.
[1:28:04] Also, for our shared revenue, you'll see on table A that we have collected $3,695,830, which is right at $40%.
[1:28:15] If you move on to table B,
[1:28:21] this is our sales tax that we collect.
[1:28:23] For November, we collected $72,567.
[1:28:31] This was $322,497 less than last year for November, but we are still $1,236,662 over
[1:28:44] where we were in November of 2021 compared to 2022.
[1:28:49] I see that most of it copied out of the sail tax, right?
[1:28:55] And a little bit of, yeah.
[1:28:59] And then short on the sail tax piece.
[1:29:03] Mm-hmm.
[1:29:03] Which is the public safety sales tax and then our bed tax.
[1:29:08] And just a quick note on the sail tax.
[1:29:11] There's numbers that you get from the state,
[1:29:13] and then there's numbers that we get in our checking account.
[1:29:15] When it comes to these numbers, it's someone's physically coming to our checking account during that month.
[1:29:20] So it could be a little bit of our sales tax income from the month before, but we included in the month that we receive it here at the city.
[1:29:31] So some people see different numbers, but these are the physical numbers that come into the city.
[1:29:35] Good, I'm hoping December is going to be a boom.
[1:29:38] I already checked. It's a much better.
[1:29:40] I already looked.
[1:29:42] I tried getting it to Walmart. It was, it was, it was, um, December is looking much better than
[1:29:49] November did. Good. If you move on to table C, that's our general
[1:29:53] fund expenditures, per department. You'll notice that we still have some that are highlighted
[1:29:59] that are above.
[1:30:00] The percentage of the 41.67, those are still being watched. A lot of them are still due to very large purchases at the beginning of the year that we have to account for when it's paid for, and as we get these last few months, we'll start to see those level out.
[1:30:17] Why would animal control be a hundred and five percent of all?
[1:30:21] So when it comes to animal control, we pay it.
[1:30:25] It's a share.
[1:30:26] So we base that off of our number from last year, and we guessed a little low.
[1:30:31] So that's why like last year it actually showed like a hundred and nine almost a hundred and ten percent.
[1:30:36] So this year we guessed you made a little low.
[1:30:38] So next year we'll guess you made a little higher, so then it covers it better.
[1:30:42] Is there any one of these that have any concerns?
[1:30:47] At this point, no, I really don't have any major concerns per department.
[1:30:53] Like I said, the ones that are higher are either capital purchases we did at the beginning,
[1:30:58] or there's also, like, for instance, any finance.
[1:31:01] We had to do our entire audit, and it's in here.
[1:31:05] We're not paying for it all at first, but it's included in the in-combrance.
[1:31:09] So that's why, like, finance is the high.
[1:31:12] What did that on it include?
[1:31:15] So, all right, it's not finished yet, but it's all of the fiscal year of 22 that they're
[1:31:20] working on.
[1:31:21] They've been here now twice.
[1:31:23] We continually work with them.
[1:31:24] We have a portal that we work with the CLA.
[1:31:28] And then in probably Mayor June, they'll present to you, like you do every year, where
[1:31:34] what their findings are.
[1:31:36] And that's finance, all departments.
[1:31:39] It's the entire city that gets audited on the volunteer fire fires.
[1:31:46] What's that expenses that for?
[1:31:48] So the volunteer firefighters and I couldn't even tell you when this began but we pay them.
[1:31:54] I believe it's $50 a month and we're down to seven still living and we pay it until they pass.
[1:32:01] So this is just salaries.
[1:32:03] Yes, all it is and that's why that's the one you only see.
[1:32:06] It always matches the percentage because it works out perfectly, unless one of them passes
[1:32:12] and then we stop paying them.
[1:32:15] Sure.
[1:32:16] Actually, it's not a salary, it's a retirement when they're used to be volunteer firemen,
[1:32:24] and that's why there's only, you guys think they're seven-layer.
[1:32:29] Yeah, and they've been going by the way side, so that's what's left, but as soon as they're
[1:32:34] on and that that's an expense with a longer half.
[1:32:39] Thank you for your clarification, Joe.
[1:32:41] Yes, thank you.
[1:32:43] If you move on to table D, that is our herf.
[1:32:51] And for herf and our overweight,
[1:32:54] for herf we have brought in 958,943 dollars,
[1:32:59] which is 35%.
[1:33:01] And overweight fees we have brought in 126,000,
[1:33:05] $47, which is at 50%.
[1:33:08] And for the expenditures, we have
[1:33:11] extinced out $1,736,855, which is 33%.
[1:33:19] And for overweight fees, we have
[1:33:21] extinced out $2,139, and $70, which is
[1:33:33] or our table E.
[1:33:38] It's our sewer fund. We have brought in 931,409 dollars which is 25% and we
[1:33:48] have extends out 930,477 dollars which is 41%.
[1:33:58] Table F is our water account and in the water
[1:34:07] $1,127, which is 42%, and we have expense out $2,182,274, which is 31%, and then the final table is table G.
[1:34:23] Yeah, well, question, why it's such a big difference?
[1:34:27] We're from between, like, the income and the, a lot of it, it's based on the budget
[1:34:34] that is created,
[1:34:40] so like the expense number would just be based off of your annual budget
[1:34:44] of your expenses.
[1:34:47] But these are actually expensive that we've done.
[1:34:50] Yes.
[1:34:51] Which one was an expanse that really bounces out as materials in the place?
[1:35:02] 76 over or 76 of the annual budget of the 268,000.
[1:35:13] So it's possible that they have purchased a very large item that they had planned on purchasing,
[1:35:19] But it's already been purchased.
[1:35:23] And so then it's not brought out over the 12 months.
[1:35:26] It's put in here the month that it's paid.
[1:35:29] Okay, thank you.
[1:35:33] And then table G is our sanitation.
[1:35:38] And sanitation has brought in $1,226,856, which is 41%.
[1:35:46] and has expensed out $1,245,599, which is 40%.
[1:35:56] Do you have any other questions on that part?
[1:36:00] Okay, then the final part you'll see, which is the water and sewer delinquent report
[1:36:04] and miscellaneous reports.
[1:36:07] We currently have 6,134 active utility accounts.
[1:36:12] That's water, sewer, sanitation accounts.
[1:36:15] We have four hundred and fifteen accounts that are on contracts.
[1:36:20] The total of those is one hundred and eighteen thousand, three hundred and thirty-one dollars
[1:36:25] and fifty-three cents.
[1:36:27] It was decreased by four thousand seven hundred and twenty-five dollars and ninety-eight cents
[1:36:31] from last month, but we do have two more contracts that people have come in and signed up for.
[1:36:38] We also have a hundred and forty-eight the link with accounts that are sewer or sanitation
[1:36:42] commission only, and those equal $300,463.97. The total has decreased, but the accounts
[1:36:51] have increased. I have been working more with legal gash in the past two weeks. I think
[1:36:58] Ms. Montoya has seen me more than she normally does. But legal has really stepped it up
[1:37:05] on getting not just out to just tenants, but also the homeowners of some of the homes that are
[1:37:10] and rented trying to find the people responsible.
[1:37:15] And then we did not have any employee payouts.
[1:37:19] And you'll notice on this report on the second page,
[1:37:22] it now has the fuel report on here.
[1:37:24] The mayor has asked that it be brought down a little bit more
[1:37:28] simple than all of the charts and graphs.
[1:37:31] So you'll notice from July to December of this year,
[1:37:34] we have paid out $239,500 in green dollars and $2 cents
[1:37:38] fuel compared to last year from July to December. It was 189,249 dollars and 14 cents.
[1:37:48] So we're 50,253,88 above last year. And then you'll also notice I'll continue the running
[1:37:56] total for the year. So last year by the end of the year we paid 476,336. So that'll be,
[1:38:03] unless you guys wanted a different way, we can make it a little bit more simple like this.
[1:38:07] And Gene, this increase is not because the step in using more fuel is because of the price of the gas and the price of the gas.
[1:38:17] The price of the gas, yes, sir.
[1:38:18] Thank you.
[1:38:20] Thank you for coming.
[1:38:20] Thanks, Mayor.
[1:38:23] Any other questions?
[1:38:26] Thank you.
[1:38:27] Thank you, Gene.
[1:38:29] Any other problem in Mr. Dickie on a planet?
[1:38:32] No.
[1:38:34] Not in there.
[1:38:34] Okay,
[1:38:41] next, next item, number eight, orders, eight, concerto and possible action in order
[1:38:48] 2023-01-001, and order of the City Council of the City of Nogales, there is on
[1:38:56] an operation, the Nogales Police Department to enter into a contract with Mayor Posa,
[1:39:02] Community Health Center in an Arizona non-profit corporation until August 31, 2023 in the
[1:39:12] amount of $20,000 that will be dispersed to the Nagasaki Police Department for the participation
[1:39:21] in committee or by response program and supported MCAC with the mission of prevention treatment
[1:39:33] and recovery of or by and this cycle is related abuse.
[1:39:46] If any comment on this, does this come from a mayor poster, right?
[1:39:52] Yes, it comes from a mayor poster up to 20,000.
[1:39:55] They'll get the police department.
[1:39:57] Okay, and it's to fight the open.
[1:39:58] Yes.
[1:39:59] Okay.
[1:40:00] So any discussion?
[1:40:04] All in favor?
[1:40:09] No, thanks.
[1:40:12] Motion passes.
[1:40:14] The consideration in possible action in order, 2020, does 0-1, does 0-0-2, in order
[1:40:23] of the Council of City of Nogales. There is an authorizing the city manager to award
[1:40:29] a contract to an engineering ink for the Royal Road Water Main Replacement Project for an
[1:40:37] amount not to exceed of $2,828, and $2,828,428, and $8.
[1:40:53] a discussion, yes, sir?
[1:40:56] I have a question to Mr. Dicky or Mr. Varsana,
[1:41:00] who I would answer.
[1:41:04] These projects originally were discussed in the Royal Road. Originally it was at 780 or 900.
[1:41:18] We needed $2 million more for this project and the other one that we're going to discuss also.
[1:41:25] Mr. Varsana, why is it that it went this increase because with these two projects that we're going to approve.
[1:41:33] We're really at $3,355,000 and we only have $15,000,000 or actually less than that to pay these 31 projects.
[1:41:44] I'm sorry, Council.
[1:41:46] Yes, the cost estimation was done about three or four years ago when we started the process of designing this project.
[1:41:55] As you know, the castle construction has been going really, really high.
[1:42:01] When we bid at the project, the lowest bid was this amount.
[1:42:06] So, we don't have any control over what the castle is
[1:42:11] and who is willing to give us the best price.
[1:42:16] So, with you, from a couple of years ago,
[1:42:19] But I think I presented that to the council saying that the project were going up and that we
[1:42:26] would not have enough money to do all their projects with the money that we have.
[1:42:35] So this is the result of somebody willing to do the work for this amount.
[1:42:42] We had four different companies competing for this and this was the lowest bid.
[1:42:48] Mr. Burrza, let me.
[1:42:49] As far as I know, this project was estimated, maybe a year ago at $6,700,000 less.
[1:43:05] And unfortunately, I know the lapse of the city or council, not pushing it and getting it done.
[1:43:15] And, you know, I could tell the council, you know, right now, we're looking at $200,000.
[1:43:23] If we keep on waiting, we're looking at $3 or $4 million, and it's going to get cheaper.
[1:43:29] It's going to get more expensive.
[1:43:31] Yes, unfortunately, the situation of the market is the prices are going up.
[1:43:36] The supply is still not there, so the timeframe also to get all the supplies is really...
[1:43:43] Really, some of the supplies that they need for this, there are some valves and things like
[1:43:51] that, well, the requirement now is everything has to be made in the USA, so the prices are
[1:43:59] a lot higher and the delivery time in some of these things, they have 15 weeks of the
[1:44:07] time for some of the buffs for this. That's the market that's the way it's.
[1:44:14] I have a question. Go ahead, Mr. Doha. Take you know what I'm going to talk about.
[1:44:20] Are you pleased to know what you're going to make? I'm sorry, here we go.
[1:44:27] Take you know what I'm going to talk about, Mr. Barkin.
[1:44:29] So the estimate we have here, is that company tied in to that amount or, yes, okay.
[1:44:39] That's the contract that they are going to sign and they are committed to construct that project with them.
[1:44:45] Right. And they already took, they did all their due diligence of survey.
[1:44:51] They're not going to come up with a higher price down the road because of unforeseen factors.
[1:44:57] I cannot guarantee that because I won't go.
[1:45:00] I don't know that there are going to be finding something that was not seen, but they are committed.
[1:45:08] We did the due diligence. We went and did the social reports and the engineers verify everything.
[1:45:16] As far as we know that we are not expecting anything higher than that, the contractor is bound by that amount.
[1:45:26] So unless there's something really strange that shouldn't be any change order, that's what you're referring to.
[1:45:34] Yeah, they didn't take something to account, you know, as far as it creates a bigger expense for them.
[1:45:42] And now they want the city to pay more.
[1:45:44] We have reviewed this project by three different engineering companies.
[1:45:49] the design engineer, we have a consultant engineer that's helping me review all the
[1:45:56] projects from WIFA and the consultant that we asked them to review that everything was
[1:46:08] proper in the proposed bid. And we compare with every single proposal that they did
[1:46:17] And everything is, and we've used them, the city has used them in the past, this company.
[1:46:22] Yes.
[1:46:22] They've done good work.
[1:46:24] And they don't come up with this.
[1:46:26] They haven't had that problem.
[1:46:27] They haven't had any problems.
[1:46:29] Later, you know, asking for more money.
[1:46:31] They're working right now in two different projects with the city on the Gales.
[1:46:34] They did the water tank.
[1:46:37] That's sort of a top of the hill and the stream was on Marikosa.
[1:46:42] So we have work with Damon.
[1:46:44] We have a car in the issues.
[1:46:49] Thank you.
[1:46:52] I just want to take exception as to the fact that the prior administration was being blamed for the delay.
[1:47:00] At least in the time I've been here, I think we ran into ADEQ approval problems, environmental agency problems, so it wasn't just that.
[1:47:07] So I think we should move ahead before we had another million to this, but that's just what I want to talk about.
[1:47:14] I have a couple of questions to question this.
[1:47:18] We have another one, I have one of the certificates I have here from ADQ.
[1:47:24] The next one that's up for bid is the one that is for Western Avenue and has six
[1:47:30] streets gathered to that.
[1:47:33] With that said, I think that's going to pretty much take up a lot of money, my correctness
[1:47:40] in assuming that.
[1:47:41] Have you checked, do we have enough money as far as her or overweight money to pay for the asphalt?
[1:47:50] It's because 80 Q and covers the trenches, right, am I correct in that?
[1:47:55] Yes, so are we gonna have enough, have you contemplated and checking if we're gonna have enough to finish these projects?
[1:48:04] The way that thought the design is, we included in this price and this contract,
[1:48:09] to cover the train's 12 feet wide.
[1:48:12] That the idea is that at least we will cover one lane of the road
[1:48:17] where we do the construction.
[1:48:20] The idea and I have been talking to Mr. Dickie and Mr. Kissinger
[1:48:23] that at the time when they are ready to do the paving,
[1:48:27] we will come back to you and say,
[1:48:31] you want to do the whole street.
[1:48:33] You could match the 12 feet that we have included in this contract
[1:48:37] to do the whole street, because we, to begin with with with us, money we cannot do
[1:48:45] really.
[1:48:46] Complete the street paving, but my opinion and my recommendation is that at the time when
[1:48:53] the paving is going to be done, to check and see if there is overway fees or hurt money
[1:48:59] or another source of money to make the street complete with repave.
[1:49:06] Also,
[1:49:09] since pretty much I think we're going to use up our money after this project, you have
[1:49:15] a bunch of ADQ certificates here and you have for the sewer also.
[1:49:21] So have you discussed any strategies to where we're going to get the money to finish all
[1:49:28] these projects?
[1:49:29] Well, I put something in the agenda, I think a couple of meetings ago to discuss the point
[1:49:40] that we don't have enough money and I need a direction how we're going to, we have options.
[1:49:47] I believe we can go and ask additional money to WIFA and see how much we are able to get
[1:49:56] Well, as a grant, a much money we can give, as a additional money, as a loan, low interest
[1:50:02] loan, or looking for another source of money for these projects, there are option is prioritized
[1:50:12] which project you want to do first, and that's, I believe you, you directly need to do
[1:50:18] these two projects, and those are the ones that before you, those were the top priorities
[1:50:24] He's not smart.
[1:50:25] And with that same subarseness,
[1:50:29] it is, I've noticed here that you have,
[1:50:32] or like, I think, one, two, three, first streets that haven't,
[1:50:35] we don't have any type of, from ADQ or anything like that,
[1:50:39] depending, right?
[1:50:40] We don't have about four, four, yeah.
[1:50:43] OK, so once we get the bid, once we get the bid back
[1:50:48] from the Western Avenue project, would that give you a better understanding
[1:50:54] of how we can prioritize, whatever money is left over.
[1:51:02] Right now, with these two projects that are here, it's going to be over a $4 million amount.
[1:51:09] So we have about $5, almost $6 million in water.
[1:51:15] So my guess is when we go to Western, probably we're going to be really close to the money
[1:51:22] available for water. One option that we have, we haven't done the sewer. I believe probably
[1:51:31] there are going to be a little bit lower, but I don't know until we bid it. So we can ask
[1:51:38] if I locate some of that money in the loan that we have from sewer to water and then you make
[1:51:51] to do the sewer to the water projects.
[1:51:56] I mean, are they both that same priority level of priority?
[1:52:01] Well, there are some projects on the sewer.
[1:52:05] They are high priority because they're like banker.
[1:52:09] That I think has to be done at the same time
[1:52:12] that we do the water because they are in the same street
[1:52:15] and we don't want to open the street and then close it
[1:52:19] and then reopen that again with the sewer.
[1:52:21] I'm bankrupt. I didn't at least, at least not in my documents. Do we have that permit already from you? We didn't. Okay. Okay. All right. That's all. Thank you.
[1:52:34] Any other questions? Okay. So, all in favor for the.
[1:52:47] Thank you, sir.
[1:52:50] Thank you, sir.
[1:52:53] Thank you.
[1:52:54] Second by Ms. Melendis.
[1:52:56] Thank you.
[1:52:58] It's all in favor.
[1:53:02] On the post.
[1:53:05] Posture passes.
[1:53:08] I am seeing a consideration and possible action
[1:53:14] of order of 2023, that is 0.1, that is 0.0.3.
[1:53:21] And in order of the Council, the City of Nagalza is on an after 18, the City Manager
[1:53:26] to award a contract to an engineering ink for the financial grant they water main replacement
[1:53:34] project for an amount not to exceed $1,960,219.
[1:54:16] in the United States, considering the possible action of audience at a miscue? Is that a miscue?
[1:54:29] Is that a miscue? Is that a zero before?
[1:54:31] Yeah. Okay. So it's an order, an answer.
[1:54:34] Two, zero, two, three. That is zero, one, that is zero, zero, one. And order, an answer, the
[1:54:50] adopted June 27, 1989 by amending the official zoning map by rezoning partial of property
[1:55:00] in the city from single-family residential 18s, F-R-18 to multiple-family residential M-F-R
[1:55:11] on Santa Cruz County assessors partial number one or two that zero three that's zero one zero eight.
[1:55:21] Can I have my information on this one?
[1:55:30] Happy New Year.
[1:55:32] Happy New Year.
[1:55:32] Happy New Year.
[1:55:34] Do you have any specific questions or did you want to know?
[1:55:36] Where is it at?
[1:55:38] So it's a parcel located between
[1:55:40] Monk Alice High School and Interstate and it's
[1:55:44] Frank Reed and the Interstate.
[1:55:45] So I can show you a map.
[1:55:46] So this
[1:56:07] is the general area, and I'll go down to another.
[1:56:16] So the town homes on Frank Reed and the inner state.
[1:56:19] So it's north of that.
[1:56:24] So the orange parcel is the high school,
[1:56:28] and the subject parcel is the red outlined.
[1:56:33] So it's a zone change from single family to multi-family residential,
[1:56:37] and in the adjacent townhomes are have the existing multi-home residential zoning currently.
[1:56:47] Is that just a little square on top, that one?
[1:56:51] Both of these.
[1:56:53] Both of these?
[1:56:56] Ripley, how many homes are going to be added to?
[1:57:00] Based off the applicant's information, I think they have a 12 to 18 number, but we have no building plans.
[1:57:06] We have no site development plans at this point.
[1:57:09] Those are just their loose numbers at this point.
[1:57:13] Greg, where are you?
[1:57:15] Mr. Paisa, on this,
[1:57:19] Mr. Presidential, is that, is that for apartment buildings
[1:57:25] or for Emily Holmes?
[1:57:27] So, multi-family residential allows for both apartments
[1:57:31] and town homes.
[1:57:33] The applicants information on their narrative,
[1:57:35] They have their intention to build townhouses on this property.
[1:57:40] Is there any difference between just regular,
[1:57:43] residential housing and low income housing with a change
[1:57:50] to be different, the zoning?
[1:57:54] So if a zoning perspective, the current zoning is
[1:57:57] single family 18, right?
[1:57:58] So that's your detached home.
[1:58:01] That's, you know, metal hails or those type of houses.
[1:58:04] And this particular zone change, if it's approved, allowed them to build townhouses, apartments,
[1:58:12] doplexes, triplexes, and anti-nets considered multi-family housing.
[1:58:16] And do you need any input from the residents in that area?
[1:58:20] So, previously the Planning and Zoning Commission, we sent out letters to any property owner within 300 feet of this subject parcel.
[1:58:27] We also posted on the property, and we posted on newspapers, all those public notifications were done before the Planning and Zoning Commission.
[1:58:33] meeting. We received, I think, one neutral inquiry asking about what's going on that property,
[1:58:41] what are the intentions behind those own change, but we receive no complaints or no opposition
[1:58:47] letters, I should say. Thank you. Thank you, Mr. Mayor.
[1:58:52] Has seen that it's so close to the school, has there any communication with the school?
[1:58:59] So I believe they received one of the notification letters, you know, the way that the mapping works is we pretty much draw a 300 foot radius around that parcel and anybody who falls it within that 300 foot radius gets a letter from us.
[1:59:16] So that was done again in the public notification procedures.
[1:59:19] And
[1:59:25] the last question would be, has there been any plans for added construction in that area where being the schools heavily traffic as it is already, the more construction we get, the more it increases the flow of it and will have the taken to come into studies, they'll be able to control all that traffic.
[1:59:49] So for future development or fully development projects, we really handle all those
[1:59:57] comments and concerns at the site development stage.
[2:00:00] And so, this is this step previous to the site development stage. So, like I said, we have no building plans, no town owned plans, no due practices, but this is simply their intention to get the zone change before moving out with the site development plan.
[2:00:13] And the site development plan, we're looking at entrances, exits, fire hydrants, garbage, site visibility, setbacks, all those things coming to play at a site development stage.
[2:00:28] Just to confirm Mr. Paz, the recommendation from the planning and zoning commission is to approve this motion.
[2:00:34] Yes, sir.
[2:00:35] Thank you.
[2:00:37] Councilwoman Monthil?
[2:00:39] Mr. Paz.
[2:00:41] May I ask who owns this?
[2:00:44] Yes.
[2:00:44] So the property was applied for by LSE called loss of dobe's LLC?
[2:00:51] And so they were submitted on behalf of that group and the consultants and they were working
[2:00:58] with Mr. Guadalduran. So he's the person who applied on their behalf.
[2:01:04] Okay. So when other people applied for these types of zoning permission to zone like we're doing today,
[2:01:12] Is it as easy as it is for this person is it is a playing field fair for everybody?
[2:01:19] The playing field fair for everyone which we do everyone pre-application meetings
[2:01:23] Communications public notifications are all pretty procedure
[2:01:28] Planning is only is a public meetings public hearing
[2:01:32] So it showcases that transparency and like I said we post it on the property
[2:01:36] We post a newspaper we post on the city website all the meeting notifications
[2:01:42] But internally, is in your opinion, is it fair for all the residents or people outside that are
[2:01:49] blind?
[2:01:50] So, you know, this application pretty much mirrors conditional use permits, variances,
[2:01:58] zone changes, subdivisions, again, you know, those things are built into that planning as
[2:02:03] only notifications.
[2:02:03] No, but you get a special treatment of any sort or anything, follow the process as per
[2:02:08] And we're here on public meetings, we record their meetings.
[2:02:13] There's an opposed to the agenda.
[2:02:15] It's very transparent.
[2:02:16] Okay, thank you very much.
[2:02:18] The last one, how much time does an applicant have, you know,
[2:02:27] once he applies, how much time does he use to give the public to give any feedback?
[2:02:38] What would this application put in?
[2:02:41] They could put in June or July and we had the public hearing September 29th, I believe.
[2:02:48] I can find out the yes, September 29th.
[2:02:53] And then we post all the notifications on the property within a week as opposed to the newspaper
[2:02:58] in two weeks. We send all letters three weeks ahead of time.
[2:03:03] And so again, that system is built so that you see something.
[2:03:06] You see something in the mail, you see something in newspaper, or you see something on the property.
[2:03:11] It's not likely that you're going to miss all of those.
[2:03:14] You're going to see something in your neighborhood.
[2:03:16] Are you going to get a letter from me saying that there's a public hearing coming up?
[2:03:23] Anybody else had any other questions?
[2:03:33] We get a...
[2:03:35] They always say LL's, D's and they...
[2:03:37] But if there's people behind the LL's, they'll never know.
[2:03:41] They don't...
[2:03:42] That's not public.
[2:03:42] If you go to a corporation, commercial website, you can go to the office.
[2:03:46] Then you find out.
[2:03:49] You want me to say something to myself?
[2:03:52] No.
[2:03:52] No.
[2:03:53] I'll say that.
[2:03:53] Yeah, tell that.
[2:03:55] The owners are members on the other side.
[2:03:58] Yeah?
[2:03:59] Yeah.
[2:04:01] OK.
[2:04:02] I mean, you'll come closer.
[2:04:05] OK.
[2:04:06] OK.
[2:04:06] Oh, man.
[2:04:07] So is there a motion?
[2:04:08] There a motion?
[2:04:08] So a second.
[2:04:11] A motion?
[2:04:11] A motion to prove.
[2:04:12] We want you to approve our permanent stuff.
[2:04:16] Zero-two, zero-two, three times zero-one, that's zero-one.
[2:04:20] There's no zero before it's the first, right?
[2:04:22] That was a typo.
[2:04:26] That's what I see.
[2:04:28] So it's multi-two, zero-two, three times zero-one, that's zero-one.
[2:04:34] Anybody second?
[2:04:36] Okay.
[2:04:37] Okay, miss.
[2:04:38] That's a woman.
[2:04:38] And then this, all in favor?
[2:04:42] All right, all against the move.
[2:04:48] Okay, now, now an important answer to the past
[2:04:50] of the morning, it requires two separate readings.
[2:04:55] On the last, you wave the second reading to the next.
[2:05:01] So to do that, somebody has to make a motion
[2:05:04] to wave the second reading to the next one.
[2:05:07] We are going way the motion.
[2:05:11] Wait a second.
[2:05:13] One more.
[2:05:16] Two.
[2:05:17] Take a look.
[2:05:18] Take a look.
[2:05:19] One of both.
[2:05:20] On it.
[2:05:20] You're a roll cover?
[2:05:22] Both on this.
[2:05:23] Yeah.
[2:05:24] Mr. Machel's saying right now.
[2:05:25] Okay.
[2:05:27] Yeah.
[2:05:28] I thought you had a question too.
[2:05:29] Okay.
[2:05:30] So I'm favorite to wave the second reading.
[2:05:32] I'm favorite.
[2:05:34] No.
[2:05:35] Opposed?
[2:05:35] No.
[2:05:52] Thank you very much, Mr. Machal.
[2:06:02] Number 10, council move to going to executive session.
[2:06:07] I will take a second.
[2:06:12] The next slide.
[2:06:13] I am not a city council of the city of Nogales.
[2:06:17] There is also an approved settlement agreement regarding
[2:06:20] the negations international association of fire fighters, local 2763,
[2:06:28] where the city of Nogales case number CV, 2022-2023,
[2:06:34] 0, 0, 2, 3 discussion and consultation with a 30 regarding pending litigation and
[2:06:42] come to play the settlement ARS 38-4-3-1. That's 0, 3, 8-4.
[2:06:57] We'll move to go in second session.
[2:07:06] I'm very glad it's saved in session.
[2:07:09] It makes
[2:07:14] use for a couple of minutes, hopefully.
[2:07:27] Get it back from break.
[2:07:38] We can wait for my second session.
[2:07:47] Okay, I move to up to the settlement agreement.
[2:07:54] That's read it.
[2:07:56] Read it.
[2:07:57] Okay.
[2:08:00] the City Council of the City of Nogales, Arizona,
[2:08:03] prudence, that all meant.
[2:08:05] Yeah, a prudence, that all meant to
[2:08:06] grant regarding dedications, international
[2:08:09] associations of firefighters, local to 2763 versus
[2:08:13] the City of Nogales, case number cv20 to 2-023.
[2:08:25] mean, it's Russia.
[2:08:30] I'm hopeful that we work together in the future, and that we are both working in good faith.
[2:08:43] It's important to the residents as it is for me and for everyone to work again in harmony
[2:08:52] and both parties working in good faith. Thank you.
[2:08:58] We all said, all in favour?
[2:09:00] Aye.
[2:09:01] All opposed?
[2:09:04] Motion passes.
[2:09:09] With that goes,
[2:09:13] number 11 mayors and council report on current events,
[2:09:18] or current and past.
[2:09:20] Mr. Bonier?
[2:09:26] I don't know.
[2:09:27] I have nothing to do with our mayor.
[2:09:32] Thank you.
[2:09:34] Mr. Dore.
[2:09:36] Mr. Mike.
[2:09:38] You're right.
[2:09:39] You're right.
[2:09:43] I guess I ran into, I guess the end of the year going and supporting the firemen and they're
[2:09:49] giving away toys for tots.
[2:09:53] And I still can't get over how successful that program is for the community that I'm so glad
[2:09:59] just want to thank all the firemen involved that they did a great job for a lot of smiles
[2:10:04] on those little faces and just something that I want to again bring out because it really
[2:10:12] makes a difference in kids' lives.
[2:10:14] Thank you.
[2:10:15] The other thing I guess I've been looking around the community, one of the things that we
[2:10:21] left, I guess, for a beautification of our community or city, and I've been noticing the
[2:10:30] streets that, instead of working for that program that we had in the past, I see these city
[2:10:38] bands, big city bands, in neighborhoods that are a big ice ore, over and they can put
[2:10:45] them somewhere else, where it's hidden, but yet they put them right in front of the city,
[2:10:50] I mean, the streets that are arteries to get across from one part of town to the other.
[2:10:58] Hopefully we'll be able to take care of that in the future and make no doubt this look a little better than what it does.
[2:11:06] We're working on it to be too next month.
[2:11:09] Ms. Menendus.
[2:11:11] Well, we're done with the Christmas deal.
[2:11:13] That's a dot-on part.
[2:11:15] Part two, right?
[2:11:16] Are taking down all the casitos?
[2:11:22] By two more.
[2:11:24] So it was a good event.
[2:11:25] It was 24 casitas.
[2:11:27] We had a lot of people really involved.
[2:11:30] And I think we'll do it next year.
[2:11:32] Maybe more casitas.
[2:11:34] But, and then on top of that, I'm working on the calendar events for 2023.
[2:11:39] and I'll have them ready. Maybe next week, okay?
[2:11:43] I appreciate it. Thank you.
[2:11:44] Okay. It's a great idea.
[2:11:46] Perhaps I'm going to.
[2:11:46] I just want to say happy new year to everybody and look forward to working for the citizens in this
[2:11:52] coming year and thank you all employees and staff doing a great job.
[2:11:58] I want to warm up again.
[2:11:59] Just very quickly, happy new year.
[2:12:02] But I also want to thank everybody that we did already at the beginning of the meeting,
[2:12:06] being congratulated every one that was involved in inauguration, it was a lot of work, it was fun and I hope the citizens as well as the employees enjoyed it and that's all I have for today.
[2:12:22] Happy New Year to you all.
[2:12:26] I went to a lot of swearing but good kind.
[2:12:29] And December 30, we were up at the old courthouse for Mr.
[2:12:33] The young Fuentes, both of office up there.
[2:12:37] It was sworn in by Judge James Sotoya, and then on January 5th, we went to the inauguration
[2:12:47] of the governor in Phoenix.
[2:12:48] That was a very interesting ceremony, and January 10th, which was yesterday, we went to
[2:12:57] to listen to the Governor's State of the State, and that was also a very interesting, you know,
[2:13:04] the Governor's very willing to work with Noilis, you know, she met the mayor and they changed
[2:13:13] a lot of good ideas, and she wants to make a trip down to Noilis and see, and also Mr. Fontes
[2:13:21] it's, you know, he's a Secretary of State now that we have a voice in Phoenix now so that we
[2:13:27] can, you know, any concerns that we have here down at the border that we can always switch
[2:13:33] him at the eddy's office. So it was very, it was a very good two weeks and we made a lot of
[2:13:39] good contacts up in Phoenix and so that's all I have.
[2:13:44] Thank you, sir.
[2:13:47] I've been busy for the last four months before getting
[2:13:50] an honorary, I've been busy visiting Governor Sedona.
[2:13:56] I've already had six visits with him, seven with the one
[2:13:59] that he came to my inauguration.
[2:14:02] I've been up in Phoenix, met with Senator Kelly,
[2:14:06] Mr. Gihalva.
[2:14:09] I've been really busy trying to bring things to the city.
[2:14:14] We have been involved with the commission from the IOI, try to help us get that fixed and
[2:14:25] negotiated and take the responsibility from the city.
[2:14:29] I think we're in good path.
[2:14:35] I apologize to all the directors.
[2:14:37] The directors, I haven't had the chance to go directly and say thank you to all the employees
[2:14:45] and thank you for what you do for the cities that's in the plan for next week, hopefully.
[2:14:52] But, you know, I want to show other employees that I'm here for them.
[2:15:00] We're here for our citizens. I want to show other people that we're willing to work with everybody.
[2:15:09] I also was with Mr. Boharkis at the Ignoration of Miss Hobbes. You know, got to see the Attorney General, Mr. Harn education.
[2:15:20] Mr. Fontes, State Secretary of State, I did a crazy drive down to a pass-over, I did not
[2:15:32] shake his hand, but I was there. The President visited El Paso on Sunday. I took off
[2:15:40] here Saturday night. I arrived over there very early in the morning, came back 7.30 at night,
[2:15:47] But I think it was worth it, you know, crazy, but how it sounds, but I write that the airport,
[2:15:54] I said, you know, everybody says, who are you? I'm the mayor of Noales, and I'm here to see the president.
[2:16:01] And they have an appointment, they have no, but I think I deserve it, because I'm the mayor of Noales,
[2:16:07] one of the biggest points of interest.
[2:16:12] And they gave him my card, at least six secret service people
[2:16:17] got my card. Then they called Air Force One. They did
[2:16:22] out what they had to do. But so, you know, I heard yesterday
[2:16:27] cards and I called Senator Kelly's office. He called
[2:16:33] Supervisor Molera to ask who I was. Got a proof. Got a
[2:16:38] proof. Got a pass. Young lady from the Secret Service
[2:16:43] told me the only thing you can see in here at the airport.
[2:16:47] go to the next event, gave me a White House guest pass to the next event, a White House knows
[2:16:54] who hurt him until now the mayor of the Gallysis. So, I mean, there are books. So, you know,
[2:17:00] I'm doing it for the city, and I'm, you know, yesterday I went to Tucson visit the governor,
[2:17:10] again, asked her to come visit us, help us, and everything. She's all willing. She's all
[2:17:15] to come down, when it's bring us to my yard, and help out our city.
[2:17:22] She knows the road city's down in the border.
[2:17:26] I always get left out, so we're trying to make it the best for our community.
[2:17:34] So guys, feel free to come to my office, feel free to call me, feel free to address any
[2:17:41] of the council, we're here for you and for our citizens.
[2:17:44] Thank you. Future agenda items.
[2:17:50] All start. We've got to come so we've got to look at, you know, what are we going to do with the chase building, you know, that's another future thing that keeps on, keeps on adding up, you know, I've talked, I've talked about doing an ambassador youth program, you know,
[2:18:14] John, Mr. Diggie, where has any experience that stopped putting in an out-of-mind-print
[2:18:21] and executive chair on the side there for two pre-kids? Council, think about it. Think about it.
[2:18:29] We get one kid, two kids, three kids, four kids. When I've come to conferences, it's a shame
[2:18:38] that Nagels does have youth representation there.
[2:18:42] That youth have their own seminars,
[2:18:46] their own things to do and all that.
[2:18:49] And, you know, it's great to have youth
[2:18:52] start to develop the political life.
[2:18:57] Like, you know, we never got to do that.
[2:19:01] So, you know, somebody,
[2:19:01] somebody who did it in school being under school board
[2:19:05] or it's school presidents,
[2:19:06] class president and stuff like that, and you know, there's
[2:19:11] didn't. I remember I was treasure one type, but that's a long time.
[2:19:17] But you know, that's my senior. But we need to work on those things and get
[2:19:24] people involved. I've talked to, you know, on my agoneration, we need to
[2:19:37] I've talked to, you know, I got a cut today from also the mighty post-eclinic, Dr.
[2:19:46] P. Pereira, he's willing to help out and support a gentleman, they called me and said,
[2:19:53] you know, he's willing to bring doctors for a Mexico if we need, you know, people for a Mexico
[2:19:59] for people that don't speak Spanish. They're willing to support us and everything. So,
[2:20:03] One way or the other we're going to do it, we're going to do it, we're going to get it going.
[2:20:09] And we have a thousand more certified CPRs, you know, people and, you know, there's things that we could do.
[2:20:20] There's things we could do.
[2:20:21] literally, I got for a the machines approved and donated by the Maraposa clinic, you know,
[2:20:33] you know, I mean, you have to train train people hard, harder use, you know, and we could
[2:20:39] use them to not just train better league people, train citizens. So, you know, those, those
[2:20:44] we're going to try to see where we could put them, you know, we use city facilities, you know,
[2:20:51] So I'm thinking, let's put it one around my part, one around the little league, one around
[2:20:58] the flesher, one around maybe the wreck if we don't have one there, but you know, any place
[2:21:04] we have it, it could save a life, and a life is well worth it.
[2:21:10] And then, you know, pretty much that's it, but it's produce things on the agenda and also
[2:21:21] So, our vision, you know, as all directors, consult directors, just like I asked you to give me ideas.
[2:21:31] Your point, what do you want to work in, you know, next six months and next year.
[2:21:35] But we're going to put them out.
[2:21:36] We're going to follow, you know, the same thing we're going to do with the directors.
[2:21:42] I asked all directors, give me your point, give me ideas, give me me, give me your what to do this.
[2:21:48] or what's already in the program that we got to follow up.
[2:21:54] I think following up is one of the main things we lack.
[2:21:57] We do not follow up.
[2:22:00] Not just the council,
[2:22:04] the committee doesn't know where we're at.
[2:22:07] So I think we've got to be open and it's fire has a project or 10 projects.
[2:22:14] Let's put everybody sees it.
[2:22:17] And you know, Steve, just like you, police, parks and red, all the records are going to be
[2:22:24] responsible for falling up and giving things done.
[2:22:29] I think that's the only way to go, because if we put them on the chart and don't move them,
[2:22:35] don't think about them, we're not doing nothing.
[2:22:38] And I'm right here to do nothing, I'm here to progress.
[2:22:40] And that's what we're going to do.
[2:22:42] Mr. Burkharkin, so that's future items.
[2:22:46] I don't know if I've got any room for the agenda.
[2:22:50] We've got a whole bunch of stuff on there.
[2:22:55] Right now, the only thing that I can think of is,
[2:22:57] I want an update on the TCHL Park.
[2:23:00] Thank you.
[2:23:03] And maybe later on in the week or next week,
[2:23:06] we can still submit items to the agenda, right?
[2:23:08] Yes.
[2:23:09] Yes.
[2:23:10] So, if I think of anything else that I wanted to end the agenda, I'll go ahead and contact Mr.
[2:23:16] Dick.
[2:23:17] That's all.
[2:23:20] I have a few, but I wanted to just ask Mr. Dickie what's now that we're going
[2:23:26] to have two meetings a month.
[2:23:28] What if you could just send us an email?
[2:23:31] What's your timeline to submit things to be placed on the agenda to allow you and Mr.
[2:23:36] Metro and all of you to prepare a week before?
[2:23:39] You could tell me later.
[2:23:40] but I'll put stuff on the agenda by the end of the week.
[2:23:45] Thank you.
[2:23:45] Can I step in this one, I would like to at least have it
[2:23:52] by the Thursday prayer to the meeting.
[2:23:56] That way, we could hopefully get the agenda out on Friday
[2:23:59] and we could look at it and hopefully get the full agenda.
[2:24:05] Obviously, there's going to be times where we're going
[2:24:09] at an item or something, but hopefully the first, you know, the agenda could come out that
[2:24:16] Thursday prior to the meeting. So the meeting's on Wednesday, you'll still come out on
[2:24:21] the Thursday prior to the meeting. If the meeting's on Tuesday, you'll still come out
[2:24:25] under Thursday prior to the meeting. You know, if it's something that pops out Monday,
[2:24:31] whatever we have to adjust, you know, we're adjust, but at least we have 98% or 99% of the
[2:24:39] agenda in our minds and with the information to come here and make ways decisions for
[2:24:46] our community.
[2:24:52] I don't know if this will kind of is a future agenda item, but I would like to
[2:24:55] ask staff to look into the country club drive where the swamp is, there's a set of four
[2:25:01] streetlights that belong to the city. They don't belong to the UN as far as they don't belong
[2:25:06] to aid. I've narrowed it down to the city. They don't work because there's an underground
[2:25:10] fault and it's underwater. So we need to see what we can do to repair those, remove them
[2:25:15] or what other action we can take. So you can bring that back to us as soon as possible.
[2:25:24] Dr. Warimov.
[2:25:25] Hi, I'm Jim.
[2:25:26] Can I have a minute?
[2:25:27] Have you ever had a gentle community that you're on both localists? The ones that they're
[2:25:31] working right now at the localis home?
[2:25:34] Thank you.
[2:25:35] No.
[2:25:36] Well, I'm going to give you all the information.
[2:25:38] Thank you.
[2:25:40] Thank you.
[2:25:40] It's through Chicago for the causa con su lado mexicano and the city, because housing
[2:25:46] is lending them the space.
[2:25:48] But they want to involve whatever service available.
[2:25:53] So they asked me about the CPR classes.
[2:25:56] They're ready to be having right now computer classes from a kit from the U.V., and then they
[2:26:01] are also having English classes, and then there's a doctor that is going to be giving free
[2:26:08] service, whatever kind of service they need, it's going to be for the whole community,
[2:26:15] not just for the people around the housing project, so it's a great program, I'll let
[2:26:21] you know all this information and I really think we should as a community be involved.
[2:26:26] Yes.
[2:26:28] Is this also, was this Councilman, and not Councilman, Councilman, Councilman, Councilman,
[2:26:36] Councilman, Councilman, Councilman, yes.
[2:26:38] I've been working with him in a couple of things.
[2:26:41] Yes.
[2:26:41] He needs to conquer the world like this.
[2:26:44] I know.
[2:26:45] So I want to see what we can do.
[2:26:49] But I think it's a great thing they're doing.
[2:26:51] And it's a lot of people involved.
[2:26:53] Thank you.
[2:26:54] And let's get all the information we can and that way we spread it out and make sure the
[2:26:59] community knows about it.
[2:27:02] Great.
[2:27:03] Thank you.
[2:27:04] Mr. Daw?
[2:27:04] Yes.
[2:27:05] There's a couple of things, Mike.
[2:27:12] There's a couple of things.
[2:27:15] There's a couple of things.
[2:27:15] One is pretty now that I don't want to check with staff and if it needs to come to the council
[2:27:23] Well, then I'd like to place it on the agenda.
[2:27:27] It's to have the graffiti abatement program for the city
[2:27:33] that any graffiti that comes up again.
[2:27:37] It's an ice or but we need to deal with it.
[2:27:41] I don't know what right now.
[2:27:42] And I think there's a department that does that.
[2:27:45] But I'd like to look into that and hopefully maybe get together
[2:27:49] with Mr. Dick and see what he suggests.
[2:27:52] The other thing is that I got to look into and find out, see if we need to put Paulo Ludo
[2:27:59] back on the agenda and talk about it and see what we're going to do with that beautiful
[2:28:05] land out there and hopefully something that's very useful for the community but that's one
[2:28:11] of the other things that I'd like to address.
[2:28:15] For the time being, that's it.
[2:28:20] Thank you, Mayor, pending what we get from the bids on the Western Avenue for the
[2:28:28] wifful program. I'd like to place on the agenda for possible discussion and action or action.
[2:28:36] Once we get back the numbers for that for that bid, the reason for that because we had three years
[2:28:43] to spend that money and we're at almost a year and a half already and by the time we get everything going,
[2:28:48] We're going to hit the three-year mark, so we need to make fast decisions, but more importantly,
[2:28:56] smart decisions, so I'm hoping that we get those beds before the other meeting.
[2:29:05] Okay. Anybody else? Okay. I think that you're bad fellow, Mr. Dahl. You know, now I'll
[2:29:16] call it out to Council, think about it. There's a new sports parabolic. We got two
[2:29:22] regular talk, two tennis courts out there that I think the idea for that. I don't know
[2:29:29] you see it, it's a news point, it's paramount and pickable, but the paramount is a smaller
[2:29:39] and the pickable, I think it's played on the big of a coin, but, you know, regardless of
[2:29:46] what I've put it around the old jail on the peripherico, Hermosio has it, it's a boom,
[2:29:59] I've
[2:30:00] Okay, four, five, thousand dollars per quarter or something like that, you know, and so. But, you know, we got to look at more, more recreational and stuff like that, things that we got to do for the kids, you know, on those lights that you made a comment, you know, we have trouble with the ground and all that, especially with the wetlands and all that, it puts all the lights.
[2:30:30] I've got some of my, you know, my answer,
[2:30:34] what beautiful, you know,
[2:30:36] 120 votes and I'll add in no ways.
[2:30:40] You know, that's possible, Johnny, we could put it on public streets like that.
[2:30:47] You know, I thought those were state lights,
[2:30:50] but whoever it lights is there, we got to get him right.
[2:30:54] You know, so if it's universal, let's get him right.
[2:30:56] Good luck, guys, and God bless you.
[2:30:58] Okay, before we leave, I'd like to publicly congratulate Juan Pablo Lopez, the one gold yesterday in that tournament.
[2:31:10] Yes, for the special Olympics.
[2:31:12] So he was happy in the state of Arizona.
[2:31:14] All right.
[2:31:18] Anything else, directors, Mr. Bikki, John.
[2:31:24] John, let's all know that you'll see a lot of activity going on downtown from public works all the way to the border.
[2:31:32] We're starting that phase of the sliplining of the IY.
[2:31:36] So if you're going to go to the post office or go downtown, expect delays, expect issues.
[2:31:43] So I just...
[2:31:43] We send...
[2:31:45] Can we send or can we send through the water, you know, kind of map?
[2:31:54] And where the bridges are going to be, delays, you know,
[2:31:58] a little explanation out to the community of what to expect, you know, I know the Santa Cruz
[2:32:07] training, they go out driving with the kids and all those delays or traffic jams will keep
[2:32:15] them from doing what they want to do, but is there a way to get out some information to the
[2:32:22] public, you know, or even put, you know, whatever we said and, uh, under the mayor onto the
[2:32:29] watered people, uh, let's also put it on our Facebook or wherever we can, uh, to inform
[2:32:36] the community, what it's going to, you know, inquire, how we need to get around it.
[2:32:42] Mr. Mayor, we'll work with IBM, you see the good information from them, so we can start
[2:32:46] putting it out.
[2:32:47] Thank you.
[2:32:47] Thank you.
[2:32:49] With that, with that said, anything else, I move to during this meeting.
[2:32:57] Second, so I can remove mini adjourned.
