[11:42] about standing committee items
[11:42] and there are 2 public
[11:43] speakers signed up for this
[11:45] item really. Anything from the
[11:48] administration. Anything from
[11:53] my colleagues. Threw the chair
[11:56] to the staff. When is the
[11:57] parking revenue report going
[12:11] to come to committee?
[12:20] >> To come to the next
[12:22] committee meeting. We just
[12:24] wanted to make sure we
[12:26] verified the parking revenue
[12:27] calculation to be in sync with
[12:28] the mid cycle budget
[12:31] balancing.
[12:35] >> Let's go to our speakers in

[12:37] chamber, please come up to
[12:38] podium or Johnson, please
[12:40] raise your hand to be
[12:41] acknowledged. This is all a
[12:55] ball. Kevin de le.
[12:58] >> Is my request that. Any
[13:01] reporting. That has a
[13:05] financial entity. That
[13:09] reflects need to reduce on
[13:11] change. Financial support on
[13:15] anything. We'll also have is a
[13:19] part of that recommendation.
[13:21] Positive as well as the
[13:22] negative impacts of those
[13:29] changes. I spoke to yesterday.
[13:29] How you a record and it needs
[13:31] to be it should be a part of
[13:32] this budget recommendation
[13:33] that you're going to be voting
[13:35] on.
[13:39] >> last
[13:39] >> recommending changing the
[13:45] parking. Technicians to go
[13:47] back writing tickets, but they
[13:47] will already doing abandon
[13:49] cause. And who's going to do
[13:53] that job? Just found out we're
[13:57] going to have a vacant spot.
[13:58] For a council member in order
[14:01] to do the interim. We're a
[14:02] mayor's position, but who's
[14:03] going to be representing that
[14:05] district? That's that's a
[14:11] drawback. On negative impact.
[14:12] No recommended representation
[14:13] district when that person
[14:18] becomes the interim mayor. And
[14:18] requests at Finance
[14:22] Department. And this body has
[14:24] to put on the agenda, the
[14:27] discussion of being a
[14:27] sanctuary city and the
[14:28] financial obligations related
[14:31] to that. You also have to put
[14:35] on your agenda being a city
[14:35] involved in gentrification not
[14:38] to yield. You don't represent
[14:40] the reason why it's happening,
[14:44] but because it's happening, we
[14:45] have been pushed out.
[14:46] African-americans. What is the
[14:50] impact of that financially? I
[14:52] would also like to recommend
[14:54] that the House and authorities
[14:58] contributions. Any financial
[14:59] component related to this
[15:01] city. The housing authority as
[15:14] a major point. Thank you for
[15:14] your comments which into Zoom
[15:16] user. Kevin, Dolly. You
[15:17] yourself and begin you 2
[15:21] minutes.
[15:23] >> All Interest in the parking
[15:25] revenue section and I'm like
[15:26] the council and the Finance
[15:28] Committee to look get.
[15:31] Creasing. Revenue for parking
[15:36] in one way that could be done.
[15:39] Is extending parking to
[15:40] 08:00pm, including Sunday's
[15:41] and more neighborhood. And
[15:44] that allows for turnover which
[15:48] helped the merchant in a few
[15:49] neighborhoods that merchants
[15:51] are quite interested doing
[15:54] that. And if we can, courage.
[15:58] Dot to move ahead with that.
[15:59] But only in the neighborhoods
[16:02] where merchants are ready him.
[16:03] And downtown a cleaver, 2 of
[16:09] areas.
[16:10] >> And that can cause
[16:11] speaker's chair. Thank you
[16:19] all. Under 10 motion. Thank
[16:20] you. That was a motion made by
[16:21] council PRESIDENT Putin out of
[16:23] a second by Councilmember
[16:23] Kaplan on Row Council
[16:29] PRESIDENT Out a box. I
[16:29] councilmember Kaplan, I
[16:30] councilmember Ramachandran is
[16:33] excused and Chair Jenkins. I
[16:34] thank Item number 2 passes
[16:35] with 3 eyes when excuse
[16:36] Ramachandran to accept the
[16:38] determination of schedule.
[16:40] Outstanding committee items
[16:42] moving on to item number 3.
[16:46] Adopt a resolution approving
[16:46] the submission of recognized
[16:48] application payment schedule
[16:49] and Oakland Redevelopment, a
[16:52] sister agency administrative.
[16:56] Budget before 7/1/2025 through
[16:57] 6/30/2026 and transmission of
[16:58] both the county wide
[17:01] oversight. And the Alameda
[17:03] County Auditor Auditor control
[17:04] controller and the State
[17:07] Department. Finance for
[17:08] approval. And there's one
[17:09] public speaker that signed up
[17:12] for this.
[17:13] >> Britain Hines, assistant to
[17:15] the finance director before
[17:18] you today is our annual for
[17:19] ups. Also known as the
[17:19] recognize application payment
[17:23] schedule. This payment
[17:24] schedule is a list of the
[17:26] outstanding obligations of the
[17:27] redevelopment agency. As of
[17:30] NOVEMBER. First 2024 Orson had
[17:34] approximately 200 and 90.1
[17:37] million outstanding
[17:38] obligations. 34.1 million of
[17:40] those enforceable obligations
[17:41] worker during the fiscal year.
[17:49] 25 26. Out of the 3, 34.1
[17:50] million. 31.5 is roughly the
[17:50] debt service payments for the
[17:55] fiscal year. The difference of
[17:56] 2.6 million in applications is
[17:58] primarily our administrative
[17:59] costs. Partick staff cost
[18:02] bacon balm fees, disclosures
[18:04] site acquisition loan balances
[18:05] and potential excess bond
[18:07] proceeds. The adoption of this
[18:11] resolution allows us to submit
[18:13] the routes to the Alameda
[18:14] County Oversight Board for
[18:14] final approval to submit the
[18:15] ropes to the State Department
[18:19] of Finance. What's a rep says
[18:20] submitted to deal as a
[18:20] determination will be provided
[18:23] to or sent authorizing the
[18:25] rocks, which will serve as
[18:26] forces fiscal year. 25 26
[18:29] budget. The different
[18:30] determinant nation letter will
[18:32] also authorize Alameda County
[18:33] to admit the real property
[18:35] transfer tax payments or son
[18:36] to fulfill all of these
[18:37] obligations, predominantly the
[18:41] debt service payments and
[18:42] these remittances will
[18:43] received timely in JUNE of
[18:46] 2025. In JANUARY of 2026. To
[18:46] ensure all of the debt service
[18:49] a timely. In summary. I'll
[18:50] take any questions that you
[18:53] have. We would like to move
[18:54] this item to city council with
[19:00] one minor at it. In exhibit a
[19:03] the actual rocks line 6.52,
[19:07] which is the very last line.
[19:08] There is typo in the total
[19:10] outstanding debt, our
[19:12] obligation. It currently lists
[19:16] 111,000 $500. We would like to
[19:20] teach to $115,000. That is the
[19:20] true total, outstanding
[19:25] obligations for 2018 tax.
[19:26] Thank On administration bank
[19:29] payment fees. Without any
[19:31] questions that you Thank you.
[19:42] Any questions. Going down.
[19:47] Summer camp. Thank you.
[19:48] >> And so I just wanted to
[19:53] confirm This item, today's
[19:54] exclusively for the 2025 2026
[19:56] fiscal year and that that's
[19:59] correct. Have all of the items
[20:00] and payments for the 24 25
[20:01] fiscal year that we're
[20:03] currently in already been.
[20:06] >> Confirmed in excepted.
[20:07] >> That is correct. The
[20:09] through the chair to
[20:12] Councilmember Kathleen, all of
[20:15] the 20 for 25 Roberts was
[20:16] previously adopted. We will be
[20:20] receiving the JANUARY 1st 2024
[20:22] remittance that will make the
[20:25] MARCH 1st 2024 debt service
[20:27] payments and will also
[20:28] establish the required reserve
[20:32] for the SEPTEMBER first 2020.
[20:36] 2020 excuse me. We will
[20:38] receive the JANUARY first 2025
[20:39] debt service payment for the
[20:42] MARCH first 2025. Debt service
[20:44] payment and that will include
[20:47] the required pushing of the
[20:48] reserves for they front loaded
[20:49] debt service. That's for
[20:53] SEPTEMBER. 1st of 2025.
[20:54] >> Thank you so much. And by
[20:56] when do we expect to get a
[20:57] response about the approval of
[21:01] this submission?
[21:03] >> Around through the chair
[21:04] APRIL. 1st is typically
[21:05] department of Finance's
[21:09] deadline to provide the
[21:10] determination letter JANUARY
[21:10] 18th somewhere between JANUARY
[21:13] 18th in the 20th, we'll be
[21:14] going to Alameda County
[21:16] Oversight Board for approval
[21:19] for submission. The reps must
[21:19] be submitted by FEBRUARY 1st
[21:22] of each year. So that gives us
[21:24] about 2 months for the
[21:25] Department of Finance to
[21:25] provide us a response with the
[21:28] determination.
[21:29] >> Thank you. And it sounds
[21:30] like gives us a response in
[21:31] time to incorporate it into
[21:35] our forthcoming budget
[21:36] adoption for the next fiscal
[21:37] year. So I would move approval
[21:42] as amended. Thank you.
[21:43] >> So second council PRESIDENT
[21:47] Us. And we got a second and we
[21:50] have public speaker.
[21:51] >> solve all. You can come up
[22:02] to the podium. I find it
[22:02] interesting that every report
[22:06] that you. Produce for
[22:06] consideration has a race
[22:09] inequity statement. And you as
[22:14] members of the consul never
[22:15] address the statements in the
[22:16] report that reflect race
[22:18] inequity. I've never heard
[22:23] anyone go to that part of the
[22:24] report and questions about
[22:26] what is being said about race
[22:27] inequity, which is supposed to
[22:30] be this liberal city. But you
[22:30] don't talk about race
[22:34] inequity. So this one says a
[22:35] racial equity analysis has not
[22:37] been conducted and then Blake,
[22:40] that should be the end of it.
[22:44] Then they say, however. They
[22:45] do have requirements that are
[22:46] included in the small local
[22:49] business constructive program.
[22:52] >> The local small local
[22:53] business enterprise program
[22:56] and the local employment
[22:57] program not do any of those
[23:00] programs, have anything that
[23:02] deals with race and equity,
[23:03] probably equity. But I doubt
[23:08] race. So why you put it in
[23:10] it's like you trying to just
[23:10] fill in the blanks to have
[23:13] something on paper. And I say
[23:15] this again. If you write a
[23:17] report and there's nothing
[23:18] that can be said about race
[23:20] inequity. Just leave it blank.
[23:22] It should have been sufficient
[23:24] to say a racial equity
[23:24] analysis has not been
[23:30] conducted. That's it. And all
[23:31] through the day, they got one
[23:32] report what buy pot in it now
[23:32] deal with that when that
[23:36] committee meets. And stop
[23:37] using terms like buy pot,
[23:40] people of color, all
[23:45] underserved communities. All
[23:45] marginalized communities say
[23:46] Pacific Lee. What you talking
[23:51] about? Who are these groups?
[23:54] Marginalized underserved?
[23:56] Because you might not feel
[23:56] that's important, but it's
[23:59] very important to me that we
[24:00] Pacific plea deal with. Let me
[24:04] tell you something. Youve got
[24:06] 70% of them. Show you how your
[24:06] prejudice. You've got 70% of
[24:07] the homeless people on the
[24:11] street. Being black, mostly
[24:16] black man. If 70% of the homes
[24:16] on the street undocumented
[24:17] illegal immigrants would be
[24:18] running all over the place
[24:20] trying to fix a prop. And
[24:21] don't call me a lie because,
[24:21] you know, I'm telling the
[24:31] truth. That concludes
[24:32] speakers.
[24:35] >> And then we have a motion
[24:36] made by Councilmember
[24:38] Copland's seconded by council
[24:40] PRESIDENT Boss to prove as
[24:41] amended the recommendation of
[24:43] staff to port this item to the
[24:44] DECEMBER 17th City Council
[24:46] agenda on consent on will
[24:47] council PRESIDENT Or to not
[24:53] Abbas.
[24:55] >> I however, I believe
[24:56] DECEMBER 16th, our special
[24:57] meeting is where we have the
[24:58] majority of our consent
[24:59] calendar. Mean, we send it
[25:03] there.
[25:05] >> Again, sorry. That was a
[25:09] motion to approve as amended.
[25:10] The recommendation of staff to
[25:11] board this item to the
[25:11] DECEMBER 16th City Council
[25:13] agenda on consent on Row
[25:14] Council. PRESIDENT Putin out
[25:15] of us. I councilmember
[25:19] Copland. Council member Ahmed
[25:21] Chandran is excused and Chair
[25:22] Jenkins. Thank you. Item
[25:24] number 3 passes with 3 eyes
[25:25] and when it's used council
[25:29] council member Ahmed Chandran
[25:30] to port this item to the
[25:31] DECEMBER 16 City Council
[25:33] agenda on consent. Reading and
[25:36] item number 4 atop following
[25:39] pieces of legislation. One, a
[25:40] resolution, one authorizing
[25:41] the city administrator to
[25:43] negotiate and execute and

[26:13] requirements of the living
[26:15] wage ordinance and of the link
[26:18] to Services program ordinance
[26:19] and 2 resolution authorizing
[26:20] the city administrator to
[26:21] negotiate and execute an
[26:25] agreement with U.S. Bank. To
[26:26] provide primary custodial
[26:29] services with the city at and
[26:30] estimated annual cost of
[26:32] $75,000 for a 5 year period
[26:33] with 3 one-year options to

[26:48] wage. I Inc and Banking
[26:49] service program ordinance. And
[26:50] there's one person that sign
[26:54] up with us. Good morning.
[26:54] Chairperson Jenkins in
[26:56] committee members. My name is
[26:56] David Jones.
[26:59] >> With the Treasury Bureau as
[27:00] stated before you this morning
[27:02] or 2 resolutions authorizing
[27:05] for the city administrator to
[27:06] negotiate and execute an
[27:07] agreement with U.S. Bank to
[27:10] provide not only depository
[27:12] services for 5 years, but also
[27:15] addition, custodial services
[27:19] at a cost of 75,000 for a
[27:20] period of 5 years with 3
[27:22] one-year option, renewables.
[27:26] The services are vital to
[27:27] supporting the city's daily
[27:29] cash management operations.
[27:31] And currently our contract
[27:35] with U.S. Bank expires on
[27:37] DECEMBER 31st. Powell finance
[27:37] professionals, including city
[27:40] staff and outside associates
[27:42] were selected to review.
[27:44] Proposals. Interview the
[27:45] finalists and us think was
[27:48] selected to continue working
[27:49] with the city of Oakland has
[27:51] the city's primary depository
[27:52] Bank as well as our custodial
[27:57] bank. During the pandemic,
[27:59] many vendors requested that
[28:02] the city make payments where
[28:04] corridor ach payments. And
[28:05] once we enter into this
[28:08] contract, we're going to be
[28:09] implementing that program
[28:13] which would allow for the city
[28:14] garner work generate, you
[28:15] know, approximately from what
[28:17] we could tell maybe roughly
[28:18] $400,000 a year in rebates to
[28:22] the city. And we need to ask
[28:25] for a waiver to. For link
[28:28] banking program is there is
[28:29] not eligible MR. Banks to
[28:31] select from at this time.
[28:33] Winds have also highlighted in
[28:35] the report. The community
[28:36] presence and involvement of
[28:39] the bank here in Oakland.
[28:41] Talks about a small business
[28:44] and they've been a very
[28:44] Stewart with the city of
[28:48] Oakland. And just going to go
[28:51] on record saying that time.
[28:53] Staff is working internally to
[28:56] revise banking ordinance to
[28:57] make it a little bit more
[28:58] manageable so we can have the
[29:00] eligible list to work from
[29:02] going forward. And staff is
[29:02] available for any questions
[29:06] that you MAY have.
[29:07] >> Thank you. Any questions

[29:13] Taylor Motion.
[29:16] >> Move approval.
[29:21] >> To consent on that. The 16.
[29:22] >> Actually, chair Jenkins, if
[29:24] I could make a correction, I
[29:26] misspoke on the 16th at our
[29:27] special meeting. We have
[29:29] primarily non consent items
[29:30] that are not related to the
[29:31] budget and on the 17th. We
[29:34] have our concert calendar and
[29:34] budget item. So it would be
[29:35] tracked us on this to the
[29:36] consent calendar on the 17th.
[29:37] >> Will you fix that item
[29:40] rules? Yes, well, can we were
[29:43] really voting might be. I
[29:44] believe that make it easier to
[29:45] do a revote. Make sure we send
[29:48] it to the right meeting. Okay.
[29:48] Thank you.
[29:49] >> Move approval to consent on
[29:53] the 17 second.
[29:53] >> Okay. And we have one
[29:56] speaker on this item. This all
[29:57] >> so the race equity
[30:01] statement. There are no social
[30:05] equity opportunities.
[30:08] Associated with the report.
[30:15] Social. Equity. Guy topic is
[30:17] race and equity and social
[30:18] equity can be brought up. But
[30:24] what's the race equity? They
[30:27] are no social equity. So I'm
[30:31] leery of banks. As far as the
[30:32] opportunity for equity. Me
[30:34] tell you a story about. A bank
[30:41] that we dealt with. The a thin
[30:42] trying to think of the name of
[30:44] the bank. But they had a
[30:49] relationship with. Thus the
[30:49] Spanish speaking Unity
[30:55] Council. In the national, the
[30:55] home neighbors Program home
[31:00] program. This bank had a Wells
[31:01] Fargo is the bank. Wells
[31:04] Fargo. Wells Fargo was trying
[31:06] to make up for the redlining
[31:07] that they had been involved
[31:10] with. And what partnership
[31:14] with Spanish speaking Unity
[31:15] Council and Neighborhood
[31:20] Works. America provide
[31:20] first-time homeowners an
[31:21] opportunity to be have
[31:28] ownership of a home. 99% of
[31:28] the people that got homes
[31:30] through this. Partnership.
[31:36] Will Latinos. And very few
[31:37] blacks got any home ownership
[31:41] opportunities. And so the
[31:42] Spanish speaking community
[31:42] Council do what they do. They
[31:44] look out for people. But
[31:46] somebody should have been
[31:47] looking at.
[31:47] >> And they even y'all even
[31:52] brought a y'all brought all
[31:52] new homeowners who so that's I
[31:54] know it was not would lead to
[31:54] use, but they filled up the
[31:55] room would lead to, you know,
[31:57] saying these were the people
[31:57] that
[31:58] >> got new opportunities to be
[32:14] homeowners. So you've got.
[32:31] Thank you for your comments

[33:17] >> MADAM Technically the body
[33:18] should make a motion for
[33:19] reconsideration of their prior
[33:19] vote and then vote again to
[33:23] correct it.
[33:26] >> So moved second.

[34:33] and item number 5 receive an
[34:34] informational report on the
[34:36] status of implementation of
[34:37] the Slavery Era Disclosure
[34:37] ordinance. And we have one
[34:38] speaker that signed up for
[34:43] this item. Good morning, Chair
[34:44] Jenkins and committee members,
[34:45] Amos or herbal. Assistant to
[34:47] the director of finance.
[34:48] >> Today I bring to you and
[34:49] information report is the
[34:51] annual implementation report.
[34:51] Honestly, really slavery.
[34:53] You're a disclosure ordinance.
[34:55] The original ordinance was
[34:57] passed in 2005 and a
[34:58] resolution reaffirming it and
[34:58] adding additional requirements
[35:01] was passed in 2020. The
[35:02] Slavery Era Disclosure
[35:03] ordinance applies to vendors
[35:05] in the city in financial and
[35:06] insurance services in a
[35:08] textile to back railroad
[35:10] shipping rice and sugar
[35:11] industries. It requires them
[35:12] to disclose information about
[35:15] their businesses. Records of
[35:15] profits from slavery or slave
[35:18] holder insurance policies on a
[35:19] disclosure. Affidavit schedule
[35:25] s. It also established a fund.
[35:27] 24 22 is the slavery or
[35:27] Disclosure Fund which has
[35:28] subsequently been renamed the
[35:30] Buckner Deal Fund to receive
[35:31] voluntary contributions from
[35:33] these business entities.
[35:34] Information about making
[35:35] contributions to the fund is
[35:36] provided on the schedule
[35:38] affidavit. The ordinance has
[35:40] been fully implemented and
[35:42] information pertaining to the
[35:43] ordinance is available on the
[35:44] city's website which holds the
[35:45] legislation reports
[35:46] disclosures received to date.
[35:49] The ordinance and resolution
[35:50] and implementation. Each
[35:53] require annual reports since
[35:54] OCTOBER 2023. When the last
[35:55] annual implementation report
[35:56] was presented to City Council.
[35:58] One additional disclosure has
[36:00] been received from U.S. Bank
[36:01] to date. There have not been
[36:02] any donations to the fund. I'm
[36:11] happy to answer any questions.
[36:11] >> So outside of U.S. Bank.
[36:13] Has anyone else disclosed?
[36:14] >> No, we haven't had any of
[36:16] those. Was that that was
[36:21] previously believed.
[36:21] >> Have they made any
[36:22] contributions to cities
[36:24] outside of Oakland? I don't
[36:29] know that information. Okay.
[36:32] If we can get that information
[36:34] back, that be great. It's all
[36:34] the time we but as we're
[36:35] renewing contracts with U.S.
[36:39] Bank. We offer them I do want
[36:43] to clarify. Other people have.
[36:44] >> Provided disclosures over
[36:44] time. But since the last
[36:45] report, the only new one is
[36:47] U.S. Bank. Thank you.
[36:52] Entertain a motion.
[36:53] >> second, that's a public
[36:54] speaker.
[37:07] >> This is not all of So.
[37:08] Affected all this. The first
[37:12] 20 '05. This ordinance went
[37:15] into effect. And 2020 used.
[37:19] The word reaffirmed. Which you
[37:19] really want to see an English
[37:23] terms. You didn't do nothing.
[37:24] And so in Twenty-twenty you
[37:24] stepped up to really put it in
[37:32] place. Got. I can tell you is
[37:34] to Jenkins that San Francisco
[37:34] has had in place for quite
[37:40] some time. 0 collection. No
[37:41] money has ever been collected
[37:44] in San Francisco related to
[37:44] this item. So we can't get no
[37:47] money this week. But we can
[37:52] get reparations. And what's so
[37:52] disappointing is related to
[37:56] slavery. You had something on
[37:57] the ballot. I think it was
[37:58] called propositions 6 that
[38:03] would have ended slavery. And
[38:03] involuntary servitude and I'll
[38:06] prison system. I thought this
[38:06] is going to be easy. One. It
[38:11] didn't pay us. It didn't pass
[38:12] people who live in California
[38:15] say it's all right. For a
[38:16] person who is in prison to be
[38:20] identified as a slave. That's
[38:20] what the 13 amendment of the
[38:22] Constitution says, too. It
[38:24] didn't count it didn't in
[38:26] slavery. It redefined slavery.
[38:29] You are not a slave except in
[38:30] the case that you are put in a
[38:31] prison. Then you become a
[38:36] silly. That's this country.
[38:39] And you forced to work and
[38:40] many of these probes is awful
[38:43] for profit prisons. The labor
[38:46] produced by these slaves.
[38:50] Creates capital gains for the
[38:51] people who owns these prisons.
[38:51] That's what we all in this
[38:55] country. We have slavery. We
[38:57] also have in California
[39:00] proposition 209. This is we
[39:01] cannot have affirmative action
[39:04] now. Jumping all over Trump
[39:05] with what he's going to be
[39:05] doing. But look at what you
[39:07] do. Look what you do in this
[39:22] city.
[39:24] >> Thank you. And then threw
[39:25] the chair to Councilmember
[39:26] Kaplan. Is this a motion to
[39:26] receive and file this item in
[39:31] committee? So that was a
[39:33] motion made by Councilmember
[39:34] Kaplan, seconded council
[39:35] PRESIDENT Putin Abbas to
[39:36] receive and file this
[39:37] information report in
[39:37] committee on role Council.
[39:39] PRESIDENT Putin out of I
[39:44] Councilmember Kaplan. Council
[39:45] member Ahmed Chandran as
[39:47] excuse and sure Jenkins, thank
[39:49] Item number 5 passes with 3
[39:50] I's to receive and one excuse
[39:53] Ramachandran 2. Receive an
[39:54] file. This informational
[39:57] report in committee. And
[39:58] moving on to open form. We
[40:00] have 2 members that 2 members
[40:02] of the public that signed up
[40:03] to speak Mississauga all of
[40:05] And Kevin Dolly. If you're on
[40:06] zoom, please raise your hand
[40:18] to be acknowledged. I have.
[40:20] Assuming MR. Jenkins that.
[40:20] We're going to be moving
[40:23] forward. To have something
[40:28] happen in your district.
[40:29] Distric has benefited and you
[40:32] guys have let let Bay s.
[40:35] >> Pursue things that Distric.
[40:36] Measure you was intended
[40:39] mainly to be used.
[40:42] >> 4 affordable housing. I was
[40:44] housing for the homeless.
[40:46] >> And it could be used to
[40:48] address the police
[40:49] administration building. That
[40:51] has to be demolished.
[40:54] Community, Basque decided they
[40:59] wanted a new. Recreational
[41:00] center. They had already been
[41:01] approved for $700,000 for
[41:03] renovation of the Center. And
[41:05] it had the work it already,
[41:06] Stuart, they came forward with
[41:08] a raise in the money. They're
[41:12] going to do it as a community.
[41:12] They got money from They got
[41:14] money from other places. All
[41:18] of a sudden. We come up with
[41:19] given them 32 million dollars
[41:22] for a brand new recreational
[41:24] center and on the agenda fall
[41:26] areas where you going to
[41:30] reduce, you're reducing
[41:30] homelessness. You are reducing
[41:31] the about opportunity. Fall
[41:33] floor, double housing, but it
[41:37] clearly states restore
[41:38] 22 million dollars for the
[41:38] Lincoln rec Rick's
[41:43] Recreational Center. That's
[41:47] what happens too often. We
[41:48] also had police officer. You
[41:49] talk about over time. Look,
[41:53] all of law police officers she
[41:54] put at Lake Merritt,
[41:55] unnecessary to look at black
[41:57] people's participation in
[42:01] vending over that the lake
[42:01] look at all offices over time
[42:05] and Chinatown. Look at the
[42:07] ambassador to grant that was
[42:07] given to China Tao for them to
[42:12] view. Look at the on Second
[42:14] Street that's being built by
[42:14] Asians. And when he's
[42:15] finished, he's gonna be Asians
[42:20] living in it. You have to
[42:30] community.
[42:32] >> Calling in for the Zoom
[42:33] user. Kevin Dolly, if you
[42:38] speak, please raise your hand.
[42:40] Chair. All names have been
