Mission do 24 hours [8:10] before the meeting began. So [8:12] that has closed once again. If [8:13] you would like to speak to an [8:14] item on agenda again, thought [8:17] a speaker card turning into a [8:18] Clark representative either [8:19] before the item is called in [8:22] to record or 2 hours after [8:24] this meeting began, whichever [8:24] comes first with that. I will [8:29] now call roll. On role Council [8:32] member Brown is excused. [8:36] Councilmember Fife is excused. [8:36] Councilmember Guy, Crescent [8:39] Councilmember Houston, here. We have 5 members [8:55] present for skews 3 excuse [8:56] with that with I move on to [8:59] the first item sheremet 100, [9:01] you have any announcements. [9:05] Thank you. Yes, I have 2 quick [9:06] announcements because we are [9:10] in a very tight situation. We [9:11] will be with only 5 members [9:12] present. We will be reducing [9:14] speaker time to one minute. We [9:16] will all. There's also a [9:17] request from the [9:21] administration to pull item [9:22] 5.1, which will be the first [9:22] on consent calendar. Thank [9:26] you. Thank you for that. So [9:27] with item, threes [9:31] modifications to the agenda, [9:32] assuming the council chair [9:32] just know that that is there [9:35] additional? Any other [9:39] modifications Okay. [9:49] We will now move to non [9:51] consent items. 5 so item 5.1 I [9:53] will read the item into [9:56] record. It is adopt one of the [9:58] following pieces of [9:58] legislation want a resolution [9:59] accepting the police [10:01] commission selection panel [10:02] slate of 2 commissioners, [10:06] Ricardo Garcia, Costa and [10:07] Johnny hears to serve on the [10:09] Oakland Police. Police [10:10] commission or it was Lucian [10:11] rejecting the police [10:14] commission selection panel, [10:15] slate of 2 commissioners, [10:16] Ricardo Garcia, Costa in [10:19] Johnny here to serve on the [10:21] Oakland Police Commission. I [10:23] do have 3 speakers for this [10:24] item. Thank to administration. [10:29] Go ahead. Good afternoon [10:30] Council. We're asking that the [10:32] item is withdrawn from the [10:34] agenda. The selection panel [10:34] hasn't had the opportunity to [10:35] consider the background checks [10:37] prior to submission to [10:38] council. And we would like to [10:40] note that the city charter [10:41] provides that if the city [10:42] council does not accept or [10:44] reject the slate within 60 [10:45] days after take after [10:47] completion of the background [10:49] checks and submission by the [10:51] selection panel are designated [10:54] replacement shall be deemed [10:55] appointed. However, the [10:56] Oakland City Municipal Code [10:58] requires that the appointing [11:00] authority here. The selection [11:01] panel considers the background [11:02] checks prior 2 submission to [11:04] the council. And that has not [11:06] happened as such. The [11:07] background check process has [11:10] not yet been completed in [11:11] recommendation is not properly [11:13] before the council at this [11:14] time in there for the 60 day [11:18] time period cannot starter. [11:19] Thank MADAM Clerk. I know we [11:20] still have to read in public [11:22] comment even though the item [11:23] this poll do want to make sure [11:24] all the t's are crossed and [11:26] the I's are dotted before [11:28] voting on anything. So please [11:28] read in the public we'll do [11:31] thank you for that sheremet [11:32] 100. So I will read in the [11:34] speakers for those who are [11:35] here in person. Please step up [11:35] to the podium. When I call [11:36] your name, please restate your [11:40] name for the record. If you [11:41] are participating online, [11:43] please raise your hand so I [11:43] can easily identify you. We [11:45] will take those who are in [11:45] person first followed by those [11:48] who are online. I have Blair [11:51] Beekman, gender in of Allah. [11:55] Welcome to in one minute the a [11:58] lot of time at this time. [11:58] Something is going on. It's [12:03] not right. 45 people apply to [12:05] be on the police commission. [12:09] One of those was Omar Pharma. [12:09] Off 10 were selected from the [12:14] 45. Off, although was not [12:16] selected by any selection. [12:18] Panel member off Alma has been [12:19] on this on the police [12:21] commission. He's been on the [12:23] commission that deals with [12:26] Measure x. He has been on the [12:28] task force full re-imagining [12:29] policing. He has been a part [12:34] of the veterans. Issues. He's [12:34] been a part of the board [12:38] Security Committee. Pharma has [12:39] been a relevant participant. [12:44] He helped to develop the law [12:46] false alarm system with rep [12:49] Councilmember Kaplan. And [12:52] nobody saw to put him. As one [12:55] of the 10 candidates. That [12:57] black man is being targeted. [13:02] He's being top. Thank you for [13:04] your It's all we will now move [13:05] to the zone speakers. I have [13:06] Blair Beekman please unmute [13:12] yourself and you MAY begin. [13:13] Big Ben. Really nice words [13:15] from the previous public [13:16] commenter shoppers. An [13:18] interesting point of view. I [13:19] also think there's a point of [13:22] view that you're trying to [13:25] allow the one of the previous [13:26] candidates who supposed to be [13:27] a part of the future of the [13:30] police review process. You're [13:32] giving him another chance. [13:33] Omar, not so much. But this [13:36] other you are. These are both [13:37] people who are supposed to be [13:40] there. That administration did [13:41] not want, but you're still [13:42] trying now anyway, it's going [13:46] to more time now. Thank you [13:47] that you're trying. It's [13:48] really important that we try [13:51] tried to make clear that [13:52] community. Is that a really [13:54] important role in creating [13:54] good police review commission [13:58] in the past 10 years? We don't [13:59] I don't want to ruin that. I [14:01] don't want to. And then and in [14:02] most regions that people [14:02] tinkering with it, it sounds [14:04] like when they maybe shouldn't [14:06] be. So thank you. Sounds like [14:08] you are trying to address and [14:11] good luck. You can. And Thank [14:13] you for your comments. The [14:16] next speaker I I do not see [14:17] their hand raise in the queue, [14:17] but I do see another name. Let [14:20] me see if they. What name did [14:21] you sign up to speak for what [14:26] item? Hello? Yes. Can you hear [14:27] speak into resolution about [14:30] Riccardo Tisci a casa? Did you [14:32] sign up? I'm sorry. Go ahead. [14:33] Your My name is Judy Straw [14:37] year apologize. We don't have [14:39] a speaker card for you for [14:40] this item. So that concludes [14:42] our public commenters for this [14:45] item. Thank you. And there's [14:46] no action needed and he's been [14:47] withdrawn so we can move to [14:48] the next. I thank you so much [14:55] for that. So apologize. [14:56] Highland Terrier to chair to [14:58] the body. If we would need [15:00] vote on the action to withdraw [15:04] this item. Okay. Okay. I will [15:05] make the motion to withdraw [15:05] this item on the request of [15:12] the city administration. There [15:13] was a motion by much on trans [15:15] seconded by councilor be [15:16] Houston to remove withdraw [15:22] item. 5.1 on role. Council [15:23] member Brown excuse [15:25] Councilmember Fife excuse, [15:31] Councilmember Gallo. Houston [15:36] Long I. Sheremet, Andre, I [15:38] item number 5.1 withdrawn with [15:42] 5 ayes, 3 excuse that now [15:43] takes us to item 5 point to [15:45] one moments. Bear with me [15:46] while reading this lengthy [15:52] title. Item, s 5.2 is adopt a [15:53] resolution authorizing the [15:56] city administrator to award [15:57] contracts to one Grand Prix [15:59] for ink in the amount not to [16:01] exceed 1 million, $400,000 to [16:03] provide collision repair and [16:05] body shops services for light [16:08] vehicles for a three-year term [16:10] SEPTEMBER. [16:53] $525,000 to provide collision [16:56] repair a body shop services [16:58] for light vehicles for a [16:59] three-year term and 2 one-year [17:00] options to renew a response to [17:03] the Rfq 5 Mola brother's body [17:04] shop in the amount not to [17:07] exceed 1 million, 750,000 [17:08] dollars to provide collision [17:10] repair and body shop services [17:11] for him heavy vehicles for 8 [17:15] the year term. And 2 one-year [17:17] options to renew in response. [17:19] The rfq Malkin collision [17:21] repair eec in the amount not [17:24] to exceed 1 million, 750,000 [17:25] dollars to provide collision [17:27] repair shop services for heavy [17:29] vehicles for a three-year [17:31] term. And 2 one-year options [17:32] to renew in response to the [17:37] Rfq 7 making findings under [17:37] Oakland Municipal Code. [17:43] Section 2.0 4.0 5, 0 2.0 4.0 [17:44] 5, 1, and waiting for their [17:47] formal advertising in bidding [17:48] requirements. To the extent [17:49] necessary and adapting [17:50] appropriate California [17:51] Environmental Quality Act [17:52] findings. And I have 2 [17:56] speakers for this item. [17:57] Figures thank you, MR. Be how [17:58] many minutes do you require [18:04] approximately? 3 minutes? [18:08] Thank you. Please. Go ahead. [18:10] Thank Richard. Better is the [18:10] assistant director bureau [18:11] maintenance, internal services [18:14] of Oakland Public works. I'm [18:15] here before you with contract [18:18] for collision repair brought [18:20] this before the Public Works [18:22] Committee previously, it's [18:23] approximately 7 million [18:25] dollars. He's exactly [18:26] 7 million dollars contract [18:26] capacity in total for 3 years [18:29] with 2 one-year extensions. [18:31] The original proposal was to [18:36] make multiple awards to the 6 [18:36] vendors noted during the [18:41] discussion of Public Works [18:42] Committee. There are some [18:44] concerns raised by council [18:46] members related to having more [18:49] Oakland based businesses [18:52] involved in that rfp. So [18:52] there's a resolution attached [18:56] to this agenda report that's [18:58] recommending award 2 quality [18:59] body and fender only Oakland [19:03] base body shop on this agenda [19:04] report. We do have some new [19:05] information. I thought it was [19:08] important to share with [19:09] counsel Councilmember Houston. [19:11] As we looked into the matter. [19:12] I'm not sure if your questions [19:16] were answered by purchasing, [19:17] but as we research with [19:19] quality body and fender, we [19:20] discovered that there are [19:21] smaller body shop. They're [19:22] only able to take one job at a [19:26] time from the city of Oakland. [19:28] So we've currently got 25 [19:29] vehicles in accident repair [19:32] status. 23 of those are opd. [19:33] If we only award to quality [19:35] body has proposed in the other [19:37] resolution, it will slow down [19:38] the body repairs that were [19:41] able to perform. And also it's [19:42] been brought to my attention. [19:44] We have 280,000 an outstanding [19:46] invoices to Mueller are [19:48] brothers, which I'm not sure [19:50] if we have contract capacity [19:51] to pay all of those invoices. [19:52] Plus the work that's currently [19:55] at their shop. So there's a [19:57] better more information now [19:58] than we had at Public Works [19:59] Committee. And with that, I'm [20:00] available to take your [20:04] questions. Thank you. [20:05] Councilmember Houston, we are [20:09] fixing your mike situation. [20:11] But if you if but the club [20:19] will unmute you race. Through [20:25] chair. I have a a real issue. [20:26] But this and I understand you [20:27] get your research about [20:30] quality body. What about [20:31] Pacific collision in de 7 in [20:32] turmoil. Auto body, Dana have [20:32] out in the audience right now. [20:38] The problem that I have. I can [20:40] take that. The problem I have [20:42] is with this is not with you [20:43] is with the situation soon. [20:46] When I into office, it was [20:47] always waving the small local [20:50] business. Urgent emergency [20:52] right? So when you dealing [20:54] with body fender, this is not [20:56] mechanics because I understand [20:58] what councilmember guy always [20:58] speaks about. We have all [21:01] these cars in. This in the [21:03] yard. It's not being fix. So [21:08] this remove that. This is body [21:10] and fender. This is not some [21:11] high-tech right? And through [21:13] chair, I'd like to ask the [21:15] city attorney a question about [21:18] when they have to when we get [21:22] a contract from the we can't [21:24] use small local small local [21:25] business participation. Is [21:32] that true or not? Through the [21:33] chair to councilmember [21:35] Houston? We can. I can. We can [21:35] get back to you on the [21:39] specific item. One. It's that [21:45] it's the same same one would [21:46] get us of I go with so soggy. [21:47] Be the answer. Answer is we [21:51] cannot find instead of. [21:52] Answers that we can at. And [21:54] I'm not talking over you. City [21:55] attorneys just that we cannot [21:56] use to small local business [21:56] when it comes to that. This is [22:01] not something that's we urge [22:02] it matter or we have to go out [22:06] to a specialty is not. We have [22:10] in ways. District district. We [22:11] have many body shops well as [22:13] dish. We have many body shops [22:14] in my we probably have the [22:16] most by the shops Oakland. [22:21] Then the whole Alameda County [22:21] have a problem with spending [22:22] 7 million dollars outside of [22:22] the city of Oakland. So with [22:25] this quality with this quality [22:27] you said is small. But I can [22:34] have we're smart guy. [22:37] Terrible. I do body because he [22:39] wasn't even notified it. He's [22:42] a vendor in ways District [22:43] wasn't even notified. They [22:43] said that he had to go online [22:47] or something like that. This [22:48] is request for qualification [22:49] is that cannot go you here all [22:50] day. Coming up here, real [22:51] quick and ask and I haven't [22:53] come up to the chair when we [22:54] move to public speakers going [23:00] on. So my issue is this. We've [23:01] got to stop Russian. All these [23:02] these projects outside of our [23:04] city because when I look at [23:06] this, I see here that and a [23:09] light duty. It was 10 [23:11] companies that we reached out [23:12] to 5 was out of the city of [23:15] Oakland. If I was in the city [23:17] of Oakland on the heavy duty, [23:26] I see teen. There were. 3. 7 [23:28] is 7 outside 3 inside the city [23:30] of Oakland. Right? That was [23:33] requested qualification. I [23:34] have a problem with this some [23:35] other issues is coming on and [23:38] does not have to do with you [23:40] that we keep going outside of [23:42] the city of Oakland to give up [23:44] this work. And I got and I [23:45] understand it now woke up in [23:46] the middle of the night. I [23:47] woke up and I was like, why is [23:49] it so easy for people to give? [23:52] Contracts out of my city? [23:55] Because they don't live here. [24:01] And I Watching him move. So [24:03] don't want this to go through. [24:04] I want this to be redone where [24:08] we go out Companies not [24:10] companies like Pacific [24:11] Collision. All the body shops [24:12] in our city and keep the [24:15] 7 million dollars in our city [24:16] because I'm not going city law [24:16] got it now. I've got it now. [24:21] So thank you really quickly. [24:22] Councilmember Houston, your 3 [24:27] minutes are a minute. Ok? [24:32] Sorry, okay. Thank you. [24:33] Because I did my research on [24:36] that one, too. You know, I [24:38] know how many minutes that guy [24:38] we had a fight when I first [24:39] got in office about my [24:45] minutes. But not for right. [24:46] What are we going to do about [24:46] this council members? We're [24:48] going to take the 7 million [24:49] dollars out and give it to [24:50] others when we can keep it [24:51] inside our own city. What are [24:55] we going to do? Ask you I [24:56] don't want this to go out to [24:57] know other body and vendors. [25:00] This is not some tank. This is [25:01] body offender, right? So I [25:03] want to keep it here, Want [25:07] enough business to be? He [25:08] wasn't even reached out. He's [25:09] qualified to s l b e said it [25:11] wasn't even notify 4 and he [25:16] was he was. Had a serious [25:20] situation. A car crashed into [25:24] his business. Stopped his [25:30] business. Now he's back up. [25:31] Why we final $4,000 for some [25:34] find out about that, too. And [25:36] he had the encampments in his [25:37] area which was harming his [25:38] business. Now it's time to be [25:42] able embrace him. And brace [25:42] these companies. That's what I [25:46] want to do. And almost and 10 [25:48] toes down for the company's in [25:50] Oakland, a small local [25:51] businesses, Latino, my black [25:52] brothers and sisters. That's [25:55] where I'm standing on. You'll [25:55] the floor and I want to see [25:56] what my council members had to [25:58] say about this. Is that a [26:02] motion accounts under 2? Hold [26:05] this. To dispense of this item [26:05] and ask public works to come [26:07] back with other [26:08] recommendations or yes, that's [26:12] the motion. Okay to the [26:12] parliamentarian. What is the [26:14] right up to the city [26:15] administrator place? Thank [26:17] you. I just want to clear what [26:19] clarify one thing that right [26:21] now the public works is [26:21] bringing back the proposal [26:26] that was approved by the [26:27] committee, which was to limit [26:33] approval to the local. The [26:33] local company called quality [26:36] body and Fender. So that is [26:38] the proposal in front of you. [26:41] I did want to also encourage [26:43] you to consider adding item 5 [26:45] the Mueller brothers contract [26:49] because we do owe them money. [26:50] And then the remainder of that [26:54] money. Public works would come [26:57] back and do another proposal [27:00] based on further outreach to [27:02] local businesses because of [27:02] his knee will come back to [27:03] that. I just want to clarify [27:06] in the packet, the [27:06] supplemental legislation. Does [27:09] have what's be reflected from [27:11] the committee. So all of these [27:12] other companies except for the [27:14] one that's from Oakland, [27:15] quality body and Fender has [27:18] been removed. If we vote on [27:19] this item and we can take into [27:21] consideration if we want that [27:24] back. One of the non Oakland [27:25] companies, because the money [27:28] comes under long, the number. [27:30] Thank you. And yeah, I just [27:34] wanted to support my [27:35] councilmember fellow [27:36] Councilmember Houston's [27:37] comments. I think for me the [27:39] concern is who gets the [27:40] invitation, you know, in the [27:43] first place right? The fact [27:45] that we have if you go down [27:47] International Boulevard, many, [27:49] many auto body shops. Now I've [27:51] learned that a number of them [27:54] actually have the city's fl b [27:55] e certification and they did [27:58] not get the invitation that [27:59] that is concerning. I think [28:01] something that I would just [28:03] agree that we need to. We need [28:04] to do better and we need to [28:06] make sure that the small and [28:09] local businesses if you know, [28:10] of course we want, we want to [28:10] make sure they can do the job. [28:14] But what people don't get [28:16] invitation right. That [28:17] automatically puts them at a [28:19] disadvantage to not even [28:20] respond to the rfq in the [28:20] first place. And that's not [28:25] right. Just a point of [28:28] clarification for the city [28:30] administration for Mueller are [28:32] brothers. Is it item 4, 5, are [28:35] just for that. I think you [28:37] could do it. Just item 5. Just [28:42] with item 5. And then 1, 1, [28:44] other clarification in terms [28:48] of who gets the invitations pw [28:50] is not. I will be working with [28:52] purchasing, which is the [28:53] entity in the city that puts [28:54] out the rfp. So it's pw its [28:56] purchasing. And I'm happy to [28:58] be working with them in [28:59] concert with the council [29:01] members to be sure that we [29:02] have the appropriate list. [29:03] Thank you. Okay. Thank you. [29:07] Keep count on So my [29:09] understanding is we're voting [29:13] on the amended resolution as [29:14] amended by Councilmember [29:14] Houston and the rest of the [29:17] committee to just go with the [29:18] local vendor because if we [29:20] don't do that, we will not be [29:22] able to repair any of our [29:23] vehicles until the until after [29:26] recess. I think this is [29:26] reasonable to just go with the [29:28] local vendors that we can, you [29:29] know, limp through the recess [29:33] and then public works will [29:34] bring us bring us back. But I [29:35] would also like to make a [29:42] motion to add in item 5. Thank [29:43] you for MADAM Chair. If I can [29:47] make one clarification both [29:48] the committee's recommendation [29:48] and the original item or [29:51] before the spot. The for your [29:53] full consideration just [29:55] clarify. So you can. You can [29:57] also consider the original. [29:59] Has proposed I would like to [30:00] go go with the item as amended [30:01] by councilmember he's [30:04] committee and add an item 5. [30:05] Thank you. Councilmember [30:12] Houston. Yes, understand a [30:12] chance to what you're doing. A [30:16] cast member on her is panned [30:17] individual from Mueller's so [30:18] they can get paid correct [30:19] their company. How much of [30:22] through chair, how much of the [30:26] old not to the chair. 280,000 [30:27] okay, outstanding invoices and [30:28] potential work that has not [30:28] been invoiced yet. That's [30:29] currently in their shop. And [30:32] how much is that? Don't have [30:34] that information give you [30:35] estimate. Not at the assistant [30:38] director level. Okay. So [30:42] they're in San Leandro. Yes. [30:44] Okay. Through I researched and [30:46] San Leandro. So accept that. [30:49] Given Mueller that money and [30:51] the cars. It's already in [30:53] there that we committed to [30:54] makes no sense to pull [30:54] something, agree with that. [30:57] But moving forward, I'm not [30:59] agree with that and that other [31:00] none of that So accept that [31:01] this move it like you said a [31:06] cast member on. Thank you. [31:07] Council member would like to [31:14] second that motion amendment. [31:15] Before move to public comment. [31:17] I have a clarifying question. [31:18] So I'm in full support of [31:21] moving forward with the [31:22] contract with one Oakland [31:24] company on this list, quality [31:25] body in fender and adding and [31:26] Mueller are brothers because [31:28] they have an outstanding [31:31] amount owed. What is the [31:34] approximate practices? The [31:35] city administrator of looking [31:38] into other Oakland vendors. I [31:39] will be working with [31:40] purchasing over the recess [31:41] that we can bring it back. [31:43] Hopefully on the first or [31:46] second meeting. Thank you. [31:48] MADAM Clerk, we can move to [31:50] public. Thank you so much. As [31:51] i call your name, please [31:52] approach the podium. If you're [31:55] here in person, if you're [31:56] online, please raise your hand [31:57] so I can easily identify you [31:58] will start with those who are [32:01] in person visits out on the [32:01] Bala and she's in Blair [32:07] Beekman. So if you knew [32:54] it, private too. So a lot. I [32:55] really appreciate of you. Did [32:57] it. You know, consideration [33:00] lauding told one of my shop, [33:01] too, put up a put 8 in the [33:03] city on a cruise program. [33:06] Thank you very much. [33:12] Councilmember Houston. [33:12] Apologize. MADAM Clerk, I [33:13] think Council Houston's Mike [33:15] is the only one that I can't [33:17] tap on right there. Go to [33:18] chair. Want to know if you [33:20] have anything else to say [33:21] because I would like for you [33:24] to share with just real [33:26] briefly about the condition [33:27] that your company was in and [33:28] the condition the things that [33:32] it had to indoor. And then that [33:36] accident that happened where [33:37] that car rammed it to go shut [33:39] you down and you open company [33:40] did been here for how many [33:42] years 30. Think you over to [33:44] over 36 years. You hear [33:46] audience. Do you hear that? [33:51] 36, shouldn't. We? Supporting [33:53] our businesses that was here [33:54] in the good and bad times of [33:55] Oakland, California, where we [34:01] live. Most of us. So. Go a to [34:04] b. I know Clinton. My [34:19] hometown. On 2 years of all. [34:22] So one of ladies, young Navy. [34:28] Some of all of thing. And I [34:33] have a very hard time. I last [34:34] 2 years over 16 and Donna [34:39] Gross income. I have a more [34:41] than 32 workers not always to [34:45] the use of 14. And we had we [34:46] tried to put out the permits [34:49] to local n. Or so city down [34:53] action line. And I talked to [35:01] and there. I almost crossed [35:01] And if taking other permitted [35:04] to And then I have a from [35:09] Open. There's still I rent [35:14] power line for some Every [35:19] month I pay for over $2000. [35:20] I'm losing money for even [35:24] year. If I keep team going [35:25] like these I met, I MAY have [35:29] to close down all regions. I [35:30] have taken the key continues. [35:34] Money. And to So I have one [35:41] now 40 people from Thank chair [35:42] some say this to the audience [35:42] and taught of people is this [35:46] it 2, you can sit down now. Do [35:46] we want to treat up Oakland [35:48] businesses like that? No, we [35:55] do not. 36 years in the game [35:56] support and hiring our folks [35:57] and he had to suffer like [35:59] this. We need embrace [36:01] businesses so they stay and do [36:02] not leave. Let me share this [36:04] with everybody. I bought it [36:06] now. It takes me some time to [36:12] get it. When I got I got it. [36:13] And I'm about to fight for my [36:14] folks. And let me share this [36:16] with you. In closing my [36:16] cousin. Daryl Kerry used to [36:20] say this. And I remember used [36:22] to say to me all the time. He [36:26] said if you not mad now. When [36:27] you get mad and I'm mad [36:28] because I'm with my for my [36:33] folks. Think. Thank you. And [36:36] if I MAY acknowledging the [36:37] presence of Councilmember [36:39] Brown who is now participating [36:41] remotely for all 6, thank you. [36:42] Thank you. And we have one [36:44] more speaker for this item or [36:47] do if we can pause to allow [36:49] the parliamentarian to ask a [36:49] necessary questions of council [36:53] member Brown. Before she is [36:57] allowed to proceed remotely. [36:59] Pursuant to the ground at [37:00] participating remotely under [37:04] the just cause basis requires [37:04] the member participating [37:05] remotely to disclose whether [37:06] there is anyone in the room [37:07] with them. That is 18 years or [37:11] older. No, there's not. Thank [37:19] you. Thank you for that. And [37:22] our last speaker apologies. Is [37:25] Blair beat men. You've you. [37:26] Did you manage your soap and [37:26] begin your comments for item s [37:34] by 0.2? I apologize. Lost know [37:39] that. Just just for just for [37:41] the council members reference, [37:42] even though we have [37:44] councilmember Brown online, we [37:45] need 5 members present at the [37:49] diocese for If any [37:51] councilmembers need to take a [37:52] break, we can call a short [37:57] Just letting a thank you. [37:58] They're beating. You MAY be [38:01] resume your comments. Thank [38:02] you. Well, thank you. Blair [38:04] Beekman. I don't have any [38:04] public comment. I passed for [38:06] this item so that can help but [38:08] things right now. Thank you. [38:09] Thank you so much, Blair and [38:12] that closure costs public. [38:15] Commenters for item that 5.2, [38:17] thank Believes is a motion a [38:19] second. Thank you so much. On [38:21] this item, we have a motion by [38:22] Councilmember Houston, [38:24] seconded by Councilmember [38:27] Unger to approve item 5.2 as [38:29] amended approving committee's [38:29] recommendations from the JULY [38:33] 14th. Committee meeting of [38:36] noting that we're keeping [38:37] contract quality body and [38:41] fenders only and the [38:43] additional amendment added [38:43] today in Council of the [38:46] Mueller Brother's body. Part 5 [38:50] of this, a title it. And with [38:51] that motion on role for this [38:53] item as amended council member [39:01] Brown. As a Councilmember Fife [39:02] is excuse councilmember Gile. [39:08] I. Councilmember Houston. I [39:09] councilmember Unger [39:11] Councilmember Wang, chair [39:13] Ramachandran. I item number 5 [39:14] is approved as amended with 6 [39:18] ayes to excused. And we are [39:22] now going to move to item s [39:29] 5.3, the appropriating [39:29] allocating 50 million dollars [39:31] of proceeds of the sale of the [39:32] city of Oakland and divided [39:33] 50% interest in the Coliseum [39:37] complex of California. Public [39:38] employees, retirement systems [39:39] for a discretionary payment of [39:43] the city's unfunded accrued [39:46] liability. For Retirement [39:47] benefits. And there are quite [39:50] a few speakers for this item. [39:51] And MADAM Clerk, we do need an [39:54] urgency finding under the sun. [39:54] Yes, miles from we see that [39:57] does appear to provide the [39:58] basis. Thank you. I will make [40:04] the agency finding so staff [40:06] will make holidays. They will [40:07] request agency finding and [40:11] then vote on it. Thank you to [40:12] Terre 100 Johnson, director of [40:13] finance. The urgency for this [40:14] item is should the city agreed [40:16] before council's returns from [40:17] its recess and conclude the [40:21] sale but of its transaction ac [40:23] for the sale, the Coliseum, [40:24] this city would be who to [40:26] present to transmit the [40:27] funding immediately to [40:29] California public employees, [40:31] retirement system to maximize [40:33] the savings in long term costs [40:37] from the copper system by [40:38] accruing appropriate returns [40:40] in the Calpers system from the [40:42] supplementary investment. I [40:44] should note that this [40:46] particular item was included [40:47] in the fiscal impact. Summary [40:47] of your ordinance approving [40:50] the Coliseum sale on the [40:52] advice of attorney. Pull it [40:53] apart separately. Just that we [40:54] have clear directive and [40:57] advice on this item. But this [40:57] was the intent anticipated use [41:01] of the sale proceeds. I will [41:01] also note that the item [41:06] itself. Does not include any [41:09] allocation of the city savings [41:10] in ongoing cost from the [41:13] operating costs of the [41:14] coliseum gpa. Nor does it [41:16] preclude a particular costs on [41:17] the revenue sharing agreement. [41:18] That is also a component of [41:20] that item. This is simply on [41:24] the sale of the arena. I would [41:24] have happy to answer any [41:25] questions. And again, the [41:28] urgency for the item is to get [41:29] it to purse immediately so [41:30] that it can begin Turner [41:31] return and maximize the city's [41:32] long-term savings. Thank you [41:35] for that urges. We need a [41:35] motion that we can Conroe for [41:36] the agency. Now, I will make [41:37] the motion. Is there a second? [41:41] I got And there was a motion [41:44] by much 100 seconded by [41:46] Councilmember Unger to approve [41:47] the urgency stated on Record [41:51] Council member Brown. [41:58] Councilmember Plant. Fyfe is [42:00] excuse Councilmember Gallo. I [42:00] Councilmember Houston. I [42:05] councilmember I and chair [42:07] Ramachandran. I item number [42:10] skews me the urgency finding [42:11] for item s 5.3 was approved [42:16] with 6 ayes to excuse thank [42:19] Now we can move council under [42:24] comment. Okay. Thank So I will [42:29] start with a quick question. [42:30] How much pension liabilities [42:34] does the city have right now? [42:35] The city has over 2 billion [42:36] dollars in liabilities, not [42:37] attached to the Calpers [42:39] system. Thank you. And a quick [42:40] follow-up question by asked [42:43] paying 50 million of it. [42:44] What's the benefit to the city [42:47] of starting pay this down as [42:48] the city begins to pay down [42:50] process, we achieve savings [42:51] and I would liken this to [42:52] paying down the bill on a high [42:54] interest credit card. The [42:58] sooner you make a payment, the [42:59] lower your over the payment to [43:00] make overtime is you'll accrue [43:01] the savings on your future [43:02] bill, because your minimum [43:03] payments will be less. This [43:04] will provide future ongoing [43:06] savings. The city and future [43:08] fiscal years. Thank you, [43:10] colleagues. Any questions. [43:12] Okay. We can move to public [43:13] speakers. Thank you so much. [43:14] As I call your name if you're [43:17] here in chambers, please [43:18] approach the podium in any [43:20] order and state your name for [43:20] the record. If you're [43:21] participating online, please [43:22] raise your hand. We will take [43:25] those who are in person first, [43:30] David Peters player, men. [43:33] Dominique Riley, to Lani. [43:36] There are Jon Santos, Jon [43:41] Jones, the 3rd asada, Bala and [43:41] Jeanne Hazard in any order [43:42] again, if I called your name [43:43] and I mispronounced name. I [43:46] apologize in advance. But if [43:47] you are participating in [43:49] person and you want to speak [43:51] to item s 5.3, please approach [43:54] the podium. If not, we will go [43:55] to those who are online. But [43:56] if I called your name and you [43:57] signed up for this item. Thank [44:12] you. [44:14] Good afternoon, [44:19] everybody. My name is John [44:20] Santos on Bay Area resident [44:21] for 71 years and an Oakland [44:26] resident for the last 36. If [44:27] we citizens workers and [44:28] artisan Oakland have come to [44:29] understand anything at all. [44:30] It's that the arts are not [44:34] only a replaceable, but I [44:35] absolutely and urgently [44:37] necessary for our sanity. And [44:41] for our very survival. [44:41] Nothing's more important, [44:42] effective and powerful lesson [44:45] generator of unity and love in [44:48] our efforts to confront the [44:48] absurd and open hostility of [44:49] the federal government towards [44:50] people of color across the [44:54] nation and the globe. The arts [44:56] must be a priority if we have [44:57] any hope of Oakland continuing [44:58] to rise and represent real [45:01] justice and solidarity among [45:02] working class communities both [45:05] locally and internationally [45:06] wholeheartedly supporting the [45:06] arts is the most logical [45:08] investment you can make. [45:13] You'll be generating jobs, [45:13] revenue, wide-ranging [45:14] collaboration, civic Pride, [45:16] Great Beauty and real hope. [45:18] Police said a glowing example [45:20] and do the right thing by [45:23] designee. I time crisis. Thank [45:27] you so much for your comments. [45:28] If I called your name, I have [45:29] Mississauga Jon Jones that [45:32] urging hazard I'm Jon Jones. [45:34] The 3rd is waiving his [45:35] opportunity to speak at this [45:42] time for Adam by 0.3 Okay. I'm [45:47] going to take. This time to [45:50] make a statement. We had a [45:52] public safety committee [45:55] meeting and somebody video, my [45:57] participation in that meeting. [46:01] And they the video. Was [46:02] misrepresenting what actually [46:05] happened. It made it seem like [46:09] Councilmember Wang. Was [46:14] victimizing me. Councilmember [46:15] Wang hit every white to [46:18] request me. To stop disrupting [46:19] the meeting. She did nothing [46:23] wrong. The video is being [46:24] shown as of Councilmember [46:26] long. Was attacking his old [46:29] Black lady. That is not the [46:35] case at all. If I'm a victim. [46:36] I know how to defend myself. I [46:38] don't need no video out. They [46:39] circulate an trying to help [46:41] me. This was an effort to but [46:43] it was not anything that she [46:51] did wrong. Apologies, [46:56] business. Think MISTER Has or [46:57] you want to speak to item 5.3, [47:03] if not, we will move MR. [47:05] Hazzard are you speaking to [47:10] item 3? I ok, thank One moment [47:11] why we're having technical [47:13] issues online that will go to [47:13] it's a hazard is now speaking [47:23] to item 5. Thank you. I'm glad [47:25] that this first phase, the [47:29] Coliseum. Has been completed. [47:32] But we have a long way to go. [47:34] This. Is that going to happen [47:38] overnight? As hoopla would [47:41] have us to really. It's going [47:45] to be a long process. Breaking [47:47] ground ribbon. Catty. Shovel [47:52] in the ground. My guesstimate [47:55] is only guess um. Maybe 10 [48:01] years. Before we see anything. [48:05] So I would only caution Going [48:10] forward. That's ain't going [48:14] happen. Just like that. Took a [48:14] long time to get where we are [48:18] is going to it. Take a long [48:18] time to get where we're [48:28] supposed to be. Apologies. [48:31] MISTER Has a juror time is at [48:32] well now need it moved to the [48:37] zone. Speakers. If I called [48:39] name and you are here online, [48:40] please raise your hand so I [48:43] can easily identify you. Blair [48:43] Beekman, you're on muted. You [48:48] you to begin. I thank you. [48:48] Blair, big front, very brave [48:53] words from a all Thank you [48:58] very much. I wanted to comment [49:02] I'm interested in how isn't [49:04] the Oakland Arena deal? A part [49:07] of the a's county Part of the [49:09] sale. Where is Oakland is the [49:12] stadium's part of the sale? [49:15] How is that? The negotiation [49:16] process going Alameda County [49:18] and Can we count on them to [49:19] come through with this plan? A [49:21] retirement plan for the [49:21] Oakland community? I really [49:25] hope you can. We're working on [49:26] tax Lee and forgiveness, ideas [49:27] that I think can be a good [49:29] negotiating tool with Alameda [49:31] County towards best practices [49:32] for everyone. Good luck and [49:36] those efforts good luck we [49:38] address retirement plans, it's [49:40] really this is a really [49:41] important item for open. We [49:42] can't. And our retirement [49:42] plans for Oakland City [49:43] workers. Can we take a cut in [49:45] pay 50 bucks a month [49:49] translates to 600. Thank you [49:56] for your I. Hello if you [49:57] signed up to speak for an item [49:58] under 5.3, can you state your [50:05] name? On any day? Bpd in [50:06] yearly. Thank you, MR. P's, [50:07] you MAY begin your time. Thank [50:13] you very much. I want to [50:16] remind this council of the [50:18] work fire town says I believe [50:25] in 2014 council passed. As [50:26] part of a consolidate [50:28] consolidate House, the [50:30] resolution that directed that [50:34] net gain of the city's did [50:35] city sure the gain from this [50:35] property and other similar [50:36] properties would go to the [50:38] Affordable Housing trust. [50:41] Clearly the 2014 council was [50:42] much more cognizant and [50:45] willing to direct money to [50:46] affordable housing. So I think [50:47] now we have a lot of people [50:49] that talk about what they're [50:50] going to do for affordable [50:51] housing when the opportunity [50:54] comes actually direct these [50:55] 50 million dollars to the [50:57] Affordable Housing Trust Fund [50:58] as designated by prior counsel [51:02] council drop the ball. And so [51:03] it's very unfortunate that we [51:05] say what we were going to [51:06] about homelessness and [51:07] affordable housing when the [51:08] money is actually there. We [51:09] decide to stay in house we're [51:12] at. Thank you for your [51:16] comments. [1:06:02] I want to make sure that [1:06:08] amendment. Has 6.2, 8 was at [1:06:09] it because I didn't hear it [1:06:09] because member in your [1:06:11] committee. I didn't like the [1:06:14] three-year to 2 year the month [1:06:16] to month. That's added into [1:06:18] that. Yes, I will. I will [1:06:20] clarify. So in Finance [1:06:20] committee, we heard the item [1:06:25] regarding the parking operator [1:06:26] contract extension is Director [1:06:31] Johnson here actually to just? [1:06:32] Referenced the changes briefly [1:06:34] that we made from committee [1:06:35] that we're going adopt today [1:06:37] if passes. Thank you. Brent [1:06:41] Johnson to the chair, the [1:06:44] revised language only extends [1:06:44] the contracts for the garages [1:06:47] to the end of the calendar [1:06:48] year. And the staff report [1:06:49] supple report provides the [1:06:51] additional information that [1:06:53] was requested by the [1:06:55] committee. And there will also [1:06:56] be an informational report [1:06:57] that were provided to the [1:06:59] Finance too. Second. And that [1:06:59] has already been scheduled [1:07:02] pools. Thank you. And I just [1:07:03] for the record, I want to [1:07:08] clarify that. There most of us [1:07:10] and not all of us and finance [1:07:11] committee when this item was [1:07:11] discussed, had some deep [1:07:16] reservations about. The [1:07:16] performance of these [1:07:20] contracts. And we welcome the [1:07:20] initiatives that the finance [1:07:21] Department is trying to put [1:07:24] forward to improve performance [1:07:26] of our existing parking [1:07:28] garages not only in collecting [1:07:29] revenue, which is certainly a [1:07:31] problem, but also safety, [1:07:32] accessibility, ours that are [1:07:33] they're available open to the [1:07:34] public. So there are a number [1:07:35] of questions that we did bring [1:07:37] up in committee that when the [1:07:41] informational report about a [1:07:41] planned overhaul of our [1:07:43] parking garage system comes [1:07:45] up. I look forward to hearing [1:07:46] in SEPTEMBER the consummate [1:07:48] Houston, and through the chair [1:07:49] at thank you for your [1:07:51] leadership. Seeing that right. [1:07:55] And that Texas company. Texas [1:07:58] Company. So thank you. [1:08:07] Appreciate. Councilor Wang. [1:08:08] Yes, thank you. I will also [1:08:11] just log a no vote for item. [1:08:15] 6.4, 0 as well. Thank you. [1:08:17] Thank you. And week counts [1:08:19] Houston. Just one was can we [1:08:20] speak on a couple of these [1:08:22] items or do we want the public [1:08:24] to speak? Because I wanted you [1:08:25] can speak. Yeah. Just wanted [1:08:29] to speak on the sanctuary city [1:08:32] piece I want thank council [1:08:33] member Gallo and I want to [1:08:34] thank council member Wayne for [1:08:36] accepting my amendments. And [1:08:39] as I always say, that my mom [1:08:39] is black. My father's that he [1:08:43] know. And I was always wonder [1:08:47] since 1986, you know, when my [1:08:48] Latino side of my family was [1:08:49] being represented for 40 [1:08:52] years. I had to go home and [1:08:56] see my friends passed away and [1:08:58] I and we ever a part of this [1:09:01] say 2 area refuge city. And I [1:09:02] want to just share a couple [1:09:05] things that I wrote Down. Let [1:09:06] me pull that up. Real quick [1:09:08] should have been ready, but I [1:09:22] was not. And I apologize. In [1:09:23] 1986. Oakland was first [1:09:24] declared as a saint. You are [1:09:28] refuge city 1986. 1983. Just [1:09:30] remember 1983 National [1:09:31] Journal. We for Oakland as [1:09:35] what the crime capital crime [1:09:36] capital, revolutionary leader [1:09:42] Huey p Newton was killed. 1989 [1:09:42] seen bunch of my friends died [1:09:49] in 18. 89 and then 92. Dorn. [1:09:50] Per per capita homicides in [1:10:00] 1982. Record. 175 homicides. [1:10:00] And many of them were my [1:10:01] friends, my classmates, people [1:10:06] that I knew my cousin. [1:10:11] Appreciate. You accept MR. [1:10:17] Revisions of bringing in. A [1:10:19] refuge and a sanctuary for my [1:10:22] black residents right? Because [1:10:25] we were left out for so long [1:10:25] so long in this historic, 40 [1:10:27] years, 40 years. We weren't a [1:10:30] part of a bit now. We're part [1:10:31] of it. So now we've got to put [1:10:33] money to that right? So I'm [1:10:34] saying is thank you [1:10:37] councilmember way. Thank you. [1:10:39] Councilmember Gallo think Sept [1:10:41] in that because I feel that 40 [1:10:42] years of us being left out of [1:10:43] my other side of my family be [1:10:47] left out was. Was hurtful for [1:10:49] what I had to go through. What [1:10:49] my family, many of people [1:10:50] that's out here in audience [1:10:51] right now, seen it. So thank [1:10:55] you so much on that one. And [1:10:57] then the last one I like to [1:10:58] speak on. Thank you. Thank [1:11:04] you. To last one was. You [1:11:06] know, I spoke on that one. So [1:11:07] let it go. Thank you so much. [1:11:09] Appreciate it. Thank you. [1:11:13] Council under long. Since [1:11:16] we're talking about the [1:11:17] sanctuary city policy. And of [1:11:19] course, I want to also thank [1:11:21] you, Councilmember Houston, [1:11:23] because truly a true city of [1:11:26] refuge must acknowledge both [1:11:27] the contributions of the black [1:11:31] community as well as a lot of [1:11:33] the ways that the black [1:11:34] community has been [1:11:35] disinvestment has been subject [1:11:39] to systemic discrimination and [1:11:41] and block from opportunities. [1:11:44] And so it is only just to add [1:11:45] those amendments that that you [1:11:48] added. So thank you. I also [1:11:49] want it's just think because [1:11:50] this body for supporting the [1:11:52] sanctuary city policy. Want to [1:11:56] thank the faith in action [1:11:57] community that really pushed [1:11:59] us and has been the primary [1:12:01] advocate for this piece of [1:12:03] legislation. I also want to [1:12:04] thank council member Gallo for [1:12:07] his partnership as well as for [1:12:08] being the legislator for much [1:12:08] of the proceeding [1:12:09] sanctuary-city policies that [1:12:11] lead to this day. So thank [1:12:23] you, everyone. Thank you. I don't know what I'm [1:15:54] the one at the time, but Shell [1:15:57] hit me out. So I appreciate [1:16:00] saw I don't real quickly item. [1:16:00] 6.40, not 6.4, 9. I support [1:16:05] bright research group. 6.11, a [1:16:08] sanctuary city won. I support [1:16:11] that one wholeheartedly. Thank [1:16:12] councilmembers Councilmember [1:16:13] Gallo in Councilmember. He was [1:16:13] that and I want to say is I'm [1:16:15] going to raise east Open. The [1:16:15] thing I love the most about [1:16:18] the towns of diversity. Right? [1:16:19] So we it's important that we [1:16:22] don't get caught up in how the [1:16:23] system was separate because [1:16:25] we're not enemies. We got do a [1:16:26] better job identifying how the [1:16:26] system pits one against [1:16:30] another. Now with that man [1:16:31] said item, number 6, 0.2, 5, [1:16:35] the Coliseum. I want to start [1:16:36] by thanking cities everyone [1:16:37] who played a role in this hour [1:16:41] a lot when of this. I want to [1:16:41] thank all the council members [1:16:42] because right now we've got to [1:16:43] be real is a lot of hate and [1:16:45] going right now. It's a lot of [1:16:47] people who hate the city of [1:16:48] Oakland and I'm glad you are [1:16:50] wise enough to see through [1:16:52] that. It's one thing to [1:16:53] disagree on a proposal. [1:16:55] Everyone have a right to their [1:16:56] opinion. But when it's coming [1:16:57] from people who seemingly [1:16:59] celebrate whenever there's a [1:17:00] tragedy or challenge in the [1:17:02] city of Oakland that represent [1:17:05] the spirit of Oakland. Any [1:17:06] time there are people who [1:17:09] openly speaking a matter. [1:17:10] That's misogynistic, [1:17:11] homophobic and transphobic. [1:17:11] That does not represent the [1:17:15] values of the city of Oakland. [1:17:16] And quite frankly, all respect [1:17:17] know about who can come in [1:17:19] here and but they were put man [1:17:20] the face behind what they got [1:17:21] to say because we've got to [1:17:24] see it here. Do business. [1:17:25] We've been doing this for a [1:17:27] long time Matt, what they want [1:17:29] to for folks MAY not [1:17:31] understand my involvement with [1:17:31] the Coliseum goes back to [1:17:35] where I deal with in my 30's. [1:17:35] I mean, glasses. I was 35 [1:17:36] pounds lighter. I didn't have [1:17:40] any great. I was working on [1:17:42] the minimal ways. I was making [1:17:42] $10 an hour working at the [1:17:43] Burger. King are used to be at [1:17:44] 13th and Broadway. And I heard [1:17:48] about Coliseum City. That's [1:17:50] someone who born a race here [1:17:51] in left sports. I got involved [1:17:51] in a meeting with the [1:17:55] developers. And then when it [1:17:55] got to a point to where it was [1:17:57] clear that the writers want to [1:17:57] move, there was an effort led [1:17:58] by Ronnie Lott. And that's [1:18:01] where I'm it. My brother Ray [1:18:02] bought it and we met with [1:18:04] council member Gallo. It was [1:18:05] the effort. So by the Raiders [1:18:08] that didn't work out. So then [1:18:10] the next step was to sue the [1:18:11] nfl. So again, with the [1:18:13] support of Councilmember [1:18:15] Gallo, you was always there [1:18:17] with us. Former city attorney [1:18:18] Barbara Parker. There was [1:18:20] effort to sue the nfl for [1:18:21] violating the relocation [1:18:24] policy. So I want people to [1:18:24] understand that this didn't [1:18:26] just happen out of nowhere. [1:18:29] There was 6 entities and 2020 [1:18:30] who vie for opportunity to [1:18:33] enter the dna with the city of [1:18:34] Oakland, nuns habit the closed [1:18:34] doors. Then today I want to [1:18:37] curb people. All this happened [1:18:38] during a pandemic. All these [1:18:39] meetings are recorded. So [1:18:42] there's no excuse people to [1:18:44] keep spreading lies and [1:18:45] misinformation. We love open. [1:18:46] If you don't love hope and get [1:18:46] the h# [1:18:46] # [1:18:46] # [1:18:47] up out of here [1:19:00] because I'm here. Good [1:19:01] afternoon Council. My name is [1:19:03] Doctor Betty Robinson. Harris, [1:19:05] I'm here as an educator to [1:19:09] support culture arts. I was [1:19:11] deeply dismayed to learn that [1:19:12] Oakland arts funding had good [1:19:16] at it. And the cold to affairs [1:19:17] during a rough and [1:19:19] contribution was eliminated at [1:19:25] the end of 2024, what shame. [1:19:26] Research is adamantly clear [1:19:28] about the developing brain, [1:19:30] the healthy brain and how the [1:19:32] hill in brain is positively [1:19:37] influenced by the arts. The [1:19:38] Coliseum sale presents a rare [1:19:40] opportunity to secure a [1:19:45] permanent funding source. As a [1:19:46] resident over 40 years, I was [1:19:47] present at the open and that [1:19:49] the Alice along the Art Center [1:19:54] Performing Arts 1982. I have [1:19:55] personally visited that [1:19:59] building weekly to date. [1:20:01] Oakland is a has a natural [1:20:05] reputation as the art magnon. [1:20:07] I apologize. Bitty your time [1:20:07] is up. Thank you so much for [1:20:12] your comments next. Speaker. [1:20:15] Good afternoon. My name is [1:20:15] James Wood Faith Action East [1:20:18] Bay. And I'm here today to [1:20:23] celebrate. I'm anticipating a [1:20:23] vote to Spain, they do a [1:20:26] devoted sanctuary city. But [1:20:27] I'm here to say that this is a [1:20:30] day that all of us should be [1:20:31] proud to call. City of Oakland [1:20:34] are home. And in this I turn [1:20:38] and grateful to the. Tenacious [1:20:39] leadership of council member [1:20:42] guy over all these years. For [1:20:43] the leadership and direction [1:20:46] and power of cast member and [1:20:46] to thank council member [1:20:48] Houston for opening all of our [1:20:50] eyes to the need of a [1:20:51] sanctuary city and the [1:20:53] broadest possible sense. I am [1:20:54] proud to be open. I am proud [1:20:55] that you are representing us [1:20:56] Oakland and thank you for your [1:21:01] vote today. Thank you so much [1:21:07] for your comments. Hi, I'm [1:21:08] Miller was from a policy [1:21:09] manager at the non-profit Save [1:21:10] the Bay where a regional [1:21:11] organization protecting and [1:21:12] restoring campuses that. I [1:21:16] work right across the street [1:21:17] where offices and we're really [1:21:19] happy to see 6.2 one on the [1:21:20] consent agenda. That's the [1:21:23] resolutions Port of sb 954. [1:21:25] We're super that it made it [1:21:25] this far. And we really urge [1:21:28] your support today. The [1:21:29] purpose of this is in support [1:21:31] of a clean-up bill in the [1:21:33] state legislature. And that [1:21:36] bill is in response to a [1:21:38] really devastating bit in a [1:21:39] trailer bill that was passed [1:21:42] last year. That essentially [1:21:44] removed advanced manufacturing [1:21:45] projects from the sequel [1:21:48] process, meaning that if you [1:21:50] are to build a battery [1:21:53] recycling facility or a data [1:21:55] center or other refinery here [1:21:56] in our Bay area. You no longer [1:21:59] have to go through the secret [1:22:01] process. Those are obviously [1:22:03] projects that are known for [1:22:04] causing environmental [1:22:04] contamination and public [1:22:06] health impacts. The sequel [1:22:07] process is what people used to [1:22:11] understand thank you for your [1:22:12] comments. Your time is up [1:22:21] next. Speaker. Thank you. Good [1:22:23] afternoon Council. My name is [1:22:24] Alana Litz said I'm a district [1:22:25] one resident and a member of [1:22:27] the Cultural Affairs [1:22:28] Commission speaking on behalf [1:22:30] of a few of other of fellow [1:22:31] commissioners who couldn't be [1:22:32] here, including our Vice [1:22:35] chair. I want to congratulate [1:22:35] you on getting to this point [1:22:38] of the cell sale of the [1:22:39] Coliseum. Undoubtedly it will [1:22:43] benefit the whole city. And [1:22:44] we're in support and in [1:22:44] support of a vote for the sale [1:22:45] agreement and wanted to ask [1:22:49] that the council invest the [1:22:51] new 6% ticket revenue share [1:22:52] from the sale into the arts, [1:22:54] cultural and creative economy [1:22:55] and doing so would repair [1:22:57] years of disinvestment. Like [1:22:58] you heard earlier, our budget [1:23:00] is effectively 0 now for [1:23:03] making grants. This is not a [1:23:05] novel idea. Other cities from [1:23:05] Columbus to Portland to [1:23:09] Seattle at a ticket fee to [1:23:09] support the cultural [1:23:10] infrastructure that makes the [1:23:11] city's desirable to begin [1:23:14] with. And I emailed you all a [1:23:15] report yesterday about the [1:23:16] benefit that investing in the [1:23:17] creative economy has on the [1:23:20] overall economy. And would [1:23:21] allow us to bring back [1:23:22] programs like the cultural [1:23:23] strategist and government [1:23:37] programs support. [1:23:37] Good [1:23:39] afternoon. My name is Roberto [1:23:40] Am the former cultural affairs [1:23:41] manager for the city of [1:23:42] Oakland. I was in that [1:23:46] position for 7 years and [1:23:48] experienced the highs and lows [1:23:50] around budgets. And one thing [1:23:52] that didn't go away is a [1:23:54] dynamic alum and of our [1:23:55] culture community. And they've [1:23:57] been here in front of you any [1:24:00] time to talk about value. [1:24:01] Here's an opportunity for you [1:24:05] to remedy that. Patter. Bad [1:24:09] pattern of a broken record of [1:24:10] and actually invest in finding [1:24:11] a dedicated revenue stream for [1:24:14] your cultural community, this [1:24:15] money that could potentially [1:24:20] come out of this a sales [1:24:23] agreement a way for him. What [1:24:27] our culture community brings [1:24:28] to us to affirm that we are [1:24:30] city of belonging and artists [1:24:36] belong here and come from. You [1:24:41] validate us. Not be. [1:24:42] Apologies, MR. Bo Diddley [1:24:43] thank you so much for your [1:24:44] comments. Hope you're enjoying [1:24:45] your attack. Next speaker. [1:24:52] Please. Hello. My name is to [1:24:54] seeing. I directed dance [1:24:55] company called it a dance and [1:24:56] drum. I'm a resident of [1:25:00] district 5. And I'm also on [1:25:01] the Cultural Affairs [1:25:01] Commission. I'm here speaking [1:25:05] on my own behalf, the sale of [1:25:07] the Coliseum is an incredible [1:25:07] opportunity to restore local [1:25:10] arts and culture funding with [1:25:11] that ticket revenue stream and [1:25:14] without burdening taxpayers [1:25:14] investing this revenue stream [1:25:17] in artist makes good business [1:25:18] sense. Artists are small [1:25:19] businesses like myself and we [1:25:22] bring business to the city as [1:25:23] a place that takes immense [1:25:27] pride in Oakland, Rees talent. [1:25:28] We must walk that talk and [1:25:29] invest in the arts sector [1:25:30] which makes Oakland the [1:25:32] culturally rich place that it [1:25:34] is. We need this ticket [1:25:36] revenue to support artists, [1:25:38] grants, arts in schools, [1:25:38] cultural strategist in [1:25:41] government and more. And we've [1:25:42] been defending defunding the [1:25:43] arts in Oakland for years. And [1:25:46] now we have the opportunity to [1:25:47] enhance the lives of all of [1:25:48] our residents by investing [1:25:50] this ticket ticket revenue [1:25:51] back and to the arts. Thank [1:25:53] you so much. Thank you for [1:26:01] comments. Good afternoon. [1:26:03] Council members. My name is [1:26:03] phony Stratton. I'm the [1:26:04] executive director of Oakland [1:26:05] and a fellow for California [1:26:08] for the Arts. I want to speak [1:26:11] to item 6.2, 5, as you [1:26:12] consider the future allocation [1:26:13] of the city's new 6% ticket [1:26:16] revenue from the Coliseum. I [1:26:16] urge you to make a dedicated [1:26:18] investment in the Artis [1:26:19] cultural workers and [1:26:21] organizations that make [1:26:24] Oakland Oakland, I know to [1:26:25] make incredibly hard difficult [1:26:26] budget decisions and I [1:26:27] appreciate all the work you've [1:26:29] done to improve our city's [1:26:30] finances and arts and culture [1:26:32] was extremely impacted by [1:26:34] that. Currently, the budget is [1:26:36] only $300,000. More or less 0% [1:26:40] of the total budget. That [1:26:42] matters because culture powers [1:26:44] Oakland, it defines our town's [1:26:45] identity. It drives our [1:26:46] economy by supporting local [1:26:48] businesses, attracting [1:26:50] visitors improves our [1:26:53] wellbeing and mental health [1:26:53] and its treatments. The public [1:26:55] safety by making neighborhoods [1:26:57] safer, safer. This is a chance [1:26:58] to create a sustainable [1:26:59] funding source for the culture [1:27:00] and infrastructure that powers [1:27:01] our city. Thank you. Thank you [1:27:08] so much for your comments. [1:27:09] Good afternoon Council. Name [1:27:10] is Todd Russell on a home and [1:27:14] district one and temescal and [1:27:15] today's vote and the cost him [1:27:18] sail. His historic and one of [1:27:19] the most important things we [1:27:20] can do even though you're not [1:27:22] deciding allocation today is [1:27:23] to dedicate the full 6% to [1:27:26] arts and culture. As you've [1:27:28] heard, the Cultural Affairs [1:27:28] division has been starved for [1:27:32] decades. The funding peak was [1:27:36] actually in 1992 when it was [1:27:37] 1.6 million dollars. That's [1:27:38] nearly 4 million dollars today [1:27:41] in 2 days funds consider [1:27:44] inflation General fund [1:27:45] contributions was zeroed out [1:27:48] since the end of 2024. And my [1:27:49] main point here is that the [1:27:51] arts are not a luxury line [1:27:52] item in the budget that [1:27:56] contribute to public safety [1:27:57] neighborhood vitality, the [1:27:58] education of children, youth [1:28:02] and adults. And I would just [1:28:03] want to point out a recent [1:28:04] national port that was [1:28:05] released just last week some [1:28:07] new data are to national arts [1:28:08] researcher. And it found that [1:28:13] public investment, the arts. [1:28:14] Thank you for your comments to [1:28:20] next speaker. My name is [1:28:21] Charlotte. I live in district [1:28:27] be on at 2.3 Before you head [1:28:29] up our I want to hear. But in [1:28:31] a couple of things at [1:28:33] encampment, closure is a [1:28:34] euphemism. What actually is is [1:28:36] it's a sweep is an eviction [1:28:36] that might seem like [1:28:37] semantics. But I think that [1:28:40] makes a difference if you [1:28:41] actually go to sweep and talk [1:28:42] to the city administrators, [1:28:42] talk to opd, they know that [1:28:45] it's a dirty job. They know [1:28:46] that people might lose their [1:28:47] rv's, their home, their [1:28:48] documents, the medication that [1:28:50] might lose contact with loved [1:28:50] ones. They might come home [1:28:51] from work and find the [1:28:54] everything they own is gone. [1:28:55] They also are very clear the [1:28:56] same officials on the fact [1:28:58] that where people go next. [1:28:59] What they do next is not their [1:28:59] problem, not their job to [1:29:00] worry about that. I don't [1:29:02] think they would dispute that [1:29:03] the people being swept are [1:29:05] clear on all this. And they're [1:29:07] all so clear on wherever they [1:29:08] go next. It's not going to [1:29:09] perturbed businesses per term [1:29:10] House neighbors. It's going to [1:29:12] be to survive. So when you [1:29:13] hear this report, I hope you [1:29:14] really, really drill down on. [1:29:15] How much does this cost could [1:29:18] be done with that money? Why [1:29:19] are there so many bank? It [1:29:20] lots and vacant buildings in [1:29:21] Oakland and why is the rents [1:29:22] so high? Thank you for your [1:29:30] comments. Hi, my name is [1:29:33] Allison My doctor is in opera [1:29:34] performance and I love living [1:29:34] in a town where my [1:29:38] representatives also a singer. [1:29:39] Oakland has so many artists to [1:29:40] be proud of and the revenue [1:29:41] percentage from the Coliseum [1:29:42] complex can provide sustained [1:29:44] support for Oakland's creative [1:29:45] powerhouse and will create [1:29:46] opportunities for the next [1:29:47] generation of artists right [1:29:51] here in our town. Other cities [1:29:52] already do this. It's not a [1:29:53] novel idea. So let's refill [1:29:55] the artistic cup of our [1:29:57] community keeping that revenue [1:29:59] here with our artists who are [1:30:00] making music and and art and [1:30:03] dance and all types of cars. [1:30:04] Here in specially, especially [1:30:04] in light of the recent cuts [1:30:05] have been made. Thank you very [1:30:14] much. Thank you. Good [1:30:15] afternoon. My name is Daniel [1:30:19] Galvin is Oakland resident and [1:30:19] your list. And I'm here to say [1:30:22] thank Thank you. And thank you [1:30:24] most especially to Charlene [1:30:27] Wang in giving us the go ahead [1:30:28] to do the restoration of this [1:30:31] beautiful mural painted over [1:30:33] 40 years ago, the Graham [1:30:34] performance mural. They gave [1:30:35] us opportunity now to move [1:30:38] forward. It's been funded [1:30:41] publicly. There's been no city [1:30:42] money foundation. Money likely [1:30:43] yes zone about family fun. [1:30:49] Gave money in the and the a [1:30:53] reward. So $100,000 was raised [1:30:54] by the people by the community [1:30:56] in helping get this nearly [1:30:57] restored. And I'm very [1:31:01] thankful your support. And [1:31:02] with all going nowhere as we [1:31:03] are now lower first will be [1:31:05] the restoration beginning [1:31:07] performance. And that's that's [1:31:08] at the 5.80, freeway [1:31:10] underneath the Grand Avenue. [1:31:12] And of course, the boulevard. [1:31:12] And we'll see you up there and [1:31:16] give the home. Thank you. [1:31:17] Thank you for your comments in [1:31:23] you next. Speaker. I'll be [1:31:27] interpreting for quitting. [1:32:29] Good afternoon Council [1:32:30] members, my name is according [1:32:31] Gomez and I'm a leader with [1:32:33] faith in Action, East Bay. I [1:32:35] urge you to pass the City of [1:32:35] Refuge ordinance on second [1:32:39] reading and make it law into [1:32:40] Oakland. This ordinance [1:32:40] matters because it does more [1:32:43] than repeat. Values. It [1:32:45] codifies them in the Oakland [1:32:49] Municipal Code replacing prior [1:32:51] scattered resolutions with one [1:32:52] enforceable chapter that [1:32:52] clearly picked Texas, civil [1:32:55] and human rights of Oakland [1:32:57] residents. It says city [1:32:58] services and not contingent on [1:33:00] citizenship status and it bars [1:33:02] city employees from using city [1:33:04] money, resources or personnel [1:33:06] to enforce federal civil [1:33:07] immigration law. That means [1:33:08] families can go to school. Sea [1:33:10] kelp report harm and [1:33:12] participate in civic life [1:33:14] without fear. A law that [1:33:15] builds trust improves public [1:33:17] safety and strengthens the [1:33:29] whole community. Thank you. [1:33:30] Elsa Stevens with Faith in [1:33:34] action item 6.11, letting your [1:33:37] tourist or student visa lapses [1:33:37] equal to letting your parking [1:33:40] meter run out. Ice dogs don't [1:33:42] care about, you know, humid [1:33:44] ration status. Ice is jailed [1:33:46] Native Americans for the crime [1:33:49] of looking or sounding forint. [1:33:50] Their new targets are Syrians [1:33:55] and Haitians. Ignorant [1:33:56] white-supremacist have no clue [1:33:58] of what a Syrian or Haitian [1:34:00] looks or sounds like. We must [1:34:02] prepare for a new wave of [1:34:03] kidnappings of our family [1:34:06] members, friends and neighbors [1:34:09] over 6 65,000 people rot in [1:34:12] American concentration camps [1:34:13] today for the crime of not [1:34:16] looking Aerion. Many die [1:34:17] there. Please enact the [1:34:26] ordinance. Good afternoon [1:34:28] Council members. My name is [1:34:29] not the dna to speaking on [1:34:33] items as 6.0 2, 5, I serve as [1:34:35] Co executive director of [1:34:35] emerging Arts professionals [1:34:36] representing a network of more [1:34:39] than 3,000 artists. Arts [1:34:40] administrators, teaching [1:34:41] artists and cultural workers [1:34:43] in the Bay area, many of whom [1:34:44] live in work in Oakland, such [1:34:46] as myself District. One. I [1:34:47] urge you to approve the [1:34:49] Coliseum deal and dedicate the [1:34:50] city 6% ticket revenue share [1:34:51] to rebuilding Oakland's arts [1:34:54] and culture sector. There's a [1:34:55] limited public investments [1:34:57] have destabilized Oakland's [1:34:57] arts ecosystem organizations [1:35:00] have reduced programming [1:35:00] artists and cultural workers [1:35:02] are leaving the field getting [1:35:06] really hard to stay here [1:35:06] organizations are going [1:35:09] through reserves and many are [1:35:11] struggling to sustain [1:35:12] institutions that make [1:35:14] Oakland, vibrant, creative [1:35:15] city without dedicated [1:35:16] funding. We risk losing an [1:35:17] essential part of Oakland, [1:35:20] identity and economy. Police [1:35:21] seize this opportunity to [1:35:22] build a sustainable future for [1:35:22] Oakland, art and culture [1:35:23] sector. Thank you so much. [1:35:29] Thank you for your comments. [1:35:29] Good Evening. Council member. [1:35:33] My name is most leader faith. [1:35:35] Actually, also, I union [1:35:37] electrician. I just want [1:35:38] remind everybody the purpose [1:35:39] ice is less about immigration [1:35:41] and more about getting citizen [1:35:43] accustomed to living in a [1:35:46] police state. I all of Oakland [1:35:48] just take a stand against [1:35:51] atrocities because my own son. [1:35:56] Young black man. That left [1:35:56] work just looking for a meal, [1:35:59] a suckling Chinese meal was [1:36:00] stopped by ice, demanding his [1:36:03] first get. He was terrified. [1:36:05] Are going to take a stand [1:36:08] against Organ is watch that [1:36:10] rain come because nobody in [1:36:12] here safe. The young black man [1:36:12] born and raised in a bay area [1:36:14] was stopped by ice. What's [1:36:14] going to stop and to stop [1:36:17] anybody else? You know, it's [1:36:17] like how do we defend [1:36:21] ourselves against that? So, [1:36:21] you know, protect brown, [1:36:23] protect black people. The [1:36:24] tech, all people Oakland, [1:36:25] thank you. Thank you for your [1:36:34] calm. Council members. My name [1:36:36] is j k Fowler. I'm a resident [1:36:37] of deep 3 and here is part of [1:36:39] the Oakland Arts and culture [1:36:40] community representing the [1:36:40] Matic bookshop them at Preston [1:36:42] Bay Area Book Festival. To [1:36:44] urge you to allocate the full [1:36:45] 6% Coliseum. Ticket revenue [1:36:48] shared arts and culture. We [1:36:49] have a new recurring public [1:36:50] revenue source in front of us [1:36:50] and it's far from abstract. [1:36:54] Its people in seats at the [1:36:55] arena and stadium generating [1:36:55] dollars that can be directed [1:36:59] into creative infrastructure [1:37:00] that makes Oakland a place. [1:37:02] People want to live visit and [1:37:04] root for arts and culture [1:37:05] brings tens of millions of [1:37:06] dollars to our city in direct [1:37:09] and indirect. Spend. [1:37:10] Conclusions. Cultural affairs [1:37:11] division has been cut to the [1:37:15] bone. Court grants to artists, [1:37:15] organizations, festivals and [1:37:16] youth programs have been [1:37:17] stripped away. We're surviving [1:37:19] and ingenuity and exhaustion, [1:37:20] not on the level of support a [1:37:21] city of this cultural [1:37:22] magnitude deserves. Dedicating [1:37:27] the 6%. To arts and culture is [1:37:29] a smart self to see investment [1:37:29] and stabilizes cultural [1:37:30] organization supports arts in [1:37:31] schools and youth program [1:37:32] strengthens downtown in [1:37:33] neighborhood quarters and [1:37:34] keeps Oakland's creative [1:37:37] workers in. Thank you so much [1:37:44] for your comments. I excuse [1:37:47] me. I was going to speak on 4 [1:37:47] items and I'm not sure what [1:37:53] that means. Time policies. Can [1:37:53] you please take your name for [1:37:54] the record? Yes. Of the [1:37:56] Knesset. Long. Okay. You get a [1:37:57] total 3 minutes. 3 minutes, [1:38:02] ok? Thank you so much. Thank [1:38:03] you for this opportunity. [1:38:04] Speak my name is Vanessa Wang [1:38:05] and the chair of the Cultural [1:38:09] Affairs. Commission for [1:38:13] another Minute and one. I [1:38:16] wanted to speak in support of [1:38:18] 6.19 The appointment of Jacobs [1:38:19] to the Cultural Affairs [1:38:20] Commission. We have long [1:38:23] sought someone who has the [1:38:24] knowledge, bandwidth and [1:38:24] commitment to sit on both of [1:38:25] the commission and the public [1:38:28] are advisory committee. And so [1:38:31] we have that in and so I look [1:38:32] forward to working with her [1:38:35] with your support. Also want [1:38:41] to thank you for hopefully [1:38:42] supporting 6.22 The and a [1:38:43] slight change in our enabling [1:38:45] ordinance to the commission to [1:38:47] allow as a body to elect our [1:38:49] chair as most other [1:38:50] commissions do. And this is in [1:38:52] line with what the mayor [1:38:55] desires. So thank you for [1:39:00] that. I have often spoke to [1:39:01] about the heart and soul of [1:39:04] Oakland and the importance of [1:39:07] our cultural life in this city [1:39:08] and so I I also know that you [1:39:11] have very important duties [1:39:16] around the budget. And so I do [1:39:18] want to share with you that [1:39:20] there was a 2024 national [1:39:21] study from the School of [1:39:21] Public and Environmental [1:39:23] Affairs at the University of [1:39:25] Indiana that found that this [1:39:29] is a nationwide study, the [1:39:31] arts and creative Industries [1:39:33] comprise 4.4% of us gdp. And [1:39:36] that is greater than the [1:39:37] percentage of construction in [1:39:38] this country greater than [1:39:39] transportation in this country [1:39:44] and greater and agriculture. [1:39:46] With 3 different and [1:39:47] analytical models. They've [1:39:49] shown that the growth in the [1:39:51] arts sector positively impacts [1:39:53] the growth of the overall [1:39:55] economy. Not just our sector [1:39:59] and then also the arts sector. [1:40:00] Economy is resilient. The [1:40:02] share of the economy derived [1:40:05] from the arts sector has been [1:40:06] consistent consistently in a [1:40:09] range between 4 and 5% of gdp [1:40:14] since 2001. And that time span [1:40:17] includes 3 recessions. So I do [1:40:21] want you to take the idea of [1:40:24] the potential of using that 6% [1:40:25] from the ticket sales from the [1:40:29] arena stadium very seriously. [1:40:30] Not just as an investment in [1:40:31] the cultural sector, but also [1:40:35] in the entire city. And and I [1:40:36] want to also thank you very [1:40:39] much for 6.11 council members, [1:40:43] Gallo, Houston, long for the [1:40:46] push to renew less as a city [1:40:47] of refuge. When we're seeing [1:40:48] people in this nation and [1:40:49] virtually being executed [1:40:51] without due process, [1:40:52] accompanied by threats from [1:40:55] our highest offices. And so I [1:40:56] thank you for your courage in [1:40:59] standing for what's right and [1:41:00] also that's also about the [1:41:01] culture of all of our [1:41:12] community. Good afternoon [1:41:12] council members. My name is [1:41:13] Jun Atwood representing myself [1:41:16] personally, speaking on 6 0.2 [1:41:19] 5. I live in district one. I'm [1:41:21] an arts professional who's [1:41:22] worked in arts grant making in [1:41:23] San Francisco, Pittsburgh and [1:41:25] cities across Massachusetts. [1:41:27] Oakland is the only city where [1:41:28] lived in work that is not [1:41:29] currently making direct public [1:41:31] investment through art and [1:41:31] culture Grantmaking. And I'd [1:41:35] love to see that change. I [1:41:35] respectively respectfully [1:41:38] asking the council earmarked [1:41:38] to 6% gross ticket revenue [1:41:39] from arena and stadium for [1:41:41] arts and culture Oakland [1:41:42] because the arts are essential [1:41:46] to Oakland's future public [1:41:47] investment in the arts pays [1:41:47] dividends in returns. As a [1:41:48] grant maker, I've seen how [1:41:52] direct public arts funding. It [1:41:53] leverages private investment. [1:41:55] We're creating local jobs and [1:41:56] economic activity. Also [1:41:57] students with access to [1:41:59] community arts and music [1:42:00] programs are 5 times less [1:42:04] likely to drop out of schools. [1:42:06] Oakland's artists and cultural [1:42:07] organizations are already [1:42:08] doing the work that face [1:42:09] capacity limitations from [1:42:10] covid debt, recovery, federal [1:42:11] and state funding cuts and [1:42:15] rising inflation costs. Is at [1:42:16] what your time is up. Thank [1:42:23] you so much, Nick Speaker. [1:42:24] Good afternoon council [1:42:27] members. My name is Kani said [1:42:28] with U.S. And Arts and Culture [1:42:28] advocate culture Bear and [1:42:29] community organizer. I'm [1:42:30] speaking on Six-point-five [1:42:31] because Oakland's cultural [1:42:33] ecosystem is at a breaking [1:42:35] point years of disinvestment [1:42:36] culminated in the total [1:42:38] elimination of general fund [1:42:39] grant dollars for arts and [1:42:40] culture and leaving the [1:42:41] community space is an artist [1:42:41] who pull the city together on [1:42:44] life support. As my colleague [1:42:46] stated Culture ii is the [1:42:47] culture isn't a luxury. It's [1:42:48] our identity, our resilience [1:42:49] and the heartbeat of our youth [1:42:51] education, approving the [1:42:52] Coliseum deal gives us [1:42:52] historic opportunity to [1:42:55] protect this ecosystem by [1:42:57] dedicating a 6% ticket revenue [1:42:59] share. We create a [1:43:00] self-sustaining streamer live [1:43:01] entertainment directly, [1:43:02] reinvest in local culture [1:43:02] makers and makes sense that if [1:43:04] you enjoy the pie, you pay [1:43:06] your bakers reinvesting. This [1:43:08] revenue will stabilize [1:43:09] neighborhood anchors like [1:43:10] Destiny Arts Center at [1:43:10] Eastside Arts Alliance and [1:43:11] Keep Oakland a vibrant, [1:43:12] creative powerhouse. Please [1:43:14] vote. Yes. Thank you. Thank [1:43:14] you for your comments next. [1:43:20] Speaker. Hi, my Name's Dan [1:43:22] Kalb. I'm here representing a [1:43:23] broad coalition of [1:43:23] environmental Bible, justice [1:43:27] and labor organizations [1:43:27] supporting agenda item. 6.2 1. [1:43:28] Thank you. Councilmember Wang [1:43:31] for bringing this forward. [1:43:31] This is to support a Bill sb [1:43:33] 954, that is working to [1:43:36] protect impacted communities [1:43:37] from over industrial expansion [1:43:40] and make sure that we don't at [1:43:41] every particular units from [1:43:42] being polluted even more than [1:43:42] they already are. I'm just [1:43:43] going to read a bunch of the [1:43:45] organization supporting this [1:43:47] bill. Clean Water, Action [1:43:49] communities for a better [1:43:49] environment. Save the Bay a [1:43:51] pan actions. Sierra Club, [1:43:53] California, Alameda Labor [1:43:54] Council, California Nurses [1:43:55] Association, state Building [1:43:55] and Construction Trades [1:43:57] Council Green Lighting [1:43:59] Institute west Open [1:44:00] Environmental Indicators, [1:44:00] Project Blue Green Alliance [1:44:01] Center for Environmental [1:44:03] Health, Urban Habitat, 3.50, [1:44:05] Bay Area, conservation voters, [1:44:07] the spay United Auto Workers [1:44:09] region 6 planning conservation [1:44:11] patiently can more than 100 [1:44:12] other organizations. Thank you [1:44:14] for supporting sb 3954. Thank [1:44:15] you for your comments next. [1:44:24] Speaker. Good afternoon. [1:44:25] Council members. My name is [1:44:27] Arlington, leader with a [1:44:31] connection Bay. I'm here. That [1:44:32] matter of fact that we just [1:44:35] urge you. To pass the city [1:44:39] refuge ordinance. It's not [1:44:39] just for me. It's not just for [1:44:44] you. It's for the people. The [1:44:46] people put you in power in the [1:44:47] trust to with his knowledge. [1:44:47] And when you make to step [1:44:48] forward and you opened up this [1:44:52] door, you really you're not [1:44:54] following your leading the [1:44:57] people down a path to trolls. [1:45:00] And I asked I urge you again, [1:45:01] please continue to push [1:45:02] forward because there are [1:45:03] other shootings. Watch an and [1:45:08] growing with you and we a team [1:45:10] you guys have shown teamwork [1:45:10] to come together to bring this [1:45:14] for a second viewing so that [1:45:17] he can so that he can beat a [1:45:19] Ford plant to sate people can [1:45:20] go to school. People can stay [1:45:21] in the home. They don't have [1:45:24] to be scared to come out. [1:45:25] Continue to do the work that [1:45:35] you're doing for the people. [1:45:40] I'm at a mile and before it [1:45:41] begins speaking, I do want to [1:45:43] disclose that I'm a volunteer [1:45:44] with Jamie Joyce's [1:45:45] congressional campaign, but [1:45:46] I'm coming here as a private [1:45:48] citizen and these are my own [1:45:49] opinions. I'm working [1:45:50] filmmaker. I'm a working [1:45:51] artist and I would highly [1:45:53] support whole allocation of [1:45:58] the 6% gross into funding and [1:46:00] grant funding. I really would [1:46:02] like to thank you for the tax [1:46:03] incentives that you all have [1:46:06] worked hard to fund. And if we [1:46:08] have additional grants towards [1:46:10] filmmaking in Oakland, we can [1:46:12] bring a lot more production [1:46:13] here. We can fund more [1:46:14] production and that is job [1:46:17] creation. And that is more [1:46:18] business and more eyes on arts [1:46:22] in Oakland and I think very [1:46:23] important. I think there's a [1:46:26] there's a big opportunity here [1:46:29] to make Oakland in the East [1:46:31] Bay into kind of film hub in [1:46:32] in California and that this [1:46:33] could help support that in [1:46:35] addition to supporting youth [1:46:36] programs and lots of other [1:46:42] amazing things. Thank you. [1:46:47] Madeline. Stacey. Start [1:46:49] talking. Thank you. We [1:46:51] previously received a vacant [1:46:54] report from keeping Alexander. [1:46:56] There are about 5 parcels of [1:46:56] viable open public land where [1:46:59] our unhoused neighbors would [1:47:00] be able to exist without fear [1:47:02] or threat being swept where [1:47:04] water electricity could be [1:47:05] provided. Medical teams and [1:47:06] other outreach and housing [1:47:10] navigators can find them. We [1:47:11] don't want to Canton for [1:47:12] businesses and schools and [1:47:13] churches. Okay. Since zones [1:47:15] map being developed. All [1:47:17] right, that we must give our [1:47:20] neighbors somewhere to go. [1:47:21] What do we need to do to make [1:47:24] this land ready and available? [1:47:25] It's viable. It MAY cost a [1:47:27] little money, but we cannot [1:47:29] keep spending money on sweeps [1:47:30] without having some place for [1:47:33] people to go. Because when [1:47:34] someone earnings and shoulder [1:47:36] the cost is not disappear, [1:47:36] it's just the most expensive [1:47:37] and least effective parts of [1:47:39] the public system. Police [1:47:41] department's emergency rooms, [1:47:43] shelters, correctional [1:47:45] facilities, sweep operations, [1:47:48] become the fault response. The [1:47:49] system's absorb the cost would [1:47:50] not exist up. Housing were [1:47:53] provided. And right now we're [1:47:55] not even asking for housing [1:47:55] just land. Let's please make [1:47:58] these parcels available. Year [1:48:00] to date of the 78 encampment [1:48:02] management and abatement team [1:48:03] operations. There are 59 full [1:48:06] closures by partial closures. [1:48:08] 64 Sunday 82% of their [1:48:11] operations. This costs money. [1:48:11] And to be clear, a closure is [1:48:14] the sweep. That's what the [1:48:17] city now calls abatement. Bait [1:48:22] asbestos, not people. Because [1:48:22] of the certain cities [1:48:23] currently do is continue sweep [1:48:24] away any community they've [1:48:26] built away from the resources [1:48:28] from their foundation from [1:48:29] there live in vehicles each [1:48:30] week to it's one's mental [1:48:32] health steals and trash is [1:48:33] most of their possessions and [1:48:34] makes it so navigators and [1:48:35] advocates cannot find them to [1:48:36] connect them to resources. [1:48:39] Each sweep the harm. And even [1:48:45] results in death. People are [1:48:46] dying as a result of sweeps is [1:48:48] not hyperbole. This is really [1:48:49] happening to our neighbors. [1:48:51] Our community members, Oakland [1:48:57] residents. We need to do [1:48:57] better. Invest in solutions, [1:49:04] not sweeps. This 6.46, lprs [1:49:05] provide indiscriminate, [1:49:06] retrospective location, data. [1:49:06] Any person with no [1:49:08] intermediary on demand. That's [1:49:12] a search without a warrant. [1:49:13] Capability to track and Folsom [1:49:14] to sensitive locations, such [1:49:15] immigration hospital, hospice [1:49:16] churches, Planned Parenthood. [1:49:18] Their lover's House, etc. It's [1:49:19] a violation of the 4th [1:49:23] Amendment to me that goes for [1:49:24] drone footage to and celebrate [1:49:25] will be used extra [1:49:27] judiciously. It will in the [1:49:28] report actually agenda. But [1:49:29] the original contract is [1:49:29] discussed in addition to [1:49:30] warrant it states that will be [1:49:31] used to search mobile devices [1:49:34] by authorized possess ERs with [1:49:35] their permission and consent. [1:49:36] We know how the consent is [1:49:39] often up. Taint all of the [1:49:40] state is sensitive and does [1:49:43] not prevent Crime Stoppers. [1:49:44] Surveillance state skews me [1:49:45] stop the surveillance state. [1:49:46] Cancel the contracts. Now. [1:49:54] Thank you. Armando speaking on [1:50:00] the encampment policy. Your [1:50:01] report says the site and [1:50:02] promotes health and wellness [1:50:03] and access to interim and [1:50:05] permanent housing. But that's [1:50:07] not true. Your most recent [1:50:08] again policy does nothing to [1:50:09] increase shelter housing, [1:50:11] permanent housing or health [1:50:12] care delivery. To the [1:50:13] contrary, you've been closing [1:50:15] hundreds of shelter, pets just [1:50:16] publishing a list of lands [1:50:19] doesn't provide housing. There [1:50:19] are people in some of that [1:50:20] land right now providing [1:50:21] housing for themselves. Are [1:50:21] you going to keep sweeping [1:50:25] than confiscating 10? Some [1:50:26] vehicles making wide swaths of [1:50:27] the city inaccessible to a [1:50:30] certain class of people [1:50:31] banishing seclude ing and [1:50:32] dispossessed and then does not [1:50:33] promote health and safety. [1:50:35] Your report gives lip service [1:50:37] to equity. But a recent uc [1:50:38] Berkeley study found that [1:50:40] since grants pass you've been [1:50:40] pushing encampments deeper [1:50:41] into black and brown, [1:50:43] low-income neighborhoods. [1:50:46] Contradicting your stated [1:50:47] equity goals, Black and [1:50:47] indigenous people are [1:50:48] represented in the unhoused [1:50:49] population double what they [1:50:50] are in the general population. [1:50:52] Don't talk about racial [1:50:53] equity. Why you're subjecting [1:50:55] them to stay violence. Thank [1:51:00] you for your comments. Hello. [1:51:04] My name is spring cows. I am [1:51:05] 4th generation. Oakland [1:51:06] resident. My kids are also 5th [1:51:07] generation district. One [1:51:12] voters. Proudly support the [1:51:13] sanctuary ordinance. I'm a [1:51:13] descendant of stolen Africans [1:51:17] and European immigrants and [1:51:17] ice targets. People who look [1:51:18] like me, people who look like [1:51:20] my family members, people who [1:51:21] look like my neighbors and my [1:51:26] community. Do not support this [1:51:27] war against immigrants. It is [1:51:30] nothing but racial terrorism [1:51:32] from slavery to mass [1:51:33] incarceration to mass [1:51:37] deportation. We do not need [1:51:37] scares Oakland resources that [1:51:40] already far too sports sparse [1:51:43] going to a colluding with ice. [1:51:45] We don't need Oakland [1:51:46] residents and community [1:51:48] members living in Terre afraid [1:51:49] to shop, afraid to live afraid [1:51:50] to take their kids to school, [1:51:52] afraid to patronize their [1:51:54] business is afraid to it. Go [1:51:58] out walks. We need the support [1:52:00] of the council members and to [1:52:01] stay 10 toes down for the [1:52:03] community and support this or [1:52:10] thank you for your comments. [1:52:11] Hello Council. Marcher love [1:52:14] here I am the founder Perry [1:52:15] Farrell night. I like to [1:52:17] knowledge Merrily City, [1:52:18] administrative sg Lake, [1:52:21] PRESIDENT Jenkins Sandra for [1:52:22] the leadership moving this [1:52:26] historic deal forward. [1:52:27] Congratulations to the African [1:52:28] American sports and the time a [1:52:28] group on being one step closer [1:52:31] to owning the kind of same [1:52:32] complex where regard to the 6% [1:52:35] of annual gross ticket sales [1:52:37] that was earmarked for [1:52:38] community benefits. I believe [1:52:39] that those funds should go [1:52:41] towards our in culture. More [1:52:44] specifically a portion going [1:52:45] towards making movies right [1:52:46] here in Oakland, Oakland is to [1:52:49] be a town of art and culture. [1:52:51] It needs use the number one [1:52:54] distribution of it. And that's [1:52:56] film and I'm happy to share [1:52:58] ideas. What PRESIDENT Jenkins [1:52:59] and council member Brown [1:53:00] Riverside any of you that will [1:53:03] ultimately hear me out. We [1:53:04] need to be making the movies. [1:53:06] If we want people to be [1:53:07] visiting Oakland, the [1:53:09] influence the film. And I play [1:53:10] everybody come here. Barry [1:53:19] Field. Thank you for comments. [1:53:22] All right. My name is Chris [1:53:24] McCAnn with the Embarcadero [1:53:25] Neighborhood Association. [1:53:29] Recently the city a cleanup in [1:53:30] the part. They did an [1:53:31] excellent job tons and tons of [1:53:36] garbage was removed. And they [1:53:36] were smart about planning [1:53:39] follow-up. Clean up after [1:53:44] this. So that. It wasn't going [1:53:44] to be the same story. It's [1:53:46] been over the past 5 years has [1:53:47] chased people out from one [1:53:50] place to another. They need [1:53:52] something permanent and it's [1:53:53] not what they're getting when [1:53:56] they're chased around. Without [1:53:58] enforcement when there's a [1:54:00] cleanup without enforcement, [1:54:03] it just happens again and [1:54:05] again. A ton of garbage was [1:54:06] removed. Its now piled up. [1:54:08] It's now being sorted through [1:54:10] and being spread all around [1:54:13] the neighborhood. We have a [1:54:13] school in our neighborhood [1:54:17] that's really important. And [1:54:18] right now that's being [1:54:19] occupied by people living on [1:54:22] the railroad tracks. Thank you [1:54:23] for your comments. Your time [1:54:39] is that. Next? Speaker? [1:54:40] Gallo, [1:54:43] you always talk about it's not [1:54:44] what you say. It's what you [1:54:49] do. How long is it going to [1:54:51] take you fix it? The coach, [1:54:55] Fred, feel it. But you could [1:55:01] emergency legislation. Vo Co 2 [1:55:02] Look how long it's taken for [1:55:05] this black. Coach will fit in [1:55:12] your district. Thank you. [1:55:12] Councilmember Houston for [1:55:16] bringing to the attention. [1:55:16] Historical reference related [1:55:17] to black folks in this town [1:55:27] which, you know, guy Ryan got [1:55:28] excuse. She's only been on the [1:55:31] council for short time. And [1:55:33] that's no real excuse. So what [1:55:34] are you going to do about [1:55:39] fentanyl? The most deadly, [1:55:42] albeit on the street. You want [1:55:45] to talk about. A public health [1:55:47] crisis for cannabis. Did you [1:55:51] know cannabis is illegal? And [1:55:53] they got cafe so you can get [1:55:57] smoke in the back. So when you [1:56:04] got to deal with now. You [1:56:08] know, Jala so hypocritical. [1:56:11] And you give these and lever [1:56:16] Speeches. They're known haul [1:56:19] with me. They don't hold with [1:56:23] a lot of people in this town. [1:56:24] But because you sit where you [1:56:25] sit, you think you could give [1:56:26] us a bunch of c# [1:56:26] # [1:56:26] # [1:56:28] . Well, [1:56:29] know, bring it to your [1:56:38] attention. Stop a guy You know [1:56:39] how long black folks have been [1:56:41] set for it. And what [1:56:42] councilmember Houston said [1:56:45] about the heat. Crime capital [1:56:48] of the world. We ran parallel [1:56:53] with the spelling out too. And [1:56:53] that police chief came over [1:56:59] here. Thank you. Stay with us. [1:56:59] You do that. We'll see the [1:57:02] rest of people every time it [1:57:04] comes to black folks, you [1:57:13] don't step up to the plate. [1:57:13] And then when I tried to [1:57:14] confront walk out of respect [1:57:17] in there, I don't have time. [1:57:20] City attorney. It's that city [1:57:21] attorney told City attorney be [1:57:28] lying to you, too. When y'all [1:57:31] to it. The transaction and use [1:57:35] tax. By inserting say And [1:57:43] address that in open Thank you [1:57:43] for your comments. Your time [1:57:52] is up. Related to the police [1:57:57] chief. I do not support the [1:57:59] process. The selection of the [1:58:00] chief, the last process. We [1:58:02] got to see every candidate we [1:58:04] got to hear from every [1:58:06] candidate. We didn't have that [1:58:08] same process. I don't know who [1:58:08] else was out I don't want [1:58:10] somebody else. I do not [1:58:13] support this process of not [1:58:15] knowing the other candidates. [1:58:17] You have an item on here [1:58:19] that's grant funding from from [1:58:21] the Department of Homeland [1:58:23] Security. It never went to [1:58:25] committee. You don't know what [1:58:27] Homeland Security grant money [1:58:28] requires you to do related to [1:58:32] people here and authorize. But [1:58:33] you rubber stamping it. You [1:58:34] really care about your [1:58:34] sanctuary city status. I don't [1:58:38] think so. Related to parking. [1:58:42] How does the open ice rink [1:58:43] validate free parking? You've [1:58:44] never counted fall. How free [1:58:47] parking goes on over there? [1:58:48] You have on the agenda. A [1:58:52] forensic audit to be done. You [1:58:54] do identify what but a friend [1:58:55] forensic audit is done to [1:58:58] uncover evidence full up legal [1:59:03] proceedings, fraud and also [1:59:04] meant asset misappropriation [1:59:05] in committee. You didn't [1:59:06] discuss what this forensic [1:59:09] audit is about. You have a [1:59:13] grant 20350 dislocated [1:59:13] workers. Know what that means, [1:59:15] dislocated workers, but I do [1:59:17] know African-Americans, a 10% [1:59:18] of the unemployed in this [1:59:19] city. Everybody else is close [1:59:21] to full percent. Housing. [1:59:23] That's another one hud [1:59:26] housing. You don't have any [1:59:33] information on who's on House. [1:59:34] Open House and authority [1:59:34] identified this 5,000 people [1:59:35] in their waiting list for [1:59:38] House. You have an item [1:59:42] antipoverty grant. The county [1:59:45] says you have 1000 Funny [1:59:47] people who all identified is [1:59:51] below poverty. And you only [1:59:53] get 1.3 million dollars. How [1:59:53] you're going to decide who [1:59:56] gets the money. Will it be? [1:59:57] Some citizens would be [2:00:00] noncitizens. I don't know. [2:00:02] Sanctuary City, sanctuary [2:00:07] city. 42 to 46% of people. [2:00:09] Will in this country on all of [2:00:10] the rise here because they [2:00:11] have expired visas. You [2:00:16] protecting them? Is you [2:00:17] protecting them as well? [2:00:23] That's 42 to 46%. Sanctuary [2:00:25] city background checks and you [2:00:28] want to echo usd not have any [2:00:29] background checks. Rick wife [2:00:30] of volunteers to protect [2:00:34] unauthorized people. You have [2:00:37] ending increase of salary of [2:00:40] council members, city attorney [2:00:41] and city on on the agenda [2:00:42] today, you can refuse to take [2:00:47] a pay raise. These people [2:00:47] don't they don't read the [2:00:48] agenda to say something else [2:00:50] on want to talk about. [2:00:51] Situation is a lot of stuff [2:00:52] and you need to be talking [2:00:52] about people in audience. [2:01:00] Okay. Yes. Thank you so much. [2:01:01] Mississauga on a summit called [2:01:03] for those who are [2:01:03] participating via zoom or in [2:01:04] person. If I called your name [2:01:05] here in person and you have an [2:01:07] approach, the podium et please [2:01:08] approach the podium. Otherwise [2:01:11] we will move to zoom speakers. [2:01:12] With that. We will go to our [2:01:14] zoom speakers. We have up [2:01:15] Thurs Blair Beekman. Your [2:01:21] community MAY begin. All right [2:01:22] with band. I can place items [2:01:23] on consent. I wanted to speak [2:01:26] try to get to them Probably [2:01:27] help, though, just speak to [2:01:29] for us to item 6.4, 6, [2:01:31] surveillance technology [2:01:33] ordinance you're having having [2:01:35] items of mail pr things being [2:01:37] brought back to public safety [2:01:41] committee either SEPTEMBER, [2:01:43] OCTOBER, NOVEMBER. I think it [2:01:44] shows that there's a serious [2:01:45] problem going on with [2:01:47] accountability about pr issue [2:01:48] and that, you know, for as [2:01:52] much as you put off signing [2:01:54] the contract for what I could [2:01:54] guess is some actual good [2:01:58] reasons for the community. You [2:01:59] can't be accountable here in [2:02:00] JULY and you've had to push [2:02:03] this off until late fall. I [2:02:04] think that signals a problem. [2:02:08] And I think you guys it's a [2:02:09] council person's really have [2:02:12] to work to create an acessible [2:02:13] understandable informational [2:02:14] process. Why you guys are not [2:02:15] signing the contract and why [2:02:17] you have it. If you have at [2:02:18] this point, why did you wait [2:02:21] so long to and what does that? [2:02:22] What are the benefits of [2:02:24] compared to signing the [2:02:26] contract immediately and then [2:02:26] working through our problems [2:02:28] that way is Alameda County is [2:02:31] done. They're going to the [2:02:33] same rfp process. You guys at [2:02:34] this time for a future alpr [2:02:36] vendor yet they signed the [2:02:39] contract to go through it You [2:02:40] guys never to lawsuits. Now [2:02:43] you more long. One of all I [2:02:44] left vulnerable. Those sort of [2:02:44] questions. Can you make clear [2:02:46] to the public? What are the [2:02:47] advantages of putting all [2:02:48] signed the contract? Please [2:02:49] work on that. Please make it [2:02:53] clear to the public without [2:02:54] all said to try to go back to [2:02:58] remainder of the item. 6.7 [2:03:00] Consolidation of the municipal [2:03:03] election. I'm not in of city [2:03:04] government having some sort of [2:03:06] say that they don't have to [2:03:09] say what's on the agenda items [2:03:10] voting time. The eu. There's [2:03:11] legal ways that that is, but [2:03:13] it doesn't make anything and [2:03:14] more clear. Just give you guys [2:03:15] superiority and not. It's not [2:03:18] a good system. 6.8 6.9 or [2:03:21] celery ordinance, things to [2:03:22] try to offer to try to clarify [2:03:27] what I said if city workers [2:03:29] take a $50 cut in pay each [2:03:35] month, $600 a year, 4, 202 [2:03:36] known for 200,000 workers or [2:03:40] what is it yet? 20,000 for the [2:03:41] city that work for the city? [2:03:42] However, the numbers is a [2:03:44] 20,000 sorry, whatever. That [2:03:46] number is that works out to [2:03:49] about 2 million dollars in [2:03:51] savings. Just a small pay cut [2:03:52] or year. And that allows you [2:03:55] to continue the retirement [2:03:57] fund. Things and health [2:03:59] benefit things. I think that's [2:04:00] the more important goal and [2:04:00] it's worth taking a big guy [2:04:03] but couldn't pay a month. It [2:04:03] just creates a better morale. [2:04:06] I think for people and there's [2:04:07] so many items. I want to talk [2:04:10] to thank you for the sanctuary [2:04:12] city things and working on [2:04:12] that cure weighing can the [2:04:13] other council person and I [2:04:17] hope they can work on the the [2:04:17] street issues what is that the [2:04:20] street? Thank you so much for [2:04:24] your comments can we are on [2:04:25] the consent calendar if you [2:04:28] signed up to speak for the [2:04:30] consent calendar, today's [2:04:30] agenda, can you state the name [2:04:34] that you signed up for? All [2:04:36] right. No response from low [2:04:37] can. We will go to the next [2:04:42] speaker you are a muted if you [2:04:44] signed up on today's agenda [2:04:45] for the consent calendar, what [2:04:49] name did you sign up for? 6 [2:04:52] dot to 5 underwent knee. It [2:04:56] should be Kareem Ahmed. [2:04:56] Kareem. Unfortunately, I do [2:05:01] not have a speaker card. It [2:05:02] is. I are a new did. You can [2:05:08] go ahead give your comments. [2:05:11] Are. My name's Curry. Mohammed [2:05:12] Aman original founder of the [2:05:13] African American Sports and [2:05:14] Entertainment Group speaking [2:05:16] in my individual capacity [2:05:21] regarding item 6 dot to 5 on [2:05:22] Monday, JULY 20th, co-founder [2:05:23] and complain to Brian Dickson [2:05:26] and I submitted a formal [2:05:27] written notices concerning one [2:05:30] result. Questions about the [2:05:31] relationship among the [2:05:32] African-American sports [2:05:34] entertainment group Acg Land [2:05:34] and Oakland acquisition [2:05:36] company, including the [2:05:37] authority for advancing the [2:05:40] Coliseum transaction to these [2:05:41] entities. These matters are [2:05:43] connected to a pending [2:05:44] arbitration and related [2:05:45] Alameda County Superior Court [2:05:47] action. We are not asking the [2:05:47] council to decide the merits [2:05:50] on those disputes and we're [2:05:52] not opposing responsible [2:05:54] redevelopment within the city [2:05:56] of Oakland. We respectfully [2:05:57] ask the City Council to Paul [2:05:58] and continue the item as 6. [2:06:01] That to 5 before authorizing [2:06:03] are completing reversible cell [2:06:03] transfer recording are [2:06:09] closing. Thank you for your [2:06:10] comments. I will give will can [2:06:16] why believe is David Peters? [2:06:17] If you are and you didn't hear [2:06:18] me, you can unmute yourself [2:06:25] and you can begin. We will go [2:06:29] to Jen if you signed up to [2:06:31] speak for an agenda item on [2:06:31] the consent calendar, can you [2:06:32] state the name that you signed [2:06:37] up for? Iht under Jennifer [2:06:38] Findlay? Thank you so much. [2:06:46] Begin. Thank Yeah, 50 some [2:06:47] items on that. The content [2:06:51] calendar is a lot. I wanted to [2:06:53] talk mainly about intersection [2:06:55] of that of the sanctuary city [2:06:59] ordinance. The you can't beat [2:06:59] a beat policy which is [2:07:01] ridiculous, offensive name and [2:07:05] gop surveillance Tech report. [2:07:08] Let's start with supposedly [2:07:12] urgent contract from roughly [2:07:13] Shangri. That is still not [2:07:15] been executed. What's up with [2:07:16] that eye had questions? Blair [2:07:17] become covered some pretty [2:07:19] well. Thank you for that. [2:07:23] Regarding the tech [2:07:23] surveillance report. First [2:07:26] question is why opd still not [2:07:29] treating on gps that would [2:07:30] help response time close to [2:07:33] being shipped out in some I [2:07:35] saw last week's opd stats. [2:07:36] Crime continues to go down [2:07:37] across the board. They seem to [2:07:42] be doing well. Senate. With [2:07:44] their staffing right to say I [2:07:45] oppose the encampment [2:07:46] abatement policy, which [2:07:47] targets the same people who [2:07:50] are being targeted by ice who [2:07:51] might unknowingly be sleeping [2:07:55] reflect camera. I'm happy to [2:07:55] see the new ordinance. But [2:07:56] does the city of refuge apply [2:07:59] to our unhoused neighbors? How [2:08:02] does that overlap with ap? Yes [2:08:04] vote flock is the polar [2:08:07] opposite 2. Yes. Vote on a [2:08:10] sanctuary city. The Flock ceo [2:08:10] later this morning [2:08:11] specifically said the company [2:08:13] has no opinion on immigration. [2:08:14] And if the states want to, [2:08:17] they can use it for that. It's [2:08:18] about so much more than [2:08:20] immigration up with It's so [2:08:22] much risk in the past. This [2:08:24] reason that in the past 13 [2:08:29] months people people is nearly [2:08:29] 60 municipalities cancel [2:08:33] contracts ascent. But I heard [2:08:34] morning, many are more [2:08:35] deflating. Should kick cameras [2:08:36] down there trying to get [2:08:39] contracts canceled. They say [2:08:41] that they're not going to [2:08:41] access the debt, to think they [2:08:42] can access the data. That [2:08:43] might be what they say. But [2:08:44] when you've got to believe [2:08:46] them 2, it only means they [2:08:47] can't access to it yet or if [2:08:50] they're going to get hat some [2:08:53] of them don't even a cat. Ben [2:08:57] Jordan, a great work on this. [2:08:59] And she many cameras that [2:09:00] actually require, you know, [2:09:02] lock in for the public to [2:09:05] access including baby think [2:09:09] sporting at playgrounds and [2:09:11] these were available to the [2:09:12] public live stream to stream [2:09:13] later like they're watching [2:09:16] Netflix. I don't want these [2:09:17] cameras, which it me or my [2:09:24] neighbors there was also [2:09:25] instance Sir Lee being [2:09:27] prosecuted for in Texas for a, [2:09:31] quote, Self managed abortion. [2:09:32] Because they were found Cs. [2:09:36] This network of flock cameras. [2:09:38] We don't talk about stories [2:09:39] harmed the police They flock [2:09:40] mistakes. The driver stopped. [2:09:46] It Thank you for your comments [2:09:47] next. Speaker here, West [2:09:48] Oakland, Cultural Affairs, [2:09:48] Action plan or is this David [2:09:52] Peters? That is and thank you [2:09:54] for giving me the unmute [2:09:54] button because the weather [2:09:55] going up to about a 2 time. So [2:09:56] thank you. Hear me. Fine. Yes, [2:09:59] we can. You MAY begin. Thank [2:10:00] you. My name is David Peters. [2:10:03] I am the founder and executive [2:10:04] director of the West Oakland [2:10:08] Cultural Action Network. And I [2:10:09] have been going to before I go [2:10:13] down that path. I heard [2:10:15] earlier speaker talk about in [2:10:16] can't and common abatement [2:10:19] program in the context of [2:10:22] racial equity. It's the racial [2:10:23] equity analysis is around the [2:10:25] ink, an encampment abatement [2:10:25] program and so many other [2:10:28] programs is missing lacking in [2:10:31] this council has yet to direct [2:10:33] and appropriate, fair and [2:10:34] equitable racial equity [2:10:37] announces for anything. [2:10:39] Because if you fail to analyze [2:10:42] the impact on my neighborhood [2:10:45] and other black and brown flat [2:10:46] land neighborhood from the [2:10:49] keep a thin by folks who are [2:10:50] claiming public territory as [2:10:52] their private property, isn't [2:10:57] Isn't it? The belief that [2:10:59] black neighborhood, black [2:11:01] businesses, black babies, [2:11:02] black voters and black [2:11:05] residents not deserve to live [2:11:06] in an environment free from [2:11:08] the encampment that are out of [2:11:09] control that have become new [2:11:10] physical of litter and in [2:11:13] other kind problem behaviors [2:11:14] because it's not encampment. [2:11:17] It is the behaviors we are [2:11:18] doing a great disservice to [2:11:20] our historic neighborhoods and [2:11:21] I need I need the people who [2:11:22] come in here and talk like [2:11:26] that to assess their impact [2:11:28] and the role they play in [2:11:29] Pushkin poor black people from [2:11:29] shelter to street because [2:11:31] y'all get it right now. What [2:11:35] about that? But I'm going to [2:11:36] coliseum longer any place to [2:11:39] my grandparents. House. Every [2:11:40] time I go in that place, I [2:11:43] think I'm a grandma because [2:11:44] that put that college team is [2:11:45] so much of our history and [2:11:47] culture, whether it was the [2:11:50] soul patrol. The fog landed at [2:11:50] the mother or nothing. Mandela [2:11:55] coming here on his tore that [2:11:55] that complex has meant so much [2:11:56] for the history and culture. [2:11:58] This town. We cannot begin to [2:12:02] forget for get how much of [2:12:05] that culture and what [2:12:06] influence us in that in that [2:12:07] city and how much of our [2:12:11] history as well. We must have. [2:12:12] A museum not just to the [2:12:15] people who played at the [2:12:20] Coliseum, so many a great [2:12:21] oaklanders passes sports [2:12:22] fields, including Bill Russell [2:12:23] and Frank Robinson who were [2:12:25] respectively. The first black [2:12:26] manager in the nba, first [2:12:27] black coach nba and first [2:12:29] black manager in Major League [2:12:30] Baseball. Both want to [2:12:32] teammates and climbs high [2:12:33] school. You would not know [2:12:36] that are many other things. If [2:12:37] Black Liberation walking tour [2:12:39] had not been funded, people [2:12:39] all over the world have been [2:12:42] on this tour. It's nasty. [2:12:43] Recognize it attracts people [2:12:45] to come here. We must [2:12:47] continue. We must dedicate [2:12:49] funding dedicated stream of [2:12:50] funding to our arts and [2:12:51] culture community because [2:12:54] Oakland is known for one [2:12:57] unique thing. Our history and [2:12:58] our culture, our unparalleled [2:12:59] and a whole bunch. We all came [2:13:01] move here. Cause us. Thank you [2:13:02] for your comments, David [2:13:03] Peters, that concludes your [2:13:04] public comment. Speakers for [2:13:13] item 6. Thank you. I will pass [2:13:16] it to city administrator like [2:13:17] thank you very much on the [2:13:19] administration is requesting [2:13:23] that item 6.4, 0, the [2:13:24] professional services [2:13:24] agreement with her at a [2:13:28] company for signage and [2:13:29] wayfinding services. The [2:13:30] continued until the next [2:13:35] meeting. SEPTEMBER 15th. Thank [2:13:39] you colleagues any questions [2:13:40] count. Some member, Gallo and [2:13:49] Houston. And that was a motion [2:13:51] by Councilmember Gallo, [2:13:52] seconded by Councilmember [2:13:53] Houston to approve the consent [2:13:55] count, little calendar as [2:14:03] amended on roll. And things [2:14:04] comes another one. Yes. Thank [2:14:06] you so much chair. Appreciate [2:14:08] it. I did want to address a [2:14:10] cup for more items in the [2:14:11] agenda first fall on 6 points [2:14:15] or 6.2, 1. Thank you, Dan Cow. [2:14:16] First of all, for your service [2:14:18] to the city, especially a [2:14:19] leader in environment and in [2:14:23] on the environment. Thanks for [2:14:24] bringing to my attention as [2:14:26] well as council member Brown [2:14:29] Detention sb 954. I just hope [2:14:30] that we can continue your [2:14:32] legacy of environmental [2:14:35] activism here in the city of [2:14:36] Oakland. I also wanted to do a [2:14:40] shout out Braxton gotten or i [2:14:41] seen the audience as look [2:14:45] forward to your expertise on [2:14:46] the Privacy Advisory [2:14:50] Commission. The other item, I [2:14:51] want to dress a very quickly [2:14:53] 6.2 5. I know that we are not [2:14:55] making a decision around how [2:14:56] the revenue for the Coliseum [2:14:59] sales going today. But [2:15:00] considering the voices in the [2:15:04] audience. I did want to just [2:15:04] logs some support for a [2:15:05] portion of the revenue going [2:15:07] to arts and culture, [2:15:10] especially when I think about [2:15:11] this vision that we have [2:15:12] around the coliseum minute [2:15:14] positioning to be calm, [2:15:16] Oakland, to be a music city, [2:15:21] right? I think about Austin, [2:15:22] Texas, Nashville and these [2:15:23] other music City's what [2:15:25] they've done. Well is to bring [2:15:29] up homegrown talent. Right? [2:15:32] And so I also think this is a [2:15:33] smart economic development [2:15:34] decision that is going to bear [2:15:38] out return on investment. And, [2:15:39] you know, we've had to park [2:15:41] Kalani come through city of [2:15:42] Oakland. I'd like to see more [2:15:44] of that homegrown talent make [2:15:46] it onto, you know, and urging [2:15:51] a soft stage. Finally, I just [2:15:54] want to address a 6.4 6. This [2:15:56] is the infirm at the [2:15:59] technology. Opd reports. First [2:16:02] of all, there was some [2:16:03] misinformation just look, I [2:16:05] think should have worthwhile [2:16:06] debates about flock. I also [2:16:09] think there's been some [2:16:09] misinformation posted around [2:16:14] how there was a deliberate [2:16:15] intention around item sub This [2:16:17] was the alpr item that was [2:16:19] truly there. Isn't it? Opd [2:16:20] came to me because they [2:16:22] realize there is a legal issue [2:16:26] with how it was posted. And so [2:16:26] it would have been an issue [2:16:28] for us to adopt it. So to be [2:16:30] clear, we are not adopting [2:16:32] anything related to the alp [2:16:34] ours today that was stricken [2:16:35] from the record and taken [2:16:38] down. And I just think that [2:16:39] when we have these debates, [2:16:42] let's at least grounded in the [2:16:43] facts. And finally, since I [2:16:46] was unable to address [2:16:48] Mississauga before sense, it [2:16:49] wasn't actually part of this. [2:16:50] I I really want to thank you. [2:16:53] You didn't have to do that for [2:16:56] me. So so thank you. And I [2:16:56] think the thing about this [2:17:00] asada is that. You and I have [2:17:01] had my we've had our [2:17:06] disagreements at times. But I [2:17:07] really think this is not a [2:17:08] first of all. You do war [2:17:13] reading, on these items than [2:17:15] anybody. Anybody on the city [2:17:15] council, you really do. And [2:17:18] you actually see it on the [2:17:20] school board meetings, the [2:17:21] county beatings, you are more. [2:17:23] Well, you are reading every [2:17:25] single piece and I actually [2:17:26] think people need to do a [2:17:28] documentary about your life. [2:17:32] Your life story truly. Because [2:17:34] and where you came from New [2:17:35] Orleans and just your history [2:17:37] and how you came to come to [2:17:39] Oakland, all your [2:17:40] contributions. And I think for [2:17:45] me, you know, I actually want [2:17:46] your voice to your perspective [2:17:47] to ring through. Clearly when [2:17:51] it comes to public safety. [2:17:51] Unfortunately, I also have an [2:17:52] obligation even when I agree [2:17:56] with your point of view you [2:17:57] know, just maintain order, [2:17:58] even one. I think your [2:18:01] perspective is incredibly [2:18:02] important. But let's chat [2:18:03] afterwards and again, thank [2:18:05] you. You really didn't have to [2:18:05] do that for me. So I I just [2:18:15] appreciate you. Thank you. [2:18:17] Councilmember Long and thank [2:18:19] you. Missus councilmember. [2:18:23] He's ok, we have a motion and [2:18:25] a second. Thank you once [2:18:25] again, so much for that. So we [2:18:26] have a motion by COUNCILMAN [2:18:29] The guile seconded by [2:18:30] Councilmember Houston to [2:18:32] approve the consent counter as [2:18:33] amended on role Council member [2:18:38] Brown. Thank you. [2:18:39] Councilmember Fife is excuse [2:18:40] Councilmember Gallo. I [2:18:42] Councilmember Houston. I I [2:18:50] Wang. And chair Ramachandran. [2:18:51] Item number 6. The consent [2:18:52] counter is approved as amended [2:18:55] with 6 ayes and to excused. [2:19:06] That now takes us to. That. [2:19:08] Now takes us to the item. 7 [2:19:09] counsel counsel [2:19:09] acknowledgements and [2:19:14] announcements. Okay. [2:19:15] Colleagues, any announcements? So I can [2:20:42] easily identify you will start [2:20:44] with those in person. Jennifer [2:20:53] Findlay. Renay. David Peters. [2:20:53] Natalie, near Jon Jones. The [2:20:55] 3rd Mississauga on the Bala [2:20:58] Lambertville Retana. Windy [2:21:01] blooming marked the cruel [2:21:05] Tracey tallest Williams [2:21:12] Alexander Ridge, Windy. Martha [2:21:16] Kohl ants, Madeline, Stacey. [2:21:17] And Jeanne hazards in any [2:21:22] order, MR. Hazzard. I was in [2:21:27] court on JUNE. 25 2026 related [2:21:29] to the transaction and use tax [2:21:35] a special election. APRIL 15. [2:21:43] This city after 4. 378 days. [2:21:43] Vow to The only thing they [2:21:48] found since MAY 19. To dismiss [2:21:51] my case. The court sustained [2:21:54] it. Without lead to a man on [2:21:57] preparing. The opening before [2:22:01] the appeals court, which I was [2:22:01] already prepared for MAY 19th [2:22:05] 2025. But what's interesting [2:22:10] with all of this. 2 documents, [2:22:15] a draft. And the proposed [2:22:15] ordinance. There's no [2:22:19] introduction. For what the [2:22:19] council approved on JANUARY [2:22:27] 9th. Thank you for your [2:22:36] comments. Your time is up. I [2:22:38] chair records zones. The 3rd [2:22:39] want to say a few things. I [2:22:39] appreciate the comments made [2:22:43] by Councilmember Houston. I [2:22:44] think its important to review [2:22:46] all the contracts right? And [2:22:47] look at how many times they'll [2:22:49] slip requirements been weight. [2:22:51] Know there's a tendency to do [2:22:52] so. And I do believe that we [2:22:54] be local support, locals much [2:22:54] as possible. Another thing I [2:22:56] want to share, that's very [2:22:58] important with all the vacant [2:22:59] and abandoned buildings and [2:23:02] parcels of land. We got here [2:23:04] when I was walking now [2:23:05] international for the brt. I [2:23:06] notice that first of all, a [2:23:07] lot of these buildings are not [2:23:08] even people from this country. [2:23:10] 30's. So the merchant some [2:23:11] time because that's the [2:23:12] challenge for the owner to [2:23:13] transmit the mission to the [2:23:15] merchant. My point is as a [2:23:16] city, we should be in the [2:23:16] business of acquiring assets [2:23:18] as much as possible because we [2:23:19] don't know when the next [2:23:22] pandemic. Mike, her, we see [2:23:23] what happened with the parcel [2:23:24] 83rd MacArthur High was sold. [2:23:25] So I would encourage you all [2:23:29] to do that work. Let's connect [2:23:30] with the county assessor. [2:23:31] Lsu's eminent domain for [2:23:32] properties that are owned by [2:23:33] people who are doing nothing [2:23:35] with it. So thank you. Thank [2:23:37] you for your comments. Want [2:23:40] to? Thank MISS Candace, I'm [2:23:43] gonna MISS You. I'm gonna MISS [2:23:48] You so much. We always ability [2:23:50] to put people in groups. And I [2:23:54] have put. People into the [2:23:57] groups that I understand. The [2:23:59] people are in this country 3 [2:24:03] groups. The indigenous people, [2:24:07] the original people. The [2:24:09] people who immigrated to this [2:24:11] country and the 3rd group as [2:24:12] the people who came here [2:24:15] against their will. The [2:24:18] enslaved people better known [2:24:19] as African-Americans. That's [2:24:20] the group I'm talking about. [2:24:24] Every time I come here. We not [2:24:26] the same as those of the 2 [2:24:29] groups. We have a lot of [2:24:29] things that are not in place [2:24:34] for us. In terms of jobs, [2:24:36] housing in terms of education. [2:24:38] Appreciate what you did. That [2:24:40] resolution but then identifies [2:24:42] the issues of African [2:24:43] Americans in this city. We [2:24:44] have no action plan. To deal [2:24:50] with those. Apologies. [2:24:51] Mississauga you times that [2:24:56] next Speaker. Thank you. [2:24:58] Hello. My name Dana, I'm a [2:25:01] psychotherapist at Children's [2:25:02] Hospital. Oakland all sewn up [2:25:02] the union member. And I'm here [2:25:05] to talk about measure Measure [2:25:06] c. But before I get to that, I [2:25:08] want to extend some thank yous [2:25:09] for a spot to for coming out [2:25:10] to support us on JULY 9th, [2:25:12] action there. And for the [2:25:14] hospital second vote, we want [2:25:17] to think Mayor Lee, who [2:25:18] somehow found it in a way to [2:25:21] persuade Nicholas Home Co to [2:25:23] have a conversation with ice [2:25:25] meeting. Labor as you MAY [2:25:26] know, Measure c has Isaac [2:25:28] about 20% for the hospital. 5% [2:25:29] of which we are supposed to [2:25:30] have some say. So with respect [2:25:34] to how spent until Nichols [2:25:37] home would have nothing to do [2:25:37] with us. Making one making up [2:25:40] one excuse or another. Now [2:25:42] then cut to the chase. Were [2:25:42] here to ask you to do [2:25:45] something because we think [2:25:45] that the hospice misusing [2:25:47] measure c money, how do we [2:25:51] know it looks like they're [2:25:52] taking care open residents [2:25:52] only cameras. It over to the [2:25:54] city health care. And we also [2:25:56] think that they're taking jobs [2:26:01] that we do. Thank you for your [2:26:06] comments next. Speaker. Hello, [2:26:07] my name is Tracy. Tell us [2:26:10] clinical life and scientists [2:26:12] at Tall Children's Hospital, [2:26:13] Oakland and I just want been [2:26:15] working there for about a good [2:26:17] 10 years. And we recently [2:26:18] received a letter saying [2:26:21] services will be moved out to [2:26:21] China Basin, which is over on [2:26:24] the east, the West Bay so that [2:26:26] we are getting services cut [2:26:31] in. There are several things [2:26:33] that are detrimental for [2:26:33] children at Children's [2:26:36] Hospital. So one being blood [2:26:36] cultures, that blood cultures [2:26:39] are moved out. It we've had a [2:26:42] case or scenario where the [2:26:43] black culture turn positive in [2:26:46] less than 6 hours. Pretty [2:26:48] common for rapid for different [2:26:49] type of organisms. But if it [2:26:52] turns positive and is in route [2:26:53] to being set up over there, we [2:26:55] could lose at least 6 to 8 [2:26:56] hours. And that's really [2:26:57] detrimental for children [2:27:00] because, you know, there a [2:27:01] really sensitive population. [2:27:02] And this patient just happened [2:27:05] to be oncology patient. So we [2:27:06] would actually lose the [2:27:09] ability to for accessibility. [2:27:10] Thank you for your comments. [2:27:16] Tracy. Next speaker. Hi, my [2:27:18] name is Wendy Blum Unama rn [2:27:19] and I've been in Oakland [2:27:21] Children's Hospital for last [2:27:23] 39 years since the affiliation [2:27:24] with ucsf that started 11 [2:27:26] years ago. We have seen a [2:27:27] steady decline and services [2:27:30] offered in Oakland, ucsf [2:27:31] receives funds from Alameda [2:27:33] County's Measure c that [2:27:34] funding should be used for the [2:27:34] hospital services provided in [2:27:38] the Oakland Campus. We want [2:27:38] transparency and [2:27:39] accountability for those [2:27:40] funds. Please listen to the [2:27:43] staff in the trenches and [2:27:44] don't follow for ucsf. Spotty [2:27:47] power point presentations. We [2:27:48] do not want to see the for the [2:27:48] loss of certain needed [2:27:50] services for the families in [2:27:52] Oakland. We've already seen [2:27:54] our bone marrow, the bulk of [2:27:55] our bone marrow transplant [2:27:55] program is moved to Mission [2:27:59] Bay in San Francisco. We're [2:28:01] seeing the shift of college e [2:28:04] services as well as complex [2:28:05] cardiac surgeries. Our single [2:28:07] cell program is world renowned [2:28:08] to the longtime guidance of [2:28:09] our position. Now, doesn't [2:28:10] cheat. And we have really have [2:28:12] fears that medical hits will [2:28:13] cut those programs for the [2:28:15] adults as well as that [2:28:16] children services. So please [2:28:24] help us keep care in Oakland. [2:28:25] My name is Martha Cool. And [2:28:27] I've been in our ins for 45 [2:28:28] years of those years. I worked [2:28:30] 40 years at Oakland, [2:28:32] Children's caring for sick, [2:28:33] the sick and injured kids and [2:28:35] specialize in care of kids [2:28:37] with cancer. I retired but [2:28:37] remain active in our community [2:28:41] for health care. Right. When [2:28:42] ucsf Health first affiliated [2:28:44] Cho and 14 uc promised so [2:28:46] much. But you can't trust [2:28:49] them. We have all witnessed a [2:28:50] diminishing level of services [2:28:51] and care over time with the [2:28:53] transfer specialties across [2:28:56] the bay. Not only that they [2:28:58] unilaterally cut our contracts [2:28:59] and transferred us into a [2:29:00] substandard contract that they [2:29:03] don't even honor. More [2:29:05] importantly, though, this has [2:29:07] caused harm to many workers [2:29:07] and families and working [2:29:08] conditions have deteriorated. [2:29:12] Morale is very low. More [2:29:13] importantly, good working [2:29:15] conditions are always the [2:29:16] foundation that makes it [2:29:17] possible to give great patient [2:29:19] care without this patients MAY [2:29:20] be at risk and all try to give [2:29:22] even if we all try to do the [2:29:23] best, they must be held to [2:29:27] account. Thank you so much for [2:29:33] your comments next. Speaker. [2:29:34] Good afternoon, everybody. I'm [2:29:37] ridge. I want to give a simple [2:29:40] introduction about who I am. [2:29:41] I'm a 14 year-old I live and [2:29:43] also brought there and I am [2:29:46] interning with close regroup. [2:29:49] I'm shattered Isaac right [2:29:51] here. You guys, many of you [2:29:53] MAY be familiar with my [2:29:54] grandmother, Jane Garcia. [2:29:54] She's the ceo of a clinic at [2:30:00] nasa. Jim, by that same spirit [2:30:01] of community service. I'm [2:30:01] deeply involved in local [2:30:04] advocate advocacy at my school [2:30:05] District, West Contra Costa [2:30:08] Unified School District. I [2:30:09] would like to thank you, [2:30:10] MISTER Gallo, giving mine in [2:30:14] the street. Thank you your [2:30:23] comments. Next Mylan, Stacy, [2:30:24] today, we had quite a packed [2:30:26] agenda in terms of the consent [2:30:28] items. There usually is a [2:30:28] packed agenda, but I've [2:30:31] noticed a trend in the past [2:30:33] few months that every city [2:30:34] council committee and every [2:30:35] concurrent City council [2:30:36] meeting has made the public [2:30:40] comment cut down to one minute [2:30:42] or as it's now essentially [2:30:43] defaulted. And we all expect [2:30:45] only have one minute. And I [2:30:46] just like you to think about [2:30:50] and consider how public isn't [2:30:51] really fully able to give a [2:30:53] voice to everything you want [2:30:53] to, especially with the [2:30:54] consent items where we had a [2:30:56] maximum of 3 minutes when many [2:30:57] of us wanted to comment on a [2:31:00] handful of the items, it's [2:31:01] just simply not enough time [2:31:02] for public input actually be [2:31:05] heard inconsiderate. Thank you [2:31:06] for your comments next. [2:31:11] Speaker. The little Damian or [2:31:12] first of all, thank you very [2:31:16] much for the grant performance [2:31:17] year-old. One of those things [2:31:21] that. Always is a route that [2:31:22] you always rude to me back in [2:31:23] the city. Whenever I would [2:31:25] come back home from traveling [2:31:26] or whatever, very few of the [2:31:27] lake and then being able to [2:31:31] see that that And then as far [2:31:35] the Coliseum, I think it be [2:31:37] very interesting if city was [2:31:38] able to during this break to [2:31:42] take a look at. The other big [2:31:43] projects that we wanted to [2:31:46] accomplish. Didn't happen and [2:31:49] really identify where the city [2:31:52] fell apart and try to get [2:31:53] started and get infrastructure [2:31:53] right, like MR. Hazzard said [2:31:55] he's going to be a while [2:31:56] before everything gets going. [2:31:57] But it be great if the city [2:31:58] could have some things in [2:32:00] place. And on note, also [2:32:01] thinking about the idea music [2:32:05] City. It can also you can [2:32:06] operate from the top down. But [2:32:07] I think there's also some [2:32:08] foundation made get put in [2:32:09] place that we don't have to [2:32:09] wait for that 6% to start [2:32:11] rolling Thanks. Thank you for [2:32:16] your comments. All names have [2:32:17] been called. If you signed up [2:32:18] to speak in your in person, [2:32:21] please approach the podium. If [2:32:22] not, we will go to Speakers [2:32:23] blare become in your community [2:32:28] MAY begin. Thank you. Really [2:32:29] awesome words play a big win [2:32:30] here. Really awesome words [2:32:32] that you guys have over 15 [2:32:33] made it over efficient the [2:32:36] public comment time. I work on [2:32:38] that and come back in the fall [2:32:39] with a better plan. Thank you [2:32:42] for a person's words. I also [2:32:43] want to comment. It's a [2:32:44] sideshow issues that I hope [2:32:45] that council person wearing an [2:32:50] a Houston again get together [2:32:51] on council person. Houston [2:32:53] some interesting ideas on [2:32:56] sideshow. Things. I hope that [2:32:57] can be a work. I'm really [2:32:58] hopeful. I heard how the movie [2:32:59] business can be of help to [2:33:01] Oakland. I think every [2:33:01] practice. Good check [2:33:02] accountability for the [2:33:03] upcoming downtown development [2:33:05] projects. That would be really [2:33:08] helpful and just give people [2:33:09] good reminders that best [2:33:10] practices simply makes people [2:33:11] feel good with technology and [2:33:13] good luck. And those efforts. [2:33:14] And finally, our council [2:33:17] person wearing you had a good [2:33:19] meeting today and that's a [2:33:21] really important goal with [2:33:22] tech accountability that we [2:33:24] learn to be more clear, honest [2:33:25] and straight forward with each [2:33:25] other in our conversations. [2:33:28] And I don't think you. Thank [2:33:29] you for your comments. If I [2:33:31] called your name and you are [2:33:32] on zoom action, please raise [2:33:34] your hand if not all names [2:33:36] have been called for Open [2:33:39] forum. Thank you so much. [2:33:40] Before council members we [2:33:41] Sorry, my apologies. I do see [2:33:43] one of speakers raised their [2:33:44] hand, I believe is David [2:33:45] Peters. You eat yourself and [2:33:48] begin. Thank you. MADAM Clerk, [2:33:51] this is David Peters of West [2:33:54] Oakland. It is that fine day [2:33:55] and was the open right now? I [2:33:58] hope you are fined as much joy [2:33:58] in this beautiful find JULY [2:34:02] afternoon. As I am over here, [2:34:05] optimistic. I think that for [2:34:08] the first time in a while, I [2:34:08] think that we're pulling [2:34:09] together play in the right [2:34:12] direction. You know, we've see [2:34:14] some significant outside [2:34:16] investment at the Coliseum [2:34:17] property in a deal it by 4 [2:34:19] brothers from the from the [2:34:20] town. We continue to make [2:34:26] strides in public safety the [2:34:28] our budget, cliff that we seem [2:34:29] to almost humble over last [2:34:31] year, perhaps as bad for. I [2:34:32] want to remind everybody [2:34:33] everything accomplished [2:34:35] through the culture spirit in [2:34:36] this town come out on the [2:34:37] black liberation walking [2:34:39] toward this Saturday, AUGUST [2:34:43] whatever it is. And again, the [2:34:44] of JULY, whatever it is, the [2:34:46] last will be on AUGUST. 15th. [2:34:52] Its ceo down. Thank you for [2:34:52] your comments. That concludes [2:34:54] our open speakers. Thank you. [2:34:55] Before we lose clam city [2:35:00] clerk, please go ahead. She who's on [2:35:28] to do great things. Thank you [2:35:29] so much. Musk and this wishing [2:35:31] you the very best in your [2:35:34] future endeavors. This is this [2:35:35] is often a thankless and [2:35:35] hijack that declare say they [2:35:39] just read in, you know, in one [2:35:42] single breath, 55 items [2:35:43] consent. Plus, several others [2:35:45] in this meeting and you help [2:35:46] from these meeting smoothly [2:35:46] everyone who works in the [2:35:50] clerk's office says incredibly [2:35:51] important work for [2:35:52] transparency and access year [2:35:54] in Oakland and getting our [2:35:55] agendas clear and moving [2:36:03] forward. So thank you come [2:36:08] summer. His Due to change is [2:36:13] hard for me. Change is hard [2:36:14] you believe in and I'm used to [2:36:18] you You steal Muzak. I hate [2:36:20] change, but wish you the best, [2:36:23] you know, and I'm used abuse [2:36:24] everyone dry with somebody go [2:36:25] over. Just used everyone. I'm [2:36:30] used to structure. So you're [2:36:31] congratulate you, but you mess [2:36:33] it a structural what just [2:36:34] structure here. So appreciate [2:36:38] it. I love Thank you. Thank [2:36:41] you.
