of each year. So that gives us

about 2 months for the

Department of Finance to
[21:25]
provide us a response with the
[21:28]
determination.

be this liberal city. But you

don't talk about race

inequity. So this one says a
[22:35]
racial equity analysis has not
[22:37]
been conducted and then Blake,
[22:40]
that should be the end of it.
[22:44]
Then they say, however. They
[22:45]
do have requirements that are
[22:46]
included in the small local
[22:49]
business constructive program.
[22:52]

and the local employment

program not do any of those

programs, have anything that

deals with race and equity,

with U.S. Bank expires on

DECEMBER 31st. Powell finance

professionals, including city
[27:40]
staff and outside associates
[27:42]
were selected to review.
[27:44]
Proposals. Interview the

finalists and us think was
[27:48]
selected to continue working
[27:49]
with the city of Oakland has
[27:51]
the city's primary depository
[27:52]
Bank as well as our custodial

bank. During the pandemic,

many vendors requested that

the city. And we need to ask

to make up for the redlining

that they had been involved

Works. America provide

first-time homeowners an

opportunity to be have

ownership of a home. 99% of

the people that got homes

through this. Partnership.

Will Latinos. And very few

blacks got any home ownership
[31:41]
opportunities. And so the

Spanish speaking community

Council do what they do. They

look out for people. But

somebody should have been

looking at.

information report is the

annual implementation report.
[34:51]
Honestly, really slavery.

You're a disclosure ordinance.
[34:55]
The original ordinance was
[34:57]
passed in 2005 and a
[34:58]
resolution reaffirming it and
[34:58]
adding additional requirements
[35:01]
was passed in 2020. The
[35:02]
Slavery Era Disclosure
[35:03]
ordinance applies to vendors
[35:05]
in the city in financial and
[35:06]
insurance services in a
[35:08]
textile to back railroad
[35:10]
shipping rice and sugar
[35:11]
industries. It requires them
[35:12]
to disclose information about
[35:15]
their businesses. Records of
[35:15]
profits from slavery or slave
[35:18]
holder insurance policies on a
[35:19]
disclosure. Affidavit schedule
[35:25]
s. It also established a fund.
[35:27]
24 22 is the slavery or
[35:27]
Disclosure Fund which has
[35:28]
subsequently been renamed the
[35:30]
Buckner Deal Fund to receive
[35:31]
voluntary contributions from
[35:33]
these business entities.
[35:34]
Information about making
[35:35]
contributions to the fund is
[35:36]
provided on the schedule
[35:38]
affidavit. The ordinance has
[35:40]
been fully implemented and
[35:42]
information pertaining to the
[35:43]
ordinance is available on the
[35:44]
city's website which holds the
[35:45]
legislation reports
[35:46]
disclosures received to date.
[35:49]
The ordinance and resolution
[35:50]
and implementation. Each
[35:53]
require annual reports since
[35:54]
OCTOBER 2023. When the last
[35:55]
annual implementation report
[35:56]
was presented to City Council.
[35:58]
One additional disclosure has
[36:00]
been received from U.S. Bank
[36:01]
to date. There have not been
[36:02]
any donations to the fund. I'm
[36:11]

person who is in prison to be
[38:20]
identified as a slave. That's

what the 13 amendment of the
[38:22]
Constitution says, too. It
[38:24]
didn't count it didn't in
[38:26]
slavery. It redefined slavery.
[38:29]
You are not a slave except in
[38:30]
the case that you are put in a
[38:31]
prison. Then you become a
[38:36]
silly. That's this country.

And you forced to work and
[38:40]
many of these probes is awful
[38:43]
for profit prisons. The labor
[38:46]
produced by these slaves.

Creates capital gains for the

people who owns these prisons.
